UM, HOWEVER, RATHER THAN GIVE YOU AN UPDATE ON SOME SPECIFIC PROJECTS, UM, THAT AREN'T ON THE AGENDA TODAY, LIKE I DO, TYPICALLY, I LIKE TO TAKE A QUICK MOMENT TO PAUSE FOR A MOMENT OF REFLECTION ON, UM, WHAT WE'VE GOT DONE OVER THIS PAST YEAR.

SO IT'S GREAT TO HAVE A VISION TO KNOW WHERE YOU'RE GOING.

UM, BUT PROGRESS IS NOT MEASURED BY LOOKING OUT THE FRONT WINDSHIELD.

SO, UM, IN LOCAL GOVERNMENT, THE GAME THAT WE PLAY IS AN INFINITE GAME.

THERE IS NO FINISH LINE, THERE IS NO END ZONE, AND THERE IS NO PODIUM FOR THE WINNERS.

SO WE CAN'T MEASURE PROGRESS AGAINST OUR PRIORITIES OR OBJECTIVES.

NOW, IT'S GREAT TO HAVE THOSE, BUT WE CAN'T SAY, DID WE CONQUER AFFORDABLE HOUSING? OR DID WE COMPLETE THE FERRY? NO, WE CAN'T SAY THAT.

BUT WE MEASURE PROGRESS BY LOOKING BACKWARDS THROUGH THE REAR VIEW MIRROR.

WE MEASURE PROGRESS BY SEEING HOW MANY FIRST DOWNS DID WE MAKE LAST YEAR? HOW FAR DID WE MOVE THE BALL DOWN THE FIELD? WE MEASURE PROGRESS BY HOW FAR DID WE MAKE IT UP THE MOUNTAIN, NOT DID WE REACH THE TOP OF THE MOUNTAIN.

SO TODAY I'D LIKE FOR US TO TURN OUR HEADS BACKWARDS TO LOOK AT ACCOMPLISHMENTS WE'VE MADE LAST YEAR.

NOW WE'VE DONE SOME PRETTY IMPRESSIVE THINGS AND HANNAH NICHOLS DID A GREAT JOB IN HER YEAR IN REVIEW REPORT, AND IF YOU HAVEN'T READ IT, I ENCOURAGE YOU TO DO SO.

BUT SHE DID A FANTASTIC JOB PUTTING THAT TOGETHER.

AND AS YOU LOOK THROUGH THOSE ITEMS, A LOT OF THOSE, OR SEVERAL OF THOSE ITEMS CAME THROUGH PUBLIC FACILITIES, EITHER PARTIALLY OR FULLY.

SO I'D JUST LIKE TO MENTION THOSE.

WHAT WE'VE GOT DONE THROUGH THIS COMMITTEE LAST YEAR, ONE THING WAS WE UPDATED AND FINALIZED OUR IMPACT FEES.

SO IMPACT FEES HAVE BEEN SOMETHING WE'VE BEEN WORKING ON FOR THREE OR FOUR YEARS.

UM, THEY HAVE NOT BEEN UPDATED IN, UH, MANY, MANY YEARS.

THEY'RE

WELL OVERDUE.

AND FIRST WE HAD TO DO AN ASSESSMENT AND, AND REDO THE STUDY.

SECOND, WE HAD TO BUILD OUR PROJECT LIST AND PLANS.

AND THEN THIRD, WE HAD TO COORDINATE WITH THE MUNICIPALITIES AND ENTER INTO IGAS.

AND I'M HAPPY TO SAY THAT LAST YEAR WE FINALIZED THOSE IN THE SUMMERTIME AND WE'RE ALL EXECUTING OFF THE NEW IMPACT FEES THROUGHOUT THE ENTIRE COUNTY.

UH, SECONDLY, WE FUNDED AND AWARDED A $30 MILLION CONTRACT FOR THE TERMINAL IMPROVEMENTS AT THE HILTON HEAD AIRPORT.

THAT IS NO SMALL FEAT.

THAT TOO IS A TWO OR THREE YEAR PROJECT THAT'S BEEN IN DEVELOPMENT.

WE ACTUALLY PUT IT OUT THE YEAR PRIOR TO BID, UH, RIGHT IN THE HYPERINFLATION COMING OFF OF COVID.

AND SURE ENOUGH, THE PROJECT WAS WELL OVER OUR BUDGET.

SO WE HAD TO PIVOT, UH, COME UP WITH A NEW PLAN, A NEW IDEA, AND WE SAID, YOU KNOW WHAT? LET'S MOVE FORWARD.

LET'S NOT WAIT TILL WE HAVE ALL THE FUNDS, BUT LET'S PHASE THIS PROJECT.

SO OUR ENGINEERS AND ARCHITECTS WENT BACK AND BROKE THE PROJECT UP.

WE REBID THE PROJECT AND WE HAVE A $30 MILLION PROJECT NOW.

THEY'RE JUST GETTING STARTED RIGHT NOW AS WE SPEAK.

