SHE'S NOT HERE. OKAY. ALL RIGHT.

SO EACH YEAR SINCE 1961 MARCH HAS BEEN RECOGNIZED AS THE YOUTH ART MONTH MONTH SORRY TO CELEBRATE ARTS AND EDUCATION STUDENTS. SO HERE ON THE ISLAND OF COUNTY MORE BROADLY THERE ARE SEVERAL NOTABLE EVENTS THIS MONTH.

SO CONGRATS TO ALL THAT IS MY UPDATE AND I WILL NOW CALL ON DAVID FINGERHUT BOARD OF ZONING APPEALS CHAIRMAN FOR OUR BIANNUAL UPDATE FROM OUR PGA. SIR, GOOD AFTERNOON.

FOR THE RECORD, DAVID FINGERHUT ,FOR ZONING APPEALS IN THE SECOND HALF OF 2022 THE BORDER ZONING APPEALS HEARD SIX VARIANCE REQUESTS AND ONE APPEAL OF THE SIX VARIANCES TWO APPROVED, FOUR WITHDRAWN AFTER A FULL HEARING. AND AS FOR THE APPEAL, APPEAL WAS DENIED AND THE DETERMINATION OF THE TOWN STAFF WAS UPHELD THAT TOOK PLACE OVER FIVE MEETINGS IN THE LAST SIX MONTHS OF 2022. IF ANYBODY HAS ANY QUESTIONS ABOUT THE PARTICULARS OF ANY OF THOSE MATTERS AND ANSWERED THE QUESTION BUT IF NOT I'LL JUST SAY THANK YOU THANK YOU THANK YOU FOR YOUR SERVICE. THANK YOU.

THANK YOU, SIR. OUR MONTHLY WORKFORCE HOUSING UPDATE FROM MISSY LUECK ASSISTANT COMMUNITY DEVELOPMENT DIRECTOR CLEMENCY. GOOD AFTERNOON.

I HAVE A REAL BRIEF UPDATE TO SHARE REGARDING WORKFORCE HOUSING AGAIN THE WORKFORCE HOUSING FRAMEWORK WAS DEVELOPED AROUND FOUR PILLARS COMMUNITY PLANNING MANAGEMENT AND REVENUE. REAL BRIEF ON THE COMMUNITY PILLAR.

I'VE GIVEN A COUPLE OF PRESENTATIONS TO COMMUNITY GROUPS THIS MONTH AND HAVE TWO MORE PLANNED THROUGHOUT THIS MONTH AS WELL AS A MEETING WITH SOME COMMITTEE MEMBERS OR COMMUNITY MEMBERS LATER THIS MONTH AS WELL AS FAR AS PROGRESS ON THE MANAGEMENT PILLAR, I'M HAPPY TO SAY THAT WE'RE IN THE PROCESS OF INTERVIEWING FOR POTENTIAL CANDIDATES FOR THE WORKFORCE PROGRAM MANAGER POSITION. WE HAVE HELD INITIAL INTERVIEWS ALREADY WITH POTENTIAL CANDIDATES AND WE'RE WORKING TO SCHEDULE THE SECOND ROUND OF IN-PERSON INTERVIEWS. CURRENTLY AS FAR AS PROGRESS WITH THE NORTHPOINT PROGRESS WE'RE IN PROCESS OF NEGOTIATING THE TERM SHEET WHICH WE INTEND TO DISCUSS WITH THE NORTHPOINT HOUSING COMMITTEE IN EARLY APRIL. THEN WE'RE ON SCHEDULE THEN TO PRESENT THAT DRAFT TERM TO TOWN COUNCIL IN EITHER APRIL OR MAY AND FROM THERE THEN TOWN MANAGER WOULD NEGOTIATE THE DEVELOPMENT AGREEMENT FOR TOWNS COUNCIL CONSIDERATION AND THAT WRAPS UP THE UPDATE THAT I HAVE FOR YOU TODAY TO HAVE ANY QUESTIONS OR QUESTIONS.

THANK YOU. THANK YOU. GREAT JOB MISSY FOR EVERYTHING THAT YOU'RE DOING NEXT 2023 QUADRENNIAL REASSESSMENT UPDATE MISS EBONY SANDERS WITH OUR BEAUFORT COUNTY ASSESSOR. OH I MISSED I MISSED ONE. ANGIE, I'M GOING TO COME BACK TO YOU. THANK YOU. WELL, THANK YOU.

I'LL HAVE IT. THANK YOU AGAIN FOR INVITING ME.

AS YOU KNOW, NAME IS EBONY SANDERS. I'M THE COUNTY I SERVE AS THE COUNTY ASSESSOR FOR BEAUFORT COUNTY AND I ENJOY DOING THESE PRESENTATIONS BECAUSE IT GIVES ME AN OPPORTUNITY ONLY TO MEET THE RESIDENTS OF BEAUFORT COUNTY BUT IT ALSO GAVE ME AN OPPORTUNITY EDUCATE OUR OUR COMMUNITY AND THE CONSTITUENTS IN YOUR AREAS ABOUT WHAT'S ABOUT TO COME AHEAD. WE HAVE GOOD THINGS COMING. WE HAVE CHANGES AS YOU CAN SEE COMING ON WITH THE NEW INFLUX OF SALES AND TRANSFERS AND PEOPLE MOVING HERE.

ALL OF THAT IS ABOUT TO BE REFLECTED VERY SOON ON OUR TAX ROLLS SO I'M TRY NOT TO BELABOR THIS VERY LONG. I ACTUALLY HAVE AN EXTENSIVE THAT I NORMALLY PRESENT TO TAXPAYERS BUT I'M GOING TO GO THROUGH THEM KIND OF QUICKLY BECAUSE THIS IS I WANTED YOU TO HAVE THE INFORMATION HAND SO YOU CAN READ IT AND LOOK OVER AND ANSWER THOSE IN YOUR SPARE . OKAY. SO AGAIN, THANK YOU FOR INVITING ME IN THE RIGHT DIRECTION HERE. OKAY.

SO FIRST, YOU KNOW, A LOT OF PEOPLE WANT TO KNOW WHAT OUR DUTIES ARE AS THE COUNTY ASSESSOR, THE RESPONSIBILITIES AND DUTIES FOR MY JOB AS THE COUNTY ASSESSOR IS OUTLINED IN THE SOUTH CAROLINA CODE LAW AND THAT THE SECTION IS THERE 12 3790.

BASICALLY WE LISTEN DISCOVER OUR PROPERTIES, WE VALUE THOSE PROPERTIES, WE USE RECORDS SUCH

[00:15:02]

AS DEEDS AND AND PLATS WE RECORD WE USE BUILDING PERMITS TO INVENTORY THE PROPERTY TO BE ABLE TO LIST IT AND WE ALSO HAVE A HAND IN DETERMINING VALUATION WITH REGARDS TO NA IS NOT INDUSTRIAL BUT MOBILE HOMES AS WELL AS MANUFACTURED HOMES. ANOTHER THING THAT WE ACTUALLY WORK ON IN OUR DEPARTMENT IS VERY IMPORTANT. WE ARE THE GATEKEEPERS OF THE LEGAL RESIDENCY 4%. THAT'S OUR VERY HOT TOPIC FOR OUR AREA BECAUSE OF THE INFLUX OF INDIVIDUALS MOVING HERE. SO WHAT WE'RE HERE FOR TODAY IS TALK ABOUT THE REASSESSMENT WHAT'S COMING UP. THIS IS A STATE MANDATED PROGRAM THAT WE HAVE TO UNDERGO AS A COUNTY. IT'S NOT SOMETHING THAT WE DO BASED ON JUST THE ASSESSOR DECIDES WE'RE GOING TO DO IT NOW THE CODE REQUIRES IT. THIS IS EQUALIZATION PROGRAM.

IT'S AN EFFORT TO HAVE THE PROPERTY VALUES VALUE EQUALLY AND UNIFORM AS OF AN EFFECTIVE DATE AND WE'LL TALK MORE ABOUT THAT SHORTLY THIS TIME THAT WE'RE GOING TO IMPLEMENT THAT IT'S GOING TO BE THIS YEAR IN THE FALL AND IT'S COUNTYWIDE. I'M IN A NON REASSESSMENT YEAR.

WE HAVE MANY REASSESSMENTS. WE REVALUE PROPERTIES THAT'S CONSIDERED ASSESSABLE TRANSFER INTEREST BUT THIS TIME IS SPECIAL BECAUSE WE'RE GOING TO HAVE ONE THIS YEAR.

THE LAST ONE WE IMPLEMENT IT WAS IN 2018 THE GO BACK ONE. OKAY SO I'LL GET USED TO THIS IN A MINUTE. OKAY. AGAIN AGAIN THIS IS A UNIVERSE OF PROPERTIES WE LOOK AT SALES TO DECIDE ON THE VALUATION OF A UNIVERSITY OF PROPERTIES AS A APPRAISER IN THIS DEPARTMENT AND ASSESS SAYS I'M AN APPRAISER WELL.

WE DO NOT HAVE THE LUXURY OF DECIDING WHAT OUR ASSIGNMENTS ARE GOING TO BE FOR EXAMPLE IF YOU HIRED A FEE APPRAISER THEY CAN DENY THE ASSIGNMENT.

WELL, THE ENTIRE FOUR COUNTIES ARE ASSIGNMENT AND WE CANNOT TURN ANY ASSIGNMENT DOWN.

SO WE HAVE TO VALUE ALL THE PROPERTIES THAT WE ARE WITHIN THE COUNTY AND RIGHT NOW WE HAVE ABOUT 135,000 PARCELS. SO AGAIN, EVERYTHING THAT WE DO IS COVERED IN THE CODE .

IT'S NOT SOMETHING WE'RE MAKING UP. SECTION 1243 TO 17 A TALKS ABOUT THAT FIFTH YEAR SO WE IMPLEMENT OUR LAST IN 18. OUR NEW ONE IS COMING UP IT'S GOING TO BE IN THIS YEAR AND THIS AND HERE'S THE CODE THAT GOVERNS THAT NOW WE AGAIN THERE'S A REASON WHY WE DOING THIS AGAIN WE'RE IN A FIVE YEAR CYCLE IS MANDATED THERE'S AN ASSESSMENT FREEZE OF AS OF A VALUATION DATE AND WE'RE GOING TO AGAIN WE'RE GOING TO TALK ABOUT THAT VALUATION DATE BECAUSE EACH REASSESSMENT HAS SPECIAL VALUATION DATE AND IF THERE'S ANY THAT'S IN THE NEIGHBORHOOD THAT OCCURS IN BETWEEN CYCLES JANUARY UP YOUR ASSESSMENTS WELL THAT CURES THAT PROBLEM THE VALUATION DATE CHANGES.

SO WE WANT TO HAVE A NEW DATE AND THAT BREEDS IS ONLY BROKEN IN BETWEEN CYCLES IF A PROPERTY TRANSFERS INTEREST SO THERE'S AN ASSESSMENT FREEZE IF YOU DON'T DO ANYTHING AND YOU RETAIN YOUR PROPERTY AND YOU DIDN'T BUY ANYTHING YOU'RE TO BE AN ASSESSMENT FREEZE AND YOU'RE GOING TO SEE IN A LATER SLIDE WHERE WE TALK HERE WHERE WE TALK ABOUT CAPPING WHICH A LOT OF PEOPLE MAY BE FAMILIAR WITH THE PROPERTIES ARE CAP SO HERE HERE'S SOME HISTORICAL DATA I LIKE TO KIND OF GIVE EVERYONE IDEA WHAT COUNTY LOOKS LIKE AS A WHOLE IN 18 WE IMPLEMENT OUR LAST QUADRENNIAL AND YOU'RE PROBABLY GOING TO SEE THAT WELL EBONY WHY ARE THE NUMBERS KEEP CHANGING WHEN WE HAVE GROWTH. THINGS STILL GOING ON.

PEOPLE ARE STILL IMPROVE, YOU KNOW, BUILDING STRUCTURES, BUYING NEW PROPERTIES WE'RE GETTING REASSESSED. BUT IN 2022 THAT IS A TOTAL MARKET VALUE OF THE COUNTY AS A ENTIRETY AND THAT'S THE TAXABLE VALUE. SO YOU'RE SAYING WHAT IS THE DIFFERENCE WORLD TAXABLE VALUE IS WHAT THE ASSESSMENT RATIO IS BASED ON THE MARKET VALUE IS WHAT THE VALUE OF ALL THE PROPERTIES ARE WORTH BASED ON ASSESSOR'S RECORD.

