AS WE KNOW, WE'VE HAD SOME TURNOVER HERE IN THE LAST FEW WEEKS AND I JUST WANTED TO LET EVERYBODY KNOW I'M THE PERSON STEPPING INTO THE DIRECTOR ROLE FOR AN INTERIM PERIOD, BUT I'M NOT THE ONE THAT GETS THE JOB DONE.

THAT'S WHY I WANTED TO INVITE THE PROJECT MANAGERS HERE.

AND FRED IS NOT HERE 'CAUSE HE IS ACTUALLY RUNNING BACK FROM A PROJECT, BUT I WANTED TO HAVE THEM STAND UP 'CAUSE THEY'RE THE ONES THAT DO THE WORK.

WE GET UP HERE AND MAKE REPORTS, WE GET UP HERE AND, AND WE CAN MAKE A PLAN.

BUT IF YOU GUYS, THIS IS ROBERT ZE AND MARK SUTTON AND THEY REALLY, I, I'VE SEEN AND THERE'S, UH, AND FRED MARILLO IS NOT HERE, AND I'LL TALK ABOUT SOME OF HIS PROJECTS IN A SECOND.

ONE PERSON THAT IS MISSING, SHE'S AT A DOCTOR'S APPOINTMENT, BUT SHE'S KIND OF THE GLUE THAT HOLDS EVERYBODY TOGETHER.

SHE DOES ALL THE NUMBERS, SHE DOES ALL THE PLANNING.

SHE MAKES SURE THAT WE KEEP ALL THE CONTRACTORS INSURED AND IN CONTRACT AND WITHIN THE LINES.

BUT THESE GUYS DO A GREAT JOB.

I'VE PERSONALLY WITNESSED HER IN THE LAST SEVERAL MONTHS KINDA OVERSEEING THE DEPARTMENT BEFORE THE TRANSITION AND NOW HANDS ON IN THE DEPARTMENT AND I'LL, I'LL UPDATE YOU ON SOME OF THE MAJOR PROJECTS.

IF YOU SAW THE NUMBER OF PROJECTS, WHICH YOU PROBABLY HAVE SEEN ON THE CIP LIST, IT CAN BE VERY OVERWHELMING.

AND SO WE HAVE WEEKLY MEETINGS WHERE THEY GO THROUGH THESE PROJECTS AND THE ONES I'M GONNA TALK ABOUT TODAY ARE THE MOST HIGH PROFILE UNDER CONSTRUCTION PROJECTS THAT ARE HAPPENING RIGHT NOW.

SO I, I THINK THESE GUYS, AND IT'S BEEN IMPRESSIVE TO WATCH 'EM WORK HERE FOR THE LAST SEVERAL MONTHS.

AND THEY'VE, IT'S A BEAUTIFUL THING WHEN WE DON'T HAVE A STRONG LINE BETWEEN DEPARTMENTS AND THEY CAN REACH OVER AND HELP EACH OTHER.

AND THAT'S BEEN A, A GOAL OF MINE FOR A WHILE.

SO WE CAN LEFT HAND CAN HELP THE RIGHT HAND AND VICE VERSA.

SO MOST HIGH PROFILE, WE'VE BEEN DOING WEEKLY REPORTS AND THIS WEEK WE'RE DOING DAILY REPORTS IS A SPANISH MOSS TRAIL AND I CAN REPORT AFTER.

WHAT'S THAT? THAT'S ALRIGHT.

SO WE NEED TO GET THERE.

WHAT WERE THE THREE LOCATIONS FOR THOSE CENTERS AGAIN? ONE IS IN SHELDON, ONE IS ON ST.

IS THERE ANY WAY THAT, THAT WE CAN JUST PAY FOR A UNIVERSAL DESIGN FOR COMMUNITY CENTERS AND BATHROOMS? WE DID DO A BASE FLOOR PLAN OF WHAT THE NEEDS WERE.

WE MET WITH THE COMMUNITY IN SHELDON AT LEAST ONE TIME.

AND I THINK, UH, MR. DAWSON HAS MET MULTIPLE TIMES.

IT'S A BASIC BUILDING AND UH, AND THAT'S WHY WE HAD A MEETING LAST WEEK ONLINE WITH THE PEOPLE AT DUSKY ALLEN AND WE SAID WE'LL HAVE COMMUNITY DISCUSSION, BUT THE, IT'S A VERY BASIC 2000 SQUARE FOOT, LARGE MAIN ROOM DIVIDABLE BY MOVING WALLS.

SOME OFFICES THAT CAN BE USED AS EXAM ROOMS AND OFFICES CONVERTIBLE.

