SO RIGHT THERE AT 2 78 AND ONE 70, UH, THE CONTRACTOR'S GONNA GET STARTED HERE IN A LITTLE BIT, UM, ON THOSE IMPROVEMENTS THAT ARE PLANNED IN THE SHORT TERM PROJECT.
UH, REBA ROAD AND LADIES ISLAND DRIVE INTERSECTION.
SO OBVIOUSLY THIS IS PART OF THE LARGER PROJECT, BUT, UH, WE'VE GOT A SHORT TERM IMPROVEMENT TO, TO DO A RIGHT, UH, TURN CHANNELIZATION THERE AT THE, AT THE AUTO PARTS STORE.
UM, SO WE HAVE SURVEYED, UH, IN JUST A SECOND.
UH, WE HAVE SURVEYED, UH, OUT THERE AND WE'RE GONNA START THE DESIGN ON THAT TO GET THOSE SAFETY IMPROVEMENTS FOR THAT SPECIFIC, UH, IMPROVEMENT THERE.
UH, AND LASTLY, LAUREL BAY PATHWAY.

SPEAKING OF THE AIRPORT, WE HAD SOME GOOD NEWS LAST WEEK AS WELL.
SO LAST WEEK WE GOT ANNOUNCEMENT THAT HILTON HEAD AIRPORT RECEIVED, UH, $5 MILLION IN A TP AIRPORT TERMINAL PROGRAM FUNDING INSIDE THE BIPARTISAN INFRASTRUCTURE LAW.
UH, THIS 5 MILLION IS TO GO TOWARDS THE PHASE TWO, UH, OR THE REMAINDER PART OF THE PROJECT THAT WE HAVE.
SO, UM, THIS WAS A COMPETITIVE GRANT THAT WE APPLIED FOR LAST FALL AND JUST GOT NOTICE OF IT LAST WEEK.
SO A BIG WIN FOR THE AIRPORT AND FOR THE COUNTY.
WAS THAT NUMBER COUNTED IN FOR THE FUNDING WE ALREADY PUT TOWARDS, THIS IS EXTRA FUNDING WE'RE GETTING.
SO WE'VE GOT THE PHASE ONE COMPLETELY FUNDED.
WE DID HAVE FAA FUNDING, BUT THAT WAS REGULAR F FA FUNDING.
THIS IS OUTSIDE OF REGULAR FAA FUNDING.
THIS WAS A GRANT THAT WAS MADE AVAILABLE FROM THE INFRASTRUCTURE BILL.
UM, SO THIS WOULD BE FOR PHASE TWO.
UH, WE'RE STILL PLANNING ON WHAT THOSE IMPROVEMENTS.
WE BROKE THE COMPONENTS OF THE AIRPORT OUT.
SO WE KNOW IF THIS COSTS A MILLION AND THIS COSTS 2 MILLION, RIGHT? UH, SO WHETHER WE USE IT AS A CHANGE ORDER INTO THE EXISTING ONE, WHAT WE'RE THINKING RIGHT NOW IS, RIGHT NOW IN THE PROJECT, WE HAVE ONE JET BRIDGE.
PLANNED JET BRIDGES ARE A MILLION TO $2 MILLION, A MILLION AND A HALF DOLLARS.
UM, SO WE MAY, AT THE FULL COMPLETION OF THE PROJECT, THERE'S PLANNED FOR THREE OF 'EM.
SO IT MAY BE THAT WE JUST GO AHEAD AND BUY THE NEXT TWO JET BRIDGES AS PART OF THAT $5 MILLION.
UH, WE'RE WORKING THROUGH THAT NOW.
WHAT, HOW WE'RE EXACTLY GONNA SPEND THAT $5 MILLION.
WE HAVE TIME CONSTRAINTS ON IT, UH, NOT MAJOR TIME CONSTRAINTS AND, AND A AVIATION FAA GRANTS, UM, THEY'RE NOT FULLY AWARDED UNTIL YOU BID OUT THE SCOPE OF THE PROJECT.
ONCE YOU KNOW THE EXACT NUMBER, THEN THEY'LL, THEY'LL FINALIZE THE GRANT AND THEN IT'LL COME THROUGH COUNTY COUNCIL TO ACCEPT THE GRANT.
SO WE'VE GOTTEN NOTIFIED OF THE GRANT, BUT WE ARE, WE HAVEN'T ACCEPTED IT BECAUSE WE DON'T HAVE A CONSTRUCTION, UM, AMOUNT YET.
UM, AND SPEAKING OF BIG NEWS, UH, I KNOW I, I'VE

