[I. CALL TO ORDER]
[00:00:07]
THURSDAY FEBRUARY 1ST 24 WHAT ABOUT COMMUNITIES IT IS KNOWN AS YOU KNOW IS A TINY SMALLER OR AT LEAST RIGHT YEAH RIGHT LET'S GET DOWN TO ROLL CALL EVERYONE IS WHERE THEY NEED TO BE CHAIRMAN FRED HAMILTON YEAH THEN WOULD YOU VERY SIMPLE SIR DOUG MCGILL HERE WHEN CHAMBERS HERE MET JAMES HERE AND IN WAS POLITE TO YOU ALSO HAVE THE AGENDA OF THE OCEAN TO ADOPT SO
[III. ADOPTION OF THE AGENDA]
THAT I MIGHT BE AS I SAID ALSO THE MINUTES FROM FOURTH IN THE MOTION TO ACCEPT OR NOT IS OVER[IV. ADOPTION OF MINUTES]
EXACTLY ON THE TABLE AS A WHOLE BUSINESS AND THERE'S THIS WILL BE YOU KNOW THEY'VE BEEN THE[VI.1. FY2024 Neighborhood Assistance Program Budget Update]
SYSTEM THE BUDGET IN ALL RACES INCLUDING. ALL RIGHT GOOD MORNING AND JUST FOR THE RECORD, THE ALWAYS POLITE HAS JOINED ME ONE MINUTE EARLY PLEASE.GOOD MORNING. ALL RIGHT. WELL IT'S A DIFFERENT AREA AND EVERYONE HAD A GREAT JANUARY I'VE BEEN HEARING EVERYONE SAY THAT THIS WAS LONG SO YOU DON'T WANT TO RUSH THESE THINGS. ALL RIGHT. SO THE BUDGET IS BUDGET FOR FISCAL YEAR 2024 FOR NEIGHBORHOOD ASSISTANCE PROGRAM WAS ADOPTED AT $290,000 TODAY IF SEVEN SERVICE PEOPLE WERE THERE. SO THERE'S ROOFING AND INTERIOR REPAIRS TOTALING 246000 TO 28 HOMES HAVE BEEN SERVICE FOR SOMETHING.
HOW ABOUT TOTALING 4866 AND TWO HOMES FOR THREE SERVICES TOTALING 6001 AS OF JANUARY 25TH 2024 WHEN THIS REPORT WAS SUBMITTED 28 HOMES HAVE BEEN SERVICE TO THE NEIGHBORHOOD ASSISTANCE PROGRAM AND THAT IS FOR OUR CALENDAR YEAR OF 2024 OUR PROGRAM BUDGET AND PROGRAM HAS A BALANCE EXCUSE ME 32 733 AND THAT'S EVERYTHING COLLECTIVELY ALL OF OUR FINANCES THAT WE DO SUCH AS THE ROOFING 70 PRIVATE ROAD. SO ALL TOGETHER WE ARE HOLDING 32,000 733 ANY QUESTIONS DO YOU WANT MAKE YOU LOOKING AT IT YOU HAVE QUITE A FEW WE HAVE QUITE A FEW IN THE QUEUE BUT NOTHING IS EMERGENCY RIGHT NOW SO I'M JUST KIND OF HOLDING THIS 32 733 FOR ANYTHING EMERGENCY IF A ROOF IS COMING THROUGH WATER IF THERE'S ANY TREE.
SO WE DO HAVE SIX IN THE QUEUE AND APPLICATIONS ARE STILL COMING IN SO WE ARE HOLDING LIKE I SAID AND IF ANYTHING IS IMPORTANT IMPORTANT EMERGENCY KEVIN AND I WILL SIT DOWN AND SAY LET'S GO AHEAD AND KNOCK THAT ONE OUT. SO WE DO HAVE QUITE A FEW IN THE QUEUE WHAT DO YOU HAVE AN ESTIMATION ON HOW MUCH THOSE WILL TOTAL? WE I DO NOT THAT CAN TOTAL IT FOR YOU. ALL RIGHT IT'S AN ENOUGH JUST A FOLLOW UP I DO NOT HAVE A COLLECTED THOSE OKAY BECAUSE IF WE HAVE SOMETHING YOU KNOW 32,000 WITH OUR NEXT FISCAL BUDGET STARTS IN JUNE WE MIGHT NEED TO START ASKING AN INCREASING RIGHT SO AND IF NO QUESTIONS WHAT I JUST GAVE YOU IS A MEMO THE EXCEL SHEET
[VI.2. FY2025 Proposed Budget]
OF THAT I DIDN'T WANT TO JUMP DOWN TO PROPOSED FISCAL YEAR WOULD PROPOSED FISCAL YEAR 2025 SO THE NEIGHBORHOOD ASSISTANCE PROGRAM WAS CREATED TO LOW TO MODERATE INCOME RESIDENTS AND LUCKILY WITH PROPERTY REPAIRS AND IMPROVEMENTS THAT WILL HELP TO INCREASE THE QUALITY OF LIFE FOR OUR WE ARE CREATING A SEGMENT ONE VIBRANT COMMUNITY THAT RETAINED CHARACTER AND PROVIDES FOR QUALITY AFFORDABLE HOUSING IS YEAR THE FISCAL 2024 TOTAL PROGRAM BUDGET WAS DEMANDED 90,000 TO DATE 28 HOUSEHOLDS HAVE AN ASSISTANT A GOAL OF 257000 TO 66 HAS BEEN SPENT BECAUSE OF THE INCREASED REQUEST ASSISTANCE AS WELL AS INCREASED COST THE TOWN'S STAFF PROPOSED A TOTAL BUDGET OF OVER 2000 FOR THE FISCAL YEAR 2025. WE WERE ALLOCATE THAT AS FOLLOWS 350 FOR HOME REPAIRS 10,000 FOR ABATEMENTS LARGE DEMOLITION OF UNSAFE STRUCTURES 10,000 FOR PROPERTY CLEANUP, 10,000 FOR SEPTIC PUMP OUT 3000 FOR PRIVATE ROAD REPAIR 2000[00:05:02]
FOR 89 LONG ONE ADDRESSING AND 15,000 FOR TREE MITIGATION. SO I'M BRINGING FORWARD FOR US TO DISCUSS TODAY IN ORDER TO GO AHEAD AND PUT THE BUDGET FOR TOWN COUNCIL TO APPROVE FOR THE NEXT FISCAL YEAR. SO I WILL PAUSE THERE AND THEN YOU GUYS PONDER ASK ANY QUESTIONS AND WE WILL GO ON MYSELF THIS IN THIS YEAR AS BUDGET WELL KNOWN UNSAFE STRUCTURES NO NOTHING HAS COME OF THIS YOU KNOW PROBABLY CLEANUP WE'RE AT A WHOLE NOTHING HAS COME THROUGH JUST BECAUSE I'VE BEEN TRYING TO WORK WITH PRO DISPOSAL IN WASTE MANAGEMENT BECAUSE THEIR FEES HAVE BEEN SO HIGH FOR ENVIRONMENTAL FUEL CHARGES THINGS LIKE THAT. SO I'M TRYING TO WAIT TO SEE WHAT WE GET FROM PRO DISPOSAL.ERIC OLSON FROM PUBLIC WORKS I WOULD WORK WITH HIM TO GET A PRETTY MUCH LIMITING CONTRACT FOR THE TOWN BECAUSE THOSE FEES ARE SO OUR NUMBER ONE CATEGORY HAS BEEN NUMBER ONE CALL FOR AS YOU KNOW IS FOR REPAIRS AND SOMETHING WE TALKED ABOUT SEPTIC PUMP OUT LAST MONTH WHERE WE ARE WORKING TO GET THOSE ALL CLEANED OUT OF THE SYSTEM SO WE DON'T HAVE TO WORRY ABOUT THAT INVENTORY MITIGATION ALL THAT NUMBER THREE SO I HAVE HAD CALLS FROM PROPERTY BUT I HAVE NOT GOT ANY WORK IN THAT MINE YET AND THE QUESTIONS I THINK ABOUT SO HOW MANY WOULD $10,000 COVER AT $400 A PIECE? OH THAT'S GOOD.
