[00:00:25]
OKAY, LADIES AND GENTLEMEN, WE ARE CALLING THIS MEETING TO ORDER.
COULD WE ALL STAND FOR THE PLEDGE AND THE PLEDGE PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, LIBERTY, AND JUSTICE FOR ALL.
SO WE'LL DO INTRODUCTIONS NOW.
CARRIE, WOULD YOU LIKE TO SAY, UM, WHO YOU ARE AND WHAT DISTRICT YOU'RE FROM? YES, MA'AM.
UH, I'M UNFORTUNATELY ALWAYS THERE, BUT, UH, CARRIE THOMAS, AND I'M DISTRICT TWO.
TRACY ROBINSON, DISTRICT FOUR.
LYNN MILLER, DISTRICT 10 JAGA, DISTRICT 11.
JANINE MUER, DISTRICT NINE, JANA PORTER, DISTRICT EIGHT.
ROSALIE RICHMOND, DISTRICT SEVEN.
CHUCK ATKINSON COUNTY ADMINISTRATION.
ANN MARIA, CABERNET COUNTY COUNCIL, DISTRICT SIX, LIAISON TO MY LIBRARY BOARD.
I'VE GOT JOSH GREER, OUR DEPUTY DIRECTOR WITH US, AND KYLA COPE, OUR BROADCAST SERVICES TECHNICIAN JOINING US TODAY.
IS THAT WHAT YOUR NANCY BERRY.
UH, IS THERE, LET'S SEE, IS THERE ANY PUBLIC COMMENT? DO YOU HAVE ANY PUBLIC COMMENT? NO.
UH, NEXT WE WILL HAVE THE APPROVAL OF THE MINUTES.
UH, IS THERE A MOTION TO APPROVE THE MINUTES FROM MAY? THANK YOU, BERNIE.
ALRIGHT, IS THERE ANY DISCUSSION, ANY CHANGES? NO.
THERE'S NO CORRESPONDING OR MEMBERSHIP INFORMATION, UH, THE LIBRARY DIRECTOR'S REPORT, BUT I JUST WANT TO FIRST COMMEND YOUR STAFF AND THE DIRECTOR FOR, UH, UH, FOR YOUR DILIGENCE AND SUCCESS IN TRANSITIONING OVER TO A WHOLE NEW LIBRARY SYSTEM, WHICH EVOLVED EVERYTHING.
SO, UM, I KNOW YOU'RE STILL WORKING OUT ALL THE LITTLE DETAILS, BUT WHAT A MONUMENTAL JOB AND WHAT A GREAT JOB ALL OF YOU HAVE DONE.
I'LL, I'LL TALK ABOUT THAT IN MY REPORT AS WELL.
UM, I'D LIKE TO PIGGYBACK ON THAT AND, AND IT'S BEEN A VALIANT EFFORT BY OUR STAFF AS WELL AS, UM, ALL OF SC LYNN'S, UH, EXECUTIVE COMMITTEE TRYING TO MAKE SURE THAT EVERYBODY HAS WHAT THEY NEED, BUT I'M, I MUST ALSO COMMEND OUR PUBLIC.
UM, IT'S NOT EASY FOR US TO CHANGE, AND WE DON'T TAKE THE CHANGE THAT WE'VE MADE YOU DO
UM, AND WE KNOW THAT IT'S DIFFERENT WHEN, UH, LOGGING INTO YOUR ACCOUNT LOOKS DIFFERENT OR DOESN'T WORK THE WAY YOU THOUGHT IT WAS, OR THINGS AREN'T THERE WHERE YOU THINK THEY ARE.
BUT WE'VE, WE'VE BEEN ENCOURAGED BY SOME POSITIVE FEEDBACK.
PEOPLE ARE COMMENTING THAT THE NEW SYSTEM IS FASTER, THAT IT LOOKS PRETTIER
AND THAT IT'S EASIER TO NAVIGATE.
UM, AND SO, AND WE'RE STILL TRYING TO, UM, HELP IN THE, IN MITIGATE THE ISSUES THAT ARE, THAT ARE COMING UP.
BUT, UM, I, I WOULDN'T WANNA, UH, PASS ON THE ACCOLADES THAT YOU PROVIDED TO US WITHOUT ALSO PUTTING, UM, SOME ENCOURAGEMENT AND SOME APPRECIATION TO ALL OF OUR LIBRARY CARD HOLDERS WHO HAVE MADE THAT JUMP WITH US.
SO, JUST WANNA PUBLICLY SAY THAT TO OUR VIEWERS TONIGHT.
SO, UM, I APOLOGIZE FOR, UM, THE FOLKS ON MY LEFT, THE SCREEN'S BEHIND YOU IN THIS ROOM,
BUT, UM, THERE WILL BE SOME INTERESTING PHOTOS THAT YOU MIGHT WANNA TURN YOUR HEADS FOR.
UM, AND LET ME GO INTO MY UPDATE, UM, TODAY, IF IT'LL, SO WE ARE, UM, IN THE MIDDLE OF SUMMER READING STARTED IN JUNE.
IT GOES ALL THE WAY THROUGH JULY 31ST.
SO THERE IS STILL A LITTLE BIT OF TIME TO TURN IN YOUR COMPLETED GAME BOARDS.
I, I'VE JUST, I JUST TURNED MINE IN TODAY.
AND I WILL BE THE PROUD OWNER OF A READER REWARD CARD.
I DO HOPE TO GET A FREE SOMETHING AT ONE OF OUR SPONSORS.
SO I ENCOURAGE YOU TO DO THE SAME.
I WILL, UH, ALSO BE COLLECTING
[00:05:01]
MY, I HAVE NO SHELF CONTROL TOTE BAG, WHICH IS THE ADULT PRIZE WINNER, UH, UH, GET, UH, FOR COMPLETING PARTICIPANTS WITH SUMMER READING.I WANNA SHOW YOU A LITTLE BIT ABOUT WHAT WE DO DURING THE SUMMER.
UM, HE DOES, HE COMBINES JUGGLING CIRCUS SKILLS, COMEDY AND READING, ENCOURAGEMENT IN THE PHOTO, I HOPE YOU CAN SEE HE JUGGLED THESE BOXES OR THESE BLOCKS.
AND THEN AT THE END, HE PUT 'EM ALL TOGETHER AND MADE, UH, THE SAYING BE KIND AND READ BOOKS.
AND HE BALANCED THAT ALL IN HIS CHIN
UM, AND IN ADDITION TO BALANCING HIMSELF ON THE LADDER AND BY, IN ALL KINDS OF INTERESTING THINGS, HE DID THAT AT FOUR OF OUR LIBRARIES IN THE BEGINNING OF JUNE.
AND WE HAD 87 ATTEND AT HILTON HEAD, 42 AT ST.
AND I DON'T HAVE THE FIGURES FROM LOKO, BUT ALL TOTAL AT THIS POINT, 252 CHILDREN THIS SUMMER GOT TO EXPERIENCE HIS CIRCUS AND JUGGLING FEATS.
I CAN'T THANK OUR FRIENDS OF THE LIBRARY ENOUGH FOR HELP SPONSORING THAT AT EACH OF THOSE BRANCHES.
HERE'S ANOTHER HERE HE IS JUGGLING.
THIS IS IN LA VICO, BY THE WAY, PACKED IN THAT FRONT ROOM.
UM, HE HAD TO DO TWO SHOWS TO ACCOMMODATE THE CROWDS.
UM, SO HE'S THERE, HE'S JUGGLING WITH ONE OF OUR, UM, BRAVE PARTICIPANTS.
AND EVENTUALLY HE WOULD BALANCE HIMSELF ON THE, UM, THE PLATFORM THAT YOU SEE IN THE DISTANCE ON, ON A, UM, UH, A BALANCE BOARD WHILE ALSO SPINNING A BALL ON HIS HEAD, JUGGLING THE, UM, THE PROFESSIONAL JUGGLING, UM, UH, WHAT ARE THEY? WHATEVER THEY'RE CALLED.
AND, AND ALSO TRYING NOT TO FALL
THOSE KIDS LOOK LIKE THEY WERE JUST AMAZED.
THEY HAD, HE HAD THEIR ATTENTION.
UH, WE FOLLOWED UP, UH, TODD KEY JUGGLING WITH YASU ASHITA, WHO PROVIDED A JAPANESE MAGICAL JOURNEY.
SO HIS PROGRAM FEATURED JAPANESE FOLK TALES, ORIGAMI, JAPANESE MUSIC AND MAGIC.
THIS IS, YOU SEE THE CROWD HERE AT BLUFFTON.
UH, WE ALSO HAD HIM AT LOCO ST.
HELENA BUFORT AND, UM, HILTON HEAD.
SO I DO HAVE ALL THE ATTENDANCE THERE.
LISTED 110 PEOPLE AT BLUFFTON, 76 AT ST.
HAD 46 AT OUR BUFORT LOCATION AND 38 AT LA VICO.
SO ALL TOLD ABOUT 322 KIDS WITH ACCOMPANYING ADULTS.
GOT TO ENJOY JAPANESE JOURNEY THROUGH MAGIC.
ISN'T THAT WE ALSO, IN JUNE, HAD THE OPPORTUNITY TO CELEBRATE THE LOKO BRANCH LIBRARY'S 20TH ANNIVERSARY.
YOU CAN SEE WE HAD A PHOTO OP, UM, AS WELL AS, UM, BUBBLE BLOWING IN THE PRESCHOOL BUS, UM, ALL ACCOMPANYING, UH, THE EXCITEMENT OF THAT DAY.
IT WAS REALLY FUN TO SEE, UM, PEOPLE WHO HAD BEEN THERE AT THE BEGINNING ON OPENING DAY 20 YEARS AGO.
THEY CAME BACK JUST FOR THE OCCASION AND, AND WANTED TO, TO SEE WHAT HAD HAPPENED TO THE PLACE.
AND WERE VERY EXCITED TO SEE SO MANY PEOPLE WHO LOVE THE LAKO LIBRARY, AS DO WE.
VAN, DID YOU BLOW BUBBLES? I DIDN'T BLOW BUBBLE.
OUR BLUFFTON LIBRARY THIS SUMMER HAD A, A REALLY INTERESTING BAD ART PROGRAM.
SO THOSE ARE THE PEOPLE MAKING THEIR QUOTE, BAD ART.
UM, UM, FOR THIS PARTICULAR PROGRAM, THEY, A LOT OF FUN WAS HAD BY THOSE THAT TOOK PLACE, THAT PARTICIPATED.
AS I'VE MENTIONED IN THE BEGINNING, OUR, OUR THEME FOR THE SUMMER IS ALL TOGETHER NOW, AND WE'RE TRYING TO REALLY, UM, CONNECT PEOPLE ALL ACROSS THE COMMUNITY.
AND SO OUR HILTON HEAD LIBRARY CONTACTED MEALS ON WHEELS AND ENCOURAGED ALL OF OUR LIBRARY GUESTS AT THE HILTON HEAD LIBRARY TO CREATE A CHEER FOR CARD THAT WILL GO WITH, UM, A MEAL DISTRIBUTION.
WE WERE ASKED FOR 144, BUT THE HILTON HEAD LIBRARY SHOWED UP WITH 212.
SO THANK YOU TO OUR HILTON HEAD LIBRARY GUEST FOR ADDING SOME CHEER AND COLOR TO THESE, UM, CARDS THAT WILL BE DISTRIBUTED THROUGH MEALS ON WHEELS DELIVERIES.
SO WHAT WE'RE GONNA FINISH THE SUMMER WITH A BANG, LITERALLY BIG BANG BOOM.
IT'S A CHILD FAMILY FRIENDLY ROCK GROUP THAT, UM, MIXES, UH, MUSIC WITH PLAY AND ENCOURAGING READING AT THE SAME TIME.
SO, BECAUSE THEY ARE A HIGH ENERGY SHOW, THEY'RE GOING TO BE OUTSIDE ON OUR LAWN HERE AT THE BLUFFTON LIBRARY ON SATURDAY, JULY THE 29TH, AND THEN AT WATERFRONT PARK IN DOWNTOWN BEAUFORT ON SATURDAY, JULY 29TH IN THE AFTERNOON.
SO IF YOU WANNA SEE A KITTY ROCK BAND WHO, WHO PROMISES TO PLEASE
[00:10:01]
ALL AGES, FEEL FREE TO POP IN AT ONE OF THOSE LOCATIONS.UH, IN, IN OUR NEXT, IN OUR SEPTEMBER MEETING, WE'LL, WE'LL BE SURE TO GIVE YOU A FULL RECAP ON ALL THE FUN THAT SUMMER HAS BEEN, AND, UH, GIVE YOU THOSE STATS THAT YOU WANNA SEE.
UH, LAST YEAR OUR NUMBERS WERE 2001 PEOPLE WHO COMPLETED THE PROGRAM, AND I'M, MY STAFF KNOWS THAT I, I'M ASKING FOR 4,000, BUT I'LL SETTLE FOR 2002, JUST AS LONG AS WE'RE BETTER THAN, THAN LAST YEAR.
BUT ALL, ALL THINGS INDICATE, UH, ANOTHER STELLAR YEAR OF PARTICIPATION IN SUMMARY.
SO LET ME MOVE ON, UM, AS, AS, AS AS I HAVE BEEN DOING, I WILL UPDATE YOU, UM, NOW BASED ON OUR, OUR THEMES OF OUR STRATEGIC PLAN, THE GOALS THAT WE'RE TRYING TO MEET.
SO I'LL START WITH GOAL NUMBER ONE, WHICH IS USER EXPERIENCE.
AS, AS LYNN MENTIONED, EARLY IN THE MEETING, WE HAVE NOW SUCCESSFULLY MIGRATED FROM CCY DEX, UH, FROM EVERGREEN TO CCY DEX.
I KNOW TO MOST PEOPLE, THOSE COMPANY NAMES DON'T REALLY MEAN THAT MUCH, BUT IT IS ONE SOFTWARE SYSTEM TO ANOTHER SOFTWARE SYSTEM.
AND IT IS A COMPLETE OVERHAUL OF, OF EVERYTHING WE DO BEHIND THE SCENES, AS WELL AS WHAT PEOPLE DO TO PLACE BOOKS ON REQUEST AND MANAGE THEIR ACCOUNT FROM HOME.