NOW OUR LAST IMPLEMENTATION KEEP IN MIND IS IN 2018 IT HAD AN EFFECTIVE DATE OF 12 3117 SO YOU'LL SEE IN 23 THAT WE HAVE AN EFFECTIVE DATE OF 12 3122 THAT IS THE EFFECTIVE DATE OF THIS PLEASE REMEMBER THAT I CAN'T STRESS TO OUR TAXPAYERS ENOUGH IS THAT WHEN WE COME IN WE HAD THOSE DISCUSSIONS YOU KNOW WE WERE LOOKING AT WHAT IS THE EFFECTIVE DATE OF THIS VALUATION IS NOT RIGHT NOW THE EFFECTIVE DATE HAS ACTUALLY CLOSE IS 12 3122 WE HAVE THERE'S LOTS THERE'S QUITE A NUMBER OF CASES THAT WENT BEFORE THE ADMINISTRATIVE LAW COURT THE COURT OF APPEALS AND THE SUPREME COURT THAT SUPPORTS THAT AFFECT THE OF OUR REASSESSMENT THAT WE WERE GOING TO USE. YEAH LET'S SEE LOOK I'M GOING TO GET THIS AND GO TO THE NEXT ONE HOW DO I GO TO THE NEXT ONE?

[00:20:08]

THE BIG ONE. IT'S NOT MOVING THIS OKAY OVER OKAY.

YOU KNOW THE INTEREST IS HERE. WE'RE SPEAKING I'M SPEAKING BEFORE THANK WE'RE SPEAKING FOR HILTON HERE. SO Y'ALL PROBABLY INTERESTED IN YOUR AREA AND WHAT'S GOING ON HERE WHAT WE HAVE HERE IS THIS IS THE NUMBERS FROM HISTORICAL INFORMATION FOR HILTON HEAD AGAIN WE'RE STILL IN THE PROCESS OF FORMULATING THOSE NUMBERS, ANALYZING THE SALES DETERMINING THE VALUES FOR IMPLEMENTATION THIS YEAR BUT AS OF LAST YEAR AROUND OCTOBER NOVEMBER THIS IS THE MARKET DATA WE HAD FOR HILTON HEAD.

OKAY SO THE MARKET VALUES WHAT TAXPAYERS ARE ACTUALLY PAYING TAXES ON THE TAXABLE VALUE NOT THE MARKET VALUE. SO WHAT HAVE TO DISTINGUISH BETWEEN THE MARKET AND TAXABLE BECAUSE WE HAVE TO DETERMINE THE VALUATION OF ALL THE PROPERTIES.

SO AGAIN I CANNOT ENOUGH DECEMBER 31ST IS BASED ON THE LAW FOR US THIS YEAR WHEN WE IMPLEMENT IN 2023 IS DECEMBER 31ST 2022 THAT'S THE DATE OF THE VALUATION.

SO IF A TAXPAYER COME IN AND, BRING SALES IN AND JUST SAY JULY AND SAY THIS IS NOT WHAT HAPPENED TO MY NEIGHBORHOOD, I GOT ALL THESE SALES IN JULY REGARDLESS OF THE MARKET IS DOING WE GO BACK TO THAT EFFECT THAT DECEMBER FIRST 2022 AND THAT SOMETIMES CAN BE A HARD CONVERSATION AND WE HAVE TO EXPLAIN AND SHOW THAT THE CODE SUPPORTS ON THAT AND THERE'S CASE LAW THAT SUPPORTS US ON THAT AS WELL. SO THIS IS SOME GOOD FROM SOME HISTORY ON IT THAT THIS THIS IS SOMETHING OCCURS THIS YEAR WHERE IT WAS A COUPLE OF TIMES IN THE PAST WE DO NOT PLAN ON DELAYING THIS YEAR I DON'T HAVE WE HAVE A LOT OF SALES.

WE HAD A VERY ACTIVE MARKET, VERY HEALTHY MARKET AND SO WE HAVE ENOUGH TO WORK WITH.

SO AGAIN WE'RE GOING TO GO AHEAD AND IMPLEMENT IN 2023 IN THE NON NEXT QUADRENNIAL IS IN 2028. I CAN'T BELIEVE WE'RE TALKING ABOUT I'M YOU KNOW ALL THIS IN 20 2030 BUT WE'RE GETTING CLOSE THERE SO HOW DO WE REASSESS AS APPRAISERS WE USE AN APPRAISAL MODEL AGAIN REMEMBER I SAID EARLIER THAT WE CHOOSE OUR SUBJECT THE WHOLE ENTIRE COUNTIES IS SUBJECT EVERY PARCEL IS OUR SUBJECT. WE CAN'T TURN DOWN AN ASSIGNMENT. WELL THIS IS APPRAISAL MODEL. WE HAVE TO DETERMINE THE FAIR MARKET VALUE OF THESE PROPERTIES AND WE'RE GOVERNED BY SEVERAL DIFFERENT AGENCIES WE HAVE GOVERNED BY THE SOUTH CAROLINA CODE OF LAW, THE SECOND DEPARTMENT OF REVENUE IN THE NATIONAL ASSOCIATION OF SESSION OFFICIALS AND AND PLUS INDUSTRY STANDARDS WHICH USE PAPS OTHER APPRAISAL STANDARDS. SO WE HAD TO COME INTO COMPLIANCE WITH ALL TO FORMULATE A MODEL AN APPRAISAL MODEL WE LOOK NEIGHBORHOODS WE DON'T FOR EXAMPLE WE DON'T A NEIGHBORHOOD THAT'S IN BLUFFTON AND USE IT FOR AND EVALUATE A NEIGHBORHOOD AS IN HILTON HEAD IT DOESN'T MAKE SENSE IT'S NOT COMPARABLE.

WE JUST PROPERTIES TO DETERMINE THE VALUATION OF PROPERTIES WITHIN A COMMUNITY CURRENTLY WE GOT ABOUT 1300 APPRAISAL MODELS OUR APPRAISED APPRAISERS AN OFFICE OUR OFFICE THEY HAD TO DETERMINE VALUATIONS WITHIN THOSE 1300 MODELS AND WE WERE AT ABOUT 135,000 PARCELS COUNTYWIDE SO THIS IS A TENDER I'M WORKING ON THE PRELIMINARY VALUE THAT I CAN SHARE THEM WITH YOU WITH YOUR CFO AND I CAN ANSWER AND I'M GOING TO HAD BUILT I'M TRYING TO HAVE OUT AS SOON AS APRIL TO APRIL NO LATER THAN MID-APRIL THAT'S MY GOAL BUT THAT PRELIMINARY DATA IS GOING TO BE VERY LET ME EXPLAIN IT HAS NOT BEEN APPROVED BY DEPARTMENT OF REVENUE.

WE I SAY ONE OF THOSE GOVERNMENTAL AGENCIES THAT WE HAVE COME IN COMPLIANCE WITH WELL THE DEPARTMENT OF REVENUE REQUIRES WE SUBMIT OUR DATA TO THEM AND THEY GIVE US THAT PASS FAIL SHEET. WE ALWAYS THAT PAIR SHEET AND SAY THE RV APPRAISER IS GOOD TO GO AND THEN WE GO AND SUBMIT THOSE NUMBERS TO OUR TAXPAYERS IN THE FORM OF ASSESSMENT.

NOTICE. SO HERE'S KIND OF A TENTATIVE TIMELINE OF WHERE WE'RE AT AND WHAT WE'RE WORKING AND WE'RE GOING TO GET THOSE INFORMATION OUT TO AS SOON AS POSSIBLE.

OKAY. THIS IS AN EXAMPLE OF OUR ASSESSMENT.

I PUT THIS IN HERE SO IT'S A OF INFORMATION GOING ON THERE BUT IT'S IMPORTANT UNDERSTAND THAT AS TAXPAYERS CAN YOU IF YOU CAN OUT IN THE COMMUNITIES AND TELL DIFFERENT ONES WHEN YOU GET THIS NOTICE DON'T DON'T PUT IT IN FILE 13 YOU KNOW I KIND OF LOOK AT THAT AND IF YOU DON'T IT GIVE US A CALL BECAUSE THERE IS A LOT OF INFORMATION ON HERE.

THIS ASSESSMENT NOTICE IS VERY TIME SENSITIVE. I CANNOT STRESS THAT ENOUGH IN A REASSESSMENT YEAR THE TAXPAYER ONLY HAS 90 DAYS TO APPEAL IF THEY CHOOSE TO DO SO

[00:25:06]

IN A NON REASSESSMENT YEAR UNLESS THEY GOT AN ASSESSMENT NOTICE THEY HAVE A WHOLE CALENDAR YEAR SO WHEN THAT 90 DAYS IS UP THAT'S THE END OF THE APPEAL CYCLE FOR THE SO IT'S VERY VERY IMPORTANT IF YOU GET IT ASK QUESTIONS THIS IS NOTHING WRONG WITH THAT I WILL ADD THIS MY GOAL FOR MY OFFICE IS TO HAVE OUR COMMUNITY OUR INDIVIDUAL IN OUR DEPARTMENT HAVE A DELEGATION OF EMPLOYEES COME IN TO THE DIFFERENT UTILIZE THE COUNTY LIBRARIES SO THAT WE CAN COME IN TAXPAYERS CAN COME TALK TO US AND WE WILL POST THAT ON OUR WEBSITE.

WE WILL SHARE THAT WITH THE DIFFERENT MUNICIPALITIES THAT SAY WE'RE GOING TO BE HILTON HEAD AT THIS LOCATION FOR THIS PERIOD TO TALK TO TAXPAYERS WHO MAY NOT BE AS COMPUTER SAVVY JUST NEEDS TO ASK THEM QUESTIONS FACE TO FACE. THAT'S A GOAL I'M GOING TO HAVE I'VE ALWAYS SET FOR MY STAFF TO HAVE A REPRESENTATION OF A DELEGATION OF INDIVIDUALS GO AROUND THE COUNTY. THERE'S A REASSESSMENT GUIDE THAT WE JUST UPDATED THOUGH IT SAYS 2018 IN THE WEB ADDRESS THERE IT WILL BE POSTED WITHIN THE NEXT DAY OR TWO BECAUSE I JUST FINISHED DOING THE TIGHTENING UP ON THE DATA IN IT SO THAT'S OUT THERE IS DOWNLOADABLE IT'S 28 PAGES I THINK BUT IT'S A LOT OF INFORMATION IN THERE.

IT'S VERY HELPFUL AND I WOULD SUGGEST THAT IF YOU CAN TAKE TIME JUST TO READ THROUGH IT OKAY. THE 15% CAP AND LIKE I SAID I'M GOING KIND OF FAST I DON'T WANT TO SPEND MUCH TIME BUT THE 15% CAP IF THE PROPERTY DOES NOT INTEREST OR IF THERE'S NOT A NEW IMPROVEMENT ON A PROPERTY AND NOTHING HAS CHANGED FROM QUADRENNIAL REASSESSMENT TO QUADRENNIAL AND IF THE MARKET GOES UP THE MOST AT TAXPAYER PAY ON IS A 15% INCREASE SO LOOK AT IT LIKE THIS IF THE PROPERTY IS WORTH $100,000 OR 100,000 IN 2018 NOTHING HAS CHANGED IN 2022 IF THE PROPERTY IS NOW WORTH THE MILLION THE MOST THEY'RE GOING TO PAY TAXES ON IS 115,000. OKAY. THAT'S THE BENEFIT OF THE CAP AND THAT CAME UNDER ACT 388. SO HERE SO AGAIN THIS IS THE LAW THAT GOVERNS IT AGAIN EVERYTHING THAT WE'RE DOING IS LOBBYIST AND THE CAP ONLY OCCURS AT THE QUADRENNIAL REASSESSMENT JUST THAT IN MIND TAXABLE VALUE OR CAP VALUE AGAIN AS A 15% CAP THAT'S THERE IF THERE'S NEW CONSTRUCTION BETWEEN A QUADRENNIAL REASSESSMENT NEW CONSTRUCTION FOR EXAMPLE BUILD A HOUSE NEXT YEAR, GET A CEO THAT WILL NOT BE A BENEFIT OF THE CAP SO IF THE PROPERTY THE LAND VALUE WAS THERE THEY JUST BUILT A NEW HOUSE ON THE LAND WILL BENEFIT FROM THE CAP NOT THE STRUCTURE OF ASSESSABLE TRANSFER INTEREST .

