AND AMANDA HAS ONE MORE GUEST.

I HAVE ONE MORE GUEST WHO'S JOINING US.

UM, VIRTUALLY HER NAME IS AMANDA AS WELL.

OH, .

AND SHE WILL BE DOING A BRIEF PRESENTATION ABOUT THE PORT ROYAL LIBRARY DESIGN, UH, IN JUST A FEW MINUTES.

THANK YOU.

AND YOU'VE GOT, UH, COULD I GET WHERE? OH, WELCOME.

AYE.

OPPOSED? OKAY.

SO THOSE ARE APPROVED.

UH, HEATHER, IS THERE ANY CORRESPONDENCE? NONE.

ALL RIGHT.

WE WILL NOW GO TO THE LIBRARY DIRECTOR'S REPORT.

ALL RIGHT.

UM, THE SCREEN IS A LITTLE BIT FURTHER FROM YOU, BUT SINCE LAST MEETING, YOU ENJOYED HAVING A LITTLE BIT OF VISUAL.

I CONTINUED THAT IN THIS MEETING.

UM, SINCE WE LAST MET, WE HAD A STAFF DEVELOPMENT DAY.

UH, AS YOU MAY RECALL, WE DO THOSE TWICE A YEAR.

UM, THIS WAS OUR SPRING STAFF DEVELOPMENT DAY.

WE HAD THAT ON THE 28TH.

AND, UM, EVERYBODY GOT THEIR T-SHIRTS, WHICH I'M SURE YOU HAVE SEEN, UH, IF, IF YOU'VE BEEN VISITING THE LIBRARIES, UM, SINCE THEN, UH, IN, UH, ABOUT A WEEK OR TWO AGO, WE CELEBRATED NATIONAL LIBRARY WEEK, AND THERE'S SOME PHOTOS ON THE SCREEN THAT YOU CAN SEE.

WE HAD, UM, AT THE BLUFFTON LIBRARY.

UM, WE HAD, UH, THE MURAL, UH, UPDATED IN FRONT OF THE NEW CHILDREN'S AREA BY A LOCAL ARTIST.

WE HAD ART TOURS.

YOU SEE, LYNN IS ACCOMPANYING OUR REFERENCE LIBRARIAN, WARREN COBB.

UH, LEARNING ABOUT THE DIFFERENT ART PIECES AT THE HILTON HEAD LIBRARY STAFF HAD, UM, SOME EXTRA INCENTIVES THAT WEEK.

THINK OF IT SOMEWHAT LIKE A, UM, A SPIRIT WEEK THAT WE DID INTERNALLY TO BOOST MORALE AND, AND TO, UM, CELEBRATE THE FACT THAT WE ARE LIBRARIANS.

YOU SEE THE HILTON HEAD STAFF THERE PICTURED WITH THEIR CUPCAKES GRACIOUSLY PROVIDED BY OUR FRIENDS GROUPS AT THE TOP CORNER.

YOU, YOU CAN'T SEE IT AS WELL IN, UH, GIVEN OUR ZOOM PLATFORM, BUT WE HAVE CHILDREN, UH, PARTICIPATING IN STORY TIME WITH BUBBLES.

AND AT OUR LICO LIBRARY, WE WERE BLESSED TO HAVE, UM, BELINDA JONES, UH, EXPLAIN HOW TO DO CANNING.

SO WE HAD A ROBUST WEEK OF 15 PROGRAMS IN TOTAL ACROSS

[00:05:01]

OUR BRANCHES.

AND THOSE WERE SOME OF THE HIGHLIGHTS OF THE SPECIAL ONES THAT WE HOSTED.

THE NEXT SLIDE'S GONNA SHOW YOU WHAT I, WHAT I MEANT ABOUT OUR SPIRIT WEEK.

UM, THE THEME OF THIS YEAR NATIONALLY WAS THERE'S MORE TO THE STORY.

AND SO I TOOK IT AS A, AS A WEEK TO ALSO, UM, CHAMPION OURSELVES ON BEING THE FRONT LINES, PROVIDING WONDERFUL SERVICE TO OUR COMMUNITY EVERY DAY.

ON MONDAY, IT WAS RELAX AND READ.

MONDAY OF NATIONAL LIBRARY WEEK IS ALWAYS DEDICATED AS NATIONAL READING DAY.

AND SO WE CELEBRATED READING BY STAFF, HAVING AN EXTRA 30 MINUTES TO READ ON, ON COMPANY TIME, SO TO SPEAK.

ON TUESDAY, WE WORE OUR T-SHIRTS.

TUESDAY OF NATIONAL LIBRARY WEEK IS, UM, NATIONAL LIBRARY WORKERS' DAY.

SO WE IDENTIFIED AND CELEBRATED OUR CHOSEN PROFESSION.

AND ON WEDNESDAY, UH, WHICH IS NATIONAL OUTREACH AWARENESS DAY, WE, UM, WE HAD OUR STAFF WRITE POSTCARDS THAT WILL BE DISTRIBUTED THROUGH OUR BOOK MOBILES TO RESIDENTS OF OUR, UM, ASSISTED LIVINGS THAT WE VISIT.

AND THEN ON THURSDAY, WE CELEBRATED ALL THINGS BOOKS AND BOOK AND BOOK ITEM RELATED BY WEARING, UM, OUR BOOK ATTIRE.

SO SOCKS THAT FEATURE BOOKS OR SHELVES, OR YOUR FAVORITE CHARACTER.

WE WERE, WE WERE SPORTING THAT ON THAT THURSDAY.

AND THEN TO WRAP UP THE WEEK, WE PARTICIPATED IN A MADLIB.

AND IF YOU'VE EVER SEEN THOSE, THAT'S WHERE IT HAS FILL IN THE BLANKS THROUGHOUT, AND YOU PUT IN ADJECTIVES OR NOUNS AND CREATE A KIND OF A QUIRKY, CRAZY STORY.

AND SO STAFF HAD THE OPPORTUNITY TO PARTICIPATE IN THAT AND SHARE THEIR STORIES AND, AND END THE WEEK WITH A LITTLE BIT OF HUMOR.

SO WE, THAT WAS OUR NATIONAL LIBRARY WEEK.

BEFORE I GET TOO MUCH FURTHER, I JUST WANNA LET YOU KNOW THAT WE ARE, UM, YOU'VE SEEN OUR ORGANIZATIONAL CHARTS.

SO YOU KNOW THAT WE HAVE CURRENTLY, UH, FIVE VACANT POSITIONS.

ONE OF THOSE IS BEING FILLED AS OF THIS, UH, MONDAY, THIS UPCOMING MONDAY.

AND WE'RE STILL SEEKING TO FILL THEM AS WE, AS WE KEEP GOING.

THE ORANGE IS THE PENDING ONE.

MM-HMM.

.

YES, SIR.

THE GREEN ONES ARE VACANT YET.

YEAH.

AND, UM, LET ME GET YOU THROUGH TO THE, TO THE HOME STRETCH IN YOUR PACKET.

UM, NEXT UP FOR US IS GONNA BE SUMMER READING.

THAT'S ONE OF OUR BIGGEST INCENTIVES ALL YEAR.

UH, WHILE KIDS ARE OUT FOR THE SUMMER, ADULTS ARE ENJOYING THE, THE LOVELY NATURE THAT WE HAVE ALL AROUND US.

IT'S TIME TO READ AND WE ENCOURAGE READING BY HAVING PRIZES, UM, AND, UH, MAKING SURE THAT WE HAVE MATERIALS ON THE SHELVES.

RIGHT, JOE? SO OUR THEME THIS YEAR IS ALL TOGETHER.

NOW WE'RE CELEBRATING ALL THINGS COMMUNITY IN TERMS OF PROGRAMMING.

UM, YOU HAVE IN YOUR PACKET, HOT OFF THE PRESS, THE VERY FIRST 12 GAME CARDS.

SO WHAT THAT MEANS IS I'M ENCOURAGING YOU STRONGLY AS OUR BOARD MEMBERS TO BE THE FIRST 12 TO GET STARTED PLAYING THE GAME.

REMEMBER, THE SUMMER READING IS FOR ALL AGES.

AND SO WHAT YOU NEED TO DO IS TO, UM, READ 20 MINUTES A DAY AND GET SIX IN A ROW.

ONCE YOU GET SIX IN A ROW, YOU'LL BE ABLE TO TURN THAT IN AND, UM, GET A PRIZE.

SO PRIZES ARE NOT JUST TOYS THAT ARE APPEAL, UH, THAT WOULD APPEAL TO KIDS.

WE HAVE EVERYTHING FROM HOTEL STAYS TO RESTAURANT GIFT CARDS, ALL KIND OF THINGS.

SO I'M ASKING YOU OUR BOARD TO LEAD THE CHARGE THIS YEAR, AND YOU GET THE FIRST GAME CARDS.

AND I HOPE THAT THESE WILL BE THE FIRST GAME CARDS I RECEIVE COMPLETED ON MY DESK.

THERE'S NO FREE ONE IN THE MIDDLE.

THERE'S NO FREE SPACE.

I'M SO SORRY, .

OKAY.

THANK YOU.

UM, I'LL WRAP UP WITH JUST GIVING YOU A LITTLE BIT OF, UH, UPDATES ON WHERE WE ARE WITH IN TERMS OF STRATEGIC PLAN ACCOMPLISHMENTS SINCE OUR LAST MEETING.

IN TERMS OF THE USER EXPERIENCE, WE CONTINUE TO PROGRESS TOWARDS OUR MIGRATION OF OUR SOFTWARE FROM WHAT WE CURRENTLY USE EVERGREEN TO CERSI DYNA, YOU'VE HEARD US TALK ABOUT THAT.

WE ARE FIVE WEEKS AWAY FROM OUR GO LIVE DATE OF JUNE THE 22ND.

THAT NEW PLATFORM PROVIDES SOME ENHANCEMENTS, MOST NOTABLY, A MOBILE APP FOR CUSTOMERS TO USE TO REQUEST ITEMS THROUGH THEIR MOBILE DEVICE.

WE ARE PLANNING A VERY ROBUST SUMMER OF EVENTS.

UM, SO CHECK OUR WEBSITE AS THOSE START TO POPULATE ON THE CALENDAR.

AND TODAY AT THE END OF THE MEETING, WE'RE GONNA TALK ABOUT, UM, EXTENDING OUR MEMORANDUM OF UNDERSTANDING WITH BOTH THE UNIVERSITY OF SOUTH CAROLINA BEAUFORT LIBRARIES AND THE TECHNICAL COLLEGE OF THE LOW COUNTRY LIBRARIES.

SO WE'LL TALK ABOUT THAT IN A MINUTE.

IN TERMS OF OUR, OUR, UM, SPACES, WE'VE REPLACED CHAIRS AT THIS BRANCH.

UH, I ENCOURAGE YOU TO, TO TEST THEM OUT WHILE YOU'RE HERE TODAY.

THEY'RE THE BROWN LEATHER LOOKING CHAIRS IN FRONT OF THE STACKS.

[00:10:01]

WE'VE REPLACED WARREN CONFERENCE CHAIRS IN THE ST.

HELENA SMALL CONFERENCE ROOM, THANKS TO FUNDING FROM THE PUBLIC LIBRARY FOUNDATION.

ALSO, THANKS TO THE PUBLIC LIBRARY FOUNDATION, WE ACQUIRED ADDITIONAL TABLES FOR THE LARGE MEETING ROOM AT THE ST.

HELENA LIBRARY.

AND YOU'RE ABOUT TO SEE WHERE WE ARE WITH OUR DESIGN OF THE PORT ROYAL LIBRARY IN JUST A FEW MINUTES.

IN TERMS OF OUR COMMUNICATION, WE'VE, UM, INSTITUTED HOOPLA HELP DESK HOURS AT EACH OF OUR LOCATIONS.

WE, WE HAVEN'T ACCOMPLISHED ALL OF THE D HOOPLA HELP SESSIONS THAT WE'VE SCHEDULED.

WE'RE ABOUT HALFWAY THROUGH SO FAR.

WE'VE ASSISTED ONE-ON-ONE, UH, 17 CUSTOMERS GETTING HELP WITH USING HOOPLA AND STARTED USING ACCESSING DOWNLOADABLES IN THAT PLATFORM.

WE'VE IMPLEMENTED A STAFF NEWSLETTER, UM, VERY SIMILAR TO THE NEWSLETTER THAT CARD HOLDERS ARE GETTING, BUT THIS IS ABOUT BEHIND THE SCENES THINGS.

SO HOW DOES A BOOK GO FROM RECEIVED IN THE MAIL TO ON THE SHELF? HOW MANY MILES DOES THE BOOK MOBILE HAVE, AND WHO PAYS FOR THE GAS? ALL THE KINDS OF THINGS THAT, UM, WORKING HERE BEHIND THE SCENES, YOU WOULD KIND OF WANT TO KNOW.

WE ALSO DO KIND OF GET TO KNOW YOU Q AND AS WITH STAFF MEMBERS, SO THAT, UM, NO MATTER WHETHER YOU WORK IN BEAUFORT OR HILTON HEAD OR IN BETWEEN, YOU'RE, YOU'RE HEARING ABOUT, UM, ALL THE OTHER PEOPLE WHO WORK FOR BEAUFORT COUNTY LIBRARY.

I'M MOST EXCITED TO SHARE WITH YOU, UM, AN ADVERTISEMENT THAT OUR BEAUFORT COUNTY COMMUNICATIONS OFFICE HAS BROKERED WITH W T O C.

THE ADVERTISEMENT YOU'RE ABOUT TO SEE IS 1 0 4 THAT WILL BE, UM, BROADCAST ON THEIR STREAMING PLATFORM.

SO ON PLUTO TV, FOH TV, UM, TWO B, IF YOU'RE USING ANY OF THOSE TYPES OF PLATFORMS, YOU'RE GONNA SEE THIS COMMERCIAL.

AND AGAIN, THIS IS COMMERCIAL, ONE OF FOUR.

IF OUR WIFI HOPEFULLY WORKS, WHO, WHO, WHO PUT IT TOGETHER.

THE WT O C OH WT O C JAR.

NICE.

FRED COUNTY LIBRARY SERVES AND SUPPORTS THE COMMUNITY FOR LEARNING, FOR LEISURE FOR LIFE.

OUR LOCATIONS ARE GATHERING PLACES THAT ALLOW ALL RESIDENTS FREE ACCESS TO EDUCATION, TECHNOLOGY, AND LITERACY DEVELOPMENT.

YOUR LIBRARY HAS MANY RESOURCES THAT ARE AVAILABLE TO YOU.

SUMMER READINGS AND EVENTS, FREE WIFI AND PUBLIC COMPUTERS, ACCESS TO MEETING ROOMS AND STUDY ROOMS, PLUS MULTIPLE DIGITAL RESOURCES.

VISIT YOUR LOCAL BUFORD COUNTY LIBRARY.

YOUR LIBRARY CARD IS WAITING FOR YOU.

