CLOSE CAPTIONING PROVIDED BY BUFORT COUNTY, BEAUFORT COUNTY AIRPORTS BOARD.
UH, IF YOU ALL PLEASE RISE AND JOIN ME IN THE PLEDGE ALLEGIANCE I PLEDGE OF ALLEGIANCE, UNITED STATES OF AMERICA PUBLIC STANDS, ONE NATION UNDER GOD, INDIVISIBLE FOR LIBERTY AND JUSTICE.
PUBLIC NOTIFICATION OF THIS MEETING HAS BEEN PUBLISHED, POSTED, AND DISTRIBUTED IN COMPLIANCE WITH THE SOUTH CAROLINA FREEDOM OF INFORMATION'S ACT.
ALL RECEIVE COPIES OF TODAY'S AGENDA, COMMON SUGGESTIONS NOT, UH, WILL ACCEPT A MOTION TO APPROVE THE AGENDA REMOVED BY DAVID.
UM, ALL IN FAVOR SIGNIFY BY SAYING AYE.
ACTUALLY, BEFORE WE GO FURTHER, DO YOU HAVE ANYBODY WHO'S ON, UH, WITH US ON ZOOM TODAY? NICK? NICK, NICK MESS? YES.
EVERYBODY HAS RECEIVED A COPY OF THE, UH, LAST MINUTES.
ANY CHANGES, THE CORRECTIONS, ADDITIONS, ALTERATIONS, UH, HEARING NONE.
I'LL ACCEPT A MOTION TO APPROVE THE MINUTES AS PUBLISHED.
UM, ALRIGHT, KRISTEN, TOM, YOU WIN THIS TIME.
UM, ALL IN FAVOR, PLEASE SEEK AND UPON BY SAYING AYE.
THE MINUTES ARE NOW MOVED TO THE SESSION OF THE MEETING WITH PUBLIC COMMENTS.
WE HAVE A THREE MINUTE SESSION FOR ANYBODY IN THE PUBLIC THAT WOULD LIKE TO TALK ABOUT AVIATION MATTERS OF OUR LARGE, USUAL LARGE CROWD TODAY.
HEARING NO COMMENTS, WE WILL SIMPLY MOVE FORWARD.
LET'S TRY TO MOVE THIS OUT OF THE WAY, BUT I'M NOT OH, WE HAVE NEW, NEW TOYS.
NEW TOYS IN FRONT OF US TODAY.
EVERYBODY'S GOT NEW STUFF THERE.
I DON'T THINK I CAN GET THAT OUTTA YOUR WAY WITHOUT MESSING SOMETHING UP HERE.
WELL WE SKIPPED, UM, JUNE CUZ WE DIDN'T HAVE A LOT OF, OR WE DIDN'T HAVE ANY REAL AGENDA ITEMS, BUT WE HAVE A LOT OF THEM TODAY.
SO WE'LL KIND OF MOVE THROUGH THIS AND I GET RIGHT TO THE AGENDA ITEMS. SO, LET'S SEE.
I'M REALIZING I FORGOT TO PRINT SOMETHING OR BRING SOMETHING WITH ME THAT I PRINTED AT THE OFFICE, BUT THAT'S OKAY.
UM, CHRIS IS GONNA TALK A LITTLE BIT LATER ABOUT WHAT YOU SEE UP HERE IS A, A LOGO BEFORD EXECUTIVE AIRPORT.
UM, SO I'LL LEAVE THAT FOR LATER.
I JUST WANTED YOU TO SEE THAT.
I DUNNO, I JUST, OH, I MESSED IT UP NOW.
UM, FAA REAUTHORIZATION, LESLIE WAS JUST SHOWING ME ON THE WAY IN.
IT LOOKS LIKE THAT PAST THE HOUSE TODAY.
UM, IT HAS BEEN GETTING, UH, KIND OF BATTERED AROUND A LOT.
IT CAME FROM THE, THERE'S A SENATE VERSION THAT ALREADY CAME OVER AND THEN THE HOUSE HAS REALLY KIND OF PULLED IT APART AND PUT IT BACK TOGETHER OVER THE LAST WEEK OR SO.
I'VE BEEN IN TOUCH WITH CONGRESSWOMAN MAC'S OFFICE ON A DAILY BASIS ON SOME OF THE, THE MANY AMENDMENTS THAT HAVE BEEN PROPOSED AND JUST LETTING THEM KNOW WHERE WE STAND AS AN AIRPORT ON SOME OF THOSE.
SOME OF THE MOST IMPORTANT ONES ARE THE ONES SHOWN HERE.
UM, THE DCA PERIMETER RULE PILOT AGE, AND THEN PILOT TRAINING REQUIREMENTS.
I DON'T KNOW HOW MANY PEOPLE ARE FAMILIAR WITH THE DCA PERIMETER RULE.
I REALLY WAS NOT VERY FAMILIAR WITH IT, UM, UNTIL IT BECAME A, A BIG ISSUE.
AND A COUPLE OF MONTHS AGO, UH, ONE OF THE AIRLINES PROPOSED, UH, AN EXEMPTION OR SOME EXCEPTIONS TO THAT RULE, UH, AND THAT COULD HAVE HAD DAMAGING EFFECTS ON OUR NONSTOP SERVICE TO DCA.
SO BASICALLY WHAT THE PERIMETER RULE IS, IS THAT YOU HAVE DCA AND DULLES UP THERE AT, AT WASHINGTON, AND DCA IS, IS ALWAYS VERY, VERY CONGESTED.
IT ALWAYS TAKES A LOT OF DELAYS.
UM, AND SO WAY BACK IN, I THINK THE EIGHTIES, THE PERIMETER RULE IS ESTABLISHED.
AND WHAT THAT DOES, IT BASICALLY PUT, AT THAT TIME, I THINK IT WAS LIKE A 600 MILE RADIUS.
NOW IT'S LIKE A 1,250 MILE RADIUS, I THINK.
UM, AND, AND BASICALLY DCA WAS SUPPOSED TO SERVE ONLY
[00:05:01]
AIRPORTS INSIDE THAT RADIUS.AND DULLES WAS DESIGNED AND INTENDED TO SERVE ALL THE OTHER AIRPORTS.
SO, YOU KNOW, DCAS, CONGRESS'S AIRPORT, BUT THOSE FOLKS WHO ARE OUTSIDE THE RADIUS WERE EXPECTED TO USE DULLES.
THAT DOESN'T WORK FOR EVERYBODY.
AND OVER THE YEARS, SOME OF THOSE HAVE BEEN, HAVE BEEN, UH, ACCEPTED BY CONGRESS.
FUNNY CUZ THEY PROPOSED THEM AND THEN THEY ACCEPTED THEM.
UM, AND WHAT THAT HAS DONE IS IT'S INCREASED THE NUMBER OF SLOTS AT DCA.
SO IT INCREASES THE EXPECTED NUMBER OF OPERATIONS OUTTA THAT AIRPORT, BUT THEY CAN'T PHYSICALLY MAKE THAT HAPPEN.
SO THERE IS VERY, VERY DELAYED PRONE.
UM, THE F A DID NOT LIKE ANY MORE EXCEPTIONS TO THE PERIMETER RULE BEING PROPOSED.
TRIPLE AE CAME OUT AGAINST IT.
UM, REGIONAL AIRPORTS ASSOCIATION CAME OUT AGAINST IT.
WE SIGNED ONTO A LETTER OPPOSING IT BECAUSE IT COULD ENDANGER OUR PERIMETER FLIGHTS.
UM, AND SO, AND, AND ALL THE AIRPORTS IN THE STATE OPPOSE IT CUZ WE ALL GET PERIMETER FLIGHTS THROUGH FROM DCA.
UM, IT LOOKS LIKE, I, I THINK THAT DID NOT MAKE IT THROUGH.
I, IT'S VERY HARD TO LEAVE BREEZE SOME I GOOGLE.
SO THE PERIMETER RULES FOR NOW, AT LEAST IN THE HOUSE VERSION, I MEAN, WHO KNOWS WHAT HAPPENS IN THE SENATE, BUT GOOD NEWS IS THIS IS MOVING THROUGH.
UM, I'LL HAVE TO GO BACK AND LOOK AT WHAT OTHER AMENDMENTS HAVE MADE IT THROUGH THE HOUSE.
UM, AND THEN WE'LL, WE'LL GET SOME KIND OF A, A NOTICE OUT TO YOU IF YOU'RE INTERESTED.
BUT THE OTHER ITEMS, SOME OF THE OTHER NOTABLE ITEMS THAT WERE BEING DEBATED WAS INCREASE IN THE PILOT AGE FROM 65 TO 67, UM, WHICH WE SUPPORTED.
AND THEN ALSO SOME CHANGES TO THE PILOT TRAINING REQUIREMENTS OR, OR ALLOWANCES I SHOULD SAY.
THERE WAS, THERE WERE SOME GROUPS THAT, OR THERE WAS A, A CONGRESSMAN WHO WAS OPPOSING AN AMENDMENT THAT WOULD ALLOW SOME HIGH LEVEL SIMULATOR TRAINING TO COUNT TOWARDS THE 1500 HOUR RULE FOR THE, UH, AIR TRANSPORT PILOTS.
UM, PRETTY MUCH EVERYBODY ELSE AGREED THAT THAT WAS A GOOD IDEA BECAUSE 1500 HOURS IS A PRETTY HOT THRESHOLD.
UM, SO I, I'M WAITING TO SEE WHAT HAPPENED THERE.
BUT THE PILOT TRAINING AND THE PILOT AGE WERE TWO PRETTY BIG ITEMS IN THERE TOO.
SO ANYWAY, RIGHT NOW IT LOOKS LIKE GOOD NEWS THAT A, UH, FIVE YEAR, FIVE YEAR RIGHT, LESLIE REAUTHORIZATION WAS APPROVED BY THE HOUSE.
AND LIKE I SAID, WE'LL SEE WHAT HAPPENS IN THE SENATE, BUT A LOT OF POLITICS GOING ON, IT'S, IT'S TAKEN A LOT OF TIME TO STAY UP WITH THAT.
ONE OTHER ITEM IN THERE, JOHN, THAT MAY OR MAY NOT AFFECT US, AND THAT'S A REAFFIRMATION FOR PUBLIC AIRPORTS.
AIRPORTS ACCEPTING MONEY FROM THE NBA TO REAFFIRM THE NEED FOR OPEN PUBLIC SPACE AT AIRPORTS ACCEPTING FUNDS.
THE ONLY WAY THAT HAS, AND WE DON'T HAVE THAT SPACE AT THE MOMENT, AS YOU KNOW, AT HILTON, AT AIRPORT.
IN FACT, IF THAT REMAINS IN THE BILL, I DON'T KNOW IF IT GOT PASSED THE HOUSE REJECTED THAT GOT STRUCK YESTERDAY.
THAT WAS AN MANDATE TO CREATE TRANSIENT SPACE FOR FREE.
AND THAT WAS DEEMED TO VIOLATE SOME OF THE SPONSOR ASSURANCES BECAUSE IT DID NOT, IT DID NOT EQUALLY BENEFIT ALL USERS OF THE AIRPORT.
SO THAT'S KIND OF THE OVERALL DEPARTMENT UPDATE.
WE'LL LOOK AT, UH, EMPLOYEE SPOTLIGHT.
UM, YOU PROBABLY ALL KNOW ELENA, OR MOST OF YOU KNOW ELENA FROM HER TIME AS THE ADMIN ASSISTANT.
SHE'S MOVED OVER IN, UH, INTO THE FINANCE DEPARTMENT AT THE AIRPORT.
UM, SHE'S BEEN WITH US FOR JUST SHY OF FIVE YEARS NOW, AND SHE'S BEEN IN, IN THE US FOR 17.
SO IF YOU, IF YOU DON'T KNOW, SHE CAME TO US FROM ROMANIA, WHERE SHE WAS IN THE BANKING INDUSTRY OVER THERE.
SO SHE'S GOT A, I THINK ABOUT 18 YEARS IN, UH, IN BANKING, INTERNATIONAL BANKING, AND THAT BEFORE SHE CAME TO US.
SO SHE'S GOT A GOOD FINANCE BACKGROUND.
SO WE'VE GOT HER INTO HER HAPPY SPOT AT THE AIRPORT.
YOU CAN SEE SHE USED TO BE ADMIN ASSISTANT.
SHE WORKED ON A SECURITY TEAM FOR A WHILE WITH THE BADGING, AND NOW SHE'S DOING ACCOUNTS PAYABLE.
THERE'S ABOUT FIVE OTHER HATS THAT WE PUT ON HER AS WELL.
AND THAT'S JUST THE WAY IT WORKS.
BUT, UM, A COUPLE OF THE FUN FACTS ABOUT HER, UM, SHE IS A, A VERY CALM VOICE.
SO IF YOU PROBABLY REMEMBER WHEN SHE WAS ANSWERING ALL THE CALLS IN ADMIN, IF THERE WAS A KIND OF HAIR ON FIRE INCIDENT, SHE WAS ALWAYS AT THAT CALM VOICE WHO COULD TAKE CARE OF THINGS.
AND SHE DEALT WITH A LOT OF EMPLOY OR NOT EMPLOYEE, A LOT OF, UH, YOU KNOW, CUSTOMER COMMENTS AND COMPLAINTS AS WELL.
AND SHE ALWAYS DID THAT WITH A LOT OF EASE AND, AND GRACE.
UH, SO WE'RE PO WE'RE VERY, UH, APPRECIATIVE OF THAT.
UM, AND THEN SHE TOLD ME JUST BEFORE I LEFT ON THE, THE WAY OUT, AND IF SHE HER FUN, ANOTHER FUN FACT ABOUT HER IS, SINCE SHE'S FROM EUROPE, SHE CAN SIT IN A, IN AN AREA AND LISTEN TO DIFFERENT ACCENTS AND TELL YOU WHETHER SOMEBODY'S FROM GREECE, WHETHER SOMEBODY'S FROM YUGOSLAVIA, FROM THE CZECH REPUBLIC.
SO, UM, SHE'S KIND OF FUN TO HAVE AROUND, UM, FOR, FOR THAT.
[00:10:01]
FUN ONES THAT AREN'T ON HERE.SHE'S GOT TWO CHILDREN AND, UH, AND I SHOULD REMEMBER THEIR EXACT AGES, BUT I DON'T, SHE'S GOT A DAUGHTER WHO'S, WHO'S OLDER, AND SHE IS, SHE'S IN HIGH SCHOOL NOW AND SHE'S THE, BEEN THE NUMBER ONE RANKED, UH, GOLFER AT HILTON HEAD HIGH SINCE SHE'S BEEN IN SEVENTH GRADE.
SO WE'LL PROBABLY BE, LOOK FOR THAT NAME BR WHEN YOU'RE WATCHING AMATEUR GOLF AND STUFF, I THINK YOU'LL PROBABLY BE SEEING HER.
AND THEN HER SON IS A MULTI-SPORT ATHLETE.
VERY, UH, VERY GIFTED, UH, TALENTED YOUNG MAN.
HE'S, HE'S A VERY TALENTED SOCCER PLAYER, AND NOW HE'S TRANSITIONED TO BASEBALL.
SO, UM, GOOD, GOOD ATHLETICS THAT, UH, ARE IN THAT BLOODLINE.
SO HAPPY TO HAVE ELENA ON THE TEAM.
AND, UH, JUST WANTED TO INTRODUCE HER TO SOME OF YOU WHO MAY OR MAY NOT HAVE RUN INTO HER.
SO THAT'S OUR EMPLOYEE SPOTLIGHT FOR THE MONTH.
ERIC, I, I GET YOU SOMETIME TOO.
LET'S TALK ABOUT BEAUFORD EXECUTIVE, ALSO KNOWN AS FROGMORE.
UM, CHRIS WILL TALK ABOUT THAT SOME MORE.
IT'S ONE OF OUR UNIQUE, ACTUALLY, IN THIS AIRPORT SYSTEM.
IT'S NOT UNIQUE CUZ HILTON HEAD'S GOT TWO DESIGNATORS AND THIS ONE'S GOT TWO NAMES, SO IT'S KIND OF FUN.
