THE AGENDA ITEMS THAT WE WOULD LIKE TO COVER TODAY IS TO GIVE YOU A, UH, A FINAL PROGRESS PROJECT UPDATE FOLLOWED BY, UM, SINCE THERE HAS BEEN SUCH A, UH, LENGTH OF TIME SINCE OUR JUNE 12TH COMMITTEE MEETING, JUST WANTED TO GIVE A VERY BRIEF REFRESHER OF THE DOWNSTREAM IMPACTS FOR THOSE INTERSECTIONS BEYOND, UM, GUMTREE ROAD AND CROSS ISLAND PARKWAY, JUST TO UNDERSTAND WHAT THE IMPACTS WOULD BE IF THE MODIFIED ALTERNATIVE, UH, FROM THE DOT WERE IMPLEMENTED.

AND THAT WOULD BE GOOD TO KNOW AS THAT IS GONNA BE LED OR FOLLOWED UP BY SOME MITIGATION SOLUTIONS THAT WE'RE GONNA PRESENT TO YOU TO BE ABLE TO HAVE FOR FUTURE PLANNING PURPOSES, SHOULD THE TOWN, UH, DESIRE TO GO IN ANY ONE OF THOSE ROUTES.

AND THEN JUST, UH, A FEW SLIDES SUMMARIZING THE KEY POINTS FROM OUR FINAL, UM, TRAFFIC OPERATIONS AND SAFETY REPORT THAT SEAN ALLUDED TO AND WE, UH, PROVIDED TO YOU ALL, UH, LAST FRIDAY.

WE PREVIOUSLY ANALYZED FOUR ALTERNATIVES, WHICH WERE INTENDED TO IMPROVE THE OPERATING CONDITIONS ALONG US 2 78 BETWEEN MOSS CREEK AND GUMTREE.

AFTER REVIEWING THE FINDINGS AND DISCUSSION WITH THE SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION, WE WERE DIRECTED BY THE TOWN OF HILTON HEAD ISLAND TO PURSUE WITH ALTERNATIVE ONE, THE S-C-D-O-T MODIFIED RECOMMENDED PREFERRED WITH ADDITIONAL MODIFICATIONS TO PROVIDE A SINGLE EASTBOUND LEFT TURN LANE AND A SINGLE SOUTHBOUND RIGHT TURN LANE AT US 2 78 AND SQUIRE POPE.

I'M GOING TO REFER TO THIS AS THE MODIFIED ALTERNATIVE ONE.

WE THEN EVALUATED THE IMPACTS MODIFIED ALTERNATIVE ONE WOULD HAVE ON THE ENTIRE PROJECT AREA AND DETERMINED WHAT IF ANY, IMPROVEMENT SHOULD BE MADE TO ACCOMMODATE THE 2045 FORECASTED TRAFFIC.

THIS GRAPHIC ILLUSTRATES THE STUDY AREA WE EVALUATED UNDER TASK FOUR WITH THE ROADWAYS IN PURPLE.

AS YOU CAN SEE, WE EVALUATED US 2 78 FROM MOSS CREEK TO INDIGO RUN.

SO THAT WAS THE CROSS ISLAND PARKWAY TO THE SOUTH TOWARDS SEA PINE CIRCLE GOAL.

WE PRESENTED THIS TABLE IN THE LAST COMMITTEE MEETING, BUT I WANTED TO SHARE IT AGAIN AS A REFRESHER.

THIS TABLE REPRESENTS THE TRAVEL TIMES WITHIN THE STUDY AREA.

THESE TRAVEL TIMES WERE COMPLETED IN FSM ALONG US 2 78 BETWEEN MOSS CREEK AND INDIGO RUN IN THE EASTBOUND DIRECTION.

DURING THE MORNING PEAK HOUR, THE TRAVEL TIME IS EXPECTED TO IMPROVE BY APPROXIMATELY 60%.

THE 2045 NOBU TRAVEL TIME IS EXPECTED TO REACH OVER 26 MINUTES, WHEREAS THE TRAVEL TIME UNDER THE MODIFIED ALTERNATIVE ONE, AGAIN, THIS SAYS NO ADDITIONAL IMPROVEMENTS.

EAST OF GUMTREE IS EXPECTED TO BE AROUND 11 MINUTES.

THIS IS A REDUCTION OF ABOUT 16 MIN MINUTES IN THE MORNING.

PEAK HOUR IN THE PM PEAK HOUR, ALONG US 2 78 BETWEEN MOSS CREEK AND INDIGO RUN IN THE WESTBOUND DIRECTION.

