UM, WE NEED A MOTION TO ACCEPT THOSE DOCUMENTS.

SO MOVED.

SECOND.

ALL IN FAVOR? AYE.

AYE.

AYE.

AYE.

TURN ALL, ALL.

AND NEW BUSINESS OVER TO MS. HALLS.

ALL RIGHT.

GOOD MORNING AGAIN

[VI.1. FY24 Neighborhood Assistance Program Budget Update]

TO YOU ALL AND HAPPY SEPTEMBER.

HOPE EVERYTHING'S GOING GOOD FOR EVERYONE.

SO LET'S GET TO BUSINESS.

THE BUDGET FOR FISCAL YEAR 2024 NEIGHBORHOOD ASSISTANCE BUDGET HAS BEEN APPROVED AT $290,000.

TO DATE, 13 HOMES HAVE BEEN SERVICED FOR HOME REPAIRS SUCH AS ROOFING AND INTERIOR REPAIRS.

TOTALING 115,842 HOMES HAVE BEEN SERVICED FOR SEPTIC PUMP OUT TOTALING 801 HOME FOR TREE SERVICE TOTALED AT 5,500 AS OF 16 HOMES HAVE BEEN SERVICED THROUGH THE NEIGHBORHOOD ASSISTANCE PROGRAM.

FOUR HOMES WILL BE VISITED BY STAFF AND WE ARE ACTUALLY DOING THAT TODAY.

CHARLOTTE, MYSELF AND RICHARD WILL BE GOING OUT THIS AFTERNOON TO THOSE FOUR HOMES TO EVALUATE FOR REPAIRS.

AND FIVE HOMES ARE WAITING ON ESTIMATES AND APPLICATIONS ARE STILL BEING ACCEPTED.

ANY QUESTIONS ON THE WORDING OF THE UM, NOT THE WORDING BUT THE MEMO OF THOSE? NO, BUT I WILL NOTE THAT EVEN THOUGH WE'RE TWO MONTHS INTO THIS NEW FISCAL YEAR AND WE'VE ALREADY USED HALF OF THE BUDGET IS, I MEAN, KUDOS.

YES.

'CAUSE IT'S SERVICES ARE NEEDED.

BUT UM, WE MIGHT NEED TO LOOK AT, SO, UH, CHARLOTTE, MYSELF, I'LL SHOW YOU, GIVE YOU A BREAKDOWN OF THE EXCEL SHEET HERE, CHARLOTTE, MYSELF HAVE ALARM WENT OFF A BELL WENT OFF.

UH, CHARLOTTE, MYSELF AND KEVIN WILL BE MEETING NEXT WEEK JUST TO KIND OF GO OVER HOW WE CAN DO THIS THING DIFFERENT.

UM, BECAUSE AS YOU CAN SEE THIS IS 16 HOMES FOR THE HOME REPAIRS.

WE HAVE 139,000 LEFT.

AND THEN SEVERAL OTHER ITEMS, LINE ITEMS THAT WE DON'T USE SUCH AS THE ABATEMENT DI DEMOLITION.

WE DON'T WANNA TOUCH THOSE BECAUSE WE NEVER KNOW WHEN WE'RE GONNA HAVE TO USE THEM.

RIGHT.

SO WE DON'T WANT TO USE THOSE.

AND LIKE YOU SAID, WE'RE NOT THAT FAR INTO THE PROGRAM.

I DON'T WANT TO PAUSE ALTOGETHER.

I'M GONNA STILL BE TAKING APPLICATIONS, BUT I THINK WE ARE GOING TO KIND OF FALL BACK BECAUSE WE DON'T WANT TO GET TO A POINT WHERE WE HAVE TO BE MOVING, UM, TRANSFERRING FUNDS ALREADY.

SO, UM, ANY SUGGESTION THAT YOU GUYS HAVE THAT CHARLOTTE AND I CAN TAKE TO KEVIN ON NEXT WEEK? 'CAUSE WE DON'T WANNA JUST SAY NO.

