I SPEAK TO YOU TODAY IN SUPPORT OF RETAINING THE SHERIFF'S OFFICERS PRESENT AT HILTON HEAD ISLAND AIRPORT.

I'VE BEEN A PILOT FOR MORE THAN 33 YEARS, AND I'M ALSO A MEMBER OF THE BEAUFORT COUNTY AIRPORT BOARD AND I HAVE AN AIRCRAFT BASED AT BEAUFORT EXECUTIVE AIRPORT.

MY EXPERIENCE IN AVIATION AND AIRPORT OPERATIONS URGES YOUR UNWAVERING SUPPORT FOR THE RETENTION OF THE SHERIFF OFFICERS PRESENT AT THE HILTON HEAD ISLAND AIRPORT.

THE CONTINUATION OF THE SERVICE IS NOT JUST A MATTER OF SECURITY, BUT A TESTAMENT TO THE STRONG RELATIONSHIP BETWEEN THE SERVICE OFFICE AND OUR COMMUNITY.

SEVERAL KEY FACTS MUST BE CONSIDERED WHEN MAKING THIS DECISION.

NUMBER ONE, A DECADE OF SERVICE.

THE SHERIFF'S OFFICE HAS DUTIFULLY PROVIDED LAW ENFORCEMENT SERVICES AT THE AIRPORT FOR MORE THAN A DECADE.

THIS EXTENDED PARTNERSHIP HAS ALLOWED THEM TO DEVELOP A DEEP UNDERSTANDING OF THE AIRPORT'S UNIQUE SECURITY NEEDS AND TO TAILOR THEIR APPROACH ACCORDINGLY.

SECONDLY, COMMUNITY INVOLVED INVESTMENT.

THESE DEPUTIES ARE NOT JUST OFFICERS, THEY'RE MEMBERS OF OUR COMMUNITY WHO ARE DEEPLY INVESTED IN THE WELLBEING OF BOTH THE AIRPORT AND ITS SURROUNDINGS.

THIS PERSONAL CONNECTION RESULTS IN A HIGHER LEVEL OF SERVICE COMMITMENT AND A MORE COMPASSIONATE APPROACH TO THEIR RESPONSIBILITIES.

NUMBER THREE, SECURITY RISK AND TRANSITION.

TRANSITIONING TO A DIFFERENT SECURITY PROVIDER POSES RISKS TO THE OVERALL SAFETY AND SECURITY OF THE AIRPORT.

THE

POTENTIAL DISRUPTION DURING THIS TRANSITION PERIOD COULD LEAD THE AIRPORT AND THE ENTIRE AVIATION HUB AND SPOKE SYSTEM VULNERABLE TO SECURITY BREACHES AND OTHER UNFORESEEN CHALLENGES.

NUMBER FOUR, MAINTAINING CUSTOMER SERVICE.

OUTSOURCING SECURITY SERVICES OFTEN LEADS TO A REDUCTION IN CUSTOMER SERVICE QUALITY.

AND THE PRESENCE OF SHERIFF DEPUTIES AT THE AIRPORT IS NOT ONLY ABOUT SECURITY, BUT ABOUT PROVIDING TRAVELERS WITH A WELCOMING AND REASSURING EXPERIENCE.

AND LASTLY, HILTON HEAD IS BEAUFORT COUNTY.

AND AS A BEAUFORT COUNTY FACILITY, IT IS ONLY FITTING THAT IT CONTINUES TO HAVE THE SHERIFF'S OFFICE PRESENCE ENSURING THE CONSISTENT APPLICATION OF A COUNTY LAW ENFORCEMENT STANDARDS.

I CAME FROM HILTON HEAD, SO I APPRECIATE THAT.

, YOU'RE GOOD.

UM, MY NAME IS LESLIE FL AND I SERVE AS VICE CHAIRMAN OF THE BEAUFORT COUNTY AIRPORTS BOARD.

I SPENT 31 YEARS IN FEDERAL GOVERNMENT, EIGHT OF THOSE YEARS WITH THE DEPARTMENT OF HOMELAND SECURITY.

AS ONE OF THE ORIGINAL A HUNDRED STAFF HIRED TO SET UP THE TRANSPORTATION SECURITY ADMINISTRATION, I WAS INVOLVED WITH MANAGING T S A POLICY OR AIRPORT OPERATIONS.

