ORDER.

UH, SO IF YOU ALL PLEASE STAND AND JOIN ME WITH PLEDGE.

PLEDGE ALLEGES TO THE FLAG OF THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.

OKAY.

THANK YOU.

ALL RIGHT.

WE HAVE AN AGENDA.

ALL YOU NOTICES BEEN POSTED, UM, OF THE MINUTES.

ANYBODY CAN REMEMBER FROM BACK MARCH OF THE 25TH OF 2022.

ANYBODY HAVE ANY OBJECTIONS OR AMENDMENTS, UH, WITHOUT OBJECTION AND THE MINUTES ARE APPROVED.

THANK YOU.

UH, ANYBODY WISH TO ADD TO THE AGENDA OTHER THAN THE TWO ITEMS THAT WE HAVE HERE? OKAY.

ANY CITIZEN COMMENTS? UM, MAYBE WE JUST GO AROUND AND INTRODUCE JUST KIND OF A REINTRODUCTION.

SOME OF US ARE NEW AT THE TABLE AND ADVANCES A COUPLE OF GUESTS HERE.

SO I'LL START WITH ME.

ED PAPPAS, UH, BEAUFORT COUNTY PLANNING COMMISSION.

ACTING CHAIRMAN, SAID, UH, JOE DEVITO.

TA.

PAUL ROYAL MAYOR.

I'M STEVEN MURRAY, CITY OF BEAUFORT.

MAYOR, BLANK FEE.

BUFORD CITY COUNCIL.

SUE KOSNER, CHAIR OF THE MPC.

IN THE RESIDENT OF BUFORD.

SCOTT MARSHALL.

BUFORD, CITY MANAGER.

I'M ALICE HOWARD, DISTRICT FOUR, BUFORD COUNTY.

AND I DID GET A TEXT FROM GERALD.

HE WON'T BE ABLE TO JOIN US, BUT OKAY.

THANK YOU.

LET'S GO, JUST GO AROUND THE ROOM AND JUST FOCUS.

ROBERT MERCHANTS, UH, DIRECTOR OF PLANNING AND ZONING.

BEAUFORD COUNTY.

THAT'S KRISTEN FORBIS, PALM RANGE PLANNER.

BEFORD COUNTY BROOK PLAN.

COLA TOWN OF PORT ROYAL.

DIRECTOR OF ADMINISTRATIVE SERVICES.

NO.

CORRECT.

PORT OIL PLANNING.

JARED FRAIS, BEFORD COUNTY ASSISTANT ADMINISTRATOR.

OKAY.

THANK YOU.

THANK YOU ALL FOR BEING HERE.

UM, WE'VE GOT TWO DISCUSSION ITEMS AND I THINK A, THE TIME UP STEM FROM SOME OF THE, UH, PERHAPS UNOFFICIAL OR DISCUSSIONS THAT WE'VE HAD AS TO THE PURPOSE AND INTENT AND DIRECTION OF THIS PARTICULAR COMMITTEE, WHICH HAS NOT BEEN IN A QUO FOR NOW OVER A YEAR.

UM, TWO, TWO ITEMS TO IDENTIFY PROJECTS THAT REQUIRE, THAT WOULD BENEFIT, UH, FROM MY MULTI-JURISDICTIONAL PREPARATION AND THE DISCUSSION OF MEETING SCHEDULE, I THINK VERY PROMINENT IN DISCUSSIONS BASED ON UNOFFICIAL SURVEY THAT I DID IN OUR DISCUSSIONS IN DECEMBER.

SOME OF THE THINGS WE TALKED ABOUT WERE REALLY THE FREQUENCY OF THE MEETING, THE DURATION OF THE MEETING, UM, THE EXTENSIVE AGENDA OF THE MEETING, UH, EVEN TO THE POINT OF REPRESENTATION ON THE MEETING AND A FURTHER CONSIDERATION OF THE REGIONAL MEETING SOUTH OF THE BROAD RIVER.

UM, I DON'T HAVE A SPECIFIC PLACE TO BEGIN, IF YOU HAVE SOME THOUGHTS, EITHER OF YOU.

I KNOW YOU WERE, UM, BECOMING ALIGNED A LITTLE BIT WITH, UH, SOUTHERN LOCO.

WELL, AND, UH, SO, UH, NEWS AS OF IT WAS FEBRUARY, FEBRUARY, MEETING FROM JANUARY MEETING BY UNANIMOUS, UH, VOTE OF THE SOUTHERN LOCO, SOUTHERN LOW COUNTRY REGIONAL BOARD.

UH, THEY INCLUDED THE TOWN OF PORT IN THE, IN THE CITY OF BEAUFORD.

AND I, I DO WANT TO THANK COUNCILMAN ALICE HOWARD, UH, FOR HER SUPPORT AS SHE SERVES AS ONE OF THE COUNTIES APPOINTEES TO, TO THAT BOARD.

OKAY.

UM, SO WE ARE ALL UNDER ONE TENT NOW.

MM-HMM.

.

UM, WHICH I THINK IS IMPORTANT BECAUSE IT'S ONE OF THE ONLY MECHANISMS WE HAVE THAT ALSO INCLUDES JASPER, JASPER COUNTY, AND MM-HMM.

AND ALL THE SOUTHLY ROCK MUNICIPALITIES.

DID YOU WANNA SHARE ANY THOUGHTS ABOUT THE, THIS MEETING THAT I KNOW YOU WERE VERY PROMINENT, YOU AND JOE AND ALICE, UH, AT, IN THE DISCUSSIONS THAT WE HAD EARLIER, AND THEN CONTINUING DISCUSSIONS.

WOULD YOU WANNA OFFER ANY THOUGHTS OR WE BEGIN THIS REORGANIZATION? WELL, I THINK WE HAVE A GREAT OPPORTUNITY TO KEEP GOING, BUT, BUT BE SHORT.

AN HOUR MEETING.

I LIKE THE WAY SLOW LOCO HAS ONE HOUR AND THEY DO ONE SUBJECT.

UM, I THINK THERE'S SUBJECTS NORTH OF THE BROAD THAT SOLO WILL WILL NOT HAVE AN INTEREST IN THAT WE DO AS A GROUP.

UH, AND THAT WE JUST NEED TO ATTACK THOSE AS WE GO ALONG.

UH, OUR FELLOW, MY FELLOW COUNTY COUNCIL MEMBERS, UH, I, WE HAVE ONE NEW PERSON AND I, I DON'T THINK HE KNEW THAT THIS WAS HAPPENING TODAY, NECESSARILY.

WELL, HE MIGHT HAVE GOTTEN NOTICE, I'M SURE.

BUT THE IMPORTANCE OF IT, AND I WILL, UM, CERTAINLY, UM, ONCE WE SET WHAT OUR SUBJECT MATTERS ARE, I'M SURE HE'LL BE PARTICIPATING.

DAVID BARAL, YOU AND THEN OUR OTHER, UM, FELLOW MEMBERS TOO.

TWO, UM,

[00:05:02]

MR. DAWSON HAD SOMETHING, HE, HE COULD NOT BE HERE TODAY, SO MM-HMM.

.

UM, I THINK WE JUST IDENTIFY WHAT WE WANT TO DO AND GO FORWARD.

UM, I DON'T, I DON'T KNOW.

I SEE PROS AND CONS OF MEETING ONCE A MONTH THAT IT'S, I DON'T HAVE AN OPINION.

SOMETIMES IF YOU ONLY MEET EVERY OTHER MONTH, YOU'D LOSE ONE.

I'VE SEEN IT HAPPEN WITH SOME OF OUR OWN BOARDS AND COMMISSIONS WHEN THEY ONLY MEET EVERY OTHER MONTH.

UM, IT'S, BUT THEN IF YOU DON'T HAVE ANYTHING TO DO, THERE'S NO USE IN MEETING.

YEAH.

, I DON'T LIKE TO MEET FOR THE SAKE OF MEETING EITHER.

THAT'S MY THOUGHTS.

ALL RIGHT.

UM, JILL, GO, GO, GO FIRST.

WELL, UM, YOU KNOW, I THINK WHEN YOU, YOU GO BACK TO THE INTENT AND WHY THIS COMMITTEE WAS STOOD UP, IT WAS, IT'S THE NORTHERN REGIONAL PLAN IMPLEMENTATION COMMITTEE, AND I WASN'T, I WAS PROBABLY STILL IN HIGH SCHOOL AT THE TIME.

