IS THERE ANYBODY HERE THAT HAS PUBLIC COMMENT TO OUR AGENDA ITEMS? SEE NONE.

WE'LL MOVE ON TO APPROVAL OF MINUTES.

JULY 17TH.

YOU'VE HAD THEM.

UH, IS THERE ANY CORRECTIONS OR OBJECTIONS THAT NEED TO BE MADE? SEE, NONE.

DO I HAVE A MOTION? SO MOVED.

SECOND, JENNY.

YOU'LL BE THE SECOND IN.

OKAY.

ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE.

AYE.

AYE.

MOTION CARRIES ALL BUSINESS.

TRACY, YOU'RE UP FIRST.

GOOD AFTERNOON CHAIRMAN AND THE BOARD.

WE CAN GO TO THE, UH, FIRST SLIDE.

WE FINALLY, FROM THE LAST TIME WE WERE HERE, WE ACTUALLY GOT SOME UPDATES, UH, FOR WHAT'S GOING ON WITH LAND IN THIS.

UH, THE SUBCONTRACTOR WAS THOUGHT MIXING, UH, ON THE 23RD, UH, WHICH IS A MONDAY FOR ABOUT FOUR DAYS.

UH, THEN THEY'LL START DOING MILLING ON THE 27TH, WHICH WILL TAKE ABOUT A DAY.

AND THEN THAT SATURDAY, ABOUT ANOTHER DAY TO DO PAVING.

SO WE FINALLY GOT SOME MOVEMENT.

UH, WE FINALLY GOT THE MIX SIGNS IN FOR OMR, UH, COORDINATED WITH THE, UH, CONTRACTOR WHO HAS A SUB, UH, COME TO AGREEMENT.

UH, NEXT SLIDE.

UH, ON ISLAND CAUSEWAY, UH, AS YOU KNOW, THIS WORK IS CURRENTLY GOING ON.

UH, THEY'RE GONNA START MIXING THIS FRIDAY AND NEXT WEEK, ON MONDAY, THEY'RE GONNA TAKE ABOUT TWO DAYS TO DO MILLING AND THEN ANOTHER TWO DAYS TO DO PAVING.

AND HOPEFULLY EVERYTHING GOES RIGHT.

THE WEATHER HOLES, UH, THEY SHOULD BE FINISHED, UH, THAT FRIDAY.

AND SO WHAT WE'VE DONE IS WE HAD SOME COORDINATION.

WE HAD A FEW CALLS COME IN.

AS YOU AWARE, IT'S BEEN SEVERAL MONTHS.

THE RESIDENTS BEEN LOOKING FOR THIS JOB TO START.

SO ONCE IT STARTED, EVERYBODY'S EXCITED.

BUT AT THE SAME TIME, THERE'S BEEN A LITTLE CONGESTION IN TERMS OF PEOPLE TRYING TO GET TO WORK AND TO GET TO SCHOOL.

SO I COORDINATED WITH THE CONTRACTOR TO SEE IF NOT TO HOLD TO IT, TO SEE IF MAYBE, MAYBE MOVING IT TO ABOUT EIGHT O'CLOCK.

UH, IF POSSIBLE, IF

[00:05:01]

NOT, YOU KNOW, THEY'LL WORK SOMETHING OUT.

WE DID HAVE THEM USE A PILOT CAR, UH, TO KIND OF HELP LEAD THAT TRAFFIC TO KIND OF HELP WITH THAT.

NEXT SLIDE.

UH, HOLLY HALL ROAD.

UH, WE'RE LOOKING AT THAT TOWARDS THE END OF SEPTEMBER.

UH, IT'S GONNA TAKE ABOUT 15 DAYS OF MIXING, FIVE DAYS OF MILLING, AND ABOUT FIVE DAYS OF PAVING.

SO THE WAY THIS IS WORKING IS THE SUB IS WORKING FROM ISLAND CAUSEWAY.

THEY CURRENTLY HAVE WORK GOING ON HOLLY, HOLLY HALL ROAD.

ONCE THEY GET DONE WITH THAT, THEN THEY'LL MAKE THEIR WAY DOWN TO LAND Z.

OKAY, NEXT SLIDE.

UH, THIS ONE HERE.

LAST TIME WE WERE HERE WE HAD ABOUT THREE SLIDES OF, UH, THE PAVEMENT MARKS WHAT PEAK WAS GONNA DO.

UH, IT HAS SINCE BEEN REVISED TO ABOUT 27 ROADS, AS YOU CAN SEE.

AND SO RIGHT NOW I'M WORKING WITH THE, UH, CONTRACTOR TO KIND OF REVISE, UH, OR PROVIDE PRICING FOR AN ADDITIONAL ROAD, TWO ROADS THAT WERE ADDED IN CHARLESTON, AND THEN REMONT ROAD THAT WAS ADDED AS WELL.

AND SO HOPEFULLY WE'RE LOOKING AT ABOUT, AROUND THE FIRST OR SECOND WEEK IN OCTOBER, UH, TO HAVE THEM STARTING.

'CAUSE AS WE GET TOWARDS IN THE, UH, INTO THE WINTER MONTHS, YOU'RE NOT GONNA BE ABLE TO DO THAT THERMOPLASTIC.

SO HOPEFULLY THEY GET STARTED BY NOVEMBER 30TH.

UH, THEY'LL BE DONE WITH THAT NEXT SLIDE.

AND THIS ONE HERE HASN'T BEEN MUCH CHANGED.

THIS IS APAC, UH, COORDINATED WITH THEM AND BECAUSE THEY HAVE QUITE A BIT OF WORK GOING ON FROM IN CHARLESTON TRYING TO GET DOWN THIS WAY, UH, THEY'RE LOOKING AT STARTING IN THE SPRING OF NEXT YEAR.

BUT AS YOU KNOW, THEY'RE NOT LOOKING AT COMPLETING THIS JOB UNTIL ABOUT SEPTEMBER 30TH OF NEXT YEAR.

NEXT SLIDE.

AND THE SAME WITH IN, UH, BLYTHE HAS ONE PART OF LENS IN, UH, WITH THE CMRB AND THEN APAC WILL COME IN WITH THE OTHER PART OF IT.

AND THIS IS, UH, THE SAME THING AS WELL.

THEY WON'T BE ABLE TO GET STARTED ON THIS ONE UNTIL, UH, THE SPRING OF NEXT YEAR.

AND THEN THE LAST SLIDE, SAME THING WITH ALLEN CAUSEWAY.

WE HAVE THE TWO CONTRACTORS BLACK ON ONE SIDE WITH SANDERS, AND THEN WE HAVE APAC.

SO THIS ONE FALLS INTO THE SAME CATEGORY IN TERMS OF, UH, SPRING OF NEXT YEAR.

BUT I'VE BEEN PUSHING APAC TO SEE IF MAYBE POSSIBLY SOMETHING FREES UP, UH, IF THEY'RE ABLE TO GET DOWN THERE TO START WORKING IT.

IT'S WONDERFUL THAT THE STATE LEGISLATURES GIVES US MORE MONEY TO SPEND, BUT UNFORTUNATELY WE DON'T HAVE ENOUGH CONTRACTORS TO KEEP UP WITH THE AMOUNT OF WORK PROVIDED.

SO I GUESS IT'S GOOD TO HAVE A LITTLE BIT OF A BLACK LAW, ESPECIALLY WITH BLACK BEER.

I'M SURE THEY'LL TELL YOU THE SAME THING.

IT'S GOOD, YOU KNOW, IT KEEPS 'EM BUSY AND KEEP 'EM MOVING.

SO ONE OF THE THINGS ABOUT IT IS IT HAPPENED TO WORK OUT, YOU KNOW, JACE WAS ABLE TO GET THE STUFF DOWN HERE TO MOVE ALL THE EQUIPMENT DOWN, WHICH ALLOWED THEM TO GO AHEAD, GET STARTED ON ISLAND CAUSEWAY, WHICH THE RESIDENT ARE HAPPY, DIDN'T DO HOLLY HALL AND LANDS IN.

SO AT LEAST THEY SEE SOME MOVEMENT, SOMETHING HAPPENED VERSUS THE SIGNS BEING OUT THERE FOR ABOUT A YEAR.

SO, UH, WHICH IS GOOD SUCCESS, SIR.

SO THAT'S ALL I HAVE.

THAT'S A GREAT UPDATE.

ANY QUESTIONS? UM, AS USUAL, I HAVE A QUESTION.

UM, IT'S, IT'S A VERY SIMPLE ONE IS, ARE THE LISTS OF THE SCHEDULED, UH, IMPROVEMENTS AVAILABLE ON THE INTERNET FOR LIKE THE AVERAGE PERSON? UH, YES MA'AM.

THEY SHOULD POSTED OUT THERE.

I KNOW ON SOCIAL MEDIA THERE'S ALWAYS, OH, THEY'RE NEVER GONNA DO THIS AND RIGHT.

AND SO IF, IF SOMEBODY'S DOING THAT, I CAN SAY GO TO ABSOLUTELY THE COUNTY WEBSITE AND THEY CAN GO TO THE COUNTY WEBSITE.

AND ALSO TOO, WHENEVER THE CONTRACTOR'S GETTING READY TO PERFORM WORK, WE ACTUALLY HAVE TO POST A MEDIA NOTICE.

SO IT LETS THEM KNOW IN TERMS OF WHEN THEY'RE GONNA BE STARTING AND WHEN THEY END, UM, AND FOR THE DURATION WHEN THEY'RE GONNA DO, DO IT.

SO THAT WHERE THE PUBLIC IS AWARE.

'CAUSE IT MAY PUT THEM OUT WAY, ESPECIALLY WHEN WE HAVE LANE CLOSURES.

SO YES MA'AM.

ELECTION.

YEAH, BECAUSE YOU KNOW HOW PEOPLE GET KIND OF YES.

I'VE BEEN FILLING QUITE A FEW CALLS EVER SINCE WE GOT STARTED.

SO, UH, BUT I GOTTA SAY BLACK.

I MEAN, THEY'RE, THEY'RE DOING AN EXCELLENT JOB OUT THERE.

YOU KNOW, THE PEOPLE ARE VERY THRILLED.

SO.

GREAT.

THANKS.

YES MA'AM.

YOU'RE VERY WELCOME.

THANK YOU.

ANY OTHER QUESTIONS? SEE NONE.

THANKS MUCH.

THANK YOU BOARD.

RUSTY, YOU'RE UP FOR DIRT ROAD PROJECT 53 AND 55.

GOOD AFTERNOON CHAIRMAN COMMITTEE.

UH, DIRT ROAD 53.

THESE ROADS ARE ALL, UH, PAVED.

UH, UH, RAINBOW ROAD IS COMPLETE.

UM, NORTHVIEW AND TWICKINGHAM ARE BOTH PAVED.

UH, NORTHVIEW WORKING TOWARDS THE FINAL WALK WITH THE CONTRACTOR.

