? GOOD MORNING AND WELCOME TO THE MARCH 9TH PUBLIC PLANNING COMMITTEE MEETING I LIKE TO CALL THE MEETING TO ORDER SUNDAY ARE WE IN COMPLIANCE WITH THE FOR YOU. YES THERE WE ARE THANK YOU. MR. ALFRED WOULD JOIN US AND PLEASE CALL THE ROLL. YES SIR. MR. STANFORD HERE MR. ROBERT HERE MR. GREEN THERE. THANK YOU. I BELIEVE TODAY AND THIS JUST BRYCE NOT CONNECTED REMOTELY THERE SHE IS OKAY NOW JUST SIT OVER HERE BECAUSE MRS. MS. BECKER IS NOT HERE YET. OKAY? THANK YOU BETSY.

WE DIDN'T KNOW YOU WERE HERE. I APPRECIATE THAT, SIR, FOR THE CONNECTION TODAY AND YOU'RE WELCOME TO HAVE WE HAD A REQUEST FOR A PUBLIC COMMENT? YES, SIR.

WE DID HAVE MR. DANIEL ANTHONY . HOWEVER, HE HAS DECIDED THAT HE WOULD NOT LIKE TO SPEAK TODAY SO I JUST SIT THE AUDIENCE AND LISTENING TO ALL OF THAT AND THEN IT'S BUSINESS DISCUSSION AND PRESENTATION OF THE LAND MANAGEMENT ORDINANCE AND AMENDMENTS TIMELINE THIS ARE MAKING THE PRESENTATION. MORNING.

GOOD MORNING NICE TO SEE YOU TODAY. SO WE'RE GOING TO TALK ABOUT OUR ALAMO AMENDMENTS PLAN AND THE PHASING AND OVERALL WHAT'S INCLUDED IN EACH OF THOSE PHASES. I MEAN REALLY THIS PROJECT IS IS A KICK OFF BASED ON WE HAD DONE AN ANALYSIS OF OUR CODE OVERALL WITH THE CODE WRITING CONSULTANT AND IT AND HAVE COMPLETED A SWOT ANALYSIS OF THE CODE AND THAT ANALYSIS HAS IDENTIFIED SOME AREAS FOR IMPROVEMENT AND THAT'S BEING INTEGRATED WITHIN THIS COMPREHENSIVE ALAMO AMENDMENT PLAN. SO THE PLAN INCLUDES FIVE PHASES AND ONE OF THOSE PHASES PHASE ONE WAS APPROVED BY COUNCIL AND TUESDAY THAT THAT IS INCLUDED HERE.

PHASE ONE INCLUDED A VARIETY OF AMENDMENT THAT ARE OUTLINED HERE.

IT INCLUDED THE REMOVAL OF STAFF GRANTED WAIVERS ALLOWING VARIANCES FROM MAJORITY OF THE SECTIONS OF THE CODE , ALLOWING SCREEN BICYCLE STORAGE AND TWO DISTRICTS WHERE THEY CURRENTLY WERE NOT ALLOWED TO PROVIDE A JUSTIFICATION AND CLARIFICATION TO MANUFACTURER REVIEWS AS IT RELATES TO BURGLARY CHANGING THE MONTH THAT WE CONDUCT TRAFFIC COUNTS FOR TRAFFIC IMPACT ANALYSIS PLAN AND THEN CHANGING WHEN AND HOW PLANTINGS ARE REQUIRED FOR SINGLE FAMILY LOTS AND BUFFERS AS PART OF CFC PROCESS FOR SUBDIVISIONS AMENDING THE DEFINITION CHANGEABLE COPY AS WELL AS AMENDING HOW WE MEASURE HEIGHT OWNER'S CONSENT REQUIRED FOR MINOR SUBDIVISIONS AND THEN REQUIRING A PUBLIC HEARING FOR SUBDIVISION AMENDMENTS.

SO PHASE TWO AS PART OF THE ALAMO AMENDMENTS PLAN IS COMPONENT THAT WAS PART OF PHASE ONE THAT WAS PULLED OUT FOR FURTHER ANALYSIS REVIEW THAT WAS ALSO LOOKED AT BY COUNCIL ON TUESDAY WAS LOOKED AT YESTERDAY BY THE PLANNING COMMISSION AND THAT PROVIDES STANDARDS FOR SUBDIVISION AMENDMENTS OR FROM THOSE FROM PREVIOUSLY APPROVED SUBDIVISIONS AND SO THAT LANGUAGE IS PLANNED TO GO TO TOWN COUNCIL ON THE 21ST OF THIS MONTH. SO PHASE THREE CAN I MAKE A COMMENT ON THAT YESTERDAY YESTERDAY AT THE PLANNING COMMISSION MEETING THIS SUBJECT CAME UP AND A LAWYER IN THE CROWD ASKED WHY THIS DID INCLUDE COMMERCIAL SUBDIVISIONS, WHY IT WAS BEING LIMITED TO JUST RESIDENTIAL SUBDIVISIONS AFTER DISCUSSION AND THERE WAS A FURTHER AMENDMENT TO THE PROPOSAL TO TAKE OUT SINGLE FAMILY RESIDENTIAL DEVELOPMENTS SO NOW IT APPLIES TO ALL MAJOR SUBDIVISIONS BOTH COMMERCIAL AND RESIDENTIAL ALL COMMERCIAL DEVELOPMENTS ARE MAJOR SUBDIVISIONS AND A RESIDENTIAL SUBDIVISION IS ONE IN EXCESS OF FIVE LOTS. SO ESSENTIALLY WHAT THEY DID IS THEY TOOK OUT THE THE RESIDENTIAL FOCUS AND MADE IT ALL MAJOR SUBDIVISIONS THANK YOU SO WE'LL PROVIDE SOME DETAIL WHEN YOU HAVE SOMEONE COMING UP BEHIND YOU ON THE MICROPHONE I'M SORRY.

