WE'RE ALL DAWNING SOME PINK TODAY IN HONOR, UH, OF THOSE WHO'VE BEEN AFFECTED.

UM, AND WE'D LIKE TO SHOW OUR SUPPORT.

I BELIEVE, UH, STAFF HAS PARTICIPATED IN A FEW THINGS TODAY AS WELL.

AND WE HAVE ANDREW DAVIS THAT'S GONNA TAKE IT OVER AND SHARE A FEW MORE WORDS.

AND THAT THERE ARE 44,000 PEOPLE IN THIS NATION THAT COULD DIE THIS YEAR FROM BREAST CANCER ALONE.

WE DIDN'T JUST WANT TO TALK ABOUT IT, BUT ACTUALLY MAKE A DIFFERENCE.

WE GO OUT IN DIFFERENT COMMUNITIES ON DIFFERENT, UM, CORPORATE LOCATIONS AND PROVIDE DIFFERENT HEALTH SERVICES, WHATEVER THAT, UM, ORGANIZATION OR COMPANY IS NEEDING AT THE TIME.

UM, WE HAVE A NURSE PRACTITIONER WHO WILL BE ON THE MOBILE UNIT PROVIDING FREE BREAST HEALTH EXAMS. UM, IF THERE IS SOMETHING FOUND IN THAT EXAM.

WE WILL ALSO HAVE A TEAM, UM, SOME PEOPLE FROM MARK'S TEAM, OUR ONCOLOGY TEAM ON SITE TO HELP GUIDE THE NEXT STEPS IF THEY DO NEED TO BE SEEN IN AN OFFICE.

UM, FORTUNATELY WE HAVE A LOCATION HERE NOW WHERE THEY CAN GET A MAMMOGRAM, UM, VERY CLOSE TO HOME IF THEY HAPPEN TO LIVE IN BUFORT OR OAT T AREA.

WE HAVE TWO LOCATIONS THERE AS WELL.

SO WE HAVE GREAT ACCESS FOR NEXT STEPS, BUT WE'LL HAVE A FULL TEAM THERE, UM, TO GUIDE PEOPLE IN WHAT THE NEXT STEPS ARE.

UM, SO IT'S ENCOURAGED FOR ANYBODY WHO HAS BEEN IMPACTED BY BREAST HEALTH OR EVEN AS JUST A FEMALE IN GENERAL TO COME TO THIS EVENT.

THEY MAY NOT WANT THE HANDS-ON EXAM, BUT THEY CAN GET SOME GREAT INFORMATION ON AND RESOURCES ON WHAT TO DO FOR THEIR BREAST HEALTH.

UM, I'VE GOT SOME FLYERS I PRINTED OUT AND I PUT 'EM IN THE TABLE IN THE BACK, SO I BROUGHT PLENTY OF FLYERS.

SO I'M GONNA REMIND US OF THE MEMORANDUM AGREEMENT THAT WE ADOPTED THAT TOWN COUNCIL ADOPTED WITH BEAUFORT COUNTY COUNCIL.

UM, I'M GONNA ASK JARED TO INTRODUCE SEAN LIGHT, UH, WITH C B B TO GO THROUGH A PRESENTATION.

AND THEN I WANNA MAKE SURE THAT, UM, WE COMMUNICATE WHAT WAS, UH, PART OF THE SCOPE FOR THE, FOR THE COUNTY PROCURE JOINT EFFORT.

AND THEN WHAT IS DIFFERENT WITH THE, UH, EVALUATION THAT WE'LL DO WITH LOCK MUELLER GROUP, WHO WE JUST PUT ON OUR CONTRACT ON FRIDAY.

UH, WE'VE BEEN WORKING WITH THE COUNTY, UH, FOR THE LAST YEAR TO ADVANCE THESE ITEMS. UM, AND I THINK WE'VE BEEN TRUE TO THE SPIRIT OF NUMBER ONE.

UH, NUMBER TWO, COUNTY AND TOM MUTUALLY AGREE TO WORK TOGETHER TO LOOK AT THE FEASIBILITY OF MERITS.

