UM,

[4. APPROVAL OF AGENDA]

CAN WE GET APPROVAL OF THE AGENDA PLEASE? SO MOVED.

YEP.

I'LL SECOND IT.

FIRST AND SECOND.

OPEN UP FOR CITIZENS COMMENTS.

DO WE HAVE ANY? NO, SIR.

WE WILL CLOSE THIS.

CITIZEN'S COMMENTS.

ALL RIGHT.

AGENDA ITEM NUMBER

[6. UPDATE ON AIRPORT TERMINAL IMPROVEMENT]

SIX IS AN UPDATE ON THE AIRPORT TERMINAL IMPROVEMENT.

HEY, HOW ARE YOU DOING? GREAT.

GOOD AFTERNOON LADIES AND GENTLEMEN.

JOHN RUMBLE, AIRPORT'S DIRECTOR.

HI JOHN.

AND I'VE GONNA ASK YOU HAVE A QUICK UPDATE ON WHERE WE ARE WITH THE, UH, THE TERMINAL HILTON HUNT ISLAND.

UM, THE FIRST PHASE OF THAT PROJECT IS CURRENTLY OUT FOR BID.

UM, SO WE'RE LOOKING FORWARD TO RECEIVING BIDS ON APRIL THE 19TH.

WE DID HAVE, IN THE PRE-BID ACTIVITIES, WE HAD BOTH LOCAL AND NON-LOCAL CONTRACTOR INTEREST.

SO THAT WAS GOOD TO SEE A NICE MIX.

UM, AND OUR GOAL IS IF EVERYTHING COMES IN SATISFACTORILY IN, IN THE MIDDLE OF APRIL, THEN WE'D HOPEFULLY BE BRINGING A, UH, RECOMMENDATION TO THIS COMMITTEE AT THE MAY MEETING AND THEN PROCEEDING ON THROUGH THE APPROVAL PROCESS FOR A CONTRACT IF EVERYTHING GOES WELL.

UH, SO WE'RE KEEPING OUR FINGERS CROSSED ON THAT.

AND JUST A REMINDER, THAT FIRST PHASE OF THE TERMINAL PROJECT INCLUDES THE OUTSIDE WORK, WHICH MEANING THE SITE WORK.

SO THE, THE PORTION OF THE LOOP ROAD IN FRONT OF THE TERMINAL, THAT WILL BE CHANGED, UH, AND WIDENED AS WELL AS THE NEW PARKING OFF TO THE SOUTH SIDE.

UM, SOME OF THE LANDSCAPING WILL BE DONE, BUT THE REMAINDER WILL BE FINISHED IN THE, IN THE FINAL, UH, PHASE, JUST SO THAT WE, WE DON'T, UH, RUIN ANYTHING THAT WE INSTALL.

ALSO IN THAT FIRST PHASE WILL BE THE NEW TSA CHECKPOINT FACILITY AS WELL AS THE BOARDING GATE AREA.

SO BASICALLY ALL OF THE NEW CONSTRUCTION AND A VERY SMALL AMOUNT OF RENOVATION WILL HAPPEN IN THAT FIRST PHASE.

UM, THE, UH, SOME FOLKS HAVE ASKED ABOUT THE JET BRIDGES, WHICH ARE DESIGNED AND OUR PLAN FOR THE PROJECT.

THOSE ARE ACTUALLY IN THE, UM, SCOPE OF WORK AS ALTERNATES.

AND THAT KIND OF DEPENDS ON, UH, WHERE THE NUMBERS FALL.

THOSE ARE EXPENSIVE LINE ITEMS, UH, INDEPENDENTLY.

SO WE'LL SEE HOW THE NUMBERS FALL ON THOSE.

UM, AND THEN, UH, AS FAR AS FUNDING GOES FOR THAT, THAT FIRST PHASE, UH, IS FUNDED IN THE WAY WE SCOPED IT, AND THEN WE'RE CONTINUING TO APPLY FOR ADDITIONAL FUNDING AND, AND WORK THROUGH DIFFERENT OPPORTUNITIES THAT WE'VE GOT.

UM, THE LATEST THAT WE APPLIED FOR WAS BACK IN JANUARY THERE WAS A SUPPLEMENTAL GRANT THAT CAME OUT THROUGH SECRETARY, UH, BUDHA DIGITS OFFICE THROUGH D O T TO, UM, THE FAA.

AND WE APPLIED FOR, UH, A GRANT THERE.

SO WE'LL SEE, SEE WHAT HAPPENS.

BUT WE'RE LEAVING NO, UH, NO OPPORTUNITY.