I THINK THE 400,000 THAT'S REASONABLE BASED ON FOR THE SEVEN MONTHS SO FAR IT'S ABOUT 41,000 THAT WE'RE SPENDING A MONTH. YEAH.
YEAH SO THAT THAT SEEMS REASONABLE BUT BASED ON INFLATION AND AND THE RATE THAT THE RUN RATE THAT WE HAVE THIS YEAR IS THAT GOING TO BE ENOUGH? SO I BELIEVE IT WILL BE ENOUGH. YOU KNOW LIKE I SAID, WE KEEP PULLING PEOPLE OUT FINDING OUT ABOUT IT EVERY DAY SEEMS LIKE EVERY WEEK IT SEEMS LIKE BUT FOR THOSE NINE ITEMS THAT WE DON'T TOUCH WE CAN ALWAYS MOVE UP. SO LET'S FOCUS ON THE 350 FOR HOME REPAIRS IF WE GET HALFWAY THROUGH AND STILL HAVE THE 10,000 FOR ABATEMENT AND DEMOLITION WE CAN MOVE THAT WE CAN TRANSFER FROM WITHIN INSTEAD OF GOING TO TOWN COUNCIL FOR BIG BUDGET AMENDMENT THEN YOUR QUESTION IS FOR THE PEOPLE UNACCOUNTED FOR . RIGHT AND IF WE HAVE TO IT HAVE TO SUPPORT IT WE TO DO IT SO IF WE HAVE TO YES BUT THAT BUT I THINK I THINK THAT SHOULD COVER US.
AND TO COME BACK TO YOUR QUESTION WHEN IF WE NEED TO DO ANY MOVEMENT I HAVE ALREADY GONE TO FINANCE BUT WE WERE TOO LATE TO GET INTO THE NEXT SCHOOL YEAR SO LIKE I SAID ARE ONLY GOING TO PICK UP THE EMERGENCY I NEED THIS RIGHT NOW WATER IS COMING THROUGH OR THERE'S A STORM INDUSTRY HAS FILLED THEN WE'LL TOUCH THE REMAINING ONES BUT I DON'T SAY NO BECAUSE WE CAN MOVE THEM OVER TO THE DEEP WELL OR WE CAN MOVE TO THE RIGHT AND THEN YOU KNOW I DON'T WANT TO GIVE THEM ARTWORK BUT I DON'T WANT TO ALSO SAY NO.
SO IF IT'S A DIRE NEED THEN YES WE'LL GO AHEAD AND PICK IT UP AND GO FROM WHAT WE CAN THERE HOW MUCH WOULD YOU MIND WHAT IT WILL AGAIN EAT WELL IS THE LITTLE PROJECT OF HILTON AND IT WAS PRETTY MUCH SIMILAR TO US. THEY HAVE VOLUNTEERS, THEY DON'T HAVE LICENSE CONTRACTORS.
THEIR WORK IS DONE BY VOLUNTEERS AND I THINK THEY'VE BEEN IN SERVICE LONGER THAN WE HAVE. I CAN'T GIVE YOU THEIR CORRECT DATE BUT THEY HELP LOW INCOME AS WELL AND THEY GO THROUGHOUT HILTON HEAD UP TO JASPER COUNTY SO THEY CAN REACH OUT A FOR THAT AND WE CAN RENT RENT. GREAT GOOD. ALL RIGHT.
SO YOUR JOB IS TO TOWN STAFF REQUEST AT THE AFFORDABLE HOUSING COMMITTEE PROVIDED RECOMMENDATION TO TOWN COUNCIL THE ASSISTANCE PROGRAM FISCAL YEAR 2025 BUDGET THE AFFORDABLE HOUSING COMMITTEE HAS THE AUTHORITY TO TAKE THE FOLLOWING RECOMMEND APPROVAL OF THE BUDGET AS PRESENTED OR RECOMMEND OF THE BUDGET WITH MODIFICATIONS AND I DO HAVE ONE MORE SHEET I DID SO WRITE DOWN SO YOU CAN SEE THAT THAT AS WELL YOU CAN SEE WHERE EACH NUMBER IS GOING THE QUESTION QUESTIONS ON THE PROPOSED BUDGET HAVE AVAILABLE SUGGESTIONS I WOULD LIKE TO SEE IT JUST CHECKING IT AND WE WILL SEE IS THERE WE WILL BE COUNCIL
[00:10:09]
AND NEVER TO AMEND THE BUDGET BUT WE WILL ALWAYS WANT TO HAVE $400,000 BUT THE CITY SO THAT MAYBE THAT WAS THE FIRST WITH THAT YOUR VERSION I'M SORRY THAT WAS YOUR VERSION THEN BUT I MAKE THE MOTION TO RECOMMEND APPROVAL OF THE BUDGET WITH MODIFICATIONS AND SECOND ALL THE STATEMENT BY ALL RIGHT SO WE WILL KEEP MOVING AND KEEP PUSHING AND NEXT IN OUR AGENDA IS OUR PROCEDURE I HAVE BEEN SET UP TO COME IN DO AT 1015 BUT I DO WANT OUR STAFF AND FLOYD MENTIONED IN GREEN TO GIVE US HER TESTIMONY OF HER PHONE SEARCHING PROCESS SO I'LL HAVE HER COME UP BEFORE WE GO TO PRESENT TO ANSWER ME NOW. YES.OKAY. AND GOOD MORNING. GOOD MORNING COUNCILMAN.