WE ARE EXPECTING THAT THE TRAVEL TIMES WILL ALSO IMPROVE BY ABOUT 60%.

THE 2045, NO TRAVEL TIME IS EXPECTED TO REACH NEARLY 26 MINUTES, WHEREAS THE TRAVEL TIME UNDER, UNDER THE MODIFIED ALTERNATIVE ONE IS EXPECTED TO BE AROUND 10 MINUTES.

THIS IS ALSO A REDUCTION OF ABOUT 16 MINUTES NOW ALONG HILTON PARKWAY, BEGINNING AT MOSS CREEK AND EXTENDING TO THE CROSS ISLAND PARKWAY.

AT SEA PINE CIRCLE, WE ARE EXPECTING THAT THE SOUTHBOUND TRAVEL TIMES WOULD IMPROVE BY ABOUT 30% IN THE MORNING PEAK HOUR.

IF YOU RECALL, WE FOUND THAT THERE WAS SIGNIFICANT QUEUING AND FAILING OPERATIONS THAT WERE EXPECTED AT SEA PINE CIRCLE IF NO IMPROVEMENTS WERE TO BE MADE.

AND THAT IS SHOWING IN THIS TRAVEL TIME HERE, THE OVERALL REDUCTION IN TRAVEL TIME IS STILL, IS STILL EXPECTED TO BE 10 MINUTES DUE TO THE IMPROVEMENTS ALONG US 2 78 WEST OF GUMTREE UNDER THE MODIFIED ALTERNATIVE ONE.

BUT WE ARE NOT SHOWING A SIGNIFICANT OF, OF IMPROVEMENTS IN TRAVEL TIME WHEN COMPARED TO THE US 2 78 CORRIDOR JUST DUE TO THOSE FAILING OPERATIONS AT SEA PINE CIRCLE, PLEASE ADVANCE ANTS.

ALL OF THIS BEING SAID, OVERALL WITH NO IMPROVEMENTS IN PLACE EAST OF GUMTREE ROAD OR ALONG CROSS ISLAND PARKWAY, IT WAS FOUND THAT THE TRAVEL TIMES WOULD SIGNIFICANTLY IMPROVE WHEN COMPARED TO THE 2045 NO BUILD SCENARIO.

OVERALL, THE INTERSECTIONS WOULD BE EXPECTED TO OPERATE ACCEPTABLY.

HOWEVER, WE DID FIND, AND AGAIN THIS IS STILL A REFRESHER FROM OUR LAST MEETING, THAT THE EASTBOUND AND WESTBOUND APPROACHES BETWEEN WILBORN ROAD AND PEMBROKE

DRIVE ARE EXPECTED TO EXPERIENCE LONG QUEUES AND BE OVER CAPACITY IN THE YEAR 2045.

ADDITIONALLY, WE FOUND THAT THE EXISTING ROUNDABOUT AT PALM MEADOW BAY ROAD AND INE CIRCLE IS EXPECTED TO FAIL DURING BOTH THE AM AND PM PEAK HOURS.

AND AS A RESULT, WE FOUND THAT THE Q LINKS ARE EXPECTED TO EXTEND BEYOND THE NEARBY INTERSECTIONS.

THEREFORE, WE EVALUATED TWO OPTIONS WITH POTENTIAL SOLUTIONS TO THE LOCAL INTERSECTIONS DOWNSTREAM OF GUMTREE ROAD AND ALONG CROSS ISLAND PARKWAY TO HELP MITIGATE THE EXPECTED LONG QUEUES AND DELAYS.

THESE TWO OPTIONS OFFER POTENTIAL SOLUTIONS FOR THE TOWN OF HILTON HEAD ISLAND'S CONSIDERATION FOR FUTURE PLANNING PURPOSES.

THE FIRST OPTION WE EVALUATED AS OPTION A.

THIS OPTION MINIMIZES THE PHYSICAL IMPACTS ALONG THE CORRIDOR WITH ADDITIONAL IMPROVEMENTS ONLY RECOMMENDED AT ONE INTERSECTION ALONG S 2 78 BETWEEN GUMTREE AND INDIGO RUN.

AND THAT'S AT S 2 78 AND PEMBROKE DRIVE OPTION A EVALUATES RECONFIGURING THE NORTHBOUND APPROACH TO PROVIDE DUAL NORTHBOUND LEFT TURN LANES, ONE THROUGH LANE AND ONE RIGHT TURN LANE.

THIS ALLOWS US TO GIVE SOME ADDITIONAL SIGNAL TIME TO THE THROUGH MOVEMENTS ON HERE TO HELP MITIGATE SOME OF THE QUEUING IN ADDITION TO THE ROADWAY WIDENING THAT WOULD BE REQUIRED TO ALONG THE NORTHBOUND APPROACH.

