YOU PROBABLY SAW THE PRESS RELEASE OF, WENT OUT THIS MORNING ABOUT THE TERMINAL, UM, CONTRACT BEING APPROVED, AWARDED, AND A PRE-CONSTRUCTION MEETING HAPPENING THIS WEEK ON TUESDAY.
SO OFFICIALLY THE TERMINAL PROJECT HAS STARTED AT HILTON HEAD ISLAND AIRPORT.
SO I'M PLEASED TO ANNOUNCE THAT THAT'S BIG.
IT'S BEEN MANY, MANY YEARS IN THE, UH, IN THE MAKING.
UM, AND AS A PRESS RELEASE SPEAKS TO, THIS WAS THE SECOND TIME WE BID THE PROJECT BECAUSE THE FIRST TIME WE GOT HIT WITH THAT INITIAL INFLATION POST COVID AND, UM, AND HAD TO KIND OF RETOOL THINGS.
SO A, UH, HUGE EFFORT BY THE ENGINEERING AND ARCHITECTURE TEAM TO PULL THAT TOGETHER AND REPACKAGE IT SO THAT WE'RE ABLE TO DO THAT WITHIN A BUDGET FOR THIS FIRST PHASE.
AND, UM, EDISON FORD OUTTA CHARLOTTE, NORTH CAROLINA

IS A GENERAL CONTRACTOR.SO WE KNOW WITH THEM ON TUESDAY, LIKE I SAID, AND THEY'RE PROBABLY THE, THE BIGGEST TASK THAT THEY HAVE COMING OUT OF THAT MEETING IS TO GENERATE THEIR PROJECT SCHEDULE.
SO THEY'LL, UM, COORDINATE WITH US ON WHEN THEY WANT THE NOTICE TO PROCEED TO BE ISSUED, BECAUSE THAT WILL START THE OFFICIAL CLOCK ON THEIR TIME.
IT IS A TWO YEAR, TWO, UM, TWO YEAR PROJECT, UM, FROM START TO FINISH FOR, UH, PHYSICAL CONSTRUCTION.
SO, UM, ONCE WE START THAT CLOCK IN TWO YEARS, IT'LL BE COMPLETE.
AND THAT FIRST PHASE WILL BE OPEN FOR BUSINESS.
IT'S OUR SINCERE HOPE THAT AS THAT FIRST PHASE IS UNDERWAY, THAT WE'LL HAVE ENOUGH FUNDING TO MOVE RIGHT INTO THE SECOND PHASE.

SO I, SHE DID, I GAVE HER A LIST OF, OF DATA TO, TO PUT IN THE, THE PRESS RELEASE AND SHE DID A GREAT JOB OF WRITING THAT UP AND, UM, SO VERY IMPRESSED.
AND, UH, WE'RE GONNA BE DOING A LOT OF WORK WITH HER.