GOOD AFFORDABLE HOUSING NUMBERS I THINK YOU ARE MR. MCGILL. I CAME TO MY FIRST COMMITTEE MEETING LAST JANUARY JANUARY 2023 AND SHARED WITH THE COMMITTEE AND MY GOAL AND DESIRE TO LIVE IN THE TOWN OF BLUFFTON AN EMPLOYEE OF THE TOWN OF BLUFFTON AND THE STRUGGLE I WAS ALREADY SEEING TRYING TO FIND AFFORDABLE HOUSING AFFORDABLE HARDLY A SINGLE PERSON JUST NEEDED A BEDROOM APARTMENT AND THE PRICES WERE PROHIBITIVE AT TIME AND THAT WAS IT LITTLE OVERWHELMING AND I SHARED MY STORY ALL OF YOU AND MISS GREAT STAPLES AFTER I MET WITH YOU ALL AND SUBSEQUENT MEETINGS I THINK BY MARCH I THINK YOU OFFERED TO AND YOU ASKED CHAIRMAN HAMILTON IF IT WOULD BE APPROPRIATE FOR YOU TO ASSIST ME AT THAT POINT WE REALIZED THAT IT PROBABLY WOULD BE EASIER FOR ME TO TRY TO FIND A HOME TO PURCHASE VERSUS TRYING TO FIND AFFORDABLE APARTMENT WHICH SOUNDED CRAZY TO ME AT THE TIME BUT SINCE I'VE BEEN ASSISTED BY THIS GREAT STAPLES IT'S GONE THROUGH THE PROCESS OF APPLYING FOR A LOAN WITH THE USDA RURAL DEVELOPMENT PROGRAM.
I SENT MY APPLICATION. IT WAS COMPLETED AND ACCEPTED AT THE END OF JULY AND NOTHING HAPPENED. NOTHING HAPPENED, NOTHING HAPPENED.
SEVERAL MONTHS WENT BY AND WE COULDN'T GET AN ANSWER AS TO WHAT THE STATUS WAS ON MY LOAN AND GREECE PULLED STRINGS AND AS ALL OF A SUDDEN IT RESURFACED AND THEY ASKED FOR SOME UPDATED INFORMATION AND LO AND BEHOLD FAST FORWARD TO TUESDAY JANUARY 9TH AT 10 A.M.
I GOT THE EMAIL THAT I WAS APPROVED FOR A LOAN AND EXCUSE ME I'M AND I DIDN'T BELIEVE IT I STILL DON'T BELIEVE IT BUT SINCE THEN THINGS HAVE PROGRESSED QUITE QUITE QUICKLY LITERALLY IN THE SPACE OF THE LAST SIX SEVEN DAYS I WAS UNDER CONTRACT FOR HOME AND THEN WASN'T AND THEN WE'RE BACK IN CONTRACT ANOTHER HOME AND HOPEFULLY THIS ONE GOES THROUGH . IT'S BEEN QUITE THE JOURNEY AND I THINK I WON'T REALLY BELIEVE IT THAT I'LL BE A HOMEOWNER UNTIL I'M LITERALLY IN THE HOUSE PAYING MY MORTGAGE AND PAYING THE HOMEOWNERS ASSOCIATION DUES BUT I JUST I CAN'T THINK OF YOU AND THAT'S TRUE FOR ME A SOUNDING BOARD FOR SOMEONE LIKE ME AND THERE ARE I KNOW THERE ARE MANY OTHERS JUST LIKE ME AND I WISH ALL COULD FIND SOME SOLUTION BECAUSE THE HOUSING PROBLEM THE AFFORDABLE HOUSING PROBLEM AND NOT BEING A STRUGGLE I WISH THAT FOR EVERYBODY IT'LL BE A WHOLE NEW STRUGGLE TO, YOU KNOW, PAY MY BILLS, PAY MY MORTGAGE, TAKE CARE OF A HOME BUT I'M LOOKING FORWARD TO IT. THIS WILL BE THE FIRST TIME IN MY ENTIRE LIFE THAT I WILL BE A
[00:15:01]
HOMEOWNER AND IT IS THROUGH THE PROCESS OF SHARING MY STORY WITH YOU AND BEING GIVEN IDEAS AND SUGGESTIONS AND OUTLETS THINGS I COULDN'T HAVE THOUGHT OF THAT THIS IS HAPPENING.I'M VERY GRATEFUL. IT'S WONDERFUL. I GOT A 20 EIGHT IS AN AMAZING ONE. WHAT I WANT TO KNOW GO THROUGH THE PROCESS.
WHEN YOU FIRST CAME THE PROBLEM WAS AFFORDABLE HOUSING RENTAL HERE AND YOU DID A YEAR.
YEAH IF YOU DON'T MIND TELLING US WHAT HAPPENED DURING THAT YEAR BECAUSE EVERYBODY DON'T GET TO OWN A HOME THAT'S OUR GOAL NOW IS TO FIND AFFORDABLE HOME OWNERSHIP BUT.
THAT'S NOT GOING TO HAPPEN FOR THE VAST MAJORITY OF PEOPLE IN THIS AREA.
SO WHAT HAPPENED JUST A SMALL BIT OF HAPPENED. NO, EXACTLY.
WELL, I DID HAVE TO RENEW MY LEASE AT PALISADES AT NEW RIVER WHICH IS IN HARVEY BILL AT THAT TIME IT WAS THE MOST AFFORDABLE APARTMENT COMPLEX THAT I KNEW OF SO I DID RENEW MY LEASE THOUGH WE WERE ON THE JOURNEY WE GRACE FELT THAT WE WOULD BE SUCCESSFUL SECURING A LOAN AND FINDING A HOME IN A SPAN OF TEN MONTHS. SO I RENEWED FOR TEN MONTHS I HAD TO NEGOTIATE WITH THEM NOT TO RAISE MY RENT THE STANDARD 10% THEY GAVE ME A JUST A 5% INCREASE JUST BY MY ASKING AND TELLING THEM MY SITUATION THEN AND THEY GAVE ME TEN MONTHS WITHOUT CHARGING A SUBSIDY. SO APPARENTLY IF YOU DO LESS THAN A YEAR'S LEASE THEY NORMALLY CHARGE YOU MORE. THE LONGER THE LEASE THE LESS CHARGE.
SO SO THAT WAS SUCCESSFUL AND THAT WAS BY I WAS GIVEN THE KNOWLEDGE AND I A PURPOSE SO I WAS I'M NOT NORMALLY A GOOD NEGOTIATOR BUT I WAS ABLE TO SECURE THAT WITH PALISADES AT NEW RIVER SO THAT WAS THE THING THAT ALLOWED ME TO GET BY THIS LAST YEAR HAVING A ROOF OVER HEAD AND FEEL SECURE AND THE ULTIMATE GOAL OF FINDING A HOME TO MOVE INTO SO DOES THAT ANSWER YOUR ANSWERS AND ANSWERS AND EVEN MOVE MY LEASES DUE TO EXPIRE IN THREE DAYS FEBRUARY 4TH THIS TEN MONTH LEASE THAT I'M BUT THEY WERE KIND ENOUGH TO EXTEND IT TO THE END OF FEBRUARY BECAUSE WE THOUGHT WE WERE IN A HOUSE THAT WOULD CLOSE BY THE END OF FEBRUARY LAST WEEK WE THOUGHT IT WAS GOING TO HAPPEN AND THEY WERE KIND ENOUGH TO EXTEND THE LEASE WITHOUT CHARGING ME ANY SURCHARGE SO I'M JUST PAYING THE SAME RENT I'VE BEEN PAYING THROUGH FEBRUARY. THANK YOU. GREAT.
SO THE USDA THANK YOU THE USDA THREW US A CURVEBALL LAST FRIDAY.