BUT OTHER THAN THAT, I TOLD 'EM WE CAN HAVE A PUBLIC CHARETTE PROCESS IF YOU WANT, BUT THERE'S NOT MANY ITEMS TO PICK OFF THE LIST .

SO WE HAVE HAD SOMEBODY DRAW A BASE BUILDING SO THAT WE PUT THAT OUT FOR THE DESIGN BUILD PROCESS.

UM, THE OBVIOUS ONE IS THAT THE OLD ARTHUR HORN IS FINALLY GONE.

AND SO, UH, THAT WAS, THAT WAS GOOD TO COME BACK AFTER A WEEKEND AND SEE STRAW ON THE GROUND INSTEAD OF THE WORRIED ABOUT WHO, WHO'S GONNA GET THE LAST FIBER OPTIC LINE OUT OF THERE.

UH, AND THAT NEW, THE NEW, UH, PARKING LOT IS OUT FOR BID AS WE SPEAK.

CHARLES LYNN BROWN CENTER HAS BEEN A GROUP EFFORT BETWEEN PROJECT MANAGERS AND PARKS DEPARTMENT AND THAT CONTINUES TO MAKE IMPROVEMENTS.

AND THERE'S STILL THINGS ON THE LE ON THE LIST AND I UNDERSTAND THAT THERE WAS A GOOD PRO, A GOOD EVENT THERE THIS PAST SATURDAY.

WE'VE BEEN WAITING ON A LAND DISTURBANCE PERMIT FOR A LONG TIME THAT IS IN HAND.

UH, CRYSTAL LAKE AND WHITEHALL ARE CLOSE TO THE SAME PRO, UH, UH, STATUS.

UH, CRYSTAL LAKE HAS BEEN BID AND AWARDED AND JUST WAITING THE CONTRACTOR SCHEDULE IN JULY.

UH, WHITEHALL PHASE TWO IS WAITING ON A DOCK PERMIT AND THAT ALSO HAS BEEN BID AND AWARDED AND THEY'LL BE READY TO GO AS SOON AS THAT COMES IN.

MARY'S HAS BEEN BID NOT AWARDED.

IT'S TECHNICALLY UNDER THE THRESHOLD OF DOLLARS THAT THE ADMINISTRATOR COULD APPROVE, BUT OUR, OUR DISCUSSIONS HAVE BEEN THAT IT HAS TO GO TO COMMITTEE IN AUGUST BECAUSE WE'RE DEMOLISHING COUNTY BUILDINGS.

SO THAT'LL COME FORWARD IN AUGUST.

UH, OAT T RIVER PARK HAS A LOT OF MOVING PARTS CURRENTLY.

THERE'S A MEETING TOMORROW THAT'S BEEN BID AND AWARDED, BUT THEY'RE MEETING, UH, WITH THE CONTRACTOR AND WITH PASSIVE PARKS AND OUR STAFF TO MAKE SURE TO SOLIDIFY THE ACCESS AND WHAT, I MEAN, ACCESS IS NOT HOW YOU GET THERE, BUT, UH, IT'S ONE THING FOR ONE OF US TO DRIVE OUR CAR ON A GRAVEL ROAD AND IT'S ANOTHER THING FOR CONCRETE TRUCKS.

I'M EXCITED TO BE BEFORE Y'ALL TODAY TO ASK PERMISSION FOR MR. ROBINSON TO ACCEPT THESE GRANT AWARDS THROUGH THE RURAL INFRASTRUCTURE AUTHORITY.

UM, SINCE THE BIPARTISAN PART, BIPARTISAN INFRASTRUCTURE LAW CAME INTO PLACE, WE'VE SEEN A LOT OF FUNDING NOW BEING ALLOCATED TO TOWARDS STORMWATER INFRASTRUCTURE, WHICH IS REALLY GREAT FOR MY PROGRAM.

HELPS US CUT COSTS ON OUR BUDGET.

AND SO RECENTLY THE RURAL INFRASTRUCTURE AUTHORITY ALLOW HAS ALLOWED FOR PROJECTS TO BE SUBMITTED, UM, FOR INFRASTRUCTURE IMPROVEMENT.

SO WE TOOK THIS OPPORTUNITY IN EARLY MARCH TO APPLY FOR $250,000 TO DO A COMPREHENSIVE DRAINAGE STUDY IN THE ALL JOY COMMUNITY.

JUST TO GIVE YOU A FRAME OF REFERENCE, IT'S SOUTH OF ULMER, EAST OF BURNT CHURCH AND NORTH OF UM, MYRTLE ISLAND AREA.