UM, UNEXPLORED, I KNOW WE TALKED ABOUT IT LAST TIME, BUT WHAT WAS THE LENGTH WE'RE EXPECTING AFTER WE START CONSTRUCTION? FOR THIS FIRST PHASE, WE'RE ANTICIPATING ABOUT 24 MONTHS OF CONSTRUCTION.

OKAY.

ANYBODY ELSE HAVE ANY OTHER QUESTIONS? NOPE.

WELL, THIS IS GONNA BE A QUICK ONE TODAY.

THANK YOU.

ALL RIGHT.

THANK YOU VERY MUCH.

THANK YOU.

NUMBER SEVEN, RECOMMEND

[7. RECOMMEND APPROVAL OF A RESOLUTION RECOGNIZING FAIR HOUSING MONTH]

APPROVAL OF RESOLUTION RECOGNIZING FAIR HOUSING MONTH.

CAN I HAVE A RECOMMENDATION PLEASE? I WILL MAKE THE MOTION.

THANK YOU, CHAIRMAN.

I'LL SECOND.

SECOND.

THANK YOU MS. HOWARD AND ERIC.

THIS IS THE ONE WE DID.

WE NEED A PRESENTATION ON THIS ONE.

WE'RE JUST MOVING THIS ONE FOR YOU ALL.

WEAR RIGHT ALONG, READY IF YOU WANT ONE, BUT, UM, WE'RE ALWAYS HAPPY WITH YOU GUYS TO MOVE IT ALONG.

IT'S JUST STANDARD.

WE'RE JUST MOVING THIS ONE ON TO COUNTY COUNCIL, CORRECT? YEAH.

ANY OBJECTION?

[00:05:01]

NO, I'LL BE DONE WITHOUT OBJECTION.

NUMBER EIGHT, RECOMMEND

[8. RECOMMEND APPROVAL OF A RESOLUTION TO ACCEPT A 30,000 GRANT FROM AMERICAN SOCIETY FOR THE PREVENTION OF CRUELTY TO ANIMALS (ASPCA) FOR DISASTER RESPONSE]

APPROVAL OF A, OF A RESOLUTION TO ACCEPT 30,000.

DO, IS THAT SUPPOSED TO BE DOLLARS? YES.

MM-HMM.

, $30,000 GRANT FROM AMERICAN SOCIETY FOR THE PREVENTION OF CRUELTY TO ANIMALS FOR DISASTER RESPONSE.

I'LL MAKE THE MOTION.

I'LL SECOND THAT.

FIRST AND SECOND.

ANY DISCUSSION? I'D JUST LIKE TO KNOW, WHAT IS THIS FOR EXACTLY? DOES THAT MEETING TAKE HIM OUT OF A HURRICANE? BRINGING HIM BACK FROM THE HURRICANE.

I SEE.

ROBINSON, HOW ARE YOU DOING WELL IN YOUR COUNCIL? JOHN ROBINSON PUBLIC SAFETY.

SO THE GRANT IS FROM THE, AS P C A MM-HMM.

FOR, UM, OUR ANIMAL SERVICES TO PROVIDE SOME, UH, SERVICES, MITIGATION, PREVENTION AND, UH, RECOVERY TO OUR DOMESTIC ANIMALS AND LIVESTOCK SO THEY CAN DO THINGS, UM, HELP, HELP FOLKS OUT FROM PROVIDING THEM WITH FOOD, WITH SHELTER.

UM, AND, UM, KENNELS, ONE OF THE BIGGEST EXPENSES THEY HAVE IS WHEN THEY, UH, WHEN WE HAVE OUR, UH, JASPER COUNTY.

UM, I KNOW THAT'S IT.

YEAH.

THANK YOU SIR.

, THE EVACUATION CENTER.

SO THAT EVACUATION CENTER ALSO HOUSES ANIMALS.

SO A LOT OF THE, THE FUNDS THAT ARE SPENT ARE TO MAKE SURE THAT THAT GOES SMOOTH.

THAT TAKES CARE.

OKAY.

YES, MA'AM.

THANKS.

YOU'RE WELCOME.

MR. ROBINSON.

A QUICK QUESTION.

YES, SIR.

UM, WOULD THIS COVER, UM, YOU SAID DOMESTIC, BUT WOULD THIS COVER LARGE ANIMALS AS WELL? LIVESTOCK? YES, SIR.

OKAY.

LIVESTOCK? MM-HMM.

.

MM-HMM.

? YES, SIR.