SEAN COLEMAN ASSISTANT TOWN MANAGER JUST WANT TO PROVIDE A CLARIFICATION THAT IT WENT BACK TO THE PLANNING COMMISSION FOR REVIEW AND RECOMMENDATION AGAIN IT'S A RECOMMENDATION BACK TO

[00:05:02]

COUNCIL COUNSEL SIDE FIRST READING ON THE LANGUAGE ON TUESDAY AND THEY CAN CHOOSE WHETHER OR NOT TO INCORPORATE THE RECOMMENDATION FROM THE PLANNING COMMISSION OR ADOPT THE SECOND READING ON LA BASED THE LANGUAGE OF FIRST READING QUARTER CORRECT SO WE'LL INCLUDE WHEN IT COMES BACK THE PLANNING COMMISSION RECOMMENDATION AND THE LANGUAGE THAT WAS APPROVED AT FIRST READING FOR CONSIDERATION AT THAT TIME.

SO BOTH OF THOSE WILL BE MISSING. YES, IT WOULD BE IMPORTANT I THINK AT LEAST FROM MY STANDPOINT TO HEAR FROM SOME COMMERCIAL BUSINESSES AS TO THE IMPACT OF THAT DECISION. I DON'T I CAN'T IN THIS INSTANT KNOW WHAT THE RAMIFICATIONS OF THAT CHANGE MIGHT BE. SO WE HAVE VERY LITTLE YOU KNOW ,WE DON'T SEE A LOT OF COMMERCIAL SUBDIVISION AMENDMENTS SO IT SEEMS TO BE IT MIGHT BE INFREQUENT BUT WE'LL GO THROUGH THAT WHEN WE PUT IT BACK IN FRONT COUNCIL AND ANALYZE THOSE CHANGES THAT WERE MADE BY THE PLANNING COMMISSION FURTHER. THANK YOU.

IT WAS JUST MY PURPOSE LETTING EVERYONE KNOW WHAT PLANNING COMMISSION DID.

THANK YOU FOR THAT. SO REALLY THE MAJOR SUBSTANCE OF THE AMENDMENT PLAN ARE IN PHASES FOUR AND FIVE AND IN IN A LOT OF THE THE WORK ESPECIALLY IN PHASE FOUR AND WHAT WILL RESULT PHASE FIVE WILL BE THE OUTCOME OF A LOT OF THE DISTRICT PLANNING FOR PHASE FIVE. BUT PHASE FOUR IS REALLY BASED ON A LOT OF COMMUNITY INPUT THAT'S ALREADY BEEN RECEIVED. WE DO RECEIVE A LOT OF INPUT FROM THE COMMUNITY AND ESPECIALLY FROM NEIGHBORHOODS AND WE'VE INTEGRATED THAT INTO THIS ELMO AMENDMENT STRATEGY FOR PHASE FOUR TO TO REALLY LOOK AT THE SWOT ANALYSIS RECOMMENDATIONS AS WELL AS ALL OF THAT FEEDBACK FROM THE COMMUNITY AND, THE MAIN HIGH LEVEL SUBJECT AREAS THAT GOING TO COVER IN PHASE FOUR ARE INCLUDED HERE. THEY'RE BOTH ADMINISTRATIVE AND APPLICATION PROCEDURAL CHANGES AND WHAT THAT MEANS IS WE'RE GOING TO WE'RE GOING TO HAVE AN APPLICATIONS MANUAL THAT'S CREATED SO A LOT THE ADMINISTRATIVE THAT WE HAVE IN OUR CODE CURRENTLY IN CHAPTER TWO AND THEN INDEPENDENT COMMITTEE WILL BE REMOVED AND THEN WILL BE INCORPORATED BY REFERENCE WITH THE APPLICATIONS MANUAL.

SO WE'LL REPACKAGE ALL OF OUR APPLICATION REVIEW PROCESS IN APPLICATION FORMS IN ONE PLACE SO THAT IS A CONSIDERABLE CHANGE IN OPERATIONS AND BE A CHANGE THAT'S WELL RECEIVED BY BOTH THE APPLICANT AND ON STAFF BECAUSE IT'LL HAVE SOME ADDITIONAL PROCEDURAL CHECKLISTS BOTH EXTERNALLY AND INTERNALLY THAT ARE INCORPORATED WITHIN THAT CHANGE . SO WE'RE LOOKING AT SUSTAINABLE DEVELOPMENT INCENTIVES.

