AND THANK YOU COMMITTEE MEMBERS SO START WITH DIRT ROAD 53 RAINBOW ROAD IS COMPLETE PUNCH LIST ITEMS WE HAVE RECEIVED PERMITS BACK FOR TWICKENHAM AND NORTH VIEW ROAD THOSE ARE GOING THROUGH FINAL DESIGN AND I'M HOPEFUL THAT THEY GET STARTED WITH CONSTRUCTION WITHIN SOME TIME IN FEBRUARY ON THOSE WE HAVE ASKED FOR A TWEAKING HAVE TO BE PRIORITIZED OUT OF THOSE TO I'M ASSUMING IT'S WILL NOT DELAY NORTH VIEW AS FAR AS PERMITTING AND CONSTRUCTION GOES SO THEY'RE GOING TO LOOK AS HARD IN TWICKENHAM DIRT ROAD 54 WAS ROCKING ON THE QUAY THIS IS FRANCIS JONES CHURCH ROAD AND SCHOOL ROAD THAT WAS COMPLETED AT THE END OF LAST YEAR.

LOOK I'VE HAD CONVERSATION WITH THE COUNCIL MEMBER FROM THAT DISTRICT AND I KNOW THAT YOU'RE TALKING TO THE THE COUNTY THE TOWN ADMINISTRATOR ABOUT DOING THAT IT THERE'S ALSO TWO OTHER ROADS THROUGH THREE OTHER ROADS WE'VE TALKED TO THEM ABOUT ARROW BURST BEACH THERE'S WHAT'S THE OTHER WITH ARROW BURST BEACH THERE'S SEVERAL OTHER ROADS OFF OF BURGES BEACH THAT WE'RE GOING TO WIND UP GIVING SINCE WE'VE BROUGHT THEM UP TO THE COUNTY STANDARD NEW ORLEANS INTENT TO TURN THEM OVER TO THE TOWN OF HILTON HEAD AND LET THEM HAVE THE ROADS FUTURE IS CORRECT. WE DO HAVE A REPRESENTATIVE OF HILTON HEAD TRANSPORTATION. I MEAN MAYBE THEY COULD SHED SOME LIGHT ON THAT ROAD OR WHATEVER I DON'T KNOW RIGHT NOW TO TELL YOU BUT I WILL CHECK INTO IT.

SO FOR NEXT ONE UP IS YEAR SIX RESURFACING WE ARE IN AND PUNCH LIST ON A MAJORITY OF THE ROADS ON THAT VINTON FIELD ROAD AS EARLIER AGAIN WANT TO REITERATE THE CHAIRMAN'S THANKS TO ALL OF OUR AND THOMAS CONCRETE THEY'VE BEEN EXTREMELY HELPFUL IN GETTING THIS PROJECT GOING AND COLLABORATING WITH IT WE HAVE LAST WEEK THEY REMOVED THE ROADWAY SECTION IN FRONT OF ONE OF THOMAS'S GATES AND POURED IT BACK WITH CONCRETE THIS WEEK ACTUALLY TOMORROW IT WAS SUPPOSED TO BE TODAY BUT WITH THE WEATHER IT WAS DELAYED. THEY WILL BE REMOVING OF THE ROAD AND FRONT ONE ENTRANCES TO PALMETTO BREEZE AND PLACING CONCRETE BACK AND THEN ONCE IT HAS TIME TO CLEAR NEXT WEEK THEY WILL MILL THE ROAD AND PUT ASPHALT BACK TO FINISH THE SURFACE ON THE REST OF THE SO HOPEFULLY BY THE END OF THE MONTH WE WILL HAVE THAT ONE COMPLETED.

QUESTION IS IS THERE MEANING OF THE COLOR CODING ON THAT THE GREEN IS COMPLETED EXCEPT FOR PUNCH LIST GOTCHA. NEXT UP WE HAVE PRESERVATION WHICH MICROSERVICE YOU KNOW COUNTY ROADS AND CHIP SEAL AND DOTTIE ROADS AGAIN THAT ONE HAS BEEN COMPLETE EXCEPT FOR PUNCH LIST IT SIX REJUVENATE OR HAS ALL COUNTY ROADS FOR THAT HAS BEEN COMPLETED AND THERE'S PUNCH LIST ON THAT ONE BEFORE WE GO DOWN LOTS OF IT I MY UNDERSTANDING IS THAT THE ROADS WE DID WITH CHIP SEAL WAS PRETTY WELL ACCEPTED BY DISTRICT SIX YES I WOULD LIKE FEEL LIKE YEAH THERE'S STILL SOME PUNCH DESIGNS WE'RE WORKING WITH THE CONTRACTOR GET COMPLETED BUT THAT WAS A CHIP SEAL WITH A FOG SEAL OVER TOP OF IT SO SO NEXT WE'LL MOVE INTO WE NOW HAVE ALL OF OUR BIDS AND PROPOSALS BACK FOR OUR SEVEN CONTRACTS SO I HAVE THOSE BROKEN DOWN NEXT THIS IS THE YEAR SEVEN RESURFACING IS BROKEN UP BETWEEN THE COUNTY ROADS AND THE CDOT ROADS THE COUNTY ROADS PORTION BACK I BELIEVE WE ALL HAVE THE BID TAB FOR THIS ONE. BLYTHE WHO DID THIS YEAR'S PROGRAM WAS THE LOW BIDDER.

