THAT ROAD 53 RAINBOW ROAD IS COMPLETE TWEAKING HIM ROAD WILL START WHEN NORTHVIEW IS FINISHED WHEN NORTHVIEW IS IN PROCESS FINISHING ROCK AND ROAD HOPEFULLY YESTERDAY OR TODAY AND PROOF ROAD TODAY OR TOMORROW WEATHER PERMITTING AND WE'VE HAD HAD SOME THAT'S HELD THEM UP ALONG WITH SOME GRADING SO. WE'LL GET THOSE GOING AS SOON AS THE WEATHER PERMITS.OKAY. WE'RE WAITING FOR AN UPDATE NOW.
BUT YOU KNOW, THE HOPE IS THAT MAY OR EVEN NEXT WEEK AND THEY MOVE BETWEEN HERE AND AFTER THAT FOR THE DAY. I KNOW BUT HOPEFULLY WE'LL TO START SEEING SOME OF THE YOU KNOW THEY'RE MORE THAN DIRT ROADS 54 ALL THESE ROADS ARE COMPLETE DIRT ROAD 55.
MR. GLOVER JAMES THE WASHINGTON IS ON THAT LIST OF LEO GREEN AND DOLPHIN WATCH OF HIS PROJECTS AWARDED TO JH HIRES AND WE'RE WORKING THROUGH THE CONTRACTING PROCESS RIGHT NOW.
I WAS AN ALTERNATE IN THERE FREDERICK TAYLOR IT'S FOR ONLY WHAT'S THE PROJECTED START FOR THOSE? I DON'T THINK WE HAVE A PROJECTED TO DO YET.
HOPEFULLY WE'LL GET IT ONCE WE GET THE PSC. I'M VERY WITH THE COUNCIL HOPEFULLY FOR THE NEXT MEETING HAVE REAL EASY AFTER THAT SO HOPEFULLY BY NOW WITH THE CONTRACT MAYBE JULY WE GET TO MAKE OPERA DESIGN PROBABLY LOOKING AT CONSTRUCTION LATE FALL LATE ON SPRING UP OKAY GOOD ANY QUESTIONS ON 5330 455 SIGNAL JUST MOVE ON TO ITEM C CTC PROJECT YEAR SEVEN YEAR SEVEN THE PATCHING AND PAVING ON STATE ROADS IS COMPLETE.
COUNTY ROADS ARE IN PROCESS OF WITH A PROJECTED COMPLETION MID-AUGUST WEATHER PERMITTING CRACKS ON THE TRANSIT I'M SORRY PRESERVATION CRACK SEALING IS COMPLETE ON THE PRESERVATION ROADS MICRO SEAL STARTED THEY HAVE HAD SOME WEATHER DELAYS. THEY WERE ON PARK ISLAND TODAY FINISHED STARTING THE CRACKS THE MICRO SEAL IN THE NEW YEAR SEVEN REJUVENATE ARE THESE ROADS ARE COMPLETE WE DID COME IN UNDER BUDGET AND WE'RE LOOKING FORWARD TOWARDS TO GET SOME OTHER ROADS ON THAT LIST YOU HAVE RE GETTING GOOD COVERAGE WITH THE MIKE ON YES YES YEAH BUT GOOD THE ONES THAT I WAS ABLE TO LOOK AT ALL RIGHT SHOULD BE ANY QUESTIONS ON OF YOUR SEVEN PROJECTS THAT'S I DIDN'T SEE ANY FOR YOU COULD TELL ME THAT I'M SORRY SIR FEDERICO TAYLOR AND ALSO GET THAT ONE ON I THINK OH YES IT'S NEW THIS TIME SO IT'S INCLUDED IN THE OUR EUROPEAN FIVE PACKAGE FOR DESIGN AND IT WILL GO TO CONSTRUCTION OF THE SUBJECT AT THE SAME TIME DOES IT DOES NOT DESIGN RADIO THE 56 OKAY ANY QUESTIONS VERY NUMBER YOU TO LEAVE THAT WEIRD YEAH I KNOW BUT WE'LL COME RIDICULOUS I MEAN WE SAY YEAH THIS AFTERNOON CHAIRMAN GOOD AFTERNOON COUNCIL APPRECIATE THE OPPORTUNITY TO COME TO YOU GUYS AND GIVE YOU A QUICK UPDATE ON SD 170. HOPEFULLY IF YOU'VE DRIVEN THAT LATELY YOU'VE SEEN A LITTLE BIT OF WORK THERE GOING ON SO GOT SOME STORM DRAINAGE WORK AND SOME GREAT WORK STARTING THERE AT SC 170 AND UP TO 78. SO THAT'S PART OF OUR NEAR-TERM PROJECT. ALSO INCLUDED IN THAT IS IS THE PAVING THAT ON TO 78 WOULD WITH THE FUNDS FROM DOT SO WE GOT ALL THAT WORKED IN TOGETHER BRIAN THEY SHOULD BE STARTING FADING OUT THERE APPROXIMATELY HOPEFULLY HERE HOPEFULLY JUNE SO HERE HERE COME AND YOU START
[00:10:03]
TO SEE SOME BLACK PAVEMENT. ALL OF THAT WORK WILL BE TAKING PLACE AT NIGHTTIME SO WE GET THAT QUESTION A LOT AS FAR AS IMPACTS TO TRAFFIC EXCUSE ME SO YOU'LL START SEEING THAT WORK WITH THE BULK OF THAT RIGHT THERE UNDERNEATH TO 70 AND THEN UP ON THE RAMPS AND UP ON TOP US TO 78 OVER THE NEXT TWO MONTHS OR SO AS FAR AS THAT SOME OTHER IMPORTANT STUFF WE'VE BEEN ABLE TO WORK ON IS SIGNAL. SO THEY'RE GOING TO TRY TO PROGRESS THE SIGNAL WORK THEY'RE WORKING THERE AT THE SIGNALS AND GETTING THAT THEY'RE AT THE INTERSECTION. BUT ALSO WE WERE ABLE TO WORK WITH D.O.T. TO GET SOME UPDATED SIGNALS INCORPORATED THE PROJECT INCORPORATED INTO THE PERMIT FIELD.THAT'S BEEN SOMETHING THAT'S BEEN OUT THERE FOR A WHILE. WE'VE GOT LOT OF QUESTIONS FROM FROM CONCERNED CITIZENS THERE IN OAKFIELD. WE'VE BEEN ABLE TO PRESS FORWARD WITH THAT D.O.T. TO GET PERMISSION TO GET A SIGNAL INSTALLED THERE SO THAT SHOULD BE INCORPORATED INTO THE PROJECT AND IMPLEMENTED IN THE COMING MONTHS AS WELL.
