WE ENDED UP TAKING 13 HOUR COUNTS OF OUR INTERSECTIONS THIS YEAR, AND IT, UH, SHOWED SOME, UH, KINDA SOME DIFFERENT RESULTS THAT WE'LL WE'LL TALK ABOUT.

THESE COUNTS ARE DONE, UH, TYPICALLY ON A TUESDAY, WEDNESDAY, AND THURSDAY.

UH, SO THAT'S WHERE WE'RE GETTING THOSE TRAFFIC VOLUMES.

THE VOLUME COUNTS THAT WE GET FOR THAT AREA TEND TO BE A LITTLE BIT HIGHER THAN WHAT SC DOT REPORTS IN THEIR AVERAGE DAILY TRAFFIC, JUST BECAUSE WE ARE A, A THREE DAY AVERAGE IN THEIR, UH, A YEARLY AVERAGE.

UH, HERE IS OUR BIDIRECTIONAL COUNT, UH, AT ALL THE INTERSECTIONS YOU CAN SEE, UH, COMPARED TO THE PREVIOUS YEAR, WE'RE UP ABOUT, UH, 2.5% OVER 2022.

UM, AND SO WE'RE PRETTY MUCH BACK TO WHERE WE WERE IN 2021.

UH, YOU CAN SEE THOSE VOLUMES ARE JUST ABOUT THE SAME AS WE HAD IN 2021.

AND 2021 WAS THE AVERAGE OR THE HIGHEST AVERAGE COUNT THAT WE EVER HAD HERE ON THE ISLAND.

UH, SOME OF THAT MIGHT BE SOME SCHOOL TRAFFIC.

UH, WE DID TAKE SOME SCHOOL TRAFFIC COUNTS, UH, AT THE FIRST FIVE OR SIX INTERSECTIONS COMING ONTO THE ISLAND IN SEPTEMBER TO GET A BETTER HANDLE ON THAT, UH, FOR OURSELVES.

UH, BUT AGAIN, SOME OF THAT MIGHT BE THAT DIFFERENCE.

SO THIS IS BEFORE THE SIGNALIZE IMPROVEMENTS CAME INTO PLAY.

THIS IS A 13 HOUR COUNT FROM 6:00 AM TO 7:00 PM SO, UH, WHAT WE'RE SHOWING HERE IS THE AMOUNT OF P HEADSS AND BICYCLES ON THE BIKE, ON THE PATHS THAT ARE USING THE CROSSWALKS AT THOSE INTERSECTIONS.

SO AGAIN, ABOUT 10 OVER 10,000 BIKES.

10,000 PEDESTRIANS FOR A A 13 HOUR TOTAL OF 20,000 PEOPLE USING OUR CROSSWALKS DURING THAT 13 HOUR.

HOW DO YOU COUNT PEDESTRIANS AND BICYCLES? KIND CARS ARE PRETTY CLEAR.

WHAT, WHAT THE TRAFFIC COUNTERS ARE DONE BY VIDEOTAPE.

AND SO THEY ANALYZE THE VIDEOTAPE AND ABLE TO COUNT BASED ON, UH, THE, THEM BEING CAUGHT ON VIDEO.

OKAY? SO HERE'S ONE OF THE INTERESTING IN INFORMATION, AND YOU KNOW, THE ONE OFF TO, UH, THE LEFT IS MATTHEW'S DRIVE IN FOLLY FIELD.

THE OTHER ONE IS ON POPE IN NEW ORLEANS IN OFFICE PARK.

BUT YOU CAN SEE THAT TRAFFIC BUILDS UP TO ABOUT 11:00 AM AND JUST CONSTANT.

AGAIN, THIS IS IN JULY.

THERE IS NOT THAT MORNING SURGE AND THEN RELAXING OF TRAFFIC AND THEN A PM SURGE.

IT'S MORNING MORE TRAFFIC, TRAFFIC GETS CONSTANT AND IT STAYS THERE TOWARDS THE END OF THE DAY.

