CLOSED CAPTIONING PROVIDED BY BUFORT COUNTY.

UM, LET'S, UH, WE DO NOT HAVE A QUORUM RIGHT NOW.

SO ARE YOU TRYING TO GET ROB ON THE PHONE? HE, I TRIED.

HE GOT, OH, OKAY.

WELL, HE'S, HE'S, HE'S MEETING WITH AN ARCHITECT.

OKAY.

SO, UM, WITHOUT A QUORUM WE CANNOT VOTE ON ANYTHING.

UH, THAT DOESN'T MEAN THAT WE CAN'T HAVE A MEETING, WHICH I THINK WE NEED TO HAVE A MEETING, OBVIOUSLY.

UM, KNOWING YOU HAVE PUBLIC COMMENT, UH, AND WHAT YOU'RE ASKING FOR, WE'LL HAVE ANOTHER MEETING BEFORE THEN.

I MEAN, WE CAN GAUGE SUPPORT HERE, I GUESS, AND THEN, YOU KNOW, GIVE YOU AN IDEA.

BUT WE'RE, IT'S GONNA REQUIRE ANOTHER VOTE.

MR. CHAIRMAN, DO YOU THINK THAT THE INFORMATION HAND OUT GATE I CAN FOR YOU PUBLIC COMMENT? I THINK IT, I MEAN, I'LL LEAVE THAT TO LET'S CALL THE MEETING TO ORDER FIRST.

OKAY.

ALRIGHT.

LET'S CALL THE MEETING TO ORDER.

CAN WE STAND AND PLEDGE ALLEGIANCE TO THE FLAG? I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE ALL.

LET'S HAVE SOME INTRODUCTIONS.

PHIL KAISER, SOUTH OF BROAD.

ALLEN ARNON, SOUTH OF BROAD.

BRUCE YEAGER, SOUTH OF BROAD.

MARK RENNICK, NORTH OF BROAD.

OKAY.

.

ALRIGHT.

AND, AND FOLKS THAT AREN'T HERE TODAY, WE'VE, UH, UH, ROBBIE SCHACK, WHO'S A NEW, UM, I BELIEVE HE'S AN AT LARGE MEMBER.

IS HE SOUTH OF ABROAD AS WELL? OKAY.

SOUTH.

SO, UH, HE WAS NOT AWARE OF THE MEETING.

WE'VE HAD SOME, UH, WE'VE HAD SOME, UH, TUMULT, LET'S SAY IN THE DEPARTMENT.

SO HE'S A NEW MEMBER.

UM, HE, HE WOULD WOULD'VE BEEN HERE OTHERWISE.

UH, JOHNNY, UH, IS A NEW MEMBER FROM NORTH OF ABROAD AND, UH, HE JUST COULDN'T MAKE IT TODAY.

UH, CARLOS CAVE, WHO IS A MEMBER FOR, UH, BEAUFORT COUNTY SCHOOL DISTRICT, UH, CALLED ME.

HE'S AT A MEETING RIGHT NOW AT BLUFFTON HIGH SCHOOL, UH, AND HE'S GONNA TRY TO MAKE THE MEETING.

I TOLD HIM TO COME BY WHEN HE WAS DONE, SO HE MAY BE HERE.

AND BILL BROWN, WHO IS THE EX-OFFICIO MEMBER OF, UM, UH, THE MARINE, UH, THE MILITARY, UH, WE'VE DETERMINED HE HAS, HAS NOT BEEN TO A MEETING SINCE MAY OF 2022.

SO WE'RE, UM, WE'RE GETTING HIS, HIS STATUS.

BUT THAT WOULD, UH, COVER US, UH, THAT WOULD COVER ALL OF THE, UH, THE BOARD MEMBERS.

AND WHY DON'T YOU JUST COMMENT ON WHO YOU ARE AND, YES, SIR.

MY NAME'S ROB MONDAVI.

I'M REPRESENTING HOLY TRINITY GUN SCHOOL IN BUFORD, SOUTH CAROLINA.

UH, I'VE BEEN HERE IN BUFORD NOW 10 YEARS.

UH, LOVE IT.

AMAZING.

AND, UH, THE REQUEST ON THAT I'VE LOOKING FOR YOU, WAS TO UTILIZE THE TENNIS COURTS FOR PRACTICE AND GAMES.

UH, AND THEN EVEN THOUGH, UH, I'M LOOKING FOR A VARIANCE WITH RESPECT TO THE FEES, UH, THE FEES DICTATE A $50, UH, PER COURT, UM, RESERVATION FEE FOR THREE HOURS.

WE ONLY NEED ONE HOUR.

WE'RE ASKING TO JUST PAY A PRORATED AMOUNT FOR THE HOUR THAT WE WOULD BE USING FOR PRACTICE.

AND THEN THE TWO HOUR CADENCE SERVED PREVIOUSLY, UM, THE, THE STAFF DID BRING UP, UH, THE FACT WE HAD A REQUESTS AND, UH, THEY GENEROUSLY OFFERED US, UH, DISCOUNTED RATES, BUT THEY DIDN'T TAKE IT TO THE ACCOUNT AT THE TIME THAT WE WERE REQUESTING TO USE AT THE TIME THAT WE'RE REQUESTING TO PAY FOR.

OKAY.

ALL RIGHT.

SO WE'RE STILL IN PUB, WE'RE STILL IN, UH, INTRODUCTIONS, BUT YOU, YOU GAVE A LITTLE PUBLIC COMMENT AS WELL I'S FINE.

SIR, INTRODUCE YOURSELF, MIKE.

MY NAME IS DANIEL BLACKMAN.

I'M THE PRESIDENT OF NORTHWEST QUADRANT NEIGHBORHOOD ASSOCIATION, AND I WANT TO TALK FOR WATCH AND TALK ABOUT THE LYNN BROWN CENTER IN BEFORD.

OKAY.

UH, ROSA, ATHLETIC SUPERVISOR.

MY NAME IS JEREMY.

WE, I'M THE MARKETING COORDINATOR, VICE ATHLETIC SUPERVISOR.

ALEX HUNT, ASSISTANT ATHLETICS MANAGER, UH, NORTH BROAD.

BRANDON, ATHLETIC SUPERVISOR AND CHRISTIAN SUPERINTENDENT HAVE TO GO.

THIS STATE.

HEATHER FLINT, SENIOR ADMINISTRATION, PARKS AND REC.

[00:05:01]

HANK AMON, UH, SPECIAL ASSISTANT TO THE COUNTY ADMINISTRATOR.

AND CURRENTLY, UH, PARKS AND REC DIRECTOR.

.

GOOD.

GOOD.

OKAY.

SO, UH, UH, CAN I GET SOMEONE TO APPROVE THE AGENDA? I THINK WE NEED TO, WE NEED AN ADDITION TO THIS AGENDA, AND THAT IS TO, UM, APPROVE THE, UM, MEETING DATES FOR NEXT YEAR.

SO WE'RE GONNA ADD THAT TO THE AGENDA.

DO I HAVE A MOTION TO DO THAT? SHALL MOVE.

SO MOVE ALL IN FAVOR? AYE.

OKAY.

AGAIN, WE DON'T HAVE QUORUM, BUT I THINK WE CAN DO THAT.

UM, ALRIGHT, VERY GOOD.

UH, SO, UH, ROB, JUST TO, IN TERMS OF PUBLIC COMMENT, UM, HE CAME BEFORE US, WELL, HE DIDN'T COME.

A REQUEST WAS MADE AT OUR LAST MEETING.

WE APPROVED THE REQUEST.

THE REQUEST IS IN THE MINUTES.

AND, UH, YOU JUST ADJUSTED THAT REQUEST.

YES, SIR.

IS THAT A BIG PICTURE WAY OF SAYING THAT? YES, SIR.

OKAY.

SO I THINK WHEN WE GET A QUORUM, WE'LL ADDRESS YOUR REQUEST.

UH, WE'LL REVIEW THAT AND WE'LL ADDRESS IT.

DOES THAT MAKE SENSE? YES, SIR.

OKAY.

VERY GOOD, SIR.

UM, PUBLIC COMMENT, YOU'VE BEEN INTRODUCED YOURSELF.

YES.

DO YOU HAVE SOMETHING YOU WOULD LIKE TO ADDRESS US? SURE.

OKAY.

IT IS GOING ONTO TO THE PODIUM AND, UM, I GUESS REAY, DO YOU HAVE HIS NAME AND WHERE HE'S FROM THE NORTHWEST QUADRANT.

OKAY.

OKAY.

AND THIS IS TYPICALLY A THREE MINUTE, UH, SURE.

IF I GET TO ONE AND A TWO AND A HALF, TELL ME.

OKAY.

ALL RIGHT.

READY? THERE YOU GO.

READY, SET, GO.

MY NAME IS DANIEL BLACKMAN, AND YOU MAY NOT KNOW IT FROM MY ACCENT, BUT MY, THE BLACKMANS HAVE BEEN IN SOUTH CAROLINA SINCE BEFORE THE REVOLUTION.

THAT'S NOT A QUALIFICATION, BY THE WAY, FOR ELECTION OR ANYTHING ELSE.

UM, I WOULD AGREE .

THE, UH, THE TOPIC THAT I WANTED TO TALK TO YOU ABOUT WAS THE, UH, CHARLES LYNN BROWN CENTER.

AND WE'VE BEEN WORKING ON THIS FOR WELL OVER A YEAR WITH A GROUP CALLED THE FRIENDS OF THE LYNN CHARLES LYNN BROWN CENTER.

UM, IT'S AT THE CORNER OF GREEN STREET AND HAMAR STREET IN BEAUFORT.

AND, UM, IT HAS BEEN ELECT NEGLECTED FOR AT LEAST 10 YEARS BY THE COUNTY.

UM, NOW, UM, SINCE THERE'S BEEN SOME CHANGE AT THE COUNTY, HANK UH, EDMONDSON, UH, CAME TODAY AND HE'S BEEN THERE, UM, AT LEAST TWO OR THREE TIMES THAT I KNOW OF.

UM, WITH REPRESENTATIVES FROM THE COMMUNITY EXAMINING THE BUILDING AND SEEING WHAT NEEDS TO BE DONE THERE, THERE'S MAINTENANCE ISSUES.

THEY'RE ALREADY BEGIN BEGINNING THE MAINTENANCE ISSUES, AND WE WANT TO JUST CONTINUE THAT.

ONE THING THAT THIS, UH, ADVISORY GROUP CAN DO IS, I THINK, CONCENTRATE ON TWO ISSUES.

WE NEED PROGRAMS THERE FOR THAT AREA.

UH, BEING THE CITY OF BEAUFORT, THE POPULATION NEAREST TO THE CENTER IS PRIMARILY ELDERLY.

UM, AND SO THEY DON'T ALWAYS LOOK AT THE WEBSITE, SO THE WEBSITE WON'T DO TO GIVING THEM NOTICES.

IT'S GOOD TO HAVE FOR THOSE OF US THAT USE THE WEBSITE.

