[8.a. Review of Changes to Proposed Ordinance 2023-07 Amending Sections Title 16 of the Municipal Code of the Town of Hilton Head Island, the Land Management Ordinance, to Create a New Use Called Islander Mixed-Use within the Sea Pines Circle District]
[00:00:06]
LEAD ME TO SAY THE IMPORTANT THING HERE IS THE PROJECT WHICH WILL PROVIDE HOUSING AND SOLVE WATER START NICOTINE AND SOLVING SOME OF THE ISSUES AND THE PROBLEMS WHETHER IT'S 44 FEET OR 46 FEET IN THE TOWN THAT I JUST WOULD LIKE TO GET THE THING DONE.
IT'S BEEN GOING ON AND NOT ONLY WORKFORCE HOUSING OVERALL I MEAN IT'S JUST BEEN A HARVEST OF RESEARCH. A LONG TIME CONSULTANT AFTER CONSULTING HAS PUT CONSULTANTS AND AND THIS THING IS STILL MOPING. I DON'T KNOW HOW PRECISELY IT HAS TO BE BUT I WILL SAY ONE THING TO BE A LITTLE BIT HUMOROUS I FOUND THE FA THE FLOOR AREA RATIO'S A LITTLE COMPLICATED TO UNDERSTAND IN MY CURRENT HOME THAT I DO BUT IN THE FEDERAL GOVERNMENT FORESTED FOR FEDERAL ACQUISITION REGULATIONS AND THAT WAS A TELEPHONE SIZE OF INFORMATION SO FAR I'VE ONLY HAD 412 PAGES ON THE LAST DOCUMENT THAT WENT OUT I HAD TO READ AND I WASN'T SURE IF IT WAS MIXED USE OR ACTUALLY LAMINATE OR WHAT WE BEEN CALLING IT OR STILL OFFICE PARKWAY AND X AMOUNT OF CITIZENS LIKE ME RETURNED TO MEETING AFTER MEETING AFTER LETTER ALL OVER AGAIN AND THAT THIS SEEMS LIKE SOMETHING WE STILL BUT ANYHOW I ENCOURAGE YOU TO PLEASE GO ASK FOR THE APPROVAL OF MR. SOMERVILLE AND OTHER SPEAKERS. AARON ARE YOU TIMING ARE YOU TIMING FOR US AS WELL HIGH COMMISSION MEMBERS JUST LIKE YOU I'M A VOLUNTEER BUT I LIKE MS. SOMERVILLE.
MY NAME IS EMILY. I'M A HEALTHCARE RESIDENT I LIKE MR. ERIC SOMERVILLE.
I ACTUALLY PARTICIPATED IN TOWN COUNCIL MEETINGS AND SUBCOMMITTEE MEETINGS FOR THE LAST FOUR MONTHS SO I UNDERSTOOD EXACTLY IN YOUR PACKET AND I JUST WANT TO SAY PLEASE SUPPORT THIS PRIVATE EFFORT TO PROVIDE HOUSING FOR LOCAL EMPLOYERS AND ALSO TO REVITALIZE A DILAPIDATED AREA THAT'S BEEN THERE FOR MORE A DECADE AND THEN ALSO PROVIDE SCHOOL STUDENT HOUSING IN THE TOWN INVEST MORE THAN $20 MILLION THAT'S BEEN SITTING THERE EMPTY FOR LAST THREE YEARS. SO THEY'RE ONLY THAT THE PRIVATE INVESTOR DEVELOPER THEY HAVE COME TO TOWN COUNCIL FOR APPROVAL IS BECAUSE THEY WANT PROVIDE 1 TO 3 UNITS FAMILY FRIENDLY HOUSING FOR THE LOCAL EMPLOYERS AS YOU NOTICE YOU GUYS CIRCLE DISTRICT IS RUNNING ZONED 2014 AS A COMMERCIAL MIXED USE DISTRICT AND THE ONLY REASON THAT HE HAD NOT THOSE DORMITORY STYLE HOUSING IS BECAUSE HE WANTS TO SATISFY SOME LOCAL EMPLOYERS THAT THEY WOULD WANT TO ACCOMMODATE FAMILIES WITH YOUNG KIDS INSTEAD OF CRAMMING EVERYBODY IN THE ONE BEDROOM WITH 12 PEOPLE.
SO THAT WAS THE ONLY REASON HE CAME TO THE TOWN COUNCIL FOR APPROVAL AT THE COUNCIL SORRY THE COMMISSION BEHIND BEFORE YOU APPROVE THIS AMENDMENT UNANIMOUSLY AND ALL THE CHANGES IS REFLECTING THE REQUEST FROM THE TOWN STAFF AND TOWN COUNCIL NOT AS WELL OF THE DEVELOPER.