AS FAR AS A TRIANGLE OVERALL SORRY I'M OUT OF BREATH. I JUST RAN FROM ANOTHER MEETING AS FAR AS A TRIANGLE OVERALL SO WE HAD A REALLY GOOD MEETING RECENTLY THE LAST COUPLE OF WEEKS WITH FEDERAL HIGHWAY AND THE REASON WE WERE MEETING WITH FEDERAL HIGHWAY WE WERE TALKING WITH ABOUT OUR TIP AND OUR LONG RANGE PLAN AND OUR PLAN WHICH FEEDS INTO THE STEP PLAN. SO THE TIP PLAN IS FROM LET'S AND INSIDE OF THAT PLAN WE HAD DIFFERENT PROJECTS WITH WITH FEDERAL FUNDS APPROPRIATED AND THEY WERE GIVING US THEIR BEST ADVICE ON HEY YOU SURE ABOUT THIS PROJECT YOU'VE GOT $2 MILLION IN HERE.
IT'S A POTENTIALLY $200 MILLION PROJECT. IT SEEMS LIKE A LITTLE BIT OF FEDERAL FUNDS TO MAKE THIS WHOLE PROJECT FOR US BECAUSE ONCE YOU FEDERALIZE THE PROJECT IT'S JUST LIKE BEING PREGNANT YOU'RE NOT A LITTLE PREGNANT FULLY PREGNANT SO YOU'RE FULLY FEDERALIZED AT THAT POINT AND THE ENTIRE PROJECT WILL HAVE TO GO THROUGH THAT PROCESS WHICH IS A LITTLE LONGER PROCESS MORE INVOLVED. AND SO WE SAID NO, NO, THIS IS THIS IS WHAT WE'RE PLANNING ON DOING AND WE EXPLAINED THE ENTIRETY OF THE PROJECT AND THEY'RE LIKE OKAY WELL IT SOUNDS SOUNDS LIKE YOU KNOW WHAT YOU DO AND BUYER BEWARE.
BUT IT WAS AN IMPORTANT DISCUSSION BECAUSE WHAT IT REALLY DOES IT HELPS US BE STRATEGIC IF YOU'RE GOING TO FOR FEDERAL FUNDING THEN YOU NEED TO START IT FROM THE BEGINNING WITH FEDERAL WHETHER YOU HAVE MONEY OR NOT IN THERE NEEDS TO GO TO FEDERAL PROCESS SO IT'S IN THE IN THE TIP IS SUPPOSED GO TO COMMISSION FOR THE STEPS I BELIEVE IN MAY HERE SHORTLY POSSIBLY THIS WEEK THIS WEEK THIS WEEK AND SO IT SHOULD BE IN THEIR PACKET TO BE INCLUDED IN THE STEP ONCE IT GOES THROUGH THERE WE'LL BE ABLE TO GO FORWARD WITH DOTTIE FOR AN LPA AGREEMENT AND THEN REALLY GET STARTED ON THE PRELIMINARY ENGINEERING.
SO THAT'S WHERE WE ARE OVERALL IN THE TRIANGLE. SO IT'S A LITTLE BIT SLOWER THAN WE WERE HOPING FOR TO GET STARTED BUT IN ORDER TO GET THE FEDERAL FUNDS BECAUSE WE WANT TO BE STRATEGIC THIS IS A ONE OF THE PROBABLY BEST PROJECTS THAT WE HAVE IN THE REGION THAT WE THINK WILL BE AVAILABLE FOR FEDERAL FUNDING IN THE FUTURE. SO WE WANT TO MAKE SURE WE DO IT RIGHT FROM THE BEGINNING SO WE DON'T HAVE TO BACK UP AND REDO ANY STEPS.
SO THAT'S KIND OF UPDATE OVERALL WHERE WE ARE AND GLADLY TAKE ANY QUESTIONS QUESTION WOULD BE IS WE'VE TALKED ABOUT THIS TAKES US OUT OF GUILFORD COUNTY OVER IN JASPER COUNTY THE 278 PORTION CONNECTING OUT TO I-95 FIVE WHERE DOES WHAT HAS HAPPENED? YEAH SO WE'RE WORKING BOTH OF THOSE IN TANDEM. SO THERE ARE TWO PROJECTS AND RUNNING SIDE BY SIDE IN THE TIP AND THEN THEN THE STEPS ARE WILL BOTH BE INCLUDED IN THE STEP. OKAY AND THEN EVEN THOUGH THAT ONE IS OUTSIDE OF COUNTY WE INTEND TO RUN THAT AS A COUNTY LPA ROUTE AND THEN WE'LL WORK WITH JASPER AS WELL ON THAT ONE THING THAT HARDY HAS DONE RECENTLY IS THEY HAD A REALLY GOOD MEETING THAT WE PARTICIPATED IN AND BASICALLY ALL THE MAJOR DEVELOPMENTS ALONG 278 PRETTY MUCH FROM MARGARITAVILLE BACK TOWARDS INTERSTATE THEY HAD THEM ALL IN A ROOM SO THEY COULD COORDINATE THEIR TO THEIR TRAFFIC IMPACT ANALYSIS BECAUSE EVERYBODY HAS TO DO ONE FOR THEIR PROJECT AND EACH EACH ONE SAYS SPECIFIC IMPROVEMENTS BUT DON'T SPEAK TO THE WHOLE THROUGH LIKE LOOK, WE'VE GOT TO FIGURE THIS OUT. LET'S MAKE SURE ALL THE TIES ARE APPLES TO APPLES INSTEAD OF WE GOT SOME THAT SAY A GROWTH RATE OF THIS VERSUS THE GROWTH RATE OF THAT LET'S MAKE SURE THEY'RE ALL THE SAME SO THEN WE CAN ACCURATELY PREDICT WHAT OUR TRAFFIC'S GOING TO BE IN 2030 AND THEN FROM THERE WE CAN DETERMINE OKAY, 2030 THIS IS WHAT THE TRAFFIC LOAD IS GOING TO BE. WE NEED TO MAKE WE HAVE THIS INTERIM PROJECT IMPLEMENTED SO WE DON'T GET TO GRIDLOCK. SO THERE'S A SUPER SUCCESSFUL MEETING WITH WITH THE
[00:15:05]