WHY YOU MAKING ME FEEL OLD AS I WAS HERE? OH, YEAH.

I WASN'T, IT'S ALWAYS NAMED AT ME.

DON'T FEEL.

NO, AT LEAST COLLEGE.

SO I WASN'T A PART OF THE CREATION OF THE PLAN, BUT I, I THINK OVER THE CONVERSATIONS WE'VE HAD ABOUT, YOU KNOW, DO WE KEEP THE THING GOING? YOU KNOW, ALSO THINK ABOUT THE DEVELOPMENT PRESSURES THAT WE'RE FACING RIGHT NOW.

UM, YOU KNOW, I LAY AWAKE AT NIGHT SORT OF THINKING ABOUT LAND USE AND DEVELOPMENT AND HOW WE ALL WORK TOGETHER AND BALANCE, YOU KNOW, BALANCE WHAT'S COMING AT US.

UM, AND SO, YOU KNOW, I WENT BACK AND READ THE, READ THE PLAN, WHICH IS, UM, WHICH IS A, I MEAN, I THINK IT'S A REALLY WELL DONE DOCUMENT.

YEAH.

UM, AND SO KUDOS TO THOSE THAT WERE AROUND THE TABLE WHEN IT WAS, WHEN IT WAS CREATED.

I DO THINK WE'VE MAYBE STRAYED A BIT FROM SOME OF THE THINGS WE AGREED TO IN, IN THE PLAN.

UM, AND THAT'S NO SLIGHT ON ANYBODY.

I THINK IT JUST HAPPENS THINGS 2008.

RIGHT.

SO WE'RE, THE PLAN DOES SAY THAT ABOUT EVERY FIVE YEARS, WE WOULD COME BACK AND, AND UPDATE EVEN THOUGH IT IS A 20 YEAR, A 20 YEAR PLAN.

UM, SO I, I, AT A MINIMUM, I THINK THIS GROUP, WE PROBABLY OUGHT TO HAVE SOME KIND OF LIKE, REFRESH OF REFRESHES THE WRONG WORD, BUT AT LEAST LIKE ALL OF US READ THE PLAN, LET'S TALK ABOUT THE RECOMMENDATIONS.

LET'S TALK ABOUT THE LAND USE STRATEGIES, JUST AN UPDATE.

WHAT'S THE WORK THAT'S LEFT TO BE DONE? RIGHT.

WE'VE ACCOMPLISHED A LOT OF THE THINGS THAT ARE IN THE PLAN, BUT THERE ARE STILL A FEW ITEMS THAT I THINK ARE OUTSTANDING.

UM, YOU KNOW, IN OUR CASE, THE ENVIRONMENTAL STANDARDS, UH, DOC LINKS, CRITICAL SETBACK LINES, UH, WE HAD MADE A COMMITMENT IN HERE THAT THEY WOULD BE BETTER ALIGNED WITH THE OTHER PARTNERS.

WE SAID, ANNEXATION SORT OF HIGHLIGHTED TO ME THAT WE, WE HAVEN'T DONE THAT.

AND SO I THINK AS A PART OF OUR CODE AND REGULATORY REVIEW PROCESS, WE'RE GONNA, WE'RE GONNA MAKE GOOD ON OUR, ON OUR COMMITMENT BACK IN 2008.

SO I, I WOULD, I GUESS AT A MINIMUM, I'D SAY LET'S GO BACK AND JUST HAVE A MEETING WHERE WE, YOU KNOW, BY THE NEXT MEETING, WE, WE AGREE TO READ THE PLAN AND THEN COME IN AND HAVE SOME KIND OF INFORMED CONVERSATION ABOUT, YOU KNOW, WHAT DO WE AGREE WITH, WHAT DO WE NOT AGREE WITH? DO WE WANNA MAKE SOME MODIFICATIONS? MM-HMM.

, WHAT'S THE WORK THAT'S LEFT OUTSTANDING? UM, AND I, YOU KNOW, I DON'T NEED ANOTHER MEETING TO GO TO.

I, I COULD HEAR, I, I CAN GO EITHER WAY.

WE COULD DO MONTHLY AS LONG AS WE'RE GONNA KEEP IT TO AN HOUR.

RIGHT.

UM, AND BE REALLY SORT OF PULLED FAST TO THAT, THAT HOUR LINE.

IT'S NOT A MARATHON.

CAUSE THAT'S, THAT'S, I THINK THAT'S WHAT'S TURNED A LOT OF PEOPLE OFF FROM THE TWO AND A HALF HOUR MARATHONS.

MM-HMM.

WE USED TO HAVE MM-HMM.

MM-HMM.

.

UM, I COULD ALSO DO EVERY OTHER MONTH, BUT I ALSO AGREE WITH ALICE THAT SOMETIMES YOU LOSE, YOU LOSE SOME MOMENTUM IF WE DO DECIDE THAT THIS IS GONNA BE A PLACE WHERE WE ACTUALLY TRY TO MOVE SOME THINGS FORWARD.

UM MM-HMM.

AND I'LL, I HAVE A COUPLE OF SPECIFIC ITEMS THAT I THINK WE COULD, WE COULD WORK ON BESIDES JUST THE PLAN REVIEW, BUT I'LL HOLD THAT TO FOR THE NEXT OKAY.

NEXT PART OF THE CONVERSATION.

NO, I, I AGREE.

I'VE MEAN, UPDATING THE PLAN, WE DID PUT THAT FIVE YEAR LIMIT IN THERE, REMEMBER THAT.

BUT WE NEVER, WE'VE NEVER ACTUALLY DONE IT.

WE, FOR A WHILE, WE WERE STEADY MOVING ON THINGS AND WE JUST KEPT GOING, KEPT ITEMS GOING, AND THEN IT KIND OF FELL BY THE WAYSIDE, AS WE ALL KNOW.

WE JUST LOST THE MOMENTUM OF THE GROUP COMPLETELY.

I LIKE THE ONE HOUR MONTHLY MEETINGS.

I THINK, I THINK THAT WILL HELP US KEEP IT GOING.

ESPECIALLY IF WE'RE GONNA DO, UH, SINGLE TOPIC MEETINGS AND REALLY WORK THROUGH THEM.

I THINK IT'S GONNA SPREAD THINGS OUT TOO FAR IF WE START GOING TO EVERY OTHER MONTH IN THAT ASPECT.

SO, UM, I I, LET'S TRY TO KEEP IT TO ONE HOUR MEETINGS AND I THINK MONTHLY MAKES SENSE TO ME.

UH, THE PLAN IS A GOOD PLAN.

IS IT IT, DO WE GO BACK AS MUCH AS WE GOTTA GO BACK, WE GOTTA REVIEW THE PLAN, BUT DO WE STILL CALL THIS AN IMPLEMENTATION COMMITTEE OR DO WE JUST CHANGE? DO WE DROP THE WE DROPPED THE EYE, YOU KNOW WHAT I MEAN? WE DROPPED THE IMPLEMENTATION PORTION.

IT'S SOMETHING WE SHOULD BE KEEP LOOKING AT AND SOMETHING WE SHOULD KEEP REVIEWING.

DOESN'T SOUND IS GOOD.

YEAH.

IT MAKES IT VERY DIFFICULT.

DIFFICULT TO SAY IT.

WE COME UP WITH LIKE A CATCHY ACRONYM, LIKE, SO LOCO WE NEED YEAH.

WE NO LOCO, NO LOCO,

[00:10:01]

.

THINK WE'RE ALL LOCO.

SO IF NEVERMIND NOT.

SO, YOU KNOW, HAD A LOT OF COFFEE THIS MORNING.

YEAH.

AHEAD THIS MORNING.

YEAH.

I JUST, I JUST THINK, CUZ I, I, I WANT IT FOR ME, I THINK WE HAVE TO HAVE THE ABILITY TO INTRODUCE NEW ITEMS THAT AREN'T IN THE PLAN.

YEAH.

AND THAT'S THE REASON THAT I'M KIND OF EVEN SAYING THAT.

I MEAN, WE DID SOME OF THAT.

WE DID SOME GOOD THINGS BECAUSE SOMETHING WOULD COME FORWARD AND WE WOULD JUMP ON THEM AND WORK ON THEM OVER THE YEARS.

AND I'D LIKE TO HAVE THAT ABILITY TO SAY, WELL, IT'S NOT IN THE PLANE.

YOU CAN'T WORK ON IT.

