ALL RIGHT, WE'RE GONNA CALL THE COUNTY STORM MANAGEMENT UTILITY BOARD TO ORDER.

THIS IS OUR UH, APRIL MEETING.

FIRST THING ON THE AGENDA IS THE APPROVAL OF THE BOARD A MOTION FAVOR APPROVAL FEBRUARY 15TH.

ANYBODY WHO HAS ANY CHANGES? ASSISTANT, ASSISTANT, PUBLIC WORKS, DIRECTOR, OPERATIONS, CITY OF BEAVER, BILL BARR, VAN WILLIS, NTRODUCE WALLACE.

NOT ANY FURTHER.

IS THERE ANY PUBLIC COMMENT? ANYBODY FROM PUBLIC RIGHT INTO, OKAY.

ALL RIGHT.

SO EVERYONE SHOULD HAVE A PACKET SINCE WE DON'T HAVE A SLIDESHOW TODAY.

UM, IF YOU NEED A PACKET, THEY'RE UP HERE IN THE CORNER.

CAROLYN MIGHT, THIS PACKET IS EVERYTHING.

SO THE UTILITY UPDATE STARTING OFF WITH SOLO.

UM, AS YOU ALL KNOW, THE AMENDMENTS THAT WE PROPOSED, THE SOLO ADOPTED AND APPROVED AT THE JANUARY COUNTY COUNCIL MEETING, UH, WE DO CONTINUE TO ASSIST OTHER MUNICIPALITIES WITH PROVIDED THE UPDATE THAT THE TOWN HAS OFFICIALLY ADOPTED THE SO LOCAL STANDARDS.

AND UM, THE TOWN OF HILLMAN HEAD HAS REACHED OUT TO ALSO BEGIN THE

[00:05:01]

IMPLEMENTATION PROCESS AS WELL.

SO FROM THERE, THAT WILL BE ALL JURISDICTIONS WITHIN COUNTY BOUNDARIES BEING IMPLEMENTED.

THE, AS WE ALL KNOW, THE PURPOSE OF DOING SO, WHICH IS GREAT NEWS.

SO, UM, THIS IS TODAY LIKE THE SPRING SESSION FOR SPECIAL PREP.

IF YOU ALL HAVE SUGGESTIONS FOR THE FALL, I THINK THIS IS PROBABLY GONNA BE THE LAST NICE DAY BEFORE IT STARTS GETTING TOO HOT TO MEET OUTSIDE.

SO ANY IDEAS FOR LOCATION, CONSIDER THOSE.

UM, AND AS OF RIGHT NOW, WE'RE STILL FINANCIAL CITY.

THIS ONE IN YOUR PACKET.

UM, ONE OF THE BIG THINGS TO KIND OF TALK ABOUT WITH Y'ALL RIGHT NOW JUST TO YOU IN IS, IS CONSIDERING REWRITING THE MOU FOR THE TOWN OF AND THE COUNTY.

AND HOW ARE MO CURRENTLY WORK MO WITH THE TOWN FUNDS? DANIELLE NICHOLS POSITION AND THE MOU WITH THE COUNTY FUNDS CAMPS, WHICH IS HER, UM, BASICALLY LAB ASSISTANT.

SO THE COUNTY'S MOU MOVING FORWARD IS CONTINGENT ON THE TOWN'S MOU MOVING FORWARD.

SO RIGHT NOW, UM, THE COUNTY'S MOU IS CURRENT AND UP TO DATE THE TOWNS REWORKING THERE IS WITH USCB.

AND UM, IF ANYTHING CHANGES WITH THAT, WE'LL CERTAINLY BRING RIGHT NOW THAT'S KINDA BIGGEST COMING OUT.

WE'RE THE RAIN FOR THE STORMWATER IMPLEMENTATION COMMITTEE REPORTS AS WELL AS REGIONAL COORDINATION.

UM, THERE REALLY WEREN'T ANY MAJOR UPDATES TO PROVIDE Y'ALL, UH, AT THE TIME THAT THIS REPORT WAS WRITTEN.

WE DO STILL CONTINUE TO WORK WITH OUR PARTNERS, UM, AS OF APRIL 1ST, THE, THE BUDGET LETTER WERE DUE TO COUNTY FOR EVERYONE.