WE WERE IN CONTRACT TO OWN A HOME IN THE FARM AT BUCKWALTER THREE Q HOUSE REALLY LIKED IT BUT AFTER THE INSPECTION REPORT THERE WERE SOME SOMEWHAT SERIOUS ISSUES INCLUDING AND NEUROPATHY BEING REQUIRED BUT SIMULTANEOUSLY WHEN THE SELLER OF THE HOME GAVE US THEIR BID FOR THE ROOF WE WERE BY MY LOAN SPECIALIST AT THE USDA THAT THEY NEED A 90 DAY PAUSE.
THEY HAVE A TEMPORARY LACK OF FUNDS FOR CLIENTS UNDER CONTRACT IN IN MY WHAT'S THE TERM MY INCOME AND INCOME CATEGORY SO 90 DAYS SO IT'S A CURVEBALL BUT THE BID THAT THEY GAVE US FOR THE ROOF WAS UNACCEPTABLE AND WE USED WE COUNTERED BACK TO THE SELLER IN THE FORM OF A WATER AND WE JUST DIDN'T COME TO A MEETING OF THE MINDS SO THAT CONTRACT DIDN'T FRIDAY OR SATURDAY AND THEN I SENT IT WE WERE LOOKING AT ALL THE AVAILABLE HOMES IN BLUFFTON OKATIE SUNCITY AREA AND THIS ONE HAS BEEN VACANT FOR A WHILE WHEN THEY AN OFFER IN AND IT HAS BEEN ACCEPTED DO WE HAVE THE SIGNED OFFER BY NOW? OKAY BUT IT HAS BEEN ACCEPTED YES YES VIRTUALLY THE OWNERS AND SO JUST BEEN IT'S BEEN A ROLLER COASTER MOVE ON THE NEW TERRITORY FOR ME SO WITHOUT THE THE GUIDANCE AND GRACE I WOULD NOT HAVE BEEN ABLE TO DO THIS
[00:20:01]
ON MY OWN AND I WILL I WILL ADD THE PROCESS FOR FILLING OUT THE APPLICATION WITH THE USDA IS NOT STRAIGHTFORWARD. YOU KNOW THERE'S A LOT OF STEPS YOU NEED TO KNOW HOW AND WHAT TO PROVIDE AND SO GUIDANCE AND AND KNOWLEDGE ARE KEY COMPONENTS TO HOW I GOT TO THIS DAY. SO THANKFUL FOR ALL THAT AND THANK AND SPECIAL THANKS TO GRACE YES IT IS SPECIAL THANKS TO SHANNON'S WHO ARE HANGING IN THERE.YEAH THAT IS IS TOUGH YEAH THE WAY YOU HAVE DESCRIBED IT IS NOT AS TOUGH AS IT WAS EITHER OF US BUT YEAH, CONGRATULATIONS TO YOU THIS WAS REALLY YOUR ACCOMPLISHMENT.
THANK YOU VERY MUCH. AND I'M THAT I COULD BE A PART OF YOUR SUCCESS TOO I'M AND GLAD THAT IT WAS SHARED WE'LL SHARE HOW IT GOES IF IF ALL GOES WELL I WE EVEN NEGOTIATED ME RENTING THE BECAUSE OF THE 90 DAY DELAY I CAN STILL GET OF MY APARTMENT ON TIME AND GO INTO MY HOME AND RENT IT FOR UNTIL THE CLOSING AND THE SELLER HAS AGREED TO THAT SO THIS IS A MIRACLE IT'S INCREDIBLE CAN'T ASK FOR MORE SO IF YOU'RE SEEING ANYTHING YOU CAN'T BELIEVE THEM I JUST WANT WILL LET THAT HAPPEN SO I THANK YOU ALL AND HAVE A GREAT
[VII.1. Affordable Housing Developer, Brandon Chrostowski, Edwin's Leadership]
CLOSING SUCCESS STORY SO NOW I'M GOING TO GO AHEAD END I'M SORRY I SENT YOU ALL THIS VALUABLE ALL THIS INFORMATION I DON'T KNOW IT WAS A LITTLE LONG MAYBE YOU DID KIND OF ZOOM THROUGH IT BUT WE'LL LET HIM INTRODUCE YOURSELF AND HE WILL BE GONE FROM HIM AND THAT I MEAN THE MORNING CAN YOU HEAR US IN THE GREEN? CAN YOU HEAR US? YEAH. YEAH. SO HOW YOU DOING? AND YOU TURN TO OKAY SO ONE MORE TIME FOR ME. ALL RIGHT SO LOOK WHAT CAN YOU TALK ABOUT? THERE'LL BE A ZOOM YOU ARE WITH OUR TOWN OF LOVED AFFORDABLE HOUSING COMMITTEE. I VICTORIA SMALLS AND YOU GUYS HAD MANY OF YOU THERE.OKAY, SO I WOULD GIVE YOU THE MIKE AND, LET YOU TELL US ALL ABOUT YOUR PROGRAM AND THE THINGS THAT YOU HAVE TO OFFER AND MAYBE THINGS THAT WE CAN PIGGYBACK OFF OF YOU.
WELL, THANK YOU EVERYONE FOR YOUR TIME TODAY TO HEAR ABOUT WHAT'S GOING ON UP HERE CLEVELAND SO THE OTHER THE PROGRAM THAT'S THAT THAT I FOUNDED UP HERE IS CALLED EDWIN'S RIGHT LEADERSHIP AND LEADERSHIP AND RESTAURANT INSTITUTE.
AND WHAT WE DO IS LIKE VERY, VERY SIMPLE. YOU KNOW, WE WE OFFER REALLY JUST A FAIR AND EQUAL OPPORTUNITY FOR FOR PEOPLE COMING OUT OF THE CRIMINAL JUSTICE SYSTEM OR AFFECTED BY IT AND IT'S LIKE SUPER SIMPLE APPROACH.
YOU KNOW IF YOU APPLY WE DON'T ASK ABOUT YOUR PAST WE WE GET GOING AND WE YOU KNOW WE START TRADING IN THIS IN THIS INDUSTRY OF THIS BUSINESS THAT TRADE LASTS ABOUT SIX MONTHS AND THROUGHOUT THOSE MONTHS YOU WORK EVERY POSITION WITHIN THE RESTAURANT.
RIGHT. SO YOU GET TO SEE WHAT IT LOOKS LIKE IN THE KITCHEN WORKING DIFFERENT STATIONS, WHAT IT LOOKS LIKE IN THE DINING ROOM WORKING DIFFERENT POSITIONS AND WE ALSO EQUIPPED WITH, YOU KNOW, BUSINESS BASICS, YOU KNOW, SERVICES, SAFETY, SANITATION YOU GET THAT W SET TRADING FOR WINE TESTING FOR YOUR YOUR COOKING ABILITIES WE MAKE YOU ALSO HAVE, YOU KNOW, STRONG SENSE OF WHAT IT TAKES TO MAKE IT PROFITABILITY WISE.
