THERE ARE CURRENTLY 24 ACTIVE SHORT TERM RENTALS IN THE HISTORIC DISTRICT IS APPROXIMATELY FOUR SQUARE MILES. THE PROPOSAL BY THE DEFENSE HOUSING COUNCIL WE BELIEVE WILL AFFECT THE POOREST GROUP OF PEOPLE THAT LIVE ON FIRST ALL SUBDIVISION. ALL THE SUBDIVISIONS HAVE WAYS THAT WILL BE EXEMPT FROM THE RULES. THESE WILL INCLUDE SUBDIVISION IN THE HISTORIC DISTRICT. SO LET ME EXPLAIN. THE COUNCIL SAID THEY DO NOT WANT LARGE INVESTORS COMING IN AND TURNING THE ISLAND INTO A MINI CAMP BUT LARGE INVESTORS COULD BUY TRACTS OF LAND, TURN THEM INTO SUBDIVISIONS AND FOR FORM ARCHWAYS THAT WILL ALLOW STARS THEIR STARS TO BYPASS THE RULES BEFORE YOU. I BELIEVE MY POSITION ON THE ISSUE IS THE REASON WHY I WAS THE SECOND HIGHEST VOTE GETTER AFTER JOHN OUT OF SIX CANDIDATES. I ALSO STRONGLY SUPPORTED OPEN MEETINGS AND A TRANSPARENT PROCESS WITH WHICH QUITE HONESTLY HAD BEEN LACKING OVER THE PAST COUPLE OF YEARS. LAST MONTH I WAS INVITED BY A GROUP OF TO A MEETING WITH COUNCILMAN MARK LAWSON TO DISCUSS THE SDR ISSUE. MR. LAWSON RECOMMENDED THE BEST WAY TO APPROACH THE ISSUE WAS THROUGH THE THE FIRST YEAR ISLAND COUNCIL A MONTHLY THAT IS HELD THAT WAS HELD THAT DAY WHICH WAS WHEN I SPONSORED A MOTION TO CHANGE THE COUNCIL'S POSITION ON THE SDR ISSUE. IN OTHER WORDS, THE MOTION SUPPORTED CONDITIONAL USE PERMITTING INSTEAD OF SPECIAL USE PERMANENT. I HAVE GIVEN A COPY OF THAT MOTION. THE NEXT MORNING THE CHAIRMAN THEN NOTIFIED ALL COUNCIL MEMBERS THAT I HAD VIOLATED THE COUNCIL'S CODE OF ETHICS BECAUSE I SUPPOSEDLY HAD FINANCIAL INTEREST IN THE ISSUE BECAUSE ONE OF MY JOBS WAS DRIVING A TRANSPORTATION VAN FOR MY DAD'S BUSINESS. MY BUSINESS. HE THREATENED ME WITH REMOVAL FROM THE COUNCIL WHEN MY FELLOW COUNCIL MEMBER TAYLOR MORAN DISAGREED, THE CHAIRMAN THEN THREATENED HER WITH REMOVAL BECAUSE OF OF HER JOBS AS CLEANING HOUSES INCLUDING A FEW STORES. AND THE TRUTH IS EVERY COUNCIL MEMBER EXCEPT JOHN CHARTER EARNS INCOME FROM VACATION GUESTS INCLUDING THE CHAIRMAN WHO SELLS BOOKS AND GIVES TOURS TO TOURISTS. AND SO WITH THIS WE WORKING WITH COUNTY AS I SAID SOUTH CHINA SEA GRANT, SOUTH CAROLINA DNR AND THE SPACE AND NATIONAL RESEARCH RESERVE COLLEGE OF CHARLESTON AS WELL AS UNIVERSITY OF SOUTH CAROLINA. AND SO WHAT DO I BY SEA LEVEL RISE IMPACTS BENEATH OUR FEET? SO THIS IS PRIMARILY GOING TO BE TALKING ABOUT SEA LEVEL RISE AND CLIMATE CHANGE BUT ALSO AFFECTING OUR GROUNDWATER AND OUR GROUNDWATER LEVELS. SO AT THIS LEVEL OH SORRY. NEXT SLIDE PLEASE. SO AS WE SEE HERE, THIS IS OUR FORT POLASKI TIDE GAUGE. THIS IS THE CLOSEST YOU KNOW, A TIE GAUGE TO THIS REGION AND WAS INSTALLED IN THE LATE 1930S AND SINCE 1930 WE CAN SEE IT HAS BEEN ABOUT A FOOT OF SEA LEVEL