THE, THE ANIMAL SHELTER PARTNERS WITH, UH, WITH ANOTHER VOLUNTEER AGENCY AND THEY HAVE TRAILERS FOR HORSES AND THINGS LIKE THAT.

IF FOLKS GET IN DESPERATE NEED, WE CAN ASSIST THEM WITH THOSE KINDS OF THINGS AS WELL.

THANK YOU.

SEE THAT? WHAT'S THE WEIRDEST ANIMAL SOMEBODY'S EVER BROUGHT? OH, MY, WELL, I'M JUST CURIOUS.

I'M PRETTY NEW, SO I'M NOT SURE ABOUT THAT, BUT I DO KNOW THERE'S SOME LLAMAS IN, UH, IN BUFORD COUNTY AND ONE CAMEL THAT I KNOW OF.

WOW.

I DIDN'T KNOW CAMEL.

I DIDN'T KNOW THAT.

YES.

THAT'S A BIG TWO.

ONE HUM.

TWO.

YEAH, JUST ONE .

REALLY, LARRY? NO, YOU CAN'T, RIGHT? HE IS, HE'S A BIG CAMEL.

WOW.

ALL RIGHT.

THANK YOU.

YOU'RE WELCOME.

IT'S GREAT.

TOM, DIDN'T WE JUST DO AN UPDATE ON THIS, LIKE THE ORDINANCES FOR THIS LIKE SIX, SEVEN MONTHS AGO? THE ANIMAL CONTROLLED ORDINANCES? YEAH.

FOR I KNOW SOME THAT HAD TO DO WITH LIKE DISASTER RELIEF.

IS THERE ANY WAY WE CAN SEND SOME OF THE UPDATE TO THE MEMBERS THAT JUST GOT ON? CAUSE I KNOW WHEN I FIRST SAW THAT, I KNEW NOTHING ABOUT IT UNTIL, YEAH, IT, IT GOT BROUGHT OVER JUST WHENEVER.

THANK YOU.

ANY OTHER DISCUSSION? NO.

THIS WILL MOVE FORWARD WITHOUT OBJECTION.

SEE NO OBJECTION.

NUMBER NINE,

[9. RECOMMEND APPROVAL TO AWARD RFQ FOR ON-CALL RIGHT OF WAY SERVICES]

RECOMMEND APPROVAL AWARD FOR RFQ FOR ON-CALL RIGHT OF WAY SERVICES.

SO I HAVE A MOTION, I'LL MAKE THAT MOTION.

I'LL SECOND, FIRST AND SECOND.

ANY DISCUSSION? THIS WILL MOVE FORWARD WITHOUT OBJECTION.

MOVE FORWARD WITHOUT OBJECTION.

RECOMMEND

[10. RECOMMEND APPROVAL TO AWARD KIMLEY HORN CONTRACT FOR ENGINEERING SERVICES TO CHERRY POINT ROAD AND THE INTERSECTION OF SC 170 ($162,752)]

APPROVAL TO AWARD KIMLEY HORN CONTRACT FOR ENGINEERING SERVICES TO CHERRY POINT ROAD AND THE INTERSECTION OF SC ONE 70 AND THE DOLLAR AMOUNT OF $162,752.

UM, I THINK WE HAD A COUPLE QUESTIONS ABOUT THAT.

DO WE NEED TO HAVE, JARED, DO YOU HAVE ANYTHING ON THAT FOR US? DO YOU WANT ME TO MAKE THE MOTION FIRST? THAT WOULD BE SPLENDID.

I'LL DO THE MOTION FOR THAT.

THANK YOU.

SOMEBODY WANT SECOND THERE? I'LL, I'LL SECOND.

OKAY.

THANK YOU DAVID.

ALL RIGHT.

THIS PROJECT IS, EXCUSE ME, FOR A LITTLE HORSE.

THIS PROJECT IS FOR CHERRY POINT.

WE HAVE A LOT, LOT OF DEVELOPMENT.

THIS IS, UH, OKEE ELEMENTARY IS RIGHT OFF THE CHERRY POINT.

IT'S A COUNTY OWNED PAVED ROAD, UH, AND THEN TURNS INTO A FAIR ROAD.

UM, THERE'S SOME DEVELOPMENT TO THE SOUTH, SOME POTENTIAL DEVELOPMENT TO THE NORTH OF THE ROAD AND SOME DEVELOPMENT IN THE REAR BEHIND OKEE ELEMENTARY.

WE'VE GOT A LOT OF DIFFERENT DEVELOPMENT COMING IN AND A LOT OF DIFFERENT TIMES AND A LOT OF DIFFERENT TRAFFIC STUDIES.