AND UH, TWICKINGHAM WAS PAVED ON TIME AND, UH, MR. STROMAN SAID HE'S HAPPY.

.

IS HE GOOD? YEAH.

AND THEY'RE WORKING ON SHOULDERS AND DITCHES ON THOSE RIGHT NOW TO GET THAT FINISHED UP.

UH, SO WE CAN MEET WITH, UH, DAVIS AND FLOYD TO DO A, A WALK ON THOSE.

TWICKINGHAM WILL BECOME A, UH, RACE STREET WHERE THEY CAN JUST REV THEIR CARS UP AND SEE HOW FAST THEY CAN GO OUT ON THAT ONE MILE STRETCH.

IT'LL BE A GOOD ONE.

DON'T DO .

IT'LL BE A GOOD ONE.

.

ALRIGHT.

UH, DIRT ROAD 55.

LEO GREEN, JAMES E. WASHINGTON DOLPHIN WATCH, UH, DAVISON FLOYD, UH, IS WORKING ON DESIGN AND PERMITTING ON THAT RIGHT NOW.

GOOD DEAL.

QUESTIONS? ANYBODY ON 53 AND 55 DIRT ROAD? ALRIGHT, SEE NONE.

LET'S MOVE ON TO

[00:10:01]

YEAR SEVEN.

RESURFACING, PRESERVATION, REJUVENATOR, UH, CRACK SEAL, PATCHING, MICRO SEAL, THOSE ARE ALL COMPLETE, UM, ON ALL THE PRESERVATION ROADS.

UM, THE, UH, REJUVENATOR HAS BEEN COMPLETE FOR QUITE SOME TIME, RIGHT? UM, WE FINISHED UP THE HILTON HEAD ROADS, UH, THIS WEEK OR LAST LAST WEEK.

UH, WE'RE JUST WAITING FOR, UH, PAINT AND, UM, THERMAL TO UH MM-HMM.

BE ABLE TO PUT THAT IN PLACE SO WE CAN FINISH THOSE UP.

GOOD.

OTHER THAN THAT, WE'RE DONE PAVING ONE ROAD.

WE, WE ARE, UH, WAITING TO LOOK INTO A TREE REMOVAL ON A ROAD WE ADDED, UM, OVER ON UH, SHE LANE.

SO THAT'S THE ONLY THING WE HAVE, UH, HANGING OUT THERE RIGHT NOW ON THAT.

MM-HMM, .

GOOD DEAL.

ANY QUESTIONS OF THE COMMITTEE? ALRIGHT, WE'RE UP TO ONE 70 IN A TRIANGLE UPDATE, I BELIEVE.

OKAY, GOOD DEAL.

I SEE THEIR INSIDE.

UM, THAT NOTE THAT WAS ADDED THAT I, I'VE BEEN ASKING BRIAN AND RUSTY TO GET THIS KEEPS OUR RUNNING TOTAL OF WHAT WE PUT UNDER CONTRACT AND COMPLETED.

UM, YEAH, WE'LL LOOK AT THOSE IN A SECOND.

UH, YOU'LL FIND IN YOUR PACKET YEAR SEVEN CONTRACTS AND THEN THE UPDATE 2016 THROUGH 2024.

RESURFACING, MILEAGE TOTALS.

THIS GIVES US A RUNNING TOTAL OF 197 MILES THAT WE'VE TOUCHED SINCE 2016.

THAT'S A MAJOR TOUCH IN BOTH BEAUFORT COUNTY AND A FEW MUNICIPALITIES.

YES, BRIAN, GO AHEAD PLEASE.

UM, AND JUST ON THAT LAST NOTE, I MEAN MEAN THE COMMITMENT THAT THE COMMITTEE'S MADE TO PAVEMENT PRESERVATION HAS GONE A LONG WAY TO, UH, AFFECTING THE NUMBER OF MILES THAT WE CAN TOUCH ON AN ANNUAL BASIS.

SO, UH, I REALLY APPRECIATE THAT.

UM, I GUESS JARED'S NOT GOING TO BE ABLE TO JOIN US TODAY, SO I'LL TRY TO DO MY BEST TO FILL IN.

UM, THE ONE 70 NEAR TERM PROJECTS STILL ONGOING.

UM, THEY'VE BEEN PAVING ON ONE 70 AND 2 78 OUT THERE.

I THINK THEY STILL HAVE SURFACE COURSE TO GO AND PERMANENT, UH, THERMOPLASTIC.

BUT UH, NEXT THEY'LL BE DOING, UM, THE CONCRETE MAINTENANCE.

AND THAT PROJECT, WITH EXCEPTION OF A FEW ITEMS, SHOULD BE LOOKING TO ACTUALLY BE, UH, SUBSTANTIAL COMPLETE, UH, ON SCHEDULE ARE CLOSE TO MINUS DAYS FOR UH, DEBBIE THAT WERE IN THERE.

UM, AND TRIANGLE HAD A CONVERSATION ON THAT TODAY.

WE'RE GONNA START BUILDING THE SCOPE, UH, FOR OUR LPA APPLICATION, UM, HERE SOON SO WE CAN START TRYING TO PULL THAT TOGETHER AND GET IT OUT FOR, UH, LPA.

SO ONE THING I HAVEN'T SEEN THE WALL OR THE DE DEMISING WALL BETWEEN LANES TO HAVE TRAFFIC GOING UP ONTO, UM, 2 78.

YEAH, THAT WILL BE, ONCE THEY GET THE PAVING COMPLETE, THEY'LL COME BACK AND DO THOSE MEETINGS.

I THINK THEY'RE TRYING TO SCHEDULE THAT NOW.

UM, BUT IT'S GONNA BE A LOW PROFILE MEDIAN, UM, AND IT'S GONNA HAVE SKIPS IN THERE FOR DRAINAGE, BUT IT'S NOT GONNA BE AN ACTUAL LIKE PARAPET WALL OR ANYTHING LIKE THAT.

OKAY.

IT'S JUST GONNA BE LOW PROFILE MEDIANS.

BUT HOPEFULLY THEY SHOULD BE GETTING THAT, UH, THOSE CONCRETE PLACED IN THE NEXT, UH, NEXT COUPLE WEEKS.

AND, UM, WE DID ADD IN, UH, WITH THE MONEY THAT Y'ALL ALLOCATED FOR THAT PAVING, THERE WAS A THOUSAND FOOT STRETCH OF ONE 70 THAT WAS NOT GOING TO BE TOUCHED BECAUSE OF UM, THE STOPS AND STARTS THAT WERE IN THE PLAN.

SO WE INCLUDED THAT UM, THOUSAND FOOT STRETCH IN THERE ALSO.

SO THAT SHOULD BE INCLUDED WITH THE PAVING THAT'S ONGOING.

SO DO WE GET A PRICE FOR THAT? UH, I WANNA SAY THAT WAS, I DON'T RECALL RIGHT OFFHAND.

WE DID GET A PRICE AND WE DID A CHANGE ORDER FOR YOU.

I'LL GET THAT FOR YOU THOUGH.

PLEASE DO THAT.

YEP.

WE HAD ROUGHLY, I THINK WE WERE PLANNING SPENDING SOMETHING CLOSE TO A MILLION DOLLARS ON IT.

YEAH.

AND ON THAT ONE, UM, I'M SURE THIS WILL COME UP IN A LITTLE BIT, BUT WE REQUESTED PRICING, UM, TO DO FROM THE, UH, TERMINUS OF THE OAK, UH, CREEK BRIDGE RIGHT TO THE NEXT SIGNAL.

AND WE'RE JUST WAITING TO GET THAT PRICING BACK FROM THE CONTRACTOR NOW.

SO, OKAY.

SO ANY QUESTIONS ON ANY OF THOSE? WELL, WE'LL, WE'LL HAVE JARED GIVE US AN UPDATE THEN ON, UM, THE TRIANGLE, WHAT'S GOING ON WITH IT.

OKAY.

YEAH, LIKE I SAID, WE STARTED BUILDING OUR, WE'RE GONNA START WORKING ON THE SCOPE FOR THAT ONE SO WE CAN SUBMIT OUR LPA APPLICATION.

UM, SO I DON'T THINK THERE'S ANY MAJOR UPDATES ON THAT, UM, COMING FORWARD.

BUT YEAH, IF HE GETS IN WE'LL GET HIM TO UPDATE THAT.

SO THANKS.

OKAY.

I'M LOOKING AT SLIDES HERE TO MAKE CERTAIN, WE'RE SAYING SOMEWHAT.

YOU SEE THE, THE SLIDES WE'VE USED FOR AND HAD 'EM OUT SHOWING OUR PAVING PROJECTS.

RUSTY SAID HE HAD ONE OF THE SIGNS SWIPED ALREADY.

REALLY HAD ONE STOLEN FROM SHAMROCK .

[00:15:02]

REMARKABLE.

YOU COULD HAVE A RACE TO SEE HOW LONG IT TAKES FOR THE FIRST EITHER CONE OR SIGN TO BE STOLEN.

I THOUGHT THAT WOULD BE OKAY.

MOVING ON TO, UH, NEW BUSINESS.

UM, LOOKING IN A PACKET, I THINK THAT GOT MISSED.

WE GOT A NEW DONOR BONUS APPORTIONMENT READJUSTMENT AND ESSENTIALLY THAT READJUSTMENT REDUCED UM, SOME OF THE DOLLARS WE WERE GETTING IN OUR DONOR BONUS FUNDS.

UM, WE'LL GET THAT OUT TO, YEAH, I'LL EMAIL IT TO EVERYONE.

I APOLOGIZE TO EVERYBODY.

UM, WE GOT IT REDUCED DOWN FROM 700 AND SOME THOUSAND TO 646,000.

THEY HAD MADE A MISTAKE IN UM, YORK COUNTY AND ON THE NUMBER OF GALLONS OF GASOLINE SOLD.

AND BECAUSE OF IT, IT WAS, UH, OVER PROJECTED ON THE DOLLAR AMOUNT THAT THEY HAD SOLD.

SO WE WOUND UP REDUCING THE DOLLAR AMOUNT AND THAT DOLLAR AMOUNT, UH, REDUCED.

THERE'S 15 OF US THAT GET DONOR FUNDS BACK.

AND IT'S JUST A, A REMINDER FROM THE STANDPOINT THAT THE DONOR FUNDS ARE NOT REQUIRED, WE'RE NOT REQUIRED TO SPEND 33% OF THE DONOR FUNDS ON STATE PROJECTS.

WE'RE ALLOWED TO SPEND THAT STRICTLY ON OUR OWN UH, PROJECTS.

OKAY.

THAT KIND OF TAKES CARE OF DONOR BONUS PORTION.

ANY QUESTIONS ON IT? BRIAN, YOU'RE UP ON UPDATE ON 500 TO 2000 A DT STATUS.

UH, SO FOR THE 502,000 A DT PROGRAM, THIS IS ONE THAT WE BID OUT OVER THE SUMMER.