SO WE DON'T TAKE THAT LIGHTLY.
UM, TO SAY THAT IT WAS FLAWED AS TRANSITION WOULD BE INACCURATE.
UH, THERE WERE SOME HICCUPS ALONG THE WAY EARLY ON, MANY OF THOSE THINGS HAVE BEEN RESOLVED.
THERE ARE STILL A FEW MORE THINGS IN THE TECHNOLOGY PIECES OF IT, IN THE DATA PARTS THAT WE'RE TRYING TO RESOLVE.
SO THAT, UM, THE, THAT THE SYSTEM WORKS SEAMLESS.
BUT FOR THE MOST PART, PEOPLE ARE ABLE TO LOG ONTO THEIR ACCOUNT.
THEY'RE ABLE TO PLACE ITEMS ON HOLD, AND OUR STAFF ARE LEARNING HOW TO NAVIGATE THE INTERFACE IN THE, ON THE HORIZON IS AN SC LENS APP THAT I THINK WILL, UH, BE RECEIVED WITH RAVE UH, REVIEWS AND APPRECIATION.
AND I THINK THAT WILL ALSO, UM, FURTHER INCREASE, UM, THE POSITIVE USER EXPERIENCE THAT WE'RE GOING AFTER.
AND THEN SOMETHING I'M VERY EXCITED TO, TO TELL YOU A LITTLE BIT ABOUT IS, UM, AT OUR BEAUFORT LIBRARY FOR LONGER THAN 40, 20 YEARS, PEOPLE HAVE ASKED ABOUT PARKING
MANY OF YOU HAVE ASKED ABOUT PARKING.
UM, AFTER MANY, MANY TALKS BETWEEN MANY ADMINISTRATORS AND COUNTY EMPLOYEES, CITY OFFICIALS, ELECTED OFFICIALS AT LONG LAST, DUE TO THE EFFORTS OF DR.
VERNICK AND MR. ATKINSON, AS WELL AS OUR, UM, COLLEAGUES AT THE CITY OF BEAUFORT, WE FINALLY HAVE A PILOT PROGRAM TO PROVIDE A PARKING TOKEN TO LIBRARY VISITORS WHO ARE, UM, VISITING FOR, UM, VERY SPECIFIC REASONS.
SO THE CITY OF BUFORT GAVE US PARKING TOKENS, WHICH EQUAL ONE HOUR OF FREE PARKING.
AND OUR STAFF ARE, UH, ALLOWED TO PROVIDE THOSE TO SOMEBODY WHEN THEY REGISTER FOR A LIBRARY CARD, WHEN THEY ATTEND A LIBRARY PROGRAM, UM, WHEN THEY VOLUNTEER AT THE LIBRARY, IF THEY'RE RESEARCHING IN THE BUFORT DISTRICT COLLECTION ON THE SECOND FLOOR, OR IF THEY ARE VERY UPSET AND COMPLAIN ABOUT PARKING
THOSE ARE THE CONDITIONS IN WHICH, UM, WE WILL PROVIDE, UM, A, A TOKEN TO, TO HELP EASE THEIR FRUSTRATIONS AND ALSO TO HELP MAKE IT MORE ACCESSIBLE FOR THEM TO VISIT THE LIBRARY AND USE THE LIBRARY AS RESOURCES.
LAST, LAST MONTH WAS THE FIRST MONTH OF THE PILOT BEGAN JUNE ONE.
IT WILL GO THROUGH AUGUST 31ST.
WE GAVE JUST UNDER 300 TOKENS AWAY.
SO WE STILL HAVE, WE STILL HAVE MORE, PROBABLY NOT SHOCKING FOR YOU TO, TO KNOW THAT THE, THAT IT HAS BEEN WELL RECEIVED
ANY QUESTIONS ABOUT THE PARKING PO PILOT PROJECT BEFORE I MOVE ON? SO WHEN YOU PARK YOUR CAR, YOU HAVE TO WALK INSIDE AND GET A TOKEN.
YOU DO HAVE TO, THEY'RE NOT GONNA GIVE YOU A TICKET BETWEEN
SO IT'S MORE OF A REWARD PROGRAM IN THAT YOU'RE BEING REWARDED FOR USING THE LIBRARY AND YOU CAN USE THAT ON YOUR NEXT VISIT OR LATER ON THAT SAME DAY.
SO THOSE ARE THE PARAMETERS OF THE, UH, THAT I JUST MENTIONED.
AND, AND WHAT'S THE MAJOR WAY WE'RE GONNA MEASURE WHETHER THIS IS SUCCESSFUL AND WE WANNA KEEP IT WHAT'S, SO WE'RE TRACKING HOW MANY, UM, TOKENS TOTAL WERE GIVEN AND HOW MANY FOR EACH, UH, REQUEST, WHETHER IT PROGRAM OR COMPLAINT OR, UH, VOLUNTEER.
[00:15:01]
AND THEN ALSO COLLECTING ANECDOTAL FEEDBACK AS WELL.SO IS THERE ANY INDICATION SO FAR THAT BASED ON THOSE EVALUATIONS THAT THE PROGRAM THAT THE PRO PILOT HASN'T BEEN SUCCESSFUL? I THINK BASED ON THE INITIAL FEEDBACK, IT'S SAFE TO SAY IT'S BEEN SUCCESSFUL ALREADY.
THAT WOULD BE ON THE CITY TO TRACK.
AND I, AND THE TOKENS ARE THE SAME ACROSS THE LIBRARY OR, UM, OTHER, OTHER BUSINESSES ON BAY STREET ALSO PARTICIPATE IN THAT.
SO THERE'S NOT A WAY WHEN THEY RETRIEVE THEM OUT OF THE METERS THAT THEY CAN TELL THAT IT WAS GOTTEN AND USED AT BY A LIBRARY PATRON.
SO I WANTED TO GIVE YOU A LITTLE SCREENSHOT IN CASE YOU HADN'T SEEN IT.
THIS IS OUR NEW, UH, LOOK TO OUR CATALOG, OUR ONLINE CATALOG.
UM, IT ALLOWS YOU TO SEARCH STILL ALL OF SOUTH CAROLINA LYNNS, YOU CAN NARROW YOUR SEARCH TO JUST BEAUFORT COUNTY LIBRARIES.
UM, AND IT ALLOWS YOU TO MANAGE YOUR OWN ACCOUNTS, SEE HOW MANY ITEMS YOU HAVE CHECKED OUT, UM, ANY FINES, ANY HOLDS, THAT SORT OF THING.
AND YOU CAN EVEN, IT HAS A LIST FEATURE THAT ALLOWS YOU TO, UM, CREATE LISTS THAT, OF BOOKS YOU MAY WANT TO READ OR MOVIES YOU MAY WANT TO WATCH.
JUST A LIST OF ITEMS THAT, THAT MATTER TO YOU.
I WANNA TALK A LITTLE BIT ABOUT OUR NEXT GOAL OF THE STRATEGIC PLAN IS TO, UH, ACCOMPLISH OUR SPECIFIC TARGETS WITH COLLECTIONS.
SO TODAY WE'RE GONNA TALK ABOUT UPDATING THE, UM, COLLECTION DEVELOPMENT POLICY, THE CHALLENGE MATERIAL POLICY.
AND YOU'LL HEAR IN JUST A FEW MINUTES FROM OUR FINANCE CHAIR THAT WE'VE HAD A RECORD NUMBER OF MATERIAL SPENDING THIS YEAR.
AND I WON'T STEAL HIS THUNDER BECAUSE THAT'S HIS MOST FAVORITE THING TO REPORT ON, BUT
UM, I WANNA UPDATE YOU ON THE PORT ROYAL LIBRARY.
SO AT LONG LAST, I'M PLEASED TO REPORT TO YOU THAT IT IS OUT BID FOR A CONTRACTOR TO BE NAMED AND SELECTED.
UH, THE BIDS WILL BE ACCEPTED THROUGH AUGUST THE 16TH, WHICH MEANS THAT THE AWARD PROCESS THROUGH COUNCIL COUNTY COUNCIL WILL BE SOMETIME BETWEEN SEPTEMBER OR OCTOBER.
UM, CONCURRENTLY, WE'RE NOT JUST WAITING FOR THINGS TO HAPPEN.
UH, JOSH AND I AND OTHER APPROPRIATE STAFF ARE WORKING TO IDENTIFY THE FURNITURE AND FIXTURES THAT WE NEED, AS WELL AS BEGINNING TO IDENTIFY WHAT THAT OPENING DAY COLLECTION WILL LOOK LIKE.
WHAT ITEMS WILL BE ON THE SHELVES AND WHERE WILL THOSE SHELVES BE LOCATED.
ARE THERE ANY QUESTIONS ON PORT ROYAL? SO IT'S MOVING.
I RECENTLY HAD THE OPPORTUNITY TO SPEAK, UM, TO PROVIDE AN UPDATE TO THE TOWN OF PORT ROYAL, UH, COUNCIL, UH, AT A RECENT WORKSHOP THAT THEY ATTENDED.
AND IN PREPARING FOR THAT, I LOOKED AT A TIMELINE OF WHEN THIS STARTED.
IT WAS LAST SEPTEMBER AT YOUR MEETING THAT YOU APPROVED EXPLORING THE IDEA OF PORT ROYAL LIBRARY IN OCTOBER COUNTY COUNCIL, UH, AGREED WITH YOU AND MADE AN ANNOUNCEMENT THAT THEY WOULD BE EXPLORING OPENING A PORT ROYAL BRANCH LIBRARY LESS THAN 12 MONTHS LATER.
UM, AND IN COMPARISON TO THE PRITCHARD DESIRE DESIRED LIBRARY OR BURDEN OR ANY OTHER PROJECT THAT, THAT YOU YOU'RE VERY FAMILIAR WITH, YOU CAN SEE HOW FAST THIS ONE IS ACTUALLY MAKING PROGRESS.
SO JUST KIND OF WANT TO REITERATE THAT WE KNOW THAT THE TOWN OF PORT ROYAL RESIDENTS ARE EXCITED AND WANT IT OPEN NOW, AND WE ARE NOT LETTING ANY GRASPER UNDER OUR FEET.
WE ARE TRYING TO GET THAT OPEN AS SOON AS WE CAN.
IN ADDITION TO THE OPENING DAY, ARE WE PLANNING ANYTHING COOL WITH THE SCHOOL? THAT'S RIGHT.
KITTY CORNER FROM IT? 'CAUSE I, I THINK THE LIKE, LOCATION OF PORT ROYAL IS FABULOUS.
AND I THINK ONE OF THE THINGS THAT'S SO FABULOUS IS I DON'T KNOW THE NAME OF THAT SCHOOL.
'CAUSE I THINK THERE SHOULD BE SOMETHING THAT'S, YOU KNOW, 'CAUSE OPENING DAY'S KIND OF FOR ADULTS, BUT SOMETHING COOL FOR THE KIDS.
AND, UH, I THINK THAT'LL BE SOMETHING THAT WE START TALKING WITH STAFF WHEN WE IDENTIFY THE PERSONNEL THAT'LL BE WORKING IN THAT BRIDGE.
AMANDA, WHAT ARE WE LOOKING AT IN TERMS OF AN OPENING DATE NOW AT
AND I'D LOVE TO SAY WE COULD OPEN ON SUCH AND SUCH DATE.
I THINK WE'RE STILL TOO SOON TO, TO FLOAT A DATE OUT THERE.
ROUGHLY WHAT TIMEFRAME I WOULD, IF I, IN A PERFECT WORLD, I'D LOVE TO SEE THIS OPEN IN JANUARY, BUT I HAVE TO BE REALISTIC AND EXPECT SOMEWHERE BEFORE THIS TIME NEXT YEAR.
HOW LONG DOES IT TAKE YOU TO HIRE THE STAFF? THAT'S A GREAT QUESTION.
UM, OR WILL YOU USE STAFF FROM OTHER LIBRARIES AND, WELL, WE WILL, UM, MAKE AVAILABLE, UM, THE POSITIONS FOR THIS BRANCH.
UM, WE KNOW THAT MANY OF OUR EXISTING
[00:20:01]
EMPLOYEES MAY HAVE INTEREST IN APPLYING FOR THOSE.AND SO THEY MAY, THEY MAY SUBMIT AN APPLICATION TO WORK AT THE PORT ROYAL LIBRARY.
UM, IT JUST DEPENDS ON HOW MANY APPLICANTS WE GET AND THE INTERVIEW TIMEFRAME AND PROCESS AND, AND HOW THAT, HOW THAT GOES.
AMANDA, WHAT IS THE CURRENT THOUGHT ABOUT HOW MANY EMPLOYEES WILL BE AT THE FORT ROYAL MODULE? WE'VE ASKED FOR FIVE OR SIX.
SO A MANAGER, TWO LIBRARY SPECIALISTS WHO WILL DO PROGRAMS, UM, AND THEN CIRCULATION FRONT FRONTLINE STAFF TO ASSIST.
IF WE'RE LOOKING AT, PERHAPS I'LL NAME THIS TIME NEXT YEAR BEFORE THIS TIME, HOPEFULLY BEFORE THIS TIME.
THERE'S A VERY GOOD CHANCE THAT THERE WILL NOT BE ANY HIRES THIS CALENDAR YEAR.
WE ANTICIPATE HIRING THEM IN THIS CALENDAR YEAR SO THAT THEY'LL BE TRAINED AT ANOTHER BRANCH AND READY FOR OPENING DAY.
AND THEN THE LAST, UH, GOAL OF OUR STRATEGIC PLAN IS COMMUNICATION.
SO I WANTED TO SHARE WITH YOU OUR NEW PROMO ITEMS THAT JUST ARRIVED.
UM, EVERYTHING BUT THE SUNGLASSES
UM, THE, A BOOK A DAY KEEPS REALITY AWAY, NEW LIBRARY STICKER EARBUDS, AND THEN A LIBRARY TATTOO THAT ARE ALREADY, UM, APPEARING ON ARMS AND HANDS OF CHILDREN ACROSS BEAUFORT COUNTY LEGAL.
UM, WE HAVE THESE READY TO GO FOR SOME OF OUR UPCOMING OUTREACH EVENTS.
