AYE.

THANK YOU VERY MUCH.

MY ADJUSTMENT IS CONCERNING.

APPROVAL OF MINUTES.

I SET HERE VERY, UM, HUMBLE BEFORE YOU.

THE MINUTES WERE NOT IN CONDITION TO BE SENT OUT TO EVERYBODY.

AND BECAUSE OF THAT, UM, I'VE SEEN FULL-TIME STAFF HAVING, UH, MORE RESPONSIBILITIES AND THING ADDED TO THEM AND I WOULD LIKE THE COMMITTEE TO CONSIDER, UH, GIVING THE CHAIRMAN THE BENEFIT OR THE PRIVILEGE OF THE SAME AS I DO IN APPOINTING A TREASURER FOR APPOINT APPOINTED SECRETARY TO HELP UM, THE FULL-TIME STAFF COME UP WITH MEETING MINUTES.

IS THERE ANY DISCUSSION? IF THERE'S NO DISCUSSION, DO I HAVE A MOTION TO DO SUCH? SO MOVED? DO I HAVE A SECOND? SECOND.

THANK YOU.

ALL THOSE IN FAVOR PLEASE SAY AYE.

AYE.

WITH THAT, UM, I HAVE TRIED TO DISCUSS THIS PREVIOUSLY WITH MRS. SELLERS.

MRS. SELLERS IS, HAS QUITE AN ABILITY.

I THINK SHE HAS A DEGREE IN JOURNALISM IF I'M NOT SURE.

AND AS OF THIS TIME, I'M GOING TO APPOINT MS. SELLERS AS THE WHATEVER SHE'S CALLED, SECRETARY OR A QUARTER, EITHER ONE.

THAT'S WHAT, UH, HER TITLE WILL BE IN THE FUTURE.

TO HELP WITH PUTTING OUR MEETING MINUTES TOGETHER.

THE GOAL IS TO HAVE OUR MEETING MINUTES PUT TOGETHER THE NOTE LATER THAN FOUR WEEKS AFTER THE ADJOURNMENT OF OUR MEETING.

SO THAT HEARING NOTHING MS. SELLERS, DO YOU HAVE ANYTHING TO SAY ON THAT HEARING NONE.

WE'RE GONNA MOVE ON

[5A. SCDOT DISTRICT PROJECT UPDATE]

OLD BUSINESS.

UM, AS YOU KNOW, UH, GREG MOORE HAS LEFT THE, UH, RESIDENT CONSTRUCTION ENGINEER AND WE'RE GOING TO HAVE, I BELIEVE MR. DAN BURTON.

IS HE SIGNED ON? YES.

MR. BURTON, YOU'RE ON, SIR? I'M HERE.

YES, SIR.

OKAY,

[00:05:01]

THANK YOU.

ON OUR, UH, EXHIBIT PLACE CONTRACTS FROM COUNTY BEAVER COUNTY RELATED CONTRACTS, UMB, UH, WHAT DECK ON COULD HE SPEAK? WE'RE JUST TAKE A SECOND, DAVE.

WE'RE TRYING TO GET THE ADJUST MADE ON THE SOUND.

JUST LEMME KNOW WHEN YOU, CAN YOU TURN YOUR VOLUME UP A LITTLE BIT? WHERE WERE YOU? SAND? NOT REALLY.

GIVE US A SECOND.

WE'RE GONNA TRY TO GO TO OUR AV PEOPLE AND SEE IF THEY CAN GET, DO ADJUSTMENT UNDER VOLUME.

IT'LL BE JUST A MOMENT.

HAVE THEY ESCAPED US? WE'RE STILL WORKING ON THINGS.

DAN, DAN IS A CONS CONSTRUCTION ENGINEER FOR DISTRICT SIX AND HE WAS AT OUR RETREAT THE LAST MONTH.

UM, DAVE, HER, UH, BURKE.

DAN, YOU WANT TO TRY TALKING AGAIN, SIR? YOU GUYS HEAR ME ANY BETTER NOW? KEEP GOING.

TALK, KEEP TALKING.

OKAY.

WELL FIRST I, I APOLOGIZE I COULDN'T BE THERE IN PERSON TODAY.

I KNOW IT'S KINDA FRUSTRATING.

MY APOLOGIES THAT I COULD NOT BE THERE.

UM, BUT JUST WANTED TO BRIEFLY THIS INFORMATION YOU GUYS, WHICH BRIEFLY LIST, UH, OUR CURRENT ONGOING CONTRACT THERE IN COUNTY.

UM, THE FIRST HEADING INTO THAT AREA HERE, AS YOU'VE NOTICED, UM, DEFENDANT, SOME UNWANTED WORK FOR, UH, QUITE A BIT OF TIME AND UH, THAT COURT UP THE COMMISSION BUDGET NOW THE LAST TWO NIGHTS WITH SOME OF THE DEALING WITH THAT PROJECT.

NEXT PROJECT SOMEWHAT ASSOCIATED A LOOP THERE ON 2 78.

ONE'S A LITTLE FURTHER ALONG THE OTHER, BUT BASICALLY THERE'S THREE SEPARATE SECTIONS.

TWO ON THE OCEAN SIDE OF SIDE AND THE OTHER COLUMN AND MORTAR, UH, SIDE 2 78 BUSINESS.

UM, BUT ESSENTIALLY A CONTRACT CONTRACT WITH CONTRACTS ARE TRYING TO ALIGN, UH, PLACEMENT OF THE INTERMEDIATE, UH, ON BOTH THOSE, UH, CONTRACTS.

THE WORK IS ONGOING ON CONTRACT

[00:10:09]

THERE.

UH, UH, WE GOT INTO THE, UH, GREEN SHOWER.

WE'RE TO THE NEXT CONTRACT.

WE'VE GOT TWO OTHER CONTRACTS THAT ARE REALLY EARLY.

UH, ONE HERE WE HAVE MORE WITH RESPECT BUSINESS.

THERE IS VARIOUS CONTRACT HAS NOT HAVE ANY WORK IS, UM, VERY EARLY INCEPTION PENDING ACCORD ON US S ROUTE ON.

WHAT ABOUT, UM, 0 7 6 3 0 1 0 APAC, UM, WILLIAM HILTON PARKWAY 2 78 BUSINESS.

DID YOU TOUCH THAT? YES SIR.

THAT'S ON THE, THE PROJECT BELIEVE REPLACEMENT, THE INTERMEDIATE THE GROUND THERE AT UH, ROAD.

UH, SO SHUT AS WELL.

OKAY, I APOLOGIZE FOR THE SOUND.

WE TRIED TO GET THIS ALL COORDINATED PRIOR TO THE MEETING.

IT DID FOLLOW.

HE FOLLOWED OUR LAST, OUR JANUARY MEETING.

IF YOU GO BACK TO IT, HE DID SEQUENCE IT.

UM, IS THERE ANY QUESTIONS FOR HIM? DAN, THANK YOU VERY MUCH FOR ATTENDING.