WE'LL ALSO NEED TO RELOCATE THE SHARED USE PATH ON THE EAST SIDE AND MAKE ADJUSTMENTS TO THE SIGNAL EQUIPMENT AND THERE MAY BE SOME ADDITIONAL RIGHT OF WAY NEEDED ON THE SOUTH LEG.

THE ESTIMATED PRELIMINARY PROBABLE OF OPINION OF COST IS $750,000 FOR THIS AND THE ESTIMATED CONSTRUCTION DURATION IS FOUR MONTHS.

AND THAT IS THE ONLY IMPROVEMENT UNDER OPTION A RECOMMENDED ALONG US 2 78, UH, BETWEEN GUMTREE AND INDIGO RUN AT SEA PINE CIRCLE, WE MAINTAINED THE ROUNDABOUT CONFIGURATION TO HELP KEEP THE CHARACTER OF THE INTERSECTION, BUT WE DID NOT FIND THAT WE NEEDED TO EXPAND IT FROM A SINGLE LANE, OR WE DID FIND THAT WE NEEDED TO EXPAND IT FROM A SINGLE LANE ROUNDABOUT TO A TWO-LANE ROUNDABOUT.

IN ADDITION, EACH APPROACH SHOULD HAVE A RIGHT TURN BYPASS WITH THE EXCEPTION OF THE EASTBOUND APPROACH.

IT'S ALSO KNOWN AS THE WEST LEG.

IN ORDER TO MAINTAIN ACCEPTABLE OPERATING CONDITIONS, THIS WILL REQUIRE SOME PAVEMENT WIDENING ON THE INSIDE OF THE TRAFFIC SIGNAL AND ON EACH OF THE FOUR LEGS TO ACCOMMODATE THE ADDITIONAL LANE.

BRINGING IT FROM A SINGLE LANE ROUNDABOUT TO A TWO LANE ROUNDABOUT, THE ESTIMATED PRELIMINARY PROBABLE OPINION OF COST IS $2 MILLION AND THE ESTIMATED CONSTRUCTION DURATION IS EIGHT MONTHS.

WE DO HAVE AN IMAGE ON THE BOTTOM RIGHT DEPICTING WHAT THIS ROUNDABOUT COULD LOOK LIKE.

AS YOU CAN SEE, THERE WOULD BE TWO CIRCULATING LANES AND A RIGHT TURN BYPASS LANE FOR ALL OF THE APPROACHES EXCEPT FOR THE EASTBOUND APPROACH.

AND AGAIN, OPTION A IS INTENDED TO OFFER SOME POTENTIAL SOLUTIONS FOR YOUR CONSIDERATION.

THE TRAVEL TIMES FOR OPTION A ARE SHOWN IN THIS TABLE AS SHOWN THE TRAVEL TIMES ALONG WILLIAM HILTON PARKWAY BETWEEN MOSS CREEK DRIVE AND INDIGO RUN DRIVE.

THANK YOU ARE EXPECTED TO IMPROVE BY ABOUT 17.2 MINUTES DURING THE A M PEAK HOUR IN THE EASTBOUND DIRECTION, AND BY ABOUT 15.7 MINUTES DURING THE PM PEAK HOUR IN THE WESTBOUND DIRECTION, THE TRAVEL TIMES ALONG WILLIAM HILTON PARKWAY AT MOSS CREEK TO THE CROSS ISLAND PARKWAY AT SEA PINE CIRCLE ARE EXPECTED TO IMPROVE BY ABOUT 19.2 MINUTES DURING THE A M PEAK HOUR IN THE SOUTHBOUND DIRECTION, AND BY 27 MINUTES DURING THE PM PEAK HOUR IN THE NORTHBOUND DIRECTION.

AND AS A NOTE, I'LL OFFER A COMPARISON OF ALL OF THE TRAVEL TIMES AT THE END OF THIS PRESENTATION.

WE HAVE THE OPERATING CONDITIONS FOR SOME OF THE KEY INTERSECTIONS SHOWN HERE.

AS YOU CAN SEE, THE INTERSECTIONS OVERALL WOULD BE EXPECTED TO OPERATE ACCEPTABLY WITH A LEVEL OF SERVICE C OR BETTER FOR EACH INTERSECTION.

SOME MOVEMENTS AT THE SOUTHBOUND APPROACH AT PEMBROKE ARE EXPECTED TO EXPERIENCE FAILING CONDITIONS AS MOST OF THE CYCLE LENGTH IS GOING TO THE THROUGH MOVEMENTS TO HELP ACCOMMODATE THE HEAVY TRAFFIC VOLUMES AND MITIGATE THOSE LONG QUEUES.