DEVELOPERS AND THEN THEIR ENGINEERS THERE AND SO APPRECIATE HARTSVILLE KIND OF GETTING ALL THOSE FOLKS IN THE SAME ROOM AND RIGHT NOW BASICALLY THEY HAVE AN ENGINEER THAT'S HELPING CONSOLIDATE THAT INFORMATION FROM THE DEVELOPER SO THEY CAN GIVE A RECOMMENDATION TO TOWN COUNCIL WHAT HAVE WE TAKEN 20 YEARS TO GET TO THAT POINT? I HEAR YOU REALLY I MEAN IT'S GREAT THAT YOU'RE AT THAT THAT HARDY VILLE IS ACTUALLY COOPERATING ON A REGIONAL. WELL, I THINK EVERYBODY IS STARTING TO FEEL A PAIN AND SOMETIMES THINGS DON'T HAPPEN TILL PEOPLE FEEL PAIN. AND IF YOU DRIVE TO 78 IN THE MORNING YOU PARTICIPATE IN THAT PAIN THRESHOLD. YEAH, MY UNDERSTANDING IS WE'RE ALSO ACTUALLY GETTING A BUG IS THAT THERE I'VE SIMILAR SIMILAR DISCUSSIONS ON THAT I'VE ALSO HEARD THAT THEY HAD TO REDESIGN THE INTERCHANGE BECAUSE OF THAT WELL THE INTERCHANGE RIGHT NOW WHAT'S IN THE PLANS FOR DOTTY IS A I ALWAYS GET THE NAME OF SPU OR THE SPU SO WHAT IT IS IS BASICALLY IF YOU'VE DRIVEN AND SEEN THIS IS TRADITIONALLY WE'RE ON THE RIGHT SIDE OF THE ROAD IT PUTS ON THE OPPOSITE SIDE OF THE ROAD. SO WHEN YOU GET TO THE OFFICES INTERCHANGE WHERE YOU'RE TRYING TO TURN LEFT TO GO SOUTH TO GEORGIA, YOUR ALREADY THERE SO YOU DON'T HAVE A ANOTHER SIGNAL, YOU HAVE A FREE FLOW LIFT AND THEN ONCE YOU PASS THE THE TURN THEN IT GETS YOU BACK ON IT. SO KIND OF LOOKS LIKE A FIGURE EIGHT IT'S CALLED A SPREE THEY HAVE IT ON THE WEBSITE IF YOU'RE INTERESTED AND WANT TO TAKE A LOOK AT IT DIVERGING DIVERGING DIAMOND THIS IS OUR VIEW IS IS ONE ON TOP IN A SINGLE INTERSECTION BUT A DIVERGING DIAMOND SCUSE ME SO ANYHOW IT LOOKS KIND OF DIFFERENT WHEN YOU DRIVE IT IT DOESN'T ALLOW YOU TO MAKE A MISTAKE.IT'S PRETTY SELF-EXPLANATORY EVEN PROBABLY MORE SELF-EXPLANATORY THAN A CIRCLE IS A ROUNDABOUT. SO THAT INTERSECTION IS ARE THAT WHOLE INTERCHANGE GET A REDESIGN. I DON'T KNOW IF THAT'S WHAT YOU'RE REFERENCING OR NOT BUT YEAH SO IT'S THAT WAS GOING TO HAPPEN REGARDLESS IF THAT DEVELOPMENT HAPPENS OR NOT.
SO WE'LL SEE WHAT THE FUTURE HOLDS THERE INSTEAD SO ANY OTHER ALL RIGHT SO YOU KNOW THANK YOU FOR ALL RIGHT BRIAN EUROPE OUR 500 TO 2080 PROPOSAL THEY'RE DOING THE 23RD YEP THAT'S GOING TO BE DUE THE 23RD SO WE ARE CURRENTLY FOR OUR COUNTY ROAD RESURFACING AND PRESERVATION DOT ROADS 580 AND OUR COUNTY DIRT ROAD PROGRAM ARE ALL ON A FIVE YEAR PROGRAM THAT HAS BEEN DEVELOPED THROUGH YOU KNOW, A CONDITION ASSESSMENT EVALUATION.
SO IN FUTURE OUR PREVIOUS MEETING THIS YEAR IT WAS ASKED TO LOOK AT DOING THAT FOR ROADS 528 THAT IS WHAT THEY RFP IS FOR. IT WAS POSTED ON APRIL 22ND.
WE GET BIDS DUE BACK ON THE 23RD LIKE CHAIRMAN MENTIONED AND THEN WE HAVE A SELECTION COMMITTEE THAT WILL REVIEW THOSE BIDS. HOPEFULLY THAT PROCESS WILL TAKE 1 TO 2 WEEKS AND THEN WE CAN GET THEM BACK IN FOR A RECOMMENDATION TO GO TO COUNCIL COMMITTEE SO HOPEFULLY WE WOULD BE ABLE TO GET SOMEONE KICKED OFF YOU KNOW I WOULD SAY JULY POSSIBLY LATE JULY HOPEFULLY AND I THINK THERE'S A THREE MONTH WINDOW TIME FRAME TO REEVALUATE THE NEXT COUPLE OF YEARS ON THE CURRENT AND THEN A LONGER TIME FRAME FOR THE OVERALL THE COMMITTEE THAT WAS SELECTED TO DO THE REVIEW FOR THE RFP WAS BEFORE MYSELF ART AND JIM AND YOURSELF. YES SIR. AND MY UNDERSTANDING IS YOU PUT TOGETHER AS YOU'VE DONE IN THE PAST THE BINDERS SO THAT WE CAN LOOK YES, WE CAN DEFINITELY DO THAT AND THEN YEAH. GET THEM KICKED OFF IN. WE HAVE HAD A FEW QUESTIONS COME IN SO I'M HOPEFUL THAT WE WILL HAVE A GOOD NUMBER OF RESPONSES LOOKING TO DO THIS WORK FOR US SO QUESTIONS OKAY SO YOU KNOW THANK YOU SIR THANK YOU NEW BUSINESS ITEM MAKE OUR
[6. NEW BUSINESS]
TRANSPORTATION PLAN FOR 2020 FOR 2025 ART I ASKED YOU AND JENNY TO TAKE CARE OF THAT YEAH AGREE I HAVE IN CONJUNCTION WITH JENNY AND ACTUALLY WITH STEPHANIE LET'S PUT TOGETHER A VERY VERY VERY FIRST DRAFT WHICH I'M GOING TO SHARE WITH JENNY TODAY.SHE HASN'T EVEN SEEN MY FINAL I HAVE SEEN IT. I'M JUST TOTALLY OUT OF OUT OF THE LOOP. YOU WILL BE IN THE LOOP AFTER THIS MEETING IF YOU HAVE 5 MINUTES. WELL, STEPHANIE'S MY SUCCESSOR .
YEAH. OKAY. WE WILL HOPEFULLY HAVE A
[00:20:07]
PACKAGE FOR THE BOARD TO LOOK AT FOR THE JULY MEETING OR POSSIBLY BEFORE THAT.OTHER THAN THAT UPDATING GETTING SOME NEW MILEAGES AND BRIAN I'M GOING TO NEED PERHAPS SEE YOU AND GET UPDATED NUMBERS FOR THIS REPORT IF I COULD DO THAT.
