THIS IS A, THIS IS A, A VERY MEANINGFUL DAY FOR ME.

I'M HAPPY TO BE HERE PRESENTING, UM, NOT TWO PARKS, UM, BUT TWO VENUES THAT WILL HELP INCREASE TELLING THE STORY OF HILTON AND ISLAND, UH, THE HISTORY, THE CULTURE, THE MEANING, UH, THE PURPOSE.

AND I AM PROUD OF THE, UM, THE ITEMS I'M GONNA GO THROUGH HERE AND, AND PRESENT TO YOU ALONG WITH THE TEAM.

SO WE'RE GONNA LOOK AT PATTERSON FAMILY AND TAYLOR FAMILY PARK, PATTERSON, UH, FAMILY.

FIRST, UM, I WANNA INTRODUCE THE PROJECT TEAM.

WE'VE GOT, UH, ERIC LAD ON TOWN STAFF.

HE'S BEEN THE PRO OUR PROJECT MANAGER.

UM, BUT PROVIDED, UM, OUR DESIGN WORK, WE'VE GOT JASMINE WHITE WITH SPARK FORMATION, UH, WHO WE BROUGHT ON BOARD TO REALLY HELP, UM, UNDERSTAND THE MEANING, UM, AND THE HISTORY AND THE CULTURE AND, AND WHAT WAS IM IMPORTANT TO THESE, THESE SITES IN THESE AREAS, IN THESE COMMUNITIES TO HELP INFORM THE, UH, THE, THE FINAL PRODUCT HERE.

WE'LL TALK ABOUT THE HISTORICAL AND CULTURAL FINDINGS AND JASMINE LL IN A WAY THAT I ONLY WISH I COULD.

UM, WE'LL LOOK AT A REVIEW OF THE PRELIMINARY CONCEPT PLAN, UM, AND, UM, AND THEN ULTIMATELY, UH, MAKE SURE FROM COUNCIL THAT WE'RE, WE'RE ON THE RIGHT DIRECTION, UM, AND FORWARD, TALK ABOUT NEXT STEPS.

AND THEN, ALRIGHT, PROJECT TEAM.

HAPPY FOR THEIR SUPPORT AND MOVING THIS FORWARD.

AND, UM, AND I'M HAPPY TO DELIVER THAT TO YOU FOR CONSIDERATION TODAY.

ALRIGHT, SO WORK PROCESS.

UM, IN GENERAL TERMS, THIS IS THE PROCESS THAT WE, THAT WE WORKED THROUGH TO GET TO THIS POINT.

UH, GO IN A LITTLE MORE DETAIL ON THE NEXT SLIDE.

BUT WE HAD A PROJECT KICK KICKOFF.

UH, WE DID A SURVEY OF THE SITE.

WE DID SITE ANALYSIS, ARCHEOLOGICAL, UH, WE DEVELOPED A PRELIMINARY PROGRAM.

UH, WE MET WITH A COMMUNITY INITIALLY TO GET FEEDBACK AND INPUT.

UH, WE DID A COMPREHENSIVE REVIEW LOOKING AT COMMUNITY NEEDS AND DESIRES AND THE CAPABILITIES OF THE SITE.

UM, AND THEN DID A DEEPER DIVE INTO THE HISTORY AND CULTURE, UH, WITH RESEARCH AND INTERVIEWS, AND REALLY IDENTIFY THE UNIQUE OPPORTUNITIES THAT THE SITE, UM, HAD TO HELP TELL THE STORY AND PROVIDE MORE MEANING INTO THE COMMUNITY ISLAND AS A WHOLE.

AND LED TO THE PRELIMINARY CONCEPT PLAN.

SO A LITTLE BIT IN MORE DETAIL.

PRELIMINARY STOP SURVEY AND SITE ANALYSIS STARTED.

THIS IS FEBRUARY OF 2022.

STAKEHOLDER INPUT.

WE HAD A MEETING WITH THE COMMUNITY, UM, OUT OF THE ROWING AND SAILING CENTER IN JULY OF 2022.

AND WITH THAT, WE STARTED TO PUT TOGETHER A CONCEPT DEVELOPMENT.

WE PRESENTED PATTERSON TO TOWN COUNCIL IN A WORKSHOP IN FEBRUARY OF THIS YEAR.

UM, WE PRESENTED TO PARKS AND REC COMMISSION BASED ON INPUT RECEIVED BY TOWN COUNCIL IN APRIL OF 2023.