I DON'T WANNA GET THAT INTO THAT KIND OF REALM OF DISCUSSION.

OKAY.

UH, DOES, REGARDING THE ADMINISTRATION OF, UH, FREQUENCY OF MEETINGS, UH, IS THIS DAY, UH, ON A FRIDAY, UH, AT NINE 30, , IS THERE, ANYBODY HAVE A EVER THOUGHT, LET'S SEE, LET'S SEE.

SO LOCO MEETS TUESDAY.

MM-HMM.

.

SO IF WE, I'M JUST THINKING, YOU KNOW, IF WE HAD SOMETHING WE WANTED TO SHARE, AS LONG AS WE MEET BEFORE THEM, WHICH WE'RE KIND OF IN THAT PATH, THAT MIGHT WORK OUT.

WELL, FRIDAY WORKS GOOD FOR ME.

YEAH, RIGHT.

JUST AS GOOD AS, OKAY.

SO WHAT I'M HEARING KIND OF UNIFORMLY, AND WE CAN PUT THIS DOWN AS A DRAFT FOR A BOAT OFFICIALLY, WHEN WE HAVE A CORRU, COULD I SUGGEST LIKE NINE O'CLOCK INSTEAD OF NINE 30? WOULD THAT MATTER? NO, THAT'D BE GREAT.

9, 9 30 IS KILLS YOUR MORNING.

YEAH.

YEAH.

I DON'T ANYTHING ELSE? THE REST TO STAFF? .

SO WHAT I'M HEARING, WHAT I'M HEARING IS NINE 30 PUSHES.

IT'S, YOU'RE LEFT WITH THE FRAGMENT OF TIME FOR LUNCH.

.

SO LIKE FRAGMENT OF TIME IS OKAY WITH LOTS OF THINGS DONE BEFORE LUNCH.

YEAH.

NINE O'CLOCK.

YES.

I WAS READY TO LEAVE THE OFFICE AT 8 45.

ANYWAY, .

OKAY.

I MYSELF, IT WAS 9 39.

SO THE DRAFT FOR VOTE NEXT TIME WILL BE, UM, A THIRD FRIDAY, NINE O'CLOCK, ONCE A MONTH, ONE HOUR.

DO WE WANNA SAY ANYTHING ABOUT, UH, REPRESENTATION ON THE COMMITTEE? THAT'S A NO EQUAL REPRESENTATION ISSUE OR IS THERE AN ISSUE? WE HAVE TO, ARE YOU HAPPY WITH WHO WE HAVE NOW OR DO YOU WANT TO END ANYBODY? UH, I'M TRYING TO REMEMBER IF IT WAS ORDINANCE SPECIFIC.

OH, WAS IT ORDINANCE? COUNTY ORDINANCE? WE DID SOME RESEARCH ON THIS AND WAY BACK IN 2006, WE PUT TOGETHER THE STEERING COMMITTEE FOR THE PLAN ITSELF.

AND THEN ALL THE PLAN DOES, IT SAYS THE STEERING COMMITTEE OR I THINK WHEN THE PLAN WAS ADOPTED, THE RESOLUTION SAID THE STEERING COMMITTEE NOW BECOMES THE IMPLEMENTATION COMMITTEE.

AND I COULD NOT FIND ANYTHING THAT SAID THE STEERING COMMITTEE SHALL BE MADE UP OF THESE MEMBERS.

I THINK WE KIND OF STUCK WITH YEAH.

WHAT REPRESENTATION WE HAD.

MM-HMM.

, I, I AGREE WITH THAT.

THE ONLY THING THAT WASN'T IN THAT WAS YK AS A, AS A MEMBER.

SO WE WANTED, HAD YK AS AN OFFICIAL MEMBER, RECOGNIZED THAT HOW THEY WERE NOT IN THE ORIGINAL PLAN.

THEY'RE NOT STATE BECAUSE THEY ATTENDED FOR, WE, WE THEY DID NOT, THEY DID NOT PARTICIPATE IN THE STEERING COMMITTEE.

GOT, AND THEN WE MADE IT A PLAN.

WE INVITED HIM.

WE ACTUALLY HAD A COUPLE OF MEETINGS IN THERE TRYING TO REMEMBER.

WE, WE WENT UP THERE AND HAD AT LEAST TWO MEETINGS TO TRY PUT TWO MAYOR CHANGES AND DIFFERENT THINGS THEY DROPPED OUT, BUT LOVE TO GET THEM BACK.

AND THE SCHOOL BOARD WAS ALWAYS PART OF IT.

SCHOOL BOARD HAS ALWAYS BEEN A PART OF MEDIOCRE ATTENDANCE, BUT ALWAYS BEEN A FARM.

WHEN LC, WHEN BILL EVANS WAS HERE AT BK, THEY PRESENTATIONS OF LAND USE, BUT NOT, BUT NOT AS A MEMBER.

THEY, THEY WERE DEFINITELY STAFF SUPPORT, ALWAYS AT EVERY MEETING HELPING.

AND THEY WERE STAFF SUPPORT ELK, UM, CHAIRMAN, ONE OF THE THAT'S RIGHT.

THEY HAD A REPRESENTATION ON THE STEERING COMMITTEE.

YEAH.

UM, ORIGINALLY IT WAS BILL MCBRIDE AND HE WAS A COUNCILMAN AND A MEMBER OF THE BOARD FOR, UM, ELK AND THEN BRIAN FLAK REPRESENTATIVE.

OKAY.

REAL QUICKLY, BEFORE WE MOVE ON, WE CAN ASK, DID EVERYBODY AROUND THE TABLE APPROVES? JERRY ASHMORE SENT A PROXY FOR BROOK TO ATTEND IN HIS PLACE, THAT DATE MEETING AS A DESIGN, WHICH GIVES US A QUORUM AND WE CAN ACTUALLY VOTE ON SOME OF THIS STUFF TODAY.

MOVE IS MOVED.

ACCEPTANCE.

SEE IT? ABSOLUTELY.

OKAY.

I'LL JUST PREFER BROOKE OVER JERRY AND .

THAT WAS A BY WAY.

I KNOW I SAID IT LOUD.

SO I WILL, I WILL SCREENSHOT THIS AND EMAIL IT TO YOU SO THAT YOU CAN HAVE MUCH MORE TRACK.

LET OKAY.

TO THE TABLE.

THIS WAY WE NO, WE ARE IN A QUO.

WE'RE IN A QUO TIME YEAR.

I'M SO SORRY.

IT TOOK ME A LITTLE BIT TO GET THAT, BUT I WAS KINDA QUIETLY WORKING IT IN THE CORNER HERE.

SO OFFICIALLY MOVE ACCEPTANCE OF OUR MINUTES.

EXCUSE ME.

OFFICIAL ACCEPTANCE OF OUR MINUTES.

ACCEPT MINUTES.

GOT A MUCH NICER.

CONGRATULATIONS.

I HEARD A MOTION IN A SECOND MOTION AND A SECOND TO ACCEPT ADMINISTRATIVE OBJECTION.

ALL THOSE APPROVE.

AYE.

AYE.

OBJECTIONS.

OH, OKAY.

UM, AND

[00:15:01]

WE ALSO HAD SET DOWN A, UM, A DRAFT FOR A VOTE WE CAN TAKE NOW REGARDING ONE HOUR THIRD FRIDAY, NINE O'CLOCK.

DO YOU NEED A MOTION? I WOULD LIKE TO HAVE A MOTION TO BE, I'LL MAKE A MOTION THAT WE BEGIN MEETINGS AT NINE O'CLOCK THIRD FRIDAY FOR NO LONGER THAN ONE HOUR.

SECOND.

SECOND.

ANY DISCUSSION? ALL THOSE IN FAVOR? UH, OPPOSED? AYE.

AYE.

ONE LAST ADMINISTRATIVE ITEM.

UM, I FELL INTO THE POSITION OF ACTING CHAIRMAN WHEN MIKE, UM, RESIGNED.

UH, SO WE NEED TO EITHER MAKE THAT PERMIT OR MOVE ON TO SOMEONE ELSE, WHICH IS OKAY.

UM, ENTHUSIASM IN THAT.

OKAY.

WASN'T IT? YOU WANNA BE AN OPPOSING FORCE HERE? YOU KNOW, I MEAN, LET'S MAKE A MOTION FOR ED HABITS TO CONTINUE SERVING AS CHAIRMAN.

A SECOND.

THAT DISCUSSION.