BUT, UH, THERE ARE MANY THERE.

AND WE HAVE A NEWSLETTER THAT GOES OUT, UM, EVERY TWO MONTHS.

AND WE WOULD BE GLAD TO PUT PUBLICITY OF, UH, PROGRAMS THAT THE PARKS AND RECREATION DEPARTMENT HAS AT THE CENTER.

UM, WE WITH, UH, SHANNON'S HELP, UM, SHE WAIVED THE FEE AND WE HAD A NEIGHBORHOOD ASSOCIATION MEETING THERE.

UM, YOU WEREN'T MEETING, SO SHE COULDN'T ASK YOU TO WAIVE THE FEE.

UM, AND WE WOULD RENEW THAT.

WE WILL GIVE HANK THE DATES THAT, BUT IT'S USUALLY THE FOURTH THURSDAY OF EACH MONTH THAT WE MEET.

ALTHOUGH IN NOVEMBER WE DON'T WANT TO MEET ON THE FOURTH THURSDAY 'CAUSE IT'S OBVIOUSLY THANKSGIVING.

SO WE'RE MEETING ON NOVEMBER 30TH, AND THE TWO MAY MAYORAL CANDIDATES ARE COMING TO SPEAK TO US AND IT'S OPEN TO THE PUBLIC.

WE DO A LOT OF THINGS WITH ANOTHER GROUP THAT'S NEARBY THE OLD COMMONS, UH, NEIGHBORHOOD ASSOCIATION.

AND WE HAVE A JOINT MEETING USUALLY WHEN THERE'S ELECTIONS AND WE HAVE THE CANDIDATES COME.

SO IT'S A VERY ACTIVE GROUP NOW.

UM, AND WE'D LIKE TO THANK YOU FOR YOUR PROGRAMS THAT YOU DO THROUGHOUT THE COUNTY.

AND WE'D LIKE TO THANK HANK FOR HIS INTEREST NOW IN THE, UH, RENOVATION, THE, UH, PUBLICITY THAT WE NEED, UM, AND THE PROGRAMS AND THE PEOPLE AT THE COUNTY THAT CAN ENGAGE US WITH THE PROGRAMS. SO I'LL LEAVE MY CALLING CARD WITH THE CHAIRMAN.

OKAY.

AND YOU CAN HAVE THAT FOR THE MINUTES.

HOW'S THAT? OKAY.

DO YOU HAVE A SPECIFIC REQUEST OF US AT THIS POINT IN TIME? AT THIS, AT THIS TIME, OUR REQUEST WOULD BE THAT IF WE HAVE MEETINGS THERE THAT, UM, YOU WAIVE THE,

[00:10:01]

THE FEE WAS A LITTLE HARD TO FIGURE OUT.

UM, BECAUSE THE CHARLES LYNN BROWN CENTER, UM, IS NOT REALLY ON THE WEBSITE VERY OFTEN, SO IT WAS HARD TO FIGURE OUT.

SO I SAID, IS IT $35 FOR THE LARGE CONFERENCE ROOM? THAT WAS MY CLOSEST GUESS.

UM, AND THAT WOULD BE FINE.

WE WOULD PAY THAT.

UM, AND WE, WE REARRANGED OUR MINUTE, WE REARRANGED OUR OPENING AND CLOSING SO THAT IT WOULD MATCH THE STAFF THAT YOU HAVE ON DUTY.

UM, OKAY.

SO WHAT PERIOD OF TIME ARE YOU LOOKING TO USUALLY IT'S AN HOUR AND A HALF, 1.5 HOURS MONTHLY.

YEP.

IT WOULD BE THE FOURTH THURSDAY OF EACH MONTH.

NOW WE DON'T MEET ALL SUMMER AND WE DON'T MEET IN, WE COMBINE A NOVEMBER DECEMBER MEETING.

SO HOW MANY MEETINGS A YEAR DO YOU HAVE? SO IT'S EIGHT MEETINGS.

EIGHT MEETINGS.

OKAY.

ALRIGHT.

AND YOU'VE HAD HOW MANY MEETINGS THERE ALREADY? ONE.

YOU'VE HAD ONE? YES.

AND THIS ASSOCIATION THAT YOU'RE REQUESTING THIS FOR IS THE NORTHWEST QUADRANT NEIGHBORHOOD ASSOCIATION? YES.

I'LL LEAVE YOU THAT.

OKAY.

I'LL LEAVE YOU THAT.

UH, AND EMAIL THE FRIENDS OF CHARLES, UH, THE CL BROWN CENTER.

WHAT ORGANIZA, THAT'S AN ORGANIZATION YOU STARTED AS WELL? UH, THAT'S NOT ONE THAT I STARTED, BUT, UH, PEOPLE WHO WERE RELATED TO CHARLES LYNN BROWN YEAH.

AND WHO GREW UP IN THAT NEIGHBORHOOD STARTED THAT.

OKAY.

BUT YOU'RE NOT A MEMBER OF THAT ORGANIZATION? NO.

WELL, THEY DON'T HAVE A MEMBERSHIP REALLY.

RIGHT.

.

AND THEY PROBABLY WOULDN'T LET A GUY IN WHO'S BEEN A SOUTH CAROLINIAN FOR GENERATIONS.

RIGHT.

I'M JUST KIDDING.

OKAY.

WELL, VERY GOOD MR. BLACKMAN.

WE WILL, UH, WE WILL, UH, I'M SORRY, HANK WAS ASKING, BE AWARE OF HIM.

NEW ENGLAND PATRIOT LICENSE PLATE TOO.

OH.

OH, SO YOU'RE, YOU'RE OKAY.

YOU LEFT AND NOW YOU'RE BACK.

I GOT IT.

THAT'S ALRIGHT.

, I FROM, I'M FROM MICHIGAN, SO I UNDERSTAND.

YEAH.

I CHOSE BUFORD, RIGHT? YEAH.

IF YOU'RE FROM MICHIGAN, YOU UNDERSTAND THAT I CHOSE BUFORD.

YES, YES, YES, YES.

OKAY.

VERY GOOD.

UM, LEAVE YOUR CARD AND, UH, WE WILL, UM, WE WILL GET BACK IN TOUCH WITH YOU AS IT PERTAINS TO YOUR REQUEST.

UH, AND WE'LL ADDRESS THAT AT OUR NEXT, AND I'LL GIVE, I'LL GIVE HANK, OR I HAVE HIS EMAIL ADDRESS.

YEAH, I'LL GIVE HIM THE ACTUAL DATES IF YOU'D LIKE.

YEAH, THAT'D BE FINE.

ALRIGHT.

THANK YOU.

ALL RIGHT.

THANK YOU.

15.

OKAY.

ALRIGHT.

MAYBE WE'LL DO THAT AT THE, AT THE END.

OKAY.

ALL RIGHT.

VERY GOOD.

UM, IS ANYONE ELSE HERE FOR PUBLIC COMMENT? ALRIGHT, UH, GUYS, HAVE YOU HAD THE CHANCE TO REVIEW THE MINUTES? YES.

YES.

OKAY.

DO YOU HAVE A MOTION TO ACCEPT THE MINUTES? I MOTION SECOND.

ALL IN FAVOR? AYE.

AYE.

OKAY.

MINUTES ARE ACCEPTED.

ALL RIGHT.

SO WITH THAT, LET'S, UH, TURN THE SHOW OVER TO OUR ACTING RECREATION CHAIRMAN.

ALL RIGHT.

UM, I LIKE THE LONG INTRODUCTION GROUP.

UH, THE REASON I BROUGHT 'EM HERE IS BECAUSE THIS GROUP IS WHO MAKES THIS WHOLE THING GO.

AND, UH, BEING INVOLVED FOR THE LAST THREE WEEKS INTIMATELY IS VERY ENCOURAGING FOR THE PARKSON RECREATION DEPARTMENT TO HAVE THE TEAM THAT'S HERE.

WE'LL TALK ABOUT SOME OPENINGS AND HOW EVERYTHING'S HAPPENING IN THE DEPARTMENT, BUT I WANTED TO START OFF WITH THAT.

BUT ALSO, I'M GONNA CHALLENGE MYSELF TO GIMME A LIST.

BUT I THINK, I KNOW THAT WE GOT BOB AND JEREMY, AND SHANE AND DARRELL, ALEX, BRANDON, EVAN, ANNIE, JACK, TASHA, AND HEATHER.

AND THEY'RE ALL EQUALLY AND INDIVIDUALLY IMPORTANT.

UH, THAT, THAT WAS THE, THE GOOD DISCOVERY IN THIS PROCESS.

AS WE KNOW, THERE HAVE BEEN PERSONNEL CHANGES RECENTLY THAT ARE OBVIOUS.

WE AS A GROUP FROM THE FIRST MEETING HAVE SAID, WE'RE NOT TALKING ABOUT THE PAST.

WE'RE, WE'RE GONNA BE POSITIVE.

WE'RE MOVING FORWARD.

THIS TEAM IS HERE TO SERVE BEAUFORT COUNTY.

AND WE DO THAT EVERY, THEY DO THAT EVERY DAY.

I GET TO DO IT WITH THEM AND EVERY OTHER DAY, AND ON PHONE CALLS IN THE MIDDLE.

AND SO GOING FORWARD, INSTEAD OF ME OR A FUTURE DIRECTOR COMING UP HERE AND JUST PRESENTING THEIR PROGRAMS, SO I'D LIKE TO HAVE THEM HAVE INPUT AND REPORTING TIME AND BUILD A SYSTEM STRUCTURALLY THAT IF AND WHEN A ME OR SOMEBODY ELSE CHANGES, IT'S, WE'VE BUILT A TEAM AND A SUCCESSION PLAN AND A STABILITY IN THE ORGANIZATION.

AND I FEEL LIKE THE P THE PIECES ARE HERE TO DO THAT.

YEAH.

AND I, AND, AND I WOULD BE REMISS IF I DIDN'T SAY HANK THAT, UH, UM, WE ALL KNOW THAT SHANNON IS NO LONGER HERE.

UM, I'VE KNOWN SHANNON SINCE I'VE LIVED HERE, WHICH IS ABOUT 30 YEARS.

[00:15:01]

AND ALL I WOULD SAY IS, IS I THINK THAT, UM, YOU KNOW, SHE DID A PRETTY DECENT JOB.

THIS ORGANIZATION HAS INCREASED FIVEFOLD FROM WHEN I'VE MOVED HERE.

SO I WOULD BE REMISS IF I, IF I DIDN'T THANK HER FOR HER SERVICE.

UM, WHETHER SHE'S HERE OR NOT NOW IS, IS IS NOT MY DECISION OR DO I HAVE A POSITION ON IT, BUT, UM, I JUST WANT TO APPRECIATE THE FACT THAT SHE WORKED HARD FOR A LONG TIME AND, AND I AGREE, WE'LL MOVE ON.

AND SHE BUILT THIS TEAM.

YEAH, THESE PEOPLE ARE HERE BECAUSE SHE BUILT THE TEAM.