WE HELD ANOTHER, UH, COMMUNITY INPUT AND STAKEHOLDER MEETING IN MAY, AND USED THAT TO HELP REFINE THE CONCEPT.

AGAIN, THE, THE INFORMATION WE RECEIVED ON HISTORY AND CULTURE OF HELP TO INFORM WHAT IS BEFORE YOU TODAY.

WHERE WE ARE IN THE MASTER PLAN IS WE'RE HERE TODAY AT THE TOWN COUNCIL WORKSHOP TO TALK ABOUT THE MASTER PLAN, UM, AND GET YOUR FEEDBACK ALONG WITH THE COMMUNITY HERE, UM, ON, ON MOVING TO A FINAL MASTER PLAN FOR ADOPTION.

UM, SO LET ME JUMP IN ABOUT A LITTLE BIT OF, UH, BACKGROUND, UH, ON THE PARK.

UM, WE KNOW THE WHY THIS IS, UM, IN PATTERSON THERE, THERE'S NO OTHER TOWN OWNED, UM, PARK ON, UH, ON THE MARSON ROAD SIDE OF, OF BROAD CREEK.

AND SO THIS IS AN INVESTMENT IN COMMUNITY, AND I'LL TALK THROUGH THE COMMUNITIES THAT ARE APPROXIMATE HERE WHEN I GET TO THE GET TO THE MAP.

UM, BUT IT'S A 3.665 ACRE SITE.

IT'S LOCATED ON MARSHLAND ROAD, UM, IN THE HISTORIC MARSHLAND NEIGHBORHOOD COMMUNITY.

UM, IT WAS ACQUIRED FROM THE TOWN, FROM THE PATTERSON FAMILY IN THE EARLY TWO THOUSANDS.

AND YOU'LL HEAR ABOUT, YOU'LL HEAR ABOUT, UH, MITT PATTERSON AND, UM, SOME ADDITIONAL HISTORY OF THE SITE FROM JASMINE IN A, IN A MOMENT.

UM, THE PROJECT WAS INCLUDED IN THE, IN THE PARKS AND REC MASTER PLAN THAT WAS ADOPTED IN 2020 AND IS, UH, ADOPTED AS AN AMENDMENT TO OUR PLAN.

UH, THE PROJECT INCLUDES PLANNING, DESIGN, AND CONSTRUCTION OF A COMMUNITY PART TO REALLY SERVE THE COMMUNITY AND TAKING MANAGE OF THE UNIQUE HISTORY AND SITE FEATURES.

UM, AND THEN FUNDING SOURCES HERE ARE FROM VARIOUS SOURCES AT TAX, HOSPITALITY, TIFF, AND COMMUNITY FUNDING.

UH, WE CURRENTLY IN THE BUDGET, THE ADOPTED BUDGET HAVE $2.2 MILLION, UH, ARE ALREADY ALLOCATED IN, IN BUDGET FOR THE DEPARTMENT.

SO TWO ROUNDS OF COMMUNITY INPUT, UM, ON THIS AND FEEDBACK.

UM, THE COMMENTS THAT WE HEARD FROM THE COMMUNITY, AND, UM, I WANT TO THANK THE COMMUNITY MEMBERS THAT CAME OUT TO, TO ONE OR BOTH OF THOSE MEETINGS.

AND THE FEEDBACK THAT WE RECEIVED SINCE ALL THE OVER OVERWHELMING THEME WAS TO INCORPORATE HISTORY OF THE LAND AND THE PATTERSON FAMILY INTO, UH, THE MEANING STORY FOR THIS PART.

UM, IT WAS TO PROVIDE ACTIVITIES THAT WOULD SERVE THE COMMUNITY AND FOLKS OF ALL AGES, INCLUDING ADULTS, NOT JUST CHILDREN.

UM, PROVIDE VEHICULAR ACCESS THAT ACCOMMODATED PARK VISITORS AS WELL AS ADJACENT PROPERTY OWNERS.

PROVIDE SAFE PEDESTRIAN ACCESS, UH, FROM THE MULTIUSE PATHWAY SYSTEM, UM, ON MARSHALING ROAD.

UH, ENSURE SAFETY AND SECURITY WITHIN THE PARK, AND THEN IMPROVE DRAINAGE WITHIN.

AND, UH, , I'M GONNA TURN IT OVER, UH, BRIEFLY.