WE JUST COMPLETED, UM, OUR FIRST, UH, BOOKMOBILE APPEARANCE AT JUNETEENTH ON HILTON HEAD.
UM, WE WILL BE, I'M PREPARING, HAVE AN AMAZON CART FULL OF SUPPLIES FOR THE PARADE AT WATERFRONT AT WATER FESTIVAL.
UM, AND THEN STAFF AT THE BLUFFTON LIBRARY ARE AT THE BLUFFTON FARMER'S MARKET EVERY THURSDAY.
AND WE WILL, UM, DO BOTH NORTH AND SOUTH ABROAD, BACK TO SCHOOL EVENTS.
SO WE HAVE QUITE A NUMBER OF OUTREACH OPPORTUNITIES ON THE HORIZON.
AND THAT CONCLUDES MY DIRECTOR'S REPORT, UNLESS THERE ARE ANY QUESTIONS.
DOES ANYONE HAVE ANY QUESTIONS? NO.
WHAT ELSE? YOU, YOU'VE BEEN KEEPING A LITTLE BUSY LATELY.
I CAN SEE
WOULD YOU CLARIFY THIS KITTY ROCK BAND? THEY HAVE, SO THEY, UH, IT'S A THREE PIECE MUSIC GROUP, ALL THREE, UH, MUSICIANS OR, OR OR GENTLEMEN.
AND THEY SPECIFICALLY PLAY, UM, KID ROCK MUSIC.
SO SOMETHING YOU MIGHT WOULD HEAR ON A, A KID SHOW, SOMETHING LIKE THAT, UH, TO ENGAGE WITH, UM, FAMILY FRIENDLY AUDIENCE IN A, IN A WAY THAT INCORPORATES DRUMS AND GUITARS AND FUN.
SAY THEY'RE JUST, UM, ENTERTAINING THE PARTICIPANTS THAT ARE THERE.
SO THEY'RE ENTERTAINING WITH, UM, AN EDUCATIONAL LITERACY COMPONENT.
SO MOTIVATION TO, TO READ OR TO LEARN.
AND ARE THEY LOCAL? THEY ARE NOT LOCAL.
THEY'RE, THEY'RE TRAVELING ACROSS THE SOUTH THIS SUMMER.
I WENT TO A SCHOOL BOARD MEETING AT HILTON HEAD LIBRARY AND IT WENT FOREVER.
SO WHEN WE ALL CAME OUT, IT WAS SO DARK, YOU COULD SEE NOTHING EVEN WALKING OUT THE DOOR TO THE PARKING LOT.
WE HAVE TO PUT SOME LIGHTS THERE SO THAT PEOPLE DON'T KILL THEMSELVES.
DO UNFORTUNATE THINGS WHEN THEY'RE COMING OUT THE DOOR.
YOU KNOW, TRIP FALL, IT WAS VERY DARK BY 10 O'CLOCK.
AND I WILL PASS THAT ON TO FACILITIES TO YEAH.
TELL THEM TO GO WALK THAT AT 10 O'CLOCK.
AND BECAUSE THE SCHOOL DISTRICT USES IT NOW, AND WE HAVE, YOU KNOW, WE'RE USING IT, IT'S WAY DARK.
AND WHEN THE WINTER COMES, YOU'RE NOT GONNA SEE ANYTHING LIKE THAT.
WE'LL DEFINITELY PASS THAT SUGGESTION ON.
YEAH, I'LL BE HAPPY TO SUPPORT IT.
UM, UH, WE WE'RE GOING TO DO COMMITTEE REPORTS.
JOE, WOULD YOU LIKE TO SPEAK ON THE FINANCE COMMITTEE? I'LL, I'LL SPEAK TO THE FINANCE, UM, TOPICS.
AND I HOPE I'M AS EXCITING AS A, UM, RUPERT PARKING TOKEN.
LET'S JUST BEFORE YOU START, INTRODUCE, UM, UH, JANINE MOTHER IS ON THE FINANCE COMMITTEE, AS IS JANET QUARTER.
THESE ARE NEW MEMBERS AND THEY HAVE BEEN SOAKING UP YOUR INFORMATION.
AND JUST TO ADD TO THAT, FOR EVERYONE'S INFORMATION, WE WENT THROUGH A, UM, AN HOUR LONG FINANCE COMMITTEE MEETING PRIOR TO THIS SESSION HERE.
WE COVERED A GREAT DEAL QUITE ALREADY, ALL OF THIS IN, IN GREATER DEPTH THAN WHAT WE'RE GOING TO BE TALKING ABOUT HERE.
AND AGAIN, THIS WAS OUR FIRST FINANCE COMMITTEE MEETING OF THIS NEW GROUP HERE.
SO WE WENT INTO A LOT OF PERSPECTIVE AND DETAIL ON THAT.
UM, WHAT WE HAVE HERE IN TERMS OF OUR LIBRARY NUMBERS AT THIS TIME, THIS IS A PRELIMINARY REVIEW OF THE YEAR END.
AGAIN, THIS IS, THIS IS JULY 12TH,
[00:25:02]
THE, UM, COUNTY FINANCIAL FISCAL YEAR INTO JUNE 30TH.SO WHAT WE HAVE IS A PRELIMINARY VIEW OF HOW WE OPERATE, HOW WE'RE LOOKING AT THE END OF THE YEAR.
THERE WILL BE SOME NUMBERS THAT WILL FLOAT OVER AND UNTIL ALL THE INVOICES ARE CLEARED UP, WHAT WE HAVE HERE IS REALLY SUFFICIENT FOR OUR DISCUSSION AND SUFFICIENT FOR OUR INFORMATION TO MOVE FORWARD HERE.
UM, WHAT I'D LIKE TO DO IS TO GO OVER THIS IN OUR USUAL FASHION.
THE INFORMATION IS UP ON THE SCREEN, BUT FOR THOSE OF YOU HERE, I THINK YOU'RE GONNA GET A PRICK IN YOUR NECK TRYING TO TURN AROUND AND FOLLOW ALL OF THOSE NUMBERS.
SO PERHAPS IT'S BEST TO LOOK AT, AT THE INFORMATION THAT'S IN YOUR PACKET.
WE WILL START WITH OUR USUAL, USUAL FORMAT, AND THAT'S SPECIAL FUNDS STARTING AT THE LEFT HAND SIDE.
LOOKING AT STATE AID LOTTERY, YOU WILL SEE THAT DURING THIS FISCAL YEAR, WE TOOK IN 421,000, WE RECEIVED THAT MONEY FROM STATE AID.
AND ALL OF THOSE DOLLARS ARE DIRECTLY ATTRIBUTABLE TO MATERIALS.
THEY CAN ONLY BE SPENT ON BOOKS AND PERIODICALS AND THAT TYPE OF THING.
SO WE HAVE $876 IN THAT ACCOUNT, WHICH WILL CARRY OVER INTO THE NEW FISCAL YEAR.
WHAT I'D LIKE TO DO THEN IS MOVE OVER TO THE NEXT COLUMN, WHICH IS OUR IMPACT FEES.
AND AT THIS POINT, WE'RE HAPPY TO SAVE BECAUSE WE HAVE A BALANCE OF $6.2 MILLION IN OUR IMPACT FEE ACCOUNT.
WHAT WE, WHAT WE HAVE HERE IS THAT THIS IS A NEW REPORTING STRUCTURE.
AS WE TALKED ABOUT IN PRIOR MEETINGS, THE IMPACT FEE LEGISLATION WAS FINALLY APPROVED BY THE COUNTY AND THE TOWNS THAT ARE AFFECTED.
SO, AND THE, AND THE LOWER SECTION OF THE FAR LEFT COLUMN, YOU'LL SEE A REPORTING FOR IMPACT FEES NORTH AND SOUTH.
THESE NUMBERS HERE REFLECT DOLLARS THAT HAVE BEEN COLLECTED UNDER THE NEW IMPACT FEE LEGISLATION.
AND THE IMPACT FEE IS JUST FOR EVERYONE'S REMINDING INFORMATION IS REALLY MONEY THAT'S COLLECTED FOR, FROM DEVELOPERS FOR NEW CONSTRUCTION IN THE COUNTY.
PRIOR TO THE NEW LEGISLATION, IT WAS DIVIDED INTO FIVE SEPARATE DISTRICTS, HILDEN, HEAD CORD, LOUGHTON, AND THE LIKE.
NOW WITH THE NEW LEGISLATION THAT'S BEEN DIVIDED INTO TWO SECTIONS NORTH OF BROAD, SOUTH OF THE BROAD, WHICH WILL MAKE ADMINISTRATION OF THIS MUCH EASIER AND MUCH SIMPLER.
BUT UNTIL ALL OF THIS IS RECONCILED, WE DO HAVE TO HAVE THESE TWO REPORTING STRUCTURES BECAUSE THE OLD DOLLARS LEGISLATIVELY HAVE TO BE SPENT IN THE OLD DISTRICTS.
NEW DOLLARS CAN BE SPENT IN THE NEW DISTRICTS, BUT WE CERTAINLY WANT TO SPEND ALL THE MONEY THAT WE HAVE IN OUR ACCOUNT, WHICH IS ABOUT 6.2 MEHIN DOLLARS.
THEY'LL BE WATCHING THIS VERY, VERY, VERY CAREFULLY HERE.
UM, DURING THIS, DURING THIS REPORTING PERIOD, WE TOOK, WE TOOK IN AS IN NEW DOLLARS, 15,000, 9,000 OF WHICH IS NORTH OF BROAD AND THEN SOUTH OF THE BROAD, ANOTHER, ANOTHER $6,000 HERE.
SO WE'RE LOOKING AT SOME GOOD NUMBERS.
THERE HAVE BEEN NO EXPENDITURES DURING THIS REPORTING PERIOD.
NOW, JUST BY WAY OF PUTTING THIS INTO SOME CONTEXT HERE, WE ENDED LAST FISCAL YEAR AT, WITH A BALANCE OF 5.7.
THIS FISCAL YEAR IS ENDING AT 6.2.
SO WE TOOK IN JUST UNDER 500,000, ABOUT $450,000 IN IMPACT FEES DURING THIS PERIOD, DURING THIS LAST FISCAL YEAR.
AGAIN, THERE WERE NO EXPENDITURES DURING THIS.
SO ALL OF THIS MONEY IS REALLY GOING INTO A, INTO ACCOUNT BUILD UP.
SO AS GOOD AS THESE NUMBERS LOOK, I'D JUST LIKE TO GO THROUGH WHAT WE HAVE IN TERMS OF IDENTIFIED EXPENDITURES FROM THIS BECAUSE THERE ARE SOME WHAT THE LIBRARY STAFF CALLS ENCUMBRANCES THAT WE HAVE OUT HERE, JOE.
SO, SO LOOKING AT THIS, JOE, BERNIE HAS A QUESTION.
ARE WE GETTING ANY INTEREST ON ALL THIS MONEY? IT'S JUST SITTING AROUND.
I'M GONNA TURN THAT OVER TO LIBRARY STAFF.
THEY'RE IN A POOL CASH ACCOUNT AND IT IS INVESTED AND WE ARE, UH, PLUG AND THE INVESTMENT RETURN THAT ACCOUNT OTHER.
AND I'M GONNA DEFER TO FINANCE AND I WILL HAVE TO GET YOU A DETAILED ANSWER AND GET THAT BACK TO YOU.
SORRY FOR SUCH A BAD ANSWER, BUT THERE ARE SO MANY DIFFERENT WAYS THAT THE COUNTY DOES THAT.
UM, I, I'D RATHER HAVE OUR CFO ANSWER THAT SPECIFIC QUESTION FOR YOU.
SO I WAS, I WAS TALKING ABOUT WE HAVE SOME OBLIGATIONS OUT THERE, ENCUMBRANCES THAT WE HAVE TO IDENTIFY AND TALK TO.
[00:30:01]
AND THE FIRST OF THOSE IS REALLY THE FORWARD LIBRARY BRANCH OF VILLE.WE HAVE ABOUT A MILLION DOLLARS IDENTIFIED FOR LAND DESIGN FEES, ANOTHER HALF MILLION DOLLARS.
UM, BLUFFTON PHASE TWO AT ABOUT 45.
AND HILTON HAD A AND E STUDY AT ABOUT 50.
AND, AND THESE COME TO ABOUT 1,000,006 VERSUS WHAT WE HAVE OUT HERE.
MOREOVER, WE HAVE AN IDENTIFIED EXPENDITURE AND ENCUMBRANCE ABOUT $660,000 FOR THE PORT BOYLE BRANCH.
SO ADDING THOSE, THOSE TWO TOGETHER, YOU KNOW, WE'RE AT ABOUT 2.3 MILLION VERSUS OUR 6.2, WHICH REALLY MEANS THAT WE HAVE SUFFICIENT FUNDS OUT THERE THAT COVERED OUR FORWARD OBLIGATIONS.
NOW ALSO, I, I'D LIKE TO GIVE ONE REMINDER HERE IS THAT WHAT THE NEW IMPACT FEE LEGISLATION, WHEN THIS WAS PUT TOGETHER, UH, THE OUTSIDE CONSULTING FIRM IDENTIFIED LIBRARY IMPACT FEE RECEIPTS OVER THE NEXT 10 YEARS AT ABOUT $7 MILLION.
MOST OF THAT 3.6 COMING OUT OF NORTH OF ABROAD, 3.4 COMING SOUTH OF THE ABROAD.
SO WHEN WE LOOK AT OUR 6.2 VERSUS THE SEVEN MINUS 2.3, I THINK WE'RE LOOKING AT A GOOD CAPITAL CUSHION FOR LIBRARY REQUIREMENTS OVER THE NEXT DECADE HERE, AND I THINK WE CAN ALL BE COMFORTABLE WITH WITH THAT.
AND LASTLY, I'D LIKE TO TURN IT OVER TO THE VERY LAST COLUMN HERE, SPECIAL TRUST.
AGAIN, MOST OF THIS IS, IS BUFORD DISTRICT COLLECTION AND SUCH.
WE RECOGNIZE ABOUT $650 IN ENDOWMENT FEE INTEREST.
UM, DISTRICT COLLECTION SPENDING WAS ABOUT 313,000 AND THERE WAS A DONATION OF ABOUT A HUNDRED DOLLARS.