SO THIS PLACE HAS TO BE STRONG AND TO DELIBERATION MULTIPLE TIMES SO I SHARE MR. SOMERVILLE'S BUT IF YOU LOOK AT THE MERIT OF THE PROJECT ITSELF THE DESIGN STANDARDS, THE CHANGES THEY ARE MAKING IS FAR BETTER THAN THE REQUIREMENTS IN THAT EXISTING AND SO FOR C PLAN THE CIRCLE DISTRICT BENEFITS IS TREMENDOUS FOR OUR TOWN RESIDENTS.
SO I URGE YOU PLEASE TO APPROVE THIS PROJECT BECAUSE I KNOW INSIDE OUT WHAT THIS PROJECT ENTAILS AND I CAN SAY AS A RESIDENT SUPPORT THIS THANK YOU FOR YOUR COMMENT OTHER CITIZENS WHO WISH TO SPEAK YES MA'AM GOOD AFTERNOON MY NAME IS MELINDA AND I LIVE AT 20 LENOX LANE AND CAMPBELL HALL AND. I'M HERE TO ASK FOR YOUR SUPPORT OF THE TEXT AMENDMENT THAT WAS APPROVED I THINK 815 TOWN COUNCIL MEETING THE TEXT IS A CREATIVE APPROACH TO FIND A MUTUALLY BENEFICIAL SOLUTION REDEVELOP THAT DILAPIDATED LAND WHICH CAN BENEFIT THE TOWN AND THERE ARE MANY BENEFITS. NUMBER ONE IT PROVIDES A LIFELINE TO US THROUGH DORMS WE WANT A $21 MILLION INVESTMENT IN THE UNIVERSITY TO PAY OFF EDUCATING.
NUMBER TWO IT'S A LOWER DENSITY OF RESIDENTS THAN THE CURRENT. I WRITE A MEMO NOT FOR THIS PROPERTY BUT THE ENTIRE SUPPLY CIRCLE DISTRICT AND LOWER POTENTIAL TRAFFIC TO THE
[00:05:01]
CURRENT MY RIGHTS MEMO NUMBER THREE IT PROVIDES MORE NET NEW HOUSING IN THE MARKETPLACE FASTER THAN THE TOWN'S PUBLIC SOLUTION. 20% OF UNITS ARE LOCKED IN FOR 15 YEARS FROM WORKERS WITH AN ARMY OF UP TO 120%. AND WE DIDN'T NEED TO INVEST HUNDRED THOUSAND DOLLARS. THE PROPOSAL THAT WAS REFUSED YESTERDAY FROM THE CC YOU SEE NUMBER FIVE NEW SHORT TERM RENTALS AND NUMBER FOUR NORTH SHORE NO SHORT TERM RENTALS AND NUMBER FIVE NO TAXPAYER DOLLARS NEEDED THE TOWN STAFF COUNCIL AND COMMITTEE MEMBERS SUCH AS YOURSELF AND THE DEVELOPER HAVE BEEN WORKING HARD IRON OUT THESE POINTS AND IT WAS EXCITING TO SEE THAT FIRST PASS BUT WE KNOW WE NEED TO FOLLOW THIS PROCESS OF THIS REVIEW AND VOTING TO GET THIS OVER WITH. THERE'S A LOT OF COMMUNITY SUPPORT, MANY AT LARGE LOCAL BUSINESSES HAVE SHOWN THEIR SUPPORT BY SPEAKING UP AT TOWN MEETINGS, SIGNING LONG TERM LETTERS OF INTENT TO PROVIDE HOUSING FOR THEIR EMPLOYEES. EVEN THE CEO OF THE HOSPITAL RECOGNIZES THE NEED AND SUPPORTS HOUSING FOR NURSES AND OTHER MEDICAL PROFESSIONALS AND FOR RESIDENTS YOU SEE HERE HAVING TO WAIT UP TO MULTIPLE MEETINGS TO, REITERATE THEIR SUPPORT. SO I'M ASKING AGAIN FOR YOUR SUPPORT TO PASS AND APPROVE THIS TEXT AND I APPRECIATE THE OPPORTUNITY TO PROVIDE FEEDBACK.THANK YOU JOHN. OKAY, SERGEANT LOVE I CAN'T HELP MYSELF.
I JUST WANT TO BE CLEAR THAT THE PLANNING COMMISSION NOT BEING ASKED TO PASS THE AMENDMENT RIGHT THEY'RE NOT US BEING ASKED ABOUT A PROJECT. THEY'RE BEING ASKED DO THEY AGREE WITH THE DEVIATIONS THAT COUNCIL MADE TO WHAT WHAT HAPPENED THE PLANNING COMMISSION IN DECEMBER OF 2022 IT'S A PUBLIC HEARING RIGHT NOW ? I DON'T THINK THERE'S ANY OBJECTIONS. SO I JUST WANT TO MAKE SURE THAT YOU'RE NOT BEING ASKED APPROVAL DENIED THIS IT WILL GO BACK TO TOWN COUNCIL FOR SECOND READING WITH YOUR RECOMMENDATION AND THAT'S GOT TO BE THE NEXT UNDERSTOOD THANK YOU. OTHER CITIZENS WISHING TO SPEAK TODAY.
