WE'RE GONNA HAVE A FORMALIZED MEETING ALREADY SCHEDULED IN JANUARY TO ADDRESS ANY KIND OF QUESTIONS OR RECOMMENDATIONS PRIOR TO VOTING ON THE BUDGET IN FEBRUARY.

IT WENT VERY WELL.

WE HAD A RESIDENT AT 40 19 DOGWOOD WHOSE FENCE WAS DAMAGED, AND WE DISCUSSED AN ACTION PLAN.

WE'RE GONNA MOVE FORWARD WITH REPLACING HER FENCE AND MAKING SURE THAT WE GET IT IN THE RIGHT PLACE, UM, FOR THAT PERSON.

UM, FACTORY CREEK WATERSHED REGIONAL DETENTION BASE IN PHASE TWO IS STUCK IN LEGAL LAND.

MIGHT BE THERE FOR A WHILE.

UM, SO FOR OUR ON-CALL STORMWATER PROJECTS, HUSSAH COURT NORTH IS GOING WELL.

WE DID HAVE TO EXTEND THE PIPE A LITTLE BIT FURTHER THAN WE THOUGHT, BUT, UH, WE'RE MONITORING OUR ONSITE BMPS VERY CLOSELY.

UM, BESSIE'S LANE IS ALSO STUCK IN LEGAL LAND.

WE'VE EXCITING NEWS ABOUT ARTHUR HORN.

WE GOT SOME FEEDBACK FROM THE USDA ABOUT THE GRANT THAT WE'VE PROPOSED FOR THIS PROJECT, AND THEY WANNA MOVE FORWARD WITH IT.

SO WE'VE ASKED THEM WHAT OTHER INFORMATION THEY NEED FROM US SO THAT WE CAN GET THIS PROJECT GOING.

UM, THE VISION, THE VISION IS A RESTORED WETLANDS THAT OPERATES TO BETTER CONTROL STORM WATER IN THE AREA, BUT OFFER ALSO OFFERING AN AMENITY TO, UM, LOCAL RESIDENTS BY ADDING A PATHWAY AND SOME EDUCATIONAL MATERIALS.

SO WE'RE GONNA TAKE THE OPPORTUNITY TO TEACH PEOPLE ABOUT STORM WATER WHILE THEY'RE OUT WALKING AROUND AND ENJOYING NATURE.

FOR OUR PROFESSIONAL CONTRACTS REPORTS, UH, BREWER MEMORIAL HAS BEEN CLOSED OUT FOR A WHILE, BUT WE ARE GOING TO HAVE AN OPEN HOUSE, HOPEFULLY HERE SOON, TO SHOWCASE ALL THE WONDERFUL BMPS THAT WE HAVE AT THAT LOCATION.

UM, SO WE DIDN'T WANT THAT OPPORTUNITY TO GO TO WASTE TO EDUCATE THE PUBLIC.

WE PROVIDED COMMENTS TO WILPERT AND THEY WILL BE TURNING AROUND A FINALIZED, UH, REPORT ON THAT SHORTLY.

WE ASKED THEM TO INCLUDE AN EXECUTIVE SUMMARY AS WELL.

SO IT WOULD BE EASY FOR Y'ALL TO GO THROUGH WITHOUT HAVING TO READ THE ENTIRE 300 PAGE DOCUMENT.

UM, WE ARE WORKING WITH WILPERT FOR OUR WEBSITE ON THE PUB FOR THE PUBLIC AS FAR AS WATER MONITORING AND OUR CONTINUOUS WATER MONITORING STATION.

THAT'S KIND OF BEEN ON HOLD RIGHT NOW FOR AS FAR AS ANNUAL REPORTS AND BUDGET SEASON, BUT WE'LL KICK THAT BACK UP SOON.

UM, RIVER'S END, WE RECEIVED A DRAFT REPORT.

WE'RE GONNA LOOK THROUGH IT AND KIND OF PROVIDE OUR ANALYSIS AND OUR IMPROVEMENTS, AND THEN THEY WILL HOPEFULLY PROVIDE US A FINALIZED REPORT ON THAT SOON SO WE CAN GET TO DOING THOSE IMPROVEMENTS AS WELL.

THAT WILL INCLUDE EVERYBODY'S INFORMATION, UM, AND SCOPES ON THE RADAR FOR WILPERT.