HOPEFULLY WE'LL GET SOUND WORKED OUT FOR IN TWO MONTHS FROM NOW YOU'LL HAVE A, A NEW RESIDENT CONSTRUCTION ENGINEER IN PLACE.

THANKS AGAIN, I HOPE.

[5B. DIRT ROAD PROJECT UPDATE]

NEXT ITEM IS DIRT ROAD PROJECT UPDATE.

BRIAN.

THANK YOU CHAIRMAN GORDON.

SO JUST FEW UPDATES.

UM, TODAY, NOTHING MUCH HAS HAPPENED SINCE THE LAST MAY ON THE DIRT ROADS.

THEY ARE STILL IN DESIGN.

RAINBOW ROAD IS GOING TO BE THE FIRST ONE CONSTRUCTED.

WE ARE WAITING TO GET THE PERMITTING BACK, UM, FROM DHEC NOW.

SO HOPEFULLY WE CAN GET CONSTRUCTION UNDERWAY ON THAT ONE.

UM, WITHIN A FEW WEEKS DEPENDING ON THE PERMITTING.

UM, AND THEN TWICKENHAM AND NORTHVIEW ARE WAITING ON PERMITS ALSO AND WE'LL FOLLOW AFTER RAINBOW.

UM, SO HOPEFULLY WE CAN BE STARTED, UM, LATER ON THIS SPRING GOING THROUGH THE SUMMER, GET THOSE THREE ROADS COMPLETED.

OKAY.

AND THEN

[Items 5C - 5E]

ON THE YEAR SIX PROJECTS WE HAVE RESURFACING, REJUVENATOR AND THE PRESERVATION.

UM, ALL THREE OF THESE HAVE NOW GONE THROUGH COMMITTEE AND COUNSEL AND HAVE BEEN APPROVED.

SO THEY ARE IN THE HANDS OF OUR PURCHASING DEPARTMENT WHO IS WORKING TO GET CONTRACTS OUT TO THOSE THREE, UH, CONTRACTORS AS WE SPEAK.

SO WE ARE WORKING TO GET PRE-CON PRE-CONSTRUCTION MEETINGS SCHEDULED TO HOPEFULLY GET THEM KICKED OFF.

UH, AS SOON AS WE HAVE EXECUTED CONTRACTS WITH, UH, THE PRESERVATION PROJECT, WHICH IS GONNA BE SCRUB SEAL AND MICROSURFACING, THEY ARE ACTUALLY DOWN TODAY AND TOMORROW TO START MARKING OUT PATCHING FOR US.

AND THEN, UM, WHILE THEY ARE DOWN, THEY ARE GOING TO LOOK AT BLUFFTON PARKWAY, UM, WHERE THE MICROSERVICE SCENE HAS PREVIOUSLY POPPED OUT AND LOOKED TO SEE WHAT THEY CAN DO TO POSSIBLY REPAIR THAT, UM, AS AN ADD-ON TO ONE OF THESE CONTRACTS.

THAT'S, THAT'S GOOD NEWS AND WE GONNA BE ABLE TO BACK CHARGE PUBLIC WORKS FOR THAT

[00:15:01]

.

I DON'T KNOW ABOUT THAT, BUT UM, WE CAN TAKE A LOOK.

BUT YEAH, SO WE'LL SEE WHAT THEY CAN DO TO FIX THAT.

UM, AND THEN ON THE SCRUB SEAL WE'RE WORKING WITH, UM, THE CONTRACTOR TO BE ABLE TO GET THOSE ROADS FIRST.

UM, THAT IS GOING TO BE A KIND OF A NEW PROCESS FOR US.

SO IT IS GOING TO BE, UM, A GOOD EXPERIENCE BUT A NEW EXPERIENCE.

THEY'RE GONNA BE DOING THAT WITH, UH, NORMAL WEIGHT AGGREGATE AND HOPEFULLY BE ABLE TO GET TO THOSE ROADS FIRST TO GET THOSE KNOCKED OUT AND COMPLETED.

THE QUESTION THAT YOU AND I DISCUSSED PREVIOUSLY IS WE HAVE USED LIGHT CONSIDERED USING LIGHTWEIGHT AGGREGATE VERSUS USING NORMAL WEIGHT AGGREGATE.

AND THAT'S, THAT'S OF, IS OF CONCERN.

I, UH, I'M NOT TOO CONCERNED ABOUT IT.

HOPEFULLY, I MEAN THE ROADS ARE ALL IN RURAL AREAS IF THEY GET GOOD ADHERENCE AND WE DID INCLUDE IN THERE FOR THEM TO USE A VAC TRUCK AFTER THEY PUT IT DOWN TO HOPEFULLY SUCK UP SOME OF THE LOOSE AGGREGATE THAT'S OFF OF IT.

UM, THAT'S ONE OF THE THINGS THAT WE WERE ADVISED TO DO FROM SOME OF THE OTHER COUNTIES THAT HAVE DONE IT.

SO HOPEFULLY THAT WILL HELP WITH ANY OF THE LUKE'S CHIP THAT, UM, IS THERE TO GET RID OF IT.

AND HOPEFULLY WE DON'T HAVE, UM, ROCKS POPPING UP.

I WOULD ASK WHENEVER YOU FIND OUT THE SCHEDULE, UH, FOR THEM DOING THAT TO INFORM ME AND I'LL IN TURN INFORM THE COMMITTEE MEMBERS.

SO IF THEY WANT TO GO SEE SCRUB THE SEAL BEING DONE, UM, WE'LL FIGURE OUT SOME WAY TO GET EVERYBODY THERE WITHOUT CREATING A SINK.

YES SIR.

DEFINITELY.

AND A LOT OF THOSE ROADS ARE IN, UH, IN A SIMILAR AREA UP IN YAI SO IT SHOULD BE ABLE TO MULTIPLE DAYS TO BE ABLE TO GET OUT THERE AND SEE IT.

SO I THINK IT SHOULD BE A GOOD, UH, GOOD OPPORTUNITY FOR A FIELD TRIP.

SO THAT SOUNDS LIKE A PLAN.

ANY QUESTIONS FOR BRIAN? UH, I GOT ONE ON JD WASHINGTON.

WHAT'S THE STATUS ON THAT? I THINK THAT IS IN YEAR FIVE, SO IT'S NOT, WE, YOU'RE FOUR OUT RIGHT NOW, UH, WHICH SHOULD GET CONSTRUCTED LATER ON THIS YEAR.

AND SO I BELIEVE IT'LL BE GOING TO BID AND DESIGN POSSIBLY, UH, NEXT YEAR.

THAT'S FISCAL YEAR, MY CALENDAR YEAR, FISCAL YEAR, BUT I WILL CHECK ON THAT.

CONFIRMED THAT I'M TELLING YOU THE RIGHT THING.

OKAY, THANK YOU.

YES SIR.

