OBJECTIONS. NEXT IS THE BOARD JANUARY 22ND, FEBRUARY 20 FEBRUARY 5TH AND FEBRUARY 312 A MOTION PLEASE SOME OF US CHAIRMAN MR. CUNNINGHAM MAKES THE MOTION A SECOND PLEASE SECOND MR. LAWSON MAKES THE SECOND JULIE MOTION AND SECONDED ANY DISCUSSION THE[6. ADMINISTRATOR'S REPORT]
MINUTES WILL BE APPROVED WITHOUT OBJECTION THERE NEXT IS OUR ADMINISTRATOR'S REPORT THE EVENING COUNCIL FIRST I'D LIKE TO START WITH A OF EVENTS LAST WEEK COUNCIL MEMBER STAFF MYSELF ATTENDED A CAC CLASS OF SOUTH CAROLINA ASSOCIATION OF COUNTIES THE INSTITUTE INSTITUTE OF GOVERNMENT. I HAD SEVERAL MEMBERS THE CHAIRMAN AND MYSELF THERE AND SOME STAFF MEMBERS I HAD LEARNED A LOT FROM AND MR. RICH AND I WERE AWARE NOW A PUBLIC SPEAKING CLASS THAT WAS FOR 4 HOURS THAT WAS REALLY GOOD CLASS, JOHN I THINK WE'RE MUCH BETTER MAYBE IT WAS IT WAS A REALLY WELL TERM MEET DURING LEGISLATION DAY SO WE STAFF MEMBERS WERE ALLOWED TO GO VISIT THE FLOOR OF THE HOUSE, STAND IN THE IN THE BALCONY AND AND THEN VISIT MANY OF OUR LOCAL LEGISLATIVE DELEGATION JUST PAST FRIDAY I ATTENDED THE LAUREL BAY PATHWAY COUNCILMAN DAWSON SPOKE AT THE AT THE GROUNDBREAKING FOR THE LAUREL BAY PATHWAY PROJECT. IT WAS A REAL WELL ATTENDED YOU LEARNED ABOUT THAT A LITTLE BIT EARLIER IN THE COMMITTEE MEETING THIS. THAT PROJECT HAS GONE ON SINCE 1980S. IT TOOK A LONG TIME AND THERE'S A LITTLE KIND ASPHALT SIDEWALK ALONG THERE NOW THAT WAS BUILT MANY YEARS AGO SO IT WAS REALLY NICE TO SEE THE GROUPS WORK TOGETHER BETWEEN THE DEPARTMENT OF VETERANS FOR THE AIR STATION US CORPS AND COUNTY PROJECT.SO IT'S A REALLY NICE PROJECT THAT WILL CONNECT THE AIR STATION TO LAUREL BAY AND IT WILL BISECT THE SPANISH MOSS TRAIL WHICH IS ANOTHER GOOD ADVANTAGE.
THIS MORNING I ATTENDED THAT GROUNDBREAKING CEREMONY IN THE CITY OF BEAUFORT FOR SOUTH SIDE
[00:05:02]
PARK. IT'S A BEAUTIFUL PARK KIND OF IN THE MIDDLE OF ONE OF THE CITY OF BEAUFORT LARGE BEDROOM NEIGHBORHOODS. MRS. ALICE HOWARD WAS THERE THIS MORNING AND I TO LISTEN TO HER SPEAK AS WELL. CONGRATULATIONS TO MUNICIPAL PARTNERS, THE CITY OF BEAUFORT AND ALL OF THOSE WHO SPENT SO MUCH TIME WORKING ON THAT PROJECT IS RIGHT IN MY NEIGHBORHOOD AND TO SEE IT FINALLY BE A REALITY AFTER SO MANY YEARS WILL BE EXCITING. NEXT I WANT TO RECOGNIZE A FEW EMPLOYEES.THIS EVENING WE HAVE TREVOR HAYWARD FROM ANIMAL SERVICES OF THEM.
HE'S GOING TO HEAD BACK THERE. TALLULAH DID NOT TELL HIM WHY HE WAS HERE.
SO TREVOR HAS WORKED FOR ANIMAL . OH, YOU GOT IT RIGHT HERE.
THAT'S YOU. IT'S CAMERON. SO TREVOR HAS WORKED FOR ANIMAL SERVICES FOR FOUR YEARS. HE HAS DRASTICALLY REDUCED FERAL CAT POPULATION BY EMPLOYING BY IMPLEMENTING TRAP AND NEUTER RETURN PROGRAMS WHICH ARE PRETTY TOUGH REALLY HERDING CATS, RIGHT? HE WORKS HARD TO MOVE AROUND VARIETY OF TASKS TO INCLUDE ANIMAL CRUELTY CASES, PET RETENTION PROGRAMS, CAPTURING STRAYS AND OR DANGEROUS ANIMALS. HE WORKS WITH RESIDENTS TO EDUCATE FIRST PRIOR TO TAKING THEIR. THIS PRACTICE HELPS KEEP ANIMALS IN THEIR HOME PROVIDES THEM WITH REASON TO ENSURE THAT THEIR ANIMALS ARE BEING CARED FOR PROPERLY.
