[00:00:01] CLOSED CAPTIONING PROVIDED BY BUFORT COUNTY. CALL THIS MEETING TO ORDER OF THE, UH, AUGUST 26TH, 2024 [1. Call to Order ] MEETING OF THE HOUSING ACTION COMMITTEE OF THE TOWN OF, UH, HILTON HEAD ISLAND. UH, FIRST STEP [2. Adoption of Agenda] IS TO APPROVE THE AGENDA. UH, IS IS THERE A MOTION TO ADOPT IT? SO MOVED. SANDY. ALL THOSE IN FAVOR OF THE ADOPTION OF THE AGENDA? SAY AYE. AYE. RAISE YOUR HAND. THANK YOU. ANY OPPOSED? NO OPPOSED. THANK YOU. WE HAVE A RELATIVELY SHORT AGENDA TODAY FOR ONCE, AND I THINK THIS IS THE FIRST TIME THERE WERE EVER NO ATTACHMENTS TO THE, TO THE PACKAGE WE RECEIVED. SO , DON'T, DON'T GET USED TO THAT, RIGHT? THAT, THAT, THAT, THAT WILL CHANGE. UH, LET ME SAY, AS WE'RE, AS WE'RE STARTING, UH, WE HAVE THIS MEETING TODAY. UH, WE HAD ALREADY AGREED, UH, THAT THERE WOULD NOT BE A MEETING IN, UH, IN SEPTEMBER. UH, SO OUR NEXT MEETING WILL BE THE, UH, OCTOBER 14TH MEETING HERE AT, UH, 10 O'CLOCK. AND THE REASON FOR THE CANCELLATION OF THE SEPTEMBER MEETING WAS THAT THERE IS A LOT GOING ON IN TERMS OF, UH, DISPLACEMENT, UH, DOCUMENTS AND, UH, EVENTS COMING UP THAT WE'LL BE, BE TALKING ABOUT, UH, A LITTLE BIT. UH, SO THIS, THIS'LL BE OUR, UH, ONLY MEETING UNTIL, UH, OCTOBER 14TH. UH, LET'S MOVE RIGHT TO, UH, UNFINISHED BUSINESS. AND I'LL TURN IT OVER TO QUINCY FOR UPDATES. JACK? YES. WE NEED TO APPROVE THE MINUTES. WE NEED TO APPROVE THE MINUTES. OH, [3. Approval of the Minutes] APPROVAL OF THE MINUTES OF THE JULY MEETING. SORRY. THANK YOU, STUART. SO MOVED. ANY COMMENTS? MOVED BY STUART BELL? SECOND. SECOND. ANY COMMENTS? DISCUSSION? THOSE IN FAVOR OF APPROVAL OF THE JULY MINUTES? AYE. AYE. THOSE OPPOSED? THANK YOU. LET'S MOVE TO, UH, UH, UPDATES FROM [4.a. Workforce Housing Program Updates - Quincy White, Chief Housing Officer] QUINCY THEN. THANK YOU. HELLO. GOOD MORNING EVERYONE. ALRIGHT, NEW MIKES. UM, SO A FEW BRIEF UPDATES. SO WE DO HAVE SOME UPCOMING, UH, COMMUNITY EVENTS ON SEPTEMBER 5TH. WE HAVE OUR JONESVILLE NEIGHBORHOOD, UH, GATHERING AND COOKOUT. UH, THAT'LL BE, AGAIN ON SEPTEMBER 5TH AT 200 JONESVILLE ROAD, UM, FROM FIVE TO 7:00 PM WE ALSO HAVE SOME FLYERS IN THE BACK, IF ANYONE'S INTERESTED. UH, WE HAVE FLYERS IN BOTH ENGLISH AND SPANISH. UM, SO DURING THIS EVENT, RESIDENTS WILL HAVE THE CHANCE TO MEET WITH TOWN STAFF FROM SEVERAL KEY DEPARTMENTS, INCLUDING PLANNING, ENGINEERING, FIRE RESCUE, PUBLIC SAFELY, PUBLIC SAFETY ADMINISTRATION, AND THE GULLAH GEECHEE COMMUNITY DEVELOPMENT CORPORATION. UH, THESE STAFF MEMBERS WILL PROVIDE INFORMATION ON A VARIETY OF ONGOING PROJECTS AND INITIATIVES, UM, INCLUDING, UM, A REQUEST FOR PROPOSAL TO REVAMP THE FORMER DRIFTWOOD STABLES, UH, ENHANCEMENTS TO ROSE PARKS, OPEN SPACES AND PATHWAYS, UH, STORMWATER MANAGEMENT AND DRIVEWAY ACCESS, UH, DISCUSSIONS ON ZONING DISTRICTS AND MAINTAINING COMMUNITY CHARACTER. SO FEEDBACK FROM RESIDENTS WILL BE INVALUABLE IN HELPING THE TOWN CREATE PLANS TO ENHANCE THE NEIGHBORHOOD AND MANAGE GROWTH OF THE AREA. UH, WE ALSO HAVE THE MUDDY CREEK NEIGHBORHOOD GATHERING AND COOKOUT, WHICH IS SCHEDULED ON SEPTEMBER 12TH, UM, AT 30 BRYANT ROAD. UH, THE TIME WILL BE FIVE TO 7:00 PM AS WELL. UM, VERY SIMILAR TO THE JONESVILLE EVENT. UM, DURING THIS EVENT, RESIDENTS