AND WHEREAS THE MOST EFFECTIVE WAY TO INCREASE THIS AWARENESS IS THROUGH EVERYONE'S ACTIVE PARTICIPATION AND COMMUNITY ACTIVITIES AND THE OPENNESS TO LEARN AND ACKNOWLEDGE EACH INDIVIDUAL'S CONTRIBUTION.

AND WHEREAS OPPORTUNITIES FOR CITIZENS WITH DEVELOPMENTAL DISABILITY DISABILITIES TO FUNCTION AS INDEPENDENTLY AND PRODUCTIVELY AS POSSIBLE, MUST BE FOSTERED IN OUR COMMUNITY.

THE STAFF AT THE DISABILITIES SPECIAL NEEDS DEPARTMENT

HERE IN BEAUFORT COUNTY WORKS INCREDIBLY HARD ON BEHALF OF HUNDREDS OF CHILDREN AND ADULTS WITH DEVELOPMENTAL DISABILITIES RIGHT HERE IN BUFORT.

SUCH, UH, DISABILITY SUCH AS DOWN SYNDROME AND AUTISM, AS WELL AS ACQUIRED, UH, ACQUIRED BRAIN DAMAGE DUE TO INJURY AND TRAUMA.

IT'S VERY, IT'S REALLY CHALLENGING WORK, BUT IT'S EXTREMELY IMPORTANT.

THE, UH, THE STAFF THERE PREPARE CONSUMERS FOR JOBS WITHIN THE COMMUNITY AND TO UNDERTAKE MANY OF THE DAY-TO-DAY FUNCTIONS, WE ALL CAN PERFORM AND TAKE FOR GRANTED.

UM, THIS PROCLAMATION IN SUPPORT OF THESE INDIVIDUALS AND THE STAFF OF DSN HELPS SO MUCH IN INCREASING POSITIVE PUBLIC AWARENESS.

AND, UH, JUST AS AN ASIDE, UH, BILL LOVE THE DIRECTOR OF DISABILITIES SPECIAL NEEDS, AS WELL AS ALL OF THE STAFF THERE ARE, HAVE DONE, YOU KNOW, GREAT WORK IN CREATING, UH, TAKING A LOT MORE STRIDES TO WORK ON MAKING SURE THAT THE CONSUMERS ARE AS INDEPENDENT AS POSSIBLE, BOTH IN THEIR ASSISTED LIVING HOMES, TO TRY AND MAKE IT SO THAT THEY NEED LESS AND LESS ASSISTANCE SO THEY CAN BE AS INDEPENDENT AS POSSIBLE AND IN THEIR DAY PROGRAMS. OUR GOAL HAS BEEN FROM THE START TO HELP TRY TO MAKE THIS SIMPLE, SIMPLIFY IT FOR US SO EVERYBODY CAN UNDERSTAND IT SO COUNCIL CAN UNDERSTAND, SO THE PEOPLE OUT THERE CAN UNDERSTAND IT.

BECAUSE A LOT OF, IT'S A LOT OF NUMBERS, IT'S A LOT OF ACRONYMS, IT'S A LOT OF THINGS THAT MAYBE ARE DIFFICULT TO DEAL WITH, BUT THANKFULLY THE CHAMBER HAS BEEN VERY OPEN TO THAT AND REALLY WORKED WELL WITH US SO FAR TO TRY TO MAKE THIS INTO SOMETHING THAT YOU GUYS CAN UNDERSTAND AND THAT WHEN WE COME UP FOR CONTRACTS OR JUST EVERY DAY TO UNDERSTAND WHAT'S IMPORTANT TO US, IT'S THE ENVIRONMENT, IT'S THE PEOPLE, IT'S THE CULTURE, IT'S THE HISTORY THAT WE'VE DONE.

AND THOSE ARE NUMBER ONES ON THE LIST THAT WE HAVE.

AND THOUGH WE ALL KNOW, WE LIVE ON THIS WONDERFUL, BEAUTIFUL ISLAND, AND WE HAVE AMAZING PRISTINE BEACHES.

WE ALSO HAVE FABULOUS ECOTOURISM EFFORTS, DEEP AND RICH HISTORY, ARTS AND CULTURE, RECREATION AND WELLNESS.

AND THOSE ARE THE PIECES THAT THOUGH WE HAVE WONDERFUL, YOU KNOW, ISLAND AND GOLF AND BEACHES, WE WANNA BRING FORWARD THESE OTHER FIVE DESTINATION VALUES THROUGHOUT OUR MARKETING AND DO IT MORE PREVALENTLY, UM, IN OUR EFFORTS.