WE SAW, HOWEVER, THOSE QUEUE LINKS ARE EXPECTED TO BE ACCEPTABLE AND THE APPROACH OVERALL WOULD NOT BE OVER CAPACITY FOR THAT SOUTHBOUND AT PEMBROKE.

AS SHOWN HERE, EVEN WITH THE ADAPTIVE TO SIGNALS AND THE RECONFIGURATION OF THE NORTHBOUND APPROACH AT PEMBROKE DRIVE TO ALLOW MORE OF THE CYCLE LENGTH TO GO TO THE MAIN LINE, LONG QUEUES WOULD STILL BE EXPECTED BETWEEN GUMTREE ROAD AND PEMBROKE AVENUE.

THE MAXIMUM QUEUE FOR THE WESTBOUND APPROACH AT JARVIS PARK SLASH WILBORN IS EXPECTED TO REACH OVER A THOUSAND FEET, WHICH IS A LONG QUEUE.

THAT BEING SAID, IT'S NOT EXPECTED THAT THE MAXIMUM MAXIMUM QUEUE

WOULD EXTEND INTO NEARBY INTERSECTIONS.

THE OPERATING CONDITIONS FOR THE TWO-LANE ROUNDABOUT AT SEA PINE CIRCLE ARE SHOWN HERE.

IT IS EXPECTED THAT THE IMPLEMENTATION OF THE TWO-LANE ROUNDABOUT WITH RIGHT TURN BYPASS LEGS WOULD SIGNIFICANTLY IMPROVE QUEUING AND CONGESTION.

IT ALSO HELPS THOSE NEARBY INTERSECTIONS AT TARGET ROAD AS WELL AS DUNNIGAN S ALLEY.

NOW I'LL OFFER A COMPARISON AGAIN AT THE END AS I MENTIONED, BUT BEFORE WE MOVE ON, ON TO OPTION B, ARE THERE ANY QUESTIONS REGARDING OPTION A? ANY QUESTIONS CONTINUE? OKAY, THANK YOU.

OPTION B CONSIDERS A MORE SIGNIFICANT APPROACH TO HELP MITIGATE THE EXPECTED QUEUE LINKS ALONG WILLIAM HILTON PARKWAY BETWEEN GUMTREE AND PEMBROKE, AND IT PROVIDES A SEPARATE SOLUTION FOR C PINE CIRCLE AS SHOWN.

OPTION B CONSIDERS EXTENDING THE SIX LANE SECTION FROM GUMTREE PAST PEMBROKE.

THE SIX LANE SECTION COULD TAPER BACK TO A FOUR LANE SECTION AT CENTRAL AVENUE IN ADDITION TO THE ROADWAY WIDENING THAT WOULD BE REQUIRED.

NEW TRAFFIC SIGNALS, TEMPORARY EAST CONSTRUCTION EASEMENTS AND NEW RIGHT OF WAY ON THE NORTH AND WESTLAKES THE ESTIMATED PRELIMINARY PROBABLE OPINION OF COST TO $6 MILLION AND THE ESTIMATED CONSTRUCTION DURATION IS 12 MONTHS.

UM, WE'VE DONE A DEEP EVALUATION OF, UH, THE ENTIRE WILLIAM MILTON PARKWAY GATEWAY, OR THE, THE ENTIRE WILLIAM MIL PARKWAY CORRIDOR, PALMETTO BAY, UH, POPE AVENUE, SOME SIDE STREETS, NEW ORLEANS, ARROW ROAD CROSS ISLAND.

UH, WE PRESENTED A COUPLE OF SEGMENTS AT A WORKSHOP, UM, A FEW MONTHS AGO AND OUR PLANNING IN OCTOBER, I THINK OCTOBER 8TH, UH, WORKSHOP TO TALK ABOUT SOME ADDITIONAL SEGMENTS OF THE CORRIDOR.

UM, AS THIS REPORT WAS COMING IN AND THE, UH, OPTION A AND B, UH, IN PARTICULAR AS IT RELATES TO, UM, PALM UNDER BAY ROAD AND SEA PINES, UH, WE WERE SIMULTANEOUSLY GETTING INFORMATION FROM OUR, UM, FROM OUR CONSULTANTS THAT ARE WORKING ON THE CORRIDORS PLAN.

AND I'M PLEASED TO SEE THAT THE TWO LANE ROUNDABOUT, THERE'S A LOT OF SIMILARITIES BETWEEN BOTH, UH, CONSULTANTS.