UM, BACK IN OCTOBER OF 2021, UH, TOWN COUNCIL, UH, ADOPTED A POSITION AND RECOMMENDATIONS FOR 26 THINGS, 14 OF WHICH WERE DIRECTLY, UM, RELATED TO THE, THE GATEWAY CORRIDOR PROJECT.

AND 12 WERE, UM, ANCILLARY OR IN PARALLEL, UM, BUT THE COMMITMENT TO CONTINUE TO ADVANCE THOSE ITEMS AS THIS MOVES IN, UM, AS THIS PROJECT MOVES FORWARD, ADDITIONAL DESIGN CONSIDERATION IS MADE.

UM, NUMBER THREE, THE COUNTY WILL PROCURE AN INDEPENDENT CONSULTANT, AGAIN, ONE THAT DIDN'T HAVE ANY PREVIOUS RELATIONSHIP TO THE SS C D O T, THE COUNTY OR THE TOWN.

UM, AND TO PERFORM THIS INDEPENDENT REVIEW, UM, THEY WOULD DO A END-TO-END SIMULATION, UM, BEYOND THE PROJECT LIMITS.

UM, AND IN THE SCOPE, IT WENT TO INE CIRCLE ON THE CROSS ISLAND PARKWAY ROUTE.

SO IT INCLUDES INE CIRCLE AND THEN THE BUSINESS ROUTE.

UH, BUT WE, WE WORKED THROUGH THE PROCUREMENT SELECTION AND THEN WORKED THROUGH WITH THE COUNTY, UM, ON THE TECHNICAL SIDE, UM, AS A, AS A CONTRACTOR, WORKED THROUGH THE SCOPE.

UH, NUMBER FIVE, UM, THERE WAS AN AGREEMENT WITH THE TOWN AND THE COUNTY THAT, UM, THE COUNTY COULD PURSUE WITH D O T, THE FINDING OF NO SIGNIFICANT IMPACT.

IT WAS THEIR CHOICE ON WHEN THAT SUBMISSION, UH, WERE TO BE MADE.

BUT IF IT WAS SUBMITTED AND THE FINDINGS FROM THIS RE FROM THIS, UM, EVALUATION WERE TO CHANGE RECOMMENDATIONS, THEN, UM, AMENDMENTS COULD BE MADE TO THE ENVIRONMENTAL, UM, ASSESSMENT AND THEN RESUBMITTED TO FEDERAL HIGHWAYS FOR REVIEW.

UM, NUMBER SIX, AND THIS IS A, THIS IS A REQUIREMENT OF THE NEPA PROCESS, THAT THERE'S A VALUE ENGINEERING PORTION OF ALL, UM, ALL FEDERALLY FUNDED PROJECT, OR I'M SORRY, NOT FEDERALLY, BUT PROCESS PROJECTS THAT GO THROUGH THE NEPA PROCESS.

YOU HAVE TO A VALUE ENGINEER TO LOOK AT OPTIMIZING THE INVESTMENT.

AND, UM, BEST VALUE FOR LOWEST COST.

UM, SEVEN WAS TO CONTINUE TO WORK ON THINGS OUTSIDE OF THE SPECIFIC PROJECT AREA, BUT WITH S E D D O T AND LOW COUNTRY AREA TRANSPORTATION STUDY OR LATS, UM,

UM, AND WE WILL HAVE AN UPDATE TO YOU AT THE NEXT MEETING AND STATUS ON THAT PROJECT.

BUT WE'RE NEARING, WE'RE NEARING COMPLETION WHERE THAT CAN GO FULLY FUNCTIONAL FROM AN ADAPTIVE STANDPOINT.

AND I KNOW THE COUNTY WILL PURSUE, UM, IN THEIR WORK PROGRAM, THE INSULATION OF OTHER ADAPTIVE TECHNOLOGY CONSISTENT WITH OURS AS WE MOVE FORWARD.

AND WE INVOLVE THEM IN THE PROCUREMENT OF OUR, UH, CONSULTANT AND THE, AND THE TECHNOLOGY THAT WE'RE USING.

SO THAT WOULD, UM, BE A SEAMLESS INTEGRATION.