WE'RE HAVING THEM LOOK INTO, UM, OUR STORMWATER UTILITY FEE AND HOW WE CALCULATE THAT AND IF THERE'S A BETTER, EASIER WAY THAT WILL BE CHEAPER AND MORE EFFICIENT, BUT ALSO MORE ACCURATE.

SO MORE TO COME ON THAT OUR PLAN REVIEW HAS BEEN GOING WELL.

SO THAT'S A PRETTY BIG TASK IN ITSELF.

BUT I THINK THEY DO A PRETTY GOOD JOB.

UM, WE GET COMPLAINTS FAIRLY REGULARLY AFTER STORMS AND THEY ARE OUT THERE HANDLING IT, TALKING TO CITIZENS, WORKING THROUGH IT WITH THE DEVELOPERS.

SO THEY'RE DOING A GREAT JOB ON THAT ON AN EVERYDAY BASIS.

UM, PUBLIC EDUCATION.

WE ARE FINISHING UP OUR ANNUAL REPORT WITH CAROLINA CLEAR WITH THE PROGRAM, UM, AND ELLEN.

SO WE WILL BE HAVING,

I MEAN, UM, LINEAR FOOTAGE THAT WE'RE DOING OF PIPE REPAIR OR DITCH CLEAN OUTS OR THINGS LIKE THAT, JUST SO THAT THE PUBLIC CAN SEE WHERE WE'RE AT, MAYBE A MAP OF WHAT AREAS WE'RE WORKING IN, THINGS LIKE THAT.

THE FIRST PROJECT I WANT TO TALK TO YOU ABOUT IS, UM, IS THE GREEN STREET GYM MAINTENANCE ON, AND THAT'S, UM, IN THE, IN THE PORT ROYAL ISLAND, UM, DISTRICT.

UM, THE SCOPE OF WORK

[J. Maintenance Projects Report – Stephen Carter]

INCLUDED INSTALLING FENCE DRAINS FOR THE WATER TO RUN OFF, UM, FROM THE BUILDING.

AND, AND THE, THE TOTAL COST OF THAT WAS $15,793.

ANOTHER MAJOR PROJECT WE HAD WAS FLY CATCHER LANE AND CHICKADEE, AND THAT'S THE LADY, UH, THE LADIES ISLAND AREA.

THIS PROJECT IN IMPROVED 4,480 LINEAR FEET OF DRAINAGE SYSTEM.

THE SCOPE OF WORK INCLUDED CLEANING OUT 4,480 LINEAR FEET OF ROADSIDE DITCH AND JETTING SIX DRIVEWAY PIPES.

AND THE TOTAL COST OF THAT WAS 20,063.

SOME OF THE THE MINOR PROJECTS WE, WE HAD GOING ON, WE HAD, UM, TROPICANA ROAD AND THAT'S, UH, PARK ROYAL ISLAND.

THIS SCOPE OF WORK INCLUDED REPLACING ONE CROSS LINE PIPE AND INSTALLING RIP WRAP FOR EROSION CONTROL.

THE TOTAL COST OF THAT WAS 6,550.

ANOTHER ONE OF OUR MINOR PROJECTS FOR THE STORM WATER FOR THE STORM WATER DIVISION WAS LOST IN ROAD AND ON.

AND THE LOSS OF ROAD PROJECT.

THIS PROJECT IMPROVED 543 LINEAR FEET OF DRAINAGE SYSTEM.

THE SCOPE OF WORK INCLUDED CLEANING OUT 543 LINEAR FEET OF CHANNEL, AND THE TOTAL COST WAS 3043.

UH, THE REST OF THE PROJECTS WE HAVE ARE, ARE IN OUR PACKET, UM, THAT WE HAVE.

OFTEN SELF-SERVING BLOCK ASSISTANCE AND HAVE QUESTIONABLE AGENDAS, JUST THROWING THAT OUT.

SO AFTERWARD, AFTER THE OCTOBER MEETING, A GROUP FROM THE, FROM ALL JOY IN DECEMBER, UH, CAME AND EXPRESSED THEIR CONCERNS ON EVERYTHING FROM YEARS OF MINIMAL DITCH MAINTENANCE GROUND, SO SATURATED DUE TO THEIR STORM WATER AND DRAINAGE ISSUES THAT WORSENS ALREADY TAX DRAIN FIELDS, UM, SEPTIC AND CONCERNS OF SEWER SEEPING INTO THE MAY RIVER.