WE ARE FOR THIS, YOU KNOW, UNITED STATES, THE BEST ISLAND TO THEIR READERSHIP.

THAT'S A REALLY HUGE ACCOMPLISHMENT THAT WE'RE UP AGAINST THE HAWAIIAN ISLANDS AND OTHER ISLANDS WITHIN THE US.

SO TO KNOW THAT WE NOT ONLY DID THAT THIS YEAR, BUT FOR SEVEN YEARS IN A ROW, WE REALLY, REALLY HANG OUR HAT ON THAT.

AND YOU CAN SEE THIS SEAL THAT WE GET TO USE IN ALL OF OUR EFFORTS WHEN WE'RE PROMOTING TO THE READERS OF CONDE NAST TRAVELER.

THIS CAMPAIGN RAN FROM NOVEMBER OF 23 THROUGH FEBRUARY OF 23.

AND YOU CAN SEE HERE THROUGH THAT IMAGE, THE DIGITAL PIECE THAT WE HAD WAS EXPERIENCING OUR HEART, OUR CULTURE, AND OUR HISTORY.

SO AGAIN, BRINGING THOSE ICONS THAT YOU SEE THERE, MY LEFT, YOUR RIGHT, UM, BRINGING FORWARD SOME OF THE MESSAGE POINTS THAT WE, AGAIN, DETERMINED TOGETHER WERE OUR CORE VALUES CAPITALIZING.

NOW ON A NEW BUSINESS UP ON THE AGENDA, WE HAVE THE FIRST READING OF ORDINANCE, UH, TO AMEND THE TOWN OF HILLHEAD ISLANDS COMPREHENSIVE PLAN TO INCORPORATE A HOUSING IMPACT ANALYSIS.

THIS HAS BEEN APPROVED BY THE PLANNING COMMISSION IN JANUARY, AND THE PUBLIC PLANNING COMMITTEE RECOMMENDED IT BE PRESENTED TO COUNCIL AT THE FEBRUARY 8TH MEETING.

UM, YES, BEFORE YOU TODAY I HAVE FIRST READING OF AN ORDINANCE FOR A COMPREHENSIVE PLAN AMENDMENT, UM, TO INCORPORATE A HOUSING IMPACT ANALYSIS, UM, TO OUR HOUSING ELEMENT.

OUR COMPREHENSIVE PLAN IS OUR PLAN.

UM, IT WAS ADOPTED IN 2020.

THE PLANNING HORIZON FOR THIS DOCUMENT IS BETWEEN 2020 AND 2040.

UM, THE COMPREHENSIVE PLAN, UM, IS A DOCUMENT THAT PROVIDES A FOUNDATION FOR OUR ISLAND'S GROWTH AND DEVELOPMENT.

IT PROVIDES A BASELINE OF EXISTING CONDITIONS AND OUTLINES, GOALS, STRATEGIES, AND TACTICS FOR THE FUTURE OF THE TOWN AND OUR ISLAND COMMUNITY.

UM, IN THE COMPREHENSIVE PLAN, IT INCLUDES SOME REQUIRED PLANNING ELEMENTS THAT ARE REQUIRED BY THE STATE PLANNING ENABLING ACT.

AND ONE OF THOSE ELEMENTS IS A HOUSING ELEMENT.

AND, UM, THIS AMENDMENT BEFORE YOU TODAY IS, UM, AN AMENDMENT TO THE HOUSING ELEMENT AND WILL BE INCORPORATED IF ADOPTED AS AN APPENDIX TO OUR ADOPTED COMPREHENSIVE PLAN.

UM, SO OUR COMPREHENSIVE PLAN, UM, ALREADY INCLUDES INFORMATION BOTH ON HOUSING AS WELL AS, UM, OUR ECONOMY RELATED TO OUR EMPLOYMENT SECTOR, UM, BOTH IN CHAPTER TWO, OUR COMMUNITY SECTION, AS WELL AS SOME GOALS, STRATEGIES, AND TACTICS RELATED TO HOUSING AND WORKFORCE HOUSING.

IN CHAPTER THREE ARE CORE VALUES WITHIN THE ADOPTED COMPREHENSIVE PLAN.

SO, UM, THE HOUSING IMPACT ANALYSIS, UH, BACKGROUND, UM, STARTED FROM, UH, A CHANGE TO, UH, SOUTH CAROLINA LAW WHEN ACT 57 WAS, WAS ADOPTED.