SO, UM, ANY SIGNALS OUTSIDE OF THE, OF, UM, OUTSIDE OF THOSE THAT HAVE ALREADY BEEN INSTALLED WOULD HAVE THE SYNC, HAVE THE ADAPTIVE TECHNOLOGY IF THEY WEREN'T ALREADY INSTALLED BEFORE THE PROJECT.

SO, UM, WE ARE WORKING TOWARDS THIS.

UM, AND TO TELL YOU A LITTLE BIT ABOUT WHAT WE DID AS FAR AS THE PROCUREMENT, WE WENT OUT LAST FALL, END OF LAST YEAR FOR THIS JOINT INDEPENDENT STUDY.

UM, AND LO AND BEHOLD, WE ONLY RECEIVED ONE APPLICANT, BUT WE CONTINUED AS THE SIX MEMBER COMMITTEE TO EVALUATE THEM AND TO SEE IF THEY'RE A QUALIFIED PROPOSAL.

AND WHAT WE FOUND OUT WAS, YES, THEY'RE, THEY'RE MORE THAN QUALIFIED.

AND TO ANSWER THE INDEPENDENT QUESTION, YES, THEY'RE INDEPENDENT.

THEY HAVE NEVER WORKED IN THE STATE OF SOUTH CAROLINA PRIOR TO THIS PROJECT.

THEY WERE HAPPY AND EAGER TO WORK IN SOUTH CAROLINA AND ARE HOPEFUL THAT THIS LEADS TO OTHER PROJECTS IN SOUTH CAROLINA.

AND SO WE WERE THANKFUL TO HAVE 'EM ON STAFF OR AS PART OF THE TEAM.

SO WE MOVE FORWARD WITH THAT PROCUREMENT, UM, AND PUSH FORWARD WITH THE PROJECT.

AND AS WE DEVELOP THE SCOPE OF WORK, UH, BASICALLY WHAT THE SCOPE OF WORK ENTAILED IS AN EVALUATION OF THE D O T DESIGN AS IT STANDS TODAY.

UM, AND INSIDE OF THAT EVALUATION, THERE WAS, UH, A HANDFUL OF, OF HOT TOPICS AND, AND SPECIFIC ITEMS TO BE ADDRESSED.

ONE IS THE SIX LANES NECESSARY, UM, WHETHER WE DO ANYTHING OR WHETHER WE MOVE FORWARD.

THAT WAS ONE OF THE BIG TOP PRIORITY QUESTIONS THAT C B B WAS TO ANSWER.

UM, WILL THE PROJECT CREATE DOWNSTREAM EFFECTS? SO, AS SEAN MENTIONED, WE EXPANDED THE, THE TERMINI OF THIS STUDY.

SO IT WENT FROM BLUFFTON, UH, AT BUCKINGHAM PLANTATION TO INDIGO RUN, AND THEN ON CROSS ISLAND PARKWAY, ALL THE WAY TO INE CIRCLE.

UH, AND THERE'S SOME INTERESTING OBSERVATIONS THAT SEAN WITH C B B WILL SPEAK TO ON THAT.

AND THEN THE, THE, UM, THE FUTURE GROWTH, UM, AND FORECAST THAT DOTS MADE AS INCORPORATED AS THE BASE LEVEL, UH, OF THEIR DESIGN, ARE THOSE APPROPRIATE.

SO THOSE WERE THE BIG TAKEAWAYS AS FAR AS WHAT THEY WERE CHARGED WITH IN LIGHT OF WHAT WAS ALREADY PREPARED, UM, BY D O T AND THE PLAN SET SO FAR.

AND SO WE HAVE A, UH, UH, FIVE MEMBERS ON ADVISORY TEAM.

WE HAVE A A SIX MEMBER THAT'S AN TER ALTERNATE, UH, TO HELP AS WE MOVE THROUGH THE WORK.

THE ADVISORY TEAM HELPED OUTLINE THE SCOPE OF WORK THAT WAS RECOMMENDED.

TOWN COUNCIL AND TOWN COUNCIL APPROVED THE SCOPE IN, IN JUNE.