AGAIN, THESE ARE SMALL MONIES FROM WHAT WE HAVE, BUT THAT, THAT FINALIZES THIS PROBE PAGE HERE.
NOW I'D LIKE TO TURN OVER TO OUR BUDGET NUMBERS.
AND AGAIN, THIS IS PRELIMINARY, BUT REALLY REFLECTS WHERE WE ARE AT THIS POINT, AT THE, AT THE END OF THE FOOLISH FISCAL YEAR.
SO TO BEGIN WITH, WE HAD, WE STARTED WITH AN ALLOCATION, A BUDGET, 4.4 MILLION OF WHICH WE SPENT 4.3.
SO WE HAVE UNSPENT TONS OF ABOUT 154,000.
AND AGAIN, THIS IS EQUALLY SPENT AS YOU CAN SEE BETWEEN PERSONNEL SERVICES AND OPERATING.
UM, NOTHING EXTRAORDINARY JUMPS OUT HERE.
WE'RE PRETTY MUCH ON TRACK AND WE'LL TALK ABOUT NEXT YEAR'S BUDGET IN, IN A FEW SECONDS HERE.
AND THEN THE NEXT PAGE IS THE ONE THAT AMANDA AND STAFF CAN BE VERY PROUD OF.
AND THAT'S OUR MATERIAL SPEND, AS SHE MENTIONED HERE.
AND, AND I'D LIKE TO REITERATE HERE AGAIN, WE HAVE EXPENDITURES $760,000, WHICH IS A RECORD AMOUNT IN KUDOS AND THANKS TO THE LIBRARY STAFF FOR, FOR DOING THAT.
WHAT I'D LIKE TO TALK ABOUT, JOE, WHERE'S OUR JOE, I HAVE TWO QUES, I HAVE A QUESTION.
IF YOU TAKE THE ONE THAT SAYS BUFORT COUNTY LIBRARY BUDGET AT THE TOP UPDATE, THE ONE WE JUST WENT OVER.
THERE IT SAYS, LIBRARY MATERIALS WE SPENT WAS 2 65.
AND ON THE EXPENDITURES ONE IT SAYS SEVEN 60.
SO EXPLAIN THE DIFFERENCE BETWEEN THOSE TWO NUMBERS ME TO YOU GOT IT.
ARE YOU OKAY? YOU IT? OKAY, I'M TALKING ABOUT, YOU'RE LOOKING HERE AT THIS, THIS, I'M TALKING ABOUT THIS THAT SAYS THAT WE SPENT 265, WE'LL TALK TO THAT.
AND YOU'RE GOING TO, AND YOU'RE SAYING WE SPENT SEVEN 60.
WE'RE GONNA TO THAT IN A SECOND.
SO WHAT WE HAVE HERE, $760,000 SPENT, WHICH IS A RECORD NUMBER FOR OUR, FOR OUR LIBRARY.
AND THAT'S SOMETHING THAT I THINK WE ALL CAN BE VERY PROUD OF BECAUSE THESE ARE, THESE MATERIAL DOLLARS ARE REALLY WHAT'S BRINGING THE PATRONS INTO THE DOORS.
AND WE HAVE SOME GOOD, GOOD NORMS HERE.
NOW WHERE WE ARE SPENDING OUR DOLLARS IN TERMS OF THE, OF MATERIALS HERE, OUR GREATEST EXPENDITURE AREA IS IN HOOPLA, 54%.
AND THEN FOLLOWED BY LEASE BOOKS 23% AND THE MEDIA AND, AND THEN BOOKS ITSELF 13%.
NOW WHERE OUR MONEY IS COMING FROM, CAN'T HEAR OF THE $760,000 STATE AID LED THE PATH AT 420,000.
WE HAD 265 FROM THE COUNTY AND IN THE $73,000 FROM YOU, FROM, FROM FRIENDS ITSELF.
SO WE'RE LOOKING AT SOME, SOME PRETTY GOOD DOLLARS HERE.
UM, NOW LOOKING AT LAST YEAR VERSUS VERSUS THIS YEAR HERE,
[00:35:01]
UM, LAST YEAR HOOPLA WAS ONLY 37% OF THE, OF THE SPEND VERSUS WHERE WE ARE HERE.BUT DURING THAT TIME, DIGITAL SPENDING WAS ALSO REPORTED SEPARATELY.
SO WHEN THE ADD THE TWO TOGETHER LAST YEAR, DIGITAL SPENDING WAS ABOUT 51%.
SO WE'RE SEEING A LITTLE UPTICK IN TERMS OF WHERE OUR DOLLARS ARE GOING.
MATERIALS VERSUS, VERSUS DIGITAL HERE.
SO BEFORE WE MOVE ON, ARE THERE ANY OTHER QUESTIONS RELATING TO THE THREE FINANCIAL DOCUMENTS THAT WE HAVE? OKAY, SO ALSO IN YOUR PACKET HERE IS OUR BUDGET FOR THE COMING FISCAL YEAR.
WE'RE LOOKING AT 4.4, WHAT WE HAD LAST FISCAL YEAR, 4.8 MILLION, WHICH IS WHAT WE'RE LOOKING AT THIS FISCAL YEAR.
UH, FOR ANYONE THAT HAS REALLY A RAZOR SHARP MEMORY, YOU WILL RECALL BACK IN MARCH WE WERE LOOKING AT ABOUT, WE'RE LOOKING AT ABOUT $5.1 MILLION FOR A BUDGET.
AND THAT WAS PRELIMINARY BUDGET THAT WAS PRESENTED TO THE BOARD HERE.
THE DIFFERENCE IS THAT THOSE POSITIONS, WHICH WILL NOT BE IMMEDIATELY FILLED JULY 1ST IN THE NEW FISCAL YEAR, HAVE BEEN MOVED OUT OF THE COUNTY BUDGETS, DEPARTMENTAL UNIT BUDGETS INTO A SEPARATE ACCOUNT WITHIN, WITHIN THE COUNTY TO KEEP THINGS IN BALANCE HERE AND PRESENT MORE ACCURATE VIEW OF THE OPERATING EXPENSES.
THOSE WILL BE ADDED BACK IN WHEN ALL OF THAT IS, IS RESOLVED HERE.
THAT ACCOUNTS FOR, FOR THE TOTALITY OF THE DIFFERENCE IN THE NUMBERS HERE, BUT I WANT TO BRING THAT OUTSIDE.
EVERYONE IS AWARE OF THE DIFFERENCE BETWEEN WHAT WAS PRESENTED IN MARCH AND WHAT WAS HERE, BUT SIMPLY IT'S A PORT ROYAL STAFF IN OUR, IN OUR CASE HERE, IT'S A PORT ROYAL STAFF THAT HAS BEEN MOVED OUT INTO A SEPARATE COUNTY ACCOUNT UNTIL ALL THE OPERATIONS ARE ARE, ARE FINALIZED.
AND THEN THOSE NUMBERS WILL BE ADDED IN AT THAT PARTICULAR TIME.
SO WHAT WE'RE LOOKING AT REALLY IS A NICE BUMP FROM WHERE WE ARE FROM WHERE WE ARE NOW TO WHERE WE'RE GOING NEXT YEAR.
AMANDA, I HAVE A COUPLE QUESTIONS.
ON THE BUDGET, THERE'S TWO LINE ITEMS, UM, FOR 2024 THAT ARE SUBSTANTIALLY HIGHER, THE DUES AND SUBSCRIPTIONS AND THE LIBRARY MATERIALS.
CAN EITHER YOU OR AMANDA SPEAK TO, WHAT WOULD BE THE BASIS FOR THAT INCREASE? YOU WANT ME TO, OR YOU WOULD YOU LIKE TO HANDLE IT? I'D JUST SAY IT, YEAH.
ONE WORD, ONE TURN FOR A WHILE.
SO WE ASKED FOR, UM, AN ADDITIONAL 75,000 FOR OPENING DAY COLLECTION, 75 TO A HUNDRED THOUSAND FOR, UM, OPENING DAY COLLECTION OF FORT ROYAL.
SO THAT'S AN ABOVE WHAT WE WERE ALLOCATED FOR IN THE PREVIOUS YEAR.
AND OUR DUES WENT UP FOR SC LENS SO THAT THAT ACCOUNTS FOR OUR DUES AND SUBSCRIPTIONS, UM, INCREASING IN THAT LINE ITEM.
CAN I ASK A KIND, HOW DO YOU ALLOCATE BETWEEN ADULT OR, OR MAYBE THAT'S TOO SIMPLE.
ADULT AND CHILDREN'S LITERATURE ARE, IT, IT IS COMPLEX IN THAT, UM, CHILDREN'S MATERIALS AND ADULT MATERIALS AREN'T DOLLAR FOR DOLLAR THE SAME.
SO A CHILDREN'S BOOK MAY COST LESS THAN AN ADULT FICTION AS A LARGE PRINT WILL COST MORE THAN A REGULAR FICTION AND DVDS COST DIFFERENTLY THAN AUDIO BOOKS.
AND SO REALLY IT IT'S DETERMINED BY SHELF SPACE AND THE LOCATIONS, UH, WITHIN THE LIBRARY THAT WE HAVE ROOM TO PUT EASY READERS OR PICTURE BOOKS OR ADULT FICTION.
SO IT'S VERY COMPLEX IN FACT THAT, UH, WE ARE WORKING OFF OF AN EXCEL SPREADSHEET THAT HAS LITERALLY EIGHT DIFFERENT TABS FOR HOW WE CAN GET TO THAT NUMBER.
SO IT IS COMPLEX AND I HOPE THAT ANSWER IS SUFFICIENT FOR YOU.
YES,
AND THEN WE RELY ON OUR VENDORS TO HELP USE OUR BUDGET ALLOCATIONS TO KEEP US IN, IN THE BUOYS, SO TO SPEAK, TO MAKE SURE WE HAVE WHAT WE NEED ON THE SHELF IN THE RIGHT PLACES AND IN THE RIGHT AMOUNTS.
AND LASTLY, LAST DOCUMENT HERE IN YOUR PACKET, AND I'LL TRY TO REREAD, 'CAUSE I KNOW WE'RE GOING ON LONG HERE.
AND THAT IS SOURCES OF USES OF FUND STATEMENT THAT I PUT TOGETHER FOR THIS YEAR.
AND IF YOU REMEMBER, WE DID THIS LAST YEAR, WHICH ALLOWED US TO DO A COMPARISON BETWEEN THE TWO YEARS AND WHAT THIS TABLE IS.
AND FOR ME, LET'S LOOK AT THE CENTER COLUMN, THE CENTER TABLE FOR A SECOND HERE.
WHAT I TRIED TO DO IS TO TAKE ALL OF THE YEAR'S FINANCIAL INFORMATION AND JUST TO PUSH THIS INTO A VERY SIMPLE, UNDERSTANDABLE FORMAT.
WHAT DOES IT TAKE TO RUN THE BUFORT COUNTY LIBRARY SYSTEM FOR ONE YEAR? WHAT
[00:40:01]
ARE, WHERE DO WE GET OUR MONEY AND WHEN, WHERE DO WE USE THE MONEY? BECAUSE THESE ARE THE DOLLARS THAT KEEP THE STAFF GOING, KEEP THE AIR CONDITIONING ON, PUT BOOKS ON THE SHELVES, KEEP EVERYTHING, AND KEEPS EVERYTHING OPERATING.AND THIS REALLY SHRINKS IT DOWN INTO REALLY SORT OF A DIGESTIBLE FORMAT HERE.
AND IT'S AN OLD FINANCIAL, UH, STATEMENT PERSPECTIVE HERE.
AND SO WHERE DID WE GET OUR MONEY FOR THIS YEAR? AGAIN, 82% OF IT IS FROM THE COUNTY.
WE ALSO GOT IMPACT FEES RECEIPTS, 462,000, AS YOU SAID BEFORE WE HAD STATE AID LOTTERY.
WE ADD THOSE TWO TOGETHER, WE'RE ALMOST AT 98, 90 9%.
SO WE, WHERE DO WE GET OUR MONEY FROM THE COUNTY FROM IMPACT FEES AND ALSO FROM FROM STATE ED.
AND THEN WHERE DO WE SPEND THE MONEY? 73% OF EVERYTHING SPENT WAS ON PERSONNEL SERVICES, WHICH IS, AGAIN, THIS IS SOMEWHAT DUE TO THE SIMPLIFICATION OF ACCOUNTS WHERE A LOT OF THE COMMON UTILITY EXPENSES WERE TAKEN OUT OF THE LIBRARY, A ACCOUNT AND THEN PUT INTO THE, INTO A COUNTY OLD AGE FUNDS.
SO RATED 73% OF EVERYTHING THAT WE SPENT IS ON PERSONNEL.
WE GOT LIBRARY MATERIALS AT 14% AND THEN WE HAD A GAIN BECAUSE AGAIN, THAT 4, 4 60 2000 THAT WE'VE REALIZED IN TERMS OF IMPACT, WE WENT STRAIGHT TO AN ACCOUNT BALANCE.
THERE WERE NO EXPENDITURES HERE.
THEN WE PUT ALL THAT TOGETHER.
WE'RE AT ABOUT 95% OF ALL THE TIME.
SO REALLY WHERE WE GET OUR MONEY AND WHERE WE SPEND OUR MONEY, IT'S PRETTY STRAIGHTFORWARD.
NOW, WHEN WE TAKE A LOOK AT THE TWO YEARS BY COMPARISON AND THAT BOTTOM TABLE IS HERE, YOU'LL SEE THAT WE GOT ABOUT 90% MORE OUT OF OUR COUNTY BUDGET, BUT WE REALIZED ABOUT A HALF MILLION DOLLARS LESS AN IMPACT FEE RECEIVES.
AND THAT'S SIGNIFICANT NUMBER.
THE YEAR BEFORE WE HAD ALMOST A MILLION DOLLARS.
NOW WE HAVE ABOUT HALF A MILLION DOLLARS.
THERE'S ABOUT A, ABOUT A HALF A MILLION DOLLAR DIFFERENCE.
AND AGAIN, THIS IS A REFLECTION OF WHAT'S HAPPENING IN THE ECONOMY BECAUSE IMPACT FEE RECEIPTS ARE COLLECTED FROM DEVELOPERS.