THIS PARTICULAR SITE IS BASICALLY YOU NEED TO UNDERSTAND ABOUT ASSESSABLE TRANSFER INTEREST IS THAT IF A PROPERTY TRANSFERS INTEREST IS IMMEDIATELY ASSESSABLE OR OKAY SO IF IT TRANSFERS FROM ONE INDIVIDUAL THE NEXT INDIVIDUAL ANY CAP AND GOES AWAY ALL THOSE THINGS GO AWAY AND IS THAT FULL OR 100% OF MARKET VALUE AS OF 1231 OF THE YEAR THE TRANSFER APPEAL PROCESS TAX AGAIN I THINK I MENTIONED IT EARLIER THAT A 90 DAY WINDOW IT'S VERY IMPORTANT TO KNOW THAT WHEN ASSESSMENT NOTICES ARE GOING OUT AND YEARS THAT WE HAVE A QUADRENNIAL REASSESSMENT OR THE COUNTY ASSESSOR'S OFFICE PRESENTS AN ASSESSMENT TO A TAXPAYER THEY ONLY HAVE 90 DAYS TO APPEAL AND TYPICALLY A NON REASSESSMENT YEARS JANUARY 15TH THEY HAVE CALENDAR MASTER TO TELL YOU THE CALENDAR YEAR THEY HAVE FROM THE 16TH TO THE 15TH IN A NON REASSESSMENT YEAR OR IF THEY DID NOT RECEIVE A NOTICE TO APPEAL AGAIN YOU CAN SEE I'M PUSHING THAT DECEMBER 31ST 2022 IS NOT BASED. THE VALUATION IS NOT ABOUT HOW MUCH TAXES KNOW IS NOT BASED ON THE NEIGHBOR'S PROPERTY DOWN THE STREET BECAUSE THERE'S DIFFERENT YOU KNOW IT'S BASED ON 1231 2022 AND HERE'S ADDITIONAL INFORMATION ABOUT FILING THE APPEAL. IF A TAXPAYER FILES AN APPEAL AND THEY JUST FOR EXAMPLE THEY MISPLACED NOTICE THAT WE SENT THEM THAT'S OKAY THEY CAN WRITE A LETTER TO OUR OFFICE LONG AS YOU GO WITHIN THAT 90 DAY WINDOW AND STATE ON THAT NOTICE THEIR APPEAL WHAT THEY'RE APPEALING WE ENCOURAGE TAXPAYERS TO PROVIDE DOCUMENTS IS NOT SAYING THAT IS IT'S MANDATED BY CODE BUT IT DOES HELP THAT YOU PROVIDE WITH REGARDS TO THE VALUATION OR YOUR OPINION OF . NOW HERE'S A BIG I PUT THIS IN THIS SLIDE BECAUSE A LOT

[00:30:07]

OF CONFUSION COMES HERE WITH THE LEGAL RESIDENCY AND 4% IF A TAXPAYER LOOKS AT THEIR NOTICE AND SEE THAT IS THAT 6% PUT APPLICATION IN AND APPLY FOR LEGAL RESIDENT IF IS YOUR PRIMARY RESIDENCE IF IT'S A PRIMARY RESIDENT AND YOU'RE NOT GETTING IT ANYWHERE ELSE APPLY FOR THE LEGAL RESIDENCY AND THAT AS WELL HAS THE TIME ITS TIME JANUARY 15TH OF 2024 IS THE TIME DATE FOR 2023 TAX YEAR . SO HERE IS THE TAX BREAK THAT'S AVAILABLE TO A FULL TIME RESIDENT AS LONG AS GOVERNANCE BY LAW IS EXEMPT THE TOP TAX TAXPAYER FROM SCHOOL OPERATION MILLS AND THE PROBLEM IS THAT 4% AND THAT'S THE CODE THAT GOVERNS IT NOW I INCLUDE THIS SLIDE TO GIVE EVERYONE A EXAMPLE OF WHAT THE DIFFERENCE IS WITH LEGAL RESIDENCY IS DRAMATIC YOU CAN SEE MEAN WITHOUT WITH LEGAL RESIDENCY YOU'RE AT ALMOST 3000 WITH THIS EXAMPLE WITHOUT LEGAL RESIDENCY UP TO 70 600,000 THAT'S THE JUMP SO A LOT OF TAXPAYERS OUR TAXPAYERS FEEL WHAT IS ONLY A 2% DIFFERENCE IN THE SANDERS IT CANNOT REALLY BE THAT MUCH BUT WHAT THEY'RE MISSING IS THE SCHOOL OPERATION MILLS ARE 6% PROPERTY OWNERS PAY FOR PAY INTO THE SCHOOL OPERATION MILLS ARE 4% PROPERTY FOR LEGAL RESIDENCY DO NOT PAY IN THE OPERATION. MILLS SO THAT'S AN EXAMPLE THAT I WANT TO SHOW, RIGHT? OKAY. SO YOU MUST APPLY FOR AS A TAXPAYER YOU MUST QUALIFY FOR IS NOT AUTOMATIC THERE'S CERTAIN CERTAIN ELIGIBILITY REQUIREMENTS THE BURDEN OF PROOF IS ON THE TAXPAYER. THE CODE ACTUALLY OUTLINES SOME SOME YOU KNOW TAX BILL I MEAN MY TAX BILL YOUR SC 1040 OR VEHICLE REGISTRATION THERE'S PARTS OF THE DOMICILE LAW THAT SHOWS SOME OTHER THINGS THAT WE CAN ASK FOR.

BUT AGAIN, THE BURDEN OF PROOF IS ON THE TAXPAYER. SO HOW DO YOU QUALIFY FOR IT OR HOW DO APPLY FOR IT? WE HAVE ALL I'M FILING IS ON THE CENSUS WEB PAGE AGAIN I CANNOT STRESS ENOUGH APPLY BEFORE JANUARY 15TH AND YOU CAN APPLY TO OUR COUNTY.

SO HERE'S SOME OF THE CHECKLIST KIND WHAT THINGS YOU MIGHT NEED AND THIS IS ALL ON OUR WEBSITE AS WELL SO IT'S IT'S IT'S THERE FOR TAXPAYERS TO BE ABLE TO GO THROUGH TO MAKE SURE THEY CAN YOU KNOW CHECK THOSE BOXES AND THEY CAN UPLOAD THE DOCUMENTS ONLINE AS WELL.

NOW I INCLUDE THIS SLIDE IS YOU SHOULD BE ABLE TO ACCESS IT FROM YOUR PDF IT'S A WE HAD OUR TRACKING ON DEPARTMENT OF REVENUE WORKSHOP THE COUNTY IN 2019 I WAS A PARTICIPANT IN THAT MAYBE ONE OR TWO OTHER PEOPLE CAME AS WELL BUT HERE'S THE LINK TO THAT AS WELL AS A HANDOUT IS IT'S IT IS KIND OF A IT'S KIND OF LONG IT CAN KIND OF PUT YOU TO SLEEP HERE THIS YEAR HOWEVER YOU GET TO HEAR THE SECOND DEPARTMENT OF REVENUE SPEAK ON QUITE A NUMBER OF TOPICS INCLUDING MILLAGE INCLUDING THE REASSESSMENT, INCLUDING THINGS WITH REGARD TO HOW THOSE MILLS ARE CALCULATED. I ENCOURAGE YOU TO ACTUALLY TAKE TIME TO IF YOU HAVE A MOMENT LOOK AT IT AND KIND OF GO OVER THOSE ON THAT ACTUAL VIDEO. HERE ARE THE COLA LAWS ON THE I HAVE INCLUDED IN YOUR POWERPOINT AS WELL THAT'S GOVERNING WHAT WE DO AND WHAT WE DO AND WHAT LAWS TELL US WHAT WE HAVE TO DO WHEN WE HAVE TO DO IT. AND AGAIN MY NAME IS EBONY SANDERS. I AM YOUR COUNTY ASSESSOR AND I ENJOY AGAIN SPEAKING WITH YOUR GROUP AND I THANK YOU FOR INVITING ME HERE TODAY. I'M HERE TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE. AWESOME. THANK YOU.

AM I CORRECT THAT AN INCREASE IN THE VALUE OF YOUR PROPERTY DOES NOT NECESSARILY REPRESENT AN INCREASE IN THE TAX AMOUNT THAT WILL BE DUE? THAT IS NOT THE TAX AMOUNT.

NOT NECESSARILY TRUE. THE TAX AMOUNT HAS A COUPLE OF FACTORS YOU HAVE TO LOOK AT YOUR MILLAGE. OKAY SO IF THE MILL DEPENDING ON WHAT THE MILL IT IS AND WHAT OTHER FEES OR ANYTHING YOU'RE PAYING INTO THAT TAX AMOUNT THAT MAY CAUSE THE INCREASE IN YOUR TAXES SO WHEN I SPEAK ON VALUE I'M LOOKING AT WHAT YOU WOULD THEORETICALLY THINK IF YOUR VALUE IN OTHER TAXES ARE GOING TO GO UP. HOWEVER IT ALSO DEPENDS ON YOUR MILLAGE IF THERE'S A ROLLBACK IN MILLAGE YOU MAY SEE EITHER SOMETHING SIMILAR OR SLIGHTLY ABOVE OR SLIGHTLY BELOW BUT AGAIN IT ALL DEPENDS ALSO ON YOUR MILLAGE RATE AS WELL.

THAT'S ONE IS THE APPRAISAL THERE IS A SALE A PURCHASE A HOME BEFORE DECEMBER 31 IS THE

[00:35:08]

APPRAISED VALUE THEN BASED UPON THE PURCHASE PRICE OR IS IT BASED UPON APPRAISAL THAT YOU MAKE OF THAT PROPERTY? WE WILL AS APPRAISERS LOOK AT WE DO CONSIDER THE PURCHASE PRICE. IF THE PURCHASE PRICE MAKES THE MOST SENSE IN THE MARKET WE WILL GO WITH THE PURCHASE PRICE WE WILL YOU'LL SEE A LOT OF OUR TAXPAYERS WILL END UP WITH THEIR PURCHASE PRICE. HOWEVER, WE STILL HAVE TO DETERMINE WHAT THE FAIR MARKET VALUE IS OF THE PROPERTY AND THE REASON WHY I'M SAYING THAT BECAUSE THE LAW SAYS IT AS YOU KNOW THE FAIR MARKET VALUES WHAT WE DETERMINE THERE'S CASES GIVE THIS EXAMPLE TO KIND OF BRING IT HOME. I TELL MY TAXPAYERS IF YOU PAY A DOLLAR FOR SOMETHING IS IT REALLY WORTH A DOLLAR? WE WOULDN'T PUT A DOLLAR ON THE TAX ROLL.

WE'RE NOT TALKING ABOUT A CAR HERE. I GET IT.

I USE THAT ANALOGY THE KIND OF UNDERSTAND EVEN IF IT'S $10 OR $100, WOULD YOU PUT THAT NUMBER OR IS IT REALLY WORTH THAT? WE HAVE TO GO AND LOOK AT THEM ON OUR APPRAISERS, LOOK AT THE MARKET AND SEE WHAT THE MARKET IS SAYING AND DOES IT REFLECT THE ACTIONS OF OUR BUYERS AND SELLERS IN THE MARKETPLACE AND WE ADOPT A NUMBER THAT MAKES SENSE IN THE MARKET AND THE SALE PRICE MAKES SENSE WE'LL GO READ THEIR PRICE.

THAT'S EQUIVALENT. FIRST OF ALL THANK YOU MRS. SANDERS FOR COMING TODAY AND I HOPE THE TAXPAYERS WILL PAY ATTENTION TO THIS I KNOW THERE WAS A LOT OF INFORMATION THERE BUT WE KNOW THE MARKET WAS GREATLY INCREASED LAST YEAR AND MAYBE EVEN A YEAR BEFORE SO LISTEN TAXPAYERS TO WHAT SHE'S TOLD US TO DO THE VALUATION THE NEW VALUATION WILL BE BASED ON DECEMBER 31 OF LAST YEAR BUT THIS FALL YOU'RE GOING TO GET A NOTICE OF THE ASSESSMENT AND SO PAY ATTENTION TO THAT NOTICE OF ASSESSMENT. SHE'S TOLD YOU YOU CAN APPEAL.

YOU HAVE 90 DAYS AND SHE'S EXPLAINED A LITTLE BIT ABOUT WHAT YOU TO DO TO APPEAL THAT'S IMPORTANT I THINK IT WOULD BE HELPFUL US TO PUT THE PRESENTATION WITH THE LINKS ON OUR WEBSITE OR TAXPAYERS TO SEE THE OTHER THING AND I'M GLAD THAT THE QUESTION WAS ASKED ABOUT THIS AND THAT IS THAT IF YOUR ASSESSMENT GOES UP THEN YOUR TAXES MAY OR MAY NOT GO UP BECAUSE THERE'S A PRINCIPLE I'M FAMILIAR WITH CALLED REVENUE NEUTRAL SO YOU CAN ADJUST THE MILITARY AID SO THAT THE TAXES MAY NOT GO SKY HIGH IF YOUR VALUE WENT SKY HIGH YOU ARE CORRECT. SO I THINK IT'S IMPORTANT TO KNOW ABOUT THAT AND WE'LL CERTAINLY BE CONSIDERING THAT IN OUR BUDGET DISCUSSIONS YEAR I'M SEEING THE MANAGER NOD HIS SAY THANK YOU SO, PAY ATTENTION IT'S IMPORTANT TO YOU AND. THE FINAL THING IS THAT IF YOU'RE NEW AND I'M TALKING TO THOSE WHO NOT IN THIS ROOM IF YOU BOUGHT A HOUSE HERE LAST YEAR AND YOU HAVE IT APPLIED FOR THE 4% ASSESSMENT YOU HAD UP UNTIL JANUARY 15 OF NEXT YEAR TO DO THAT AND THEN YOU WILL SEE A CHANGE HOPEFULLY IN THE AMOUNT OF TAXES YOU'RE PAYING. BUT IT MIGHT NOT BE UNTIL THE NEXT YEAR.