WILL HAVE THE CHANCE TO MEET WITH TOWN STAFF FROM SEVERAL KEY DEPARTMENTS, INCLUDING PLANNING, ENGINEERING, FIRE RESCUE, PUBLIC SAFETY ADMINISTRATION, AS WELL AS THE GALLAH GEECHEE COMMUNITY, UH, DEVELOPMENT CORPORATION. UM, SO YOU'LL BE ABLE TO ASK THESE STAFF MEMBERS QUESTIONS IN REGARDS TO ONGOING PROJECTS AND INITIATIVES TO INCLUDE, UM, PROVIDING INPUT ON THE CONCEPTUAL PLANS FOR THE BRYANT ROAD TRACK, UM, THE TOWN OWNED PROPERTY ON BRYANT ROAD, UM, EFFORTS TO ADDRESS THE ISSUES WITHIN AND ENHANCE THE MONEY CREEK NEIGHBORHOOD ENHANCEMENTS TO ROAD PARKS, OPEN SPACES, AND PARKWAYS. UM, SO, UM, FLYERS HAVE BEEN POSTED ON SOCIAL MEDIA. UM, A PRESS RELEASE WILL BE OUT TODAY. UM, SO IF YOU HAVE ANY QUESTIONS ABOUT THESE EVENTS, PLEASE LET ME KNOW. UH, WE'VE ALSO SUBMITTED A PUBLIC COMMENT, UM, FOR THE QAP. UM, WE'VE ALSO SUBMITTED LETTERS, UH, FOR OUR STATE DELEGATION, UM, PROVIDING RECOMMENDATIONS ON WHAT WE FELT, UH, WILL MAKE HILTON HEAD MORE COMPETITIVE IN THAT PROCESS. UH, SO WE'RE REALLY EXCITED ABOUT THAT AS WELL. UM, A FEW OTHER THINGS. UM, I JUST WANNA THANK EVERYONE THAT'S HAD THE OPPORTUNITY TO GO OUT TO LUNCH WITH ME. UM, I THINK IT'S BEEN A GREAT OPPORTUNITY TO LEARN MORE ABOUT YOU AS WELL AS YOU LEARN MORE ABOUT ME. UM, I THINK IT'S BRINGING US CLOSER AS A GROUP, AND HOPEFULLY WE COULD PUSH SOME OF THESE INITIATIVES FORWARD. UM, LASTLY, UM, I'VE HAD SOME, UH, [00:05:01] MEETINGS WITH SOME COMMUNITY STAKEHOLDERS TO, TO INCLUDE COMMUNITY WORKS, UM, IN WHICH THEY DISCUSS THEIR FIRST TIME HOME BUYERS PROGRAM, UM, SOME OF THE INSTANCES THAT THEY DO FOR SMALL BUSINESSES. UM, SO THERE COULD BE SOME POTENTIAL FINANCIAL COUNSELING AS WELL, BUT THERE COULD BE SOME POTENTIAL FOR A FUTURE PARTNERSHIP, UH, WITH ORGAN ORGANIZATIONS THAT DO SOME SIMILAR WORK. UM, AND WE CONTINUE TO MEET WITH HABITAT AND ARE ACTIVELY REVIEWING AVAILABLE PROPERTIES SUITABLE FOR HABITAT DEVELOPMENT. SO WE'RE REALLY EXCITED ABOUT THAT PARTNERSHIP AND SEEING WHERE THINGS GO MOVING FORWARD. THAT'S THE END OF MY REPORT. THANK YOU. QUESTIONS, COMMENTS FOR, UH, QUINCY? OKAY. UH, LET'S MOVE ON TO TALK [4.b. Work Group Updates - Jack Alderman, Housing Action Committee Chair ] ABOUT OUR WORK GROUP UPDATE UPDATES. AND, UH, BUILDING ON WHAT QUINCY SAID ABOUT, UH, MUDDY CREEK AND BRYANT ROAD. UH, THERE WAS A MEETING, UH, I'D SAY TWO TO THREE WEEKS AGO NOW, UH, ON SITE, UH, WHICH WAS MOSTLY TOWN STAFF AT THE, THE MUDDY CREEK, UH, PROPERTY. UH, OUR, OUR GROUP THAT'S, UH, BEEN WORKING ON THAT, UH, SUBJECT, MUDDY CREEK, BRYANT ROAD. UH, AND, AND, UH, OTHER NEW DEVELOPMENTS, UH, WAS INVITED TO COME OUT TO THAT, UH, DENNIS CRAWFORD AND SANDY WEST AND I WERE, WERE ABLE TO, TO BE OUT THERE. AND, UH, A COUPLE COMMENTS. UH, ONE IS, UH, WHAT A BEAUTIFUL PIECE OF LAND THAT THAT IS, I SHOULD SAY. ZENOS MORRIS. IS THERE ALSO, WAS THERE ALSO? UH, HE IS DIRECTOR OF BUILT ENVIRONMENT FOR THE TOWN, YES. AND, UH, VERY MUCH INVOLVED IN, IN LOOKING AT THOSE TRACTS. BUT AS YOU RECALL, MUDDY CREEK IS, UH, SEVEN ACRES PLUS, UH, IN SIZE. UH, BEAUTIFUL CHARACTERISTICS ON THE LAND. BEAUTIFUL, UH, TREE COVER. UH, IT HAD BEEN, UH, THE HOME TO SEVERAL TRAILERS, UH, IN, IN RECENT YEARS. BUT UTILITIES ARE EXTENDED TO THE, THE