SO THIS IS GOOD.

AND WE ARE PICKING UP THE PIECES AND ROLLING ON, UH, AND SO I JUST WANTED TO START WITH THAT.

BUT, UH, THERE ARE OTHER POSITIONS OPEN.

AND SO AS OPPOSED TO WAITING, UH, TILL WE FIND THE RIGHT PERSON FOR ONE OR THE OTHER, THE FIRST THING THAT WE TALKED ABOUT WAS, UH, WE HAVE TO BUILD A BETTER STRUCTURE IN THE ORGANIZATIONAL CHART.

SO THESE POSITIONS THAT ARE OPEN ARE IN THE EXISTING ORGANIZATIONAL CHART THAT WE'VE ALREADY STARTED DIGGING INTO.

SO OBVIOUSLY THE DIRECTOR POSITION, A DEPUTY DIRECTOR POSITION THAT'S BEEN OPEN FOR A WHILE.

UM, AND PEOPLE HAVE STEPPED UP.

THERE HAVE BEEN SOME HIRES HERE OF SEVERAL IN THE LAST COUPLE MONTHS.

SO THERE'S NOT AS MANY, UH, I COULD LAUNDRY LIST THEM.

A LOT OF THE AQUATICS POSITIONS ARE MORE SEASONAL TYPE RAMP UP POSITIONS.

SO THE, DON'T LET THOSE NUMBERS NECESSARILY ALARM YOU, BUT IT'S A CONSTANT FILL AND REFILL.

AM I RIGHT, ANNIE? SHE SAID HER, SHE SAID HER FAKE NAME.

ANTOINETTE.

IT'S ANNIE .

UM, ANYWAYS, ADMINISTRATION, HEATHER HAS REALLY STEPPED UP IN THIS INTERIM PERIOD TO REALLY HELP KEEP THINGS GOING.

SAME THING WITH TASHA, WHO'S HAVE, AND I HAS FILLED IN FOR THE, UH, INE WAS HERE FOR HOW LONG? SHE'S OVER 10 YEARS.

AND THEN SHE RETIRED NOW AND SHE'S INE IS STILL HELPING, RIGHT? SO IT'S NOT LIKE SOMEBODY JUST LEAVES.

SHE STILL COMES BACK AND HELPS.

AND THE, AGAIN, BACK TO THE TEAM SUPPORTING EACH OTHER AND CARING ABOUT THE OPERATION.

THAT'S THE KEY INGREDIENT THAT WE HAVE.

UH, WE HAVE AN ATHLETIC SUPERVISOR, SOME REC AIDS.

UH, I WOULD LIKE TO OVER TIME KIND OF CHANGE SOME OF THE NAMES OF THE POSITIONS TO ENGLISH SO WE KNOW WHAT THESE POSITIONS DO.

TO, AGAIN, BACK TO HOW DO A RUNNING, YOU KNOW WHAT A RUNNING BACK DOES US.

WE KNOW WHAT A RECEIVER DOES.

WE NEED TO HAVE NAMES THAT ARE APPLICABLE IN THE, IN THE SYSTEM OF HOW WE ARRANGE THOSE DOTS.

BUT EVEN THOUGH WE TALK ABOUT THE ORGANIZATIONAL CHART, THE REASON I WANT THEM HERE, AND NEXT TIME THEY'LL PROBABLY BE HERE, IS WE HAVE, UH, HUMAN SIDE AND AN INHUMAN SIDE, RIGHT? THE, THE IN INHUMANE OR INHUMAN SIDE IS THE BUBBLES ON THE CHART.

BUT, WELL, I JUST CAME FROM THE LYNN BROWN CENTER AND HAVE THE SAME MANTRA WITH THEM AS I WANNA HAVE WITH YOU GUYS AS THE BOARD, WHICH IS THE NAMES IN THOSE BUBBLES ARE VERY IMPORTANT IN MAKING THEM FEEL SUPPORTED.

SAME THING WITH YOU ALL AS THE BOARD, I WANNA MORE DEEPLY TAP INTO THE INPUT AND INFLUENCE AND PARTICIPATION OF THE BOARD GOING FORWARD BECAUSE NOBODY, NONE OF US THAT ARE IN A ISOLATED OFFICE OR RUNNING ONE PROGRAM OR HELPING OUT AN ADMINISTRATOR CAN JUST INVENT HOW WE'RE SUPPOSED TO DO THESE THINGS.

SO WE WANNA BETTER UTILIZE YOU GUYS IN THE FUTURE, UH, STARTING NOW.

UM, ONE THING THAT WE'LL WE, I WOULD LIKE TO DO IS FOR THE DIRECTOR SEARCH, UH, WENT STRAIGHT TO THE ADMINISTRATOR TO TALK ABOUT THIS, IS TO INCLUDE SOMEBODY FROM THE BOARD ON THE INTERVIEW AND SELECTION GROUP.

SO WE HAVE PARTICIPATION AND INVOLVEMENT BECAUSE IN THE END OF THE DAY, IT'S EVERYBODY'S PROGRAM THAT WE HAVE TO RUN TOGETHER.

UM, NEXT, INSTEAD OF ME TALKING ABOUT THIS, LET'S GET EVAN UP HERE AND ALEX WHO WORK CLOSELY TOGETHER.

IF YOU WANT TO TALK ABOUT IT, I CAN TALK ABOUT THE NUMBERS, BUT I JUST WANT YOU GUYS TO SEE THE PEOPLE THAT ARE RIGHT BEHIND THESE THINGS.

NOTHING LIKE SOME, UH, LEAD TIME, BUT THE POINT OF IT IS THESE ARE WHO OUR KIDS SEE.

THESE ARE WHO THESE PEOPLE ARE, WHO ARE ADULT PROGRAMS, SEE? AND, UH, WE JUST FINISHED A COUPLE SEASONS WHEN THEY ARE .

.

ALRIGHT.

UM, SOFTBALL.

WHAT? SOFTBALL AND ACE BALL.

BASEBALL.

JUST KIDDING.

THAT'S ALRIGHT.

HOLD UP YOUR PAPER.

I'M JUST KIDDING.

.

UM, ALL RIGHT.

SO WE JUST FINISHED, UH, ALL OUR FALL SPORTS.

UM, WE GOT ALL STAR, ALL STARS GETTING READY TO START FOR SOCCER.

UM, BUT AS YOU SEE OUR NUMBERS, UM, FOR SOFT, I'M SORRY, FOR SOFTBALL AND BEAUFORT.

UM, WE WENT FROM 50 IN 22 TO 60 IN 23.

UM, BASEBALL HAD A BIG JUMP.

WE WENT FROM 1 25 TO 1 97, UM, CHEER.

WE WENT FROM 33 TO 44 FLAG FOOTBALL IN 95 TO A HUNDRED, UM, AND SOCCER 4 23 TO FOUR 70.

UM, SO ALL OUR SPORTS IN BEAUFORT IN THE FALL

[00:20:01]

WENT UP.

UM, BLUFFING, UM, BASEBALL, UH, AGAIN, BIG JUMP, 2 97 TO 3 35.

SOFTBALL, 1 49 TO 1 66.

UM, CHEER HAD A SLIGHT DROP, 53 TO 48.

UM, FLAG FOOTBALL STAYED EVEN AT 2 84.

AND SOCCER WENT FROM EIGHT 20 TO 9 73.

UM, SO WE RUN AN ADULT BASEBALL LEAGUE OVER IN BEAUFORT, AND THAT ONE ACTUALLY DROPPED BY THREE, UM, FROM 69 TO 66.

UH, THAT ONE JUST KIND OF ALWAYS FLUCTUATES FROM SEASON TO SEASON.

AND THEN BLUFFTON FALL, ADULT SPORTS, UH, WE, THEY RUN A VOLLEYBALL PROGRAM DOWN HERE.

AND THAT WENT UP FROM 41 TO 64.

ADULT SOFTBALL WENT FROM 5 84 TO 6 49 UP 65, AND SENIOR SOFTBALL WAS DOWN 10 FROM 1 35 TO 1 25.

YEAH, YOU HAVE A LITTLE MORE ATTRITION, WHICH IS SENIOR .

IT SOUNDS LIKE YOU'RE REALLY LIKE ONE TEAM.

YEAH.

YEAH.

THAT'S WHAT IT SEEMS LIKE.

UM, AND THEN FOR BEAUFORT WINTER BASKETBALL FOR THE YOUTH, WE, UH, WE WENT UP 38 FROM 2 34 TO 2 72.

THAT'S TO DATE NOW.

ARE YOU, ARE YOU STARTING BASKETBALL NOW? YEAH, SO REGISTRATION ENDED LAST FRIDAY.

OH, OKAY.

UM, SO THOSE NUMBERS ARE UP TO DATE.

SO YOU ALREADY HAD YOUR DRAFTS AND ALL THAT STUFF.

YEP.

WE'RE IN THE PROCESS OF DOING THAT.

YEP.

AND WE'RE ACTUALLY, WE'RE, WE'VE ACTUALLY BEEN WORKING ON THAT, MYSELF AND BRANDON IN BUFORT.

WE'RE, UH, WE ACTUALLY HAVE A FEW PEOPLE ON THE WAIT LIST THAT WE'VE BEEN PULLING OFF TO TRY AND EVEN OUT SOME TEAMS. AND THEN WE GOT A FEW PEOPLE THAT ARE WILLING TO COACH FOR US IF WE PULL 'EM OFF THE WAIT LIST.

UM, SO THAT 2 72 IS ACTUALLY GONNA PROBABLY GO UP BY A ABOUT THREE, MAYBE FOUR MORE.

UM, HOPEFULLY LET'S INTERRUPT, INTERRUPT FOR A SECOND.

I'M GONNA SKIP TO JEREMY WITH, IT'S ALWAYS A STRUGGLE AS Y'ALL, I'M SURE IN OVER TIME TO GET COACHES.

UH, I WAS GUILTED INTO BEING AN ASSISTANT COACH FOR MY KIDS' BASEBALL TEAM, BUT THAT WAS A BIT SOME MORE INTERESTING AND IT TURNED OUT TO BE THE BEST THING.

BUT WHAT JUST HAPPENED TO HELP WITH THIS? YEAH, SO JEREMY POSTED ON FACEBOOK FOR US THAT WE WERE LOOKING FOR SOME COACHES BOTH IN BEAUFORT AND IN BLUFFTON.

AND I THINK IT WAS THE MOST WELL PERFORMED POST TO DATE, UH, WITH CLOSE TO A THOUSAND.

I LOOKED YESTERDAY.

IT WAS AT 9 7970 SHARES, UM, WITH EVERYONE IN THE AREA.

AND WE'VE GOT A INFLUX OF PEOPLE, UH, SITTING IN APPLICATIONS FOR COACHING.

SO IT'S, IT'S BEEN FANTASTIC.

UH, WE'VE BEEN REACHING OUT TO THEM FOR THE PAST FEW DAYS, UM, TRYING TO GET ALL THAT SQUARE AWAY.