FOR THE MUNICIPAL REPORTS.

I THINK YOU'VE GOT EVERYBODY HERE TODAY.

I'LL OPEN IT UP AS I USUALLY DO TO EVERYBODY.

IF OTHER THAN THAT, UH, WE SUBMITTED IT, FINISHING THAT UP, UH, THE BARN, UH, RIGHT NOW.

SO MAYBE UH, LOCATION MIGHT BE SIDEWALK PROJECT WITH UH UH, SIDEWALK.

NATE, ANYTHING PROCESS AND DID YOU WANNA TALK ABOUT THE OKAY

[00:10:08]

WE'RE ALL RIGHT.

SO FOR STORM WATER RELATED PROJECTS, WE CONTINUE WORK.

WE HELD A TASK MEETING IN MID MEMBERS OF COMMUNITY UPDATE OUR LAST MEETING PENDING IT'S NOW AT THE DT OFFICE FOR THEIR SIGNATURE AS WELL.

AND THEN AFTER THAT, THAT THE PROCESS AND THAT WILL BE IN PLACE FOR OUR USE IN MID-FEBRUARY.

WE DID RECEIVE THE SCOPED THAT AT THAT TIME THE ENVIRONMENTAL WAS JUST COMMISSIONED TO PING DONE.

SO WE ELECTED TO MOVE FORWARD THAT SINCE THOSE RESULTS WOULD AFFECT THE PROGRESS OF THE DESIGN SINCE THE DRAFT MEET WITH STAFF TO OUR BUDGET AND WHAT THEY'RE ABLE TO DO FOR THAT BUDGET.

AND LASTLY THE LASTLY THE CONGRESSIONAL EARMARK THROUGH THE WATER RESOURCES DEVELOPMENT ACT WAS APPROVED BUT THERE'S NO MONEY TIED TO THAT APPROVAL SO IT'S BAD A RESULT.

WE'VE WORKED CLOSELY WITH GRAHAMS OFFICE SUBMIT PROCEEDING THAT LAST WEEK.

SO MOVING FORWARD ON THAT INFRASTRUCTURE SERVICES MATERIALS ORDER WE ORDERED FROM KNIGHT, WE EXPECT THE ESTIMATE FOR THERE ISN'T AN UPDATE FOR THE ORTHO COURT SINCE OUR LAST TIME TOGETHER.

THAT PROJECT REMAINS THE SAME.

SO IF THERE ARE NO OTHER QUESTIONS, I'LL MOVE INTO PROFESSIONAL CONTRACTS.

CORRECT THE IRRIGATION ISSUES.

WE CONTINUE TO WORK A WITH THEM HIGHLIGHT FEW NORTHERN COPY IN HAND IN A FEW WEEKS.

AND THEN SURVEYING IS PROGRESSING AT THE RIVERS COMMUNITY IN OT FOR THE SCOPE THAT WE HAVE TO MAKE WATER QUALITY IMPROVEMENTS INFRASTRUCTURE

[00:15:09]

CHARTS IN YOUR PACKET FOR STARTED RAMP THAT WE BUT THIS SLOW DOWN IN THE WINTER.

WE DID NOT HAVE A PUBLIC EDUCATION REPORT THIS TIME, BUT ELLEN PROCESS IS NOT, WE NOT HAVE AN UPDATE.

WE'VE A LOT OF STAFF.

JOHN'S LAST DAY WAS ON MONDAY AND WE OH, SO GLAD YOU ASKED.

OUR INSPECTORS DID 13 CALENDAR.

THAT'S A GOOD QUESTION.

I'M SURE THERE ARE ALL KINDS THAT REALLY GOOD WAS ANOTHER, THERE'S SITES TESTAMENT SINCE, SINCE MAINTENANCE PROJECT I WANNA SPEAK ABOUT IS ISLAND ROAD, JOHN DAVIS ISLAND PROJECT WITH PIPES FIVE FOUR PIPES.

TOTAL COST OF THAT WAS 78 FOR 5 CENTS.

THAT'S ONE OF OUR MAJOR PROJECTS.