UH, WE PROCURED AND HAVE AWARDED A CONTRACT TO DO THE WORK AS, UM, AS, UH, JARED MENTIONED BEFORE, THERE'S NO PRIOR INVOLVEMENT, UH, WITHIN THE STATE OF SOUTH CAROLINA WITH S E D O T, BEAUFORT COUNTY OR THE TOWN.

UM, ONE, ONE DIFFERENCE, UM, BETWEEN THE SCOPE THAT'S IMPORTANT WAS THE, THE SCOPE THAT WAS, UH, PROCURED BY BEAUFORT COUNTY, UH, WAS LIMITED TO THE ALTERNATIVES THAT WERE PART OF THE EA THAT WERE CURRENTLY PART OF THE EA UH, SENATOR DAVIS SPOKE LAST FALL, UM, AFTER A CONVERSATION WITH SECRETARY HALL ABOUT SOME RISK OF LOOKING BEYOND THOSE THAT WERE ALREADY EVALUATED.

UH, BUT TOWN COUNCIL WANTED, UM, TO HAVE THE DOOR OPEN TO LOOK AT ALTERNATIVES THAT WERE, UH, NOT ONLY INCLUDED IN THE CURRENT PROJECT IN THE ENVIRONMENTAL ASSESSMENT, BUT ALSO ANY OTHERS THAT THAT COULD BE OR SHOULD BE INCLUDED.

AND SO OUR PROJECT WILL INCLUDE, INCLUDE THAT, UM, AGAIN, VETTED THROUGH THE COMMITTEE AND, AND WORKED THROUGH BY THE CONSULTANT.

UM, IT DOES EVALUATE THE, UM, THE EXTENSION TO SEA PINE CIRCLE ON THE CROSS ISLAND ROUTE AND TO HOOPING CRANE AND TO GO RUN, UH, ON THE OTHER ROUTE.

UH, ONE AREA OF FOCUS, UM, THAT WE WANNA MAKE SURE IS COVERED IS THE UN UNDERSTAND THE IMPACTS AND MITIGATION AND OPTIONS FOR MITIGATION, UH, FOR THE PROJECT.

UM, AND SO WE'LL LOOK AT, UH, INTERSECTION ALTERNATIVES, UM, UH, TWO SETS OF MODELING TO GET REAL, REAL DETAILED, UM, BASED ON OUR, UM, CURRENT TRAFFIC CONDITIONS AND FORECASTS, BUT TO UNDERSTAND THE PHYSICAL IMPACTS, UM, IN STONY AND THE MITIGATION OPTIONS THAT ARE AVAILABLE, UH, THERE AS WELL.

UH, WE'VE ALSO, WE'VE BEGUN TO, UH, ANALYZE THE NO LEFT TURN, UH, OPTION THAT'S BEEN, UH, THAT'S BEEN BROUGHT UP AND ASKED FOR SOME ADDITIONAL, UH, WORK AND CLARIFICATION ON THAT.

WE HAVE SOME PRELIMINARY INFORMATION THAT I'LL SHARE WITH THE TOWN MANAGER AND, AND, AND MAYBE BE ABLE TO REPORT AT THE NEXT MEETING.

UM, IF, IF HE AND I ARE ALIGNED ON THAT, UM, WE WILL ASK OUR CONSULTANT TO DO THAT AS WELL.

SO BLUFFTON TO SPANISH WELLS, THIS IS THE AREA WHEN WE TALK ABOUT, UM, WHERE IS WIDENING REQUIRED.

UM, THIS WAS THE AREA THAT WE WERE ASKED TO EVALUATE FOR THAT.

SO HERE'S THE QUESTIONS THAT WERE ASKED.

UM, IS WIDENING IN FOR THE DOT'S PROJECT NECESSARY? WHAT ARE SOME DOWNSTREAM IMPACTS FROM THE PROJECT? UM, ARE THE DOTS FORECAST REASONABLE? ARE THERE OTHER STRATEGIES THAT CAN BE BROUGHT TO BEAR, UM, THAT CAN HELP THIS PROJECT OR ALLEVIATE THE NEED FOR THE PROJECT? AND HOW WILL THIS IMPACT NON-MOTORIZED USERS? SO THE METHODS THAT WE DID, UM, WE, THERE'S A LOT OF DATA, A LOT OF INFORMATION REPORTS TO REVIEW.