DID WE TOUCH ON CTC STATE SECONDARY UPDATED, DON'T THINK, UH, THAT'S INCLUDED IN THE YEAR SIX STUFF WITH, UH, YEAH, BECAUSE THOSE ROADS ARE ON THE PRESERVATION AND THE RESURFACING, UH, CONTRACT, SO THEY ARE INCLUDED IN THERE.

OKAY.

AND WITH THAT, THOSE ARE, LIKE I SAID, THOSE ARE GOING TO CONTRACT NOW.

WE ARE PULLING TOGETHER THE SECOND YEAR OF THOSE, UM, ALONG WITH OUR YEAR SEVEN OF OUR COUNTY RESURFACING PROGRAM TO HOPEFULLY GET OUT TO BID AT THE BEGINNING OF THE FISCAL YEAR, SO THE JUNE JULY TIMEFRAME.

SO HOPEFULLY THEY CAN ROLL RIGHT INTO, AND SO I'M TRYING TO PULL THAT BID PACKAGE TOGETHER NOW, SO OKAY.

WE'LL TALK A LITTLE BIT ABOUT THAT UNDER THE TREASURER'S UPDATE TOO.

OKAY.

OKAY.

ANY OTHER QUESTIONS? YOU'RE GONNA SEE NONE.

I THANK YOU BRIAN.

THANK YOU.

[5F. SR 170 & TRIANGE UPDATE]

ERIC.

STATE ROUTE ONE 70 AND A TRIANGLE UPDATE.

GOOD AFTERNOON, CHAIRMAN, MEMBERS OF THE COMMITTEE GOT A FEW UPDATES FOR YOU.

SO ON THE UH, ONE 70 NEAR TERM PROJECT, WE ARE JUST ABOUT READY TO GO TO BID.

SO THE LAST REMAINING PIECE OF THAT, WE HAD TO GET THE PORTION OF THE D O T WORK APPROVED BY D O T.

IT'S GONE THROUGH THEIR LEGAL REVIEW.

IT IS ACTUALLY ON SECRETARY HALL'S DESK, SO HOPEFULLY WE HEAR SOMETHING ABOUT THAT HERE IN THE NEXT WEEK OR SO AND WE CAN GET THAT ONE OUT TO BID.

SO THAT'S ON THE, THAT'S ON THE NEAR TERM PROJECT AGAIN FROM, UH, OKEE CENTER NOR OR SOUTH TO 4 62.

SO THAT'S THE LIMITS OF THAT.

ONE QUICK QUESTION FOR YOU, ANNETTE, BEFORE YOU WANT YES.

IS THERE ANY REASON WHY WE JUST COULDN'T GO AHEAD AND PUT IT OUT TO BID THIS? YOU KNOW, WE'RE WAITING, IT DOESN'T MEAN WE HAVE TO AWARD IT.

WE CAN STILL PUT IT OUT TO BID.

YEAH, I THINK WE, WE WERE JUST WANTING TO MAKE SURE THAT THAT LAST PIECE GOT THROUGH D O T I THINK AT THIS POINT.

SO WE MADE A CALL TO TIM HENDERSON, UH, LAST WEEK AND THAT'S, THAT'S WHERE WE HEARD THAT THAT IS ON THE SECRETARY'S DESK.

ACTUALLY HAVE SOMEBODY CHECKING IN ON THAT WITH LELAND TOMORROW.

SO AGAIN, HOPEFULLY WE GET THAT ANSWER EVEN BY THE END OF THIS WEEK.

SO, BUT IF WE DON'T THEN YEAH, I MEAN I FEEL LIKE AT THIS POINT, IF IT'S GOTTEN THE LE IF IT'S GOTTEN THE GREEN LIGHT FROM THE LEGAL REVIEW THAT WE CAN, WE CAN MOVE, RESOLVE, FORGOT TO BID.

SO, SO FILE FOR SURE, FOR SURE.

UM, ON 2 78, SO WE HAD THE ACCESS MANAGEMENT PLAN THAT WAS DONE ON 2 78 FROM ARGENT ALL THE WAY DOWN TO ONE 70.

THAT STUDY IS JUST ABOUT READY TO WRAP UP.

SO WE'RE, WE'RE GONNA HAVE FINAL COMMENTS.

I CAN GIVE AN UPDATE AND ACTUALLY HAVE AECOM COME IN AND DO

[00:20:01]

A PRESENTATION ON THAT, UH, PROBABLY AT THE NEXT CTC MEETING.

SO THAT WOULD BE A, A GOOD UPDATE ON THAT ONE.

AND THEN AT OUR, AT THE LATS TECHNICAL COMMITTEE MEETING LAST WEEK, WE WERE TALKING THROUGH JUST ALL OF THE CHANGES THAT WE'RE SEEING IN THE WAY OF DEVELOPMENT ON ONE 70 IN THAT SECTION, REALLY THAT, THAT WAS STUDIED BEFORE IN THAT AECOM STUDY.

SO THE, THE SEDIMENT OF THE GROUP WAS YES, LET'S GO AHEAD AND LOOK AT THAT, LOOK AT LONGER TERM, EVEN BEYOND THE HORIZON THAT WE INITIALLY DID KNOWING THAT WE SEE ALL THIS GROWTH, ESPECIALLY ON THE JASPER COUNTY HARDY SIDE AND LET'S GO AHEAD AND HAVE AECOM DO AN UPDATE TO THAT.

SO, UM, UNFORTUNATELY FR FROM A FEDERAL FUNDING STANDPOINT, UM, THERE IS NOT LESS FUNDING AVAILABLE FOR THAT, BUT THE COUNTY IS WILLING TO TAKE THAT ON AND UPDATE THAT STUDY.

SO MORE TO COME ON THAT.

BUT WE ARE, WE ARE ENGAGING ACOM TO GIVE THAT UPDATE.

IT'S NOT THE CTC OR OUR BUSINESS SO TO SPEAK, BUT CAN WE GO BACK AND HIT STEPHANIE UP FOR THE MONEY THAT WE'RE SPENDING TO FIX IT FOR FLATS? WELL, I THINK IT'S, I DON'T THINK WE'RE FIXING ANYTHING.

I THINK WE'RE JUST, WE'RE ADDING AND ENHANCING.

OKAY.

, THANK YOU.

THANK YOU.

[6A. RETREAT FEBRUARY 15TH 2023, BUCKWALTER RECREATION FACILITY COMMENTS]

OKAY.

UM, WE'LL MOVE ON TO NEW BUSINESS.

I PUT A RETREAT ON IT AND I WAS CURIOUS THE COMMENTS, HOW AND WHAT THE COMMITTEE FELT, NOT ONLY HOW THE RETREAT WENT, BUT AS WELL AS WHAT WE MIGHT CONSIDER IN THE FUTURE FOR RETREAT ITEMS. COMMENTS.

WELL, YOU KNOW, I WAS VERY EXCITED ABOUT IT BECAUSE I SAW THE FINANCIAL IMPLICATIONS AND HOW THEY COULD DIFFER SO MUCH OVER, YOU KNOW, SAY THREE YEARS, 10 YEARS, ET CETERA.

