SO WHEN WE COME BACK IN POTENTIALLY 2024, WE'RE NOT STARTING FROM GROUND ZERO.
SO THIS IS A BREAKDOWN OF THOSE PROJECTS.
AND THE MOST IMPORTANT THING IS, UM, IF YOU REMEMBER LAST YEAR WE HAD, UM, PROGRAM PROJECTS, BUCKET PROJECTS, SAFETY, RESURFACING, UH, RESILIENCY, DIFFERENT THINGS.
AND THEN WE HAD SPECIFIC PROJECTS.
SO WE USED THAT SAME FORMAT AND HOW WE'RE GONNA ATTACK WITH THIS INVESTMENT FUNDS, UH, WHAT OUR GOAL WAS TO ONE, START THE BIG PROJECTS THAT WE HAD.
SO THAT'S THE SC 46, WIDEN FROM THE TRAFFIC CIRCLE TO JASPER COUNTY LINE, THE TRIANGLE PROJECT.

OUR INTENT WAS LET'S DO SAFETY PROJECTS THAT WE HEAR ALL THE TIME.

SAFETY PROJECTS ARE TYPICALLY HAVE LITTLE TO NO, UH, RIGHT OF WAY ACQUISITION.

SO IN 75, BASICALLY HOME RULE WAS ENACTED.
UM, AND WE STARTED WITH COUNTY GOVERNMENT AND THEN A LOT OF PROVISIONS ON WHAT WE CAN OR CANNOT DO BASED OFF THAT HOME RULE ACT.
SO THIS IS THE FIRST TIME THAT SALES TAX CAME TO THE LOCAL LEVEL AT, AT THE COUNTY LEVEL.
SO 1990, THIS WAS THE FIRST ONE.
NEXT, UM, AT THE TIME, RIGHT OUT THE GATE, SIX PEOPLE, SIX OUT OF THE 46 ADOPTED IT.
AND THEN AS OF 21, UH, OR 2014, 31 OF THE 46 HAD ADOPTED THIS LOCAL OPTION SALES TAX.

SINCE THEN THEY'VE ADOPTED SIX OTHERS AND NOW SEVEN BEING GREEN SPACE.SO THIS IS THE BASIS OF LOCAL OPTION SALES TAX.
SO THIS RIGHT HERE, UM, IT'S OFTEN REFERRED TO AS A, AS A PROPERTY TAX ROLLBACK.
AND WHAT I MEAN BY THAT IS FOR EVERY DOLLAR THAT'S COLLECTED, 71% OR SAY EVERY A HUNDRED DOLLARS $71 IS GOING BACK TO RELIEF.
UM, AND THERE'S A BREAKDOWN IN THE FORMULA FOR THAT.
AND THEN 29% OF IT GOES BACK TO THE LOCAL GOVERNMENTS AS A CAPITAL PROJECT REVENUE FUND.

SO EVEN THOUGH THEY'RE 30%, THEY MAY GET HIGHER THAN THAT BECAUSE OF WHERE THE, THE SHOPPING IS, IS COLLECT WHERE THE FUNDS ARE COLLECTED.

THE REASONING IS THE LOCAL, THE MUNICIPALITIES DON'T HAVE AS MANY FUNDING OPPORTUNITIES.
ALL THESE SALES TAXES APPLY TO COUNTIES.

I DON'T KNOW THAT THERE WAS A LOT OF EDUCATION ABOUT IT.

AND SINCE OVER THE LAST 10 YEARS, WE HAVE GROWN BY 15%.
UM, AND THEN BEAUFORT COUNTY IS CURRENTLY THE 10TH MOST POPULATED COUNTY IN THE STATE.
AGAIN, THIS WAS THE CENSUS NUMBERS OF 187, SO IT'S PROBABLY A LITTLE BIT HIGHER THAN THAT NOW.
BUT LO AND BEHOLD, OUR STATE IS GROWING.
OUR COUNTY IS GROWING AND OUR COMMUNITY IS GROWING.
THERE IS NOTHING THAT WE CAN DO AT THE LOCAL LEVEL TO STOP THE GROWTH.
I TALK ABOUT THIS ALL THE TIME WHEN I TALK TO FOLKS IS, WELL, I'M TIRED OF THE TRAFFIC.
IT'S LIKE, WELL YOU CAN'T JUST TELL PEOPLE TO STOP COMING.
YOU CAME HERE, MORE PEOPLE ARE COMING.
THIS IS A MACRO ECONOMIC SHIFT THAT WE'RE SEEING.
WE'RE SEEING THE NORTHEAST MIGRATE TO THE SOUTHEAST.
WE'RE SEEING THE SAME THING IN TEXAS AND ARIZONA AND MIGRATION FROM CALIFORNIA.
ALL IT IS JUST SOMETHING THAT'S BIGGER THAN US AND THE GROWTH IS HERE.

