AND I JUST KIND OF WANNA COME HERE BEFORE YOU TODAY JUST TO GIVE YOU A LITTLE BIT OF A HEADS UP OF WHAT I'M DOING IN THE COMMUNITY.

I KNOW I SPOKE BEFORE ABOUT MY POSITION ON CERTAIN THINGS THAT WAS BEFORE COUNCIL, BUT I ALSO WANNA SAY THAT I AM, FIRST OF ALL, A 100% DISABLED NAVY VETERAN.

AND I PROVIDE FREE, UM, VA DISABILITY CLAIM ASSISTANCE WITHIN THE COMMUNITY TO VETERANS IN THE COMMUNITY, UH, ASSISTING THEM WITH THEIR VA CLAIMS. I ALSO PROVIDE MENTORSHIP TO, UH, ROUGHLY 50 PLUS KIDS IN THE COMMUNITY.

I HAVE A MULTI-SPORT, A A U ORGANIZATION, AS WELL AS I DO AFTERSCHOOL TUTORING AND, UH, A PLETHORA OF OTHER OPPORTUNITIES THAT I'M MAKING AVAILABLE, UM, WITH THE SUPPORT OF INDIVIDUALS AND ORGANIZATIONS IN THE COMMUNITY.

UM, I WANT TO BRING TO THE ATTENTION OF THE COUNCIL PEOPLE HERE THAT I AM RUNNING INTO SOME ISSUES SUPPORTING SOME OF THE STUDENTS IN THE PROGRAM WHO ARE MEMBERS OF BEAUFORT COUNTY SCHOOL DISTRICT, WHO ARE STUDENTS IN BEAUFORT COUNTY SCHOOL DISTRICT.

AND THAT IS, UM, THESE, SOME OF THESE ISSUES ARE INCLUDING BUT NOT LIMITED TO,

UM, GRADUATES HAVING FUNDING WITH HOUSING.

I MEAN, HAVING ISSUES WITH HOUSING ONCE THEY DO GET TO COLLEGE.

UM, BOOKS FOR SCHOOL, UM, SCHOLARSHIP AND TUTORING EFFORTS FOR ONCE THEY GET TO SCHOOL.

UM, TRANSPORTATION TO AND FROM, UH, EFFORTS THAT WE ARE GIVING THE KIDS LIKE, UM, TUTORING AND MENTORSHIP AND IN A PLETHORA OF OTHER THINGS THAT WE ARE HAVING ISSUES WITH WITHIN THE COMMUNITY.

UM, THESE ARE JUST A FEW OF THE EXAMPLES OF WHY I FEEL AS THOUGH ISSUES THAT WE BRING FORWARD TO YOU GUYS IN THE COMMUNITY ABOUT, UM, RESOURCES, ACCESS TO RESOURCES, WHICH IS SOMETHING THAT I'M SEEING THAT THESE KIDS NEED ARE EXTREMELY IMPORTANT TO ME BECAUSE SINCE I AM A NEWCOMER IN THE COMMUNITY, BY MY OWN ADMISSION, I HAVE DONE NOTHING BUT GIVE AND ADD AND TRY TO AT LEAST ADD VALUE TO THE COMMUNITY.

SO I JUST KIND OF WANTED TO MAKE THAT, MAKE THAT, UM, YOU KNOW, MAKE YOU GUYS AWARE OF SOME OF THE ISSUES THAT WE ARE SEEING WHEN WE'RE TRYING TO GIVE THESE KIDS THESE OPPORTUNITIES.

UM, IN THE COMMUNITY, THE, AT THE RECREATION PROGRAMS, LIKE PALS, THEY AGE OUT AT THE AGE OF 12.

SO THE KIDS IN MY PROGRAMS, THEY ARE ABOVE 12.

THEY'RE 12 AND OLDER, SO ROUGHLY SIXTH GRADE TO 12TH GRADE.

AND WE TRAVEL WITH THESE KIDS.

WE DO, UM, FUNDRAISING EFFORTS.

I'M ALSO A CERTIFYING OFFICIAL FOR THE PRESIDENTIAL VOLUNTEER SERVICE AWARD.

SO WHILE MY PROGRAM IS FREE AND THEY DON'T PAY MONEY TO PARTICIPATE IN THESE PROGRAMS, THEY DO HAVE TO GIVE ME WHAT I CALL TIME CURRENCY AND I SIGN OFF ON THEIR COMMUNITY SERVICE.

SO THIS IS JUST A LITTLE BIT OF THE EFFORTS THAT I'M TRYING TO MAKE, UM, MORE POP POPULAR IN THE COMMUNITY.

THE WORK WE DO AT SEA ISLAND PARKWAY IS VERY, VERY IMPORTANT TO THE YOUNG CHILDREN IN THE COMMUNITY.

WE DO, UH, AND THE OLDER DOUBTS, BECAUSE JUST LIKE JEN DEER SAID, WE WORK, I'M A VETERAN, AND WE GOT, WE CATCH THE DEVIL HERE IN BEAUFORT TRYING TO GET VETERAN CLAIMS DONE AND STUFF DONE FOR VETERANS, HOMELESS FOR YOUNG LADIES.

I TRIED TO WORK ON A PROGRAM FOR HOMELESS FOR YOUNG LADIES A LONG TIME AGO, BUT BEAUTIFUL COUNTY SAID THEY DIDN'T HAVE ANY MONEY TO SPEND ON THAT.

SO, BUT WE, BUT WE WORK ON, UH, CLAIMS FOR VETERANS.