AND I DID HAVE A BRAINWAVE AND WHY I WOULD VOLUNTEER MYSELF TO DO THIS, I HAVE NO IDEA, BUT I AM VOLUNTEERING TO DO, NOT REALLY A MODEL, BUT SORT OF AN EVALUATION THING, JUST USING SOMEONE LIKE EXCEL BECAUSE I THINK IN A LOT OF PEOPLE'S MINDS, INCLUDING ONE OF OUR FORMER COLLEAGUES, IF WE WEREN'T LAYING DOWN ASPHALT, WE WEREN'T SPENDING THE MONEY PROPERLY.

AND SOMETIMES, YOU KNOW, LAYING DOWN ASPHALT IS PREMATURE OR IF YOU WAIT, THEN THE PROBLEMS ARE WORSE.

WHERE THERE ARE OTHER APPROACHES AND WHAT I IF, IF YOU ALL THINK IT'S, YOU KNOW, WORTH MY DOING, UH, BUT IF ANYBODY WANTS TO HELP, YOU KNOW, OF COURSE I'LL BE INTERESTED, BUT TO TRY TO COME UP WITH AN APPROACH SO THAT WE CAN EVALUATE WHEN THERE IS A PROJECT, OKAY, IF WE DO THIS APPROACH NOW, SAY THE, THE CEILING, UM, AND THEN WE CAN WAIT FOUR YEARS OR WHATEVER THE YEARS ARE TO DO THE ACTUAL, YOU KNOW, THE FINAL LAYING DOWN OF X INCHES OF ASPHALT.

YOU KNOW, WHAT ARE THE FINANCIAL IMPLICATIONS? ARE WE GONNA SAVE MONEY IN THE LONG TERM? AND I'LL USE SOMETHING LIKE, UM, INTERNAL RATE OF RETURN TO FIGURE THAT OUT AND I DO KNOW HOW TO DO THIS STUFF SO I'M NOT JUST TALKING, YOU KNOW, BLOWING SMOKE, UM, AND FIGURE OUT WHAT THE FINANCIAL IMPLICATIONS.

MAYBE SOMETIMES IT IS BEST TO GO AHEAD AND PUT THE ASPHALT DOWN.

OTHER TIMES, YOU KNOW, WE MIGHT BE ABLE TO SAVE CONSIDERABLE FUNDS AND I THINK IT MIGHT BE USEFUL TO HAVE SOMEBODY FOR COUNCIL BECAUSE SOMETIMES SOMEBODY'S GOING TO SAY, WELL WHY DID YOU DECIDE TO DO THAT INSTEAD OF PAVING? AND THAT WAS SOME OF THE GUIDANCE THAT WAS GIVEN TO THE ENGINEERS WHEN THEY WERE DOING THIS, THEIR FIRST STUDY FORCE.

YEAH.

UH, OUR UPDATED FIVE YEAR PLAN THAT, THAT WAS DISCUSSED AT GREAT LENS, UM, PRIOR TO THEM COMING UP WITH THE FIVE YEAR PLAN ACTUALLY, BECAUSE WHEN I DID TALK TO THEM, THEY SAID THEY WERE SORT OF DOING SOMETHING LIKE THIS.

I MEAN THEY WERE, CAUSE I WOULD WORK WITH, YOU KNOW, CONSULT WITH THEM AND THEY SAID THEY HADN'T REALLY HAD THE TIME OR THE OPPORTUNITY TO REALLY LAY OUT THE FINANCIAL IMPLICATIONS.

IF YOU DO SOMETHING NOW AND YOU GET THREE MORE YEARS OUT OF IT, IS IT REALLY, IS IT WORTH IT? OR YOU KNOW, WHAT ARE THE SITUATIONS AMM T UM, EVEN SKIPPING AMT, UM, THE TOWN OF, OR THE CITY OF CHARLESTON HAS WENT AHEAD AND BOUGHT A COMPUTER SOFTWARE SYSTEM AND IT QUITE A QUITE EXPENSIVE SOFTWARE SYSTEM.

YEAH, THAT'S WHAT I WASN'T SUGGESTING.

AND THEY, THEY HAVE BEEN DOING THAT MODELING AND THAT'S THE RIGHT TERM.

THEY'VE BEEN MODELING DIFFERENT TYPES OF, OF PROGRAMS THAT THEY WERE DOING ON THEIR ROAD SYSTEM.

NO, I MEAN, I'D LIKE TO TALK TO THEM BECAUSE I DON'T WANNA RECREATE THE WHEEL AND IF THEY WANTED TO LET US USE THEIR MODEL, I, NO, I DON'T THINK THEY'LL DO THAT.

BUT I, THEY, UH, THEY DID A, THEY DID A 10 YEAR STUDY WHEN I WAS AT A CTC MEETING AND, UH, THREE OR FOUR YEARS AGO AND

[00:25:01]

THEY BROUGHT IT IN AND, AND RICHARD HAD STUDIED 10 YEARS AND LOOKING AT DIFFERENT METHODOLOGIES.

YEAH.

AND UM, THE FUNNY THING WAS THEY PUT $10 MILLION IN FOR 10 YEARS OR A HUNDRED MILLION DOLLARS AND THE PROOF WAS THEY STARTED, THEY HAD, I WANT TO SAY IT WAS 78 MILES OF VERY BAD ROADS AND THEY PLUGGED THE NUMBERS IN AND THEY DID NOTHING TO PRESERVATION AT ALL.

OH.

THEY WENT TO STRICTLY RESURFACING AND THE MODEL SHOWED THEY WENT FROM 78 TO 84 MILES OF VERY BAD ROADS.

SO THEY'VE BEEN DOING THAT MODELING AND THEY, THEY HAVE THE CAPACITY TO DO IT.

UM, I'LL MAKE A NOTE AND I'LL HOPE HOOK YOU UP WITH SOMETHING YEAH.

TO LET ME KNOW WHO HIS, AS I SAY, I THINK IT'S, AND I THINK COUNCIL MIGHT BE INTERESTED IN KNOWING HOW THESE DECISIONS CAN BE MADE, MAYBE DIFFERENT THAN, DIFFERENT DECISIONS WILL BE COMING OUT THAN IN THE PAST AND THEY'VE NEVER ASKED SUCH A THING AND WE'VE USED THE ENGINEERING METHOD AND, AND KEPT IT, KEPT THE KISS PRINCIPLE.

YEAH, WELL, I MEAN, NO, THIS, I'M NOT GONNA, AS I SAY, CUZ WE'RE NOT GONNA BUY THE SOFTWARE.

YEAH.

IT'S, AND IT'S GONNA HAVE TO BE A VERY SIMPLE, YOU KNOW, SPREADSHEET TYPE THING.

BUT AS I SAY, I JUST WAS VERY INTERESTED IN, FROM A FINANCIAL POINT OF VIEW AND MM-HMM.

HOW IT, WHAT THE IMPLICATIONS WOULD BE OVER A FIVE YEAR TENURE.

