SO, BEGINNING WITH THE UTILITY UPDATE, ONE THING I WANTED TO MAKE YOU ALL AWARE OF IS THAT THE BUDGET WAS APPROVED AS OF COUNTY COUNCIL ON MONDAY, SO NOTHING CAME BACK FROM THE, FROM THE STORMWATER UTILITY TO MAKE YOU AWARE OF.
BUT THE, THE, UH, UTILITY, UH, BUDGET HAS BEEN APPROVED FOR FY 24.
WE CONTINUE TO SUPPORT THE EFFORTS OF THE TOWN OF HILTON HEAD AND THEIR CONSIDERATION OF ADOPTING THE SO LOCO MANUAL.
I THINK THEY HAVE ALL OF THE RESOURCES AVAILABLE TO THEM AT THIS TIME TO, TO MOVE FORWARD WITH THAT IMPLEMENTATION.
WE WOULD LIKE TO, IT'S BEEN A LITTLE HOT AND IT'S GONNA STAY HOT FOR A LITTLE WHILE, BUT IF YOU HAVE ANY PLACE THAT YOU'D LIKE TO SUGGEST FOR PUBLIC MEETINGS FOR THE FALL, I KNOW THE COUNTY CHANNEL LOVES BEING ON THE FLY WITH US

WE DO NOT HAVE A REPRESENTATIVE FROM THE LAB HERE TODAY.
UM, DANIELLE IS TAKING A LEAVE OF ABSENCE FOR THE NEXT MONTH.
UM, THE COUNTY IS STILL IN COMPLIANCE WITH ITS MOU WITH THE LAB TO BE PROVIDING SERVICES.
SO EVERYTHING'S STILL ROCKING AND ROLLING IN HER ABSENCE.
IF YOU RECALL FROM THE LAST MEETING WE HAD, THERE WAS SOME DISCUSSION ABOUT THE MOU WITH THE UNIVERSITY CHANGING, BUT AT THIS TIME OUR MOU IS IN GOOD STANDING, SO THERE'S NO PROPOSED CHANGES THAT HAVE BEEN PRESENTED TO THE COUNTY.
SO WE'RE STILL CONSIDERING THE, THE UNIVERSITY IS OUR TESTING LABORATORY OF RECORD.
YEAH, WE, THE EXPECTATION OBVIOUSLY WITH THOSE MOUS IS THAT THERE WILL BE NO GAP IN SERVICE FROM THE UNIVERSITY.
SO ARE THEY BACKFILLING A MICROBIOLOGIST IN THEIR PLACE FOR THE MONTH? I THINK WHAT THEY'RE REALLY TRYING TO DO IS JUST ESTABLISH A PHD IN THE ROLE OF PRINCIPAL INVESTIGATOR.

SO RIGHT NOW WE DON'T HAVE AN UPDATE FOR THE STORMWATER IMPLEMENTATION COMMITTEE, BUT I DO PLAN ON MEETING WITH THAT GROUP RELATIVELY SOON.
THERE ARE SOME FINANCIAL GOALS THAT THE TOWN OF HILTON HEAD AS WELL AS THE COUNTY ARE GONNA BE LOOKING INTO.
AND SO WE'D LIKE TO COORDINATE THAT EFFORT.
UM, REALLY TAKING A LOOK AT WHAT OUR FEES ARE AND IF WHAT WE'RE CHARGING CURRENTLY FOR THE STORMWATER UTILITY FEE.
CUZ AS YOU KNOW, THAT RATE STRUCTURE EXPIRES AFTER

THIS TAX YEAR, UM, TO SEE IF WE NEED TO INCREASE THAT, CAN WE KINDA STAY THE SAME? SO THAT'LL BE SOMETHING WE'LL BE COORDINATING WITH, UM, THROUGH THE IMPLEMENTATION COMMITTEE.DOES, DOES CAROLYN WORK THOSE NUMBERS ON WHAT YOU NEED VERSUS, YOU KNOW, NEXT YEAR'S BUDGET? YEAH, TO SOME DEGREE.
THAT'S KIND OF WHAT WE TALK ABOUT WHEN WE'RE CREATING THE BUDGET FOR NEXT YEAR.