THE SECOND MAJOR PROJECT WE UM, WE DID JOE FRAZIER, FRAZIER ROAD CHANNEL PROJECT

[00:21:47]

PUBLIC, JUST WANT TO UPDATE YOU OUR ALL CLEAR SENIOR MANAGEMENT ADJUSTED.

THEY WERE NO BETTER THAN WE.

SO THESE ARE CHANGES THAT THEY'RE MORE ADDRESS OF.

SO THEY UM, BUT THE MAJOR CHANGES ARE THE ONES I WANNA TALK ABOUT FOR, FOR EVIDENCE, THE THINGS THAT ADJUSTED TWEAK THAT ALSO CHURCH, THE FISCAL.

SO FOR IN CASE WE HAD TO, AND THE OTHER ITEM IS LAST YEAR, LAST YEAR A AND EVENTUALLY WE WERE ABLE TO GET COUNCIL

[00:25:02]

UNFORTUNATELY SO BACK INTO OUR RESERVE, BUT WE MINDSET OF JURISDICTION AND UM, IT KINDA STARTED OFF AS A RELATIVELY ROUTINE REQUEST.

HEY I HAVE A DRAINAGE.

UM, IT'S NOT WORKING.

AND WE GET SOME ASSISTANCE AND UH, CURRING REQUESTS ON WHEN THEY'RE GONNA HAVE INFRASTRUCTURE COME IN, DO ROUTINE WORK.

THERE'S A, THERE'S A DRAIN ON A NEIGHBORING PROPERTY THAT THEY HAVE CONCERNS, RIGHT? THEM UPDATED ON REQUEST WAS FOR A DRIVEWAY PIPE CAN REPLACE.

THAT'S ACTUALLY IS REVIEWING THE EASEMENT DOCUMENTATION TO ADDRESS WHOSE RESPONSIBILITY FOR SOME OF THE PROPERTIES ON THE BACK OF, ON THE TRAIL.

UM, THE TRAINING SYSTEM IS.

SO IT'S ALL WORK IN PROGRESS BUT THEY DO STAY, LIKE I SAID, FAIRLY UP TO DATE.

UM, AGAIN, IN OUR BUSINESS IT DOESN'T MOVE AS FAST AS PEOPLE WOULD LIKE IT TO.

UM, SO SOMETIMES THERE ISN'T REALLY ANYTHING SUBSTANTIAL GOING ON.

BUT THE THINGS THAT WE CAN'T TAKE CARE OF AND ARE WORKING THROUGH, UH, WE'RE THEY REGULARLY VOYA REQUEST OUR DEPARTMENT PER FEDERAL REGULATIONS.

SO ANYTHING I MESSAGE THAT RESIDENTS, RESIDENTS MAY NOT KNOW WHAT THE LAW IS, THE, THE RESPONSIBILITY PARCEL INVOLVED IN THIS CASE WE HAVE HILTON AND WE HAVE THE COUNTY INVOLVED CAUSE THERE'S EASEMENTS.

SO IT'S VERY

[00:30:01]

COMPLEX.

I'M SAYING THIS BASICALLY NOT FOR THE AUDIENCE, BUT ANYBODY WHO'S WATCHING WAS HELEN PROJECT AGAIN, UNFORTUNATELY I WASN'T THERE.

SO I'LL KATIE JUST GIVE A REAL BRIEF OVERVIEW OF WHAT HAPPENED.

SO LADIES WEINBERG SAID LAST WEEK WE HAD A PUBLIC MEETING WITH THE RESIDENTS OF ST.

HELENA ISLAND AND THE PURPOSE OF THIS MEETING WAS TO TALK ABOUT THE RESULTS OF OUR DRAINAGE STUDY.

UM, THAT CAME OUT IN JULY OF LAST YEAR.

D OF THAT STUDY, THIS WAS NOW TO TAKE TO THE RESIDENTS TO MAKE MONEY.

UM, I WOULD SAY WE PROBABLY HAD CLOSE PEOPLE IN ATTENDANCE ALMOST CAPACITY FOR THE, THE LIBRARY, WHICH WAS REALLY GREAT TO SEE.

SO INTERESTED QUESTIONS, DRAINAGE STUDY ITSELF, BUT THEN WERE PROVIDED THE OPPORTUNITY TO RELAY INFORMATION ABOUT OUR WHOLE PROCESS.

