RAINBOW ROAD HAS BEEN COMPLETED.
UH, COUNTY STAFF HAS DONE WALKS ON IT.
UM, NEED TO GET A FINAL PUNCH LIST OUT ON THAT, BUT IT LOOKED GOOD, CAME OUT REALLY WELL.
UM, TWICKINGHAM AND NORTHVIEW ARE WAITING ON PERMITTING TO COME BACK.
UM, AND AS SOON AS THEY GET PERMITTED, UH, THROUGH DHEC, THEY'RE READY TO, UH, GET STARTED.
DIRT ROAD 54 IS, UH, ALMOST COMPLETE.
THAT IS ROCKING ONTO FUSS ISLAND.
UM, FRANCIS JONES CHURCH ROAD AND SCHOOL ROAD.
THOSE ROADS HAVE ALL BEEN, UH, ROCKED.
UM, THEY ARE ACTUALLY PLANNING TO, I BELIEVE, UH, DEMOBILIZE THIS WEEKEND.
UM, SO THAT SHOULD BE COMPLETE HERE SOON.
THAT'S BEEN A PROJECT WAS BACK ABOUT FIVE, SIX YEARS.
AND THEN THEY WERE, WE CONSIDERED, UM, PAVING THEM AT ONE POINT IN TIME AND IT BECAME A BETTER USE OF MATERIALS AND SOMETHING MORE ACCEPTABLE TO THEIR ENVIRONMENT TO GO AHEAD AND JUST ROCK THESE ROADS RATHER THAN PAVE THEM.
[5.C. CTC RESURFACING PROJECT (Year 6, Year 7)]
SIX RESURFACING.UM, THE CONTRACTOR IS COMPLETED WITH ALL ROADS EXCEPT FOR BENTON FIELD.
UM, WE ARE WORKING TO GET PUNCH LIST, UH, COMPLETED NOW.
UM, SO WE WILL HOPEFULLY HAVE SOME NEWS ON THAT BY THE NEXT MEETING.
UM, BENTON FIELD ROAD, I TALKED TO THE CONTRACTOR EARLIER ON THIS WEEK.
THEY ARE STILL TRYING TO WORK WITH THE CONCRETE PROVIDER TO GET THAT SCHEDULED, TO GET THAT PORTION COMPLETED.
UM, SO WE'RE REALLY PUSHING TO GET TO GET THAT, GET THAT DONE.
DO WE NEED TO STEP IN AND TALK TO THE CONCRETE COMPANY? UM, I HAVEN'T TALKED TO THEM IN A WHILE.

SO WE WILL BE MEETING THE, UH, PERCENTAGES.

SEVEN, YEAR SIX PRESERVATION IS NEXT.THIS IS THE CHIPS SEAL ROADS HAVE BEEN COMPLETED AND ARE IN PUNCH LIST NOW.
THEY SHOULD FINISH WITH THE MICROSURFACING ROADS, UH, THIS WEEK.
I THINK THEY JUST HAD ONE NEIGHBORHOOD LEFT IN BLUFFTON WHEN I TALKED TO 'EM EARLIER ON THIS WEEK.
UM, THAT'S BEEN GOING, UH, SLOW, BUT PRETTY WELL.
UM, MOST OF THE ROADS HAVE COME OUT LOOKING REALLY, REALLY GOOD.
UM, BUT YEAH, THEY SHOULD FINISH THAT ONE UP THIS WEEK.
UH, RUSTY HAS BEEN GOING ALONG WITH THEM AND BUILDING UP A PUNCH LIST ON THOSE AS WE GO.
SO I DON'T THINK THERE WILL BE TOO MUCH FOR THEM TO, UH, COME BACK AND FIX WHEN THEY'RE COMPLETED.
THIS IS THE YEAR SEVEN PRESERVATION, UM, BID.
THIS IS ALL MICROSERVICE ING ON COUNTY ROADS.
UM, SO THIS AGAIN, WILL GO TO, WE'LL BRING IT UP.

