TOO OFTEN THE SOCIAL EMOTIONAL NEEDS OF STUDENTS IS PUT ON THE BACK BURNER.
UNFORTUNATELY, THAT WAS HOW THINGS, UH, WERE AT HILTON HEAD HIGH SCHOOL BEFORE MS. DOBSON ARRIVED.

THE STUDENTS' SOCIAL AND EMOTIONAL NEEDS HAVE BECOME A PRIORITY.
THE FEEDBACK I RECEIVED FROM THE PTSO AND SIC PARENTS IS THAT THE CUSTOMER SERVICE OF OUR COUNSELING OFFICE IS OUTSTANDING.

AT THAT TIME, MY TWINS WERE SOPHOMORES AT THE HIGH SCHOOL, NAVIGATING COVID AND STARTING COLLEGE PREPARATION.
MY DAUGHTER NEEDED TO TAKE AN ONLINE SUMMER CLASS.
WITHOUT MS. DOBSON, OUR DAUGHTER WOULD NOT HAVE BEEN ABLE TO NAVIGATE THAT PROCESS.
MS. DOBSON HAS BEEN BEEN INSTRUMENTAL IN THE TWIN SUCCESS AT HILTON AND ISLAND HIGH SCHOOL.
AND THROUGHOUT THEIR COLLEGE APPLICATION AND MISSION AND PROCESSES, THEY ARE, THEY, THEY JUST SUCCESSFULLY FINISHED THEIR FIRST SEMESTERS AT THE U AT THE UNITED STATES MILITARY ACADEMY AT WEST POINT AND THE UNIVERSITY OF SOUTH CAROLINA, RESPECTIVELY.
CURRENTLY, I HAVE A FRESHMAN AT HILTON AND ISLAND HIGH SCHOOL AND SERVE AS THE PTO PRESIDENT FOR THE THIRD YEAR.
WHILE SERVING AS THE PTSO PRESIDENT, I HAVE WITNESSED A POSITIVE IMPACT MS. DOBSON HAS HAD ON MANY STUDENTS AND THEIR FAMILIES.
IT'S REFRESHING TO SEE HOW HER HAPPILY USE HER KNOWLEDGE AND EXPERTISE FIRSTHAND.
I FEEL LUCKY AND PRIVILEGED THAT SHE WILL BE MY YOUNGEST DAUGHTER'S, UH, COUNSELOR FOR THE NEXT FOUR YEARS.
AND LASTLY, UH, A STUDENT HAD THIS TO SAY ABOUT MS. DOBSON SCHOOL HAS NEVER BEEN MY FAVORITE THING.
BUT FROM THE START, MS. DOBSON ALWAYS SAW MY POTENTIAL AND HELPED ME UNDERSTAND THE IMPORTANCE OF EARNING MY DIPLOMA.
DURING MY SOPHOMORE AND JUNIOR YEARS, I PROCRASTINATED AND AVOIDED SCHOOLWORK TO THE POINT OF FEELING I COULDN'T RECOVER.
AND DROPPING OUT WAS MY ONLY OPTION.
IT GOT TO THE POINT WHERE COMPLETING SCHOOL WAS NOT A PRIORITY AND INSTEAD FOCUSED.
I FOCUSED ON WORKING AND MAKING MONEY.
I WAS MAKING POOR DECISIONS IN MANY AREAS OF MY LIFE.
THEY IGNORED HOW BAD THINGS WOULD GET.
MS. DOBSON NEVER GAVE UP ON ME WITH SO MANY STUDENTS NEEDING HER.
SHE HAD EVERY RIGHT TO LOOK PAST ME AND LEAD ME TO DEAL WITH MY CONSEQUENCES.
BUT SHE NEVER DID MS. DOBSON NO MATTER HOW BAD THE SITUATION SEEMED.
ALWAYS HAD FAITH IN ME AND MY ABILITIES TO GET BACK ON TRACK DURING MY DIPLOMA.
SHE HAS DEMONSTRATED SO MUCH COMPASSION FOR ME, AND I KNOW SHE HAS HELPED MANY OTHER STUDENTS AS WELL.
AND I WANNA FINISH BY SAYING IN THE WORDS OF MISS DOBSON, I LOVE BEING A SCHOOL COUNSELOR AND BELIEVE THAT MY CONTINUED FAITH JOURNEY AND EDUCATIONAL INVOLVEMENT WILL REMAIN STEADFAST.