RISE AND THAT RATE OF SEA LEVEL RISE IS ALSO INCREASING. AND SO NOT ONLY ARE WE EXPECTING MORE SEA LEVEL RISE SEA LEVEL WE'RE EXPECTING IT TO BE FASTER AND THIS IS NOT ONLY AFFECTING THE LAND THAT WE SEE ,THIS IS AGAIN AFFECTING OUR GROUNDWATER AS WELL. NEXT SLIDE PLEASE. SO HERE WE HAVE THE TIDAL PREDICTIONS OF TIDAL INDUCED BASED OFF OF THIS FORT PULASKI GAUGE AND SO THE TEAL OR LIGHT BLUE COLOR IS THE PREDICTED NUMBER NUMBER OF DAYS OF TIDAL FOR THE NEXT 100 YEARS OR SO THE DARK BLUE IS GOING TO BE THE NUMBER OF TIDAL FLOODS BASED OFF OF THE INTERMEDIATE EMISSION WHEREAS THE LIGHT BLUE IS THE INTERMEDIATE LOW AND THE BOTTOM GRAPH HERE IN THE ORANGE IS THE NUMBER OF ACTUAL DAYS OF TIDAL DRIVEN FLOODING WITHIN THE AREA. SO WHAT WE CAN SEE HERE IS THAT NOT ONLY ARE WE GOING TO HAVE THIS EXPONENTIAL INCREASE REGARDLESS OF THE INTERMEDIATE OR THE INTERMEDIATE LOW, WE ARE SEEING INCREASES IN TIDAL FLOODING IN THE AREA. SO AGAIN THIS IS OUR TIDAL DRUM AND FLOODING THAT WE'RE SEEING ON OUR SURFACE WATERS AND AND THESE ARE LOW LEVEL IMPACT FLOODS WHERE WATER IS COMING UP OUT OF OUR DRAINS AND LIKELY FLOODING ALL OF OUR ROADS. NEXT SLIDE PLEASE. SO ANOTHER CONSIDERATION THAT WE HAVE DUE TO CLIMATE CHANGE EFFECTS IS GOING TO BE WHAT WE COMMONLY CALL RAIN BOMBS. SO THIS IS NOT NECESSARILY SCIENTIFIC TERM BUT YOU ALL MIGHT HAVE EXPERIENCED THIS AND SO THIS IS INTENSIVE RAINSTORM WE'VE SEEN ABOUT IT IN NEWS OR FORT LAUDERDALE LAST MONTH OF JUST A VERY STORM. SO THAT STORM IS BEYOND WHAT A TYPICAL BOMB IS. BUT THESE ARE GOING TO BE YOUR HIGH INTENSITY RAINSTORMS AND THUNDERSTORMS THAT SIT OVER AN AREA AND DUMP WATER. SO NOT ONLY IS THIS A PROBLEM FOR OUR GROUNDWATER THIS IS ALSO LIKE SEA LEVEL RISE INCREASING DUE TO CLIMATE CHANGE AND SO WE HAVE SO WE HAVE BOTH EFFECTS OF GROUNDWATER DUE TO SEA LEVEL RISE AS WELL AS GROUNDWATER FROM THIS INCREASING RAIN AND PRECIPITATION. NEXT SLIDE PLEASE. SO THIS WHAT DOES THIS MEAN FOR OUR UNDERGROUND INFRASTRUCTURE AND SO MANY PEOPLE IN THE COUNTY MANY ALONG COASTAL SOUTH CAROLINA ARE GOING TO BASED OR USING SEPTIC TANKS OR SEPTIC SYSTEMS. AND SO HOW A SEPTIC SYSTEM WORKS IS THAT A SEPTIC TANK WILL COLLECT SEWAGE AND THEN WILL SLOWLY DISTRIBUTE THE SEPTIC INTO A DRAIN FIELD AND THAT DRAIN FIELD THEN DECOMPOSES AND TAKES CARE OF THE SEPTIC SEWAGE. BUT WHEN WE HAVE GROUNDWATER RISING THAT AREA LESS ABILITY TO ACTUALLY MANAGE AND MITIGATE THE SEPTIC SYSTEM SO. THIS WILL CAUSE OUTFLOW OF MORE NUTRIENTS INTO OUR WATERS AS WELL AS CAUSE PROBLEMS WITH SEPTIC RISING TO THE SURFACE BECAUSE THE WATER IS COMING UP AS WELL. AND SO WE HAVE IMPACTS WHERE PEOPLE HAVE SEEN SEPTIC IN BACKYARDS AS WELL AS THERE HAS BEEN EVIDENCE