UM, WHEN WE GO TO A CONTRACTOR'S, WE DO HAVE THREE CONTRACT CONTRACTORS THAT I'VE BEEN USING.

UM, KEVIN WILL LOOK AT IT, THE ESTIMATE AND SAY, YOU KNOW, WE GOTTA CUT BACK SOMEWHERE OR LET'S ONLY TOUCH THE MAJOR, MAJOR ISSUES OF THESE PROJECTS, OF THESE HOMES.

SO, UM, IF YOU GUYS HAVE ANY IDEAS OF WHAT WE CAN DO DIFFERENT, UM, WE DON'T WANNA CUT OUT ANYBODY FROM SAYING NO, WE DON'T HAVE ANY FUNDS OR NO, WE CANNOT, UM, DO ANYTHING FOR YOU RIGHT NOW, BUT WE DON'T WANNA GO INTO THE RED THIS EARLY IN THE FISCAL YEAR.

SO CHARLOTTE AND I KNEW THIS WAS GONNA BE COMING UP TODAY, SO IF YOU HAVE ANY SUGGESTIONS OF WHAT WE CAN DO, UM, I AM ALWAYS KIND OF PUSHING DIFFERENT HOMEOWNERS TO ANOTHER AGENCY BECAUSE OF SOME THINGS THAT WE CANNOT TAKE ON OURSELVES SUCH AS H V A C, BIG ELECTRICAL PROJECTS, UM, THINGS LIKE THAT.

SO SOME OF THEM I HAVE, HAVE BEEN MOVING DOWN.

UM, SO WELL, I MEAN I WOULDN'T SAY, UM, CANCEL OR NO, DEFINITELY NOT GONNA CANCEL, BUT IF WE COULD PARTNER MORE WITH THE, UM, WHAT IS IT FOR DEWELL, THEIR SERVICES FOR DWELL.

AND THEN I KNOW A WHILE AGO, UM, THE AGENCY NOW RS ANDREWS ALSO DID SOME HVAC STUFF, UM, PRO BONO.

SO MAYBE REACHING OUT TO SEE IF THEY HAVE A PROGRAM STILL THAT ALIGNS WITH THAT.

OKAY.

AND THAT'S SOMETHING THAT WE, SO WHEN A HOMEOWNER CALLS AND SAYS, I NEED HELP WITH MY H V A C, WE DON'T EVEN DO THAT.

OKAY.

SO IT'S NOT SOMETHING THAT, YOU KNOW, I'LL BE, I'LL LET THEM KNOW SOME, SORRY, WE DON'T DO THAT, BUT HERE'S THE NUMBER WHERE I CAN GIVE YOU.

SO, OR EVEN PARTNERING WITH BLUFF AND SELF HEALTHY.

YES.

'CAUSE THEY HAVE A PROGRAM TO SUPPORT, UM, UM, HOME REPAIR.

THEY DON'T PHYSICALLY DO THEM, BUT THEY HAVE THE, UM, A PROGRAM THAT SUPPORTS THE HOMELESS.

AND WE HAVE PARTNERED WITH SELF-HELP ABOUT A YEAR AGO.

THE ONLY THING IS THEY'VE UPGRADED THEIR APPLICATION SYSTEM AND A LOT OF OUR APPLICANTS THAT WE GET, THEY DON'T DO THE APPLICATION ON COMPUTER.

SO

[00:05:01]

BLUFFTON SELF-HELP.

SO MAYBE WE REACH OUT TO THEM AND TALK TO BARBARA BOWERS, UM, ONE OF THEIR COORDINATORS AND UM, THE COMPUTER SCARE HALF OF OUR APPLICANTS.

YEAH.

YOU KNOW, SO I CAN, I CAN SEE THAT MM-HMM.

.

SO, BUT THAT IS AN OPTION.

I'M NOT SAYING NO.

SO WE CAN KIND OF SEE IF WE CAN CHANGE THAT.

SO HOW THAT WORKS WITH BLUFF AND SELF-HELP, I'LL LET THE HOMEOWNERS KNOW.