SO IT'S KIND OF A LEADING INDICATOR OF WHAT'S, OF WHAT'S GOING ON HERE.
UM, NOTHING TO BE CONCERNED ABOUT AT THIS POINT, BUT I THINK IT'S SOMETHING THAT WE JUST HAVE TO KEEP IN MIND AND MONITOR, YOU KNOW, AS, AS YEARS GO FORWARD.
AND THEN THE DIFFERENCES HERE, PERSONNEL EXPENSES BETWEEN THE TWO YEARS WENT UP ABOUT ABOUT 450,000.
AND AGAIN, WE'RE LOOKING AT, YOU KNOW, HIGHER EARNINGS, BUT ALSO MORE OPERATING HOURS THAT WE'VE HAD OVER THIS PERIOD, AS, AS COVID AND THE OTHER CONDITIONS, YOU KNOW, EVERYTHING WENT BACK TO NORMAL HERE.
UM,
SO THOSE ARE REALLY THE, THE HIGH POINTS OF WHAT, WHAT WE HAVE HERE.
AND I, AND I CAN TRY TO PUT THIS INTO PERSPECTIVE SO THAT EVERYONE CAN UNDERSTAND IT HAS SORT OF A VERY SIMPLIFIED UNDERSTANDING OF WHAT IT TAKES TO RUN THIS LIBRARY HERE.
AND WE'RE LOOKING AT ABOUT $5.2 MILLION IN A YEAR'S TIME.
SO THAT WRAPS UP FINANCE SIDE OF IT.
I KNOW IT MAY GO IN ON FOR A LONG TIME HERE, PERHAPS TOO LONG, BUT IF THERE ARE ANY QUESTIONS BEFORE WE MOVE ON TO THE NEXT TOPIC? THE QUESTION? YEAH, I DID HAVE ONE QUESTION.
YOU SAID NOW THE IMPACT FEES ARE BEING DIVIDED INTO NORTH AND SOUTH.
DOES THAT MEAN THAT BEFORE THE IMPACT FEES WERE, UM, SPENT IN SPECIFIC AREAS BASED UPON WHERE THE IMPACT FEE CAME FROM? MM-HMM.
TWO BUCKETS MORE AND SOUTH FROM SIX BUCKETS.
SO THAT MONEY CAN BE SPENT IN ANY ONE OF THOSE LIBRARIES THAT WE FEEL IT NEEDS TO BE SPENT NORTH OF THE BROAD SOUTH.
BUT, BUT BEAR IN MIND AND, AND BACK ME UP HERE, IS THAT THE OLD MONEY THAT WE HAVE, RIGHT? THAT THAT LEGISLATIVELY HAS TO BE SPENT IN THOSE DISTRICTS BEFORE WE TAKE IN, AH, OKAY.
BECAUSE THAT'S MONEY THAT WAS COLLECTED UNDER CERTAIN REGULATORY OPERATIONS.
SO THE MONEY THAT'S IDENTIFIED FOR HILTON HEAD
THIS GIVES A LOT MORE FLEXIBILITY TO US.
YOU, THIS IS A GREAT DEVELOPMENT.
UM, BECAUSE BEFORE THERE MAY HAVE BEEN REALLY A NEED IN A SPECIFIC PLACE SOUTH OF THE, AND WE CAN ONLY PUT IT THERE.
SO WE'VE GONE FROM SIX MORE SPECIFIC BUCKETS TO TWO MORE GENERAL BUCKETS.
SO IT GIVES US MORE FLEXIBILITY.
[00:45:01]
WILL THIS AFFECT THE POSSIBILITY OF ANOTHER BLUFFTON LIBRARY SOMEWHERE? WILL IT HELP SECOND FOR YOU,IMPACT FEES ARE THE RESULT OF A STUDY OF NEW GROWTH IMPACT IN A GIVEN AREA OVER A GIVEN AMOUNT OF TIME.
SO IF YOU HAVE X AMOUNT OF GROWTH, THE IMPACT FEE STUDY THAT WAS DONE IN, UH, 2020, IT LOOKS OUT 10 YEARS AND SAYS WE HAVE A 10 YEAR COLLECTION RATE BASED ON THE IMPACT THAT THAT NEW GROWTH IS GOING TO HAVE ON LIBRARY.
THAT IS COLLECTION AREA Y COUNTY ADMINISTRATION, COUNTY COUNCIL LOOKS AT THE CAPITAL IMPROVEMENT PROGRAM BUDGET, WHICH INCLUDES ALL NEEDED, UH, CONSTRUCTION PROJECTS, CAPITAL PROJECTS, WHETHER IT BE A LIBRARY, EMS STATION, WHAT HAVE YOU.
AND THEY ALLOCATE A PORTION, A PROPORTIONAL SHARE OF IMPACT FEES TO THOSE PROJECTS OUT OF THESE ACCOUNTS.
THE PRITCHARD MILL AREA LIBRARY THAT, THAT WE'VE BEEN WORKING ON FOR SOME TIME, WE'RE STILL ACTIVELY LOOKING FOR A SITE FOR THAT LIBRARY CONTINUE TO COLLECT IMPACT FEES.
IF THAT ACCOUNT IS AT THREE AND A HALF MILLION DOLLARS, YOU CANNOT BUILD A LIBRARY OF THREE AND A HALF MILLION DOLLARS DEPENDING ON THE, THE PROPERTY THAT WE ULTIMATELY COME UP WITH.
YOU MAY NOT EVEN BE ABLE TO BUY THE LAND FOR THAT MUCH MONEY.
AND I'M SPEAKING IN VERY BROAD GENERALITIES HERE.
SO WHAT WOULD HAPPEN IS COUNTY COUNCIL WOULD LOOK AT GENERAL FUND MONEY, THEY WOULD LOOK AT, UH, ISSUING A BOND FOR CONSTRUCTION OF MULTIPLE PROJECTS.
THERE'S A NUMBER OF, UH, DIFFERENT POOLS OF MONEY THE COUNCIL COULD PULL FROM.
BUT IMPACT FEES ARE SPECIFIC TO NEW IMPACTS.
AND IT IS ONE PIECE OF THE OVERALL FUNDING SOURCE AND THE PRIORITIES FOR THE CIP.
BUT AS FAR AS THE IMPACT FEES, YES, BASED ON THE STUDY AND BASED ON STATE LAWS, YOU HAVE TO SPEND THAT MONEY IN THE AREA FOR WHICH IT WAS COLLECTED FOR THE PURPOSE FOR WHICH IT WAS COLLECTED, WHICH IS TO OFFSET NEWBURG.
AND I COULD GO ON AND ON, BUT I'LL STOP THERE.
DO YOU UNDERSTAND ROSALY? IS THAT, ARE YOU OKAY WITH THAT? OKAY.
AND ANY MORE QUESTIONS? NO, THANK YOU.
THAT WAS, WE SHOULD UNDERSTAND BY NOW
IT, IT'S, UM, UH, THE, THE COMMITTEE REPORTS WILL GO ON THE FOUNDATION.
UH, DID NOT MEET SINCE OUR LAST BOARD MEETING.
ANYWAY, UM, PRESENT OF THE LIBRARY, UH, UH, BRENDA'S NOT HERE.
JAMES, DO YOU HAVE ANY REPORT FOR THE BUFORD FRIENDS? UH, NO REFERRING TO, BUT THEY HAVE ANNUAL, UH, UH, MEETING, UM, STILL LOOKING FOR THOSE TO JOIN IN THE COMMUNITY SO YOU HAVE A DESIRE TO JOIN A WEBSITE THAT YOU CAN, UH, GO TO.
UM, AS, AS, AS YOU MENTIONED, THEY DID MEET ON SATURDAY, JUNE THE 10TH FOR THEIR, UM, ANNUAL BOARD MEETING.
AND THEY, UM, ELECTED, UH, NEW OFFICERS TO FILL VACANCIES AND GOT AN UPDATE FROM ME ON THE STATUS OF LIBRARY, UM, IN THE PAST YEAR AS WELL AS THEIR IMPACT ON AND WHAT THEY DO TO SUPPORT US SPECIFIC TO THE PROGRAMS THAT THEY SUPPORT AND THE FUNDING THAT THEY PROVIDE TO US.
SO, UM, THEY WILL NEXT MEET ON NEXT WEDNESDAY THE 19TH FOR ORIENTATION FOR THEIR NEW BOARD MEMBERS.
UM, ROSALIE DID THE BLUFFTON FRIENDS THAT THEY MET, DO YOU HAVE A REPORT? UM, WELL THE BLUFFTON FRIENDS IS AGAIN MEETING TOMORROW AS WELL.
BUT, UM, WHAT I GOT FROM THEM WAS THEIR STRATEGIC, THEY'RE LOOKING AT STRATEGIC PLANNING AND THERE ARE FIVE AREAS OF IMPORTANCE FOR THEM.
BOARD DEVELOPMENT, FUNDRAISING, MEMBERSHIP RECRUITMENT AND RETENTION, COMMUNICATION, PUBLIC RELATIONS AND MARKETING AND VOLUNTEER RECRUITMENT AND RETENTION.
THESE ARE THE FIVE AREAS THAT THEY ARE FOCUSING ON.
AND I WILL FIND OUT MORE TOMORROW.
I WOULD SAY THIS IS A VERY ACTIVE GROUP AND THEY'RE REALLY TRYING VERY HARD TO, YOU KNOW, WE, WE BE IMPORTANT HERE AND TO RAISE FUNDS
[00:50:01]
AND TO BE ACTIVE.I MEAN, THEY'RE, THEY ARE VERY WELCOMED INTO THE, INTO THE SYSTEM, SO THANK YOU SO MUCH.
THE ONE THING I WOULD ADD IS THAT THEY RECENTLY, UH, WERE AWARDED A $250 GRANT FROM THE FRIENDS OF SOUTH CAROLINA LIBRARIES TO ASSIST WITH THEIR DOCUMENT RETENTION PROJECT.
UM, AS, AS EXPLAINED IN THEIR STRATEGIC PLAN, HAVE THEY DONE THEIR STRATEGIC PLAN? THEY'VE DONE THEIR STRATEGIC PLAN AND, AND PART OF THE THINGS THAT AS, AS ROSALIE MENTIONED, WAS THAT THEY WANNA WORK ON DOCUMENT RETENTION AND, AND BEST PRACTICES FOR THAT INSTEAD OF A NOTEBOOK THAT TRAVELS FROM BOARD MEMBER TO BOARD MEMBER.
UM, AND SO THEY WERE ABLE TO SUCCESSFULLY, UH, SUBMIT A GRANT APPLICATION TO THE FRIENDS OF THE SOUTH CAROLINA LIBRARIES FOR THEIR PROPOSED WAY OF DOCUMENT KEEPING.
AND WERE AWARDED THAT MOST RECENTLY.
SO THEY'LL BE ABLE TO ACCOMPLISH WHAT THEY WANT FOR DOCUMENT RETENTION.
UM, HILTON HAD, UH, THEY JUST HAD THEIR ANNUAL LUNCHEON THROUGH THE MEETING, BUT I DON'T THINK TOO MUCH WAS DISCUSSED.
I DON'T THINK THERE WAS ANYTHING, ANY MAJOR DEVELOPMENTS THERE.
UM, WE'RE GOING TO SEE POLICY AND PROCEDURE COMMITTEE WHO IS, UH, I'M CHAIR, BUT THERE'S, UH, ROSALIE RICHMOND WHO WAS NOT ABLE TO ATTEND OUR MEETING.
UH, TRACY ROBINSON AND JAMES MORALE REVIEWED THE POLICIES.
UH, UH, WAIT, WHICH ONE DID WE DO? JUST A MINUTE.
WE DID THE COLLECTION DEVELOPMENT POLICY.
THERE WERE, THERE WERE A COUPLE POLICIES THAT NEEDED TO BE UPDATED AND, UH, AMANDA WENT THROUGH THEM WITH HER STAFF AND MADE SOME CHANGES AND I SENT THOSE CHANGES TO YOU.
BUT I'M GONNA LET AMANDA, UH, TAKE OVER THE DISCUSSION IF YOU'D LIKE TO SPEAK TO THAT.
SO, UM, WE'RE GONNA BE TALKING ABOUT THESE NEXT DOCUMENTS FOR A COUPLE OF MINUTES, SO I HOPE YOU'RE COMFORTABLE.
UM, AS, AS LYNN MENTIONED, UM, OUR IN ACCORDANCE WITH YOUR BYLAWS, UM, IT IS A PART OF PROCEDURE FOR POLICIES TO BE REVIEWED ON A REGULAR BASIS AND FOR THE POLICY AND PROCEDURES COMMITTEE TO DO THAT.
UM, THE THREE, UM, POLICIES IN FRONT OF THREE LIBRARY POLICIES IN FRONT OF YOU THIS EVENING HAD NOT BEEN REVIEWED IN 10 OR MORE YEARS.
SO, UH, IN TERMS OF, UM, ORGANIZATIONAL BEST PRACTICES, THAT'S A LONG TIME OF A POLICY NOT HAVING BEEN REVIEWED.
AND SO, UM, I'LL BE COMING BEFORE YOU, UM, WORKING THROUGH THE POLICY AND PROCEDURES COMMITTEE TO MAKE SURE THAT ALL OF OUR LIBRARY POLICIES HAVE RECEIVED A, A REVIEW AND THAT'LL BE A PROCESS, UM, IN THE NEXT MONTHS AHEAD OF US.
BUT WE WANTED TO START WITH SOME OF THE ONES THAT HADN'T BEEN REVIEWED, UM, FOR A SIGNIFICANT AMOUNT OF TIME.
SO, UM, THE, AS SHE MENTIONED, THE POLICY AND PROCEDURES COMMITTEE REVIEWED STAFF RECOMMENDATIONS TO UPDATES FOR THE COLLECTION DEVELOPMENT POLICY, THE CHALLENGE MATERIALS POLICY, AND THE REQUEST FOR RECONSIDERATION FORM.
UM, SO I'LL START WITH THE COLLECTION DEVELOPMENT POLICY.