OF WATER BEING AFFECTED BY MORE FECAL FECAL COLIFORM. NEXT SLIDE PLEASE. SO WHAT ARE WE DOING ABOUT THIS? WHAT DOES THIS SO AS THE PROJECT TEAM AND I'M SPEAKING ON BEHALF OF WE HAVE INSTALLED ACROSS THE BEAUFORT COUNTY SO WE ARE WORKING WITH FOUR DIFFERENT COMMUNITIES WORKING WITH ST HELENA MOSSY OAKS SALPOINTE ALL JOY AND ACROSS THESE DIFFERENT COMMUNITIES WE HAVE 15 DIFFERENT WELLS AND SO THESE WELLS ARE PRETTY SHALLOW . THIS IS GETTING YOUR SHALLOW WATER ABOUT 2 TO 4 METERS AND THEY'RE ABLE TO ASSESS THE SALINITY. SO ASSESSING THE SITE THE TIDAL WATER IMPACTS THE WATER LEVEL AS WELL AS THE WATER TEMPERATURE AND THROUGH WE'RE ABLE TO WE'RE ABLE TO UNDERSTAND WHERE THE WATER IS AND SO YOU CAN SEE THE IN THESE PICTURES THAT ARE BEING INSTALLED. SO THEY'RE FAIRLY LOW ALONG THE SURFACE AS WELL AND THEY'RE BASICALLY JUST PVC PIPE WITH DATA RECORDERS IN THE MIDDLE. NEXT SLIDE PLEASE. SO IS SOME OF OUR PRELIMINARY DATA THAT WE'RE FINDING AND SO THIS TOP FIGURE WHAT I HAVE GRAPH ONE IS RAINFALL IS ACTUALLY THE RAINFALL THAT'S BEEN COLLECTED BY NEARBY RAIN GAUGES FROM WEATHER UNDERGROUND [00:40:01] AND YOU CAN SEE THAT THERE ARE SEASONAL IMPLICATIONS OF HIGHER RAIN WHEN IT PEAKS TO THE TOP. THEN WE ALSO HAVE THE TIDE GAUGES AND AGAIN THIS IS GOING TO HAVE FOR PILARSKI TO GAUGE AND WE SEE THE AND DOWN OF THE DAILY MOTIONS THE LAST GRAPH IS GOING TO BE THE MOST IMPORTANT AND THAT'S OUR WELL DATA. SO WE HAVE TWO DIFFERENT WELLS HERE ONE WELL IS GOING TO BE IN YOUR ORANGE OR SORRY WELL TWO IS IN YOUR ORANGE AND WELL ONE IS IN BLUE THE AREA ABOVE THE DASHED LINE IN THE RED IS WHERE THE AREA WHERE WHERE THE SUBJECT WOULD BE IMPAIRED DUE TO GROUNDWATER LEVELS AND WE DO SEE FOR ABOUT A MONTH OF TIME BE THE SUBJECT ARE THE THE WELL NUMBER ONE DOES GO INTO THAT IMPAIRMENT ZONE AND WE'RE ALREADY SEEING THAT WITH SOME OF OUR WELLS NOT ALL OF OUR WELLS AS WE CAN SEE. UNDERSTANDING WHAT THAT MEANS IN THE CONTEXT OF CLIMATE CHANGE DUE TO BOTH DELIVERIES AS WELL AS PRECIPITATION. ADDITIONALLY WE'RE WANTING GET A BETTER UNDERSTANDING OF HOW COMMUNITIES ARE ENGAGING WITH THIS AND THEIR COMMUNITY PERCEPTIONS AND SO WE ARE PLANNING TO HAVE FOUR DIFFERENT MEETINGS ACROSS THESE DIFFERENT COMMUNITIES THAT WE HAVE MENTIONED AND UNDERSTAND AND SOCIALIZE THIS PROJECT. SO WE ALSO WANT TO HEAR ABOUT THEIR PERCEPTIONS AND THEIR UNDERSTANDINGS OF GROUNDWATER AND ANY SEPTIC CONSIDERATIONS THAT THEY HAVE ALREADY HAD WITH THIS WE ARE ALSO GOING BE EXPANDING ON A SURVEY THIS IS GOING TO BE A MILL BASED SURVEY TOOK MORE MORE LOCATIONS THAN THE FOUR LOCATIONS THAT WE TALKED ABOUT AND THIS WILL ALSO BE TALKING ABOUT AND WANTING TO GET A BETTER UNDERSTANDING OF RESIDENT EXPERIENCES