SO WE WENT THROUGH ALL OF THE PREVIOUS STUDIES, UM, THE INFORMATION THAT WAS OUT THERE.

WE CAME OUT IN MARCH, UH, FOR THE BETTER PART OF A WEEK.

UM, DID TRAVEL TIME RUNS, WE DROVE, SAT IN, WE SAT IN TRAFFIC A LOT.

UM, WE WATCHED THE TRAFFIC.

UM, WE RODE, UH, BICYCLES AROUND THE ISLAND.

UH, WE DID OUR BEST TO FIND ALL THE BUS STOPS, RIDE THE BUSES THAT WE COULD.

UM, SO WE REALLY TRIED TO EXPERIENCE WHAT TRANSPORTATION, UH, FELT LIKE AND WHAT THAT REALLY LOOKS LIKE IN THE AREA.

WE BUILT A VISIM MODEL, AND I'LL TALK ABOUT VISIM IN A MINUTE HERE.

EM'S A LITTLE DIFFERENT FROM SOME OF THE PREVIOUS STUDIES.

THE PREVIOUS WORK WAS DONE IN A MODEL CALLED SYNCHRO.

AND THERE'S A, A HIGHWAY CAPACITY SOFTWARE THAT WAS USED.

VISIM IS JUST A HIGHER END VERSION OF A LOT OF THAT.

AND WE'LL SHOW YOU WHAT THAT DOES, BUT IT REALLY LETS US LOOK AT THINGS FROM A, A SYSTEM STANDPOINT AND HOW THINGS WORK TOGETHER.

AND IN ADDITION TO THE ROADWAY, WE LOOKED AT THE BIKE PAD NETWORK, WE LOOKED AT THE TRANSIT SYSTEMS, WE LOOKED AT SOME OF THESE OTHER AREAS, UM, AS, UM, SEAN HAD POINTED OUT OR, OR JARED, UM, I FORGET WHICH ONE.

WE EXPANDED THE PREVIOUS STUDY AREAS TO GO TO INDIGO RUN AND GO DOWN TO SEA PINE CIRCLE SO WE COULD, AGAIN, LOOK AT THIS SYSTEM HOLISTICALLY.

SO WHAT IS VISIM IS A MICRO SIMULATION MODEL.

IT'S GOT A, A STOCHASTIC MODEL, WHICH MEANS EVERY TIME I RUN IT, IT'LL ACTUALLY GIVE A DIFFERENT RESULT.

SO EVERY TIME THAT YOU GO OUT, IF YOU GO AND DRIVE, UM, IN FROM BLUFFTON FIVE TIMES, YOU'RE GONNA HAVE FIVE DIFFERENT EXPERIENCES, RIGHT? BECAUSE TRAFFIC'S NOT THE EXACT SAME EVERY TIME.

SO THIS MODEL ACTUALLY GETS TO THAT LEVEL OF DETAILS TO REPLICATE THE, THE DENT, THE, UM, RANDOMNESS THAT'S IN THE SYSTEM FROM DAY TO DAY.

AND WE'LL JUST LOOK AT THAT.

UM, WE DID SOMETHING THAT WE DON'T NORMALLY DO FOR MODELS.

WE ACTUALLY RAN A THREE HOUR MODEL.

SO WE RAN PRE PEAK, WE LET THE QUEUES DEVELOP AND THEN WE LET 'EM DISSIPATE.

SO WE RAN THREE HOUR MODELS FOR BOTH THE MORNING AND THE EVENING TO GET THAT FULL EXPERIENCE OF THE CUES COMING AND GOING.

AND THEN WE RAN A, A NUMBER OF DIFFERENT SCENARIOS, UM, AND WE'LL WALK THROUGH, UH, WHAT THOSE LOOK LIKE.