IN YOUR PACKET YOU HAVE THE POLICY, BUT IN FRONT OF THE POLICY YOU HAVE THE COVER SHEET THAT EXPLAINS THE PROPOSED CHANGES.
THE MAJORITY OF THESE CHANGES ARE REMOVING OUTDATED LANGUAGE AND REPLACING IT WITH CURRENT.
UH, FOR INSTANCE, UM, IN THE COLLECTION DEVELOPMENT POLICY, WE'RE REMOVING CASSETTE, UH, WE DON'T COLLECT THOSE ANYMORE.
SO THOSE TYPES OF, OF CHANGES, UM, MAKING THINGS CLEARER.
UM, ADDING A BUFORT DISTRICT COLLECTION SECTION TO THE COLLECTION POLICY, WHICH HAD NOT PREVIOUSLY BEEN THERE, WHICH DEFINES WHAT THE BUFORT DISTRICT COLLECTION IS AND ITS PURPOSE WITHIN, UM, THE ARCHIVAL ARM OF THE LIBRARY.
ALSO, UH, FURTHER DELINEATING OUR COLLECTION MAINTENANCE.
SO WHY DO WE KEEP THINGS AND UNDER WHAT CIRCUMSTANCES DO WE DESELECT THINGS FROM THE SHELVES OR FROM OUR APPS? UM, AND THEN ALSO, UM, LINKING A LOT OF POLICIES.
SO A LOT OF TIMES, UM, LIKE FOR OUR DONATIONS TO THE COLLECTION, UM, WE DIDN'T HAVE ANYTHING IN POLICY ABOUT THAT, BUT WE HAVE A DONATION POLICY, SO JUST MAKING SURE THAT ALL OF OUR POLICIES CONNECT TO EACH OTHER.
SO YOU'VE HAD A CHANCE TO REVIEW THE PROPOSED UPDATES TO THE COLLECTION DEVELOPMENT POLICY, UM, IN CASE I DIDN'T ALREADY SAY THIS, THIS WAS LAST REVIEWED IN MARCH OF 2013.
AND, UH, YOU, DO YOU HAVE ANY QUESTIONS ABOUT THE PROPOSED UPDATES OR CHANGES AND IS THERE ANY DISCUSSION? DOES EVERYONE UNDERSTAND WHAT WE DID HERE? WE JUST KIND OF FIXED THINGS.
[00:55:01]
HAVE A, I THINK MR. BOGUE, YOU MENTIONED IN VIRTUALLY THAT YOU MAY WANT TO TO MAKE SOME SUGGESTIONS TO THE COLLECTION DEVELOPMENT POLICY.YEAH, I SENT THIS BY AM L BEFORE IN THE COLLECTION DEVELOPMENT POLICY HERE IN THE, UNDER THE TITLE QUESTION DEVELOPMENT, THE FIRST SENTENCE BEGINS WITH THE PUBLIC LIBRARY.
UM, THE WORD PUBLIC WAS STRICKEN IN THE PURPOSE STATEMENT.
IT WOULD SEEM BENEFICIAL TO REMOVE THAT REFERENCE ALSO AND SIMPLY READ THE LIBRARY AND THEN THAT, AND I THINK THAT CAPITALIZES THE REFERENCE CORRECTLY IN TERMS OF LANGUAGE USAGE.
AND YOU ALSO ON, YOU HAD MENTIONED TO ME THAT WAS, THAT WAS THE OTHER, THAT'S ON CHALLENGE UNDER COLLECTION MAINTENANCE ON THE BOTTOM OF THAT PAGE ABOUT DIGITAL OFFERINGS.
THIS IS A CONVERSATIONAL ITEM THAT WE HAD DURING OUR COMMITTEE MEETING HERE UNDER DIGITAL OFFERING SLASH S ON, ON THAT.
IT SEEMS TO BE A LITTLE UNCLEAR.
I THINK IT WOULD BE BETTER EXPRESSED DIGITAL OFFERING PARENTHESIS WITH S IN THE CENTER THERE.
'CAUSE IT'S REALLY REFERRING TO DIGITAL OFFERING OR OFFERINGS THAT EXCEED THE COST OF A BENEFIT RATIO.
AND I THINK WHAT'S BEING REFERRED TO HERE IS THAT IN SOME CASES WE MAY HAVE A DIGITAL COPY, WE MAY HAVE A PHYSICAL COPY HERE AND IT'S UP TO THE LIBRARY ADMINISTRATION TO DECIDE WHICH OF THE TWO TO TWO KEY SO THAT WE DON'T HAVE DUPLICATE SERVICES ON THERE.
COULD I HAVE A MOTION TO ACCEPT THE COLLECTION DEVELOPMENT POLICY UPDATES, BERNIE? AND SECOND.
SECOND, JOE, IS THERE ANY DISCUSSION? ANY MORE DISCUSSIONS? NO.
UM, ALL IN FAVOR RAISE YOUR HAND.
AND ALL OPPOSED? NO ONE'S OPPOSED.
OKAY THEN THAT HAS BEEN ACCEPTED.
SO NEXT WOULD BE THE, UM, CHALLENGE MATERIALS POLICY.
UM, AGAIN, YOU HAVE A COVER SHEET OF THE PROPOSED, UM, UPDATES AND THEN THE ACTUAL TEXT IS ONLY ONE PAGE AND IT'S PROVIDED TO YOU AS WELL.
UM, THE HIGHLIGHTED CHANGES ARE IN RED.
UM, JUST AS A GENERAL OVERVIEW OF WHAT WE ARE UPDATING HERE, UH, WE, I'M PROPOSING THAT WE CHANGE THE NAME OF THIS POLICY FROM CHALLENGED MATERIALS TO REQUEST FOR RECONSIDERATION AS OUR FORM THAT ACCOMPANIES THIS SAYS REQUEST FOR RECONSIDERATION AND THERE NEEDS TO BE CONSISTENCY BETWEEN THE FORM AND THE POLICY.
UM, WE'RE ALSO ADDING LINKS TO THE LIBRARY BILL OF RIGHTS AND THE FREEDOM TO READ INSTEAD OF IT JUST SAYING THAT THIS DOCUMENT IS SUPPORTED BY THOSE THINGS, PEOPLE CAN CLICK THAT IF THEY'RE VIEWING THIS ONLINE AND BE DIRECTED TO THOSE DOCUMENTS.
ADDING ALSO THE FREEDOM TO VIEW STATEMENT IN THE AMERICAN LIBRARY ASSOCIATION CODE OF ETHICS.
UM, THE OTHER MAJOR, UM, CHANGES ARE, UM, ADDING, UM, THE PART ABOUT THE REVIEW PROCESS.
AND SO I JUST WANNA MAKE SURE THAT EVERYBODY'S CLEAR ON WHAT WAS ADDED, UM, TO THAT PROCESS.
SO WE'RE LOOKING AT PARAGRAPH FIVE.
PRIOR TO THIS, IT SAID, UM, THAT THE DIRECTOR WILL NOTIFY THE PATRON ORIGINATING THE RECONSIDERATION REQUEST OF THE DECISION.
IN THE EVENT THE INDIVIDUAL IS NOT SATISFIED WITH ACTION TAKEN, HE OR SHE MAY APPEAL TO THE COUNTY LIBRARY BOARD FOR RECONSIDERATION.
THE CHANGES THAT ARE, I'M PROPOSING, UM, ACTUALLY PROVIDE THE LIBRARY DIRECTOR AND STAFF AND THE BOARD WITH MORE DIRECTION ON WHAT HAS TO HAPPEN.
SO WE'RE NOT CHANGING THE PROCESS, WE'RE JUST STRENGTHENING THE PROCESS AND DEFINING IT CLEARER.
AND SO THE PROPOSED CHANGE IS THAT THE CARD HOLDER WILL BE NOTIFIED IN WRITING OF THE DIRECTOR'S DECISION WITHIN 30 BUSINESS DAYS OF RECEIVING THE REQUEST.
A CARD HOLDER WISHING TO APPEAL THE DIRECTOR'S DECISION MAY DO SO IN WRITING TO THE LIBRARY BOARD OF TRUSTEES WITHIN 10 BUSINESS DAYS OF RECEIVING THE DIRECTOR'S DECISION.
AND THE BOARD'S DECISION IS FINAL.
SO WHAT IT REALLY DOES FOR THOSE PEOPLE WHO MAY BE WATCHING AT HOME, AND FOR THOSE OF YOU WHO ARE NEW TO LIBRARIES, IT PUTS, UM, THE LIBRARY DIRECTOR AND STAFF IN THE REVIEW PROCESS ON A TIMELINE SO THAT ANY REQUESTS THAT COME BEFORE US ARE HANDLED APPROPRIATELY, EFFICIENTLY, AND PROMPTLY.
UH, JUST A THOUGHT HERE IS, IS 30 DAYS ENOUGH TIME FOR YOU AND YOUR STAFF TO REALLY DO A COMPREHENSIVE REVIEW? 'CAUSE YOU'RE, YOU'RE READING THE BOOK, YOU'RE ALSO LOOKING AT OTHER REFERENCE MATERIALS, CITATIONS RELATING TO, IS THAT SUFFICIENT TIME FOR AN ADEQUATE REVIEW?
[01:00:01]
UH, UH, ASIDE FROM MY OWN PERSONAL OPINION, UH, OUR STAFF THAT VETTED THIS AND REVIEWED THIS FELT THAT 30 BUSINESS DAYS, WHICH IS MONDAY THROUGH FRIDAY, THAT 30 BUSINESS DAYS IS ABOUT FOUR TO SIX WEEKS.BASED ON, UM, PREVIOUS REVIEWS THAT WE'VE ACCOMPLISHED, WE'VE BEEN ABLE TO DO THOSE WITHIN 30 DAYS.
AND SO WE FEEL THAT 30 BUSINESS DAYS IS AMPLE TIME TO GET THAT REVIEW DONE.
YOU HAVE 30 DAYS, BUT IT DOESN'T SAY BUSINESS DAYS.
YEAH, WE, YOU SHOULD PROBABLY INDICATE BUSINESS DAYS.
'CAUSE 30 30 DAYS WOULD INFER CALENDAR DAYS.
I SEE THAT IT'S NOT INCLUDED ON THE TEXT.
WE'LL MAKE SURE THAT, THANK YOU.
IT COMMITS THE DIRECTOR TO DO THAT WITHIN, UM, 30 TO RESPOND.
AND THEN WITHIN 30 DAYS OF WITHIN 10 DAYS, THEY'RE REQUIRED TO NOTIFY US.
UM, I WOULD LIKE TO SUGGEST, AND AMANDA, THIS IS REALLY YOUR CALL, BUT GIVEN THAT WE HAVE MONTH, WE HAVE MONTHS OFF, SO SOMETIMES WE HAVE 60 PLUS DAYS BETWEEN.
AND GIVEN THAT IF WE HAD A POLICY WHERE THERE WAS AN APPEAL, WE'D PROBABLY CONVENE THE CHALLENGE MATERIALS POLICY.
AGAIN, I WOULD RECOMMEND THAT JUST TO SAY, AND THIS IS JUST A SUGGESTION, THAT THE BOARD IS COMMITTED TO MAKING A DECISION WITHIN 90 BUSINESS DAYS OF THE, UH, OF THE RECEIPT OF THE REPE APPEAL.
SO THEY, WE HEAR JUNE 1ST FOR EXAMPLE, THAT THE, THAT, UM, AMANDA'S MADE A DECISION AND NOTIFIED, NOTIFIED THE CARD HOLDER AND THE CARD HOLDER HAS SUBMITTED A REPEAL ON JANUARY.
ON JUNE 1ST, LET'S SAY WE HAVE 90 DAYS TO GET BACK TO THAT, BUT I DON'T THINK IT SHOULD BE OPEN-ENDED.
I THINK WE SHOULD HAVE A POLICY WHERE WE CAN SAY TO THE CARD HOLDER, WE'LL GET BACK TO YOU WITHIN A CERTAIN TIMEFRAME.
AND I, I JUST WANNA GIVE US SOME FLEXIBILITY DUE TO THE, IN DUE TO THE FACT THAT WE DON'T MEET MONTHLY, BUT IT MIGHT, IT COULD BE SHORTER, LIKE OR LONGER, WHATEVER AMANDA THINKS.
SO WOULD YOU, WELL THIS WOULDN'T BE A, THIS WOULDN'T GO TO THE BOARD.
WOULD THIS GO TO, HOW DOES IT, HOW'S IT WRITTEN? WOULD IT GO TO THE BOARD? IT WOULD GO TO A COMMITTEE, UH, FOR THE BOARD.
WELL, IT GOES, IT GOES TO THE BOARD AND I ASSUME THAT THE BOARD WOULD CONVENE THE CHA SAID, OKAY, WE HAVE SOMETHING THAT SOMEBODY WHO'S APPEALING AMANDA'S DECISION, WE COULD HAVE IT GO TO THE FULL BOARD.
OR YOU CAN SAY IT GOES TO FULL BOARD.
AND THEN THE BOARD COULD CONVENE THE CHALLENGE MATERIALS COMMITTEE IF, IF, IF I WERE CHAIR, I WOULD WANT THE CHALLENGE MATERIALS COMMITTEE TO LOOK AT IT FIRST AND COME BACK TO THE FULL GOAL AND THEN COME BACK TO THE BOARD.
SO I'M TRYING TO FIGURE OUT WHY WE NEED 90 DATES, BUT IF IT'S AN ODD, WELL, I I, THAT, THAT MAY BE TOO, THAT MAY BE TOO LONG.
I MEAN, I THINK WE WANNA BE RESPONSIVE TO THIS.
UM, YOU KNOW, ENGAGED CARDHOLDER.
SO DO WE WANNA, IF WE DO IT WITHIN 60 DAYS, WOULD THAT BE, UM, SINCE IT WOULD INVOLVE CRAFTING LANGUAGE THAT, THAT, THAT MEETS ALL THE, THE SUGGESTIONS THAT YOU PROVIDED, IS THAT SOMETHING YOU THINK THAT THE POLICY COMMITTEE COULD REPORT BACK TO YOU ON WITH A A, A PROPOSED WE COULD DO THAT ON IN THE NEXT MEETING.
WOULD THAT, I'M ASKING THE POLICY COMMITTEE CHAIR.