SHARED THIS ALREADY.I HAD THE OPPORTUNITY TO GO TO WASHINGTON DC TWO WEEKS AGO FOR THE NATIONAL ASSOCIATION OF COUNTIES.
AND, UM, BASICALLY COUNTY GOVERNMENT OWNS ALMOST A THIRD OF ALL THE INFRASTRUCTURE, UM, THROUGHOUT THE NATION.
UM, BETWEEN AIRPORTS AND ROADS, BRIDGES AND PUBLIC TRANSPORTATION SYSTEMS. WE OWN A LARGE PORTION OF THAT.
HOWEVER, UH, IN THE INFRASTRUCTURE LAW, THERE WAS TWO PARTS.
THERE WAS FORMULA FUNDING AND WHICH BASICALLY RUNS THROUGH THE STATE AND THE STATE DOTS.
AND THEN THERE'S DISCRETIONARY GRANT FUNDING.
WELL, DISCRETIONARY GRANT FUNDING IS ALSO NOT OPEN JUST ONLY TO COUNTIES, BUT TO MUNICIPALITIES AND TO OTHER STATES DOTS.
SO EVERYBODY'S COMPETING ON THAT.
SO EVEN THOUGH WE OWN 30 TO 40% OF, OF ALL THE INFRASTRUCTURE WITHIN THE UNITED STATES, UM, WE'VE, WE'VE PROBABLY NOT GOTTEN OUR FAIR SHARE THROUGH THE DISCRETIONARY GRANT PROGRAM.
IT'S ESTIMATED BETWEEN FIVE AND 20% THAT COUNTIES HAVE GOT IN DIFFERENT PROGRAMS. SO, UH, THIS $5 MILLION THAT WAS JUST AWARDED IS A BIG DEAL.
THIS IS BEAUFORT COUNTY'S FIRST DISCRETIONARY GROUND OUT OF THE BIPARTISAN INFRASTRUCTURE LAW.
AND AGAIN, UH, IT'S REPRESENTED, UM, ONLY FIVE TO 20% IS WHAT THE LOCAL COUNTIES HAVE GOTTEN.
UM, JUST KNOW THAT EVEN THOUGH THERE'S A BIG POT OF MONEY UP THERE IN WASHINGTON, IT DOESN'T MEAN THEY'RE JUST FREELY HANDING IT OUT.
THERE IS A LOT OF COMPETITION TO THIS AND IT'S A CHALLENGE AND, AND, UM, BUT WE'RE THANKFUL TO HAVE RECEIVED THAT 5 MILLION.
AND THEN LASTLY, AS FAR AS MY UPDATE, I HAD THE OPPORTUNITY LAST WEEK TO ATTEND A JASPER COUNTY WORKSHOP.
IT WAS A JOINT WORKSHOP WHERE THE COUNTY AND THE TWO MUNICIPALITIES ALL WORKED TOGETHER.
THEY WERE TALKING THROUGH VARIOUS ITEMS, BUT TWO OF THE ITEMS THAT ARE IMPORTANT TO US ARE BOTH IMPACT FEES WE'VE ALREADY TALKED ABOUT AND PASSED OUR IMPACT FEES.
THEY'RE WORKING TO INITIATE THEM.
FIRST TIME, UH, WE WERE RENEWING OUR PROGRAM.
AND THEN SECONDLY, THEY'RE LOOKING AT A FUTURE TRANSPORTATION SALES TAX AS WELL.
UH, THE REASON BOTH OF THOSE ARE IMPORTANT IS BECAUSE WHATEVER WE DO, UH, WE HAVE SOME CROSS COMMUNICATION AS FAR AS WHAT ROADS WE HAVE ON OUR, OUR PLANS AND WHAT ROADS THEY PLAN.
IN PARTICULAR, THE TRIANGLE PROJECT, AND THEN 2 78 WIDENING BACK TOWARDS THE INTERSTATE.
SO, UH, JUST LO AND BEHOLD, WE ARE FROM STAFF.
WE'RE TALKING, WE'RE COORDINATING, UH, WE'RE ALSO COORDINATING WITH LATS.

IT WAS $80 MILLION ALLOCATION TO THE US 2 78 CORRIDOR TRAFFIC IMPROVEMENT PROJECTS, $30 MILLION TO LADIES ISLAND TRAFFIC, CORRIDOR TRAFFIC IMPROVEMENTS, AND THEN $10 MILLION TO SIDEWALKS AND MULTI-USE PATHWAYS.
THE COUNTY, I KNOW WITH THE 2024 REFERENDUM THAT WE'RE TALKING ABOUT, WE'VE TALKED ABOUT BONDING OPTIONS.

UH, WE DIDN'T GET MUCH OF A TIMELINE.
WE DIDN'T, WE DIDN'T GET, WE'LL GET IT IN 30 DAYS, WE'LL GET IT IN 90 DAYS.