PROPERTY, UH, AND, UH, REALLY HAS A, A LOT OF POTENTIAL FOR, UH, AFFORDABLE WORKFORCE HOUSING. UH, AND ALSO TO BE KIND OF A CORNERSTONE FOR THAT WHOLE NEIGHBORHOOD THAT GOES WELL BEYOND THIS SEVEN ACRES. UH, SO WHEN, WHEN WE TALK ABOUT, UH, THE BRYANT ROAD TRACKS SPECIFICALLY, WE'RE TALKING ABOUT THOSE SEVEN ACRES. UH, WHEN WE'RE TALKING ABOUT THE MUDDY CREEK NEIGHBORHOOD, WE'RE TALKING ABOUT A, A MUCH LARGER AREA THAT EXTENDS OUT TO A SPANISH WELLS ROAD AND, AND, UH, BEYOND. AND, UH, PART OF THE IDEA THERE, UH, AND THIS, THIS IS COMING FROM TOWN STAFF, AND I THINK IT'S A, A GREAT IDEA, UH, IS THAT, UH, THIS CAN BE AN AREA FOR REVITALIZATION, UH, AS WELL AS NEW, NEW WORKFORCE HOUSING THAT CAN SPECIFICALLY GO ON THIS SEVEN ACRES ON, ON BRYANT ROAD. UH, BUT ALSO, UH, IT, IT, IT REALLY HAS THE OPPORTUNITY TO, TO TAKE A LOOK AT THAT NEIGHBORHOOD, UH, HAVE SOME, UH, COMMUNITY CENTERED ACTIVITIES THAT CAN GO ON, ON THE TRACK, UH, POSSIBILITY FOR SOME INCUBATOR, UH, THINGS GOING ON, UH, FOR NEW, UH, SMALL BUSINESSES. UH, SO THAT'S, THAT'S ALL VERY EXCITING. IT'S A, IT IS A HEAVY LIFT TO, TO GET THERE, UH, BUT THERE'S A LOT OF WILL, UH, THAT'S BEHIND IT, UH, AT THIS POINT. AND THERE'S THE POTENTIAL FOR OTHER TRACKS, UH, THAT COULD, COULD TAKE SOME, UH, AFFORDABLE WORKFORCE HOUSING, UH, NEARBY THE BRYANT ROAD TRACK. THAT'S NOT THE ONLY, ONLY ONE THAT'S GOT POSSIBILITIES FOR SOME, SOME NEW THINGS. UH, SO THAT'S, THAT'S VERY EXCITING. UH, I, I THINK AS A, AS A FOLLOW UP TO WHAT'S HAPPENING, UH, AT NORTH POINT AND ALSO WELL DOWN THE ROAD, UH, THAT, THAT'S PROBABLY OUR, OUR NEXT, UH, GREAT OPPORTUNITY TO DO SOME, SOME GOOD THINGS IN THE, IN THE COMMUNITY HOUSING. UH, WE, WE OUGHT TO OPEN THAT UP FOR A LITTLE DISCUSSION. AND QUINCY, IF YOU HAVE ANYTHING ELSE TO ADD, ADD TO THAT. SURE. UM, I'LL SAY A FEW THINGS. UM, SO WHAT'S UNIQUE WITH THE BRYANT ROAD TRACK IS THAT THIS WILL BE A PATHWAY TO HOME OWNERSHIP. UH, THESE WILL BE DWELLINGS FOR, FOR PURCHASE. UM, I WILL ALSO ADD THAT AT THE MUDDY CREEK NEIGHBORHOOD EVENT, WE'RE GOING TO INCORPORATE THE FEEDBACK THAT WE RECEIVED FROM THE RESIDENTS INTO THE OVERALL PLAN. UH, SO, YOU KNOW, IT'S NOT JUST A COMMUNITY COOKOUT TO MEET THE STAFF, IT'S ALSO FOR US TO LISTEN AND LEARN AND INTEGRATE THAT, UM, FEEDBACK INTO OUR OVERALL PLAN. AND GOOD POINT WHERE WE, WHEREAS NORTH POINT HAS IT IS, UH, PRIMARILY, UH, RENTAL ORIENTED. UH, THE THINKING IS THAT THE, THE SEVEN ACRE TRACT, UH, [00:10:01] THAT THAT POTENTIALLY COMES NEXT IS, IS OWNERSHIP ORIENTED, UH, FOR THE, FOR THE HOMES THAT CAN GO ON, ON THAT TRACK. A LOT OF WORK TO BE DONE. UH, THERE'S NO, NO SPECIFIC LAND PLAN DESIGNED YET. UH, BUT THERE IS A, A PLANNING GROUP THAT, UH, THE TOWN'S LOOKING TO ENGAGE. I THINK THAT'S, THAT A, A FAIR CHARACTERIZATION TO US. UH, SO THAT'S EXCITING. UH, I THINK THAT'S ONE OF THE, ONE OF THE TYPES OF THINGS THAT THIS GROUP HAS BEEN LOOKING TO, TO BE ABLE TO SINK OUR TEETH INTO ON A GREAT POSSIBILITIES THERE, DENNIS, JACK AND QUINCY DO, IN CONNECTION TO THE HOME OWNERSHIP ASPECT OF IT, UM, ARE WE ALSO CONCURRENTLY TRYING TO DETERMINE, DETERMINE HOW THAT WOULD WORK, HOW WE HELP PEOPLE WITH HOME OWNERSHIP? I WOULD ASSUME THERE'S DOWN PAYMENT REQUIREMENTS