IS THAT SOMETHING YOU COULD AN, UM, SO WE NEED TO LOOK AT THAT AGAIN? IS THAT WHAT YOU'RE SAYING? YOU JUST NEED TO LOOK AT YEAH, I THINK SO.
PORTER'S SUGGESTION, ADDING, UM, A SENTENCE OR ADDING LANGUAGE TO SUPPORT A TIMELINE.
ON ON WHAT? ON THE BOARD'S DECISION.
YEAH, I THINK THAT'S GOOD IDEA.
AND ALSO RELATED TO THAT, IN AS MUCH AS WE'RE CHANGING THE NAME OF THE POLICY TO RECONSIDERATION, I THINK THE NAME OF THE REVIEW COMMITTEE SHOULD BE CHANGED FROM CHALLENGE MATERIALS TO RECONSIDER RECONSIDERATION COMMITTEE.
IS THERE ANY OTHER COMMENT? I, I AGREE WITH YOU.
IS THERE ANY OTHER, UM, THOUGHTS OR COMMENTS? UM, I'M LOOKING AT THE ACTUAL FORM THEY'RE GONNA FILL OUT AND USUALLY YOU PUT A FORM IN THE POSITIVE NATURE, NOT THE NEGATIVE.
SO WHERE IT SAYS, HAVE YOU READ LISTED OF THE ENTIRE BOOK? YES.
WE'RE NOT GONNA KNOW THEY DID THAT.
BUT IT SHOULD SAY REQUEST FOR RECONSIDERATION REQUIRE THAT YOU REVIEW THE ENTIRE WORK INSTEAD OF, WILL NOT BE APPROVED.
YOU DON'T KNOW IF THEY READ IT OR NOT.
THEY COULD SAY YES AND LIKE, WHO CARESS.
BUT, SO I'LL, I'LL, I'LL WRITE THAT DOWN IN THE MINUTES.
WE'RE GONNA GET TO THAT FORM NEXT.
'CAUSE THEN I ALSO DIDN'T LIKE THE WORD COMPLAINANT.
UH, IF IT'S NOT TOO MUCH TO ASK, I WOULD LIKE IF WE COULD GET A MOTION, JUST SINCE THIS IS SO OUTDATED, THAT IF WE COULD, UH, SOMEHOW HAVE A MOTION WORDED TO APPROVE THE PROPOSED CHANGES, NOTING THAT THE COMMITTEE WILL TAKE THE SUGGESTIONS IN FOR FUTURE UPDATES.
[01:05:02]
UH, WOULD SOMEONE LIKE TO MAKE THAT MOTION THAT WE WILL APPROVE, WE WILL APPROVE THIS POLICY AS WE HAVE IT TODAY, BUT WE WILL, UM, SEND IT BACK TO THE COMMITTEE TO CHANGE, UH, TO, TO TAKE INTO CONSIDERATION AND, AND MAKE ANY CHANGES.AND WE WILL REPORT ON THAT AT THE NEXT MEETING.
CAN I JUST ADD ONE MORE? I APOLOGIZE.
UM, WITH REGARD TO THE POLICY, THE SECOND PARAGRAPH, THE USE OF HIM AND HERSELF, UM, I THINK IT WOULD BE HELPFUL TO HAVE A MORE INCLUSIVE TERM OF THEM OR THEMSELVES.
AND THAT WOULD GO ALONG IN LINE WITH THE RECOMMENDED CHANGE FOR THE FORM TO WHO DO YOU REPRESENT TO SELF.
AND THAT WOULD JUST BE A THOUGHT THERE AS WELL.
WELL, A PERSON MAY REJECT MATERIALS FOR HIM HERSELF.
IT MIGHT BE HELPFUL TO MAKE IT MORE INCLUSIVE.
THAT'S A GOOD, HAVE YOU GOT THAT? SO COULD I HAVE THAT MOTION, BERNIE? AND A SECOND? IS THERE ANY DISCUSSION THAT YOU UNDERSTAND WHAT WE'RE, WHAT WE'RE DOING? WE'RE GONNA, UH, WE'RE GOING TO HOPEFULLY APPROVE THIS THE WAY WE HAVE IT, BUT THEN WE'RE GOING TO TAKE IT BACK TO THE COMMITTEE AND LOOK AT SOME ADDITIONAL LANGUAGE AND, UH, BRING IT TO THE, TO THE NEXT, TO THE SEPTEMBER BOARD MEETING.
I'M SORRY, WHO WAS SECOND? UH, BERNIE OR JOE? DID YOU SECOND THAT? I SECOND.
AND YOU SAID TO REPLACE HIM SLASH HERSELF WITH THEM OR THEMSELVES, WHATEVER IS THE ACTUAL GRAMMATICALLY CORRECT VERSION.
THANK YOU FOR ALL YOUR COMMENTS.
I MEAN, IT'S HARD TO, HARD TO GET EVERYTHING IN LINE ON SOMETHING LIKE THAT.
WE ACCIDENTALLY APPRECIATE ALL YOUR COMMENT.
THE NEXT, THE NEXT IS, UH, THE REQUEST FOR RECONSIDERATION FORM.
THERE'S JUST A FEW CHANGES HERE.
UM, ACTUALLY CHANGING THE NAME FROM, UM, THE CLIENT OR CUSTOMER'S REQUEST FOR RECONSIDERATION FORM TO REQUEST FOR RECONSIDERATION OF LIBRARY MATERIAL.
WE'VE CHANGED, UH, ON THE FORM WE'VE CHANGED.
UH, THE TERM CLIENT REPRESENTS TO WHO DO YOU REPRESENT? THAT'S IN THE MIDDLE OF THE PAGE, RIGHT UNDERNEATH ADDRESS.
UH, WE REPLACED HIMSELF HERSELF WITH SELF.
WE ALSO, UM, REMOVED ORGANIZATION OR GROUP AS OUR POLICY.
OUR COLLECTION DEVELOPMENT POLICY STATES THAT AN ORGANIZATION OR GROUP CANNOT DICTATE WHAT OUR COLLECTION HAS.
SO IF THEY CAN'T DICTATE WHAT A COLLECTION HAS, THEY CAN'T CHALLENGE IT AS A GROUP CORE ORGANIZATION, UH, WE ADDED A LIBRARY CARD NUMBER REQUIREMENT AND WE ADDED TWO QUESTIONS.
QUESTION NUMBER THREE, WHAT BROUGHT THE MATERIAL TO YOUR ATTENTION? AND ALSO QUESTION NUMBER FIVE, HOW WOULD YOUR SUGGESTION IMPROVE THE LIBRARY SERVICE TO COMMU TO THE COMMUNITY? UNITY AND TAB? THIS IS WHERE I'LL TAKE YOUR SUGGESTION.
YOU SAID, UM, I SAID UNDER NUMBER ONE WHERE IT SAYS YES, UM, IT SAYS REQUEST FOR RECONSIDERATION WILL NOT BE ACCEPTED.
SO I WOULD JUST SAY, WILL, IF YOU REQUIRE THAT THE ENTIRE WORK BEEN BE EXAMINED, THAT MAKES IT A POSITIVE LOOK INSTEAD OF NOT ACCEPTED AND NOT EXAMINED.
SO YOU WANT IT TO READ REQUEST FOR RECONSIDERATION, REQUIRE THAT THE SUBMITTER, WHATEVER HAS EXAMINED THE ENTIRE WORKER SERIES AND JUST LEAVE IT THERE.
'CAUSE YOU CAN'T PROVE IT ANYWAY.
SO WOULD I JUST WANNA MAKE SURE FOR LANGUAGE THAT THIS WOULD, THIS WOULD FIT FOR YOU.
REQUEST FOR RECONSIDERATION REQUIRED THE ENTIRE WORK HAS BEEN EXAMINED BY THE SUBMITTER OR THE FORMAL OR PERIOD.
I, BECAUSE I THOUGHT IN YOUR INITIAL THING, YOU DIDN'T LIKE THE WORD COM OR YOU THOUGHT COMPLAINANT WAS A LITTLE ODD.
DON'T USE COMPLAINANT BECAUSE THE FACT OF THE MATTER IS NOT AT LIVING THROUGH THE, THE SCHOOL DISTRICT.
ONE, NOT EVERYONE'S A COMPLAINANT.
IT DOESN'T MEAN THEY HATE THE BOOK.
THEY HAVE A CONCERN WHERE IT IS.
AND THAT GOES TO MY NUMBER TWO.
WHY DO YOU DISAPPROVE OF THE MATERIAL? LET'S FLIP THAT AND SAY, WHAT IS YOUR ISSUE OR CONCERN WITH THE MATERIAL? THEY MAY NOT DISAPPROVE OF THE BOOK, THEY JUST DON'T WANT IT WHERE IT IS OR MM-HMM.
SO FLIP IT A LITTLE BIT AND NOT BE AS NEGATIVE.
OTHERWISE WE'RE FEEDING INTO THE CURRENT MANIA, WHICH I DON'T WANT TO SEE US DO.
COULD, UM, AS A SUGGESTION, SO, UM, JUST FOR CLARITY, YEP.
UM, WOULD IT, WOULD IT BE POSSIBLE TO SAY THE ENTIRE WORK HAS BEEN EXAMINED
[01:10:01]
BY THE REQUESTER OR BY THE I'M, I'M, I'M, I'M OPEN TO OTHER WORDS.I WOULD, I WOULD BE MORE INCLINED TO GO WITH THAT.
I THINK WHAT YOU'RE TRYING TO ACCOMPLISH OR WHAT APPEARS WE'RE TRYING TO ACCOMPLISH HERE, THE FORM IS AN AFFIRMATION OF SOME SORT AND AN ACKNOWLEDGEMENT THAT THE WORK HAS BEEN EXAMINED IN.
AND IF WE JUST MAKE IT A STATEMENT THAT DOESN'T NECESSARILY REQUIRE THE SUBMITTER TO A FIRM TO HAVING REVIEWED THE ENTIRE WORK.
SO TO TABS POINT, I, I THINK THERE'S SOME MASSAGING THAT CAN BE DONE THERE, BUT I WOULD TEND TO BE MORE IN LINE WITH AMANDA'S SUGGESTION TO REWORK IT, BUT JUST STILL REQUIRE IT TO BE AN AFFIRMATION.
I UNDERSTAND IT'S REQUIRED FOR.
SO THE QUESTION NUMBER ONE CAN STAND AND THEN UNDERNEATH IT, THE, THE YES CHECKS CHECK BOX.
AND THEN BESIDE THAT I HAVE ACKNOWLEDGE, I HAVE EXAMINED THE ENTIRE WORK.
I THINK THAT WOULD BE REASONABLE.
CAN YOU WRITE THAT DOWN JOSH, PLEASE?
I BELIEVE WHAT I SAID WAS, UM, I ACKNOWLEDGE ENTIRE WORK.
I ACKNOWLEDGE I HAVE EXAMINED THE ENTIRE WORK.
AND THEN ON NUMBER TWO, I TOOK THE WORD DISAPPROVE OUT.
SO WHAT IS YOUR SPECIFIC ISSUE OR CONCERN WITH THIS MATERIAL? INSTEAD OF I DISAPPROVE? 'CAUSE THEY MAY NOT DISAPPROVE.
THEY JUST DON'T WANT IT IN THE YOUNG ADULT OR THEY DON'T WANT IT IN THE CHILDREN AND THEY WILL CITE THE REASONS WHY.
I THINK THAT'S MORE POSITIVE TOO.
I'M TRYING TO FLIP THE NEGATIVE AUDIENCE.
UM, WOULD IT WORK TO SAY WHAT CONCERNS YOU ABOUT THE MATERIAL? WHAT THAT PERFECT, WHAT CONCERNS YOU ABOUT THE MATERIAL? AND I LOVE NUMBER FIVE.
I CAN'T WAIT TO SEE WHAT SOMEBODY WRITES FOR THE ANSWER FOR THAT.
HOW WOULD YOUR SUGGESTION IMPROVE THE LIBRARY SERVICE TO THE COMMUNITY? THAT'LL BE INTERESTING.
AGAIN, AS I DID WITH THE OTHER TWO POLICIES COMING BEFORE THIS, UM, WE TRIED TO, TO MAKE THE FORMS AND THE POLICIES CONSISTENT.
AND SO IF OUR COLLECTION DEVELOPMENT POLICY SAYS THIS IS WHAT WE BUY AND WHY WE BUY IT, WE WANTED THAT TO BE REFLECTED, WHICH IS WHY THE TWO QUESTION, THE TWO NEW QUESTIONS ARE THERE, WHAT BROUGHT IT TO YOUR ATTENTION? AND THEN ALSO WE ASKED IN QUESTION NUMBER FOUR, WHAT DO YOU SUGGEST THAT WE DO, WHAT YOU SUGGEST THAT THE LIBRARY DOES? BUT WE FELT THAT A FOLLOW-UP NEEDED TO BE THERE IN ORDER TO HELP GUIDE THAT CONVERSATION OF WHAT DOES THAT FURTHER THE LIBRARY'S MISSION TO SERVE AND SUPPORT THE COMMUNITY.
THAT'S A GOOD QUESTION FOR LEARNING, FOR LEISURE, FOR LIFE.
OH, DO YOU HAVE A QUESTION, JUDGE? ARE WE OKAY WITH VOTING ON THIS NOW? OR DO YOU WANT TO HAVE IT ALL REWRITTEN AND SENT OUT FOR THE NEXT MEETING? ANY COMMENTS? NO, I THINK, I THINK THEY GOT IT.
I THINK THOSE WERE REALLY GOOD SUGGESTIONS.
AND I THINK YOU SHOULD VOTE ON IT SOONER THAN LATER BECAUSE WHAT'S HAPPENED IN THE SCHOOLS IS GONNA ROLL.
SO, UM, CAN I HAVE A MOTION TO ACCEPT THE REQUEST, THE REWRITTEN REQUEST FOR RECONSIDERATION OF LIBRARY MATERIAL POLICY OR, UM, NOT POLICY.
UM, UM, FORM, FORM
AND WOULD ANYONE A SECOND? I'LL SECOND.
ANYONE OPPOSED? TELL YOUR BYLAWS AND THAT IT'S YOUR BYLAWS.