IS THAT AM I CORRECT? NO, ACTUALLY THE HOUSE SAYS THAT IF THEY CAN PROVE RESIDENCY IN THE YEAR OF THE APPLICATION THAT WE'RE GOING TO SAY THEY GOT THE APPLICATION ON TIME THEY CAN ACTUALLY GET IT FOR THAT 2023. OKAY.

SO THEY CAN PROVE RESIDENCY DECEMBER 31ST OF 2022 NOT 23 OH 2323 THEY CAN GET IT FOR THE WHOLE ENTIRE YEAR OR 23 YEAH OKAY WELL I HAVEN'T CONFUSED ANYBODY OTHER THAN MYSELF.

OKAY THANK YOU. ALL RIGHT. SO I THINK REALLY IMPORTANT FOR FOLKS TO KNOW AND THANK YOU VERY MUCH FOR COMING HAVE I'D SAY ONE MORE THING ON OUR WEBSITE THE CENSUS OFFICE WEB PAGE WE HAVE SOMETHING I CALL IT MY NETFLIX SERIES.

WELL, WE SEVERAL VIDEOS THAT WE GUIDE TAXPAYERS THROUGH THE LEGAL RESIDENCY HOW TO APPLY ONLINE WE ALSO SHOW HOW YOU CAN SEARCH SALES IN YOUR NEIGHBORHOOD AND LOOK AT WHAT YOUR WHAT'S THE THE ACTIVITIES GOING ON IN YOUR COMMUNITY IT'S UPDATED CONSTANTLY I WILL SAY THAT COUNTY'S WEBSITE IS ONE OF THE BEST WEBSITES. I MEAN WE'VE GOTTEN COMPLIMENTS FROM PEOPLE CALIFORNIA THAT USE OUR WEBSITE AND SO GO THERE AND YOU CAN ACTUALLY RESEARCH AND DO WHAT'S GOING ON AND IT'S FREE IS OPEN TO THE PUBLIC YOU CAN ADDITIONALLY YOU CAN CHECK YOUR IF YOU APPLY FOR LEGAL RESIDENCY WE HAVE AVAILABILITY NOW SO TO SPEAK AND WATCH THE STATUS OF THEIR APPLICATION AS IT FLOWS THROUGH THE SYSTEM GOOD NEWS TONIGHT BE SO SO THANK YOU ALEX THANK YOU MR. MAYOR THE SANTOS THANK YOU FOR BEING HERE WE APPRECIATE YOU JOIN US WE APPRECIATE YOUR OFFICE BEING SO ACCESSIBLE AND THE COMMUNITY OUTREACH THAT YOU HAVE DONE OVER THE YEARS. A COUPLE OF THINGS YOU MENTIONED THE THE STAND IS THAT THE APPRAISERS HAVE TO USE TO DETERMINE THE DOES THE THE LAND CURRENT ZONING HAVE ANY WAY INTO YOUR DETERMINATION? WELL, THE CODE SAYS THAT WE HAVE TO BASE THE VALUE ON THE

[00:40:03]

PRESENT USE WHAT IS PRESENTLY USED. SO FOR EXAMPLE IF YOU HAVE A HOUSE THE IN A COMMERCIAL AREA IS BEING USED AS RESIDENTIAL PURPOSES SO WE WILL VALUE THAT HOUSE AS A RESIDENTIAL STRUCTURE. WE'RE NOT GOING TO VALUE AS A COMMERCIAL STRUCTURE EVEN THOUGH THE ZONING PERMITS IT TO BE A COMMERCIAL STRUCTURE LONG AS THAT INDIVIDUAL IS IN PLACE IS GOING TO BE VALUE AS RESIDENTIAL.

NOW IF IT CHANGES USE BECAUSE IT SAYS IN THE CODE TO EVALUATE BASED ON ITS PRESENT USE THEN THE USE THE VALUATION WOULD CHANGE IN SUCH A WAY AS ITS COMMERCIAL.

SO WE HAD THOSE CONVERSATIONS THAT OUR TAXPAYERS WHO ARE CONCERNED THAT THEY ARE BEING BUILT ALL AROUND BY COMMERCIAL A COMMERCIAL AREA AND THEN THEY GET AFFECTED BY THAT BECAUSE THEIR VALUATIONS CHANGE BUT WE DON'T TAKE THE COMMERCIAL VALUE FOR EXAMPLE INTO THAT TO DETERMINE A RESIDENTIAL VALUATION AND NO DIFFERENT DO WE TAKE OUR RESIDENTIAL NEIGHBORHOOD AS A COMMERCIAL PIECE AND DECIDE WHAT WE CAN VALUE THAT'S COMMERCIAL.

SO YES, THE ZONING IS IN PLACE IS IMPORTANT HOWEVER WE HAVE TO VALUE IT IN SUCH A WAY PUT THE PRESENT USE DID I ANSWER YOUR QUESTION OR THOUGHT I'M GOING SOMEWHERE HERE I'M SPEAKING MORE APPLES TO APPLES APPLES TO ORANGES. OKAY SO IF THE AREA IS OKAY AND YOU HAVE SEEN AN INCREASE IN SALES AND WHAT NOT, WILL THAT AFFECT VALUATION VERSUS JUST THE BASE ZONING IS THE QUESTION THAT YES IT WILL IT WILL AFFECT YOUR MARKET VALUATION.

SO LET ME LET ME SAY THIS SO THAT WE'RE NOT I DON'T WANT PEOPLE TO MISUNDERSTAND SOMETHING. LET'S LOOK AT A PROPERTY OWNER TO HELD THEIR PROPERTY.

THEY'VE NOT MOVED FROM THEIR PROPERTY FOR MANY YEARS OR MULTIPLE THE AREA AROUND THEM COULD BE CHANGING IN AND GROWING OR NOT OR DECLINING BUT LET'S LOOK AT THE THING IN OUR AREA IS INCREASING IN VALUE SO THAT TAXPAYER DOES NOT HAVE TO WORRY ABOUT THAT NEW MARKET VALUE IF IT EXCEEDS 15% BECAUSE THE MOST WE CAN TAX IS ON THE 15% INCREASE.

HOWEVER BECAUSE I GO BACK TO THE ANALOGY I USE IT CAN BE VALUED AT 100,000 LAST TIME BECAUSE OF THE MARKET ACTIVITY NOW THE MILLION THE MILLION IS GOING TO BE THEY'RE GOING TO SEE THE MILLION DOLLARS ON AN ASSESSMENT IS GOING TO SAY MARKET A MILLION YOU SAY TAXABLE 115,000. SO WE HAVE TO REFLECT WHAT'S GOING ON IN THE MARKET BUT IF THEY HOLD ON TO IT DON'T DO ANY TRANSFER INTEREST THEN THEY SHOULD BE ABLE THEY WILL RETAIN THEIR CAP AND THAT'S WHAT SHEET THE CAP IS A PROTECTION IN THE SHIELD FOR OUR TAXPAYERS.

ABSOLUTELY. THANK YOU THEN. THIS IS MY QUESTION AND I WOULD JUST LIKE TO FOLLOW UP MR. MILLER WITH JUST A COMMENT FOR FOR US OR ON THE DAIS WHILE I CAN APPRECIATE THE THE 15% CAP. OKAY. AND ALSO WHOLEHEARTEDLY APPRECIATE WHERE WE'VE SEEN SOME INCREASES OVER TIME AND PROPERTY VALUES AND ALSO TAXABLE VALUES OKAY WE ALL ENJOY THE FACT THAT WE'RE BRINGING IN MORE MONEY TO TAKE CARE OF OUR QUALITY OF LIFE HERE ON HILTON HEAD. OKAY.

BUT ALSO JUST JUST BRING THIS TO OUR ATTENTION BECAUSE AS WE MOVE INTO THIS EXERCISE OF DISTRICT PLANNING, OKAY, I WANT US TO JUST REALIZE THAT THAT 15% MAY NOT SEEM LIKE A LOT TO ALL BUT THOSE THAT ARE ON FIXED INCOMES IT COULD MEAN A LOT.

OKAY. AND ALSO LET'S ALL PAY ATTENTION TO DIFFERENCE BETWEEN THE 4% AND THE 6%. AND THE REALITY OF THAT IS IN MANY CASES WHERE INDIVIDUALS THAT ARE NATIVE TO THE LANDS ARE NOT INTERESTED IN SELLING THEIR LAND BUT IF I DIE TOMORROW AND LEAVE MY PROPERTY TO MY SON WHO DOES NOT LIVE. HE AUTOMATICALLY GOES FROM 4% TO 6%. THAT IS A HUGE DIFFERENCE. OKAY.

AND I'M NOT I'M NOT POINTING THE FINGER AT YOU BY ANY MEANS .

CAN I SAY SOMETHING? I'M SORRY TO CUT YOU OFF. PLEASE FORGIVE.

I HAVE TO STOP AND SAY SOMETHING THAT'S USED THE ANALOGY THAT YOU JUST GAVE.

YES. ARE YOU IN YOUR EXAMPLE? ARE YOU LIVING IN YOUR HOME AND GETTING 4%? YES. OKAY.

UNDER THE SKIN ON A COURT OF LAW IT SAYS THAT IF YOU GAVE IT TO YOUR SON AND IT DOESN'T SAY THEY SAID YOU'RE THE CHILD, THEY DON'T SAY WHAT AGE 90 AND THE PROPERTY AT 4% THEN THAT PROPERTY IS NOT GOING TO LOSE ITS CAP. IT DOESN'T GET REASSESSED.

IT REMAINS IT DOESN'T TO THE FULL MARKET VALUE. SO THERE ARE CERTAIN PARTS OF THE CODE THAT SHIELD EXAMPLES LIKE YOURSELF FOR EXAMPLE IF I TRANSFER MY PROPERTY IN A DIVORCE TO MY MOTHER AND MY HUSBAND TO WIFE IN A DIVORCE THAT PROPERTY IS NOT DOES NOT CONSIDER IS NOT IT DOESN'T MEET HIS CAP IS NOT REASSESSED SO YOUR SON BENEFIT FROM THE CAPPING BUT HE WILL LOSE OUT ON LEGAL RESIDENCY THE INCREASE TO 6% AND AGAIN I APPRECIATE THE CAP STILL YOU'RE GOING TO HAVE A SUBSTANTIAL INCREASE I ONLY SAY THAT TO THE DIOCESE BECAUSE I WANT US TO BE AWARE AS WE MOVE FORWARD AS WE ARE CONSIDERING HOW WE'RE GOING

[00:45:06]

TO CHANGE OUR ALAMO AS FAR AS REZONING IS CONCERNED, THOSE TWO THINGS HAVE SOME DEEP CONSIDERATIONS MOVING FORWARD AS FAR AS HOW PEOPLE ARE SURVIVING TAKING CARE OF THEIR PROPERTY. OKAY. SO THANK YOU FOR THE INFORMATION AND. I APPRECIATE WHAT YOU'VE BEEN DOING AND CONTINUE TO SUPPORT YOU AS FAR AS YOUR OUTREACH TO THE COMMUNITY I WILL SAY OUT LOUD THAT THIS YOUNG LADY WILL HAVE IMMEDIATE ENGAGEMENT SESSIONS ON THE FLY OUTSIDE OF JUST INSIDE THE LIBRARY ON THOSE DAYS. SO APPRECIATE HER DAMAGE. YES, IT'S IT'S A QUESTION THAT'S ACTUALLY RELATED TO WHAT ALEX WAS TALKING ABOUT AND THAT IS WE NOW HAVE WITHIN OUR RESIDENTIAL THESE NEIGHBORHOODS COMMERCIAL ENTERPRISES THAT STILL CALL THEMSELVES RESIDENTIAL HOMES IN THE FORM OF RENTAL PROPERTIES AND WITH THOSE RENTAL PROPERTIES OFTEN TIMES THEIR VALUE BASED ON SALE OR RETURN ON THEIR ORIGINAL DRIVES UP THE PRICE OF THE HOME AND SO HOW DOES THAT IMPACT THE REST OF THOSE FOLKS WHO LIVE IN A RESIDENTIAL NEIGHBORHOOD AND ACTUALLY LIVE THERE AS A RESIDENT? I THINK IT'S A DISTINCTION THAT WE NEED TO HEAR A LITTLE BIT ABOUT. OKAY.

SO LET ME BREAK THE QUESTION UP INTO A COUPLE PARTS. SO WHEN WE'RE LOOKING AT A PROPERTY IN A NEIGHBORHOOD FROM WHAT I UNDERSTAND WHAT YOU'RE TELLING ME IS THAT YOU HAVE A NEIGHBORHOOD THAT'S RESIDENTIAL PRIMARILY YOU HAVE AN INVESTOR OR SOMEONE THAT COMES IN AND WILL EITHER DO A LONG TERM OR SHORT TERM RENTAL AND THEN FROM YOUR PERSPECTIVE THEY'RE SAYING THAT THIS IS DRIVING THE PROPERTY VALUES UP BECAUSE OF TYPE OF INVESTORS.