WE'RE LOOKING AT THIS IS THE BIG BULLET THE RESIDENTIAL AND COMMERCIAL SITE DESIGN STANDARDS. SCUSE ME LET ME INTERRUPT FOR JUST A SECOND.

WHAT WHAT'S INCLUDED A DEVELOPMENT INCENTIVE? GIVE ME AN EXAMPLE PLEASE.

SURE I CAN I WAS GOING TO PULL UP WHEREVER AND SO THERE'S ANOTHER DOCUMENT THAT KIND OF FEEDS INTO PHASES FOUR AND FIVE AND AND THIS IS THE DOCUMENT THAT WE ARE WORKING WITH OUR CODE RATING CONSULTANT ON AND WHAT'S INCLUDED AND HERE WE WERE CALLING IT FIRST ROUND AND FINAL ROUND WHICH NOW IS THIS IS NOW BECOME PHASE FOUR AND AND THEN THE FINAL PHASE IS FINAL ROUND HERE WHICH IS THE THE AFTER THE PLANNING SO DEVELOPMENT AND STATE INCENTIVE ARE LOOKING AT THINGS THAT COULD INCENTIVIZE CERTAIN DEVELOPMENT THAT WE WOULD LIKE TO SEE SO SOME THE BLUFFTON UNIFIED DEVELOPMENT CODE HAS DEVELOPMENT INCENTIVE SECTION AND WE WOULD LOOK TO THAT AND FIND WHICH OF THOSE ARE APPLICABLE OR APPROPRIATE FOR HILTON HEAD AND SEE IF WE CAN INCORPORATE SOME OF THOSE. THANK YOU.

AND THEN REALLY THE BULLET PRIOR TO THE SITE DESIGN STANDARDS AND CONTEXT SENSITIVE DESIGN NEIGHBORHOOD SCALE AND SUCH REALLY IS OUTLINED FURTHER HERE IN THIS REALLY LENGTHY AMOUNT OF BULLETS AND CONTEXT THAT WE'RE LOOKING AT INCLUDING YOU KNOW, CONTEXT SENSITIVE DESIGN AREA RATIOS, PEDESTRIAN CONNECTIVITY BUILDING MAPS AND SCALE AND MONOTONY STANDARDS.

THERE'S QUITE A LIST THERE AND JUST I WANTED TO ON THAT AND LET YOU KNOW THAT THAT IS INCLUDED IN THE SCOPE OF WORK THAT OUR CODE CODE WRITING CONSULTANT IS WORKING ON IN THIS SET WAS REFERRED TO WHEN WE WENT THROUGH THE SWOT ANALYSIS IS OUR 90 DAY SHOT CLOCK SET AND WE'RE NEARING. WE DO HAVE OUR FIRST DELIVERABLE SET FROM CONSULTANT TEAM. WE'RE GOING THROUGH THAT. WE'VE GOT A SERIES OF DEADLINES

[00:10:03]

THAT WE NEED TO MEET FOR INTERNAL REVIEW BUT REALLY THE THE OUTPUT OF THAT AND TIMING WAS INCLUDED IN ATTACHMENT TWO FOR THIS AND IT'S IT'S A PRETTY AGGRESSIVE TIMETABLE FOR PHASE FOUR WITH ITS FIRST COMING TO THE PLANNING COMMISSION IN MAY WHICH MEANS WE HAVE TO SCHEDULE OUR PUBLIC HEARING NOTICE 30 DAYS PRIOR AND TO MAKE A PUBLIC HEARING NOTICE WE HAVE TO SITE ALL OF THE SECTIONS THAT WE'RE AMENDING AND SO WE NEED REALLY WORK HARD IN THE REMAINDER OF THIS MONTH AND EARLY APRIL TO MEET THAT TIMETABLE. SO LET ME ASK MISS BRYSON THE QUESTION CAN YOU SEE THE SCREEN PATSY BUT YES SIR I CAN. I DON'T KNOW IF YOU CAN SEE ME BUT I CAN SEE IN HERE JUST FINE AND SO WHAT I'M SAYING IS P.S. ONE FOR SECOND QUARTER OR THIS PHASE FOUR THAT I WAS ASKING ABOUT AND THEN I SEE A PIECE IN TWO AND THEN CALL IT PLANNING CONVENING IT LOOKS LIKE JULY. WHAT MY CONCERN IS IS THAT IT MIGHT BE ADOPTED BY THE TOWN COUNCIL UNTIL MID OCTOBER SOMETIME BUT I WAS THINKING THAT 90 DAYS MIGHT BE THE SHOT CLOCK OF 90 DAYS BUT I THOUGHT THE NINE DAYS MIGHT BE HAVING IT TO THE TOWN COUNCIL SO THANK YOU. THAT 90 DAY SHOT CLOCK WAS TO GET THE FULL AMENDMENTS READY FOR TO START THE PUBLIC PROCESS AND MEET OUR REQUIREMENTS BY STATE LAW FOUR FOR PUBLIC NOTICE AND THAT APPLIES FOR ALL OF THESE AMENDMENTS THAT SAME PROCEDURAL REQUIREMENT THAT WE HAVE TO MEET SO WE ALSO I WANTED TO POINT OUT THAT WE HAVE RECEIVED AGAIN A LOT OF FEEDBACK FROM NEIGHBORHOODS AND SPECIFICALLY FROM JANESVILLE PRESERVATION SOCIETY. THEY'VE SUBMITTED SEVERAL DOCUMENTS RELATED TO SOME AMENDMENTS THAT THEY'D LIKE TO SEE AND THOSE WILL BE THREADED IN TO PHASE FOUR OR FIVE WHEREVER APPLICABLE. BUT I JUST WANTED TO ACKNOWLEDGE RECEIPT OF OF THAT INFORMATION AND HOW IT RELATES TO THIS PROCESS. SO TO CONTINUE THERE'S GOING BE ADDITIONAL DESIGN GUIDANCE GRAPHICS THAT ARE PART OF THIS PHASE FOUR SET.