SO OUR THOUGHT IS TO GET IN FRONT OF THIS, UM, AND WORK TOGETHER WITH THOSE DEVELOPMENTS.

UM, SO WE WOULD GO OUT AND DESIGN THE ROAD TO THE FULL CAPACITY WHERE WE WANT IT TO BE.

AND THEN AS THE DEVELOPMENTS COME IN, THEY WOULD PAY FOR THEIR PORTION OF THAT CONSTRUCTION.

SO WE WOULDN'T CONSTRUCT IT.

WE WOULD SIMPLY DESIGN IT.

UH, WHAT THIS WOULD CALL FOR IS, UM, MAKING BASICALLY FIVE LANES ON CHERRY POINT FROM ONE 70 UP TO OKEE ELEMENTARY, AND THEN IT STARTS TO DISPERSE.

SO THAT WOULD GIVE US, UM, ALSO A, A DUAL TWO LANES TO RECEIVE.

SO WE WOULD ADD A, A LEFT TURN LANE ON SOUTHBOUND ONE 70.

SO YOU COULD HAVE TWO LANES.

UM, SOMETIMES WE HAVE SOME SPILLAGE OF QUEUING BACKING UP IN THE MORNING SO THAT WE RELIEVE THAT

[00:10:01]

PRESSURE.

THEN WE WOULD HAVE A CENTER TURN LANE AND THEN A, UH, LEFT LANE AND A RIGHT LANE COMING OUT OF THAT.

SO THAT WOULD GIVE WHAT'S HAPPENING IF YOU'VE BEEN THERE ANY, ANY TIME DURING THE MORNING OR AT PICKUP IS THERE'S, UH, SPILLAGE OF, OF THE PARENTS PICKING UP THEIR CHILDREN.

UH, THEY'RE BASICALLY FILLING UP THE ENTIRE LANE AND EVEN SCHOOL BUSES ARE TRYING TO PLAY GO AROUND.

UH, SO A DANGEROUS SITUATION, LET ALONE ANY DEVELOPMENT THERE.

UM, SO WE'RE TRYING TO GET IN FRONT OF IT, GET THE DESIGN, AND, AND THEN THE DEVELOPERS WILL PAY FOR THE CONSTRUCTION.

SO THAT'S WHAT THIS IS ABOUT.

I HAVE A QUESTION.

ABSOLUTELY.

UM, HAVING BEEN THROUGH THERE IN THE AFTERNOONS MANY TIMES, SEEING THAT, UM, WHAT'S THE TIME ANTICIPATED, UH, SCHEDULE? SO WE WOULD GET STARTED WITH DESIGN RIGHT AWAY AND IT'S PROBABLY A, UM, PROBABLY BETWEEN DESIGN AND PERMITTING, SIX TO NINE MONTHS.

AND THEN WE WOULD WORK WITH THE DEVELOPERS ON THE CONSTRUCTION.

SO IT WOULD BE A LITTLE BIT DEPENDENT UPON THE DEVELOPMENT.

OKAY.

MR. CHAIRMAN, I HAVE A QUESTION.

UH, JARED, I DID SEE IN THE PROPOSAL WITH UH, KIMLEY HORN, UH, THEY'RE DOING A SUBCONTRACT OUT, UM, TO DO A TRAFFIC STUDY BETWEEN SIX TO 9:00 AM AND THREE TO 6:00 PM AND I WAS JUST CURIOUS, IS IT IMPORTANT FOR US TO ANALYZE THAT LUNCH CROWD AS WELL THAT'S GOING THROUGH THERE? OR IS THIS NO.

SO RIGHT NOW THE BIGGEST THING IS THOSE IS THE SCHOOL.

OKAY.

UM, WHAT WE'RE SEEING IS TRAFFIC ALREADY FROM THE SCHOOL, UM, THEIR, THEIR STORAGE IS NOT SUFFICIENT ON THEIR PROPERTY AND IT'S QING INTO OUR PUBLIC STREET.

SO WE'RE GONNA MAKE SURE THOSE TIMES THE LUNCHTIME IS, UH, RIGHT NOW THERE'S REALLY NO LUNCH TRAFFIC.

OKAY.

I WAS JUST CURIOUS WITH THE DEVELOPMENT, I KNOW ON LADIES ISLAND, THINGS CAN GET, GET A LITTLE BIT BUSY ON THAT LUNCHTIME, SO I WAS JUST CURIOUS IF THIS WAS GONNA BE THE SAME ISSUE.