SHE DID A REALLY GREAT JOB OF HAVING WHAT PREVIOUS YEARS' ACTUALS WERE, AND THEN KIND OF A SNAPSHOT WHERE WE ARE SIX MONTHS INTO THE BUDGET WITH HOW WE'RE SORT OF TRACKING ON SPENDING.
AND SO IT IS SOMETHING THAT WE CONSIDER BACK IN 2019, WE ADOPTED THE FIVE YEAR KIND OF A HUNDRED DOLLARS STANDARDIZED RATE.
AND SO AT THIS POINT WE WERE GIVEN HOW MANY LARGE SCALE INFRASTRUCTURE PROJECTS WE HAVE ON THE BOOKS SHOW POINT BEING ONE OF THE LARGEST.
EVEN IF WE WERE TO SPEND ALL OF OUR RESERVES KEEP THE FEES THE SAME, WE WOULD STILL HAVE PLENTY OF MONEY THROUGH THE UTILITY, UM, TILL FY 27.
AND SO WHAT WE'LL HAVE, WELL, WHAT WILL GO OUT FOR BID PROBABLY, UM, BASED ON PROCUREMENT REQUIREMENTS IS HAVE A CONSULTANT DO THAT FORECASTING FOR US BASED ON WHAT OUR CAPITAL PROJECT LIST LOOKS LIKE BASED ON CAPITAL EQUIPMENT NEEDS.
THEY HAD A, THEY KIND OF HAD A PROGRAM AUDIT IT WHERE THEY HAD MENTIONED YOU SHOULD REALLY REASSESS WHAT YOUR STORM, WHAT YOU'RE CHARGING AS YOUR STORMWATER UTILITY RATE.
AND SO IF WE WERE GONNA ALREADY NEED TO TAKE A LOOK AT IT, THE THOUGHT WAS WE WOULD, YOU KNOW, JEFF AND THE TOWN OF HILTON HEAD WOULD JUST PIGGYBACK ON WHAT WE WERE DOING SO WE COULD HAVE A COMBINED EFFORT.
SO MORE THAN LIKELY, BASED ON SPENDING, I DON'T FORESEE A REAL NEED TO INCREASE THOSE FEES, BUT THAT'LL BE SOMETHING THAT THE FINANCIAL KIND OF AUDIT WILL TAKE A LOOK AT.
IT'S INTERESTING THAT, THAT SEVERAL YEARS AGO WHEN THE MS FOUR REQUIREMENTS CAME ABOUT, UH, MOST OF A COUPLE OF US WERE HERE AND WE TALKED ABOUT SYNERGIES AND, AND, AND EACH OF THE INCORPORATED TOWNS, YOU KNOW, UH, UH, NOT DOING THEIR OWN THING, RELYING ON, YOU KNOW, EITHER THE COUNTY OR THE COUNTY WOULD BE REDUCING THEIR AMOUNT OF PEOPLE BASED ON THE INCORPORATED TOWNS UTILIZING THEIR STAFF.
AND, UH, UH, THE, UH, THE COUNTY ADMINISTRATOR SAID, OH, YES, UH, WE'RE GOING TO REDUCE STAFF IN THE FUTURE.
AND I'M NOT SURE THAT EVER HAPPENED.
WELL, THEY'RE REDUCING THEMSELVES BY LEAVING THE PROGRAM, I GUESS
BUT I DON'T KNOW IF THAT'S A LITTLE TOO SOON.
UH, BUT AS OF RIGHT NOW, NO, WE DON'T HAVE ANY PLANS OF DIMINISHING OUR STAFF.
IN FACT, WE'RE TRYING TO INCREASE IT GIVEN THE DEMANDS OF THE PROGRAM.
SO, BUT AGAIN, WE, THE WAY OUR BUDGET'S TRACKING, WE MAY NOT NEED TO INCREASE FEES.
IT'S MY PREFERENCE NOT TO HAVE TO INCREASE FEES, ESPECIALLY GIVEN WHAT SORT OF THE GLOBAL FINANCIAL CLIMATE LOOKS LIKE CURRENTLY.