BUT EVERYTHING FROM 2023 AND WE, WHAT WE DID WE TO MENTION, WE RAN TRAVEL TIME RUNS, WE DROVE, UM, AND WE RECORDED HONG, IT TOOK US TO GET FROM BLUFFTON OVER TO INDIGO RUN.

AND THEN WE, WE, WE, WE MEASURED THAT IN THE MODEL AS WELL TO MAKE SURE THAT WE, UM, MATCHED WHAT WAS ACTUALLY OUT THERE.

THIS IS JUST A LITTLE, UM, CAPTURE OF THE VISTA MODEL.

SO YOU CAN SEE, UM, WHAT THIS IS ABLE TO DO.

UM, SO WE'VE GOT THAT FULL EXTENT OF THE MODEL IN HERE.

WE'VE GOT THE TRAFFIC SIGNALS IN THERE, THE TRAFFIC SIGNAL TIMING'S IN THERE.

WE CAN PUT IN A VEHICULAR MIX.

SO WE PUT IN PERCENT TRUCKS THAT ARE OUT THERE.

WE CAN PUT IN DRIVER AGGRESSIVENESS IF WE WANT TO DO, WE HAVE OUT OF TOWN DRIVERS MAYBE A LITTLE MORE, UM, MILD.

AND THEN, SO THERE'S A LOT OF DIFFERENT, UH, ASPECTS THAT WE CAN PUT INTO THESE MODELS.

AND UM, THIS IS JUST A SHORT CLIP.

SO LIKE I SAID, WHEN WE RUN THE ACTUAL MODEL, IT'S A THREE HOUR MODEL.

LIKE THIS JUST GIVES YOU AN IDEA WHAT THAT LOOKS LIKE.

WHAT'S NICE ABOUT THIS IS THAT CAN DO THINGS LIKE HOW DOES THE SIGNAL IMPACT THE DOWNSTREAM MERGE, RIGHT? HOW DOES A SIGNAL IMPACT THE DOWNSTREAM ROUNDABOUT? HOW DO THOSE THINGS WORK TOGETHER? AND HOW DO THE GAPS CREATED FROM THE SIGNAL IMPACT, UM, SIDE STREET STOPS.

SO THE FIRST QUESTION, AND WE'LL GET INTO SOME OF THE RESULTS NOW, IS, IS THE DOT'S PROJECT NEEDED? AND WHAT YOU'LL NOTICE FROM THIS GRAPH IS THIS LOOKS AT, UM, THIS BLUE LINE, OUR AVERAGE OR ADTS.

SO THESE ARE DAILY TRAFFIC VOLUMES, UM, FROM 2010 OUT TO 2023.

AND THEN WE'VE GOT, UM, THIS, THIS ORANGE LINE IS THE PM VOLUMES.

AND THIS GRAY LINE ARE THE AM VOLUMES.

AND WHAT I FIND INTERESTING WHEN I LOOK AT THIS GRAPH IS THAT OUR DAILY TRAFFIC VOLUMES CONTINUE TO GROW.

SO TRAFFIC, YOU'RE GETTING TRAFFIC GROWTH ONTO THE ISLAND EVERY DAY YOU PEAKED OUT IN 2017 WITH YOUR AM EUROPEAN VOLUMES.

WHAT THAT TELLS ME IS THAT YOU'RE AT CAPACITY.

SO YOU'RE MAXED OUT AT, IN DURING THE ONE HOUR IN THE MORNING, AND THE ONE HOUR IN THE EVENING WHEN YOU'RE MOVING TRAFFIC.

UM, IN THAT EVENING HOUR, YOU'RE MAXED OUT AROUND 3000 CARS AND MAYBE AROUND 2,700 CARS IN THE, UM, IN THE MORNING.

SO WHAT THAT TELLS WHAT HAPPENS WHEN YOU GET TO

THAT SITUATION IS THAT YOU GET A COUPLE THINGS.

ONE, YOU GET PEAK SPREADING.

SO THE TRAFFIC QUEUES WILL GET LONGER, BUT ALSO THEY'LL OCCUR FOR A LONGER PERIOD OF THE DAY.