AND THEN A, A COMPLETE CONSTRUCTION BY THE END OF 2028.
UM, SO THE STATE INFRASTRUCTURE BANK IS GOING THROUGH SOME CHANGES, UM, ORGANIZATIONALLY RIGHT NOW.
AND SO WE, WHEN WE TALKED LAST TO THE TO SIB, THEY SAID, HEY, COME BACK AND REPORT BACK TO AT THE END OF JANUARY AND LET US KNOW WE ARE SO WE CAN UPDATE THIS CONTRACT AND, AND PUT THAT IN A BETTER PLACE.
UM, WE HAVEN'T HAD WORD SINCE THEN, UH, SINCE JANUARY 31ST.
AND SO I DON'T KNOW THAT WE'LL GET WORD UNTIL THEIR ORGANIZATION GETS BACK, WHICH, UH, WHICH SHOULD BE KIND OF, LIKE I SAID, SOME RESTRUCTURING GOING ON RIGHT NOW IN THE NEXT COUPLE WEEKS.

SO MY UNDERSTANDING AND AND PROJECTION IS THAT WE ARE PROBABLY GOING TO SEE A INCREASE IN THAT COST ESTIMATE, AND WE'RE PROBABLY GONNA SEE AN INCREASE IN THE SCHEDULE AS FAR AS THE COMPLETION DATE, AND WE'LL HAVE TO REACT AND ADJUST ONCE WE RECEIVE THAT INFORMATION, UM, FROM DOT.

IF, IF THEY NEED TO REMOVE MONEY FROM ONE PROJECT AND TAKE IT TO ANOTHER, SURE.
BUT THAT IS NOT THEIR FIRST OPTION.
AND THE OTHER ONE IS THAT YOU MENTIONED, UM, COST OVERRUN.
IF, IF WE DO HAVE A SUBSTANTIAL COST OVERRUN, IS THAT GONNA BE BORN BY? SO CURRENTLY THE WAY THE CONTRACT IS WITH THE SIB AND WAY OUR FUNDING IS WITH DOT, IS THAT THE COUNTY IS THE SPONSOR OF THE PROJECT AND TAKES ALL RISKS FOR PROJECT OVERRUNS.
SO CAN THAT BE RENEGOTIATED WITH BOTH THOSE PARTIES? SURE.

AIRPORT FRONTAGE, PHASE ONE, UM, WHICH YOU'LL SEE OVER ON THE FAR RIGHT THAT IS LOST ISLAND TO THE INTERSECTION OF 21.

THERE WAS FIVE ALTERNATIVES THAT HAVE BEEN LOOKED AT ALL THROUGHOUT THE YEARS.
IT WAS PUT ON HOLD ALSO DUE TO, UM, A RESOLUTION.

ONCE AGAIN, YOU'RE COMPLETED IN CONSTRUCTION, IN DESIGN, AND THE PROJECTS THAT ARE ON HOLD.

UM, IN THE FALL OF 2028 OF THOSE ROADS WERE THEN RECOMMENDED THAT WOULD FIT WITHIN OUR $10 MILLION BUDGET FOR BOTH DESIGN RIGHT OF WAY ACQUISITION AND CONSTRUCTION.
UM, AS YOU KNOW, WE HAD AN OVER COLLECTION OF OUR SALES TAX.
SO WE DID COME FORWARD AND YOU APPROVED A ALLOCATION OF $15 MILLION TO GO TOWARDS, UH, THE SIDEWALKS AND MULTI-USE PATHWAYS.
SO THAT BRINGING US TO A TOTAL OF 25 MILLION.
SO WE WERE ABLE TO ADD SOME ADDITIONAL PROJECTS IN THERE, BRINGING IT UP TO 17 FOLD PROJECTS.
ONE OF THE ODDBALLS IS SOMETHING LIKE LAUREL BAY, IT IS IN THE REFERENDUM.
UM, BUT WE RECEIVED A VERY GENEROUS GRANT FROM THE SOUTH CAROLINA DEPARTMENT OF VETERANS AFFAIRS THAT COVERED THE MAJORITY, 80% OF THAT PROJECT.
SO WE WERE ABLE TO DO SOME MODIFICATIONS TO ENSURE THAT WE COULD GET THAT PROJECT IN.

UH, THE EASTERN PORTION WAS RECENTLY, UH, RESURFACED IN 2023 UNDER THE, THE RESURFACING PROGRAM.
UM, THIS WESTERN PORTION WAS BROUGHT TO US FOR UNDER POLICY STATEMENT 15 AND 17, WHICH IS OUR ACCEPTANCE OF ROADS INTO THE COUNTY INVENTORY.