UM, LAST WEEK IN A BOARDROOM WITH A GROUP OF THE SAME GROUP PRESERVE AND PROTECT ALL JOY DISCUSSING THESE ISSUES, I WATCHED A GROWN MAN WHO'S LIVED HERE ALL OF HIS LIFE AND ALL JOY TEAR UP BECAUSE HE CAN'T FLUSH HIS TOILET, HAVE HIS GRANDKIDS VISIT DUE TO THE STORMWATER AND THE DRAINAGE PROBLEMS. THIS IN PART IS WHY PROSEC PRESERVE AND PROTECT.

AJOY CAME ABOUT TO ADVOCATE ON THEIR BELIEF ON, ON THEIR BEHALF.

NOTE, UH, SEWER WAS JUST 'CAUSE SEWER WAS MENTIONED, AND I KNOW IT WAS MENTIONED AT THE DECEMBER MEETING.

SEWER WAS PREVIOUSLY OFFERED TO THE AJOY AREA AND WAS VERY MUCH WANTED YET DECLINED.

UH, THERE WAS AN INDIVIDUAL WHO DID NOT ATTEND IN DECEMBER, BUT WATCHED THE STORMWATER MEETING.

HE WAS BORN, RAISED HILTON, HAD BLUFFTON WHEN HILTON HAD HAD ONE STOPLIGHT.

AND, UH, WE RECEIVED A NOTE FOR HIM AND HE SAID, UH, SEWER WAS PREVIOUSLY OFFERED TO THE ALWAY AREA AND WAS NOT, WAS VERY MUCH ONE AND YET DECLINED ONE, UH, EXCUSE ME, THE GENTLEMAN WHO WATCHED, MADE THE STATEMENT, UH, WATCHING SOMEONE THAT WAS AT THIS PODIUM.

I OWN MULTIPLE PROPERTIES IN THE ALWAY AREA, THE SEWAGE, YES, WE WERE OFFERED THE SEWAGE ONE TIME THOUGH THROUGH BRIEFER JASPER, BUT IT WAS VOTED DOWN.

IT WAS VOTED DOWN BY THE RESIDENTS OF THE AREA.

THIS GENTLEMAN ASKED ME TO SHARE THE TRUTH.

SO WE WERE REALLY EXCITED TO SEE THIS REPORT, THIS 2019, YOU KNOW, $10 MILLION ALL JOY STORM BOARD REPORT.

HERE'S WHAT'S HAPPENING IN BEAUFORT COUNTY, THE BOARD OF VOTER REGISTRATION AND ELECTIONS ARE ALWAYS LOOKING FOR WAYS TO INCREASE VOTER REGISTRATION AND INCREASE VOTER TURNOUT.

AND IN OUR COMMUNITY, UH, WE HAVE PARTNERED WITH SOME OF OUR CIVIC ORGANIZATION AND SOME OF OUR SOCIAL ORGANIZATION TO HELP US EDUCATE OUR VOTERS ON THE IMPORTANCE OF VOTING.

WE PARTNERED WITH THE BEAUFORT COUNTY BOARD OF REGISTRATION AND ELECTION IN THIS PROJECT, ONE OF THE THINGS THAT WE OBSERVED IN SOUTH CAROLINA IS THAT, LIKE IN OTHER PARTS OF THE COUNTRY, NOT AS MANY PEOPLE WHO SHOULD BE, ARE REGISTERED TO VOTE AND INVOLVED IN THE, UM, IN THE ELECTION PROCESS.

SO WE TOOK A LOOK AT YOUNG PEOPLE IN PARTICULAR AND HOW DID THEY GET INVOLVED WITH VOTING AND DECIDED WE'D START THERE RATHER THAN TO START VOTER REGISTRATION WITH OLDER ADULTS.

SO WE STARTED WORKING WITH YOUNG PEOPLE, PARTICULARLY THOSE AGES 16 AND ABOVE, AND EDUCATE THEM ABOUT THE VOTING PROCESS AND WHAT IT MEANS TO VOTE AND HOW VOTING IMPACTS YOUR LIFE.

AND IN DOING THAT, WE PARTNERED WITH THE BEAUFORT COUNTY BOARD OF REGISTRATION AND ELECTIONS.

YOU KNOW, IS THIS SOMETHING THAT WE CAN MAKE A DIFFERENCE? IT'S IMPORTANT TO US TO MAKE A DIFFERENCE IN OUR COMMUNITY.

THERE ARE A LOT OF PROBLEMS OUT THERE AND WE WANNA DO OUR FAIR SHARE OF MAKING A DIFFERENCE.