YEP, I COULD DEFINITELY GET THAT FOR YOU RIGHT. SOUNDS GREAT IS YOU KNOW WHEN WE STARTED DOCUMENT OUR TRANSPORTATION PLAN AND OUR TRANSPORTATION PLAN STANDS AS ONE OF THE BETTER ONES YOU'LL FIND IN THE OF THE 46 COUNTIES IN THE STATE BUT IT'S IMPORTANT TO KEEP IT CURRENT AND THIS NEW ROUTE BY SURPRISE IS VERY IMPORTANT TO US.
THANK MUCH FOR YOUR WORK. NEXT ITEM IS CTC 101 AND CTC MATERIALS THAT WAS ASKED TO HAVE THAT PUT ON THE AGENDA. OUR TWO NEW MEMBERS I WILL BE TRYING TO SET A MEETING WITH YOU ARE AND WE'LL GET CHRIS TO JOIN US AS WELL AND WE'LL HOLD IT AT THE ENGINEERING BUILDING AND GIVE YOU A CHANCE TO BE FULLY AWARE OF WHAT HOW THE CTC IS FUNDED HOW WE ARE FUNDED DIRECTLY AND INDIRECTLY WE'RE A DONOR COMMITTEE OR DONOR COUNTY .
SO IT'S IMPORTANT I THINK TO GET YOU ON BOARD AN UNDERSTANDING OF OUR ROLE IN THE TRANSPORTATION OF YOUR FOUR COUNTY. WE'VE PUT OUT SEVERAL TIMES DOCUMENTS WHICH SHOWS THE DOCUMENTS YOU'RE SUPPOSED TO HAVE IN YOUR POSSESSION AND THEY AMOUNT TO SOMETHING THAT EQUALS ABOUT THIS. THE LAST THING THAT WE WANT IS COMMITTEE MEMBERS NOT TO HAVE ALL THE DOCUMENTS. SO CHRIS IS ON IN MEXICO AND WE'LL BE BACK IN I THINK TEN DAYS, IS THAT RIGHT? YOU'LL BE BACK NEXT THURSDAY.
NEXT THURSDAY. AND SO WITH THAT WHATEVER YOU HAVE IN YOUR PACKET IF YOU HAVE NOTHING PLEASE CONTACT CHRIS. SHE WILL SEE THAT YOU GET THE LINKS AND EVERYTHING SO THAT YOU HAVE THE DOCUMENTS PRIOR TO COMING TO CTC ONE ON ONE QUESTIONS IS THERE A DATE FOR THAT MEETING? NOT YET. IT WILL BE PROBABLY NEXT OR THE WEEK AFTER SINCE CHRIS IS GONE. WE'LL BE BACK TO NICK SEARCY. I'M GOING TO TALK NOT ONLY A LITTLE BIT ABOUT SUN CITY ITEMS SEEING BUT I'M ALSO GOING TO TALK A LITTLE BIT ABOUT THE STATEWIDE CTC MEETING THE STATEWIDE CTC MEETING WAS HELD WITH A TENSION BETWEEN A HUNDRED AND 75 185. I HAD THE HONOR OF BEING THE PRESENTER AND THE ONLY PRESENTER OF THE CBC AT THE MEETING AND THEY WERE QUITE PLEASED WITH THE EFFORTS THAT WE'RE PUTTING IN WHERE OUR COMMITTEE RUN AND IT WAS QUITE SATISFYING AS A WRITER QUITE SATISFYING WITH THE NUMBER OF PEOPLE THAT COME UP AFTER THE MEETING TALK TO ME ABOUT THE WAY WE'VE ORGANIZED WE WE'RE DOING OUR HAVING OUR ROBES ANALYZED AND HAVING FIVE YEAR PROGRAMS PUT IN PLACE AND ANALYZE THE FIVE YEAR PROGRAM EVERY FOUR YEARS.
SO IT WAS VERY WE'RE WELL RECEIVED AND I WAS REALLY HONORED TO BE ABLE TO MAKE THE PRESENTATION AFTER THAT I WAS INVITED TO SOME CITY THINK IT WAS NOT THE 15TH MAYBE FROM 19 THREE AND I THINK WE HAD WHAT CRAIG ABOUT 65 SITTING THERE IN THE SEATS 75 PEOPLE OUR AND WAS INTERVIEWED BY CRAIG AND I BOTH WERE INTERVIEWED AFTER THE MEETING BY THE SUN SO THE WHAT IS IT GAZETTE OR WHATEVER SUN CITY TV STATION SO WE WOUND UP AND WE WOUND UP HAVING A PRESENTATION ON IT AND I MUST SAY IT WAS VERY, VERY WELL RECEIVED AND IT'S ONE OF THE THINGS WHICH I THINK THAT IT WAS PART OF THAT MEETING WAS SOMETHING I THINK OF US REALIZE BUT IT'S GOING TO BE A REAL CHALLENGE THE FUTURE WITH ELECTRIC CARS AND THE IMPACT IT'S GOING TO HAVE ON OUR FUNDING SOURCE. WE'RE FED THROUGH GASOLINE TAXES AND I'M TRUSTING THAT OUR MENTION IT TO OUR FRIENDS AT D.O.T. AND THEY'RE VERY MUCH
[00:25:03]
AWARE OF AND HAVE TALKED TO THE STATE LEGISLATORS ABOUT IT BUT THEY HAVE TO COME UP WITH A SOLUTION TO HELP US MAINTAIN THE ROADS AND HOW THEY DO NOT SURE HOW IT'S GOING TO COME ABOUT BUT IT'S DEFINITELY ISSUE IF WE'RE NOT GETTING GASOLINE TAX DOLLARS WE NEED TO FIND ANOTHER SOURCE OF INCOME ANY QUESTIONS OR COMMENTS WILL THERE BE A TAX? I MEAN I'M CHARGING I IT'S SO MANY DIFFERENT IDEAS. THEY TALKED MAKING A SURCHARGE ON LICENSE PLATES THAT ARE THAT ARE ELECTRIC CARS THERE'S JUST SO MANY IDEAS FLOATING AROUND AND I THINK WITH 50 STATES STILL TRYING TO FIGURE OUT HOW TO DEAL WITH THIS, WHO KNOWS HOW IT'S GOING TO IT'S REALLY GOING TO TURN OUT BUT IT'S A SOURCE OF OUR OUR FUNDING AND THE OTHER QUESTIONS COMMENTS. ALL RIGHT. THANK YOU.I AM THE THE FIRST REPAVING BRIAN. THANK YOU, MR. CHAIRMAN.
