WE COVERED CONSTRUCTION SUMMARY, WHICH, UH, LOOKS, UH, GOOD.
UH, THERE WERE A COUPLE OF ITEMS THAT WE WANTED TO NOTE, UH, WHERE THE OPERATIONS TEAM AND THE OTHER MEMBERS OF THE, UH, ADMINISTRATION HAVE ACTUALLY WORKED TOGETHER TO IMPROVE SOME OF THE RESPONSES WE GET IN CERTAIN SITUATIONS.
ONE IS WHERE WE HAD A SUB, UH, NOTICE OF SUB, UH, COMPLETION LETTER.
AND, UM, THAT LETTER, UH, EVOLVED FROM SOME CHANGES A FEW YEARS AGO WHERE IT WAS DECIDED THAT WE WOULD BE A LITTLE BIT FIRMER ABOUT ISSUING THOSE IN AN EFFORT TO HELP OUR CONSTRUCTION PARTNERS UNDERSTAND THE IMPORTANCE OF MEETING THEIR TARGETS AND DEADLINES.
AND THAT WAS ISSUED, UH, WITH A POTENTIAL PENALTY OF SEVEN $50 A DAY.
UH, AND THEN AT WILL BRANCH, WE HAD A, A SUBCONTRACTOR WHO HAD HAD SOME CHALLENGES, BUT THEY WERE ISSUED A NOTICE TO CURE ON JULY 23RD, AND VERY MUCH APPRECIATED.
THEY RESPONDED ON JULY THE 29TH, AND WE WERE ABLE TO CONFIRM THAT THAT GAP WAS CLOSED ON AUGUST 6TH.
SO KUDOS TO THE OPERATIONS COMMITTEE, ALL THE OTHER PARTS OF THE SCHOOL ADMINISTRATION AND STAFF THAT WORKED TOGETHER TO ACHIEVE THIS.
AND THIS IS ON THE 2019, THE CLOSEOUTS ON, UH, SLIDE 33, BUT, UH, IT WAS ON THE SAME, UH, SAME PAGE.
UH, WE GOT 30 PROJECT CLOSEOUTS.
WE'LL BE FOCUSING ON THOSE SINCE IT'S FROM 2019.
BUT WE CERTAINLY ARE LOOKING FORWARD TO THE SAME AMOUNT OF PROGRESS SHOWN IN OTHER AREAS OF THE, UH, BEAUFORD COUNTY SCHOOL DISTRICT.
IN TERMS OF IMPROVEMENT, UH, THERE'S 123,653 THOU, $653 LEFT IN TERMS OF CONT PROGRAM CONTINGENCY REMAINING.
SO WE STILL HAVE SOME FLEXIBILITY IN THAT REGARD.
AND, UM, IF YOU ALLOW ME, UH, WE'LL TALK ABOUT THE CONSTRUCTION FOR 2023 MAY RIVER.
THE, UH, GMP IS EXPECTED BY EARLY SEPTEMBER, UH, FOR MAY, UH, BUT THAT'S MAY RIVER, UH, ELEMENTARY SCHOOL, MAY RIVER, EARLY CHILDHOOD CENTER.
UH, UH, THE CONSTRUCTION DESIGNS ARE DUE AUGUST 29TH, SO WE'LL FOLLOW UP ON THOSE IN THE MEETINGS IN SEPTEMBER, MAY.
RIVER HIGH SCHOOL, THE CTE AND THE J-R-O-T-C CDS ARE DUE AUGUST THE 19TH.
AND, UH, LADIES ISLAND MIDDLE SCHOOL REPLACEMENT ARE DUE AUGUST THE 29TH AS WELL.
SO, CONSTRUCTION TEAM, AND AGAIN, ALL THE PEOPLE THAT ARE INVOLVED ARE MOVING THESE THINGS FORWARD.
SO VERY PLEASED WITH THAT IN TERMS OF FINANCIAL $11.5 MILLION LEFT IN PROGRAM CONTINGENCY AND 16.7 IN PROJECT CONTINGENCY.
SO, UM, THAT IS COMFORTING AT THIS POINT IN TIME.
BUT JUST LIKE IN 2019, REFERENDA, WE HAVE TO, AND OUR LEADERS AND OUR COLLEAGUES AND, UH, OPERATIONS ARE REALLY WORKING COLLECTIVELY TO MAKE SURE THAT WE CONTINUE TO, UH, TO MOVE THAT FORWARD.
IF I MAY MOVE TO COMMUNITY OUTREACH, UM, THERE HAVE BEEN 12 INTERESTED COMPANIES ON THE WOMEN AND MINORITY BUSINESS ENTERPRISE, UH, THAT WERE LOOKING FOR EMPLOYEES.
SO WE, WE CERTAINLY WANT TO HAVE A MORE ROBUST ENGAGEMENT ON THAT.
AND SO THERE WAS SOME REAL GOOD DISCUSSIONS ABOUT HOW WE COULD HOPEFULLY IMPROVE THAT.
UH, AND THEN THERE WERE, THERE WAS A MEETING, COMMUNITY OUTREACH MEETING ON THE LADIES ISLAND MIDDLE SCHOOL DESIGN, AND WE HAD A REALLY CONVERSATION THERE

