WHEREAS, HOPEFUL OUR LOCAL CHILDREN'S ADVOCACY DOMESTIC VIOLENCE AND RAPE CRISIS ORGANIZATION SERVED 1242 PRIMARY VICTIMS OF SEXUAL VIOLENCE AND PROVIDED 217 SURVIVORS OF DOMESTIC AND SEXUAL VIOLENCE. FREE LEGAL IN THE YEAR OF 2023. THAT'S A PRETTY DRAMATIC STATISTIC THAT'S BEEN PROVEN OVER TIME BUT IT TAKES A GREAT DEAL OF EFFORT TO DO THAT AND SOMETIMES PARENTS DON'T HAVE ALL THE TIME THEY NEED TO DO THAT WHICH IS WHY IT'S IMPORTANT WE HAVE PEOPLE LIKE THIS HERE HELPING US IN OUR COMMUNITY ADDRESS THAT PARTICULAR ISSUE IN ADDITION TO UNDERAGE DRINKING AND ALL OF THE DIFFERENT THINGS THAT THAT CAN CREATE PROBLEMS FOR A PERSON AS THEY GO THROUGH THE DIFFICULTY OF DEALING WITH THAT DRINKING AS EITHER A YOUTH OR AN ADULT WE HAVE IN THIS COUNTY AN ADDITIONAL PROBLEM OF DRIVING UNDER THE IT'S A SERIOUS PROBLEM HERE IN THE FIRST THREE MONTHS OF THIS YEAR THERE HAVE BEEN 70 ARRESTS IN BEAUFORT COUNTY FOR PEOPLE ARE DRIVING UNDER THE INFLUENCE IN JULY OF 22 WE HAD A BACKLOG OF DUI CASES OF ABOUT HUNDRED AND 60 CASES IN THE MAGISTRATES COURT. THE SHERIFF'S DEPARTMENT THEN HIRED TWO LAWYERS AND THOSE SINCE JULY OF 22 HAVE PUT THROUGH THE SYSTEM 484 DUI CASES. THEY REDUCED THE BACKLOG OF 360 DOWN TO AS OF TODAY ONLY 60 CASES THEY A 74% SUCCESS RATE WITH THOSE PROSECUTE PERSONS FOR DUI AND A REDUCED CHARGE 24% SUCCESS RATE WITH RECKLESS DRIVING SO CLEARANCE RATE SUCCESSFULLY IS NOW 94%. SO INSTEAD OF HAVING A 360 CASE BACKLOG WE NOW 60 CASES WAITING TO GO TO TRIAL BUT THEIR RECENT ARREST AS EVIDENCED BY THE FACT WE HAD 70 IN THIS FIRST QUARTER [00:25:03] IN THE SECOND AND THIRD QUARTER WE'LL HAVE A LOT MORE SIMPLY BECAUSE WE HAVE A LOT OF TOURISTS COMING THROUGH DURING THOSE MONTHS. SO THIS IS IMPORTANT THE WORK THEY'RE DOING IN THIS PROCLAMATION TO HELP RECOGNIZE THAT AND TO EMPHASIZE HOW IMPORTANT IT IS TO ADDRESS THE ISSUE OF UNDERAGE. SO WHEREAS ADOLESCENCE IS A CRITICAL AND VULNERABLE STAGE OF HUMAN DEVELOPMENT AND IT IS DURING TIME THAT MANY YOUNG PEOPLE EXPERIMENT WITH SUBSTANCES SUCH AS AND. WHEREAS COMPARED TO THOSE WHO WAIT UNTIL ARE 21 YEARS OF AGE TO DRINK YOUNG PEOPLE WHO START DRINKING BEFORE THE AGE OF 15 ARE AT HIGHER RISK FOR DEVELOPING ALCOHOL USE DISORDER LATER IN LIFE AND ARE MORE LIKELY TO BE IN A MOTOR VEHICLE CRASH DUE TO ALCOHOL USE. WHEREAS YOUTH WHO DRINK ALCOHOL ARE MORE LIKELY TO EXPERIENCE IN SCHOOL AND THEIR SOCIAL LIFE LEGAL PROBLEMS PHYSICAL AND SEXUAL VIOLENCE A HIGHER RISK FOR SUICIDE AND HOMICIDE MISUSE OF OTHER SUBSTANCES AND HAVE CHANGES IN BRAIN DEVELOPMENT THAT HAVE LIFELONG EFFECTS. WHEREAS, THE SOLUTION ENDING UNDERAGE DRINKING COMES THROUGH WIDESPREAD COLLABORATION AND ENGAGEMENT OF MULTIPLE ORGANIZATIONS AND COMMUNITIES WITH ALL ADULTS DOING THEIR PART AND WILL RISE DURING THIS MONTH WE ASK THAT PARENTS, YOUTH, GOVERNMENT AGENCIES, PUBLIC AND PRIVATE INSTITUTION BUSINESSES, WORKPLACES AND ALL OF YOUR FOUR COUNTY CITIZENS SUPPORT THE EFFORTS TO REDUCE AND PREVENT UNDERAGE DRINKING IN BEAUFORT COUNTY BY LIMITING ALCOHOL AVAILABILITY TO MINORS .