WE'RE GOING TO MODIFY OUR TRAFFIC IMPACT ANALYSIS, WE'RE GOING TO LOOK AT PARKING STANDARDS AND, WE'RE GOING TO AMEND OUR STORMWATER REQUIREMENTS AND THEN LOOK AT STRENGTHENING A LOT OF OUR CHAPTER SIX WETLAND BEACH DUNE AND TREE REGULATIONS IS IN PLACE FOR SO IT'S A CONSIDERABLE AMOUNT OF CHANGE THAT'S OCCURRING IN THIS PHASE AND AND THEN WHEN WE GET TO PHASE FIVE SEE AGAIN I'M SORRY TO INTERRUPT BUT GO BACK TO THE SLIDE THAT HAD THE LONG LIST OF ELEMENTS AND JUST FOR THE PUBLIC RECORD READ THOSE PLEASE THAT ALL OF THE ONE SITE DESIGNER DOESN'T START. NO, NO OTHER UPDATE SITE DESIGN OKAY SURE PLEASE. SO WE'VE INCLUDED AND THIS IS WITH THE SCOPE OF WORK FOR THE CODE WRITING CONSULTING THAT WE'RE WORKING WITH AND AND THE ITEMS INCLUDED IN SITE DESIGN STANDARDS INCLUDE CONTEXT SENSITIVE DESIGN OPEN SPACE PARKING FLOOR AREA RATIO DRIVEWAY WIDTHS, PEDESTRIAN CONNECTIVITY AND NEIGHBORHOOD SCALE ELEMENTS ADDITIONAL STANDARDS FOR ZERO FLAT LINE SUBDIVISION LOT SIZE AND LAYOUT LAYOUT TYPES AND CONFIGURATIONS CLUSTER DEVELOPMENT SETBACKS AND BUFFER TABLES AND ALLOWABLE ENCROACHMENTS SETBACK ANGLES ACCESS EASEMENTS MASS SCALE HEIGHT AND MONOTONY STANDARDS BENT STANDARDS LIGHT AND TEMPERATURE STANDARDS OKAY AND THOSE ITEMS MAY BE DIFFERENT FROM ONE AREA OF THE ISLAND TO ANOTHER ONE ZONING DISTRICT TO IF IF THAT'S THE CASE, IF THEY DIFFER FROM ONE AREA TO ANOTHER THEY WOULD LIKELY NOT BE IN ALL INCLUSIVE IN PHASE FOUR BUT WOULD HAVE TO BE INCORPORATED THE DISTRICT PLANNING PHASE FIVE SET THAT'S SO THAT'S HOW SOME OF A LOT OF THE CHANGES THAT ARE OCCURRING AND IN PHASE FOUR WILL ALSO OCCUR IN PHASE FIVE AFTER WE'VE CONCLUDED DISTRICT PLANNING AND IDENTIFIED THE NUANCES THAT ARE UNIQUE FOR EACH OF THOSE DISTRICTS. THANK I HAVE A COMMENT ON THIS LIST IF I MIGHT.

THERE ARE SOME ISSUES THAT ARE REALLY CRITICAL AND THERE ARE SOME THAT ARE NOT AS CRITICAL AND SOME THAT ARE HOUSEKEEPING BUT THE PRIORITY ITEMS TO ARE NUMBER ONE FLOOR AREA RATIO.

SECONDLY, PARKING THIRD THE MASSING AND SUBDIVISIONS I'M CONCERNED THAT THESE ARE PUSHED

[00:15:07]

OFF TO PHASE FOUR RATHER THAN BEING APPROACHED UP FRONT BECAUSE THEY ARE REALLY IMPORTANT ASPECTS THAT I THINK ARE BEING ABUSED BY AT THIS TIME AND I DON'T WANT THE DOOR TO BE ANY LONGER THAN IS ABSOLUTELY NECESSARY UNDERSTAND AND RESPECT THE AMOUNT OF WORK THAT YOU'RE HAVING TO DO AND I'M NOT TRYING TO PUT MORE WORK ON YOU AT ALL BUT I AM QUESTIONING THE PRIORITIES OF THESE ITEMS BEING BACK TO PHASE FOUR.