WE ALSO PURCHASED 115 ACRES OF PROPERTY IN THE S SMACK DAB MIDDLE OF OUR COUNTY FOR OUR FUTURE LAW ENFORCEMENT CENTER.

NOW, THE LAW ENFORCEMENT CENTER, PROBABLY SINCE THE DAY THEY BUILT THE ONE, UH, JUST OUT OUTSIDE IN THE EARLY NINETIES, UH, THEY WERE TALKING ABOUT A NEW ONE.

SO FAST FORWARD 30 YEARS, UH, WE ALL KNOW THAT OUR POPULATION HAS DOUBLED, PROBABLY EVEN TRIPLED OVER THE LAST 30 YEARS.

AND SO HAS THE NEED FOR OUR LAW ENFORCEMENT SERVICES.

SO THEY, THEY'RE RUNNING OUTTA ROOM, THEY NEED ANOTHER SPACE.

AND WE WERE ABLE TO SECURE 115 ACRES WITH CLOSE TO $6 MILLION THAT WE INVESTED INTO THAT PROPERTY.

UM, SO WE ARE MOVING FORWARD ON THAT LONG-TERM VISION TO COMPLETE A LAW ENFORCEMENT CENTER.

WE ALSO ESTABLISHED THE FRAMEWORK TO PROVIDE SUPPORT TO OUR MILITARY INSTALLATIONS THROUGH INTERGOVERNMENTAL SUPPORT AGREEMENTS.

NOW, BOTH THE BASIS MAIN BASIS, THE AIR STATION AND PARIS ISLAND, THEY DO A LOT OF PUBLIC WORK TYPE ACTIVITIES THAT ARE NOT THEIR MAIN OBJECTIVE.

WE TOO SHARE IN THOSE ACTIVITIES.

SO THE IGS A PROVIDE US AN OPPORTUNITY TO SUPPORT THOSE BASES IN NON-MISSION CRITICAL OBJECTIVES SO THAT THEY CAN FOCUS AND PRIORITIZE THEIR TIME AND EFFORTS ON MISSION CRITICAL OBJECTIVES, UH, WHICH IS NATIONAL DEFENSE.

SO BY SUPPORTING THEM THROUGH IGS A WE TOO CAN SHARE THAT WE ARE SUPPORTING A NATIONAL DEFENSE.

WE ALSO COMPLETED THE BOAT LANDING MASTER PLAN.

SO NATURAL RESOURCES ARE IMPORTANT TO US IN BEAUFORT COUNTY AND IT'S IMPORTANT THAT EACH AND EVERYBODY HAS EQUAL ACCESS TO THOSE UM, FACILITIES.

SO FIRST WE HAD TO DO AN ASSESSMENT ON THE CONDITION OF OUR BOAT LANDING MASTER PLAN.

AND INSIDE OF THAT PLAN, THEY, THEY PREPARED A, UM, IN RECOMMENDATIONS WITH IMPROVEMENTS IN A CAPITAL PROJECT LIST.

UM, SO WE HAVE THAT LIST AND NOW WE ARE GOING TO WORK ON IMPLEMENTATION OF THAT THROUGHOUT THE YEAR.

TWO THINGS THAT WE'RE NOT NECESSARILY COMPLETE OR DIDN'T SHOW UP IN HANNAH'S REPORT, UM, IS PROGRESS THAT WE'VE MADE ON DUSKY ISLAND FERRY AND ON SOLID WASTE AND RECYCLING WITH OUR MURPH.

SO THIS YEAR WE WORKED FEVEROUSLY ON A NEW EMBARKATION LOCATION THAT WE HAD TO MAKE DO, UH, VIA COURT ORDER.

BY THE END OF THIS YEAR, HANK DENISON'S BEEN LEADING THAT EVER EFFORT AND HAS DONE A GREAT JOB.

AND WE MET THAT CONDITION AND HAVE MOVED THAT LOCATION ACROSS THE CREEK TO CC HAGUE.

ADDITIONALLY, THROUGH THAT PROCESS, UH, WE SAW THE NEED TO RE ADVERTISE THE OPERATION OF THE FERRY OUT FOR SERVICE, AND THAT TOO, UH, WAS AWARDED TO A NEW ER FERRY SERVICE PROVIDER FOR JUST A FEW DAYS AGO.

UM, THEIR CONTRACT STARTED.

SO A LOT OF GREAT WORK ON THAT.

STILL MORE TO COME, UM, BUT A LOT OF GREAT WORK ON THE FERRY.

AS FOR SOLID WASTE, ALTHOUGH IT'S NOT ALWAYS VISIBLE, UH, A LOT OF STAFF TIME AND RESOURCES HAVE BEEN INVESTED IN DEVELOPING A MORE SUSTAINABLE APPROACH TO HANDLE RECYCLING WITHIN BEAUFORT COUNTY.

I'LL TOUCH ON THIS MORE LATER IN THE MEETING.

WE HAVE AN AGENDA ITEM ON THAT.

UM, BUT A LOT OF PROGRESS HAS BEEN MADE ON RECYCLING.