UM, WE STARTED OVER THERE HAVING MEETINGS WITH, WITH ALL THE TENANTS OF THE AIRPORT.
UM, ABOUT EVERY TWO TO THREE MONTHS.
WE'RE KIND OF ON A QUARTERLY, THE INTENT IS TO DO KIND OF A QUARTERLY MEETING AND THEN ALSO GET INTO A LITTLE BIT OF A NEWSLETTER SYSTEM, UH, WITH THE FOLKS OVER THERE JUST SO THEY KNOW KIND OF WHAT'S GOING ON AT THE AIRPORT AND, AND SOME NEW THINGS THAT ARE HAPPENING.
FOR EXAMPLE, BETWEEN THE, WE HAD A MEETING IN APRIL AND THEN THERE'S ANOTHER ONE NEXT WEEK.
AND BETWEEN THERE, THERE WERE NEW LOCKS PUT ON THE, THE DOORS OF THE HANGERS AND THINGS LIKE THAT.
SO THAT GIVES ERIC A CHANCE TO KEEP UP WITH ALL THE TENANTS, LET 'EM KNOW WHAT'S GOING ON.
WE'LL ALSO HAVE THE INCREASE IN SOME OF THE FEES, SO THAT'LL BE BRIEFED TO THE, THE TENANTS AS WELL.
AND, UM, I'VE ALSO ASKED THAT AT EACH OF THESE MEETINGS WE BRING UP ONE OR TWO OF THE ITEMS FROM THE, THE RULES OF REGS OR BEST PRACTICES OR JUST SOMETHING TO, TO BRING UP TO TENNIS TO REMIND THEM, YES, THE MAXIMUM AMOUNT OF, UM, GAS YOU CAN HAVE IN YOUR HANGER IS FIVE GALLONS OR SOMETHING.
JUST LITTLE THINGS TO MAKE SURE FOLKS ARE, ARE UP TO DATE WITH THE RULES OF REGS.
SO THAT'S, I THINK THAT'S A REAL POSITIVE IMPROVEMENT OVER AT A R W.
AND THEN, UH, RAMP SAFETY, THAT'S AN ITEM WE TALKED ABOUT AT OUR LAST TENANT MEETING.
AND BASICALLY WHAT THAT AMOUNTS TO IT, IT'S BEEN SO BUSY UP THERE OVER THE LAST SEVERAL MONTHS, REALLY PROBABLY A COUPLE OF YEARS THAT WE'VE MADE A FAIRLY, UM, PRONOUNCED REDUCTION IN VEHICULAR MOVEMENTS ON THE AIRPORT.
SO IF YOU'RE MOVING ACROSS, IF YOU NEED TO GO TO THE TERMINAL BUILDING IN THE PAST, A LOT OF PEOPLE DRIVE UP FROM THE HANGAR COMPLEX TO THE TERMINAL BUILDING, PARK OUT FRONT, HANG OUT FOR A WHILE, AND THEN GO BACK TO THE TERMINAL OR TO THE HANGERS.
WE DON'T ALLOW THAT ANYMORE CUZ WE'VE GOT MORE, UH, AIRPLANES, LARGER AIRPLANES THAT NEED TO TAXI OUT.
AND WE'RE GETTING REALLY CLOSE WITH SOME WINGTIP ISSUES BETWEEN VEHICLES AND AIRPLANES.
SO BEING THAT WE'RE AN AIRPORT, WE'RE ALWAYS GONNA DEFER TO THE AIRPLANES.
SO THE, UH, HANGAR TENANTS, WHOEVER CAN PARK IN THE SAME PARKING LOT THAT THE AIRPORT DIRECTOR PARKS IN ON THE SIDE OF THE BUILDING AND, AND WALK IN.
SO THAT'S ONE OF THE BIGGEST THINGS WE DID.
AND THEN JUST REALLY KIND OF KEEPING, UM, MAKE SURE FOLKS KNOW THAT YOU CAN DRIVE OUT TO YOUR AIRPLANE, LOAD YOUR AIRPLANE, YOU KNOW, GET YOUR PASSENGERS OUT, WHATEVER YOU NEED TO DO, AND THEN MOVE OFF OF THE APRON.
BUT WE DON'T WANT PEOPLE, YOU KNOW, PARKING VEHICLES.
WE ACTUALLY HAD PEOPLE FLY OR DRIVE OUT TO THEIR AIRPLANE THAT WAS A TIE DOWN, LEAVE THEIR CAR ON THE RAMP AND GO FLY, WHICH IS A HUGE NUMBER.
SO, UM, KIND OF HAD TO REEL THAT BACK IN A LITTLE BIT.
UM, AND THEN THE OFFICIAL LOGO, WE'LL LEAVE THAT FOR CHRIS WHEN WE GET THE COMMITTEE REPORT, UNLESS YOU GO AND HIT IT NOW.
SO BASICALLY THERE WAS A CHANGE IN THE, UH, WITH THE INCREASE, UM, OR UPDATE I SHOULD SAY, OF THE FBO TERMINAL.
UM, IT WAS BROUGHT UP ABOUT THE LOGO AND THE LOGO WAS, WAS BROUGHT OUT AND WE ALL LIKED IT.
WE REALLY DIDN'T GO THROUGH PROBABLY THE RIGHT PROCEDURE.
SO WE'RE DOING THIS A LITTLE BACKWARDS.
UH, SO I, I I WILL, I WILL TAKE THE HEAT ON THAT ONE BECAUSE, UH, WE WERE JUST DISCUSSING IT AND THEN SAID, YOU KNOW WHAT, THAT PROBABLY NEEDS TO GO TO THE BOARD TO APPROVE.
SO LET'S, I'M GONNA KEEP MY FINGERS CROSSED.
THIS IS GONNA BE LIKE TALKING TO MY PARENTS AFTER I THOUGHT I DID THE RIGHT THING.
UH, SO, UH, I WOULD LIKE A MOTION TO BE APPROVE THE, UH, OFFICIAL LOGO, WHICH WAS ON YOUR SCREEN WHEN YOU ORIGINALLY SAT DOWN.
I THINK IT'S PROFESSIONAL, IT GETS THE POINT ACROSS AND THEN ADDS A LITTLE BIT OF NAUTICAL TO IT BY PUTTING IN, UM, UH, THE, UH, GPS COORDINATES.
ARE YOU SURE THAT THOSE ARE CORRECT? I DID NOT.
I WILL BE HONEST AND SAY I DID NOT CHECK THEM.
YEAH, YOU BETTER CHECK THAT BEFORE YOU
[00:15:01]
YES.THERE SOME DISCUSSION ABOUT, UH, WANTING TO KEEP THE FROGMORE INVOLVED.
AND SO THAT'S IN, THAT'S DISPLAYED WITHIN THE FBO AND THERE'S SOME T-SHIRTS AND STUFF.
SO WE'VE GOT, WE'VE GOT THE NEW LOOKING FORWARD AND NOT FORGETTING KIND OF THE PAST THE ROOTS, UH, FROM, FROM BEFORE.
UM, AND I HAVE NOT, I'VE ONLY HEARD, UH, GOOD THINGS ABOUT THE FBO CHANGES.
UM, AND NO ONE HAS SAID A WORD.
UM, OTHER THAN THAT, IT LOOKS NICE ON, UH, THE CHANGE IN LOGO.
SO TYPICALLY, YOU KNOW, THE SQUEAKIEST WHEELS WILL MAKE THE MOST NOISE.
SO OBVIOUSLY NOBODY DISLIKES IT OR WE WOULD'VE HEARD ABOUT IT.
AND WE'LL STILL, JUST TO ANSWER A QUESTION BEFORE IT'S ASKED, WE'LL ACTUALLY BE SELLING MERCHANDISE WITH, SOME OF IT WILL HAVE BOTH LOGOS ON IT.
SOME WILL HAVE ONE OR THE OTHER, BUT, BUT WE'LL HAVE BOTH AVAILABLE BECAUSE JUST EVERYBODY OUT THERE IN OUR VAST, UH, VIEWING AUDIENCE, THE FROG'S NOT GOING AWAY.
SO WHEN YOU, YOU CAN BUY A HAT WITH THE FROG ON IT, YOU CAN BUY A T-SHIRT, YOU CAN BUY A COZI.
EVERYBODY ON THE BOARD SHOULD HAVE ONE OF EACH AT LEAST, UM, COFFEE CUPS FULL COLOR WITH THE FROG.
SO YOU SHOULD ALL HAVE ONE AT THE MEETING NEXT TIME.
UM, BUT THE POINT IS BOTH LOGOS I THINK HAVE A, HAVE A GOOD PLACE, BUT WE WANT THE OFFICIAL ONE TO REALLY REFLECT THAT EXECUTIVE NATURE OF THE AIRPORT.
I WAS HOPING ERIC WORE HIS SHIRT WITH THE, THE LOGO ON IT.
IT LOOKS REALLY GOOD ON A, ON A GOLF SHIRT TOO.
SO, UH, WE'LL KEEP KIND OF BOTH LOGOS WORKING, BUT WE HAVE ONE WE CALL KIND OF THE PROFESSIONAL OR EXECUTIVE ONE AND THEN THE, THE FUN ONE, IT LOOKS REALLY GOOD ON THE BUILDING OUTSIDE.
SO CHRIS, IF, DOES ANYBODY HAVE ANY QUESTIONS FOR JOHN? I JUST HAVE I THIS ONE.
WHY DIDN'T YOU PUT A LITTLE BIT OF COLOR IN IT? UH, I WILL TELL YOU ONE OF THE REASONS WHY IS IF YOU LOOK BACK, UM, YOU CAN SEE THAT YOU CAN READ IT FROM THE RAMP, YOU CAN SEE WHAT IT SAYS.
AND I THINK IF YOU WOULD'VE ADDED TOO MUCH CUT, IT WOULD'VE MADE IT TOO BUSY AND IT WOULD'VE BEEN HARDER TO READ.
SO THAT WAS ONE OF THE THINGS I NOTICED CUZ ERIC AND I WERE TALKING ABOUT IT OUT ON THE RAMP.
UM, AND YOU KNOW, THAT WAS ONE OF THE THINGS I NOTICED CUZ I THOUGHT ABOUT THAT AS WELL.
I WAS LIKE, WELL, BUT THEN WHEN I COULD READ IT, YOU KNOW, SOMETIMES YOU CAN GET TOO BUSY AND THEN YOU LOSE WHAT THE MAIN PURPOSE OF THE MESSAGE WAS, WHICH IS TO TELL YOU WHERE YOU'RE AT IN CASE YOU'RE NOT WHERE YOU'RE SUPPOSED TO BE.
WHICH NEVER HAPPENS TO PILOTS.
WELL, THERE ACTUALLY IS AN ISSUE WITH THAT BECAUSE THERE'S TWO BUFORDS, THERE'S BUFORD IN BEAUFORT.
WE HAVE ACTUALLY HAD TWO OR THREE PILOTS THAT HAVE LANDED AT BUFORD EXECUTIVE THAT THOUGHT THEY WERE IN NORTH CAROLINA.
YEAH, THEY WERE THOSE GOOD PILES, THOSE PILES.
WERE THEY COMING IN FOR TRAINING? MAYBE YOU NEED TO ADD SOUTH CAROLINA TO THAT
PUT A LITTLE, UH, TURN THE STAR THE STAR INTO A LITTLE GRAIN FROG.
THERE'S YOUR COLOR, EVERYTHING.
HOW FAR DOWN THE LINE IS THE LOGO? IS IT DONE? DONE? YEAH, IT'S UP ON THE BOTTOM.
ANYBODY ELSE? ANY QUESTIONS FOR JOHN OR FOR CHRIS? NOT FOR THAT.
I REALIZE IT'S NOT OFFICIAL TIME FOR THAT, BUT MY COMMENT IS THAT HILTON HEAD ISLAND AIRPORT IS AN OPERATION OF BEAUFORT COUNTY.
I UNDERSTAND THAT, BUT I THINK THE TOWN WOULD LIKE TO HAVE SOME INPUT ON THE LOGO SINCE IT'S ARRIVING RIGHT HERE IN THE MIDDLE OF THE, THE TOWN.
SO IF WE CAN, IF WE CAN GET SOME INPUT ON THAT, THAT WOULD BE APPRECIATED.
WELL, I'LL REMIND YOU THAT THIS PARTICULAR LOGO IS NORTH OF THE BROAD, UH, THAT'S UP IN, IN THE YEAH, THAT'S FROM
THAT'S, THAT'S BEEN DONE FOR SEVERAL MONTHS.
THAT, THAT'S BEEN DONE FOR EVERY A YEAR OVER.
I THINK WE CAUGHT YOU WHEN YOU WERE ON VACATION.
SO HAVING SAID THAT, CHRIS, WHY DON'T YOU, UH, MAKE YOUR OWN MOTION HERE.
I'LL MAKE A MOTION THAT WE ACCEPT THE LOGO FOR THE VIEWER BEFOR EXECUTIVE AIRPORT.
SECOND TO THAT SECOND, MOLEY SECOND.
ANY FURTHER DISCUSSION? ALL IN FAVOR, PLEASE SIGNIFY BY SAYING AYE.
ALSO, I MIGHT ADD, I'D LIKE TO THANK JOHN AND CHRIS ON THE A R W FOLKS FOR ALL OF THEIR WORK, NOT ONLY FOR THE LOGO ISSUE, BUT FOR THE LAST YEAR, YEAR AND A HALF, TWO YEARS.
THERE'S BEEN TREMENDOUS PROGRESS MADE OVER TO BUFORT.
NOW, BUFORT EXECUTIVE AIRPORT, UH, BILL SAILS UP, TRENCHES UP EVERYTHING UP OVER THERE.
SO THANK YOU JOHN AND YOUR OFFICE AND
[00:20:01]
CHRIS AND THE GUYS.I'M GONNA BLAME THAT ON STEVE.
HE'S, HE FIGURED ALL THAT STUFF OUT.
HEY JOHN, BEFORE YOU MOVE ON TO HILTON HEAD, WHAT WAS THE THING ABOUT OFFICE SPACE AT BEAUFORD? OH YEAH, THANK YOU.
YEAH, THAT'S ANOTHER GOOD NEWS STORY.
WE'VE GOT A LOT OF, UH, DEMAND FOR OFFICE SPACE UP THERE.
WE'VE GOT, UM, FAA AND, UH, INSTRUCTORS, UM, WHAT DO WE CALL 'EM? CERTIFICATION FOLKS.
DO WHAT, WHAT WEES? YEAH, THEY'RE DPS.
JOHN, THANK YOU FOLKS WHO DO THE CHECK RIDES.
UH, FOR, FOR ASPIRING PILOTS, WE'VE GOT A COUPLE WHO WORK UP THERE AND, UH, AND ARE INTERESTED IN HAVING THEIR OWN SPACE.
SO WE'RE CURRENTLY EVALUATING THE BUILDING TO SEE WHERE WE MIGHT PUT A WALL OR TWO AND A DOOR OR TWO TO, UM, YOU KNOW, THE, THE WALLS ARE WHERE THE WALLS ARE GONNA BE THE EXTERIOR WALLS, BUT MAY SUBDIVIDE SOME OF THE SPACES INSIDE TO CREATE SOME, SOME BUSINESS OFFICES IN THERE.
UM, AND THEN YOU'LL SEE ONE OF OUR ACTION ITEMS, ACTUALLY THE LAST ONE IS ABOUT A NEW, UH, TOUR COMPANY WHO WANTS TO OPERATE AT A R W AND IS INTERESTED IN OFFICE SPACE AS WELL.
SO WE'RE LOOKING AT THAT BUILDING AND JUST TRYING TO FIGURE OUT HOW WE CAN KIND OF SLICE AND DICE THINGS UP THERE.
UM, EACH ONE OF THOSE OPPORTUNITIES, UM, REPRESENTS A REVENUE OPPORTUNITY FOR THE AIRPORT AS WELL.
AND OUT OF THOSE, JOHN, UH, JUST TO HELP EVERYBODY OUT, THE LEAST USED SPACE WITHIN THAT BUILDING IS THE CONFERENCE ROOM.
IS THAT CORRECT? I THINK THAT'S FAIR.
