SO I JUST WANT TO GIVE CHRIS A COUPLE OF MINUTES TO YOU KNOW, SAY WHATEVER WANTS TO SAY AND GIVE YOU GUYS A CHANCE TO ASK QUESTIONS IF YOU HAVE THEM. TERRIFIC.

BUT JOHN IS A GREAT FOCAL POINT AND HIS STAFF AND THE SUPPORT THAT HE GETS FROM YOU ALL IS TREMENDOUS SO AND I WILL ALSO SAY THE STATE IS HERE TO HELP. IF THERE'S A DEVELOPMENT REALLY ANYWHERE ON THE ISLAND WE TO KNOW IT'S HAPPENING BECAUSE ALMOST THE ENTIRE ISLAND IS POTENTIALLY COULD POTENTIALLY IMPACT THE AIRPORT IF THERE IS A CERTAIN TYPE OF DEVELOPMENT OF YOU KNOW TOWER THINGS LIKE THAT OR DEPENDING ON WHERE IT'S LOCATED A PLACE THAT WOULD HAVE PEOPLE CONGREGATE. SO LONG STORY SHORT, CHRIS AND I TALKED ABOUT THE NEED FOR ALMOST A CONTINUING EDUCATION PROGRAM WHERE THE STATE PARTNERS WITH US AT THE AIRPORT TO GO MEET AND EDUCATE THE LOCAL PLANNING DEPARTMENT SO THAT WE CAN BETTER UNDERSTAND THEIR ORDINANCES THEY BETTER UNDERSTAND THE NEEDS OF THE AIRPORTS AND REALLY GET A FEEL FOR THE IMPORTANCE OF LOOKING OUTSIDE THE AIRPORT FENCE LINES BECAUSE THE AIRPORT IS INFLUENCED AND IMPACTED BY THINGS THAT HAPPEN FAR OUTSIDE OF OUR PROPERTY LINES AT WHAT WE LEGALLY OWN. SO IT'S IMPORTANT TO HAVE THOSE DISCUSSIONS. SO CHRIS CAME UP WITH THAT YESTERDAY I THINK IS A BRILLIANT IDEA THE STATE'S GOT A LOT OF EXPERIENCE IN WORKING IN LAND USE COMPATIBILITY ISSUES. THEY'VE GOT A GREAT TOOL ON OUR WEBSITE CALLED THE CLU TOOL WHICH IS COMPATIBLE LAND USE EVALUATION. SO ANYBODY WHO'S IN DEVELOPMENT OUGHT TO BE LOOKING AT THAT TOOL IT'S A GIS BASED TOOL. IT'S VERY, VERY HELPFUL.

BUT WE WANT TO USE THAT AS A BASIS TO TALK TO THE PLANNING DEPARTMENTS TO MAKE SURE THAT THAT THEY KNOW WHERE WE'RE COMING FROM AND SO THAT WE CAN MAKE ORDNANCE CHANGES WHERE WE NEED TO TO MAKE LIFE BETTER AND SAFER FOR EVERYBODY. WHAT I'M GOING TO DO IS GO THE HST AND RW BUDGETS AND, ANY TYPE OF VARIANCES.

I'M GOING TO TRY TO EXPLAIN THOSE TO YOU ALL. WHY CHANGED FROM LAST YEAR TO THIS YEAR'S BUDGET? WE'RE IN A SERIES OF LIKE 25 PROPOSED BUDGET AND BRIAN, IF YOU COULD SPEAK UP JUST A LITTLE BIT. SURE.

SO WE SEE AREAS LIKE THIS FIRST SLIDE IS THE HST, THEIR OPERATING BUDGET AND IF YOU'LL NOTICE INTERGOVERNMENTAL CHANGED QUITE A BIT FROM FISCAL 24 TO GROWTH FISCAL YEAR 25.