SO YOU'LL HAVE A, A TRAFFIC BREAKDOWN, YOU KNOW, EARLY ON IN 2017, MAYBE THOSE 20 MINUTES THAT SPREADS, THAT GROWS IF YOU EVER DRIVEN IN ATLANTA, RIGHT? THAT TRAFFIC'S BAD ALL DAY LONG, RIGHT? SO THAT'S THAT PEAK SPREADING OUT ONTO THE SHOULDERS.

SO IS THE D O T IS THE PROJECT NEEDED? YEAH, YOU'VE GOTTA DO SOMETHING FROM A TRAFFIC CAPACITY STANDPOINT, 'CAUSE YOU'RE AT CAPACITY ON PEOPLE BEING ABLE TO GET ON AND OFF THE ISLAND DURING THE HOUR, THE PEAK PERIODS.

THERE'S ABOUT 22,000 JOBS, UH, ON THE ISLAND, TWO THIRDS OF THOSE COMMUTE IN EVERY DAY.

SO THE PERSON'S SERVING YOUR COFFEE, THE PERSON THAT'S HELPING YOU, THAT'S GROCERY STORE.

MOST OF THOSE PEOPLE, UM, DON'T LIVE ON THE ISLAND.

THEY'RE COMMUTING IN.

AND SO THOSE ARE THE FOLKS THAT ARE IMPACTED BY THIS TRAFFIC.

HALF THE JOBS ON THE ISLAND ARE OF THE TYPE, UM, YOU KNOW, WORKING IN HOTELS, FOOD SERVICE, HEALTHCARE THAT CAN'T CALL IT IN, THEY CAN'T ZOOM IN.

UM, AND THEY HAVE CERTAIN TIMES THEY HAVE TO BE THERE.

SO THOSE ARE IMPACTED.

UM, SO THAT MAKES IT HARD.

WE TALKED ABOUT WHAT HAPPENS WHEN THE TRAFFIC GETS BAD.

PEOPLE LEAVE EARLIER, THEY'LL STAY A LITTLE LATE.

UM, SO THIS FIRST UPPER LEFT IS FROM THE CHAMBER OF COMMERCE.

IT'S JUST VISITOR DATA.

AND YOU CAN DEFINITELY SEE A PEAK TOUR SEASON IN THE SUMMER, THE, THE ONE BELOW.

IT LOOKS AT DAILY TRAFFIC AND YOU CAN SEE A LITTLE LESS VARIABILITY WITH THAT, A LITTLE MORE CONSISTENCY WITH THE DAILY TRAFFIC.

SO WHAT WE SEE IS A BIG PEAK WITH THE VISITORS, UM, COMING IN AND A LOT MORE CONSISTENCY WITH THE MORNING AND THE EVENING PEAK HOURS ON, ON WHAT THAT TRAFFIC FLOW LOOKS LIKE.

THERE'S ABOUT 20 MILLION ANNUAL BRIDGE CROSSINGS.

YOU'VE BOUGHT 30, UH, I'M SORRY, ABOUT 3 MILLION, UH, ANNUAL VISITORS.

SO WE'RE ESTIMATING, UM, YOU KNOW, PROBABLY 10 TO 20% OF THOSE TRIPS ARE ACTUALLY VISITOR TRIPS.

SO THE VAST MAJORITY OF THE LION SHARE OF PEOPLE THAT ARE COMMUTING IN AND OUT EVERY DAY.

SO WE'LL GET INTO THE RESULTS OF THE REMODELING INTER SECOND.

ABOUT 10 YEARS AGO THERE WAS A PROJECT IT LOOKS LIKE, TO ADD SOME PEDESTRIAN FACILITIES AT THE PROJECT.

AND IT WAS RETRIED THAT THE RIGHTMOST LANE BECOMES A RIGHT TURN ONLY LANE TO GO TO THE SOUTH, AND YOU ONLY HAVE TWO THROUGH LANES.

WHAT WE SEE IS IF, UM, THE D O T DOES THEIR PROJECT AND THIS ISN'T ADDRESSED, THIS BECOMES THE BOTTLENECK.

THIS SPILLS BACK JUST LIKE SQUIRE POPE DOES.