SO FIRST I WOULD JUST LIKE TO JUST STATE OUT THERE WE ARE NOT PAVING NEW ROADS ON THE FUNKY SO BUT GOING BACK TO DIRT ROAD 54 WHICH RUSTY BRIEFED ON EARLIER WE ROCK THREE ROADS WHILE WE WERE OUT THERE WE HAD A PUBLIC MEETING ENGINEERING A PUBLIC WORKS STAFF WENT OVER, HAD A PUBLIC MEETING DISCUSS THAT PROJECT PRIOR TO GETTING STARTED.
ONE OF THE THINGS THAT WE HEARD THEN AND WE HAVE HEARD SINCE DIRT DURING THE PROJECT AND SINCE IS THAT IN FRONT OF THE FIRE STATION FROM THE TURNING MOVEMENTS OF THE FIRE TRUCKS IT HAS POTHOLE AND IS IN REALLY BAD SHAPE. IT'S JUST AN OLD GYPSY HILL ROAD THAT HIS POLICY BASED ON THE GOLF CARTS THAT DRIVE ON IT HIS A LOT LONGER THAN IT PROBABLY SHOULD HAVE BUT THE GOLF R THE FIRE TRUCKS THE TURNING MOVEMENTS HAVE ENDED UP PRETTY BAD. WE HAD ICE AN EVALUATION WORKING ON THE HUSKY IS EXTREMELY DIFFICULT SO WE HAD A CONSULTANT ICE TO EVALUATION GIVE US FEW OPTIONS ON WAYS THAT WE COULD ADDRESS THIS ISSUE. ONE OF THOSE CAME OUT WAS YOU KNOW, TO PAVE IT BACK WITH ASPHALT AND IT JUST SO HAPPENED ABOUT I THINK IT MIGHT BE IN THE SAME DAY GOT THEIR FINAL REPORT WAS MADE AWARE THAT HIPAA IS GOING TO BE PAVING INSIDE HAGG POINT ON THE SKI LATER ON THIS YEAR PROBABLY AROUND SEPTEMBER SO IT SINCE IT IS A PUBLIC SAFETY ISSUE AND IT IS A THE DIFFICULTY GET IN THERE WE HAVE BELIEVE WE CAN GO FORWARD AND POTENTIALLY LOOK AT A PACK TO DO SOME PAVING IN FRONT OF THE FIRE STATION TO REPAIR THAT AREA TO MAKE IT SO THAT THE FIRE TRUCK CAN USE IT SAFELY AND NOT HINDER RESPONSE.
WE WILL BE REQUESTING A PROPOSAL FROM A PACK. THEY'RE WORKING THROUGH THAT NOW AS FAR AS BARGING AND THINGS LIKE THAT WE WILL BE COMING BACK ONCE WE HAVE A FULL PROPOSAL TO REQUEST FUNDS FOR THE PAVING AGAIN IT WAS UNEXPECTED TO POP UP THIS.
PUBLIC WORKS HAS THEIR WAIT AND SEE WHAT THEIR BUDGET LOOKS LIKE FOR THE FISCAL YEAR BUT THEY'VE AGREED TO CONTRIBUTE SOME FUNDS. WE'RE RIGHT NOW A VERY ROUGH BACK OF THE ENVELOPE NUMBER IS THERE'S A WAY AND I SAID ON SUBS BARGING AND THINGS LIKE THAT BUT PROBABLY NOT TO EXCEED 250,000. SO I JUST WANTED TO THROW THAT WE'RE PROBABLY BE COMING BACK ONCE WE HAD A PROPOSAL TO REQUEST FUNDING ANY QUESTIONS THIS GREAT THIS IS A COUNTY ROAD. YES SIR YES SIR.
AND YOU SAID A PACK WAS GOING TO DO SOMETHING EVEN BEFORE THIS STARTED, IS THAT YES.
THEY ARE GOING TO BE IN A PRIVATE COMMUNITY PRIVATE COMMUNITY ROADS AND WHO WAS PAYING THAT? THE PRIVATE COMMUNITY THE COUNTY HAS NO FUNDING IN THAT WHATSOEVER. OKAY. IS IS ANY OF THE FUNDING FOR ADDITIONAL PAVING BEING PAID BY THE TRUSTEE? I MEAN THEY'RE COUNTY RESIDENTS SO PAYING INTO THE GAS TAX AND THINGS LIKE THAT AS WELL. BUT AS FAR AS COMING OUT OF THE DEFENSE COUNCIL I DON'T BELIEVE THEY HAVE ANY FUNDING CAPABILITIES FOR THAT AND I THINK ALSO HEARD YOU SAY THE EIGHT PACK THEY'RE GOING TO SEND YOU SOMETHING AND YOU'RE GOING TO REVIEW IT AS IT RELATES TO DOES IT MEET COUNTY STANDARDS OR SO ON AND SO ON? YES EVERY ANY WORK THAT'S DONE WILL MEET COUNTY STANDARDS. SO I DON'T WANT TO MAKE REPAIRS OR ANYTHING TO IT WITHOUT BRINGING BACK UP TO KIND OF STAGE ONE.
I MEAN I HEARD IT BACK WAS GOING TO DO SOMETHING I MEAN AND I ALSO THOUGHT I HEARD THAT WE WERE GOING TO ENGINEERING WAS GOING TO GET A PACKAGE THAT WAS GOING TO YOU KNOW, WHAT WAS GOING ON WHEN YOU BROUGHT IT TO ME FOR DISCUSSION IT WAS VERY APPARENT TO ME THAT WE SHOULD
[00:30:09]
BE GOING ALONE ON THIS BECAUSE PUBLIC WORKS HAS A RESPONSIBILITY OF MAINTAINING ROADS AND THEY HAVE THAT RESPONSIBILITY IN THE POTHOLES AND SO ON.THEY CREATED AND THEY HAVEN'T MADE REPAIRS SO I DON'T HAVE A PROBLEM WITH SPENDING COUNTY MONEY ON COUNTY ROADS OR ON OUR SYSTEM BUT I DON'T AGREE TO DO ALONE AND I VERY MUCH EXPECT TO SEE HELP HAVE FUNDING OUT OF PUBLIC WORKS TO FIX HELP FIX THE ROADS WHENEVER THE COST IS SHARING IN THAT PROCESS. WELL, THAT'S WHY MY FIRST QUESTION WAS IS THE COUNTY RIGHT AND DID I HEAR $150,000? IT'S JUST AS I SAID THEY DON'T HAVE THEIR FULL BARGE COSTS BUT THEY'RE LOOKING AT AT MOST 250 . WE HAVE OBVIOUSLY PLENTY FUNDS IN PLACE TO TAKE CARE OF IT IF WE ELECT TO DO SUCH WELL. BUT YOU'LL GET BACK WITH US AT OUR NEXT MEETING JULY MEETING? YES, SIR. WE'LL HAVE HOPEFULLY I HAVE A PROPOSAL IN HAND BY THEN AND WHAT'S GOING BACK IS GOING TO BE MORE STURDY THAN WHAT'S THERE AS A CHIPS OR CHIPS HILL ROAD. NOW THEY'RE BASICALLY GOING TO DO A ESSENTIALLY A FOLD OF PATCH SECTION WITH LEVELING OVER IT.