SO, UM, I I ALSO HAVE ONE, I I DID NOT SEND THIS OUT, BUT, UM, MY FAULT, I WAS OUT OF TOWN A LOT AND I JUST FORGOT TO SEND IT OUT.
SO IN OUR BYLAWS, IN ARTICLE NUMBER SIX, IT SAYS, MEMBERS OF THE PUBLIC WHO WISH TO ADDRESS THE BOARD MAY DO SO IN THE PUBLIC COMMENT SEGMENT OF THE ORDER OF BUSINESS.
A TIME LIMIT OF THREE MINUTES PER PERSON WILL BE ADHERED TO UNLESS EXTENDED BY THE PRESIDING CHAIR.
SO EACH PERSON THAT COMES IN FOR PUBLIC COMMENT HAS THREE MINUTES.
HOWEVER, UM, WHAT THEY'RE FINDING IN SOME OF THE BOARD MEETINGS OF OTHER ORGANIZATIONS IS TWO, A LOT OF PEOPLE WILL COME AND GIVE THAT THREE MINUTES.
THE, UM, THE COUNTY COUNCIL HAS PUT A LIMIT ON THAT AND THERE'LL BE A TOTAL, THEY HAVE SAID, UH, THERE'LL BE A TOTAL OF 15 MINUTES ALLOTTED FOR PUBLIC COMMENTS ON THE ISSUE.
SO YOU'RE SAYING THAT OTHER PLACES MAY BE FLOODED WITH SIX PEOPLE ALL, ALL TAKING THREE MINUTES ON THE SAME ISSUE.
[01:15:01]
LIMIT THE NUMBER OF PEOPLE WHO COULD BE REQUESTING, YOU KNOW, A COMMENT.IT WOULD LIMITED NUMBER, JUST THREE PEOPLE, PEOPLE TALKING.
AND, AND I, I THINK THAT MAKES SENSE BECAUSE THEY PRETTY MUCH REITERATE THE SAME THING.
UM, COUNTY COUNCIL DOES 15 MINUTES IN THE BEGINNING ON ISSUES ON THE AGENDA.
THEN WE DON'T CARE IF YOU DO 30 SECONDS, WE CAN IGNORE PEOPLE UP TO 15 MINUTES AND THEN 15 MINUTES AT THE END.
IF YOU HAVE GENERAL COMMENT, YOU DON'T WANT TO GO LIKE THIS OTHER PEOPLE HAVE DONE WHERE IT GOES ON FOR AN HOUR AND A HALF UNLESS YOU CHOOSE TO DO IT AS THE CHAIR.
UM, WELL I THINK LEMONADE MAKES SENSE BECAUSE YEAH.
CAN I ALSO PIGGYBACK ON THAT ONE THING THAT YOU MENTIONED, AND I APOLOGIZE IF I HEARD IT WRONG, BUT YOU SAID THREE, A MAXIMUM OF THREE MINUTES UNLESS EXTENDED BY THE CHAIR.
UM, I, I WOULD THROW OUT IF YOU'RE MAKING THE CHANGE, THE IDEA THAT THERE IS NO EXTENSION BY THE CHAIR BECAUSE THAT COULD SHOW SOME SORT OF FAVORITISM OR SOME SORT OF PARTIALITY TOWARDS ONE SPEAKER OR ANOTHER.
I'M, I THINK IF WE'RE TRYING TO BE AS NON-JUDGMENTAL AND IMPARTIAL AS POSSIBLE, THAT IF THERE'S A MAXIMUM, THEN WE SHOULD, YOU KNOW, WE WANT TO HEAR FROM OUR COMMUNITY, BUT WE WANT EVERYONE TO HAVE THE SAME PLAYING FIELD.
NO, I THINK THAT'S A REALLY GOOD ADJUSTMENT.
SO SOMETHING, SORRY, SOMETHING ELSE THAT'S TO ADD TO YOUR CHANGES.
UM, ARE WE OKAY WITH, IS THERE ANY OTHER DISCUSSION WITH THIS? OKAY, SO I, UM, SO I NEED A MOTION TO APPROVE THIS CHANGE.
BERNIE AND TERRY WILL SECOND TERRY, BERNIE AND TERRY WILL SECOND.
I I I'VE DONE THIS VERY SLOWLY SO THAT I MAKE SURE WE ALL UNDERSTAND WHAT'S GOING ON AND UNDERSTAND THE CHANGES.
THANK YOU SO MUCH, ALL OF YOU AND THE POLICY AND PROCEDURE COMMITTEE AND ALL THE SUGGESTIONS.
UM, I THINK WE'RE DOING NOW THE, UH, THE ART, THE ART DONATION FORM.
SO THE ART COMMITTEE, UM, WAS ABLE TO DO THIS REMOTELY.
SO WE HAD, UM, WE HAD GARY THOMAS AND WE HAD JOE BOGAS AND THEY LOOKED OVER THE INFORMATION.
AND, UM, THE FIRST ONE I WANT TO TALK ABOUT IS THE, THERE'S A, A DISPLAY TABLE THAT WILL BE PLACED HERE.
THE, THIS IS DONATED BY THE FRIENDS OF THE LIBRARY AT THE BLUFFTON, FRIENDS OF THE LIBRARY TO, UM, HONOR THE, UH, LORETTA EDGE WELLS, OR WAS A DEDICATED FRIEND OF THE BLUFFTON LIBRARY, AN AVID BOOK GLOVER.
AND, UM, SHE'S VERY, SHE WAS VERY WELL LIKED HERE AND VERY, UH, VERY MUCH A PART OF THE LIBRARY.
AND THE APPROXIMATE VALUE OF THIS PIECE OF FURNITURE WILL BE A THOUSAND DOLLARS, WHICH FITS INTO OUR POLICY.
OUR, OUR GIFT AND DONATION POLICY ASK THAT EACH ITEM BE AT LEAST A $500 DONATION AND AMANDA HAS BEEN, UH, WORKING WITH THE FRIENDS TO FIGURE OUT HOW TO DO THIS, UH, TO MAKE IT A NICE DONATION, TO MAKE IT LOOK NICE IN THE LIBRARY.
UM, AND SO THE ART COMMITTEE, UH, HAS RECOMMENDED THAT WE ACCEPT THIS PIECE OF FURNITURE, UH, TO PUT INTO THE BLUFFTON LIBRARY.
THIS PIECE OF FURNITURE DOES NOT EXIST.
IT'S BEING MADE SPECIFICALLY FOR US.
AND, UH, SOMEONE, A DESIGNER HAS PUT TOGETHER THE, UH, THE, UM, THE WHOLE STRUCTURE OF IT AND WHAT THEY NEED TO DO AND EVERYTHING.
SO SHE WAS, UM, INSTRUMENTAL IN, IN MANAGING, UH, THE FRIENDS OF THE LIBRARY BOOK SALE FOR A NUMBER OF YEARS.
UM, AS, AS LYNN MENTIONED, SHE'S BELOVED.
UM, AND HER FAMILY AND HER FRIENDS AT THE LIBRARY, UM, COLLEAGUES ALL FELT THAT SOMETHING IN THE BOOK SALE AREA WOULD BE PERFECT TO COMMEMORATE HER, UM, VOLUNTEERISM.
AND, UM, SO I'VE BEEN WORKING WITH THEM ON WHAT WOULD THAT BE.
AND SO THE NEED FOR A TABLE UNDER THEIR GIVING TREE, UH, CAME UP AS SOMETHING THAT THEY WANTED TO SUPPORT IN BEING ABLE TO DEDICATE THAT IN.
UM, APPRECIATION OF MS. WELLS'S, UM, SERVICE TO THE LIBRARY, TO THE FRIENDS OF THE BLUFFTON LIBRARY WAS WHY THIS IS BEFORE YOU TONIGHT.
AND I WHOLEHEARTEDLY SUPPORT THE, UM, THE ACCEPTANCE OF IT.
UH, CAN I HAVE A MOTION TO ACCEPT THE, UH, THE DISPLAY TABLE? I'LL SECOND.
SO THAT WOULD BE, UH, BERNIE AND JOE SECONDED.
ANYONE OPPOSED? OKAY, SO THAT IS ACCEPTED.
[01:20:01]
THE OTHER ONE WAS DONATED.UH, THERE'S TWO TWO CORPORATE, TWO, TWO PICTURES THAT WERE DONATED AND THE COMMITTEE RECOMMENDED THAT WE NOT ACCEPT THOSE BECAUSE THEY DON'T FALL WITHIN THE FREE PURVIEW OF THE POLICY THAT, WHICH SAYS THEY SHOULD EACH BE WORTH, IT SHOULD HAVE A, UH, A VALUE OF $500.
SO I RECOMMEND, CAN I HAVE A, UM, A MOTION TO NOT RECOMMEND THAT WE ACCEPT THESE, THESE TWO? OKAY.
AND THAT WOULD BE BERNIE AND TERRY SECONDED.
CAN I ASK, I DON'T RECALL US EVER GETTING ANY OF THESE BEFORE.
SO IN THE YEARS I'VE BEEN ON, WHAT DO YOU MEAN GETTING THAT THE ARTWORK REQUESTS HAVE COME TO THE BOARD? SO IS THE POLICY THAT EVERYTHING THAT THE ARTWORK COMMITTEE DOES, COMES TO THE BOARD? IS THAT THE POLICY? AMANDA, WHY DID THESE COME TO US TODAY? 'CAUSE IT, YES, WE CAN'T.
THEY IT HAS COME TO YOU BEFORE.
AND, UM, SO EVERY PIECE OF ART THAT'S BEEN DONATED IN THE LAST FIVE YEARS THAT'S EITHER BEEN ACCEPTED OR REJECTED HAS COME TO THIS COMMITTEE WITHIN THE LAST TWO UNDER MY LEADERSHIP.
I KNOW THAT WE'VE SENT THEM TO YOU.
I'VE, I'VE MADE IT A POINT TO MAKE SURE THAT AS THE COMMITTEE'S BRINGING IT BEFORE YOU, THAT YOU HAD OPPORTUNITY TO SEE WHAT THEY REVIEWED.
BECAUSE HONESTLY, PEOPLE, PEOPLE LOVE TO DONATE THINGS TO THE LIBRARY AND WE HAVE TO PUT SOME THINGS IN PLACE AND WE HAVE TO HAVE AN ART COMMITTEE TO, UH, TO, TO LOOK AT THAT PIECE OF ART, SEE IF IT'S GOING TO FIT INTO THE LIBRARY.
NO, I'M VERY, I'M VERY, UM, SUPPORTIVE OF PEOPLE DONATING TO THE LIBRARY AND EVERYTHING, BUT I JUST, WE DON'T HAVE MANY HAPPENING BECAUSE I DON'T RECALL HAVING, MAYBE IT'S 'CAUSE I DON'T RECALL HAVING SEEN PICTURES.
WE HAD, WE HAD RUN A COUPLE YEARS AGO AND IT WAS MAYBE LAST YEAR IT WAS A PORTRAIT.
UM, WHO WAS VERY IMPORTANT TO, TO UM, UH, HILTON HEAD ISLAND.
OKAY, SO YOU MISSED A FEW COMMITTEES, BUT I DON'T KNOW THAT THEY HAVE ANY UPDATES.
OH, WHAT CAN, WHAT DID I STOP THE, UM, OH, I GUESS I DID.
I DIDN'T MISS, I JUST JUMPED OVER THAT.
I THINK WE NEED TO FINISH AND TAKE A VOTE.
UH, I THINK YOU WERE REQUESTING OH YES.
YOU REQUEST YOU BERNIE AND TERRY JUST SECONDED THE MOTION THAT WE REJECT THIS ONE.
THESE TWO ALL IN FAVOR OF ACCEPTING THE MOTION TO REJECT THE TWO PICTURES.
SO THAT, THAT TAKES CARE OF THE ART COMMITTEE.
UM, IS THERE, YEAH, IS THERE ANY REPORT, JANET, FOR STRATEGIC PLANNING? NO, I, I, UM, I'M, THE COMMITTEE HAS NOT MET, BUT WE'RE PLEASED WITH THE REPORTING BY THE AMAZING, UH, AMANDA DICKMAN THAT SHE IS, THAT SHE IS FORMATTING HER EXECUTIVE, UM, DIRECTOR REPORT TO US REGULARLY AROUND WHAT OUR OBJECTIVES ARE.
SO EVERY TIME SHE REPORTS, SHE'S GONNA CONTINUE TO SAY, THIS WAS OUR FIRST OBJECTIVE, SECOND OBJECTIVE, THIRD IN THE STRATEGIC PLAN.
SO, UM, UH, WE'RE PLEASED WITH SPEAKING ON BEHALF OF THE COMMITTEE THAT HASN'T MET.
WE'RE PLEASED THAT SHE'S DOING THAT.
UM, HOW ABOUT CHALLENGING MATERIAL? JOE BOGAN? UH, DO YOU HAVE ANY REPORT? NO.
WE, WE HAVE NOT BEEN CHALLENGED.
YOU'LL HAVE TO CHANGE THE NAME OF THAT COMMITTEE.
RECONSIDERATION, RE RECONSIDERATION AND LIBRARY FACILITIES.
I THINK WE GOT A REPORT ON ON WHAT'S GOING ON.
DO YOU HAVE ANYTHING? WE ARE COVERED MOST OF IT, BUT BASICALLY IN THE HANDOUT WE'VE GOT, UH, CAPITAL PROJECTS AND FACILITIES.
THE
I THINK CHUCK AGAIN, PROPOSED TO THEM FOR POOR ROLE.
YEAH, THEY HAVE BEEN PROPOSED.
SO OTHER NEW FACILITY PROGRAMS, UH, FACILITY MAINTENANCE ISSUES, THEY'RE ALL STEPPING STONE.
UH, ANY OLD BUSINESS, NEW BUSINESS.
UH, I, OUR NEXT MEETING WILL BE SEPTEMBER 13TH AT FOUR O'CLOCK AT ST.
AND UH, I WILL CALL, IS THERE A MOTION TO
[01:25:01]
ADJOURN THE MEETING? SAME.IT'S, UH, ALL IN FAVOR SAY AYE.
WE COULD HAVE BEEN HERE TILL MIDNIGHT.