SO YOU KNOW, THERE'S A REAL GRASP OF THE INDUSTRY IN THOSE SIX MONTHS WHICH IS EQUIVALENT OF LIKE 900 HOURS SO SO SALAD TIME HERE WE ALSO ARE SUPPORTIVE IN OUR IN OUR EFFORTS. RIGHT. SO I'VE STOOD OUT I HAVE TWO CASE MANAGERS SO WE'RE CONTINUALLY TRYING TO BREAK DOWN BARRIERS LIKE FOR INSTANCE IN THE FIRST TWO WEEKS, YOU KNOW, YOU WE MAKE SURE YOU HAVE AN IDEA WHAT IS THE STATE ID OR DRIVER'S LICENSE WHICH SOMETIMES REQUIRES US GETTING A BIRTH CERTIFICATE FOR YOU SOCIAL SECURITY CARD WHATEVER IT TAKES MAKE IT HAPPEN. WE ALSO MAKE SURE YOU'RE CONNECTED WITH HEALTH INSURANCE AND THAT YOU HAVE COVERAGE. WE MAKE SURE YOU HAVE A BANK ACCOUNT THAT'S VERY, VERY IMPORTANT. WE REQUIRE FULL PHYSICALS NOW.
SO YOU KNOW, YOU HAVE TO TAKE A LOOK AT YOUR HEALTH AND AND YOUR WELLNESS AND YOU KNOW, THE BARRIERS OVER THE YEARS HAVE BEEN ADDRESSED. FOR INSTANCE, WE HAVE NOW FIVE
[00:25:03]
DIFFERENT BUILDINGS FOR HOUSING AND SO TWO APARTMENT BUILDINGS WHICH IS THREE HOUSING FOR OUR STUDENTS ARE IN THE PROGRAM. WE HAVE GRADUATE HOUSING, FAMILY HOUSING, YOU NAME IT.WE'VE ALSO EXPANDED WITH A DAYCARE CENTER IF IF SOMEONE HAS CHILDREN THEY'RE COMING THROUGH SOME DIFFICULTIES WITH CHILDCARE. YOU KNOW, WE GOT YOUR BACK COVERED THERE AS WELL BUSINESS WISE. YOU KNOW IT'S NOT FOR PROFIT BUT BETWEEN THE FOUR ENTITIES THE TWO RESTAURANTS, BUTCHER SHOP AND BAKERY, WE YOU KNOW, IT'S ABOUT SIX AND A HALF MILLION DOLLARS OUR BUDGET AND YOU KNOW, WE OFFSET ABOUT 4 MILLION OF THAT THROUGH THROUGH OPERATIONS THE RECIPE FUNDRAISED TO TO MAKE THOSE ENDS MEET WITH THE EDUCATION PROGRAM WE WE REACHED INSIDE THE PRISON WALLS.
YOU KNOW, WE'VE BEEN TEACHING INSIDE OF PRISONS FOR FOR 12 YEARS NOW.
WE TEACH IN JUVENILE CORRECTIONS A DAY, FIVE DAYS A WEEK AND WE ALSO ARE ON TABLETS . WE ACTUALLY HAVE A LOT A LOT I GET THE EXACT NUMBER IT'S FIVE OR 6000 FROM SOUTH CAROLINA WHO ACTIVELY TAKE OUR PROGRAM WHILE THEY'RE INCARCERATED.
YOU KNOW, THEY WRITE US LETTERS . YOU KNOW MOST OF THE PEOPLE WHO ARE ALLOWED WE GET UP HERE, WE TRANSPORT THEM SO THEY CAN TAKE THE PROGRAM.
BUT JUST SO YOU KNOW IT'S YOU KNOW, SOUTH CAROLINA AND NORTH CAROLINA ARE A HOTBED FOR OUR PROGRAM FOR SURE. BUT THAT'S THAT'S OUR PROGRAM. THAT'S HOW WE DO IT.
IT'S SIMPLE APPROACH. WE'RE NOT A STATE FEDERAL GOVERNMENT ORGANIZATION.
WE LIKE TO STAY NIMBLE AND AND UNRESTRAINED AND WE JUST GO AFTER THE NEED AND AND WE GET IT. BUT CAN YOU GIVE US A LITTLE BIT OF INFORMATION OF HOW YOU DO YOUR HOUSING FOR THEM? THE AFFORDABLE HOUSING SIDE OF IT? OH SURE, SURE. I FIND A BUILDING BY THE BUILDING, YOU KNOW, FUNDRAISED FOR IT TO TO OFFSET THE COST AND THEN WHILE YOU'RE IN THE PROGRAM IT'S FREE WITH A CAVEAT THAT WE WE GOT AS $100 FROM FROM THE STIPEND YOU GET BUT WE RETURN THE $100 WHENEVER YOU LEAVE SO SOME PEOPLE ARE HERE FOR MONTHS THEY GET FIVE $500 BACK FROM HOUSING OR SIX MONTHS $600 BACK WHERE THEY CAN START WITH A SECURITY DEPOSIT TO THE NEXT THE NEXT HOUSING.
IT'S AS SIMPLE AS THAT. I MEAN WE'RE NOT LIKE REAL STICKLERS FOR A LOT OF THINGS.
WE JUST HAVE A GREAT CULTURE AND YOU KNOW WE FUND OFTENTIMES MOST PEOPLE RESPECT IT AND AND WE JUST KEEP IT MOVING. OKAY. BRANDON, THIS IS DOUG.
IT'S GOOD TO SEE YOU, BY THE WAY. THANK YOU.
AND YOU KNOW, HOW IS THE I MEAN YOU'RE IN SHAKER SQUARE AND SO YOU KNOW, HOW IS THE GOVERNMENT BEEN TO WORK WITH YOU AS? YOU ARE DEVELOPING COMMUNITY HOUSING.
YOU'RE ALSO INVESTED IN SOME HOUSES I THINK AS WELL FOR SOME OF YOUR STUDENTS.
ARE YOU. YEAH, WE HAVE THE FIVE WE WE HAVE THE THREE APARTMENT BUILDINGS AND TWO HOUSES THAT'S THAT WE ALL THAT I MEAN WE'RE IN CLEVELAND, RIGHT? I MEAN THE NAME OF THE AREA IS SHAKER SQUARE. SO CLEVELAND'S KIND LIKE LAISSEZ FAIRE. YOU KNOW, THEY GOT THEY GOT THEIR OWN PROBLEMS SO THEY GET IN OUR WAY SAME TIME I DON'T THINK THEY THEY HELP GET TO OUR WAY, WHICH IS FINE.
WE JUST KIND OF JUST WE DO OUR THING. SO WHEN YOU WHEN YOU PURCHASED THE APARTMENT BUILDINGS WERE THEY APARTMENT BUILDINGS WHEN YOU PURCHASED THEM THIS WEBSITE WHAT WAS THE QUESTION WHEN WE PURCHASED THE BUILDINGS WERE THEY APARTMENT BUILDINGS? WHERE DO YOU PURCHASE THEM, CORRECT? YES.