SO ROUGHLY 475 ACRES OR JUST UNDER ONE SQUARE MILE WORTH OF A COMMUNITY.

THIS AREA IS COMPRISED OF STATE ROADS, PRIVATE ROADS, AS WELL AS COUNTY ROADS, COUNTY RIGHT OF WAY AND COUNTY DRAINAGE EASEMENTS.

AND SO THIS PROJECT AIMS TO GET A COMPREHENSIVE LOOK AT ALL INFRASTRUCTURE WITHIN THE COMMUNITY TO HELP US MOVE FORWARD WITH PLANNING ON REPAIRS ACROSS ALL JURISDICTIONS, STATE, COUNTY, PRIVATE.

THE, WE WERE SUCCESSFUL IN RECEIVING THESE FUNDS.

THERE'S A 75 20 5% MATCH FOR BOTH PARTIES.

SO THE BEAUFORT COUNTY STORMWATER UTILITY WILL BE RESPONSIBLE FOR PAYING FOR $62,500 IN RELATION TO THIS GRANT AWARD.

THIS HAS BEEN ALLOCATED IN OUR FY 25 BUDGET.

AND SO AGAIN, WE'RE HERE TO ASK PERMISSION TO ACCEPT THESE GRANT AWARD.

UM, SO WE HAD THE DEED IN HAND AND IT JUST NEVER GOT RECORDED.

AND NO ONE EVER RECOGNIZED THAT SINCE THEN.

SO MR. O'QUINN HAD BEEN PAYING THE TAXES ON THIS YEAR IN AND YEAR OUT.

AND THEN IN 2019, I BELIEVE, UM, HE RECOGNIZED THAT, HEY, WHY AM I PAYING TAXES ON THIS? I ALREADY DEED IT OVER TO THE COUNTY.

I'M STOPPED PAYING TAXES ON THIS.

SO, UH, AGAIN, THE DEED WASN'T RE REGISTERED, SO IT STILL LOOKED LIKE IT WAS PRIVATE PROPERTY AND THUS WENT TO THE DELINQUENT TAX OFFICE AND THEN WENT TO A TAX SALE.

UM, DURING THE TAX SALE, IT WAS PURCHASED BY MR. MIDDLETON, DONALD MIDDLETON, UH, FOR $1,600.

AND AGAIN, THE TAXES WERE $117 AND IT GOT SOLD FOR A HUNDRED OR $1,600 IN 2022.

THEN MR. MIDDLETON APPROACHED THE PUBLIC WORKS DEPARTMENT AND SAID, HEY, I'VE GOT THIS PROPERTY, UH, Y'ALL NEED TO BUY IT FROM ME.

AND BASICALLY CAME WITH WHAT HE THOUGHT WAS A LOTTERY TICKET AND WAS LOOKING TO MAKE A LOT OF MONEY ON A SHORT TURNAROUND, ON A DELINQUENT TAX SALE.

AND SO, UM, THERE WAS BACK AND FORTH COMMUNICATION AND AS YOU SAW IN THE BEGINNING, AND SO THIS PARCEL IS ALL THE YELLOW HIGHLIGHT THERE.

SO IT'S THE ENTRANCE INTO THIS SUBDIVISION.

AND THERE WAS THREATS AS FAR AS PUTTING UP FENCING AND BLOCKING ACCESS TO THE OTHERS THAT THIS IS A PRIVATE ROAD THAT HE OWNS IT NOW.

UM, SO WE HAD COMMUNICATIONS ON HOW TO ACQUIRE THE PROPERTY AND NEVER CAME TO TERMS WITH THAT.

WE SAID, HEY, WE NEED TO DO AN APPRAISAL ON THIS.

SO WE DID AN APPRAISAL AND IT CAME BACK ABOUT $10,000 AND THAT WAS OFFERED TO MIDDLE MR. MIDDLETON WITH NO AVAIL.

SO HE IS FULLY AWARE OF THIS PROCESS, UM, AGAIN, STILL HANGING ON TO THE HOPE THAT HE GOT A LOTTERY TICKET AT A TAX SALE AND IS LOOKING FOR MORE INCOME THAN THIS.

UM, BUT DUE TO THE NATURE, THE OTHER ROADS IN THE SUBDIVISION ARE COUNTY MAINTAINED ROADS, UM, OF A LEGACY STATUS, BUT COUNTY MAINTAINED.

AND SO WE ARE SEEKING PERMISSION TO PURSUE CONDEMNATION, UM, WITH THAT $10,000 FIGURE TO PUT IN ESCROW TO MOVE THIS BACK INTO COUNTY OWNED PROPERTY WITH A CLEAR TITLE.