THAT WE WOULD HAVE TO ASSIST IN OR THINGS OF THAT NATURE. IS THAT RIGHT? YEAH. UM, I WOULD SAY THAT'S A PART OF OUR CONCEPTUAL PLANNING PROCESS TO THINK THROUGH, YOU KNOW, HOW WE COULD MAKE ACCESS TO THESE HOMES, UM, UM, ATTAINABLE FOR THE WORKFORCE. UM, SO THOSE ARE AREAS THAT THE, THE WORK GROUP COULD CERTAINLY HELP US THINK THROUGH. UM, JUST TO TAG ONTO THAT, THERE ARE SEVERAL ENTITIES OUT THERE THAT HAVE RECENTLY RECEIVED FUNDING, SPECIFICALLY FOR HOME OWNERSHIP DOWN PAYMENTS, THE BEAUFORT, JASPER HOUSING TRUST, UM, JUST DID A ROUND OF GRANTS FOR HOME OWNERSHIP. I BELIEVE HABITAT FOR HUMANITY WAS ONE OF THOSE, BUT THERE WERE SEVERAL OTHERS. SO I FEEL LIKE THE, THE KEY HERE REALLY IS HOW WE CAN COORDINATE ALL OF THESE RESOURCES, BECAUSE THERE ARE, THERE ARE SOME FUNDS OUT THERE, WE'VE JUST GOTTA CONNECT THE DOTS SO PEOPLE WHO ARE ELIGIBLE FOR THESE HOMES KNOW ABOUT THESE OPPORTUNITIES. VERY GOOD. O OTHER COMMENTS? I HAVE JUST A QUICK QUESTION, AND THAT IS, UM, WILL THIS WORK GROUP BE WORKING ON WHO WILL BE, UM, AN APPLICATION PROCESS, HOW PEOPLE WILL BE SELECTED TO POTENTIALLY BE A PART OF THIS PROGRAM? I THINK THAT'S SOMETHING FOR US TO, UM, PROBABLY DISCUSS FURTHER. UM, YOU KNOW, UH, IF THOSE ARE SUGGESTIONS THAT THE WORK GROUP HAS, UH, WHAT THE APPLICATION PROCESS SHOULD LOOK LIKE, WE COULD CERTAINLY CONSIDER, UM, SOME OF THOSE RECOMMENDATIONS. OTHER COMMENTS ON MUDDY CREEK, UH, BRYAN ROAD. OKAY. STAY TUNED. THERE'LL BE A LOT GOING ON THERE. AND, UH, THE TWO EVENTS ON SEPTEMBER 5TH AND 12TH, RIGHT? YES, THAT'S CORRECT. UH, WE'RE HOPEFUL THAT ALL OF US IN THIS GROUP, UH, CAN ATTEND THOSE, UH, AS WELL. I THINK THAT'S, THAT'S GONNA BE A GREAT OPPORTUNITY TO ENGAGE WITH RESIDENTS IN, IN, IN THAT AREA SPECIFICALLY, AND, AND IN A WIDER AREA, AND GET A BETTER FEELING FOR WHAT, WHAT FOLKS IN THE, IN THE PUBLIC ARE, ARE THINKING ABOUT THE, THE POSSIBILITIES THERE AND AND BEYOND. SO, AND YOU, YOU'VE ALL RECEIVED THAT NOTICE OF AS THE TIME AND PLACE AND ALL THAT. SO, UH, IF THAT CAN WORK FOR YOUR SCHEDULE, WE, WE SURE HOPE YOU CAN BE THERE. I'M, I'M PLANNING TO BE THERE AND I, I KNOW SOME OF US MAYBE CANNOT WITH, WITH OTHER, OTHER COMMITMENTS AND TRAVELS. ANYTHING ELSE ON THAT, THAT SUBJECT? UH, THAT, THAT GROUP IS, UH, OUR WORK GROUP. THERE IS, UM, MYSELF, LUANA, WHO CANNOT BE HERE TODAY, SANDY, WEST, AND DENNIS, AS I SAY, SANDY WEST. AND DENNIS AND I WERE ALL THERE AT THAT MEETING. UH, BUT WE WILL CONTINUE TO, TO STAY ON TOP OF THAT AND, UH, KEEP, KEEP YOU INFORMED AS WELL. AND, UH, AS, AS YOU GET INVOLVED WITH THOSE MEETINGS, UH, PLEASE LET US KNOW IF THERE'S ANYTHING ELSE YOU, YOU'RE, YOU'RE HEARING OR SEEING, UH, THAT, THAT WE CAN ADD INTO THE KNOWLEDGE BASE THERE. UH, THE NEXT ISSUE IS, UH, LAND ACQUISITION AND, UH, DEVELOPMENT, UH, SPECIFICALLY, UH, ORIENTED, UH, NOT ONLY ORIENTED TO, BUT SPECIFICALLY ORIENTED TO THE, UH, MEMORANDUM OF UNDERSTANDING FOR HABITAT AND FOR THE COASTAL COMMUNITY, UH, DEVELOPMENT CORPORATION. UH, I, I HAVE RECEIVED AN UPDATE THAT, UH, THAT IX WAS, WAS ALSO IN, INVOLVED IN, UH, ABOUT THAT. BUT, UH, AND, AND I DON'T KNOW IF THERE'S ANYTHING ELSE TO SAY ABOUT ON THAT SUBJECT YET. I KNOW THERE, THERE'S, THERE'S SOME THINGS IN THE WORKS THERE