BUT YES, BIG SHOUT OUT TO JEREMY FOR, FOR GETTING THAT ROCKING AND ROLLING.

THANKS, CHAIRMAN.

UM, BLUFFING WINTER YOUTH BASKETBALL.

UM, JUMPED 77.

WE HAD 8 49 AND 22 AND 9 26 AND 23.

I THINK DARRELL HAS WHAT, 118 TOTAL TEAMS? 1 19, 1 19, UM, FOUR YEAR OLDS UP TO SIX YEAR OLD, 16 YEAR OLDS.

UM, SO IT'S A BIG PROGRAM.

UM, BLUFFING, A WINTER ADULT KICKBALL, UM, JUMPED FROM ONE 12, I'M SORRY, WE DROPPED FROM ONE 12 TO 82.

UM, WE ARE OFFERING BLUFFTON, OR I'M SORRY, BEAUFORT ADULT KICKBALL THIS WINTER.

UM, BOTH, UM, BLUFFTON AND BEAUFORT JUST OPENED UP, UM, YESTERDAY, AND THAT RUNS THROUGH DECEMBER 8TH.

SO THANKS EVERYONE.

SENIOR JOE, MAKE SURE THERE'S A DISCLAIMER FOR OLD PEOPLE LIKE ME WITH, I'LL BLOW MY KNEE OUT A HEARTBEAT IN A IN A KICKBALL GAME.

WHAT I, WHAT I WOULD SAY, UM, AND, AND THE REST OF YOU COMING AS WELL, I, I LIKE TO SEE THINGS THAT, UM, THAT SHOW US, YOU KNOW, WHAT IT IS YEAR TO YEAR, SEASON.

SEASON.

AND I ALSO LIKE TO SEE IT THREE YEARS IF WE CAN DO IT, BECAUSE, YOU KNOW, I THINK IT'S IMPORTANT THAT WE LOOK AT THE TREND ANALYSIS.

I AGREE.

UM, SEEING IF WE'RE MEETING THE NEEDS.

OBVIOUSLY THE COUNTY WENT OUT AND SPENT A BUNCH OF MONEY ON THIS REPORT, WHICH I BELIEVE IS STILL BEING REVIEWED.

YES.

AND SO, UH, IN GENERAL, I MEAN, I, I THINK THIS SAYS THAT, UM, IN GENERAL, THE, THE REC DEPARTMENT IS VIEWED FAVORABLY.

I THINK THAT'S WHAT THIS SAYS.

UH, I DON'T KNOW IF YOU'VE ALL HAD AN OPPORTUNITY, SHANNON DID SEND THIS TO US, BUT, UM, THEY'RE RECOMMENDING, YOU KNOW, $90 MILLION IN IMPROVEMENTS OVER THE NEXT 10 YEARS.

WHETHER WE'RE GONNA GET THERE OR NOT, I DON'T KNOW.

AND, AND, AND THIS IS A REPORT, BUT, UM, I THINK THE MORE QUANTITATIVE NUMBERS THAT WE CAN SEE, THE BETTER.

RIGHT? I AGREE A HUNDRED PERCENT.

WE'VE, WE'VE TALKED ABOUT HOW WE TRACK AND REPORT THOSE BETTER GOING FORWARD.

UM, THAT'S ONE OF THE THINGS I DIDN'T, I, I SKIPPED A LITTLE BIT IN THE OPERATIONAL UPDATE

[00:25:01]

BECAUSE OPERATIONALLY THINGS THAT WE'RE FOCUSING ON AND IS QUALITY, RIGHT? IT, IT SEEMS EVERYBODY USES THESE WORDS IN THEIR BUSINESS, BUT, UH, WHETHER IT'S THE QUALITY OF THE FACILITY AT LYNN BROWN OR QUALITY OF A COMMUNITY CENTER AT AGNES MAJOR IN SHELDON, UH, WHETHER IT'S HIGHEST POSSIBLE QUALITY OF EQUIPMENT THAT OUR KIDS ARE PLAYING ON OR ADULTS ARE PLAYING ON OR WITH, OR EVEN, HOW CAN WE IMPROVE THE QUALITY A LITTLE BIT AT A TIME ALL THE TIME.

UNIFORMS, ESPECIALLY AS WE GET INTO ALL STARS AND MAKE THESE KIDS AND ADULTS FEEL SPECIAL AND APPRECIATE IT, THAT GIVES THEM PRIDE, BUT ALSO GIVES THE THESE PEOPLE PRIDE TO COME TO WORK.

'CAUSE WE'RE MAKING THINGS BETTER AND WE'RE PROGRESSING, UH, BECAUSE, AND THE OTHER THING THAT WE'RE WORKING HARD ON IS PARTNERSHIPS WITH OTHER ORGANIZATIONS, WHETHER THAT'S COMMUNITY GROUPS LIKE AT LYNN BROWN OR SHELDON OR DALE OR DOWN HERE ANYWHERE.

UH, AS WELL AS, UH, ATHLETIC ORGANIZATIONS THAT WE CAN PARTNER WITH AND BUILD MOMENTUM TOGETHER.

UH, BECAUSE OUR GOAL IS FOR MORE PEOPLE TO PLAY SPORTS.

WE'VE, WE'VE SET IT TOGETHER.

WE WANT MORE PEOPLE TO DO ANY SORT OF, EVEN IF IT'S A NON-SPORT ACTIVITY, WE'LL TALK ABOUT SENIORS HERE IN A SECOND.

WE WANT MORE PEOPLE TO BENEFIT FROM BEAUFORT COUNTY PARKS AND RECREATION.

AND IT SOUNDS LIKE A PLATITUDE, BUT EVERY TIME WE TALK, WE'RE GONNA KEEP TALKING ABOUT THAT TO JUST GET A LITTLE BIT BETTER ALL THE TIME.

AND OVER TIME WE'LL BE SOMEWHERE ELSE.

BUT THAT'S NOT TO SAY THIS IS BAD.

LOOK AROUND US, YOU GUYS HAVE DONE AWESOME, BUT WE HAVE TO CONTINUE THESE LITTLE INCREMENTAL IMPROVEMENTS.

THAT'S MY, WELL, AND I WOULD THINK, I WOULD THINK IN GENERAL THAT, YOU KNOW, COVID THREW A CURVE TO EVERYBODY.

SO, YOU KNOW, IT'S, IT'S NICE TO SEE THAT WE MADE IT THROUGH COVID AND WE HAVE PRETTY FAVORABLE RESPONSES HERE.

MM-HMM.

.

AND I THINK FROM THE BOARD'S PERSPECTIVE, AS YOU SAID, UM, UH, WE HAVE SOME PEOPLE ON HERE WITH, YOU KNOW, SOME, SOME SOLID BACKGROUNDS AND WE JUST NEED TO BE MORE INVOLVED IN DOING WHAT WE'RE SUPPOSED TO DO, WHICH IS, YOU KNOW, UH, INPUTTING ON THE BUDGET, REVIEWING AND APPROVING FEES, AND LOOKING AT, UH, ALSO, UH, ANYTHING Y'ALL WANT US TO LOOK AT.

SO, UH, THAT HAS CHANGED OVER INTI OVER TIME.

I'VE GIVEN ALL THE GUYS THE ENABLING GUYS AND GALS, NO GALS HERE RIGHT NOW, BUT THE ENABLING LEGISLATION THAT FORMED THE BOARD.

SO I THINK WHAT YOU CAN EXPECT IS THE BOARD, I'VE, I'VE SPOKEN TO JUST ABOUT EVERYBODY TO BE MUCH MORE INVOLVED AND BE MORE PROACTIVE IN ASSISTING YOU.

UH, YOU KNOW, WITH THAT, UH, I THINK WE BOTH CAN STEP UP OUR GAME A LITTLE BIT AND THAT'S WHAT I WANT.

WE WANT TO HELP YOU DO, RIGHT? YEAH.

SO, UH, WHETHER IT'S THESE GUYS, LADIES MANAGING THEIR PROGRAMS OR YOU ALL ADVISING AND PUSHING, UH, WE DID IT.

THIS IS THE BUDGET.

OKAY.

AND MY, BY OUR NEXT MEETING, I'M GONNA GIVE IT TO YOU IN ENGLISH, BACK TO MY, UH, WE'RE GONNA HAVE A, A, A DECIPHERABLE LANGUAGE SO THAT WE CAN UNDERSTAND WHERE, WHERE THIS IS.

I'VE, I'M DIGGING IN EVERY DAY.

THERE IS, THAT'S THE GOOD NEWS.

I'VE WORKED IN POOR CITY, POOR COUNTY, REGIONAL GOVERNMENT.

UH, IS THAT MY, IS THAT MY EXPIRATION DATE? GO ON .

WE HAVE, THE ANIL IS GONNA , I'M NOT WILEY CODY TODAY.

LATER.

THE, UH, WE HAVE RESOURCES TO DO THIS.

UM, WE WANNA BE FRUGAL WHEN IT'S NECESSARY, BUT WE ALSO DON'T WANT TO HAVE A SELF-IMPOSED FEELING OF SCARCITY AND THEN CUT THAT QUALITY CORNER THAT THEN HURTS EVERYTHING DOWN THE CHAIN.

SO THAT'S, THAT'S OUR POSITION THAT I'LL GIVE YOU GUYS THE INFORMATION YOU NEED TO HELP MAKE THESE DECISIONS.

AND ALSO THE INFORMATION TO OUR PROGRAM MANAGERS SO THEY KNOW HOW YOU'RE THE ONES THAT ARE ON THE FRONT LINE, RUBBER MEETS THE ROAD, HELPING PEOPLE AND LET YOU KNOW WHAT YOU HAVE TO WORK WITH.

SO SENIOR CENTERS, UH, QUICK QUESTION BACK TO, AND MAYBE YOU GUYS DON'T KNOW THIS, I DON'T KNOW, UH, UM, WHERE ARE WE FROM A REFEREEING AND UMPIRING STANDPOINT IN ALL THE SPORTS? I MEAN THE, WHEN I USED TO RUN BYS, THE NUMBER ONE THING WAS ALWAYS THE UNIFORMS. AND WE DON'T HAVE ENOUGH UMPIRES.

AND I KNOW THAT WAS A HUGE THING LAST YEAR.

I THINK IT WAS DIFFICULT FOR BASKETBALL.

I DON'T KNOW THAT FOR SURE, BUT I THINK I HAD HEARD THAT.

WHERE ARE WE AT THERE AND IS THAT SOMETHING THAT MAYBE WE NEED TO POST OUT ON FACEBOOK AND, AND REALLY TRYING TO DRUM UP SOME PEOPLE FOR, IT'S DEFINITELY BEEN A STRUGGLE.

UM, I KNOW ESPECIALLY SOCCER.

SOCCER WAS TOUGH.

I KNOW DARL AND ALEX HAD TO JUMP OUT AND FISH QUITE GAMES.

WELL, THAT'S NEVER GOOD IF DARRYL'S OUT THERE .