WHY CAN'T THEY BE WITH IN PHASE THREE WHICH I THINK IS WHERE WE ARE ABOUT TO BEGIN? YEAH. AND I CAN EXPLAIN THAT AGAIN TO THE THE AMENDMENT THAT'S COMING BEFORE THE PLANNING COMMISSION FOR A PUBLIC HEARING ON THE 15TH NEXT WEEK IS WE HAD PLACE THE PUBLIC NOTICE FOR THAT IN MID-FEBRUARY AND THE AMENDMENT SET FOR THE CHANGES THAT YOU'RE SPEAKING OF AS FAR AS FLOOR AREA RATIO AND PARKING AND BUILDING MASSING SCALE, WE'RE NOT YET DRAFTED OR READY AND SO THERE WE HAD OUR ALAMO AMENDMENT THREE DAY MEETING IN JANUARY AND REALLY GOT TO WORK ON THAT STARTING IN THIS FEBRUARY AND IT'S STILL EARLY MARCH. SO WE'RE REALLY WORKING AS QUICKLY AS WE CAN TO GET TO ALL OF THOSE AND AND I'M JUST GOING TO ADD THIS IS A FAIRLY AGGRESSIVE TIMETABLE AS WELL TO TO PUSH THAT MANY AMENDMENTS THROUGH DEVELOPMENT, INTERNAL REVIEW AND PROCESS AND MAKE SENSE OF THEM ALL AMONG STAFF AND THEN HOW WE MOVE THE PUBLIC ENGAGEMENT PROCESS FOR THESE THERE WILL BE BOTH THE PUBLIC REVIEW PROCESS THAT'S IDENTIFIED HERE BUT ALSO SOME ADDITIONAL MEETINGS TO EDUCATE THE COMMUNITY AT LARGE OVER WHAT THESE ARE WHAT THEY MEAN, WHAT THEY'LL MEAN ON THE GROUND . SO WE HAVE QUITE A BIT OF WORK IN ENGAGEMENT STRATEGY WE HAVE TO WORK OUT YET AS WELL. MY COMMENTS ARE NOT INTENDED AT ALL IN CRITICISM OF STAFF AND THE HARD WORK THAT YOU'RE PUTTING IN RATHER IS TO EMPHASIZE THE IMPORTANCE OF THIS TO MANY US ON THE COUNCIL THESE PRIORITY ITEMS. AND SO TO THE EXTENT WE CAN EXPEDITE THAT AT LEAST FOR ONE MEMBER OF COUNCIL THAT WILL BE SINCERELY APPRECIATED. THANK YOU FOR YOUR HARD WORK. THANK YOU.

BUT DAVID DAVID IT'S BOUNCING BACK AND AFTER I ECHO WHAT MR. STANFORD SAID YOU KNOW, ESPECIALLY COMPLIMENTS OF THE STAFF FOR EXPEDITING BUT I DO BELIEVE THAT WE NEED TO CLOSE THAT OUT AND NOT LUMP ABOUT IN WITH WHAT'S PLANNED FOR FOURTH BASE.

AND I WOULD URGE THE STAFF TO DO THAT AND I THINK ALL OF THOSE THOSE PRIORITIES ONE, TWO AND THREE, THOSE SHOULD BE PULLED OUT AND WE SHOULD SEE THOSE AS SOON AS PRACTICALLY POSSIBLE. I TOTALLY THE PUBLIC HEARING REQUIREMENTS AND THAT IS REQUIREMENTS BUT INSTEAD OF GETTING THEM LOST IF YOU WILL IN THIS LONG LIST, THOSE ARE THE PRIORITIES THAT TOWN COUNCIL IS HEARING ABOUT. I THINK WE NEED TO PUSH ON THOSE. SO I TOTALLY AGREE WITH THAT. I WOULD URGE US TO PULL THOSE OUT AND PUSH THOSE FORWARD AS FAST POSSIBLY POSSIBLE. THANK YOU, PATTY.

STAFF RESPONSE PLEASE. SURE. PLEASE DO AGAIN SHAWN CALLING FOR THE RECORD THE PHASE FOUR IS THE 60 TO 90 DAY SHOT CLOCK ITEMS. WE CERTAINLY KNOW THERE ARE A FEW OF THOSE ELEMENTS THAT ARE HIGHER ON PRIORITY BUT FROM WHAT WE'RE HEARING FROM THE COMMUNITY AND FROM COUNCIL WE CAN MAKE SURE THAT THOSE ARE THE ONES THAT ARE COMPLETED AND AND READY FOR VETTING AS WE BRING FORWARD THE SAT.