SO THIS INFORMATION WILL BE ANOTHER INPUT THAT WE UTILIZE, UM, AND BRING FORWARD TO TOWN COUNCIL AS POTENTIAL, UM, MITIGATION OR SOLUTIONS TO ADDRESS, UH, TRAFFIC AND TRANSPORTATION ISSUES THAT WE HAVE HERE ON THE ISLAND.

SO THIS IS JUST ANOTHER INPUT.

UM, WE WANTED TO MAKE SURE THAT THERE WAS SOME SIGNIFICANT IMPACTS THAT RESULTED FROM THE, UM, DECISION ON THE GATEWAY CORRIDOR PROJECT, WHATEVER, UM, WHATEVER DECISION THAT ENDED UP BEING.

UM, BUT RIGHT NOW COUNCIL'S DEFINED THAT PROJECT THAT HAS INFORMED THESE, UH, DOWNSTREAM EVALUATIONS.

AND, UM, SO THIS WILL BE ANOTHER INPUT THAT GOES INTO THE, UM, AS SOON AS, UH, THIS MEETING IS OVER, I'LL PROVIDE THIS INFORMATION TO OUR OTHER CONSULTANTS AS DRAFT, AND THEN, UH, PLAN TO BRING THIS FORWARD TO TOWN COUNCIL IN SEPTEMBER FOR THEM TO ACCEPT THE FINAL REPORT AND THEN UTILIZE THAT, UM, TO AGAIN, HELP JIM AND HIS TEAM AND OUR CONSULTANTS, UH, BRING FORWARD AND, UH, RECOMMENDATIONS TO COUNCIL.

I THINK, MAYOR, I JUST WANTED TO CLARIFY ONE FINAL POINT, IS THAT, JUST TO REITERATE THAT THESE AREN'T, THESE ARE MITIGATION OPTIONS FOR CONSIDERATION, NOT RECOMMENDATIONS.

SO PARTICULARLY WHEN IT COMES TO THE OPTION B, WHEN WE MENTION THE SIX LANE FACTOR, THAT IS JUST MORE OF PROVIDING YOU WITH DATA-DRIVEN SOLUTIONS, THAT IF ANYBODY WERE TO ASK IF IT WENT TO SIX LANES, WHAT WOULD IT, WHAT WOULD IT DO? SO WE ARE NOT RECOMMENDING DOING THAT.

AND AS THE CONSULTANT SAYS, THESE ARE VERY TIME CONSUMING, UH, DRIVEN MODELS AND IT TAKES A LOT OF TIME.

AND WHEN WE'RE FOCUSING ON THOSE THINGS, WE CAN'T FOCUS ON OTHER THINGS.

SO IT'S SIMPLY A PRIORITY LIST OF WHAT IT'S MOST EFFICIENT.

IS OUR INTERNAL TIME MORE EFFICIENT TO DO THAT, OR IS CONSULTANT TIME MORE EFFICIENT TO DO THAT? AND SO I WOULD THINK THAT'S, UH, AND MAYBE THIS IS SLIGHTLY OUTTA THE OUTSIDE OF THE SCOPE OF THIS, BUT THAT CORRIDOR STUDY IS NOT THE ONLY THING THAT, UM, THAT HILTON NET WILL, UH, BE FACED WITH.

IT'S ALSO INE CIRCLE ANOTHER JUST THE OVERALL ROAD SYSTEM.

AND SO I WOULD THINK THAT, UH, WHAT COMES OUT OF THIS MEETING IS THAT, YOU KNOW, FOR, FOR THE TOWN OF HILTON NET TO HAVE THE INTERNAL CAPABILITY TO WORK WITH THESE MODELS, AND YOU HAVE CONSULTANT, BUT WE ALSO NEED TO KNOW, WE NEED TO BE CRITICAL OF WHAT, WHAT IS BEING OFFERED.

AND I THINK, UM, I STILL SEE THIS BIG GAP THAT WE HAD IN THE, IN THE, THE STUDY WITH THE SIMULATION.

UM, BUT, UH, I WOULD THINK THAT ONE OF THE RECOMMENDATIONS FROM THIS COMMITTEE WOULD BE THAT, YOU KNOW, BUILD UP, STRENGTHEN THE CAPACITY TO, TO, TO DEAL WITH THIS KIND OF STUFF.

NOT, NOT THROUGH A CONSULTANT, BUT TO HAVE THE INTERNAL RIGHT.

THAT, THAT WOULD BE A QUESTION WE'D HAVE TO RUN THROUGH COUNCIL AND THE TOWN MANAGER BECAUSE OF THE COST ASSOCIATED WITH BRINGING THAT, THAT TECHNOLOGY IN HOUSE, WHICH I, I, I WOULD IMAGINE IS FAIRLY EXPENSIVE.