THAT YEAH, THEY'RE STILL WORKING THROUGH, UH, A COUPLE OF THINGS. UH, BUT THE, THE, THE, THE UPDATE THAT WE GOT IS AS FAR AS WHAT WE KNOW RIGHT NOW. OKAY. BUT THE, THERE ARE, THERE ARE SOME RAYS OF HOPE. YES, THERE IS , THERE IS, THEY'RE DOING THE DUE DILIGENCE PROCESS RIGHT [00:15:01] NOW. UM, AND SO THERE IS SOME HOPE WITH THAT, AND WE'RE HOPING THAT, YOU KNOW, IT WORKS OUT. EVERYTHING GOES WELL. OKAY. TO THIS POINT. UH, HA, HABITAT'S RECENT WORK HAS ALL HAD TO BE OFF ISLAND. UM, YES. BECAUSE OF LACK OF AVAILABILITY OF LAND ON, ON HILTON HEAD, UH, SINCE, SINCE THE AREA OFF MARSHALL ROAD WAS, WAS COMPLETED LAST YEAR, I GUESS, OR EARLY THIS YEAR. CORRECT. AND WHAT'S AMAZING ABOUT THAT IS THAT WE HAVE BEEN WORKING OFF THE ISLAND AND, YOU KNOW, I WANNA SAY 80% OF OUR VOLUNTEERS DRIVE FROM THE ISLAND TO BEAUFORT, UH, TO BUILD. SO IT SPEAKS VOLUMES TO, AND EVERY, I MEAN, EVERY DAY WE GET ASKED A QUESTION, WHEN ARE WE HEADING BACK TO ? SO I KNOW THEY'RE EXCITED, YOU KNOW, AND EVERYBODY IS, I THINK, YOU KNOW. VERY GOOD. UH, NEXT IS DISPLACEMENT. AND, UH, QUINCY, YOU MIGHT TAKE US THROUGH IN A LITTLE MORE DETAIL THE NEXT, THE NEXT STEPS ON DISPLACEMENT. AT, AT OUR LAST MEETING, THERE WERE, UH, CONCERNS RAISED ABOUT, UH, UH, PASTOR JUNE SPECIFICALLY RAISED THE ISSUE ABOUT WHETHER, UH, HER, HER, HER CHURCH SHOULD BE DESIGNATED AS THE, THE LEAD, UH, ON THE, ON THE FAITH COMMUNITY PART OF THIS. UH, CAN YOU GIVE US UPDATES AS TO WHERE THAT IS AND WHAT'S COMING NEXT? SURE. UM, SO WE'RE GONNA HAVE, UM, WE HAVE ONE OF TWO, UM, TABLETOP EXERCISES, UH, SCHEDULED. UH, ONE WILL BE ON SEPTEMBER 12TH, UH, EXCUSE ME, SEPTEMBER 13TH, UM, FOR THE DISPLACEMENT WORK GROUP. THROUGH THAT PROCESS, WE'RE GOING TO EXAMINE IF THERE'S ANY GAPS IN SERVICES, OR ARE THERE ANY GAPS IN THE PLAN THAT WE NEED TO FURTHER REVIEW, UH, TO STRENGTHEN UP A BIT. UM, OUR HOPE IS TO REPRESENT THE DISPLACEMENT PLAN TO YOU ALL ON OCTOBER 14TH. UM, WE'RE GONNA HAVE A SECOND MEETING, UH, SOMETIME IN SEPTEMBER, UM, EARLY OCTOBER, SCHEDULED FOR THAT SAME WORK GROUP. UM, BUT WE'RE LOOKING AT, UM, CREATING AN SOP STANDARD OPERATING PROCEDURES FOR THE PLAN. UM, A ROBUST CHECKLIST, UH, SO IT'S VERY CLEAR WHO DOES WHAT IN REGARDS TO THE PLAN. UM, BUT RIGHT NOW, WE DID HAVE A KICKOFF MEETING, UH, ABOUT A WEEK OR SO AGO, UH, WITH THE, THE WORK GROUP TO JUST KIND OF WALK THROUGH THIS PROCESS. BUT AGAIN, SEPTEMBER 12TH, NOPE, SEPTEMBER 13TH , WE HAD THE MEETING SCHEDULED. I KEEP THINKING ABOUT THE ENGAGEMENT EVENT. SEPTEMBER 13TH, WE HAVE OUR, OUR FIRST TABLETOP EXERCISE SCHEDULED, AND WE WILL HAVE ANOTHER, UM, PRIOR TO OUR MEETING ON OCTOBER 14TH, THAT WORK GROUP, UH, HERE IS, UH, SANDY GILLIS, LUANA GRAY SELLERS, SANDY WEST AND KATIE VEEN. SO THEY, THEY'RE ALL ON THE, THEY'RE ALL IN THE LOOP ON, ON THIS AND BEEN INVITED TO THOSE MEETINGS. YES. UH, THERE WAS A RECAP THAT WAS EMAILED OUT, UH, TOWARDS THE END OF LAST WEEK, JUST TO MAKE SURE THAT ALL MEMBERS WERE UP TO SPEED. UM, BUT YES, EVERYONE'S BEEN INVITED TO OUR KICKOFF MEETING ON SEPTEMBER 13TH. OKAY. VERY GOOD. ANYTHING ELSE ON DISPLACEMENT? UH, OUR NEXT WORK GROUP, AND I'M JUST GOING DOWN THE LIST OF OUR, UH, SIX WORK GROUPS HERE, UH, LAND MANAGEMENT ORDINANCE. UH, WE, WE