YOU KNOW WHAT WE'RE TRYING TO AVOID IS WE FIVE FIVE DIFFERENT PHASES RIGHT NOW FOR ALAMO ALAMO AMENDMENTS THREE OF THEM ARE REALLY WELL UNDERWAY. THE FINAL TWO WOULD REACH COMPLETION. HOPEFULLY IT WOULD OVERALL OVERHAUL OUR NEW CODE AND SO I'D LIKE TO BE ABLE TO ADVANCE THE PHASE FOUR TOGETHER BUT BE ABLE TO PULL OUT AND IF WE NEED TO ADVANCE THESE HIGH PRIORITY AREAS ITEMS AS WE GO THROUGH AND YOU SEE ON THE TIMELINE TWO MEETINGS A PLANNING COMMISSION WILL MAKE SURE THAT THOSE PRIORITY ELEMENTS ARE DISCUSSED AT THAT FIRST MEETING IF THEY'RE READY TO MAKE A RECOMMENDATION THAT WE CAN ADVANCE THOSE FOUR THROUGH THE PROCESS. HATE TO GO FOR A AND FOR ME BUT I DO UNDERSTAND THE SENSE OF URGENCY WE WILL TRY TO CONDENSE WHERE CAN THE SCHEDULE BUT I DON'T WANT TO RUSH INTO IT AND I FEEL LIKE WE'RE WORKING ON THE FLOOR AS WE GO THROUGH THE APPROVAL PROCESS I DON'T WANT TO HAVE MODIFICATIONS TO THE AMENDMENTS

[00:20:03]

AND THE ORDINANCE WHEN IT COMES FORWARD. COMMITTEE AND COUNCIL FOR ADOPTION I LIKE TO HAVE IT ALL BUTTONED UP SO THAT YOU HAVE EASY DECISIONS WHEN IT COMES BACK TO COUNCIL SO I THINK IT WOULD BE FAIR TO SAY THAT IF MS. DECKER WERE HERE SHE WOULD BE ALSO AMPLIFYING THE SAME SENTIMENTS SO TO THE DEGREE YOU CAN ADVANCE THOSE PRIORITY ITEMS IT WOULD BE APPRECIATED. YES SIR. IT'S BEEN A POINT OF EMPHASIS WITH OUR TEAM AND OUR CODE WRITERS TO MAKE SURE THAT THOSE ITEMS ARE BEING LOOKED AT FIRST AND FOREMOST IN ADDITION TO, THE WHOLE THAT WE'RE TRYING TO ADVANCE IN IS THANK YOU.

APPRECIATE THAT THANK YOU. GO AHEAD. MISSING OKAY.

WELL THAT IS A GOOD SEGWAY INTO PHASE FIVE IF YOU'RE COMFORTABLE WITH THE CONTENT THAT WAS INCLUDED IN PHASE FOUR AND IN THE POSSIBILITY OF ADVANCING THOSE PRIORITY ITEMS THAT SHAWN MENTIONED SO, REALLY PHASE FIVE IS THE DIRECT IMPLEMENTATION OF THE GROWTH FRAMEWORK AND DISTRICT PLANNING INITIATIVE AND THE THE ITEMS THAT WE'VE IDENTIFIED WELL IT DOESN'T SAY THAT THIS IS A BRAND NEW CODE . IT REALLY IS WITH THE EXCEPTION THAT WE'RE DOING A LOT OF HARD WORK THAT WILL BE INCORPORATED IN PHASE FIVE HERE THAT THAT IS DONE IN PHASE BUT IT'S GOING TO BE THE OVERHAUL AND OVERVIEW OF ALL THE CHAPTERS.

IT'LL BE LOOKING AT IT FROM A USER FRIENDLINESS OVERALL IT'S ORGANIZATION AND IT WILL BE THAT STEP THAT WE TAKE TO BRING OUR PLAN LIKE WE TALKED ABOUT LAST MONTH ABOUT BRINGING OUR PLAN THROUGH THE GROWTH FRAMEWORK DOWN TO THE DISTRICT PLANNING AND THEN FINALLY DOWN TO THE ALAMO LEVEL. AND OUR PLAN INCLUDES IN THE PROCESS WE'VE IDENTIFIED WITH BOTH OUR CONSULTANT TEAM FOR GROWTH FRAMEWORK AND MASTER PLANNING PROJECT AS WELL AS WITH THE CODE WRITING. WE'VE CREATED INTEGRATION AMONG THE TWO CONSULTANTS TEAMS AND WE WILL BE WORKING ON DISTRICT PLANNING. WE'LL BE WORKING ON THE ALAMO AMENDMENTS THAT ARE PART PHASE FIVE AS WE GO THROUGH THE DISTRICT PLANNING PROCESS.

SO WE HAVE HAD COORDINATION CALLS AMONG THE TWO CONSULTANT TEAMS AND ESTABLISHED A REALLY GOOD PLAN TO INTEGRATE AND WORK AT SPEED AS BOTH PROGRESS. THANK YOU VERY MUCH EVERYONE.