IT WILL BE MUCH BETTER AND MOST LIKELY NEVER HAVE TO BE TOUCHED AGAIN AT LEAST NOT IN OUR AREA.
SO THAT SOUNDS LIKE A THANK YOU. THANK YOU.
NEXT ITEM IS PROJECT SIGNAGE PROJECT REPORTING THE ENGINEERING DEPARTMENT THROUGH THE YEARS HAD PUT OUT ON OUR BEHALF ACKNOWLEDGING ROAD PROJECTS THAT WE HAVE COMING UP BUT WHAT I SEE THE ANNOUNCEMENTS GO OUT IT NEVER SAYS IT'S THE COUNTY TRANSPORTATION COMMITTEE'S PROJECT AND ONE OF THE THINGS THAT WE'VE STARTED WORKING WITH ENGINEERING HAVING THEM DO IS TO BASICALLY WHENEVER ANY PUBLIC ACKNOWLEDGMENT OUT WHETHER IT'S TO THE NEWSPAPERS OR TO WHETHER IT'S TO THE TV STATIONS IT GOES OUT IF THERE ARE PROJECTS AND DESIGNS FOR COUNTY TRANSPORTATION COMMUNITIES PROJECTS THE GENERAL PUBLIC OUGHT TO KNOW WHAT WE'RE DOING AND WHY WE'RE DOING IT AND WHERE WE'RE SPENDING OUR FUNDS. COUNTY COUNCIL ABSOLUTELY. ALONG WITH THAT VERY BRIAN AND I HAVE BEEN SKETCHING BACK AND FORTH AND LOOKING AT HOW WE CAN PUT SIGNS OUT THE DAY BEFORE ON PROJECTS THAT WERE RESURFACING . SO ON PROJECT COSTS COMMITTEE APPROVED EXPENDITURES OF $25,000 LEFT OR LESS TO BE BY THE TO BE APPROVED BY THE CHAIRMAN VICE CHAIRMAN AND TREASURER RATHER THAN WE'RE GOING TO GET A HALF A DOZEN SIGNS PUT UP AND TO BE ABLE &-PT PROJECTS DO THERE A DAY OR TWO AFTER AND MOVE THEM THEN TO THE NEXT PROJECT SO THAT THE GENERAL PUBLIC KNOWS THAT IF WE'RE TO TRANSPORTATION COMMITTEE IS JUST TAKING CARE OF THEIR STREETS THE ROADS FOR ANY QUESTIONS COMMENTS WELL THERE MAY COME A TIME WHEN WE NEED TO GET ANOTHER SOURCE OF FUNDING AND HAVE THE COMMUNITY AWARE OF WHAT WE'VE DONE ALREADY WILL GIVE US YOU KNOW SOME A LEG TO STAND ON BECAUSE NOW I THINK THEY WE JUST SIT AROUND AND WELL I CAN TELL YOU THAT WHENEVER ANOTHER INTERVIEW IS GOING TO HAPPEN IS WAS GOING TO HAPPEN WITH ME AND HANDLE THE PIO AND ONE OF THE THINGS WE'RE GOING TO TALK ABOUT IS THE FACT WE'VE IN THE LAST SINCE 2016 WE'VE TOUCHED OVER 200 MILES OF COUNTY ROADS AND STATE ROADS IN GUILFORD COUNTY WHICH IS REMARKABLE WHICH WE STARTED THE PROGRAM WE HAD NO IN GOOD OR VERY GOOD CONDITION AND TEN MILES OF VERY POOR TODAY WE HAVE ALMOST 80 PLUS MILES IN VERY GOOD IN GOOD CONDITION AND NO ROADS LEFT IN A VERY POOR CONDITION. SO THAT SHOULD BE THE HEADLINES.
YES, IT'S ABSOLUTELY SHOULD. OKAY. NO OTHER QUESTIONS.
YES, I'M TRYING TO GET MY HANDS WRAPPED AROUND IF THERE'S A SIGN THAT SAYS THIS IS A BEAUFORT COUNTY IMPROVEMENT FUNDED BY COUNTY, WHAT DIFFERENCE, DOES IT MAKE THAT
[00:35:09]
THE FUNDING ON WE VIEW COUNTY WHAT DO YOU WHAT DO YOU ASK GRADE I GOT THE IMPRESSION THAT YOU WANTED TO PUT SOMETHING UP THAT SAYS THIS IS FUNDED BY THE COUNTY TRANSPORTATION COMMITTEE ABSOLUTELY DIFFERENT SOURCE OF FUNDING THAN THE REST COUNTY EXPENDITURES ON ROADS BECAUSE IT COMES TO THE SPECIAL FUNDING COMMITTEE BUT WOULDN'T IT BE ADEQUATE TO HAVE A SIGN THERE THAT SAYS THAT THIS PROJECT IS FUNDED BY COUNTY. NO, BECAUSE THAT'S NOT QUITE ACCURATE BECAUSE THE FUNDING COMES FROM OUTSIDE OF BEAUFORT COUNTY.[7. TREASURER’S REPORT]
RIGHT. OKAY. THANK THANK YOU.TREASURER'S REPORT YOU HAVE THE SNAPSHOT IN YOUR PACKAGE OF WHERE ARE THROUGH THIS THROUGH THE MARCH IN TERMS RECURRING REVENUE ONE OF THE THINGS WE'RE LOOKING AT DOING AND WE HAVE WE HAVE AT LEAST A TRY NOW TO LOOK AT AND POTENTIALLY TWEAK IT IS THAT BRIAN AND CHRIS? BRITTANY AND I GOT TOGETHER A FEW WEEKS AGO AND WE ARE LOOKING AT DEVELOPING AND USING SOMEWHAT OF A COMPANION SPREADSHEET TO PROJECT WHERE WE'RE GOING TO BE AT END OF THE YEAR SO THAT WE CAN TRACK WE GO THROUGH ARE WE ON TRACK TO MEET OUR TARGETS PARTICULARLY REQUIRED OF SPENDING ON ON STATE SECONDARY ROADS YOU SIT WE ARE ON TRACK FOR FOR A C FUND RECURRING REVENUE STILL EXPECTED TO BE ABOUT THE 2.66 MILLION THAT WE WENT INTO THE YEAR EXPECTING YEAR SIX PROJECTS HAVE BEEN COMPLETED AND THAT TOTALED 4.2 MILLION ON YEAR SIX ON YEAR SEVEN JUST SOME AS BRIAN RUSTY COVER WE'RE JUST KIND OF KICKING OFF SOME OF THOSE PROJECTS BUT IN TERMS OUR FIRST PASS AT PROJECTIONS LOOKING AT SPENDING 2.6 MILLION WITHIN THIS FISCAL YEAR ON YEAR PROJECT KIND OF A WORK IN PROGRESS. WE'RE JUST WORKING ON IT NOW. IT'S KIND OF A BETA