UH, WELL, JO, HAVE AS LONG AS YOU'D LIKE, BUT TO TALK THROUGH THE HISTORY AND CULTURAL FINDINGS FOR, UH, FOR THE PATTERSON, UH, PROPERTY AND, UM, AND HOW IT INFORMED THE CREATIVITY AND ULTIMATE PROGRAMMING THAT WE'LL TALK ABOUT.

I THINK THIS WILL HELP IDENTIFY THE WHY WE'RE RECOMMENDING WHAT WE'RE RECOMMENDING WITH PROGRAM AT THE END.

AND, UH, AND I HOPE IT HELPS MAKE, UH, PUT IT IN CONTEXT AND MAKE MORE SENSE WHEN WE GET TO THE PROGRAMMING.

THANK YOU GUYS FOR THIS OPPORTUNITY TO INTRODUCE ALL OF THESE CONCEPTS TO YOU AND THESE HISTORICAL FINDINGS.

IT'S WAS REALLY EXCITING FOR ME TO GET INVITED TO PART OF THESE, OF THE PARTICIPATING IN THE DEVELOPMENT OF THESE PARKS.

WE HAVE SUCH BEAUTIFUL PARKS AROUND THIS ISLAND.

AND SO TO BE PART OF THAT, ESPECIALLY WITH SOMETHING THAT INVOLVES HISTORY, HAS JUST BEEN AN HONOR TO ME TO, UM, DESIGN, UH, ALONGSIDE BRIAN AND ERIC REALLY AS AN ACT OF REVERENCE AND OF JOY.

SO WITH, UH, THE DESIGN OF THESE SPACES, HISTORY HAS OBVIOUSLY BEEN A HUGE PART IN INFORMING THE PROCESS.

WHAT WENT THROUGH MY MIND INITIALLY WAS JUST THINKING ABOUT HOW TO CREATE SPACES, INTERGENERATIONAL SPACES THAT NOT ONLY INVITE COMMUNITY MEMBERS TO COME IN AND ENJOY ONE ANOTHER AND CREATE MORE ORGANIC COMMUNITY IN EVERYONE'S NEIGHBORHOODS, BUT ALSO TO BE ABLE TO LEARN ABOUT THAT HISTORY.

WE HAVE SUCH UNIQUE HISTORY ON OUR ISLAND AND IT SETS US APART.

YOU KNOW, WE HAVE GREAT GOLF AND WE HAVE GREAT BEACHES, AND WE HAVE GREAT TENNIS.

BUT WHAT REALLY I THINK IN MY OPINION, SETS US APART IS ARE OUR STORIES.

AND THOSE STORIES, WHETHER THOSE ARE STORY, WHETHER THOSE ARE STORIES OF, YOU KNOW, GREAT ENVIRONMENTALISTS

OR ATHLETES OR ARTISTS THAT HAVE COME FROM THIS ISLAND.

UM, THIS HISTORY FOR THESE PARTICULAR PARKS, THIS GULLAH HISTORY IS A HUGE PART OF HILTON HEAD HISTORY.

SO IT WAS AN HONOR FOR ME TO BE PART OF THIS AND TELL THIS STORY.

SO WITH PATTERSON, I WAS ABLE TO GATHER INFORMATION FROM SOME WONDERFUL PEOPLE, INCLUDING DR.

LOUISE COHEN, MR. THOMAS BARNWELL, MR. MELVIN CAMPBELL, AND MS. WYNN DAVIS.

AND AS WE CONTINUE TO DEVELOP, UH, THESE CONCEPTS, I WILL CONTINUE TO INTERVIEW AS MANY PEOPLE AS I CAN AND AS I HAVE ACCESS TO, AND DO AS MUCH RESEARCH AS I CAN.

SO IT'S NOT DONE, BUT THAT'S THE BEGINNING.

AND SO WITH THAT, I WAS ABLE TO FIND OUT THAT THE FAMILY PATRIARCH OF THE PATTERSON FAMILY WAS ALEXANDER PATTERSON.

HE WAS ALSO KNOWN AS MITT PATTERSON.

AND THEIR PARTICULAR FAMILY WERE KNOWN FOR BEING FARMERS, AND THEY WERE PARTICULARLY HIGHLY SUCCESSFUL CORN FARMERS, IN A SENSE.

THEY WERE ALSO KNOWN AS POWER BROKERS BECAUSE THEY HAD THE ABILITY TO TRAVEL BACK AND FORTH BETWEEN SAVANNAH AND THE ISLAND.