TALLULAH TRICE, COUNTY ANIMAL SERVICES DIRECTOR SAYS THAT TREVOR IS ONE OF THE DEPARTMENT'S MOST ADAPTABLE MEMBERS. HIS WORK ETHIC ABILITY TO ADJUST QUICKLY AND DESIRE TO WORK HARD MAKE HIM AN EXCEPTIONAL TEAM MEMBER.
TREVOR I WANT TO SAY HI. HELLO? YEAH HOW ABOUT HOW ABOUT IT'S A STERLING IS A ONE WORD SO HE'LL HAVE TO BE MAD AT TALLULAH FOR SNEAKING UP ON YOU.
ALL RIGHT. ALSO THIS EVENING I'D LIKE TO INTRODUCE YOU TO AN 11 YEAR VETERAN OF COUNTY, ANN MCGOWAN . AND HERE I THINK SHE LEARNED ON HER WAY OWN THE WAY IT'S OKAY. SO AND ANN HAS SERVED COUNTY FOR MORE THAN 11 YEARS FIRST WITH THE ASSESSOR'S OFFICE AND FOR THE LAST ABOUT THREE YEARS WITH THE VETERANS AFFAIRS OFFICE. HER DUTIES INCLUDE RESPONDING TO INQUIRIES FROM VETERANS ISSUE MAKING IT RESPONDING TO INQUIRIES FROM VETERANS COUNTY ,MANY OF WHICH ARE VETERANS AS WELL AS THE PUBLIC IN ORDER TO THE VETERANS AS VERY COMPLEX. IT TAKES A WEALTH OF KNOWLEDGE TO CALLS ON A ROUTINE BASIS SO SHE PROVIDES ANSWERS AND INFORMATION FOR DEPARTMENTS LOCAL, STATE AND FEDERAL POLICIES AND PROCEDURES. A LOT OF THINGS TO STUDY.
SHE PREPARES PROVIDES STATISTICAL INFORMATION FOR THE VETERAN AFFAIRS DEPARTMENT MAINTAINS LOGS AND REPORTS AND AND TAKES CARE OF ALL OF THE INTERDEPARTMENTAL DOCUMENTATION . SO AGAIN IN JULY 2021 AND WAS PROMOTED AT HER IN-SERVICE.
SO THIS IS DIRECT SUPPORT OF A VETERANS AND THEIR FAMILIES FROM BEAUFORT, JASPER AND HAMPTON COUNTIES. IN THIS ROLE SHE WOULD PROVIDE FREE PROFESSIONAL ASSISTANCE TO VETERANS AND THEIR FAMILIES IN OBTAINING BENEFITS THROUGH SERVICE.
SERVICE CONNECTED THROUGH SERVICE. CONNECTED MILITARY SERVICE.
MARTIN IT'S TWO YEARS OF DISABLED VETERANS AND THEIR FAMILY BY US AND SUBMITTING CLAIMS FOR BENEFITS MAKING REFERRALS TO LOCAL, STATE AND FEDERAL AGENCIES.
SHE COLLABORATES DIFFERENT TEAMS AND AGENCIES TO ENSURE THE QUALITY OF LIFE VETERANS AND PROVIDES SUPPORT IN AREAS SUCH AS VOCATIONAL REHABILITATION, HOME LOANS, EDUCATION INSURANCE, BURIAL BENEFITS AND MUCH MORE. ALTHOUGH SHE'S NOT HERE AND
[00:10:02]
MCGOWAN THANK YOU FOR SERVICE TO COUNTY. SO THAT CONCLUDES MY REPORT.THANK YOU VERY MUCH. WE'RE AT OUR FIRST CITIZENS COMING.
IS THERE ANY MEMBER OF THE AUDIENCE WHO HAS UP OR WISHES TO SPEAK BEFORE COUNCIL?
[8. LIASION AND COMMITTEE REPORTS]
OKAY THEN WE'LL MOVE ON TO OUR COMMITTEE REPORT OF COUNCIL NEED TO REPORT.JUST COUPLE OF THINGS MR. CHAIRMAN ATTENDED AND SO DID MISS BROWN THE STORM WATER BOARD MEETING ON FEBRUARY 14 AND I ALSO ATTENDED THE TOWN REPORT WORLD PREPARED.
THEY WERE SETTING THEIR GOALS FOR THE NEXT YEAR. GOOD MORNING.
EXCELLENT. ANYBODY ELSE? I'M JUST TIRED.