WE DON'T ANTICIPATE RIGHT NOW, SO, ALRIGHT, THANKS.

THIS TOO IS ALSO, UM, WE HAVE SEVERAL ON-CALL THE ON-CALL THAT Y'ALL JUST APPROVED WITH THE RIGHT OF WAY, WE HAVE A ON-CALL TRANSPORTATION AND A ON-CALL TRAFFIC AND AN ON-CALL INSPECTION SERVICES.

SO WE'RE UTILIZING THAT ON-CALL THROUGH THIS.

SO WE'RE KIND OF SHORT SERVICING, HAVING TO GO OUT TO OUR RFQ EVERY TIME WE HAVE A DESIGN NEED.

SO THIS IS USING WHAT YOU JUST APPROVED RIGHT BEFORE THIS, BUT WITH TRANSPORTATION, IS THIS AFFECTING OVER BY THE ENTRANCE OF MALAND BLUFF OR IS THAT THE NEXT ONE? SO THAT'S THE NEXT ONE UP.

SO MAIL-IN BLUFF IS ON THE OTHER SIDE, THE NORTH SIDE OF THE SCHOOL.

SO THE SCHOOL HAS A CONNECTION THROUGH MAIL-IN BLUFF, UM, THAT LONG TERM THEY INTEND TO EXERCISE, BUT THIS IS KIND OF SHORT TERM FOR, BUT IS THIS ONE IMPACTING THAT OR IS THAT THE NEXT ITEM THAT'S IMPACTING THAT? UM, NO, THE NEXT ITEM IS TOTALLY DIFFERENT.

UM, THIS, THIS DOESN'T HAVE ANYTHING TO DO WITH MAIL AND BLUFF.

AND I KNOW WE DISCUSSED THIS BEFORE, CAUSE YOU KNOW THAT FRONTAL IS, THEY'RE CURRENTLY TRYING TO CHANGE THE ZONING ON THAT.

AND THIS US GOING THROUGH WITH THIS IS NO IMPACT OF US APPROVING OR DENYING THAT THIS IS JUST FORESHADOWING WHATEVER'S COMING.

NO, THERE'S, THERE'S DEVELOPMENT ON THE BOOKS, UM, IN THE REAR ALREADY OF OCA T ELEMENTARY AND THEN TO THE SOUTH.

SO REGARDLESS OF WHAT HAPPENS TO THE FRONT, UM, THE ROAD WILL BE SET AND RIGHT NOW WE HAVE A ISSUE JUST WITH THE, THE QUEUING.

UM, SO THIS HELPS SOLVE THAT ISSUE PLUS PROVIDE FOR FUTURE DEVELOPMENT.

YES, SIR.

JARED, BECAUSE JERRY POINT WROTE IS A LITTLE BIT ON A CURVE, WILL THERE ALSO BE SIGNALIZATION WARNING? SO THAT'LL BE PART OF THE SHORT TERM ONE 70 PROJECT.

WE'RE GONNA PUT ADVANCED WARNING HEAD AHEAD OF THAT CURVE.

OKAY.

SO THAT'LL BE ASIDE AND SEPARATE.

OKAY.

ANY OTHER QUESTIONS FOR JERRY? THIS CAN BE MOVED FORWARD WITHOUT COUNSEL.

YES, SIR.

YEAH, THAT'LL BE FINE.

I'LL HAVE TO YOU.

OH, UM, THAT'S, THAT'S BOTH YOU, YOU'RE DEALING WITH BOTH DIRECTIONS, BOTH NORTH AND SOUTH DIRECTION OR YOU'RE DEALING WITH ON ONE 70 ON AT THE, UH, SCHOOL TRAFFICKING? YEAH, SO THE SCHOOL IS KIND OF EAST WEST AND ONE 70 IS NORTH SOUTH IN THAT SECTION.

AND SO WE DEAL WITH THE TRAFFIC ON ONE 70 AS AS AS THEY COME IN.

SO THE, ON BOTH SIDES, THE PLANNED WORK ON ONE 70 WOULD BE A, UM, AN ADDITIONAL TURN LANE TO THE LEFT, UH, COMING FROM THE NORTH TO SOUTH UHHUH, .

AND THEN I'M NOT SURE IF WE HAVE A RIGHT TURN LANE.

THIS IS THE RED AREA ON THE MAP RIGHT THERE.