FAVOR? OBJECTION.

WHEN YOU'RE NOW VICE CHAIR MASON BACON POSITION, NOR THE NOMINAL.

LET ME ASK YOU A, A QUESTION, I'M GOING BACK TO HISTORY HERE.

WAS CHAIR, VICE CHAIR WAS PLANNING COMMISSION, BEAUFORT PLANNING COMMISSION.

METROPOLITAN THE PLANNING COMMISSION.

MM-HMM.

SWITCHED EVERY OTHER, OTHER YEAR CHAIR, VICE CHAIR I'D LIKE TO NOMINATE.

OKAY.

SO I'D LIKE TO VICE, I THINK THAT SECOND VICE CHAIR, THE IDEA WAS THAT IT STAYED IN THAT REALM.

I'M JUST BRINGING THAT BACK.

WE CAN CHANGE IT LATER.

A SECOND.

SORRY.

SUE.

DISCUSSIONS.

OKAY.

ALL THOSE A FAVOR? AYE.

THANK YOU.

THANK YOU SIR.

AGREEABLE GROUP.

I HOPE WE CAN MOVE FASTER.

THE SUBJECT AGENDA.

.

OKAY.

UH, THE DISCUSSION ABOUT, UH, MOVING FORWARD, THE AFFIRMATION OR REAFFIRMATION OF THE CHARTER I THINK IS RIGHT ON.

UM, I, I HOPE YOU'VE ALL SEEN OR WELL SEEN SOON THE RESOLUTION TO, UH, R 2009 DASH 11, WHICH WAS A RESOLUTION ADOPTING THIS PARTICULAR CHARTER.

UM, IT'S A VERY INTERESTING READING AND PARTICULARLY THE SOME 12 OR 13 PAGES ON INTERGOVERNMENTAL AGREEMENT, WHICH IS WHAT WE SHOULD BE POURING THROUGH AS YOU SUGGESTED.

AND, UM, LOOKING FORWARD IN DISCUSSION OF THAT, DO WE WANT TO SET SOME AGENDA TOPICS REGARDING THAT FOR OUR NEXT MEETING? AND ED, COULD I GET A COPY OF THAT? I DON'T, SURE.

I DON'T HAVE A COPY.

I DON'T KNOW WHO TO REQUEST THAT FROM, BUT, WELL, I'VE GOT A COPY RIGHT HERE.

IF WE CAN JUST GET COPIES PAGE.

DOES ANYBODY ELSE NEED COPIES? I SEEN IT.

I'D LIKE TO GET ONE.

I YOU SENT IT OUT ABOUT IT A YEAR AGO.

GO AHEAD MEGAN, FOR THE GROUP.

UM, JUST FOR THE NEXT MEETING, UM, I'M GONNA LOOK AT ROB MERCHANT, THE STATEMENT .

CAUSE I WAS LOOKING AT THE ACKNOWLEDGEMENTS AND SO THERE'S, YOU KNOW, THE MAN, WHAT A, WHO'S WHO OF, OF OF FOLKS.

BUT, UM, IN TERMS OF PLANNING AND SUPPORT STAFF, YOU WERE, YOU WERE ON HERE A COUPLE OF TIMES PHOTOGRAPHY AND, UM, BUT WITH, AND I'M NOT SAYING NECESSARILY JUST YOU, BUT WOULD, CAN WE GET A PRESENTATION MAYBE ABOUT THE PLAN THAT WOULD OPEN SOME CONVERSATION ABOUT, UM, HOW WE GOT TO WHERE WE ARE AND THEN KIND OF THINGS LEFT UNDONE? YES.

RIGHT ON.

YEAH.

KINDA A READER'S DIGEST VERSION.

OKAY.

YEAH, I, I'D APPRECIATE THAT AS WELL.

SOMEBODY WHO WASN'T INVOLVED.

SO IT'S JUST STREET.

HAS EVERYBODY SEEN THE CHARTER? BECAUSE THAT'S A PRETTY GOOD OUTLINE OF, OF I WAS IN HIGH SCHOOL AND THERE'S A 90 PAGE DOCUMENT THAT GOES THROUGH IT, CORRECT.

EXTENSIVE, CORRECT.

AND THAT'S, YOU CAN GET THAT OFF THE WEBSITE BUFORD COUNTY WEBSITE.

AND I KNOW LIKE LIBBY, LIKE LIBBY WAS OVER IN THE CITY AT THE TIME.

LIBBY.

YEAH, MY GROUP.

OKAY, GOOD.

LIKE A LITTLE HISTORY LIST.

SO, SO LET ME ASK FOR THE NEXT MEETING.

IF, IF, IF THE COMMITTEE MEMBERS AND AND SUPPORT STAFF, UM, WE TAKE A LOOK AT THE DOCUMENT THAT IS THE BUFORD COUNTY, UH, NORTHERN REGIONAL PLAN.

UM, AND SINCE IT'S GONNA BE A TOPIC OF DISCUSSION, THAT WOULD BE VERY, VERY HELPFUL.

YEAH.

I HAVE ANOTHER QUESTION.

MAYBE ROB KNOWS WHY.

ARE THERE FOUR COUNTY REPS, ALTHOUGH ONE OF 'EM MAY BE SUPPOSED TO BE THE LOCO REP.

YES.

AND THEN THE OTHER, WHY IS THAT, THAT DOESN'T SEEM FAIR, TO THE, I THINK WE'RE GOING BACK TO THE POLITICS OF 2006, BUT I THINK YEAH, ONE OF THEM WAS THE, UM, OFFICIAL REPRESENTATIVE FOR ELK COG.

SO DO I REMEMBER THE CONVERSATION WAS THERE WAS FOUR REPS FROM THE TWO MUNICIPALITIES.

SO THE COUNTY HAD TO MATCH THE SAME CAUSE WE WERE TWO FROM EACH ONE OF THE MUNICIPALITIES.

SO COUNTY HAD TO MATCH THAT.

SO, BUT THAT'S NOT, I'M NOT SAYING, I'M JUST REMEMBERING HISTORY CONVERSATIONS.

THAT WAS BACK IN THE, THIS WAS ANNEXATION WAR, RIGHT? THIS IS A LONG TIME AGO, BUT JETS IN THE SHARK DAYS STARTING OUT.

I MEAN, JUST GETTING EVERYONE

[00:20:01]

IN THE SAME ROOM WAS A MIRACLE.

SO, I MEAN, IT JUST, IT WAS KIND OF A, YOU KNOW, WE STARTED OFF IT'D BE A ROCKY RELATIONSHIP.

SO ARE IS THERE ANYBODY FROM THE MUNICIPALITIES THAT ALSO IS A LOW COG REP ON HERE? THERE MAY HAVE BEEN ORIGINALLY, BUT NOT NOW.

NONE OF, I MEAN, NEIL IS, IS IS LOW COG.

OKAY.

UM, PHIL WAS LOCOG FOR US.

MARY BETH.

THAT'S RIGHT.

MARY BEST.

OKAY.

ALL.

WELL, I I, THIS MAY NOT BE THE RIGHT TIME TO DO IT, BUT I THINK THE COUNTY AND I SHOULD REDUCE HOW MANY PEOPLE ARE ON IT.

BE, UH, MORE EVEN.

SO WHY WOULD YOU REDUCE THAT TO TWO PEOPLE, TWO REPRESENTATIVES? I HAVE TWO, BUT ONE, ONE OF US MAY BE A LOW COD.

I DON'T SEE WHY WE COULDN'T DOUBLE HAT IT.

LOW COG IN REPRESENTATION.

OKAY.

CAN I, UH, BECOME ONE OF THE LOW COG REPS? CAN I OFFER A COUNTER, A COUNTERPOINT? UHHUH.

.

UM, SO THIS BODY ISN'T REGULATORY? NO, NOTHING THAT WE VOTE ON REALLY HAS ANY WEIGHT.

I MEAN NOT THAT'S WRONG WORD, NOT WEIGHT.

IT DOESN'T HAVE ANY LIKE BINDING, IT'S NOT BINDING TO OUR ORGANIZATIONS.

RIGHT.

RIGHT.

SO WHAT, WHAT HAPPENED WHEN WE DECIDE SOMETHING HERE AND WE CAN THEN HAVE TO TAKE IT BACK TO OUR RESPECTIVE ORGANIZATIONS AND TRY TO CONVINCE OUR RESPECTIVE COUNCILS AND STAFFS TO COMMIT RESOURCES TO WHATEVER THE MUTUAL PRIORITY IS.

