SO MY NAME'S GRANT MCCLURE. I WORK FOR THE COASTAL CONSERVATION LEAGUE AND WE'RE A501C3 NONPROFIT THAT FOCUSES ENVIRONMENTAL ADVOCACY TO PROTECT OUR NATURAL RESOURCES IN THE QUALITY OF IN OUR COMMUNITIES. THANK YOU FOR THE OPPORTUNITY TO COMMENT. THE PROPOSED AMENDMENTS TO ELIMINATE THE USE OF PLASTIC CARRY OUT BAGS PLASTIC STRAWS AND POLYSTYRENE PLASTIC FOAM. THE LEAGUE SUPPORTS THESE UPDATES TO THE BEAUFORT COUNTY COMMUNITY DEVELOPMENT WHICH WILL HELP PROTECT MARINE WILDLIFE AND LOCAL WILDLIFE, MAXIMIZE THE OPERATING LIFE OF OUR LANDFILLS AND THE ECONOMIC AND ENVIRONMENTAL COST OF MANAGING WASTE. WE OFFER THE FOLLOWING SUGGESTIONS TO FURTHER REFINE AND CLARIFY THE ORDINANCE NAMELY WE WANT TO MAKE SURE THAT THE EXEMPTIONS ARE NOT UNINTENTIONALLY CONFLICTING WITH THE ORDINANCES.
SO FOR EXAMPLE SECTION 30 8-1 64 ITEM K CREATES AN EXEMPTION FOR CARRY OUT CUTLERY THAT INCLUDES SPOONS AND FORKS AND THIS EXEMPTION WHETHER UNINTENTIONALLY OR NOT SEEMS TO CONTRADICT WITH ITEM E AND SECTION 30 8-1 63 WHICH STATES THAT NO FOOD OR GROCERY ESTABLISHMENT OR FOOD PROVIDER WITHIN THE UNINCORPORATED AREAS OF BEAUFORT COUNTY MAY PROVIDE PLASTIC STRAWS. PLASTIC FOOD SERVICE WEAR OR DISPOSABLE FOOD SERVICE WEAR CONTAINING PLASTIC FOAM TO ITS CUSTOMERS. SO WE RECOMMEND EXAMINING THIS DEEPER AND CLARIFYING IT. IN HOUSE WE'VE HOSTED ABOUT 1700 PUBLIC PROGRAMS EVERYTHING STORYTIMES TO BOOK CLUBS TO INFORMATION TOPICS TO COMPUTER HELP IN BETWEEN OUR PRINT AND DIGITAL CHECKOUTS WE PUT 694,000 ITEMS INTO THE HANDS OR EARS OF PEOPLE USING LIBRARY CARDS AND WE'VE HOSTED 1000 IN THREE MEETING ROOMS REQUESTS.
THAT'S JUST TO LET YOU KNOW WE'RE NOT EVEN WITH THE YEAR BUT LET YOU KNOW THAT OUR LIBRARIES ARE BEING USED FOR BOOKS AND MORE AS WE SERVE AND SUPPORT OUR COMMUNITY FOR LEARNING FOR LEISURE AND FOR LIFE. SO LET'S TALK ABOUT THE ROYAL LOCATION. I'M VERY I FEEL LIKE A MOTHER AND EXPECTANT IN THAT LAST PHASE OF WAITING EXPECTING THE DELIVERY OF OUR NEWEST CHILD TO THE THIS LIBRARY IN PORT ROYAL WILL BE AT 1408 PARIS AVENUE. WE JUST WANT TO KIND OF KEEP THIS MOVING ALONG AND, MAKE SURE EVERYONE'S ON BOARD THIS PLAN WE WOULD INVOLVE RATHER ROBUST PUBLIC ENGAGEMENT WHICH I THINK IS A GOOD THING. SO WE WOULD BRING IN YOU KNOW, THROUGH A SERIES OF MEETINGS THROUGHOUT THE PROCESS IT WOULD BUILD ON PAST EFFORTS. AS YOU'RE AWARE, WE'VE YOU KNOW ,DID A PLAN FOR LADIES ISLAND. SO OUR GOAL WAS TO THEN TAKE THAT AND MOVE IT FORWARD TO THE NEXT STEP FOR THE VILLAGE CENTER WHICH IS THE COMMERCIAL DISTRICT ON THE ISLAND IN ALL FOCUS ON COMMUNITY CHARACTER YOU KNOW EVERYTHING FROM ARCHITECTURAL STANDARDS TO STREETSCAPES THOSE TYPES OF ISSUES THAT ARE CURRENTLY THAT'S NOT MY PHONE ISN'T FOCUSED ON THOSE THINGS IN ADDITION TO SOME TRANSPORTATION ISSUES INCLUDING CONNECTIVITY AND ACCESS MANAGEMENT AND THEN TO ADDRESS SOME ITEMS THAT STILL NEED TO BE ADDRESSED SUCH AS SCHOOL ACCESS. THE MISSION OF FORD FREMONT IS TO PRESERVE AND PROMOTE THE FORT AS AN EDUCATIONAL HISTORICAL NATURAL AND CULTURAL RESOURCE IN THE AREA WE ARE PARTICULARLY INTERESTED IN TELLING THE STORY. THE HISTORY OF PORT ROYAL SOUND IN GENERAL AND PARTICULARLY DURING THE SPANISH-AMERICAN WAR ERA THIS WAS A FORT THAT WAS BUILT DURING THE SPANISH-AMERICAN WAR ERA SO IT PROVIDES AN IMPORTANT HISTORIC PRESENCE FOR FOR THE COUNTY.THE FRIENDS OF FORT FREMONT WAS FORMED IN 2009 WITH THIS AS A MISSION TO BE PART OF A COMMUNITY PARTNERSHIP WITH THE COUNTY TO SUPPORT THE PRESERVATION AND PROMOTION OF THIS PARTICULAR FORT. AND WE TAKE OUR COMMUNITY PARTNERSHIP FOR BEAUFORT COUNTY AT LARGE AND PARTICULARLY FOR OUR FRIENDS NEIGHBORS ON SAINT HELENA ISLAND THAT'S VERY TO US AND WE THINK THAT'S IMPORTANT FOR WHAT WE DO. I'M GOING TO BE HIGHLIGHTING THESE PARTICULAR TOPICS VERY BRIEFLY THAT ARE PART OF OUR REPORT.