SO TO BUILD ON OUR REJUVENATOR PROGRAM, IT GETS RESURFACED OR MICROSURFACES AND THEN TWO YEARS LATER WE COME BACK AND REJUVENATE IT.
[5.E. CTC STATE SECONDARY PROJECT UPDATE < 500 ADT. UPDATE]
THEY ALSO HAVE A NEW PRODUCT THAT WE HAVE LOOKED AT.UH, CHARLESTON COUNTY HAS USED IT, UM, DONE WITH, UH, IT'S CALLED PLUS TI THAT HAS SOME TITANIUM DIOXIDE ON IT ARE IN IT THAT HAS, UH, THROUGH LABORATORY AND FIELD TESTING, IT HAS SHOWN SOME BENEFITS AS FAR AS HEAT ISLAND, UM, AIR CO TWO REDUCTION.
AND POSSIBLY WHERE WE'RE INTERESTED IN IS MICROPLASTIC REDUCTION.
SO WE HAVE REACHED OUT TO THEM ABOUT POTENTIALLY, YOU KNOW, SEEING IF WE CAN TRY THAT ON A COUPLE ROADS IN THE NEXT YEAR ALSO.
SO I HOPE THEY CAN GET THEIR COST DOWN BECAUSE THE COST WAS ALMOST DOUBLE WHAT STANDARD COST IS FOR
YEAH, THAT, THAT'S VERY PRELIMINARY.
WE, UH, YOU KNOW, I'VE TRIED TRYING TO SCHEDULE FOR THEM TO COME DOWN AND LOOK AT THE ROADS WITH US, BUT THAT IS SOMETHING THAT I WOULD LIKE TO SEE, UH, TESTED IN THE NEXT YEAR OR SO.
WHEN YOU DO, I'D GLADLY GO LOOK AT 'EM WITH YOU TOO.
SO I BELIEVE THAT'S MY UPDATES.

UH, I DON'T HAVE THE INFORMATION RIGHT OFF THE TOP OF MY HEAD, BUT I WILL SAY WITH THE ONE-TIME FUNDING THAT WE HAD LAST YEAR, WE'RE DOING MORE ROADS AND MORE MILEAGE THIS YEAR.
UM, I BELIEVE JUST ALONE ON THE CHIP SEAL PORTION FOR THE DOT PRESERVATION, WE HAD CLOSE TO 20 MILES.
UM, I WANNA SAY WE HAD 10 TO 13 OF MICROSURFACING.
UM, AND THE RESURFACING, I DON'T RECALL OFFHAND HOW MUCH, UM, WE HAD THAT.
AND DOLLAR WISE, REMEMBER WE GOT, UH, GRANT LAST FISCAL YEARS, FIVE EXTRA $5 MILLION.
AND ALL TOLD THIS YEAR WE SPENT I THINK 6.8 MILLION THAT'LL COME UP DURING OUR YEAH.
BUT WE, WE SPENT OVER 6 MILLION, ALMOST $7 MILLION IN PAVING AND, AND RESURFACING THIS YEAR.
YEAH, NO, THIS YEAR WAS DEFINITELY A, I MEAN, NOT JUST FOR US, BUT I MEAN, I WOULD THINK IT'D BE USEFUL EVEN FOR COUNCIL TO HEAR SOMETIMES, YOU KNOW, COMPARISONS HOW MUCH MORE IS BEING DONE AND SO ON.
'CAUSE I JUST ALWAYS HAVE TO SEE COMPARISONS.
YOU KNOW, IF IT'S BETTER OR WORSE OR FASTER OR SLOWER OR, YEAH.

AND THEN ALSO AT ARJUN BOULEVARD, WE WERE DOING SOME RESURFACING AND RES STRIPING AND, AND ALLOWING FOR TWO LEFT TURNS OFF AR ONTO ONE 70 NORTH.
SO BOTH OF THOSE SECTIONS HAVE BEEN COMPLETED.
UM, WE'RE STILL FINE TUNING SOME OF THE TIMING THERE WITH THOSE SIGNALS TO, UH, MAXIMIZE THE CAPACITY OF THOSE IMPROVEMENTS.

SO THE GOAL IS THAT THOSE SIX OR SEVEN SIGNALS THAT WE CAN, UH, ONE, KNOW WHAT EACH OTHER'S DOING.
SOME OF IT IS DEVELOPER DEPENDENT.
UM, SOME OF IT IS TOWN OF HARDY V UM, SOME OF IT'S DOT.
SO ONE TO GET ALL SYNCED UP AND THEN WE CAN BE ABLE TO BROADCAST AND, AND DEVELOP A TIMELINE AND BE ABLE TO, UM, PROVIDE THAT INFORMATION.