WE SELECTED UH, A MT, UM, WE WERE GOING THROUGH CONTRACTING.

IT GOT TIED UP IN, UM, LEGAL AND PURCHASING.

SO WE JUST GOT THEM A, UH, EXECUTED CONTRACT LAST WEEK.

UH, THEY'RE GETTING STARTED WITH IT.

WE ARE UH, GONNA HAVE A MEETING NEXT WEEK TO DISCUSS THAT.

UM, AND THAT'S GONNA BE FOR THEM TO REEVALUATE THE S-C-D-O-T SECONDARIES, UH, FROM 500 TO 2000 A DT AND TO COME UP WITH A FIVE YEAR PLAN FOR THAT.

UM, BUT IN THAT WE'VE ALSO INCLUDED SCOPE FOR THEM TO REVIEW THE CURRENT COUNTY ROAD, UH, PROGRAM FOR YEARS EIGHT TO NINE IN THE CURRENT THREE TO, UH, YEAR THREE AND FOUR PROGRAM FOR THE DOT SECONDARIES LOW VOLUME LESS THAN 500.

SO THEY'RE GONNA PRIORITIZE THOSE REVIEWS SO WE CAN GET THAT OUT TO BID.

UM, SO AS SOON AS WE CAN GET THAT BACK, WE CAN MOVE FORWARD WITH BIDDING, UH, YEAR EIGHT OF THE COUNTY PROGRAM AND YEAR THREE OF THE DOT LESS THAN 500 PROGRAM.

UM, SO THAT'S GONNA BE UPCOMING.

UM, WE CAN PROBABLY GET THE REJUVENATOR OUT TO BID SOONER 'CAUSE THAT'S GONNA BE BASED ON WORK THAT'S BEEN DONE IN THE PAST.

SO WE CAN PROBABLY LOOK TO EXPEDITE THAT ONE AND GET IT OUT A LITTLE BIT SOONER.

UM, AND THEN THEY WILL WORK ON THE FIVE YEAR PROGRAM FOR 500 TO 2000 A DT AT THE SAME TIME.

SO BID PACKAGE BE ABLE TO BE OUT BY DECEMBER? I WOULD THINK SO, YEAH, FOR THE ONE FOR THE YEARS.

EIGHT TO NINE YEARS, THREE AND FOUR.

THEY'RE JUST REVIEWING THAT, COMING UP WITH QUANTITIES AND THEN JUST MAKING SURE THE RECOMMENDATIONS ARE STILL APPLICABLE.

SO I WOULD THINK DECEMBER IS PROBABLY STILL, STILL DOABLE.

SO.

OKAY.

UM, ON BLUFF DAY, BLUFFTON PARKWAY RESURFACING, SO IN THE CURRENT CONTRACT THAT RUSTY UPDATED, WE INCLUDED PATCHING, UM, OF BLUFFTON PARKWAY.

I THINK Y'ALL ALLOCATED, UM, I FORGET FIGURE 400,000.

400,000.

YEAH.

FOR PATCHING.

THEY DID A FIRST ROUND OF PATCHING THAT WAS IN THE ORIGINAL SCOPE AND THEY'RE GONNA GO BACK OUT AND DO MORE.

I THINK, UH, JASON SHOULD WE START OUT THERE IN A COUPLE WEEKS? SUNDAY.

SUNDAY? OKAY.

SO STARTING OUT THERE SUNDAY, WHAT THIS IS FOR IS FOR ACTUAL RESURFACING FROM BUCK ISLAND ROAD TO UH, RED CEDAR.

SO THAT'S GONNA GO OUT TO BID.

WE'RE, UH, BEEN, UM, SLAMMED IN THE DEPARTMENT, BUT WE'RE HOPING TO GET THAT OUT TO BID IN THE NEXT COUPLE WEEKS.

UM, WE GOTTA GET THE QUANTITIES AND THE BID PACKAGE TOGETHER.

WE HAVE A NEW PROCUREMENT SOFTWARE THAT WE'RE USING.

SO THERE'S A LOT OF THINGS SNOWBALLED AND SLOWED THAT ONE DOWN, BUT HOPEFULLY THAT WILL GO OUT OF BID IN THE NEXT, UH, COUPLE WEEKS HERE.

UM, WE WOULD UM, I UNDERSTAND FROM CHRIS SAYING, UH, SHE'S GOING TO TRAINING CLASS TOMORROW TO GET UPDATE ON THE NEW PURCHASING, ALL THE NEW PURCHASING PROCEDURES.

YEAH, IT'S DEFINITELY, YOU KNOW, LIKE IT'S GREAT THE TOWN THE COUNTY COUNCIL TOOK CARE OF OF ALL THE ISSUES FACING PURCHASING AND EVERYTHING ELSE, BUT IT'S REALLY SLAMMED THINGS UP AND SLOW THINGS DOWN.

YEAH.

THIS HAS REALLY BEEN A PAIN IN, IN ARREAR.

YEAH, SO LAST WEEK WE HAD, UH, TRAINING ON THE NEW, UH, PROCUREMENT SOFTWARE AND THIS WEEK WE'RE HAVING TRAINING ON THE NEW PROCUREMENT CODE.

SO IT'S JUST A LOT GOING ON AT, AT THE SAME TIME.

SO, UM, WELL

[00:20:01]

JUST THINK HOW WONDERFUL IT'LL BE WHEN IT'S OWN WORKING .

YEAH.

AND UH, YOU KNOW, THE NEW SOFTWARE LOOKS GREAT SO HOPEFULLY WHEN WE GET IT, IT WILL EXPEDITE THE UH, UM, PROCESS SO WE'RE NOT FACING BACKLOGS LIKE THIS AND ONCE WE GET IT OUT, STILL GOTTA WAIT THE 30 DAYS.

BUT HOPEFULLY GETTING IT TO THAT POINT WILL, UM, BE A LOT EASIER AND SIMPLER.

SO THE BIG QUESTION AND THE BIGGEST QUESTION I HAVE BECAUSE WE ARE A SEPARATE ENTITY AND YES WE ARE ALLOWED TO FOLLOW, UM, THE PROCUREMENT CODES OF BEAUFORT COUNTY, BUT AT THE SAME TOKEN, WE MUST ADHERE TO THE PROCUREMENT CODES OF THE STATE AT THE SAME TIME AND THOSE NEED TO MAKE CERTAIN THAT THAT OCCURS.

'CAUSE I DON'T WANT TO BE SITTING HERE NEXT FALL WORRYING ABOUT BEING AUDITED.

YES SIR.

AND US NOT BEING IN COMPLIANCE BECAUSE THE NEW SOFTWARE DOESN'T MEET THAT CRITERIA.

YEAH, NO, THEY'VE, THEY'VE MADE SURE THAT ALL THAT MATCHES AND THAT EVERYTHING FALLS STATE PROCUREMENT CODE.

SO IT'S UM, I MEAN WHERE HE, THEY HAVE A SOFTWARE THAT THEY USE NOW CALLED VENDOR REGISTRY FOR IT.

SO IT'S JUST AN UPDATED SOFTWARE TO STREAMLINE THE SYSTEM.

SO, BUT THEY'VE CHECKED IN ON ALL THAT AND MADE SURE THAT EVERYTHING FOLLOWS STATE CODE.

SO I THINK WE'RE ALL GOOD THERE.

MARK THAT IN THE REC MEETING MINUTES, , UM, SO, AND THEN GET SOME FEDERAL FUNDS COME IN TO ADD TO THE HE WAS GONNA WORK.

YES MA'AM.

UM, NEXT ONE IS STATUS OF BERKS BEACH AND GOTHE ROAD OF THE TURNOVER TO MUNICIPALITIES.

IS THERE, BEFORE WE GO ON, WAS THERE ANY QUESTIONS? WE APPROVED THE RESURFACING OF BLUFFTON PARKWAY.

WE, WE PUT 400,000 OUT TO MAKE THE REPAIRS AND THEN WE, UH, APPROVED THE PAVEMENT FROM BUCK ISLAND DOWN TO RED CEDAR.

SO I'M JUST REGROUPING EVERYBODY SO THAT WE'RE ALL IN THE SAME WAVELENGTH.

ANY QUESTIONS ABOUT THAT? IF NOT, MOVE ON TO ITEM D.

OKAY, SO THIS CONCERNS THE ATTORNEY OVER SOME COUNTY ROADS OVER TO MUNICIPALITIES.

UM, SO WITH BERKS BEACH AND THE ROADS SURROUNDING THAT AREA.

SO I DON'T KNOW IF EVERYONE IS AWARE, UM, I KNOW THE CHAIRMAN IS AWARE, BUT THE DIRECTOR OF ENGINEERING AT HILTON HEAD RECENTLY, UH, LEFT.

SO THAT HAS PUT A KIND OF A, UM, STOP ON THINGS THERE FOR COMMUNICATION.

WE'VE HAD COMMUNICATION WITH STAFF OVER THERE ABOUT THIS.

UM, BUT WITHOUT HAVING A DIRECTOR OR SOMEONE IN CHARGE, WE CAN'T MAKE THAT DECISION.

BUT THOSE CONVERSATIONS ARE ONGOING ON GOTHE ROAD.

UM, THE LAST CONVERSATION WE HAD, UH, WE WERE STILL WORKING THROUGH THE DETAILS OF THAT, UM, DID NOT SEEM THAT THEY WERE AS INCLINED AS THEY ONCE WERE, BUT THAT PROJECT SHOULD BE GOING OUT TO BID HOPEFULLY FOR ROADWAY IMPROVEMENTS IN THE NEXT COUPLE WEEKS AS WELL.

SO HOPEFULLY ONCE WE CAN GET THAT, WE'RE INCORPORATING SOME TRAFFIC CALMING INTO IT THAT THEY REQUESTED.

SO, UM, HOPEFULLY WE CAN HAVE THAT CONVERSATION AGAIN AND GET THAT ONE TURNED OVER AS WELL.

AS A BACKDROP, UM, GOTHE ROAD WAS IN OUR YEAR SIX, YEAR SIX, I BELIEVE IT WAS.

SOUNDS RIGHT.

YEAH.

AND IT GOT POSTPONED BECAUSE OF SIDEWALK WORK THAT WAS BEING DONE IN THE TOWN OF BLUFFTON.

THEY WERE MISSING, UH, DOING A LOT OF REPAIRS AND NEW SIDEWALK WORK.

AND SO THEY ASKED US TO POSTPONE IT, BUT AT THE SAME TIME WE'VE SAID TO THEM, YOU KNOW, THEY'RE OUT ANNEXING AND STUFF INSTEAD OF TAKING A ROAD THAT'S IN THEIR DOWNTOWN.

MM-HMM.

, I MEAN THIS SECTION OF GOTHE ROAD IS NEXT TO DOWNTOWN, UM, BLUFFTON THAT IT SHOULD BE ON THE TOP OF HER LIST OF TAKING, MAKING CONTROL WITH ZONING AND EVERYTHING ELSE.