MM-HMM.

, IS THAT RIGHT? THAT'S, UM, SO TO THAT POINT, CITY COUNCIL, WE HAVE A, YOU KNOW, CITY AND TOWN.

WE HAVE FIVE MEMBER COUNCILS.

AND SO HAVING TWO MEMBERS EACH RIGHT.

I WE ONLY NEED ONE MORE VOTE TO GET SOMETHING DONE OUTTA HERE.

, I MEAN, WE DON'T, COUNTY COUNCIL'S NOT TO ESTABLISH QUORUMS. WELL, WELL I SEE WHAT YOU'RE SAYING, BUT I'M JUST TRYING TO THINK ABOUT INCREASING ATTENDANCE FROM A COUNTY.

RIGHT.

I GUESS MY MY POINT IS IF YOU'RE 11 MEMBER COUNSEL, YOU KNOW, IT, IT, IT TAKES YOU A LOT MORE THAN US TO, TO GET SOMETHING THROUGH RIGHT.

PRIORITIES.

AND SO HAVING MORE COUNTY FOLKS AT THE TABLE SO THAT THEY UNDERSTAND THE GENESIS OF SOME OF THE IDEAS THAT WILL COME OUT OF HERE, THAT'S PROBABLY A SMART ONE.

WHEN WE COMMIT RESOURCES, I DON'T THINK WE'LL BE, I DON'T THINK WE'LL BE A BAD THING.

OKAY.

UM, EVEN IF IT MEANS THAT ON SOME OF THINGS YOU'LL HAVE A HEAVIER WEIGHT OF COUNTY COUNCIL MEMBERS VERSUS MUNICIPAL MEMBERS ACROSS THE TABLE.

BUT I THINK FOR ME, FROM A MUNICIPAL PERSPECTIVE, I'M, I'M OKAY WITH THAT.

IF IT MEANS WE HAVE MORE INFLUENCERS FROM THE COUNTY UNDERSTANDING WHATEVER THE PRIORITIES ARE BEFORE WE GO TO OUR RESPECTFUL ORGANIZATIONS TASK FOR THOSE WE'RE STILL ONLY FOUR VOTES OUT OF 11.

YEAH.

AND I MEAN FROM AN ACTION STANDPOINT, THE MAJORITY OF THE STEP THAT WE TAKE ANYTHING IS FROM THE LAND USE, YOU KNOW, JOINT LAND USE OR ANY OF THE CONSULTANT WORK THAT COMES BEFORE US BEFORE IT GOES ON TO OTHER JURISDICTIONS.

SO IT'S NOTHING REALLY, I WOULD WAITED.

OKAY.

I WOULD BE HESITANT TO MAKE THAT DECISION NOW.

I WOULD RATHER I WOULDN'T.

NO, I'D RATHER YOU GO BACK TO THE COUNTY MEMBERS.

I'LL TALK TO, SEE IF YOU CAN GET THEM AS EXCITED ABOUT GETTING THIS THING UP AND RUNNING AGAIN.

IT'D BE GREAT TO HAVE THE FULL REPRESENTATIVES IN THIS ROOM WITH US TO TALK ABOUT THAT STUFF.

YEAH.

I HOPE SOMEONE, IF YOU KNOW FROM THE SCHOOL DISTRICT WILL ATTEND, BUT, UM, WE'LL WORK ON THAT.

I'M HAPPY TO CALL YEAH.

RENT THE SCHOOL DISTRICT AND ASK CONSIDER MAKING NEW APPOINT.

YEAH.

SO THEY HAVE ONE OR TWO SEATS, JUST ONE.

NORMALLY EARL CAMPBELL IS THE ONE THAT, OKAY.

SO WE'LL LEAVE THAT AS AN ACTION ITEM FOR YOU, ALICE, FOR I'LL TALK TO THE OTHER COUNCIL MEMBERS TALK TO TO ATTENDANCE TO YOU.

SURE.

OKAY.

OKAY.

10 O'CLOCK I THINK.

YEAH, I THINK WE'RE ABOUT THERE.

ALTHOUGH WE DIDN'T START AT NINE , WE DIDN'T START AT.

OH, OKAY.

WELL WE GOT MORE MINUTES.

WE DON'T, WE DON'T HAVE TO PROLONG PATRICK, FINISH YOUR CALL.

WE DON'T, WE DON'T, DON'T HAVE TO PROLONG IT.

BUT, UM, IF, IF THERE'S A PARTICULAR, I THINK WITH, I WOULD ASK EACH OF THE COMMITTEE MEMBERS TO TAKE A LOOK AT, ARE THERE SPECIFIC ISSUES WITHIN THAT CHARTER THAT YOU THINK DOMINATE OR SHOULD DOMINATE OUR, OUR DISCUSSION NEAR TERM X ANNEXATION? WHETHER IT'S GROWTH BOUNDARIES, AGAIN, WHEN YOU USE THE WORD CHARTER, ARE YOU TALKING ABOUT THE INTERGOVERNMENTAL AGREEMENT? THE INTERGOVERNMENT AGREEMENT? YES.

I CAN ESTABLISH IT.

AND THEN THERE'S THE 90 PAGE DOCUMENT BEHIND IT, WHICH IS MY, I GOT THROW SOMETHING OUT THERE THAT I'VE HEARD A LOT ABOUT FROM MY CONSTITUENTS SLIGHTLY IN MY DISTRICT.

UM, THEY'RE REALLY WORKING.

THANK YOU JARED.

THEY'RE, SINCE JARED'S HERE, UM, THE BIG PLAN FOR TRANSPORTATION, GATEWAY, 78 SALEM ROAD, YOU KNOW, ALL THEY'RE ALL BUZZ BUZZ, BUZZ BUZZ BY THAT NOT SO MUCH REBAR ROAD, BUT UM, I DON'T, ANYWAY, SO JUST LIKE TO SHARE THAT.

UM, AND I DON'T EVEN, YOU KNOW, I'LL HAVE TO GO BACK AND LOOK AT OUR CHARTER AND OUR PLAN AND YOU CAN SEE IF THAT'S SOMETHING YOU CAN AT LEAST HAVE DISCUSSIONS ABOUT.

I KNOW THERE'S A LOT OF WORK GOING ON BEHIND THE SCENES WITH

[00:25:01]

STAFF AND THE THREE ENTITIES, BUT THERE'S A LOT OF PEOPLE WORRYING.

IS ANYBODY THINKING ABOUT ALL THE TRAFFIC? I'M LIKE, YES, THEY ARE.

, HIS NAME'S CHAIR CLAY.

THAT'S ALL HE THINKS ABOUT.

WE'RE VERY CONCERNED.

VERY HIGH UP ON HIS LIST OF THINGS.

YEAH, I, I THINK IT'S A GOOD IDEA TO HAVE ADDITIONAL ITEMS THAT WE MIGHT WANNA REVIEW GOING FORWARD.

UH, SO LOCO THEY, THEY DEVELOP A LIST OF ITEMS BUT THEY NARROW IT DOWN TO THE NEXT SUBJECT TO THE NEXT MEETING.

ONE OR TWO ITEMS TO KEEP IT MOVING TO, YOU KNOW, STAY WITHIN THE TIME LIMITS.

BUT IT'S ALWAYS GOOD TO HAVE IN YOUR HIP POCKET WHAT YOU THINK SHOULD BE COMING YOUR TERM DOWN THE ROAD.

SO I WOULD, YOU KNOW, I WOULD ASK THAT MAYBE WHAT YOU DO AS WELL IS IF YOU THINK THERE ARE OTHER, SAY A HALF DOZEN OR SO SUBJECTS YOU THINK NEED TO BE ON THAT AGENDA SOMEWHERE, UM, HIGHLIGHT, COME WITH THAT LIST AND WE'VE HIGHLIGHTED THEM AND YOU'VE GOT THEM WE'LL HIGHLIGHTED IN THE MINUTES AGAIN.

RIGHT.

IF THEY'RE THE SAME YES.

SUBJECT, YOU KNOW.

YEAH.

IF THEY'RE THE SAME, THEN WE'LL JUST GO FORWARD WITH THAT LIST INFRASTRUCTURE.

WELL THE GOOD NEWS IS WE, WE, YOU KNOW, OUR PERSPECTIVE JURISDICTIONS HAVE DONE A, A FAIR AMOUNT OF TRANSPORTATION PLANNING.