IT ADDS ADDITIONAL CONCRETE AND IMPERVIOUS SERVICES AND ADDS TO THE STORY OF WILLIAM HILTON PARKWAY BECOMING THE WILLIAM HILTON EXPRESSWAY.

I STILL QUESTION THE COST.

NO, IN FACT, I, WE HAD ASKED, OR I'D ASKED FOR A BREAKDOWN OF THOSE COSTS, AND I THINK YOU, YOU MENTIONED THAT THEY WERE, IT WAS, UH, TROUBLE TO TROUBLESOME TO GET THAT INFORMATION.

THE, THE DOT'S DESIGN TEAM, THEY PROVIDED COSTING FOR THE STRUCTURAL REHABILITATION, THEY DID NOT DO THE COST FOR THE SEISMIC RETROFITTING.

AND I DON'T, AS I STATED, I DON'T THINK THAT THAT WAS FOR NEFARIOUS REASONS.

I THINK THAT THE DELTA, JUST FROM THE STRUCTURAL ITSELF AS COMPARED TO JUST BUILDING NEW, UM, THE NUMBERS THAT STAND OUT TO ME WERE MAYBE 240 MILLION, TWO STRUCTURAL REHABILITATE, WHEREAS 178 MILLION TO BUILD A NEW SIX LANE STRUCTURE.

BUT THAT 240 MILLION DID NOT INCLUDE THE COST TO SEISMICALLY RETROFIT AN EXISTING BRIDGE THAT WOULD HAVE A LOWER LIFESPAN THAN A BRAND NEW BRIDGE.

HOW MANY OTHER BRIDGES IN THE STATE OF SOUTH CAROLINA ARE SEISMICALLY DEFICIENT? I CAN'T SPEAK TO THAT, SIR.

I JUST KNOW THAT I'VE BEEN TOLD THAT ANY NEW BRIDGE OR ANY RETROFITS HAVE TO INCLUDE SEISMIC RETROFITS MOVING FORWARD AND ALRIGHT, SO IF THAT, IF THAT MONEY COULD BE SPENT NOW AND THEN 25 YEARS FROM NOW, THEY COULD, IT COULD BE REPLACED OR SO THEY COULD BE REPLACED WITH THE CASE.

I DON'T, NO, BUT WE, BUT, BUT WE PROVIDED, UM, UM, A SUMMARY MEMO AND THEN ALL THE SLIDES, CHARLIE, THAT YOU WEREN'T THERE, THAT SUMMARIZES ALL OF OUR, OUR FINES.

CHRISTINA PORTO HAD AN ARGUMENT WITH HER PARENTS, UH, THE NIGHT SHE DISAPPEARED, HER MOTHER REPORTED HER WERE MISSING.

UH, CHRISTINA WENT TO THE PAYPHONE AT THE BYLAW, WHICH IS A SUPERMARKET ACROSS THE STREET FROM WOODLAKE VILLAGE IS WHERE CHRISTINA LIVED, CALLED A FRIEND TO COME PICK HER UP AND TOLD HER TO MEET HER AT THE POOL AREA OF WOODLAKE VILLAGE.

WHEN THE FRIEND ARRIVED TO PICK CHRISTINA UP, SHE FOUND A RED SWEATER.

NO, CHRISTINA.

UH, WE KNOW FROM THE INVESTIGATION THAT CHRISTINA HAD A STRAINED RELATIONSHIP AT HOME.

UH, SHE DID NOT TAKE ANY BELONGINGS WITH HER.

SO THE CIRCUMSTANCES SURROUNDING HER DISAPPEARANCE ARE EXTREMELY SUSPICIOUS.

THREE-YEAR-OLD PAUL BAKER WAS REPORTED MISSING BY HIS STEPMOTHER FROM THEIR SHELL POINT HOME IN 1987.

THE STEPMOTHER BECAME A PERSON OF INTEREST IN HIS DISAPPEARANCE.

EARLY ON, THERE WAS EVIDENCE THAT, UH, SHE BEAT PAUL'S OLDER SISTER.

SHE WAS LATER CHARGED AND CONVICTED OF THAT, AND THEN MOVED TO FLORIDA WHERE SHE WAS ALSO CONVICTED OF ABDUCTING ANOTHER CHILD AND IS CURRENTLY SERVING TIME IN FLORIDA.

DEPARTMENT OF CORRECTIONS.

PAUL'S NOT BEEN SEEN SINCE 37-YEAR-OLD.