AND IT ALLOWS, UM, LOCAL GOVERNMENTS TO UTILIZE, UM, A TAX MONIES FOR THE DEVELOPMENT OF WORKFORCE HOUSING.

AND THAT ACT NOW ALLOWS COMMUNITIES TO UTILIZE, UM, A PORTION OF OUR STATE OR LOCAL ACCOMMODATIONS TAX OR BOTH TO UTILIZE THE DEVELOPMENT OF QUALIFIED WORKFORCE HOUSING AS A TOURISM RELATED EXPENDITURE.

AND IT REQUIRES THAT IF A LOCAL GOVERNMENT WANTS TO UTILIZE THAT FUNDING, THEY FIRST NEED TO CREATE A HOUSING IMPACT ANALYSIS.

UM, THERE IS A LIMIT OF THAT, UM, ALLOCATION UP TO 15%.

AND, UM, CURRENTLY THE ACT DOES HAVE A SUNSET CLAUSE AS OF DECEMBER 31ST, 2030.

THE HOUSING IMPACT ANALYSIS DOCUMENT HAS TO BE COMPLETED PRIOR TO SECOND READING OF AN ORDINANCE, UM, BY THE APPROVING BODY.

AND IT INCLUDES A REQUIREMENT THAT IT'S AN AMENDMENT TO THE COMPREHENSIVE PLAN AS PART OF THE HOUSING ELEMENT.

UH, THE ACT ALSO IDENTIFIED SOME, UM, REQUIRED STEPS IN THE PROCESS.

ONE THAT THERE, THE HOUSING IMPACT ANALYSIS IS DELIVERED TO THE DEPARTMENT OF REVENUE AND THE TOURISM EXPENDITURE REVIEW COMMITTEE, AS WELL AS, UM, AN ORDINANCE TO THE MEMBERS OF THE LEGISLATIVE BODY, WHICH IS BEING ACCOMPLISHED TODAY.

UM, WE HAVE CONFIRMED RECEIPT, UM, BY BOTH OF THE REQUIRED STATE AGENCIES THAT ARE LISTED AND ALSO HAVE CONFIRMED THAT THE HILTON HEAD IS THE FIRST MUNICIPALITY TO TURN IN HOUSING IMPACT ANALYSIS IN THE

STATE OF SOUTH CAROLINA.

SO, AS PREVIOUSLY MENTIONED, THIS HAS GONE THROUGH, UM, SOME PUBLIC REVIEW.

THE DOCUMENT ITSELF WAS ASSEMBLED IN IN LATE SUMMER, EARLY FALL.

UM, IT WAS REVIEWED TWICE BY THE HOUSING ACTION COMMITTEE ONCE IN NOVEMBER, AND THEN THEY RECOMMENDED IT FOR APPROVAL IN DECEMBER.

UM, THEN IT WENT TO THE PLANNING COMMISSION FOR A PUBLIC HEARING, UH, IN JANUARY.

UH, THE PUBLIC PLANNING COMMITTEE, UH, REVIEWED AND RECOMMENDED IT, UM, IN FEBRUARY AND, UH, LAST MONTH AT TOWN COUNCIL.

THERE WAS A BRIEF ON THIS TOPIC AND FIRST READING IS TODAY AND WE ANTICIPATE POTENTIAL SECOND READING AT THE NEXT MEETING ON MARCH 19TH.

SO THE, THE REQUIRED COMPONENTS THAT ARE OUTLINED IN ACT 57 REQUIRE THAT THE DOCUMENT PRESENT A POINT IN TIME ANALYSIS, UM, AND REQUIRE DATA SETS, UM, ON OUR HOUSING MARKET CHALLENGES COSTS ASSOCIATED WITH THE INCREASED REAL ESTATE PRICES AND THE COST BURDEN FOR LOCAL EMPLOYEES.

UH, THE DOCUMENT ITSELF IS, IS, UM, OUTLINED IN FIVE CHAPTERS.

IT, IT COVERS THE EMPLOYMENT ANALYSIS, HOUSING MARKET ANALYSIS, HOUSING MARKET CONDITIONS, CONSTRUCTION AND DEVELOPMENT COSTS, AND THEN SOLVING THE, THE HOUSING CRISIS.

UH, AGAIN, THE, THE DOCUMENT ITSELF IS AN AMENDMENT TO THE COMP PLAN.

UM, THE DOCUMENT DOES NOT INCLUDE ANY ADDITIONAL RECOMMENDATIONS IN IT.