YES YOU THE VARIOUS DISTRICTS THAT WE'RE GOING TO BE DEALING WITH HAVE DIFFERENT COMPONENTS ,DIFFERENT CULTURES, DIFFERENT DESIGN. I WILL NOT BE OVERLAYING A FRAMEWORK FOR HOW WE EVALUATE PLAN IN THOSE DISTRICTS THAT IS THE SAME DISTRICT THE DISTRICT TRYING TO UNDERSTAND WHAT THE PROCESS IS GOING TO BE HERE. WELL AS WE MOVE THROUGH CREATING THAT THAT WORK PROGRAM, THEY'RE LIKELY GOING TO BE AREAS THAT ARE CONCERNED DISTRICTS AND THERE WILL BE AREAS THAT ARE DESIGNATED FOR GROWTH IN THOSE AREAS ARE CENTERS SIMILAR TO THE CENTER THAT WAS IDENTIFIED IN THE MID ISLAND DISTRICT PLAN AND JUST LIKE WITH MID ISLAND WE'VE LOOKED AT ALL OF THE USES WE CREATED A FUTURE LAND MAP AND WE'LL BE DOING THE SAME SO WE'LL IDENTIFY USES THAT ARE INAPPROPRIATE OR MORE APPROPRIATE FOR CERTAIN AREAS. WE'LL BE ANALYZING WHAT FUTURE LAND USE MAP SHOULD LOOK LIKE AND THEN WE'LL WORK DIRECTLY THE IMPLEMENTATION PLAN NOT JUST FOR HOW IT INTEGRATES WITH THE ALAMO BUT THERE MAY BE REZONINGS THAT NEED TO TAKE PLACE TO BRING IT INTO ALIGNMENT WITH THAT VISION THAT'S CREATED WITH WITH THE DISTRICT PLANNING AND ISLAND WIDE MASTER PLANNING PROJECT. SO THE OF THE ALAMO PROVISIONS WILL BE THE SAME OVERLAID ON A PARTICULAR DISTRICT BUT THE CONSIDERATIONS WITHIN THAT PLAN WILL VARY FROM DISTRICT TO DISTRICT. THERE'S A FAIR WAY TO PUT I THINK THAT'S CORRECT.

YEP. EXCELLENT. THANK YOU.

I THINK ARE THERE ANY SIGNIFICANT THAT YOU'VE DECIDED NOT TO RAISE FOR THIS YEAR'S EFFORT AND PERHAPS CONSIDER IN THE FUTURE OR REJECTED ALTOGETHER? NO, I MEAN WE'RE WE'RE LOOKING COMPREHENSIVELY IN PHASE FIVE AND AND THAT IS WHAT WE'RE ASKING OUR TEAM ARE THERE ANY SECTIONS OF YOUR CODE THAT'S DOG EARED LIKE WHERE YOU WOULD LIKE TO REALLY CLEAR UP THE LANGUAGE SO WE'RE LOOKING ACROSS ALL OF THE CODE FOR PHASE MAKE SURE THAT IT SAYS WHAT IT NEEDS TO FOR CLEAR INTERPRETATION BOTH BY THE PUBLIC AND OUR PLAN REVIEW TEAM AND WE'RE AT ALL OF OUR CURRENT REGULATIONS IN THAT PHASE OVERVIEW WE KNOW THAT WITHIN THE DISTRICT EXERCISE AND BEING OUT IN THE COMMUNITY AND

[00:25:04]

HEARING FROM THE COMMUNITY WE'RE GOING TO HEAR FROM THE COMMUNITY ON ALL SECTIONS OF OUR CODE AND IMPACT ON THE GROUND WE'RE ANTICIPATING WE'LL HEAR ABOUT, YOU KNOW, OUR CURRENT POLICY FOR WORKFORCE HOUSING GOING TO HEAR ABOUT SHORT TERM RENTALS.

WE KNOW WE WILL HEAR ABOUT THAT AND SOME OF THOSE WE'LL HAVE TO HAVE WITH THIS BODY IN REGARD TO SHORT TERM, I KNOW WE HAVE A PLAN ALREADY IN PLACE THAT WE'RE GOING COME BACK WITH SOME MORE INFORMATION AND DATA IN MAY AND WE'LL EVALUATE THAT AT THAT TIME.

BUT HOW IT INTEGRATES WITH THIS PROGRAM, WE'LL HAVE TO BRING THAT BACK AND HAVE DISCUSSION IN A FUTURE DATE REALLY PERHAPS IN THE RECENT PAST PERHAPS A YEAR AGO I HEARD SEVERAL REFERENCES TO THE OF A CAPACITY STUDY WHATEVER HAPPENED TO THAT CONCEPT IT'S STILL IN DEVELOPMENT. IN FACT WE HAVE SCHEDULE IN PLACE RIGHT NOW FOR IT TO BE COMPLETED THIS MONTH AND IT IS THE IT IS STILL IDENTIFIED AS OF THE FIRST PHASE OF THE GROWTH FRAMEWORK AND DISTRICT PLANNING PROJECT AND SO WE HAVE WITH OUR CONSULTANT TEAM YOU KNOW A SERIES OF DELIVERABLES EVERY FRIDAY OF THIS MONTH AND WE'RE REVIEWING THAT RIGHT.

BUT BUT IT WILL CERTAINLY BE SOMETHING THAT WILL COME OUT TO COUNCIL RELATIVELY SOON FOR FOR REVIEW. THANK YOU. THIS IS THAT LIKELY TO BE IN OUR OUR APRIL MEETING ON THE 13TH OR YOU DON'T KNOW AT THIS MOMENT THAT NO YOU IT WILL BE IN MAY. ALL RIGHT. ALL RIGHT.