WITH FLOODING AS WELL AS THIS GROUNDWATER IMPACTS SUBJECTS. AND THEN LASTLY WE WILL GET MORE DETAILED DISCUSSION GROUPS TOGETHER TO UNDERSTAND HOW PEOPLE ARE FEELING AND DOVE INTO THOSE IDEAS BETTER AND THE INTENT OF THIS IS GETTING A BETTER UNDERSTANDING OF WHERE PEOPLE STAND AND WHAT PEOPLE'S ACCEPTANCE OF WHAT THEY WANT TO DO WITH THIS AND PROVIDE THAT RESOURCES AND DATA TO OTHERS SO COUNTY AND OTHERS WITHIN THE COUNTY CAN MAKE BETTER DECISIONS ON IF AND HOW THEY WANT TO MANAGE SEPTIC SYSTEMS. WE'LL JUST ELIMINATE THAT COMPLETELY SO WHERE ARE YOU WITH THAT? IF YOU ARE YOU DO IT IN THIS STUDY IN THAT AREA SO THIS PROJECT IS NOT FOCUSED AQUIFER DATA AND SO WITH THAT THE WELLS THAT WE'RE DEALING WITH ARE WITHIN WITHIN THE FIRST FEW METERS OF THE SOIL THE WELLS THAT THEY'RE GETTING WATER FROM ARE GOING TO BE MUCH DEEPER AND THE WELLS THAT WE ARE SEEING THE VERY COASTAL WELLS WE'RE SEEING 1 TO 4 INCHES OF DIFFERENCE TO TIDAL INFLUENCE AND SO THERE IS THERE IS TIDAL INFLUENCE BUT IT IS FAIRLY MINIMAL PRIMARILY PRECIPITATION BECAUSE AT THE SURFACE SO THIS I UNDERSTAND THAT IS ACTUALLY A CONCERN OF PARTICULARLY THE OVERPUMPING AND WHAT THAT MEANS FOR SALTWATER. SO IT'S CELEBRATING 10TH ANNIVERSARY AND REALLY ONE OF THE GOALS WAS TO BUILD ON THE SUCCESS THE DEPARTMENT OF DEFENSE HAD BEEN EXPERIENCING WITH ITS REP PROGRAM AND YOU ALL KNOW THE RAPID PROGRAM WELL BECAUSE COUNTY WAS ONE OF THE EARLY COUNTY PARTNERS AND HAVING BEEN A PARTNER SINCE 2006 THAT OPENLY AND TRUST HAS BEEN A PARTNER AND RUGBY SINCE 2008 AND THE REP PROGRAM EXISTS TO FUND SOLVE ENCROACHMENT CHALLENGES AROUND MARINE CORPS AIR BEFORE AND OTHER INSTALLATIONS. SO THE PROGRAM HAD BEEN A BIG SUCCESS FROM A LAND PROTECTION PERSPECTIVE. YOU'LL HEAR US TALK A LOT ABOUT RFP IN LAYMAN'S TERMS THAT PILOTS WOULD RATHER FLY OVER FARMS AND FORESTS THAN HOUSES BILLBOARDS. SO WE'RE COMBINING A LOT OF FEDERAL RESOURCES AND FOREST SERVICE NO FISH AND WILDLIFE SERVICE, NATIONAL PARKS, THESE FEDERAL AGENCIES THAT SOMETIMES OPERATE IN SILOS AND THAT CAN WORK TOGETHER TO SUPPORT DEFENSE MISSIONS THE COUNTRY THERE ARE 11 SENTINEL LANDSCAPES IN THE SOUTH CAROLINA LOWCOUNTRY WAS DESIGNATED AS 11TH IN MARCH AND SO IN YOUR BACKUP MATERIALS YOU HAVE A FLIER SHOWING THE MAP OF WHAT WE NOW CALL THE SOUTH CAROLINA LOWCOUNTRY SENTINEL LANDSCAPE. OUR LANDSCAPE IS 2.2 MILLION ACRES AND INCLUDES MARINE AIR STATION BEAUFORT MARINE CORPS RECRUIT DEPOT PARRIS ISLAND AND WHAT WE COMMONLY REFERRED TO AS THE NAVY HOSPITAL AND IT ALSO PROTECTS THE SPACES BETWEEN THE INSTALLATIONS WHICH IN OUR CASE MEANS THE BETWEEN MARINE CORPS AIR STATION BEAUFORT AND TOWNSEND BOMBING RANGE ACROSS THE SAVANNAH RIVER IN GEORGIA.