KNOW THERE, THERE IS SOME GENERAL, UH, REVISION TO THE NMO THAT NEEDS TO BE COMING UP. UH, AND WE ALSO KNOW THAT NORTH POINT IS SPECIFICALLY IS GOING TO NEED, UH, SOME WORK ON THE, ON THE LMO PROVISIONS AND, UH, SPECIFICS ON THE ZONING THERE. UH, THAT OUR WORK GROUP THERE IS, UH, STUART BELL IX CASTANOS, JANET FONTANO, AND DENNIS CRAWFORD. UH, AND I HAVE ALSO HAD AN UPDATE ON NORTH POINT THAT THAT HAS NOT BEEN SPECIFICALLY IN OUR PURVIEW TO THIS POINT. WE TALKED ABOUT THAT A BIT. UH, AT THE LAST MEETING. UH, THERE IS A SEPARATE ADVISORY COMMITTEE, UH, PUT UP BY THE TOWN THAT'S, THAT'S WORKING ON THAT, UH, TOGETHER WITH STAFF. AND BEN BROWN IS THE, THE DIRECTOR OF THAT PROJECT FROM THE STAFF, UH, STANDPOINT. UH, BUT HE, HE PROVIDED, UH, AN UPDATE TO ME, UH, A WEEK OR SO AGO. AND, UH, IT'S, IT'S CLEAR THAT OUR ROLE THERE IS, IS GOING TO, UH, BE MORE ORIENTED TOWARD LMO PROVISIONS, UH, SPECIFICS AS TO HOW THAT DEVELOPMENT PLAN BECOMES A REALITY, UH, OWNING FOR THE PROPERTY. SO IF THAT, IF THAT, UH, LAND MANAGEMENT ORDINANCE WORK GROUP CAN BE READY TO BE CALLED TO ACTION THERE. AND, UH, STUART, COULD YOU, COULD YOU CALL THAT GROUP TO ORDER? YEAH, WE, WE HAVE, UH, WE HAVE A MEETING SET UP FOR, UH, OCTOBER 3RD WITH THE LAND MANAGEMENT GROUP, WITH THE TOWN TO TALK [00:20:01] SPECIFICALLY ABOUT THE NORTH POINT, UH, AMENDMENTS NECESSARY AND WORK THROUGH THAT. WE'LL, WE'LL SEE WHERE THAT GOES. I'M NOT SURE THERE'S MUCH GOING ON OTHER THAN THAT AT THIS STAGE. BUT, UH, THERE, OBVIOUSLY, UH, I LISTEN TO SOME OF THE, THE BACK OFFICE STUFF GOING ON ABOUT POTENTIAL AVAILABLE LAND AND STUFF. THERE MAY BE MORE THAT COME DOWN THE PIKE. UH, THERE'S SEVERAL PARCELS ALONG MARSHLAND ROAD THAT WE'RE STILL WONDERING ABOUT WHAT'S GOING ON, UH, THAT THAT COULD ALL WORK INTO THAT DOWN THE ROAD, BUT RIGHT NOW THERE'S NO REAL ACTIVITY THERE. OKAY. ANY OTHER COMMENTS OR QUESTIONS ON THAT, THAT SUBJECT? UH, FUNDING SOURCES. WE, WE KNOW THAT GROUP HAS MET A COUPLE TIMES, UH, THAT IS, UH, UH, SARAH, UH, STEWART, JANET AND DENNIS. UH, AND I DON'T KNOW THAT THERE ARE ANY UPDATES ON THAT FOR A LOT UPDATES ON THAT, THIS, FOR THIS MEETING. UH, BUT THAT, THAT GROUP IS ALREADY ACTIVATED. AND THEN OUR LAST GROUP REALLY IS NOT, IS NOT ACTIVATED YET, NEEDS TO BE, UH, COMMUNICATIONS, UH, WHICH ALSO INCLUDES TRACKING AND, AND PROGRESS, UH, REPORTING. UH, THAT CONSISTS OF ME, SANDY GILLIS, SANDY WEST, AND KATIE VERON. UH, SO LET, LET'S PLAN TO GATHER THAT GROUP BETWEEN THIS MEETING AND SEPTEMBER MEETINGS. UH, GET THAT MOVING, THAT'S GONNA BE AN IMPORTANT THING. TRACKING AND GETTING THE WORD OUT TO THE, UH, COMMUNITY. UM, ONE QUESTION ON THE POINT, I KNOW, UM, WITH THE RESIGNATION OF ANDREW DAVIS AS THE TOWN'S CHIEF COMMUNICATIONS OFFICER, HAS THERE BEEN A REPLACEMENT HIRE MADE, OR THAT STILL AN OPEN POSITION? UH, YEAH. SO THERE IS A NEW COMMUNICATIONS DIRECTOR, UM, I BELIEVE SHE JUST STARTED. UM, SO WE COULD TRY TO GET IN CONTACT WITH HER TO SEE IF THERE'S A POTENTIAL FOR A FOLLOW UP MEETING, MAYBE WITH THE SMALLER WORK GROUP, UH, TO DISCUSS SPECIFICALLY, I THINK DISPLACEMENT, WE NEED TO KIND OF FOCUS ON THAT AND CREATING THE COMMUNICATIONS PLAN AROUND DISPLACEMENT. AND WE WERE ABOUT TO JUMP INTO ALL THOSE