YEAH, SO THOSE WOULD BE THE AREAS THAT ARE EVALUATED AND THEN THE IMPROVEMENTS THERE AT SIGNAL AND THEN MAINLY THE IMPROVEMENTS THERE ON CHERRY POINT ITSELF, WE'RE NOT DOING ANY OF THAT WORK THAT'S GONNA BE STRICTLY UP TO THE DEVELOPMENT, THE DEVELOPERS TO DO IT PROPERTY CAUSING THIS ISSUE TO PAY FOR THAT WORK.

WE'RE JUST DOING THE DESIGN.

THAT'S RIGHT.

WE'RE TRYING TO MAKE THAT WE DON'T PROJECT, WE DON'T GET A PATCH WORK DESIGN.

WE WANNA MAKE SURE THAT WE ARE LOOKING AT I GOT THAT PART AND STUFF.

I WAS JUST WONDERING WHETHER YOU, YOU CONTROLLING, I MEAN DOING, MAKING PROVISION ON BOTH SIDES, NORTH, SOUTH

[00:15:01]

BOUND.

UM, BUT I THINK YOU ANSWERED MY QUESTION.

YEAH.

ALL RIGHT.

THIS DOES NOT NEED TO GO TO COUNCIL CAUSE IT'S UNDER 200,000, SO WE'LL MOVE THIS FORWARD WITHOUT OBJECTION.

SO MOVED.

NUMBER 11,

[11. RECOMMEND APPROVAL TO AWARD MEAD & HUNT CONTRACT FOR ENGINEERING SERVICES FOR THE SC 46 WIDENING PROJECT ($1,053,734.19)]

RECOMMEND APPROVAL TO AWARD MEET AND HUNT CONTRACT FOR ENGINEERING SERVICES FOR THE SC 46 WIDENING PROJECT.

I HAVE A MOTION, I'LL MAKE THE MOTION.

I'LL SECOND THAT FIRST AND SECOND ASK A QUESTION.

ABSOLUTELY.

JARED, DO YOU HAVE PICTURES OF THIS ONE OF VISUAL? I I DON'T THINK, DO WE? YOU COULD DRAW IT FOR ME.

NO, NO, YOU'RE KIDDING.

UM, YOU WANT TO TALK FIRST THEN I'LL, YEAH, I CAN KIND OF TELL EVERYBODY WHAT THIS IS ABOUT.

SO AS PART OF THE RECOMMENDATIONS THAT CAME OUT OF THE TAX COMMITTEE, I, THE LAST SALES TAX PLANNING LAST YEAR, THERE WAS KIND OF THREE MAJOR PROJECTS.

UM, SC 46 WIDENING FROM THE TRAFFIC CIRCLE AT 46 HEADED OUT TOWARDS JASPER COUNTY LINE, WHICH IS THIS PROJECT, UM, ONE 70 WIDEN, WHICH FROM 4 62 TO TO 2 78 AND THEN REBO ROAD REIMAGINED REBO.

SO WE ARE GETTING STARTED ON ALL THREE OF THOSE AS FAR AS THE INVESTMENT FUNDS THAT COUNCIL SET ASIDE.

UM, SO THAT'S WHAT THIS IS.

THIS IS THE FIRST CONTRACT WE'VE BEEN WORKING WITH OUR ENGINEER TO NEGOTIATE A SCOPE AND FEE.

AND SO THEY'VE COME BACK WITH THIS, THIS IS THE FULL DESIGN, UM, OF WIDENING THAT SECTION INCLUDING IMPROVEMENTS AT THE TRAFFIC CIRCLE ITSELF.

AND THIS GETS US THROUGH THE NEPA DESIGN.

SO WE'LL BE LOADING THIS PROJECT SO IT'S AVAILABLE AND READY TO SET FEDERAL FUNDS IF THEY ARE AVAILABLE.

UM, SO THERE'S A COUPLE EXTRA HOOPS SIMILAR TO THE BRIDGE, BUT A LITTLE BIT LESS, UM, OF A PROCESS MORE THAN LIKELY.

SORRY, I HAVE A QUESTION.

WHAT KIND OF SAFETY ENHANCEMENTS ARE GONNA HAPPEN TO THE ROUNDABOUT THAT EVERYBODY HATES THAT I DON'T KNOW SPECIFICALLY THEY'RE GOING TO EVALUATE THAT AND, AND DEVELOP THAT AS PART OF THE PROJECT.

POSSIBLY DRIVER EDUCATION MIGHT HELP A LITTLE BIT.

THAT IS A FANTASTIC IDEA.

UH, AND WHAT'S THE TIMELINE TO EVENTUALLY DO THIS? UM, SO WE'LL WORK THROUGH THIS.