IF WE ISSUE DEBT IS PROBABLY GONNA BE 10 TO $30 MILLION, BUT THAT'S AS NEEDED.
AND ONE YEAR AT A TIME, NOT A REOCCURRING.
REVENUE BONDS IS IF WE HAVE A REVENUE GENERATING FACILITY, UM, LIKE AN AIRPORT AND IT PRODUCES ITS OWN REVENUE, THEN WE COULD ISSUE REVENUE BONDS DEVELOPMENT, IMPACT FEES.

AND WHAT YOU SEE AT THE BOTTOM, SO THE WHITE IS THE FOUR COUNTIES THAT HAVE ZERO.
SO GEORGETOWN, BEAUFORT COUNTY, OCONEE, AND GREENVILLE, IT'S CHANGED NOW ON THE MAP THAT YOU HAVE, BECAUSE WE JUST ELECTED GREEN SPACE, BUT THIS WAS AFTER OUR TRANSPORTATION HAD BEEN FULLY COLLECTED.

WE HAVE OUR OWN PRIORITIES, LET ALONE GO BUILD SOMEBODY ELSE'S PRIORITIES, CAPITAL PROJECTS AND OR EDUCATION CAPITAL.

HOW DO WE PAY THE THE STATE BANK BACK? WE DON'T.
IN ESSENCE, WE ARE PAYING THE STATE GRANT DOESN'T, ISN'T EXACTLY OUT OF THIN AIR.
SO WHEN YOUR 6% SALES TAX AND YOUR, UH, TAX THAT YOU PAY TO THE INCOMES TAKE TAX TO THE STATE.

SO, ALRIGHT, SO SUPER PENNIES PLAN, AGAIN, LARGEST FEASIBLE.
SO IF WE PUT THREE PENNIES IN MOTION, WE'VE GOT 60 MILLION TIMES THREE, 180 MILLION, ALMOST $200 MILLION A YEAR THAT WE'RE INVESTING IN OUR ECONOMY VERSUS TODAY, UM, PRIOR TO GREEN SPACE, WE WERE INVESTING ZERO.
A LARGE PERCENTAGE IS FROM OUT OF TOWNERS 40, MAYBE GREATER THAN 40%.
UM, IT'S NOT ASSESSED ON THE NECESSITY.

SO IN $60 MILLION, ONLY 29% WAS GOING TOWARDS THE PROJECT REVENUE FUND.
NOW THE ENTIRE $60 MILLION IS GOING TO THE PROJECT REVENUE FUND, RIGHT? SO IT IS BASICALLY A LOST ON STEROIDS, PLUS IT HAS AN EXPIRATION DATE.
SO THE IDEA OF IT BEING REGRESSIVE IS THE FACT THAT IT HAS A EXPIRATION DATE.
AND THEN AS WE SHOWED IN THE CALCULATION, DOESN'T REALLY INCREASE THE TAXES BASED OFF THE MILLAGE DEBT.

SO WE JUST DID A QUADRENNIAL REASSESSMENT AND PEOPLE'S PROPERTY TAX.
THE, THE PROPERTY TAX GOES UP.

AT LEAST OUR HALF OF THE BILL SCHOOL DISTRICT DID SOMETHING DIFFERENT.

SO THEY REDUCED YOUR MILLAGE THAT THEY'RE ASSESSING ON YOUR HIGHER APPRAISED PROPERTY TAX.
SO, UM, EVEN AT 15% WE'VE SEEN INFLATION THAT'S BEEN HIGHER THAN, I MEAN IT'S BEEN SUPER HIGH HERE LATELY.
SO PROPERTY TAX DOESN'T KEEP UP THE SAME AS SALES TAX DOES.
SO WHAT YOU GUYS DID A GOOD JOB LAST YEAR IS WE KNOW WE'RE GONNA HAVE SAFETY PROJECTS.
WE DON'T KNOW WHICH INTERSECTION IT'S GONNA BE, BUT WE CAN PROVIDE, UH, OPPORTUNITY AND A FUNDING PART FOR FUTURE SAFETY PROJECTS KNOWING THAT WE'RE GONNA HAVE INTERSECTIONS THAT NEED IMPROVEMENT LATER IN THE DAY.