THE COUNTY ROAD PORTION WAS $2.3 MILLION. THE DOT ROADS WAS 1.75 ROUGHLY.

THEY ALSO WE HAVE REACHED OUT THEY BID ON PATCHING OF BLUFFTON PARKWAY BETWEEN BUCK ISLAND ROAD AND RED CEDAR THAT CAME IN 134,000 AND THAT IS GOING TO COME OUT OF THE ONE TIME FUNDING THAT WAS PROGRESSING TO RECEIVE FUNDING WE'VE $400,000 BACK FOR THE YEP AND SO THAT LIKE I SAID THAT'S GOING TO BE BULK I'LL ISLAND TO RED CEDAR TO FIX WHERE IT HAS BEEN POTHOLE IN FAIRLY I KNOW THE TOWN'S REACHED OUT AND ALONG WITH SOME OF THE MEMBERS ON THE COMMITTEE AND ON COUNCIL AND SINCE IT CAME IN IT WAS A LOWER QUANTITY THAN WE THOUGHT WE MAY BE ABLE TO EXPAND THAT TO GET SOME OTHER PORTIONS OF THE PARKWAY AS WELL SO THAT WAS ALL FROM BLYTHE. WE HAVE REACHED TO TRAN SYSTEMS WHO IS ON RCI ON CALL FOR THE COUNTY TO PROVIDE PM AND SEE I SERVICES AND THEIR ESTIMATE FOR THAT WAS ALMOST 64,000 YEAR SEVEN PRESERVATIONS ON ON YEAR SEVEN RESURFACING NOTE THAT UNDER NCDOT ROADS WE PICKED UP I THINK CHEROKEE FARMS WAS ONE OF THE ROADS WE RECOMMENDED AND ROB THAT AND THEN ALSO ALMA WERE THREE ROADS THE REMAINING ROADS CAME OFF OF OUR FIVE YEAR PLAN FOR LOW VOLUME ADT THE CHEROKEE FARMS RUG RACK AND ARMOR WERE PORTIONS THAT WERE ALL SELECTED IN SEPTEMBER.

CHEROKEE FARMS THE COUNTY IS THE COUNTY OWNED PORTION OF IT I BELIEVE TWO YEARS AGO SO THAT WILL COMPLETE THE REST OF THE ROADWAY AND ARMOR ROAD I BELIEVE WE ARE GOING TO LOOK AT DOING ARMOR FROM BENTON FIELD BACK UP TO BURNT CHURCH SO THAT THAT SECTION IS IN THE WORST WORSE SHAPE PROBABLY BECAUSE OF THE BUSSES CONCRETE. SO THAT'S THE SECTION WE'RE GONNA LOOK AT DOING THERE THE REST OF IT IS IN PRETTY GOOD SHAPE SO THIS IS 2024 YES THIS FINE YES WE GOT THE BIDS BACK ON THIS SO THEY WOULD BE STARTING WHEN WE CAN GET VOTED ON BY COMMITTEE AND COUNCIL AND THEN GET CONTRACTS BACK. SO THIS WOULD BE FOR 2024 IT'S OUR YEAR SEVEN WHICH IS 2023 THE YEAR SEVEN PRESERVATION AND THIS IS MICRO SERVICING ON COUNTY ROADS IS APPROXIMATELY 527,000 AND THIS IS GOING TO BE SLURRY PAVERS WHO DID LAST YEAR'S PORTION AS WELL DO THE SERVICING AND WE HAVE REACHED OUT TO ICE WHO DID THE CGI THIS YEAR TO PROVIDE PM AND CGI SERVICES FOR THE PRESERVATION AND THE REJUVENATED CONTRACT AS WELL AND THEIR BID WAS A LITTLE OVER 40,000 AND AGAIN ARE ON OUR CALL YEAR SEVEN REJUVENATE OUR CAME IN A OF 172,000 AND THIS IS AGAIN COUNTY ROADS THESE ARE ALL ROADS THAT HAVE BEEN RESURFACED WITHIN THE LAST TWO YEARS I BELIEVE AND A COUPLE OF DIRT ROADS HAVE RECENTLY BEEN PAVED TO DO THE FIRST ROUND REJUVENATE ARE THOSE SO HERE IS A BREAKDOWN OF ALL THOSE CONTRACTS ON ONE SPOT OVERALL IS COMING OUT TO ABOUT $5.1 MILLION IF WE LOOK AT THIS BASED WHAT IS COUNTY AND WHAT IS D.O.T. WE ARE LOOKING AT ABOUT 37% IS GOING TO THE STATE WHICH IS EXCEEDS OUR REQUIREMENT OF 33% AND WE WOULD RECOMMEND FOR A ALL THESE PROJECTS A 20% CONTINGENCY EXCEPT FOR REJUVENATE WHICH WOULD BE 10%.

