WHAT WE'VE GOT DONE THROUGH THIS COMMITTEE LAST YEAR, ONE THING WAS WE UPDATED AND FINALIZED OUR IMPACT FEES.
SO IMPACT FEES HAVE BEEN SOMETHING WE'VE BEEN WORKING ON FOR THREE OR FOUR YEARS.

AND THEN THIRD, WE HAD TO COORDINATE WITH THE MUNICIPALITIES AND ENTER INTO IGAS.
AND I'M HAPPY TO SAY THAT LAST YEAR WE FINALIZED THOSE IN THE SUMMERTIME AND WE'RE ALL EXECUTING OFF THE NEW IMPACT FEES THROUGHOUT THE ENTIRE COUNTY.
UH, SECONDLY, WE FUNDED AND AWARDED A $30 MILLION CONTRACT FOR THE TERMINAL IMPROVEMENTS AT THE HILTON HEAD AIRPORT.
THAT TOO IS A TWO OR THREE YEAR PROJECT THAT'S BEEN IN DEVELOPMENT.
WE ACTUALLY PUT IT OUT THE YEAR PRIOR TO BID, UH, RIGHT IN THE HYPERINFLATION COMING OFF OF COVID.
AND SURE ENOUGH, THE PROJECT WAS WELL OVER OUR BUDGET.
SO WE HAD TO PIVOT, UH, COME UP WITH A NEW PLAN, A NEW IDEA, AND WE SAID, YOU KNOW WHAT? LET'S MOVE FORWARD.
LET'S NOT WAIT TILL WE HAVE ALL THE FUNDS, BUT LET'S PHASE THIS PROJECT.
SO OUR ENGINEERS AND ARCHITECTS WENT BACK AND BROKE THE PROJECT UP.
WE REBID THE PROJECT AND WE HAVE A $30 MILLION PROJECT NOW.
THEY'RE JUST GETTING STARTED RIGHT NOW AS WE SPEAK.
WE ALSO PURCHASED 115 ACRES OF PROPERTY IN THE SMACK DAB MIDDLE OF OUR COUNTY FOR A FUTURE LAW ENFORCEMENT CENTER.
NOW, THE LAW ENFORCEMENT CENTER, PROBABLY SINCE THE DAY THEY BUILT THE ONE, UH, JUST OUT OUTSIDE IN THE EARLY NINETIES, UH, THEY WERE TALKING ABOUT A NEW ONE.
SO FAST FORWARD 30 YEARS, UH, WE ALL KNOW THAT OUR POPULATION HAS DOUBLED, PROBABLY EVEN TRIPLED OVER THE LAST 30 YEARS.
AND SO HAS THE NEED FOR OUR LAW ENFORCEMENT SERVICES.
SO THEY, THEY'RE RUNNING OUTTA ROOM, THEY NEED ANOTHER SPACE.
AND WE WERE ABLE TO SECURE 115 ACRES WITH CLOSE TO $6 MILLION THAT WE INVESTED INTO THAT PROPERTY.
UM, SO WE ARE MOVING FORWARD ON THAT LONG-TERM VISION TO COMPLETE A LAW ENFORCEMENT CENTER.
WE ALSO ESTABLISHED THE FRAMEWORK TO PROVIDE SUPPORT TO OUR MILITARY INSTALLATIONS THROUGH INTERGOVERNMENTAL SUPPORT AGREEMENTS.
NOW, BOTH THE BASIS MAIN BASIS, THE AIR STATION AND PARIS ISLAND, THEY DO A LOT OF PUBLIC WORK TYPE ACTIVITIES THAT ARE NOT THEIR MAIN OBJECTIVE.
WE DO SHARE IN THOSE ACTIVITIES.
SO THE IG SSAS PROVIDE US AN OPPORTUNITY TO SUPPORT THOSE BASES IN NON-MISSION CRITICAL OBJECTIVES SO THAT THEY CAN FOCUS AND PRIORITIZE THEIR TIME AND EFFORTS ON MISSION CRITICAL OBJECTIVES, UH, WHICH IS NATIONAL DEFENSE.
SO BY SUPPORTING THEM THROUGH I GSAS, WE TOO CAN SHARE THAT WE ARE SUPPORTING A NATIONAL DEFENSE.
WE ALSO COMPLETED THE BOAT LANDING MASTER PLAN.
SO NATURAL RESOURCES ARE IMPORTANT TO US IN BEAUFORT COUNTY, AND IT'S IMPORTANT THAT EACH AND EVERYBODY HAS EQUAL ACCESS TO THOSE, UM, FACILITIES.
SO FIRST WE HAD TO DO AN ASSESSMENT ON THE CONDITION OF OUR BOAT LANDING MASTER PLAN.
AND INSIDE OF THAT PLAN, THEY, THEY PREPARED A, UM, AND RECOMMENDATIONS WITH IMPROVEMENTS AND A CAPITAL PROJECT LIST.
UM, SO WE HAVE THAT LIST AND NOW WE ARE GOING TO WORK ON IMPLEMENTATION OF THAT THROUGHOUT THE YEAR.
TWO THINGS THAT WERE NOT NECESSARILY COMPLETE OR DIDN'T SHOW UP IN HANNAH'S REPORT, UM, IS PROGRESS THAT WE'VE MADE ON DUSKY ISLAND FERRY AND ON SOLID WASTE AND RECYCLING WITH OUR MURPH.
SO THIS YEAR WE WORKED FEVEROUSLY ON A NEW EMBARKATION LOCATION THAT WE HAD TO MAKE DO, UH, VIA A COURT ORDER.
BY THE END OF THIS YEAR, HANK DENISON'S BEEN LEADING THAT EVER EFFORT AND HAS DONE A GREAT JOB, AND WE MET THAT CONDITION AND HAVE MOVED THAT LOCATION ACROSS THE CREEK TO CC HAGUE.
ADDITIONALLY, THROUGH THAT PROCESS, UH, WE SAW THE NEED TO RE ADVERTISE THE OPERATION OF THE FERRY OUT FOR SERVICE, AND THAT TOO, UH, WAS AWARDED TO A NEW SERER FERRY SERVICE PROVIDER FOR JUST A FEW DAYS AGO.
SO A LOT OF GREAT WORK ON THAT.
STILL MORE TO COME, BUT A LOT OF GREAT WORK ON THE FERRY.
AS FOR SOLID WASTE, ALTHOUGH IT'S NOT ALWAYS VISIBLE, A LOT OF STAFF TIME AND RESOURCES HAVE BEEN INVESTED IN DEVELOPING A MORE SUSTAINABLE APPROACH TO HANDLE RECYCLING WITHIN BEAUFORT COUNTY.