AN AIRPORT CANNOT OPERATE UNLESS IT PROVIDES FOR THE SAFETY AND SECURITY OF ALL PERSONS AND PROPERTY.

T SS A GUIDELINES ENSURE THAT AN AIRPORT OPERATOR MUST PROVIDE LAW ENFORCEMENT OFFICERS WHO MEET ALL OF THE REQUIREMENTS OF THEIR SECURITY DIRECTIVE.

IN 2021, I ORGANIZED A CUSTOMER SERVICE PROGRAM AT OUR AIRPORT OF LOCAL VOLUNTEERS WILLING TO WORK FOUR TO FIVE HOURS DURING THE BUSIEST FLIGHT TIMES.

THEIR JOB IS TO ANSWER BASIC QUESTIONS ABOUT THE AIRPORT AND PROVIDE GUIDANCE TO THOSE WHO ARE TRAVELING.

THEIR GOAL IS TO MAKE THE, MAKE SURE THEY OFFER OUR PASSENGERS AND VISITORS THE BEST POSSIBLE CUSTOMER SERVICE, LEAVING THEM WITH A POSITIVE IMPRESSION OF HILTON HEAD ISLAND AIRPORT.

I WORK AS ONE OF THE AMBASSADOR VOLUNTEERS.

I FOUND OUT QUICKLY THAT OUR SHERIFF'S DEPARTMENT AND THE SHERIFF DEPUTIES HAD ALREADY BEEN PROVIDING THIS SERVICE TO PASSENGERS ABOVE AND BEYOND WHAT WAS EXPECTED OF THEM.

THEY WERE INSTRUMENTAL IN HELPING TO TRAIN OUR AMBASSADORS BECAUSE OF THEIR KNOWLEDGE AND EXPERIENCE.

OUR LAW ENFORCEMENT AUTHORS OFFICERS, AND WE CALL THEM LEOS, UNDERSTAND THE INTERNAL WORKINGS OF OUR AIRPORT AS WELL AS THE AIRLINES THAT SERVICE US.

IF WE LOSE THIS VALUABLE RESOURCE AT OUR AIRPORT, WE WILL BE SETTING BACK ALL OF THE PROGRESS WE HAVE MADE TO ESTABLISH HILTON HEAD ISLAND AIRPORT AS A PREMIER TRAVEL DESTINATION.

VACATIONERS.

THIS WOULD BE A TREMENDOUS DISSERVICE TO THE RESIDENTS OF BEAUFORT COUNTY, AND I HOPE OUR COUNTY COUNCIL WILL NOT LET IT HAPPEN.

UM, A COUPLE UPDATES.

AGAIN, THIS IS ITEMS THAT WE'RE WORKING ON WITHIN THE DIVISION.

UH, NOT NECESSARILY THINGS THAT ARE COMING FOR A VOTE TODAY, BUT JUST, UH, GOOD TO KNOW.

UH, THIS PAST WEEK IN TRANSPORTATION, WE HAD A REALLY GREAT MEETING, A REGIONAL MEETING WITH US, BEAUFORT COUNTY, JASPER COUNTY, TOWN OF HARDY V, UM, A MEMBER OF LATS, UH, REPRESENTATIVE AND S C D O T, UH, THEIR DEPUTY PLANNING DIRECTOR TO TALK ABOUT PLANNING AND FUTURE ROADS.

OBVIOUSLY WE HAVE A LOT OF ROADS IN WORK, UM, FOR THE 2018 SALES TAX, BUT THIS WAS LOOKING BEYOND THAT.

UM, AND SPECIFICALLY AT THE TRIANGLE AND EVEN THE 2 78 WIDENING FROM ARGENT BOULEVARD TO INTERSTATE I 95, WHICH IS IN JASPER COUNTY.

SO A GOOD REGIONAL MEETING.

UM, THE SHORT STORY OF A SUMMARY OF THAT MEETING WAS, UH, THE HARDEST PART IS NOT COMING UP WITH THE, THE, THE BIG NUMBER, THE $300 MILLION NUMBER.

IT'S GETTING THE PROJECT STARTED.

SO AS LOCALS FINDING THAT LOCAL SOURCE OF REVENUE, UM, TO GET THE BAR, UH, THE BALL ROLLING.

AND THAT WAS THE CHARGE FROM THE MEETING.