IT'S A LITTLE OFF FOCUS CUZ WE TRIED TO ZOOM IT ON THERE, BUT YOU'LL GET THE LINK.

I'LL SEND YOU THE LINK SO YOU CAN SEE IT, AND HOPEFULLY YOU'LL SEE IT ON A PLATFORM WHERE YOU'RE STREAMING, UH, VERY SOON.

SO WE'RE HAPPY TO HAVE THAT.

AND THEN THANKS TO SOME, UH, COORDINATION AND, UH, WITH YOU, YOU, UH, YOU CONNECTED ME TO W H H I T V, UM, WITH YOUR FRIEND.

AND WE ARE IN THE PROCESS OF, UH, GETTING A, A TAPING, UH, NEXT WEEK.

THAT WILL AIR ON W H H I T V ABOUT SUMMER READING.

SO THAT'S WHERE WE ARE WITH COMMUNICATION.

AND THEN, UM, THAT WRAPS UP MY, UM, LIBRARY DIRECTOR'S REPORT.

I WANNA MAKE SURE THAT AMANDA HAS TIME TO, UM, WHILE YOU WITH THE DESIGN THAT SHE'S WORKED WITH US TO, TO CREATE, UH, CAN'T BRAG ON HER ENOUGH FOR HER EFFORTS TO LISTEN TO ALL OF OUR SUGGESTIONS AND LOOK AT A VERY, VERY SMALL SPACE AND TRY TO ACCOMMODATE ALL OF OUR WISHES AND WANTS.

AND SO, AMANDA, I'M GONNA LET, UM, YOU TAKE OVER AND SHARE WITH US, UM, OUR INITIAL THOUGHTS TOWARDS THE PORT ROYAL LIBRARY DESIGN.

ALL RIGHT, WELL, THANK YOU FOR THE INTRODUCTION AND JUST WANNA GIVE PEOPLE CROSS TO THE, THE LIBRARY SCENE THERE.

I'VE BEEN, UM, PROMPTING THEM TO MAKE A LOT OF DECISIONS VERY QUICKLY SO WE CAN GET THE, THE PROJECT OFF THE GROUND AND GET EVERYTHING, UH, MOVED IN ON THE ROAD.

UM, SO I'M JUST GONNA GET A QUICK OVERVIEW OF WHERE WE'RE AT IN THIS PROCESS.

AND FOR THOSE OF YOU WHO HAVEN'T SEEN THE BUILDING IT SHOWS HERE, WE'VE GOT A PHOTO OF THE EXTERIOR HERE.

IT'S ON THE CORNER OF GAR AVENUE, 15TH STREET.

AND THERE'S ALSO, UM, ANOTHER PHOTO HERE LOOKING AT THE EXISTING PORCH, UH, TOWARDS PARIS AVENUE.

SO WE'LL TAKE A COUPLE, UH, WE'LL TAKE A LOOK AT A COUPLE PHOTOS ON THE INTERIOR HERE IN JUST A MINUTE.

UH, LOOKING AT OUR FLOOR PLAN HERE, UH, THIS IS THE PORCH FROM THE PHOTO THAT WE JUST TOOK A LOOK AT.

UM, THE PARIS STREET OVER PARIS AVENUE OVER HERE, AND THEN 15TH STREET RUNNING ALONG THE TOP HERE.

UM, THERE IS, IF WE COME IN THROUGH THIS SET OF DOUBLE DOORS HERE, WE'VE GOT A LITTLE MEETING ROOM SHOWS, UH, THE SELF SERVICE HOLDS HERE, UH, WALKING IN THROUGH THE LIBRARY.

WE'VE GOT A COUPLE COMPUTER STATIONS HERE LOCATED NEXT TO OUR HELP DESK.

AND, UM, WE'LL SAY THAT WE'RE STILL KIND OF WORKING THROUGH ALL OF THE, UH, INTERIOR FURNITURE

[00:15:01]

CONFIGURATIONS.

AND, UM, SO ALL THAT IS STILL INFLUX A LITTLE BIT.

UM, SO THIS IS JUST A SNAPSHOT OF WHERE WE'RE AT RIGHT NOW.

UM, SO FOUR COMPUTER STATIONS SHOWN HERE.

WE'VE GOT OUR ADULT COLLECTION AND OUR READING ROOM SHOWN HERE.

UM, OUR IMPACT MACHINE UP HERE ON THE UPPER WALL AND THE MACHINE SEARCHING ON THE HERE.

AND, UM, AT OUR PORCH ENTRY HERE, RIGHT WHEN WE COME IN, WE'LL HAVE, UM, SOME LOWER BAR, OR SORRY, LOWER, UM, BAR SEATING HERE WITH 42 INCH SHELVING HERE ON THE FRONT WITH A SELF CHECKOUT.

AND THEN, UM, DOWN TOWARDS THIS AREA HERE, WE'VE GOT OUR CHILDREN'S DEPARTMENT.

UH, WE'VE BEEN LOOKING AT INTERACTIVE, UH, FURNITURE PIECES OF THE LITTLE READING POD WITH SOME BENCHES AND, UM, BROWNING BOXES THROUGH HER SHELVING.

UM, WE'VE GOT A COUPLE COMPUTERS HERE, AND THEN OUR TALLER 66 INCH SHELVING RUNNING ALONG THE PERIMETER OF THIS SPACE.

UM, WE'LL BE BUILDING OUT ONE NEW, UH, FOURTH PERSON GROUP STUDY ROOM HERE WITH A SMALL STAFF AREA LOCATED BEHIND WORKING OUR WAY TO THE BACK OF THE SPACE.

WE'VE GOT OUR WORKROOM WITH OUR MANAGER'S OFFICE, UM, WITH PLENTY OF GLASS TO SEE OUTWARD TOWARDS, UH, THE PUBLIC AREA HERE.

UM, AND THEN TUCK IN THE MIDDLE CORNER HERE IS OUR PRINT COPY SCAN WORKSTATION.

AND THEN FINALLY LOCATED IN THE BOTTOM CORNER HERE ARE EXISTING RESTROOMS. UH, AND THEN I'VE ALSO JUST INCLUDED A COUPLE PHOTOS OF WHAT THAT BIG CURRENTLY LOOKS LIKE ON THE INSIDE.

SO THIS IS KIND OF OUR, OUR PALLET THAT WE HAVE TO WORK WITH.

UH, SO NOTE NUMBER ONE HERE, WE'VE GOT A VIEW OF THE READING ROOM FROM THE AREA.

IT'S GOT A LITTLE IN THE STATE, UM, RIGHT HERE FROM APPROXIMATELY WHERE THAT PHOTO WAS TAKEN.

SO IF WE'RE STANDING RIGHT HERE LOOKING OUT, WE'VE GOT THESE BIG, BEAUTIFUL WINDOWS, UM, LOCATED IN THAT GREEN ROOM.

UM, SO PLENTY OF NATURAL DAYLIGHT COMING OVER HERE.

AND WE'LL SEE.

WE'VE GOT, UH, SOME COLUMNS HERE.

OUR, OUR HELP DESK DELOCATED ROUGHLY AROUND THIS AREA, UM, WITH OUR COMPUTER TABLE IS LOCATED IN FRONT.

AND THEN IF WE TURN JUST A LITTLE BIT, UM, LOOKING THIS WAY, UH, YOU CAN SEE BACK TO WHERE THE, THE GLASS WILL BE AT THE WORK ROOM, THE HELP DESK.

WE GOT OUR REMAINING AREA AND THIS DATA UP HERE.

AND THEN, UM, OUR CHILDREN'S AREA LOCATED BACK HERE WHERE THIS LOWER CEILING IS.

UH, SO OUR GROUP STUDY ROOM, UM, LOCATED HERE WITH THE STAFF AREA THAT'LL COME OUT, UH, TO THIS AREA HERE AND WE'LL GO UP TO MEET THAT CEILING.

AND JUST A LAST PICTURE I'VE INCLUDED, UM, IT'S JUST A PHOTO OF THAT EXISTING MEETING ROOM SPACE.

UH, SO WE'LL DO A LITTLE BIT OF INFO HERE AT THE WALL AND, UM, LIGHT FIXTURES AND, UM, REALLY BRIGHTNESS OUT SPACE.

SO THAT'S ALL OF THE ARCHITECTURAL DETAILS THAT WE'VE GOT SO FAR WITH THE PLAN.

AND THEN I'VE ALSO INCLUDED, UM, OUR INTERIOR FINISHES PALETTE THAT WE'VE BEEN WORKING THROUGH WITH THE LIBRARY STAFF AND THE INTERIORS TEAM.

UM, SO REALLY, UH, REFLECTING NICE ORGANIC AND NATURAL COLORS AND, UH, TEXTURES FOR THIS PROJECT.

UM, IF YOU LOOK AT THE BUILDINGS EXTERIOR, THE, THE INTERIOR PALLET REALLY COORDINATES WITH THE WITH WHICH WE REALLY LIKE.

UM, AND WE'VE GOT, UH, SOME BLUES AND GREENS TO REALLY RELATE BACK TO THAT COASTAL THEME.

UM, ANY QUESTIONS SO FAR? I, I LOVE THE COLORS.

I THINK THE COLORS WORK REALLY NICELY THERE.

MY QUESTION IS ABOUT THE FLOOR.

UM, UH, THERE WAS A, SOME COMMENTS FROM THE BLUFFTON LIBRARY, UM, FROM THE CENTER OF THE BLUFFTON LIBRARY.

AND I BELIEVE WE'VE GOT THAT, UM, THAT VINYL ON THE FLOOR, UM, THAT HIGH-END VINYL, I CAN'T REMEMBER WHAT YOU CALL IT.

AND THERE WAS SOME COMMENTS THAT IT WAS NOISY IN THERE.

SO I'M WONDERING WHAT, WHAT THE FLOOR IS GOING TO BE LIKE IN HERE.

I KNOW CARPET'S A CHALLENGE ANYWAY, BUT WHAT, WHAT ARE YOU PLANNING FOR THAT? SO FOR THE, I DON'T HAVE THE DIAGRAM INCLUDED IN THE PRESENTATION SINCE INTERIORS IS STILL WORKING ON IT.

UM, BUT THE FLOORING THROUGHOUT THE PUBLIC AREA, WE'RE LOOKING AT HAVING, UM, A WALK OFF CARPET HERE AT EACH ENTRY POINT THAT TAKES ALL OF THE, LIKE A, A ROBUST, UM, YOU KNOW, SCRATCHY CARPET THAT TAKES ALL OF THE DIRT OFF OF YOUR SHOES

[00:20:01]

SO YOU DON'T, UM, TRACK IT THROUGHOUT THE BUILDING.

AND THEN LOOKING AT DOING THE L B T FLOORING KIND OF IN THIS AREA WHERE THE HELP DESK IS AND THE COMPUTERS, AND THEN DOING, UM, A CARPET TYPE MATERIAL.

IT, THERE'S TWO DIFFERENT, THERE'S, THERE'S CARPET AND THEN THERE'S A BLOCK RESILIENCE TILE, UM, THAT WE'RE LOOKING AT.

SO THAT'LL BE IN THE PUBLIC SPACE.

AND WE HAVE ALSO BEEN LOOKING AT, OR WHICH ONE SHOWS IT BETTER, INCLUDING SOME, UH, ACOUSTIC PANELS UP HERE ON THE CEILING, JUST TO HELP DAMPEN SOME OF THE NOISE SINCE IT IS A SMALL SPACE.

SO LET ME, LET ME ASK THAT QUESTION ANOTHER WAY CAUSE I DIDN'T REALLY GET YOUR ANSWER.

UM, WHAT PERCENT OF THE, OF THE FLOORING WILL BE CARPETING VERSUS TILE? UM, I WOULD SAY IN THE PUBLIC AREA, MAYBE 30% IS GOING TO BE THAT L V T.

SO THIS AREA HERE, MOST OF IT'S GOING TO BE A, A MORE SOUND ABSORBENT CARPET TILE.

SO 30% IS, IS THE TILE THAT WE'RE USED TO IN BLUFFTON, AND THE REST IS CARPETED.

SO 70% CARPETED? YES.

OKAY.

OKAY.

THANK YOU.

AND, AND IN ADDITION TO WHAT WE DIDN'T INCORPORATE IN THE BLUFFTON RENOVATION WAS ACOUSTICAL SOUND ABSORPTION PANELS, WHICH WE, WHAT SHE JUST MENTIONED THAT SHE'S, WE'VE TALKED WITH HER ABOUT INCLUDING THOSE IN THE CEILING TO HELP ABSORB SOME OF THAT NOISE.

YEAH.

WITH SUCH A SMALL SPACE, I COULD SEE IT BEING PRETTY LOUD, SO THAT'S GREAT.

THANK YOU.

ARE THERE ANY OTHER QUESTIONS? AMANDA? IS THIS, IS THIS THE FIRST LIBRARY WITH TWO MAIN PUBLIC ENTRANCES? OR IN THIS CONFIGURATION? IN THIS CONFIGURATION? THIS WOULD BE THE FIRST LIBRARY THAT WE HAVE WHERE YOU WOULD SEE FROM THE SERVICE DESK WHERE YOU WOULD SEE BOTH MAIN ENTRANCES FROM EACH VANTAGE POINT.

SO YOU CAN'T SEE BOTH, I GUESS THAT WAS KIND A QUESTION ABOUT SECURITY.

MM-HMM.

.

SO BY, BY HAVING THE SERVICE DESK POSITION RIGHT IN FRONT OF THAT WORKROOM, AMANDA, CAN YOU LIKE YES.

IF YOU CAN SEE HER MOUSE HOVERING OVER THAT, THAT WORK DESK IS, UM, IN FRONT OF A GLASS WINDOW SO THE PEOPLE IN THE WORKROOM DIRECTLY BEHIND WILL BE ABLE TO SEE OUT.

BUT THE PEOPLE POSITIONED AT THAT SERVICE DESK, THERE'S TWO SEATS THERE.

ONE IS FACING, UM, THE, UM, THE UPPER ENTRANCE AND ONE IS FACING THE LOWER ENTRANCE AND ALL THAT FLOW GOES TO THE BATHROOMS. MM-HMM.

.

SO FROM THAT ONE SERVICE POINT, THEY CAN LITERALLY SEE ALL THE ACTIVITY IN THE BUILDING.

MM-HMM.

.

AND ARE YOU INSTALLING ALARM BUTTONS OR SOMETHING IN CASE OF AN EMERGENCY? YES, THAT IS PART OF OUR, UM, SECURITY, UM, PROTOCOL.

OKAY.

I, I KNOW IN THE BLUFFTON LIBRARY, A LOT OF THE FURNITURE HAD WHEELS ON IT SO YOU COULD RECONFIGURE IT.

IS THAT, ARE YOU LOOKING AT THAT OR IS THERE NOT ENOUGH SPACE FOR THAT? WE'RE CERTAINLY LOOKING AT THAT.

WE HADN'T GOTTEN THAT FAR IN THE DESIGN PROCESS.

OKAY.

WE JUST, WE WANNA MAKE SURE WE HAVE THE, THE LAYOUT.