UM, HOW THE COUNTY ASSIST WITH DRAINAGE ISSUES, COMMENTS.

UM, WE HAVE SOME THAT WE'RE GONNA HAVE TO ADDRESS THROUGH COMPLAINT CARDS, BUT ALL THAT INFORMATION HAS BEEN GIVEN TO THE RIGHT PEOPLE AND UH, LOOK FORWARD TO CONTINUING THE WORK THAT WE DO.

YOU KNOW, THAT PROPOSED PROJECTS, THE, THAT MAY HAVE A BENEFICIAL EFFECT ON WHAT DRAINAGE ON THE ISLAND LOOKS LIKE THOSE FIVE PROJECTS BEEN INTEGRATED INTO THE CAPITAL PLAN OVER THE NEXT FISCAL.

UM, SO AGAIN, WE'RE MOVING FORWARD ON THAT.

LIKE WE HAD A LOT OF INTEREST, ACTUALLY PARTICIPATED IN ISLAND EARTH DAY TODAY BEFORE COMING TO MEETING AND SAW ONE OF THE RESIDENTS AND SHE HAVING A CONVERSATION WITH ME ABOUT HOW TO USE GIS, HOW TO FIND INFORMATION ON THE WEBSITE.

SO OVERALL SHE HAD A LOT OF POSITIVE THINGS TO SAY.

UM, INFORMATION, I CAN'T ANSWER THAT.

IT REALLY JUST DEPENDS.

UM, A LOT OF TIMES LIKE WE GOT A FOIA FOR THE DRAINAGE STUDY CAUSE IT'S NOT YET ON THE WEBSITE.

SO THAT WAS SOMETHING THAT WE COULD TAKE CARE OF WITHIN 15 MINUTES.

IT'S RIGHT THERE.

UM, THEN YOU GET FOIA REQUESTS THAT WANNA SEE THINGS LIKE EVERY SINGLE EMAIL RELATED TO THEIR NEIGHBORHOOD FOR THE LAST 10 YEARS.

AND SO YOU HAVE TO QUERY THROUGH ALL OF THAT.

UM, I MEAN I THINK THE LAST ONE WAS LIKE 35 MILLION HOURS TOTAL BETWEEN GOING, HAVING EVERY SINGLE PERSON LOOK THROUGH WHAT THEY HAVE TO BE ABLE TO PROVIDE IT CAUSE IT IS REQUIRED TO BE PROVIDED SO YOU DON'T WANNA MISS ANYTHING THAT COULD BE IMPORTANT.

UM, AND SO IF THERE ARE ANY ISSUES THE FOYA TEAM WILL USUALLY REACH BACK OUT TO US.

I KNOW THERE WAS ONE EMAIL WHERE THERE WERE PICTURES THAT WERE SUPPOSED TO BE INCLUDED AND JUST HAPPENED, DELETED IT MONTHS AGO.

SO IT'S A LITTLE FIND, BUT IT, IT REALLY JUST DEPENDS.

THOSE ARE A LOT MORE CUMBERSOME WORTH OF INFORMATION RELATED TO EVERYTHING.

[00:35:41]

ALSO THE VOLUNTEERS, CREEKS, RIVERS THAT WOULD'VE OTHERWISE CLEAN.

UM, BUT OTHERWISE IN TERMS OF IT'S, IT'S ALSO THE 50TH YEAR OF SPECIES ACT.

SO I'VE BEEN GOING OUT AND DOING FESTIVALS, KIDS AND KAYS.

UM, AND I ALSO HAVE A COUPLE OF OTHER PRESENTATIONS.

ONE IN UM, IS COMING UP FOR THEIR WORKSHOP FOR STORM WATER PONDS.

I'M ALSO GOING OUT TO NEXT WEEK YOU TAKE A, THE SIGNS THEY ARE UM, IN PARTNERSHIP WITH REEF COUNTY AT LEAST CAME FROM CLEON EXTENSION.

SO IF ANYONE HAS ANY MORE, HAD A BACK TO BACK MEETING ON THE SCHEDULE JUST IN CASE WE MOTION THIS'S PERSONAL SCHEDULE.