I WANT TO ON THAT CRAIG GORDON WHO IS THE CHAIR OF OUR CTSI. IT'S THE TRANSPORTATION COMMITTEE. HE'S BEEN INVITED TO SPEAK ON MARCH 20TH AT THE STATE TRANSPORTATION MEETING. WE'RE ALL KCTCS WILL BE THERE IN THE SECRETARY.
ALL 46 COUNTIES AND ACCORDING TO CRAIG BECAUSE THEY BELIEVE BEAUFORT COUNTY IS A MODEL COMMITTEE BUT THEY'LL START AGAIN THIS MARCH I PRESUME IT'S IN COLUMBIA MORE LIKELY.
YEAH. MR. CHAIRMAN, I JUST WANT TO AS THE LIAISON REPRESENTATIVE TO THE PUBLIC DEFENDER'S OFFICE JUST WANT TO PUT A FOR THE FINANCE COMMITTEE THAT MEMORIALIZING IT. BUT SEVERAL YEARS AGO THERE WAS A MEETING WITH THE PUBLIC DEFENDER'S OFFICE AND UNDER THE DIRECTION OF HE'S AT THE TIME HE RECOMMENDED IN THEIR POSITION BECAUSE THEY WERE LOSING PUBLIC DEFENDERS OTHERS WOULD STEP STAFF AND WE WERE ASKED NOT TO BRING IT FORWARD TO THE THROUGH THE IN THE MIDDLE OF THE YEAR BUT IT WOULD BE PLEASE IN THE BUDGET FOR THE NEXT YEAR AND THAT WAS DONE. AND SO THERE'S A DELTA THAT'S IN THE PUBLIC DEFENDER'S OFFICE BUDGET AT THIS TIME. THEY MADE THE REQUEST AFTER WE MADE WE SUPPORT THIS JUST A YEAR BEFORE THEN AND THEY LOST A LOT OF THEIR ATTORNEYS TO THE SOLICITOR AND BASICALLY THEY WANTED TO UPGRADE THEIR SOLICITORS I MEAN THEIR ATTORNEYS SALARY AND THAT REQUEST WAS DONE. BUT BECAUSE WE NEVER FULLY FUNDED APPROPRIATELY THEY HAVING A DELTA IN THEIR FUND BALANCE AT THIS TIME.
SO I WANT TO BRING THAT ON THE TABLE FOR US TO AT LEAST ADDRESS HOPEFULLY WE CAN CORRECT THAT AND MOVE FORWARD. THE OTHER THING THAT THE THEY ARE REQUESTING IS THAT WHEN THE STATE AND THE COUNTY EMPLOYEES THEIR $3,000 BECAUSE THEY HAD SIGNED TO BE A PART OF THE COUNTY THE RFP THOSE $3,000 BY LAW THEY WERE NOT SUPPOSED TO BUT THAT'S SOMETHING THAT AS A COUNTY WE COULD DO IF WE SAW THIS. SO I WANT THAT TO BE ALSO IN THE CONSIDERATION OF STUFF. SO I JUST WANT TO RING ON THE TABLE, MR. CHAIRMAN, THAT'S ALL PART OF THE BUDGET PROCESS. YES, SIR. AND I MISSED THE EARLY PART OF THE MEETING SO I DIDN'T SEE IT AS I SAID. NO THANK YOU.
OKAY. ANY OTHER REPORTS I HAVE? MR. CHAIRMAN? THANK YOU. JARRETT IN OUR LAST MEETING TALKED ABOUT THE TERMINAL EXPANSION HAS GONE VERY WELL. THAT'S. I WANT TO TALK ABOUT THE PALMETTO BREEZE. VERY BRIEFLY HERE I WENT TO ONE OF THEIR BOARD MEETINGS AND THEY ARE IN NEED OF FUNDING THIS YEAR AS WE ALL KNOW. I HEARD FROM HANK AND DENNIS THAT THAT'S IN HAND TO TAKE CARE. THEY HAVE A STUDY EFFORT UNDERWAY RIGHT NOW AND I BELIEVE THEY'RE ASKING US FOR SOME MONEY AND I WANT TO MAKE SURE WE GET THAT ON WHATEVER PROPER COMMITTEE IT IS TO GET THERE.
I ON THAT OR DO THAT AS ONE OF THE FOUR. WHEN I WAS HERE LAST.
YEAH, IT'S IN THERE. THANK YOU. I APPRECIATE THAT BUT GOOD VERY GOOD MEETING AND WE HAD THAT RETREAT HERE A COUPLE OF WEEKS AGO AND ONE OF THE KEY THINGS
[00:15:05]
THAT WE'RE GOING TO FOCUS ON IS TRANSPORTATION. THINK THE BREEZE CAN HELP US.THANK YOU, MR. CHAIRMAN. ANYONE ELSE? OKAY.