YEAH THEY WERE YEAH. OKAY. AND GOVERNMENT REGULATIONS DIDN'T GET IN THE WAY AT ALL OF CONVERTING THAT YOU KNOW, SPONSORED HOUSING, YOU KNOW MEAN WE WE DON'T HAVE I MEAN LOOK IF YOU'RE IF YOU'RE TRYING TO FIND SOLUTIONS TO HOUSING IDENTIFIABLE BUILDING RAISE MONEY BUY IT AND PUT THOSE WHO WHO NEED IT INSIDE AND YOU KNOW THAT'S IT. I MEAN IT'S VERY IT'S VERY SIMPLE AS THIS IS A SHORT CONVERSATION AND THERE'S NO SECRET SAUCE. THAT'S GREAT.
I WISH THAT WAS IT I WAS HERE I THINK THAT IT'S NOT THAT EASY FOR US HERE.
WE'VE WE'VE BEEN FIGHTING THIS BATTLE FOR A WHILE. I'M GOING TO OPEN IT UP TO THE COMMITTEE. DO YOU GUYS HAVE ANY QUESTIONS FOR HIM? YES. RANDY, THIS IS FRED FRED HAMILTON, YOU'VE YOUR PROGRAM SOUNDS VERY UM EARLY SOUNDS LIKE YOU'RE MAKING IT SOUNDS SIMPLE BUT I KNOW IT'S NOT IN THIS PART BECAUSE YOU HAVE PASSION FOR IT BUT SO WHEN THIS PROGRAM ONLY WORKS FOR THE PEOPLE THAT YOU HOUSED IN YOUR WORK IN YOUR REHABILITATION PROGRAM IS IT OPEN TO OTHERS TO YEAH IT WAS ABOUT YOU KNOW, ABOUT 40 OR 50 STUDENTS IN THE PROGRAM I'D SAY HALF WOULD
[00:30:05]
WOULD USE OUR HOUSING YOU KNOW THE OTHER HALF LIVE HERE IN CLEVELAND AND YOU DON'T HAVE YOU HAVE NO DIFFICULTIES THERE IN A GOOD ENVIRONMENT SO THEY JUST THEY JUST COME FROM THEIR HOMES HERE. ANY OTHER QUESTIONS AS HAS THIS ? SO WHEN YOUR STUDENTS LEAVE THE PROGRAM THEY LEAVE YOUR HOUSING AS SO THEY GO SOMEWHERE ELSE AT THE END, IS THAT CORRECT? YEAH, WE SOME ALUMNI HOUSING BUT I MEAN 600 GRADUATES THERE'S MAYBE 12 ALUMNI LIVING THERE OBVIOUSLY. YOU KNOW 90% ARE MOVED UP SO SO WHERE DOES THIS TAKING NEXT ARE YOU GOING TO EXPAND INTO PURCHASING AND PROVIDING ADDITIONAL HOUSING DOWN THE ROAD IN THAT AREA BECAUSE I KNOW YOU'RE ALSO PART OF THE PROJECT TO KIND OF REVITALIZE SHAKER SQUARE WHICH NEEDS A YEAH THE GOAL I MEAN WE'RE HAPPY WITH THE AMOUNT OF ENTITIES IN TERMS OF REVENUE AND WELL AGAIN WE'RE NOT JUST REVENUE BASED TEACHER BASED SO THAT'S PRETTY SOLID HOUSE YOU'LL BE THE ONLY THING THAT WE WOULD INCREASE IN TERMS OF OUR FOOTPRINT HERE WHERE OUR CAMPUSES WHERE WE'RE AT YEAH THAT WOULD BE THE GOAL IN TERMS OF SHAKER SQUARE REVITALIZATION WHERE I MEAN WHERE IT HOLD IT ON. I DON'T THINK THERE'S WE'RE NOT INVITED TO MANY CONVERSATION AS IN HOW TO REVITALIZE THE AREA THERE'S THERE'S AN OWNERSHIP GROUP WITH THE CITY THAT JUST YOU KNOW THEY HAVE THIS BELIEF THEY KNOW WHAT THEY'RE DOING AND UNFORTUNATELY IT'S NOT WORKING. SO KNOW WE KIND OF ABSTAIN FROM THAT.WE JUST KIND OF HANG ON TO WHAT WE HAVE LEFT. OKAY.
OUR QUESTIONS AND ONCE YOUR STUDENTS GRADUATE FROM THE PROGRAM, IS THERE EDUCATION PIECE THAT HELPS THEM AS AS IT RELATES TO HOUSING ACQUIRE NEW HOUSING FOR THEMSELVES AND HOW TO BE IN IT IS THERE A PART THAT YEAH YEAH I MEAN THAT'S WELL FOR SIX MONTHS THEY'RE HERE YOU KNOW THEY'RE IN THE HOUSING THEY MEET WEEKLY AND HAVE THESE DISCUSSIONS SO FOR 26 WEEKS YOU'RE HAVING DISCUSSIONS ON HOW TO FIND YOUR NEXT STEP HOUSING WHAT YOU KNOW WHAT ADJUSTMENTS YOU MAY TO MAKE FOR YOURSELF AND FOR YOUR HOUSING SITUATION.
SO IT'S JUST LIKE THE PROGRAM ENDS THEM ALL WE HAVE TO FIGURE IT OUT IS IT'S AN ONGOING CONVERSATION AND EDUCATION AND NOTHING HAPPENS OVERNIGHT OR WITH ONE CLASS SO YOU KNOW WE FEEL WITH FOR SOMEONE WHO'S EVEN CLOSE TO GRADUATE OR FINISHING THERE THEY'RE ALREADY LINING UP THEIR NEXT STEP AND WE'RE HELPING THEM MAKE A TRANSITION IF THEY NEED OR THEY JUST READY TO GO ON THEIR OWN. OKAY AND HOW LONG DO YOU SAY WOULD YOU SAY THAT YOU WOULD STAY WITH THOSE DUE DATE OR CONNECTED FOR LIFE AFTER THIS I MEAN THEY'RE IN OUR PROGRAM FOR SIX MONTHS BUT WE ALWAYS CIRCLE BACK AND TALK ETC. ETC.. NICE.
OKAY. YOU'RE IN THE VIDEO QUESTIONS COMMENTS WERE PRESENTED OVER ANYWAY YOU FOR TAKING THE TIME. THANK YOU FOR BEING WILLING TO COME IN AND GIVE US AND SHARE YOUR PROGRAM THAT YOU HAVE THERE. LIKE WE SAID IT'S NOT AS EASY OVER HERE ACROSS THE STATE SO WE'RE TRYING AND WE'LL REACH OUT AND I'LL GIVE YOU SOME IDEAS OF WHAT WE HAVE GOING ON, WHAT OUR GOALS ARE AND MAYBE YOU CAN SHARE THAT AND I'LL SHARE IT TO THE COMMITTEE BUT FOR US IT'S JUST BEEN A STRUGGLE JUST GETTING STATE PERMITS AND STUFF BUT I DON'T THINK IT DOESN'T SOUND LIKE YOU HAVE TO GO THROUGH ALL OF THAT SO WE'RE JUST MAYBE IN A DIFFERENT HIGHER BRACKET OF STRUGGLE THAN WHAT YOU ARE.
SO IT IT'S THAT EASY LITTLE SHARE OUR SUCCESS STORY WITH YOU THE NEXT YEAR.