TEST TO SEE IF WE HOW WELL WE HOW WELL WE CAN PROJECT AND JUST KNOW WHERE WE'RE GOING TO BE YOU KNOW SEVERAL MONTHS OUT AS WE PARTICULARLY AS WE APPROACH THE END OF THE FISCAL YEAR THE ONLY OTHER ITEMS REPORT IS THAT THE C FUND REVIEW MEETING WITH THE CDOT IS SCHEDULED FOR MAY 30TH AS YOU MAY RECALL WE GET OUR ANNUAL BY NCDOT AND THEY COMMITTED AND GO THROUGH OUR HOW WE'VE RAN THE PROGRAM TO MAKE WE'RE IN COMPLIANCE WITH THE STATE STATUTE AS A REMINDER NUMBER ONE WE ELECTED BACK IN 2017 TO SET PORTION OF FUNDING FOR AN EMERGENCY WE HAVE IN MAY AND WILL CONTINUE TO MAINTAIN THE $500,000 EMERGENCY FUND TO FOR ANY THING THAT MIGHT COME UP WHERE WE NEED TO BE ABLE TO SPEND FUNDS AND THAT'S WHAT IT'S FOR WHETHER IT'S FOR CHANGE ORDERS AND PROJECTS OR WHATEVER THAT THE INTENT OF IT OR WE'RE TALKING ABOUT THE DVORSKY ISLAND FIRE STATION SAVINGS. WERE THERE ANY OTHER QUESTIONS JIM OKAY. WE'LL MOVE ON TO ITEM NUMBER EIGHT.
IS THERE ANY OTHER PUBLIC COMMENT OR AGENDA SEEN ON MY COMMENTS TODAY OR IS PRETTY
[9. CHAIRMAN COMMENTS]
SIMPLE AND I WOULD REMIND EVERYONE THAT WE'VE MADE COMMITTING THROUGH PERPETUITY HAS MADE THE DECISION AND HAS BEEN UP IN OUR OUR ANNUAL TRANSPORTATION PLAN THAT MEMBERS ARE REQUIRED OR ASKED TO ATTEND AS EVERY MEETING IF YOU MISSED TWO MEETINGS YOU WILL AUTOMATICALLY BE DISQUALIFIED FOR BEING A MEMBER OF THE COMMITTEE AND IT'S REALLY SIMPLE OR IT'S NOT CALLING CHRIS IT'S SIMPLY SENDING ME AN EMAIL AS JOHN DO AND BOTH JOHN'S ACTUALLY AND CHARLES PERRY HAS DONE SO IF YOU'RE GOING TO BE MISSING OR NEED TO MISS A MEETING BY EMAIL ADDRESSES THEY'RE JUST DROPPING EMAIL.LET ME KNOW WHAT'S GOING ON AND I DON'T LIKE THE IDEA OF HAVING TO CALL SOMEBODY NOT IN ATTENDANCE BUT AS I SAID EARLIER BY SKEWS PERRY TODAY BECAUSE HE HAD TALKED WITH ME
[00:40:06]
PREVIOUSLY AND WE'LL FIX CLARENCE'S ONE EXCUSE FOR HOW THAT WE SPOKE BEFORE THE MEETING IT WHAT PLUS WE HAPPENED WITH ONE MEMBER THAT WASN'T GOING TO ATTEND AND THAT MESSAGE LOOKED LIKE THE MEETING CANCELED INSTEAD OF HIM NOT BEING AT THE MEETING SO IT'S MY PHONE IS AVAILABLE YOU CAN GO THROUGH OUR ROSTER SO THE PHONE NUMBERS OF THEIR EMAIL ADDRESSES THERE ALL I ASK IS GROUP TO CONTACT ME ON I SEE NOTHING WE'RE GOING TO DO GOOD[ADDITIONAL ITEM]
TODAY SO YES GREG IS THERE ANYONE THAT COULD MAKE THE ANNOUNCEMENT ABOUT THE ONLINE FIVE MEETING NEXT MONTH ABOUT WHAT TIME WHERE AND SO THERE'S ANYONE HERE NO I DON'T KNOW TO BE YEAH WOULD BE THE ONES WOULD BE ANNOUNCING IS TYPICALLY IN THE PAPERS OKAY IF I GET NOTICE BEFORE BEFOREHAND I'VE SEEN YOU WONDERING YOU KNOW WHERE AND WHAT TIME THIS COULD BE CAN I ASK THERE ANY DISCUSSION AS TO HOW WE WILL INTERFACE WITH THE PROPOSED TRANSPORTATION TAX WHICH WILL CHANGE THE SCALE OF FUNDING SIGNIFICANTLY WITHOUT THE THROUGHOUT THE COUNTY AND LIKE WHO'S DRIVING THE BUS AND ALL THAT KIND OF STUFF IT LOOKS LIKE THE ACTIVITIES THAT ARE BEING FUNDED BY THAT SEEM TO BE IN KIND OF THE SAME BALLPARK THAT OPERATE OPERATED. I MEAN I KNOW IT MAY BE A POLITICAL FOOTBALL BUT I VERY MUCH OF POLITICAL FOR IT WAS BASED ON THE PRESENT PROPOSALS ARE BASED VERY MUCH THE WORK WE DID TWO YEARS AGO OKAY AND A LOT OF WORK WENT INTO THAT WORK.IT LOOKS LIKE THERE ISN'T MUCH WORK INTO THIS BECAUSE THERE WAS SO MUCH WORK PUT INTO IT AND THEN FOR VARIOUS REASONS IT WASN'T PUT TOO WELL THE COUNTIES HELD WHAT FOUR MEETINGS NOW THROUGH THE VARIOUS REASONS SOMETHING LIKE RIGHT AND BUT WE DON'T HAVE MORE AWFUL FOR US TO TAKE CARE OF IT WILL FOR THE MR. JARED TO TAKE CARE OF AS IT GOES FORWARD IF IT IF IT'S PASSED THAT'S WHEN HE'S GOING TO GO BUT ON A SCALE BASIS IT'S A BIG DIFFERENCE. YES. THE MORE BECAUSE I THINK HIS PLANS WENT UP SOME PLACE YEAH BUT IT JUST YEAH NO I MEAN I'M JUST SAYING THAT A LOT OF WORK DID GO IT TWO YEARS AGO AND THEN FROM SOME POLITICAL REASONS LET'S CALL A SPADE A SPADE. IT WAS THERE WAS NO REFERENDUM AND IT WENT TO GREEN GREENSPACE. YEAH AND ALL THE WORK THAT HAD BEEN DONE WAS STILL THERE AND AVAILABLE SO REAL QUICK ON SALES TAX WHERE COUNTY COUNCIL IS WITH THAT JUST IN GENERAL SO THEY STARTED THEY GOT THE RECOMMENDATION FROM THE SALES COMMITTEE LAST DECEMBER.