YES SIR. GOOD AFTERNOON. MY NAME IS MATT SWEENEY FROM INDIGO RUN. THIS HAS BEEN VERY PAINFUL PROCESS FOR BOTH THE DEVELOPER AND THE TOWN STAFF AND ACTUALLY THE PUBLIC. I'M AFRAID THAT THIS PROCESS HAS SCARED AWAY SEVERAL POTENTIAL PRIVATE DEVELOPERS WHO WOULD OTHERWISE TO HELP OUR WORKFORCE HOUSING PROBLEM I WANT TO REITERATE WHAT ONE OF THE OTHER SPEAKERS SAID THAT ALL OF THE CHANGES THAT WE'RE PRESENTED HERE ARE CHANGES THAT HAVE BEEN MADE AT THE REQUEST OF THE SO THIS DEVELOPER HAS REALLY BENT OVER BACKWARDS TO MEET THE REQUIREMENTS OF THE TOWN AS BEST THAT YOU CAN COMMERCIAL PERSPECTIVE AND HE IS NOT RECEIVING A DIME OF GOVERNMENT MONEY FOR THIS PROJECT I ALSO CONCERNED ABOUT PEOPLE GETTING BOGGED DOWN WITH THE DISCUSSIONS OF AM I AND THE TOWN TRYING TO FIT A SQUARE ON A SQUARE LEG OF THIS PROJECT INTO ROUND HOLE WORKFORCE HOUSING THERE HAS BEEN MISINFORMATION PRESENTED BY THE TOWN IN PAST DOCUMENTS BUT THAT'S NOT REALLY YOUR CONCERN. YOUR CONCERN IS ABOUT DESIGN AND I WOULD ENCOURAGE YOU TO BASED THE MERITS OF THIS PROJECT THE LARGER SETBACKS, THE PRESERVATION OF THE ACTUAL TREES THAT ARE ALREADY THERE, THE BETTER THEY ARE JUST BETTER ELEMENTS OF THE DESIGN COMPARED TO WHAT'S IN THE ALAMO. ENCOURAGE YOU TO PASS THIS FOR EVALUATION OF YOUR TOWN COUNCIL. FINALLY I'D LIKE TO COMMENT THAT SIX OF THE TOP TEN EMPLOYERS ON THE ISLAND HAVE SUPPORTED PROJECT INCLUDING THE HOSPITAL AND I THINK IT'S IMPORTANT THAT WE MEET NEEDS. THANK YOU, MR. SWEENEY.
OTHER CITIZENS. I WOULD LIKE TO COMMENT. YES, MA'AM.
HI, I'M TERRY SULLIVAN SHIPYARD AND I JUST REALLY WANT TO REITERATE WHAT THE OTHER PEOPLE HAVE SAID AND TO THANK YOU FOR ACCEPTING THE PROPOSAL THAT THE TOWN HAS AGREED UPON WITH THE DEVELOPER. THIS IS IN MY OPINION I DON'T EVEN UNDERSTAND WHY THERE'S SUCH DEBATE ABOUT IT BECAUSE IT SEEMS TO BE A GREAT OPPORTUNITY AND A WIN WIN WIN ON SO MANY LEVELS BUT YOU NEED HOUSING. THIS PROJECT FOR EMPLOYERS NEED PLACES TO PUT THEIR EMPLOYEES.
SO THIS IS A WIN FOR THE EMPLOYERS WHO HAVE GOTTEN BEHIND THIS PROJECT.
THE EMPLOYEES ARE IN SUPPORT OF IT. THEY DON'T WANT TO DRIVE FROM
[00:10:02]
BOSTON AND BEYOND TO WORK IN THE BEACH AS WE KNOW FROM THE LICENSE BUSINESS WITHOUT HOUSING WE HAVE NO AND THESE PEOPLE UP AND COMING UP FROM ALL OVER THE COUNTRY IT CAN'T BE JUST HIRED LOCALLY BECAUSE THEY HAVE SPECIAL TRAINING THAT THEY NEED.SO I'M JUST GOING TO SAY THANK YOU FOR APPROVING US AND MOVING IT FORWARD.
IT'S A BIG SERVICE FOR OUR COMMUNITY AND A BLESSING FOR US.
THANK YOU, COMMISSIONERS. ANYBODY ELSE WISHING TO SPEAK? YES, SIR.