FIRST IS THE HISTORY CENTER OPERATIONS THE COUNTY OPEN, THE HISTORY CENTER YEARS AGO.
WE BEGAN INITIALLY STAFFING IT ON FRIDAY AND SATURDAYS AND BECAUSE OF INTEREST IN THE CENTER OPENED IT ON SUNDAYS AS WELL AND AS CAN SEE LAST YEAR WE HAD ALMOST 1900 VOLUNTEER HOURS TO SUPPORT OVER THOUSAND VISITORS TO FORT FREMONT AND THIS IS A PERCENT INCREASE IN PARTICIPATION AT THE 45 STATES AND TEN FOREIGN COUNTRIES WERE REPRESENTED.
IN ADDITION WE PRESENTED 17 TOURS AND SEMINAR TO VARIOUS GROUPS A COUPLE OF YEARS AGO.
WE ALSO DEVELOPED SMARTPHONE APPLICATION THAT GIVES A SELF-GUIDED TOUR OF THE FORT AND WE HAD ALMOST 870 DOWNLOADS OF THAT. SO THOSE WERE ADDITIONAL PEOPLE VISITING THE FORT MAYBE AT A TIME WHEN THE HISTORY CENTER WASN'T OPEN BUT STILL WE'RE ABLE TO TAKE ADVANTAGE OF THE HISTORY THAT'S ON TOUR IN ADDITION TO THOSE VOLUNTEER HOURS WE HAD 300 VOLUNTEER HOURS IN FACILITIES AND GROUNDS OF COMMITTEE DOING GENERAL WORK ,VEGETATION REMOVAL AND CLEANING UP THE BATTERIES IN PARTNERSHIP WITH THE COUNTY THAT ALSO MAINTAINS THE FORT PROPERTY. WE TAKE PARTICULAR PAY PARTICULAR ATTENTION TO THE BATTERIES AND TO LEAF AND VEGETATION REMOVAL IN THAT LOCATION SOME 300 HOURS OF VOLUNTEER WORK THAT AS WELL IN ADDITION TO THE WORK THAT WE IN THE HISTORY CENTER WE ALSO DO EDUCATIONAL OUTREACH WITH THE GOAL OF GETTING CHILDREN IN BEAUFORT COUNTY EXCITED ABOUT HISTORY, ABOUT BEAUFORT COUNTY IN ABOUT FORT FREMONT OUR PROGRAM IS GEARED TO GRADES FIVE AND EIGHT WHICH FOCUS ON THAT PARTICULAR ERA IN HISTORY.
LAST YEAR WE HAD FOUR SCHOOL GROUPS GO. IN ADDITION WE PRESENTED PARTICIPATED IN THE PENN CENTER HERITAGE DAYS WHICH BRINGS SCHOOL KIDS IN AS WELL.
AND SO WE WERE PARTNERS PENN CENTER IN TELLING THE FORT FREMONT STORY AS WELL.
WE HAVE A GROUP WORKING ON A TRAVELING TRUNK WHICH WILL HAVE ARTIFACTS FROM FORD, FREMONT AND FROM THAT ERA THAT WE WILL TAKE AROUND TO THE SCHOOL. SO IN ADDITION TO INVITING SCHOOLCHILDREN AND SCHOOL GROUPS TO COME TO THE FORT, WE WILL TAKE THE FORT TO THEM AS WELL SO WE CAN CONTINUE TO GET OUT AND INVOLVED IN THE SCHOOLS .
WE ALSO HAVE A ROBUST COMMUNITY OUTREACH THIS YEAR. THIS PAST YEAR FOR THE FIRST TIME WE HOSTED HARVEST FESTIVAL IN THE FALL THAT OVER 300 PEOPLE TO THE FORT ON THAT PARTICULAR DAY.