YEAH.

AND THEN WE'LL, WE'LL BACKFILL WITH THE ACTUAL PIECES.

OKAY.

THAT SOUNDS GOOD.

THAT'S GOOD.

I THINK YOU DID A, A GREAT JOB WITH THE SPACE THAT YOU HAVE BECAUSE WHEN I FIRST SAW IT, I THOUGHT, OH MY GOODNESS, IT'S VERY TINY, BUT I THINK IT'LL, UH, WE CAN ONLY GET BIGGER FROM HERE.

SO KUDOS TO YOU.

NICE JOB.

AMANDA, DID YOU HAVE MORE? OH, SORRY.

YEAH, I'M SO SORRY.

UM, UM, RIGHT TO, UM, THE CHILDREN'S AREA.

MM-HMM.

.

OKAY.

GO UP HERE.

NO, OVER THAT WAY.

WHAT DOES THAT SAY? RIGHT THERE.

RIGHT HERE? YEAH.

THIS IS THE FOUR GROUP STUDY ROOM.

OKAY.

THANK YOU, .

IT'S ALL GOOD.

I'M SCREENING IN HERE.

OKAY.

THANK YOU, UHHUH.

THANK YOU.

OKAY.

COULD YOU SHOW THE COLORS AGAIN? SO I, I JUST WANNA REACT BY SAYING ALL THOSE COLORS ON THE RIGHT AND THE BOTTOM RIGHT ARE DIFFERENT.

FLOORINGS, IT SEEMS PRETTY DARK TO ME.

AND IN A AND IN A SMALL SPACE, YOU WANNA LIGHTEN IT OUT.

SO TO MAKE IT LIGHTS, LIGHTS MAKE SPACE LOOK BIGGER.

SO THAT JUST LOOKS REALLY DARK TO ME.

I MEAN, THERE'S ONE SPACE, I DON'T KNOW WHAT THE WHITE CORNER IN THE LEFT IS.

SO THE WHITE CORNER IN THE LEFT IS MILLWORK.

SO ANY CABINETS, ANY, UM, CUSTOM OR BUILT IN SURFACES WOULD BE THAT COLOR.

WHAT COLOR ARE THE WALLS GONNA BE? THE WALLS WOULD BE THE COLORS THAT YOU SEE ON THE LEFT PANEL.

UH, SOME OF THOSE ARE ACCENT COLORS AND SOME OF THOSE ARE, ARE, UM, BASE COLORS.

UM, THE MAIN, UH, I CAN'T SEE WHAT THAT ONE IS FROM WHERE I'M SITTING, BUT, UM, IN TERMS OF THE FLOORING, JOSH, DO YOU WANNA SURE.

SIT YOU'RE CLOSER.

THESE, THESE ARE AT THIS POINT STILL JUST IDEAS FOR US.

[00:25:01]

OKAY.

WHAT WE'RE LOOKING AT IS, LIKE AMANDA, UM, WAS SAYING STUFF THAT'S REALLY DURABLE.

UM, CUZ SOME OF THESE LIKE, UM, THAT THE DARKER COLOR, THE BROWN KIND OF CHOCOLATE BROWN ONE, UM, THAT WOULD BE WHAT SHE WAS TALKING ABOUT WHERE THE WALK-OFF CARPET.

SO THAT'S REALLY, REALLY DURABLE, BUT THAT WOULDN'T BE IN THE ENTIRE SPACE.

THAT WOULD BE A VERY LIMITED AMOUNT OF SPACE.

WHEREAS THE OTHER THINGS, UM, AND THESE ACTUALLY, WE JUST GOT SAMPLES TODAY.

THESE LOOK VERY DIFFERENT IN PERSON THAN THEY REFLECT ON THIS SCREEN.

I WOULD JUST ENCOURAGE YOU TO THINK ABOUT THE NOTION, AND I KNOW AMANDA, YOU DO THIS FOR A LIVING, AMANDA, ON THE SCREEN.

UM, BUT, UM, YOU KNOW, YOU WANT TO MAKE SMALL SPACES LOOK LIGHTER AND BRIGHTER, RIGHT? SO I WOULD JUST CAUTION YOU AGAINST PICKING THINGS THAT ARE TOO DARK, WHICH WILL, WHICH HELPS MAKE THE SPACE SMALLER.

AND WE'LL LIKELY DO A LOT OF THE SAME COLOR SHELVING AS WE DID IN THE BLUFFTON RENOVATION.

SO VERY WHITE OR CREAM OR VERY, TO KEEP IT BRIGHT.

SO NO DARK WOODS.

NO GOOD QUESTION, AMANDA.

THE SEVEN COLORS THAT ARE INDICATED ON THE LEFT VERTICAL STACKING, WILL ALL OF THOSE COLORS BE USED IN THIS LITTLE FACILITY OR WILL JUST SEVERAL OF THE, OF THE SEVENTH? THIS IS THE INITIAL PALETTE THAT WE'RE PULLING FROM.

WE HAVEN'T IDENTIFIED.

UM, YOU KNOW, IF WE'LL EVEN USE ALL OF THOSE, I WOULD ANTICIPATE THAT THE LIBRARY'S, YOU KNOW, MAIN COLOR THROUGHOUT THE SPACE IS GOING TO BE, UM, OUR LIGHTEST COLOR HERE.

AND THEN USING SOME OF THESE OUTSIDE COLORS DOWN HERE.

I THINK THIS IS THE WALL COVERING.

UM, SO THE BLUES AND THE GREENS IS ACCENT COLORS, MAYBE IN THE CHILDREN'S ROOM OR THE GROUP STUDY AREA.

UM, BUT AS FAR AS WHERE ALL OF THOSE COLORS ARE GOING, WE HAVEN'T QUITE GOT THERE.

I'M SURE MELISSA ON OUR INTERIORS TEAM WILL HAVE AN UPDATED PLAN FOR US TO TAKE A LOOK AT AT OUR NEXT MEETING.

I'M SORRY, THAT'S KIND OF VAGUE.

WE JUST DON'T KNOW YET.

.

OKAY.

FINAL QUESTION.

ARE THERE ANY CONCEPTUAL DRAWINGS AVAILABLE AT THIS POINT SO WE COULD SEE, YOU KNOW, FIGURATIVELY WHAT THE FINISHED PRODUCT WILL LOOK LIKE? JOE, I'M GONNA TAKE THE, THE BULLET ON THAT ONE.

AMANDA, ON SCREEN.

AMANDA OFFERED TO DO SOME 3D RENDERINGS FOR TODAY, AND I ASKED HER TO LET US FINALIZE A LITTLE BIT MORE AND THEN GET THOSE IN THE, IN THE NEXT WEEK OR TWO.

OKAY.

THANK YOU.

SO YOU'LL SEND THEM OUT.

SO WE'LL SEND THEM OUT TO YOU AS SOON AS WE HAVE 'EM, BUT I DIDN'T WANT YOU TO GET A VISUAL THAT YOU WOULD STICK WITH AND THEN WE CHANGE IT A WEEK LATER.

THANK YOU.

YES.

GOT IT.

TO LET YOU KNOW HOW FAST THIS PROCESS IS GOING, I, I CHANGED THE FLOOR PLAN A FEW HOURS BEFORE THE MEETING, AFTER WE CHATTED THIS MORNING.

SO WE'RE GOING ABOUT A HUNDRED MILES AN HOUR.

HOW IS, HOW IS GETTING THE FURNITURE? I, YOU PROBABLY HAVEN'T, HAVEN'T TACKLED THAT YET, BUT I, WE STILL, I I KNOW BLUFFTON TOOK FOREVER TO GET THE FURNITURE BECAUSE WE ARE HAVING ISSUES THEN.

ARE WE STILL AT THAT PLACE? SO SHE'S OUR ARCHITECT.

OH.

SO SHE DOESN'T KNOW THE FURNITURE .

SO I'LL ASK YOU.

SO WE, WE WILL, AS SOON AS WE HAVE THIS FINALIZED LAYOUT, WE WILL BE TALKING TO CONTRACT, UH, PEOPLE OR VENDORS I SHOULD SAY, WHO CAN PROVIDE THAT FOR US.

BUT WE'LL HAVE TO GO THROUGH THE SAME PROCESS OF, UM, FIGURING OUT WHAT WE NEED AND THEN GETTING MULTIPLE BIDS, FIND OUT AND THEN GOING THROUGH THE PROCESS.

OKAY, GREAT.

THANK YOU.

DO YOU WANT A MOTION TO APPROVE THE LAYOUT SO THAT WE CAN SPEED THIS ALONG? ? NO, I DON'T THINK WE'RE THERE YET.

OH, OKAY.

, WE JUST WANTED TO, BY WAY OF INFORMATION, GIVE YOU AN IDEA OF WHERE WE ARE WITH THE PROCESS, UM, AND SO THAT YOU HAVE A, A FIRST LOOK.

UM, AND ALSO FOR ANYBODY WATCHING TODAY THAT THEY WOULD KNOW THAT, YOU KNOW, THIS IS NOT, UM, WE'RE NOT LETTING ANY GRASS GROW UNDER OUR FEET.

WE ARE MOVING AHEAD.

AND AS AMANDA JUST MENTIONED A MINUTE AGO, IT IS VERY FAST.

AND, UM, WE'RE TRYING TO MAKE SURE THAT WE CAN GET THIS LIBRARY ONLINE AS SOON AS REALISTICALLY POSSIBLE.

THAT KIND OF BRINGS ME TO MY LAST SLIDE HERE.

UM, SO WE'RE STILL EARLY MAY WHERE IT MAKES SENSE HERE WITH OUR BOARD OF TRUSTEES MEETING.

UH, WE'RE HOPING TO HAVE ANOTHER, UH, DESIGN MEETING, UH, HERE IN THE NEXT COUPLE WEEKS WITH HAVING DOCUMENTS WRAPPED UP, UH, BY THE END OF MAY AND HOPING TO START CONSTRUCTION, UH, THE BEGINNING OF SEPTEMBER AFTER EVERYTHING GOES OUT TO BID AND PERMITTING.

DOES EVERYBODY UNDERSTAND THAT PROCESS? MM-HMM.

? SO OUR, OUR, UM, ENGINEER ASSIGNED TO THIS FROM THE COUNTY SIDE, UM, HE WORKED WITH US ON THE BLUFFTON PROJECT, SO I'M VERY COMFORTABLE WORKING WITH HIM.

HE'S BEEN A PART OF THIS PROJECT, UM, SINCE THE BEGINNING.

AND, UM, SO OUR TIMELINE IS TO HAVE THE, THE LAYOUT COMPLETED AND DOCUMENTS READY SO THAT THIS CAN GO OUT TO BID,

[00:30:01]

UH, IN JUNE.

TERRIFIC.

AND THAT, FROM THAT PROCESS, IT WOULD BE A 30, 30 DAYS.

UH, THE BIDDING PROCESS IS 30 DAYS FROM THE DATE THAT IS POSTED.

SO THAT LOOKS LIKE SOMETIME MID-JULY WE MIGHT ACTUALLY BE TALKING ABOUT START OF CONSTRUCTION.

GREAT.

AND THEN THAT WOULD PUT OPENING ROUGHLY WHEN I WOULD LOVE FOR A CHRISTMAS PRESENT TO MYSELF OKAY.

TO BE THAT WE HAVE THIS LIBRARY OPEN BY CHRISTMAS, BUT IT MAY BE A NEW YEAR'S PRESENT.

I DON'T KNOW YET.

OKAY.

A IT'S 10 MINUTES FROM MY HOUSE.

TERRIFIC.

WELL, IF TRACY'S HAPPY, THEN WE'RE ALL HAPPY.

, THIS IS, UM, THIS IS A, THIS IS VERY MUCH HAPPY.

THIS IS A GREAT, UM, MOVE FOR THIS LIBRARY SYSTEM.

THIS IS, THIS LIBRARY I CAN ALREADY TELL YOU IS LOVED BY PORT ROYAL ALREADY.

YEAH.

THEY'RE ALREADY, UM, FEELING A SENSE OF OWNERSHIP ABOUT IT, VERY MUCH ANTICIPATING ITS, UM, OPENING DAY, WHENEVER THAT WILL BE.

UM, SO THIS IS A, THIS IS VERY MUCH, UM, VERY SPECIAL TO ALL OF US AND TO YOUR WORK AS ADVOCATING FOR THE LIBRARY SYSTEM.

ANY OTHER QUESTIONS OR COMMENTS? NO, AMANDA, THANK YOU SO MUCH.

IT LOOKS TERRIFIC.

THINK IT'LL, SO CAN I JUST MAKE ONE COMMENT? OH, YES.

I JUST WANNA, I JUST WANNA CALL TO YOUR ATTENTION, UM, THAT YOU GOT THE LIBRARY DIRECTOR'S UPDATE, YOU KNOW, THIS VERY DETAILED, VERY THOROUGH UPDATE, BUT AMANDA JUST DID WHAT IS REALLY A BEST PRACTICE, WHICH IS THAT SHE VERBALLY REPORTED OUT AROUND OUR FOUR STRATEGIC GOALS, RIGHT? SO OUR JOB IS NOT TO BE TACTICAL, IT'S TO BE STRATEGIC.

SO SHE'S ALWAYS GONNA REPORT OUT AROUND THE FOUR STRATEGIC GOALS OF WHAT WE'VE DONE IN COLLECTIONS, WHAT WE'VE DONE IN SPACE, WHAT WE'VE DONE IN STAFFING, ET CETERA.

SO, UM, I, YOU KNOW, THIS IS, THIS IS IN STRATEGIC THINKING.

THIS IS REALLY A BEST PRACTICE TO KEEP THE BOARD FOCUSED ON THE STRAT STRATEGIC PLAN.

THANK YOU.

OKAY.

THANK YOU.

OKAY.

UM, THANK SO MUCH EVERYBODY.

UH, HAVE A GREAT REST OF YOUR MEETING.

THANK YOU.

THANK YOU VERY MUCH.

ALL RIGHT.

UM, YOU'RE ALL JOHN, WE WILL MOVE ON NOW TO THE FINANCIAL REPORTS AND THAT WILL BE JOE BOGA.

YEAH, THANK YOU.

AND WE'LL TRY TO BE EQUALLY INTERESTING IN OUR PRESENTATION AT THIS POINT IN THE YEAR.

WE ARE 10 MONTHS THROUGH ROUGHLY 83% OF THE FISCAL YEAR, AND WE CAN BEGIN TO SEE WHERE, WHAT OUR NUMBERS ARE GONNA BE LOOKING AT.

BUT I'M HAPPY TO SAY AT THE VERY BEGINNING THAT WE ARE UNDERSPENT AS USUAL, AND WE HAVE A VERY NICE HEALTHY INCOME FEE BALANCE, SO EVERYONE CAN BLACKSTAR.

WHAT I WANT TO DO IS TO GO OVER OUR DOCUMENTS AND OUR USUAL FASHION, BEGINNING WITH THE SPECIAL FUNDS REPORT, AND JOSH, HOW OUR NUMBER'S GONNA BE UP THERE ON THE SCREEN.