AND AS I SAID, I TALKED TO THE ENGINEERS AND THEY SAID YES, THEY WERE PARTWAY THERE.

IN OTHER WORDS, THEY'VE KIND OF STARTED IT.

I'M LOOKING BY ALL MEANS FOR SUBJECT MATTER, YOU KNOW, WE HAVE, I'M NOT TRYING TO HOLD TWO OR THREE OF 'EM A YEAR, BUT, UM, I'D BE LOOKING TO HOLD ONE MAYBE AGAIN NEXT FEBRUARY.

YOU SAW WE HAD EVERYBODY IN DISTRICT SIX THERE EXCEPT FOR THE TRAFFIC ENGINEER.

SO ALL THEIR MAIN PLAYERS WERE DOWN TO VISIT WITH US AND WE ARE THE ONLY CTC IN DISTRICT SIX THAT THEY'VE EVER ATTENDED A WORKSHOP WITH.

SO I'M NOT SURPRISED, BUT THAT'S A, IT, IT'S, THAT'S, IT'S VERY SATISFYING AND SHOULD BE SATISFYING TO THE COMMITTEE TO KNOW THAT THEY, THEY HAVE INTEREST TO COME VISIT WITH US.

AND AGAIN, YOU'RE NOT TO BRING IT UP NOW, BUT IF YOU HAVE IDEAS, PLEASE GRAB MY EAR AND SAY HOW ABOUT CONSIDERING THIS MAYBE FOR NEXT FEBRUARY.

SO YEAH, I TH I THOUGHT IT WAS VERY INFORMATIVE AND IT EXPLAINED A LOT OF THINGS THAT I'VE HEARD AT THESE MEETINGS THAT I MAYBE DIDN'T REALLY APPRECIATE AND, AND THE GRAPHS WERE GREAT.

YOU KNOW, IT REALLY EXPLAINED A LOT OF THE REJUVENATION AND THE LIFE EXTENSION.

GOOD.

THAT'S WHAT WE WERE TRYING TO ACCOMPLISH.

YEAH, I'D SAY THE SAME THING.

I MEAN, I THINK I HAD A GENERAL, GENERAL UNDERSTANDING BASED ON SOME OF OUR PREVIOUS REFERENCES AND THINGS, BUT I THINK THESE PRESENTATIONS WENT INTO A LOT MORE DETAIL AND EVEN, EVEN THE VIDEOS WERE VERY GOOD JUST TO HAVE THAT VISUAL OF HOW IS IT, HOW IS IT REALLY DONE? MM-HMM.

AND, AND JENNY'S POINT OF, UM, YOU KNOW, EVEN JUST COMING UP WITH SOMETHING IN A SPREADSHEET FORMAT JUST TO DO SOME WHAT IF ANALYSIS, YOU KNOW? YEAH.

DO WHAT IF AND, AND I, I THINK COULD BE PRETTY POWERFUL EVEN NOT HAVING, YOU KNOW, FULL BLOWN SOFTWARE PACKAGE, BUT JUST USING THE CAPABILITIES OF YEAH, I MEAN IF WE DO THAT THIS YEAR OR YOU KNOW, NEXT YEAR YEAH.

AND INSTEAD OF WAITING FOR FIVE YEARS TO DO THE, THE MAIN PAVING, ARE WE GONNA GET MAYBE EIGHT MORE YEARS BEFORE WE HAVE TO DO IT? YOU KNOW, SOMETHING LIKE THAT.

AND WORKING OUT WHAT THAT ACTUALLY MEANS IN DOLLARS, YOU START TO SAY SOMETHING, I'M JUST GOING TO CONCUR WITH THE MAJORITY HERE AND SAY I LEARNED AN AWFUL LOT AT THE SESSION AND I WAS GLAD I I WENT AND HAVE MORE THAN THIS.

FINE.

GOOD.

WELL, I APPRECIATE YOUR FEEDBACK AND AGAIN, IF YOU HAVE ITEMS THAT YOU'D LIKE TO SEE BE BROUGHT UP IN THE FUTURE, GRAB MY EAR AND WE'LL TALK ABOUT IT AND SEE IF WE CAN GET IT SCHEDULED.

UM,

[6B. CTC STATE SECONDARY DISUSSION 500 < 2000]

PRIOR TO THE MEETING OF THE QUESTION WAS CTC, STATE SECONDARY DISCUSSION, UM, WE WERE AT CTC, UH, 1 0 1 PRIOR TO THIS MEETING AND THAT TOPIC CAME UP AND I'M, I'M GONNA GO BACK AND I'LL BRIEF EDUCATE EVERYBODY ON WHAT REALLY TRANSPIRED SEVERAL YEARS AGO WHEN, UM, THE INCREASES WAS GOING ALONG WITH THE FUNDING THAT WE WERE RECEIVING.

AND WE RECEIVE ROUGHLY 2.6 MILLION, 2.8 MILLION NOT COUNTING OUR DONOR FUND, WHICH IS ROUGHLY $300,000.

THE DONOR FUNDS WE DO NOT HAVE TO SPEND ON STATE REPS, BUT WITH THE RESPONSIBILITY WE HAVE IS TO SPEND 33%, EXCEPT WHENEVER WE GET SOME ADDITIONAL FUNDING GIVEN TO US, THEY'LL GIVE US DIFFERENT STIPULATIONS.

[00:30:02]

BUT WE'RE REQUIRED TO SPEND 33% OF OUR FUNDS AND WE HAD A WIDE DISCUSSION THEN ABOUT WHAT ARE WE GONNA SPEND IT ON.

WHEN YOU LOOK BACK AT, UM, THE STATE, UM, DIRECTIVES 65 AND 66, IT OUTLINES HOW DISTRICTS GO THROUGH OR COUNTIES GO THROUGH LOOKING AT THE ROADS, HOW THEY DECIDE WHAT ROADS ARE GOING TO GET PAVED, WHAT ROADS AREN'T GONNA GET PAVED.

AND KATE VERY EVIDENT THAT, UM, LOW A D T 500 AND LESS ARE ROUTE SIT WILL NEVER BE TOUCHED.

AND SO WE ALSO LOOKED AT, UH, SPENDING MONEY ON ROUTE SIT MIGHT NOT COME ABOUT IN DOTS PAVING CYCLES IN THE FUTURE.

AND WE KIND OF USE THE OTHER END OF THE SPECTRUM WAS 2000 A D T AND, AND BETWEEN 502,000 ADT.

SO THE COMMITTEE APPROVED SPENDING ROUGHLY $500,000 A YEAR ON LOW A D T AND $500,000 ON 500 TO 2000.

THE IDEA WAS FOR YOU ALL TO LOOK AT YOUR DISTRICT'S AND IF YOU HAD ROUTES IN YOUR DISTRICT THAT FELL IN THAT, THAT PARAMETER THAT YOU ARE TO REVIEW THEM, SEE IF THEY'RE GOING TO, UM, BE BROUGHT UP IN THE FUTURE WHERE IT'S WHY AT THE MEETING WE GAVE YOU ROUTES THAT THE STATE'S GONNA BE PAVING IN THE FUTURE.