ONE PROJECT ITEM I DO WANT TO BRIEF THOUGH IS, IS NOT NECESSARILY A PROJECT BUT A FUTURE RFP.

SO AS IT RELATES TO OUR UPCOMING SALES TAX REFERENDUM, WE WILL BE PUTTING OUT A SOLICITATION FOR A CONSULTANT TO HELP US WITH PROGRAM MANAGEMENT FOR THAT FUTURE SALES TAX PROGRAM.

THIS WOULD BE SIMILAR TO THE PROJECT, UH, THE PRO PROGRAM MANAGEMENT CONTRACT THAT WE HAVE FOR THE 2018 SALES TAX PROGRAM.

BY BRINGING ON A CONSULTANT EARLY, THEY'LL BE ABLE TO HELP US PLAN AND PREPARE FOR THE IMPLEMENTATION OF THE PROGRAM.

SO NO TIME IS WASTED IF WE'RE SUCCESSFUL WITH THAT PROGRAM IN NOVEMBER.

IF THE REFERENDUM'S UNSUCCESSFUL, THE SCOPE OF THE CONTRACT WILL BE DOWNSIZED.

THE LEVEL OF EFFORT AND WORK WILL STILL BE USEFUL FOR THE ENGINEERING DEPARTMENT,

BUT THE SERVICES WOULD BE TERMINATED AND THE CONTRACT ENDED.

UH, BUT WE'RE GETTING CLOSE TO, UH, TO THE END OF THEIR, THEIR HOLD.

AND WE WANT TO GO AHEAD AND GET THE CONTRACT APPROVED SO THAT, UM, IN ANTICIPATION OF THE FAA SAYING, GO AND BUILD THIS TAXI WAY, THEN WE WILL BE READY TO GO.

SO THAT'S WHAT WE'RE HERE FOR TO DO, IS JUST GET THIS AUTHORIZATION SO WE CAN START WORKING WITH, UH, PROCUREMENT TO FORMALIZE THE CONTRACT.

WE WERE UNSUCCESSFUL IN GETTING THAT PROJECT AWARDED AT THAT TIME.

WE DID PUT IT BACK OUT FOR BID A SECOND TIME, AND WE RECEIVED ONE BID FROM BEAUFORT CONSTRUCTION AND, UH, IT WAS A, JUST A $2 MILLION 2000.

WE'RE ASKING FOR A 10% CONTINGENCY TO ADD ONTO THAT.

IN THE EVENT OF, UH, UNFORESEEN CONDITIONS DURING CONSTRUCTION, IT WAS A LITTLE BIT OVER OUR ENGINEER'S ESTIMATE.

WE WERE ABLE TO, UH, CONFIRM THAT WE HAVE ENOUGH MONEY IN THE CAPITAL FUND TO COVER THE ADDITIONAL COST.

SO WE'RE RECOMMENDING, UH, REPLACE, EXCUSE ME, UH, AWARD OF THE CONTRACT TO BEAUFORT CONSTRUCTION OF SOUTH CAROLINA IN THE AMOUNT OF $2,202,200.

SO WE HAVE 2.3 MILLION BEING SPENT ON COUNTY ROADS AND ABOUT 1.7 ON DOT ROADS.

UM, AS FAR AS ROAD MILEAGE, WE'RE GETTING ABOUT ALMOST EIGHT MILES, 7.97 MILES.

UM, OF ALL THOSE ROADS, THAT'S HOW MUCH THAT TALLIES TO, ON THE LEFT WITH THE DOT HAS ABOUT 4.4 MILES WITH THOSE ROADS TOTALING 12.37 MILES OF IMPROVEMENT.

AND BASICALLY WHAT WE'RE SEEING OUT THERE, THE FATIGUE AND THE POTHOLING IS, UM, THE, THAT PAYMENT HAS, HAS REACHED ITS LIFECYCLE.

SO THE NUMBER OF OF TRAFFIC THAT IT WAS PROPOSED, UM, TO RECEIVE AND BE ABLE TO WITHSTAND HAS, HAS HIT THAT MARK.

SO TOM WORKED WITH OUR LEGAL FOLKS, UM, WHO'S HELPED US DRAFT PREVIOUS REFERENDUM, UM, VERBIAGE AND BASICALLY MOVED THAT FORWARD.

SO WHAT WE HAVE HERE IS THE SAME 15 YEAR TRANSPORTATION SALES TAX ORDINANCE FOR A, OR UNTIL THE COUNTY RAISES 1.625 BILLION FOR THOSE PROJECTS.

AND THEN THERE'S THE BIG PROJECTS, UM, AND THEN THERE'S THE PROGRAM PROJECTS AS WELL AS THE GREEN BELTS.

UM, ALSO INCLUDED IS THE OPPORTUNITY TO BOND UP TO $650 MILLION, WHICH IS THE, UM, BIG PROJECTS.

SO THOSE PROJECTS, UH, WE DON'T HAVE TO, BUT THERE WOULD BE A SECOND QUESTION, UM, IN THE REFERENDUM FOR APPROVAL TO BOND THAT UP TO THAT AMOUNT.