WE DON'T DO THAT, BUT I CAN FIND AN AGENCY THAT CAN HELP YOU DO THAT.

SO I'LL HELP THEM, UM, KIND OF GIVE THEM, YOU NEED TO CALL AND GET AN ESTIMATE AND THEN BLUFFTON SELF HELP, WE'LL LOOK AT THAT ESTIMATE AND THEN THEY WILL PAY THAT FOR THEM.

UM, AND AGAIN, I DON'T WANNA PUSH ALL OF OUR NO RIGHT TO BLUFFTON SELF-HELP, BUT YEAH, THEY, BUT MAYBE IT'LL HELP OFFSET THE FUNDING EVEN WITH THE DE WELL PROJECT AS WELL.

'CAUSE I KNOW THEY DO SOME PROJECTS, SOME LARGER PROJECTS OVER HERE.

SO IF WE CAP OFF AND THERE'S AN EXTRA 10,000 THAT BLUFF AND SELF CAN PUT IN BLUFF AND SELF HELP CAN PUT IN, THEN WE'LL GO TO THEM TO NOT TRANSFER ANY OF OUR FUNDS.

DOES THAT MAKE SENSE? YES, IT MAKES SENSE.

I HAVE A QUESTION AND BECAUSE I'M NOT WELL VERSED IN THIS, CAN UM, ELCO, CAN WE APPLY FOR, UM, FUNDS FROM ELCO SPECIFICALLY FOR THIS? OR IS THAT NOT NO, NO.

OKAY.

ELCO UH, HELP US WITH A PROJECT, BUT THEY'RE NOT PARTICULARLY WORK WITH JUST MUNICIPALITIES TO WORK WITH CUSTOMERS ITSELF.

GOT IT.

JUST FOR THE RECORD, I DO WANNA SAY MS. STAPLES CAME IN AT 10 11.

WELCOME.

UM, MR. CHAIR.

UM, I MET WITH THE TOWN MANAGER THE OTHER DAY AND ONE OF THE THINGS I ASKED ABOUT WAS, DID WE HAVE ANY, UH, I GUESS IT WAS ARPA MONEY LEFT.

OH YEAH.

AND WE DO, AND HE HAD MENTIONED THE FACT, AND I I YOU, YOU CAN TALK TO HIM ONE-ON-ONE TO GET, GET THIS STRAIGHT.

I THINK IT WAS ROUGHLY LIKE $150,000.

AND I THINK HE HAD THIS PROGRAM IN MIND SO YOU COULD HAVE THAT DISCUSSION WITH HIM.

AND IT'S FUNNY YOU SHOULD ASK THAT BECAUSE HE ASKED ME FOR ALL OF MY NUMBERS YESTERDAY, .

SO HE ASKED ME FOR ALL OF MY NUMBERS YESTERDAY.

SO I PASSED THAT OFF TO HIM.

SO I DID IT.

UM, I KNOW STAFF IS GOING TO CONSIDER WHEN AND HOW TO TRANSFER SOME OF OUR LINE ITEMS, BUT SHOULDN'T THAT ALSO BE DISCUSSED WITH THE AFFORDABLE HOUSING COMMITTEE? YES.

YEAH.

WE'RE, WE'RE NOT DOING ANYTHING UNTIL WE COME TO YOU.

WE'RE JUST SITTING DOWN TOGETHER TO LOOK AT PAST, UH, PASS INVOICES, PASS ESTIMATES AND SEE, YOU KNOW, EXACTLY IF WE CAN GET BETTER, BETTER NUMBERS, BETTER ESTIMATES, AND BETTER INVOICE PRICE TAG.

SO NO, WE'RE NOT DOING ANYTHING WITH THIS.

WE'RE JUST TRYING TO FIGURE OUT HOW WE CAN GO BACK TO THE CONTRACTORS AND KIND OF DOWNSIZE WHAT THEY'RE GIVING US.

'CAUSE WE DON'T WANNA MOVE ANYTHING HERE.