THE MAIN REASON FOR THAT IS FISCAL YEAR 24 CONTAINS BOTH THE 2023 AND 2024 TAX WARD FISCAL YEAR 25 ONLY CONTAINS FY 24 AMOUNT THAT'S GOING TO BE REMAINING DURING THE YEAR WHEN WE WE GET APPROVED FOR ANOTHER EIGHT TAX AWARD WE DON'T HAVE THAT BUDGET ACTUALLY GETS ADJUSTED DURING THE FISCAL YEAR 25 SO THAT'S THAT'S A VERY PRELIMINARY NUMBER RIGHT NOW.

ALSO YOU'LL NOTICE THAT FOR SERVICES INCREASE QUITE A BIT AND THE REASON FOR THAT IS

MAINLY DUE TO THE AIR CROSS AIRLINE COST RECOVERY THAT WE'VE BEEN DOING AND OUR INCREASED REVENUES THAT WE'RE RECEIVING FROM THE AIRLINES FOR THE SERVICE THAT WE PROVIDE THOSE INCLUDE LANDING FEES, FIREFIGHTING FEES, RENTS FOR BOTH COMMON AND INSIDE ASSIGNED SPACE ALSO RENTAL FOR PROPERTY AND CARS, COMMISSION AND HANGAR RENTALS.

REVENUES EXPECTED TO GO UP BASED ON HISTORICAL LEVELS AND WHAT WE PROJECT IN THE FUTURE.

SO THAT'S THE REASON FOR THOSE TWO VARIANCES RIGHT THERE WHEN WE GO TO EXPENSE ITEMS HERE WE LOOK AT PERSONNEL THAT IS REALLY A PRELIMINARY NUMBER RIGHT NOW.

WE'RE STILL WAITING ON THE COUNTY TO APPROVE ANY NEW POSITIONS WE MIGHT HAVE FILLED AT THE AIRPORT AND THAT THAT NUMBER WILL BE FINALIZED ONCE WE FIGURE OUT WHAT THEY'RE GOING TO APPROVE OR NOT APPROVE FROM THE NEW POSITIONS ON THE PURCHASES LINE ITEM YOU COULD SEE THERE WAS AN INCREASE 137,000 THAT'S MAINLY DUE TO NEED FOR ADDITIONAL AIRPORT SECURITY BECAUSE WE'RE BEING PROVIDED LESS SERVICES FROM THE SHERIFF'S OFFICE CAPITAL OUTLAY THAT'S A PRELIMINARY NUMBER AS WELL THAT WILL BE ADJUSTED BASED ON HOW OUR PERSONNEL LINE IS ADJUSTED AT THE END OF THE DAY. CURRENTLY THE OUTLAY INCLUDES ADMINISTRATIVE BUILDING RENOVATIONS OR UPGRADES MAINTENANCE AND OPERATIONS LAWN EQUIPMENT AND SECURITY EQUIPMENT COULD LOOK FOR EXPERTS NOW WE'LL GO ON TO ON THE REVENUE SIDE WE HAVE AN INCREASE OF 57,000 FOR THIS YEAR'S BUDGET THAT'S MAINLY DUE TO PROJECTED INCREASES FOR AVIATION GAS RAMP FEES AND TIE DOWN REVENUES.

IF WE GO TO MISCELLANEOUS WE HAVE A $21,000 INCREASE AND THAT'S MAINLY DUE TO PROJECTED REVENUE INCREASES FOR CONCESSION SPONSORSHIP EVENTS, FLIGHT TRAINING COMMISSIONS AND OPERATING AGREEMENTS REVENUE THAT INCREASED TRANSFERS IN THIS LINE ON LINE ITEM HAS TO DO WITH MONEY THAT'S BEING TRANSFERRED FOR THE RW HANGAR PROJECT.