GIMME JUST A MOMENT.

OKAY.

OH, THERE WE GO.

NICE.

WE'LL GET A SHIRT.

THANKS TO TECHNOLOGY, YOU HAVE TWO WAYS OF FOLLOWING ME.

YOU CAN FOLLOW IN PAPER OR WE CAN DIRECT OUR ATTENTION TO TAB ON THE SCREEN.

OKAY.

BUT YEAH, THERE WE GO.

THERE WE ARE.

OKAY.

SO BEGINNING AS, AS WE USUALLY DO IN THE UPPER LEFT-HAND CORNER HERE, LET'S BEGIN WITH OUR STATE AID LOTTERY REFUNDS.

AND DURING THIS REPORTING PERIOD, WE'VE GOTTEN IN OUR FINAL FOURTH INSTALLMENT OF STATE AID OF $105,000, WHICH BRINGS US TOTAL RECEIPTS FOR THE FISCAL YEAR OF ABOUT A 414,000.

NO MORE STATE AID WILL BE COMING IN DURING THE FISCAL YEAR.

SO WHAT WE SEE REALLY IS WHAT WE HAVE SO FAR THIS YEAR, WE'VE SPENT 150,000 OUT OF THAT ACCOUNT, OR WE'VE ALSO SPENT 62,000 IN THE LAST REPORTING PERIOD.

THIS LEAVES US WITH A VERY HEALTHY CARRY FORWARD BALANCE OF 270,000 IN OUR STATE, A LOTTERY FUND.

AND AGAIN, I REMIND EVERYONE THIS MATERIAL, THESE DOLLARS ARE EXCLUSIVELY DIRECTED TOWARDS MATERIALS.

SO THIS IS JONI'S APPLICATION OF THAT, OF THAT MONEY THERE.

UM, AS COMPARED TO LAST YEAR, THIS IS ABOUT 56,000 MORE THAN WE RECEIVED DURING THIS SAME PERIOD.

SO WE'RE IN GOOD SHAPE ON STATE A LOTTERY MOVING ONE COLUMN OVER TO IMPACT FEES.

WE ARE, WE HAVE A PERIOD ENDING BALANCE OF 6.2 MILLION.

SO WE CAN ALL SMILE AT THAT.

[00:35:01]

DURING THE LAST TWO MONTHS, WE BROUGHT IN ABOUT SIX, A LITTLE OVER 63,000, AND THERE HAVE BEEN NO EXPENDITURES MADE DURING THIS PERIOD AT ALL.

SO WE'RE LOOKING AT A NICE BALANCE OF 6.2 MILLION ROUGHLY ROUNDED UP.

UM, MOST OF OUR MONEY DURING THIS PERIOD CAME FROM BLUFFTON, 53%, ST.

HELENA AT 15, AND HILTON HEAD AT 14.

NOW, WHILE THIS LOOKS HEALTHY, ALSO LET REMIND EVERYONE THAT WE HAVE ENCUMBRANCES ON THIS MONEY.

THAT IS, WE HAVE IDENTIFIED APPLICATIONS FOR THIS SPEND.

AND THE MAIN POINT HERE IS THAT WE HAVE THE PRITCHARD LIBRARY OR WHATEVER IT IS THAT WE WANNA CALL THAT THING.

THESE, THESE DAYS HERE WE'VE IDENTIFIED ABOUT 1 MILLION FOR PRITCHARD BILL LAND, UM, DESIGN FEES OF ANOTHER 500,000 LEFTON PHASE, PHASE TWO, WHICH IS STILL OFFED THE HORIZON.

THERE ARE ABOUT 45,000 AND HILTON HEAD ARCHITECTURAL ENGINEERING STUDY OF ABOUT 50,000, PUTTING ALL THESE TOGETHER.

WE'RE ABOUT $1.6 MILLION ENCUMBERED OR IDENTIFIED EXPENDITURES OUT OF THIS.

WE ALSO HAVE, KEEP IN MIND, AN EXPENDITURE OF $660,000 FOR THE PORT ROYAL FACILITY THAT WE JUST HEARD.

THIS 660,000 HAS BEEN APPROVED BY BEAUFORT COUNTY COUNCIL.

SO THAT'LL BE COMING OUT OF OUR, OF OUR ACCOUNT AT SOME POINT IN THE NEAR FUTURE.

HERE.

THERE IS NO ACTION NEEDED FOR US AT THIS, AT THIS PARTICULAR POINT.

SO WHEN WE TAKE A LOOK AT WHAT WE HAVE ON HAND VERSUS WHAT WE HAVE IDENTIFIED SPEND, WE HAVE A, WE HAVE A BALANCE LEFT OF ABOUT 3.9 MILLION, WHICH IS PRETTY HEALTHY GOING FORWARD HERE.

NOW LET ME TALK A LITTLE BIT ABOUT IMPACT FEES AND WHERE WE'RE GOING IN THE FUTURE WITH THIS.

NOW THE LONG STANDING UNDERDEVELOPMENT IMPACT FEE LEGISLATION HAS FINALLY BEEN APPROVED BY BUFORD COUNTY AND THE SURROUNDING TOWNS.

SO WHAT THIS MEANS IS THAT THIS IS A STUDY THAT WAS STARTED BY TISCHER BI, A A, AN IMPACT FEE CONSULTANCY OUT OF BETHESDA, MARYLAND.

THIS, THIS FIRM WAS HIRED BY BUER COUNTY TO TAKE A LOOK AT THE IMPACT FEES AND THEIR, AND THEIR GOING FORWARD FUTURE OVER THE NEXT 10 YEARS.

DID RATHER RIGOROUS, EXHAUSTIVE ANALYSIS OF WHAT IS HAPPENING TO BEAUFORD COUNTY AND THE FUTURE, AND THEN PUT TOGETHER THE REPLACEMENT COSTS FOR THOSE FACILITIES.

AND REPLACEMENT COSTS IS REALLY WHAT THE IMPACT FEE IS DESIGNED TO, TO HANDLE.

IN OTHER WORDS, NEWLY ARRIVING POPULATION HAS TO PAY FOR THE FACILITIES THAT ARE IN PLACE.

AND HOW DOES THAT CALCULATE AND HOW IS THAT DONE? THIS WAS A VERY RIGOROUS STUDY THAT WAS, WAS PUT TOGETHER.

UM, AND IT'S FINALLY BEEN, FINALLY BEEN REALIZED THE LIBRARIES IN TOTAL WILL RECEIVE ABOUT 7 MILLION OVER THE NEXT 10 YEARS, ROUGHLY 3.6 MILLION NORTH OF BROAD 3.4 MILLION SOUTH OF ABROAD.

SO THAT $7 MILLION WILL CARRY US FORWARD INTO THE NEXT DECADE.

NOW, WHAT I WANT TO TELL EVERYONE HERE, AND ESPECIALLY THE THE B BOARD AND OUR, AND OUR VIEWING AUDIENCE HERE, IS THAT IN THE DEVELOPMENT OF THIS NUMBER, RAY MCBRIDE, HER PREDECESSOR AND I, WERE DEEPLY INVOLVED.

WE DID HAVE THE OPPORTUNITY TO GET THE OTHER, WITNESS, THE EMPLOYEE CONSULTANCY WORK ON THESE NUMBERS, REVIEW THEM, AND MAKE OUR COMMENTS AS A RESULT OF OUR PARTICIPATION.

AND WE, WE, WE ENDED UP RECEIVING ABOUT 12% MORE THAN THE ORIGINAL PROPOSAL.

AND THAT WAS BASED ON FACTORS THAT WE IDENTIFIED.

AND THEN WERE ABLE TO BRING FORWARD TO THE TABLE AND, AND, AND GET INCORPORATED IN THERE.

SO WHEN WE TAKE A LOOK AT WHAT WE HAVE ON HAND, 3.9 CALLED 4 MILLION, WHAT WE'RE GETTING ANOTHER 7 MILLION, THAT BRINGS US TO ABOUT 11 MILLION GOING FORWARD.

AND THAT'S AFTER WHAT WE HAVE ON, ON OUR TABLE IS REALLY ACCOUNTED FOR.

THIS IS A PRETTY HEALTHY NUMBER WHEN WE TAKE A LOOK AT WHAT WE HAVE SPENT OUT OF OUR IMPACT FEES OVER THE LAST, LET'S SAY FIVE YEARS.

SO WHAT WE HAVE SPENT AND WHAT WE WILL SPEND FOR PORT, WELL, WE'RE LOOKING AT ABOUT A MILLION AND A HALF.

SO I THINK THAT WE ARE, WE AS A GROUP HERE ARE LEAVING THE LIBRARY AND OUR SUCCESSORS IN GOOD, VERY HEALTHY GOING FORWARD BALANCE TO TAKE CARE OF WHATEVER WILL COME FORWARD AND IN THE NE IN THE NEXT DECADE OR SO.

SO WITH THAT, I'M VERY, VERY HAPPY AND ABLE TO TELL YOU WHERE WE ARE NOW.

MOVING NOW ON, ON SPECIAL TRUST HERE.

[00:40:01]

UM, IN MARCH WE RECOGNIZED ABOUT 233 IN ELDERS AND AN ENDOWMENT INTEREST.

AND THEN THE BUFORD, UH, DISTRICT COLLECTION HAD ABOUT $2 IN COLLECTION IN DONATIONS THAT WE'VE RECEIVED OVER THE LAST TWO MONTHS.

SO, JOE, JUST TO CLARIFY, ESPECIALLY FOR THOSE IN THE AUDIENCES YOU MENTIONED, THE 600 3600 $60,000 FOR PORT ROYAL.

THAT'S CORRECT.

THAT'S A NOT TO EXCEED BUDGET FOR RENOVATION FURNITURE, ET CETERA, TO EQUIP THAT LIBRARY.

RIGHT.

OKAY.

IS THAT CORRECT THERE? THAT'S ACCURATE.

THAT IS, IT MIGHT NOT COST $660,000.

THAT $660,000, UM, WAS APPROVED BY COUNTY COUNCIL TO SPEND TOWARDS THIS PROJECT.

RIGHT, RIGHT, RIGHT.

SO WE, OUR GOAL IS FOR US TO MANAGE THIS PROJECT WITHIN THAT BUDGET.

YES, MA'AM.

RIGHT? YEAH.

IN FACT, THE 660,000 WILL COME OUT OF THE BEAUFORT SECTION.

YES.

UHHUH, .

UM, AND THEN WE HAVE 722,000.

SO THERE'S NOT A LOT OF WIGGLE BRU IN THERE.

RIGHT.

OKAY.

OKAY.

NOW MOVING ONE, YEAH.

ONE DOCUMENT OVER TO OUR OPERATING BUDGET.

OKAY.

AND SAFE TO SAY HERE WE ARE 83% THROUGH THE YEAR.

WE'VE SPENT 78%, WE LEAVES US WITH A NICE 5% SURFACE HERE.

MOVING DOWN TO THE BOTTOM, YOU SEE THAT WE HAVE ABOUT 221,000 IN UNSPENT FUNDS, WHICH WILL ROUGHLY BE WHERE WE END THE YEAR.

THERE WILL BE SOME WRAP UP IN VACANCIES BEING TILED AND SUCH TO THE END OF THE YEAR.

SO THAT'S, THAT'S WHERE WE ARE.

WE, WE HAVE GONE THROUGH THIS.

THERE'S NOTHING REALLY EXTRAORDINARY TO REPORT HERE.

AGAIN, MOST OF THE SPEND OUT OF OUR OPERATING BUDGET, PROBABLY 85% OF IT IS REALLY FROM TWO AREAS.

AND THAT'S SALARY AND SURCHARGE AND PERSONNEL COSTS AND THEIR MATERIAL COSTS.

EVERYTHING ELSE IS RATHER SMALL, YOU KNOW, BY COMPARISON THERE.

AND THEN LASTLY, MOVING OVER TO OUR MATERIALS EXPENDITURE REPORT.

UM, SO FAR THIS YEAR WE'VE SPENT A LITTLE OVER 392,000.

UM, MOST OF THAT YOU NOTICE IS WERE HOOPLA.

HOOPLA IN FACT CONSTITUTES 71% OF OUR YEAR TO DATE MATERIAL SPENT.

UM, THE 392 THAT WE HAVE IS QUITE A BIT BEHIND ABOUT A HUNDRED AND THOUSAND OR SO, WHERE, FROM WHERE WE WERE THIS TIME LAST YEAR.

AND I'M GONNA TALK ABOUT THAT GAP IN IN A FEW MOMENTS HERE.

THE SOURCES OF OUR, OF OUR DOLLARS FOR THIS, FOR THIS PERIOD SO FAR ARE REALLY BEEN FROM THE COUNTY, UH, WHICH IS ABOUT 61% STATE, EIGHT 38%, AND, UM, A LITTLE BIT FROM THE BAG, WHICH IS A, YOU KNOW, A LOT BIG ANONYMOUS GRANTS.

BUT, UM, MOST OF THE MEDIA, MOST OF THE SPENDING HERE, AGAIN, HAS BEEN FOR HOOPLA, 71% AND THEN BOOKS 19%.

UM, LOOKING AT THIS THING ALL THE WAY THROUGH THE FISCAL YEAR HERE, UH, WE HAVE REMAINING COUNTY BUDGET THAT FOR MATERIALS ABOUT FIVE 25,000 MATERIAL PROJECTION'S, ABOUT 5,000 COMING FROM THE BIG ANONYMOUS GIFT FUND.

WE'RE LOOKING AT PERHAPS 60,000 COMING FROM F ANOTHER 270,000 IN OUR STATE AID.

SO WHEN WE ADD THAT TOGETHER WITH WHERE WE ARE TODAY AND SPEND LOOKING SOMEWHERE A LITTLE BIT NORTH, ABOUT $750,000 IN SPEND, AND THIS COMPARES TO LAST YEAR WHEN WE SPENT ABOUT 738,000.

NOW I SAID WE, WE ARE UNDERSPENT A BIT FROM LAST YEAR, BUT LET ME EXPLAIN WHERE WE ARE AND WHAT'S WHAT'S HAPPENING HERE ON OUR MATERIAL SIDE, CUZ IT REALLY BOILS DOWN TO TWO, TWO IDENTIFIABLE THINGS.

UM, FIRST MATERIALS SPENDING IS DOWN ABOUT 200,000 IN LEASE BOOKS.

AND THAT'S REALLY JUST A TIMING ISSUE HERE.

UM, WE HAD ABOUT 200,000 SPENT FOR THESE BOOKS, WHICH ARRIVED PRIOR TO THE MAY REPORT LAST YEAR.

WE, AMANDA AND HER GROUP HERE ARE LOOKING AT ABOUT $170,000 IN INVOICES COMING IN.

THAT'S GONNA BRING US ROUGHLY TO WHERE WE WERE.

AND THEN WE HAVE, WE ALSO ARE SPENT ABOUT A HUNDRED THOUSAND MORE ON HOOPLA THIS YEAR THAN WE DID LAST YEAR.