WE DO TAXES FOR HELPING PEOPLE WITH THEIR TAXES AND HOW SHOW THEM HOW TO, HOW TO PAY THEIR TAXES, HOW THEY CAN SAVE MONEY TO PAY THEIR TAXES IN THE NEXT YEAR.

ALL THIS IS DONE AT 8 0 8 C ALLEN PARKWAY.

ALSO, WE, UH, WORK WITH THE, UH, WITH THE, UH, YOUNG PEOPLE AGAIN IN DIFFERENT, IN MENTORING AND, UH, TRYING TO LEARN HOW TO MAKE NETS, TRYING TO LEARN HOW TO DO THINGS THAT THEIR FAMILIES DID.

WE DO TRY TO DO A LITTLE HISTORY ON EACH OF THE NEIGHBORHOODS.

WE STARTED A, UH, A, A LITTLE COUNTRY STORE OUT IN THE, ON, ON, UH, UH, THE BACK ROAD OF, UH, ST.

HELENA, THE MILLER'S OLD MILLER GROCERY STORE OUT THERE.

UH, IT'S LIKE A DESERT, LIKE THE YOUNG LADY SAID BEFORE.

IT IS LIKE A DESERT FOR, FOR, FOR, FOR PEOPLE TO BUY FOOD.

NO GROCERY STORES.

NO GAS STATION, NOT EVEN A LAUNDRY MAT.

NOTHING LIKE THAT IS OUT THERE IN THAT AREA.

SO, 8 0 8, WE TRY TO FOCUS ON HELPING THE YOUNG, YOUNG LADIES THAT OWN THE STORE.

MS. MACK FOCUS ON TRYING TO GET THOSE TYPE THINGS DONE.

SHE'S PLANNING ON TRYING TO OPEN ANOTHER STORE, WHICH WILL BE A LAUNDROMAT, WHICH WOULD TRY TO, UH, HELP THE PEOPLE THAT SENT HELENA COME A LITTLE CLOSE TO THE CIVILIZATION.

I KNOW WE SAID THAT, UH, THAT, UH, PEOPLE ON ST.

HELENA TO ME HAS BEEN LEFT BEHIND.

UM, BASICALLY I, I FEEL LIKE THAT MAYBE THE CONSIDERATION OF VILLAGE CREEK AND WHAT HAPPENS ON VILLAGE CREEK, YOU KNOW, COMPARED TO THE DEVELOPMENT OF HOW PINE ISLAND COULD BE DEVELOPED, UH, THE CPO, IN MY OPINION, AND TALKING WITH OTHER FISHERMEN WHO NAVIGATE THAT RIVER, YOU KNOW, ON A DAILY BASIS TO MAKE A LIVING.

UM, WE'RE SCARED TO DEATH OF WHAT THE CPO WOULD ALLOW, WHICH IS 150 OR 60 HOUSES, AND POTENTIALLY A HUNDRED DOCKS ON OUR CREEK, UM, WHICH WOULD BE VERY DETRIMENTAL.

UM, AND I'VE BEEN AT A LOT OF THESE MEETINGS AND I HEAR PEOPLE SAY, WELL, WE WANNA SAVE THE OCEAN AND SAVE THE CREEK.

WELL, OBVIOUSLY, UH, SETTING 80% OF THAT PROPERTY ASIDE GREEN SPACE AND A REDUCTION OF DOCKS BY 90%, AND THE REDUCTION OF HOUSES BY 60% MAKES SENSE TO ME.

SO I I, I HAVEN'T BEEN ABLE TO SPEAK A LOT AT THOSE MEETINGS.

AND SO INITIALLY THE CONTRACT WAS $2.5 MILLION, WHICH INCLUDED CONTINGENCY SO THAT WE HELD THE, WHENEVER WE BRING A CONTRACT TO COUNCIL, WE BRING THE CONTRACT VALUE WITH THE ACTUAL CONSULTANT OR CONTRACTOR.

AND THEN WE TYPICALLY HAVE A, A CONTINGENCY THAT WE ASKED FOR AUTHORIZATION TO BE FUNDED DURING THE COURSE OF THE PROJECT.

SO THAT 2.5, UH, THE ORIGINAL CONTRACT VALUE WAS THE 2.2 MILLION AND IT HAD A $230,000 CONTINGENCY FOR THE TOTAL 2.5 AUTHORIZATION OVER THE LIFE OF THE PROJECT.

UM, AS YOU CAN SEE, WE'VE GOT OTHER PROJECTS WITH GULFSTREAM.

THIS WAS KIND OF AN INTERESTING, UH, BID.

WE HAD PUT THIS OUT INITIALLY, UH, IN 2023, RECEIVED TWO BIDS AND, UH, HAD SOME IN INFRASTRUCTURE DELAYS AND REBID IT THIS YEAR.

UM, WE HAD TWO BIDS COME IN.

ONE WE HAD TO DISQUALIFY BECAUSE OF LICENSURE AND, UH, AGAIN, GULFSTREAM WAS THE, UH, LOW BID.

AFTER THAT.

UH, WE HAD AN INITIAL BUDGET IN 2023 OF 900,000 AND INCREASED THAT, UH, FOR 2024 EXPECTING SOME POSSIBLE INCREASES.

UM, GLAD TO SAY THAT WE CAME IN UNDER THE INITIAL 900 THAT WE HAD PUT IN 2023.

DOES THAT EIGHT 80, UM, INCLUDE A CONTINGENCY? UH, NO.

THE, THE TOTAL CONTINGENCY WITH CONTINGENCY IS 9 68 6 0 1 4 4.