THEY THAT FOR IT WAS A 15 YEAR 1.6 TO $5 BILLION PROGRAM THAT WAS RECOMMENDED THEY BROUGHT THAT TO COUNCIL HAD FIRST AND SECOND READING OF ORDINANCE IN JANUARY AND FEBRUARY THEN THEY PUT IT ON PAUSE AND THEN WE DID THE INFORMATIONAL SESSIONS WE FIVE INFORMATIONAL SESSIONS OVER THE LAST SIX WEEKS OR SO AND WE JUST HAD OUR LAST ONE LAST WEEK I BELIEVE ARE TWO WEEKS AGO AND SO IT IS NOW GOT IT CAME TO COUNCIL ON MONDAY NIGHT JUST AS AN NOT TO BE TAKEN UP AS THIRD READING BUT JUST TO BRING IT BACK THEN AS SOON AS IT GOT THE COUNCIL THEY REFERRED TO PUBLIC FACILITIES COMMITTEE WHICH MEETS IN TWO WEEKS THERE BETWEEN STAFF AND THE COMMITTEE WILL WILL PRESENT A RECOMMENDATION OF SOME UPDATES BASED OFF WHAT WE HEARD AT THE INFORMATIONAL MEETINGS WHAT'S BEING IS ONE OF THE BIG THINGS IS 15 YEARS THE RIGHT TIMELINE THERE WAS A LOT OF OPINIONS ON THAT AS WE WENT THROUGHOUT THE COUNTY AND AND THEN A COUPLE PROJECTS HERE AND THERE SO THERE WILL BE DISCUSSION ON COMMITTEE LEVEL AND THEN I THINK THE INTENT IS THAT COMMITTEE WOULD MAKE WHAT THEY THINK IS APPROPRIATE AND RECOMMEND THAT BACK UP TO COUNCIL FOR COUNCIL TO EITHER IT'LL EITHER BE A A UPDATED SECOND MEETING OR IT'LL BE A THIRD HEARING OF IT AND ANOTHER MEETING OR A PUBLIC HEARING AND A THIRD READING. SO YES, THAT'S WHERE WE ARE RIGHT NOW STILL STILL TO BE DETERMINED BUT IT'S IT'S MOVING FORWARD WHERE IT IS. ISN'T THERE A DEADLINE WHEN
[00:45:02]
COUNCIL YEAH SO AUGUST 15TH IS THE DEADLINE THAT IT HAS TO BE TO VOTERS REGISTRATION FOR IT TO MAKE IT TO THE BALLOT IN NOVEMBER SO THERE'S THERE'S STILL PLENTY OF OPPORTUNITY FOR COUNCIL AND AGAIN THIS COMING FORWARD MONTH AND THEN IT WOULD MOVE TO COUNTY COUNCIL AS SOON AS JUNE FOR A POTENTIAL THIRD READING JUST IS IS IS THERE AN ANTICIPATION THAT THERE WILL BE ANY OTHER BALLOT QUESTIONS SIMILAR CIRCUMSTANCE SO NOT THAT'S KNOWN AT THIS TIME SO WHAT WAS WHEN THE SALES TAX COMMITTEE WAS ESTABLISHED FOR THEM TO EVALUATE ANY AND ALL OPPORTUNITIES AND SO THEY AT THE TIME THEY LOOKED AT THERE'S SEVEN DIFFERENT SALES TAXES ARE AVAILABLE BY STATUTE THE THREE THAT THEY FOCUSED ON WAS ROADS BUILDINGS WHICH IS CAPITAL PROJECTS AND EDUCATION WHICH SCHOOLS DURING THAT PROCESS LAST YEAR THE SCHOOL RENT BOND REFERENDUM WENT FORWARD SO THEY DROPPED THAT AND WE'RE LOOKING AT ROADS AND CAPITAL PROJECTS AND DECIDED JUST TO MOVE RECOMMENDATIONS OF ROADS SO THERE HASN'T BEEN FURTHER DISCUSSION BEYOND THAT AT A COUNCIL LEVEL THEY'RE GOING TO ENTERTAIN ANYTHING OTHER THAN ROADS BUT RIGHT NOW IT'S JUST BEEN WHAT TYPE OF PROGRAM FOR ROADS BUT IS EDUCATION THINKING ABOUT IT IS? SO THE EDUCATION WHAT THEY DID LAST YEAR WAS A BOND REFERENDUM. IT NOT A SALES TAX AND SO THERE'S NO INDICATION FROM SCHOOL DISTRICT THAT THEY'RE LOOKING AT A SALES TAX FOR SCHOOLS AND ALL THE REST ARE THROUGH THE COUNTY. SO THERE HASN'T BEEN OTHER BESIDES THE DISCUSSIONS AT THE SALES TAX COMMITTEE THAT GOT RECOMMENDED TO COUNTY COUNCIL. THERE HASN'T BEEN ANY OTHER DISCUSSIONS AT COUNTY AT THIS TIME. YOU SAID ROADS IS IN THE DRAFT THAT'S PERHAPS GONE TO THE COUNCIL NOT GOING TO COUNCIL IS THERE STILL AN ITEM OR AN ADDITIONAL ITEM TO CONTINUE TO GREENBELT FUNDING? YEAH.SO THERE IS A PROVISION FOR GREENVILLE'S IN THE PROPOSAL RIGHT NOW.
AGAIN THIS 15 YEAR 1.6 TO 5 AND OUT OF THAT I BELIEVE IT'S 85 MILLION THAT IS PROPOSED FOR GREENBELT THAT IS SEPARATE FROM THE CURRENT TAX WHICH IS GREENSPACE.
SO GREENSPACE IS A WHOLE LOCAL SALES TAX AND WHAT'S APPROVED RIGHT NOW IS A TWO YEAR PROGRAM ON 100 MILLION AND IT EXPIRES AT THE END OF THIS YEAR GREENBELT IS A PROVISION INSIDE OF TRANSPORTATION AS ALLOWABLE USE THAT IS SEPARATE FROM SIMILAR BUT SEPARATE BENEFIT WELL OTHER QUESTIONS THANK YOU MUCH WITH THAT MEANS ADJOURN