SO AS IT RELATES TO OUR UPCOMING SALES TAX REFERENDUM, WE WILL BE PUTTING OUT A SOLICITATION FOR A CONSULTANT TO HELP US WITH PROGRAM MANAGEMENT FOR THAT FUTURE SALES TAX PROGRAM.
THIS WOULD BE SIMILAR TO THE PROJECT, UH, THE PRO PROGRAM MANAGEMENT CONTRACT THAT WE HAVE FOR THE 2018 SALES TAX PROGRAM.
BY BRINGING ON A CONSULTANT EARLY, THEY'LL BE ABLE TO HELP US PLAN AND PREPARE FOR THE IMPLEMENTATION OF THE PROGRAM.
SO NO TIME IS WASTED IF WE'RE SUCCESSFUL WITH THAT PROGRAM IN NOVEMBER.
IF THE REFERENDUM'S UNSUCCESSFUL, THE SCOPE OF THE

IN THE EVENT OF, UH, UNFORESEEN CONDITIONS DURING CONSTRUCTION, IT WAS A LITTLE BIT OVER OUR ENGINEER'S ESTIMATE.
WE WERE ABLE TO, UH, CONFIRM THAT WE HAVE ENOUGH MONEY IN THE CAPITAL FUND TO COVER THE ADDITIONAL COST.
SO WE'RE RECOMMENDING, UH, REPLACE, EXCUSE ME, UH, AWARD OF THE CONTRACT TO BEAUFORT CONSTRUCTION OF SOUTH CAROLINA IN THE AMOUNT OF $2,202,200.

UM, AND TODAY WHAT WE HAVE IS THE SECOND YEAR OF THAT SECOND SET OF, UH, OF ROADS, UM, IN THE FIRST FIVE YEARS AS FAR AS THE EXISTING PAVE ROADS ARE, THERE'S A, WE RATE 'EM ON A, A GREAT FAIR OR A GREAT GOOD, FAIR AND POOR CONDITION AS FAR AS THE ROAD CONDITION.

RIGHT? SO THE SALES TAX FOR THE GREEN SPACE REFERENDUM ENDS NO LATER THAN I BELIEVE DECEMBER 31ST OF THIS YEAR.
AND THIS WOULDN'T GO INTO PLACE UNTIL I BELIEVE THE SPRING, RIGHT? MAY, MAY 1ST.
THERE WOULD BE A DROP AND THEN BACK TO THE ORIGINAL AMOUNT AFTER THOSE FOUR MONTHS.
UM, SO IT'S NOT AN INCREASE ON OUR TAX RESIDENTS, IT'S KEEPING THE STATUS QUO.
THAT'S WHY WE KEPT THE GREEN SPACE REFERENDUM WHEN A COUPLE OF US HERE PUSHED FOR IT SO HARD AT A TWO YEAR IS 'CAUSE WE HAD PLANS TO COME IN 2024 WITH SOMETHING BIG AND WE WANTED TO MAKE SURE THAT IT WOULDN'T BE AN EXTRA TAX BURDEN ON THE TAXPAYERS.
IT WOULD BE TRANSFERRING IT RIGHT OVER FROM THE SAME TAX IT WAS.
CURRENTLY, WE PUT THE MONEY IN THE ACCOUNT FOR THE GREEN SPACE.
WE ARE MAKING HEADWAY ON THAT.