BUT WHAT WE'LL DO IS WE IDENTIFY ON WHAT IS WE LOOK AT THE WILLING BUYER AND WILLING SELLER WHAT WHAT IS TYPICAL FOR THOSE TYPES OF TRANSFERS BETWEEN INDIVIDUALS IF THAT'S TYPICAL THE NEIGHBORHOOD THEN WE HAVE TO FOLLOW THE MARKET. THE MARKET LEADS US WHERE WE HAVE GO BUT IF THAT IS AN OUTLIER WE'RE GOING TO LOOK AT THE ACTIONS OF WHAT THE SELLERS ARE DOING IN THE COMMUNITY. SO NOT NECESSARILY WOULD THAT PROPERTY THAT ONE OR TWO OR HOW MANY OF THOSE INVESTOR PROPERTIES ARE GOING TO INCREASE THE ENTIRE NEIGHBORHOOD? WE'RE GOING TO LOOK AT THE ACTIONS OF ALL THAT AND, ANALYZE THOSE BY GETTING OUR DATA FROM MLS, BY GETTING OUR DATA FROM JUST DOING OUR RESEARCH AND FIND OUT WHO'S INVOLVED WHAT'S GOING ON HERE. THERE ARE TIMES WHEN WE ACTUALLY KICK SALES OUT. IT DOESN'T MAKE SENSE WITH THE OUTLIER AND WE NECESSARILY DON'T USE THAT. SO WE ACTUALLY WHEN WE START LOOKING AT THE VALUATIONS WE WE IT WE GO DOWN THOSE SALES AND WE MAKE THE DETERMINATION WILL SAY THIS WITH REGARDS TO THE PROPERTIES EVEN SHORT TERM RENTALS EVEN THIS WASN'T A PART OF YOUR QUESTION? I THINK IT'S A GOOD THAT I KIND OF BRING THIS UP IS THAT IF A PROPERTY OWNER IS RENTING THEIR PROPERTY ON A SHORT TERM RENTAL AND A SEMI THEY'RE NOT GOING OVER 72 DAYS AND THEY REPORT THAT TO THAT THEY ARE RENTING IT WITHIN SIX MONTHS AND THEY'RE NOT GOING TO WE'LL ASK TO ANNUALLY LET US KNOW THAT IN SOME FORM AND THEY CAN RETAIN LEGAL RESIDENCY.

SO THAT'S ALSO THE I'M PUTTING THAT OUT SINCE WE ARE BRINGING THAT I KNOW IT WASN'T PART OF YOUR QUESTION BUT I THINK IT'S GOOD SINCE WE HAVE PEOPLE LISTENING IN.

WELL THAT'S AN IMPORTANT ELEMENT FOR US BUT YEAH SO I THINK THAT WHEN WE LOOKING AT SALES WE HAVE TO LOOK AT ALL THE SALES SO YOU KNOW WE DON'T JUST TAKE ONE OR TWO AND DECIDE WELL WE'RE GOING TO JUST RUN THEM ALL UP BECAUSE IT IS ONE OR TWO.

BUT THOSE ARE THE ONLY TWO OUTLIER. THE ONLY TWO SALES IN A COMMUNITY. WE HAVE TO GO INTO OTHER COMMUNITIES THAT LOOK VERY SIMILAR TO OUR SUBJECT AND SEE IF IT MAKES SENSE. IS THIS SENSE IN THE MARKET AND IF IT MAKES SENSE IN THE MARKET WE HAVE TO ACTUALLY VALUE WHAT THE MARKET IS TELLING US THE VALUE THERE. THANK YOU FOR ANSWERING. I THINK ANOTHER POINT THAT THIS GROUP COUNSEL MEMBERS AND MAYOR AND TOWN MANAGER NEEDS TO THINK ABOUT AS MORE AND MORE OF OUR RESIDENTIAL NEIGHBORS NEIGHBORHOODS ARE BEING TAKEN OVER BY SHORT TERM RENTALS NOT ONE TWO ARE OWNED BY ONE OWNER BUT MULTIPLE HOMES WITHIN THE SAME NEIGHBORHOOD WHICH WILL THEN HURT THOSE WHO ARE STILL USING NEIGHBORHOODS TO LIVE IN ON A DAILY BASIS.

I IMAGINE THAT MIGHT COME FROM THOSE TYPES OF SITUATIONS. THANK YOU.

GET THEN QUICK QUESTION BUT THANK YOU. YOU'RE BEING GENEROUS WITH YOUR TIME. I APPRECIATE THAT YOU SAID THAT HILTON HEAD HAS APPROXIMATELY $20 BILLION IN MARKET VALUE YOU YOU HAPPEN TO KNOW WHAT PERCENTAGE OF THAT IS RESIDENTIAL AND WHAT PERCENTAGE THE REMAINING IS COMMERCIAL WELL WITH THE REST WITH THE VALUATION I DON'T HAVE THAT AVAILABLE AT THE PRESENT TIME CAN PULL IT UP A MY LAPTOP BUT I CAN TELL THAT WHEN I LOOKED AT THE NUMBER OF LEGAL RESIDENCY APPLICATIONS HILTON

[00:50:07]

HEAD IS PRETTY MUCH IS I WOULD SAY THAT IS NOT INCREASING LIKE BLUFFTON IF FOR EXAMPLE YOU'RE ON A YELLOW BASICALLY YOU'RE NOT PLANNING ON INCREASING I'M PRETTY HOLDING AT 12,000 PROPERTY OWNERS THAT ARE CLAIMING A LITTLE MORE THAN THOUSAND PROPERTIES ARE CLAIMING THEIR LEGAL RESIDENCY. SO YOU ARE HOLDING IT RIGHT? YOU WERE OUT THE MICROPHONE.

THANK YOU. I RELY ON HIM ALL TO BUT WHEN YOU HAVE THAT 12,000 PROPERTY OWNERS A LITTLE MORE BECAUSE I MEAN SOME YEARS IT MAYBE 1213 YOU'RE HOLDING PRETTY AT THAT AMOUNT PRETTY MUCH THAT AMOUNT IS NOT DECLINING OR INCREASING AND I CAN GET NUMBERS FOR YOU WHAT THEIR VALUES REPRESENT WHEN I PROVIDE EVEN YOU KNOW IF YOU WANT IT FROM THE 22 NUMBER I CAN PROVIDE THAT ONLY INTERESTED IN THE RATIO RESIDENTIAL PROPERTIES TO COMMERCIAL PROPERTIES OF THE $20 BILLION OF VALUE. OKAY HILTON HEAD THANK YOU.

THE RATIO I SO GLEN ONE MORE TIME ONE MORE QUESTION. I BELIEVE THERE AN EXEMPTION OR SPECIAL EXEMPTION FOR CITIZENS WHO 65 OR OLDER. CAN YOU EXPLAIN THAT AS WELL? YES, THAT EXEMPTION IS DONE THROUGH THE COUNTY AUDITOR'S OFFICE.

IT IS FOR PROPERTY THAT ARE 65 AND OLDER THAT YOU HAVE TO FILE THROUGH THEIR OFFICE AND THEY CAN TELL YOU MORE ABOUT IT ON THEIR WEBSITE BUT I WOULD SUGGEST YOU GO AND CONTACT THEM. I DON'T WANT TO SPEAK OUT OF TURN WITH REGARDS TO THAT BUT YOU'RE CORRECT THERE IS AN EXEMPTION AGE AND DISABILITY. THANK YOU MS. SANDERS THANK YOU SO MUCH FOR THE INFORMATION AND IN ANSWERING THESE QUESTIONS BEEN PUT ON THE SPOT AND DOING SUCH A GREAT JOB I THANK YOU'VE GIVEN US ALL A BIT MORE COMFORT ABOUT THE ASSESSMENT THAT'S COMING LATER THIS YEAR WELL STARTING IN APRIL BUT BUT THANK YOU BARBARA I THANK YOU MS. AND THANK YOU THANK YOU ALL. NOT READY TO TAX ASSESSORS DENNIS THE CLAPPING SO YOU DID WELL THERE AND AN ANTI ANTI STONE ASSISTANT TOWN MANAGER COMING UP AND SHE'S GOING TO GIVE A BRIEF COMMUNICATIONS QUARTERLY UPDATE GOOD AFTERNOON MAYOR TOWN COUNCIL MR. ORLANDO THANK YOU VERY MUCH FOR GIVING ME AN OPPORTUNITY TO GIVE YOU AN UPDATE ON THE COMMUNICATIONS EFFORTS OF THE TOWN. I'M EXCITED TO SHARE SOME HIGHLIGHTS ABOUT WHAT WE'VE BEEN UP TO SINCE THE LAST TIME I SPOKE WITH YOU AND WANT TO THANK YOU ALL FOR CONTINUALLY ENCOURAGING US TO EXPAND OUR OUTREACH AND TO MAKE SURE THAT WE ARE GETTING OUR MESSAGE HEARD BY ALL THE FOLKS WHO NEED TO HEAR IT. SO WE HAVE A SPANISH MICROSITE THAT IS DIRECTLY TRANSLATED AND THEN WE HAVE GOOGLE TRANSLATE FOR ANOTHER 20 TO 30 LANGUAGES OUR WEBSITE STATISTICS WE CONTINUE TO ENJOY A GREAT BIT OF TRAFFIC ON OUR WEBSITE. OUR WEBSITE IS AWARD WINNING FOR THE SECOND YEAR IN A ROW WE'VE HAD OVER 2.2 MILLION VISITORS AND AS YOU CAN SEE FROM THE BEGINNING OF 2023 WE ARE EXCEEDING WHAT WE DID LAST YEAR. A LOT OF THAT IS DUE TO SHORT TERM RENTALS AND BUSINESS LICENSE REQUIREMENTS FOR THOSE FOLKS.

THE PAGES IN 2022 THE TOP PAGES WERE ASIDE FROM OUR HOME PAGE COUNCIL MEETING SCHEDULE STORM UPDATES FOR 23. AS YOU CAN SEE SHORT TERM RENTALS AND BUSINESS LICENSE ARE RIGHT UP THERE THE TOP THEY'RE LEADING THE CHARGE OUR SPANISH SITE AGAIN THIS IS A MICROSITE THAT'S AVAILABLE DIRECTLY FROM THE TOWN'S WEBSITE.

WE HAVE TRANSLATED A GREAT DEAL OF THE INFORMATION SPECIFICALLY TECHNICAL DISASTER RELATED OR LEGAL INFORMATION TO BE SURE THAT IT IS 100% RIGHT. WE DIDN'T WANT TO LEAVE THAT TO GOOGLE TRANSLATE. IF YOU GO TO THIS SITE YOU WILL BE ABLE TO FIND A TON INFORMATION AVAILABLE INCLUDING 81 FORMS THAT ARE IN SPANISH AND THEN THE I SPEAK LANGUAGE ACCESS SERVICE IS A WAY FOR FOLKS TO UNDERSTAND THAT INTERPRETATION IS AVAILABLE AND HOW TO TAKE ADVANTAGE OF THAT SOCIAL MEDIA WE CONTINUE TO GAIN AND THAT IS DUE TO THE ENGAGING CONTENT KELLI SPINELLA HAS BEEN PUTTING OUT. WE CONTINUE TO ENJOY AGAIN INCREASED FOLLOWERS AND ALL OF OUR SOCIAL MEDIA CHANNELS AND FINALLY EMAIL MARKETING.

THESE ARE OUR SUBSCRIPTION SERVICES FOLKS SIGN UP FOR UPDATES AND AREAS THAT THEY WOULD LIKE TO RECEIVE INFORMATION AND WE CONTINUE TO GROW OUR E SUBSCRIBERS AS WELL.

THIS IS WHAT I WAS TALKING ABOUT WITH THE PRINT COLLATERAL AND OUR DIGITAL CAMPAIGNS WORKING WITH OUR TALENTED GRAPHIC DESIGNER OUR COMMUNICATIONS DIRECTOR AND OUR OUR WEBSITE DEVELOPER THEY COME TOGETHER TO REALLY PUT TOGETHER SOME GREAT ENGAGING, VERY ATTRACTIVE DRAWS THE EYE PROVIDES GREAT INFORMATION AND MUCH OF THIS AGAIN IS TRANSLATED INTO SPANISH AS MEDIA AND INTERVIEWS WE CONTINUE TO REACH OUT TO OUR LOCAL MEDIA FOLKS AND PITCH. WE HAVE FOLKS WHO APPEAR REGULARLY ON HHI AND WE ALSO HAVE MAGAZINE AND NEWS CONTENT THAT IS IS MONTHLY.

THANK YOU FOR GIVING ME A FEW MINUTES TO TALK WITH YOU ABOUT OUR COMMUNICATIONS ARE THERE ANY QUESTIONS FROM ANY OF YOU THAT ANGIE YOU MAY NOT HAVE THE ANSWER BECAUSE IT HAS TO DO WITH THE 911 CALL. WE HAVE TRANSLATIONS EXCUSE ME AN INTERPRETATION SERVICE WE USE LANGUAGE LINE WITH OUR VERIFY WITH THE TRUTH YES WE USE LANGUAGE LINE FOR ALL OF OUR INTERPRETATION SERVICES INCLUDING 911. I JUST WANTED TO VERIFY THEY HADN'T CHANGED SO THAT THEY RESPONSE IS RELATIVELY INSTANTANEOUS.