THE OTHER ONE WE HAVE TO PUT BACK ON THAT LIST AND I I WAS DELINQUENT IN DOING THAT IS ARROW ROAD, THAT LITTLE THOUSAND FOOT STRETCH OF ARROW ROAD TOWN OF HILTON HAD.

I DON'T, I DON'T KNOW WHY Y'ALL HAVEN'T TAKEN THAT.

WE'VE, WE'VE, UH, THE ADMINISTRATOR HAS WANTED AT ONE POINT IN TIME WANTED IT CAME TO US.

DO YOU HAVE ANY IDEA WHAT'S, NO IDEA WHAT'S GOING ON WITH THEM? I WILL ASK THAT I DO THAT.

PLEASE DO.

THANK YOU MUCH.

ALRIGHT.

UM, NEXT ONE.

ANY QUESTIONS? SORRY, THE, DID I HEAR BURS BEACH ROAD? YES SIR.

TRANSFER, UH, TO TOWN OF HILTON HEAD? WE WOULD LIKE TO, YES SIR.

THAT, THAT'S MY QUE WHO, IS THAT A REQUEST FROM THE TOWN OR IS THAT A REQUEST FROM US TO THE TOWN? IT'S A REQUEST FROM THE COUNTY TO THE TOWN.

IT WAS ACTUALLY BOTH WAYS.

AT ONE POINT IN TIME THEY CAME TO ME AND TALKED ABOUT IT AND THEN WE PROVIDED THEM UH, WITH THE MEETS AND BOUNDS OF BERKS BEACH.

THEY HAVE A, A PLAN IN PLACE BECAUSE OF SOCCER FIELDS AND STUFF THAT'S ADJACENT TO IT THAT THEY WANT TO, UH, CHANGE THE PARKING AND SO ON ALONG IT.

AND BECAUSE OF IT, THEY WANTED TO TAKE OVER CONTROL OF IT.

SO

[00:25:01]

IT HAS BEEN BACK AND FORTH AND IT'S CURRENTLY IN THEIR HANDS.

THEY HAVE EVERYTHING TO DO TO, ALL THEY HAVE TO DO IS SIGN.

WE GAVE THEM THE DOCUMENTS EVEN TO SIGN IT OVER TO THEM.

IS THERE ANYTHING THAT WE NEED THAT THE COUNTY NEEDS TO DO BEFORE THE TRANSFER IS EFFECTIVE? I MEAN, WE NEED TO LIKE, SO THERE'S BEEN SEVERAL CHANGES IN LEADERSHIP OVER THERE SINCE THESE DISCUSSIONS HAPPENED.

AND I THINK WE NEED, ONCE A NEW DIRECTOR IS ESTABLISHED, THAT'S GONNA BE ANOTHER CONVERSATION TO SEE WHAT'S STILL VIABLE.

UM, 'CAUSE THERE WAS DISCUSSIONS EARLY ON, LIKE THE CHAIRMAN MENTIONED ABOUT THEM WANTING TO BUILD THE PARK, UM, AND WANTING TO DO IMPROVEMENTS AT BERKS BEACH AS PART OF THE PARK PROJECT.

UM, EVERY TIME I'VE ASKED ABOUT THE PARK, I'VE BEEN TOLD IT'S A COUPLE YEARS AWAY.

SO I THINK, YOU KNOW, THAT PARK MAY HAVE BEEN DELAYED.

UM, I DON'T HAVE A BETTER UPDATE THAN THAT, BUT YEAH, SO THAT'S WOULD BE, UH, THE GOAL IS WHEN THEY DO THAT PARK PROJECT TO TURN OVER BERKS BEACH AND THE ROADS OFF OF BERKS BEACH.

'CAUSE BY THAT TIME, UH, I BELIEVE WE ALL HAVE RE RESURFACED OR TREATED, UH, EVERY ONE OF THOSE ROADS.

SO MM-HMM.

HAVE, HAVE WE RESURFACED AND TREATED THAT ROAD.

WE HAVE RECENTLY PATCHED BERKS BEACH.

WE DID SIGNIFICANT PATCHING OVER THERE AND IT WAS RESURFACED, UH, BEFORE I CAME OVER TO THE COUNTY.

BUT IT WAS RESURFACED SOMETIME WITHIN THE LAST, I'D SAY 10 YEARS.

'CAUSE I KNOW THEY DID RES STRIPING OVER THERE.

SO, BUT, BUT ANYTHING ELSE THAT WE NEED TO DO? THE COUNTY? NO.

YEAH, NO, WE'VE JUST DONE PATCHING RECENTLY.

SO WITHIN, WE'VE GIVEN 'EM THE DOCUMENTS.

I MEAN EVERYTHING THEY COULD HAVE SIGNED IT AND BEEN DONE AND ALL IT HAS TO DO IS CODE THE FOR COUNTY COUNCIL AND GET THE COUNTY'S APPROVAL.

BUT, AND WE DEFINITELY WOULDN'T DO SOMETHING IN THE FUTURE WITHOUT THE TRANSFER BEING SIGNED.

RIGHT.

I DON'T THINK IT OCCURS ON OUR PLANS IN THE NEAR FUTURE, NO.

OKAY.

UM, BUT YEAH, I THINK THAT WOULD BE A DISCUSSION BEFORE WE DID ANYTHING KNOWING WHAT'S GONNA HAPPEN TO IT.

'CAUSE WE WOULD, UH, HATE TO RESURFACE A ROAD AND THEN TO HAVE THEM COME BACK TO REBUILD IT.

UM, SO I DON'T THINK WE WOULD WANNA SPEND THE MONEY KNOWING THAT THERE WOULD BE A BIG IMPROVEMENT PROJECT COMING FOR A PARK, LIKE A SEMI RECENT OR NEAR FUTURE DATE.

SO.

THANK YOU.

OKAY.

YOU HAVE ANY OTHER QUESTIONS ON ITEM D? OKAY.

DUSKY ISLAND RESURFACING.

OKAY.

THIS IS ANOTHER ONE WHERE, UM, A CONTRACTOR WAS ON THE ISLAND DOING SOME PAVING IN A PRIVATE COMMUNITY.

WE WERE HOPING TO PIGGYBACK WHILE THEY WERE OUT THERE AND GET AN AREA RESURFACE IN FRONT OF THE FIRE STATION THAT IS, UH, CAUSING SOME ISSUES WITH THE VEHICLES AND THE FIRE VEHICLES AND EMS OVER THERE.

UM, WE COULD NOT MAKE THAT HAPPEN, UM, DUE TO VARIOUS CIRCUMSTANCES THERE.

SO WE ARE WORKING WITH PUBLIC WORKS TO SEE ABOUT GETTING A, UH, PATCHING MATERIAL TO GET OVER THERE AND TO PATCH THOSE POTHOLES AS A SHORT TERM SOLUTION UNTIL WE CAN POTENTIALLY DO A LARGER TERM, UH, LONG-TERM REPAIR, HOPEFULLY WITHIN THE NEXT, UH, NEXT YEAR.

SO AGAIN, THAT WAS SOMETHING WE HAD APPROVED AND IT WAS A SMALL DOLLAR AMOUNT.

IT WAS LIKE $200,000, SOMETHING LIKE THAT.

200 QUARTERS.

YEAH, I WANNA SAY THE FINAL QUOTE ENDED UP BEING AROUND TWO 60.

YEAH, IT WAS A LITTLE BIT HIGHER THAN WE EXPECTED, BUT, UM, IT WAS ABOUT TWO 60.

UM, AND WE'VE STUDIED IT AND WE'RE GIVEN A FEW OPTIONS BETWEEN, YOU KNOW, A NEW ASPHALT SURFACE DOING A CONCRETE, UH, SECTION THERE.

UM, AND IT JUST HAPPENED THAT, YOU KNOW, THEY WERE DOING ASPHALT WORK ON THE ISLAND, SO WE WERE HOPING TO TAKE ADVANTAGE OF THAT AND IT JUST DIDN'T WORK OUT.

SO, UM, WE'LL GET BACK TO THE DRAWING TABLE, FIND OUT, FIGURE OUT A LONG TERM SOLUTION.

BUT, UM, THE PATCHING MATERIAL WE'VE LOOKED AT USING, THEY DID A DEMO, UH, FOR US OVER ON BLUFFTON PARKWAY BY PERSIMMON.

UM, AND THAT WAS SIX, EIGHT MONTHS AGO AND THE LAST TIME I DROVE BY IT WAS STILL THERE.

SO WE HAVE HIGH HOPES WE NEED TO, UH, GET WITH THEM AND FOLLOW UP.

BUT, SO THAT'S WHAT WE'RE HOPING TO DO OUT THERE IS USE THIS, UH, THERMOPLASTIC PATCH MATERIAL THAT WILL HOPEFULLY HOLD UP A LITTLE BIT BETTER THAN, UM, COLD PATCH ASPHALT.

SO I THINK I'VE SEEN PICTURES OF IT.

IT KINDA REMINDS ME OF WHAT WENT ON ON BENTON HILL, HOW THE TRUCKS COMING OUT HAVE, HAVE TORE UP THE FRONT END AREA.

YEAH.

UH, APRONS.

YEAH, EXACTLY.

PLUG INTO THE FIRE DEPARTMENT.

YEP.

THAT'S EXACTLY WHAT'S HAPPENED.

SO, AND SO THAT WAS THE HOPE OF BEING ABLE TO CAPITALIZE ON HAVING, UM, PAVING CONTRACTOR THAT WAS THERE AND PIGGYBACKING WITH, WITH IT.

SO THAT WAS OUR, OUR GOAL.

YEP.

YOU'RE STILL UP BRIAN.

WE'LL GO TO YEAR, UH, NUMBER F OKAY.

YEP.

IN YEAR EIGHT WE ARE WAITING ON A MT TO GET THEIR, UH, EVALUATION REEVALUATIONS UPDATED.

AND ONCE WE GET THAT, WE'LL GET THAT OUT TO BID, HOPEFULLY, UH, BY DECEMBER.

UM, AND WE WILL WORK TO GET THE REJUVENATOR OUT, UH, PRIOR TO THAT.

SO

[00:30:02]

ANY QUESTIONS ITEM G THAT'S UP TO ME.

ITEM G IS, WE'VE REWORKED THE 24 25, UH, TRANSPORTATION PLAN.

UH, AGAIN, IT DOESN'T HAVE TO BE SIGNED UNTIL NOVEMBER.

SO I'M ENCOURAGING YOU ALL TO, IF THERE'S ANYTHING, PLEASE TAKE A FEW MOMENTS.

WE NEED TO, UH, BRIAN INCORPORATE OUR, YOUR, UH, FUTURE YEAR PAVING PROGRAMS IN IT.

'CAUSE IT CURRENTLY ISN'T IN IT.

WE NEED TO INCORPORATE, UH, OUR YEAR FIVE YEAR PROGRAM.