SO IT GIVES US THE OPPORTUNITY, AND I'LL BE LOOKING FOR PRESENTATIONS FROM Y'ALL IF YOU HAVE ROUTES TO BE SPENT, MONEY TO BE SPENT ON 500 ADT, THE 2000, AND THE GOAL IS FOR US TO SPEND MONEY ON WHAT WE WANT, NOT GIVE IT TO, UH, D O T TO SPEND IT WHEREVER THEY SAY FIT, SEE FIT.

THAT'S WHY WE ALL GET PAID THE BIG BUCKS THAT WE DO SO THAT WE CAN MAKE THESE DECISIONS .

SO WITH THAT SAID, THE IDEA IS I'M AGAIN CHALLENGING YOU ALL.

WE WILL BE MEETING, UH, WE WILL DE BY JULY YOUR IDEAS OF ROADS AND WE WILL BE LOOKING AT, UM, PUTTING THEM OUT TO BID THE ONES WE, THE COMMITTEE SELECTS AND IT'LL BE EVERYBODY SELECTS AND PUTS THEIRS IN THE POT AND THEN THE COMMITTEE WILL VOTE ON WHICH ONES WE SELECT QUESTIONS.

OKAY, I SEE.

NONE.

SO THAT MEANS I, I DID A GOOD JOB OF DESCRIBING THAT .

I HOPE IT'S THE SAME THING THAT WE DID LAST YEAR.

YES, PRECISELY.

AND WE WILL BE DOING IT EVERY YEAR.

OKAY.

ALL RIGHT.

UH,

[6C. BRIDGES UPDATE]

ITEM C BRIDGE'S UPDATE.

THIS WAS KIND OF COME OUT AS A TAIL END OF OUR LAST MEETING, ERIC, GOOD AFTERNOON AGAIN.

AND WE HAVE JARED HERE AS WELL, SO ANYTHING THAT I CAN'T ANSWER, HE CAN, HE CAN DEFINITELY ANSWER.

HE'S BEEN HERE LONGER THAN I HAVE, BUT THIS IS, SO THE UPDATE ON THE, ON THE BRIDGES, WE HAVE KCI, WHICH IS THE DESIGNER THAT'S WORKING ON THE, ON THE BRIDGE PIECE.

SO THEY, THEY ARE, THEY GOT TO A CERTAIN POINT AND HAVE HALTED AS SOME DISCUSSION HAS GONE ON BETWEEN THE COUNTY AND THE TOWN OF HILTON HEAD.

THERE WAS INDEPENDENT REVIEWS THAT HAVE ALREADY BEEN DONE AS A, AS A PART OF THE OVERALL BRIDGE PROJECT.

THE REQUEST WAS TO GO BACK OUT AND TAKE ANOTHER LOOK AT THAT AND SEE IF THERE'S NOT RECOMMENDATIONS FROM AN OUTSIDE CONSULTANT.

SO THE COUNTY PROCURED AN RFQ AND WENT THROUGH A SELECTION PROCESS.

THE TEAM OR THE STAKEHOLDERS, UH, THROUGH THAT PROCESS ARE BOTH COUNTY MEMBERS AS WELL AS MEMBERS OR STAKEHOLDERS IN THE TOWN OF HILTON HEAD.

AND WE CHOSE A CONSULTANT OUT OF ST.

LOUIS, MISSOURI, UM, CBB, THEY ARE A TRAFFIC AND TRANSPORTATION GROUP.

SO PRIMARILY THEIR WORK REVOLVES AROUND THIS TYPE OF WORK.

SO THEY ARE, THEY ARE CURRENTLY IN THE PROCESS OF DATA COLLECTION.

THEY SHOULD BE STARTING THEIR DATA COLLECTION HERE SOMETIME IN APRIL, NOT DURING THE HERITAGE, BUT, UH, OTHER TIMES IN APRIL BEFORE SCHOOL GETS OUT TO BE ABLE TO DO THOSE COUNTS, UH, ALONG THE CORRIDOR.

AND THEY ARE SCOPED WITH DOING A TRULY INDEPENDENT REVIEW OF WHAT'S ALREADY BEEN DONE AND COME UP WITH ANY KIND OF RECOMMENDATIONS TO

[00:35:01]

THE, BOTH THE COUNTY COUNCIL AS WELL AS TOWN COUNCIL FOR RECOMMENDATIONS ON THAT STRETCH OF 2 78.

NOW, IN ADDITION TO THAT, I BELIEVE IN, UM, JEFF BUCKALOO IS HERE AS WELL, SO HE MAY BE ABLE TO SPEAK MORE ON THIS, BUT THERE IS ALSO A SEPARATE INDEPENDENT REVIEW GOING ON WITH THE TOWN OF HILTON HEAD AND THEY ARE SETTING UP A CITIZEN COMMITTEE, UM, ALONG WITH STAKEHOLDERS AT THE TOWN TO LOOK AT SOME ADDITIONAL, UM, DATA, I BELIEVE, FOR A ADDITIONAL INDEPENDENT REVIEW.

SO THAT'S KIND OF WHERE WE'RE AT RIGHT NOW.

HOPEFULLY THE TIMELINE ON THAT INDEPENDENT REVIEW WOULD WRAP UP SOMETIME IN THE FALL AND AT THAT POINT BE ABLE TO CONTINUE ON WITH THE PROJECT.

SO THE IDEA THAT THE PROJECT WOULD START IN 2028, THAT DOESN'T REALLY IMPACT WHERE WE'RE AT RIGHT NOW.

SO WE'RE JUST GOING THROUGH, WE'RE, WE'RE LOSING SOME, YOU KNOW, SOME TIME OBVIOUSLY AS WE'RE DOING THE INDEPENDENT REVIEW.

BUT, UH, AGAIN, HOPEFULLY AT THE END OF THE DAY WE CAN ALL COME TO A CONSENSUS QUESTIONS THAT I'D BE HAPPY TO ANSWER ANY QUESTIONS.

DID YOU SAY CONSTRUCTION WILL NOT GET UNDERWAY TILL 2028 OR IT'LL BE FINISHED IN 2028, OR IS IT 2020 CONSTRUCTION START BY 2025 AND FINISHED BY 2028.

OKAY.

OKAY.

THAT'S WHERE, SO HOW MANY CONSULTANTS ARE, ARE NOW ON BOARD AS IT RELATES TO THE, THE NEW LOOK TO THE, SO WE HAVE A CONSULTANT ON BOARD, AND IT SOUNDS LIKE THE TOWN OF HILTON HEAD IS ALSO GOING TO PROCURE A CONSULTANT ON BOARD.

AND SO THERE THERE IS TWO, THERE WILL BE TWO, UM, SIMULTANEOUS INDEPENDENT, INDEPENDENT REVIEWS.