AND SO NOT ONLY WERE THEY ABLE TO BRING GOODS FROM ISLANDERS WHO NEEDED TO MARKET THEM IN SAVANNAH AND, YOU KNOW, MAKE MONEY FOR THEM AND BRING THAT BACK TO THEM, BUT THEY WERE ALSO ABLE TO BRING BACK GOODS FROM SAVANNAH AND, UM, BRING THEM BACK TO THE COMMUNITY.

AND SO WITH THAT, THEY WERE A MIDDLEMEN IN, IN A SENSE, AND THEY WERE HIGHLY SUCCESSFUL BECAUSE OF THIS.

SO THEY WERE VERY SUCCESSFUL IN ALL OF THEIR BUSINESS ENDEAVORS, AND THAT ENABLED THEIR FAMILY TO ACQUIRE MORE RESOURCES, INCLUDING MORE PROPERTIES, AS WELL AS AN OPPORTUNITY TO EDUCATE THEIR CHILDREN, WHICH THEY NEEDED THOSE RESOURCES TO GO FURTHER IN ON THE ISLAND.

ONE OF THEIR BUSINESS ENDEAVORS WAS THAT THEY OWNED A GENERAL STORE, AND THEY CALLED IT THE MITT PATTERSON STORE.

AND IT WAS LIKE A NEIGHBORHOOD CONCESSION STORE, SO YOU COULD GET ANYTHING THERE FROM FOOD TO SOMETIMES A PAIR OF SHOES, WHATEVER THEY HAD SORT OF BROUGHT BACK FROM SAVANNAH.

AND IT WAS JUST A VARIETY OF GOOD FOR THE COMMUNITY.

WITH ALL OF THAT INFORMATION, UH, THAT I WAS ABLE TO ACQUIRE, IT WAS, IT WAS FUN TO THEN FIGURE OUT HOW TO CREATIVELY INTERPRET THAT.

AND, AND WE'VE COME UP WITH ALL OF THESE CONCEPTS THAT WE THINK WILL BOTH HONOR THAT FAMILY'S LEGACY AND ALSO CREATE SPACES, A SPACE THAT, UM, WILL REALLY SERVE OUR COMMUNITY, OUR COMMUNITY.

SO THE DOMINANT THEME, UH, AS I SAID, WAS FARMING.

SO FARMING WAS AN ESSENTIAL WAY OF LIFE ON THE ISLAND.

I HAVE LEARNED A LOT FROM JUST TALKING TO ELDERS ABOUT HOW IT DISTINGUISHED EVEN ONE FAMILY FROM ANOTHER.

SO A FAMILY COULD BE KNOWN AS LIKE, THIS FAMILY, THEY, THEY ARE AMAZING AT FARMING, WATERMELON, AND THIS FAMILY IS AMAZING AT FARMING, CORN, THIS, YOU KNOW, WHATEVER IT MIGHT BE.

AND AS MOST PEOPLE KNOW, YOU KNOW, THERE WAS A WONDERFUL BARTERING SYSTEM.

AND SO, UM, AND SO IN HONOR OF THEM BEING WONDERFUL, UH, UH, CORN FARMERS, WE HAVE CREATED ALL OF THESE FEATURES THAT I SAID AT THE LAST MEETING.

YOU KNOW, WHEN WE THINK ABOUT CORN OR FARMING, YOU KNOW, WE MIGHT THINK RUSTIC OR OH, BUT THIS IS NOT THAT AT ALL.

THESE DESIGNS WILL BE VERY DESIGN FORWARD, CONTEMPORARY DESIGNS THAT WILL HONOR THAT AND ALSO FEEL VERY INNOVATIVE AND NEW.

AND, UM, I WOULD SAY IN SOME WAYS, UH, ON THE CUTTING EDGE IN TERMS OF BEING DIFFERENT FROM MOST PARKS AND PLAYGROUNDS WE'VE SEEN AROUND OUR COUNTRY.

SO THERE WERE IDEAS SUCH AS EVERYTHING FROM CREATING TALL BRONZE, LIKE CORN STALKS FOR CLIMBING, RIGHT? SOMETHING THAT, UM, I WOULD ADD THAT LIKE A LOT OF THESE DESIGNS ARE MEANT TO REALLY FLOW ORGANICALLY WITH THE ENVIRONMENT.