COMMUNICATIONS ISSUES WITH ANDREW WHEN HE RESIGNED. SO THERE'S A, THERE'S BEEN A LITTLE DELAY THERE, BUT, UH, COULD YOU TALK TO THE NEW PERSON ABOUT THAT, QUINCY AND, AND YEAH, I COULD, UH, CERTAINLY MAKE THAT ONE OF OUR AFTER ACTION, UM, ITEMS AND WE COULD FOLLOW UP, UM, AND WE COULD SCHEDULE A MEETING WITH THAT SMALLER GROUP. T VERY GOOD. THAT IS OUR SIX, UH, WORK GROUPS. SO THINGS ARE MOVING ALONG. UH, I THINK WE'RE, WE'RE GETTING MORE FOOTING ON, UH, WHAT THOSE WORK GROUPS CAN DO, HOW THEY CAN CONTRIBUTE TO THE, TO THE PROCESS, UH, MORE CONVERSATION ABOUT THAT. ARE WE MISSING ANY TOPICS, UH, WITH THOSE WORK GROUPS? ANYTHING WE NEED TO BE FOLLOWING UP ON QU QUINCY FROM, FROM YOU OR, OR OTHERS? UH, WITH, UH, SURE. UH, I WOULD SAY JUST GOING DOWN THE LIST. SO IN REGARDS TO MUDDY CREEK, UM, THAT WORK GROUP COULD CERTAINLY HELP US WITH DEVELOPING THE ACTUAL STABILIZATION PLAN, REVIEWING IT, ET CETERA. UM, SAME WITH HABITAT, UM, YOU KNOW, REVIEWING THE PROJECT PROPOSAL, THINGS OF THAT NATURE, UM, WHEN WE GET TO THAT POINT. UM, SO I THINK THIS GONNA BE A LOT OF OPPORTUNITIES TO REALLY BE ENGAGED, UM, UTILIZE YOU ALL'S EXPERTISE TO REALLY, UH, ASSIST STAFF IN, IN DEVELOPING SOME OF THIS WORK. GREAT. POSSIBLY JACK, ANOTHER WORK GROUP TO BE PUT IN. IT'S NOT THE TIME YET, BUT PROBABLY, UH, AFTER THE FIRST OF THE YEAR, WE WEREN'T REALLY INVOLVED IN THE BUDGETING PROCESS THIS LAST YEAR. WE NEED, BUT WE NEED TO BE ABLE TO COME UP WITH RECOMMENDATIONS FROM OUR SIDE, FROM OUR COMMITTEE ABOUT WHAT WE THINK SHOULD BE ALLOCATED TO THE HOUSING. YES, I AGREE. BUT THAT USUALLY, I THINK STAFF STARTS ON BUDGET PROBABLY FEBRUARY. YEAH. IT'S PRETTY EARLY ON. UM, SO IF, IF THAT'S SOMETHING THAT YOU ALL ARE INTERESTED IN, UM, I WOULD SAY PROBABLY HAVING SOME OF THOSE MEETINGS EARLY ON, UH, LATE WINTER MAYBE MIGHT BE A GOOD IDEA. YEAH, I'M JUST THINKING SOME, SOME, LIKE AFTER CHRIS, WE SHOULD FORM THAT GROUP AND THAT ONE MEMBER OF THAT GROUP OR MORE SHOULD ATTEND THE BUDGET WORKSHOP IF WE CAN, AND AT LEAST GET OUR THOUGHTS ON PAPER TOWARDS THEM. GOOD, GOOD POINT. I, AND I THINK THAT INVOLVES TWO THINGS. ONE, ONE IS, UH, WHERE, WHERE THE DOLLARS ARE, ARE ALLOCATED. UH, THE OTHER IS ADVOCACY FOR MORE DOLLARS, . WELL, YEAH. AND IT'S, IT'S ALSO ON THE SIDE OF IF THE BUDGET, THE MONEY IN THIS YEAR'S BUDGET WAS PRETTY MUCH DESIGNATED. IT'S FOR THESE TWO PROJECTS OR WHATEVER, AND THAT'S IT. SO WE DON'T REALLY [00:25:01] HAVE ANY OTHER MONEY TO RECOMMEND OR SPEND, AND THAT'S KIND OF HARD TO WORK FORWARD. SO WE NEED TO ADVOCATE A FOR MORE FUNDING. AND IT GOES HAND IN HAND OBVIOUSLY WITH SOME OF THE OTHER THINGS, THE FINANCING THINGS AND THE OTHER THINGS THAT WE'RE TALKING ABOUT. SO, UH, I THINK IF WE, UM, COUPLE, YOU KNOW, IT, IT REALLY IS TO BRAINSTORMING THINGS OF WHAT WE'D LIKE TO SEE HAPPEN, WORK THROUGH QUINCY TO PUT FORTH THOSE A PLAN FROM THIS COMMITTEE, UH, TO AT LEAST THEN GET IN, AT LEAST HEARD AT THE BUDGETING CONFERENCE, SO TO SPEAK. , ANYTHING ELSE ON WORK GROUPS? LET'S MOVE TO NEW BUSINESS. BE BEFORE WE GO TO PUBLIC COMMENT, WE WANNA RESERVE SOME TIME FOR THAT. BUT, UH, IS THERE ANY OTHER NEW BUSINESS TO BE BROUGHT BEFORE US TODAY? HEARING [6. Public Comment - Non Agenda Items] NONE. LET'S