YES. OKAY THANK LANGUAGE LINE IS VERY GOOD IN TERMS AUDIO INTERPRETATION AND VIDEO THE NIGHT WE WENT OUT AND DID THE PITCH COUNT THE POINT IN TIME

[01:00:03]

COUNT FOR OUR UNSHELTERED RESIDENTS WE WERE ABLE TO A VIDEO INTERPRETER FOR SPANISH AT 10:00 AT NIGHT WITHIN A MINUTE SO IT IS VERY INSTANTANEOUS EVEN WHEN YOU'RE DOING VIDEO INTERPRETATION. OH, THANK YOU. YES, SIR.

[10. Appearance by Citizens]

CALLING A SPECIAL MEETING TO TACKLE THOSE. THANK YOU.

ALL RIGHT. THANK YOU ALL FOR YOUR REPORTS APPEARANCES BY CITIZENS.

I WOULD LIKE TO REMIND OUR CITIZENS THAT PERSON HAS 3 MINUTES TO ADDRESS TOWN COUNCIL. AT THE END OF THE 3 MINUTES YOU ARE ASKED TO CONCLUDE YOUR COMMENTS. PLEASE MAINTAIN A DECORUM FOR THE MEETING AND REFRAIN FROM USING ANY PROFANE, ABUSIVE OR LANGUAGE. IF YOU HAVE ANY MATERIALS YOU WOULD LIKE TO GIVE TOWN COUNCIL PLEASE GIVE TO THE TOWN CLERK AFTER YOU'RE FINISHED SPEAKING SUNDAY. WE HAVE ANYONE SIGNED UP TO SPEAK TODAY? YES, SIR. OUR FIRST CITIZEN IS MR. REX GALE.

MR. GALE. GOOD AFTERNOON. SEE, PINE CIRCLE IS FAILING NOT MEETING THE TOWN'S TWO AND A HALF MINUTE TOTAL AVERAGE DELAY EFFICIENCY MEASURE.

AND TRAFFIC DELAYS ARE ONLY INCREASING WITH THE RECENT REMOVAL OF THE TOLLBOOTH.

I KNOW THE TOWN'S HIRED CONSULTANTS TO ADDRESS THE ISSUE AND RECOMMENDATIONS HAVE INCLUDED A DUAL LANE CIRCLE. PERHAPS THE BEST SOLUTION IS A VERY SIMPLE ONE.

THE TOWN OF HILTON HEAD STRATEGIC ACTION PLAN HAS IDENTIFIED THE NEED TO IMPROVE THE EFFICIENCY OF PINE CIRCLE AS PART OF ITS RIGHT SIZE INFRASTRUCTURE STRATEGY.

ONE SOLUTION IS TO SIMPLY REDUCE SPEED AND SEE PINE CIRCLE.

THE U.S. DEPARTMENT OF TRANSPORTATION HIGHWAY ADMINISTRATION RECOMMENDS A SPEED LIMIT OF 15 TO 25 MILES PER HOUR FOR VEHICLES ENTERING AND TRAVELING IN CIRCLES.

THE INSURANCE INSTITUTE FOR HIGHWAY SAFETY RECOMMENDS THAT SAME 15 TO 20 IN SOUTH CAROLINA DEPARTMENT OF INSURANCE I'M SORRY DEPARTMENT OF TRANSPORTATION SIMILARLY RECOMMENDS 15 TO 20 MILES PER HOUR OF SLOWING TRAFFIC. ALSO HELPS DRIVERS TO SEE PEDESTRIANS AND BICYCLES MORE EASILY HELPING TO ACHIEVE ANOTHER TOWN'S STRATEGIC PLAN OBJECTIVE OF PEDESTRIAN AND SAFETY. THE SPEED LIMIT THE SPINE CIRCLE IS 35 MILES PER HOUR ALMOST TWICE THE SOUTH CAROLINA OF TRANSPORTATION RECOMMENDED SPEED. HIGH SPEED IS A ROOT OF FAILURE OF THE SEAPLANE CIRCLE.

WHAT'S A TRAFFIC ENGINEER'S RECOMMENDED? LOWER SPEED LIMITS TO 25 MILES PER HOUR APPROACHING CIRCLE AND THEN TO 15 MILES PER HOUR WHEN ENTERING AND TRAVELING IN THE.

TODAY'S TRAFFIC IS ENTERING THE CIRCLE AT MUCH HIGHER SPEEDS AND TRAFFIC IN THE CIRCLE IS ACCELERATING NOT SLOWING ALLOWING TO ENTER. SLOWING TRAFFIC WILL ALLOW VEHICLES TO ENTER MORE SMOOTHLY AND ENTERING TRAFFIC WILL NOT BE AFRAID OF THOSE ACCELERATING VEHICLES HITTING THEM. SLOWING TRAFFIC SHOULD RESULT IN CONSTANT MOVEMENT AND NO LONG LINES OF VEHICLES WAITING TO ENTER CIRCLE. SECOND MAXIMIZE TRAFFIC CALMING STRATEGIES. ALSO A TOWN STRATEGIC PRIORITY INCLUDING NEW PROMINENT SIGNAGE PAVEMENT MARKINGS THAT DON'T EXIST TODAY TO FURTHER REDUCE TRAFFIC SPEED VEHICLES APPROACH A CIRCLE INCLUDING FLASHING SPEED LIMIT SIGNS AND POSSIBLY RUMBLE STRIPS.

THIRD, A SINGLE LANE CIRCLE IS SAFER THAN A DUAL LANE CIRCLE. IT WILL BE SAFER FOR PEDESTRIANS, BICYCLISTS AND THE SIGNIFICANT OLDER POPULATION THAT LIVES ON HILTON ISLAND.

LASTLY, IT WILL BE A VERY SIMPLE THING TO AT LEAST PILOT THIS APPROACH AND IT WILL COST VERY LITTLE TIME TO WORK. WILL IT WORK ACCORDING TO TRAFFIC? IT SHOULD WITH VERY MINIMAL INVESTMENT AND IF IT WORKS THE TOWN WILL HELP TO MEET ITS TOTAL AVERAGE DELAY EFFICIENCY MEASURE AND HELP MANY OF THE TOWN OF HILTON HEAD OTHER STRATEGIC PRIORITIES. SO SIMPLY LET'S FIND OUT AND LET'S TRY IT.

THANK YOU FOR YOUR ATTENTION. THANK MR. GELBER. NEXT.

YES, SIR. MR. SAM EINFELD. BACK UP TRAFFIC SAFETY COUNCIL MEMBERS THANK FOR YOUR TIME. IN 1985 MY WIFE AND I BOUGHT A CONDO DOWN HERE AND UP UNTIL RECENTLY WE'VE WE'VE REALLY ENJOYED IT AND OUR CONDO IS AT 239 BEACH CITY ROAD.

I THINK MANY OF YOU THAT IS THE CURRENT LOCATION FOR A CAT SANCTUARY.

IT IS MY AND THE OPINION OF MANY OTHER PEOPLE THAT THAT IS NOT PLACE FOR A CAT

[01:15:08]

SANCTUARY. AND I'M NOT SUGGESTING THAT THAT WAS THE GRAND PLAN.

I'M SUGGESTING THAT IT HAS EVOLVED INTO THAT AND OVER THE 37 YEARS I'VE WATCHED THIS EVOLUTION. THESE CATS ARE NOT CONTAINED THE SPA DON'T FEED THE CATS BUT THEY DO GO OUTSIDE OF THEIR ENVIRONMENT TO OUR SEVEN DUMPSTERS.

WE HAVE NO CONTROL OVER THAT. JUST A NEW CAT FEEDING STATION HAS BEEN SET OUTSIDE OF THE DESIGNATED CONTAINED AREA AND THAT SAYS TO ME THAT SOMEONE IS TRYING TO DEVELOP ANOTHER CAT COLONY OUTSIDE OF THE SECURED AREA AND OVER THE WEEKEND 12 LARGE NO TRESPASSING SIGNS SHOWED UP WITHIN 100 FEET OF ALL OF OUR PROPERTY AND GOES RIGHT DOWN OUR DRIVEWAY.

SO AS YOU'RE COMING INTO DEVELOPMENT, YOU SEE TEN NO TRESPASSING SIGNS.

IT'S. IT'S NOT A GOOD SITUATION FOR 268 HOMEOWNERS.

IT THE PROPERTY IS BEING THE VALUATED CAT ARE BEING DROPPED OFF AT THIS LOCATION BECAUSE THE PEOPLE WHO NOW CONTROL AND THE SANCTUARY CALLS ALL ABOUT CAT AND HAVE PUBLISHED OUR ADDRESS ON THEIR WEBSITE. THE AREA AROUND THE CAT SANCTUARY IS BEING SCHEDULED FOR FURTHER DEVELOPMENT IS MY UNDERSTANDING THAT A MUSEUM WILL BE GOING IN THERE ONCE THE BEACH CITY ROAD ON THE OTHER SIDE OF BEACH CITY ROAD BE IN THE PARKING LOT.

TO ME THIS IS NOT A PLACE TO HAVE AN END CONTAINED CAT SANCTUARY WHERE YOU HAVE DEVELOPMENT ALL THE WAY AROUND IT. NOW IT'S MY UNDERSTANDING THAT THE TOWN HAS PURCHASED LAND AT DYLAN ROAD. I WOULD I WOULD STRONGLY URGE YOU TO CONSIDER MOVING THAT CAT SANCTUARY OUT OF THIS DEVELOPED AREA TO DOG ROAD.

THANK YOU SO MUCH. THANK YOU, MS.. LINVILLE.

TODAY TO THE TEXT. YES. LAVONNE STEVENS.

GOOD AFTERNOON. MR. MAYOR. MEMBERS OF TOWN COUNCIL.

MR. ORLANDO OUR TOWN LAVON STEVENS. CHAIR OF THE TOWN OF HILTON ISLAND. GULLAH GEECHEE LAND AND CULTURAL PRESERVATION TASK FORCE THE RECORD. THANK YOU FOR THIS OPPORTUNITY TO SPEAK BEFORE YOU.

WE'VE DONE SOME GREAT WORK AS A TOWN COUNCIL, THE PLANNING COMMISSION AND COURSE WITH OUR STAFF AND THE GULLAH GIDGEE TASK FORCE. IT'S COME TO MY ATTENTION THAT THERE ARE SOME CONCERNS ABOUT DEVELOPMENT IN OUR HISTORIC AND THROUGHOUT THE TOWN.

I ENCOURAGE YOU ALL TO CONTINUE TO HEAR AND ADDRESS THE CONCERNS OF THE TOTAL COMMUNITY IN THE TOWN OF HILTON HEAD ISLAND GULLAH GEECHEE LAND CULTURAL PRESERVATION TASK FORCE WAS CREATED IN 2017 AS A SUBCOMMITTEE OF THE PLANNING COMMISSION.

THIS TASK FORCE WAS FORMED AFTER THE TOWN COUNCIL RECOGNIZED THE GULLAH CULTURE AS A PRIORITY. OVER THE YEARS THERE HAS BEEN A DISTURBING TREND AND LOSS OF GULLAH OWNED PROPERTIES. THE GULLAH GET YOU. TASK FORCE AND THE TOWN HIRED WALKING ASSOCIATES A CONSULTING FIRM TO COME AND STUDY THE GULLAH GUITAR CULTURE ON HILTON HEAD AND DOCUMENT THE ISSUES FACING CULTURAL PRESERVATION. THERE WERE 36 RECOMMENDATIONS THAT EVOLVED FROM THE STUDY. TOWN COUNCIL ADOPTED THE REPORT IN 2019 AND 16 OF THOSE RECOMMENDATIONS WERE INSERTED IN A PRIORITY WORK PLAN AND INCLUDED IN THAT WORK PLAN WHERE ITEMS PERTAINING TO FAMILY COMPOUND FAMILY SUBDIVISION AND OF COURSE AN OVERLAY DISTRICT. SINCE THAT TIME STAFF HAS REFOCUSED THE OVERLAY DISTRICT AND DEVELOPING A REDISTRICTING REDISTRICTING PLAN FOR OUR HISTORIC NEIGHBORHOODS.

I AM ENCOURAGING US TO STAY FOCUSED ON THE PLANS AND THE WORK THAT WE'VE BEEN DOING FOR THE LAST FOUR YEARS. THE TOWN HAS INVESTED A LOT OF RESOURCES IN ADDRESSING THE ISSUES FACING CULTURAL PRESERVATION AND BUILDING TRUST IN OUR NATIVE ISLAND COMMUNITY.

LET US CONTINUE TO DO THE GOOD WORK OF REPRESENTING ALL THE CITIZENS OF THE COMMUNITY AND AVOID HASTY DECISIONS THAT LEAD TO UNINTENDED CONSEQUENCES. TOO MANY TIMES WE HAVE RUSHED

[01:20:05]

TO RESPOND TO THE VOICES OF THE MOMENT AND FIND THAT WE MUST GO BACK AND REPAIR POLICIES AND AMENDMENTS. LET US TAKE OUR TIME AND GET IT RIGHT.