UM, WE ALREADY HAVE, UH, RECOMMENDATIONS FOR HOUSING THAT ARE FROM OUR COMPREHENSIVE PLAN AND OUR OTHER HOUSING ADOPTED PLANS, THE WORKFORCE HOUSING STRATEGIC ACTION PLAN OF 2019 AND THE HOUSING FRAMEWORK OF 2022.

UM, SO THE DOCUMENT ITSELF IS, UH, SIMPLY THE PREREQUISITE TO BE ABLE TO ENABLE COUNSEL TO UTILIZE UP TO 15% OF ATEX MONIES SHOULD THEY CHOOSE TO.

THIS IS THE SEVENTH MEETING IN A PRETTY SHORT PERIOD OF TIME THAT REVIEWED ALL THAT MATERIAL.

LASTLY, WE HAVE A FIRST READING OF AN ORDINANCE TO AMEND TITLE EIGHT, CHAPTER THREE OF THE TOWN OF

HILTON HEAD ISLAND CODE OF ORDINANCE TO ADD SECTION EIGHT DASH THREE DASH ONE 14 TITLED, ABANDONED WATERCRAFT.

THIS ITEM WAS APPROVED AT THE FEBRUARY 12TH COMMUNITY SERVICE AND PUBLIC SAFETY COMMITTEE MEETING ON FEBRUARY 12TH FOR COUNCIL APPROVAL.

MR. GROOVER, THANK YOU MAYOR.

UH, MEMBERS OF COUNCIL, MR. ORLANDO, UM, AS IS IN THE PACKET THIS EVENING, WHAT IS PENDING BEFORE YOU IS A RECOMMENDATION THAT'S COME OUT OF THE COMMUNITY SERVICES AND PUBLIC SAFETY COMMITTEE.

UH, THE COMMITTEE UNANIMOUSLY RECOMMENDED THAT TOWN COUNCIL CONSIDER AN ORDINANCE THAT WOULD AMEND TOWN CODE TO INCORPORATE PROVISIONS THAT ARE ESSENTIALLY FROM STATE CODE DEALING WITH THE, UH, DERELICT AND ABANDONED BOATS THAT MAY BE WITHIN THE TERRITORIAL WATERS OF THE TOWN OF HILTON HEAD ISLAND, AS IS INDICATED IN THE MATERIALS THAT ARE BEFORE YOU TONIGHT.

WHAT THE STATE HAS ESSENTIALLY SAID IS THAT IF A LOCAL GOVERNMENT WANTS TO STEP IN AND TRY TO REGULATE WATERCRAFT WITHIN THE TERRITORIAL WATERS OF THE STATE, IT MUST DO SO, UH, ALMOST IDENTICALLY TO WHAT THE STATE HAS PROPOSED IN TERMS OF ITS REGULATIONS.

SO THAT IS EXACTLY WHAT YOU HAVE BEFORE YOU TODAY IS A PROPOSAL TO INCORPORATE THE LANGUAGE FROM THE STATE CODE INTO THE TOWNS CODE.

WHAT THAT DOES IS IT GIVES OUR COMMUNITY CODE ENFORCEMENT AND PUBLIC SAFETY OFFICERS THE ABILITY TO TAKE ADDITIONAL STEPS TO ADDRESS IT.

IT ALSO ALLOWS US TO WORK DIRECTLY WITH THE STATE AND THE COUNTY TO ADDRESS ABANDONED AND DERELICT VOTES.

AT THE COMMITTEE, THERE WAS A REQUEST, UH, REGARDING KIND OF THE FINANCIAL IMPLICATIONS.

AT THIS POINT IN TIME, THERE ARE NO DIRECT FINANCIAL IMPLICATIONS WITH THE ADOPTION OF THIS.

THIS ESSENTIALLY JUST ALLOWS US TO HAVE AN ADDITIONAL ARROW IN OUR QUIVER THAT WE CAN USE TO ADDRESS THIS ISSUE.

UH, AS PART OF THIS UPCOMING PROPOSED BUDGET, I BELIEVE WE'RE GONNA LOOK AT INCLUDING THE PURCHASE OF A WATERCRAFT, WHICH IS THEN GOING TO ENABLE US TO BE ABLE TO GO OUT AND DO MORE ACTIVE MONITORING FOR THIS PARTICULAR ISSUE IN OUR WATERWAYS, AND THEN WORK DIRECTLY WITH THE COUNTY IN THE STATE TO ADDRESS THOSE BOATS THAT ARE IDENTIFIED AS BEING ABANDONED OR DERELICT.