ABOUT HOW DO WE ENGAGE BOARD MEMBERS, AND I APPLAUD THE BOARD MEMBERS WHO WERE ATTENDING THE OPS MEETING FOR STEPPING UP AND ASKING HOW THEY MIGHT BE ABLE TO HELP AND RECOMMENDING THAT.AND ALSO APPLAUD, UM, UH, OPERATIONS GROUP FOR RESPONDING.
AND THEY'RE GOING, THEY MADE A COMMITMENT THAT THEY'RE GOING TO INVOLVE THE BOARD MEMBERS, AND THE BOARD MEMBERS WILL TAKE THEIR NORMAL LEADERSHIP ROLE IN THE COMMUNITY OF HELPING SPREAD THE WORD.
SO IF WE CAN MOVE ON, IF WE CAN GO TO CUSTODIAL, YOU'LL SEE THAT ONE OF THE INNOVATIVE EFFORTS TAKEN HAS BEEN TO ACTUALLY SEPARATE AND HAVE SIX DIFFERENT GROUPS FOR CUSTODIAL RESPONSIBILITY MANAGED BY THREE DIFFERENT SERVICE PROVIDERS.
THE REASON FOR THAT IS TO PROVIDE OPPORTUNITY FOR US TO TAKE A LOOK AT WHAT BEST PRACTICES MAY EVOLVE IN ONE THAT CAN BE ETHICALLY TRANSPORTED TO ANOTHER AND IT BENEFIT THE OVERALL OPERATION IN TERMS OF OUR CUSTODIAL.
AND YOU'LL SEE THOSE FIRMS ARE A BM BUD AND INTERSTATE, AND WE'RE LOOKING FORWARD TO DOING SOME COMPARATIVE ANALYSIS IN THE PERFORMANCE BETWEEN THOSE THREE ENTITIES AT GOING FORWARD.

AND THEN THE LAST ONE IS THAT WE REVIEWED THE BUS ROUTES, WHICH IS A REAL COMPLEX OPERATION, AND I PERSONALLY HAD NO IDEA, UH, THE MULTITUDE OF TIMES AND, AND ROUTES AND THE LIMITATIONS THAT ARE INHERENT IN LAW AND SAFETY GUIDELINES.

THE NUMBERS CLEARLY SHOW THAT THERE IS A BROAD DIVIDE IN EDUCATIONAL OUTCOMES AMONG OUR STUDENTS AND BETWEEN OUR SCHOOLS.
WHY DO MINORITY AND THE MOST VULNERABLE STUDENTS CONTINUE TO UNDERPERFORM ON THE ALGEBRA END? OF COURSE, EXAM, YEAR IN AND YEAR OUT, WHEN WILL FACTS AND DATA MATTER? IN THE LAST FIVE YEARS, THE BOARD AT THE BEHEST OF THE SUPERINTENDENT HAS INCREASED YEARLY OPERATIONAL SPENDING BY MORE THAN $79 MILLION FOR STAFF COMPENSATION ENHANCED TECHNOLOGY AND FACILITY MAINTENANCE, CLAIMING THAT DOING SO EQUATES TO INVESTING IN STUDENTS PLUS ANOTHER 82 MILLION FROM THE FEDERAL GOVERNMENT TO ADDRESS ACADEMIC NEEDS RELATED TO COVID PANDEMIC.
THAT'S MORE THAN $160 MILLION INVESTED IN STUDENTS.
THE DEMOGRAPHIC GRADE DISTRIBUTION DATA FOR THE FOUR LARGEST AND MOST VULNERABLE SUBGROUPS SHOWS A DIFFERENT VIEW.