MY NAME IS KEN CAMPBELL PRESIDENCY PINES AND I'M HERE. GET A POINT HERE BECAUSE YOU WILL FIND AN OPPOSING OPINION. I THINK EACH OF YOU AS RESIDENTS WHILE VOLUNTEERING OR NOT ELECTED YOU VOLUNTEER FOR THE ISLAND AND ITS ZONING AND WHAT HAPPENS ON THE ISLANDS ORDER OF WORKFORCE HOUSING AND SUPPORTER OF US. THIS IS WHAT WE HAVE ACCORDING TO THE PEOPLE WHO ARE IN COUNCIL. VIRTUALLY EVERYBODY HERE COUNCIL EXCEPT FOR ONE OR TWO. THIS IS NOT WORKFORCE HOUSING PROJECT SO THAT SHOULD NOT BE PART YOUR CONSIDERATION. THIS IS A ONE ON ONE AMENDMENT IS BEING PUT BEFORE YOU.
ONE REASON IT'S ONE PROJECT INCLUDES CODES STATE CODES. THERE IS A SMALL PARCEL OF ISSUE OF SOME SENSE AND A CODE NAME IN OUR THE REGULATIONS.
THIS ONE PROJECT THE PROJECT IS NOT WORKFORCE HOUSING. THERE ARE NO UNITS IN THERE THAT ARE REQUIRED TO BE RENTED LOW $32,000 HOUSEHOLD INCOME FOR A FAMILY OF 400 MEANS.
DEFINITIONS I THINK SHOULD BE ABLE TO AND REQUIRE IS YOU HAVE TO BE 120% OR LOWER AND 20% OF UNITS THAT NUMBER WINDS UP BEING $33,000 FOR A FAMILY OF FOUR ONLY REQUIREMENT WAS PUT IN. WE HAVE THOUSANDS OF HEAD ISLAND I'VE DEVELOPMENT STARTED WITH CHARLES FRAZIER. I WOULD BE ROLLING OVER IN THEIR GRAVES AT THE DENSITY.
THAT'S KIND OF ONE PARTICULAR PIECE OF GROUND I SUPPOSE BE IT EDUCATION FOR YOUNG CHILDREN CAN HAPPEN ANYWHERE ON THE ISLANDS. I DON'T HAVE DETAILS OF THAT BUT JUST BE VERY SENSITIVE PLEASE AS A PLANNING COMMISSION IT'S YOUR JOB AS A PLANNING COMMISSION. THIS IS WHAT THE UNIVERSITY IS GIVING UP 34% OF YOUR PARKING IN RETURNS FOR THE 20 OR 20 YEAR PERIOD YOU IN 25 YEAR PERIOD BUT YOU CAN GIVE SOME RIGHTS THEIR STUDENTS TO COME UP AND RENT SPACE AT RATES THAT ARE COMPARABLE TO HOUSING STUDENTS THROUGHOUT THE UNIVERSITY SYSTEM. THAT'S GOOD.
30 IN POCKET HOW WOULD THAT ARE GOING SURVIVE IF IT DOESN'T SURVIVE WHAT HAPPENS TO THE USE TO THEIR PROPERTY. THE FIRST POCKET IS BEING RENTED FOR A PERIOD OF TIME IN TIME 25 YEARS. AROUND 40 YEARS AGO WAS A TOWN SO VERY SENSITIVE THE PLANNING PARTNERS AND SO MUCH THIS INFORMATION THAT THIS IS WORKFORCE HOUSING.
EVERYBODY SAYS IT'S WORKFORCE HOUSING. I'VE TALKED ONE OF THE EMPLOYERS WHO HAS A LOT THEM TEND TO HAVE RENTS TWO BEDROOMS. IT'S NOT WORKFORCE HOUSING. WE WILL WE WILL RENT A COMING OUT OF THE CURRENT AND THEN WE WILL SEE SOME EMPLOYERS EMPLOYEES THAT IS NOT WORKFORCE HOUSING.
SO THIS HAS BEEN ONE PROJECT ONE LOCATION TAKES YOU FROM 12 TO 30 IT'S CONSIDER THAT WHY IT'S BEING DONE FOR PRIVATE PROJECT WITH PRIVATE AND TOTALLY LOOK AT RATES.
THANK YOU SO MUCH YOU MR. CAMPBELL. YES.
LET'S LET ME TAKE THE NEW SPEAKER FIRST NAME FOR THE AFTERNOON JOHN CASEY INDIGO
[00:15:04]
RIGHT. VERY MUCH IN FAVOR OF THIS KIND OF PRIVATE CAPITAL IN COLLABORATION WITH THE BUSINESS COMMUNITY AND HIGHER EDUCATION HAVE WORKED TOGETHER TO FIND MUTUALLY BENEFICIAL RESULTS WHICH ALSO AID THE TOWN. IT REDUCED THE NUMBER OF BEDROOMS THAT IT COULD PLACE ON THIS SITE FROM OVER 100 TO UNDER 300.GETTING LOST IN THE DEFINITION OF WORKFORCE HOUSING OR YOU WORSHIPING AT THE ALTAR THE NEED FOR GOVERNMENT WHEN PRIVATE CAPITAL IS DOING A BETTER JOB IS INAPPROPRIATE AND I WOULD URGE THIS NOT TO GET CONFUSED BY THAT AND LOST IN THE TO FOLLOW WHAT APPEARS TO BE YOUR INCLINATION AND THEN TO SEND IT BACK TO THE COUNCIL WITHOUT CHANGES.