CAUSE IT'LL FLIP IT.

I MEAN OUR NEXT MEETING IS JUNE, AUGUST, OCTOBER, DECEMBER, BUT I NEED MOTION TO GUESS CANCEL NEXT MONTH'S MEETING.

RESCHEDULE MOTION DS NOTED SOUTH CAROLINA AND HOPEFULLY HAPPEN.

[00:40:24]

CONSTRUCTION STARTED LAST NOVEMBER.

SO THIS IS A BUYER RETENTION SALE.

THIS WAS ONE OF THE FIRST THINGS THAT THE CONTRACTOR DID ON THE PROJECT.

THIS WAS EXCAVATED AND ONLY RECEIVES WATER THAT COMES FROM THE RAIN.

THERE'S NO RUNOFF BEING ROUTED TO THIS, BUT IN THE CASE THAT WE GOT A LOT OF BRAND AT ONCE, IT WOULD OUTFALL THROUGH THAT RISER ON THAT SIDE.

THERE'S A MEDIA IN THE BOTTOM OF THE POND AND A THIRD OF THE WAY UP THE SIDE TO ENCOURAGE INFILTRATION IN THE BUYER RETENTION.

AND THEN IT'S PLANTED WITH WATER-LOVING PLANTS TO HELP FACILITATE INFILTRATION OF THE WATER.

THIS IS NOT SUPPOSED TO HOLD WATER, SO IT'S A GOOD THING IT'S FUNCTIONING TODAY THAT IT DOES NOT HAVE IN THE BOTTOM.

SO WE'RE GLAD TO SEE THAT AND WITH THAT WE CAN MOVE ON TO THE NEXT ONE.

COOL.

COOL.

QUICK AND EASY.

DO YOU WANNA SHOW THEM THE, OH WE ALSO INSTALLED THE EDUCATIONAL SIGNAGE YESTERDAY ACTUALLY.

SO GOT THOSE IN CONJUNCTION WITH ELLEN AND CLEMSON EXTENSION AND HAVE THAT TO EXPLAIN WHAT THE BUYER RETENTION CELL IS TO ANYONE THAT MAY VISIT THE POND OR THE PARK.

OKAY, I'M SORRY I MISSED YOUR CALL.

THAT'S, I WAS JUST TRYING TO FIGURE OUT, YOU GUYS WEREN'T AT THE ADMIN BUILDING.

OH, I KNEW SOMEONE WOULD.

IT WAS ME.

I DIDN'T GET AN UPDATE IN LOCATION.

OH NO SO, SO KATIE GOT BACK WITH ME THOUGH.

OH.

AND YOU KNOW, WHEN I LOOKED AT THE AREA OF PHOTOGRAPHY THOUGH, I CAN SEE ONE IN THAT.

NO, I GUESS ALL, ALL THE, YES MA'AM.

NOT THIS ONE.

THIS, I DUNNO.

THEY'RE ALL FIGHTING.

THEY'RE FIGHTING TODAY.

MR. WALLACE SAID, HEY, SOMEBODY RECORDED A, THAT BASICALLY, YOU KNOW, CUTS THE ROAD OFF AND, AND IT GIVES IT BASICALLY TO PERSONAL OPINION.

THEY REPORTED IT.

NO, AND IT DOESN'T SHOW IT.

AND NO, THE COUNTY NEGOTIATE.

WE WE YEAH, IT RIGHT THERE.

YEAH.

OH, WE'RE GOOD.

OH, SORRY.

NO, I, NO IT'S FINE ON ME.

SO WE'RE GONNA COVER A LOT OF BMPS AT THIS STOP.

FIRST IS THE STORM WATER POND.

THIS WAS AN OLD BAIT POND THAT ONE OF THE DESIGN CONSTRAINTS WAS ITS EXISTING SIZE.

AND SO BECAUSE OF THAT IT'S DESIGNED TO A SMALLER EVENT.

AS A RESULT IT HAS OVERFLOWED A FEW TIMES, WHICH IS CERTAINLY WHAT WE EXPECTED, BUT HAS BEEN SOMETHING UNIQUE TO WATCH.

