BUT I THINK THE BEST WAY TO DESCRIBE IT IS KIND OF LIKE A COMBINATION OF FLIGHT AWARE AND A D S B EXCHANGE ON STEROIDS.
IT'S, IT IS PRETTY INTERESTING 'CAUSE IT ALLOWS US TO TRACK ANY, ANY AIRCRAFT PERIOD.
BUT WE'RE CONCERNED WITH AIRCRAFT THAT ARE COMING IN AND OUT OF EITHER ONE OF OUR FACILITIES.
UM, AND IT'S NOT JUST AN AIRCRAFT THAT HAS FILED THE FLIGHT PLAN THE WAY SOMETHING LIKE FLIGHT AWARE WORKS, THIS IS EVERY AIRPLANE THAT TURNS ON AND HAS A TRANSPONDER, AN ACTIVE TRANSPONDER.
UM, SO THAT'S RIGHT NOW WHAT IT LOOKS LIKE A HILTON HEAD.
SO THERE'S, THERE'S ONE AIRPLANE THAT'S, THAT'S GOT IT'S ENGINES TURN ON, AND, UH, IT'S EITHER GETTING READY TO MOVE OR IT ALREADY PARKED AND IT'S GONNA SHUT DOWN SOON.

ON THE LEFT, WE CAN SEE HOW MANY OPERATIONS, FOR EXAMPLE, HOW MANY PARKED, HOW MANY CAME OVERNIGHT, WHICH IS BENEFICIAL FOR US TO, SOMETIMES PEOPLE USE THE AIRPORT AT NIGHT, THEY COME IN, THEY LAND AND THEY TURN AROUND AND LEAVE BEFORE ANYBODY SHOWS UP IN THE MORNING.
THAT CAN BE CONSTRUED AS MAYBE SOME LOST REVENUE THAT WE MIGHT BE JOINING THERE.
UM, WE HAVE THE ABILITY THROUGH THIS SOFTWARE TO TRACK INCIDENTS, ACCIDENTS, SAFETY, UM, NOISE COMPLAINTS, NOISE ABATEMENT, COMPLAINTS, HOW THIS COMPANY TRACKS ALL THAT AND HOW THEY GET THE INFORMATION, UH, IS THEIR TECHNICAL WIZARDRY.
BUT IT'S GOOD INFORMATION FOR US TO HAVE.
I CAN ALSO SEE CURRENT FLIGHTS.
I CAN SEE WHAT'S SCHEDULED TO ARRIVE, WHAT'S SCHEDULED TO DEPART.
I CAN SEE NO FLIGHT PLANS AS THEY'RE COMING IN, IF THEY'RE COMING IN OR IF THEY'RE EN ROUTE LEAVING OR THEY'RE ARRIVING TO THE AIRPORT AND WE CAN RUN WHATEVER REPORTS.
UM, WE HAVE TO GENERATE REPORTS ANYWAY, UH, TO SATISFY, FOR EXAMPLE, BASED AIRCRAFT, HOW MANY OPERATIONS WE HAVE AT THE AIRPORT.
THIS GIVES US A MUCH MORE ACCURATE ABILITY TO GET WITH THE TOWER.
'CAUSE THEY KEEP TRACK OF EVERYTHING.
NOW WE CAN CONSOLIDATE BOTH AND SAY THESE ARE OUR ACTUAL NO KITTEN NUMBERS IN THEIR VERIFIED BY TWO DIFFERENT ENTITIES, UH, WHICH IS GOOD.
AND THAT CAN BENEFIT US AS THIS IS DAVID.
JUST SO YOU KNOW, I'M, I'M, I'M ON THE 1200 ARROW WEBSITE.
I'M SHARING IT WITH THE ONLINE VIEWERS SO WE AT LEAST GET A, GET AN IDEA.