AND THE REASON FOR THAT IS A WE HAVE INCLUDED THE D.O.T. IN THAT INDEX IS FOR ASPHALT ON THERE SO THERE IS SOME FLUCTUATION MONTH TO MONTH WITH ASPHALT PRICING AND FUEL PRICING AND THAT APPLIES THE MICROSERVICE THING AS WELL. AND THEN AS A REMINDER WE APPROVED TWO YEARS AGO GOING TO WORK OFF THE STUDIO TS INDEX FOR OUR FULL PURCHASING SO THAT WE CAN ADJUST OUR PRICING AS IT GOES UP OR DOWN RATHER THAN HAVING A FIXED CONTRACT THAT WE WE'RE NOT THEY'RE NOT BEING TAKEN ADVANTAGE AND WE'RE NOT BEING TAKEN ADVANTAGE OF BY BIDDING. SO THAT'S JUST THE REFRESHER AND ALSO THIS IS WE HAVE THESE IN THE PAST IS LUMP SUM THIS IS WE BID THESE THIS AS QUANTITIES AND UNIT RATES SO THIS IS THE FIRST TIME WE'RE DOING THAT. SO THAT'S WHY WE'RE RECOMMENDING 20% CONTINGENCY.

BOTH OF THESE THINGS THAT I JUST MENTIONED UNIT RATES AND LUMP SUMS AND THE USE OF THE INDICES WERE RECOMMENDATIONS, YOU KNOW, ON FROM THE CONTRACTORS IN THE PAST ON HOW

WE MAY BE ABLE TO GET MORE COMPETITIVE BIDS VERSUS LUMP SUM WHERE EVERYTHING'S JUST LUMPED TOGETHER AND THEN NOT USING THE INDICES BECAUSE THEN THEY'RE STUCK YOU KNOW, WITH THE PRICE THEY BID, YOU KNOW, POTENTIALLY EIGHT OR NINE MONTHS AGO.

AND IF WE HAVE WHAT WE HAD KNOW TWO YEARS AGO WITH THE VOLATILITY OVER THE SUMMER MONTHS WITH I THINK ASPHALT WENT FROM LIKE $500 A TON TO OVER 800.

THEY'RE LEAVING A LOT OF MONEY ON THE TABLE AND THEY HAVE TO ACCOUNT FOR THAT IN LUMP SUM PRICING. SO AND WITH THAT, YOU KNOW, OUR RESURFACING CONTRACT WAS I BELIEVE A COUPLE PERCENT OF OUR ENGINEERS ESTIMATE. SO IT WAS IT WAS PRETTY CLOSE.

THEY WERE ABLE BEFORE THE WINTER SEASON SET IN THEY WERE ABLE TO WORK ON THE TWO INTERSECTIONS THERE AT 170 EXTENDING THE TURN LANE I'M GOING TO FOR 62 NORTH ON FOR 62 AS WELL AS ADDING THE SECOND TURN LANE LEFT OUT OF ARGENT BOULEVARD ON TO 170 NORTH SO THOSE TWO ACTIVITIES HAVE BEEN COMPLETED. CHRISTY IS RETIRING AS OF 31ST OF MARCH AND THERE'S CHANGES GOING ABOUT THROUGH THE VOTING THERE'S A RIPPLE EFFECT THEY THEIR CHIEF ENGINEER HAD RETURNED SIX MONTHS AGO AND THEY PUT IN A CHIEF OPERATING OFFICER SO ONLY WILL TELL WHO BECOMES THE NEW SECRETARY OF TRANSPORTATION BUT I WANTED TO LEAVE THAT TO BUT PROVIDE THAT INFORMATION TO YOU IT WAS AGAIN IT WAS ANNOUNCED THIS MORNING CHAD FOUND OUT I THINK HE SAID THAT 815 AND I FOUND OUT AT 845.