AND NOW YOU'VE GOT A PROBLEM AND WE'LL GO THROUGH SOME OF THOSE RESULTS WHERE YOU'RE REALLY HAVEN'T ACCOMPLISHED MUCH IN THE MORNING.

THE PARKWAY ITSELF HAS GOT PLENTY OF CAPACITY.

THERE'S NO CAPACITY ISSUES AT ALL AT THAT INTER OR ALONG THAT UH, FACILITY.

BUT SEE, BUT THEY HAVE TO GO THROUGH THE SEA PINE CIRCLE, WHICH BECOMES A CRUX.

SO TRYING TO PUT THIS TOGETHER, WE TRIED TO LOOK AROUND AND SAY, WHO ELSE IS DOING THIS? AND ONE OF THE, THE CASES, ONE OF THE MODELS, UM, THAT WE FOUND IS SUMMIT COUNTY COLORADO.

THEY'VE GOT A LOT OF ENVIRONMENTAL CONSTRAINTS TO BE ABLE TO WIDEN I 70 TO GET ADDITIONAL PEOPLE, UM, OUT TO SKI COUNTRY.

SO WHAT THEY'VE DONE IS THEY'VE DEVELOPED A PRETTY SOPHISTICATED, UH, SHUTTLE SYSTEM.

SO IT'S VERY CONVENIENT TO FLY INTO THE DENVER AIRPORT TO TAKE A SHUTTLE, A LOCAL SHUTTLE, UM, UP TO, UM, SUMMIT COUNTY.

AND THEN THEY'VE BUILT A WHOLE TRANSIT SYSTEM UP IN SUMMIT COUNTY TO BE ABLE TO GET YOU TO RESTAURANTS, TO GET YOU TO SHOPPING, TO GET YOU TO, UH, OTHER SKI RESORTS AND BE ABLE JUST TO MOVE AROUND.

SO YOU DON'T NEED TO HAVE A CAR TO GO SKIING OUT IN, IN, IN THIS PART OF THE, THE WORLD BECAUSE OF THE SYSTEM THEY BUILT UP.

KEEP, UH, JUST MAKE NOTE OF THESE NUMBERS.

SO 1992, THEY HAD ABOUT 400,000 ANNUAL TRIPS ON THEIR SYSTEM.

NOW IT'S BET ALMOST GETTING UP TO 2 MILLION ANNUAL TRIPS.

SO THE, THE BUS WILL GET ME TO THE BUS STOP, BUT HOW DO I GET TO MY DESTINATION FROM THERE? WELL, YOU'VE GOT A GREAT SYSTEM THAT ALLOWS PEOPLE ONCE THEY GET TO THE BUS STOP TO WALK A LITTLE BIT OR TAKE A BIKE TO, TO GET WHERE THINGS ARE.

SO YOU'VE ACTUALLY GOT A VERY WALKABLE COMMUNITY HERE.

AND THEN SOMETHING THAT'S AN INTERESTING OPPORTUNITY IS THIS NEW BRIDGE IS GONNA HAVE A MULTI-USE PATH ON THE SOUTH SIDE OF IT.

WE HAD MEMBERS PRESENT AT THE RECENT PUBLIC PLANNING COMMITTEE MEETING ON FRIDAY, AND WE WANTED TO EXPRESS OUR GRATITUDE TO THE MAYOR COUNCIL MEMBER AMES TOWN STAFF, AND EVERYONE INVOLVED IN THE DECISION, IN THE DECISION TO PAUSE THE PROPOSED FAR AND PARKING UPDATES TO THE TOWN'S L M O.

NOT ONLY WITH THE SIZE AND FUTURE USE OF THE STRUCTURES, BUT ALSO WITH THE INPUT OF THE EXISTING MEMBERS OF THOSE PARTICULAR N NEIGHBORHOODS.

THIS IS A VITAL STEP IN THE FUTURE OF WHAT THIS ISLAND IS TO BECOME.

WITHOUT THIS INSIGHT, RESIDENTS WILL BE SUBJECT TO SOMEONE ELSE'S VERSION OF WHAT'S BEST FOR THEM.