I KNOW WE'VE HAD A BASEBALL THAT BY MYSELF

[00:30:01]

THAT WE HAD ON FIRES.

UM, IT'S JUST BEEN HARD.

I DUNNO IF IT'S PAY OR WHAT, IT'S, UM, BUT IT'S JUST HARD TO GET GUYS OUT.

IT'S HARD IN EVERY LEVEL OF SPORTS TO GET, YOU KNOW, GET OFFICIALS.

WELL, WE'VE ALL HEARD THAT.

UH, I MEAN, I'VE BEEN A PLAYER AND A PARENT AND I'VE GIVEN OFFICIALS A HARD TIME ON BOTH SIDES.

SO WE WOULD NEED TO BE NICER TO HELP ENTICE THEM.

BUT IT'S ALMOST, I THINK IT'S JUST THEM KNOWING TALK AND, AND ALL WHERE COACHES ARE GETTING PUNCHED OUT.

OR A REFEREE I SAW THE OTHER DAY WHERE A REFEREE PUNCHED THE COACH OUT.

YOU KNOW, OR THEY'RE GETTING ATTACKED.

OR YOUNG KIDS GET OUT THERE, THEY GET ABUSED BY THE PARENTS AND THEY'RE SAYING, FORGET, THIS IS NOT WORTH IT.

I'M NOT GONNA DO IT ANYMORE.

SO WITH HIM MENTIONED WITH JEREMY, UH, I HAD, AGAIN, WE WERE TALKING EARLIER WITH THE COMMUNITY GROUP.

I BELIEVE THAT WE CAN DO, WE'VE DONE MADE GREAT STRIDES IN HOW WE MANAGE.

AND WE MIGHT EVEN HAVE TO GO BACKWARDS A LITTLE BIT IN CERTAIN AREAS WITH SOME, UH, HAND-TO-HAND GORILLA WARFARE MARKETING AND UTILIZING COMMUNITY GROUPS THAT MIGHT NOT BE ON THE SAME SOCIAL MEDIA THAT WE ARE ON.

BUT I THINK WE CAN DO THAT IN ALL THESE AREAS.

I, THERE, THERE'S JUST, THERE'S LIKE, LIKE MY SON JUST DID IT FOR THE FIRST TIME WITH BASEBALL BECAUSE HE WAS HURT.

AND IN THE FALL THEY DON'T REALLY DO ANYTHING IF THEY'RE NOT PLAYING TRAVEL.

ANYWAY, HE LOVED IT.

NOW HE GOT ATTACKED A COUPLE TIMES, , BUT THAT HAPPENS.

I MEAN, IT WASN'T BAD.

UM, BUT THERE'S RESOURCES OUT THERE.

I JUST FEEL LIKE WE HAVEN'T REALLY EXPLORED THAT.

AND TO YOUR POINT WITH THE COACHES, WE DID THE SAME THING WITH UMPIRES BROADCAST, HOW MUCH YOU'RE PAYING THESE PEOPLE.

'CAUSE IT'S NOT BAD.

IT'S, IT'S KIND OF A FUN TIME.

EX EX EXCEPT FOR WHEN YOUR GAMES HAPPEN.

IT, YEAH.

YEAH.

AND I KNOW JEREMY'S GOT, WELL, WE HAD A SIGN AND I STILL SEE THE SIGN THAT SAY 20 TO $30 AN HOUR.

RIGHT.

YOU KNOW, MAYBE WE NEED TO RAISE THAT UP A BIT BECAUSE I THINK THEY, $20 DOESN'T EXIST ANYMORE.

MAYBE WE NEED TO RAISE ANOTHER, SAY IT'S 30, $40 OR SOMETHING TO HELP OUT.

WELL, AND LIKE YOU'RE SAYING, I, MAYBE, MAYBE THAT'S A, I MEAN, ONCE YOU RAISE WAGES, THEY TYPICALLY DON'T COME BACK DOWN.

THAT'S RIGHT.

BUT, UM, WELL, YOU KNOW, CLEARLY WE EXPECT, UM, A CERTAIN DECORUM FROM THE PLAYERS.

AND, YOU KNOW, AS A RECREATION DEPARTMENT, I DON'T KNOW IF WE, I DON'T BELIEVE WE HAVE A CERTAIN EXPECTATION OF DECORUM FROM PARENTS.

SO, YOU KNOW, THAT'S SOMETHING THAT WE CAN HASH OUT SOMEWHERE ELSE.

BUT, YOU KNOW, WHEN YOU SIGN YOUR KID UP, YOU'RE AGREEING TO THIS CODE OF CONDUCT THAT WAY.

THAT'S RIGHT.

IF YOU DON'T AGREE, UH, WE'RE GONNA ASK YOU TO LEAVE.

AND IF YOU DON'T LEAVE, THEN WE'LL CALL THE POLICE AND THEN THEY'LL COME AND YOU'LL LOOK LIKE AN IDIOT WHEN THEY WALK YOU OUT.

SO.

THAT'S RIGHT.

AND SO, YOU KNOW, WE, THE GOOD PART IS THE, THE, THE DEPARTMENT HAS THESE THINGS IN PLACE.

UM, WE HAVE ENFORCED THIS, UH, RECENTLY EVEN.

AND SO WE WILL BE, DO MORE AND MORE OVER TIME TO EMPOWER OUR PROGRAM MANAGERS TO, IF THERE'S A CLEAR DEFINITION AND A VIOLATION OF THAT DEFINITION, WE HAVE TO DO THAT TO SET THE TONE OF WHAT WE'RE EXPECTING.

NOW, DOES PYS HAVE THAT IN THEIR, WHATEVER? IT'S THE PARENT THAT ALL GOT TAKEN OVER BY THE COUNTY WHEN THEY, WHEN THEY RESHUFFLED THE DECK, THE COUNTY REPRESENTATIVES THERE FOR ? UH, NO, BUT THEY, THEY TRUST ME.

I KNOW THEY DEAL WITH IT EVERY DAY.

OKAY.

YEAH.

BUT IT'S, IT'S THERE.

THEY DO, IT'S THERE.

I'M SAYING THAT, BUT IF SOMEBODY DOES SOMETHING AT BYS BASEBALL GAME, HOW'S IT GONNA GET OVER TO YOU GUYS THAT THIS GUY ACTED OUT? SOMETHING NEEDS TO BE DONE.

JUST ACTUALLY HAVE HIM TWO WEEKS AGO, , I SAW .

YEAH.

YEAH.

WE, AND WE COLLAB AND WE COLLABORATED ON THAT AND SUPPORTED EACH OTHER TOO.

YEAH.

AND THE BOARD MEMBERS STEP IN AND THEY DID, YOU KNOW, NOW, WELL, IT GOT UGLY.

WELL, BYS IS PROVIDING BASEBALL SERVICES FOR THE COUNTY.

RIGHT.

BASICALLY.

SO, YOU KNOW, WHATEVER THOSE RULES ARE APPLIED.

EXACTLY RIGHT.

AND THAT'S WHY, BACK TO PARTNERSHIPS, WE HAD A GREAT MEETING WITH BYS OF HOW DO WE WORK TOGETHER BETTER AND BUILD THESE THINGS TOGETHER BECAUSE THE GOAL IS FOR MORE KIDS TO PLAY.

YEP.

YEP.

GOOD.

SO IN SENIOR SERVICES, MARISSA FREEMAN IS NOT HERE BECAUSE SHE'S IN UP TO HERE IN SENIOR SERVICES.

UH, THAT'S A BIG PROGRAM.

UM, BECAUSE THERE ARE SMALL CENTERS ALL OVER THE COUNTY AND THE RURAL AREAS THAT SERVE UNDERSERVED SENIORS, ESPECIALLY, UM, AS YOU CAN SEE, REGISTRANTS AT THE DIFFERENT CENTERS.

I DON'T NEED TO READ THROUGH 'EM, I DON'T THINK, BUT THESE ARE BRAND NEW CENTERS THAT WE JUST OPENED.

UM, PREVIOUSLY SENIOR SERVICES WAS OPERATED BEFORE I, I'M SURE YOU KNOW, BUT I'LL, IT WAS OPERATED BY SENIOR SERVICES OF BEAUFORT COUNTY, WAS NOT NECESSARILY PART OF BEAUFORT COUNTY.

UM, BACK THEN I WAS THE REGIONAL SENIOR SERVICES DIRECTOR FOR THE COG, WHICH DOES THE STATE AND FEDERAL FUNDING.

AND SO I CAN TELL YOU TODAY, THE SENIOR SERVICES FOR BEAVER COUNTY ARE LEAPS AND BOUNDS ABOVE WHAT THEY'VE EVER BEEN.

AND THEY CAN, THEY'RE GONNA CONTINUE TO GET BETTER.

SO BACK TO QUALITY,

[00:35:01]

IT STARTS WITH THE CENTERS, THE LEVEL OF SERVICE.

MARISSA IS A, LIKE I SAID, NOT HERE, BUT SHE GETS CREDIT FOR REALLY BUILDING AN ACTIVE CENTER IN PROGRAM IN PORT ROYAL.

AND SHE'S NOW BEEN ELEVATED TO THE PROGRAM MANAGER TO HELP GET, SPREAD THAT SAME LEVEL OF SERVICE, ENERGY AND, UH, ATMOSPHERE THROUGHOUT THE WHOLE COUNTY.

AND WE'RE BUILDING A BETTER SYSTEM ALSO TO SUPPORT HER WITH ASSISTANCE AND CENTER MANAGERS, ET CETERA.

UM, ON TOP OF THAT, I DIDN'T, I, I WON'T GO TO TOURNAMENTS YET.

A MAJOR PROGRAM OFFERED BY THE SENIOR SERVICES DIVISION OR DEPARTMENT, OR HOWEVER YOU WANT TO CALL IT, IS OR IS TRANSPORTATION.

AND WE'VE FACED SOME HARD TIMES LATELY WITH KIND OF SOME SUBSTANDARD BUSES OR SUBSTANDARD VANS.

AND WE ARE ADDRESSING THAT HEAD-ON WITH THE COUNTY ITSELF, THE REGIONAL COG POTENTIAL FUNDING.

AND ALSO THERE'S, UH, FROM PREVIOUS EXPERIENCE, A WAY TO TAP INTO SOME STATE FLEET, EVEN LOW COST LEASE PROGRAMS TO, WE HAD TO SKIP A TRIP THIS WEEK, WHICH IS NO FUND, THAT WE HAD TO CANCEL A TRIP TO THE STATE FAIR FOR OUR SENIORS.

BUT WHEN WE HAVE TWO 30 PASSENGER BUSES DOWN AND ONE THAT SOMEBODY'S SCARED TO RIDE IN, UH, BACK TO MY POINT I MADE EARLIER, I'VE BEEN IN REALLY POOR COUNTIES, WE CAN DO THIS.

SO WE ARE GOING TO IMMEDIATELY START TO ADDRESS THE TRANSPORTATION PROGRAM.