SO IF IT DOESN'T HAVE A TRANSPONDER, BUT IT'S DOING FLIGHT FOLLOWING, IT'LL SHOW UP.
THEY'LL PICK THAT UP ON A RADIO TRANSMISSION, IDENTIFY IT, SEND IT TO THIS SOFTWARE THAT WE HAVE SO WE CAN SEE IT.
TYPICALLY THE ONLY THING YOU WOULDN'T HAVE THEN IS PEOPLE IN THE PATTERN THAT WON'T BE DOING FLIGHT FOLLOWING, BUT YEP.
OBVIOUSLY SOMEBODY DOESN'T HAVE A RADIO YEAH.
DOESN'T HAVE ANY OF THAT AND THEY'RE JUST OKAY.
ZOOMING AROUND THE WATER OR SOMETHING.
SO THAT'S HOW YOU CATCH FOLKS THAT AREN'T ON, AREN'T ON FLIGHT PLANS.
BUT QUITE FRANKLY, IF IT DOES OFF COMMUNICATIONS, ANYBODY IN THE PATTERN, ANYBODY WOULD END UP BEING PICKED UP ANYWAY.
IF YOU'RE IN THE TOWER, AS LONG AS YOU'RE TALKING TO TOWER.
BUT IF YOU'RE ONLY TALKING TO UNICOM, THEY WOULDN'T PICK UP UNICOM.
THEY WILL PICK IT UP ONCOM, THEY PICK UP TOWER AND THEY PICK UP UNICOM.
BUT YOU KNOW, LIKE STEVE SAID, IT, IT'S STRONG FOR US, NOT NOT JUST FROM THE REVENUE STANDPOINT OR THAT, YOU KNOW, WHAT WE KNOW IS SOME LOST REVENUE THAT IS ALMOST IMPOSSIBLE TO RECOVER.
BUT NOW, YOU KNOW, ALLOWS YOU TO DO THAT.
'CAUSE NOT ONLY DO YOU SEE THE AIRPLANE, BUT YOU, YOU CAN PINPOINT TAIL NUMBERS, OWNERSHIP

IT COULD, BUT BRIAN, THIS IS ONE OF THOSE OFF THE SHELF, UH, SOFTWARE PACKAGES THAT THE FA IS NOT APPROVED.
SO THAT'S THE, YOU KNOW, EVERY TIME WE ASK 'EM, IT'S 24 MONTHS BEFORE THEY HAVE A, A PLAN TO GENERATE A SOLUTION, UH, TO THE RADAR PROBLEM.
SO THEY, THEY'VE NOT YET AUTHORIZED ANYTHING OFF THE SHELF.
'CAUSE WHAT THAT MEANS IS, WE'LL, WE'LL GET TO IT AT SOME POINT GUYS.
UM, SO YEAH, WITH THIS, WITH THIS SEMI ABSURD BECAUSE THE F A A IS SUPPOSED TO BE IN THE BUSINESS OF SAFETY.
SO THEY'RE TELLING THE CONTROL TOWER, THEY HAVE TO BE DEF DUMB AND BLIND UNTIL THEY APPROVE THE SYSTEM.
THAT MAY BE THREE TO FIVE YEARS IN THE MAKING.
IT'D BE NICE IF THEY COULD JUST ALLOW SOMETHING, EVEN IF IT'S OFF THE SHELF TO BE USED IN BETWEEN.
I REALIZE YOU GUYS ARE NOT GONNA BE ABLE TO ANSWER THAT QUESTION, BUT THIS IS A REAL ISSUE THAT'S GONNA GET WORSE IF TRAFFIC INCREASES AT DELTON HEAD AIRPORT.

SO WHAT WE'VE PUT TOGETHER FOR YOU IS, IS THE INTERIM LETTER OF AGREEMENT.
AND THE WHOLE REASON THAT I'D LABEL IT AS INTERIM IS THAT, THAT WE WANTED TO KIND OF TEST DRIVE THIS, UM, AND, AND SEE HOW THIS WORKS, SEE HOW THE COMPANIES RESPOND TO IT.
AND THAT WAY IF WE NEED TO ADJUST IT AFTER THE FIRST TERM, WE CAN DO THAT.

THE FINANCE COMMITTEE WILL THEN BRING IT TO THE COUNTY COUNCIL ON SEPTEMBER 11TH.
UH, SO IT IS POSSIBLE THAT BY THE SEPTEMBER MEETING WE WILL HAVE FILLED, UM, THE, THE HILTON HEAD VACANCY, WE SHOULD BE OF FULL STRENGTH.
UH, AND WE HAVE ANOTHER CANDIDATE WHO SHOULD ALSO BE APPROVED FOR THE A W SIDE BY THAT SEPTEMBER 11TH MEETING.
SO WE SHOULD BE OF FULL STRENGTH BY SEPTEMBER.
SO, AND WE HAVE THREE OR FOUR GOOD CANDIDATES STILL WAITING IN THE WINGS IF ANYBODY HAS TOO MANY CONFLICTS OR AS, UH, TECHNICAL DRIVING ISSUES GETTING TO AND FROM OUR VARIOUS LOCATIONS.