THAT'S THE MAIN THING THAT WE WANT TO DO AS THIS ORGANIZATION.

AND WE WENT INTO TWO MIDDLE SCHOOLS THIS YEAR AND, UH, WE WENT THROUGH THE WHOLE PROCESS OF VOTING FROM REGISTERING TO VOTE, UM, WITH A VOTER REGISTRATION DEADLINE, ISSUING VOTER REGISTRATION CARDS.

AND THIS WAS ALL DONE WITH THE SCHOOL GUIDANCE COUNSELOR.

SO AS SCHOOL COUNSELOR, I'M ALSO THE, UM, ADVISOR FOR THE LEADERSHIP GROUPS AND FOR STUDENT GOVERNMENT.

THIS SCHOOL YEAR, I WANTED TO INVOLVE THE WHOLE SCHOOL AND GIVE A REAL LIFE EXPERIENCE ABOUT VOTING.

YOU KNOW, VOTING IS LIKE A DEMOCRACY IN ACTION.

THAT'S HOW WE, EVEN THE PLAYING FIELD LEVEL OF PLAYING FIELD HERE IN AMERICA.

SO THAT'S YOUR ONE VOICE, BUT BRINGING MANY VOICES TOGETHER, YOU HAVE THE OPPORTUNITY TO BRING CHANGE.

SO WE WANNA MAKE SURE OUR STUDENTS HAD THE OPPORTUNITY TO SEE HOW THAT ACTUALLY ALL WORKS.

THE STUDENTS, THEY REALLY GOT INVOLVED.

UM, MOST OF THEM WERE NERVOUS AND SOME OF 'EM, WE ACTUALLY RAN A REGISTRATION PROCESS.

SO WE SET UP IN OUR CAFETERIA MAYBE FOR ABOUT TWO WEEKS, AND THE STUDENTS WERE ABLE TO COME OVER AND VISIT THE TABLE AND ACTUALLY FILL OUT A VOTER REGISTRATION CA CARD IS WHAT WE CALLED IT.

THIS IS A, AN ENLARGED VERSION OF THE VOTER REGISTRATION APPLICATION.

UM, AT THE TOP IT SAYS, ARE YOU A STUDENT AT ROBERT SMALLS INTERNATIONAL ACADEMY? THE STUDENT WOULD CHECK YES OR NO.

IF YES, WILL YOU BE, BE BETWEEN FOURTH AND EIGHTH GRADE ON ELECTION DAY.

AND AT THE BOTTOM, THEY WILL NEED TO REVIEW ALL THE INFORMATION THAT THEY FILLED OUT, AND IF IT WERE TRUE TO THE BEST OF THEIR KNOWLEDGE, THEY WOULD SIGN IT.

THE KIDS WERE ECSTATIC ABOUT DOING THIS BECAUSE THEY REALIZED AT THAT MOMENT HOW IMPORTANT IT WAS.

THE, THE CANDIDATES WERE CAMPAIGNING, THEY MADE POSTERS, UM, CAMPAIGN POSTERS, AND

SO WE RECORDED SOME CAMPAIGN ADS FOR OUR MORNING TELEVISION NEWS SHOW, RSIA TODAY.

UM, THOSE ADS, UH, ROTATED AND AIRED DAILY JUST AS IF IT WOULD'VE BEEN FOR, FOR THE NOVEMBER ELECTIONS.

WE ACTUALLY GOT THE TICKET FROM THE, UH, BOARD OF REGISTRATIONS.

THEY PRINT A TICKET WITH ALL THE RESULTS FROM THE POLLS.

SO WE GOT THE POLL REPORT AND THEN, UH, AND THEN WE CREATED THAT AND TURNED THAT INTO A GRAPHIC AND, UH, SHARED THE RESULTS OF THE ELECTION THAT WAY.

THE VOTES ARE IN, I THINK ONE OF THE THINGS THAT'S MAYBE NOT SURPRISING, IT KIND OF REINFORCED THE REASON WHY WE'RE DOING THIS IS HOW MANY PEOPLE THERE ARE THAT ARE NOT ENGAGED IN THE PROCESS BECAUSE THEY'VE EITHER LOST FAITH IN THE SYSTEM OR THEY DON'T BELIEVE THAT THEIR VOTE COUNTS AND THEY PASS THAT ON TO YOUNG PEOPLE SUCH THAT YOUNG PEOPLE NOW FEEL AS THOUGH WHAT DIFFERENCE DOES IT MAKE IF I VOTE OR NOT VOTE? AND THAT'S WHO WE'RE TRYING TO WORK WITH.