UM, I KNOW A MEMBER OF THE PUBLIC ASKED A QUESTION ABOUT CAN WE, UH, REGULATE THE DISTANCE FROM WHICH, UH, BOATS ANCHOR OR MORE UNFORTUNATELY KNOW THE STATE, UM, REGULATES THE TERRITORIAL WATERS AND AS SUCH, THEY'RE THE ONES THAT SET FORTH THE REGULATIONS.

AND THERE'S NOTHING CURRENTLY IN STATE CODE THAT WOULD ALLOW OR REGULATE OR PROHIBIT, UH, THE DISTANCES FROM WHICH PEOPLE CAN, UH, ANCHOR OR MORE.

TO THE EXTENT THAT THAT DOES EXIST, WE WOULD BE ABLE TO APPLY IT, BUT THERE'S NOTHING THAT WE COULD INCORPORATE LOCALLY THAT WOULD BE DIFFERENT OR IN CONTRAVENTION TO WHAT MAY BE AVAILABLE AT THE STATE LEVEL.

UM, I HAD SOME QUESTIONS ABOUT THIS LAST TIME I WAS HERE, BUT I DID SPEAK WITH A NUMBER OF BOAT CAPTAINS THAT I KNOW AND THEY AGREE THAT THEY WOULD BE HAPPY IF, UM, THEY WOULD LOOK AFTER THE NEGLECTED AND DERELICT BOATS, WHICH WOULD REALLY HELP.

THE OTHER, UM, THING THAT MOST OF THE GENTLEMAN I SPOKE WITH AGREED UPON WAS TO STOP ALLOWING COMMERCIAL BUSINESSES FROM OPERATING FROM COUNTY AND TOWN BOAT RAMS. RIGHT NOW THERE ARE LIKE, I DON'T KNOW, ONE GUY HAS 20 BOATS ON A PUBLIC DOCK AND ANOTHER HAS, UM, ABOUT A DOZEN WAVERUNNERS AND THEY'RE NOT PAYING TO USE THESE DOCS.

AND IF I READ THIS CORRECTLY, ON PAGE 78 OUT OF 86 ON TODAY'S THING THAT I GOT ON THE INTERNET ON, UM, THE THIRD PARAGRAPH, SUBLINE A, IT SAYS MORE TO A DOCK OR MARINA BIRTH WITH PERMISSION FROM THE DOCK OR BIRTH OWNER ONLY.

UM, BUT I ALSO WANTED TO SORT OF MAKE US AWARE THAT, UM, THIS HAS BEEN A CHALLENGE AS FAR AS HAVING, UH, THE STATE MOVE ON WATERCRAFT THAT ARE CURRENTLY THERE.

UM, SO I JUST WANNA SORT OF OPEN OUR MINDS,

UH, A NUMBER OF MONTHS AGO, THE MAYOR OF THE TOWN MANAGER, MYSELF AND THE PUBLIC SAFETY DIRECTOR WENT OUT AND WE DID A SURVEY OF THE WATERS AROUND THE ISLAND.

WE IDENTIFIED, I BELIEVE ABOUT EIGHT, UH, VESSELS AT THAT TIME THAT CLEARLY APPEARED TO BE ABANDONED.

UM, AND SO WE REPORTED THAT INTO THE STATE AND SLOWLY BUT SURELY THOSE VESSELS HAVE BEEN REMOVED AND AND TAKEN OUTTA THE WATERWAY.

SO IT DOES, UH, IT DOES WORK.

IT'S JUST A LITTLE BIT SLOW.

THIS WOULD GIVE US THE ABILITY TO BE A LITTLE BIT MORE PROACTIVE WITH IT.

AND THEN TO THE EXTENT THAT WE WANTED TO GET INVOLVED AND, AND DO THE WORK DIRECTLY OURSELVES, WE WOULD INCLUDE SOME KIND OF PROPOSAL IN A PER BUDGET IN ORDER FOR COUNCIL TO APPROVE.

UM, SO IT HAS BEEN A PARTNERSHIP BETWEEN THE TOWN AND A AND A NON-PROFIT ORGANIZATION AND THE COUNTY, UM, TO KEEP OUR WATERWAYS CLEAN AND, YOU KNOW, THANK YOU TO THE COUNTY FOR, FOR REMOVING THESE BOATS AND, AND DEMOLISHING THEM.