THANK YOU. THANK YOU. MR. CASEY.
THE FACT THANK YOU I GUESS PATRICK I'M WITH YOU UNIVERSITY OF SOUTH CAROLINA BEAUFORT.
JUST FOR THE RECORD, I WANT TO MAKE SURE THAT THE COUNCIL AND THOSE THAT U.S. CONTINUES TO BE FULLY BEHIND THE PROJECT AND SUPPORTIVE AND APPRECIATIVE OF WHAT WE'RE TRYING TO DO HERE . THANK YOU, MISS PATRICK. YOU'VE ALREADY HAD YOUR CHANCE . SORRY, MA'AM. BOTH OF YOU HAVE ANYBODY ELSE WHO HASN'T SPOKEN TO US YET LIKE TO COMMENT ON A AM FINE JANE AND I'D LIKE TO SEE I DON'T CARE WHAT IT'S CALLED I DON'T CARE IF IT'S CALLED URBAN FOREST HOUSING IT'S HOUSING THE WORKFORCE IS IT NOT CALLED HOUSING BECAUSE IT'S TAKING NO GOVERNMENT MONEY.
I'M I'M CONFUSED BY THIS WHOLE THING AND YET THE CDC IS CALLED WORKFORCE HOUSING TAKES GOVERNMENT MONEY AND GOES UP TO 150%. AM I AND WE GET TO CALL THAT WORKFORCE HOUSING BECAUSE THIS ISN'T TAKING GOVERNMENT MONEY. I'M GOING TO END WITH WHAT I SAID. I DON'T CARE WHAT YOU CALL IT IT'S HOUSING WORKFORCE.
THANK YOU FOR COMING IN. ANYBODY ELSE? I DON'T SEE ANYONE ELSE WANTING TO COME THROUGH SO WE CONTINUE WITH COMMISSIONER DISCUSSION ON THE MOTION ON THE TABLE ANY OTHER DISCUSSION COMMISSIONERS BEFORE WE VOTE ON THE MOTION? I JUST WANT TO MAKE ONE COMMENT AND EVEN THOUGH IT HAS BEEN A LENGTHY PROCESS 14 MONTHS OR SO IT SEEMS SO THERE HAVE BEEN SOME MADE TO THE OVERALL INITIAL LANGUAGE SO THINK WE'VE MOVED IN THE RIGHT DIRECTION.
THANK YOU SIR. I WOULD SAY THAT I'D COMMEND THE ELDER CASTILLA REPRESENTING . IT'S BEEN A LONG PROCESS AND THEY'VE STUCK WITH IT AND RATHER THAN JUST GIVEN UP AND JUST WALKED AWAY. THANK YOU REALS ASSURED ME THAT OF THE WAITING SORRY ONLY KNEELING DOWN LOOKS LIKE I JUST WANT TO SAY THAT AGAIN I'M NEW TO THIS WHOLE PROCESS AND WHEN I MY HOMEWORK I WAS KIND OF SURPRISED BY THE LENGTH OF TIME THIS TOOK. SO I GUESS IF I WERE A DEVELOPER AND HAVING DONE OPEN REAL ESTATE CAMPUSES FROM MY EMPLOYER THAT I'M OF SURPRISED HOW WHERE WE ARE AND YOU KNOW I DEALT IN SOME MUNICIPALITIES WHICH ARE VERY TOUGH LIKE MARYLAND AND PLACES LIKE THAT THAT ARE NOT OPEN TO IT. BUT I'M ALSO A BELIEVER IN CONCEPTUAL FRAMEWORKS AND I HEARD SOME PEOPLE REFERRED TO A COUPLE OTHER PROJECTS THAT ARE GOING ON AND OF THE OPINION THAT ADVERSARIAL ALIGNMENT OF PROJECTS GOING TO ENABLE THIS TOWN TO UNDERSTAND COMPETING MODELS. I THINK THAT ENGAGING IN COOPERATIVE EVOLUTION SO THE TOWN AND THEIR STAFF UNDERSTAND WHAT WORKS AND DOESN'T WORK MAYBE TO NOT JUST SIMPLY TO BENEFIT OF THE DEVELOPER OR THE COMMUNITY BUT I THINK WE'RE GOING TO HAVE A STRONGER STAFF AS A RESULT OF THAT AND I THINK YOU GUYS HAVE BEEN THROUGH A LOT.
I THINK YOU'VE DONE A LOT OF REALLY HARD WORK. I KNOW THAT THE TOWN COUNCIL PROBABLY HAS SOME WORK TO DO TO IRON OUT SOME DETAILS WHETHER IT'S PARKING OR YOU KNOW, BIG TREES OR SMALL TREES. BUT I WANT TO JUST SAY THANK YOU, SEAN AND THANK YOU GOING TO SEE I MEAN YOU STUCK THROUGH THIS TOO AND I'M SURE YOU HAVE A LOT OF TIRE TRACKS ON YOUR BACK AND I WASN'T HERE TO START IT OFF BUT I HOPE I'M HERE TO HELP BRING IT TO ITS NEXT STEP.