'CAUSE THAT HAS TO DO WITH FIELD TRIPS AND SHOPPING AND FUN THINGS LIKE THAT.

BUT IT ALSO HAS TO DO WITH PICKING PEOPLE UP EVERY DAY AT THEIR HOUSE TO BRING 'EM IN, TO HAVE SOCIALIZATION.

AND SO WHEN YOU HEAR SENIOR PROGRAM, THERE MIGHT BE SOME FUN AND EXERCISE.

THE, THE GOAL OF THE PROGRAM IS REALLY NUTRITION, SOCIALIZATION, AND ACTIVITY.

BECAUSE, UH, THE STATISTICS ARE REALLY DEPRESSING IN OUR, ESPECIALLY LOW INCOME SENIOR POPULATIONS OF HOW ISOLATION AND LACK OF NUTRITION IS JUST, IT KILLS THE IDEA OF AGING IN PLACE.

SO THE GOAL OF THE WHOLE PROGRAM IS TO HELP PEOPLE STAY INVIGORATED, UH, GET NUTRITION, BUT ALSO ALLOW THEM TO STAY AT THEIR HOME.

'CAUSE WE ALSO DO HOME DELIVERED MEALS FOR THOSE THAT CAN'T COME TO THE FACILITY.

BUT IT'S TO ALLOW THAT PERSON TO AGE IN THEIR HOME AS LONG AS POSSIBLE.

ALL RIGHT.

UPCOMING TOURNAMENTS.

WHO WANTS TO TALK ABOUT TOURNAMENTS? WANT ME TO READ IT? DARRELL .

I COULD TELL IT'S JUST DARRYL'S DYING.

DARYL DARRELL, YOU KNOW.

YEAH.

DYING PERCENT.

ALL RIGHT, I'LL DO IT.

YOU WANNA SAY YOU WANNA DO IT? ALL RIGHT.

IT'S IMPRESSIVE TO SEE WHAT BEAUFORT COUNTY DOES IN HOSTING THESE THINGS.

SO, UH, WHY DON'T COME ON BACK UP HERE, EVAN.

OH, AND LET ME, I'M DO, I'M GONNA DIGRESS FOR A SECOND.

I, I'VE DIDN'T TALK ENOUGH ABOUT JACK.

SO WE WANT TO GIVE JACK ALL THE RESOURCES NECESSARY TO BRING UP THAT QUALITY OF OUR PLAYING SERVICES.

BRING UP THE QUALITY OF EVERYTHING THAT WE DO AT THESE FACILITIES.

AND THAT HAS TO DO WITH GIVING HIM EVERYTHING HE NEEDS.

UH, THEY'VE JUST DONE A GREAT JOB AT THE BLUFFTON CENTER WITH, UH, WE'VE HAD SOME DISCUSSIONS WITH LACROSSE TEAMS AND THE SUBSTANDARD NATURE OF THAT FIELD.

I WALKED IT, IT WAS LUMPY AND BUMPY AND SOFT.

AND I'D BE, AGAIN, EVEN BEFORE I GOT OLD, I'D BE SCARED OF HURTING MYSELF.

AND SO THEY SCRAPED ABOUT 65% OF THE FIELD AND RESODDED VERY HEAVY.

THAT IS OBVIOUSLY LATE IN THE SEASON.

HOWEVER, IT'LL GIVE A GOOD BASE ON WHICH TOE SO THAT IN THE LATE WINTER AND EARLY SPRING, WE HAVE A BETTER SURFACE ON WHICH TO PLAY.

UH, I'M COMING FROM A GOLF COURSE BACKGROUND AS WELL.

SO I WANNA LOOK AT OUR FIELDS AT THAT SAME QUALITY LEVEL BECAUSE THEY MAKE, WE CAN GET THE RIGHT CHEMICALS AND THE RIGHT EQUIPMENT TO MAKE SURE THAT WE DON'T HAVE WEEDED INFESTED SITUATIONS.

WHICH I'M NOT SAYING THEY ALL ARE, BUT WE ARE BACK TO INCREMENTAL IMPROVEMENTS.

SO WE CAN HAVE BETTER SURFACES.

SORRY.

BUT THAT'S FOR US TO SUPPORT JACK BECAUSE HE'S OUT THERE WORKING HARD EVERY DAY WITH HIS TEAM.

UM, SO LIKE I SAID EARLIER, WE'RE GETTING READY TO START.

UM, SCAP ALL STAR SOCCER.

UM, ALL THE GIRLS ADVANCED TO THE STATE TOURNAMENT.

SO THE EIGHT U, THE 10 U AND THE 12 U WILL BE PLAYING THE WEEKEND OF A, THE 18TH UP IN MALDEN.

UM, OUR 15 U GIRLS, THE ONLY TWO TEAMS IN THE STATE ARE BLUFFTON AND BUFORT.

UM, SO THEY'LL BE PLAYING FOR THE STATE CHAMPIONSHIP OVER IN BUFORT.

UM, ON THE 16TH OF NOVEMBER, THEY GOT A SIX RUN BY.

YEAH.

BASICALLY.

, NO.

HEY, THE ONE OF 'EM IS GONNA BE A RUNNER UP.

ONE OF THEM'S GONNA BE A STATE CHAMP.

EXACTLY.

THERE YOU GO.

LOOKS GOOD.

UM, FOR THE BOYS, IT'S A LITTLE BIT DIFFERENT.

UM, THE EIGHT U, UM, BLUFFTON AND BEAUFORT HAVE TO PLAY IN A DISTRICT TOURNAMENT.

THEY'RE ONLY TAKING ONE TEAM TO THE STATE.

UM, SO THAT GAME WILL ALSO BE ON THE 16TH, NO, YES, THE 16TH.

UM, AND THE WINNER OF THAT WILL ADVANCE TO THE STATE TOURNAMENT.

UM, OUR 15 U, UM, WE COMBINE THAT INTO BUFORT COUNTY.

UM, SO THAT'S BOTH KIDS FROM BLUFFTON AND BUFORT THAT'S PLAYING AS ONE TEAM.

UM, THEY'LL BE PLAYING IN THE STATE TOURNAMENT,

[00:40:01]

UM, DECEMBER 2ND IN CLEMSON.

UM, OUR 10 U AND 12 U, THEY'RE PLAYING IN A DISTRICT TOURNAMENT, UM, ALONG WITH ORANGEBURG.

THAT DATE IS TBD.

UM, WE'VE KIND OF BEEN GOING BACK AND FORTH, UM, AS TO WHEN, WHERE THAT TOURNAMENT'S GONNA BE PLAYED.

UM, THAT WILL HOPEFULLY BE SETTLED.

THE BRACKET WAS SUPPOSED TO BE DRAWN TODAY.

UM, SO HOPEFULLY THIS AFTERNOON WE HAVE AN ANSWER AS TO WHERE OUR 10 AND 12 OF YOU ARE PLAYING.

UM, BUT THEY'LL BE PLAYING IN A STATE, OR I'M SORRY, THE DISTRICT TOURNAMENT ALONG WITH ORANGEBURG.

WHEN, WHEN I LOOK AT, I THINK THOSE NUMBERS THAT YOU HAD FOR SOCCER, I WANNA SAY THERE WERE 800 AND 900 MM-HMM.

BETWEEN, SO WE'VE GOT 1700 KIDS IN SOCCER.

IS THAT BOYS AND GIRLS? CORRECT.

YEAH.

AND THAT'S FOUR YEAR OLDS AND 16 YEAR OLDS.

SO DO WE, DO WE HAVE A PRETTY EQUAL DISTRIBUTION ACROSS THOSE AGE GROUPS? ARE THERE MOST OF 'EM YOUNG OR DARL WOULD HAVE A OR ALEX, LIKE SEVEN, EIGHT.

OUR BIGGEST.

THAT'S THE BIGGEST GROUP.

YEAH.

OKAY.

FIVE, SIX DEPEND ON YEAR.

ALRIGHT.

AND THEY GO DOWN AS THEY WEED OUT.

AS THEY GET OLDER.

YEAH.

GOTCHA.

MAKES SENSE.

SO THE FOUR YEAR 13.

BUT WE HAVE A PRETTY, PRETTY HEALTHY LEAGUE AT THE, AT ALL.

ABSOLUTELY.

ALL AGES.

OKAY.

ALRIGHT.

I'M NOT GONNA PRETEND TO TAKE ANY SPOT.

, I WANTED TO SEE YOU DO THAT.

TALK ABOUT BOGO, THE WORLD SERIES THIS SUMMER FOR DIXIE BOYS.

DIXIE.

YES.

SO THAT WAS PART OF OUR FIRST MEETING WAS TO START PLANNING THAT NOW.

SO THAT WE'RE READY.

I KNOW THAT SHANNON WAS REALLY INVOLVED IN THOSE ORGANIZATIONS.

SO, UM, THE NEXT PERSON IS GONNA BE YES.

OKAY.

EVAN.

EVAN HAS BEEN REACHING OUT TO THE ORGANIZATIONS TO MAKE SURE THAT WE'RE COMMUNICATING AND PARTICIPATING IN WHAT NEEDS TO HAPPEN.

HELLO.

HELLO.

UM, THE POOLS.

SO FOR OUR BATTERY CREEK POOL, OUR HOURS ARE TUESDAYS AND THURSDAYS, EIGHT TO 12, ONE TO SEVEN.

SATURDAYS FOR OUR INFLATABLES ARE 10 30 TO FOUR 30.

WE HAVE OUR SCHOOL SWIM LESSONS, WHICH ARE MONDAY THROUGH THURSDAYS, NINE TO 12.

OUR SWIM TEAM RIGHT NOW IS THE FIN SWIM TEAM, TUESDAYS AND THURSDAYS FROM FOUR TO SIX 30.

AND THEN OUR PATRON CHECK-IN FOR SEPTEMBER.

IT WAS 662.

OCTOBER WAS 562, UM, WHICH IT WENT DOWN.

BUT THAT'S NORMALLY BECAUSE IT'S STARTING TO GET COLDER.

, DOES THAT PATRON COUNT INCLUDE THE SWIM TEAMS? YES, IT DOES.

AND HOW MUCH IS THE SWIM TEAMS OF THAT? UM, IT VARIES.

SO DURING SEPTEMBER TIME WE HAD OUR HIGH SCHOOL SWIM TEAM, UM, WHICH IS NOT ON HERE BECAUSE HIGH SCHOOL SWIM TEAM'S ALREADY DONE.

SO IT JUST VARIES ON WHICH SWIM TEAMS ARE AT WHICH POOLS.

I'M GONNA GIVE YOU A BREAK ON THIS.

AT WHAT POINT DID THE OUTDOOR POOL CLOSE AND DOES THAT COUNT TO THAT MARGIE? UM, THE OUTDOOR POOL CLOSES ON LABOR DAY WEEKEND.

MM-HMM.

, WHICH DOESN'T INCLUDE WITH THE BATTERY CREEK MARGIN.

OKAY.

OH, THIS IS JUST BATTERY CREEK.

THIS IS JUST FOR BATTERY CREEK.