NOW LET ME JUST TALK A MOMENT FOR HOOPLA, BECAUSE I THINK IT'S IMPORTANT TO LOOK BACK AND TO SEE WHERE, WHAT HAS HAPPENED AND WHERE WE'RE GOING WITH THIS.

NOW, TWO YEARS AGO, 2021 THROUGH MAY OF THE YEAR, WE SPENT ABOUT 130,000 ON HLA LAST YEAR WE SPENT 179,000, AND THIS YEAR WE'RE AT 271.

SO OVER THE LAST TWO YEARS, OUR SPENDING ON HOOPLA, IT JUST ABOUT IS MORE, A LITTLE BIT MORE THAN DOUBLED HERE.

AND THERE'S A COUPLE INFLUENCES

[00:45:01]

HERE, THINGS THAT ARE MAKING THAT THIS HAPPEN.

AND THEN FIRST OFF, AS, AS A MAN EXPLAINED TO ME, THE PATRON POINT, PATRON POINT COMMUNICATION SYSTEM IS DIRECTING PEOPLE TO THE BOOKS AND RESOURCES THAT ARE AVAILABLE.

AND THIS IS NEW SINCE LAST YEAR.

SO THERE'S MORE DIRECTION TOWARD DIGITAL RESOURCES COMING ABOUT AS ROUTE OF BETTER COMMUNICATION FROM LIBRARIES, ADMINISTRATION HERE.

AND ALSO CLOUD LIBRARY TO REMIND YOU, HAS MIGRATED OVER TO HOOPLA.

SO THAT PLATFORM AND THOSE EXPENSES HAVE NOW BEEN MOVED OVER TO HOOPLA, INCREASING THAT SPEND.

AND THE OTHER THING IS THAT WE HAVE A FLEX FEATURE ON HOOPLA, WHICH BRINGS MORE TO CURRENT BEST SELLERS.

AND THOSE, AND, AND THAT FACILITY ALSO RECOMMENDS MORE SPENDING.

AND WE'RE SEEING PEOPLE MOVE MORE FROM ONE TITLE TO THE NEXT TITLE IN TERMS OF WHO WE'RE THERE.

SO ALL OF THAT TOGETHER IS, IS INCREASING OUR SPEND ON HOOPLA, WHICH IS REALLY SORT OF A GRADUAL DRIFT TOWARDS A MORE DIGITAL PLATFORM AWAY FROM PHYSICAL PLATFORM THAT IS HAPPENING NOT JUST HERE, BUT NEARLY ACROSS THE NATION AND ACROSS LIBRARIES AND OVER HERE.

BUT OVERALL, THE IMPORTANT POINT IS THAT WE ARE LOOKING AT SPENDING NORTH OF 700,000 ON OUR OVERALL MATERIAL SPEND FOR THIS FISCAL YEAR.

SO THAT MAPS UP MY REPORT AND IF THERE ANY QUESTIONS, I'LL DO MY BEST TO RESPOND TO THEM.

OKAY.

ANY QUESTIONS? NONE.

THANK YOU.

I JUST WANNA POINT OUT, POINT OUT ONE THING AMANDA SAID WHEN WE WERE REVIEWING THE FINANCES.

SHE SAID THAT EVEN THOUGH HOOP WAS EXPANDING A DIGITAL COLLECTION, EXPANDING, PEOPLE STILL WANT THE BOOKS.

THEY STILL WANT THE BOOKS.

THEY STILL WANT EVERY, UM, EVERY, EVERY POSSIBLE WAY OF GETTING ANY KIND OF INFORMATION.

SO, UM, OUR COSTS ARE INCREASING AND WE'RE NOT, JUST BECAUSE PEOPLE ARE GOING TO DIGITAL DOESN'T MEAN THAT THINGS ARE SLOWING DOWN.

PEOPLE WANT EVERY, EVERY AVENUE TO, TO GET MATERIALS.

SO, OKAY.

THANK YOU.

THANK YOU.

I HAVE A QUESTION.

YOU INCLUDED IN OUR, YOUR, OUR PACKET TODAY, THAT 20 DEPENDING 24 BUDGET.

ARE YOU GONNA COMMENT ON THAT? OH, YEAH.

THIS HERE? YEAH.

YEAH.

UM, OKAY, LET ME JUST TAKE REST A LITTLE BIT.

THIS IS IN YOUR PACKET HERE.

THIS IS AN UPDATE OF OUR FISCAL YEAR 2024 BUDGET.

UM, THIS IS NOT THE ULTIMATE FINAL VERSION.

UM, STAFF EDITIONS AND SUCH HAVE NOT BEEN BAKED INTO THESE NUMBERS.

SO THIS WILL, THIS WILL CHANGE.

UM, AND THIS AGAIN, REFLECTS WHERE WE ARE.

AND A COUPLE OF THINGS I THINK ARE WORTH NOTING HERE.

YOU NOTICE THAT THE BALANCE HERE, YOU KNOW, WE'RE AT 4.8 MILLION AND SALARIES, PERSONNEL COSTS 4.1, AND THEN MATERIALS ANOTHER 400,000.

SO WHEN WE ADD PERSONNEL AND WE ADD MATERIALS IN TOTAL, WE'RE LOOKING AT ABOUT 4.5, 4.6 MILLION OUT OF THE TOTAL 4.8.

AND I THINK IT'S IMPORTANT FOR EVERYONE TO REALIZE THE CONCENTRATION OF OUR BUDGET INTO THOSE TWO AREAS.

AND THIS IS A RESULT OF CHANGES THAT WERE MADE BY BUFORD COUNTY ABOUT A YEAR AND A HALF AGO, WHERE SOME OF OUR MORE CURRENT OPERATING EXPENSES, UTILITIES, ELECTRICITY, THAT KIND OF THING, WERE, WERE REMOVED FROM OUR FUNCTIONAL BUDGET AND REALLY HELD AT THE COUNTY LEVEL.

UM, AND WHEN WE TAKE A LOOK AT WHAT WE HAVE, AND THE VARIABILITY HERE TO GREEDY DOESN'T EXIST, TWO BREATHY MAIN SPEND AREAS.

YOU HAVE PERSONNEL AND YOU HAVE MATERIALS AND PERSONNEL IS GONNA DRIVE WHAT WE HAVE.

WE, WE'VE, WE REPORT THIS, AMANDA HAS DIRECTLY REPORTS THIS EVERY MONTH.

AND YOU KNOW, THE NUMBER OF VACANCIES THAT WE HAVE AND MATERIALS.

BELIEVE ME, I, I FOLLOW THAT VERY, VERY CLOSELY HERE.

SO LIBRARY, THE LIBRARY BUDGET IS REALLY CONCENTRATED.

AND, AND THOSE ARE THE TWO MAIN AREAS THAT WE HAVE.

AND AS I SAID, THIS NUMBER WILL CHANGE BASED ON, BASED ON STAFF ADDITIONS BEING APPROVED BY, BY THE COUNTY.

AND THEN THOSE INCLUDED IN SOME FINAL NUMBERS HERE.

WHEN WILL WE SEE A FINAL BUDGET? SO WE'VE, GO AHEAD.

I DON'T WANT, I APOLOGIZE FOR INTERRUPTING.

AMANDA, TELL US, UH, THIS HAS BEEN THROUGH THE FIRST READING MM-HMM.

, AND THEN THERE'S, UH, IT DOES NOT GET FINALIZED UNTIL THE THIRD READING, MIKE, I CORRECT.

AND I DON'T, I HONESTLY DON'T KNOW WHAT THE SCHEDULE FOR THAT IS.

SO THEY, UM, HOPE TO HAVE THEIR THIRD READING IN ADVANCE OF JUNE 30TH, SO THAT JULY ONE ROLLS AROUND AND BANK IS DONE.

MM-HMM.

BANK.

OKAY.

TAB HAS BEEN IN RECENT FINANCE COMMITTEE MEETINGS, UM, ON THESE FIRST READINGS.

AND SO THEY'RE JUST GETTING STARTED WITH THE REVIEW AND APPROVAL PROCESS.

OKAY.

[00:50:01]

YEAH.

THANK YOU FOR BRINGING THAT UP.

THANK YOU.

OKAY.

ANYTHING ELSE? ANY OTHER QUESTIONS? NO.

NO.

OKAY.

THANK YOU VERY MUCH.

THANK YOU, JOE.

UM, AND WITH THAT, YES, I HAVE TO PAY THE, OH, .

.

ALL RIGHT.

WE'LL CONTINUE ON WITH THE COMMITTEE REPORTS.

UM, I HAVE A FOUNDATION REPORT, WHICH I WILL DO VERY QUICKLY.

UM, UH, SO WE, I DON'T KNOW IF I'VE MENTIONED THIS LAST TIME, WE DID, UH, WE, UH, THE FOUNDATION, THERE WAS A COMMITTEE THAT, THAT DOES A FUNDRAISER AND IT'S A FASHION SHOW.

AND THAT WAS AT BELFAIR THIS YEAR.

AND THEY RAISED ABOUT $8,000, AND THERE WAS FOUR OF THE BOARD MEMBERS THAT WERE AT THE FASHION SHOW.

THANK YOU VERY MUCH.

UM, AND THEN THE OTHER THING THAT THEY DID WAS, UM, THEY HAVE SPONSORED A PROGRAM THAT, THAT HAS BEEN INITIATED IN THE LIBRARY IN THEIR PROGRAMS CALLED ARTAN RESIDENCE.

AND WHAT THAT IS, UM, IS WE DO THAT SO FAR.

WE'VE ONLY DONE IT ONCE, ONCE, AND THEY HA WE HAVE, UM, CON UH, WE HAVE ASKED PEOPLE IN THE COMMUNITY WHO ARE AN ARTIST OF SOME SORT.

THEY'RE, UH, MAYBE THEY'RE A WRITER OR MAYBE THEY ARE A PAINTER OR MAYBE THEY DO DRAMA AND THEY COULD TEACH.

UM, AND SO THAT, SO, UM, WE ASK THAT THEY, UH, PRESENT THEIR INFORMATION AND THEN WE EVALUATE IT AND WE PICK ONE.

THIS YEAR WE PICKED ELIZABETH MILLEN, WHO IS, UM, FROM PINK MAGAZINE.

SHE'S EDITOR OF PINK MAGAZINE, AND SHE WANTED TO TEACH WRITING.

SO HER SCHEDULE WAS THAT SHE HAD, UM, SHE HAD A, A WEEKLY PRESENTATION, UH, FOR ABOUT TWO HOURS.

AND, UH, UH, THE SCHEDULE WAS, PEOPLE WOULD WRITE, SHE WOULD TALK ABOUT THINGS AND THEY WOULD WRITE AND SHE'D EVALUATE IT.

AND THEN SHE HAD SOME OFFICE HOURS AS WELL THROUGHOUT THAT MONTH.

SO, UM, THE FOUNDATION COMPENSATES THAT PERSON, UM, FOR THAT ACTIVITY.

AND IT WAS, IT WAS VERY WELL RECEIVED.

UM, WE HAD, UH, WE KEPT IT, I, I THINK WE KEPT IT AT 20 PEOPLE, WHICH WAS FULL ALL THE TIME.

AND, UM, MANY PEOPLE WANT US TO DO IT AGAIN.

AND THE OTHER PEOPLE SHOWED UP AND IT WAS, IT WAS VERY WELL RECEIVED.

SO WE AREN'T GOING TO HAVE ELIZABETH MILLEN AGAIN, BUT WE'RE GONNA LOOK AT THAT PROGRAM AGAIN BECAUSE, UH, THE FOUNDATION WILL SPONSOR ANOTHER ARTIST IN RESIDENCE FOR THE FALL.

AND, UM, HOPEFULLY WE CAN FIND SOMEBODY NORTH OF THE BROAD THIS TIME AND JUST KIND OF DEVELOP THAT PROGRAM BECAUSE IT SEEMS TO BE VERY WELL RECEIVED.

SO I WANTED TO MENTION THAT.

UM, SO THAT'S, THAT'S THE FOUNDATION REPORT, UH, FRIENDS OF THE LIBRARY.

UM, BRENDA, DO WE WANNA TALK ABOUT BEAUFORT? I ACTUALLY MENTIONED TO AMANDA, I MISSED THE LAST MEETING.

OKAY.

YEAH.

SO, UM, THEY, THEIR NEXT MEETING WILL BE ON MAY THE 18TH AT 4:00 PM IN THE BEAUFORT BRANCH LIBRARY.

AND THEY ARE, THEIR BIGGEST THING THAT THEY'RE DOING RIGHT NOW IS PLANNING FOR THEIR ANNUAL MEETING, WHICH WILL BE IN THE SUMMER.

UM, THAT'S REQUIRED, THEY'RE REQUIRED TO HOST AN ANNUAL MEETING ELECT OFFICERS AND ALSO REPORT ON WHAT THEY'VE BEEN DOING, UM, THIS PAST YEAR AND WHERE THEY HOPE TO GO IN THE FUTURE.

SO BE LOOKING FOR MORE INFORMATION ABOUT THAT.

I, AND WOULD, THEY WOULD, AND I WOULD EXTEND THE INVITATION FOR YOU TO CONSIDER, UM, JOINING THEM ON THAT DAY DAY, WHEN IS IT GONNA BE, AND THEY HAVEN'T YET FINALIZED IT.

THEY HAVEN'T FINAL, OKAY.

UM, BLUFFTON, ROSALIE IS NOT HERE, DO YOU? SO, UM, THE FRIENDS OF BLUFFTON WILL MEET TOMORROW, UH, ON THE 11TH.

UM, THEY ARE, UM, SEEKING TO ADD ADDITIONAL BOARD MEMBERS AND CONTINUE TOWARDS, UM, ACCOMPLISHING THE OBJECTIVES AND THEIR STRATEGIC PLAN.

THANK YOU.

AND I WAS AT THE HILTON HEAD MEETING, AND THERE'S, UH, IT'S GETTING TOWARDS THE END OF THE YEAR, SO I THINK THEY'RE, THEY'RE NOT TOO INVOLVED IN ANY PROGRAMS RIGHT NOW, UNLESS I'VE MISSED SOMETHING.

NO.

OKAY.

AND THEY, THEY MEET AGAIN NEXT WEEK.

UM, THE NEXT COMMITTEE IS POLICIES AND PROCEDURES, AND ROSALIE IS NOT HERE, BUT I DON'T BELIEVE THEY HAVE MET FOR ANYTHING.

THEY HAVE NOT.

OKAY.

UM, STRATEGIC PLANNING, DO YOU HAVE ANYTHING YOU NEED TO SAY? NO, I JUST WANTED TO MAKE SURE PEOPLE WERE AWARE THAT AMANDA WAS DOING A BEST PRACTICE.

NO.

KEEPING US ON TRACK WITH THE STRATEGIC PLAN.

I'M GLAD THAT IT'S WORKING SO WELL.

UM, JOE, OH, JOE'S NOT HERE.

CHALLENGE MATERIALS.

