FIRST, THE DISPLACEMENT LITIGATION SUPPORT PLAN SEEKS TO IMPLEMENT STRATEGIES TO ASSIST RESIDENTS FACING DISPLACEMENT FROM HOUSING WITH PLANS TO PRESENT IT TO THE HOUSING COMMITTEE FOR REVIEW AND RECOMMENDATION.
THE WORKFORCE HOUSING COMMUNICATIONS PLAN AIMS TO ENHANCE AWARENESS AND ENGAGEMENT REGARDING WORKFORCE HOUSING OPTIONS FOR THE LOCAL WORKFORCE.
THE COMMUNICATIONS PLAN PLAYS A PIVOTAL ROLE IN ENSURING THAT THE COMMUNITY UNDERSTANDS AND ENGAGES WITH THE VARIOUS HOUSING INITIATIVES EFFECTIVELY.
ADDITIONALLY, A SMALL HOUSE SERIES IS EXPLORING THE POTENTIAL OF SMALL DWELLINGS AS A SOLUTION TO SOME OF OUR HOUSING ISSUES.
THE HOUSING ACTION COMMITTEE IS WELL INFORMED, WELL INFORMED ABOUT THE NORTH POINT INITIATIVE AS WELL, ALTHOUGH THAT, UH, STARTED BEFORE, UH, WE WERE INCORPORATED.

AND THE MUDDY CREEK PROJECT IS CURRENTLY UNDER THE DEVELOPMENT OF A COMPREHENSIVE PROJECT PLAN BY TOWN STAFF, WHICH WILL, UH, OUTLINE THE SPECIFIC OBJECTIVES, TIMELINE, AND IMPLEMENTATION STRATEGIES FOR THE POTENTIAL WORKFORCE HOUSING DEVELOPMENT.
WE EXPECT THE PROJECT PLAN TO BE PROVIDED TO THE HOUSING ACTION COMMITTEE LATER THIS YEAR FOR REVIEW AND RECOMMENDATIONS.
AND AS YOU KNOW, THE LAND MANAGEMENT ORDINANCE IS ALSO UNDERGOING AN OVERHAUL WITH CONSIDERATIONS FOR A HOUSING INCENTIVE CHAPTER TO ENCOURAGE WORKFORCE HOUSING CREATION AND TO MEDICATE HOUSING SHORTAGES.
IF I CAN CON CONCLUDE BY MAKING SEVERAL QUICK OBSERVATIONS, PLEASE.
FIRST, IT HAS BECOME CLEAR TO US ON THE HOUSING ACTION COMMITTEE THAT HOUSING IS THE MOST IMPORTANT ISSUE FOR THE VIBRANT FUTURE OF THIS COMMUNITY.
SECOND, THIS IS THE TIME TO DO SOMETHING ABOUT IT.
THE COMMUNITY SEES THE NEED EVERY DAY, EXTENSIVE RESEARCH AND REPORTING IS COMPLETED.
TOWN COUNCIL HAS BEEN STRONGLY SUPPORTIVE AND NOW IS TIME TO ACT.
THIRD, THIS ISSUE IS AT ITS CORE ABOUT QUALITY OF LIFE AND THE ECONOMIC VIABILITY AND VITALITY FOR THE TOWN AND FOR ALL ITS RESIDENTS.
THAT REQUIRES A WORKFORCE THAT IS CAPABLE, AVAILABLE, WELL AND STABLE, AND HOUSING IS A CRITICALLY IMPORTANT ELEMENT OF ATTRACTING AND RETAINING THOSE EMPLOYEES.
FOURTH TOWN GOVERNMENTS CAN'T AND SHOULDN'T VIEW ALL THIS ON ITS OWN, BUT EQUALLY IMPORTANT, ADEQUATE WORKFORCE HOUSING WILL NOT HAPPEN WITHOUT PARTICIPATION OF TOWN GOVERNMENT.
IF IT COULD HAVE HAPPENED SOLELY THROUGH THE PRIVATE SECTOR, IT WOULD'VE ALREADY HAPPENED.
THE ULTIMATE MEASURE OF SUCCESS OF OUR HOUSING INITIATIVES WILL BE WORKING PEOPLE AND WORKING FAMILIES WALKING THROUGH THE FRONT DOOR OF THEIR HOMES.