EARLIER THIS MONTH, THE WORLD AFFAIRS COUNCIL OF HILTON HEAD HOSTED ITS ANNUAL ACADEMIC WORLD QUEST COMPETITION IN PARTNERSHIP WITH THE BEAUFORT COUNTY SCHOOL DISTRICT.
DURING THE COMPETITION, TEAMS HAD 60 SECONDS TO ANSWER QUESTIONS PROJECTED ON A SCREEN.
QUESTIONS CAME FROM CATEGORIES SUCH AS CURRENT EVENTS, GREAT DECISIONS, NAFTA, AC N AT 50, UH, SAUDI ARABIA CYBERSECURITY, AND INDIA'S BID FOR GLOBAL LEADERSHIP.
THE BLUFFTON HIGH TEAMS TEAM WAS COACHED BY SOCIAL STUDIES TEACHER MICHAEL JARVIS, WHO IS UNABLE TO BE WITH US TONIGHT.

UM, THERE'S BEEN A SOCIAL STUDIES BILL THAT WAS DEBATED IN, UH, SUBCOMMITTEE IN THE HOUSE EDUCATION COMMITTEE, UM, KIND OF CONTROVERSIAL.
UH, THEY'VE DECIDED TO CARRY THAT OVER TO GET MORE INFORMATION, COME BACK AND TAKE A LOOK AT THAT.

UM, THE SCHOOL RECESS BILL, ANOTHER ONE THAT I DON'T THINK WE TALKED ABOUT THAT CERTAINLY CAME UP, UM, IN THE LAST WEEK OR SO HAS BEEN DISCUSSED.

UM, THE REGULATION THAT THE DEPARTMENT OF EDUCATION WAS CONSIDERING ON SCHOOL LIBRARY BOOKS ON THE BAND OF THOSE HAS BEEN SUBMITTED TO THE GENERAL ASSEMBLY.
UM, IT WAS SIGNIFICANTLY REVISED.

THE PAST WEEKEND, SEVERAL BOARD MEMBERS ATTENDED THE SOUTH CAROLINA SCHOOL BOARDS ASSOCIATION ANNUAL CONVENTION ON HILTON HEAD.WE HEARD FROM NATIONAL AND STATE EXPERTS ON A WIDE RANGE OF TOPICS INCLUDING BOARD, GOVERNMENT, COMMUNITY ENGAGEMENT, THE AGING WORKFORCE, WHICH WILL AFFECT OUR, OUR, UH, SCHOOL, UH, EMPLOYEES EVENTUALLY, AND TECHNOLOGY INNOVATIONS IN OUR CLASSROOMS. ATTENDEES COULD CHOOSE BREAKOUT SESSION IN AREAS THAT PARTICULARLY INTERESTED THEM.
ONE OF THE BREAKOUT SESSIONS I ATTENDED FOCUSED ON REDUCE REDUCING SCHOOL DISRUPTIONS, WHICH WAS EXCELLENT.
AND I'VE HAD A DISCUSSION WITH OUR SUPERINTENDENT, UH, ABOUT THAT.
ANOTHER HIGHLIGHT OF THE CONFERENCE ALWAYS IS NETWORKING AND INTERACTING WITH OTHER POOL PUBLIC SCHOOL LEADERS ACROSS THE STATE.
I'VE ATTENDED A NUMBER OF THESE CONFERENCES OVER THE YEARS AND I REALLY THOUGHT THIS IS PROBABLY THE BEST ONE I'VE ATTENDED.

UH, THERE WERE SOME QUESTIONS, UH, ABOUT SOME OF THE ENTRIES IN THE REPORTS.