I'M SURE HE WOULD SAY WE'VE BEEN UNCHALLENGED.

UM, BERNIE LIBRARY FACILITIES.

BERNIE.

YES.

RIGHT.

WELL, RIGHT NOW WE HAD THE UPDATE ON HOW PORT ROYAL LIBRARY PROPOSAL IS, IS CONTINUING, AND IT'S IN THE WORKS.

WE HAVE, UH, NOTHING HAPPENING, BUT THE OTHER EXPENSE AND SO FORTH.

SO THERE'S REALLY NO UPDATE AND NO CHANGE THERE.

[00:55:01]

THAT'S, UH, WHAT WE GOT.

THANK YOU.

DO YOU WANNA ADD ANYTHING TO THAT? OKAY.

UM, UH, ANY OLD BUSINESS AND NEW BUSINESS, UM, I MADE COMMITTEES ASSIGNMENTS AND I SENT THEM OUT TO EVERYBODY, AND THEY WILL TAKE EFFECT AFTER, UH, THIS MEETING.

SO IF YOU HAVE ANY CONCERNS OR YOU WANNA BE ON A DIFFERENT COMMITTEE OR SOMETHING, JUST SEND ME AN EMAIL AND LET ME KNOW AND WE'LL TALK ABOUT IT.

SO, UM, AND THAT WILL BE FOR, UH, FOR THE NEXT YEAR.

UM, I WANNA, I THINK I ALREADY MENTIONED THAT JANINE IS, HAS APPLIED TO BECOME A MEMBER OF OUR BOARD FOR DISTRICT NINE, AND WE'RE LOOKING FORWARD TO THE COUNTY APPROVING THAT.

UM, THERE ARE, THERE'S TWO THINGS HERE.

THERE'S, THERE'S A MEMORANDUM OF UNDERSTANDING WITH THE SOUTH CAROLINA CODES, AND THERE'S A MEMOR MEMORANDUM OF AGREEMENT WITH THE LOW COUNTRY LIBRARY FEDERATION, AND MAYBE AMANDA COULD TALK TO THAT.

SURE.

UM, I INCLUDED IN YOUR PACKET THE MEMORANDUM OF UNDERSTANDING, UH, BETWEEN BUFORD COUNTY LIBRARY AND SOUTH CAROLINA CODES.

UM, IT DOESN'T REQUIRE YOUR SIGNATURE OR A VOTE FOR YOU FROM YOU, BUT I WANTED TO INFORM YOU OF THE AGREEMENT THAT I, I WOULD BE ENTERING INTO ON BEHALF OF BUFORD COUNTY LIBRARY.

UM, SOUTH CAROLINA CODES, UM, PROVIDES, UM, INSTRUCTION ON HOW TO CODE FOR, UM, SOFTWARE APPLICATIONS.

IF YOU, IF YOU'VE HEARD IN THE NEWS, CODING IS VERY MUCH A CAREER PATH FOR MANY PEOPLE WHO ARE INCLINED TOWARDS TECHNOLOGY AND SOFTWARE DEVELOPMENT.

AND THIS IS AN OPPORTUNITY WHERE ON OUR WEBSITE, WE WOULD BE, UM, DIRECTING PEOPLE TO SOUTH CAROLINA CODES PLATFORM FOR THEM TO TAKE ADVANTAGE OF THESE FREE EDUCATIONAL, UM, CODING INSTRUCTIONAL, UH, MATERIALS.

SO THE ONLY, UM, THE MEMORANDUM STATES THAT THAT WOULD BE OUR PARTICIPATION IN THAT.

UM, AND THAT WE ALSO HAD THE OPPORTUNITY WITH THIS MEMORANDUM IN PLACE TO EXPLORE, UM, POTENTIAL PROGRAMS WITH SOUTH CAROLINA CODE STAFFING OR THEIR MATERIALS TO, TO ENCOURAGE PEOPLE IN BEAUFORT COUNTY TO CONNECT TO RESOURCES AVAILABLE FOR THEM TO LEARN CODING.

IS SOUTH CAROLINA CODE NOT, IS IT A GOVERNMENTAL ENTITY? I BELIEVE IT IS A PART OF GOVERNMENTAL STUFF.

SO IT IS, I WONDER IF IT'S FREE WHERE THEY'RE GETTING THEIR MONEY FROM.

UM, THAT PART IS NOT A PART OF THE MEMORANDUM.

UM, AND THEY APPROACHED US.

I CAN, I CAN FIND THAT REAL QUICK.

IS THIS IS A NEW, IS THIS A NEW, UH, MEMORANDUM OF UNDERSTANDING OR IS THIS A CONTINUING ONE? THIS IS NOT A, THIS IS NEW BRAND NEW.

OKAY.

YEAH.

LET ME PULL UP THEIR, UH, DEPART WORKFORCE.

OH, DOUBLE CHECK.

SO THEY'RE BUREAU COUNTY GOVERNMENT.

THEY'RE STATE, STATE, STATE GOVERNMENT.

OH, OKAY.

THANK YOU.

AND THEN THE OTHER IS A RENEWAL OF A MEMORANDUM OF IN OF AGREEMENT THAT WE HAVE WITH THE LOW COUNTRY LIBRARY FEDERATION.

A LOT OF PEOPLE DON'T KNOW THAT THIS RECIPROCAL AGREEMENT EXISTS BETWEEN THE UNIVERSITY OF SOUTH CAROLINA BEAUFORT CAMPUS LIBRARIES, THE TECHNICAL COLLEGE OF THE LOW COUNTRY CAMPUS LIBRARIES AND BEAUFORT COUNTY LIBRARY LOCATIONS.

UM, BUT AS YOU CAN SEE IN THE MEMORANDUM OF AGREEMENT, WE, UM, HAVE A LIST OF SEVEN ITEMS THAT WE AGREE TO BETWEEN, UM, OUR INSTITUTIONS TO ALLOW FOR RECIPROCAL RELATIONSHIP AND PRIVILEGES AT EACH OF OUR LIBRARY LOCATIONS.

AND THIS DOES REQUIRE THAT THE BOARD OF TRUSTEES CHAIR SIGN THE MEMORANDUM OF AGREEMENT.

SO WITH YOUR, UM, WITH AN, WITH A MOTION AND AN APPROVAL, UM, LYNN IS ABLE TO SIGN THAT TO CONTINUE THIS, UM, RECIPROCAL RELATIONSHIP WITH OUR LOCAL LIBRARY INSTITUTIONS.

MAY I HEAR A MOTION? SECOND.

ALL IN FAVOR? AYE.

OPPOSED? NO ONE.

OKAY.

THANK YOU.

I THINK I, WE TALKED ABOUT THIS AND I BELIEVE I'VE GOT A CONNECTION FOR YOU AS FAR AS, UM, I BELIEVE YOU CAN USE YOUR LIBRARY CARD AT, AT ANY OF THESE INSTITUTIONS, CORRECT? THAT IS CORRECT.

SOME OF THEM, ONE OR, UH, THE UNIVERSITY MAY REQUIRE THAT YOU GET AN ID CARD FROM THEM IN ADDITION TO THAT.

BUT, UM, ANYBODY CAN, CAN WALK IN, UTILIZE PUBLIC COMPUTERS, YOU UTILIZE RESEARCH RESOURCES THERE.

THE ONLY THING IT DOESN'T EXTEND TO IS THAT THE UNIVERSITY LIBRARIES HAVE AN INTER-LIBRARY LOAN AGREEMENT WITH OTHER INSTITUTIONS ACROSS THE STATE, AND YOU WOULDN'T BE ABLE TO BORROW THROUGH THAT CONSORTIUM.

UH, SOUTH CAROLINA CODES IS A PRIVATE NONPROFIT ORGANIZATION WITH STATE FUNDING.

OH, I DO I NEED A MOTION FOR THIS?

[01:00:01]

YOU HAVE? NO, I DON'T THINK SO.

OKAY.

YOU DON'T HAVE TO SIGN.

I GOT THAT.

MM-HMM.

.

ALL RIGHT.

WE'VE GOT THE SIGNATURES WE NEED.

ALWAYS HAPPY TO HAVE SOMEONE TELL ME WHAT'S GOING ON.

THANK YOU, .

OKAY.

UM, THE DIRECTOR'S EVALUATION WE WILL TALK ABOUT AT EXECUTIVE SESSION.

UM, LET'S SEE.

OH, I'VE TALKED ABOUT THAT ANNOUNCEMENTS.

OKAY.

WE HAVE SOME ANNOUNCEMENTS.

WE HAVE A BOARD RETREAT ON FRIDAY, JUNE THE SECOND AT THE ST.

HELEN BRANCH.

IT WILL BE FROM 10 UNTIL 12TH.

AND WE'LL HAVE SOME REFRESHMENTS AFTERWARDS AND A LITTLE SOCIAL HOUR IF YOU WOULD LIKE TO STAY.

UH, OUR NEXT MEETING IS FOR JULY THE 12TH AT 4:00 PM AT THE BLUFFTON BRANCH LIBRARY.

UM, AND THE FINANCE MEETING WILL BE AT THREE O'CLOCK AS WELL.

UM, WE'LL NOW GO INTO AN EXECUTIVE SESSION AND THEN THE EXECUTIVE SESSION.

UM, WE, WE DISCUSS EMPLOYMENT OR COMPENSATION OR SOME OF THE OTHER THINGS, BUT, UM, WE TAKE NO VOTES DURING THAT TIME.

ANYTHING THAT, IF ANYTHING, NEEDS A MOTION OR A VOTE THAT WILL BE DONE AFTERWARD, UM, DURING THAT WHEN WE REOPEN THE MEETING.

SO, UM, THANK YOU.

YOU NEED A MOTION TO GO INTO, OH, I NEED A MOTION TO GO INTO THAT.

SO MOVED.

OKAY.

AND SECOND.

OKAY.

AND, AND ALL IN FAVOR? AYE.

OPPOSED? OKAY.

AND SO WE WILL BE IN SESSION.

WE'RE GONNA BE OFF TV NOW, AND THE REST OF YOU MAY LEAVE FOR A LITTLE WHILE.

IT, IT'S BEAUTIFUL DAY OUT HERE, SUNNY TODAY WITH LIGHT BREEZES GIVING WAY TO CLOUDS IN THE AFTERNOON.

WE COULD SEE SOME LIGHT PRECIPITATION TO MODERATE PRECIPITATION LATER ON, FOLLOWED BY POWERFUL STORM LIGHT CONDITIONS.

EVERYONE STAY INDOOR.

WHAT'S IT? LET'S GO.

OKAY.

UM, I NEED A MOTION TO RECONVENE THE MEETING.

SECOND.

AYE.

SECOND HONOR FAVOR, AYE.

AYE.

UM, SO, UM, I NEED A MOTION TO APPROVE THE ANNUAL PERFORMANCE EVALUATION OF THE DIRECTOR, SECOND JOE.

ALL IN FAVOR? AYE.

UM, I'VE ANNOUNCEMENTS, RIGHT? UM, I WILL SEE ALL OF YOU I HOPE ON JUNE THE SECOND.

AND, UM, I'M NOT GONNA MOTION TO ADJOURN THE MEETING ADJOURNED.

I'M EMERY CAMPBELL AND THIS IS YOUR BEAUFORT.

COUNTY MOMENT.

THE MARSH TAI IS ONE OF THE MOST IMPORTANT ASSETS IN THE GULLAH CULTURE.

THE MARSH TAI WAS USED FOR PLOWING, FOR CARRYING PEOPLE TO CHURCH, AS WELL AS TO PULL WAGONS.

IT'S A BREED OF HORSE THAT WAS LEFT BY THE SPANISH IN THE 15 HUNDREDS, AND SINCE THAT TIME, IT HAS BEEN IN A BREAD.

MARSH TAI HAS A NARROW CHEST AND SLENDER LEGS, BUT IT'S VERY TOUGH HORSE.

AND BEFORE MODERN DEVELOPMENT, EVERY FAMILY HAD AT LEAST ONE MARSH TKI.

IT WAS LIKE A CAR OR A TRUCK TODAY.

AND SO WE HAVE ALWAYS ADMIRED THE MARSH TKI.

IT IS ALSO ONE OF THE ENTERTAINERS OF THE AREA BECAUSE WE HAD RACES WITH MARSH TAIS AT LEAST TWICE A YEAR.

TODAY, THE MARSH TAI HAS BEEN PRESERVED BY CERTAIN PEOPLE THROUGHOUT THE COUNTY, THROUGHOUT THE LOW COUNTRY AREA.

THIS IS EMORY CAMPBELL, AND THAT HAS BEEN YOUR BEAUFORT COUNTY MOMENTS.

TO SEE MORE BEAUFORT COUNTY MOMENTS GO TO THE BEAUFORT COUNTY LIBRARY HOMEPAGE AND CLICK ON THE LOCAL HISTORY TAB.

ALL RIGHT, COMING TO CHECK ON THE HONEY HORN BEEHIVES ON HILTON HEAD ISLAND, THE SMOKER IS NOTHING MORE THAN A FIRE POT WITH A BELLOWS LIKE A COAL FURNACE THAT PRODUCES A COOL WHITE SMOKE.

THAT SMOKE DOES TWO THINGS.

FIRST, BEES INSIDE THIS BEEHIVE.

THEY COMMUNICATE CHEMICALLY BETWEEN EACH OTHER.

THE BEES IN THE FRONT ARE GONNA RELEASE A SIGNAL CALLED A PHEROMONE THAT WARNS THE OTHER BEES INTRUDER IN THE HIVE.

THIS SMOKE WILL BLOCK THEM FROM BEING ABLE TO COMMUNICATE THAT WAY.

THE SECOND THING THE SMOKE DOES IS IT CAUSES THE BEES TO INGEST HONEY IN PREPARATION TO FLEE THE HIVE, BELIEVING THAT A FOREST FIRE IS COMING TO BURN THEIR COLONY DOWN.

THAT HONEY THAT THEY STORE IS THE RAW INGREDIENT THAT THEY USE TO PRODUCE BEES WAX TO MAKE NEW HONEYCOMBS IN THEIR NEXT LOCATION.

I HAVE ABOUT 60 HIVES ON THE ISLAND.

THOSE 60 HIVES ARE SPREAD OUT THROUGHOUT THE DIFFERENT PLANTATIONS HERE, WHERE THEY'RE TYPICALLY PUT ADJACENT TO THE FARMS THAT ARE WITHIN THE COMMUNITIES SO THAT THE BEES POLLINATE THOSE CROPS.

THEY'RE ONLY TWO HIVES IN THIS PARTICULAR A APIARY.

WE'VE LOST A NUMBER OF HIVES TO THE PESTS THAT ARE ENDEMIC NOW TO THE UNITED STATES, WHICH RANGE FROM VARO MITES, WHICH INTRODUCED VIRUSES INTO BEES, AS WELL AS SMALL HIVE BEETLES THAT CAME HERE FROM SOUTH AFRICA.

SO BEES ARE SUFFERING.