WE NEED TO INCORPORATE OUR 502,000 IN IT.

SO CHRIS AND BRIAN KIND OF MAKE CERTAIN THEY GET ADDED TO IT AND WE'LL ADD INTO IT WHENEVER, UM, 500 AND LESS A MT IS, UH, A DT IS DONE.

YEAH.

AND THAT'S SOMETHING THAT WE'VE DISCUSSED IS COMING UP WITH, SO WE'RE NOT, YOU KNOW, EITHER THREE IN THIS PLAN YEAR ONE AND THIS ONE YEAR NINE AND THIS ONE COMING UP WITH AN OVERARCHING PLAN.

SO AS SOON AS WE GET THOSE UPDATED PLANS FROM A T WE'LL CONGLOMERATE ALL THAT TOGETHER AND GOOD.

UM, JARED WAS HERE FOR HILTON HEAD BRIDGE REPORT.

THERE'S THE SLIDE THAT I WAS LOOKING FOR ACTUALLY, UM, SHOWS UP.

THIS WAS PRESENTED TO, TO, UH, COUNTY COUNCIL AND UM, THIS KIND OF GIVES A LITTLE BIT OF A ROADMAP OF WHEN THINGS CONSTRUCTION BEING COMPLETED BY 2030.

SO, UM, IF THEY FIND THE DOLLARS TO BE ABLE TO FINISH IT.

ANY QUESTIONS FROM ANYBODY? YOU'RE BEING GOOD, CRAIG.

I I PROMISED YOU I WOULDN'T BEAT THIS THING TO DEATH.

YOU KNOW, I'M KIND OF SURPRISED TO SEE IT ON THE AGENDA AGAIN.

I THOUGHT WE HAD A GENTLEMAN'S AGREEMENT NOT TO TALK ABOUT IT.

WELL, I FELT IT WAS IMPORTANT AT LEAST THIS.

OKAY.

NO, I, THIS WAS OUT TO COUNTY COUNCIL, SO I'M GLAD TO SEE IT POP UP OCCASIONALLY.

IT'S SUCH A SMALL PROJECT.

.

NOW IS THIS DEFINITE THIS TIME? UM, I CAN'T ANSWER THAT.

THAT'S, OR ANOTHER INTERIM.

THIS IS THE INTERIM UPDATE.

HOW'S THAT? OKAY.

I MEAN, I JUST, BECAUSE I HADN'T SEEN ANYTHING SOMEWHERE THAT IT WAS FINAL, BUT I THOUGHT I WAS IN SPAIN FOR A COUPLE WEEKS AND THAT MIGHT'VE, I HAVE A QUESTION.

HAS PONZI ACTUALLY BEEN APPROVED OR IS THAT PROJECTED TO BE APPROVED? THAT'S PROJECTED TO BE APPROVED.

AND SO IS THE 60% DESIGN YES.

THEY HADN'T BEEN.

THOSE WERE ALL OKAY.

OKAY.

TREASURY REPORT BEFORE YOU TALK MR. BECKER, I WANT TO SAY THANK YOU, CHRIS.

THIS IS LARGE ENOUGH.

AT LEAST WE CAN READ IT WITHOUT A MICROSCOPE.

WELL, WHAT YOU, WHAT YOU HAVE IN THE, IN THE PACKAGE IS REALLY THE YEAR END REPORT FOR FISCAL YEAR 24.

FISCAL YEAR ENDED IN JUNE, UH, BUT IT WASN'T, EVERYTHING WASN'T CLOSED UNTIL SEPTEMBER 1ST.

UM, SO THIS IS, THIS IS THE FINAL SNAPSHOT OF, UH, 24.

UM, JUST SOME SOME QUICK HIGHLIGHTS OF THE YEAR.

UM, WE STARTED FISCAL YEAR 24 WITH A BALANCE OF A LITTLE OVER 9, 9 9 $0.3 MILLION.

WE HAD REVENUE OF JUST OVER $4 MILLION EXPENDITURES OF APPROXIMATELY 7.8 MILLION.

UH, THAT LEFT US A BALANCE OF JUST ABOUT $5 MILLION THAT YEAR END.

AND THAT INCLUDES, UH, THE 500,000 THAT WE HOLD IN RESERVE AS PART OF THAT.

UM, RIGHT NOW, UM, CHRIS IS ROLLING OVER A LOT OF THE, UH, REQUISITIONS THAT ARE CARRYING OVER FOR PROJECTS THAT CARRY OVER INTO 25 AND THEN PUTTING IN NEW POS FOR THIS CURRENT YEAR'S PROJECT.

SO AT THE NEXT MEETING, UH, WE'LL HAVE, WE'LL HAVE A VIEW OF WHERE WE ARE, YOU KNOW, SEVERAL MONTHS INTO THE FISCAL YEAR, AND THEN ALSO PROJECTIONS FOR HOW WE'RE GONNA FINISH OUT THE YEAR.

BUT LOOKING, LOOKING AT 25 FISCAL YEAR 25 ESTIMATED REVENUE, UM, C FUND RECURRING REVENUES ABOUT TWO, ALMOST 2.7 MILLION.

UM, AS CHAIRMAN GOIN NOTED A COUPLE OF MINUTES AGO, THE DONOR BONUS WAS ADJUSTED TO 646,000.

[00:35:02]

AND THE NON-RECURRING, UH, FUNDS FROM THE 200 MILLION STATEWIDE ALLOCATION BEAUFORT COUNTY'S PORTION WAS ABOUT 4.6 MILLION.

SO WE'RE EXPECTING REVENUES IN 25 OF LIKE $7.9 MILLION.

AND IF YOU ADD THAT ONTO OUR YEAR END BALANCE OF 5 MILLION, UM, THERE'S A LOT OF MONEY TO WE SPEND AND THE CONSTRAINTS OF BEING ABLE TO SPEND THAT KIND OF MONEY, YOU KNOW, WE'VE GOT THE PROJECTS, BUT HAVING THE ABILITY TO ACTUALLY EXECUTE THE PROJECTS WITH CONTRACTORS IS GOING TO BE A CHALLENGE TO ACTUALLY SPEND THE FUNDS THAT WE'RE FORTUNATE TO HAVE.

I MADE THAT QUITE A POINT WHENEVER I WAS AT THE STATE CTC MEETING, THEY TYPICALLY, WHEN THEY GIVE US THE FUNDING, THEY GIVE YOU ONE YEAR TO SPEND IT IN AND ONE THAT'S AN ENORMOUS GO AMOUNT OF MONEY TO, TO SUCK UP IN ONE YEAR.

5.8 MILLION, UH, IS OF THE 200 MILLION THAT WE GOT, IT'S A, IT'S A SIZABLE AMOUNT OF MONEY AND WITH THE LIMITED AMOUNT OF CONTRACTORS THAT ARE HERE ABLE TO PERFORM THE WORK MAKES IT EVEN MORE DIFFICULT.

SO, UM, IT'S, IT'S A HEADACHE AND ALL WE CAN DO IS, IS DO OUR BEST TO SPENDING IT.

GOOD NEWS IS WE'VE MANAGED OUR FUNDS VERY WELL AND AS EVERYBODY REMEMBERS, I'M SURE THAT WE'RE ALLOWED UP TO 300% OF OUR ANNUAL FUNDING TO HAVE IN OUR BALANCE.

SO IT'S NOT MONEY THAT WE, WE NECESSARILY HAVE TO THROW AWAY.

WE CAN STILL MAINTAIN IT AND USE IT IN THE OUT YEARS JUDICIOUSLY AND TAKE ON ADDITIONAL YEARS WORK.

ANY QUESTIONS ABOUT THE BUDGET? ANY QUESTIONS OF JIM ON THE FRAZIER'S REPORT? HEARING NONE, UM, WE'LL MOVE ON AGAIN TO PUBLIC COMMENT.

DOES ANY, IS THERE ANY PUBLIC COMMENTS TO BE MADE? ANYBODY HAVE ANY QUESTIONS OR COMMENTS? YES, MA'AM.

UM, COULD YOU JUST REMIND ME HOW MANY MILES OF, UH, DIRT ROAD WE HAVE LEFT? SOMEONE ASKED ME THAT QUESTION.

I THINK THE NUMBER AND I'M CHECKING MY BRAIN.

I THINK IT'S SOMETHING LIKE 66 OR 68 SOMETHING IN THAT IT'S RIGHT AROUND 70.

YEAH, I WAS GONNA SAY 71 IS WHAT I THOUGHT.

BUT'S A RIGHT AROUND 70.

YES.

AND, AND, AND WE DO THREE MILES A YEAR, ABOUT ONE AND A HALF.

OH, ONE AND A HALF.

YEAH.

RIGHT.

SO IT'LL BE IN PERPETUITY .

YEAH.

FOR RIGHT NOW, YES.

OH, BUT ALSO, ALSO REMEMBER TAB, UM, THE, I THINK THERE'S 45 MILES OF THAT, THAT THE 45 OR 48 MILES OF IT THAT THEY DON'T HAVE EVEN RIGHT OF WAY OR ANYTHING CLOSE TO IT.

IT'S A LARGE NUMBER.

SO THE NUMBER OF MILES ARE LEFT TO BE DONE IN DIRT ROADS IS ROBS BE SMALL.

IT'S PROBABLY DONE MORE THAN 20 MILES OF DIRT ROADS, 20 TO 25 MILES OF THE WHATEVER'S RESIDUAL BECAUSE OF NOT HAVING RIGHT OF WAY.

IT'S A, AND THOSE RIGHT OF WAY, THE, I THINK YOU'LL ALSO FIND A LOT OF THOSE ROADS THAT THEY AREN'T GIVEN UP THE RIGHT OF WAY.

THAT THE COUNTY, UH, PUBLIC WORKS DEPARTMENT STILL USES GRADERS AND GOES OUT AND MAINTAINS THEM EVEN THOUGH THE COUNTY DOESN'T OWN THEM.

AND THE REASON I ASK IS WHEN WE WERE OUT AT BATTERY CREEK TALKING ABOUT THE REFERENDUM, PEOPLE SAID, WELL, WHY CAN'T YOU DO ALL THE DIRT ROADS IN ONE UNIT? AND I REMEMBERED SOMETHING ABOUT THREE IN A YEAR, AND NOW THIS IS IMPORTANT WHEN RIGHT OF WAY COMES INTO THAT.

UM, WE JUST TALKED ABOUT THIS THE OTHER DAY AT COUNCIL.

I DON'T THINK PEOPLE UNDERSTAND RIGHT OF WAY ISN'T A SNAP OF YOUR FINGERS.

IT TAKES TIME.

SO I THINK THAT'S REALLY AN IMPORTANT THING FOR RESIDENTS TO HEAR.

IT'S A, IT'S A LONG, A LONG-TERM PROCESS.