IS IT TRUE THAT THE TOWN COUNCIL THEN DID NOT ADOPT A MITIGATION PLAN? UM, WE, UH, UH, NOT A MITIGATION PLAN.
THERE WERE 26 RECOMMENDATIONS, UM, AND 14 OF THOSE WERE PROJECT RELATED.
12 WERE PROJECT ADJACENT OR, OR, UH, ONE WAS THE CREATION OF THE COMMUNITY DEVELOPMENT CORPORATION, UH, WHICH WASN'T PROJECT SPECIFIC, BUT WAS WAS PART OF THE RECOMMENDATIONS.
SO IT WASN'T NECESSARILY A MITIGATION PLAN, IT WAS A SERIES OF RECOMMENDATIONS, UM, TO ASK FOR CONSIDERATION BOTH TO BUFORT COUNTY AND S-C-D-O-T.
A LOT OF THOSE RECOMMENDATIONS WERE REFLECTED, UM, FROM THE ORIGINAL ALTERNATIVE THAT WAS PRESENTED IN, UH, IN 2021 TO THAT WHICH WAS PRESENTED IN MARCH OF 2022.
AND, BUT AS I UNDERSTAND IT, THAT IN, IN, I DEFER TO MR. BROWN, MY COLLEAGUE WHO SERVED ON THAT COMMITTEE, AS I UNDERSTAND IT, THAT COMMITTEE RECOMMENDED A MITIGATION PLAN, BUT THE TOWN COUNCIL DID NOT ADOPT IT.
SO THERE WAS NOT A MITIGATION PLAN.
UM, THEN, UM, YOU MENTIONED THE MODELING THAT HAS BEEN DONE BY THE TOWNS CONSULTANT.
UM, AND, UM, IT, IT'S MY RECOLLECTION THAT, UM, IN, IN THEIR STUDY OF THE S-E-D-O-T MODEL, THEY EITHER HAD HAD NO, OR VERY LOW CONFIDENCE IN THE S-E-D-O-T TRAFFIC MODEL, IS THAT CORRECT? THEY HAD A COUPLE OF QUESTIONS ON THE ASSUMPTIONS, AND THEREFORE THE, THE TRAVEL DEMAND MODEL THAT WAS USED HAD A 1.19 ANNUAL GROWTH RATE.
OUR CONSULTANTS HAVE A, HAD A RECOMMENDATION OF 0.56% ANNUAL GROWTH RATE.
THEY THOUGHT THAT WAS A HIGHER, OR THAT WAS A, UM, THAT HIGHER CONFIDENCE IN THE PREDICTABILITY BASED ON EXISTING CONDITIONS.
UH, NOW THEY ALSO HAD THE BENEFIT OF THE DATA THAT THEY HAD AVAILABLE WAS NEWER, AND SO THERE WERE, SO SOME ADDITIONAL DEVELOPMENT THAT HAS BEEN, UM, EITHER PROGRAMMED OR ENTITLED ON THE MAINLAND.
AND SO THE MODEL THAT WAS USED BACK IN 20 17 19, UM, HAD UNDER COUNT ABOUT 60,000 REGIONAL TRIPS AND SO LOW, A LITTLE BIT LOWER.
THERE'S A LOWER, UM, GROWTH RATE FROM OUR CONSULTANTS AND A RECOMMENDATION, BUT SOME ADDITIONAL TRIPS THAT WERE NOT, NOT PREDICTED IN THE ORIGINAL ONE.
SO, SO YES, THEY'VE, THEY'VE CALIBRATED IT BASED ON THEIR, THEIR BEST PROFESSIONAL JUDGMENT.
SO DEFINITELY DIFFERENT FROM WHAT S-C-D-O-T HAS BEEN USING.

UM, THE, WITH WITH OUR CDC AND THOMAS BOXLEY AND, AND THE BOARD, UM, HE'S HELPED THAT COMMUNICATION, UH, TO, TO SPREAD INFORMATION AND ALSO GET FEEDBACK.
UM, WHAT, WHAT WE HAVE TRIED TO IDENTIFY ARE THE REAL IMPACTS, YOU KNOW, BASED ON WHAT WE KNOW, AND I DON'T KNOW THE ULTIMATE PROJECT, BUT WHAT WE KNOW IS PROPOSED TODAY, WE HAVE THE ABILITY TO SAY, HERE ARE THE PHYSICAL IMPACTS THAT THE PROJECT WOULD BRING.