CORRECT.

MY STUPID QUESTIONS ARE OVER .

UM, FOR OUR BEAUFORT POOL, WHICH IS ON LADIES ISLAND, UM, THE HOURS ARE MONDAY, WEDNESDAYS AND FRIDAYS FROM EIGHT TO 12, ONE TO SEVEN, WE HAVE A NEW WATER AEROBIC CLASS.

THE NEW TIME IS WEDNESDAYS FROM THREE 15 TO FOUR 30 AND FRIDAYS 10:00 AM TO 11:15 AM.

UM, THE SCHOOL SWIM LESSONS ARE MONDAY THROUGH THURSDAY, NINE TO 12.

UM, THE SWIM TEAM THAT'S AT THIS POOL RIGHT NOW IS DEFEND MONDAY, WEDNESDAYS AND FRIDAYS FOUR TO SIX 30.

AND THEN OUR CHECK-INS THEY'VE GONE DOWN AS WELL.

BUT FOR SEPTEMBER WAS 924.

OCTOBER WAS 806.

AND THEN OUR BLUFFTON POOL, BLUFFTON POOL IS MONDAY THROUGH FRIDAY, EIGHT TO 12, ONE TO SEVEN.

UM, SATURDAYS FOR THE INFLATABLES ARE 10 30 TO FOUR 30.

WE HAVE TWO DIFFERENT TYPES OF WATER AEROBICS.

WE HAVE OUR REGULAR WATER AEROBICS, WHICH IS MONDAY, WEDNESDAYS, AND FRIDAYS EIGHT 30 TO 9:30 AM AND DEEP WATER AEROBICS TUESDAYS AND THURSDAYS, TWO TO 2 45.

OUR SCHOOL SWIM LESSONS ARE MONDAY THROUGH THURSDAY AS WELL FROM NINE TO 12.

AND THEN THE FIN SWIM TEAM AT THE BLUFFTON POOL IS MONDAY THROUGH FRIDAY, TWO 30 TO 7:00 PM OUR CHECK-IN HERE IS FOR SEPTEMBER IS 1,176.

OCTOBER IS 1,967, WHICH HAS GONE UP 791.

THE REASON THAT THIS ONE HAS GONE UP IS BECAUSE ALL THE KIDS THAT WERE AT THE HIGH SCHOOL SWIM TEAMS JOINED THIS YEAR ROUND SWIM TEAMS. AND UH, WE HAD HAD AN ISSUE ABOUT

[00:45:01]

A YEAR, YEAR AND A HALF AGO WITH FINN'S IN TERMS OF ARE THEY HAPPY WITH THIS RELATIONSHIP? AS OF RIGHT NOW, YES.

THEY HAVEN'T SAID ANYTHING AND THEY ONLY, THEY ONLY OCCUPIED TWO LANES DURING THAT TIME.

IS THAT CORRECT? SO FOR BUFORT AND BATTERY CREEK POOL, YES.

THEY ONLY GET ONE TO TWO LANES FOR THE BLUFFTON POOL BECAUSE THAT IS THE BIGGEST, UM, PORTION THEY CAN GET.

IT VARIES BUT UP TO FOUR LANES.

AND WE HAVE, WHAT'S THE TOTAL NUMBER OF LANES? SIX LANES AT OUR POOL.

SIX LANES, OKAY.

MM-HMM.

, WE ALWAYS HAVE TWO LANES OPEN TO THE PUBLIC.

ONE OF THOSE NORMALLY IS WITH SWIM LESSONS.

SO WHATEVER WE AGREED TO BEFORE, THEY'RE STILL OPERATING UNDER THAT SAME AGREEMENT.

CORRECT.

OKAY.

AND THEN OUR OUTDOOR POOL IS CLOSED FOR THE SEASON.

WE OFFER DIFFERENT CLASSES AT OUR POOLS.

WE HAVE GROUP AND PRIVATE SWIM LESSONS.

THOSE ARE ALL YEAR ROUND STROKE IMPROVEMENT CLASSES, WHICH ARE FOR ADULTS.

THOSE ARE YEAR ROUND AS WELL.

WE OFFER CPR LIFEGUARDING AND WATER SAFETY INSTRUCTOR CLASSES.

ANY QUESTION FOR THE POOL? I, I HAVE A GENERAL QUESTION ABOUT THE CONTRACT WITH BEAUFORT COUNTY.

ISN'T THAT UP THIS YEAR? I THINK IT'S NOT.

WE HAVE A MEETING SCHEDULED FOR, I ACTUALLY GOT THE WORD THIS MORNING FOR MIDDLE END OF THIS.

I THINK IT'S THE END OF THE MONTH WITH DR. RODRIGUEZ AND SOME, UH, OF HIS ADMINISTRATION TO TALK ABOUT THAT.

'CAUSE WE'RE, WE'VE MADE SOME SIZABLE INVESTMENT LAST YEAR AND WE WANNA MAKE A WHOLE BUNCH MORE AND WE WANNA MAKE SURE THAT IT'S NOT, UH, OR NOT AND WE WANNA MAKE SURE WE CONTINUE ALL THESE PROGRAMS. SO I FEEL LIKE WE'RE GONNA HAVE A GOOD MEETING TO CONTINUE ON THAT, THAT WILL HAPPEN ONE ON ONE OR PROBABLY FIVE ON FIVE, UH, THIS MONTH.

OKAY.

UM, AND THEN, UH, FOLLOWING UP ON THAT, AND THIS, THIS IS DOESN'T, THIS INCLUDES THE POOLS, BUT HAS THERE BEEN ANY, AND I KNOW YOU'RE JUST IN THERE SHORT TERM, BUT IS THERE ANY DISCUSS, WAS THERE ANY DISCUSSION OF THIS? WE'VE, WE'VE HAD, WELL YOU'LL SEE IN THE FUTURE IF WE GO OUT FOR A, A CAPITAL PROJECTS PENNY WOULD BE FOR MAJOR IMPROVEMENTS IN THE AQUATICS AREA.

RIGHT, RIGHT.

BUT EVEN WITHOUT THAT, WE KNOW WE NEED TO INVEST HEAVILY, WHETHER IT'S IN EXISTING OR NEW FACILITIES.

AND THAT'S, UM, A HIGH PRIORITY FOR THE COUNTY.

OKAY.

DO YOU KNOW WHAT WE PAID FOR THIS? I DO NOT.

OKAY.

ALRIGHT.

WELL IT WOULD BE GOOD.

I MEAN, BUT I'LL FIND OUT FOR YOU.

YEAH, BUT WELL, IT, IT IS, IT WOULD BE IN A LINE ITEM I PRESUME IT WOULD BE ALLOCATED TO IN THE BUDGET.

SO, UM, UH, WHAT I'M LOOKING FORWARD TO, WE TALKED ABOUT THIS, UH, YOU AND I TALKED ABOUT IT AND SOME OF US SAYS AS WELL IS, UM, IN THE PREVIOUS, UM, YEARS UP UNTIL PRE JUST PRE COVID, UM, WE WOULD GET THAT BUDGET THAT YOU SPOKE ABOUT AND WE WOULD BE ABLE, 'CAUSE IT'S IMPORTANT FOR US, I THINK, TO UNDERSTAND WHAT RECREATION IS COSTING IN THE COMMUNITY.

AND NUMBER TWO, WHAT ARE THE FUNDING MECHANISMS FOR THAT.

UM, YOU KNOW, YOU'VE GOT TAXES, WE'VE GOT IMPACT FEES THAT ARE SITTING IN VARIOUS AREAS OF THE COUNTY.

ONE OF THE THINGS THAT THIS POINTED OUT, WHICH WE ALL KNEW, IS THERE'S A, UH, THERE'S A, UH, UH, A DIFFERENCE, UH, EQUITY DIFFERENCE AT NORTH END PRIMARILY THROUGH IMPACT FEES, THINGS OF THAT NATURE.

BUT WE NEED TO UNDERSTAND, UM, WHAT IT TRULY COSTS TO FUND ALL THESE THINGS SO WE CAN MAKE THOSE DECISIONS ABOUT QUALITY THAT YOU MENTIONED.

THAT'S RIGHT.

AND SO, UH, ON THE IMPACT FEE SIDE, THOSE WE'VE JUST THIS YEAR SIGNED NEW AGREEMENTS WITH ALL THE DIFFERENT MUNICIPALITIES FOR DIFFERENT IMPACT FEES, WHETHER IT'S FOR LIBRARIES OR SCHOOLS OR LIBRARIES OR PARKS OR TRANSPORTATION.

SO I, WELL, MAYBE IN A FUTURE MEETING I'LL HAVE SOMEBODY WHO SET THOSE UP COME TALK ABOUT THAT OR AT LEAST GET IT AGAIN, BACK INTO DIGESTIBLE BUCKETS OF WHAT WE HAVE IN WHAT BUCKET FOR WHAT PURPOSES.

RIGHT.

MAKES SENSE.

THANKS AMY.

YOU'RE WELCOME.

, THAT'S NOT ALL ANNIE DOES.

SHE'S ALSO BEEN TASKED WITH MAKING SURE THAT ALL OF OUR FACILITIES HAVE ACTIVE AND WITHIN DATE AEDS THAT ALL OF OUR STAFF IS TRAINED TO USE THOSE AEDS THAT EVERYBODY IS CPR TRAINED.

SO SHE SUPPORTS THE WHOLE TEAM IN THOSE AREAS AS WELL.

SO I'M THANKFUL FOR HER AND FOR THAT, WHAT ELSE DO WE HAVE? IS THAT ABOUT IT? LET'S SKIP TO THE END OF THE REPORT.

DID WE, UH, DID YOU PUT UP THE PROPOSED MEETING DAYS ANYWAY? IF, IF I, I THINK YOU SENT OUT MY EMAIL AND CONTACT, BUT IF YOU WANT TO, OR I CAN GRAB, UH, CARDS BEFORE I GET OUTTA HERE AND HAND 'EM TO YOU GUYS.

SO YOU CAN CALL OR EMAIL AND, UH, TELL THE STAFF THE SAME THING AS, YOU KNOW, I MIGHT NOT ANSWER

[00:50:01]

THE CELL PHONE RIGHT AWAY, BUT IT'S NOT BUGGING ME TO CALL ME TO ASK SOME QUESTIONS OR GIVE SOME INPUT.

WELL, I JUST WANNA SAY THAT I, I'M NOT DAY TO DAY WITH HANK.

HANK AND I HAVE MET ONE TIME PRIOR TO THIS MEETING.

UH, I CALLED HIM, UH, AND WE WENT OUT TO LUNCH TO DISCUSS THE ROLE OF THIS BOARD.

AND HE'S VERY RESPONSIVE AND, UH, HE'S A PEOPLE PERSON.

AND UH, YOU KNOW, JUST AS HE SAID EARLIER, I MEAN, WE'VE GOT A, UH, WE'VE GOT A REC DEPARTMENT NOW THAT IS FIVE TIMES AS BIG AS IT WAS WHEN, YOU KNOW, 10 YEARS AGO.