UH, SPENDING IS, UH, CONTINUING AND, UH, WE ARE WORKING ON CLOSING OUT THESE REPORTS SO THAT WE HAVE ZERO LEFT IN THE BUDGET BY THE END OF THE FISCAL YEAR.
UH, MS. CROSBY PRESENTED THE SECOND QUARTER FINANCIAL REPORT.
I'M GONNA GIVE YOU A QUICK, QUICK UPDATE OF SOME OF THE FINDINGS ON THE, UH, FINANCIAL REPORT.
LOCAL PROPERTY TAX COLLECTION FOR THE END OF THE SECOND QUARTER, FISCAL YEAR 24 WERE REPORTED AS 74.8 MILLION OR 38.3% OF THE PRIOR YEARS, UH, OF, OF, OF SO MUCH.
UH, REVENUE HAS COME IN 38.3% PRIOR YEARS.
UH, COLLECTIONS WERE 53, SO WE ARE BEHIND LAST YEAR'S REVENUE.
AND THAT VARIANCE IS DUE TO ISSUANCE OF TAX BILLS LATER THAN NORMAL.
REPORTED THAT THE, FOR THE FIRST TIME IN 20 PLUS YEARS, A TAX ANTICIPATION NOTE WAS NOT ISSUED.
STATE REVENUES ARE 58, ARE 51.8 MILLION OR 42% OF ANTICIPATED REVENUES BY THE END OF THE SECOND QUARTER.
UH, PRIOR YEAR COLLECTIONS WERE 41.5, SO WE'RE SLIGHTLY AHEAD OF LAST YEAR'S, UH, REVENUE FROM THE STATE GENERAL FUND EXPENDITURES TOTAL SECOND QUARTER FY 20, UH, 24 SPENDING IS REPORTED AT 142 POINT OF $142 MILLION OR 44% OF THE BUDGET.
UH, SO WE ARE BELOW 50% EXPENDED WITH HALF OF THE YEAR FINISHED OTHER FUNDS, SPECIAL REVENUE AND EIA FUND.
SPECIAL REVENUE FUND EXPENDITURES REPORTED AT 33.8% OF BUDGETED AMOUNTS BY THE END OF THE SECOND QUARTER PRIOR YEAR'S EXPENDITURES.
UH, WERE AT 54.4 FEDERAL ESSER FUND EXPENDITURES FOR THE SECOND QUARTER.
AS WE'VE REPORTED IN THE, UM, ESSER UPDATE AMOUNTED TO $4.1 MILLION IN THE SECOND QUARTER OF FY 2024.
AND THE DEBT SERVICE FUND, LOCAL PROPERTY TAX COLLECTION BY AT THE END OF THE SECOND QUARTER WERE REPORTED AT 33.8 MILLION OR 36.5% PRIOR YEAR'S COLLECTIONS WERE AT 58.1.
AGAIN, THIS VARIANCE IS DUE TO THE ISSUANCE OF TAX BILLS LATER THAN NORMAL.

UH, THIS IS REASSESSMENT YEAR AND FIVE YEARS DEJA VU.
WE WERE BEHIND AGAIN BECAUSE OF LATE TAX BILLS SENT OUT.
AND ALSO THERE'S BEEN A SIGNIFICANT AMOUNT OF, UH, CHALLENGES TO ASSESS RATES, UH, TO THE TREASURER'S OFFICE AND TO THE AUDITOR'S OFFICE.
AND, AND THAT MAY IMPACT REVENUES COMING IN.
SO I, I REMAIN CONCERNED ABOUT THAT.
BUT IN THE NEXT DAY OR TWO, WE SHOULD BE GETTING JANUARY'S RESULTS AND I'M HOPING THAT THOSE RESULTS, UH, SHOW, UH, REVENUE BACK UP TO AT LEAST 50% CAPITAL PROJECTS FUNDS OUTSTANDING.

SO WE WERE VERY GLAD TO SEE THAT WE DID DECIDE THAT THERE DOES NEED TO BE AN OUTSOURCING, OR EXCUSE ME, A REVIEW OF THE CONTRACT.

AND, UH, YOU COULD TELL THAT THERE WAS A LOT OF TIMING THAT WENT INTO THE, THESE, UH, DIFFERENT PROGRAMS THAT THESE VARIOUS SCHOOLS HAVE HAD AROUND THE DISTRICT.
AND SO I DO WANT TO, ALONG WITH DR. RODRIGUEZ, UH, OUTLINING THE AFRICAN AMERICAN, UH, UM, CONFERENCE THAT WE HAVE.
I'D LIKE TO DEFINITELY GIVE OUT KUDOS TO ALL THE SCHOOLS THAT HAVE HAD PROGRAMS BECAUSE PEOPLE HAVE BEEN SAYING THAT THEY APPRECIATED.