THAT IN, IN THE PLANNING SPACE WE HAVE A, YOU KNOW, YEAH, A LITTLE FLIGHT PLANNING ROOM THAT, YOU KNOW, AS YOU KNOW, WITH THE IPADS AND PHONES AND EVERYTHING, NOT MANY FOLKS ARE SITTING DOWN MANUALLY PLANT PLANNING.
SO WE'LL, WE'LL LOOK AT ALL THOSE SPACES AND DO A LITTLE BIT OF A REPURPOSING OF SOME OF THE INTERIOR.
UM, YOU'RE TALKING ABOUT HOW THE, THE MEETINGS AT A R W THAT YOU'RE HAVING WITH THE TENANTS HAVE BEEN POSITIVE.
ARE YOU PLANNING TO EVER DO THOSE AT HILTON NET? UM, YOU KNOW, THAT'S A GOOD QUESTION, BRIAN.
WE, WE KIND OF DID THAT A FEW TIMES AT THE EXECUTOR COOKOUTS, UM, SO IT GOT SOME OF THE TENANTS, BUT IT DOESN'T GET EVERYBODY.
SO, UH, I THINK THAT'S A GOOD IDEA, PROBABLY TO, UM, TO DO A SIMILAR THING OVER AT H X D.
WE'LL, ROCIO, WILL YOU MAKE A NOTE? WE'LL, WE'LL TAKE A LOOK AT THAT, BRIAN, AND, AND PROBABLY DO.
A W I SAY IT'S BEEN POSITIVE, UM, THAT DOESN'T MEAN THAT THERE AREN'T ANGRY PEOPLE WHO SHOW UP.
I'M JUST SAYING, YOU KNOW, YOU GET, GET FEEDBACK AND YEAH.
AND SOME IS SOME'S ACTIONABLE AND, AND SOME IS NOT.
SOME JUST ALLOWS YOU TO TAKE THE TEMPERATURE OF WHERE SOME FOLKS ARE.
BUT IT'S ALWAYS USEFUL IN, IN MY MIND, GOOD OR BAD.
SO, UM, I, I THINK THAT'S A GOOD IDEA.
AND THE WAY TO COMMUNICATE THAT WELL IN ADVANCE.
CAUSE, UH, THE TUESDAY NIGHT, UH, COOKOUT STORE, UH, SOMEWHAT MINIMAL AUDIENCE, H X D, IT'S FOUND A WAY TO REALLY COMMUNICATE THAT TO ALL YOUR, AT TENANTS, BOTH, UH, THE EXECUTIVE SIDE AND, AND DOWN AT THE COUNTY SIDE.
I THINK, AS YOU SAID EARLIER, VERY BENEFICIAL.
EVERYBODY ON BOARD WITH WHAT'S GOING ON.
MAYBE WE'LL WAIT UNTIL IT COOLS DOWN A LITTLE BIT SO WE CAN DO IT OUT IN THE HANGAR COMPLEX OR SOMETHING.
WE DON'T HAVE A, WE DON'T HAVE A BIG GATHERING PLACE, SO WE'LL HAVE TO OPEN UP A HANGAR SOMEWHERE AND GO INSIDE.
ANYTHING ELSE ON BEAUFORD EXECUTIVE? ALRIGHT, HILTON HEAD, JUST UPCOMING PART 1 39 AND AUGUST.
SO THE TEAM'S BEEN WORKING REAL HARD, GETTING READY FOR THAT.
UM, SO WE'RE LOOKING FORWARD TO IT.
WE MADE A LOT OF, UH, A LOT OF CHANGES SINCE LAST YEAR.
UM, SO KIND OF LOOKING FORWARD TO, TO SEE WHAT THE FAA THINKS ABOUT IT THIS YEAR.
UH, NEXT ONE IS AIRLINE RATES AND CHARGES.
AS YOU KNOW, WE HAVE BEEN WORKING ON THAT COST RECOVERY MODEL FOR, FOR MONTHS TO GET THAT WHERE WE WANTED IT.
WE, AND I MENTIONED TO YOU, I THINK IN, IN THE MAIN MEETING THAT WE HAD HAD A, A MEETING WITH THE AIRLINES IN, IN MARCH AND THEN ANOTHER, WE'VE DONE ANOTHER ONE SHORTLY AFTER THAT BOARD MEETING IN MAY.
MAYBE IT WAS JUST BEFORE THE BOARD MEETING AND SETTLED ON THE RATES AND CHARGES THAT HAVE GONE INTO EFFECT AS OF JULY THE FIRST.
SO GOOD NEWS ABOUT THAT IS, UM, WE'LL START TO RECOVER MORE OF THE ACTUAL COSTS OF, UM, THE AIRLINE ACTIVITY AT THE AIRPORT.
AND THAT'S A TWO PART IMPLEMENTATION.
SO HALF OF IT GETS IMPLEMENTED THIS FISCAL YEAR AND THEN NEXT JULY, THE OTHER HALF GETS IMPLEMENTED.
AND IN THEORY, THAT BRINGS US UP TO FULL COST RECOVERY.
SO ALL OF THE AIRLINE ACTIVITIES AND THE COST ASSOCIATED WITH THOSE WILL BE RECOVERED, WHICH IS KIND OF THE WAY IT SHOULD BE.
SO IT ENDS UP BEING A, A NEUTRAL OPERATION AS FAR AS THE, THE AIRLINES OR THE AIRPORT COSTS GO.
ANY QUESTIONS ON THAT? AND WE'LL, IN THAT, UH, IN THE, IN THE, UH, BILL THAT'S GOING ON RIGHT NOW UP AT, UH, CONGRESS,
[00:25:01]
IS THERE ANYTHING, THERE WAS A CHARGE THAT YOU HAD TALKED TO ME ABOUT YEARS AGO THAT HAD NOT CHANGED SINCE LIKE 1993 AND IT WAS, UH, THERE WAS A SERVICE CHARGE THAT THEY NEVER WANTED TO CHANGE.HAS THAT, HAS THAT BEEN CHANGED IN THIS REAUTHORIZATION AT ALL? NO, I'M SURE IT WON'T.
THAT THAT WAS SOMETHING PROBABLY TORPEDO IT, BUT THAT'S A PFC, THE FASTER FACILITY CHARGE.
UM, AND IT HAS NOT BEEN UPDATED SINCE 2000, 2000.
SO IN 23 YEARS IT'S THE MAX HAS REMAINED AT $4 AND 50 CENTS.
I, I'M NOT REALLY SURE WHY, YOU KNOW, AIRLINES ARE MAKING INCREDIBLE MONEY OFF OF, YOU KNOW, SCHEDULE CHANGES AND BAG FEES.
WELL, IT'S A FEE THAT ENDS UP ULTIMATELY GOING TO THE PA.
MY FEE WOULD GO UP THROUGH WHATEVER AIRLINE I'M GOING BY $2 AND 50 CENTS IF THEY MADE IT $7, I MEAN, YEAH.
AND THAT'S, IT GOES UP A LITTLE BIT.
AND THOSE, THOSE FEES HAVE TO GO TO PROJECTS ON THE AIRPORT THAT THE AIRLINES AGREED TO.
SO IT, A VERY SHORT ANSWER TO THAT IS IT'S VERY POLITICAL.
SO WE WORK ON THAT EVERY YEAR WHEN WE GO TO DC FOR THE TRIP AND ADVOCATE WITH OUR MEMBERS OF CONGRESS.
THAT'S ONE OF THE ITEMS THAT EVERY ONE OF US IN EVERY AIRPORT IN GEORGIA AND SOUTH CAROLINA, WE GO TOGETHER AND EVERY ONE OF US ARE SINGING THAT SAME SONG.
WE'VE BEEN DOING IT FOR SIX YEARS NOW, UM, WITH A BREAK FOR COVID.
BUT, UM, IT, IT JUST, IT'S A TOUGH ONE.
I DON'T TOTALLY UNDERSTAND IT.
BUT THAT'S, THAT'S THE ONE, THE PFC, UH, OUR, WE JUST SPOTLIGHTED ROB NEIL A COUPLE OF MONTHS AGO IN ONE OF OUR, OUR, UH, FIREFIGHTERS AT HILTON HEAD.
HE HAD, UM, JUST OVER 42 YEARS OF FIRE SERVICE.
SO HE'D BEEN WITH US A LONG TIME.
AND OF COURSE AS SOON AS HE WALKED OUTTA THE DOOR, HE TURNED AROUND AND SAID, IF YOU NEED TO HIRE PART-TIME GUYS, I'M AVAILABLE.
SO
UM, WE'RE PROBABLY GONNA TAKE HIM UP ON THAT BECAUSE HE'LL HELP FILL SOME GUYS.
SO ANYWAY, IF YOU SEE ROB, IF YOU HAVE AN RV THAT NEEDS TO GET INSPECTED, ROB'S IN THAT BUSINESS NOW.
UM, KIND OF FULL TIME, BUT HE IS DOING WHAT HE LIKES TO DO.
UM, AND A LITTLE BIT OF HIS LEISURE TIME, BUT, WE'LL, I THINK WE'LL PROBABLY SEE HIM BACK AT THE AIRPORT.
THEN NEXT ITEM, WE, LAST WEEK WE SPENT THREE PRETTY FULL DAYS WORKING WITH CALIBER BRIGHTON ELLINGTON AND THEIR TEAM ON JUST LOOKING AT A BUNCH OF DIFFERENT, UM, PROJECTS WITH HILTON HEAD ISLAND AIRPORT AND JUST KIND OF LOOKING INTO THE FUTURE, UM, CUZ WE'RE, WE'RE PRETTY CLOSE TO, TO NEEDING TO, TO LOOK AT ALP UPDATES AND, AND THINGS LIKE THAT.
WE'VE, WE'VE GOTTEN A LOT OF WORK DONE OVER THE LAST SEVERAL YEARS.
SO WE'RE GOING TO MEET WITH THE FAA, THAT'S THE LEAD INTO THE NEXT ITEM.
NEXT WEEK WE'RE GONNA MEET IN ATLANTA WITH THE FAA AND GO THROUGH SOME OF THE, THE ITEMS THAT WE DISCUSSED DURING OUR MEETINGS LAST WEEK AND TALK ABOUT THE FAA ON WHAT THEY THINK IS THE BEST ROUTE FOR AS FAR AS, YOU KNOW, CONTINUING TO, UM, DEVELOP THE AIRPORT AND, AND FULFILL OUR MISSION AS A, A CRITICAL GATEWAY TO THE ISLAND.
SO, UH, MORE TO FOLLOW THAT IT IS REALLY PLANNING AND, AND HOPEFULLY WE'LL EVENTUALLY TURN INTO SOME PROJECTS.
UH, BUT WE'LL KEEP YOU UP TO DATE WITH THAT.
ANY QUESTIONS ON THOSE? UH, I HAVE ONE QUESTION.
IF YOU'RE DOING THE FAA MEETING, ARE YOU GUYS GONNA BE BACK FOR THE PILOT MEETING IN TIME? I WILL NOT BE.
YOU'LL BE THERE, RIGHT? I, I'M HOPING TO MAKE IT, WE'RE COMING BACK FROM SOMEWHERE THAT'S NOT QUITE AS HOT AS HERE.
I THINK THAT'S ALL, THAT'S ALL I'VE GOT.
SO I'LL STOP THE SCREEN SHARE CUZ WE'RE DONE WITH THAT PART AND THERE'S, YOU CAN SEE NICK THERE.
UH, JOHN, STILL UNDER NEW BUSINESS ARE ALL THE ACTION ITEMS THAT YOU NEED THE BOARD TO CONSIDER.
SO YOU WANNA START WITH NUMBER ONE AND KIND OF EXPLAIN, UH, ALL OF US? SURE.
UH, FIRST IN ANY UNFINISHED BUSINESS THAT WAS, I DON'T KNOW IF ANYBODY'S GOT ANYTHING, ANY HOLDOVERS FROM LAST TIME? I DON'T THINK WE DO.
SO THE FIRST ITEM ON THERE IS PROBABLY THE MOST EXCITING ONE, BUT THAT'S A RECOMMENDATION FOR CONTRACT AWARD FOR THE TERMINAL, FOR THE PHASE ONE CONSTRUCTION.
UM, WE ARE, WE DID RECEIVE GOOD BIDS ON THAT.
LIKE I MENTIONED TO YOU, I THINK I, WELL ACTUALLY, WE DIDN'T HAVE A BOARD MEETING SINCE WE GOT THE BIDS, SO I THINK I MIGHT HAVE TALKED TO A FEW OF YOU.
WE DID GET GOOD BIDS IN AND, AND THE, UM, THEY'VE BEEN EVALUATED AND AT THIS POINT WE ARE RECOMMENDING CONTRACT AWARD TO EDISON FORD OUTTA CHARLOTTE, UM, AND THE AMOUNT OF 27,196,809 AND 29 CENTS.
[00:30:03]
AND THAT'S FOR PHASE ONE.AND THAT INCLUDES THE NEW CONSTRUCTION THAT IF YOU'RE LOOKING AT THE BUILDING IS TO THE SOUTH OR THE RIGHT.
SO IT'S FROM THE EXISTING WALL OUT TO THE RIGHT.
AND THAT'LL INCLUDE THE NEW TSA SCREEN CHECKPOINT AND THEIR, THEIR OFFICES AND ALL OF THE NEW BOARDING GATE FACILITIES.
AND THEN THERE'LL BE SITE WORK DONE AS WELL, WHICH INCLUDES A NEW LOOP ROAD THAT GOES THROUGH.
UM, AND DEPENDING ON HOW WE BALANCE THINGS OUT, THERE MAY BE SOME PARKING PUT INTO THE RIGHT THAT'S PROBABLY GONNA BE IN THE SECOND PHASE, BUT WE MAY END UP DOING SOME GRAVEL PARKING IN THE INTERIM, BUT IT'S GONNA GET A SUBSTANTIAL AMOUNT OF THAT, UH, THAT NEW CONSTRUCTION ON THE BUILDING COMPLETED.
WILL PHASE ONE ALLOW THE NEW GATES TO BE UTILIZED FOR THE NEW HOLDING ROOM? YES.
UM, HOW MANY LANES WILL THERE BE FOR TSA? UM, THERE'S ROOM FOR TWO LANES.
UM, SO AS LONG AS WE ARE, AS LONG AS WE MEET THE NUMBERS FOR TWO, THEN WE WOULD'VE TWO.
SO WE'LL, WE'LL COORDINATE THAT WITH TSA.
UM, WHETHER THAT'S A REGULAR LANE IN A PRE-CHECK LANE, I'M NOT SURE, BUT WE'LL HAVE TO COORDINATE ALL THAT WITH THE FEDERAL SECURITY DIRECTOR.
IT ALL DEPENDS ON YOUR NUMBERS WHEN YOU, WHEN YOU OPEN.
ALRIGHT, SO TO BE CLEAR, WE'RE GOING TO ASK BOARD MEMBERS TO VOTE ON THE APPROVAL OF A CONTRACT WORTH JUST OVER 27 MILLION AS JOHN JUST DESCRIBED FOR US.
ANY FURTHER QUESTIONS FOR JOHN? ALRIGHT.
HOPEFULLY ALL THE INFORMATION IS, IF YOU'VE READ THAT SHEET, IT'S KIND OF ALL THERE.
SO IF ANYBODY HAS QUESTIONS, LET ME KNOW.
BUT THE PROCESS IS, IT GOES FROM HERE TO FINANCE COMMITTEE AND THEN THE COUNTY COUNCIL.
UM, I NOTICE ON THE FISCAL IMPACT WE HAVE AN ADDITIONAL SURPLUS DOWN THERE FOR ADDS UP TO MORE LIKE 39 MILLION.
NOW KEEP IN MIND THAT THAT ALSO INCLUDES THE SOFT COST.
SO ALL OF THE, UM, THE DESIGN IN THAT, UH, WE'VE BEEN WHITTLING AWAY AT SOME OF THIS CUZ THERE'S TWO FA GRANT, ACTUALLY THREE FAA GRANTS IN THAT 22.6 MILLION.
UM, SO THE FIRST 10 MILLION WAS AWARDED, I THINK ABOUT TWO YEARS AGO.