SO THE HOPE IS THAT WE CAN KEEP THINGS THE SAME.
WELL HOPEFULLY THOSE, THOSE TOWNS WILL BE ACCEPT.
WELL, WE'RE, WE'RE GROWING TOO, OR TRYING TO KEEP GROWING OUR STAFF TOO, SO I DON'T THINK IT'S EVER GOING TO, UH, UH, BE DECREASED.

SO FOR REGIONAL COORDINATION, I DIDN'T PUT AN UPDATE IN THE REPORT, BUT THOUGHT IT WOULD BE WORTHWHILE TO MENTION SOMETHING THAT WE'VE KIND OF TALKED ABOUT OVER THE LAST FEW MEETINGS THAT YOU ARE KEENLY AWARE OF IS WHAT'S KIND OF OCCURRING IN THE OLD WOODLANDS NEIGHBORHOOD.
UM, THERE WAS A MEETING BACK IN EARLY MAY WITH SOME OF THEIR, THE TOWN STAFF AS WELL AS COUNTY COUNCIL MEMBER.
AND SO WE'RE CONTINUING TO MOVE FORWARD WITH THOSE EFFORTS.
UM, JEFF AND I ARE GONNA BE WORKING ON, UH, HAVING AN EASEMENT BE HANDED OVER TO THE TOWN OF HILTON HEAD FOR FUTURE MANAGEMENT AND MAINTENANCE.
AND THEN THE COUNTY HAS RECEIVED A QUOTE BACK FOR SURVEYING WORK TO GET SOME OF THAT EFFORT STARTED IN THE DRAINAGE EASEMENTS THAT THE COUNTY IS RESPONSIBLE FOR.
AND, UM, I KNOW WE'VE GOT ONE DRIVEWAY PIPE THAT IS GONNA

BE PRETTY CLOSE TO BEING, UM, REPLACED AT THIS POINT.SO JUST TO LET Y'ALL KNOW, WE'RE STILL, THE TOWN AND THE COUNTY ARE STILL COORDINATING ON THOSE EFFORTS, SO I THOUGHT IT'D BE WORTHWHILE TO BRING IT.
IT IS BECAUSE, YOU KNOW, UH, THE PEOPLE THERE ARE NOT GOING AWAY.
SO, ALL RIGHT, FOR THE MUNICIPAL REPORTS, I KIND OF TURNED IT OVER TO THE MUNICIPALITIES AND WE ONLY GOT MR. BILL HERE TODAY, SO.
WELL, UH, AS FAR AS, UH, THE UPDATES GO, OUR TOWN OF LOFTON PASSED THEIR, UH, BUDGET, UH, LAST NIGHT.
SO WE WERE EXCITED TO HEAR THAT SOME OF THE IMPACTS FOR, UH, WATERSHED GOES THE MAY RIVER WATERSHED ACTION PLAN.
UH, WE'RE MOVING OUT OF THE, UH, UH, FOR THE 11 RETROFIT PROJECT AND THE 15 ADDITIONAL RETROFIT PROJECTS THROUGH THE TOWN.
UH, WE'RE, WE'VE GOT OUR FUNDING FOR THAT AND WE'RE MOVING FORWARD OUT OF, UH, UH, FINDING LOCATIONS INTO NOW GOING OUT TO THOSE LOCATIONS AND SEEING IF, SEEING WHAT, AND IF WE CAN DO ANY RETROFIT BMPS IN THAT.
UH, THE MAY RIVER DRAINAGE STUDY THAT FINISHED IN HAYWARD COVE IS NOW MOVING FORWARD WITH THAT TO WHAT WE'RE GONNA CALL THE MID RIVER.
SO IN BETWEEN OLD TOWN AND STONY CREEK, UH, THAT SECTION THERE, WE HAVE SOME DRAINAGE ISSUES AND SOME, UH, UH, LACK OF KNOWLEDGE WHERE EVERYTHING IS, IS.
SO WE'RE GONNA GO AHEAD AND GO WITH OUR DRAINAGE STUDY THERE, GET A BETTER HANDLE ON FLOODING IN THAT AREA.