APRIL V WAS REPORTED MISSING FROM HILTON ISLAND IN 1991.

SHE HAD A FIGHT WITH HER BOYFRIEND.

SHE WAS LAST SEEN AT A CHURCH WHERE SHE RECEIVED MONEY FOR A BUS TICKET.

SHE HAS NOT BEEN SEEN SINCE SUSPICIOUS CIRCUMSTANCES.

KAY HAMILTON WAS REPORTED MISSING IN YEE BY HER GRANDMOTHER IN NOVEMBER OF 1995.

THE GRANDMOTHER REPORTED THAT SHE HADN'T SEEN KAY IN A COUPLE WEEKS AND BECAME CONCERNED.

KAY HAD SOME MEDICAL CONDITIONS THAT NEEDED ATTENTION.

AN EXAMINATION OF KAY'S HOUSE REVEALED THAT A CRIME SCENE HAD BEEN CLEANED UP.

IT IS BELIEVED THAT HER DISAPPEARANCE IS EXTREMELY SUSPICIOUS.

SEAN JONES AND TOBY BING WERE REPORTED MISSING BY FAMILY MEMBERS IN 1999 FROM HILTON ISLAND.

IN THE INVESTIGATION, IT WAS LEARNED THAT THEY WERE TO MEET WITH SOME SUSPICIOUS CHARACTERS IN BLUFFTON.

THAT WAS THE LAST TIME ANYBODY SAW SEAN AND TOBY.

ALSO IN THE INVESTIGATION, A CRIME SCENE WAS LOCATED AT A HIGH ON ROAD RESIDENCE IN BLUFFTON.

BOLT HOLES WERE FOUND IN THE SIDE OF THE TRAILER AND A SUBSTANTIAL AMOUNT OF BLOOD THAT MATCHED TOBY BING WAS FOUND BENEATH THE PORCH.

ATM FOOTAGE FROM DOWNTOWN SAVANNAH, GEORGIA REVEALED THAT SEAN JONES TRUCK HAD BEEN DROPPED OFF BY UNKNOWN SUSPECTS.

AT THE NIGHT OF THE DISAPPEARANCE, A SUBJECT WAS CHARGED IN THE MURDER OF TOBY BING.

BASED ON THAT INFORMATION, THOSE CHARGES ULTIMATELY WERE DROPPED AND THAT SUBJECT WAS CONVICTED INTO FEDERAL COURT AND ACTUALLY IS STILL SERVING TIME TODAY.

OTHER PERSONS OF INTEREST WERE ALSO CONVICTED IN A FEDERAL CONSPIRACY CASE.

BASED ON THE INFORMATION THAT WE OBTAINED DURING THE INVESTIGATION, IT IS CLEAR THAT, UH, SEAN AND TOBY, UH, MET A VERY VIOLENT END.

AS OF THIS POINT, WE HAVE NOT FOUND SEAN AND TOBY ON MARCH 4TH, 2008, JOHN ELIZABETH CALBERT, WHO OWNED THE HARBORTOWN Y AND WERE REPORTED MISSING BY ELIZABETH'S BROTHER IN ATLANTA.

IN INVESTIGATING THE CASE, UH, WE DISCOVERED THAT THEY HAD IN FACT HAD A MEETING WITH DENNIS GERWIN, WHO WAS THE ACCOUNTANT AT THE CLUB GROUP IN C PONDS.

DENNIS GERING HANDLED THE FINANCES FOR THE CALVERTS AND

THEY HAD DISCOVERED THAT HE HAD BEEN EMBEZZLING MONEY FROM THEIR ACCOUNTS.

ELIZABETH HAD A MEETING ON SUNDAY, WHICH WOULD'VE BEEN MARCH 2ND, 2008, AND THEY WERE SCHEDULED TO HAVE A MEETING, UH, JOHN AND ELIZABETH WITH DENNIS GERING AT HIS OFFICE, AT THE CLUB GROUP IN SEA PINE CENTER ON MARCH 3RD.

AT ABOUT FIVE O'CLOCK IN THE AFTERNOON, IT WAS LEARNED THAT DENNIS GERING HAD RUN OFF HIS EMPLOYEES FROM THE OFFICE.

SO HE WAS ALONE WHEN JOHN CALVERT, UH, APPEARED SOMETIME AFTER 5:00 PM ELIZABETH WAS RUNNING LATE, BUT WE DO BELIEVE THAT SHE ALSO JOINED JOHN AT THAT OFFICE.

AND DENNIS, IN THAT MEETING, IN INTERVIEWING DENNIS GERING, HE ADVISED THAT THEY HAD WENT TO DINNER WITHOUT HIM AFTER THE MEETING, AND THEY WERE FINE WHEN THEY LEFT.