TWO THINGS FOR ME. NUMBER ONE THOSE OF YOU WHO HEARD OUR ADMINISTRATORS HEARD THAT WE AS A COUNCIL WENT TO TAKE CLASSES IN THE SOUTH CAROLINA ASSOCIATION OF COUNTIES WHAT THEY CALLED GOVERNMENT NEXT WAS A TWO DAY EVENT.
I WOULD LIKE TO ACKNOWLEDGE MR. REES IS HOWARD MISS BROWN. MR. BARTHOLOMEW IS TABERNACLE AND MYSELF WERE THE COUNCIL MEMBERS THERE ALONG WITH MR. ROBINSON.
MR. FREILICH. MR. EDMONDSON OF THE 34 COUNTIES THERE WE HAVE THE LARGEST NUMBER OF PARTICIPANTS SO A JOB WELL DONE BY THE COUNCIL HERE.
SECOND, THOSE OF YOU WHO ARE WATCHING ON TV, THOSE OF YOU WHO ARE HERE YOU MISSED GOOD MEETING JUST BEFORE THIS. IT WAS OUR FACILITIES AND SAFETY COMMITTEE MEETING AT MEETING. WE PRESENTED INFORMATION ABOUT THE 2018 REFERENDUM AND YOU SEE THAT WE'RE TALKING ABOUT THE 2024 REFERENDUM. IT'S ON TONIGHT'S AGENDA.
WE HAVEN'T HAD THE THIRD READING YET AND THAT'S BY DESIGN.
THERE ARE SEVERAL PEOPLE OUT THERE THAT WE NEED TO GET CONSENSUS FROM AS WHAT THEY WANT. THIS IS A COLLABORATION BETWEEN MUNICIPALITIES AND THE COUNTY.
YES IT IS A COUNTY REFERENDUM BUT IT'S THE MUNICIPAL AND THE COUNTY AT LARGE.
IT ALSO AFFECTS NEIGHBORING COUNTIES. WE INTEND TO HAVE WHAT WE WILL CALL INFORMATION SESSIONS FOUR OF THEM SPECIFICALLY ONE THAT WILL BE HELD IN ON HILTON HEAD ISLAND, ONE THAT WILL BE HELD NORTH OF THE BROAD TO COVER SAINT HELENA'S PORT ROYAL CITY OF BEAUFORT. ONE THAT WILL BE HELD IN BLUFFTON AND ONE THAT WILL BE HELD FOR UNINCORPORATED SECTION OF BEAUFORT COUNTY. UNDERSTAND HOW IMPORTANT THIS IS TO QUALITY OF LIFE THAT WE HAVE HERE. IT IS A LOT OF MONEY.
THERE'S A BUNCH OF MIS STATE MINTS OUT THERE BECAUSE PEOPLE DON'T REALLY UNDERSTAND THE PROCESS AND PROCEDURE. WE INTEND TO FILL IN THE BLANKS BEFORE WE HAVE THE THIRD READING SO I HOPE ALL OF YOU WILL ATTENTION TO WHAT IS COMING FORWARD OVER THE NEXT MONTH OR TWO BEFORE WE HAVE THAT FINAL READING. OKAY.
SO WE MOVE ON. OH YES. OUR YOUNG LADY WHO WE HONORED IS NOW HERE. YES, WE'VE ALREADY YOU DO? SO WE GET TO HAVE YOU COME UP, TAKE A PICTURE AND SAY SOMETHING IF YOU WISH. I GOT TO TALK ABOUT.
THANK SO MUCH. AND UNDERSTAND THE ASSESSOR'S OFFICE BEING RECOGNIZED ALSO.
SO I WOULD LIKE TO RECOGNIZE THE ASSESSOR'S OFFICE IN RECOGNITION OF THE ASSESSOR'S OFFICE I WOULD LIKE TO THANK THE INDIVIDUALS WHO ARE RESPONSIBLE HIRING ME IN THE BEAUFORT COUNTY. SEPTEMBER OF 2013 AS THOROUGHLY ENJOYED MY DUTIES THAT ADMINISTRATIVE TECHNICIAN OF THE TAX EQUALIZATION BOARD AND ARCHIVING OFFICIAL RECORDS.
I ENJOYED THE PEOPLE I WORK WITH ALSO. I WOULD PROBABLY STILL BE THERE BUT THEY TOOK ME TO VETERAN AFFAIRS. I HAVE FOUND MY PASSION AND HELPING VETERANS AND THEIR FAMILIES BEING THE BEST I CAN BE AND DOING SO.
THIS EVENING FILLED WITH GRATITUDE FOR THIS RECOGNITION. IT IS A REFLECTION OF NOT JUST MY WORK BUT THE BELIEF EFFORT AND ASPIRATION OF EVERYONE WHO HAS BEEN PART OF THIS JOURNEY.