IT'S THE QUESTION THAT WE GET AT MOST FARMER'S MARKETS, WHAT'S HAPPENING TO THE BEES? AND THE ANSWER IS THERE'S A LOT THAT'S HAPPENING TO THE BEES.

I STARTED BEEKEEPING BACK IN 1988 AT CLEMSON UNIVERSITY.

I HAD THE OPPORTUNITY TO TAKE CARE OF FIVE BEEHIVES THAT WERE ABANDONED.

AND BEFORE I KNEW IT, MY ENTIRE HOUSEHOLD WAS FULL OF TWO LITER SOFT DRINK BOTTLES FULL OF HONEY.

I DIDN'T KNOW WHAT TO DO WITH ALL THE HONEY THAT I'D COLLECTED.

AND SLOWLY BUT SURELY OVER THE YEARS, UH, I BEGAN TO DEVELOP RELATIONSHIPS BOTH AT CLEMSON AND AT OTHER UNIVERSITIES AND THROUGH LOCAL BEEKEEPING AND NATIONAL BEEKEEPING ORGANIZATIONS.

LEARNING MORE AND MORE ABOUT BEES.

BEEKEEPING IS DIFFERENT THAN A LOT OF OTHER AGRICULTURAL PURSUITS, ESPECIALLY THE U S D A CONSIDERS BEES TO BE LIVESTOCK.

IF YOU LOOK AT OTHER LIVESTOCK LIKE SHEEP, HORSES, COWS, IF A COW IS LAME, YOU KNOW THERE'S SOMETHING WRONG WITH ITS LEG.

IF A HORSE HAS A COUGH, YOU KNOW THAT THERE'S SOMETHING WRONG WITH ITS RESPIRATORY SYSTEM.

WITH BEES, WHEN YOU LOOK INTO A BEEHIVE, YOU NEED TO BE ABLE TO READ THE HONEY COMBS AND THE CONDITION OF THE BEES.

AS YOU MOVE THROUGH THE COMBS, OBVIOUSLY PEOPLE ASSOCIATE THE PURSUIT OF BEEKEEPING WITH PRODUCTION OF HONEY.

TYPICALLY 50 TO 60 POUNDS OF HONEY PER BEEHIVE IS WHAT WE EXPECT HERE.

OTHER PRODUCTS OF THE BEEHIVE INCLUDE BEES WAX, WHERE YOU CAN MAKE SKIN CREAMS AND CANDLES AND OTHER THINGS FROM THE BEES WAX.

THERE'S ALSO ANOTHER PRODUCT FROM THE BEEHIVE CALLED ROYAL JELLY THAT'S HARVESTED FROM THE PRODUCTION OF QUEEN HONEY BEES HAS A LOT OF HEALTH BENEFITS.

ANOTHER PRODUCT IS CALLED PROPOLIS.

BEES DON'T HAVE AN IMMUNE SYSTEM WITH WHITE BLOOD CELLS LIKE YOU AND I DO.

SO THE BEES GO OUT INTO THE ENVIRONMENT AND FIND MEDICINAL PLANT RESINS AND BALSAMS

[01:10:01]

AND BRING THOSE BACK TO THE BEEHIVE AND ESSENTIALLY SHELLAC THE ENTIRE HIVE WITH THAT MATERIAL, CREATING AN EXTERNAL IMMUNE SYSTEM, IF YOU WILL.

AND THEN, UH, ONE OF THE OTHER INTERESTING PRODUCTS THAT BEES PRODUCE IS ACTUALLY BEE VENOM.

UH, HONEY BEES ARE NOT NATIVE INSECTS.

THERE ARE HUNDREDS OF NATIVE BEES TO NORTH AMERICA, INCLUDING A LOT OF THE BUMBLEBEES, BUT HONEY BEES THEMSELVES ARE FROM EUROPE.

THEY WERE FIRST BROUGHT TO CONTINENTAL NORTH AMERICA, NOT TO JAMESTOWN, WHERE A LOT OF PEOPLE DESCRIBED THEM AS COMING IN, BUT THEY WERE BROUGHT TO SANTA ELENA OUT ON PARIS ISLAND.

THE FIRST SETTLEMENT IN THIS AREA THAT THE SPANISH SETTLED IN 1564 BEES BY THE TIME JAMESTOWN WAS SETTLED IN 1622, WERE ALREADY 200 MILES INLAND, 200 MILES NORTH, AND 200 MILES SOUTH.

THEY HAD SPREAD OUT AND SET UP A BIG FOOTPRINT IN NORTH AMERICA.

THEY LIKED IT HERE, UH, AND THERE WERE ESSENTIAL TO THE COLONISTS OF THAT PERIOD IN TIME, NOT JUST FOR THE SUGAR THAT THEY PRODUCED IN THE FORM OF HONEY, BUT ALSO FOR THE BEES WAX THAT YIELDED CANDLES FOR THEIR HOMES.

A LOT OF BEEKEEPERS ARE PASSIONATE.

A LOT OF BEGINNING BEEKEEPERS DON'T REALIZE HOW MUCH WORK IS INVOLVED IN BEEKEEPING.

WE END UP WITH ABOUT A ONE THIRD TO ONE HALF RETENTION RATE OF ALL THE NEW BEEKEEPERS WE TRAIN IN B SCHOOL BECAUSE THEY REALIZE THEY CAN'T SIMPLY PUT BEES IN THEIR BACKYARD AND EXPECT THEM TO SURVIVE.

SO THE PASSION THAT'S REQUIRED NEEDS TO LATCH ONTO ONE OF THE SPECIALTIES WITHIN BEEKEEPING THAT MAY INTEREST YOU.

IT COULD BE ENTOMOLOGY, WHICH IS THE STUDY OF INSECT.

IT COULD BE WOODWORKING, BUILDING ALL THE DIFFERENT BOXES AND EQUIPMENT THAT WE USE WITHIN BEEKEEPING.

IT COULD BE A PASSION FOR FOOD WHERE YOU REALLY LOVE TO WORK WITH HONEY AND THE OTHER BYPRODUCTS THAT YOU CAN MAKE FROM HONEY LIKE WINE.

IT COULD BE A PASSION FOR BOTANY WHERE YOU WANT TO POLLINATE, SAY, THE GARDEN CROPS THAT YOU'RE GROWING.

SO IT REALLY COULD BE A GARDENING PASSION, BUT ONE OR MORE OF THOSE PASSIONS COMBINED TO MAKE SOMEONE A BEEKEEPER IN A WAY THAT YOU'RE WORKING WITH YOUR BEES TOWARDS AN END.

SOME BEEKEEPERS WORK TO PRODUCE HONEY.

OTHERS WORK, SAY FOR INSTANCE, ON ST.

HELENA ISLAND TO POLLINATE WATERMELONS, CANTALOUPE AND OTHER KIRKS THAT ARE, UH, PRODUCED OUT THERE IN ST.

HELENA.

SO IT DEPENDS ON WHAT YOUR PASSION IS AS TO WHETHER YOU PURSUE ONE OR MORE OF THOSE IDEAS OF HONEY PRODUCTION POLLEN PRODUCTION B PRODUCTION POLLINATION A LOT OF DIFFERENT ARENAS THAT YOU CAN BE INVOLVED IN.

HAND WASHING IS ONE OF THE MOST IMPORTANT WAYS YOU CAN KEEP FROM GETTING SICK AND SPREADING GERMS TO OTHERS.

DIRTY HANDS SPREAD DISEASE.

THIS HAND WASHING DEMONSTRATION WILL SHOW YOU HOW HAND WASHING CAN GET RID OF GERMS AND CHEMICALS THAT GET ON OUR HANDS EVERY DAY.

THIS GEL IS LIKE THE GERMS AND CHEMICALS THAT WE GET FROM THINGS WE TOUCH THROUGHOUT THE DAY, LIKE OUR TOYS AND PETS.

IF WE THEN RUB OUR EYES, NOSE, OR MOUTH, OR PICK UP SOMETHING TO EAT, THE GERMS OR CHEMICALS CAN GET INTO OUR BODIES AND MAKE US SICK.

STUDIES HAVE SHOWN THAT PEOPLE TOUCH THEIR EYES, NOSE AND MOUTH ABOUT 25 TIMES EVERY HOUR WITHOUT EVEN REALIZING IT.

TO GET RID OF THESE GERMS AND CHEMICALS, CDC RECOMMENDS YOU FOLLOW THESE EASY STEPS EVERY TIME YOU WASH YOUR HANDS.

WET, LATHER, SCRUB, RINSE AND DRY.

WE'RE GOING TO SHOW YOU THE RIGHT WAY TO DO EACH STEP.

FIRST, WET YOUR HANDS WITH CLEAN RUNNING WATER.

TURN OFF THE TAP AND APPLY SOAP.

THEN LATHER YOUR HANDS BY RUBBING THEM TOGETHER WITH THE SO BE SURE TO LATHER THE BACKS OF YOUR HANDS BETWEEN YOUR FINGERS AND UNDER YOUR NAILS.

SCRUB YOUR HANDS FOR AT LEAST 20 SECONDS.

IF YOU DON'T HAVE A CLOCK NEARBY, KEEP SCRUBBING UNTIL YOU'VE SUNG THE HAPPY BIRTHDAY SONG TWICE.

RIN YOUR HANDS WELL UNDER CLEAN RUNNING WATER.

DRY YOUR HANDS USING A CLEAN TOWEL, ELECTRIC HAND DRYER OR AIR DRYER.

WASHING YOUR HANDS USING THE STEPS WE JUST DEMONSTRATED IS VERY IMPORTANT TO GET HANDS COMPLETELY CLEAN.

LET'S SEE HOW WELL WE GOT RID OF THE GERMS AND CHEMICALS.

GREAT.

NO MORE GERMS AND CHEMICALS.

WHY IS THIS SO IMPORTANT? GERMS AND CHEMICALS FROM UNWASHED HANDS CAN GET INTO OUR FOODS AND DRINKS WHEN THEY'RE BEING PREPARED OR WHEN WE'RE EATING OR DRINKING THEM, WHICH CAN MAKE

[01:15:01]

US SICK.

ALSO, GERMS AND CHEMICALS FROM UNWASHED HANDS CAN BE TRANSFERRED TO OTHER OBJECTS LIKE CELL PHONES, TABLETOPS OR TOYS, AND THEN TRANSFERRED TO OTHER PEOPLE'S HANDS.

THAT'S WHY IT'S SO IMPORTANT TO WASH YOUR HANDS FOLLOWING THESE STEPS, WET LATHER, SCRUB PRINTS, AND DRY SO YOU CAN STAY HEALTHY AND HELP KEEP THOSE AROUND YOU HEALTHY.

JOE, GOOD TO SEE YOU, DALE.

GOOD TO SEE YOU, SHERIFF.

UH, I WE'RE, WE'VE GOT A LOT TO TALK ABOUT AND WE'RE GONNA TRY TO TALK ABOUT IN A, ALL OF THIS IN A VERY SMALL KIND OF PRESENTATION TO THE GENERAL PUBLIC ABOUT WHAT WE WANT TO DO.

OKAY.

UH, IF Y'ALL REMEMBER, UH, WE STARTED WORKING ON A NEW SCHOOL RESOURCE OFFICER OPPORTUNITY LAST YEAR, UM, BECAUSE WE KNEW, AND WE HAVE KNOWN THAT TRYING TO RECRUIT LAW ENFORCEMENT OFFICERS TO BE CLASS ONE CERTIFIED, WHICH IS WHAT THE STATE REQUIRED.

YES.

UH, YOU KNOW, TO BE IN OUR SCHOOLS AS SCHOOL RESOURCE OFFICERS, WHICH ARE, IS, IS A SPECIAL, I THINK WE ALL AGREE THAT THAT IS REALLY A SPECIAL CANDIDATE, UH, THAT WE CONSIDER TO BE THAT CLOSE AN ASSOCIATION TO OUR KIDS.

YES.

UM, AND, BUT WE KNOW THE IMPORTANCE OF THE SCHOOL RESOURCE OFFICER PROGRAM BECAUSE OF THE SAFETY FACTORS IT CREATES, NOT ONLY IN OUR SCHOOLS, BUT WHAT OUR WHAT OUR COMMUNITIES AS WELL, BECAUSE THE SCHOOL IS A MELTING POT OF THE COMMUNITIES THAT WE SERVE.

SO HAVING THAT RIGHT PERSON IN THAT JOB AND THAT ROLE TO PROVIDE SECURITY TO OUR KIDS LEADERSHIP, TO OUR KIDS, UH, AND GIVING THE CONFIDENCE TO THE STAFF TO WORK INTO SCHOOLS, I MEAN, IT'S IMPORTANT TO FIND THAT RIGHT PERSON.

SO IT'S DIFFICULT TO FIND A CLASS ONE AND A CLASS ONE LAW ENFORCEMENT OFFICER, FOR THOSE THAT DON'T KNOW, IS ONE THAT GOES TO THE ACADEMY FOR 12 WEEKS, SPENDS 12 WEEKS FOR THE MOST PART IN COLUMBIA.

WE DO SOME OF THE TRAINING HERE LOCALLY, BUT EVERYTHING ELSE, UH, HAS TO BE DONE IN COLUMBIA.

AND THERE ARE A LOT OF PEOPLE THAT WE'RE TRYING TO ATTRACT TO BE SCHOOL RESOURCE OFFICERS THAT REALLY DON'T WANT TO GIVE UP THEIR LIFE AND THEIR FAMILY TO GO TO COLUMBIA AND GO THROUGH BOOTCAMP TO BE A CLASS ONE LAW ENFORCEMENT OFFICER.

SO I HAD OUR TRAINING STAFF PUT TOGETHER A TRAINING SYLLABUS FOR A, WHAT WE CALL A CLASS THREE, UH, AND IT WAS A CLASS THREE DESIGNATION FOR SCHOOL RESOURCE OFFICER.

WHAT THAT DID IS IT ALLOWED US TO CREATE A TRAINING SYLLABUS THAT WE COULD TAKE A PERSON, UM, YOU KNOW, OF, OF ANY AGE, UH, AND THAT WE WOULD BRING 'EM INTO LAW ENFORCEMENT ENVIRONMENT, YOU KNOW, WOOD BLUFFTON OR BEAUFORD OR PORT ROYAL OR THE SHERIFF'S OFFICE.

UH, AND WE WOULD TRAIN THEM HERE IN BEAUFORT COUNTY.

ALL OF THEIR TRAINING WOULD BE DONE RIGHT HERE.

UH, IT WOULD BE EIGHT WEEKS, MAYBE A LITTLE MORE THAN EIGHT WEEKS OF TRAINING.

UH, WE WOULD LIKE TO START THIS, UH, OUR FIRST CLASS.

WE'D LIKE TO START IT IN JUNE.

UH, THAT WAY WE CAN GET 'EM THROUGH THE PROGRAM AND BE READY FOR DEPLOYMENT, UH, WHEN SCHOOL STARTS IN AUGUST.

UH, I, I THINK IT'S AN AWESOME PROGRAM.