AND SO WE'RE NOT JUST PLOPPING DOWN LIKE A PLASTIC RED AND BLUE AND YELLOW STRUCTURE, BUT THAT, SO THEY FEEL LIKE THEY'RE, THEY FEEL LIKE THEY'RE NATURALLY FITTING INTO THE ENVIRONMENT.

AND I THINK THAT'LL BE IMPORTANT.

AND JUST MAINTAINING OUR AESTHETIC ON THE ISLAND, AS WELL AS JUST CREATING A SENSE OF, UH, I THINK PEACEFULNESS CONTINUITY WITH NATURE.

UM, SO WITH THAT, ANYTHING FROM MAYBE LIKE BRONZE CLIMBING STRUCTURES OR A FAUX CORN

ONE OF THE THINGS THAT WE'VE TALKED ABOUT IS HAVING PLAY STRUCTURES THAT ARE DESIGNED LIKE CORN SILOS, BUT THEY'RE USED FOR EVERYTHING FROM, LIKE, THERE MIGHT BE A SIDE WITH ROCK CLIMBING OR WAYS TO CLIMB UP TO THE TOP, AND THEN THERE'S A PLATFORM SLIDES COMING OUT OF VARIOUS ANGLES.

UM, AND JUST WAYS TO INTERACT WITH THAT AND HAVE THAT THEME.

AND AGAIN, LIKE THIS IS NOT JUST ABOUT PLAYING, IT'S ABOUT LEARNING THAT HISTORY, RIGHT? AND SO, UM, THERE'S ALL OF THESE DIFFERENT WAYS TO LEARN, AND SOME OF THE WAYS ARE THROUGH DIFFERENT STEM AND STEAM FEATURES.

UH, AND SO THOSE WILL BE INTERACTIVE EDUCATIONAL WAYS FOR, UH, KIDS TO BE ABLE TO PLAY.

ONE OF THOSE WAYS MIGHT BE TALKING, LIKE HAVING SOMETHING THAT DEMONSTRATES THE PROCESS OF FARMING CORN, RIGHT? AND ESPECIALLY FARMING CORN IN THAT TIME PERIOD.

AND THEN USING, OBVIOUSLY WE'RE NOT GONNA HAVE CORN OUT THERE, RIGHT? BECAUSE THAT WOULD BE TOO HARD TO SUSTAIN, BUT WE MIGHT HAVE ALTERNATIVE OBJECTS THAT THEN HELP KIDS SEE LIKE, OKAY, THIS IS WHEN YOU WATER, THIS IS WHEN YOU PLANT, THIS IS HOW THE SEASONS WORK.

THIS IS HOW ALL OF THIS FLOWS TOGETHER.

AND SO THEY'RE ACTUALLY LEARNING ABOUT THAT SCIENTIFIC PROCESS AND THE HISTORY THAT GOES ALONG WITH THAT, RIGHT? BECAUSE THERE'S ALL OF THIS, YOU KNOW, BRIAN HAS, UH, THIS IDEA FOR ALL OF THESE, UM, LIKE USE YOUR PHONE TO, I'M SO NOT TECH SAVVY, LIKE THE QR CODES, THE QR CODES, RIGHT? TO BE ABLE TO, WHETHER YOU'RE CHECKING IN WITH YOUR PHONE AND THEN READING HISTORY OR WHETHER YOU WANNA BE SCREEN FREE AND YOU'RE JUST READING IT, YOU KNOW, ON DIFFERENT MATERIALS.

SO THESE, THAT KIND OF SETUP WHERE YOU'RE, MAYBE IT'S DONE AS LIKE ALMOST LIKE AN ASSEMBLY LINE OF HERE'S WHAT HAPPENS FIRST, SECOND, THIRD WITH THE CORN.

OR MAYBE THEY'RE STRATEGICALLY PLACED SO THAT IT PROVIDES MOVEMENT AND FLOW, THEN THERE WON'T BE CONGESTION IN ONE AREA, OR IT CAN OPERATE ALMOST AS LIKE A SCAVENGER HUNT FOR KIDS, AND THEY'RE WORKING TOGETHER TO, YOU KNOW, TO CREATE WHAT PEOPLE WOULD HAVE BEEN DOING, WORKING, WORKING TOGETHER, WORKING AS COMMUNITY MEMBERS TO, YOU KNOW, HARVEST THESE CROPS.

SO THAT'S ONE OF THE IDEAS.