I AM DEEPLY THANKFUL FOR THE OPPORTUNITIES I'VE HAD, THE CHALLENGES THAT HAVE MADE ME STRONGER, THE SUCCESSES THAT HAVE BEEN ALL THE SWEETER FOR THEIR FOR THEIR DIFFICULTY.
MY ASPIRATION IS THAT THIS RECOGNITION NOW ONLY SERVES AS AN ACKNOWLEDGMENT OF THE PAST BUT ALSO AS AN INSPIRATION FOR FUTURE ENDEAVORS. MAY WE ALL ASPIRE TO CREATE, CONTRIBUTE AND MAKE A DIFFERENCE IN WHATEVER FIELD WE CHOOSE.
THANK YOU FOR THIS GREAT HONOR . MAY WE ALL LOOK FOR A FUTURE FILLED WITH ACHIEVEMENT PURPOSE? THANK YOU VERY MUCH.
THANK YOU. OKAY, NOW WE MOVE ON TO THE ACTION ITEMS.
[9. APPROVAL OF CONSENT AGENDA]
[00:20:09]
ITEM NUMBER NINE IS APPROVAL OF OUR CONSENT AGENDA. I HAVE SUCH A MOTION.PLEASE MAKE A MOTION. MR. CHAIRMAN. MOTION.
MR. BERNANKE MADE THE SECOND DULY MOTION DIDN'T SECONDED ANY DISCUSSION SAYING NONE OF THE CONSENT AGENDA IS APPROVED WITHOUT OBJECTION AND I SEE NO OBJECTIONS.
[10. FIRST READING OF AN ORDINANCE AUTHORIZING THE INTERIM COUNTY ADMINISTRATOR TO EXECUTE THE NECESSARY DOCUMENTS TO CONVEY A PORTION OF PROPERTY OWNED BY BEAUFORT COUNTY WITH TMS NO. ITEM NUMBER TEN IS A FIRST READING OF AN ORDINANCE AUTHORIZING THE INTERIM COUNTY MINISTRY TO EXECUTE THE NECESSARY DOCUMENTS TO CONVEY A PORTION OF PROPERTY OWNED BY BEAUFORT COUNTY WITH A TMS ALSO KNOWN AS BEACH CITY ROAD OPEN. MAY I HAVE SUCH A MOTION PLEASE ? SO MOVE. MR. READS MADE THE MOTION.MISS HOWARD MADE THE SECOND DULY MOTION DIDN'T SECONDED. IS THERE ANY DISCUSSION SAYING NONE. THIS WILL BE APPROVED. OBJECTION AND THERE ARE NO
[11. APPROVAL OF A RESOLUTION AUTHORIZING THE PROVISION OF FUNDS TO LOWCOUNTRY AREA TRANSPORTATION STUDY (LATS) FOR BEAUFORT COUNTY’S PORTION OF THE LOCAL MATCH FOR THE NORTHERN TRANSIT STUDY, THE SC 315/46 AND BLUFFTON PARKWAY EXTENSION STUDY, AND THE BLUFFTON PARKWAY FROM SC 170 TO US 278 AT THE BLUFFTON PARKWAY FLYOVER STUDY; AND FURTHER TO AUTHORIZE THE INTERIM COUNTY ADMINISTRATOR TO EXECUTE MEMORANDUMS OF UNDERSTANDING WITH LOWCOUNTRY COUNCIL OF GOVERNMENTS FOR THE MANAGEMENT OF THE REGIONAL STUDIES (FISCAL IMPACT: The match for the Bluffton Parkway’s study will come from Bluffton Transportation Impact Fees account 2300-30-0000-51160 with a balance of $7,331,998.85. OBJECTIONS. NUMBER 11 IS APPROVAL OF A RESOLUTION AUTHORIZING THE PROVISION FUNDS TO THE LOCAL COUNTRY AREA TRANSPORTATION STUDY KNOWN AS LANDS FOR BEAUFORT COUNTY'S PORTION OF THE LOCAL MATCH FOR THE NORTH TRIP THE SOUTH CAROLINA 315 SLASH 46 AND BLUFFTON PARKWAY EXTENSION AND THE BLUFFTON PARKWAY FROM SOUTH CAROLINA 72 U.S. TO 78 AT THE BLUFFTON FLYOVERS STUDY AND FURTHER TO AUTHORIZE THE INTERIM COUNTY ADMINISTRATOR TO EXECUTE MEMORANDUMS OF UNDERSTANDING WITH THE LOWCOUNTRY COUNCIL OF GOVERNMENT FOR THE MANAGEMENT OF THE REGIONAL STUDIES AND HAVE SUCH A MOTION PLEASE SUBMIT MR. MADE THE MOTION AND MR. READS MADE THE SECOND DULY MOTION AND SECONDED. IS THERE ANY.YES, MR. CHAIRMAN. YES SIR. I WILL BE VOTING AGAINST THIS.