AND THAT, UH, THAT'S BEEN USED FOR, SOME OF THAT'S BEEN USED FOR DESIGN AND BIDDING OBVIOUSLY.
UM, AND THEN THE REMAINDER OF THAT GOES FOR CONSTRUCTION.
SO AT THE END OF THE DAY, WE'VE, UH, YOU KNOW, WE'RE, WE'RE SOMEWHERE AROUND, YOU KNOW, AS FAR AS THE BUDGET GOES, WE'RE, WE'VE GOT MORE MONEY THAN WE NEED FOR THOSE FIRST PHASE, WHICH IS GOOD.
THAT'LL ALLOW US TO, UM, TO LOOK AT SOME OF THE OPTIONS, BUT IT ALSO ALLOWS US TO HAVE A CONTINGENCY IN THERE TO MAKE SURE THAT WE CAN GET THAT FIRST PHASE COMPLETED.
I HAD ONE OTHER QUESTION, YOUR HONOR.
IS THIS A FIXED RATE CONTRACT? DOES IT HAVE ESCALATORS IN IT OR ARE THEY, IS A FIXED PRICE CONTRACT THAT'S FIXED PRICE? I'D ASSUMING COUNCIL APPROVES WHEN WILL THEY START AND HOW LONG WILL THE CONSTRUCTION LAST? NO IDEA.
BUT ALL THAT IS TO BE DETERMINED.
SO ONCE THE CONTRACT IS AWARDED, THEN REALLY ONE OF THE FIRST ITEMS OF BUSINESS FOR THE CONTRACTOR TO DEVELOP A SCHEDULE AND START GETTING MATERIAL SUBMITTALS IN.
SO, UM, WE DON'T HAVE A, YOU KNOW, A GROUNDBREAKING DAY YET, BUT AS SOON AS WE GET THEM SIGNED UP, THEN THAT'LL BE ONE OF THE FIRST QUESTIONS WE ASK.
AND THEN THE, THE SCHEDULE, OF COURSE NOW IT IS ABOUT A TWO YEAR PROJECT IS WHAT WE FIGURE FOR THIS FIRST PHASE.
SO DEPENDING ON WHEN THEY GET STARTED, YOU KNOW, AT 24 MONTHS.
AND THAT'S ABOUT WHEN WE SHOULD BE READY TO OPEN.
HAVING HEARD ALL OF THAT INFORMATION, I'LL ACCEPT A MOTION TO APPROVE THE CONTRACT AWARD FOR THE COMMERCIAL SERVICE TERMINAL IMPROVEMENTS DESCRIBED TO US.
BRIAN, MR. SECOND, ANY FURTHER DISCUSSION? ALTHOUGH A LITTLE UNUSUAL.
ANY QUESTIONS FROM OUR PEANUT GALLERY OUT HERE TODAY? NO.
UH, ALL IN FAVOR PLEASE SIGNIFY BY SAYING AYE.
WELL, SOON WILL ASSUME THAT NICK VOTED YES ON THAT.
ALL RIGHT, SECOND ONE IS, UM, LET'S SEE, RECOMMENDATION OF CONTRACT AWARD FOR TAX AWAY.
UM, AND WHAT THAT PROJECT IS, IS, IS JUST WHAT IT SAYS.
TAXIWAY FOXTROT IS OUR PRIMARY, UH, COMMERCIAL TAXIWAY.
DEFINITELY NEEDS TO BE, UH, REHAB A LOT OF, UH, AGING ASPHALT THERE AND STRESS ON THAT.
UM, SO WE DID BID THAT BACK IN.
WE RECEIVED BIDS AT THE BEGINNING OF, OF MAY, UM, AND APAC FROM SAVANNAH HAS, UM, IS THE LOWEST QUALIFIED BIDDER ON THAT ONE.
WE'D LIKE TO RECOMMEND THE CONTRACT AWARD TO THEM.
UM, AND THEN THE, THE CAVEAT TO THAT IS WE'RE WE WANNA GET THIS APPROVED BY YOU AND THEN IN BETWEEN
[00:35:01]
GOING FROM YOU TO, TO COUNSEL, WE WILL, WE HAVE SOME WORK TO DO WITH THE FA AS FAR AS THE GRANTS GO.SO, UH, WE'RE TRYING TO COVER BASES TO STAY ON SCHEDULE WITH THIS AND WE WILL KIND OF SEE WHAT THE FA SAYS.
WE'RE STILL WORKING THROUGH SOME DETAILS WITH THEM.
UM, BUT HOPEFULLY WE'LL GET THOSE IRONED OUT NEXT WEDNESDAY, SO, RIGHT.
YEAH, ACTUALLY I THINK YOU'VE ANSWERED THE QUESTION.
SOURCE OF FUNDS IS 90% FAA IF SUCCESSFUL.
ONCE WE GET THAT GRANT, THAT WOULD BE THE STANDARD 90%.
AND THEN WE'VE ACTUALLY GOT ENOUGH, UH, GRANT MONEY FROM SOUTH CAROLINA AARON ICE TO COVER THE REST OF IT.
SO THERE'S NO ACTUALLY NO CASH OUT FROM THE AIRPORT ON THIS ONE.
ANY FURTHER QUESTIONS FOR JOHN ON THIS ITEM? ALRIGHT, HAVING NONE, HEARING NONE, UH, I'LL ACCEPT A MOTION TO APPROVE THE, UH, CONSTRUCTION CONTRACT FOR TAXIWAY F REHAB AT HILTON HEAD AIRPORT.
MOVE LESLIE FIRST, TOM SECOND.
ALL IN FAVOR PLEASE SIGNIFY BY SAYING AYE.
A OPPOSED ANYTHING? MOTION PASSES FOR THAT CONTRACT.
AND I'LL KEEP YOU UP TO DATE AS FAR AS THOSE DISCUSSIONS WITH THE FA GO.
THE NEXT ONE IS A, A RESOLUTION TO APPROVE THE HILTON HEAD ISLAND AIRPORT COST RECOVERY MODEL AND REVISE AIRLINE RATES.
UM, SO THAT'S WHAT I TALKED ABOUT A FEW MINUTES AGO, THAT COST RECOVERY MODEL.
AND THE REASON WE'RE DOING THIS IS REALLY FOR THE BENEFIT OF COUNCIL.
WE WANNA MAKE SURE THAT THEY KNOW WHAT'S GOING ON AT THE AIRPORT AND WE ALREADY HAVE AIRLINE RATES AND CHARGES IN PLACE.
THIS JUST SERVES THE INCREASE THEM, BUT WE WANNA MAKE SURE THE COUNCIL UNDERSTANDS WHAT'S GOING ON THERE FROM A BUSINESS STANDPOINT AND THAT, AND THAT WE'RE WORKING TOWARDS THAT FULL COST RECOVERY.
THIS WILL JUST KIND OF MEMORIALIZE THAT WE REVIEWED THIS WITH COUN WITH COUNSEL AND THAT THEY AGREE THAT THIS IS THE BEST WAY TO GO, GO FORWARD, BUT THERE ARE NO DOLLARS INVOLVED IN THIS PARTICULAR ITEM.
THIS IS A REVENUE POSITIVE ITEM.
ACCEPT A MOTION TO APPROVE THE RESOLUTION TO APPROVE THE COST RECOVERY MODEL AND REVISED AIRPLANE RATES AND CHARGES.
UH, HILTON HEAD ISLAND AIRPORT, AS JOHN JUST DESCRIBED, CHRIS IS A MOTION.
ALL IN FAVOR PLEASE SIGNIFY BY SAYING AYE.
THE NEXT, UH, NEXT TWO, PRETTY EASY.
THEY'RE JUST RESOLUTIONS TO ACCEPT GRANTS.
UH, THE FIRST ONE IS THE, THE 12 MILLION THAT WE TALKED ABOUT LAST YEAR.
THAT WAS A LINE ITEM IN THE STATE'S BUDGET.
AND THE REASON IT'S COMING THROUGH AERONAUTICS IS AERONAUTICS IS KIND OF THE CUSTODIAN OF, OF THOSE FUNDS.
SO IT, IT WENT FROM THE, UM, FROM THE STATE BUDGET TO AERONAUTICS BUDGET, BUT IT'S EARMARKED TO COME TO THE, UH, THE AIRPORT FROM THE TERMINAL CONSTRUCTION.
SO THEY MAKE THAT AVAILABLE TO US BY WAY OF A GRANT.
SO THAT'S WHAT THIS IS, THIS IS JUST A RESOLUTION TO APPROVE THAT GRANT FOR USE.
UH, IN CONSTRUCTION IT'S PHASE ONE OF THE TERMINAL BILLING, RIGHT? NO ADDITIONAL FUNDING THERE.
THAT'S JUST STRAIGHT UP GRANT OF 12 MILLION CORRECT QUESTIONS.
ACCEPT A MOTION TO APPROVE THE RESOLUTION TO ACCEPT THE, UH, S CAC GRANT.
23 DASH OH 29 IN THE AMOUNT OF $12 MILLION FOR THE HILTON HEAD ISLAND, UH, COMMERCIAL SERVICE TERMINAL IMPROVEMENTS IN CONSTRUCTION.
ALL IN FAVOR PLEASE SIGNIFY BY SAYING AYE.
UH, THE NEXT ONE IS ALSO A RESOLUTION TO ACCEPT SOUTH CAROLINA A'S COMMISSION GRANT MONEY.
AND THIS IS FOR 23 DASH 25 AND IT'S FOR $378,044.
AND THIS GRANT WOULD COVER THE 90% LIKE WE TALKED ABOUT WITH THE TAX RATE.
IT COVERS 90% OF THE, UH, OR I'M SORRY, THIS COVERS THE FULL 10% THAT THE AIRPORT WOULD NORMALLY COVER.
UH, AND THERE'S ALSO A PIECE IN THERE FOR THE PARTIAL ACQUISITION THAT WE NEED TO DO OVER EXEC AREA THAT YOU ALL APPROVE BACK IN FEBRUARY.
THERE'S NO LOCAL MATCH ON THIS, AND IT IS, UM, IT WILL END UP, THESE COSTS ARE COMPLETELY COVERED BY THE GRANT, SO THERE'S, UH, THE AIRPORT WILL NOT HAVE TO GO OUT, UH, OR WILL NOT HAVE TO PUT CASH OUT FOR THEM.
QUESTIONS? ACCEPT A MOTION THEN TO ACCEPT THE S CAC GRANT.
23 DASH OH TWO FIVE, THE AMOUNT OF $378,044 FOR THE HILTON HEAD ION TAXIWAY F STRENGTHENING CONSTRUCTION AND EXECUTIVE LAND ACQUISITION MOVE.
ALL IN FAVOR PLEASE SIGNIFY BY SAYING AYE.
OPPOSED? MOTION PASSES FIVE, JUDGE.
[00:40:01]
GO FROM ONE MONTH WITH NOTHING TO THE NEXT MONTH IS REALLY BUSY.THE NEXT ONE IS, UH, UP TO BEAUFORT EXECUTIVE AIRPORT.
AND THIS IS, UH, TALKING ABOUT THE FA FACILITY RATE INCREASES.
UM, I THINK YOU, I THINK I SENT ALL THIS OUT IN AN EMAIL LAST MONTH, SO YOU PROBABLY HAVE ALREADY SEEN THIS, BUT WE WANNA BRING IT FORWARD AND GET IT APPROVED BY YOU.
ALL THESE, UH, RATES AND CHARGES WILL BE PUT INTO EFFECT ON AUGUST THE FIRST.
UM, AND SAME THING AT, AT HILTON HAS, SO EVERYBODY'S THE SAME, YOU KNOW, THE 5% INCREASE FOR THE HANGAR TENANT, BUT THIS, THIS INVOLVES MORE THAN JUST THE HANGAR TENANT.
SO, UH, IF YOU HAVEN'T HAD A CHANCE TO LOOK THROUGH IT, IT'S OUTLINED.
UM, IN THE PACKAGE, THERE'S A MEMORANDUM THAT HAS ALL THE RIGHT AND CHARGES ON THERE.
SO YOU CAN TAKE A LOOK AT THAT.
UM, BUT THAT IS, THAT'S THE PROPOSAL AND REQUEST A ACCEPTANCE.
WOULD THE TENANT NOTIFIED YET, JOHN, THAT, UM, THEY'RE TALK, THEY'RE GONNA BE TALKING ABOUT IT NEXT WEEK.
THEY KNOW ABOUT THE HANGAR RATE INCREASED.
THEY ALREADY, YOU KNOW, WERE EXPECTING THAT.
BUT THESE OTHER, UM, A FEW OF THEM PROBABLY KNOW ABOUT THE INCREASES, BUT IT'S GONNA BE BRIEFED AT NEXT WEEK'S MEETING.
PUSHBACK, I MEAN, WELL, I RECEIVED AN EMAIL FROM IT, SO, UM, YEAH, THAT'S RIGHT.
ERIC JUST REMINDED ME EMAIL IT OUT WITH THE AGENDA.
SO EVERYBODY'S HAD THE, BUT I THINK THE EMAIL WENT OUT, ANOTHER EMAIL WENT OUT A COUPLE OF WEEKS AGO.
YEAH, THAT ONE WENT OUT NOTICE.
SO EVERYBODY'S HAD TIME TO DIGEST THIS THING.
THERE'S BEEN A LITTLE, WELL, LIKE ANY TIME WHEN YOU RAISE IT YEAH.
WE STILL STILL HAVE A WAITING LIST OUT.
IT'S A WELL, AND ALSO WE, WE DID MARK, MARK BAILEY WENT AROUND AND CALLED SOME LOCAL AIRPORTS AND UH, WE WERE WAY UNDER, UH, ON THE BUFORD SIDE.
UM, AND THIS IS JUST BRINGING US BACK INTO, BOSS SENT US ALL A COMPARATIVE ANALYSIS.
UH, AND WE'RE STILL A GREAT, WAS STILL ON THE LOW SIDE.
YEAH, WE'RE STILL, WE'RE STILL A GREAT VALUE WHENEVER, WHENEVER YOU LOOK AT IT BECAUSE THIS IS, THIS IS HANGAR AND YOU KNOW, RENT FEE, I MEAN MONTHLY RENT.
LIKE FOR EXAMPLE, I'M A TENANT ON A RAMP FEE, SO THAT AFFECTS ME AND THAT'S FINE.
UM, JOHN, HOW LONG HAS IT BEEN TO A HUNDRED DOLLARS SINCE, HOW LONG HAS IT BEEN A HUNDRED DOLLARS FOR A RENT FEE FOR A MONTHLY TENANT, DO YOU KNOW? UH, I SPENT SEVERAL YEARS.
IT'D BE A GOOD THING TO KNOW WHEN, CUZ AS YOU HAVE THIS MEETING NEXT TIME NEXT WEEK TO SAY, GUYS, IT'S IN THIS WAIT FOR NINE YEARS OR WHATEVER BEEN, I WANNA GO NINE YEARS.
I WOULDN'T SAY IT'S BEEN THERE AS LONG AS I'VE BEEN THERE, WHICH IS ALMOST, I DON'T, YEAH, I WAS GONNA SAY I HAD, SINCE I'VE BEEN ON THE BOARD, IT HAS NEVER BEEN, WE HAD CHANGED THE INCOMING FEE FOR TRANSIENT, BUT NOT THE MONTHLY, NO RAMP FEE HAD NEVER BEEN CHANGED AS FAR AS I'VE SEEN SINCE I'VE BEEN ON THE BOARD.
I MEAN, WHEN I, I'VE BEEN A RAMP, UH, TENANT FOR ABOUT A YEAR AND A HALF.
WHEN I FOUND OUT THE FEE WAS A HUNDRED DOLLARS A MONTH, I WAS REALLY SURPRISED IT WAS THAT CHEAP.
SO YEAH, YOU PARK A CAR FOR THAT MUCH.
I MEAN I CAN'T PULL UP TO THE WRAP ON HILLHEAD FOR HALF THAT.
UM, BUT I THINK IT'S JUST GOOD THAT WE COMMUNICATE THAT AND LET PEOPLE KNOW HOW LONG IT'S BEEN STATIC.