AND THEN WITH THE CAPITAL COMMITTEE THAT WE PUT TOGETHER BEGINNING OF LAST YEAR, OUR APPOINTEES, I THOUGHT LED BY JARED BACK THERE I THOUGHT DID A REALLY GREAT JOB OF CAPTURING SORT OF THE LARGER COUNTYWIDE LONG RANGE RIGHT.

30, 40 YEAR TRANSPORTATION ISSUES.

THE PROBLEM IS WE JUST DON'T HAVE A MEANINGFUL FUNDING SOURCE TO START EXECUTING SOME OF THOSE PLANS.

I I'M TOLD REBO ROAD IS STARTING TO REALLY COME TOGETHER AND SURE WE WILL HAVE, WE'LL HAVE SOME PLAN AFTER WE GET SOME CITIZEN FEEDBACK AND POLISH ALL THAT UP.

BUT IT'S REALLY GONNA COME DOWN TO, IT'S REALLY GONNA COME DOWN TO, TO MONEY.

UM, AND I THINK THAT'S HOW WE WORK WITH THE COUNTY TO GET SOMETHING ON A BALLOT IN, I GUESS IN 24.

UM MM-HMM.

OBVIOUSLY I THINK A NUMBER OF US WERE DISAPPOINTED THAT WE DIDN'T PUT SOMETHING ON THE BALLOT IN 22, BUT JUST WALKED AROUND THE BRIDGE.

BUT I DON'T THINK ANYTHING'S OFF THE TABLE HOUSE.

I THINK ABSOLUTELY.

TRANSPORTATION.

YEAH.

SOMETHING IT'S JUST SOJOURNED.

CAN I ASK A BACKGROUND QUESTION? DID I READ SOMEWHERE THAT UM, THERE IS CONSIDERATION OF AN MPO BEING ESTABLISHED FOR THE COUNTY? YES.

SO THERE'S ALREADY AN MPO UM, THAT MAKES UP YES.

VILLE REGIONAL PLANNING.

IT'S NOT AN MPO OFFICIALLY.

WELL, NO, IT IS AN MPO.

IS IT? IS IT OKAY.

OKAY.

BUT CURRENTLY, UM, FEDERAL HIGHWAY JUST MADE US ALL AWARE THE NORTHERN BUFORD COUNTY, UM, UNINCORPORATED CITY OF BEAUFORT AND TOWN OF PORT ROYAL, THAT WE JUST REACHED THE THRESHOLD TO ESTABLISH A NEW PMP NPO.

AND BASICALLY WE NEED TO GET BACK TO THEM WHETHER YES, WE WANT TO DO THAT OR NO, WE WANNA REMAIN IN THE EXISTING NPO.

OKAY.

AND SO, UM, I'M WORKING WITH, WITH RE UH, REESE VAN TO GET SOME THOUGHTS ON PAPER TO SHARE WITH, UH, COUNCILS, ALL THE COUNCILS TO MAKE A DECISION ON THAT.

SO I'M GLAD YOU BROUGHT THAT UP CAUSE THAT MIGHT BE A GOOD TOPIC FOR, FOR THIS GROUP TOO.

THINK IT FITS RIGHT INTO WHAT YOU'RE TALKING ABOUT, ALICE.

WELL THE SHORT SUBJECT IS BASICALLY WE REED REACHED THAT THRESHOLD.

UM, IF WE WANTED TO CREATE A NEW MPO, WE'VE GOTTA GET A NEW STAFF, A NEW LONG RANGE PLAN, A NEW TIP, UM, A WHOLE LIST, LAUNDRY LIST OF ITEMS THAT IS TOTALLY POSSIBLE.

BUT THEN WE'VE GOT TWO COMPETING MPOS, WHICH MAYBE THERE'S SOME ADDITIONAL FUNDING FROM D O T ON THAT.

BUT THEN IN MY OPINION, THE IDEA OF AN MPO IS TO BE THE REGIONAL PLANNER.

AND NOW WE'RE NOT PLANNING TOGETHER BECAUSE WE'VE GOT MULTIPLE NPOS.

THAT'S MY CONCERN.

LAST MEETING WHEN WE TALKED ABOUT THIS, RIGHT? YEAH.

YES.

AND THE OTHER CONCERN FOR COMING UP NEXT CLASS MEETING AS WELL TOO ABOUT THIS FOR THE SAME THING.

CAUSE WE DECIDED, I THINK IT'S A VOTE NEXT TIME, UNLESS I WAS JUST, WE WERE TO ESTABLISH NEW STUDY AREA ALSO, WE WOULD HAVE NO IDEA WHAT THE FUNDING WOULD BE UNTIL WE TELL THEM YES, WE WANT TO DO IT.

EXACTLY.

BECAUSE THEY CAN'T, THEY CAN'T DISTRIBUTE THAT BUCKET UNTIL THEY KNOW ALL OF THE MPOS THAT WILL EXIST WITHIN THE STATE.

SO DOT'S WAITING FOR US.

YEAH.

SO THEY CAN TELL THE HIGHWAY ADMINISTRATION, HERE'S HOW MANY MPOS WE'RE GONNA HAVE AND HERE'S WHAT THE NUMBERS ARE.

SO THE EARLIER CONVERSATION INDICATED THAT IT WAS JUST GONNA BE A FRACTURE OF THE EXISTING NPOS FINANCING.

YEAH, BUT NOT, YEAH, THERE'S A FIVE, 5 MILLION, UH, FLOOR.

UM, AND SO I DON'T KNOW WHAT THE, WE, WE, THEY CAN'T TELL US WHAT THE INCREASE WOULD BE FOR LATS UNTIL THEY KNOW IF LATS IS GOING TO BE THE ONLY ONE WITHIN THE REGION OR IF WE'RE GONNA CREATE A NEW ONE.

BUT THEY WILL BE INCREASE THE LOT.

THERE WILL BE AN INCREASE.

RIGHT? RIGHT.

THE FOCUS WILL BE ON, SEPARATE FOCUS WILL BE ON URBANIZED AREAS INSTEAD OF THOSE AREAS WITHIN THAT ARE.

SO WE HAVE TO PROVIDE BACK BY OCTOBER 1ST TWO PREFER NO, BY JUNE IS WHAT THEY SAID SO THAT BY OCTOBER THEY CAN ACTUALLY TELL US WHAT THE BE.

SO, SO FAR THE SHORT UM, SUMMARY IS JUST US TALKING WITH STAFF WITH ONE ANOTHER IS TO REMAIN IN THE EXISTING NPO FOR THE REGIONAL PLANNING.

LET'S SEE IF WE CAN BARTER WITH D O T TO RAISE OUR CONTRIBUTIONS.

THAT A 5 MILLION, MAYBE 8 MILLION,

[00:30:01]

WHICH WOULD BE A MIDDLE BETWEEN TWO 5 MILLION NPOS.

GOTCHA.

THAT'S SORT OF WHERE OUR HEADS ARE AT THE STAFF LEVEL.

AND THAT'LL COME THROUGH MULTIPLE, IT'LL COME THROUGH THIS COMMITTEE PROBABLY MADE SENSE AS WELL AS COUNCILS.

SO THE FUTURE DISCUSSION ITEM WILL BE ADDITIONAL NPO.

ANY OTHER THOUGHTS ON TOPICS FOR DISCUSSION THAT YOU'D LIKE TO THROW AT THIS POINT? ANYTHING FROM SO LOCO THAT YOU WE WANNA BE A BOARD ON OR DO WE DO GIVE INPUT TO? THEY MEET TUESDAY, THEY'RE GONNA HEAR, GET AN UPDATE ON AFFORDABLE HOUSING.

I THINK IT'S ALWAYS PURPOSEFUL STAY IN LINE OR IN CONCERT WITH COMMUNICATION WITH WHAT THEY'RE DOING MOST.

I THINK WE'VE GOT THREE OR FOUR REPRESENTATIVES HERE THAT ALI SHOULD GO TO ALL THE MEETINGS AND NOW YOU'RE ON THE, ON THE BOARD.

I WOULD SAY PUBLIC, PUBLIC SAFETY NORTH OF THE BROAD, I'M SORRY, PUBLIC SAFETY DELIVERY NORTH OF FRONT SOMETHING.

I THINK THIS GROUP NEEDS TO WELL WE'VE GOT THE TO CHAT, WE'VE GOT THE FIRE IN THERE.