THE MAY RIVER BASELINE STUDY GOT APPROVED, UH, THAT IS WHERE IN 2004, DNR AND NOAA CAME IN AND DID A BASELINE ON THE MAY RIVER, AND WE'RE KIND OF TREATING THAT AS A PRE-DEVELOPMENT STUDY, AND NOW WE'RE GOING TO UPDATE THAT BASELINE STUDY TO WHAT WE ARE AT RIGHT NOW.
UH, THEY'RE GONNA COME IN AND DO THAT STUDY FOR US.
UM, AND THEN, UH, OUR, UH, U S C B LAB, UH, MOA GOT APPROVED BY COUNSEL LAST NIGHT, SO WE'RE MOVING FORWARD WITH THAT TO FINALIZE THAT, TO ENSURE THAT WE KEEP OUR, UH, SAMPLING EFFORTS WITH THE COUNTY AND, UH, AND, AND OUR MST LAB WITH US, UH, COUNTY KEEP THAT UP AND RUNNING.
I'M JUST CURIOUS, WHEN YOU MENTIONED YOU USED THE NOAA STUDY, THE JOINT STUDY AS A BASELINE, WAS THAT ABOUT DEVELOPMENT AND THE, IT, IT, IT, IT WAS, BUT IN 2000 AND FOURS DEVELOPMENT STAGE, WHICH EVERYBODY KNOWS, THAT WAS KIND OF A PRE BEFORE THE RUSH.
SO NOW WE HAVE THAT STUDY DONE, WE HAVE THAT ON THE BOOKS, AND WE CAN REFERENCE BACK TO IT NOW, 20, 20 YEARS LATER, WE'RE GONNA COME IN AND SEE EXACTLY WHAT KIND OF IS, IS ON THE GROUND NOW.
AND THAT WILL GIVE US A GOOD, GOOD BASELINE TO GO BACK AND FORTH AND SEE WHAT MY, MY, MY QUESTION IS ARE, ARE YOU DEVELOPING, UH, SORT OF LIKE WHAT HAPPENED IN 20 YEARS, THE IMPACT OF THE DEVELOPMENT IN THE LAST 20 YEARS VERSUS I, THAT'S VERSUS WHAT, WHAT YOU CAN ANTICIPATE OR ALLOW IN THE FUTURE? HAS ANY OF THAT CHANGED? I CAN ONLY SPEAK FOR BLUFFTON.
AND WELL, YOU HAVE, WE HAVE SOME OTHER THINGS THAT WE

HAVE BEEN WORKING ON, BUT FOR AS FAR AS THE BLUFFING, WE'VE, WE'VE DONE, UH, NINE, UH, SEPTIC, UH, AREAS WITHIN THE TOWN JURISDICTION WHERE WE'VE TAKEN PEOPLE OFF OF SEPTIC AND MOVED THEM TO, UH, THE SEWER SEWER SYSTEM.AND A LOT OF THAT IS HEIRS PROPERTIES AND GHOST ROADS AND THOSE THINGS THAT WE DIDN'T KNOW.
SO THAT'S WHY IT'S TAKEN US A LITTLE LONGER THAN JUST A REGULAR JUST COME IN AND SEWER EVERYTHING.
BUT YES, WE HAVE WENT A LONG WAY WITH SEWING THE OLD TOWN OF BLUFFTON, AND I KNOW THE COUNTY AND US HAVE NOW COME TO AN AGREEMENT FROM WHAT I UNDERSTAND ABOUT THE STONY CREEK CAMPGROUND AREA AND PALMETTO, OLD PALMETTO BLUFF ROAD AREA, UH, WHERE, UH, B J W S A HAS AGREED TO DO SOME WORK OUT THERE.

ABOUT CONSOLIDATION.SO FOR NEW BUSINESS FOR Y'ALL, SINCE WE'VE LAST MET, THERE WAS A COUNTY COUNCIL SESSION WHERE ADMINISTRATION WAS TASKED WITH LOOKING AT ALL OF THE BOARDS THAT STAFF REPORT TO AND TO SEE IF THERE'S ANY WAY TO MAKE IMPROVEMENTS TO OUR CURRENT SYSTEM.