HOWEVER, WE, THEY'RE THE, THE STAKEHOLDERS FOR THE INDEPENDENT REVIEW WITH CBB HAS BOTH COUNTY, UH, COUNTY STAKEHOLDERS AS WELL AS TOWN STAKEHOLDERS.

OKAY.

WHAT EXACTLY ARE THEY LOOKING AT? THEY, WELL, SO THEY'RE, THEY'RE LOOKING AT WHAT'S ALREADY BEEN PROPOSED AND THEY'RE ALSO DOING DATA COLLECTION BECAUSE THE DATA COLLECTION OCCURRED, THE INITIAL DATA COLLECTION OCCURRED PRE COVID, SO THEY'RE LOOKING AT NEW TRAFFIC, UH, UH, ATTORNEY MOVEMENT COUNTS.

THEY'RE ACTUALLY GONNA TAKE AN ADDITIONAL STEPS.

SO EVERYTHING WAS DONE WITH A TRAFFIC SIGNAL MODEL IN THE, IN THE FIRST ANALYSIS.

THIS IS TAKING THE NEXT STEP TO A VISA MODEL.

SO JUST KIND OF A MORE IN-DEPTH, UH, LOOK AT BASICALLY A TRANSPORTATION MODEL.

SO THE IT IS, IT IS GOING TO PROVIDE ADDITIONAL INFORMATION NOT ONLY FOR THIS PROJECT, BUT FOR ANY KIND OF ADDITIONAL ROADWAY IMPROVEMENTS THAT MAY OCCUR ON HILTON HEAD.

YOU, YOU, IT'S SAYS BRIDGES UPDATE.

HAS THE ISSUE OF FOUR VERSUS ONE BEEN SETTLED OR IS THIS PART OF THE NEW UPDATE? WE THIS, AS FAR AS THE NUMBER OF BRIDGES THAT HAS BEEN SETTLED, THIS IS JUST TO LOOK AT ANY ADDITIONAL OPTIONS THAT MAY COME ABOUT FROM ADDITIONAL STUDY.

SO ONE BRIDGE IS THE BRIDGE THAT'S GOING TO BE CONSTRUCTED.

THAT'S, THAT IS WHAT WAS AGREED UPON WITH THAT MEMORANDUM.

THEY, THEY DID STRIKE A MEMORANDUM WHERE THEY HAD LIKE 25 ISSUES AND THEY AGREED ON 23 OUT OF THE 25 AND SINGLE BRIDGE WAS ONE OF 'EM.

THEY YIELDED ON THE BIGGEST THING.

I THINK THEY'RE LOOKING AT, CRAIG AND I, I COULD BE IN LEFT FIELD, BUT I THINK THE BIGGEST THING THEY'RE LOOKING AT AND REALLY CONCERNED ABOUT MOORE IS AROUND THE SQUIRE POPE AREA IN, IN THE TR THAT PARTICULAR LOCATION, THOSE TWO INTERSECTIONS SEEM TO, TO HAVE ALWAYS BEEN THE CRUX OF, AM I MISSING SOMETHING ON THAT, JARED? UM, I THINK THE BIGGEST OPPORTUNITY FOR IMPROVEMENTS BEYOND WHAT'S ALREADY SCOPED OUT IN THE DESIGN IS AT SQUIRE POPE AND SPANISH WELLS AND ACTUALLY BEYOND TO THE CROSS ISLAND PARKWAY.

I THINK THAT'S BEEN SOME CONCERN FROM CITIZENS FOR THE WHOLE TIME, IS HOW DOES THIS CONNECT? UM, SO DOT'S EXISTING PLAN DOES TAKE INTO THOSE TERMINI FROM MOSS CREEK TO, TO THE, UH, CROSS ISLAND PARKWAY.

THIS MODEL AND THE DATA COLLECTION THAT WE'RE GOING TO GET IS GOING TO ACTUALLY GO A LITTLE BIT BEYOND THAT, UH, BEYOND THE CROSS ISLAND PARKWAY TO MAKE SURE THAT THAT TERMINI, UM, THERE'S NOT IMPROVEMENTS AT THAT TERMIN NINE BEYOND THAT, THIS PROJECT, BASICALLY THE 2 78 CORRIDOR PROJECT PUSHES TRAFFIC FURTHER.

UH, SO THAT I THINK THIS NEW INDEPENDENT STUDY WILL GIVE US

[00:40:01]

A MORE INSIGHT ON IF, IF THE TRAFFIC IS PUSHED TO ANOTHER AREA ON THE ISLAND.

THE OTHER THING THAT'S GOING ON THAT, UM, I'LL AGAIN REFRESH COMMITTEE MEMBERS, WE SPENT $400,000 OUT OF A $800,000 PROJECT WHERE WE LOOKED AT ALL THE TRAFFIC SIGNALS FROM ONE 70 TO MOSS CREEK AND MADE THEM ALL ADAPTIVE.

NOW WE HELP PAY PUT, MAKE THEM ADAPTIVE, BUT HILTON HEAD DOES NOT HAVE AN ADAPTIVE SYSTEM, AND I, IF I'M CORRECT, I THINK HILTON HEAD IS IN THE PROCESS YEAH.

OF DOING AN ADAPTIVE SYSTEM.

THEY'RE, THEY'RE ACTUALLY, THEY HAD PROCURED THAT AND THEY'RE ACTUALLY WORKING THROUGH THAT INITIAL DEPLOYMENT RIGHT NOW.

AND IN ADDITION TO THAT, BECAUSE THAT'S THE MOST STATE-OF-THE-ART EQUIPMENT THAT THEY HAVE, UM, IN THE WAY OF BOTH DETECTION AND CONTROLLERS, WE, THEY WROTE INTO THE CONTRACT THAT THE COUNTY CAN PIGGYBACK OFF OF THAT CONTRACT.

AND WE'RE LOOKING TO EXPAND THAT AGAIN THROUGH THAT AREA THAT HAD PREVIOUSLY BEEN STUDIED, BUT FROM ONE 70, BASICALLY TWO HILTON HEADS.

SO THAT WILL ALL RUN A, UH, UNIFORM SYSTEM BASICALLY FROM THERE ALL THE WAY DOWN TO THE TWO C PINE CIRCLE.

YOU SAY THEY ARE LOOKING AT THE TRAFFIC FIGURES? YES.

YES.

HOW MANY MORE CONSULTANTS DO WE NEED TO LOOK AT THESE TRAFFIC FIGURES NEED AND EMPLOY ARE TWO DIFFERENT THINGS, BUT UM, WHERE WE ARE TODAY, WE HAVE OUR D O T AND KCI TEAM, AND THEN WE HAVE OBVIOUSLY THE FIRST INDEPENDENT REVIEW AT HDR.

NOW THIS WOULD CBB AND THEN CONCURRENTLY WHATEVER THE TOWN DOES WITH THEIR CONSULTANT, UM, WOULD BE IN ADDITION TO, AS FAR AS OUR MOA AS YOU REFERENCED, THERE'S A MOA THAT WAS SIGNED BETWEEN THE COUNTY AND THE TOWN IN OCTOBER AND NOVEMBER.