THEY WERE RUNNING A, A WONDERFUL TOURNAMENT FRIDAY AND SATURDAY AT THE ARIANA LANE OR OLD SCHOOL HOUSE PARK.
THEY WERE 109 PART 190 PARTICIPANTS AND THERE WERE MORE THERE SPECTATORS AND CHEERING ON THEIR FRIENDS AND COLLEAGUES.
UM, AND, AND I DROVE BY ISLAND RECREATION CENTER AND THOSE PICKLEBALL COURTS WERE VERY ACTIVE AT THE SAME TIME THAT I WAS BY ON FRIDAY.
UM, INTERESTINGLY ENOUGH, THIS TOURNAMENT OF THOSE FOLKS WHO PARTICIPATE IN IT, THE PROCEEDS FROM THE TOURNAMENT GO TO A LOCAL, UH, COMMUNITY ORGANIZATION, LOCAL NONPROFIT, AND THIS YEAR'S DONATION GOES TO MEMORY MATTERS.
UM, SO THAT'S AN EXCITING SPORTING EVENT AND CERTAINLY, UH, LOOK FORWARD TO OUR PUBLIC PICKLEBALL COURTS, UH, MORE PUBLIC PICKLEBALL COURTS BEING BUILT ON THE ISLAND.

UM, I THINK IT'S ON THE WEBSITE FOR, AND WE ENCOURAGE EVERYONE TO LOOK AT THE GREAT WORK THAT OUR FIRE AND RESCUE IS DOING.
THE COMMITTEE, UH, REVIEWED THE STRENGTHS, WEAKNESSES, OPPORTUNITIES AND THREATS ASSESSMENT FOR SOLID WASTE AND RECYCLING ON HILTON HEAD ISLAND.
WE HAD A GREAT CONVERSATION, UH, WITH THE STAFF AND, UH, THE REPORTS AUTHOR ON THE SHORT, MID, AND LONG TERM OPTIONS TO IMPROVE RECYCLING AND SOLID WASTE DISPOSABLE.
THE COMMITTEE THEN VOTED THREE TO ONE TO RECOMMEND THAT THE TOWN COUNCIL ADOPT A RESOLUTION SUPPORTING THE ASSESSMENT.
AND THAT WOULD GIVE US THE OPPORTUNITY TO FURTHER INVESTIGATE AND, AND UNDERSTAND THE DATA, TO SEE WHAT MIGHT BE APPROPRIATE, UM, IN THE FUTURE FOR HILTON HEAD, BUT DOESN'T COMMIT US TO ANYTHING SPECIFIC.
THE COMMITTEE, UM, ALSO CONSIDERED AN ORDINANCE TO AMEND THE TOWN'S CODE TO INCLUDE A DEFINITION FOR ELECTRONIC SMOKING DEVICES, OTHERWISE KNOWN AS VAPING.
UM, AND TO PROHIBIT THE USE OF THESE DEVICES IN THE SAME MANNER THAT TRADITIONAL SMOKING MATERIALS ARE CURRENTLY PROHIBITED.

MOST RESIDENTS WERE GIVEN JUST 30 DAYS TO LEAVE WITH NO OTHER AFFORDABLE HOUSING ON THE ISLAND.
THESE FAMILIES WERE EFFECTIVELY EVICTED FROM HILTON HEAD.
THE PEOPLE WHO LIVE AT CHIMNEY COVE WORK AT RESTAURANTS IN GROCERY STORES, HOSPITALS, LANDSCAPING, PLUMBING, CLEANING HOUSES, CONSTRUCTION, AND OTHER THINGS THAT MANY OF THE CITIZENS OF THIS ISLAND RELY ON.
FOR EVERY DAY, 300 PEOPLE, INCLUDING 75 CHILDREN, WERE BEING ASKED TO LEAVE THEIR HOMES AT THE SAME TIME BECAUSE OF THE OUTCRY FROM HILTON HEAD, THAT CRISIS WAS AVERTED AND THE PEOPLE REMAIN AT CHIMNEY COVE.
BUT IN THE MANY MONTHS SINCE THAT CRISIS, NOTHING HAS EFFECTIVELY CHANGED.
THE RESIDENTS STILL HAVE 30 DAY LEASES.