THIS PROBABLY IS, UM, BETWEEN THE NPA ALL.

SO THIS WOULD GET US ALL THE WAY THROUGH NPA AND, AND FEDERAL AGENCY APPROVAL.

SO IT COULD BE, UH, 18 MONTHS TO TWO YEARS.

MM-HMM.

OKAY.

YES, CHAIRMAN.

YES, SIR.

UH, JARED, UH, QUESTION FOR YOU.

I SEE THAT IT SAYS 30, 30% PLANS.

I THINK I UNDERSTAND THAT.

UH, CAN YOU KIND OF GO INTO DETAIL? YES SIR.

WHY? IT'S ONLY 30%.

SO WE KIND OF HAVE THREE SETS OF PLANS, 30%, 60%, AND A HUNDRED PERCENT.

30% IS TYPICALLY WHERE THE NEPA PROCESS GETS YOU TO.

UM, SO WE WILL HAVE A PHASE TWO TO THIS CONTRACT.

SO THE FULL VALUE OF THE CONTRACT WILL PROBABLY BE AROUND $2 MILLION.

ALL SAID AND DONE.

UM, BUT WE ONLY HAD LIMITED FUNDS, SO WE'RE NOT GONNA GET THAT MUCH WORK DONE IN THE NEXT YEAR AND A HALF.

SO WE JUST STOPPED AT THE 30%.

UM, BUT 30% IS USUALLY YOU GET TO THE, WHERE WE ARE BASICALLY WHERE WE ARE AT THE BRIDGE, IT GETS US TO THAT POINT AND WE GET OUR FONZI OUR FEDERAL APPROVAL, UM, AND THEN 60% USUALLY GETS US TO WHERE WE START GOING OUT AND PROCURING RIGHT AWAY.

AND THEN A HUNDRED PERCENT IS WE'RE GOING OUT TO BID.

SO WITH THIS, THE 30%, THE IMPORTANCE OF HAVING THIS READY TO GO IS WE CAN GET MATCHING FEDERAL FUNDS IF THIS IS READY TO SHOW.

THAT'S RIGHT.

YEAH.

AND WE WILL DO IT AS IF, IF WE SKIP THE STEP AND DON'T DO THE NEPA PROCESS AND JUST GO OUT AND WHATEVER WE THINK THE RIGHT DESIGN IS, THEN IF FEDERAL FUNDS DID MAKE THEMSELVES AVAILABLE, WE'RE NOT SET UP TO RECEIVE THEM.

OKAY, THANK YOU.

AS LONG AS WE DON'T GET STUCK BEHIND AN EIGHT BALL LIKE THIS BRIDGE.

THAT'S ALL I ASK , I HAVE DISCUSSION.

ASK A QUESTION.

UM, EXACTLY.

WHERE IS THIS? THE WIDENING? 46.

46.

SO THIS IS THE SECTION FROM THE CIRCLE AT THE END OF ONE 70 AT NEW RIVERSIDE.

OH, DOWN THERE I'M SAYING YES.

NEW RIVER WHERE NO, NOT THAT CIRCLE.

THE COURT NOT THAT CIRCLE.

YEAH, THAT'S RIGHT.

TWO CIRCLES ON 46.

YOU'RE RIGHT.

SORRY, I I EXPLAIN THAT.

SO AT NEW RIVERSIDE FROM THERE TO THE JASPER COUNTY LINE TO THE JASPER COUNTY LINE.

OKAY.

YEAH.

SO LONG TURN, JA ALL THE WAY DOWN TO THE, WHERE THAT LIGHT IS.

UM, TURN, THERE'S A BRIDGE RIGHT THERE AT THE, AT THE, THERE'S A BRIDGE WHEN YOU'RE GOING TOWARDS SAVANNAH AND YOU CROSS OVER THE BRIDGE.

THAT'S THE JASPER COUNTY LINE RIGHT THERE.

OKAY, SO IT'LL GO MIKE CROSS DEW, IS THAT RIGHT? OR OPPOSITE DIRECTION? OPPOSITE.

SO IF YOU'RE GOING TOWARDS SAVANNAH OH, OKAY.

ROSE'S ZOOS UP THIS WAY.

THAT'S RIGHT.

SO YOU, YOU GOING ACROSS THE BRIDGE, THANK YOU.

NO, UH, NOT WITH THIS PROJECT.

SO, SO LONG TERM WITH LATS, UM, THEY'RE STUDYING THIS AREA NOW.

MM-HMM.