THANK YOU, MR. BRIGHTON COMMENTS THAT'S A HAVE WE LOST HER BUT OKAY.

I'M SORRY. OKAY YOUR THOUGHTS AND APOLOGIES ON I'M BACK FIRST OF ALL YOU KNOW WE'VE ALREADY TALKED ABOUT THE PRIORITIES TO PULL OUT I APPRECIATE PHASE CITY REMOTE OPERATIONS FIVE IS A MUCH BETTER PROCESS AND PUBLIC INPUT ON THE DISTRICT PLANNING IS SO ON AND WE CONTINUE TO BRING FORWARD WITH THAT BUT I WANT TO MAKE SURE THAT WE GET PUBLIC INPUT AND CAREFUL CONSIDERATION OF IT BECAUSE THIS MAY BE IN FLUX FOR A WHILE ONCE WE GET DONE ON IT AND THINKING ABOUT BUT GOING BACK TO OUR LIST OF PRIORITIES I PUT THEM ALL AS NUMBER ONE THE LIST THAT MR. STANFORD CHAIR YOU KNOW IT'S IT'S DIFFICULT TO TRY AND THINK ABOUT ALL THE DIFFERENT OF THE LAND MANAGEMENT ORDINANCE IN ONE MEETING. SO I'VE JUST BEEN THINKING OF YOU KNOW, THE OLD PHRASE ABOUT, YOU KNOW, BITING AN APPLE AND I'LL FIND SWALLOWED THE WHOLE APPLE AT ONE TIME I'D RATHER TAKE IT IN SMALLER BITS AND THAT'S ANOTHER REASON I THINK OUR PRIORITIES WOULD BE HELPFUL SO THAT AS AS IT MOVES THROUGH AS AMENDMENTS MOVE THROUGH THE PROCESS FOR THE PLANNING COMMISSION OF THIS COMMITTEE AND FOR THE WHOLE TOWN COUNCIL THAT WE CAN FOCUS ON THOSE CRITICAL ELEMENTS WHEN THEY HAVE TO COME. AND AS THEY FORMED INTO THE DISTRICT PLAN AND TO THE WHOLE BODY OF REGARD, IF YOU WILL, THEN DOING THE CURATED PROTOCOL AND GIVE IT TIME TO THE MASTER PLANNING PROCESS IF YOU WILL FOR DISTRICT PLANNING.

SO BOTTOM LINE IS SPEEDING UP THE CRITICAL AND TAKE OUR TIME DATA WITH THE DISTRICT PLANNING AND CAREFUL CONSIDERATION WITH PUBLIC INPUT. THANK YOU MR. AND I LOOK PHASE FIRE IS AND SUBDIVIDED INTO TWO SECTIONS THE THREE I SEE AS BEING INCREDIBLY IMPORTANT TO THE PUBLIC EXTERNAL A REVIEW OF ALL ALAMO CHAPTERS REVIEW OVERALL ORGANIZATION REVIEW OF USER FRIENDLINESS OF THE CODE WHAT COMES TO MY MIND IS AN IDEA THAT WE MOVE FORWARD AND GET CLOSER AND CLOSER TO HAVING WE MIGHT CONSIDER A DRAFT DOCUMENT.

WE MIGHT ACTUALLY INVITE THE PUBLIC THE PEOPLE WHO USE THE DOCUMENT TO COME IN AND ACTUALLY TRY TO PROCESS AN APPLICATION WITH THE ORGANIZATION OF THE NEW ALAMO AND THE REQUIREMENTS JUST TO SEE WHAT HAPPENS AND ASK TO ALIGNMENT WITH OUR PLAN AND MITIGATION OF OUTCOMES GROWTH FRAMEWORK AND DISTRICT PLANNING INITIATIVES THOSE ARE REALLY

[00:30:07]

INTERNAL ALTHOUGH THE PUBLIC OBVIOUSLY HAS BE INVOLVED WITH DISTRICT PLANNING AND GROWTH FRAMEWORK BUT I'M JUST EMPHASIZING THAT IN FIRST THREE ITEMS TESTING IT BEFORE YOU COME TO COUNCIL AND SAY WE THINK THIS WILL WORK, IT WOULD BE MUCH BETTER I THINK IF YOU WERE ABLE TO SAY AND WE'VE TESTED IT LOOKS GOOD SO ANY LAST MINUTE COMMENTS BY MR. BRYSON ONE LAST TIME YOU GET ONE LAST TIME THANK YOU TO THE STAFF FOR THIS WORK.

APPRECIATE IT. IT'S A MONUMENTAL UNDERTAKING AND WE DO APPRECIATE THAT AND THANK YOU FOR BEING SENSITIVE TO OUR COMMENTS THAT WE ARE RECEIVING AND BEING FROM THE PUBLIC. SO THANK YOU SIR. THANK YOU, MS..

GRAYSON. I WILL ADD TO THAT OUR APPRECIATION OF YOU AND THE STAFF WHO HAVE BEEN WORKING ON THIS TIRELESSLY. I'M VERY MUCH AWARE OF THE COMMITMENT YOU MAKE ON A DAILY