AND AS IT STANDS NOW WITH THE NEW PUBLIC WORKS REORGANIZATION, THERE ARE THREE BOARDS THAT MY TEAM IS RESPONSIBLE FOR REPORTING TO STORMWATER UTILITY SOLID WASTE, AND RECYCLING AND KEEP BEAVER COUNTY BEAUTIFUL.
AND SO THERE WAS A MEETING ON MONDAY TO DISCUSS THE POSSIBILITY OF CONSOLIDATING THOSE BOARDS INTO AN ENVIRONMENTAL BOARD.
SO, UM, LOGISTICALLY THERE'S A LOT TO DETERMINE.
UM, BUT GIVEN CURRENT STAFF TIME AND REPORTING, WE'RE LOOKING AT HOW WE CAN POTENTIALLY MAKE IT EASIER TO HAVE THE ENVIRONMENTAL GROUP OR MY SECTION, WHICH IS ENVIRONMENTAL, UM, MAYBE NOT HAVE AS MANY BOARDS TO POTENTIALLY REPORT TO.
I KNOW ONE OF THE COMMENTS, AND MS. HOWARD, PLEASE CORRECT ME IF I'M WRONG, IS THAT THERE ARE A LOT OF BOARDS THAT ARE CURRENTLY RUN.
AND SO AGAIN, IT WAS DISCUSSED HAVING THE CONSOLIDATION AND WHAT THAT WOULD LOOK LIKE BECAUSE PUBLIC WORKS CURRENTLY REPORTS TO THREE SEPARATE BOARDS.

AND SO PRELIMINARILY IT WAS DISCUSSED, MAYBE WE HAVE A MEETING ONCE A MONTH, BUT HA HAVE DISCUSSIONS ABOUT ONE SUBJECT MATTER, ONE MEETING, ANOTHER SUBJECT MATTER, A DIFFERENT MEETING.
WE ALSO LOOKED AT HOW THE CURRENT BOARDS ARE ESTABLISHED.
THERE ARE SOME BOARDS THAT HAVE A REPRESENTATIVE FROM EVERY COUNCIL DISTRICT.
OUR BOARD HAS A REPRESENTATIVE FROM SEVEN DISTRICTS.
SOLID WASTE AND RECYCLING HAS NINE REPRESENTATIVES.
UM, WE HAVE FOUR EXOFFICIO MEMBERS.
THERE ARE EXOFFICIO MEMBERS THAT ARE SUPPOSED TO BE ON THE SOLID WASTE AND RECYCLING BOARD, AND THAT DO NOT ATTEND.
I THINK RIGHT NOW THERE ARE ONLY THREE FILLED POSITIONS ON THE SOLID WASTE BOARD.
SO, UM, AGAIN, THERE'S A LOT LOGISTICALLY TO FIGURE OUT, BUT WE DO HAVE TO BRING BACK, I THINK A PRELIMINARY RECOMMENDATION BY THE END OF THIS MONTH OR NEXT MONTH ARE GIVEN MS. BROCK GONNA WORK TOGETHER.

THE STORMWATER UTILITY BOARD, FROM MY PERSPECTIVE, SEEMS SOMEWHAT MISALIGNED OR WOULD NOT ALIGN AS WELL WITH KEEP AMER, KEEP BEFORD COUNTY BEAUTIFUL BOARD AND, UH, SOLID WASTE RECYCLING BOARD.
IT SEEMS THEY, THERE, THERE ARE THINGS WHERE

THEIR, FOR EXAMPLE, A LOT OF THE EFFORT THAT OUR SOLID WASTE PROGRAM DOES GETS US COMPLIANCE WITH OUR MS FOUR PERMIT.THINGS LIKE THE LITTER CLEANUPS, THE PUBLIC EDUCATION AND OUTREACH.
SO TO SOME DEGREE, I THINK THERE IS A LITTLE BIT OF OVERLAP.
IF YOU LOOK AT MOST OF THESE CLEANUPS, THEY OCCUR IN ROADSIDE DITCHES.