WE'RE WORKING WITH D O T TO FINALIZE THE CROSS SECTION AND GET SOME ADDITIONAL PUBLIC COMMENTS.

WE'VE BEEN ABLE TO TWEAK THE RIGHT OF WAY NEEDS, UM, THROUGH THE SURVEYING PROCESS AND PRELIMINARY LAYOUT.

AND SO, UM, FLYERS ARE BEING SENT OUT AND PRESS RELEASES DRAFTED FOR DISTRIBUTION OF THAT UPCOMING MEETING.

AND AGAIN, THAT'S NOVEMBER 9TH FROM FIVE TO SEVEN AT BLUFF AND REC CENTER.

REIMAGINE REBO ROAD.

THE COUNTY WILL BE PRESENTING THE MASTER PLAN AT THE CITY OF BEAUFORT WORKSHOP MEETING TOMORROW, OCTOBER 24TH AT 5:00 PM.

UH, SO WE ARE ALSO PLANNING A FUTURE PRESENTATION TO THE TOWN OF PORT ROYAL.

UM, I BELIEVE IN THE FIRST PART OF NOVEMBER.

THE DATE IS TO BE DETERMINED.

UM, OUR GOAL WITH THAT IS TO HAVE A LAST COMMENTS FROM, FROM THE BIG STAKEHOLDERS, OBVIOUSLY THE TOWN, THE CITY, AND BEAUTIFUL MEMORIAL, UM, TO FINALIZE THAT REPORT SO THAT WE CAN ADOPT IT AS A GROUP AND THEN START ENGINEERING DESIGN.

UM, THE LAST THING WE WANNA DO IS TO PUSH FORWARD WITHOUT A PLAN THAT THAT SATISFIES MOST, AND THEN, UM, GET IN THE MIDDLE OF ENGINEERING DESIGN AND BEING A STALL MATE AT THAT POINT.

SO WE'RE TRYING TO DO THE PRELIMINARY WORK WITH THIS DESIGN CHARETTE.

UH, AS FAR AS PUBLIC WORKS, A COUPLE MARINE PROJECTS.

ONE TONIGHT YOU'LL BE VOTING ON IS AJOY BOOT LANDING, SO A RECOMMENDATION FOR, UM, IMPROVEMENTS OF THAT BOOT LANDING TO REPLACE THE DOCKS, SOME OF THE, SOME OF THE CONCRETE PIERS.

AND THEN THE DOCK ITSELF, UM, WHICH NEIL TALKED MORE ABOUT THAT.

WE'RE GONNA BE INSPECTING THE WHITEHALL FISHING PIER, UM, FOR ITS STABILITY AND STRUCTURE AS WELL AS THE SPANISH MOSS TRAIL.

THEY HAVE STATED THAT AS THEIR SHARE, THEY DON'T INTEND TO GO HIGHER THAN THEIR SHARE.

UM, AND THEN THE S CIB HAS $120 MILLION, UM, GRANT THAT THEY HAVE INVESTED IN THE PROJECT.

UM, CLEARLY IN THE SIB APPLICATION, THAT IS THEIR GRANT AMOUNT.

THEY ARE NOT SUPPORTING ADDITIONAL FUNDS TO THE PROJECT.

SO YES, TO YOUR POINT, ANY ADDITIONAL COST, WHETHER THAT'S JUST FROM TIME DELAY OR THE COST OF DOING BUSINESS, UM, AS THE YEARS GO FAST, UM, THAT IS THE BURDEN OF, OF THE COUNTY TO TAKE THAT ON AS FAR AS THE PROJECT ITSELF.

UM, AS FAR AS GETTING TO A STALL MATE, SO LAST YEAR, UM, AND, AND I TRIED TO WRITE THIS IN THE ITEM BACKGROUND AND MAYBE LET ME JUST KIND OF SUMMARIZE IT.

IN 2021, UM, THERE WAS A CALL FOR AN INDEPENDENT STUDY.

UM, THAT INDEPENDENT STUDY WAS THE FIRST INDEPENDENT STUDY THAT WE DID TOGETHER WITH TOWN OF HILTON HEAD.

UM, AFTER THAT, IN THE FALL, THE TOWN HAD WORKED WITH M K S K PROVIDE RECOMMENDATIONS FOR 26, UM, RECOMMENDATIONS THAT THEY HAD TO THE PREFERRED ALTERNATIVE.