FIRE EMS. YEAH.

FIRE.

WE GOT FIRE IN THERE.

AND JUST TO BE CLUMP EMS AND FIRE TOGETHER INTO THAT CONVERSATION.

AND I THINK, UH, THAT SUBJECT HAS COME UP TO THIS GROUP, UH, MAYBE SINCE THE THIRD MEETING, AT LEAST ONCE A YEAR, NEVER BEEN TAKEN ON.

IT'S ALWAYS BROUGHT UP AS SOMETHING WE NEED TO TALK ABOUT, BUT NEVER HONESTLY SAID, LET'S DIVE INTO IT.

SERIOUSLY, IS THE COUNTY DOING AN ICMA REPORT UPDATE FOR, FOR FIRE? I DON'T, I DON'T THINK SO.

I THINK BILL, BILL BEFORE HE RETIRED, HAD SOME CONVERSATIONS WITH ERIC ABOUT IT, BUT I DON'T THINK THERE WAS EVER, EVER DISCUSSION FINALLY DECIDED IN A TRANSITION HAPPENED.

BUT GOING TOO FAR IN WEEDS, IT MIGHT BE A GOOD NEXT STEP.

MM-HMM.

.

ALL RIGHT.

CAN I THROW A BOMB OUT? MM-HMM.

.

SURE.

.

IS THERE ANY, UM, THOUGHT TO UM, REVIEWING THE BOUNDARIES AND UM, AT OUR, IN OUR PROCESS, DECIDING WHETHER OR NOT THEY'RE STILL VALID? THE GROWTH BOUNDARIES.

YEAH, THE GROWTH BOUNDARIES.

IT SEEMS TO ME A LOT OF WHAT, WHAT IS HAPPENING IS ON ST.

HELENA AND I, I KNOW THIS IS A TOUCHY SUBJECT, BUT IT SEEMS TO ME LIKE THIS IS A VERY, WHEN YOU LOOK AT IT, IT'S A VERY SMALL AREA, I THINK, BUT BOUNDARIES.

WELL, I'M JUST WONDERING.

YES.

YEAH.

I'M JUST WONDERING IF THERE'S A DISCUSSION FOR US TO HAVE TO MAKE SURE THAT WE'RE STILL LOOKING AT THE RIGHT EXPANSE.

YES.

WE HAD STARTED THAT DIALOGUE.

HAD YOU OKAY.

BACK, UH, ABOUT A REVIEWING OF THE CHARTER AND THE REGIONAL GROWTH BOUNDARIES AND UH MM-HMM.

WAS A QUESTION ABOUT THREE AREAS THAT WERE IN AN ANNEXATION MODE.

RIGHT.

TYPICALLY IT'S ABOUT CONTRACTING THE GROWTH BOUNDARIES, NOT ABOUT EXPANDING.

COULD BE.

YEP.

SO YEAH, I MEAN I, AS DEVELOPMENT OCCURS, THERE IS SOME ARGUMENT FOR BRA.

YEAH.

.

I COULD MAKE AN ARGUMENT AGAINST BRA WOULD WE SHOULD HAVE COFFEE.

YEAH.

.

YEAH.

I'M NOT, I JUST, I JUST, I'M JUST, I WANNA MAKE SURE YOU'RE RIGHT.

IT WAS A BOMB.

YEAH, IT IT'S A BOMB.

I, I KNOW, I KNOW.

BUT, BUT, UH, WELL, UNFORTUNATELY, I MEAN, I DON'T KNOW HOW OLD, UNFORTUNATELY IT'S GONNA, IT'S GONNA OCCUR.

THE DEVELOPMENT'S GONNA OCCUR EVEN OUTSIDE OF THE GROWTH BOUNDARIES CUZ SMALL LEGACY PUTS AND, AND ZONING THAT WE HAVE AND THE COUNTY MOVING SOUTH DOES WHAT THEY WANT.

THAT THAT REVIEW WOULD OCCUR AS PART OF THE OVERALL, YOU KNOW, WHEN YOU CAN LOOK AT THE PLAN AND REFRESH IT, RIGHT? ABSOLUTELY.

IT'S, IT'S A MAJOR INGREDIENT.

YEAH.

WHEN YOU START UP A LOT TO GO THROUGH THOSE GROWTH, THOSE MEETINGS WERE, I WANNA SAY, I WANNA SAY OUTHOUSE AROUND TO TALK UNDER OUR LEADERSHIP.

WE WILL NEVER, EVER, EVER, EVER CROSS THE CHATWIN CREEK AND GO ON TO SAINT HELEN.

RIGHT.

WE WILL, WE WILL NEVER GO ACROSS THAT CREEK.

WOW.

JUST WANT, WANT THAT TO BE SAID AS LONG AS AS LONG AS I'M AROUND.

OKAY.

RIGHT.

THAT'S THE CLARIFYING STATEMENT.

YEAH, I THINK YOU TOO.

JUST NOT A BOMB.

IT'S JUST SOMETHING LIKE SCOTT SAID, WE'VE GOT, WE'VE GOT BASICAL REASON WHY THERE'S A LOT OF EMOTIONS.

THAT'S FOR SURE.

I MEAN, IF NOTHING ELSE JUST TO SAY THAT THOSE BOUNDARIES STILL MAKE SENSE EVEN IF YOU DON'T ADJUST THEM TO SAY THEY WERE DISCUSSED AGAIN AND THEY STILL MAKE SENSE.

YEAH.

YOU KNOW WHAT PART OF IT, AS MUCH AS THERE WAS IT'S ATION INTO THE COUNTY, REMEMBER THOSE BOUNDARIES WERE ALSO CORPORAL IN THE CITY OF BUFORD RESPECTING EACH OTHER'S BOUNDARIES AND WHERE WE WOULD GROW TO NOT JUMPING INTO EACH OTHER'S TERRITORY.

NOT ONLY JUST EXPANDING INTO THE COUNTY THAT WAY MM-HMM.

.

SO THAT WAS, THAT WAS KIND OF THAT CONVERSATION AND IT WAS DEEP AND LONG MEETINGS ON THOSE BLOODLETTING CAN BACK IN, BACK IN THE DAY WHEN THERE WASN'T GIS AND THERE WERE LITERALLY MAPPED, THROWN ALL OVER TABLES

[00:35:01]

AND DRAWING THAT PLAYS OFF.

SUE'S COMMENT THAT I THINK WOULD BE FITTING FOR THIS GROUP TO DISCUSS IS WITH THE W MEMORIAL BRIDGE BEING CLASSIFIED AS A HISTORICAL STRUCTURE, IT'S GONNA BE MORE CHALLENGING FOR D O T TO KEEP THAT A FULLY FUNCTIONING BRIDGE, UM, AT SOME TIME.

IT'S ALREADY LOAD RESTRICTED RIGHT NOW.

SO YOU CAN'T DRIVE 18 WHEEL CROSS OF IT AS THAT BRIDGE, UM, BASICALLY LIVING ITS LIFE OR LIVING ITS PAST, ITS EXTENDED LIFE.

IT'S GONNA BE MORE CHALLENGING TO MAINTAIN AND IT'S VERY GOOD MONEY MAN.

ENGINEERING AND MONEY.

WELL, D O T'S NOT GONNA SAY THIS OUT LOUD, BUT I FEEL LIKE AT SOME POINT IT MAY BE TO THE POINT WHERE TO KEEP IT FUNCTIONAL AND OPEN FOR WATER TRAFFIC THAT IT MAY BE REDUCED FROM NOT EVEN VEHICLE TRAFFIC.

SO THE THOUGHT OF A THIRD BRIDGE, WHICH HAS BEEN TALKED ABOUT AND DISCUSSED, ACTUALLY HAS A DIFFERENT LIGHT AND I FEEL LIKE IT SHOULD AT LEAST GARNER SOME ATTENTION WHETHER WE WANT TO DO IT OR NOT.

BUT AT LEAST EVALUATE BECAUSE IF THAT BRIDGE IS SHUT DOWN, THEN WE'RE ONLY HAVE THE, WE'RE BACK TO THE ONE BRIDGE.

SO IT'S NOT THE ADDITION OF A THIRD BRIDGE, IT'S REPLACEMENT OF A SECOND BRIDGE DISCUSSION.

WOULDN'T THAT BE PART OF AN OVERALL DISCUSSION WITH REGARD TO THE LADIES ALLEN VILLAGE CENTER AND THE TRAFFIC FLOW AND WELL POTENTIALLY, YES.