YEAH I MEAN I CAN ALMOST GUARANTEE YOU IF I WENT TO BLUFFTON, SOUTH CAROLINA PURCHASE A BUILDING I COULD MAKE A DEAL ON A BUILDING. AND WHAT I DO WITH THE BUILDING THAT I PRIVATELY OWN IS IS REALLY UP TO ME IF I WANT TO LEASE IT OR RENT.
SO THAT'S THAT'S THAT'S MY DECISION WHO AT LEAST AND RENT TO AS I DON'T KNOW IS STRUGGLE IS IF IT'S FUNDRAISING THAT I MEAN THAT'S THAT'S A LOT OF STRUGGLE IF IT'S AVAILABLE BUILDINGS I MEAN THAT COULD BE A LOT OF STRUGGLE RIGHT. BUT IF THERE'S A BUILDING AVAILABLE A PRICE AND YOU CAN RAISE THE FUNDS THE EXECUTION OF THE ACTUAL PROPERTY IS NO DIFFERENT THAN ANY OTHER YOU KNOW TENANT LANDLORD RELATIONSHIP IT'S IT'S UP TO YOU HOW YOU STRUCTURE THAT THAT LEASE OR THAT THAT AGREEMENT I'D RATHER SEE AGREEMENT THAN LEASE RIGHT YEAH WE HAVE TO BUILT FROM THE GROUND UP SO I THINK THAT'S THAT'S THE DIFFERENCE YEAH THAT'S EXPENSIVE. YEAH THAT THAT THAT'S OUR DIFFERENCE THERE. WELL WE THANK YOU FOR BEING A PART OF OUR OUR MEETING TODAY AND IF YOU HAVE ANY QUESTIONS FOR US OR IF THE COMMITTEE COMES UP WITH ANY QUESTIONS I HAVE YOUR EMAIL AND WE'LL REACH OUT. OKAY.
THANK YOU. THANK YOU. BYE BYE.
THEY LIKE TO MAKE IT EASY RIGHT AND I BELIEVE EVERYBODY. SO I THINK WE HAVE EVERYTHING
[00:35:12]
THAT WE NEED TO DO THE FIRST TWO WHERE YOU GUYS HAVE ANY COMMENTS, QUESTIONS FOR ME? I'M STILL LOOKING FOR PRESENTERS. I THINK WE HAVE ONE SET UP FOR NEXT MONTH SO WE'RE STILL LOOKING FOR PRESENTERS STILL LOOKING FOR IDEAS TO COME IN AND MAKE OUR MEETINGS A LITTLE LONGER AND THEY'RE IN THE YEAR 2024.I DO HAVE ONE COMMENT. I THINK IT'S APPROPRIATE AND IMPORTANT TO STATE BUT SOMEBODY TOLD ME THAT YOU HAVE BEEN NAMED EMPLOYEE OF THE YEAR FOR TWO YOU THAT I'M WORKING HERE AT TO GET OUT OF THIS JOB HAS BEEN GREAT I LOVE IT IS NOT FOR REWARD OR MARKS OR ANYTHING I JUST LIKE WHEN I DO IT'S OBVIOUS YOU'RE PASSIONATE ABOUT IT.
CONGRATULATIONS THANK YOU. CONGRATULATIONS. THANK YOU SO YOU ARE PUSHING HARDER HAS BEEN MORE MONEY BECAUSE I MIGHT HAVE MISSED SOMETHING BUT REMEMBER WHEN WE HAD THE MEMORIAL COME IN AND THEY WERE TALKING ABOUT THE PROPERTY OWNER THAT JUST GOT THERE AND ABLE TO MOVE ARKANSAS WHERE THAT THINGS IT'S STILL MOVING FORWARD SO THE A GROUP OF LOTA PARKER LEAVE IT IS ONE GROUP YES THEY ARE WORKING THROUGH THE STATE TAX INCENTIVE PROGRAM FOR LOW INCOME SO THAT'S A PROCESS THAT THEY NEED TO GET THROUGH FIRST WE PROVIDED SOME DOCUMENTATION SAYING THAT YOU KNOW, YES IT USES YOU KNOW, THINGS LIKE THAT. SO THERE'S STILL THEY'RE STILL GETTING THROUGH THAT BEFORE THEY'RE COMING BACK TO TO US. SO IT IS STILL IN THE WORKS. IT'S JUST AND THAT PIECE OF PROPERTY IS STILL GOOD FOR WHAT THEY WANT TO DO. YES.
OKAY. SO AND ONE OTHER ITEM YOU'D ASKED ABOUT SPECIFICALLY FOR 1095 THAT IS STILL UNDER REVIEW WITH. YEAH.
WITH THE YES WE HAVE SET UP IT'S NOT JUST THAT PROJECT BUT OTHER PROJECTS WE ARE ON A MONTHLY BASIS REACHING OUT TO DIRECT, PROVIDING UPDATES AND ASKING FOR UPDATES ON PROJECTS.
WE ACTUALLY HAD I THINK IT WAS LIKE TWO OR THREE PROJECTS THAT HAVE KIND OF IN THE HOPPER FOR MONTHS THAT RECEIVED THEIR APPROVALS. SO THERE IS THERE'S SIGNS OF LIFE IN DEAC IS MOVING FORWARD EXTREMELY SLOWLY WE WILL CONTINUE TO PUSH THEM OBVIOUSLY SPECIFICALLY FOR OUR PROJECT OVERALL AND WHY YOU SHARED WITH US WHAT INCENTIVE WE WOULD OFFER IF SOMEONE WANTS TO BE LOT OF AFFORDABLE HOUSING PROJECT WOULD THERE'S THERE'S MULTIPLE MULTIPLE AVENUES AND REVENUES THAT CAN BE USED AND LUCKILY NATALIE'S SHE MIGHT BE ABLE TO HELP ME I'M NO IT'S MORE A CHRIS THING BUT THERE IS A LIST OF IT'S ALMOST LIKE A POINT SYSTEM ON DEPENDING ON NUMBER OF EMPLOYEES THAT YOU HAVE OR IF IT'S AFFORDABLE HOUSING YOU CAN GET IT IS A REBATE SO KNOW YOU HAVE TO MAKE PAYMENTS FIRST BUT FOR ESSENTIALLY FOR IMPACT FEES CAPACITY FEES FOR WATER AND SEWER REBATES ON YOUR BUILDING PERMITS PLAN THERE'S ALSO OBVIOUSLY FOR 1095 WHAT WE ARE DOING IS YOU KNOW, WE'RE WORKING WITH THE THE CONTRACTOR WHERE YOU KNOW, THEY TAKE OWNERSHIP OF THE ENTIRE SITE THAT AS THIS THE BUILDINGS ARE CONSTRUCTED TO BE SIMPLE YOU KNOW EACH EACH UNIT IS ON ITS OWN PARCEL OF LAND AND THEN ALL THE COMMONS OPEN SPACE THE TOWN IS TAKING BACK OVER FOR THIS PROJECT. SO THAT HELPS TO CUT THE COST DOWN FOR THOSE INDIVIDUALS.