SO D O T ALONG WITH THE COUNTY WORKED ON THE PROJECT AND UPDATED IT AND MADE A MODIFIED PREFERRED ALTERNATIVE AND A THIRD PUBLIC, UH, INFORMATION MEETING IN MARCH, 2022.

AT THAT TIME, UM, THERE WERE STILL HESITATIONS ABOUT MOVING FORWARD ON THE PROJECT AND WE WENT BACK AND FORTH AND IN OCTOBER OF 2022, WE AGREED ON A M O U WITH THE TOWN OF HILTON HEAD THAT OUTLINED 10, 10 ITEMS THAT WE WERE GOING TO DO TOGETHER TO WORK ON THE PROJECT AND ADVANCE THE PROJECT.

UH, ONE OF THOSE BEING A JOINT INDEPENDENT STUDY FOR A SECOND INDEPENDENT STUDY.

SO THAT WAS COMMISSIONED AND PUT OUT TO BID IN THE FALL OF 2022, WINTER, UH, DECEMBER.

AND THEN, UH, COMMENCED IN, UH, MARCH OF 2023.

THEY'VE BEEN WORKING FOR THE LAST SIX MONTHS AND THEY FINALIZED AND, AND MADE A REPORT AND A PRESENTATION IN SEPTEMBER.

SO NOW WE HAVE, UH, MET ALL THE 10 POINTS THAT WERE OUTLINED IN THAT M O U UH, DIRECTLY.

SO INSIDE OF THAT, AT THE END OF THAT WAS ONE OF THE CONDITIONS WAS THAT MUNICIPAL CONSENT WOULD NOT BE REASONABLY UN INHALED, AND THAT THAT WAS THE LAST INDEPENDENT STUDY TO BE PERFORMED ON THE PROJECT.

THE TOWN OF HILTON HEAD, AS, AS YOU MAY NOTE, IS PREPARING TO DO A THIRD INDEPENDENT STUDY SEPARATE FROM THE PROJECT, SEPARATE FROM THE COUNTY.

UM, THAT WAS NOT PART OF THE M O U THAT WE AGREED UPON.

OKAY.

SO AT THIS POINT, PART OF THE RECOMMENDATION TO, UH, SEEK MUNICIPAL CONSENT FROM THE TOWN IS THAT WE AGREED TO AN AGREEMENT OVER A YEAR AGO ON THIS IS HOW WE'RE GONNA MOVE THE PROJECT FORWARD.

AND THOSE CONDITIONS HAVE ALL BEEN MET AND AGREED UPON.

ONE OF THEM ALSO BEING THE ADAPTIVE SIGNALS WORK ON THAT COLLECTIVELY OF WHICH THAT WAS PAID FOR WITH IMPACT FEES FROM THE COUNTY.

SO THE COUNTY HAS HIT EACH OF THOSE MARKS.

UM, SO THIS IN STAFF'S OPINION IS NOT AN UNREASONABLE REQUEST OR TIMING.

PARTICULARLY THE PILINGS WERE DAMAGED AND BENT.

SINCE THEN, WE HAVE SLIGHTLY REPAIRED THEM JUST TO KEEP THEM GOING.

UM, FUNDING WAS REQUESTED THROUGH A H GRANT, UH, TAX GRANTS.

AND WITH THAT, A MARINE ENGINEER WAS ACQUIRED TO DO THE CONSTRUCTION DOCUMENTS AND BIDDING.

THIS WAS PUT OUT IN THE SUMMER OF THIS YEAR WITH THE BIDS COMING BACK IN SEPTEMBER.

UM, THE FUNDING FOR THE PROJECT IS THE A AND H TAX OF 5 34 7 30.

AND THE CONTRACTOR WILL INSTALL NOT ONLY A, THE EXISTING FLOATING SECTION, BUT IT WILL ADD FIVE ADDITIONAL PANELS TO MAKE AN L SECTION.

SO THIS IS ONE OF OUR POPULAR MARINE FACILITIES THAT GETS USED A LOT AND, UH, WHATNOT.

THE NOTICE TO PROCEED ONCE WE ISSUE THE NOTICE OF PRE, UH, NOTICE TO PROCEED THE CONSTRUCTION'S ROUGHLY SIX MONTHS.

SIX MONTHS FOR START TO COMPLETION.