SO THANK YOU VERY MUCH WILLIE AGUILAR OKAY. GOING TO CALL THE QUESTION I'M SORRY, IS VICE O'NEIL OKAY. I DID WANT TO COMMENT BECAUSE I THINK THAT THIS ISSUE YOU CAN
[00:20:03]
CALL IT WHATEVER YOU WANT BUT ISSUE IS JUST THE FIRST EXAMPLE OF WHAT WE'RE GOING TO HAVE TO DEAL WITH IF AS A COMMUNITY WE'RE GOING TO BE SUCCESSFUL IN PROVIDING ENOUGH HOUSING FOR THE PEOPLE THAT HAVE TO HAVE THE CHOICE OF WORKING IN BLUFFTON OR COMING ON THE ISLAND. SO I THINK THIS HAS BEEN A GOOD AND I'M PARTICULARLY IMPRESSED BY THE STAFF AND HER TEAM BY TOWN COUNCIL BECAUSE KNOW YOU KNOW THERE'S THERE'S NOT NECESSARILY A RIGHT ANSWER TO THIS THERE'S ONLY THE ANSWER THAT HAS LESS CONSEQUENCE WAS SMALLER NUMBER OF PEOPLE AND ALL OF THOSE JUDGMENTS HAVE BEEN TOUGH AND NONE OF THEM WOULD HAVE BEEN POSSIBLE WITHOUT THE DEVELOPER COMING THE TABLE AND WILLINGLY CHANGING SEVERAL AS WE'VE SEEN THESE CONTINGENCIES AND I FIND THAT THIS IS A GOOD EXAMPLE AND GOOD PRACTICE FOR WE'RE GOING TO HAVE TO GO THROUGH OVER THE NEXT COUPLE OF YEARS AS WE AS WE TO ADDRESS THIS ISSUE. BUT I INTEND TO SUPPORT THE MOTION AGAIN IF AS I UNDERSTAND IT IS TO FORWARD ON THE TOWN COUNCIL OUR RECOMMENDATION THAT ALL OF THE DEVIATIONS THAT HAVE BEEN APPROVED SINCE THE LAST TIME WE'VE DONE IT ARE ACCEPTED WITHOUT CONDITION THE DEVIATION EXCEPT WITHOUT I MAKE A MOTION TO VOTE ON EXCEPT WITHOUT CONDITION A 11 ITEMS THAT HAVE BEEN SENT TO US AND VOTED UPON BY TOWN COUNCIL WITHOUT COMMENT OR CHANGE DEVIATION OF THE DEVIATIONS RIGHT WE'RE JUST VOTING ON THE DEVIATION SO FAR MAKE SURE YOUR INCOME YES I THINK IT'S THE PLANNING COMMISSION RECOMMENDED SUPPORTING DEVIATIONS THAT ARE BEFORE YOU AND THAT RECOMMENDATION MOVE ON TO TOWN COUNCIL RIGHT I SECOND MY SECOND BIT AND THEN SECOND AND KAREN WOULD YOU CALL THE ROLL FAIR AND I I, I, I, I, I THINK YOU JUST COMMISSIONERS CAMPBELL AND HENCE BE JOIN US HERE AND IF YES BUT THEN YEAH YEAH I THINK IT'S ST JAMES I KNOW WHICH WE DID THE ST YOU KNOW I'VE KNOWN BART FOR THE WHOLE OF THE EXCITING STUFF ABOUT OKAY SORRY SORRY SORRY SORRY SORRY RIGHT JOE I'M BACK TO THE POINT. OKAY THANK YOU. YEAH I THAT'S I ACTUALLY PLANNED OVER FOR A COUPLE OF I WOULD HAVE GIVEN UP ON WE STILL HAVE SOME MORE ITEMS OF BUSINESS TO GO CELEBRATE RIGHT LET'S CONTINUE ON WE'RE WE'RE MOVING YES IF YOU'RE GOING TO CARRY OUT CONVERSATION PLEASE DO SO IN THE LOBBY SO THAT WE CAN FINISH OUR MEETING[9.a. STDV-00718-2023 – Leg O’Mutton]
ONCE. ALL RIGHT. GOOD AFTERNOON.I AM JOE PFISTER, THE CHIEF AT FIRE RESCUE. I AM.