WE'RE TO, YOU KNOW, WE'RE JUST GETTING STARTED OUT.

SO LIKE I SAID, IF SOMEONE NEEDS DEMOLITION, WE DON'T WANNA TOUCH THAT 6,000 RIGHT NOW.

TRUST ME, THAT'S, THAT'S A DIFFICULT TASK.

BUT WHEN MOST OF OUR CONTRACTORS HERE AT TOWN OF BLUFFTON, THEY SEE, THEY SEE DOLLAR SIGNS IS THERE.

YES.

SO WE NEED PROBABLY NEED TO MAKE THIS THING A LITTLE BIT MORE COMPETITIVE TO UM, ADD MORE, MORE CONTRACTORS.

OKAY.

AND I, I DID SAY THAT AS WELL AT OUR TEAM MEETING YESTERDAY.

THE, WE DO, IS IT A EVERY SIX MONTHS THAT WE DO A CONTRACTOR MEETING.

SO I WILL BE AT THE NEXT CONTRACTOR'S MEETING THAT WE HAVE HERE.

UM, I HAVEN'T BEEN TO ONE IN A WHILE, BUT I WILL PUSH TO THEM, YOU KNOW, THE FUNDS ARE HERE, WE HAVE PROJECTS.

I KNOW YOU GUYS WANNA WORK ON BIG MILLION DOLLAR HOMES, BUT WE NEED TO KEEP OUR, YOU KNOW, OUR RESIDENTS THAT ARE HERE.

SO I'M GONNA GO AND BEG AND PLEAD AT THE NEXT CONTRACTOR'S MEETING, UM, STRENGTHEN OUR POT OF CONTRACTORS AND THEN GET WITH MEG JAMES AGAIN.

SO WE ARE TRYING TO, I WAS GONNA SUGGEST THAT TOO, LIKE GET WITH MEG JAMES TO SEE IF THERE'S LIKE A, UM, LIKE A, A FORM OR A FLAT OR FEE.

I DON'T KNOW HOW TO DESCRIBE IT.

BUT BASICALLY WHAT'S THE MINIMUM, WHAT'S THE MINIMUM? WHAT'S THE MINIMUM THAT, UM, WE SHOULD, SHOULD BE REQUESTED WHEN IT COMES TO CERTAIN JOBS? MM-HMM.

.

SO IF THIS IS THE BASELINE, LIKE IF IT'S MORE THAN THAT, THEN THAT MEANS THAT, LIKE WHAT, WHAT SHOULD WE BE CHARGING? WHAT SHOULD THEY BE CHARGING FOR SQUARE FOOT OR RIGHT, EXACTLY.

WHAT'S THE BASELINE AND HOW THAT'S MOVED.

GOTCHA.

OKAY.

BUT YES, AS YOU CAN SEE, AND WE WE'RE GOING OUT TO FOUR HOMES TODAY AND WE HAVE UM, ABOUT TWO OR THREE APPLICATIONS ON MY DESK THAT I NEED TO SEND TO ELCO.

SO WE'RE JUST TRYING TO FIGURE OUT HOW WE CAN STILL HELP BUT NOT HAVE TO GO BACK TO FINANCE SO MUCH AND NOT HAVE TO DIG DOWN DEEP INTO POCKETS.

UM, WHICH IS A GOOD THING.

BUT I LEARNED HOW, SO THAT'S, THAT'S WHAT, THAT'S WHAT THAT SOUNDS LIKE.

SO ANY MORE QUESTIONS, SUGGESTIONS? YOU CAN THINK OF ANYTHING I CAN'T RECALL.

UM, AND PRI MAYBE YOU REMEMBER WHEN THE,

[00:10:01]

UM, KEVIN HAD THE LADY, MAYBE IT WAS LAST YEAR FROM THE STATE.

OH YES.

AND I WAS LIKE, WOW, THAT THAT WAS A BROAD PROGRAM.

MM-HMM.

AND I DON'T REMEMBER WHETHER THERE WAS MONEY AVAILABLE THERE.