SO WE CAN CHANGE THAT KIND OF THINKING AND PERHAPS EVEN GET THEM TO REENGAGE THEIR CAREGIVER OR THEIR PARENTS OR OTHER ADULTS IN THE WHOLE PROCESS.

I WANTED TO RUN FOR PRESIDENT BECAUSE I FEEL LIKE I WOULD'VE BEEN A GOOD CANDIDATE FOR PRESIDENT.

SO I RAN AND I HAD TO DO A SPEECH FOR, UM, TO GO ON OUR DAILY NEWS.

AND SO AFTER I DID THE SPEECH, I WAITED ABOUT A WEEK OR TWO AND THEN WE VOTED AND I GOT THE PAPER LIKE EVERYONE ELSE DID, AND I HAD TO DO THE PAPER AND I GOT MY CARD AND WE WENT TO GO VOTE.

AND OBVIOUSLY I VOTED FOR MYSELF.

SO I USUALLY SEE, LIKE, MY PARENTS USUALLY TELL ME, OH, I'M GONNA GO VOTE.

AND I ALWAYS WONDER LIKE, WHAT IS IT LIKE? SO TO ACTUALLY GET THE EXPERIENCE AND ACTUALLY USE IT, IT FELT, IT FELT REAL DURING THE PROJECT.

UM, THE STUDENTS WHERE I WAS KIND OF HELPING OUT AT, AT THE BOOTH, THEY KIND OF CAME OVER AND ASKED, UM, WAS IT THE POLL THAT THEIR PARENT ACTUALLY USED? SO IT KIND OF GAVE THEM THAT REAL LIFE EXPERIENCE OF WHAT MOM AND DAD DO DURING THE VOTING, VOTING TIME.

IN THE PAST, WHAT WE HAVE DONE IS WORK WITH, UM, OUR AGING POPULATION.

WE WENT OUT TO, UM, NURSING AND ASSISTED LIVING HOMES, REGISTERING PEOPLE, EDUCATING THE RESIDENTS THERE ON VOTING IN OUR COUNTY AND MAKING SURE THAT THEY WERE ALL READY FOR MAJOR ELECTIONS.

AND WE'VE BEEN DOING THAT FOR SEVERAL YEARS NOW, AND IT'S BEEN VERY SUCCESSFUL.

AND WE ARE ALSO PLANNING TO DO IT, UH, CONTINUE TO DO IT FOR OUR, UH, CITIZENS IN THE HIGH SCHOOL, DOING GENERAL ELECTION YEARS.

WE GO OUT TO THE HIGH SCHOOL, 16 AND 17 YEAR OLDS, AND WE TRAIN THEM ON BECOMING POLL MANAGERS AND THEY PARTICIPATE WITH US DURING OUR GENERAL ELECTIONS, WORKING THE PRECINCT AS A POLL MANAGER.

AND THESE ARE SOME OF THE BRIGHTEST KIDS, UM, THAT WE HAVE WORKING AT THOSE PRECINCTS, WORKING WITH ALL CITIZENS.

BUT THE PART THAT WAS MOST, I THINK, IMPORTANT FOR THE YOUNG PEOPLE WAS TO ACTUALLY HAVE THEM VOTE.

MANY OF THEM HAD NEVER SEEN A VOTING MACHINE.

THEY OBVIOUSLY BECAUSE OF THEIR AGES HAD NOT VOTED.

SO WENDELL WAS VERY ACCOMMODATING AND COMING IN AND DOING A TUTORIAL WITH THOSE YOUNG PEOPLE AND EXPLAINING THE PROCESS, THE STAFF, UH, THEY WERE JUST EXCITED TO THE STUDENTS.

UM, THE SOCIAL STUDIES TEACHERS HAD THE OPPORTUNITY TO TEACH SOME OF THE LESSONS.

UM, AND JUST TO SHOW WHERE THINGS WERE IN THE FIFTIES AND SIXTIES AND HOW VOTER VOTER REGISTRATION DRIVES CAME ABOUT.

UM, IT TAKES EVERY, EVERY VOTE THAT'S OUT THERE VERSUS JUST ME SAYING, YOU KNOW WHAT, I'M NOT GONNA VOTE TODAY.