UM, HAVE YOU GUYS, UH, DONE ANY FORWARD LOOKING FINANCIALS TO HOW THIS INCREASE WILL AFFECT THE FINANCIAL PERFORMANCE OF THE AIRPORT GOING FORWARD? UM, WE HAVEN'T DONE A, A REAL DETAILED ANALYSIS CUZ WE'RE COMING RIGHT OUT OF THE BEGINNING OF THE FISCAL YEAR TURN.
SO WE'RE STILL DOING A LOT OF, UH, A LOT OF WORK ON THE BUDGET.
UH, SO WE HAVEN'T DONE THAT YET.
OH, WE KNOW IT'S GONNA BE POSITIVE.
THERE'S OBVIOUSLY A POSITIVE BUT, YOU KNOW, AND, AND A LOT OF THAT GOES INTO TAKING CARE OF THE AIRPORT.
SO WE'VE GOT A LOT OF THE, A LOT OF THE IMPROVEMENTS WE'VE SEEN WERE, WERE GRANT FUNDED, BUT THERE'S A LOT OF OTHER THINGS THAT NEED TO BE DONE.
FOR EXAMPLE, OVER AT THE HANGERS, UM, YOU KNOW, JUST, JUST CHANGING THE LOCKS OUT WAS A SEVERAL THOUSAND DOLLARS, YOU KNOW, ITEM THERE WITH THAT WAS A MAINTENANCE AND A SECURITY ITEM FOR PRIVATE PROPERTY.
CUZ THERE WERE, YOU KNOW, TENANTS GOING IN OTHER HANGERS AND THINGS LIKE THAT, WHICH WAS NOT GOOD.
BUT EXPENSES LIKE THAT REPAIRS TO THE AUTOMATIC GATE OUT THERE, MAKING SURE THAT THE LIGHTS ARE ALL WORKING IN THE HANGAR AREA TO KEEP THAT SAFE.
ALL THAT KIND OF, UM, MAINTENANCE ON A, AN AIRPORT THAT'S GETTING A YEAR OLDER EVERY YEAR, UH, THOSE COSTS INCREASE.
SO THIS HELPS TO PAY FOR THAT.
AND THEN HOPEFULLY IT HELPS US, YOU KNOW, ALONG WITH THE FUEL SALES AND EVERYTHING ELSE, HELPS US TO EVENTUALLY BE ABLE TO CREATE KIND OF A RESERVE FUND THAT BECOMES A A A FUND WE CAN USE, UM, AS KIND OF A SPRINGBOARD INTO SOME OTHER PROJECTS.
JOHN, WELL NOT DIRECTLY RELATED, UH, TO THIS MOTION, BUT TO A R W A FEW MONTHS BACK, YOU UH, I THINK HAD IMPLEMENTED A PROGRAM OF REALLY INSPECTING THE HANGERS TO FIND OUT WHO HAD STUFF IN THERE THAT REALLY DIDN'T BELONG IN THERE FROM IN THE PARKING LOT.
EXCESSIVE FUEL, A WHOLE BUNCH OF OTHER ITEMS. HAS THAT PROJECT BEEN COMPLETED AND CLEANED UP, COMPLETED? THAT'S AN ONGOING PROJECT BECAUSE ANYTIME YOU HAVE HANGAR TENANTS, UM, IT IS KIND OF LIKE INSPECTING YOUR TEENAGE KIDS' BEDROOM.
[00:45:01]
LIKE JUMO, YOU KNOW, YOU, YOU CHECK IN ON ON SUNDAY AND THEN BY TUESDAY IT'S MESSED UP AGAIN.
SO THAT IS SOMETHING THAT I'LL JUST REFER TO AS A LIVING PROJECT AND IT'LL NEVER BE COMPLETED.
MOST OF THE TENANTS COMPLIANCE OH YES, YES.
UM, AND, AND WE JUST NEED EVERYBODY, YOU KNOW, WHEN YOU SIGN THE AGREEMENT, YOU AGREE THAT, THAT THE AIRPORT'S GONNA GO LOOK AT YOUR HANGER FROM TIME TO TIME.
AND THAT'S REALLY JUST, YOU KNOW, THERE'S SEVERAL REASONS.
ONE IS TO MAKE SURE THAT THAT THE AIRPLANE, THAT WHAT THAT'S SUPPOSED TO BE IN THE HANGAR IS IN THE HANGAR, YOU KNOW, AND THAT, THAT HAS INSURANCE IMPLICATIONS, ALL KINDS OF THINGS.
UM, AND THEN THE SAFETY ISSUES WITH FUEL AND, AND RAGS AND ALL KINDS OF STUFF LIKE THAT.
SO IT'S, IT'S TO THE BENEFIT OF THE HANGAR TENANTS.
SO I'LL ACCEPT A MOTION TO APPROVE THE FACILITY USE RATE, UH, CHANGES BY THE AR W COMMITTEE.
JOHN HAS ALSO APPROVED, WE'LL DO IT OVER HERE ON THE ER SIDE.
BUT THE FIRST ONE WE, WE SHOULD BE THE ONES THERE.
I'LL TAKE THE, I'LL SECOND, I'LL SECOND HIS MOTION.
ALL IN FAVOR PLEASE SIGNIFY BY SAYING AYE.
ANY OPPOSED? NEXT, COME INTO THE MEETING.
ALRIGHT, IN THE NEXT LOSE THAT, I'LL HAVE YOUR PICTURES AND UH, I'LL BE AT THE MEETING ON WEDNESDAY.
AND THEN THE LAST ITEM WE HAVE ON THERE WAS A LITTLE BIT OF A, A LATE EDITION, BUT UM, IT WAS THE LAST, I THINK IT WAS LAST FRIDAY, RIGHT, THAT WE MET WITH THE, UH, THE WOMAN FROM HIGH TIDE AVIATION WHO WANTS TO MOVE PART OF HER BUSINESS UP TO, TO BUFORT.
SO SHE CURRENTLY, UM, OPERATES OUT OF NORTH CAROLINA AND ST.
SIMON'S DOING THESE, THESE TOUR FLIGHTS.
UM, AND SHE KIND OF PITCHES AS A LITTLE BIT OF A, A DIFFERENT TYPE OF, OF TOUR.
UM, I GUESS YOU COULD SAY IT'S ALMOST LIKE THE, THE DOWNTOWN BEFORD CARRIAGE TOURS IN THE AIR.
IT'S A, IT'S A HISTORICAL TOUR AS WELL AS A SIGHT SING TOUR.
SO SHE PRIDES HERSELF ON, ON REALLY LEARNING ABOUT THE AREA AND SOME OF THE HISTORY AND THEN BEING ABLE FOR THE PLACE THAT SHE CAN FLY OVER, FLY OVER SOME OF THOSE LANDMARKS AND, AND GIVE FOLKS A BIT OF A, OF A NARRATION.
I SAY SHE, BUT SHE'S GOT A STAFF WHO FLIES AS WELL.
UH, BUT SHE WANTS TO BE BASED, HAVE PART OF HER BUSINESS BASED AT, AT A R W SO THAT'S WHAT THIS IS, IS IT WOULD, UM, GET US MOVING ON DOWN THE ROAD TOWARDS AN OPERATING AGREEMENT, STANDARD OPERATING AGREEMENT, UH, THAT WOULD ALLOW HER TO OPERATE AT A R W.
I LET YOU KNOW WHAT TYPE OF AIRCRAFT, HOW MANY SHE'S INTERESTED IN BRINGING OVER OR IS SHE JUST GONNA PICK UP AND DROP OFF? I DON'T KNOW IF SHE, I THINK SHE IS INTERESTED IN HAVING AIRCRAFT OUT THERE CUZ WE'RE TALKING ABOUT HANGERS INITIALLY.
SO THERE COULD BE POSSIBILITIES OF A PROPER COMING DOWN PAST, AT PAST AT ER, BUT INITIALLY, UH, SINGLE ENGINE 72 2 TO DO SIGHTING HISTORICAL TOURS.
WHERE DO YOU DO HELICOPTER RAMPS OUT THERE? WHERE, WHAT, WHERE COULD YOU DO THEM SAFELY WITHOUT THE DOWN WASH THAT CAN TIE DOWNS AND EVERYTHING OR GRASS AREA? YEAH, WE USUALLY, NOLTON HAS GOT A BIG RAMP, BUT WE DON'T, YEAH, WE USUALLY PUT 'EM IN THE GRASS IF WE CAN.
UM, OR WE CAN PUT 'EM AT THE FAR SOUTH END.
UM, BUT YOU KNOW, I I THINK HER PLAN NOW IS FOR 1 72.
180 TWOS, WHICH IS FLYING BY US.
UM, JOHN, IS THE TOUR AREA GONNA COVER HILTON HEAD OR, I DON'T KNOW.
I DON'T THINK SHE'S REALLY, DID SHE MAP THEM OUT? SO SHE, SHE SHOWED US INITIAL MAP, UM, AND IT WILL, THE INITIAL MAP WILL START AND GO ALL THE WAY DOWN AROUND HILTON HEAD AND THEN COME BACK OUT AND THEN COME BACK AROUND ALL THE OTHER, UH, ISLANDS INCORPORATING TRIP, ALL THE OTHER, UM, SEA ISLANDS AND EVERYTHING.
SHE'S GOT TWO OR THREE DIFFERENT MAPS AND I SHOULD HAVE A BROCHURE IN THE NEXT COUPLE OF DAYS.
SO WHEN SHE SENDS IT, I CAN SEND IT TO THE BOARD SO YOU GUYS CAN SEE WHERE SHES ACTUALLY GOT PLANNED.
WE JUST HAVE A HELICOPTER SERVICE FLYING OUTTA HILTON HEAD RIGHT NOW.
SO IT'S, I DON'T THINK IT'S ANY CONFLICT AT ALL.
THERE'S ONE HELICOPTER FLYING OUTTA HILTON HEAD, SO, UM, I MEAN IT'S NO, NO DIFFERENT THAN OTHER AIRCRAFT UP IN THE AIR.
HAS ANY OF THIS BEEN PRESENTED TO THE PUBLIC YET? THIS THE REASON WHY I ASK IS BECAUSE, YOU KNOW, WHAT'S GONNA HAPPEN WITH THIS, THE ISSUE OF NOISE IS GONNA COME UP.
AND, UM, PEOPLE FLYING AROUND LOCAL SITES AND, AND PARTICULARLY WITH A HELICOPTER, WHICH IS RELATIVELY NOISY, FLYING AT LOW ALTITUDES MIGHT BE AN ISSUE.
AND LIKE I SAID, THIS ISN'T GONNA START OUT AS A HELICOPTER AND HOPEFULLY IT JUST STAYS WITH A FIXED WING.
AND IF THAT'S THE CASE, I DON'T THINK WE'LL HAVE MUCH OF AN ISSUE.
IT SHOULDN'T BE ANY WORSE THAN ANYBODY FLYING IN THE PATTERN UP THERE.
SO WE'LL PROBABLY BE ALL RIGHT ON THAT.
I MEAN, NOISE IS ALWAYS SOMETHING THAT YOU, THAT YOU THINK ABOUT.
UM, BUT WE CAN ADDRESS THAT AS, AS IT COMES AROUND.
WE'LL ADDRESS IN THE INITIAL OPERATING AGREEMENT AND SPECIFY, UH, FIXED WING AIRCRAFT ONLY ISOLATED DOWN THE ROAD.
[00:50:01]
SHE HAS TO COME BACK TO YOU, STEVE.I, IT'S POSSIBLE I'M GONNA TALK TO HER ABOUT THAT AND SEE, I MEAN YEAH, ABSOLUTELY.
WELL SHE, SHE, HE, I WAS JUST TRYING TO ON HER ABILITIES, UH, CFI HELICOPTER, HER INITIAL HERE IS A TOUR BUSINESS.
MAYBE YOU CAN MAYBE CONSIDER IN THE CONTRACT, UH, BEST SPECIFYING FIXED WING FOR NOW AND THEN DEAL WITH THE HELICOPTER IF IT HAS TO BE DEALT WITH AT A LATER TIME.
CAUSE WE HAD NOW STILL HAVE, WHEN WE COME BACK TO HILTON HEAD, WE HAVE SOME NOISE ISSUES ON THE HELICOPTER OR OPERATOR HERE.
UM, THAT'LL COME UP IN, IN MY REPORT.
AND ANYBODY, IF THERE IS ISSUES, YOU KNOW, ANY KIND OF AN ISSUE LIKE THAT, WE'LL GO BACK TO THAT OPERATOR AND SAY, HEY, YOU NEED TO, YOU KNOW, MASSAGE THE, THE FLIGHT ROUTE.
ANY FURTHER QUESTIONS FOR JOHN ON THAT PARTICULAR CONTRACT? THAT'LL BE QUIETER THAN AN F 18 OR F 35 THAT FLIES OVER MY HOUSE.
IT'S CALLED THE SOUND OF FREEDOM.
OH, DAVID, SORRY I MISSED YOU.
LISTEN, DAVID, APPROPRIATE FOR A PUBLIC COMMENT ON YOU HAD GLEN BEFORE DAVID, I WOULD DEFER TO YOUR GOOD DELIBERATION TO MAKE A RECOMMENDATION AS YOU SEE FIT.
BUT MY POLITICAL ANTENNA IS SAYING THAT THERE ARE GONNA BE TWO ISSUES WHEN THIS COMES BEFORE THE TOWN AND THE PUBLIC.
ONE IS THE POTENTIAL NOISE IN THE, JUST THE FACTOR OF MORE AIRPLANES.
TWO, IF THIS IS GOING TO BE ALLOWED FOR A BUFORT BASED AIRLINE AIRPLANE, IS THE SAME THING GOING TO BE OFFERED TO SAVANNAH? IN OTHER WORDS, IS HILTON HEAD GOING TO BECOME A DESTINATION FOR AIR TOURS? THAT'S A CONCERN OF MINE.
MAYBE JOHN, CORRECT ME IF I'M WRONG, I'M NOT SURE WE HAVE COMPLETE CONTROL OVER IT.
WE MAY HAVE SOME SAY ON THE BASING OF AIRCRAFT, BUT THE FAA HAS CONTROL OVER FLYBYS, FLY OVER FLY AROUNDS.
THE TOWN TOOK A POSITION YEARS AGO ON BANNER FLIGHT, UH, AIRCRAFT.
AND THE, UH, OPERATOR DECIDED NOT TO, UH, BE, MAYBE JOHN CAN ADDRESS THAT A LITTLE MORE ACCURATELY.
I THINK WHAT'S, WHAT'S A SPECIFIC QUESTION I THINK I'LL PARAPHRASE, DAVID, YOU CORRECT ME IF I'M WRONG.
DAVID IS CONCERNED ABOUT ADDITIONAL NOISE ABOVE AND AROUND HILTON HEAD ISLAND.
THERE'S ANOTHER TOUR OPERATOR AND IF WE OPEN IT TO SOMEBODY THAT BEGINS AT A R W, IT COULD BE SOMEBODY AGAIN THAT BEGINS WITH ADDITIONAL TOURS RIGHT OUT OF HILTON HEAD.
AND CERTAINLY SOMEBODY THAT BEGINS WITH TOURS DOWN AT SAVANNAH AIRSPACE BECOMES SUGGESTED.
BUT NOISE BECOMES THE PRIMARY CONCERN OF PRESIDENTS AND OUR COUNSEL.
UM, I, I WOULD SAY, AND, AND AGAIN, THIS IS ME LOOKING INTO A CRYSTAL BALL, SO YOU TAKE THIS FOR WHAT IT'S WORTH, UM, YOU HAVE TOURS FLYING OVER HILTON HEAD EVERY DAY RIGHT NOW ANYWAY, YOU JUST DON'T KNOW IT.
SO I DON'T THINK YOU'RE GONNA NOTICE THIS.
THIS IS ONE, MAYBE TWO AIRCRAFT THAT MIGHT BE IN THE PATTERN A COUPLE OF TIMES A DAY.
UM, YOU HAD ONE OR TWO STUDENTS AT ANY OF THE, MANY, MANY FLIGHT SCHOOLS, AT ANY OF THE, THE MANY, MANY AIRPORTS IN THIS AREA.
YOU'RE PUTTING MANY MORE AIRCRAFT IN THE AIR THAN YOU WILL WITH A TOUR COMPANY.