WE HAVE THREE STREET NAMES TO BRING FORWARD TO TODAY AND FOR SOME PEOPLE THAT ARE NEW YOU MIGHT WONDER WHY FIRE RESCUE DOGS THE STREET NAMES BECAUSE IT'S PART OF NAME ONE SYSTEM AND WE'VE GOT THEM WE DO THEM IN CONJUNCTION WITH THE PLANNING DEPARTMENT SO THE FIRST ONE THAT WE ARE GOING TO BRING FORWARD IS A PROPOSED STREET NAME LOCATED AT WHAT NOW 127 ROAD. THE STREET NAMES ARE COTTER PIN PLACE AND HOW YOUR DRI AND THEY PROPOSE THEY PROVIDE DIRECT ACCESS TO THE SUBDIVISION AND THERE IS A PICTURE OF WHAT THE SUBDIVISION IS GOING TO BE IT IS OFF LIKE A MOUNTAIN ROAD AND HOW TO PAINT AND HOW YARD ARE PART OF BOTH NAMES THINGS THAT OCCUR ON WHICH ALSO IS LIKE A MOUNTAIN AND IF YOU EVER WONDERED WHY THAT ONE LIKE THAT IS THEY CHOSE TO USE NAMES THAT WERE IN IN RELATION TO A SITE BECAUSE THEY ARE JOINING LEGGO MY AND IF YOU LOOK THROUGH A STAFF WE HAVE VETTED EVERYTHING WE WENT THROUGH AND CHECK TO MAKE SURE THAT THERE'S NOT DUPLICATES IN THE COUNTY OR IN
[00:25:04]
THE TOWN OF BLUFFTON WE MAKE SURE THAT IT IS SIMPLE, LOGICAL AND EASY READ AND PRONOUNCE THAT IT IS SOMEONE ASSOCIATED WITH HILTON HEAD OR THAT AT THAT PORTION OF THE LOCATION WHERE IT IS AND WE HAVE VETTED THEM ALL AND WE FEEL THAT THEY MEET ALL OF THE REQUIREMENTS, GO FORWARD AND BE APPROVED BY PLANNING COMMISSION AND ALSO IF YOU WOULD LIKE TO SEE WE ALSO HAVE A THIS IS THE AREA OF THE ISLAND WHERE IT IS LIKE A MOUNTAIN RUNS THROUGH HERE AND AND THAT IS WHAT THE SUBDIVISION BE WILL LOOK LIKE SO ONE WILL BE COTTER PIN PLACE AND ONE WILL BE HOW YOUR DRIVE IN QUESTION YES I JUST MR. ON THE STAFF RECOMMENDATION COMMISSIONER HANSON PROBABLY NOT IN ANY WAY RELATED TO NAMING OF THE ROADS BUT JUST OUT OF CURIOSITY ARE THE COTTAGES LIKE A MUTTON OR THEY WORKFORCE HOUSING OR OR A SENIOR PLANNER AND THESE ARE NOT PROPOSED FOR WORKFORCE HOUSING IT'S JUST 19 SINGLE FAMILY DETACHED HOMES THAT WILL BE THAT WERE PROPOSED TO US BACK IN FEBRUARY I BELIEVE WAS WHEN WE FIRST STARTED REVIEWING THIS PERIOD PLEASE THANK YOU FOR THE OTHER QUESTIONS OF FOR MR.. MR.. JUST A POINT OF INFORMATION IS THIS THE SAME PLAN THAT CAME BEFORE US HERE AT THAT PARKING THING? YEAH IT IS IT IS JUST THE OPEN SPACE. YEAH.SO THIS THIS SHOWS THAT YOU JUST I KNOW IT HAS SOMETHING TO DO.
I'M JUST TRYING TO BE I GUESS THE PLACE STREET NAME THAT OFF OF THE T YEAH.
SO IT WOULD BE I THINK THEY HAD PROPOSED THAT I THINK IT'S BEEN PLACED IS THE MAIN ROAD COMING IN AND THEN HOW YOUR DRIVE IS YOUR HAMMERHEAD PORTION OF THE STREET.
I JUST HAVE ANOTHER QUESTION SO IS THIS WIDE LIKE ARE YOU GOING TO GET REALLY BIG EQUIPMENT IN THERE AND TURN IT AROUND BACK THERE? SO THE REQUIREMENT IS FOR 24 THE ROAD TO BE 20 AT LEAST 20 FEET WIDE WHICH IT IS AND THEN THE THE END TREATMENT THAT MAKES THE T IS BASICALLY SO WE CAN PULL IN BACK OUT OF BACK. SO YES AND SO IT IS INTENT GOING FORWARD THAT STREET NAMING WHEN THEY BRING FORWARD THE SUBDIVISION FOR YOU ALL TO LOOK AT THAT WE WOULD BRING STREET NAMING WITH IT AS WELL SO LIKE IT'S NOT JUST JOINTED AND YOU'RE NOT HAVING TO LOOK AT IT TWICE IT JUST DIDN'T WORK THAT WAY FOR THIS ONE BECAUSE WE HAD TO GO BACK MULTIPLE TIMES TO GET NAMES BECAUSE WE HAD SOME CONFLICTS WITH IT SO BUT GOING FORWARD WE WANT TO BRING THEM AS A JOINT SO THAT YOU'LL SEE IT ALL TOGETHER.