IT WAS MOTION AT LAST BY ONE OF THE REPRESENTATIVES ON HILTON HEAD TO REMOVE THE PORTION PARKWAY WHICH THEY ARE REFERRING TO AS FIVE B THAT IS A CONNECTOR THEY WANT TO DO BETWEEN BUCK ISLAND TO BUCKWALTER. THE PERSON FROM HILTON HEAD IS THE ONE THAT RECOMMENDED REMOVING IT AND THAT WAS SHOT DOWN EVEN THOUGH OVER 100 PEOPLE SHOWED UP TO VOICE THEIR OPPOSITION OF FIVE B IN A ROOM THAT ONLY HELD ABOUT 25 TO 30.
I WAS THERE. I SPOKE ALONG WITH OTHER COUNCIL MEMBERS AND PEOPLE FROM THE COMMUNITY. SO WILL NOT SUPPORT THIS AS LONG AS FIVE AS PART OF THE STUDY. I'VE HAD PEOPLE TELL ME ON LINES THAT THEY SAY THEY WANT TO STUDY SAY THAT IT'S NEEDED OR NOT NEEDED. I CAN TELL YOU THEY ALSO CAME OUT INCLUDING THE CHAIRMAN OF THAT STOOD UP AND SAID AND TOLD EVERYONE THE ROAD CAN NO LONGER GO ALL THE WAY TO 95 BECAUSE HARTSVILLE SOLD THAT PROPERTY TO MARGARITAVILLE FOR HOMES WHERE THAT ROAD SUPPOSED TO GO. SO I WILL NOT SUPPORT THIS FUNDING. IT SEEMS LIKE A WASTE OF TAX DOLLARS ESPECIALLY FOR A ROAD THAT'S GOING TO COST US 50 TO $60 MILLION TO BUILD RIGHT THERE IN BLUFFTON FOR AN AREA THAT ALREADY HAVE TO HAVE ACCESS TO OTHER THAN TO GET ACCESS TO A LANDLOCKED PROPERTY THAT IS NOT NEEDED CURRENTLY RIGHT NOW IN COUNTY. SO I WILL DEFINITELY OBJECT TO THIS UNLESS SOMEBODY IS WILLING OUTSIDE OF MYSELF BECAUSE I MADE THAT CLEAR REMOVE THE PORTION FROM THE BLUFFTON PARKWAY FROM THERE. BUT THE ISSUE OF LET'S SEE AT THE BOTTOM THERE IT SOUNDS LIKE THE TOWN OF BLUFFTON IS WILLING TO FUND THAT PORTION BECAUSE THEY KNOW THAT THE COUNTY DOESN'T SUPPORT IT. OKAY.
SO THIS IS WAS MY UNDERSTANDING AND I'LL BE WRONG I DIDN'T THINK THIS FIBER WAS INCLUDED IN THIS PROGRAM. THE BLUFFTON PARKWAY EXTENSION STUDY THAT IS EXCLUSIVE TYPICALLY REFERRING TO FIVE BE AND IT EVEN SAYS IN OUR OFFICE WILL IMPACT THE BOTTOM THAT THE MATCH FOR THE BLUFFTON PARKWAY STUDY WILL COME FROM BLUFFTON TRANSPORTATION IMPACT FEES.
OKAY, SO I'M WITH YOU MR. KIND OF YOU IT'S NOT NECESSARILY FIVE BE IT IS ENTIRE BLUFFTON PARKWAY OF WHICH FIVE B IS A COMPONENT PARK BUT THE ORIGIN IDEA WAS THAT THE BLUFFTON PARKWAY WAS GOING TO END AT 170 THAT IT WAS IN FACT GOING TO GO TO 95.
OBVIOUSLY THAT'S NOT GOING TO BE THE CASE NOW. SO THE STUDY MAY WELL SAY AS AN ALTERNATIVE WHY WOULD WE DO I BELIEVE IF THAT THE SAME PAPER IF IT WASN'T UPDATED THAT PAPER USED IN THE MEETING IT'S NUMBER 14 HAS FIVE B SPECIFICALLY LISTED OUT IF THAT'S THE DOCUMENT THAT CAME FROM THAT'S THAT COMPUTER SCREEN. IT WAS CHAIRMAN IF THIS IS GOING TO BE AN FOR THE SOUTH TO SEPARATE THIS I KNOW THAT THE NORTHERN TRANSIT STUDY IS NEEDED. WE HAVE A LOT OF FOLKS AT THAT NEED ACCESS TO MASS TRANSIT UP THIS WAY AND THAT'S WHY I'M THAT'S WHY I MOTION TO AND SO IS SOUTH CAROLINA 315 AND 46.
[00:25:10]
WELL MR. FREY CAN I GIVE SOME CLARIFICATION? YOU ARE RIGHT.THESE ARE THREE INDEPENDENT STUDIES. THEY ARE NOT CONNECTED.
