THAT GROUP MAKES SURE THAT THAT REMAINS A HIGH PROFILE.

AND THEN TO LOOK AT ROOT CAUSE ANALYSIS, WHAT CAUSED THAT PARTICULAR ONE, THE DELINQUENT, THE OTHERS, BUT ONE TO HAVE 11 OUT OF OUR REMAINING 30.

AND THOSE HAVE BEEN, UH, CHALLENGE FOR FINANCE AS WELL BECAUSE THEY'RE PARTNERS WITH US.

SO WHEN YOU HEAR ING AND OTHERS TALK ABOUT A SOFT LANDING, UH, THAT HAS REALLY BEEN AN AMAZING ACCOMPLISHMENT IN TERMS OF THE PANDEMIC, THE SUPPLY CHAIN DISRUPTIONS THAT HAVE OCCURRED DURING THAT PERIOD OF TIME.

UH, ACCOMMODATIONS AND INNOVATIVE SOLUTIONS THAT WERE PROFIT TO HELP CONTINUE IN TERMS OF SPENDING.

COULDN'T DO ANYTHING ABOUT THE SCHEDULING BECAUSE I MEAN, THAT, THAT REALLY CHANGED THE WHOLE, WHOLE WORLD OPERATES.

AND THE TEAM RESPONDED.

SO THEY HAD A SECOND EVENT THAT INCORPORATED THE BOARD.

SO THAT ONE OF THE THINGS THAT CAME OUT IS LET'S PUT THE BOARD MEMBER, WELL NOT PUT, BUT LET'S ASK THE BOARD MEMBERS TO BE, HELP LEAD THAT EFFORT TO PENETRATE AND COMMUNICATE INTO, UH, THAT'S IN THE, IN INFANCY STAGES, BUT WE FEEL VERY POSITIVE ABOUT USING THAT METHODOLOGY.

AND WHILE NOT STANDARDS, THE STATE HAS CLEARLY ARTICULATED OVERARCHING EXPECTATIONS FOR THE ENGLISH LANGUAGE ARTS CLASSROOM IN SOUTH CAROLINA.

THESE ARE PRACTICES WITHIN THE CLASSROOM THAT IS EXPECTED OF ALL OF OUR STUDENTS.

I HAVE MENTIONED A FEW OTHER SUPPORT DOCUMENTS, BUT I WANTED TO WRAP UP BY SHARING THAT THE STATE ALSO PUBLISHED A GLOSSARY OF TERMS. THESE ARE DIRECTLY RELATED TO OUR INDICATORS AND CREATE A COMMON LANGUAGE ACROSS OUR STATE FOR STANDARDS AND ASSESSMENTS.

WE WERE AT 21.

AND THIS SCHOOL YEAR IS THE FIRST YEAR WE ARE, WE ARE DISTRICT-WIDE, CEP.

SO ALL STUDENTS IN THE DISTRICT ARE ELIGIBLE FOR ONE SCHOOL, UH, ONE BREAKFAST AND ONE LUNCH EVERY YEAR.

WHAT THAT DOES TO OUR REVENUE STREAM IS YOU'RE NOT HAVING PARENT PAYMENTS ANYMORE ANY LONGER.

AND I SPOKE WITH THEM ABOUT THE CHALLENGE AND THEY SAID, WHY DON'T YOU MOVE IT TO A CLEVER MENTAL FUND? AND I THOUGHT, WELL, THAT'S A GREAT IDEA, .

SO, UM, THIS EVENING, WHAT THAT WOULD, SO THIS EVENING I'M PROPOSING THAT WE, UH, FOLLOW THE RECOMMENDATION, UH, AS A RESULT OF WHAT, WHAT WOULD THAT REQUIRE OF US IN THE DISTRICT, UH, IN THE FINANCE DEPARTMENT.

WE WOULD DO HAVE A PRIOR YEAR ADJUSTMENT OF ANY ASSETS AND DEPRECIATION AND ANY OTHER LIABILITIES THAT ARE APPLICABLE TO A PROPRIETARY FUND THAT WOULD NOT NECESSARILY BE ON GOVERNMENTAL.

WE'LL REMOVE THOSE EXPENSE, THE DIFFERENCE, AND THAT WILL ALTER, UM, THAT WILL GIVE US A PRIOR PERIOD ADJUSTMENT FOR A FISCAL YEAR 23.

AND THEN WE WILL EXPENSE ALL ASSETS THAT WE PURCHASE IN F FISCAL YEAR 2324 IN THIS YEAR'S FINANCIALS THAT WE'RE WORKING ON RIGHT NOW AND FINALIZING THIS YEAR'S, UH, DATA TO, UH, FINALIZE OUR FINANCIAL STATEMENTS.