SO BETWEEN THAT AND THEN THERE'S A POSSIBLE OTHER INCENTIVES THAT TOWN COUNCIL IS SOMEONE PROPOSE SOMETHING THEY CAN ENTERTAIN THAT. SO WITH THAT WE ALSO HAVE THE REGIONAL HOUSING TRUST FUND. I THINK THAT THERE IS AN RFP. YES FOR RENTALS AT ONE POINT SOMETHING MILLION DOLLARS SORT OF YOU KNOW THE EXACT AMOUNT OF ASSETS TO THE COMMITTEE JUST CAME THROUGH THAT JUST PUT TOGETHER. SO IT'S FOR DEVELOPERS THAT ARE LOOKING FOR RENTS AT LEAST THERE'S A NUMBER OF UNITS THAT THEY HAVE TO STICK TO THAT THEY CAN GET FUNDS. I MEAN RFP IS OPEN UNTIL THE MIDDLE MARCH BUT I'LL SEND IT OUT TO YOU GUYS BECAUSE YOU CAN PUSH IT OUT AS WELL. OKAY.
AND APPLICATIONS AND DIFFUSERS THIS BLUFFTON ROAD, WHAT DO WE KNOW THIS IS PEERING RIGHT HERE IS JUST IN GENERAL FOR THE REGIONAL HOUSING. YES IT'S YOU KNOW IS THERE A WAY THAT WE CAN GET AN UPDATE ON IT WAS WHERE I KNOW A COUPLE I DON'T KNOW IF IT WAS LAST YEAR OR THE YEAR BEFORE WE HAD A WHEN IT WAS JUST AVAILABLE. YEAH YOU WOULD DO THAT.
[00:40:04]
YEAH YEAH BECAUSE I KNOW THAT SOME OF THOSE HAVE COME ON IT'S LIKE YOU SPECIFICALLY USED AND YEAH AND THEN THOUGHT I MEAN I THINK RIGHT NOW THE ONLY ONE IS MAYBE IS THE ONE THAT'S RIGHT HERE. YEAH I OVER THE VILLAGE THEY WERE BUILT ON IT BUT IT'S THE VIEW ALL THE PAYMENT AS THEY'VE ALL COME OFF SO THERE'S ARE NOW MARKET RATES AND THEN DO WE HAVE OTHER PROPERTIES THAT WE'RE LOOKING AT ACQUIRING AS A DOWN GHETTO AND ABOUT OH WELL THE MOST RECENT PROPERTY THAT'S UNDER THE CONTRACT RIGHT IS ONE FOR A BUCK ISLAND ROAD THAT'S THE CORNER PROPERTY. IT'S NOT NECESSARILY FOR AFFORDABLE HOUSING.IT'S A COMMERCIAL IT IS ZONED RESIDENTIAL GENERALLY IS SO THAT'S THAT'S A PROPERTY THAT'S THAT'S CURRENTLY UNDER CONTRACT AND I SAY THAT BECAUSE IT WAS DISCUSSED IN A PUBLIC MEETING SO THAT THAT IS ONE OF IT'S NOT NECESSARILY A DESTINATION FOR AFFORDABLE HOUSING.
SO HOW DO WE MAKE SURE THAT WE HAVE AFFORDABLE HOUSING TO EVERY PROPERTY THAT COMES INTO EXISTENCE BECAUSE THAT'S WHAT WE NEED MORE IN THIS AREA LEGALLY WE CANNOT FORCE PEOPLE TO CONSTRUCT AFFORDABLE UNITS HOWEVER WE CAN AND WE CAN INCENTIVIZE ABSOLUTELY IN PRIVATE WE CAN DEFINITELY PROVIDE INCENTIVES. HOWEVER WE CAN'T LEGALLY FOR SOMEONE TO PROVIDE THAT EXCEPT IF SOMEONE WERE TO AND TOWN INTO ONE OF OUR PLANNING UNIT DEVELOPMENTS AND THEY HAVE A RESIDENTIAL COMPONENT THAT THEY'RE REQUESTING THEN CAN REQUIRE AT LEAST 20% OF THEIR RESIDENTIAL DEVELOPMENT TO BE WORKFORCE HOUSING.
IT COULD BE RIGHT NOW OUR INCENTIVES ARE IN THAT CAPACITY A PERMIT AND BUSINESS LICENSE.
YES. SO IT'S KIND OF LIKE A SLIDING SCALE OVER OVER THE YEARS WE ACTUALLY JUST RECENTLY HAD ONE PROJECT THAT CAME IN BUT IT'S NOT WAS IT WASN'T FOR AFFORDABLE HOUSING IT WAS FOR A DENTAL OFFICE OVER IN THE NEW RIVERSIDE VILLAGE.
OKAY. WHAT ABOUT THE STANLEY MARTIN PROJECT ON BLOCK ISLAND ROAD? THAT'S JUST SIDE OF THE SIDE THE 400,000. IS THERE ANY PLAN OR ANY ASIDE FOR AFFORDABLE DEMAND? THERE'S NOT THERE IS YET AGAIN THAT WAS ONE WHERE WE WE DON'T HAVE THE TOOLS TO FORCE IN SOUTH CAROLINA. YOU DON'T YOU DON'T HAVE THAT OPTION. OTHER STATES YOU CAN BUT THROUGH STATE CODE IT'S NOT ALLOWED WE TRIED TO BE SALES RIGHT SIDE WE STILL HAVE LAND WE HAVE TO DEVELOP RECOVERY CULTURE IT WAS MENTIONED IT'S GOING TO BE BUILDING SOME HOUSING POTENTIALLY AND THEN YOU WE'VE GOT THE LITTLE ROAD AND WE'VE WE WILL HAVE RUN THAT YOU KNOW WILL EVENTUALLY BE REALIZED AT SOME POINT. YES. AND NOT TO TAKE WORDS FROM MR. HAMILTON BUT HE WOULD TELL US THAT THERE'S A HOUSING CRISIS NOW AND SHORTAGE AND THERE WILL BE ONE IN THE FUTURE AS WELL. SO JUST BECAUSE WE CAN'T ACCESS THAT LAND RIGHT NOW DOESN'T MEAN THAT WE WON'T NEED IT AND IT BE NEEDED IN THE FUTURE. SO WE'RE AND IF YOU ASK ME I THINK YOU SAID ALL THE RIGHT GUYS IS ALL THAT I HAVE AND THAT IS ALL I WOULD ASK PEOPLE CHAIRMAN TO KEEP THEIR ANY LINGERING THOUGHTS ME SUPPLEMENT RIGHT? NO SIR NO SIR. I WANT TO PERSONALLY THANK YOU. YOU TOOK OVER MY POST TO BE HER GUIDANCE. IT WAS LIKE YOU GUYS HAD A GREAT PARTNERSHIP WITH GREAT SUCCESS STORY AND I WANT YOU TO KNOW CHAIRMAN, YOU REALLY NEED THIS TO STAY WITH LIFE FOR ALL OF US BECAUSE SUCCESS STORIES WILL WE NEED AND I THINK WE BECAME A COUPLE OF TIMES YOU WANTED TO DO THAT RIGHT MEETING WE INVITED YOU WE KEEP COMING BACK THANK YOU AND THEN OF COURSE YOU KNOW I'M GOOD THANK YOU AND GOOD WELL THIS COMMUNITY ALL RIGHT?