SEEMS LIKE THERE MIGHT'VE BEEN.

SO IT MIGHT BE YOU GO BACK FROM SD HOUSEHOLD.

YES, YES.

YEAH.

HAVE A CONVERSATION ON THAT END TOO, THAT THEY SEEM TO DO A LOT OF THINGS THAT THE AVERAGE PERSON DOESN'T KNOW ABOUT.

OKAY.

AND I HAVE BEEN SPEAKING WITH FELICIA OVER IN FINANCE, UM, FINANCE AND EXEC.

SHE'S IN THOSE TWO OFFICES JUST TRYING TO FIGURE OUT IF WE CAN PICK UP FEDERAL FUNDS.

BUT SHE SAYS THERE'S A LOT OF BACKING, THERE'S A LOT OF PAPERWORK AND THEY, THEY MONITOR YOU WITH A MAGNIFYING GLASS IF YOU'RE PICKING UP EXTRA FEDERAL FUNDS.

SO SHE SAID IF WE WANNA DO THAT, THAT'S SOMETHING THAT WE GOTTA MAKE SURE WE'RE STAYING ON OUR P'S AND Q'S, WHICH I HAVE NO PROBLEM, BUT IT'S GONNA BE UM, A LITTLE BIT MORE TEDIOUS AND I THINK IT'LL BE HELPFUL TO HAVE IT IN COLLABORATION.

SO FEDERALLY, THOSE FUNDS ARE AVAILABLE AND MOST TIMES THEY'RE SIX FIGURE FUNDS, WHICH OBVIOUSLY WE PROBABLY NEED IN, IN THIS IN THIS CASE.

SO I AM THINKING ON THAT SCALE AS WELL.

SAME THING WITH THE S ST HOUSING.

MM-HMM.

.

YEAH.

GUIDELINES FUN TO BE USED.

YEAH.

SO WE ARE ALL PUTTING OUR BRAINS TOGETHER AND TALKING ON THAT NEXT TUESDAY.

NOT DOING ANYTHING WITHOUT YOU GUYS KNOWING.

SO JUST FINGERS CROSSED THAT WE CAN THINK OF SOMETHING SO WE CAN KEEP GOING WITH THIS.

WHICH WE ARE GONNA KEEP GOING.

WE JUST DON'T WANNA HAVE TO KEEP COMING BACK AND DOING TRANSFERS.

ALL RIGHT.

ANY OTHER QUESTIONS THERE? I HAVE ONE MORE, I'M SORRY.

.

UM, ALSO MAYBE LOOKING INTO, I DON'T KNOW IF WE HAVE ANY ORGANIZATIONS LIKE THIS HERE, BUT A COLLABORATION WITH A DEVELOPER, UM, BUT A NONPROFIT DEVELOPER.

UM, I BELIEVE, UH, SE HOUSING ALLUDED TO IT DURING THAT MEETING AS WELL.

UM, WORKING IN COLLABORATION, I DON'T KNOW WHAT THAT LOOKS LIKE, BUT MAYBE, UM, I DON'T KNOW MR. CHAIRMAN, WE COULD EXPLORE THAT.

I DON'T THINK IT WAS A NON-PROFIT DEVELOPMENT.

WAS A NONPROFIT ANOTHER YEAH, THE PROBLEM THAT A FEW NON-PROFITS THAT I KNOW LOOKED INTO IT, IT'S JUST SO MUCH WORK AND IT'S FOR LITTLE PAY BECAUSE I THINK ABOUT ACCOUNTING WITH THEM AFTER WE HAD OUR MEETING, SO NOT MUCH.

UM, BUT YES, I AM THINKING OUTSIDE, LIKE I USUALLY SAY OUTSIDE THE BOX TO THINK OF BIGGER WAYS TO GET SOME FUNDS.

UM, LAST MONTH COUNCILMAN, UH, CHAIRMAN WOOD, EXCUSE ME, COMMISSIONER WOOD HAD A QUESTION ON WHAT DO WE SPEND LAST YEAR? SO THIS IS WHERE WE WERE LAST YEAR AND AS YOU CAN SEE WE HAD QUITE A FEW TRANSFER INS.