AND IT ACTUALLY, IT ACTUALLY COULD ENHANCE THAT, RIGHT? BECAUSE IF NOW THE WOODS MEMORIAL BRIDGE IS NOT JUST THINK THAT HYPOTHETICAL, IF IT'S NOT OPENED UP OR UH, VEHICULAR TRAFFIC, WELL THERE'S NO FLOW, UM, GOING ON THAT VILLAGE CENTER.

SO THE IDEA OF MAKING A VILLAGE CENTER IS ACTUALLY A LITTLE BIT MORE EASIER BECAUSE YOU DON'T HAVE A, THE SAME AMOUNT OF FLOW.

UM, GOOD, BAD, INDIFFERENT IS JUST SOMETHING THAT'S OUT THERE THAT IT'S BEEN STUDIED IN THE PAST.

BUT IS THERE A WORTHWHILE STUDIED AGAIN, I THINK IT'S ALWAYS UP FOR CONVERSATION.

I THINK THE CONCERN WITH THE LA WE'VE IDENTIFIED IN LADIES ON PLAN WAS THAT DEPENDING ON WHERE YOU PUT THE BRIDGE, IT ACTUALLY INDUCES DEVELOPMENT AND, AND ACTUALLY COMPOUNDS OUR PROBLEMS. AND YOU KNOW, FOR BETTER OR WORSE PEOPLE WANT TO GO ACROSS THE MC MATURE BRIDGE OR THE WIDTH BRIDGE AND THROUGH THE, THE TWO MUNICIPAL JURISDICTIONS.

AND SO SHORT OF SOME OTHER WAY TO NOT CREATE CONGESTION WITHIN THE MUNICIPALITIES, BUT GET FOLKS ON AND OFF SEA ISLANDS.

I MEAN I'VE SPENT A FAIR AMOUNT OF TIME LOOKING AT A MAP OF WHERE COULD YOU CITE A BRIDGE.

UM, SO I MEAN FROM THE CITY STANDPOINT WE'D LOVE TO, WE'D LOVE TO LOOK.

SO IF YOU'VE GOT SOME IDEAS ON GEOGRAPHY OF, WELL, SO THERE'S WORK DONE BEFORE, SO I'VE LOOKED AT IT A LITTLE BIT AND IT STARTED BACK IN EITHER 99 OR 2003 AND UH, I THINK THERE'S FOUR REPORTS.

UH, UM, FEASIBILITY REPORT, UH, ACTUAL NEPA DOCUMENT OF A THIRD BRIDGE DEA MM-HMM.

.

UM, AND SO THERE WAS MONEY SPENT IN 2006 SALES TAX A MILLION DOLLARS TO GET TO THAT LEVEL OF DESIGN.

UM, THAT WAS A NORTHERN BYPASS, RIGHT? CORRECT.

AND THEY BASICALLY GOT TO A POINT AND THEN JUST SAT.

SO IF WAS THAT BECAUSE RESIDENTS CAME OUT SCREAMING.

YEAH, YEAH.

NO, I, I UNDERSTAND THE SITUATION BUT UH, I GUESS I'M BRINGING IT UP BECAUSE IF SO THAT'S SOMETHING THAT THIS COMMITTEE COULD PETITION TO LAPSE OR PETITION AS A SALES TAX PROJECT JUST LIKE IT WAS IN 2006.

SO, UM, CERTAINLY HILTON HEAD IS GOING TO THEIR OPINE FOR A SECOND BRIDGE STUDY AS WELL.

UM, SO JUST BRINGING IT UP AS A TO THAT POINT CONSIDERATION.

AND I THINK THIS DO TELLS HIM WITH SUE'S OR ALICE COLLECT TRANSPORTATION MM-HMM.

IT HAS, HAVE WE EVER DONE AN ANALYSIS? WE LOOKED AT LIKE, I MEAN I KNOW LADIES ON WAS ADDITIONAL 8,000 PLUS UNITS HAVE WE EVER LOOKED AT IN FULL BUILDOUT AND THEN AT FULL BUILDOUT WHAT TRANSPORTATION IMPACTS LOOK, LOOK LIKE? I MEAN I KNOW THAT'S A BIT OF A CRYSTAL BALL.

MM-HMM.

, WE'VE TALKED ABOUT THAT, THE QUESTION, BUT COULD WE BRING SOMEBODY IN THAT COULD DO THAT LEVEL OF ANALYSIS TO SAY IT WAS DONE BACK WHEN WE ORIGINALLY DID THIS PROTEST HAS CHANGE.

IT MIGHT BE A GOOD IDEA BECAUSE NOW WE HAVE RESOURCES TO MAYBE PREVENT THAT FULL BUILDUP WITH THE GREEN SPACE DOLLARS.

SO THAT'S, I THINK IT WOULD JUST BE A GOOD QUESTION, RIGHT? SO IF IT'S 600 MILLION BUILD A BRIDGE OR $600 BILLION GO BUY DOWN DEVELOPMENT ENTITIES, RIGHT? IS THAT A QUESTION WE ASK OURSELVES? IS IT ONE, ARE ONE, ARE THERE ANOTHER ALTERNATIVE? YEAH.

RIGHT.

WE DIDN'T HAVE THAT RESOURCE BEFORE.

SO I MEAN, CAUSE I SEE US PUTTING UP A BUNCH OF MULTI-FAMILY OR FOLKS PUTTING UP A BUNCH OF MULTI-FAMILY AND YOU KNOW, I SEE SOME OF THESE TWO LANDS WHERE MULTI-FAMILY BEING BUILT AND I'M, I'M, YOU KNOW, I'M NERVOUS ABOUT THE TIAS REALLY TAKING INTO ACCOUNT AND THAT'S SOMETHING THAT'S GONNA COME UP IN OUR CODE REVIEW OVER THE NEXT FEW MONTHS.

I WAS JUST LOOKING AT THE ORIGINAL PLAN AND THE ORIGINAL PLAN, WHICH WAS PUBLISHED IN 2006.

IS THAT WHAT I WAS, SO THE ORIGINAL PLAN SAID BE FOR NORTHERN BEEF COUNTIES FORECASTED TO GROW BY APPROXIMATELY 53% OVER THE NEXT 20 YEARS FROM APPROXIMATELY 80,500, ALMOST 123,500.

IT'D BE INTERESTING TO SEE HOW CLOSE WE ARE TO THEM.

NOT

[00:40:01]

CLOSE.

JUST SO THE UH, MOTION TO JURY.

YES.

ANY OTHER, ANY OTHER DIALOGUE.

THE WOODBRIDGE SHUT DOWN AND TWO VEHICLE TRAFFIC TRAFFIC AND YOU HAVE RIGHT NOW HAVE 31,000 TRIPS GOING ACROSS THE MCTIER AT PEAK HOURS.

THAT'S, I DON'T KNOW WHAT THE NUMBER IS AT THE WOODS.

IT'S 16.

I WAS GONNA SAY 18.

SO JUST THINK ABOUT ADDING ANOTHER CLOSE TO 50,000 TRIPS ON MCTIER AT MCTIER AND CLICK MAP.

20,000 VEHICLES TODAY.

SERVICES TWO LANES.

SO FOUR, UH, FOUR LANE IS 40,003 LANE IS 60,000 OR SIX LANE IS 60,000.

THAT'S JUST GENERAL NUMBERS THAT THEN WE'RE LOOKING AT A WIDENING PROJECT IN THE MIDDLE OF MUNICIPALITY.

IT'S NOT A GOOD THING EITHER.

SO NO EASY ANSWER.

I SUPPORT THAT.

LET'S DO THAT .

SO THIS WAS AJO FURTHER AGENDA.

GOD, YOU WANTED TO SEE THE REST OF THE AIR FOR WHILE.

IS THERE ANY, ANY OTHER DIALOGUE ANYBODY HAVE, ANY OTHER COMMENTS YOU'D LIKE TO MAKE? NOT WOULD YOU'D LIKE TO MAKE A MOTION, I'LL MAKE A MOTION TO ADJOURN AND REMIND EVERYBODY APRIL 21ST.

WHITE HALL DEDICATION.

YES.

UH, BEAUTIFUL.

SO I JUST NEED A SECOND, SECOND MAY.

ALL THOSE IN FAVOR? AYE.

AYE.

OPPOSED? ADJOURNED.

THANK YOU.

THANKS EVERYBODY FOR BEING.