ANOTHER IS TO CREATE A REPLICA, A CHILD SIZE REPLICA OF THE MITT PATTERSON STORE.

AND THERE'S JUST A COUPLE FUN ELEMENTS TO THAT.

ANOTHER IS TO CREATE A LARGE, LIKE CLIMBABLE TRACTOR LIKE STRUCTURE.

SO EVEN WITH THAT, THERE COULD BE INTERACTIVE FEATURES LIKE ATTACHING TOOLS THAT, YOU KNOW, CAN'T COME OFF BECAUSE WE DON'T WANT THEM TO DISAPPEAR, BUT ATTACHING TOOLS TO LIKE THE WHEEL.

SO A CHILD IS LEARNING HOW TO, HOW SOMETHING MIGHT BE FIXED, HOW YOU MIGHT REPAIR YOUR EQUIPMENT, UM, OR MOVABLE GEARS AND PEDALS AND THINGS LIKE THAT.

AND SO TRYING TO PUT IT IN CONTEXT, WHEN WE TALK ABOUT A THREE AND A HALF ACRE SITE, AND, UH, PART OF IT HAS THIS, UH, THIS WETLAND FEATURE, YOU KNOW, REALLY EFFECTIVELY, YOU'RE LOOKING AT ABOUT TWO AND A HALF ACRES.

SO HOW CAN WE, UH, PROGRAM THAT BEING, UH, SENSITIVE TO HISTORY AND CULTURE AND THE WATERFRONT, AND WHAT, WHAT AMOUNT OF PROGRAMMING IS, IS, IS THE RIGHT AMOUNT OF PROGRAMMING HERE.

UH, WE DID HAVE A STAKEHOLDER COMMUNITY INPUT MEETING AT ROWING AND SAILING CENTER, UH, SQUARE PUMP COMMUNITY PARK IN JULY.

WE HEARD A LOT OF REALLY GOOD FEEDBACK AT THAT MEETING.

UM, AND THEN BETWEEN AUGUST AND OCTOBER PUT TOGETHER CONCEPT DEVELOPMENT WITH THE TEAM.

UM, AND, UH, BRIAN DID A GREAT JOB OF DRAWING UP A PRELIMINARY PLAN THAT WE, UM, THEN WENT BACK TO THE COMMUNITY, UH, TO DISCUSS IN OCTOBER.

UH, WE HAD THE, THE CONTEXTUAL ADDITION FROM JASMINE AND HER WORK TO PROVIDE HISTORY AND MEANING, UM, FROM THE HISTORY AND CULTURE OF THE SITE.

AND IT'S INFORMED WHAT WE ARE BRINGING FORWARD TODAY, THE COMMUNITY INPUT, THE HISTORY AND CULTURE ASSESSMENT, AND THE, UM, COUNCIL, UM, OVER THE PAST COUPLE OF WEEKS.

UM, IT'S LOCATED ON WILDHORSE ROAD, UM, IN THE, UH, SQUARE POPE HISTORIC NEIGHBORHOOD AND COMMUNITY.

UH, THIS PROPERTY WAS ACQUIRED FROM THE TAYLOR FAMILY IN THE EARLY NINETIES.

IT WAS ACTUALLY DONATED WITH A COVENANT THAT THIS MUST MUST BE USED FOR A, A, A NEIGHBORHOOD PARK COMMUNITY PARK.

AND SO, UM, WE'RE HAPPY TO BE HERE, UH, DISCUSSING THIS WITH YOU.

UM, THE PROJECT WAS INCLUDED IN THE, UH, PARKS AND REC MASTER PLAN, UM, THAT WAS ADOPTED IN 2020 AS PART OF THE COMP PLAN OR OUR PLAN.

UH, IT WAS CLEAR FROM COMMUNITY DISCUSSION THAT WHILE THE TAYLOR FAMILY DONATED IT TO THE TOWN, THERE WAS A LOT MORE, UH, HISTORY MEETING WITH SOME OTHER OWNERS OF THAT PROPERTY BEFORE THE TAYLOR FAMILY AND MCKNIGHT FAMILY WAS IDENTIFIED SPECIFICALLY.

UM, SO CONSIDER A NAME OR NAMING, UM, SYSTEM THAT PAYS TRIBUTE TO OTHER, UH, OWNERS AND OTHER FAMILIES THAT HAVE HAD THIS IN THE, IN THE LINEAGE.