SO FROM WHERE THE TRIANGLE WOULD LEAVE OFF AT ARJUN BOULEVARD BACK, UM, AND HOW DO WE GET THOSE PROJECTS STARTED? UM, SO WE'RE WORKING THROUGH THAT.
THE GOOD NEWS IS IT SOUNDS LIKE, UM, FROM THE TECHNICAL COMMITTEE AT LATS THAT WE'RE PROGRAMMING THE SHORT TERM FUNDING TO GET THOSE PROJECTS STARTED IN THIS FISCAL YEAR.
UH, WHICH WE'LL GO TO THE POLICY COMMITTEE FOR DISCUSSION IN DECEMBER.
AND IF SUCCESSFUL DISCUSSION WOULD COME TO THE POLICY COMMITTEE FOR APPROVAL, UH, IN FEBRUARY TO FOLD THOSE PROJECTS, AT LEAST THE INITIAL PART OF THOSE, THE TRIANGLE PROJECT AND THE WIDENING PROJECT BACK TO THE INTERSTATE, UM, INTO THE GUIDE SHARE FUNDS INTO TIP, AND THEN THUS INTO THE STEP.
SO, UM, IF SUCCESSFUL WITH THAT, THAT'LL BE THE KICKSTART TO REALLY GET THOSE PROJECTS LIFTED OFF THE GROUND AND OF THE PROJECT DEVELOPMENT.
THAT'S, THAT'S THE MOST CHALLENGING PART.
ONCE YOU GET IT LIFTED, YOU AT LEAST CAN CATCH A LITTLE BIT OF MOMENTUM AND SOME AIR.

UM, THE SECOND STUDY OF THE PROJECT, UM, THAT STUDY, THE CONSULTANT PROVIDED A, A PRESENTATION BOTH TO COUNTY COUNCIL AT THE END OF SEPTEMBER AND TO TOWN COUNCIL OF THE 1ST OF OCTOBER, AND HAVE SINCE PROVIDED A FINAL REPORT WITH THEIR RECOMMENDATIONS.
UM, LAST MONDAY, UH, COUNTY COUNCIL MADE A MOTION TO ACCEPT THE RECOMMENDATIONS AS PRESENTED IN THE STUDY AND ALSO TO PROVIDE CORRESPONDENCE TO THE TOWN OF HILTON HEAD SEEKING THEIR MUNICIPAL CONSENT ON THE PROJECT.

COMMENTS? UM, I'M GOING TO TAKE ONE OF YOUR, THE COMMENTS THAT, UM, WAS MADE EARLIER AND, UM, I'M GONNA TALK TO THE PIO AND SPEND SOME TIME WITH HER.YOU, YOU'RE NOT GONNA GET OUTTA HERE TODAY REAL FAST.
I'M, I'M GONNA TELL YOU DOWN 'CAUSE WE'RE GONNA, WE'RE GONNA TALK ABOUT, I, I LIKE THE IDEA WE, WE DON'T TAKE MUCH CREDIT FOR WHAT WE DO IN THE COUNTY, HOW MUCH EFFORT AND HOW MUCH.
UM, WE DID A, A REPORT THAT I HAVE A COPY OF IT, A SNAPSHOT THAT WAS DONE A NUMBER OF YEARS THAT WAS DONE AND PUT OUT, BUT IT NEVER GOT PUBLISHED.
TELLING THE GOOD WORKS THAT WE'VE DONE AND WHERE THE MONEY AND HOW WE'VE TAKEN THE ROADS FROM HAVING A BUNCH OF VERY POOR AND NOW HAVE NONE THAT ARE VERY POOR AND HOW WE'VE MANAGED OUR MONEY WISELY.
AND SO WE'RE GONNA TALK A LITTLE BIT ABOUT THAT AND SEE IF WE CAN'T GET SOMETHING PUT TOGETHER TO MAKE CERTAIN, THE GENERAL PUBLIC DOES REALIZE WHAT'S GOING ON WITH OUR ROAD NETWORK AND HOW THE COMMITTEE HAS BEEN FUNDING IT.