SO I, I DON'T THINK THAT YOU'RE EVEN GONNA NOTICE IT, TO BE QUITE HONEST WITH YOU.
AND THIS, THIS PERSON'S USED TO FLYING AROUND ST.
SIMON'S AND, UH, COASTAL NORTH CAROLINA, WHICH HAVE, UM, NOISE CONCERNS AS WELL.
SO THEY'RE, THEY'RE CERTAINLY FAMILIAR WITH, WITH DEALING WITH THIS KIND OF AREA.
UH, AND WE'LL CERTAINLY MAKE THEM AWARE THAT, YOU KNOW, THERE ARE SENSITIVE RESIDENTIAL AREAS AND, UM, AND TREAT THOSE PROPERLY.
BUT BEYOND THAT, THAT'S, YOU KNOW, IF WE HEAR A COMMENT SPECIFIC TO THAT AIRPLANE, WE'LL CERTAINLY RESPOND TO IT.
I MIGHT ADD ONE MORE, JUST NOT TO MUDDY THE WATERS TOO MUCH, BUT OUT OF ALL THE PLACES THEY'RE CURRENTLY OPERATING OUT OF OUR AIRPORT RIGHT HERE, THE ONLY ONE WITH A CONTROL TOWER, WE'RE ALREADY HAVING SIGNIFICANT ISSUES WITH OUR CONTROL TOWER BECAUSE OF THEIR LACK OF RADAR FACILITIES AND ABILITY TO SEE STUFF.
I DON'T SEE THEM TAKING KINDLY TO THIS EITHER, BECAUSE WITH THE INCREASING AMOUNT OF AIRLINE TRAFFIC COMING IN HERE, EVERYBODY'S GOTTA GET MOVED OUT OF THE WAY FOR THEM.
PEOPLE BUZZING AROUND, GOING IN DIFFERENT DIRECTIONS, THAT'S GONNA MAKE THE AIRCRAFT CONTROL ISSUE A LITTLE BIT MORE.
JOHN, WOULD YOU ACCEPT THE SUGGESTION THAT, AS I UNDERSTAND IT, IF WE APPROVE THIS MOTION, WE WILL BE APPROVING A CONTRACT YET TO BE WRITTEN FOR THE APPROVAL OF THE SCENIC LIGHTS.
WELL, THIS IS BASED, THIS IS GONNA BE THE, IT'S YOUR STANDARD OPERATING AGREEMENT.
SO IT, SAME AGREEMENT YOU'VE SEEN
[00:55:01]
BEFORE.SO, SO WOULD YOU BE AMENABLE TO AT LEAST AT THE BEGINNING OF PUTTING A CONDITION OF FIXED WING AIRCRAFT ONLY AT THIS TIME IN THE CONTRACT? SURE.
DO WE KNOW THE ALTITUDE SHOULD BE FLYING? I DON'T, THE ALTITUDES ARE REALLY PRESCRIBED AS, YOU KNOW, 500 FEET.
POPULATED A THOUSAND FEET, WHICH SHE GONNA FLY ABOVE THE AIRSPACE AND THE HILTON HEAD OR ABOVE 2000.
SHE'S GOTTA TALK TO, SHE'S GOTTA TALK TO THE TOWER.
UNLESS YOU SAYING IT'S GONNA BE LOW SPACE, YOU KNOW, SO IT'S GONNA BE, YOU'RE RIGHT, IT'S GONNA BE A TOWER ISSUE AND I'LL, YOU KNOW, JUST OFFER THAT.
SHE'S ALREADY OPERATING HERE OUTTA ST.
SIMON'S SO SHE KNOWS HOW TO DO IT.
SIMON'S, BUT SHE'S FLYING OVER.
SO SHE'S UP HERE ALL THE TIME.
SO NOW WE'RE JUST GETTING SOME OF THE INCOME ON THE FUEL SALES.
SO JOHN HAS SAID YES TO INCLUDING A PROVISION THAT IN THE INITIAL CONTRACT WITH THE POTENTIAL OPERATOR THAT IS, IS BASED FOR, IT IS MADE FOR FIXED WING AIRCRAFT ONLY ON HELICOPTER.
AND HAVING SAID THAT, I NEED A MOTION TO APPROVE AN OPERATING AGREEMENT BETWEEN BEAUFORT COUNTY, UH, AND THE HIGH TIDE AVIATION SCENIC AIR TOYS WITH THE AD, WITH THE HELICOPTER AMENDMENT.
AYE TOM, I SECOND REQUEST FOR THE SECOND.
UM, IF YOU COULD, WHEN YOU GET CLOSER ON THAT, UH, LET'S TALK ABOUT IT FOR THE A R W IMPROVEMENT COMMITTEE JUST SO WE KNOW WHAT'S GOING THROUGH.
CUZ YOU KNOW WHAT'S GONNA HAPPEN.
RUMORS WILL GET STARTED RIGHT.
FASTER IN A SMALL AIRPORT THAN IT DOES IN A SMALL TOWN.
AND THAT WAY WE WE'RE, WE'RE AT LEAST UNDERSTANDING EVERYTHING THAT'S GOING ON AND CAN QUASH THE STUFF THAT'S NOT TRUTHFUL.
DOES ANYBODY ELSE HAVE ANYTHING FOR JOHN? THANK A COUPLE MINUTES REST, BUT DON'T GO TOO FAR.
ALRIGHT, SO WE'RE MOVING INTO CHAIRMAN'S UPDATE.
UM, AS YOU KNOW, WE CURRENTLY HAVE ONE VACANCY ON THE BOARD FOR A HILTON HIT PROXIMITY PERSON.
UH, TO AND I WENT THROUGH SM INTERVIEWS, UH, THE OTHER WEEK.
WE HAVE FOUR VERY QUALIFIED CANDIDATES.
UH, TOM'S BEEN AWAY AND I'M LEAVING TOMORROW.
I'LL BE OUT OF THE COUNTRY FOR A WEEK OR SO.
HE AND I WILL GET TOGETHER AND, UM, TOM HOPES TO HAVE A RECOMMENDATION TO THE COUNTY COUNCIL IN TO, SO THAT WE CAN FILL THAT SEAT BY THE AUGUST MEETING THAT WORKS OUT.
IN ADDITION, WE HAVE TWO VACANCIES, UH, NORTH OF THE BROAD.
WE HAVE NO APPLICATIONS FOR THOSE TWO SEATS.
SO IF YOU KNOW OF FOLKS WHO HAVE BACKGROUND IN AVIATION, UM, ONE IS WE HAVE, WE HAVE A CHAMBER OF COMMERCE SEAT, WHICH IS VERY DIFFICULT TO FILL.
UH, WORKING WITH SOME CHANGES PERHAPS IN OUR LANGUAGE THAT WOULD BROADEN THAT A LITTLE BIT.
UH, AND ONE IS A PILOT PROXIMITY OPPORTUNITY, UH, FOR A PRIVATE PILOT BASED A R W.
GET ON THE COUNTY SITE, UM, COUNTY AVIATION BOARD.
THERE'S AN APPLICATION PROCESS.
IT TAKES LESS THAN FIVE MINUTES.
GET THE APPLICATION INTO THE COUNTY AND JOHN WILL BE NOTIFIED AND LL BE NOTIFIED.
WE CAME CLOSE TODAY TO NO QUORUM AND NOT A GOOD SITUATION.
SO WHAT, UM, EXPLAIN TO ME SO THAT THE PILOT NEEDS TO BE BASED OUT OF A R W, IS THAT CORRECT? OR NEEDS TO BE A PILOT? HE LIVES CLOSE TO AR GIMME ONE SECOND.
I THINK IT'S, IT, IT'S ONE, UH, CHAMBER OF COMMERCE PERSON, WHICH I'VE OFFERED.
I CAN SWITCH OVER FOR THE CHAMBER OF COMMERCE CUZ I'M ALREADY A MEMBER.
I MAY BE, I MAY BE IN THE PROXIMITY SPOT.
I WILL CHECK INTO ALL OF THAT.
I CAN CHECK ON ALL, I CHECKED THE BOXES FOR ALL THREE.
YOU CAN MOVE INTO THE CHAMBER SPOT.
YEAH, BECAUSE THAT'S THE MORE DIFFICULT TO FILL.
YEAH, I COULD, I I DON'T HAVE A PROBLEM AS LONG AS THE CHAMBER DOESN'T HAVE A PROBLEM, I WILL GET ALL THE INFORMATION OF THE BOARD MEMBERS ON EXACTLY WHAT'S AVAILABLE.
UM, BUT IF, IF YOU WANTED TO, UH, AS I TOLD EVERYBODY, LOOK AT CHAPTER SIX, SECTION 6.1, 6.25.
UH, DO IT WHEN YOU'RE NOT DROWSY AND YOU WANNA READ THIS, IT TELLS YOU EXACTLY WHAT WE'RE ABOUT.
YEAH, I THOUGHT WE HADN'T HAD ONE SPOT LEFT.
I COULD MOVE CUZ THERE'S ONE, I CAN MOVE TO THE CHAMBER SPOT.
[01:00:01]
UM, THE OTHER PERSON THAT POSSIBLY CAME IN IS IN THE PROXIMITY SPOT AS WELL.LEAVE THAT AND, AND ALL AND THIS IS NICK.
I CAN EASILY MOVE OVER TO THE CHAMBER SPOT.
I'M ON THE BOARD AND TERRY LAKE FOR THE CHAMBER SO I COULD EASILY MOVE TO THAT SPOT.
WE WILL WORK IT OUT DURING THE MONTH.
I'LL, I'LL MAKE IT EVEN MORE CONFUSING.
I MOVED TO LADIES ISLAND, SO NOW I'M A PILOT AND PROXIMITY
WE NEED SOMEBODY FROM, WE NEED A BODY, WARM BODY QUALIFIED WARM BODY THAT WOULD LIKE TO SERVE ON THE BOARD.
WE'LL FIND A SPOT FOR THAT PERSON.
MUST LIVE NORTH OF THE BROAD THOUGH.
CANT BE, CAN'T BE SOUTH OF THE BROAD.
SAME STORY ON THE BEAUFORD COUNTY AIRPORTS BOARD SITE.
WE'RE WE'RE MISSING FOUR PEOPLE.
TOTAL ISN'T AN 11 MEMBER BOARD.
WE HAVE AN 11 MEMBER BOARD, BUT NO, THERE'S ONLY SEVEN.
WE WE MISSING MARK MISSING JIM'S SPOT SOUTH BROAD.
AND HE WAS A PROXIMITY MEMBER.
SO THERE'S WELL, BUT WELL I'M JUST LOOKING AT THE ROSTER HERE AND I ONLY COUNT SEVEN MEMBERS.
DON'T THINK DAVID'S, I GUESS THE TWO OF YOU GUYS GET ADDED TO THE I MADE IT TO THE LETTERHEAD.
DON'T FORGET THE CHAIRMAN AND THE VICE CHAIR.
THE BOTTOM LINE AFTER DISCUSSION IS WE NEED A QUALIFIED BODY NORTH OF THE BROAD AND WE WILL WORK OUT THE SPOT FOR THAT PERSON.
IT SPECIFICALLY STATES IN THERE YES.
HOW MANY FROM NORTH AND HOW MANY FROM SOUTH? IT GOES BY INDIVIDUAL APPOINTMENTS.
THERE ARE 11 DIFFERENT DEFINITIONS THAT CAN BE I KNOW, BUT I'M TALKING ABOUT THE, THE UM, OH, IT'S PROXIMITY CUZ THAT'S CONSIDERED PROXIMITY.
BUT IT DOESN'T STATE THEY HAVE TO BE NORTH OR SOUTH, ROUGHLY FIVE AND FIVE.
AND THE REQUIREMENTS, AGAIN, I REFER YOU TO OR IF YOU'D LIKE A COPY IT, BE HAPPY.
BUT DON'T READ IT WHEN YOU'RE DROW IT A NAUSEUM.
ANYTHING ELSE WITH JOHN? ALL RIGHT.
WE'LL MOVE INTO, UH, A CHAIRMAN'S UPDATE, WHICH I STARTED TO GIVE YOU.
WE HAD INTERVIEWS, UH, FOUR VERY QUALIFIED PEOPLE.
WE'LL CIRCLE BACK, UH, WHEN I GET BACK THIS TIME AND HOPE TO HAVE SOMEBODY, UM, AT LEAST FOR JIM SPOT, UH, ON THE SOUTH OF THE BROAD, UH, BEFORE THE AUGUST MEETING.
UM, I WILL MOVE INTO THE COMMITTEE REPORTS AND I'LL START WITH THE HILTON AID COMMITTEE.
WE ARE GETTING MORE AND MORE CALLS FOR NOISE.
UH, JOHN AT HILTON HEAD, SPECIFICALLY ON THE HELICOPTER TOUR.
UH, I DON'T KNOW IF THEY'VE CHANGED PILOTS, UH, OR THEY HAVE TWO DIFFERENT PILOTS THAT FLY AROUND.
BUT THERE ARE TIMES THE HELICOPTER IS, I WOULD GUESSTIMATE, I'M GOOD ON MY ALTITUDES.
I'M GUESSING HE'S 500 FEET RIGHT OVER THE BEACH.
NOT A QUARTER OF MILE OFFSHORE, BUT HE'S RIGHT OVER THE BEACH.
YOU CAN USE WHATEVER DEFINITIONS YOU WANT FOR THE FAA POPULATED UNPOPULATED.
THERE ARE PARTS OF THE BEACH WITHOUT 30 PEOPLE.
BUT THERE ARE MANY PASSES THAT ARE FIVE, ROUGHLY 500 FEET RIGHT ON TOP OF THE BEACH, NOT OFFSHORE.
UM, AND CALLS FOR THAT COMING.
SO SOMEBODY OUGHT TO GIVE THEM JUST A HEADS UP OVER THERE.
COULD BE ONE PILOT, COULD BE TWO.
BUT IT'S DEFINITELY DECIS HERE.
I CAN, UH, VERIFY THAT THERE ARE NEW PILOTS.
I DON'T KNOW WHERE THEY ARE, BUT THERE'S DIFFERENT VOICES ON THE RADIO EVERY DAY.
THERE'S AT LEAST THREE OF THEM NOW.
I DON'T KNOW, JOHN, HOW YOU WANT TO DEAL WITH IT? YOU WANT US TO DEAL WITH IT? YOU WANT STEVE TO DEAL WITH IT.
BUT I THINK IT'S SOMETHING THAT SHOULD BE TACKLED BEFORE IT GETS A LITTLE FURTHER OUTTA HAND.
WE, WE'VE BEEN DOING SINCE I'VE BEEN HERE.
CAUSE WE HAD THE WHOLE NOISE ABATEMENT THING WITH NEW GUYS.
WE DON'T KNOW IF THEY EVER LOOKED AT THE VOLUNTARY NOISE ABATEMENT PROCEDURES THAT WE WENT THROUGH THREE OR FOUR YEARS AGO.
IF YOU CAN TACKLE THAT, THAT'LL TAKE CARE OF THAT.
THAT LESLIE, IF YOU CAN GIVE US AN UPDATE.
AS YOU KNOW, LESLIE HAS THE AMBASSADOR PROGRAM GOING AT, UH, HILTON HEAD ISLAND AIRPORT, WHICH HAS I THOUGHT BEEN TREMENDOUSLY SUCCESSFUL.
SO MAYBE GIVE US A LITTLE UPDATE.
YEAH, IT'S MOVING RIGHT ALONG.
YOU VOLUNTEERS HAVE BEEN GREAT.
I THINK OUR BADGES PROBABLY SHOULD SAY, DON'T YELL AT ME INSTEAD OF AN AMBASSADOR.
BUT EVERYONE IS TAKING IT IN STRIDE AND DOING THEIR BEST.
THE ONLY, I'M GONNA PUT OUT A LITTLE PSA HERE.
IF YOU MUST FLY ON SATURDAY AFTER HILTON HEAD OUT OF HILTON HEAD ISLAND AIRPORT, YOU MUST ARRIVE TWO HOURS BEFORE.
CUZ I'M SEEING A LOT OF PASSENGERS THAT ARE SHOWING UP 45 MINUTES BEFORE.