OPEN THIS TO, UH, PUBLIC COMMENT, UH, THREE MINUTES A PIECE FOR THOSE THAT WOULD LIKE TO, UH, SPEAK. ARE THERE ANY IN THE AUDIENCE THAT WOULD LIKE TO SPEAK TODAY? PHILLIPS? HI, GOOD MORNING. ASHLEY PHILLIPS. UM, I WAS LOOKING THROUGH ALL MY NOTES FROM, UH, THESE MEETINGS. SO THERE WAS AN APRIL 3RD WORKSHOP, I BELIEVE. UM, AND I WAS LOOKING FOR, UH, THE MINUTES, UH, FROM THAT WORKSHOP OR, UM, FINDING OUT IF, IF THIS MEETING WAS RECORDED. SO I WAS TRYING TO FIND OUT WHAT HAPPENED DURING THAT MEETING. UM, AND ALSO REGARDING THESE WORK GROUPS, UM, ARE THEY GONNA BE RECORDED AND HAVE MEETINGS AS WELL? AND ARE THEY OPEN TO THE PUBLIC FOR, YOU KNOW, US TO KNOW WHAT'S HAPPENING WITH THESE DIFFERENT MEETINGS? UM, SO THOSE ARE MY QUESTIONS. I DON'T KNOW IF YOU CAN ANSWER THEM OR IF THEY'RE JUST OPEN-ENDED QUESTIONS. THE APRIL 3RD MEETING, UM, I'M LOOKING AT OUR, OUR SCHEDULE HERE. UH, THAT WAS, THAT WAS OUR NORMAL MEETING TIME. THAT WAS SCHEDULED AS A WORKSHOP MEETING. RIGHT. AND IT WAS CANCELED. THE WORKSHOP WAS CANCELED. YES. WE, UM, OKAY. I THOUGHT, I THOUGHT YOU HAD A AM I MEETING? WELL, UH, I WILL SAY THAT WAS OUR, UH, DISPLACEMENT WORKSHOP THAT WE HAD, UH, WITH COMMUNITY PARTNERS ON APRIL 3RD. THE HAC MEETING WAS CANCELED FOR THAT DAY. OKAY. BUT WE DID HAVE OUR COMMUNITY WORKSHOP WITH COMMUNITY PARTNERS TO DISCUSS THE DISPLACEMENT PLAN. OKAY. SO IT WAS CHANGED OVER TO A DISPLACEMENT WORKSHOP? YES, MA'AM. OKAY. AND NO, WERE MEETING, WERE MINUTES TAKEN FROM THAT. UM, IT WAS A CLOSED MEETING. UM, IT WASN'T, WE DIDN'T HAVE A QUORUM OF A JC MEMBERS. UM, ONLY A FEW ATTENDED. UM, BUT NO MA'AM, IT WAS A CLOSED MEETING JUST FOR COMMUNITY PARTNERS. OKAY. SO NO INFORMATION OUT FOR WHAT HAPPENED DURING THAT MEETING THEN, CORRECT? UH, NO MA'AM. BUT I COULD PROBABLY PROVIDE YOU WITH SOME NOTES SO THAT YOU COULD BE AWARE OF WHAT HAPPENED. OKAY. YES. ALRIGHT. AND THEN WHAT ABOUT THE, THE SUBGROUPS THAT ARE BREAKING OUT? THE, THE WORK GROUPS? UH, THERE ARE SEVERAL WORK GROUPS OF THREE OR FOUR FOLKS EACH, UH, THAT ARE A, A SUBSET OF THIS. UH, THOSE ARE SIMPLY WORKING GROUPS FOR DISCUSSION OF, OF ISSUES. UH, THEY'RE, THEY'RE NOT PUBLIC MEETINGS. THEY'RE NOT PUBLIC MEETINGS. OKAY. THEY, THEY, THEY'RE LESS THAN A QUORUM OF, OF OUR GROUP WHEN THEY MEET JACK, YOU DO REPORT, WE REPORT BACK REPORT IN THE GENERAL MEETINGS. WHAT HAPPENS, WE DON'T REPORT IT BACK TO THE GROUP TODAY ON THESE MEETINGS, BUT, BUT THESE MEETINGS WON'T GET A REPORT FROM THOSE WORK MEETINGS. YEAH. THANK YOU. OTHER PUBLIC COMMENTS ON FOLKS? WE NEED TO STRETCH THE TIME HERE A LITTLE BIT. , THANK YOU ALL HERE WE'RE AT 10 30. WE, WE'VE JUST GAINED A HALF HOUR OR AN HOUR FOR THE REST OF OUR DAY. I THINK , THAT NEVER HAPPENS. . ANY OTHER COMMENTS FROM, UH, ANYONE ON THE HOUSING ACTION COMMITTEE BEFORE WE ADJOURN? HEARING NONE, UH, SEPTEMBER 5TH, SEPTEMBER 12TH. DO EVERYTHING YOU CAN TO BE THERE. I THINK THOSE ARE GONNA BE EXCELLENT, EXCELLENT MEETINGS WITH, UH, FOLKS IN THE MUDDY CREEK BRYANT ROAD, UH, NEIGHBORHOOD AREA. IS THERE A MOTION TO ADJOURN? SO MOVED. SANDY WEST. SECOND. SECOND STUART. BILL THOSE IN FAVOR OF ADJOURNMENT. AYE. THOSE OPPOSED? WE ARE ADJOURNED. * This transcript was created by voice-to-text technology.