SO I WANNA REPORT BACK ON THOSE AND JUST LET YOU KNOW WHAT HAS, UH, RECEIVED APPROVAL BY COUNTY COUNCIL, WHICH IS EVERYTHING.
BUT THE BIGGEST ONE WAS THE CONTRACT FOR THE TERMINAL, BUT ALSO THE, UM, OUR METHODOLOGY FOR THE AIRLINE RATES AND CHARGES.
THAT COST RECOVERY MODEL WE TALKED ABOUT THAT'S BEEN APPROVED.
UM, WE WERE ALLOWED TO RECEIVE THE $12 MILLION GRANT, WHICH WAS REASSURING
UM, LET'S SEE, AND THEN WE ALSO HAD A RESOLUTION TO CHANGE THE RATES UP AT BEAUFORT EXECUTIVE AIRPORTS.
REMEMBER THAT WE DID UPDATE SOME OF THOSE RATES, UM, THAT WAS APPROVED AND THOSE RATES WERE KIND OF RETOOLED TO, TO FAVOR OUR, OUR LOCAL TENANTS, UM, WHEN, UH, IN, JUST IN THE WAY THOSE WERE, WERE STRUCTURED, SO OUR LOCALS ARE BEING TAKEN CARE OF.
AND THEN THE LAST ONE THAT WE HAD WAS A, UH, INTERIM LETTER OF AGREEMENT FOR SHUTTLE SERVICES AT HILTON ISLAND AIRPORT.
AND NOW WE HAVE A, A POLICY ON, ON WHICH TO, UH, BRING OTHER SHUTTLE COMPANIES IN IF, IF THEY'RE SO INTERESTED.
SO THAT'S THE UPDATE ON WHAT'S MOVED THROUGH THE CHAIN.
WE'VE GOT A COUPLE MORE THAT, THAT YOU'LL SEE AND, AND NEW ITEMS THAT WE'LL, UH, WE'LL TAKE CARE OF LATER.
UM, I DO WANNA LET YOU KNOW THAT THERE'S A NEW PROCESS AT THE COUNTY.
UM, AND THIS IS BASED ON THE STATE ATTORNEY GENERAL OPINION.
NOW, ANYTIME THAT WE'RE GOING TO LEASE SPACE OR GROUND, UH, WE THOUGHT IT WAS PREVIOUSLY KIND OF RESTRICTED THE GROUND LEASES.
BUT NOW EVEN IF WE'RE LEASING OFFICE SPACE TO A BUSINESS ON THE AIRPORT, IT REQUIRES AN ORDINANCE, WHICH MEANS THREE READINGS OF COUNCIL.
SO IF ANYBODY, I MEAN, WE'LL DO IT ON THE STAFF OF THE COURSE, BUT ANYTIME WE'RE INTERFACING WITH SOMEBODY WHO WANTS TO COME OUTTA THE AIRPORT AND, AND ACTUALLY HAVE PHYSICAL SPACE ON THE AIRPORT, IT'S NOT GONNA BE AS FAST AS IT USED TO BE TO GET THAT APPROVED THROUGH THE COUNTY.

SO WE'RE IN THE PROCESS OF DOING THAT.

UM, BUT THE, THE CONVERSATION WENT VERY, VERY WELL.
FROM THERE, THE F A WAS ABLE TO EXPLAIN HOW THEY FIT INTO THE, THE PROJECT AND WHAT THE FUNDING, SO HOW THE, THE PIPELINE WORKS FOR FUNDING OR THAT FLOW CHART.
UM, AND I THINK THAT THE FOLKS FROM THE CHURCH, THE TOWN AND THE COUNTY ALL KIND OF UNDERSTOOD THAT PROCESS A LITTLE BIT BETTER NOW.
SO THE GOOD NEWS IS WE'VE GOT A LITTLE WORKING GROUP THAT'S GONNA MOVE THAT PROJECT FORWARD, AND AT THE END OF THE DAY, IT'S GONNA TAKE LOCAL MONEY TO FRONT THE COST OF THAT PROJECT.
AND THEN LATER ON THE F A A CAN BE KIND OF A MINORITY PARTNER IN THAT IT WON'T BE A MAJORITY PARTNER, BUT THAT WAS ALL EXPLAINED BY THE ADMINISTRATOR.

SO IT, IT'S, I I THINK SOME OF THE PROBLEM WILL BE USED WHEN WE'RE, WHEN JOHN IS ALL DONE WITH OUR AIRPORT DEVELOPMENT, HOPEFULLY WE'LL HAVE ENOUGH NUMBERS TO JUSTIFY A SECOND LINE AND A SECOND PIECE OF EQUIPMENT, WHICH WOULD DO WONDERS TO EASING THAT CONGESTION, THAT CHOKE POINT.

SO EVERYBODY OUT THERE IN TV LAND SHOW UP A MINIMUM OF AN HOUR BEFORE YOU DEPARTURE OR YOU'RE NOT GONNA GET ON THE AIRPLANE.