YEAH.

AND SO, UM, WE HAVE TO TAKE A LITTLE DIFFERENT APPROACH, UH, TO THAT.

UM, SO I THINK HE'S THE RIGHT MAN FOR THE JOB.

WE'RE LUCKY TO HAVE HIM JUST AS WE'RE LUCKY TO HAVE ALL OF YOU AS EMPLOYEES.

UM, CAN YOU COMMENT AT ALL ABOUT THE HIRING PROCESS? WHERE YOU STAND, AT LEAST IN TERMS OF THE DIRECTORSHIP, WHAT YOU'RE LOOKING FOR AND, UH, YOU KNOW, A COUPLE THINGS.

UM, FIRST IS I'M MAKING SURE THAT THE JOB DESCRIPTION TELLS THE STORY OF WHAT WE'RE REALLY LOOKING FOR.

UH, WHAT IT WAS WRITTEN BEFORE WAS NOT, UH, I THINK IT'S BECAUSE THE DEPARTMENT JUST KIND OF GREW AND IT JUST KIND OF BECAME WHAT IT IS, WHICH IS GREAT.

WE'RE IN A GREAT SPOT.

UM, BUT I WANNA MAKE SURE THAT WE ATTRACT THAT RIGHT PERSON BY SAYING THE RIGHT THINGS.

AND BACK TO, IN A DECIPHERABLE LANGUAGE, NOT JUST HR SPEAK, UH, TO FIND THE PERSON WITH SOME VISION.

WE NEED IT, WE HAVE OPERATORS, WE NEED THE, THE, THE DIRECTOR TO BE AN OPERATOR, BUT WE ALSO NEED THEM FOR ANOTHER CHEESY BUSINESS LINE TO BE ABLE TO WORK ON THE BUSINESS AND NOT ALL NECESSARILY ALWAYS IN THE BUSINESS.

SO THAT WE CAN LOOK AT WHAT OUR LONG-TERM FACILITY GOALS ARE.

WE CAN LOOK AT HOW WE START AND TRY NEW PROGRAMS OR BUILD NEW PARTNERSHIPS.

SO THE FIRST, WE'LL PROBABLY POST THE POSITION HERE IN THE NEXT WEEK, SO WE'RE NOT GONNA LET TIME SLIDE BY.

I JUST WANNA MAKE IT RIGHT.

I ALSO, WHEN YOU TALK ABOUT THIS DEPARTMENT, HOW FIVE TIMES BIGGER THAN IT WAS.

I WOULD TELL YOU IT'S THE BIGGEST DEPARTMENT.

IT, UH, AND I'M ADVOCATING INTERNALLY WITH ADMINISTRATION THAT IT IS, AND IT'S SUPPORTED THROUGH THE BUDGET AND IT CAN BE EVEN MORE BECAUSE IT TOUCHES PROBABLY THE MOST PEOPLE.

AND SO WE WANT TO CONTINUE TO PUSH THE VALUE, WHETHER THAT'S THE PERSON WE HIRE OR THE FACILITIES WE BUILD AND MAINTAIN, BUT ALSO, UH, JUST THE OVERALL PROGRAM SO THAT WE, THAT'S WHY WE NEED FOR SOMEBODY I'LL, I'LL REACH OUT TO WHOEVER YOU GUYS, UH, CHOOSE TO BE ON OUR TEAM.

WE'RE NOT GONNA WRITE IN TERMS OF THE, ON THE, ON THE INTERVIEW GROUP.

YEAH.

NOW PHIL HAS A BACKGROUND IN PARKS AND REC.

IS THAT CORRECT, PHIL? YEAH.

SO 31 YEARS.

YEAH.

SO, SO I WOULD THINK THAT PHIL, UH, WOULD PROBABLY BE A GOOD PERSON TO SIT ON THAT.

GOOD.

UH, I THINK RENIX WOULD BE A GOOD ONE AS WELL.

SO, UM, IT JUST REALLY ALL DEPENDS WHERE, WHO HAS THE MOST TIME TO DO THAT.

UM, ARE YOU WILLING TO DO THAT? NO, I, I'LL DO IT.

YEAH.

OKAY.

DO YOU HAVE A PROBLEM WITH THAT? THAT'S FINE.

OKAY.

AND THE GOOD, THE GOOD PART IS THIS IS A BIG DEPARTMENT, A BIG OPERATION WITH RESOURCES.

AND I FEEL LIKE IF POST PROPERLY I'VE ALREADY, IT'S GONNA BE ATTRACTIVE.

UM, I'VE HAD PEOPLE CALL ALREADY FROM ALL OVER THE STATE SAYING, HEY, I KNOW SOMEBODY.

OR I SAID, I, I, I DON'T TALK, DON'T, WE'RE GONNA POST IT.

YOU GO, WE'RE GOING THROUGH THE PROCESS .

SO, BUT THE GOOD PART IS PEOPLE ARE, THAT INTEREST IS THERE.

AND I THINK THEN IF WE CAN GET THE RIGHT PERSON IN THE RIGHT PLACE WITH THE RIGHT SUPPORT, THEN WE CAN TAKE THE MORE STEPS.

GOOD.

SO OUR NEXT MEETING'S GONNA BE JANUARY 11TH.

UH, WAIT MINUTE THOUGH.

THE, THE PROPOSED MEETING DATES WE GOT SAYS JANUARY 11TH.

YEAH, THAT'S, THAT HAPPENED AFTER THAT.

OKAY.

OKAY.

SO THE FOURTH IS CORRECT.

WE, WE TYPICALLY, 11TH IS CORRECT.

WE TYPICALLY MEET THE FIRST, UM, THURSDAY.

AND, UH, THERE WERE A COUPLE, UH, UH, CONFLICTS.

ONE BEING JANUARY, WE FELT LIKE THE FOURTH WAS TOO CLOSE TO THE NEW YEAR.

AND THEN, UH, THE OTHER DATE WAS JULY 4TH.

AND, UH, WE DECIDED THAT PROBABLY WOULDN'T BE A GOOD DAY FOR A MEETING.

THERE'S SOMETHING ELSE TYPICALLY GOING ON THAT DAY.

YEAH.

SO THAT'S WHERE WE WENT TO THE 11TH.

SO DO THESE DATES LOOK GOOD? WE CAN FORMALLY APPROVE 'EM.

WELL, WE'RE GONNA, WE'RE GONNA BE HERE ON THE 11TH, SO YEAH.

ALL IN FAVOR OF THE, SOMEONE GIVE ME A MOTION TO ACCEPT THIS, UH, CALENDAR.

MOTION TO ACCEPT CALENDAR PLEASE.

ALL IN FAVOR? AYE.

OPPOSED? OKAY.

ALRIGHT, GOOD.

AND THEN THESE THINGS THAT WE WOULD NEED A QUORUM TO VOTE ON FOR FEES OR WHATEVER, WE WILL, UM, WE'LL ADDRESS THAT WHEN, UM, AT OUR NEXT MEETING.

I GUESS.

UM, THE, UM, I THINK THERE'S A MISCONCEPTION TOO ABOUT EX OFFICIO MEMBERS BEING NON-VOTING MEMBERS IN THE BOARD.

OKAY.

AND

[00:55:01]

MY UNDERSTANDING OF THAT IS, IS THAT THEY'RE EX-OFFICIO MERELY BECAUSE THEY COME FROM A PARTICULAR POSITION, MEANING CARLOS FROM BEAUFORT COUNTY AND THE OTHER FROM THE MILITARY.

SO WE'RE GONNA HAVE TO, SO AS FAR AS I'M CONCERNED, THEY SHOULD BE VOTING MEMBERS OF THIS COMMITTEE.

UH, I DON'T, I THINK THERE WAS SOME UNDERSTANDING THAT THEY WEREN'T, BUT THE LEGISLATION DOESN'T SUPPORT THAT, THAT DEFINITION DOESN'T SUPPORT THAT.

SO, AND I KNOW THAT I DID HAVE A CONVERSATION WITH CARLOS AND THE FACT THAT HE FELT HE WAS A NON-VOTING MEMBER, FELT LIKE, YOU KNOW, HE REALLY DIDN'T HAVE ANY PLACE HERE.

AND AS YOU AND I DISCUSSED, I THINK THERE NEEDS TO BE A CLOSER RELATIONSHIP WITH THE SCHOOL DISTRICT.

AND SO, UM, I WAS HOPING HE WOULD BE HERE TODAY.

HE DID HAVE A CONFLICT, BUT, UM, UM, WE'RE GONNA HAVE TO DETERMINE IF WE CAN GET A MEMBER FROM THE MILITARY.

UH, IF BILL IS NO LONGER THERE.

I CAN TELL YOU OVER THE LAST YEAR, THE RELATIONSHIP WITH THE SCHOOL DISTRICT JUST OVERALL HAS BEEN A LOT BETTER WITH EVERYTHING FROM, UH, SETTING OWN BUDGETS AND NOT THE COUNTY NOT, UH, IS SUPPORTING THEM BEING AUTONOMOUS.

JUST, I THINK JUST THE OVERALL SPIRIT OF TEAMWORK IS BETTER.

AND I THINK THAT WE CAN FOSTER THAT ALSO INTO, AS WE, UH, DEVELOP FACILITIES, HOW DO WE DO THAT TOGETHER? WELL, AND THE MAJORITY OF OUR PARTICIPANTS COME OUT OF THE SCHOOL SYSTEM.

EXACTLY.

RIGHT.

SO, GOOD.

DOES ANYBODY HAVE ANYTHING ELSE GOOD FOR THE CAUSE? WELL, I WOULD SUGGEST THAT AS FAR AS THE TWO POSITIONS, YOU TAKE THE EX OFFICIO OFF THE NAME AND JUST SAY THE REPRESENTATIVES OF THE SCHOOL DISTRICT, REPRESENTATIVES OF THE MILITARY YEAH.

AND MAKE 'EM FULL MEMBERS THAT WAY.

AND THEN YOU DON'T HAVE A OR A CONCERN.

YEAH.

SO, UM, THAT WOULD, WE WOULD HAVE TO CHANGE THE LEGISLATION.

THAT'S WHAT I'M, BUT I BELIEVE WHEN YOU, AND AGAIN, I HAD A MISCONCEPTION AS WELL, BUT EX OFFICIO MERELY MEANS WHERE THEY CAME FROM BY POSITION.

THAT'S ALL THAT MEANS.

GOTCHA.

SO THEY'RE, THEY SHOULD BE FULL VOTING MEMBERS.

I DON'T THINK THAT'S, I GET THAT CONFIRMED.

JUST SO THAT EVERYBODY'S PROTECTED.

YEAH.

ANYTHING ELSE? MOTION TO ADJOURN.

SO MOVED.

ALL IN FAVOR? AYE.

AYE.

ALRIGHT, WELL THANK YOU JUDGE.

THANKS EVERYBODY FOR BEING HERE.

WE APPRECIATE WHAT YOU DO.