UM, SO THE INVOICES PAID OUT LAST YEAR WAS 337,000.

AND WITH ALL OF THE DIFFERENT TRANSFERS THAT ACTUALLY LEFT A BUDGET OF 4 83.

SO, AND THAT'S HELPING 58 HOMES FISCAL YEAR 2023.

THAT'S IMPRESSIVE.

THAT'S REALLY GOOD THOUGH, THAT WE HELP THAT MANY HOMES.

UM, YEAH.

SO AGAIN, THE QUESTION IS WHERE ARE ALL THE PEOPLE COMING FROM THERE? , WHERE IS EVERYONE, EVERYONE COMING FROM? ARE THEY, AND I LIKE TO CALL 'EM REPEAT OFFENDERS.

IS NOTHING WRONG WITH REPEAT OFFENDERS, BUT WE HAVE OBLIGATED AND IN OUR PAPERWORK WE CAN HELP, UM, ONE HOUSEHOLD PER FISCAL YEAR.

SO MAYBE THAT'S SOMETHING WE LOOK AT.

UM, WE DO A LOT OF MOBILE HOMES.

UM, MAYBE WE START LOOKING AT THE YEAR, THE AGE OF THE MOBILE HOME, YOU KNOW, JUST SOME DIFFERENT IDEAS THAT WE CAN COME BACK TO THE DRAWING BOARD AND DO.

BUT THIS HERE IS A BLESSING BECAUSE THESE PEOPLE, THESE 58 THAT WE HELPED, THEY CAN'T GO BUILD A HOME.

THEY CAN'T GO PICK UP RENTAL.

SO THIS HAS BEEN A BLESSING TO THE COMMUNITY.

IT IS.

JUSTIN, MAYBE WE NEED TO CHIME IN ON SOMEONE WE HELPED IN THE PREVIOUS YEAR.

WE CAN, WE CAN PUT THEM IN THE QUEUE, BUT IF IF IT'S A NEW, THEY TAKE PRIORITY.

PRIORITY.

HOW DO Y'ALL FEEL ABOUT THAT? I, I, SHE USED THE WORD REPEAT AND, AND SOME PEOPLE NEED THE HELP AND SOME PEOPLE WILL ALWAYS TAKE ADVANTAGE OF A SITUATION.

AND SO I'M, I I AGREE WITH THE CHAIRMAN.

I THINK WE STAY FOCUSED ON HELPING AS MANY NEW PEOPLE AS WE CAN, UM, AND STAY FOCUSED ON WHAT OUR ORIGINAL MISSION WAS.

YOU KNOW, IT'S LIKE YOU MENTIONED, AND I KNOW YOU DIDN'T SUGGEST THIS AT ALL, I'M JUST LIKE, PEOPLE WITH AIR CONDITIONERS AND STUFF, THAT'S NOT OUR MISSION, YOU KNOW? RIGHT.

OUR MISSION IS TO HELP 'EM FIND THE HELP BUT NOT OUR MISSION.

SO YEAH, I AGREE WITH THE CHAIRMAN.

OKAY.

ALRIGHT.

IS THAT SOMETHING YOU VOTE ON OR WITH JUST CONS? YEAH.

CONSENSUS HERE.

YEP.

I AGREE.

[00:15:01]

ALRIGHT, SO WE WILL START LOOKING AT, UM, I'LL DO A TIMELINE THROUGH A TIMEFRAME AND SEE WHAT WE HAVE.

UH, BUT YOU UNDERSTAND WE'RE NOT SAYING OH YES, NO, NO.

HELP THEM.

WE'RE JUST SAYING OKAY, IF THERE'S A NEW ADDRESS IN PO RIGHT.

RIGHT.

MM-HMM.

.

YES SIR.

FALL IN LINE.

GOT IT.

GOT IT, GOT IT.