SO IT OUTFALLS OVER THIS BLOCK AREA ON THE RIGHT SIDE AND YOU'LL SEE THAT WE HAD SOME EROSION ISSUES THAT NEEDED TO BE COMPLETED BEFORE WE COULD CLOSE OUT THE PROJECT.

THIS POND DOES RECEIVE A LITTLE BIT OF TIDAL INFILTRATION THROUGH THAT WALL, BUT THAT'S BEEN GREATLY MINIMIZED SINCE THAT WALL WAS BUILT ON THIS SIDE OF THE POND.

THE SIDE THAT WE ARE ON IS THE

[00:45:01]

LIVING SHORELINE PLANTED WITH SALTWATER LOVING PLANTS TO HELP FACILITATE INFILTRATION BACK INTO THE BANK.

AND THEN WE HAVE A SHORE BLOCK B AND P ON EITHER SIDE TO STABILIZE THE SLOPE.

THEN THIS IS A FIL TERRA TREE BOX.

THIS TREE BOX IS WATERED BY THE STORM WATER THAT RUNS OFF OF SEA ISLAND PARKWAY AND IS ROUTED INTO THIS BOX.

ALSO ACCEPTS OVERFLOW DRAINAGE FROM THE PARKING LOT.

AND SO THE TREE IS ABLE TO UTILIZE THAT WATER.

IT STORES WATER SO IT CAN USE IT IN TIMES OF DROUGHT.

THOSE TWO PIPES ON THE BACKSIDE ARE CLEAN OUT VALVES.

I REALLY WONDERED WHAT THOSE WERE, IF THAT'S WHERE YOU DUMPED THE WATER.

BUT THOSE ARE FOR CLEAN OUT.

THEN WE CAN ALSO TALK ABOUT THE PERMEABLE PAVEMENT RIGHT HERE.

THIS IS A PERMEABLE CONCRETE THAT IS POURED FROM A TYPICAL LOOKING CONCRETE TRUCK, BUT IT'S POROUS.

IT MAINTAINS THAT POROUS SPACE BECAUSE OF THE AGGREGATE AND THE ADHESIVE OF USED IN THE CONCRETE.

AND SO IT'S ABLE TO INFILTRATE WATER MUCH BETTER THAN TRADITIONAL CONCRETE LIKE THIS CURB IS.

SO WE ALSO HAVE EDUCATIONAL SIGNAGE FOR THE STORMWATER POND.

THE PERMEABLE PAVEMENT SIGNAGE IS DOWN THERE IN THAT LANDSCAPE ISLAND.

AND THEN BETWEEN THE PARKING LOT AND SEA ISLAND PARKWAY, IT'S GONNA BE HARD FOR US TO WALK OVER.

SO I'LL JUST SPEAK ABOUT IT FROM THIS POINT.

BUT WE INSTALLED A LINEAR BY RETENTION CELL THAT ALSO HAS SOME SPECIAL MEDIA IN IT TO ENCOURAGE INFILTRATION.

IT DOES RECEIVE JUST A LITTLE BIT OF RUNOFF FROM SEA ISLAND PARKWAY AND THEN IT HAS AN OVERFLOW INLET TO THE TREE BOX THAT IS OVER THERE TO THE RIGHT OF THE COUNTY, COUNTY CHANNEL VAN.

AND THEN THAT DRAINAGE IS ROUTED INTO THE SYSTEM AND OUT TO THE STORM WATER POND.

DOES THIS CONCRETE LAST, AS LONG AS IT DOES NOT, IT HAS A MORE RIGOROUS MAINTENANCE CYCLE AND DOES NOT LAST AS LONG.

ABOUT HOW MANY YEARS? LIKE 10 TO 15 IS WHAT I'VE READ ON SPEC SHEETS.

FIVE VACUUM SYSTEM.

IS IT, UH, TO HAVE SALT? YES.

WE HAVE A, THE VACUUM SYSTEM FOR THE DOES THAT WE DO, WE HAVE ONE VACUUM TRUCK AND THEN ARE IN THE PROCESS OF ACQUIRING ANOTHER ONE.

SO WE'LL BE ABLE TO MAINTAIN THIS OURSELVES.

ALL RIGHT.

SO THAT IS THE QUICK BM P TOUR OF BREWER MEMORIAL.

THANK YOU.