UM, AND, YOU KNOW, THEY CLOSE, THEY CLOSE DOWN THE TICKET COUNTER AND GO OUT TO SERVICE THE PLANES AND THAT, THAT'S IT.
WE HAD ONE LADY FROM SEA PINES HAD A GROUP OF 18 STUDENTS AND THE, THE, THE UBER OR SOMEBODY DIDN'T SHOW UP
[01:05:01]
AND SHE GETS UP TO THE UNITED DESK AND SHE COMES OVER TO US, THE AMBASSADORS SAYING, WHERE'S UNITED? WE'RE HERE, WHAT TIME'S YOUR FLIGHT IN 45 MINUTES? YOU KNOW? AND I SAID, WELL, THEY'RE, THEY'VE ALREADY SHUT DOWN.THEY'RE OUT THERE NOW ON THAT PARTICULAR DAY BECAUSE OF THE SITUATION, UNITED DID DECIDE TO PUT THEM ON BOARD, BUT THAT CREATED HAVOC FOR EVERYONE ELSE THAT WAS WAITING TO GET ON THEIR FLIGHT.
SO TWO HOURS IS, IS A MINIMUM ON SATURDAYS ANY OTHER DAY.
SUNDAYS ARE NOT NEARLY AS BAD, BUT OUT OF THE 16 FLIGHTS ON SATURDAYS, THE MAJORITY OF THEM ARE BETWEEN 10 AND TWO IN THAT TIME PERIOD.
SO THAT'S, THAT'S WHAT I WANNA SAY.
AND THANK YOU TO ALL THE AMBASSADORS FOR YEAH, THANK YOU.
SOME OF THE BOARD MEMBERS HAVE VOLUNTEERED OUT THERE AGAIN THIS YEAR, SO THANK YOU FOR DOING THAT.
UH, I'M SURE LESLIE WILL GET IT ORGANIZED AGAIN NEXT TIME AROUND.
UM, I DO WANNA POINT OUT, AND I WAS TALKING TO LESLIE A LITTLE BIT EARLIER, UH, THAT THE BACKUP, UH, OBVIOUSLY IS A TSA IT'S NOT, I, I DON'T BELIEVE.
I'VE BEEN OUT THROUGH A FEW SATURDAYS OBSERVING.
UH, AND ONE DAY I ACTUALLY HAD A DEPART.
THERE SEEMED TO BE ADEQUATE BODIES, TSA PEOPLE, AND THEY'RE ALL WORKING VERY DILIGENTLY.
THERE'S NOBODY STANDING AROUND SCRATCHING THEIR HEAD.
UH, IT SEEMS TO BE WITH THE NEW SCANNER EQUIPMENT, WHICH IS SLOWER.
SO IF JOHN, YOU HAVE AN OPPORTUNITY OR HAVE ANY CONVERSATIONS WITH TSA, UH, MAYBE IT'S APPROPRIATE TO FIND OUT WHAT THEY PLAN TO DO IF WE'RE ELIGIBLE FOR SECOND LINE, BUT THE NEW TERMINAL IS DONE, OR WHETHER OR NOT THEY PLAN TO CHANGE THIS BRAND NEW EQUIPMENT TO SOMETHING THAT MOVES A LITTLE QUICKER.
UH, AND IN MY LAYMAN'S LOOK, THAT'S WHERE THE BACKUP IS.
JUST SLOW, VERY SLOW ON THAT SCANNER.
I DON'T KNOW IF WE CAN DO ANYTHING BUT LITTLE FOOD FOR THOUGHT HAD AN ISSUE.
UH, I DON'T REMEMBER THE EXACT TIMING, BUT BECAUSE OF THE SIZE OF THAT VESTIBULE THERE, WHEN THERE ARE THREE FLIGHTS AT THE SAME TIME, AS LESLIE SAID, MOST OF 'EM ON SATURDAY ARE BETWEEN 10 AND TWO.
THERE'S TOO MANY PASSENGERS IN THERE.
HAS THAT BEEN A PROBLEM AGAIN, ANYTIME RECENTLY? DO YOU KNOW? I WAS OUT THERE THIS PAST SATURDAY.
UM, MOUNTAIN LINES DOWN TO QUEUE BACK UP AROUND OR ALREADY DOWN TOWARD INSIDE THE TERMINAL, BUT DOWN TOWARDS THE LUGGAGE AREA WITH AN OPENING.
SO PASSENGERS CAN PASS FROM THE TICKET COUNTERS IF THEY'RE WALKING TO RENTAL CARS AND ALLOWING INBOUND PASSENGERS TO GET TO THE LUGGAGE AREA.
BUT THE LINE WAS BACKED UP, BUT IT WAS INSIDE THE TERMINAL, NOT OUTSIDE THE TERMINAL.
I'M NOT QUITE SURE WHO, BUT IT LOOKED BETTER THAN IT DID.
WE HAD PASSENGERS OUTSIDE THE TERMINAL.
UH, CHRIS, UH, YOU R W WE'VE ALREADY HEARD IF WE HAVE MORE.
YEAH, I GOT A LITTLE BIT MORE.
UM, SO, UH, FIRST THING, QUARTERLY MEETING WE HAD THE, UH, JOHN HAD KIND OF REFERENCED THE FIRST QUARTERLY MEETING.
UH, THOUGHT IT WENT REALLY WELL.
UH, BRIAN CAME OVER AS WELL, WAS THERE, UH, DAVE AS WELL.
UM, THE BIGGEST THING TAKEAWAY WAS, UH, REALLY THE COMMUNICATION, UM, WHICH SEEMED TO BE WHAT EVERYBODY WAS, UH, UP IN ARMS ABOUT.
BUT YOU CAN'T HAVE COMMUNICATION WITHOUT STARTING COMMUNICATION.
AND, AND WE HAVE ANOTHER, UH, MEETING SCHEDULED FOR NEXT WEDNESDAY.
UM, SO THAT, THAT'S MOVING WELL.
AND I THINK IT'S DOING A GOOD JOB.
AND HOPEFULLY WHAT IT'S GONNA DO IS, AS I BROUGHT UP BEFORE, UH, HELP ON RUMORS, UM, IT'S AMAZING WHAT CAN BE STARTED THAT DOESN'T EVEN SOUND EVEN REMOTELY CLOSE TO WHAT ANYBODY WITH COMMON SENSE WOULD DO.
UM, SO THAT'S GONNA HELP OBVIOUSLY THE RATE INCREASES.
UM, UH, APPRECIATE THAT AND THE, THE CHANGE IN THE LO LOGO.
UM, AND AS I SAID BEFORE, EVERYBODY GOT THE FORM REGARDING WHAT THE RATE INCREASES.
UM, WE'VE ALSO HAD, UM, DISCUSSIONS, UM, ABOUT THE NEW, UM, HANGERS THAT WE'RE IN THE PROCESS OF GETTING TOWARDS THAT, UH, THAT WE'RE WAITING ON WORD TO COME BACK NOW, UM, ON THE APPROVALS.
WELL, ONE NICE THING THAT'S BEEN HAPPENING, ESPECIALLY WITH, UM, ADDING ANOTHER, ADDING ANOTHER BODY OVER THERE, IS WE'RE DOING A BETTER JOB OF A R W IMPROVEMENT COMMITTEE.
TALKING WITH ALL THREE OF THEM AND US KNOWING WHAT'S, WHAT MORE IS GOING ON, TRYING TO BE A HELPING HAND, AND ALSO A STOP GAP FOR JUST WHAT WE TALKED ABOUT, THE, THE, THE RUMORS.
SO, UM, I, AS YOU HAD SAID EARLIER, I, I APPLAUD, UM, EVERYTHING IN A R W THAT'S BEEN GOING ON.
WE STILL GOT, UH, A WAYS TO GO, BUT WE'RE MAKING BIG STRIDES.
UH, AND I LOOK FORWARD TO SEEING HOW, HOW WE DO, UM, UM, GOING FORWARD.
THE ONE THING THAT I WILL SAY THAT WAS PROBABLY THE BIGGEST DISCUSSION POINT, UH, THAT I DID NOT
[01:10:01]
UNDERSTAND ON THE SAFETY SIDE WAS REGARDING THE PARKING IN FRONT OF THE TERMINAL.UM, THAT I HAVE ALREADY BEEN IN THE ISSUE WHERE I HAD TO GET WING WALKED DUE TO THE, DUE TO THE PARKING AND THE OTHER PLANES.
AND IT ONLY TAKES ONE PLANE OF A GUY PARKING AT NIGHT, JUST PULLS OUT A LITTLE TOO FAR, DIDN'T DO IT ON PURPOSE AND CAN CAUSE A REAL, REAL PROBLEM.
AND I ONLY HAD ONE WAY TO TURN BECAUSE SOMEONE WAS USING THE SELF FUEL AND I NEEDED, I NEEDED SOME HELP NOT TO GET OUT OF THERE DUE TO THAT.
AND ALSO I THINK FINALLY PEOPLE WERE SEEING IS WE'RE USING COMMON SENSE OVER AT THE AIRPORT.
IF THERE ARE CERTAIN THINGS THAT NEED TO HAPPEN THAT ARE A LITTLE BIT OUT OF THE ORDINARY, HEY, THEY'LL ALLOW YOU TO PULL UP THERE TO WAIT ON THE PASSENGERS THAT ARE COMING WITH THEIR LUGGAGE TO HELP MOVE THEM.
UM, UPS GUY WAS OUT THERE BECAUSE APPARENTLY I DIDN'T EVEN KNOW THIS.
UPS ISN'T GOING OUT THERE IN AND OUT OF THERE NORMALLY ANYMORE.
UM, AND SOMETHING HAPPENED DUE TO ALL THE WEATHER DELAYS IN ST.
LOUIS, AND HE WAS SITTING THERE YESTERDAY MORNING AND HE INFORMED, OH NO, WE DON'T FLY IN AND OUTTA HERE ANYMORE.
WE, HE SAID, I'VE BEEN DRIVING IT NOW.
HE SAID, BUT ALL THE DELAYS COMING OUTTA LOUISVILLE AND THEN THEY HAD TO BURN, FLY THAT STUFF IN.
SO, UM, THINGS ARE MOVING ALONG AND I THINK, UH, IT'S GONNA GET BETTER AND BETTER AS WE HA EVERY MEETING, UM, GETS MORE INFORMATION OUT TO PEOPLE.
I HAVE A QUESTION FOR YOU, JUST OUTTA CURIOSITY.
YOU KNOW, NOTED EARLIER THAT FUEL SALES AND OPERATIONS ARE UP DRAMATICALLY YEAH.
AT A R W BUT IF YOU GO BACK 2001, WHICH WAS AN AWKWARD YEAR BECAUSE OF COVID MM-HMM.
ANYBODY HAVE ANY HYPOTHESIS ON WHAT'S HAPPENING? I'LL GO, I'M GONNA DEFER TO BRIAN SINCE HE'S IN PRICE WENT UP SO COMPETITIVE AND IT DIDN'T GO UP AS MUCH EVERY PLACE ELSE.
LESS COMPETITIVE OVER $6 A GALLON NOW, PLENTY OF PLACES IN THE MID FIVES AT THE MOMENT CHANGES BY THE WEEK.
I WOULD, I WOULD, I MEAN, I DON'T KNOW IF THAT'S THE SOLE REASON, BUT THAT'S A GOOD GUESS.
I THINK BECAUSE PEOPLE DEFINITELY FUEL SHOP.
UM, IT'S, IT'S IF THEY'RE COMING NORTH AND SOUTH, I, I AGREE WITH YOU.
I I DON'T THINK WE'RE HAVING AS MANY PEOPLE, AT LEAST FROM WHAT I'M SEEING, UM, STEVE MAY BE ABLE TO TALK TO A LITTLE DIFFERENTLY, BUT I DON'T THINK WE HAVE AS MANY, LIKE BEFORE WE HAD PEOPLE THAT LEFT A R W TO GO GET FUEL AND COME BACK WHO WERE REALLY BASED IN A R W YOU SAY BEFORE HOW LONG BEFORE SPEAKING? I'M TRYING TO GET AN IDEA.
UH, I THINK WE CHANGED THAT FUEL PRICE IN 2000 WHEN WE STARTED THAT, I THINK IT WAS 2000.
PRIOR IN THAT ABOUT JULY IS WHEN WE CHANGED IT.
THE INCREASE WAS ALMOST IMMEDIATE.
FROM LOOKING AT THE METRICS THAT I KEEP ON WHAT BRIAN'S SAYING.
STEVE, CAN CAN YOU COME UP CHRIS? SORRY, PLEASE.
UM, FUEL PRICES WENT UP DRAMATICALLY, AS WE ALL KNOW LAST YEAR, WHEN WE BUY FUEL, THAT FUEL PRICE GOES UP AND USING OUR METRIC TO PRICE THE FUEL FOR TENANTS AND FOR AVGAS VERSUS JET FUEL.
I'VE NEVER SEEN AVGAS BE MORE EXPENSIVE THAN JET FUEL.
AND THAT'S WHERE WE WERE SITTING WITH AVGAS.
HOWEVER, THE REFINERIES ARE DOING IT AND WE'RE GETTING IT FROM CAMPBELL.
I CAN'T JUSTIFY HOW MUCH WE GET CHARGED FROM THE FUEL PROVIDER.
I JUST ATTACHED THE SAME METRIC TO THAT FUEL PRICE THUSLY KIND OF WHAT, LIKE BRIAN WAS SAYING, WHEN THE FUEL PRICE WENT UP AND IT WENT UP ABOVE $6 FOR US, HOWEVER, JET FUEL WAS CHEAPER THAN $6.
THAT NOW HAS SOME COME BACK DOWN.
SO WE DIDN'T GET AS MUCH FLOW DURING THAT TIME PERIOD BECAUSE I DON'T THINK ANYBODY THAT PEOPLE WERE LIKE, I'M NOT GONNA GO RECREATIONAL FIGHT UNTIL THE GAS PRICE COMES DOWN AND THEN IT CAME BACK DOWN AND WE'RE STARTING TO SEE THE, THE THROUGHPUT AGAIN.
IF, IF, I HOPE I MADE SENSE WITH THAT.
AND THEN ALSO CAN BECOME A TIMING ISSUE BASED ON WHEN WE GET FUEL, WHEN THE PEOPLE AROUND US GET FUEL BECAUSE THEY MAY GET AT A CHEAPER PRICES TEND TO BE FALLING.
I CAN, I CAN TELL YOU AND ERIC UNDERSTANDS WHERE I WAS COMING FROM, WE ARE ORDERING FUEL A LOT MORE OFTEN THAN WE WERE SEVERAL YEARS AGO.
THEREFORE OUR PRICES TEND TO CHANGE A LOT MORE THAN SURROUNDING AIRPORTS.
SO SOMETIMES IT MIGHT LOOK LIKE IT'S A LITTLE HIGHER, BUT WHEN THEY HAVE TO BUY THAT FUEL AT THAT HIGHER PRICE, THEN IT'S EVEN HIGHER THAN WHAT WE HAVE.
SO IT'S, IT'S AN ENOUGH AND DOWN BALANCE, BUT WE'RE RIGHT THERE VERY COMPETITIVE.
YEAH, BECAUSE I, I WOULD TELL YOU BRIAN, FROM BEING OVER THERE ALL THE TIME NOW UP UNTIL THIS WEEK THE RAMP HAS BEEN FULL, PROBABLY THE FULLEST I'VE EVER SEEN IT THROUGH THE SUMMER.
WHEN SECESSIONS CLOSED, WHICH NORMALLY I CAN TELL YOU
[01:15:01]
WHETHER SECESSIONS OPEN OR CLOSED BY LOOKING AT THE RAMP THIS SUMMER, I WOULD TELL YOU IT'S HARDER.IT WAS HARDER TO TELL BECAUSE WE'VE BUSY, IT'S BUSY TO TELL, WE'VE BUSY IT, IT'S BEEN PRETTY FULL THE ENTIRE SUMMER, THE GOLF COURSE.