UM, LET'S SEE, SO YEAH, THIS IS LAST YEAR'S FISCAL.

UM, THERE WAS SOME COUPLE BILLS THAT CAME UP ONCE 2024 STARTED, SO WE HAD TO GO BACK AND, AND PAY SOME OF THOSE OUT.

BUT THIS IS, THIS IS WHERE WE SAT, THIS IS WHERE WE ENDED.

AND THIS IS WHAT I TURNED INTO STEVEN AND, UH, DEBBIE.

'CAUSE SHE'S WORKING ON A YEAR END REVIEW.

SO WE CAN GIVE OURSELF A CLAP.

PAT ON THE BACK.

YOU KNOW, WE, WE, WE HELPED A LOT AND A LOT OF THIS WAS WITH THIS.

UM, AND I KEEP BRINGING UP THE SEPTIC, BUT THIS HAS BEEN A LOT OF THOSE FUNDS WENT TOWARDS THAT AS WELL.

UM, WE HAD A COUPLE OF TREE PROJECTS, SO WE DID, WE DID PRETTY GOOD.

WE DID PRETTY GOOD LAST YEAR.

ANY QUESTIONS THERE? EVERYBODY'S GOOD? ALL RIGHT.

SO I'M

[VIII.1. November meeting date change 1095 May River Road Update]

GONNA MOVE US DOWN.

NOVEMBER 2ND IS OUR NOVEMBER MEETING.

BUT WE DO HAVE A STRATEGIC PLANNING MEETING SCHEDULED ON THAT SAME DAY.

SO WE NEED TO KIND OF WORK WITH OUR SCHEDULE.

SO IF EVERYONE CAN PULL OUT THEIR NOVEMBER CALENDAR AND IS MY SUGGESTION IF POSSIBLE, CAN WE MOVE TO NOVEMBER 9TH, WHICH WOULD BE THE FOLLOWING THURSDAY.

I'M GOOD WITH THAT.

SAME AS WELL, RIGHT? SAME TIME, SAME PLACE.

SO ON NOVEMBER, 2023 MEETING WILL BE ON NOVEMBER 9TH AND I'LL SEND OUT AN CALENDAR REMINDER, RIGHT? AND BELIEVE IT OR NOT, NOVEMBER'S AROUND THE CORNER.

WE JUST GOT OUR THANKSGIVING LUNCH REMINDER.

SO TIME IS MOVING.

ALL RIGHT.

SO NEXT ON OUR AGENDA, JUST A QUICK, EXCUSE ME, A QUICK UPDATE ON THE 10 95 NA RIVER PROJECT.

I DON'T HAVE TOO MUCH MORE THAN WHAT WE HAD LAST MONTH, BUT I DID SPEAK WITH DAN FRAZIER, WHO IS ONE OF OUR PLANNERS HERE WITH THE TOWN OF LOUGHTON.

AND HE MET WITH UM, NATHAN TURE, WHO WAS ONE OF OUR ENGINEERS FOR THE PROJECT.

AND THE MEMBER STORMWATER, STORMWATER WANTED SOME ADDITIONAL INFORMATION FOR THE, UH, STORMWATER AND THE DESIGN OF THE PROJECT.

SO THEY MET AND THEY WILL GO BACK TO THE DRAWING BOARD.

NATHAN WILL GO BACK TO THE DRAWING BOARD AND REDO SOME OF THE STORMWATER REQUIREMENTS THAT THEY HAD.

D R C, WHICH IS DEVELOPMENT REVIEW COMMITTEE.

THEY MEET NEXT WEEK, WEDNESDAY.

AND OUR PROJECT IS ON THAT AGENDA FOR NEXT WEEK WEDNESDAY.

SO A LOT MORE WILL COME OUT OF THAT MEETING NEXT WEEK, SUCH AS THE LANDSCAPING PLAN.

'CAUSE IT WAS NEVER, UH, NEVER PROVIDED THE LANDSCAPING PLAN.

AND THEN ALSO, UH, PARKING WHEEL STOPS OR PARKING SPACES THAT WILL COME UP AS WELL.