AND EVEN WHAT'S EVEN WORSE IS THERE ARE A LOT OF THESE HES ROADS THAT HAVE BEEN THERE AND PEOPLE HAVE ROADS OR THAT LIVE ON LOTS THAT FRONT A STATE ROUTE.

THEY AREN'T GRANTING THE RIGHT OF WAY FOR THE PEOPLE THAT LIVE BEHIND THEM BECAUSE THEY DON'T HAVE TO, THEY HAVE DIRECT ACCESS OUT ONTO A PUBLIC HIGHWAY.

SO THERE'S NO REASON FOR THEM TO GIVE UP THE RIGHT OF WAY ON PROPERTY THAT'S ADJACENT TO THEM.

AND IT'S, IT'S A LAR IT'S A LARGE NUMBER.

IT'S 4 45 OR 48 MILES OF DIRT ROADS THAT ARE, UM, WE DO NOT HAVE RIGHT OF WAY ON 'EM.

AND THERE'S NO, UH, I KNOW THE RIGHT OF WAY.

DEPARTMENTS SPEND A LOT OF TIME ON IT AND, AND THERE'S NO FUTURE IN THOSE 48 MILES OR PEOPLE ARE NOT GOING TO GIVE UP THE RIGHT OF WAY.

THEY'VE MADE IT PRETTY ADAMANT.

I JUST WANT TO CORRECT INFORMATION TO REPORT OUT TO COUNSEL ON MONDAY.

THANK YOU.

YES, MA'AM.

UM, ONE MORE.

[00:40:01]

YES SIR.

UH, YEAH, SORRY, JASON, WITH THE LIFE I WANTED OFF DEFEND THE CONTRACTORS BRIEFLY REAL QUICK.

I'VE HEARD THAT COMMENT A COUPLE TIMES.

I JUST CAME BACK FROM COLUMBIA.

WE MET WITH THE DOT UP THERE.

UH, WE HAVE A BIG PROJECT ON 95 WHERE WE JUST HAD A CHANGE ORDER EXECUTE TO SWITCH ACTUAL ASPHALT DESIGNS BECAUSE OF RESOURCE ISSUES.

UH, IF YOU CONSIDER THAT BLYTHE AND APAC ARE OWNED BY CHR AND WE'RE OWNED BY TO THE LARGEST CONSTRUCTION FIRMS IN THE WORLD, I COULD GET MULTIPLE CREWS DOWN HERE TOMORROW.

BOTH US ASPHALT PRODUCERS, I DON'T WANNA SPEAK FOR APAC, I'LL SPEAK FOR US.

WE ARE ON A SAND ALLOTMENT OF A HUNDRED TONS A DAY OUT OF DEERFIELD CMEX.

SO 500 TONS A WEEK AT 20%, I CAN ONLY PRODUCE 2,500 TONS OF ASPHALT IF I WANT TO WITH SAND IN IT.

OKAY? THAT'S ONE DAY'S WORTH PRODUCTION FOR BOTH OF US.

RIGHT? THERE IS A GROSS ALLOTMENT OF TONS THAT ARE ALLOWED TO BE MADE IN THE STATE OF SOUTH CAROLINA THROUGH YOUR TWO AGGREGATE PRODUCERS.

MM-HMM.

, IF YOU TAKE THAT PERCENTAGE OF, OF GROSS ROCK AND LET'S CALL IT 35 MILLION, GIVE OR TAKE, BOY, 10% OF THAT ROCK CAN CREATE A ROCK CALLED NUMBER SEVEN STONE.

THAT NUMBER SEVEN STONE HAS TO BE SHIPPED BETWEEN EVERY SINGLE COUNTY, EVERY PROJECT IN THE STATE OF SOUTH CAROLINA.

RIGHT? SO IF I HAD A CREW IN CHARLOTTE OR GREENSBORO, I WANNA PUT A NINE FIVE TOMORROW, I COULDN'T.

SO THE CHANGE ORDER I JUST CHANGED ON 9 9 5.

DORCHESTER WAS A PRODUCT OF THE QUARRIES NOT GIVING US THE MATERIAL THAT WE NEED.

SO THEY'RE GONNA LET US PUT THIS MATERIAL TOGETHER.

SO WHILE IT DOES FEEL LIKE THERE'S ONLY TWO DOWN THIS WAY AND THERE'S TWO IN CHARLESTON AND THESE DIFFERENT AREAS, THERE ARE THINGS THAT HANG, YOU KNOW, THAT HANDCUFF US FROM DOING OUR JOBS.

RIGHT? AND THIS IS ZERO TO EIGHT.

WHY DIDN'T ALL THE STUFF THAT'S COMING UP AND ALL THESE PROJECTS THAT ARE ONLY GONNA MAKE IT WORSE MM-HMM.

.

SO I JUST WANNA MAKE SURE THAT IS SOMEWHAT COMMUNICATED.

I'LL BE GLAD TO SHARE LETTERS, EMAILS, WE'VE ALREADY DONE IT IN COLUMBIA.

WE HAD TO MAKE THE SAME KIND OF CONVERSATION AND I WANNA MAKE SURE THAT WE DO SPEAK THAT IT'S JUST NOT, OH, IT'S JUST LIKE CONTRACTORS CAN'T PERFORM.

THERE, THERE ARE THINGS THAT ARE, THAT ARE KIND OF HAND TO HANDR US FROM WHAT WE CAN DO.

AND AS THESE MEGA PROJECTS COME DOWN HERE, YOU'RE FLAT IRONS, BOUR LANES, ALL THEY DON'T CARE ABOUT BEFORD AND JA, YOU WAIT TILL THEY GET A BIG PROJECT AND START CHARGING 200 TONS OF $200 AN HOUR FOR, FOR TRUCKS AND YOU WAIT TO SEE HOW MUCH THIS MONEY DOESN'T TAKE YOU AWAY.

UP GOES, DUDE, IT'S A CONSTANT BATTLE WE'RE FIGHTING, ESPECIALLY WITH THE GAS TAX.

AND IT IS NOT SPENDING THE SAME VALUE OF WHAT IT IS.

UM, YOU KNOW, I THINK WE SPOKE IN A PARKING LOT LAST TIME WE WERE HERE.

YOU, YOU WON'T GO LOOK AND SEE HOW MUCH PEOPLE ARE MAKING OUTSIDE OF CONTRACTORS.

JUST GO READ A MARTIN MARIETTA OR A BULKING EARNINGS REPORT.

THEY'LL BE GLAD TO TELL YOU HOW MUCH MONEY THEY'RE MAKING.

THEY'RE MAKING LOTS.

SO, UH, WE WERE PAYING $17 A TON FOR, FOR AGGREGATE WHEN I CAME DOWN HERE EIGHT, NINE YEARS AGO, I GOT QUOTED IN THE HIGHWAY 11 THIS MONTH.

$30 A TON.

SO Y'ALL RUN THAT NUMBER OVER EIGHT YEAR AND SEE WHAT THAT PERCENT OF RETURN IS.

IT'S TOUGH.

AND THEN YOU WERE TIED TO RAIL, WE'RE TIED TO TRUCKING.

I MEAN, CSX CALLS UP TOMORROW AND SAYS THEY'RE NOT GONNA SHIP THE MATERIAL TO US.

I MEAN, I I WE CAN'T DO ANYTHING.

YEP.

SO I JUST WANNA MAKE SURE I FRAME THAT UP.

I THANK YOU.

WE DO HAVE OUR PROBLEMS. RIGHT? AND I, I WISH WE HAD MORE, BUT YOU, YOU DO HAVE TWO RESOURCES AND TWO PLAYERS IN THIS MARKET WHO, WHO COULD TOMORROW MAKE STUFF HAPPEN.

BUT, BUT WHEN I CAN ONLY GET SO MUCH AND ONLY GENERATE SO MUCH, IT, IT, WE WE'RE KIND OF HANDS STRUNG WHAT WE CAN DO.

I APPRECIATE YOUR COMMENTS.

SORRY ABOUT THAT.

MY COMMENTS ARE PRETTY, UM, SIMPLE TODAY.

UM, I HAVE, UM, BEEN CONSIDERING HAVING A RETREAT AGAIN IN FEBRUARY AND THE IDEA BEING SOMEWHAT WHAT WE DID A REBOOT OF WHAT WE DID SEVERAL YEARS AGO WITH, UM, PAVING CONTRACTORS COMING IN AND TALKING ABOUT DIFFERENT PRODUCTS AND SO ON, IS A, WE'VE HAD ENOUGH TURNOVER IN THE COMMITTEE.

WHENEVER WE'RE TALKING ABOUT MICROSURFACING OR REJUVENATE OR ANY OF THE DIFFERENT PRODUCTS WE'RE USING, I THINK IT'S GOOD TO MAKE CERTAIN EVERYBODY'S ON BOARD WITH WHAT WE'RE ACTUALLY DOING WITH THAT.

AND I WILL INVITE SOME CONTRACTORS AS WELL TO THAT MEETING.

UH, IF ANYBODY HAS IDEAS THAT THEY'D LIKE TO SHARE WITH ME, MIGHT DO IT AFTER THE MEETING OR SIMPLY, UH, SEND ME AN EMAIL OR GIMME A CALL.

WE'D CERTAINLY BE INTERESTED IN IT, BUT KIND OF PLAN IN MID-FEBRUARY FOR US TO HAVE A RETREAT AGAIN.

AND, UM, WE'LL SEE WHERE WE GO FROM THERE.

WHERE'S THE FOOD COMING FROM? WHERE WOULD YOU LIKE ? I MEAN THAT'S THE KEY.

THE REST OF IT IS WHERE WOULD YOU LIKE WHAT JIM AND NICK'S? YEAH.

THAT, WHERE WAS THE LAST TIME? WE CAN DO NOTHING IF ANYBODY ELSE, I JUST THREW THAT OUT.

I MEAN THAT'S, I'M OPEN.

I WAS, I'M NOT HARD TO GET ALONG WITH .

ALRIGHT, THANKS EVERYBODY.

SEE NOTHING ELSE TO COME BEFORE.

[00:45:23]

THANKS FOR WATCHING BC TV JOE, GOOD TO SEE YOU, DALE.

GOOD TO SEE YOU.

UH, I WE'RE, WE'VE GOT A LOT TO TALK ABOUT AND WE'RE GOING TRY TO TALK ABOUT A AND A ALL OF THIS IN A VERY SMALL KIND OF PRESENTATION TO THE GENERAL PUBLIC ABOUT WHAT WE WANT TO DO.

OKAY.

UH, IF Y'ALL REMEMBER, UH, WE STARTED WORKING ON A NEW SCHOOL RESOURCE OFFICER OPPORTUNITY LAST YEAR.

UM, BECAUSE WE KNEW, AND WE HAD KNOWN THAT TRYING TO RECRUIT LAW ENFORCEMENT OFFICERS TO BE CLASS ONE CERTIFIED, WHICH IS WHAT THE STATE REQUIRED.

YES.