WE, WE, WE SENT THE TRAINING SYLLABUS TO THE ACADEMY THAT TRAINS ALL OF OUR LAW ENFORCEMENT IN SOUTH CAROLINA.

THEY APPROVED IT, UH, WITH THE BLESSING OF THE SOUTH CAROLINA TRAINING COUNCIL.

SO WE ARE READY TO GET THIS THING MOVING AND GET IT STARTED.

AND I THINK FOR US, WE JUST NEED TO KIND OF TELL OUR CITIZENS, YOU KNOW, WHO ARE WE LOOKING FOR? UH, THE ROLE IS SCHOOL RESOURCE OFFICER.

IT'S A CLASS THREE LAW ENFORCEMENT DESIGNATION.

UH, IT'S A UNIFORM POSITION, IT'S AN ARMED POSITION.

UH, THEY HAVE ARREST POWERS, UH, AND THEY HAVE ALL THE POWERS OF ANY OTHER LAW ENFORCEMENT OFFICER ON THE SCHOOL GROUNDS, UH, THAT THEY'RE ASSIGNED TO.

SO WHAT DO YOU THINK, JOE, SHERIFF? I THINK IT'S A GREAT IDEA, AND THANK YOU FOR TAKING LEAD ON THIS.

UM, WE HAVE

[01:20:01]

FOUR ELEMENTARY SCHOOLS IN BLUFFTON THAT CURRENTLY ARE NOT STAFFED BY CLASS THREE OR HIGHER OFFICERS.

AND I THINK THAT THIS PROGRAM IS GONNA ATTRACT PEOPLE TO THESE POSITIONS AND IT'S GONNA PROVIDE MORE OF A SECURITY BLANKET FOR OUR SCHOOLS TO INCLUDE OUR ELEMENTARY SCHOOLS.

SO WE'RE DEFINITELY EXCITED ABOUT IT.

WE'RE EXCITED TO BE PART OF IT.

SO THANK YOU.

DALE.

WHO, WHO DO WE WANT TO ATTRACT? I THINK WE'VE GOT A, WE'VE GOT AN ENORMOUS NUMBER OF RETIRED MILITARY FOLKS HERE MM-HMM.

THAT ARE ABLE TO RETIRE FAIRLY YOUNG AND MAY BE LOOKING FOR THAT JOB.

THEY MAY HAVE CHILDREN IN OUR SCHOOLS AND WITH THE, WITH THE PROGRAM THAT YOU WERE ABLE TO PUT TOGETHER.

UM, THEY'LL BE HOME WHEN THEIR CHILDREN ARE HOME, NOT IN SCHOOL.

AND, UM, AND I'VE ALWAYS SAID, YOU AND I HAVE HAD THIS CONVERSATION, SHERIFF, WE NEED TO GET INTO ELEMENTARY SCHOOL IF WE, IF WE WAITED UNTIL HIGH SCHOOLS WERE TOO LATE.

SO I, IT'S A GREAT PROGRAM.

I'M, I'M GLAD THAT YOU TOOK THE LEAD ON IT.

UM, I'M EXCITED TO SEE IF WE CAN GET SOME PEOPLE IN, BUT I REALLY THINK THE YOUNG RETIRED MILITARY PEOPLE, OR THEY'RE JUST MADE FOR THIS, YOU KNOW, AND WE'VE GONE THROUGHOUT OUR CAREERS, UH, IN THE COUNTY OF BEAUFORT AND WE'VE HAD CONVERSATION AFTER CONVERSATION WITH DIFFERENT PEOPLE THAT SAY, YOU KNOW, I'M RETIRED, I'D LIKE TO FIND SOMETHING TO DO.

AND THEN YOU START TALKING TO 'EM AND THEY'RE A RETIRED TEACHER OR RETIRED LAW ENFORCEMENT, RETIRED FIRE DEPARTMENT, RETIRED MILITARY, RETIRED BANKERS, RETIRED, I MEAN, RETIRED, THIS, THAT, AND THE OTHER.

AND THEY'RE STILL, STILL AT A AGE THAT THEY COULD, UM, THEY COULD DO THIS JOB WITH NO PROBLEM AT ALL OF ANY KIND.

UM, AND THOSE ARE THE ONES THAT, THAT I'D LIKE TO SEE.

YES, I'D LIKE TO SEE, UH, THOSE THAT ARE STILL, THAT STILL FEEL LIKE THEY CAN MAKE A DIFFERENCE, THAT MAYBE HAVE ALWAYS LOOKED AT LAW ENFORCEMENT AS BEING A JOB, BUT BECAUSE OF THE PAY AND BECAUSE OF THE, YOU KNOW, THE WORKING CONDITIONS AND FAMILIES AND, AND ALL THAT, THEY JUST DIDN'T WANNA DO IT.

BUT HERE IS AN OPPORTUNITY, UH, TO MAKE $45,000 A YEAR STARTING PAY TO WORK BASICALLY THE SCHEDULE OF THE TEACHING AND SUPPORT STAFF OF THE SCHOOL DISTRICT, WHICH IS A PRETTY GOOD SCHEDULE.

IT IS, UH, TO HAVE BENEFITS, UH, TO BE IN THE RETIREMENT SYSTEM AND TO BE ABLE TO BRING THEIR MATURITY, UH, THEIR LIFE EXPERIENCE AND, AND, YOU KNOW, TO, TO ELEMENTARY SCHOOL AGE KIDS WHO WILL BENEFIT GREATLY FROM JUST HAVING THAT OPPORTUNITY TO SOCIALIZE AND BE AROUND, UH, THESE FOLKS THAT BRING A LOT TO THE TABLE.

AND I, WE, IN OUR COMMUNITIES, YOU TAKE BLUFFTON AND BEAUFORT AND, AND IN THE COUNTY AND THEN IN PORT ROYAL, THOSE PEOPLE ARE HERE.

THEY ARE.

AND THEY'RE LOOKING FOR THINGS TO DO.

AND I JUST THINK THIS IS AN AWESOME OPPORTUNITY FOR THEM TO, YOU KNOW WHAT, JUST DO IT KIND OF LIKE NIKE.

LET'S JUST DO IT.

UH, YOU KNOW, I THINK IT'S, THE TRAINING IS, I THINK THEY'LL ENJOY THE TRAINING.

AGAIN, IT'S ALL DONE RIGHT HERE.

THEY, THEY'LL STAY AT HOME, THEY'LL SLEEP IN THEIR OWN BED, THEY'LL HAVE THEIR OWN PILLOW, AND THEN THEY CAN COME TO TRAINING.

AND ONCE THEY'RE CERTIFIED, UH, THEN THEY'LL START THE SCHOOL YEAR, UH, AUGUST OF THIS YEAR.

SO, I MEAN, I KNOW YOUR COMMUNITY REPRESENTS THAT OPPORTUNITY AS WELL.

YES.

YOU KNOW.

SO WHAT ELSE, WHAT ELSE YOU THINK THIS, UM, THIS PROGRAM'S GONNA DO IN TOTALITY FOR WHAT WE'RE TRYING TO ACCOMPLISH? I THINK, I THINK THIS PROGRAM, ONE WILL BE ABLE TO GET US OVER THE TOP.

I THINK WE'LL BE ABLE TO GET, WE'LL BE ABLE TO GET A POLICE OFFICER IN EVERY SCHOOL IN BUFORD COUNTY, WHICH IS IMPORTANT.

A POLICE OFFICER.

AND I, AND I, AND YOU KNOW, WE, WE'VE TALKED ABOUT THIS.

THERE'S A LOT OF TRAINING THAT GOES ALONG WITH THIS JOB.

THERE IS, YOU KNOW, THIS IS NOT A SECURITY OFFICER.

NO.

THIS IS A LAW ENFORCEMENT OFFICER, UH, THAT'S GONNA BE WELL TRAINED, UH, IN THIS.

AND I, I THINK THAT AT THE END OF THE DAY, THAT'S, IT'S EXTREMELY IMPORTANT.

AND I THINK WITH THE YOUNG CHILDREN TARGETING THE RETIREES, WHETHER THEY'RE RETIRED TEACHERS, RETIRED MILITARY IS IMPORTANT.

THEY'VE GOT THE LIFE EXPERIENCE FOR THE, FOR THE ELEMENTARY SCHOOLS.

AND, AND TO GET THAT STARTED OFF.

SO I THINK HOW, HOW MANY, HOW MANY OPENINGS DO YOU HAVE FOR THIS PROGRAM? FOR THIS PROGRAM? WE, WE ONLY HAVE TWO CURRENTLY.

POSSIBLY A THIRD COMING ON BOARD.

I'VE GOT NINE.

YEAH.

JOE, I HAVE FOURS.

SO, I MEAN, IN TOTAL, AND HERE'S THE THING.

IT, IT DOESN'T MATTER IF YOU WORK AT THE CITY OF BEAUFORT OR THE TOWN OF BLUFFTON, UH, OR PORT ROYAL, OR FOR THE SHERIFF'S OFFICE.

YOU KNOW, WE WANT YOU TO COME TO WORK YES.

IN LAW ENFORCEMENT, TO BE A CLASS THREE S R DOESN'T MATTER WHERE YOU GO, DOESN'T MATTER WHO YOU ARE EMPLOYED BY.

THE PAY IS GONNA BE THE SAME.

THE WORK ENVIRONMENT'S BASICALLY THE SAME.

THERE MAY BE A DIFFERENCE IN UNIFORM THAT YOU WEAR AT THE SCHOOL THAT YOU'RE ASSIGNED TO, UH, THE PAY.

I MEAN, EVERYTHING IS GOING TO BE BASICALLY THE SAME.

SO ALL WE WANT PEOPLE TO DO IS PUT THEIR APPLICATIONS IN, GIVE US THE OPPORTUNITY TO SIT DOWN AND EXPLAIN THE PROGRAM

[01:25:01]

IN DETAIL.

AND IF YOU REALLY HAVE AN INTEREST IN IT, UH, THEN LET'S, LET'S, LET'S GET STARTED.

WHAT DO YOU THINK, JOE? YEAH.

AND, AND ONE THING THAT I WANT TO HIT ON IS THIS PROGRAM IS IMPORTANT AND, AND REASON BEING IS NONE OF OUR KIDS SHOULD FEEL AFRAID GOING TO SCHOOL.

UM, THEY SHOULD BE GOING TO SCHOOL TO LEARN AND NOT WORRYING ABOUT THEIR SAFETY.

UM, AND WHAT THIS DOES IS THIS PROVIDES ANOTHER LAYER OF SAFETY FOR ALL OF OUR SCHOOLS, ESPECIALLY ELEMENTARY SCHOOLS.

UM, IT ALSO PROVIDES PEOPLE WITH AN OPPORTUNITY TO MENTOR THESE YOUNG MEN AND WOMEN MM-HMM.

, UH, AS THEY'RE COMING UP THROUGH THE SCHOOL SYSTEM.

AND SO, LIKE THE SHERIFF SAID, IF YOU TRULY WANT TO MAKE A DIFFERENCE, UH, THIS IS A POSITION THAT YOU REALLY, REALLY WILL BE MAKING A DIFFERENCE.

I'M LOOKING FORWARD TO IT.

I JUST HOPE THE APPLICATIONS START POURING IN.

AND IF YOU GET MORE THAN THEN YOU NEED THEN, AND, AND WE NEED TO GO TO BEAUFORT OR WE NEED TO GO TO, UH, THE, THE SHERIFF'S OFFICE OR, OR PORT ROYAL.

WE JUST NEED, WE NEED TO PUT THESE PEOPLE TO WORK.

WE NEED TO FILL THESE VACANCIES, UH, AND LET'S MAKE OUR SCHOOLS IN BEFOR COUNTY AS SAFE AS THEY POSSIBLY CAN.

ABSOLUTELY.

ABSOLUTELY.

AND I THINK THE UNIQUENESS OF THIS PROGRAM, THESE OFFICERS WILL BE TRAINED BY PEOPLE THAT HAVE CHILDREN IN THESE SCHOOLS.

THEY HAVE THE SAME DESIRES, THE OUTCOMES THAT WE'RE LOOKING FOR.

SO I'M, I'M LOOKING FORWARD, LOOKING FORWARD TO IT.

WELL, I MEAN, THE GREAT THING ABOUT IT IS THAT WE ARE, WE WILL BE DOING THE TRAINING TOGETHER.

YES.

IF YOU GET, IF YOU GET, IF YOU HIRE ONE OR TWO AND YOU HIRE FOUR, AND YOU KNOW, AND I CAN FILL THE NINE THAT WE NEED, WE'RE ALL GONNA BE TRAINING TOGETHER.

YES.

SO THIS IS GONNA BE ONE TRAINING SYLLABUS TO BENEFIT, UH, THE SCHOOL RESOURCE OFFICER PROGRAM.

I MEAN, THIS IS GOING TO BE, THIS, THIS PROGRAM IS FOR SOUTH CAROLINA AS A WHOLE.

THIS IS NOT JUST FOR BEAUFORT COUNTY.

BUT I'M EXCITED THAT WE'RE GOING TO START THIS AND INITIATE, YOU KNOW, THE SRO CLASS THREE POSITION HERE IN BEAUFORT COUNTY.

AND WE'RE GONNA SHOW THE STATE IT WORKS.

AND THE GREAT THING ABOUT THE TRAINING TOGETHER, SHERIFF, IS YOU'RE CREATING A NETWORK BEFORE YOU EVEN GET STARTED.

SO YOU'RE GOING TO KNOW PEOPLE FROM DIFFERENT SCHOOLS WHERE IF YOU CAN RUN INTO A PROBLEM, YOU HAVE SOMEBODY ELSE THAT YOU CAN CALL AND GET SOME ADVICE OR TALK TO THEM ABOUT THINGS GOING ON IN THEIR SCHOOL AND CURRENT TRENDS THAT ARE HAPPENING IN THEIR SCHOOL.

SO IT'S A GREAT COLLABORATION OF ALL THREE DEPARTMENTS IN THE ENTIRE COUNTY GETTING TOGETHER, BECAUSE HAVING THAT NETWORK AND PEOPLE THAT YOU CAN RELY ON FOR ADDITIONAL ADVICE IS INVALUABLE.

WELL, I TELL YOU WHAT, I MEAN, I WANT, I WANT PEOPLE TO BE ABLE TO, TO MAKE THOSE PHONE CALLS OR GO ONLINE AND RESEARCH, YOU KNOW, UH, JUST THE, THE, THE CLASS THREE SRO, UH, THROUGH ALL AGENCIES.

SO I THINK, LINDSAY, IF WE CAN, I MEAN, AT THIS POINT, I THINK IF WE PUT THAT INFORMATION ON THIS VIDEO FOR BLUFFTON, BEAUFORT, PORT ROYAL, AND THE SHERIFF'S OFFICE WEBPAGE AND PHONE NUMBERS, UH, I THINK WE'LL HOPEFULLY WE'LL START GETTING CALLS.

ABSOLUTELY.

THAT SOUND GOOD TO Y'ALL? YES, SIR.

ALL RIGHT.

LET'S GET IT DONE.