SO WHAT I'M PROPOSING THIS EVENING IS PERMISSION TO, OR AUTHORIZATION TO TRANSITION THE FOOD SERVICE FUND TO A GOVERNMENTAL FUND FOR PURPOSES JUST OF FINANCIAL REPORTING.

IT IS NO COST TO THE DISTRICT, IT IS JUST A PRESENTATION CHANGE IN THE FINANCIAL STATEMENTS.

UH, I, IN MY OPINION, IT IS, UM, I BELIEVE THAT THE CURRENT PRESENTATION IS MISLEADING BECAUSE IT PROVIDES A HIGHER FUND BALANCE THAN WE ACTUALLY HAVE.

UM, AND THIS WOULD REFLECT MORE ACCURATELY THE STATE OF OUR FINANCES IN THAT FUND.

SO THAT IS MY RECOMMENDATION THIS EVENING.

I HOPE THAT I HELP TO SIMPLIFY THAT AS MUCH AS POSSIBLE.

UM, AND I WILL BE HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.

UM, SO YOU'VE TOLD US, UH, WHY THIS IS AN GOOD, THE POSITIVES OF DOING THIS.

YES.

SO WHAT IS THE NEGATIVES? IS THERE, ARE THERE ANY, CAN YOU THINK OF ANY NEGATIVES FOR DOING IT THIS WAY? WELL, I TRIED TO THINK OF SOME, UM, THE ONLY NEGATIVES ARE A COUPLE OF JOURNAL ENTRIES ON OUR SIDE.

YEAH.

AND A COUPLE OF CHANGES IN THE PRESENTATION ON THE AUDITOR SIDE, BUT THAT'S NOT A, THAT'S, WE CONTRACT WITH THEM TO PREPARE, UM, OUR AUDITED FINANCIAL REPORTS.

SO IT'S A PRIOR PERIOD ADJUSTMENT, ONE JOURNAL ENTRY, UM, AND WE HAVE THE JOURNAL ENTRY READY TO GO IF THE BOARD, SO WE'VE ALREADY PREPARED IT.

IT WASN'T A SIGNIFICANT AMOUNT OF TIME TO CREATE IT.

WE JUST LOOKED AT LAST YEAR'S BALANCE SHEET AND RE AND DID SOME DEBITS AND CREDITS AND FIGURED OUT WHICH ONES THEY WERE.

IT WILL HAVE A $2 MILLION EFFECT.

IT WILL LOWER THE FUND BALANCE FROM $10 MILLION TO EIGHT.

UM, AND THEN WE HAD TO, WE WOULD HAVE TO REVERSE A COUPLE OF JOURNAL ENTRIES THAT WE HAD ALREADY DONE TO CAPITALIZE EQUIPMENT IN FISCAL YEAR 24, WHICH REVERSED THOSE BACK.

AND THAT'S IT.

AND IT WILL, THE THING THAT THE MOST, THE BEST THING IT WILL DO IS DECREASE THAT.

WE HAVE A REPORT

TO THE STATE AND THE USDA OF THE USE OF EXCESS OPERATING BALANCE.

THAT BALANCE WILL DECLINE BY $2 MILLION IMMEDIATELY THIS YEAR.

UM, SO THAT PUTS US IN A BETTER POSITION TO MEET THE REQUIREMENTS TO USE THAT BALANCE IN A REASONABLE PERIOD OF TIME.

AND YOU MENTIONED JUST NOW IN YOUR ANSWER, THANK YOU, THAT THE CURRENT WAY THAT THE, UM, ACCOUNTING IS DONE INFLATES THE FUND BALANCE SLIGHTLY, I GUESS $2 MILLION.

SO IT HAS TO DEAL WITH FOOD AND STUDENTS, AND IF IT DOESN'T RELATE TO THAT, IT'S NOT ABLE TO BE USED, UTILIZED FOR THE, UM, FOR PAYMENT.

AS YOU MAY KNOW, LAST WEEK WAS NATIONAL BAND BOOKS WEEK, AND WE AT FAB CELEBRATED BY HOSTING A SCREENING OF THE DOCUMENTARY BAND TOGETHER THAT WAS FILMED PARTIALLY HERE IN BUFORT.

IT TELLS THE STORY OF THE BOOKS THAT WERE CHALLENGED HERE IN THE FALL OF 2022, AND THE WAY THAT OUR COMMUNITY RALLIED AROUND STUDENTS TO PROTECT THEIR FREEDOM TO READ BOOKS, NOT OPPOSED BY THEIR OWN PARENTS, AND ALSO TEACHERS AND LIBRARIANS WHO ARE PROFESSIONALS AND DESERVE TO BE TREATED.