SO IF YOU WANT TO SEPARATE THEM SO SO YOU MAY CHOOSE THERE'S TWO STUDIES THAT ARE IN RELATION TO BLUFFTON PARKWAY. SO ONE OF THEM IS FOCUSED ON THE EXTENSION ALL THE WAY TO THE INTERSTATE THE CONNECT EXIT THREE AND SO THAT WOULD BE FROM WHERE ONE BEST WORKS AND THAT SECTION AS AS REFERENCED IN THE LAST MEETING MAY NOT NECESSARILY BE THROUGH JASPER COUNTY THROUGH A DIRECT STRETCH THERE EXTENDING WHERE IT IS TODAY BLUFFTON PARKWAY.
SO IT'S REALLY LOOKING AT TRAFFIC IN THE LOWER PART OF OF COUNTY AND JASPER COUNTY AS WELL THAT LOCUS OTHER IS IN THAT EXISTING ALIGNMENT TO GET TO THE INTERSTATE OR NOT WILL BE THAT PART OF THE STUDY. THE FIVE B PORTION WILL BE EVALUATED IN THE BLUFFTON ACCESS STUDY SEPARATE. SO WHAT THAT IS GOING TO LOOK AT IS BASICALLY THE LAST 20 YEARS WE HAVE CONSTRUCTED THE ENTIRETY BLUFFTON PARKWAY AS IT STANDS FROM 278 TO 170 IN SOME FORM OR FASHION IT IT DOESN'T INCLUDE THE FIVE B IT WILL EVALUATE WHAT NEEDS ARE NEEDED TO UPDATE ACCESS TO GET PARCELS TO A SIGNAL ANY MODIFICATION EXIST? BLUFFTON PARKWAY AS WE KNOW IT IT WILL ALSO IN THAT SPECIFIC STUDY EVALUATE FIVE B PORTION WHETHER THAT IS IS VALUE OR NOT FROM A TECHNICAL STANDPOINT. SO THE DIFFERENCE IN THE TWO STUDIES THERE. QUESTION OH YES, GO AHEAD. THANK YOU.
THANK YOU. APPRECIATE IT. MR..
I WILL. WHEN I GOT ON COUNCIL I WAS SORT OF ONE OF MORE THAN AS WE MOVE FORWARD WOULD BE FOR COUNTY TO MAKE SURE THAT INFRASTRUCTURE IS APPROPRIATE AND SITTING FROM CHARLESTON WE STAYED IN THAT PLAN FOR INFRASTRUCTURE IN THAT COUNTY AND IT'S BECOMING CHAOS VERY CHAOTIC AT THIS TIME OF THE. BUT I CAN TELL YOU THAT WHEN LOOK AT ALL THAT TRAVEL THAT ROAD IS NOT GETTING ANY EASIER AND I MAKE DOCTOR'S APPOINTMENT AND THEY HAVE AN OFFICE IN SAVANNAH AND THEY HAVE ONE ON HILTON HEAD.
I BASICALLY TELL THEM I PREFER COME IN SAVANNAH BECAUSE IT'S EASIER FOR ME TO GET HERE.
I DID TRAVEL THIS MORNING A LITTLE EARLIER THAN NORMAL TO SAVANNAH AND I GOT STUCK 174 SOME. OH YEAH I DON'T I DIDN'T KNOW THAT.
I'M JUST I DON'T TRAVEL THAT YOU KNOW WHEN I LOOK AT MY TIME WHEN I GO SOUTH ABROAD TODAY I HAD TO GO A LITTLE EARLY AND MADE THE APPOINTMENT BUT I WAS KIND OF NERVOUS.
I DON'T KNOW WHAT IS NEEDED BUT I PREFERRED TO HAVE A STUDY AND MAKE THAT DECISION AND INFRASTRUCTURE WHETHER YOU'RE TALKING ABOUT TRAVELING NOW OR EVEN IN EVACUATION THAT'S IMPORTANT FOR THIS COUNTY. SO I'M TO SUPPORT THE MOTION THAT'S ON THE FLOOR.
MR.. YES. SO I'M WITH MR. CUNNINGHAM.
IF ARE THREE DIFFERENT NOT THE ONE ABOUT THE BLUFFTON PARKWAY IT'S A NO GO.
MR. WILLIAMS TOLD ME IT STOPPED BY MINTO. SO WHY WOULD WE KICK IN 30,000? I THINK IT'S OUR SHARE FOR A STUDY WE ALREADY ISN'T GOING TO GO SOMEWHERE UNLESS YOU CAN TELL ME IT'S GOING TO GO SOMEWHERE ELSE. YES.