AND WHAT THE LONG TERM HORIZONS? UM, SO LONG TERM WOULD BE THAT THERE'S, THERE'S WIDENING ALL THE WAY TO 17.

UM, OBVIOUSLY A LOT OF THAT IS IN JASPER COUNTY AND WE DON'T CONTROL THAT, BUT WE'RE DOING OUR PORTION TO BE READY TO RECEIVE.

UM, SO WE CAN BE FOUR-LANE ALL THE WAY FROM THE TALMAGE BRIDGE UP 17 UP THREE 15 AND 46 AND UP ONE 70 INTO BUFORD COUNTY.

THANK YOU.

ANYBODY ELSE?

[00:20:01]

YEAH, EXPLAIN THAT AGAIN.

UM, THE, THE, THE FULL LANE IS GOING TO GO FROM, SO WE ARE FOUR LANES CURRENTLY ON ONE 70.

RIGHT? ALL THE WAY FROM BOUNDARY STREET DOWN TO THIS TRAFFIC CIRCLE.

AND YOU'RE GONNA GO FROM THERE TO WHERE TO WE'RE GOING.

IF YOU LOOK AT THE MAP HERE, SO WE'RE FOUR LANES TO THE, TO THE TOP OF THE PAGE.

WE'RE COMING TO THE CIRCLE.

IF YOU TAKE THAT WHERE THE ARROW IS, THIS IS TWO LANES, UM, OUT TOWARDS JASPER COUNTY.

UH, SO THIS IS THE SECTION THAT WE WOULD WIDEN FROM TWO TO FOUR LANES.

NOW I, I GOT THAT PART IN BEAUFORT.

MM-HMM.

.

I WAS WONDERING IN JASPER, WHAT IS THE PLANS? SO THOSE PLANS AREN'T FULLY DEVELOPED.

WE'RE WORKING THROUGH THIS LAST HAS IT AS A LONG RANGE PLAN.

THEY'RE ACTUALLY WORKING THROUGH A TRAFFIC STUDY, ACCESS MANAGEMENT STUDY IN THIS LOWER AREA OF THE REGION.

UM, BUT THE ENVISION IS THAT THERE WOULD BE FOUR LANES FROM THIS TRAFFIC CIRCLE ALL THE WAY THROUGH LEVY'S STATION DOWN TO 17 AND ALL THE WAY AT 17 WIDE NOW IS GOING, THE FULL LANE IS GOING ONE 70.

YEAH.

SO ONE 70 AND THEY START SPLITTING.

THEY USED TO BE CALLED ONE 70, NOW IT'S THREE 15.

SO HE IS GOING THE OPPOSITE DIRECTION.

NO, I'M JUST WONDERING GOING TOWARDS JASPER, GOING TOWARDS SAVANNAH.

NO, NO.

IF YOU'RE, IF YOU, I'M I'M, I GUESS I'M DEALING WITH WANTING TO KNOW IN JASPER COUNTY WHAT IS THE, WHAT ARE THE PLANS TAKING THE FULL LANE IN JASPER? I WAS JUST WONDERING.

THEY DON'T HAVE ANY PLANS AS WE'RE SETTING OUT ON ENGINEERING RIGHT NOW.

IT'S JUST PART OF THE LONG LEARNING PLAN INSIDE A LAP AND THEN THEY'RE DOING A TRAFFIC STUDY TO HONE IN ON THAT.

AND THEN HOPEFULLY AT SOME POINT, UM, JASPER DOES THIS SAME ON THEIR SIDE AND START PROVIDING FOR THE DESIGN.

OKAY.

FOR THEIR SEGMENT.

OKAY.

THEY HAVE SIX MILES.

WE'LL HAVE OURS UP, OURS IS TWO MILES AND THEN FROM THE BEAUFORT COUNTY LINE TO 17 IS SIX MILES.

SO THAT'S A LONG TERM PROJECT.

OKAY.

OKAY.

THANK YOU.

VERY GOOD.

THANK YOU.

THIS DOES HAVE TO GO TO COUNTY COUNCIL.

CAN WE MOVE FORWARD WITH NO OBJECTION.

AND I SEE NO OBJECTION.

AND THAT WILL BRING OUR MEETING TO AN END FOR ADUR.

UH, WE ARE BACK AT FOUR O'CLOCK FOR UM, COUNTY COUNCIL.

4, 4, 4 O'CLOCK.

JUST, JUST SO HAPPY.

WHAT IN THE WORLD? 20.

JESUS WAS FAIRLY SHORT.

YOU'RE ALMOST AS GOOD AS LARRY.

WE'RE CRUISING.