THE SHERIFF'S OFFICE IS, AS YOU CAN IMAGINE, THIS WORLD OF LAW ENFORCEMENT RIGHT NOW IS NOT AN EASY PLACE TO RECRUIT

EVEN IN BEAUFORT COUNTY.THEY'RE IN A TOUGH ENVIRONMENT AND BEAUFORT COUNTY SHERIFF'S OFFICE HAS STAFFING CHALLENGES THAT THEY'RE HAVING TO FACE.
ONE OF THE WAYS THAT THEY'RE TRYING TO ADDRESS THAT IS TO LOOK AT EVERY ORGANIZATION, EVERY ENTITY TO WHICH THEY BASICALLY FARM OUT DEPUTIES FOR SUPPORT.
AND THEY'RE EVALUATING WHETHER THERE ARE ALTERNATIVES TO PROVIDE THAT SAME LEVEL OF SERVICE, UM, THE AIRPORT AND DOES HAVE ALTERNATIVES.
AND THE SHERIFF'S OFFICE IS ENCOURAGING US TO, TO LOOK AT THOSE, TO, TO EVALUATE 'EM AND, AND VERY LIKELY MOVE DOWN THAT ROAD TOWARD PRIVATIZING SECURITY.
WE'VE MADE OUR CASE TO THE SHERIFF AND THE CHIEF DEPUTY OF ALL THE REASONS WE DON'T WANT TO DO THAT.
UM, BUT THAT MAY NOT HAVE ANY IMPACT ON THE FINAL DECISION.
SO WE ARE NOW MOVING DOWN THE ROAD TO, UM, EVALUATE AND PUT OUT A, AN OPPORTUNITY TO PRIVATE SECURITY COMPANIES TO COME IN AND FULFILL THAT ROLE.
IT'S A VERY, IT'S A DIFFERENT ROLE THAN THE, THAN THE SECURITY FOLKS THAT YOU SEE OUTSIDE ON THE CURB MOVING CARS ALONG.
AND THE FOLKS WHO SIT NEXT TO THE EXIT LANE DOOR AND MAKE SURE THAT THAT DOOR REMAINS, YOU KNOW, SECURE.
THESE ARE ARMED SECURITY OFFICERS WHO HAVE ARREST AUTHORITY, WHO WILL MEET THE DEPARTMENT OF HOMELAND SECURITY STANDARDS FOR LAW ENFORCEMENT OBSERVATION OF THAT SCREENING CHECKPOINT.
IT'S GONNA TAKE SOME TIME TO MAKE THIS HAPPEN.
AND WE'RE WORKING HAND IN HAND WITH THE SHERIFF'S OFFICE.
THEY'RE HELPING US WITH A LOT OF GOOD INFORMATION.
UM, BUT AT THE END OF THE DAY, WHAT THE AIRPORT NEEDS TO SEE IS THE SAME LEVEL OF SERVICE THAT WE GET FROM THE DEPUTIES WHO WE'VE ALL GROWN TO, TO KNOW AND TO LOVE AND TO APPRECIATE.
UM, THERE'S SOMETHING ABOUT SEEING THE DEPUTIES IN THE AIRPORT THAT JUST MAKES YOU FEEL SAFE AND GOOD ABOUT THINGS.
SO WE'RE EMBARKING DOWN THAT PATH IS A TOUGH ONE TO GO DOWN.
UM, BUT IT MAY BE SOMETHING THAT WE, THAT WE DO HAVE TO FINISH.
SO I JUST WANNA LET YOU GUYS IN ON THE LOOP THERE AND WE WILL BE ADVERTISING AN OPPORTUNITY HOPEFULLY WITHIN ABOUT THE NEXT 30 DAYS OR SO WHEN I CAN GET THAT SCOPE PULLED TOGETHER.

THERE IS A, A PARTIAL REIMBURSEMENT BY T S A AND WE RECEIVE THAT NOW FOR SOME OF THE DEPUTIES, BUT WE PAY FOR THE DEPUTIES TO BE THERE AND WE WOULD PAY FOR A PRIVATE SECURITY COMPANY TO BE THERE TOO.
NOW I CAN TELL YOU, WE'LL VERY LIKELY FAIL A WHOLE LOT MORE FOR A PRIVATE SECURITY COMPANY THAN WE DO FOR THE DEPUTIES BECAUSE OF THE SHERIFF'S OFFICE.
BEEN VERY GENEROUS WITH THEIR, THEIR SUPPORT.
AND THAT COMES DOWN TO THAT, THAT COMES DOWN TO THE COUNTY SHERIFF TO MAKE THAT FINAL DECISION? OR IS THAT A COUNTY COUNCIL'S DECISION? UH, THAT'S THE SHERIFF.
HE'S, HE'S AN ELECTED OFFICIAL AND HE'S, HE'S ABLE TO FIGURE OUT HIS STAFFING.
UNLESS COUNSEL MAY PASS A RESOLUTION ABOUT THAT OR AN ORDINANCE, I SUPPOSE THAT'S SOMETHING COUNSEL COULD ENTERTAIN.