SO IN THAT SECTION A LARGE PART OF THAT IS IN JASPER COUNTY WHETHER IT'S THE BLUFFTON PARKWAY EXTENSION WHERE IT WAS DESIGNED TO OR WHETHER IT'S 46 WIDENING FROM THIS TRAFFIC CIRCLE BACK TOWARDS THE JASPER AND THOSE WOULD BE THE COMPONENTS AND AND BASICALLY COUNTY AND WHILE WE WOULD FUND A PORTION OF THE LOCAL MATCH AND I MADE THE ARGUMENT FOR IT IT'S EVEN NECESSARILY ME BEING AGAINST THAT ROAD IT'S ME BEING AGAINST BEAUFORT ONCE AGAIN HAVING TO DO EVERYTHING FIRST AND TAKE THE BURDEN WITH NOBODY ELSE SAYING THEY'RE GOING TO COME AND DO THEIR PORTION AND THAT'S WHERE I HAVE THE BIGGEST THING IF YOU WANT TO TELL ME THAT THIS WILL GO FROM HILTON HEAD ALL THE WAY TO 95 WITHOUT TOUCHING TO 78 I WILL BE HERE TO WORK AND ADVOCATE WITH EVERYBODY ELSE TO GET THAT DONE BUT WE LITERALLY HAVE THE
[00:30:01]
CHAIRMAN OF THAT SAYING THAT'S NOT GOING TO HAPPEN RIGHT NOW. WHO IS ISN'T THAT THE MAYOR? I WASN'T PART OF IT. YEAH, IT WAS SAYING THAT'S NOT GOING TO HAPPEN SO WHY AM I EVEN STIRRING UP ALL THIS FOR THE PEOPLE THAT I REPRESENT FOR A ROW THAT THEY'RE SO AGAINST WHEN I CAN'T EVEN TELL THEM THAT YEAH IT'S GOING TO GET THEY'RE NOT.MR. GLOVER I DON'T KNOW THE ROADS AS WELL YOU DO HERE BUT I KNOW IT PRETTY WELL IN BLUFFTON I CAN TELL YOU THAT THAT DOESN'T CHANGE ANY EVACUATION STILL PUTS THEM RIGHT BACK ON 170. ALL IT DOES IS GIVE YOU ACCESS FROM ONE PORTION OF BLUFFTON PARKWAY THAT LEADS A PORTION ON BUCKWALTER TWO A MILE AND A HALF DOWN THE ROAD ON BUCKWALTER THAT'S ALL IT DOES. IT CHANGES THE ALIGNMENT FROM ONE POINT ON BUCKWALTER TO ANOTHER. JUST THAT GOES TO THE EXACT SAME ROAD AND STILL PUSHES THEM RIGHT THE 170 AND RIGHT TO TO 78 SO I'M ALL FOR LIKE I SAID I'M TO WASTE MY TIME TRYING TO PULL IT OUT IF NOBODY ELSE IS GOING TO SUPPORT IT. I MADE THAT VERY CLEAR THE PUBLIC MEETING I MADE IT CLEAR FOR THREE YEARS BUT I WILL AT SOME POINT SUPPORT ANYBODY ELSE THAT WANTS TO PULL THAT OUT TODAY. MR. PRESIDENT, YOU KNOW I WILL VOTE FOR IT BECAUSE AGAIN. WE'RE NOT VOTING ON ACTUALLY FUNDING THE ROAD.
WE'RE ACTUALLY DOING THE STUDY AND THAT'S WHAT'S IMPORTANT FOR US TO FIGURE OUT FOR A LONG TERM WHAT'S GOING ON, WHAT'S NEEDED, WHAT'S NOT NEEDED, WHAT'S GOING TO HAPPEN IT HAS TO COME BACK TO US. WE HAVE TO VOTE ON IT WOULD HAVE TO ALL THAT COMES OUT OF OUT OF OUT OF THAT EVER BEING BUILT SO AGAIN WHAT WE'RE LOOKING AT IS TO DO A STUDY WHICH I THINK IS VERY, VERY IMPORTANT FOR US AND FOR THE FUTURE FOR PEOPLE TO SIT IN OUR CHAIRS IN THE FUTURE OF WHAT THEY DECIDE TO DO. BUT AGAIN, I CAN'T SEE THAT HAPPENING WHILE WE'RE HERE ON COUNCIL BUT AGAIN IT IS NEEDED FOR INFORMATION AND LET'S WILL DO THE STUDY WITH LOCOG THEY HAVE DO A PRIORITIZATION OF THE THE ROADS THAT ARE BEING RECOMMENDED THIS IS WHAT COMPONENT OF THIS IT'S NOT COMMITTING TO DOING ANYTHING OTHER THAN STUDYING THE ROADS FOR THE FUTURE. CHAIRMAN YES, SIR.
CALLER ALL PLEASE. IS EVERYBODY UNDER BEING SPOKEN ALL RIGHT.
WOULD YOU CALL THE ROLL ROLL COUNCIL MEMBER BARTHOLOMEW? BARTHOLOMEW YES.