THE TO TASK FORCE OF STAFF ARE FOCUSED ON PLANS FOR REDISTRICTING OUR HISTORIC NEIGHBORHOODS. WE REALIZE THAT WHAT WORKS IN ONE NEIGHBORHOOD MAY NOT WORK IN ANOTHER NEIGHBORHOOD. SO IN CONCLUSION I ENCOURAGE YOU TO STAY FOCUSED ON THE PRIORITIES. LISTEN TO THE VOICE OF THE GIRL GALAXY CITIZENS REPRESENTED IN OUR TASK. WE REPRESENT MULTIPLE COMMUNITIES AND NOT TO GET SIDETRACKED BY VOICES THAT WERE NOT HERE WHEN WE WERE DOING THESE STUDIES AND DEVELOP THIS REPORT AND ALSO TO LEVEL THE ECONOMIC PLAYING FIELD FOR OUR GULLAH CULTURE AND THOSE CITIZENS WHO HAVE BEEN HERE FOR SO LONG. THIS RECOMMENDATION HAVE BEEN ON THE TABLE FOR TWO MAYORS AND NOW A THIRD MAYOR AND GOING BACK AS FAR AS TOM PEOPLES.

SO PLEASE LET'S KEEP UP THE GOOD WORK THAT WE'VE BEEN DOING FOR THE LAST FOUR OR FIVE YEARS. I CANNOT THANK YOU NOTES NANCY YORK NANCY YORK I'D LIKE TO POINT MY 3 MINUTES TO SKIP HOAGLAND. WE ARE NOT ACCEPTING POWERS OF ATTORNEY OR OF TIME TO OTHER FOLKS WHO CAN SPEAK AND CAN SPEAK FOR ONE INDIVIDUAL AND THAT WILL CONSTITUTE HIS 3 MINUTES. AND I'LL TELL YOU WHAT I'LL PAST YOU GO. I'M JUST GOING TO GO READ YOUR STATEMENT.

I'M GOING TO GO AHEAD AND READ HER. ARE YOU SPEAKING FOR YOURSELF? NO. I'M GOING TO SPEAK TO NANCY YORK AND THEN I'M GOING TO SPEAK FOR MYSELF. SHE WANTS ME TO SPEAK FOR HER IF YOU DON'T MIND.

YOU UNDERSTAND THE RAMIFICATIONS IF YOU DO NOT IF YOU SPEAK OUT OF TURN AND YOU'RE SPEAKING OUT OF OUT OF LINE, YOU'RE NOT SPEAKING FOR YOURSELF.

SO YOU UNDERSTAND THAT CITATION WILL BE ISSUED? THAT'S FINE.

I'LL TAKE THE CITATION SO I'M GOING TO READ FOR NANCY YORK AND I'LL WELCOME THAT CITATION . MR. PERRY, FOR YOUR INFORMATION THE EMAIL ASSOCIATION OF SOUTH CAROLINA. MASK IS NOTHING MORE THAN A CHAMBER ONE TO BE A FIVE ON ONE DESK SIX NONPROFIT TOP HEAVY WITH OVERPAID STAFF JUST LIKE THE HILTON HEAD CHAMBER AND BILL MILES, A GAGGLE OF HIGH PRICED PENCIL PUSHERS. IN FACT, MASKED RECENT FILINGS SHOWS THAT COMBINED SALARIES FOR 11 EMPLOYEES IS ALMOST $2 MILLION.

SO DON'T WASTE THE TAXPAYERS TIME QUOTING AN OVERPRICED LOBBYING WHOSE SOLE PURPOSE IS TO OFFER THE SERVICES PROGRAMS AND TOOLS TO PROVIDE SOUTH CAROLINA MUNICIPALITIES THE ABILITY TO OPTIMIZE OPERATIONS. DOES THIS SOUND AN ORGANIZATION JUST LOOKING OUT FOR THE LITTLE GUY AT THE OF THE DAY IT'S ABOUT DOING WHAT'S RIGHT AND THE TOWN'S RELIANCE ON A LOBBYING AND A NONPROFIT NO LESS TO PROVIDE GUIDANCE TO THE REST US ON TRANSPARENCY AND ACCOUNTABILITY OF PUBLIC EXPENDITURE EXPENDITURES IS JUST LAUGHABLE.

I WOULD LIKE TO APOLOGIZE AGAIN FOR THE MIX UP ON AGENDA ITEMS VERSUS PUBLIC COMMENTS.

A FEW OF US JUST GOT CONFUSED LAST MEETING THE POLL WAS ONLY INTENDED FOR THE THREE MINUTE PUBLIC COMMENT SECTION. YOU JUST NEED TO CLEAR UP AND CLEAR THE WORDING.

IT WAS A BIG NIGHT LAST MEETING FOR VICTORY FOR JUSTICE IN SOUTH CAROLINA AND THANKS TO OUR SOUTH CAROLINA WATCHDOG LEGAL TEAM, IT'S ANOTHER FIRST TO IMPROVE THE COUNCIL MEETING SYSTEM RULES LAWS WE HAVE NOW TOTALLY STOP VIOLATIONS TO CITIZENS PLAY AND FREE SPEECH UNDER THE FIRST AMENDMENT. NEXT THE HILTON HEAD AIDE TAX ACCOUNTING FOR IT TO SEE WHERE AND HOW BILL MILES AND THE CHAMBER SPENDS MILLIONS OF OUR TAX MONEY.

THIS IS A NONPROFIT 501 DIOCESES SIX ORGANIZATION. IS HE LEGALLY USING MILLIONS IN TAX FUNDS IN SECRET FOR THE LAST 35 YEARS? THIS NEEDS TO.

MR. PERRY, YOU SAID YOU SAW 80% OF THE CHAMBER ACCOUNTING BY WHOM YOU WILL NEVER LAST.

HAS A MAYOR BEING THIS CORRUPT AND PLEASE BE PREPARED TO COME CLEAN ABOUT THE CHAMBER'S AT THE NEXT COUNCIL MEETING. SINCE YOU'VE MADE THE REMARKABLE CLAIM TO HAVE ACTUALLY SEEN THE CHAMBER ACCOUNTING DID YOU ALSO SEE THE ACCOUNTING FOR OVER 1.5 MILLION AND EIGHT TAX FUNDS AND ILLEGAL PROFITS BILL MILES GENERATES AND TOOK TO CANADA FOR HIS 500 PLUS SALARY. WE DON'T EVEN KNOW. THE SUPREME COURT SAID YOU NEED TO PROVIDE THE CHAMBER TAX ACCOUNTING TO ME AND ALL CITIZENS IN THIS ROOM.

YOU NEED TO FILE A LAWSUIT AGAINST BILL MYLES SOON. YOU DO NOT TELL ME WILL YOU PLEASE DO NOT TELL ME WHAT ASSOCIATION AS TAX LAWYER DANNY CROW HAS MORE AUTHORITY ON THE

[01:25:03]

SOUTH CAROLINA SUPREME COURT. YOUR TIME IS UP. OKAY NOW YOU WANT TO ADD MY NAME NUCK? OKAY, I'LL SIT DOWN UNTIL MY NAME IS CALLED AND I'LL TAKE THAT CITATION. WHO'S NEXT? RICHARD BUSY.

MR. BUSY. GOOD AFTERNOON. ONE OF YOUR ITEMS IS LISTED FOR DISCUSSION IN SESSION. TODAY IS THE APPOINTMENT OF CITIZENS TO THE TO 78 INDEPENDENT REVIEW ADVISORY COMMITTEE. AND WHILE IT IS LEGAL TO DISCUSS THESE APPOINTMENTS BEHIND CLOSED IT IS NOT MANDATORY.

OPENNESS SHOULD PREVAIL. IN FACT THE SOUTH CAROLINA ATTORNEY GENERAL'S OFFICE IS QUOTED AS FOLLOWS. WE HAVE CONSISTENTLY CONCLUDED THAT EXECUTIVE SESSIONS SHOULD BE USED SPARINGLY AND THAT THE FREEDOM OF INFORMATION ACT DOES NOT REQUIRE THAT THEY BE EMPLOYED AT ALL IF THE PUBLIC BODY CHOOSES NOT. THE RULE UNDER THE FREEDOM OF INFORMATION ACT IS OPENNESS . THE PERMISSIVE REASONS FOR HOLDING EXECUTIVE SESSIONS ARE FEW AND NARROWLY DRAWN. IF ANY DOUBT SHOULD EXIST THE DOUBT SHOULD BE RESOLVED IN FAVOR OF OPENNESS. THAT'S FROM THE SOUTH CAROLINA ATTORNEY GENERAL. WHY DO YOU NEED TO DISCUSS CITIZEN APPOINTMENTS AND SECRET? THERE'S OBVIOUS TOPICS THAT NEED TO BE DISCUSSED BEHIND CLOSED DOORS. CONTRACTS RECEIVING LEGAL ADVICE AND PURCHASE OF PROPERTY BUT CITIZEN APPOINTMENTS. TRANSPARENCY IN GOVERNMENT IS ONE OF THE MOST IMPORTANT QUALITIES I BELIEVE IN WHEN IT COMES TO PUBLIC ACCOUNTABILITY OF ELECTED OFFICIALS.

THOSE ARE NOT MY WORDS. THE WORDS OF MAYOR PERRY LAST FALL AND I'M CERTAIN THAT OTHER COUNCIL MEMBERS SITTING ON THIS DIAS TONIGHT WHO WERE ON THE BALLOT LAST NOVEMBER PROBABLY MADE SIMILAR COMMENTS ABOUT TRANSPARENCY IN GOVERNMENT. WELL, I SAY TO YOU NOW IS THE TIME TO PROVE IT? OR WERE THOSE JUST SHALLOW WORDS INTENDED TO WIN ELECTION OR IN SOME CASES REELECTION? TRANSPARENCY GOES WELL BEYOND PUBLISHING SO-CALLED ACTION SUMMARIES OF COUNCIL DECISIONS ON THE TOWN'S WEBSITE WHICH YOU NOW DO.

WELL, WE NEED TO KNOW HOW COUNCIL MEMBERS VOTE ON PARTICULAR ISSUE, BUT THE WAY THEY VOTE OR WHY I SHOULD SAY THE ONLY WAY TO ACHIEVE WHY IS TO CONDUCT THE PUBLIC BUSINESS IN PUBLIC NOT CLOSED DOORS. AND FINALLY THE 10,000 PLUS CITIZENS WHO SIGN THE PETITION THAT YOU'RE WELL AWARE OF DESERVE A VOICE ON THE CITIZENS ADVISORY COMMITTEE.

AND THE BEST WAY TO GIVE THEM VOICE AND REPRESENTATION IS TO INCLUDE OF THE TECHNICAL WORKING GROUP THE ORGANIZERS OF PETITION DRIVE ON THE COMMITTEE.

THEY MEMBERS OF THE TECHNICAL WORKING GROUP. YOU SEND A STRONG SIGNAL THAT SAYS IN ESSENCE WE HEAR YOU. WE HEAR YOU. THANK YOU.

THANK YOU, MR. SUN. CAN CAMPBELL MR. CAMPBELL. THANK YOU, MR. MAYOR.

COUNCIL MEMBERS AND STAFF. I WANTED TO JUST THANK YOU ALL FOR.

NUMBER ONE BE WILLING TO TAKE LEADERSHIP POSITIONS IN THE TOWN.

THEY'RE CRITICAL AND HAVING PEOPLE WHO ARE WILLING TO SPEND THE TIME AND EFFORT ARE APPRECIATED BY ALL THE CITIZENS. SO THANK YOU FOR THAT.

SECOND THING I WANTED TO THANK YOU FOR WAS FOR IDENTIFYING AND COMMITTING TO ALL THE CITIZENS OF THE TOWN THAT YOU WOULD KEEP ACTION ON AFFORDABLE HOUSING AS A REALLY PRIME PRIORITY.

AND I THANK YOU FOR DOING THAT. I THINK MRS.. ATTENTION TO THAT AT EVERY MEETING IT REALLY SHOWS THE IMPORTANCE YOU PUT TO THAT. SO THANK YOU FOR THAT.

YOUR LEADERSHIP IS NECESSARY BUT AS OTHER PEOPLE SAID IT'S NOT GOING TO BE ENOUGH.

YOUR LEADERSHIP TO ASSEMBLE THE COMMUNITY. AND REALLY THE REASON I CAME TODAY WAS TO JUST LET YOU KNOW THAT IN MY EXPERIENCE AND SINCE CHIMNEY COVE CAME ABOUT AND IT BECAME A PRIORITY, THE COMMUNITY AND I BECAME MORE AWARE OF THE AFFORDABLE HOUSING ISSUES THAT WE HAVE. I'VE GOTTEN MORE INVOLVED AND OVER THE PAST OF MONTHS THERE ARE ORGANIZATIONS THAT ARE FORMING OUT THERE THAT HAVE FORMED THERE HAS CONTINUED STRONG INTEREST AND HAS RESIDENTS AND ORGANIZATIONS BECOME AWARE AND ARE EDUCATED.