UM, IT EVEN REFERENCES THAT THIS WILL BE IT AS FAR AS ADDITIONAL STUDIES TO LOOK AT THE CORRIDOR.

ARE ANY OF THESE FIGURES GOING TO SHOW THAT YOU DON'T NEED A SIX LANES SECTION? SO IN THE FIRST INDEPENDENT REVIEW, UH, IT THAT CONFIRMED THAT THE NEED FOR SIX LANES IS THERE.

UM, SO WELL THEN WHAT ARE WE LOOKING FOR THEN AGAIN, ANY SYSTEM IMPROVEMENTS THAT HAVEN'T BEEN IDENTIFIED YET, SPECIFICALLY IN THE SQUIRE POST SPANISH WELLS CROSS ISLAND AREA AND, UM, WHAT THAT TOTAL TRAVEL TIME IS BETWEEN, UH, MOSS CREEK AND, AND THE CROSS ISLAND PARKWAY.

THAT'S BEEN ONE THING THAT'S BEEN ASKED AND WE HAVEN'T PROVIDED, SO THAT BE, BUT THE, BUT THE DUAL LEFT AND WHATEVER AT SQUIRE PO THAT IS SATISFY THE, THE INTERSECTION CONCERNS? YES.

SO IN THE INITIAL, UM, UM, PREFERRED ALTERNATIVE, THERE WAS A U-TURN MOVEMENT.

UM, THERE WAS A LOT OF PUBLIC OUTCRY ON THAT.

SO THE D O T AND KCI I TEAM WENT BACK TO THE DRAWING BOARD AND WERE ABLE TO MAKE THE DUAL LEFT TURN AT SQUIRE POKE WORK.

IT WAS A LITTLE LESS EFFICIENT, BUT STILL GOOD ENOUGH.

SO IT WAS A GOOD MATCH BETWEEN ENGINEERING AND PUBLIC COMMENT.

AND SO THAT IS NOW THE MODIFIED PREFERRED ALTERNATIVE.

HAS THE DUAL LEFT AT SQUIRE POPE.

IS THERE ANY AGREEMENT BETWEEN THE PARTIES THAT THIS IS IT AS FAR AS THE CONSULTANTS ARE CONCERNED, JUST WHAT WE HAVE BETWEEN THE MOA BETWEEN THE COUNTY AND THE TOWN? THANK YOU.

THANKS MUCH APPRECIATE THE UPDATE.

CRAIG, JUST QUESTION ADAPTIVE TRAFFIC LIGHTS, THEY, THEY ADJUST MM-HMM.

TO THE FLOW? THAT'S THE GO AHEAD.

YEAH, SO THERE'S TRAFFIC ADAPTIVE AND A TRAFFIC RESPONSIVE.

TRAFFIC RESPONSIVE IS WHAT WE CURRENTLY HAVE OUT ON BLUFFTON PARKWAY.

AND BASICALLY IT RUNS A CERTAIN CYCLE LINK DIFFERENT TIMES OF THE DAY.

IT ALLOWS IT TO ADJUST THROUGHOUT THE DAY, DEPENDING ON TRAFFIC.

A TRUE ADAPTIVE SYSTEM LOOKS AT THAT, IT'S GOT DETECTORS BASICALLY THROUGHOUT THE CORRIDOR, AND IT CAN ADJUST BASICALLY WHAT THE GREEN TIME THAT'S GIVEN ON THE SIDE STREET, AS WELL AS LOOK AT PROGRESSION OF THE OVERALL CORRIDOR.

OKAY.

SO AGAIN, THAT SHOULD BE A, SHOULD BE A BIG IMPROVEMENT, NOT ONLY FOR THE ISLAND, BUT ALSO FOR 2 78 DOWN THROUGH BLUFFING.

THANK YOU.

YOU'RE WELCOME.

OKAY, THAT

[7. TREASURER’S REPORT]

BRINGS US UP TO ITEM SEVEN OF THE TREASURER'S REPORT.

MR. BECKER, UM, THE REPORT AS, AS IT'S, UH, SHOWN IN FRONT OF YOU, DOES NOT REFLECT, UM, THE ITEMS THAT BRIAN MENTIONED THAT ARE NOW BEING PUT TOGETHER TO GO TO CONTRACT.

AND THOSE TOTALED ABOUT 6 MILLION, JUST ABOUT GIVE OR TAKE.

UM, IF YOU REMEMBER BACK TO WHAT BRIAN PRESENTED AT THE RETREAT, YOU KNOW, WE HAVE ABOUT PROJECTING ABOUT 11 MILLION THAT WE HAVE TO, UH, WE'RE COMMITTED TO SPEND, UH, WE'VE GOT ABOUT 6 MILLION

[00:45:01]

IN PROJECTS HERE AND ANOTHER ABOUT HALF, FIVE, 5 MILLION OF PROJECTS THAT WILL BE, AS BRIAN MENTIONED, THOSE PROJECTS GONNA BE PULLED TOGETHER INTO A PACKAGE RIGHT TOWARD THE END OF THIS FISCAL YEAR.

SO WE'RE, WE HAVE PROJECTS LINED UP TO, UH, TO MEET OUR COMMITMENTS TO, UH, TO THE STATE ON THE FUNDING.

I KNOW, CRAIG, IF YOU WANT TO ADD ANYTHING TO THAT AS, AS A REFRESHER TO EVERYBODY BY STATE STATUTE, THE CTC STATUTE STATES THAT CTCS ARE NOT PERMITTED TO CARRY MORE THAN 300% TO THE FUTURE FROM ONE FISCAL YEAR TO THE NEXT FISCAL YEAR.

AND YOU GO BACK AND TAKE OUR $2.8 MILLION, MY MIND WORKS CLOSELY.

YES.

ROUGHLY $9 MILLION WE CAN CARRY FORWARD INTO NEXT YEAR.

AND, AND WE'RE, WE'LL BE WELL UNDER THAT AT OUR $6 MILLION ROUGHLY.

SO WE, WE WON'T BE GETTING OURSELVES IN TROUBLE BY NOT SPENDING OUR MONEY FAST ENOUGH.

BUT BEAR IN MIND THAT $5.8 MILLION THAT THEY GAVE US, UH, BY THE, THE LEGISLATURE IS ALSO BEING SPENT DURING THIS TIME PERIOD.

SO WE'RE, WE'RE PUTTING A BUNCH OF WORK OUT AND PAYING FOR A BUNCH OF WORK OVER THIS THIS YEAR AND MAKING A BIG DENT IN OUR COMMUNITIES.

ANY QUESTIONS OF JIM? ANY PUBLIC COMMENTS,

[9. CHAIRMAN COMMENTS]

CHAIRMAN'S COMMENTS ARE GONNA BE SHORT AND SWEET.

THANKS FOR EVERYBODY BEING HERE.

APPRECIATE YOUR PARTICIPATION AND, UH, EVERYONE DRIVES SAFELY HOME.