SO THIS IS ONE OF THE INTERESTING THINGS THAT, AGAIN, BASED ON THAT 13 HOUR COUNT, YOU KNOW, WE ARE NOT HAVING A LULL.

AND SOME OF THE INFORMATION THAT WE FOUND OUT WAS THAT OUR PEAK HOURS ARE NOT NECESSARILY ON THE PM SIDE BETWEEN FOUR AND SIX.

THE PM IS SOMETIMES A LITTLE BIT EARLIER.

IF YOU LOOK TO THE GRAPH TO THE LEFT ON MATTHEWS FROM THREE TO FOUR WAS THE PM PEAK AT MATTHEWS DRIVE IN WILLIAM HILTON PARKWAY AT 34,000 VEHICLES RATHER THAN, AGAIN, BASED ON THE, UM, LMO FOUR TO 6 33 0 8.

SO, SO AGAIN, JUST SOME, SOME INFORMATION THAT'S A LITTLE BIT DIFFERENT, BUT AGAIN, THAT HELP, THAT 13 HOUR HELPS US DO SOME

AND SO THAT INFORMATION WAS AVAILABLE AND I, I THINK THAT'S GOOD INFORMATION AND YOU MIGHT SEE A CHANGE LATER ON TO ELIMINATE THAT.

DEFINING WHAT THE PM PEAK IS, AGAIN, YOU GOTTA CUT OFF AT A CERTAIN POINT OR BETWEEN 11 AND NOON WILL ALWAYS BE YOUR AM PEAK HOUR BASED ON THAT INFORMATION.

BUT YOU DON'T, YOU DON'T REALLY SEE ANY, UH, ANY DIFFERENCE IN THE METHODOLOGY THAT MIGHT CAUSE IT.

ANYTHING OVER 90% CAPACITY OF THE INTERSECTION IS NOT MEETING THE GOALS OF THE LMO.

SO WE HAD, UH, IN THE AM PEAK, WE DID NOT HAVE ANY ISSUES WITH EITHER ONE OF THOSE, UH, STANDARDS.

AND AGAIN, THIS IS COMPARING IT, UH, TO LAST YEAR, FIVE YEARS AGO AND 10 YEARS AGO, AGAIN, JULY, COMPARING TO JUNE COUNTS.

BUT, UH, AGAIN, GIVES YOU AN IDEA OF WHAT'S GOING ON IN THE AFTERNOON, PEAK HOUR, UH, TO NO SURPRISE, SQUARE POPE DOES NOT MEET AGAIN.

IT HASN'T MET FOR YEARS AND YEARS AND YEARS.

MY UNDERSTANDING, UH, WE HAD A VOLUME TO CAPACITY ISSUE.

IT'S AT 1.25% OF THE INTERSECTION AND A DELAY OF 230 SECONDS.

SO AGAIN, VERY SIGNIFICANT, UH, ISSUE THERE.

AND A, AGAIN, EVERYBODY SEES THAT, BUT EVERY OTHER PLACE IN THE PM PEAK HOUR DID MEET, UH, BOTH OF THE STANDARDS.

SO WHAT DO WE DO ABOUT SQUARE POPE? WELL, WE NEED TO ADD CAPACITY.

HOW DO YOU ADD CAPACITY? YOU NEED MORE TRAFFIC LANES.

THAT'S TYPICALLY, WE CAN'T DO ANYTHING WITH THE SIGNALS OR TIMING OF THE, UH, OR DOING MINOR IMPROVEMENTS.

WE NEED TO ADD CAPACITY THERE.

AND THE GATEWAY PROJECT DEALING WITH A BRIDGE WILL ADD THAT CAPACITY.

AND OUR FEELING IS IF THEY DO WHAT THEY SAY THEY'RE DOING AS PART OF THAT GATEWAY PROJECT SQUARE POPE WILL BE ALL RIGHT.

UH, BUT THAT'S HOW YOU MITIGATE THAT SITUATION.

UNTIL YOU ADD LANES TO SQUARE POPE, WE'RE GONNA HAVE A PROBLEM.