UH, YOU KNOW, TO BE IN OUR SCHOOLS AS SCHOOL RESOURCE OFFICERS, WHICH ARE, IS, IS A SPECIAL, I THINK WE ALL AGREE THAT THAT IS REALLY A SPECIAL CANDIDATE, UH, THAT WE CONSIDER TO BE THAT CLOSE IN ASSOCIATION TO OUR KIDS.

YES.

YES.

UM, AND, BUT WE KNOW THE IMPORTANCE OF THE SCHOOL RESOURCE OFFICER PROGRAM BECAUSE OF THE SAFETY FACTORS IT CREATES, NOT ONLY IN OUR SCHOOLS, BUT WHAT OUR WHAT WHAT OUR COMMUNITIES AS WELL, BECAUSE THE SCHOOL IS A MELTING POT OF THE COMMUNITIES THAT WE SERVE.

SO HAVING THAT RIGHT PERSON IN THAT JOB AND THAT ROLE TO PROVIDE SECURITY TO OUR KIDS LEADERSHIP, TO OUR KIDS, UH, AND GIVING THE CONFIDENCE TO THE STAFF TO WORK IN THE SCHOOLS.

I MEAN, IT'S IMPORTANT TO FIND THAT RIGHT PERSON.

SO IT'S DIFFICULT TO FIND A CLASS ONE OR A CLASS ONE LAW ENFORCEMENT OFFICER, FOR THOSE THAT DON'T KNOW, IS ONE THAT GOES TO THE ACADEMY FOR 12 WEEKS, SPENDS 12 WEEKS FOR THE MOST PART IN COLUMBIA.

AND WE DO SOME OF THE TRAINING HERE LOCALLY, BUT EVERYTHING ELSE, UH, HAS TO BE DONE IN COLUMBIA.

AND THERE ARE A LOT OF PEOPLE THAT WE'RE TRYING TO ATTRACT TO BE SCHOOL RESOURCE OFFICERS THAT REALLY DON'T WANT TO GIVE UP THEIR LIFE AND THEIR FAMILY TO GO TO COLUMBIA AND GO THROUGH BOOTCAMP TO BE A CLASS ONE LAW ENFORCEMENT OFFICER.

SO I HAD OUR TRAINING STAFF PUT TOGETHER A TRAINING SYLLABUS FOR A, WHAT WE CALL A CLASS THREE.

UH, AND IT WAS A CLASS THREE DESIGNATION FOR SCHOOL RESOURCE OFFICER.

WHAT THAT DID IS IT ALLOWED US TO CREATE A TRAINING SYLLABUS THAT WE COULD TAKE A PERSON, UM, YOU KNOW, OF, OF ANY AGE.

UM, AND THAT WE WOULD BRING 'EM INTO LAW ENFORCEMENT ENVIRONMENT, YOU KNOW, WITH BLUFFTON OR BEAUFORT OR PORT ROYAL OR THE SHERIFF'S OFFICE.

UH, AND WE WOULD TRAIN THEM HERE IN BEAUFORT COUNTY.

ALL OF THEIR TRAINING WOULD BE DONE RIGHT HERE.

UH, IT WOULD BE EIGHT WEEKS, MAYBE A LITTLE MORE THAN EIGHT WEEKS OF TRAINING.

UH, WE WOULD LIKE TO START THIS, UH, OUR FIRST CLASS.

WE'D LIKE TO START IT IN JUNE.

UH, THAT WAY WE CAN GET 'EM THROUGH THE PROGRAM AND BE READY FOR DEPLOYMENT, UH, WHEN SCHOOL STARTS IN AUGUST.

UH, I, I THINK IT'S AN AWESOME PROGRAM.

WE, WE, WE SENT THE TRAINING SYLLABUS TO THE ACADEMY THAT TRAINS ALL OF OUR LAW ENFORCEMENT IN SOUTH CAROLINA.

THEY APPROVED IT, UH, WITH THE BLESSING OF THE SOUTH CAROLINA TRAINING COUNCIL.

SO WE ARE READY TO GET THIS THING MOVING AND GET IT STARTED.

AND I THINK FOR US, UH, WE JUST NEED TO KIND OF TELL OUR CITIZENS, YOU KNOW, WHO ARE WE LOOKING FOR? UH, THE ROLE IS SCHOOL RESOURCE OFFICER.

IT'S A CLASS THREE LAW ENFORCEMENT DESIGNATION.

UH, IT'S A UNIFORM POSITION.

IT'S AN ARMED POSITION.

UH, THEY HAVE ARREST POWERS, UH, AND THEY HAVE ALL THE POWERS OF ANY OTHER LAW ENFORCEMENT OFFICER ON THE SCHOOL GROUNDS, UH, THAT THEY'RE ASSIGNED TO.

SO WHAT DO YOU THINK, JOE, SHERIFF? I THINK IT'S A GREAT IDEA, AND THANK YOU FOR TAKING LEAD ON THIS.

UM, WE HAVE FOUR ELEMENTARY SCHOOLS IN BLUFFTON THAT CURRENTLY ARE NOT STAFFED BY CLASS THREE OR HIGHER OFFICERS.

AND I THINK THAT THIS PROGRAM IS GONNA ATTRACT PEOPLE TO THESE POSITIONS AND IT'S GONNA PROVIDE MORE OF A SECURITY BLANKET FOR OUR SCHOOLS TO INCLUDE OUR ELEMENTARY SCHOOLS.

SO WE'RE DEFINITELY EXCITED ABOUT IT.

WE'RE EXCITED TO BE PART OF IT.

SO THANK YOU.

DALE.

WHO, WHO DO WE WANT TO ATTRACT? I THINK WE'VE GOT A, WE'VE GOT AN ENORMOUS NUMBER OF RETIRED MILITARY FOLKS HERE.

MM-HMM.

THAT ARE ABLE TO RETIRE FAIRLY YOUNG AND MAYBE LOOKING FOR THAT JOB.

THEY MAY HAVE CHILDREN IN OUR SCHOOLS AND WITH THE, WITH THE PROGRAM THAT YOU WERE ABLE TO PUT TOGETHER.

UM, THEY'LL BE HOME WHEN THEIR CHILDREN ARE HOME, NOT IN SCHOOL.

AND, UM, AND I'VE ALWAYS SAID, YOU AND I HAVE HAD THIS CONVERSATION, SHERIFF, WE, WE NEED TO GET INTO THE ELEMENTARY SCHOOL IF WE, IF WE WAIT UNTIL HIGH SCHOOLS WERE TOO LATE.

SO I, IT'S A GREAT PROGRAM.

I'M, I'M GLAD THAT YOU TOOK

[00:50:01]

THE LEAD ON IT.

UM, I'M EXCITED TO SEE IF WE CAN GET SOME PEOPLE IN, BUT I REALLY THINK THE YOUNG RETIRED MILITARY PEOPLE ARE, THEY'RE JUST MADE FOR THIS, YOU KNOW, AND WE'VE GONE THROUGHOUT OUR CAREERS, UH, IN THE COUNTY OF BEAUFORT AND WE'VE HAD CONVERSATION AFTER CONVERSATION WITH DIFFERENT PEOPLE THAT SAY, YOU KNOW, I'M RETIRED, I'D LIKE TO FIND SOMETHING TO DO.

AND THEN YOU START TALKING TO 'EM AND THEY'RE A RETIRED TEACHER OR RETIRED LAW ENFORCEMENT, RETIRED FIRE DEPARTMENT, RETIRED MILITARY, RETIRED BANKER, HAS RETIRED, I MEAN RETIRED, THIS, THAT AND THE OTHER.

AND THEY'RE STILL, STILL AT AN AGE THAT THEY COULD, UM, THEY, THEY COULD DO THIS JOB WITH NO PROBLEM AT ALL OF ANY KIND.

UM, AND THOSE ARE THE ONES THAT, THAT I'D LIKE TO SEE.

YES.

I'D LIKE TO SEE, UH, THOSE THAT ARE STILL, THAT STILL FEEL LIKE THEY CAN MAKE A DIFFERENCE.

THAT MAYBE HAVE ALWAYS LOOKED AT LAW ENFORCEMENT AS BEING A JOB, BUT BECAUSE OF THE PAY AND BECAUSE OF THE, YOU KNOW, THE WORKING CONDITIONS AND FAMILIES AND, AND ALL THAT, THEY JUST DIDN'T WANNA DO IT.

BUT HERE'S AN OPPORTUNITY, UH, TO MAKE $45,000 A YEAR STARTING PAY TO WORK BASICALLY THE SCHEDULE OF THE TEACHING AND SUPPORT STAFF OF THE SCHOOL DISTRICT, WHICH IS A PRETTY GOOD SCHEDULE.

IT IS, UH, TO HAVE BENEFITS, UH, TO BE IN THE RETIREMENT SYSTEM AND TO BE ABLE TO BRING THEIR MATURITY, UH, THEIR LIFE EXPERIENCE AND, AND YOU KNOW, TO TO ELEMENTARY SCHOOL AGE KIDS WHO WILL BENEFIT GREATLY FROM JUST HAVING THAT OPPORTUNITY TO SOCIALIZE AND BE AROUND, UH, THESE FOLKS THAT BRING A LOT TO THE TABLE.

AND I, WE, IN OUR COMMUNITIES, YOU TAKE BLUFFTON AND BEAUFORT AND, AND IN THE COUNTY AND THEN IN PORT ROYAL, THOSE PEOPLE ARE HERE.

THEY ARE.

AND THEY'RE LOOKING FOR THINGS TO DO.

AND I JUST THINK THIS IS AN AWESOME OPPORTUNITY FOR THEM TO, YOU KNOW WHAT, JUST DO IT KINDA LIKE NIKE.

LET'S JUST DO IT.

UH, YOU KNOW, I THINK IT'S, THE TRAINING IS, I THINK THEY'LL ENJOY THE TRAINING.

AGAIN, IT'S ALL DONE RIGHT HERE.

THEY, THEY'LL STAY AT HOME, THEY'LL SLEEP IN THEIR OWN BED, THEY'LL HAVE THEIR OWN PILLOW, AND THEN THEY CAN COME TO TRAINING AND ONCE THEY'RE CERTIFIED, UH, THEN THEY'LL START THE SCHOOL YEAR, UH, AUGUST OF THIS YEAR.

SO, I MEAN, I KNOW YOUR COMMUNITY REPRESENTS THAT OPPORTUNITY AS WELL.

YES.

YOU KNOW.

SO WHAT ELSE, WHAT ELSE DO YOU THINK THIS, UM, THIS PROGRAM'S GONNA DO IN TOTALITY FOR WHAT WE'RE TRYING TO ACCOMPLISH? I THINK, I THINK THIS PROGRAM, ONE WILL BE ABLE TO GET US OVER THE TOP.

I THINK WE'LL BE ABLE TO GET, WE'LL BE ABLE TO GET A POLICE OFFICER IN EVERY SCHOOL IN BEAUFORT COUNTY, WHICH IS IMPORTANT.