UM, WHICH AGAIN, HAS A DIRECT IMPACT ON KIND OF OUR EFFORTS AND WHAT OUR RECEIVING WATERS END UP GETTING.
SO THERE ARE DEFINITELY PLACES WHERE THERE'S SIMILARITIES, BUT I DON'T DISAGREE.
THERE ARE ALSO PLACES WHERE THERE ARE DISSIMILARITIES, BOTH THE SOLID WASTE AND RECYCLING AND STORMWATER PROGRAMS ARE ENTERPRISE FUNDS.
AND SO WE DO HAVE TO COME TO THE BOARDS FOR RECOMMENDATION FOR APPROVAL.
UM, CERTAINLY THE FUNCTION OF THE BOARD, IF IT WERE TO CHANGE, WOULD NOT CHANGE IN FORMALITY.
WE, THE SAME THINGS WE DO NOW WOULD STILL BE OCCURRING.
IT WOULD JUST BE A CONSOLIDATION OF EFFORT.
WELL, AS A, AS A LEADER OF A, UH, KEEP YOU FOR BEAUTIFUL GROUP THAT PICKS UP LITTER EVERY OTHER MONTH.
AND, UH, WE WERE NAMED, UH, UH, 2022 IS OUTSTANDING GROUP FOR ROADSIDE LITTER CLEARANCE.
WE DON'T REALLY PICK UP THAT MUCH.
THAT AFFECTS, UH, UH, ROADSIDE DISHES.
THE, THE, THE, THE, THE PREPONDERANCE OF, OF MATERIAL THAT WE PICK UP EVERY OTHER MONTH.
HAS BEEN SAID THAT THAT, UH, IT'S USUALLY THERE BECAUSE IT'S BLOWN OFF A TRUCK BEFORE THEY GET TO THE RECYCLING CENTER AND SOME OF THE STUDIES THAT HAVE BEEN DONE IN THE PAST.
BUT, UH, IT BLOCKS SOME OF THE DRAINAGE.
BUT IT DOESN'T REALLY GO DOWN INTO THE DRAINAGE, AT LEAST FROM THE FIVE YEARS I'VE BEEN PICKING UP, PUT HER ON THE HIGHWAY, WHICH IS 2 78.
SO THERE ARE I THINK, SOME SIMILARITIES, UH, OUTSIDE OF STORMWATER, UH, THAT THESE OTHER, UH, GROUPS COULD BE JOINED TOGETHER.
AS A MATTER OF FACT, WE HAD A, I GUESS IT WAS FIVE OR SIX YEARS AGO, WE HAD A PRESENTATION TO STORMWATER UTILITY BOARD BY SOMEONE FROM, UH, THIS SOLID WASTE RECYCLING WHO BASICALLY WANTED US, UH, TO GET BEHIND THE CLOSURE OF THE SOLID WASTE RECYCLING CENTERS AS MS. HOWARD AND PAT WERE HERE AT THAT TIME.
AND WE SAID WE WOULD NOT, UH, SUPPORT THAT PROPOSAL, BUT THAT'S WHAT THEY WERE LOOKING FOR US TO SUPPORT THE CLOSURE, UH, OF THE SOLID WASTE BECAUSE THEY THOUGHT THAT WAS THE MAJOR CONTRIBUTOR OF THE LITTER.
BUT THAT, I THOUGHT THAT WAS BECAUSE THEY DID NOT MEET MS FOUR, THEY DIDN'T CRITERIA AND IT WAS GOING TO BE VERY EXPENSIVE TO TRY TO GET THEM INTO COMPLIANCE WITH MS FOUR WAS THE RATIONALE FOR CLOSING THOSE CENTERS.
I DON'T REALLY HAVE ANYTHING ELSE TO SAY ABOUT IT.
UM, IT'S A KIND OF A FORTHCOMING THING.
SO OBVIOUSLY AS MORE INFORMATION IS KIND OF COMES FROM STAFF AND LEADERSHIP, WE'LL, I'LL CERTAINLY MAKE YOU ALL AWARE, BUT JUST TO GET THAT ON YOUR RADAR, THAT IS SOMETHING BEING CONSIDERED.
