SOME RESIDENTS WHO LEARNED OF THE MEETING WERE IN ATTENDANCE AS WELL AS COUNTY DISTRICT NINE. MARK EXCUSE ME MARK NELSON A REP FROM THE ENGINEERING DEPARTMENT AS WELL AS A CONSULTANT JENNIFER BROWN THE PROPOSED COUNTY PLAN EQUALS TONS OF CONCRETE AND IMPERVIOUS SURFACE BEING POURED IN AN AREA THAT LEADS DIRECTLY TO THE MAE A RIVER NOTED ALREADY HAVING INCREASINGLY DAMAGED MEAN PROBLEM WITH POLLUTION ALSO REFERENCED BY THE COUNTY RUTS AND THE INDIVIDUAL HOSTING THE MEETING OF INSTALLING A BOARDWALK BETTER BEACH ACCESS A GUTTURAL CRY SOUNDING LIKE A MOTHER WATCHING HER CHILD RUN IN FRONT OF A SPEEDING CAR CAME FROM PERSON HAVING ABSOLUTE FRUSTRATION ASKING DEMANDING IN SUMMARY WHEN WILL OUR DRAINAGE ISSUES BE ADDRESSED? ONE ELDERLY RESIDENT AND PRESERVE AND PROTECT LEAD BOB WILLIAMS TOOK MATTERS INTO HIS OWN HANDS AND AFTER BEING LIED TO BY STORM SUPERINTENDENT MATT ROUSH STATING HOW THE COUNTY CLEANS THE DITCHES EVERY SEVEN YEARS. BOB REPEATEDLY CONTACTED THE DISTRICT NINE STORMWATER AND PUBLIC WORKS SPOKE WITH SEVERAL REPORTERS AND CONTACTED WSB WHO DID A GREAT PIECE ON THE PLIGHT OF THIS. ONE NEWS HEADLINE THIS YEAR 2020 RACE TITLED THE RIVER COUNTY PLANS TO SPEND $2.7 MILLION IN ALGAE BUT NOT TO FIX THE DRAINAGE AND FLOODING PROBLEMS THAT HAVE PLAGUED THE AREA FOR YEARS, BOB STATED THEY'RE NOT WORKING FOR US AND IT'S ALMOST LIKE THEY'RE WORKING AGAINST US AND THE SAME PEOPLE THAT ARE SAYING THEY'RE PROTECTING OUR ARE ACTUALLY DESTROYING THEM.

AGAIN I THINK THIS BOARD ARE SHOWING THAT YOU CARE AND PLEASE ADVOCATE FOR ALL STORMWATER ISSUES TO BE ADDRESSED FIRST AND FOREMOST. THAT'S ALL I HAVE TO SAY.

CARTER AND SUGGESTED WITH NO REPLY AND OF COURSE WE KNOW THAT THERE ARE SOME BAD APPLES IN ANY BUNCH BUT WE GREATLY APPRECIATE THE COUNTY EMPLOYEES WHO SHOW THEY CARE BY THEIR ACTIONS AND WITH BEING ETHICAL AND HONEST WE THAT COUNTY STORMWATER AND THE COUNTY PUBLIC WORKS MAKE A PLAN OF ACTION ADDRESS THE STORMWATER AND DRAINAGE ISSUES ONCE AND FOR ALL. THE COUNTY HAS APPLIED FOR FUNDING TO PERFORM A DRAINAGE STUDY ON THE ENTIRE AREA.

THE COUNTY HOPES TO HEAR BACK ABOUT THE APPLICATION SUBMITTED LAST YEAR TO THE FEDERAL GOVERNMENT IN FEBRUARY AS SOON AS ANY PROGRESS REGARDING GRANT FUNDING IS MADE WE ARE HAPPY TO KEEP ALL RESIDENTS OF ALL IN THE KNOW. PLEASE PROVIDE A COPY OF THE 2019 SURVEY DONE AND A COPY OF THE FEDERAL APPLICATION IN 2022 AND A COPY OF THE FEDERAL APPLICATIONS SUBMITTED IN 2023. IS CONCERNING TO MANY THAT 1.9 MILLION CAN BE PULLED FROM COUNTY GENERAL FUND WHILE YEAR AFTER YEAR THERE IS MONEY TO ADDRESS ALL STORMWATER ISSUES.

LASTLY, ON SEPTEMBER 21ST 2023 ALL JOY AND PRESERVE AND PROTECT ADVOCATE WILLIAMS WROTE TO COUNTY PRESIDENT DISTRICT NINE REP MARK LARSON AND CONCLUDE AND INCLUDED COUNTY STORMERS MARS MR. CARTER AND MR. ALLEN AND MR. NO REPLY RECEIVED YET A KEY QUESTION WAS ASKED WHO WAS RESPONSIBLE TO WRITE A GRANT ON OUR BEHALF TO RECEIVE MONEY FROM SOUTH CAROLINA INFRASTRUCTURE INVESTMENT PROGRAM TO HELP IN OUR AREA AND WHY HAVEN'T THEY ALREADY HAS AWARDED A TOTAL OF 219 GRANTS IN THE AMOUNT OF 1.469 BILLION TO LOCAL GOVERNMENTS AS WELL AS PUBLIC WATER AND SEWER UTILITIES IN THE SOUTH CAROLINA INFRASTRUCTURE INVESTMENT PROGRAM.