A POLICE OFFICER AND I, AND I, AND YOU KNOW, WE, WE'VE TALKED ABOUT THIS.

THERE'S A LOT OF TRAINING THAT GOES ALONG WITH THIS JOB.

THERE IS.

AND YOU KNOW, THIS IS NOT A SECURITY OFFICER.

NO.

THIS IS A LAW ENFORCEMENT OFFICER.

UH, THIS'S GONNA BE WELL TRAINED, UH, IN THIS.

AND I, I THINK THAT AT THE END OF THE DAY, THAT'S, IT'S EXTREMELY IMPORTANT.

AND I THINK WITH THE YOUNG CHILDREN TARGETING THE RETIREES, WHETHER THEY'RE RETIRED TEACHERS, RETIRED MILITARY IS IMPORTANT.

THEY'VE GOT THE LIFE EXPERIENCE FOR THE, FOR THE ELEMENTARY SCHOOLS.

AND, AND TO GET THAT STARTED OFF.

SO HOW, HOW MANY, HOW MANY OPENINGS DO YOU HAVE FOR THIS PROGRAM? FOR THIS PROGRAM? WE, WE ONLY HAVE TWO CURRENTLY.

POSSIBLY A THIRD COMING ON BOARD.

I'VE GOT NINE.

JOEY'S, I HAVE FOUR.

SO I MEAN, IN TOTAL, AND HERE'S THE THING.

IT, IT DOESN'T MATTER IF YOU WORK AT THE CITY OF BEAUFORT OR THE TOWN OF BLUFFTON, UH, OR PORT ROYAL OR FOR THE SHERIFF'S OFFICE.

YOU KNOW, WE WANT YOU TO COME TO WORK.

YES.

AND LAW ENFORCEMENT TO BE A CLASS THREE SRO, DOESN'T MATTER WHERE YOU GO, DOESN'T MATTER WHO YOU ARE EMPLOYED BY.

THE PAY IS GONNA BE THE SAME.

THE WORK ENVIRONMENT'S BASICALLY THE SAME.

THERE MAY BE A DIFFERENCE IN UNIFORM THAT YOU WEAR AT THE SCHOOL THAT YOU'RE ASSIGNED TO, UH, THE PAY.

I MEAN, EVERYTHING IS GOING TO BE BASICALLY THE SAME.

SO ALL WE WANT PEOPLE TO DO IS PUT THEIR APPLICATIONS IN.

GIVE US THE OPPORTUNITY TO SIT DOWN AND EXPLAIN THE PROGRAM IN DETAIL.

AND IF YOU REALLY HAVE AN INTEREST IN IT, UH, THEN LET'S, LET'S, LET'S GET STARTED.

WHAT DO YOU THINK, JOE? YEAH.

AND, AND ONE THING THAT I WANT TO HIT ON IS THIS PROGRAM IS IMPORTANT AND, AND REASON BEING IS NONE OF OUR KIDS SHOULD FEEL AFRAID GOING TO SCHOOL.

UM, THEY SHOULD BE GOING TO SCHOOL TO LEARN AND NOT WORRYING ABOUT THEIR SAFETY.

UM, AND WHAT THIS DOES IS THIS PROVIDES ANOTHER LAYER OF SAFETY FOR ALL OF OUR SCHOOLS, ESPECIALLY THE ELEMENTARY SCHOOLS.

UM, IT ALSO PROVIDES PEOPLE WITH AN OPPORTUNITY TO MENTOR THESE YOUNG MEN AND WOMEN.

MM-HMM.

, UH, AS THEY'RE COMING UP THROUGH THE SCHOOL SYSTEM.

AND SO, LIKE THE SHERIFF SAID, IF YOU TRULY WANT TO MAKE A DIFFERENCE, UH, THIS IS A POSITION THAT YOU WILL REALLY WILL BE MAKING A DIFFERENCE.

I'M LOOKING FORWARD TO IT.

I JUST HOPE THE APPLICATION START POURING IN.

AND IF YOU GET MORE THAN THAN YOU NEED THEN AND, AND WE NEED TO GO TO BEAUFORT OR WE NEED TO GO TO, UH, THE, THE SHERIFF'S OFFICE OR, OR PORT ROYAL.

WE JUST NEED, WE NEED TO PUT THESE PEOPLE TO

[00:55:01]

WORK.

WE NEED TO FILL THESE VACANCIES, UH, AND LET'S MAKE OUR SCHOOLS IN BEAUFORT COUNTY AS SAFE AS THEY POSSIBLY CAN.

ABSOLUTELY.

ABSOLUTELY.

AND I THINK THE UNIQUENESS OF THIS PROGRAM, THESE OFFICERS WILL BE TRAINED BY PEOPLE THAT HAVE CHILDREN IN THESE SCHOOLS.

THEY HAVE THE SAME DESIRES, THE OUTCOMES THAT WE'RE LOOKING FOR.

SO I'M, I'M LOOKING FORWARD, LOOKING FORWARD TO IT.

WELL, I MEAN, THE GREAT THING ABOUT IT IS THAT WE ARE, WE WILL BE DOING THE TRAINING TOGETHER.

YES.

IF YOU GET, IF YOU GET, IF YOU HIRE ONE OR TWO AND YOU HIRE FOUR AND YOU KNOW, AND I CAN FILL TO NINE THAT WE NEED, WE'RE ALL GONNA BE TRAINING TOGETHER.

YES.

SO THIS IS GONNA BE ONE TRAINING SYLLABUS TO BENEFIT, UH, THE SCHOOL RESOURCE OFFICER PROGRAM.

I MEAN, THIS IS GOING TO BE, THIS, THIS PROGRAM IS FOR SOUTH CAROLINA AS A WHOLE.

THIS IS NOT JUST FOR BEAUFORT COUNTY.

BUT I'M EXCITED THAT WE'RE GOING TO START THIS AND INITIATE, YOU KNOW, THE SRO CLASS THREE POSITION HERE IN BEAUFORT COUNTY.

AND WE'RE GONNA SHOW THE STATE IT WORKS.

AND THE GREAT THING ABOUT THE TRAINING TOGETHER, SHERIFF, IS YOU'RE CREATING A NETWORK BEFORE YOU EVEN GET STARTED.

SO YOU'RE GOING TO KNOW PEOPLE FROM DIFFERENT SCHOOLS WHERE IF YOU CAN RUN INTO A PROBLEM, YOU HAVE SOMEBODY ELSE THAT YOU CAN CALL AND GET SOME ADVICE OR TALK TO THEM ABOUT THINGS GOING ON IN THEIR SCHOOL AND CURRENT TRENDS THAT ARE HAPPENING IN THEIR SCHOOL.

SO IT'S A GREAT COLLABORATION OF ALL THREE DEPARTMENTS IN THE ENTIRE COUNTY GETTING TOGETHER BECAUSE HAVING THAT NETWORK AND PEOPLE THAT YOU CAN RELY ON FOR ADDITIONAL ADVICE IS INVALUABLE.

WELL, I TELL YOU WHAT I MEAN, I WANT, I WANT PEOPLE TO BE ABLE TO, TO MAKE THOSE PHONE CALLS OR GO ONLINE AND RESEARCH, YOU KNOW, UH, JUST THE, THE, THE CLASS THREE SRO, UH, THROUGH ALL AGENCIES.

SO I THINK LINDSEY, IF WE CAN, I MEAN AT THIS POINT, I THINK IF WE PUT THAT INFORMATION ON THIS VIDEO FOR BLUFFTON, BEAUFORT, PORT ROYAL AND THE SHERIFF'S OFFICE WEBPAGE AND PHONE NUMBERS, UH, I THINK WE'LL HOPEFULLY WE'LL START GETTING CALLS.

ABSOLUTELY.

THAT SOUND GOOD TO Y'ALL? YES SIR.

ALRIGHT, LET'S GET IT DONE.

51 TRAFFIC.

MY NAME IS LANCE CORPORAL DEAN TRO WORK FOR THE BEAUFORT COUNTY SHERIFF'S OFFICE SOUTHERN ENFORCEMENT DIVISION.

AND I'VE BEEN WITH THE SHERIFF'S OFFICE NOW FOR A LITTLE OVER FOUR AND A HALF YEARS.

THIS BADGE PROPERTY, ONE TRAFFIC.

I WAS BORN AND RAISED ON HILTON HEAD.

WENT TO HILL HEAD HIGH SCHOOL AFTER THAT.

I WENT TO UNIVERSITY OF SOUTH CAROLINA IN BEAUFORT.

GRADUATED WITH A PSYCH DEGREE.

I'VE ALWAYS WANTED TO BE IN LAW ENFORCEMENT.

UM, FROM THE AGE OF 14 TO 21, I WAS IN THE EXPLORERS PROGRAM HERE WITH THE SHERIFF'S OFFICE.

THERE'S A LOT OF PROS TO BEING BORN AND RAISED HERE IN BEAUFORT COUNTY, UH, AND WORKING FOR THE SHERIFF'S OFFICE GEOGRAPHICALLY WHEN RESPONDING TO CALLS FOR SERVICE.

I KNOW THE AREA, LIKE THE BACK OF MY HAND TIMES, I'VE BEEN ABLE TO BETTER COMMUNICATE WITH PEOPLE IN CERTAIN SITUATIONS DUE TO MAYBE ME GOING TO HIGH SCHOOL WITH THEM OR ET CETERA.

UH, AT THE END OF THE DAY, DUKE COUNTY IS A SMALL COUNTY AND EVERYBODY KNOWS EVERYBODY GET TOMORROW.

I'VE BEEN ON THE BLOODHOUND TEAM FOR ABOUT TWO YEARS NOW.

WE'RE ON CALL 24 7.

WE'LL RESPOND TO CALLS FOR MISSING ENDANGERED PERSONS, UH, ELDERLY PEOPLE THAT HAVE WALKED OFF.

WE WILL ALSO RESPOND TO ARMED ROBBERY CALLS AND WE ALSO WILL ASSIST OTHER AGENCIES IF NEEDED.

BEING ON THE BLOODHOUND TEAM, I GET TO DO WHAT I LOVE, WORKING IN LAW ENFORCEMENT AND THEN ALSO BEING ABLE TO WORK IN LAW ENFORCEMENT WITH HANDLING DOGS AND WHAT THEY HAVE TO PROVIDE.

GOOD GIRL AT TIMES.

LAW ENFORCEMENT CAN HAVE A LOT OF EXCITING MOMENTS, BUT WHAT'S NICE ABOUT OUR JOB IS THAT WE GET TO HELP PEOPLE SOMETIMES THAT ARE HAVING THEIR WORST DAYS.

YOU ARE NOT ALWAYS SITTING AROUND.

THERE'S ALWAYS SOMETHING DIFFERENT.

ANYTHING CAN HAPPEN AT A SPLIT SECOND.

EVERY DAY'S DIFFERENT.

THIS PAST IS PROBABLY THE ONE I'M SEEING.