[01:30:01]

THAT INTEREST BECOMES STRONGER AND STRONGER AND THEIR COOPERATION WITH YOU WILL CONTINUE TO INCREASE. SO THANK YOU FOR MAKING THAT A PRIORITY AND CONTINUE.

THANK YOU THANK YOU, MR. CAMPBELL. AND NEXT CARL BRADEN.

MR. BRADEN. I'LL PASS. THANK YOU.

AND THEN IT'S ELIZABETH DIAK. ELIZABETH. GOOD AFTERNOON.

COUNCIL IN THEIR PAIRING. MR. ORLANDO, I APPRECIATE THE OPPORTUNITY TO BE HERE TODAY.

I'M ELIZABETH DEAK AND I'M AN ATTORNEY AT PARKER PO. I REPRESENT THE WEST AND WE NOTICED THAT THIS WAS ON THE AGENDA AN EXECUTIVE SESSION TODAY SO THIS MIGHT BE PREMATURE BUT I WANTED TO JUST POINT YOUR ATTENTION TO SOME CORRESPONDENCE.

WE'VE BEEN IN NEGOTIATIONS WITH THE TOWN FOR ABOUT TWO YEARS ON ACTIVITIES ON THE BEACH FRONT IN FRONT OF THE WESTIN. THERE'S SOME CORRESPONDENCE I PREPARED A MEMO.

I'M HERE AND WOULD LIKE THE OPPORTUNITY TO DISCUSS IT AT THE APPROPRIATE TIME.

I DID HAVE AN OPPORTUNITY TO TALK TO CURTISS COLTRANE BEFORE THIS MEETING AND SO I THINK WE'RE GOING TO FOLLOW UP AND TALK TOMORROW. JUST WANTED TO KNOW WHEN Y'ALL KNOW THAT I'M HERE AND CAN ANSWER ANY QUESTIONS IF YOU HAVE.

THANK YOU. THANK YOU, MR.. AND THE NEXT RHONDA CARPER.

RHONDA HI. RHONDA CARPER FROM PARK AREA. I HAD THE MISFORTUNE WATCHING THE PLANNING COMMISSION MEETING ON MARCH 16TH SITTING AT HOME TRYING TO WORK AND LISTENING TO COME TO THE REALIZATION THAT THE COMMITTEE DIDN'T SEEM LIKE THEY WERE INCREDIBLY INFORMED ABOUT THE EMINENT NEED TO CHANGE THE ELEMENT AND THE FACT THAT WE'RE IN PHASE THREE AND PHASE ONE WE'RE IN PHASE THREE OF PHASE FOUR OF FIVE PHASES. AS YOU KNOW, MOST YOU IN 2014 WE DID A WIDE ALAMO CHANGE. IT WAS MADE AND WAS CAST OVER MANY AREAS ON THE ISLAND AND EVEN COMMUNITY WHICH IS THE VILLAGE COMMUNITY. AND WHEN YOU DRIVE THROUGH YOU CAN'T TELL THAT ANYMORE. THAT'S WHY SOME OF THE MOVES THERE THE COUNCIL THOUGHT IT WAS WISE TO MAKE THESE ALAMO TO INCREASE ZONING AND DENSITY WHICH WAS OF NO BENEFIT TO THE INDIVIDUAL OWNERS THAT WANTED TO MAKE THESE THEIR HOME BUT IN TURN WAS INCREDIBLY LUCRATIVE AND BENEFICIAL TO THE DEVELOPERS WHO CAME IN SNATCHING UP LARGE AND SMALL PIECES LAND INCLUDING ALLOCATING LAND IN OUR NEIGHBORHOODS, MAKING MODEST RESIDENTIAL HOMES, TWEAKING THE DEFINITION GUIDELINES SO THAT DEVELOPERS AND ONLY DEVELOPERS BENEFITED FROM THOSE THEY CAME IN ABUSE ABUSED THE SYSTEM, MANIPULATING OVERDEVELOPED AT THE DETRIMENT OF ALL OF THESE COMMUNITIES. THE CHANGE IN THE ALAMO IS DIRE IN OUR COMMUNITY 5000 SQUARE FEET OF CONCRETE REPLACES THE 70,000 THAT WAS THERE.

THE DAMAGE IS DONE. IT'S IRREVERSIBLE AND NOW THERE FOR THE REST OF MY LIFE AND BEYOND. BUT THAT DOESN'T MEAN WE CAN'T .

THESE MISTAKES HELPED THE ISLAND AS A WHOLE. AS YOU KNOW, COUNCIL HAS BEEN WORKING ON THESE CHANGES FOR WELL OVER A YEAR AND. FOR OVER A YEAR COUNTLESS HOURS HAVE BEEN SPENT BY TOWN STAFF TEDIOUSLY DISSECTING THE ALAMO TO MAKE THESE CHANGES THAT HAVE BEEN NEEDED FOR YEARS TO PROTECT ISLAND AND STOP THE MASSIVE OVERDEVELOPMENT.

ON MARCH 16TH THE MEETING THE PLANNING COMMITTEE BECAME UNSURE OF THE UNIFIED GOALS OF THE TOWN STAFF, THE COUNCIL AND THE OVERALL DESIRE OF THE RESIDENTS OF THIS ISLAND.

AND I WAS ASTONISHED THAT BASICALLY THREE PEOPLE CAME IN NONE OF WHICH LIVE IN ANY OF THESE COMMUNITIES AND ARE NOT AFFECTED BY IT. AND ONE OF THEM WAS ACTUALLY THE DEVELOPER OF THE OVERDEVELOPMENT CAME IN MANIPULATED AND CONFUSED THE COMMITTEE TO A POINT WHERE THEY FELT THAT THEY COULDN'T MAKE A VOTE AND DECIDED TO TURN IT BACK TO. YOU GUYS. I WAS FLABBERGASTED.

SADDENED ON THE FACT THAT WE COULDN'T DECIDE THE DEFINITION OF A SINGLE HOME.

I ASK YOU AGAIN TODAY TO CONTINUE STOP THE OVERDEVELOPMENT.

I UNDERSTAND DEVELOPMENT DEVELOPMENT IS FINE TO ENSURE THE CHANGES GET MADE SO THE ALAMO DOES NOT HELP THE OVERDEVELOPMENT. I INVITE YOU AGAIN TO COME AND VISIT THESE COMMUNITIES AND SEE WHAT THESE CHANGES HAVE ALREADY DONE.

THE DIRE NEED FOR THESE CHANGES I HAVE CONCRETE PROOF. I DRIVE PAST IT EVERY SINGLE.

OH, AND PLEASE PASS THIS INVITE ON TO THE PLANNING COMMISSION. SO COME SEE WITH YOUR OWN EYES . COME SEE WHAT YOU CAN DO. I STAND HERE BEFORE HERE NOT AS A SELFISH TRY TO CALL GOAL TO STOP THE GREED AND THE THINKING.

THAT'S OUR MORAL SUN NEXT SKIP HOAGLAND MR. HOAGLAND, THANK YOU FOR THIS RESPECT, MR. PERRY ALL TAXPAYERS WANT AS FOLLOWS FULL TRANSPARENCY AND FOR YOUR COMPLIANCE HOW AWARE TENS

[01:35:08]

OF MILLIONS OF DOLLARS HAVE BEEN USED BY BILL MILES THE CHAMBER WHY THIS IS SO DIFFICULT FOR YOU TOWN NEEDS TO SUE THE CHAMBER IF THEY REFUSE THE SUPREME COURT YOU MUST PROVIDE ME AND ALL THESE TAXPAYERS THE ACCOUNTING NEXT THREE MINUTE PUBLIC COMMENT HONORED AND RESPECTED REGARDLESS OF PLAY OR NOT YOU JUST CALL THE CITIZENS NAME THE CITIZEN SPEAKS THEIR MIND CIVILLY IN A PROFESSIONAL MANNER WITHOUT PROFANITY AFTER THEY COMPLETE THEIR COMMENT YOU THANK THEM FOR TAKING THEIR TIME TO COME AND THEN YOU CALL THE NEXT PERSON TAXPAYERS EXPECT YOU ALL COUNTY OFFICIALS FULLY COMPLY TO AID TAX FOR YOU FOR ALL NONPROFIT DEED WITH THEIR DETAILED ACCOUNTING AND COMPLY TO ALL STATE FEDERAL LAWS. MR. PERRY WE EXPECT TO PROVIDE THE 80% OF THE RECEIPTS AND INVOICES. YOU SAID THE CHAMBER SHOWED YOU I ASSUME THIS IS YOUR FRIEND BILL MILES IF NOT WHO EXPLAIN WHY THEY SHOWED YOU THIS ACCOUNTING PRIOR TO YOU BEING ELECTED WHEN NO OTHER ELECTED OFFICIAL COULD GET MILES TOLD THE LAST TWO MAYORS THAT HIS ACCOUNTING ON MILLIONS OF TAX FUNDS WAS HIS SECRET SAUCE AND IT WAS NONE OF THEIR BUSINESS THAT'S OUTRAGEOUS. MR. PERRY, I DON'T BELIEVE YOU SAW 80% OF ANYTHING YOU UNDERSTAND LYING UNDER OATH IS A CRIME WE CAUGHT MAYOR LISA SORCHA COMMITTING PERJURY UNDER OATH WE CAUGHT KIM LICHENS AND PASS TOWN TOWN LAWYER GREGG ALFORD SCHEMING THE ILLEGAL CRIMINAL USE OF 200,000 IN TAX FUNDS FOR LICHENS FRIVOLOUS PRIVATE DEFAMATION LAWSUIT THIS WAS AN ATTEMPT TO PROFIT AND HER LAWYERS POCKETS JUST LIKE SOCCER'S 50 MILLION JUDGMENT WITH HER MURDOCK LAWYERS ANYBODY EVER HEARD OF MURDOCK IN THIS IN THIS ROOM? WHY WAS LAWYER ALFORD ALLEGEDLY FIRED AND REPLACED WITH HIS FORMER PARTNER CURTIS COLTRANE ALSO REPORTED THE ISLAND PACKET. THESE TWO LAWYERS HAVE BEEN BEHIND THE LEGAL OVERBILLING FOR YEARS AND HIDDEN IN THE BUDGETS AND AUDITS AND NOT DETAILED OUT WHY NO OPPORTUNITY FOR OTHER LAWYERS AND LAW FIRMS COUNTY KEEPS PASSING THE BATON TO THE SAME CROOKED INSIDERS FROM TOWN TO TOWN ALFORD TO COLTRANE GRUBER TO FROM BEAUFORT ORLANDO FROM BLUFFTON AND NOW WE HAVE RACIST ATTORNEY HULBERT TO BEAUFORT JUST AN INCESTUOUS CESSPOOL OF INSIDER CORRUPTION TO ROB TAXPAYERS BLIND WITH NO AUDITS.

LASTLY, MR. PERRY, WHAT MAKES YOU SO SPECIAL THAT MILES WOULD OPEN THE CHAMBER BOOKS TO YOU AND NOBODY ELSE? CAN YOU EXPLAIN THAT? THANK YOU VERY MUCH.

YEAH, YEAH, YEAH. I DON'T HAVE IT. THANK YOU.

MR. LUKE ASSISTANT COMMUNITY DEVELOPMENT DIRECTOR FOR THE RECORD, THIS IS AGAIN BEFORE YOU. IT'S PHASE TWO OF OUR FIVE PHASED ALAMO AMENDMENT PLAN AND . I JUST WANTED TO RESPOND REAL QUICKLY TO THE COMMERCIAL SUBDIVISION COMPONENT TO THIS AND ADD THAT ALL COMMERCIAL SUBDIVISIONS ARE MAJOR SUBDIVISIONS. WE HAVEN'T HAD ANY FOR A COMMERCIAL SUBDIVISION WITHIN THE LAST TWO YEARS AND THE MAJORITY OF THOSE ON THE ISLAND ARE OLDER AND UNLIKE RESIDENTIAL SUBDIVISIONS, COMMERCIAL SUBDIVISIONS ARE DEVELOPED WITH THE POTENTIAL FOR A VARIETY OF USES AND INTENSITIES AND ALL NEW COMMERCIAL DEVELOPMENTS ALSO REQUIRE A DEVELOPMENT SITE PLAN REVIEW AND THAT PROVIDES THE PROCESS FOR ADDITIONAL ANALYSIS SUCH AS TRAFFIC IMPACT ANALYSIS ,PARKING AND DEVELOPMENT STANDARDS AND SO STAFF SO INTERPRETATION THAT COMMERCIAL SUBDIVISION AMENDMENTS WOULD MOST LIKELY UTILIZING THE PLAT STAMP APPLICATION PROCESS AND THAT THE CURRENT PROPOSED AMENDMENT THAT WAS READ FIRST READING IS THE ONE THAT WE SUPPORT.