SO WHILE THIS MIGHT BE TAYLOR FAMILY PARK, THEY HAVE A TRIBUTE TO THE MCKNIGHT FAMILY.

UM, IT COULD BE THE MCKNIGHT FAMILY PLAYGROUND OR PAVILION OR, UH, TOWN WALK OR SOMETHING.

AND YOU'LL, UM, THERE WAS SOME CONCERN ABOUT INCREASING TRAFFIC IN THE AREA ALONG WILD HORSE ROAD AND GUMTREE.

UM, AND SO TO MAKE SURE THAT THERE WAS SAFE AND IDENTIFI IDENTIFIABLE CROSSINGS AND, UM, AND TRAFFIC CALMING MEASURES IN THIS AREA.

UM, PROVIDE SAFE AND, UH, SAFE PEDESTRIAN AND, AND BICYCLE CONNECTIVITY, UH, THROUGH THE MULTI-USE PATHWAY WA PATHWAY HERE.

AGAIN, THE PATHWAY IS ON THE OTHER SIDE OF WILDHORSE ROAD, AND SO OPPORTUNITIES FOR SAFE CONNECTIONS.

AND THEN ALSO AN OPPORTUNITY FOR, UM, A PARK SIDE, UH, OF THE ROAD PATHWAY CONNECTING TO, TO GUMTREE.

UM, SAFETY AND SECURITY WITHIN THE PARK, UH, AS WAS MENTIONED WITH PATTERSON, MAKING SURE THAT IT'S, THERE'S, UM, AN OPPORTUNITY TO GATE THE GATE THE PARK AND NOT ALLOW VEHICULAR ACCESS, UM, AFTER THE PARK CLOSES.

UH, THERE WAS A REQUEST FOR, UM, SOME CONDITION SPACE POTENTIALLY AT THIS SITE.

WE HEARD, UH, COMMENTS ABOUT HAVING PROGRAMMING SIMILAR TO CELEBRATION PARK, UM, AND PARKING, UM, A SIGNIFICANT AMOUNT MORE PARKING.

AND, UM, WHEN I, I SHOW YOU AGAIN, THE, THE, THE COMPARABLE SCALE AND SIZE OF THIS PROPERTY TO OTHERS, UM, WE WERE ABLE TO CONVEY TO THE COMMUNITY, UH, THE, THE, THE FEASIBLE PROGRAMMING THAT WOULD, UM, MAKE SENSE TO THE SITE, BUT THEN ALSO, UH, PROVIDE ADDITIONAL, UM, PAVILIONS WE'LL, WE'LL, WHEN I GET TO THE PLAN, I, GOSH, I HATE MAKING YOU GUYS WAIT SO LONG WHEN WE GET TO THE PAVILION, IT IS A LARGE PAVILION.

UM, BUT THERE WAS SOME COMMENTS FROM THE COMMUNITY THAT IF THAT WAS BEING UTILIZED, THAT THERE NEEDED TO BE SOME OTHER SPACE THAT, THAT, THAT, THAT FAMILIES AND VISITORS CAN TAKE ADVANTAGE OF, UH, HOW NOT JUST ONE, ONE AT A TIME.

UM, SO, UM, SO THAT WAS COMMUNITY FEEDBACK THAT WE RECEIVED.

UM, AND I WONDERED WHERE SHE HAD BEEN FOR THE LAST 17 YEARS BECAUSE I LEARNED MORE IN, IN PROBABLY A 20 MINUTE PERIOD ABOUT THE HISTORY AND CULTURE OF THIS SITE IN THIS AREA, UM, THAT I HAD IN THE PREVIOUS 16.

SO AS FAR AS CREATIVE INTERPRETATION, UH, AGAIN WITH THEM THERE WAS THE FARMING ELEMENT, BUT THERE WAS ALSO THE FISHING ELEMENT.

SO ONE OF THE THINGS THAT, THAT WE TALKED ABOUT WITH THIS SPACE WAS THAT THERE WERE THESE WONDERFUL TREES, ALL OF THESE SIGNIFICANT TREES ON THE SPACE, AND THINKING ABOUT HOW TO USE THOSE AS PART OF THE INTERACTIVE, UM, LANDSCAPE.

ONE IDEA IS TO INCORPORATE, ONE IDEA FOR PLAY IS TO INCORPORATE, UM, SWINGS.

NOW, WHEN I SAY SWINGS, IT'S NOT YOUR TYPICAL JUST NORMAL SWING.