UH, THEY HAVE ARREST POWERS, UH, AND THEY HAVE ALL THE POWERS OF ANY OTHER LAW ENFORCEMENT OFFICER ON THE SCHOOL GROUNDS, UH, THAT THEY'RE ASSIGNED TO.
SO WHAT DO YOU THINK, JOE, SHERIFF? I THINK IT'S A GREAT IDEA, AND THANK YOU FOR TAKING LEAD ON THIS.
UM, WE HAVE FOUR ELEMENTARY SCHOOLS IN BLUFFTON THAT CURRENTLY ARE NOT STAFFED BY CLASS THREE OR HIGHER OFFICERS.
AND I THINK THAT THIS PROGRAM IS GONNA ATTRACT PEOPLE TO THESE POSITIONS, AND IT'S GONNA PROVIDE MORE OF A SECURITY BLANKET FOR OUR SCHOOLS TO INCLUDE OUR ELEMENTARY SCHOOLS.
SO WE'RE DEFINITELY EXCITED ABOUT IT.
WE'RE EXCITED TO BE PART OF IT.
WHO, WHO DO WE WANT TO ATTRACT? I THINK WE'VE GOT A, WE'VE GOT AN ENORMOUS NUMBER OF RETIRED MILITARY FOLKS HERE.
THEY MAY HAVE CHILDREN IN OUR SCHOOLS.
AND WITH THE, WITH THE PROGRAM THAT YOU WERE ABLE TO PUT TOGETHER.
UM, THEY'LL BE HOME WHEN THEIR CHILDREN ARE HOME, NOT IN SCHOOL.
AND, UM, AND I'VE ALWAYS SAID, YOU AND I HAVE HAD THIS CONVERSATION, SHERIFF, WE, WE NEED TO GET INTO THE ELEMENTARY SCHOOL IF WE, IF WE WAITED UNTIL HIGH SCHOOLS WERE TOO LATE.
I'M, I'M GLAD THAT YOU TOOK THE LEAD ON IT.
UM, I'M EXCITED TO SEE IF WE CAN GET SOME PEOPLE IN, BUT I REALLY THINK THE YOUNG RETIRED MILITARY PEOPLE, OR THEY'RE JUST MADE FOR THIS, YOU KNOW, AND WE'VE GONE THROUGHOUT OUR CAREERS, UH, IN THE COUNTY OF BEAUFORT, AND WE'VE HAD CONVERSATION AFTER CONVERSATION WITH DIFFERENT PEOPLE THAT SAY, YOU KNOW, I'M RETIRED.
I'D LIKE TO FIND SOMETHING TO DO.
AND THEN YOU START TALKING TO 'EM.
AND THEY'RE RETIRED TEACHER OR RETIRED LAW ENFORCEMENT, RETIRED FIRE DEPARTMENT, RETIRED MILITARY, RETIRED BANKERS, RETIRED, I MEAN, RETIRED, THIS, THAT, AND THE OTHER.
THEY'RE STILL, STILL AT AN AGE THAT THEY COULD, UM, THEY, THEY COULD DO THIS JOB WITH NO PROBLEM AT ALL OF ANY KIND.
UM, AND THOSE ARE THE ONES THAT, THAT I'D LIKE TO SEE.
YES, I'D LIKE TO SEE, UH, THOSE THAT ARE STILL, THAT STILL FEEL LIKE THEY CAN MAKE A DIFFERENCE, THAT MAYBE HAVE ALWAYS LOOKED AT LAW ENFORCEMENT AS BEING A JOB, BUT BECAUSE OF THE PAY AND BECAUSE OF THE, YOU KNOW, THE WORKING CONDITIONS AND FAMILIES AND, AND ALL THAT, THEY JUST DIDN'T WANNA DO IT.
BUT HERE'S AN OPPORTUNITY, UH, TO MAKE $45,000 A YEAR STARTING PAY TO WORK, BASICALLY THE SCHEDULE OF THE TEACHING AND SUPPORT STAFF OF THE SCHOOL DISTRICT, WHICH IS A PRETTY GOOD SCHEDULE.
IT IS, UH, TO HAVE BENEFITS, UH, TO BE IN THE RETIREMENT SYSTEM AND TO BE ABLE TO BRING THEIR MATURITY, UH, THEIR LIFE EXPERIENCE AND, AND, YOU KNOW, TO, TO ELEMENTARY SCHOOL AGE KIDS WHO WILL BENEFIT GREATLY FROM JUST HAVING THAT OPPORTUNITY TO SOCIALIZE AND BE AROUND, UH, THESE FOLKS THAT BRING A LOT TO THE TABLE.
AND I, WE, IN OUR COMMUNITIES, YOU TAKE BLUFFTON AND BEAUFORT AND, AND IN THE COUNTY AND THEN IN POOR ROYAL, THOSE PEOPLE ARE HERE.
AND THEY'RE LOOKING FOR THINGS TO DO.
AND I JUST THINK THIS IS AN AWESOME OPPORTUNITY FOR THEM TO, YOU KNOW WHAT, JUST DO IT KINDA LIKE NIKE.
UH, YOU KNOW, I THINK IT'S, THE TRAINING IS, I THINK THEY'LL ENJOY THEIR TRAINING.

SO, I MEAN, I KNOW YOUR COMMUNITY REPRESENTS THAT OPPORTUNITY AS WELL.
SO WHAT ELSE, WHAT ELSE YOU THINK THIS, UM, THIS PROGRAM'S GONNA DO IN TOTALITY FOR WHAT WE'RE TRYING TO ACCOMPLISH? I THINK, I THINK THIS PROGRAM, ONE WILL BE ABLE TO GET US OVER THE TOP.
I THINK WE'LL BE ABLE TO GET, WE'LL BE ABLE TO GET A POLICE OFFICER IN EVERY SCHOOL IN BEAUFORT COUNTY, WHICH IS IMPORTANT.
A POLICE OFFICER AND I, AND I, AND YOU KNOW, WE, WE'VE TALKED ABOUT THIS.
WE, THERE'S A LOT OF TRAINING THAT GOES ALONG WITH THIS JOB.

AND SO, LIKE THE SHERIFF SAID, IF YOU TRULY WANT TO MAKE A DIFFERENCE, UH, THIS IS A POSITION THAT YOU REALLY, REALLY WILL BE MAKING A DIFFERENCE.

WELL, I MEAN, THE GREAT THING ABOUT IT IS THAT WE ARE, WE WILL BE DOING THE TRAINING TOGETHER.