WHAT'S THE, IS THERE A TYPICAL TYPE OF AIRCRAFT THAT FLIES IN FOR THAT? WELL, HERE'S THE PROBLEM THAT WE RUN INTO DUE TO OUR RUNWAY LENGTH IS WE'LL GET A, A JET THAT CAN LAND THERE BECAUSE IT'S LIGHTER BUT IT CAN'T TAKE OFF.
SO I WILL TELL YOU, WHEN MY PLANE WAS BASED IN SAVANNAH, HALF THE TIME I WAS THERE, UH, THE POINT WAS THERE DELIVERING GOLFERS OR PICK, UH, NOT SO MUCH PICKING UP BUT DELIVERING GOLFERS CUZ THEY COULD TAKE OFF OUTTA SAVANNAH, BUT THEY COULDN'T TAKE OFF OUT OF BUFORD.
WHY AN AIRPLANE? SO THAT'S WHAT THEY, BUT A LOT OF KING AIRS COME IN THERE.
KING AIR IS PROBABLY THE NUMBER ONE KING AIR'S NUMBER LAND KICKOFF AND MAN TWO.
AND THEN WE'LL GET SOME CITATIONS RANDOMLY.
THAT'S, THAT'S WHAT YOU, THAT'S WHAT YOU SEE, UM, OUT OF THAT.
SO THAT'S, YOU KNOW, THAT, THAT, THAT'S BEEN, UM, THAT'S BEEN PROBABLY LUCK.
YOU KNOW, I DON'T, I DON'T WORK THERE, BUT IF I OWN THE FBO, THAT'LL BE A VERY FRUSTRATING THING TO, FOR ME TO SEE CUSTOMERS THAT ARE TAPPED, THAT AREN'T TAPPED TO BECAUSE WE DON'T HAVE A LONG ENOUGH RUNWAY FOR THEM TO, SUCH AS LIFE SUCH AS LIFE.
ANYTHING ELSE CHRIS? UH, NO, THAT'S IT.
ALL COMMUNICATIONS AND MARK COMMITTEE, UH, MARKETING COMMITTEE'S IN A LITTLE BIT LIMBO AT THE MOMENT BECAUSE, UH, JIM, WHO WAS CHAIRMAN OF THAT UNFORTUNATELY HAS LEFT THE BOARD.
SO WE CERTAINLY WISH HIM WELL.
HE WAS AN OUTSTANDING BOARD MEMBER.
UM, I THINK THAT'S THE LAST OF THE COMMITTEES.
WE MOVE INTO ANOTHER PUBLIC COMMENT PERIOD.
IF YOU, ANY OF OUR OPINIONS IN THE PUBLIC WOULD LIKE AN OPPORTUNITY.
ALRIGHT, HEARING NONE, I WILL ACCEPT A MOTION UP.
REMIND EVERYBODY THAT, UH, WHEN IS OUR NEXT MEETING IS, UM, AUGUST 17TH, UH, AT OVER IN BUFORT COUNCIL CHAMBERS STARTS AT 1130.
UH, PLEASE MAKE EVERY ATTEMPT TO ONE 30 THERE.
PLEASE MAKE EVERY ATTEMPT TO BE THERE IN PERSON.
THIS IS NATALIE HEFTER FROM THE COASTAL DISCOVERY MUSEUM AND THIS IS YOUR BEAUFORT COUNTY MOMENT.
ALMOST 40% OF BEAUFORT COUNTY IS ACTUALLY MADE UP OF WATERWAYS.
MUCH OF THAT IS OUR SALT MARSH.
AND WHILE SOMETIMES OUR VISITORS OR NEWCOMERS THINK THAT THE SMELL OF THE SALT MARSH IS NOT VERY APPEALING, THOSE OF US WHO CALLED BUFORT COUNTY HOME DO THINK THAT THAT SMELL BRINGS US HOME.
THE SMELL OF THE PLUFF MUD AND ALL OF THE GREAT ECOSYSTEM THAT'S GOING ON THERE IS VERY, VERY IMPORTANT.
IT'S ACTUALLY A NURSERY FOR MOST OF OUR SHRIMP AND CRABS AND A LOT OF THE FISH THAT YOU GO OUT TO CATCH IN THE OCEAN.
THE SPARTINA GRASS OR SALT MARSH CORD GRASS IS ACTUALLY MORE IMPORTANT IN SOME WAYS DEAD THAN ALIVE.
IT WASHES UP IN RACK ON OUR BEACHES AND HELPS TO FORM OUR DUNES.
SO AS YOU'RE EXPLORING THE SALT MARSH, BE SURE TO LOOK FOR THE WADING BIRDS AND OTHER CRITTERS THAT MAKE IT ITS HOME.
AND ENJOY THE PL MUD AND THE SMELLS OF THE SALT MARSH.
THIS IS NATALIE HEFTER FROM THE COASTAL DISCOVERY MUSEUM, AND THIS HAS BEEN YOUR BUFORT COUNTY MOMENT.
DO THE, DO YOU REMEMBER WHAT TO SEE MORE BUFORT COUNTY MOMENTS, GO TO THE BUFORT COUNTY LIBRARY HOMEPAGE AND CLICK ON THE LOCAL HISTORY TAB.
[01:20:12]
CHRISTINA POCO HAD AN ARGUMENT WITH HER PARENTS.UH, THE NIGHT SHE DISAPPEARED, HER MOTHER REPORTED HER MISSING.
UH, CHRISTINA WENT TO THE PAYPHONE AT THE BYLAW, WHICH IS A SUPERMARKET ACROSS THE STREET FROM WOODLAKE VILLAGE WHERE CHRISTINA LIVED CALLED A FRIEND TO COME PICK HER UP AND TOLD HER TO MEET HER AT THE POOL AREA OF WOODLAKE VILLAS.
WHEN THE FRIEND ARRIVED TO PICK CHRISTINA UP, SHE FOUND A RED SWEATER.
UH, WE KNOW FROM THE INVESTIGATION THAT CHRISTINA HAD A STRAINED RELATIONSHIP AT HOME.
UH, SHE DID NOT TAKE ANY BELONGINGS WITH HER.
SO THE CIRCUMSTANCES SURROUNDING HER DISAPPEARANCE ARE EXTREMELY SUSPICIOUS.
THREE-YEAR-OLD PAUL BAKER WAS REPORTED MISSING BY A STEPMOTHER FROM THEIR SHE POINT HOME IN 1987.
THE STEPMOTHER BECAME A PERSON OF INTEREST IN HIS DISAPPEARANCE.
EARLY ON THERE WAS EVIDENCE THAT, UH, SHE BEAT PAUL'S OLDER SISTER.
SHE WAS LATER CHARGED AND CONVICTED OF THAT, AND THEN MOVED TO FLORIDA WHERE SHE WAS ALSO CONVICTED OF ABDUCTING ANOTHER CHILD AND IS CURRENTLY SERVING TIME IN FLORIDA.
PAUL'S NOT BEEN SEEN SINCE 37 YEAR OLD.
APRIL VILLE WAS REPORTED MISSING FROM HILTON, THAT ISLAND IN 1991.
SHE HAD A FIGHT WITH A BOYFRIEND.
SHE WAS LAST SEEN AT A CHURCH WHERE SHE RECEIVED MONEY FOR A BUS TICKET.
SHE HAS NOT BEEN SEEN SINCE SUSPICIOUS CIRCUMSTANCES.
KAY HAMILTON WAS REPORTED MISSING IN EMES EMBASSY BY HER GRANDMOTHER IN NOVEMBER OF 1995.
THE GRANDMOTHER REPORTED THAT SHE HADN'T SEEN KAY IN A COUPLE WEEKS AND BECAME CONCERNED.
KAY HAD SOME MEDICAL CONDITIONS THAT NEEDED ATTENTION.
IN EXAMINATION OF KAY'S HOUSE REVEALED THAT A CRIME SCENE HAD BEEN CLEANED UP.
IT IS BELIEVE THAT HER DISAPPEARANCE IS EXTREMELY SUSPICIOUS.
SEAN JONES AND TOBY BING WERE REPORTED MISSING BY FAMILY MEMBERS IN 1999 FROM HILTON ISLAND.
IN THE INVESTIGATION, IT WAS LEARNED THAT THEY WERE TO MEET WITH SOME SUSPICIOUS CHARACTERS IN BLUFFTON.
THAT WAS THE LAST TIME ANYBODY SAW SHAWN AND TOBY.
ALSO IN THE INVESTIGATION, A CRIME SCENE WAS LOCATED AT A HIGH ON ROAD RESIDENCE IN BLUFFTON.
BOLT HOLES WERE FOUND IN THE SIDE OF THE TRAILER AND A SUBSTANTIAL AMOUNT OF BLOOD THAT MATCHED TOBY BING WAS FOUND.
BENEATH THE PORCH ATM FOOTAGE FROM DOWNTOWN SAVANNAH, GEORGIA REVEALED THAT SHAWN JONES' TRUCK HAD BEEN DROPPED OFF BY UNKNOWN SUSPECTS.
AT THE NIGHT OF THE DISAPPEARANCE, A SUBJECT WAS CHARGED IN THE MURDER OF TOBY BAIN.
BASED ON THAT INFORMATION, THOSE CHARGES ULTIMATELY WERE DROPPED AND THAT SUBJECT WAS CONVICTED INTO FEDERAL COURT AND ACTUALLY IS STILL SERVING TIME TODAY.
OTHER PERSONS OF INTEREST WERE ALSO CONVICTED IN A FEDERAL CONSPIRACY CASE.
BASED ON THE INFORMATION THAT WE OBTAINED DURING THE INVESTIGATION, IT IS CLEAR THAT, UH, SEAN AND TOBY, UH, MET A VERY VIOLENT END.
AS OF THIS POINT, WE HAVE NOT FOUND SEAN AND TOBY.
A MARCH 4TH, 2008, JOHN ELIZABETH CALBERT WHO OWNED THE HARBORTOWN YACHT BASIN AND WERE REPORTED MISSING BY ELIZABETH'S BROTHER IN ATLANTA.
IN INVESTIGATING THE CASE, UH, WE DISCOVERED THAT THEY HAD IN FACT HAD A MEETING WITH DENNIS GERING, WHO WAS THE ACCOUNTANT AT THE CLUB GROUP IN PONS.
DENNIS GERING HANDLED THE FINANCES FOR THE CALVERTS AND THEY HAD DISCOVERED THAT HE HAD BEEN EMBEZZLING MONEY FROM THEIR ACCOUNTS.
ELIZABETH HAD A MEETING ON SUNDAY, WHICH WOULD'VE BEEN MARCH 2ND, 2008, AND THEY WERE SCHEDULED TO HAVE A MEETING, UH, JOHN AND ELIZABETH WITH DENNIS GROWING AT HIS OFFICE AT THE CLUB GROUP IN CINE CENTER ON MARCH 3RD.
AT ABOUT FIVE O'CLOCK IN THE AFTERNOON, IT WAS LEARNED THAT DENNIS GERING HAD RUN OFF HIS EMPLOYEES FROM THE OFFICE.
SO HE WAS ALONE WHEN JOHN CALVERT, UH, APPEARED SOMETIME AFTER 5:00 PM ELIZABETH WAS RUNNING LATE, BUT WE DO BELIEVE THAT SHE ALSO JOINED JOHN AT THAT OFFICE.
AND DENNIS IN THAT MEETING, IN INTERVIEWING DENNIS GERING, HE ADVISED THAT THEY HAD WENT TO DINNER WITHOUT HIM AFTER THE MEETING, AND THEY WERE FINE WHEN THEY LEFT.
[01:25:01]
IT WAS LEARNED THAT PRIOR TO THE MEETING ON MONDAY, MARCH 3RD, 2008, DENNIS GORING HAD WENT TO GRACO HARDWARE ON HILTON HEAD ISLAND AND PURCHASED COMMERCIAL GRADE DROP CLOTH.IT WAS ALSO LEARNED THAT AFTER THE MEETING WITH THE CALVERTS, THAT DENNIS APPEARED AT THE CBS PHARMACY ON THE SOUTH END OF BUILDING ISLAND AND PICKED UP BANDAIDS AND LATEX GLOVES.
WHEN CONFRONTED WITH THAT INFORMATION, DENNIS GERLING SAID THAT HE HAD CUT HIS HAND ON A WINE BOTTLE, BUT THERE WAS NO BROKEN WINE BOTTLE AT HIS HOUSE.
DENNIS HAD AN INTERESTING CUT ON HIS HAND.
FOLLOWING THE DISAPPEARANCE OF THE CALIBERS, HE HAD WHAT'S CALLED SLIDE BITE.
IT'S A LACERATION THAT GOES ALONG THE WEB OF THE HAND, WHICH IS COMMONLY CAUSED BY AN SEMI-AUTOMATIC PISTOL.
A HOLSTER WAS RECOVERED IN DENNIS GROWING'S HOUSE, WHICH WE LATER FOUND OUT BELONGED TO A 22 CALIBER SEMI-AUTOMATIC BERETTA HANDGUN.
THAT HANDGUN HAS NEVER BEEN FOUND, NOR HAVE THE CALVERTS FAMILY MEMBERS OF MARGUERITE AMAZON REPORTED HER MISSING.
IN 2013, UH, FAMILY MEMBERS INDICATED THAT, UH, SHE HAD BEEN AT A PARTY THE NIGHT BEFORE, UH, HER, HER DISAPPEARANCE, UH, UH, WITH HER LIVE-IN BOYFRIEND WHO HAD ALSO DISAPPEARED SUSPICIOUSLY.
THERE WERE SIGNS OF A STRUGGLE IN THE HOUSE WHERE THERE MAY HAVE BEEN SOME DOMESTIC VIOLENCE.
THERE WAS ALSO JEWELRY FOUND OF MARGUERITE AMAZON OUTSIDE OF THE RESIDENCE.
IN THE DAYS FOLLOWING HER DISAPPEARANCE, WE WERE ABLE TO TRACK HER BOYFRIEND TO SAVANNAH, GEORGIA.
HE HAD BOUGHT A PLANE TICKET BUT FAILED TO RETURN.
TO GET ON THAT PLANE, WE FOUND A RESIDENCE HE STAYED AT IN THE GREATER SAVANNAH AREA AND THE PEOPLE THAT WERE THERE ADVISED THAT HE HAD A SCRATCH ON HIS FACE THAT WAS CONSISTENT WITH DOMESTIC VIOLENCE.
MARGUERITE'S VEHICLE WAS ALSO FOUND IN SAVANNAH IN THAT SAME AREA ABANDONED NEAR THE KELLER FLEA MARKET.
MARGUERITE'S MOBILE TELEPHONE WAS FOUND ON THE SIDE OF THE ROAD ON HIGHWAY ONE 70 COMING OUT OF BLUFFTON INTO BEAUFORT.
WE BELIEVE THAT HER BOYFRIEND FLED THE COUNTRY AND WENT BACK TO GUATEMALA WHERE HE IS FROM.
WE ENLISTED THE HELP OF THE FBI'S LEGAL ATTACHE, ALSO KNOWN AS A LEGAT WHO ATTEMPTED TO GET ASSISTANCE FROM THE GUATEMALAN AUTHORITIES WHO ADVISED THAT THERE'S CERTAIN PARTS OF GUATEMALA THE POLICE JUST WON'T GO TO.
AND IT JUST SO HAPPENS HER BOYFRIEND WAS FROM THAT AREA.
WE HAVE NOT SEEN OR HEARD FROM MARGARITE SINCE IN 2017 KENNETH JENKINS WAS REPORTED MISSING BY HIS MOM FROM ST.
KENNETH WAS IN THE UNITED STATES ARMY, HAD JUST GOTTEN OUT, WAS WORKING.
AND WE BELIEVE BASED ON OUR INVESTIGATION, WHICH WE CAN'T DISCLOSE A LOT OF DETAILS THAT, UH, FOUL PLAYS INVOLVED IN HIS DISAPPEARANCE.
ANYONE WHO HAS INFORMATION ON ANY OF THE MISSING PERSONS WE'VE DISCUSSED IS ENCOURAGED.
CONTACT THE BEAUFORT COUNTY SHERIFF'S OFFICE OR CRIME STOPPERS OF THE LOW COUNTRY.
WE APPRECIATE YOUR PARTNERSHIP IN THE SAFETY OF OUR COMMUNITY.