IT'S THE IDEA IS TO CREATE THESE SWINGS THAT ARE ALMOST, AND IT'S NOT GOING TO BE DISNEY .

IT'S MUCH MORE TASTEFUL AND LESS EXPENSIVE.

UM, AND HOWEVER THAT PROPERTY WAS TRANSFERRED, I KNOW THAT, UM, PAUL MCKNIGHT, UM, AFTER HIS PASSING, HIS WIFE HAD TO LEAVE THE PROPERTY, UM, BECAUSE HE WAS ABLE TO STAY THERE AS LONG AS HE LIVED.

AND ON HIS PASSING IT CONVERTED TO THE TAYLORS.

UM, THE PROPERTY SHOULD BE NAMED AFTER THE MCKNIGHT FAMILY, AND WE CAN PAY HOMAGE TO THE TAYLOR FAMILY'S DONATION.

UM, I HAVE CONTACTED THEM A FEW TIMES OVER THE YEARS WHEN THE TOWN WAS CONSIDERING USING THE PROPERTY FOR OTHER THINGS TO HAVE THEM PUSH BACK AND THAT IT CONTINUE TO BE A COMMUNITY PARK.

I LOVE, UM, JUST ABOUT EVERYTHING.

I'M JUST SO ELATED THAT IT'S FINALLY OCCURRING AFTER SO MANY DECADES, UM, BECAUSE WE COULDN'T EVEN WALK ON THE PROPERTY BECAUSE OF HOW LOW LINE SOME OF THE TREE BRANCHES ARE.

UM, SO THIS IS PHENOMENAL THAT THE TOWN, UH, IS ENGAGING THE COMMUNITY, UM, AND GIVING US AN OPPORTUNITY TO FEEL LIKE A PART OF THE TOWN, ALTHOUGH OUR MONIES HAVE BEEN GOING TO THE TOWN FOR DECADES.

UM, THE OTHER THING I WOULD LIKE TO SAY IS, YES, CROSSING THE STREET IS GOING TO BE CHALLENGING BECAUSE THE SPEED LIMIT IS, IS LIKE 40 MILES AN HOUR, 45 MILES AN HOUR, JUST AS IF WE WERE ON, UH, HIGHWAY 2 78.

THIS IS NOT A HIGHWAY, THIS IS A COMMUNITY WITH SMALL HOMES AND FAMILIES.

AND NOW WE'RE GONNA HAVE CHILDREN CROSSING OVER THIS STREET AT 40, 45 MILES AN HOUR.

UH, I DON'T THINK THAT'S A GOOD IDEA.

A LOT OF, UH, NATIVE ISLAND COMMUNITIES, THAT'S THE SPEED LIMIT.

AND BACK WHEN THOSE SPEED LIMITS WERE SET, IT WAS PROBABLY LESS, UH, RESIDENTS ON THOSE STREETS.

BUT NOW WE DON'T HAVE ANY COMMUNITY THAT HAVE LESS RESIDENTS.

WE HAVE MULTI-FAMILY COMMUNITIES ALONG ALL OF THESE,

UM, PATHWAYS AND THE SPEED LIMITS NEED TO BE LOOKED AT AND, UH, REDUCED AS FAR AS, UH, TRYING TO HAVE THE PATHWAY GO FROM THE PARK WHERE IT'S PROPOSED UP TO GUMTREE ROAD AND CROSSING OVER THERE.

I THINK IT WOULD BE A DANGEROUS THING TO DO.

AT THE CORNER OF GUMTREE AND WILDHORSE ROAD, WE HAVE MULTIPLE ACCIDENTS ALL THE TIME.

I CAN HEAR THEM.

UH, SO I THINK WE NEED TO HAVE SOMETHING SAFE AND MAYBE SOME SPEED BUMPS OR SOMETHING AND SOME ACCESS POINTS TO THE PARK CROSSING OVER CROSSING AT GUMTREE ROAD.

I AM NOT SURE, I'M NOT A TRAFFIC ENGINEER AT, BUT IT JUST SEEMS DANGEROUS WHERE THE CROSSING HERE, WHAT MIGHT BE, BECAUSE YOU CAN SEE THE CARS COMING, IT MIGHT BE A LITTLE BIT BETTER.

SO THOSE WERE MY CONCERNS.

AND TO MAKE SURE THAT, UM, WHERE THE PROPERTY IS CONSIDERED WETLANDS, THERE'S A HUGE DITCH BEHIND THERE.