AND THEN NATHAN ALSO RECEIVED COMMENTS FROM SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION AND THE JASPER WATER COMPANY.

SO THEY'RE ALL GONNA MEET AND SIT DOWN AT THE D R C AND IT'S OPEN TO PUBLIC.

D R C IS OPEN TO PUBLIC.

THAT HAPPENS NEXT WEEK, WEDNESDAY AT ONE FOR A ROUND OF REVISIONS.

AND THEN THEY WILL RESUBMIT, UM, THEIR PERMITS FOR THAT.

SO PERMITS ARE BEING SUBMITTED, BUT THEY'RE ALSO BEING SENT BACK BECAUSE CERTAIN THINGS HAVEN'T BEEN DONE CORRECTLY OR DONE UP TO STANDARDS FOR DIFFERENT AGENCIES.

SO EVERYBODY HAS TO GO BACK TO THE DRAWING BOARD.

SO THINGS ARE MOVING AGAIN, THERE'S NO DATE ON WHEN THESE PERMITS WILL BE DONE, BUT I WILL HAVE SOME MORE CONCRETE INFORMATION AFTER D R C NEXT WEEK.

SO YOU GUYS ARE MORE THAN WELCOME TO MEET IN THIS ROOM.

WEDNESDAYS AT ONE.

I KNOW YOU DIDN'T LIKE THAT.

A LITTLE UPDATE, BUT WE'RE NOT READY TO BREAK GROUND YET.

DAN DID PUT UP THE, UM, THE SIGNAGE FOR THE PROJECT.

SO IT'S THERE.

ANYONE WANTS TO TAKE A PICTURE OF IT? IT'S NOT THE SCRAPBOOK OF OUR PROJECT, BUT THE IS THERE.

I BE REMEMBER HE PUT IT UP YESTERDAY.

THAT'S ALL THAT I HAVE.

ANY OTHER QUESTIONS? GET A LOT OF SERIOUS FACES.

GIMME ALL YOUR QUESTIONS AND COMMENTS.

MR. IS THIS DAN, YOU LOOK LIKE YOU GOT A LOT.

YEAH.

YEAH.

I'M ACTUALLY BEING QUIET FOR A CHANGE.

YEAH, , WE'RE, WE'RE GRATEFUL.

.

SO, UM, I THINK OUR BIG PROJECT THAT, UM, STAFF HAS IS JUST TRYING TO FIGURE OUT HOW TO, UH, I'M GONNA USE THE WORD, LEVERAGE THESE FUNDS AND BRING IN MORE FUNDS, UM, FROM SOMEWHERE SOMEHOW WITHOUT ALL OF THE TEDIOUS PAPERWORK.

SO ONCE CHARLOTTE AND KEVIN AND MYSELF MEET, THEN I'LL GO TO FELICIA AND SEE IF THERE'S, YOU KNOW, SOMEONE THAT SHE KNOWS, SOME FEDERAL AGENCY THAT SHE KNOWS, UM, WITHOUT ALL THE PAPERWORK AND ALL THE HEADACHE.

'CAUSE YOU KNOW, WE GOTTA, WE HELP SOMEBODY AT LEAST TWO OR THREE TIMES A MONTH.

SO WE DON'T WANNA BE TIED DOWN DOING EXTRA PAPERWORK,

[00:20:01]

BUT IF WE HAVE TO, THEN WE'RE GONNA JUST HAVE TO DO WHAT WE HAVE TO DO.

ALRIGHT, WELL YOU GIVE US A VERY THOROUGH AND REPORT AND YOUR WORK AS WELL AS THE REST OF THE STAFF IS IMPRESSIVE.

CONTINUE, PRESS ON.

WE APPRECIATE WHAT YOU'RE DOING.

UM, ANY OTHER COMMENTS BEFORE WE ADJOURN? NO, CHARLOTTE.

THANK YOU.

OKAY.

MEETINGS ADJOURNED.

ALRIGHT GUYS.