THERE'S $33,000 VARIANCE RIGHT THERE IS FOR MONEY THAT'S BEEN EXPANDED TO THE STATE WE'LL GO ON TO THE EXPENSE LINE ITEMS THIS PERSONNEL FIGURE JUST AS IT WAS WITH HST IS BASICALLY WHATEVER AREA AT THIS POINT AT OUR BEST ESTIMATED GUESSTIMATE AT THIS POINT THAT COULD CHANGE A LITTLE BIT IT SHOULDN'T CHANGE TOO MUCH IF WE GO TO OUR PURCHASED EXPENSE OR PURCHASES THAT'S JUST YOU KNOW COSTS ARE GOING UP FOR TELEPHONE COMMUNICATIONS, NON PROFESSIONAL SERVICES WHICH IS OUR OUR CLEANING SERVICES SERVICES SUCH AS THAT AND LONG SERVICES AND ALSO SOME SPECIAL EVENT EXPENSES JUST THAT THE MAJORITY OF THESE SPECIAL EVENT ASSOCIATED EXPENSES WE WE EXPECT TO RECOVER ON THE REVENUE SIDE AS WELL THROUGH SPONSORSHIP AND THAT'S A GOOD THING CAPITAL OUTLAY THAT'S THE OFFSET OF THE ASSOCIATED TRANSFER. RIGHT. AND IF YOU LOOK AT THE IN FROM 1.4 MILLION THE CAPITAL OUTLAY WILL THAT BECAUSE THAT'S WHERE THE HANGAR PROJECT GET DOWN TO THE PURCHASES ENTERPRISE CATEGORY YOU KNOW KNOW THAT THOSE INCREASES ARE BASICALLY ASSOCIATED WITH JET FUEL AND AVIATION WHICH IS DIRECTLY RELATED TO THE REVENUE THAT WE'VE PROJECTED AS WELL FOR THOSE ITEMS BASED ON OUR MARKUPS FOR HOW WE PAY FOR THE FUEL AND HOW MUCH WE CHARGE FOR IT. THAT'S THE NEXT ONE HERE IS ON THE AIRPORT RENTS. THE REVENUE THAT WE HAVE PROJECTED FOR THAT AND IT BASICALLY THAT NUMBER LIKE IF YOU LOOK AT THE FAA GRANT REVENUE NUMBER RIGHT THERE AT 21.1 MILLION, THAT'S REALLY OUR GRANT BALANCES FOR ALL OUR FAA .

IT DOESN'T MEAN THAT WE'RE GOING TO SPEND ALL THAT MONEY IN FISCAL YEAR 25 BUT IT HAS TO BE IN THE BUDGET FOR PER COUNTY RULES AND REGULATIONS AND IT SHOULD BE THERE BECAUSE WE DON'T KNOW WHICH GRANTS WE'RE GOING TO PULL FROM. YOU DON'T KNOW WHAT'S GOING COME UP NECESSARILY. YOU HAVE A FAIR GUESSTIMATE IN A FAIR OF WHAT YOU EXPECT TO

JOHN AND LESLIE HAS A COMMITTEE REPORT I DO ON THE AMBASSADOR PROGRAM IS NOW COMING UP THANK YOU BOARD MEMBERS FOR THOSE OF YOU WHO HAVE VOLUNTEERED AND PERFORMED ON WEEKENDS AND DURING THE SUMMER AND HOPE YOU'RE GOING TO CONTINUE TO DO IT AGAIN, MAY IS COMING WE START IN JUNE JUNE, JULY AND AUGUST SO I'M LOOKING FOR OTHER VOLUNTEERS AND I SEE SOME NEW BOARD MEMBERS. SO IF YOU CAN VOLUNTEER AND ONE THING I NEED TO GET THIS YEAR IS YOUR SHIRT SIZE. USUALLY WITH THE NUMBER OF VOLUNTEERS THERE'S JUST TWO OF YOU FOR 4 HOURS FROM 10 TO 2 THAT'S SOMEWHAT FLEXIBLE FOR YOU AS WELL. SO YOU KNOW, IT'S REALLY IT'S KIND OF A FUN TO DO AND IT REALLY MAKES A DIFFERENCE AT THE AIRPORT WHEN YOU'RE OVER THERE IT'S GOING BE A BIG DIFFERENCE THIS YEAR WITH THE TERMINAL RENOVATION GOING ON AND I WOULD WANT THE GUYS THAT ARE GOING TO BE KIND OF MAYBE WE HAVE THE MEETING OF THE AMBASSADORS THEM THERE TO KIND OF GIVE ALL THE AMBASSADORS AN UPDATE ON THE TERMINAL.