IT WAS LEARNED THAT PRIOR TO THE MEETING ON MONDAY, MARCH 3RD, 2008, DENNIS GERING HAD WENT TO GRAY CO HARDWARE ON HILTON HEAD ISLAND AND PURCHASED COMMERCIAL GRADE DROP CLOTHS.

IT WAS ALSO LEARNED THAT AFTER THE MEETING WITH THE CALVERTS, THAT DENNIS APPEARED AT THE CVS PHARMACY ON THE SOUTH END OF ISLAND AND PICKED UP BANDAIDS AND LATEX GLOVES.

WHEN CONFRONTED WITH THAT INFORMATION, DENNIS GERWIN SAID THAT HE HAD CUT HIS HAND ON A WINE BOTTLE, BUT THERE WAS NO BROKEN WINE BOTTLE AT HIS HOUSE.

DENNIS HAD AN INTERESTING CUT ON HIS HAND.

FOLLOWING THE DISAPPEARANCE OF THE CALVERS, HE HAD WHAT'S CALLED SLIDE BITE.

IT'S A LACERATION THAT GOES ALONG THE WEB OF THE HAND, WHICH IS COMMONLY CAUSED BY AN AUTO SEMI-AUTOMATIC PISTOL.

A HOLSTER WAS RECOVERED IN DENNIS GROWING'S HOUSE, WHICH WE LATER FOUND OUT BELONGED TO A 22 CALIBER SEMI-AUTOMATIC BERETTA HANDGUN.

THAT HANDGUN HAS NEVER BEEN FOUND, NOR HAVE THE CALIBERS FAMILY MEMBERS OF MARGUERITE AMAZON REPORTED HER HER MISSING.

IN 2013, UH, FAMILY MEMBERS INDICATED THAT, UH, SHE HAD BEEN AT A PARTY THE NIGHT BEFORE, UH, HER DISAPPEARANCE, UH, WITH HER LIVE-IN BOYFRIEND WHO HAD ALSO DISAPPEARED SUSPICIOUSLY.

THERE WERE SIGNS OF A STRUGGLE IN THE HOUSE WHERE THERE MAY HAVE BEEN SOME DOMESTIC VIOLENCE.

THERE WAS ALSO JEWELRY FOUND OF MARGARITE AMAZON OUTSIDE OF THE RESIDENCE.

IN THE DAYS FOLLOWING HER DISAPPEARANCE, WE WERE ABLE TO TRACK HER BOYFRIEND TO SAVANNAH, GEORGIA.

HE HAD BOUGHT A PLANE TICKET BUT FAILED TO RETURN.

TO GET ON THAT PLANE, WE FOUND A RESIDENCE HE STAYED AT IN THE GREATER SAVANNAH AREA, AND THE PEOPLE THAT WERE THERE ADVISED THAT HE HAD A SCRATCH ON HIS FACE THAT WAS CONSISTENT WITH DOMESTIC VIOLENCE.

MARGUERITE'S VEHICLE WAS ALSO FOUND IN SAVANNAH IN THAT SAME AREA ABANDONED NEAR THE KELLER FLEA MARKET.

MARGUERITE'S MOBILE TELEPHONE WAS FOUND ON THE SIDE OF THE ROAD ON HIGHWAY ONE 70 COMING OUT OF BLUFFTON INTO BEAUFORT.

WE BELIEVE THAT HER BOYFRIEND FLED THE COUNTRY AND WENT BACK TO GUATEMALA WHERE HE IS FROM.

WE ENLISTED THE HELP OF THE FBI'S LEGAL ATTACHE, ALSO KNOWN AS A WHO ATTEMPTED TO GET ASSISTANCE FROM THE GUATEMALA AUTHORITIES WHO ADVISED THAT THERE'S CERTAIN PARTS OF GUATEMALA THE POLICE JUST WON'T GO TO.

AND IT JUST SO HAPPENS HER BOYFRIEND WAS FROM THAT AREA.

WE HAVE NOT SEEN OR HEARD FROM MARGUERITE SINCE IN 2017, KENNETH JENKINS WAS REPORTED MISSING BY HIS MOM FROM ST.

HELEN ISLAND.

KENNETH WAS IN THE UNITED STATES ARMY, HAD JUST GOT AN OUT, WAS WORKING.

AND WE BELIEVE BASED ON OUR INVESTIGATION, WHICH WE CAN'T DISCLOSE A LOT OF DETAILS THAT, UH, FOUL PLAYS INVOLVED IN HIS DISAPPEARANCE.