SO JUST ON THE SIZE AGAIN I'M EDUCATING MYSELF JUST BEAR WITH ME AND MY COMMISSIONERS SO NO ON STREET PARKING IS ALLOWED AND SO YOU GUYS CAN GET THROUGH IT'S THEY'RE NOT ALLOWED TO PARK ON THE STREET. RIGHT. OKAY.
OKAY THANK SORRY GUYS. SO ANY OTHER QUESTIONS COMMENTS BEFORE WE CALL THE ROLL AND THE THE MOTION WOULD BE TO ACCEPT THE RECOMMENDED STREET NAMES OF CURRUMBIN PLACE AND HALYARD FOR THESE TWO THINGS SOMEBODY WILLING TO MOVE THAT I MOVE UNANIMOUS TO APPROVE THE BUILDING I CAN ERIN WHEN YOU THE ROLL CERTAINLY MR. HANDS PRETTY CAMPBELL OR MILLER ROAD WELL YES YES MR. O'NEILL YES THANK YOU AS WELL OH SORRY MR. THE SECOND STREET IT ALL RIGHT
[9.b. STDV-0011427-2023 – 7 Marshland]
SO THE SECOND ONE IS LOCATED OFF OF MARSHALING ROAD AND CURRENTLY IT IS WHAT IS SEVEN MARSHALING ROAD IN THIS CASE WHEN ADDRESSING WAS DONE PREVIOUSLY THERE ARE NOT[00:30:02]
NUMBERS LEFT ON MARSHLAND SO IN ORDER TO GIVE THE NEW HOME AN ADDRESS WE TO NAME ITS DRIVEWAY SO THE PROPOSED NAME IS NATIVE COMMON THAT WAS GIVEN TO US BY THE APPLICANT AND THE ANGLICAN CHURCH NEAR OKAY SO HER NARRATIVE THE PROPOSED STREET NAME NATIVE COMMON WAS CHOSEN AS A NEW STREET NAME HONORING OUR LONG LINE OF ANCESTORS WHO WERE, WERE AND STILL ARE ON AN ISLAND DATING BACK TO THE LATE 1800S. IT'S CRUCIAL THAT MAINTAIN OUR IDENTITY ON THE ISLAND AMID RAPID CHANGE IN INCOME AND EXPENSES IDENTITY AND DEMONSTRATES THOSE WHO OCCUPY SOUTHERN MARSHLAND ROAD AND THE SURROUNDING AREAS OF .THE HISTORIC GULLAH COMMUNITY OF MARSHLAND ARE NATIVES OF HILTON HEAD ISLAND.
GENERATIONS OF NATIVES EXIST ON HILTON HEAD ISLAND. THE NAMING THIS ROAD IS NOT ONLY A REPRESENTATION OF MY FAMILY BUT THE OTHER FAMILIES ON HILTON HEAD IN THE SURROUNDING COMMUNITIES WHO ARE NATIVE PEOPLE AND WE HAVE VETTED IT AND MADE SURE THAT IT IS NOT A DUPLICATE AMONG THE COUNTY. IT'S EASY TO SAY AND IT MEETS ALL OF THE OTHER CRITERIA SO WE WOULD ASK ON BEHALF OF MY ALL AGREE THAT THE STREET NAME NATIVE COMMENT IS APPROVED IS THERE ANY PUBLIC COMMENT ON THE NAMING OF THE STREET BEFORE WE COMMISSIONERS ANY QUESTIONS OF WHAT IS A NATIVE NATIVE COMMON ROAD STREET AND NO COMMON SO BECAUSE IT IS A ACCESS EASEMENT IT HAS CRITERIA IT HAS TO MEET WHICH IS COMMON TRACE AND SO THAT IS IT'S ENDING NATIVE COMMON PARK IF SOMEONE WILLING TO MOVE WE ACCEPT THE STAFF REPORT FOR INFLATION GERALD NEAL SECOND BY COMMISSIONER WHALEY KAREN COULD YOU CALL THE ROLE CERTAINLY. AND SO WHOSE HANDS PROVE CAMPBELL OR MILLER APPROVE BAILEY O'NEIL OF APPROVE ONE FINAL ONE RIGHT I ASSURED THE WHILE ALSO IT'S UNANIMOUS AND WAS ALL RIGHT SO THE LAST ONE IS OFF OF KATIE MILLER DRIVE IS THE APPLICANT IS MR. BARNWELL
[9.c. STDV-001459-2023 – Barnwell]
THOMAS BARNWELL JR AND WE ARE RECOMMENDING THAT APPROVE A NAME OF MIDWIFE COURT FOR THE NEW STREET SO THAT KATIE MILLER IS DOWN AT THE BOTTOM AND THIS NEW SUBDIVISION WOULD COME OFF
