GOOD MORNING.

YEAH, GOOD MORNING.

GOOD MORNING.

BE THE NEW ONES.

THEY OBVIOUSLY GOT THEIR OWN PERFORMERS OUT TO GOOD, EVERYBODY.

IT DOESN'T SEEM EMAILS AND CALLS HOME.

GET UNRETURNED.

HELLO.

UM, IS, ARE THE MICS ACTIVATED? YES, SIR.

ALL TESTING, TESTING.

CAN YOU, CAN YOU HEAR ME? YES, SIR.

CAN YOU HEAR ME BACK THERE? YES.

OKAY.

UH, I DON'T KNOW IF IT'S THE MIC OR MY, MY LOUD VOICE, UM, BUT EITHER WAY, AS LONG AS YOU CAN HEAR ME.

THANK YOU EVERYONE FOR COMING.

UM, THIS IS THE FIRST SOLO MEETING WITH OUR NEW BOARD MEMBERS FROM PORT ROYAL AND BEAUFORT WELCOME.

AND, UH, WE LOOK FORWARD TO A, A GREAT SOLO FOR THE NEXT, UH, COMING YEARS.

UM, SO WE HAVE THE AGENDA AND WE'RE GONNA GO RIGHT INTO IT AS WE TYPICALLY DO.

UM, AND WE'RE GONNA START WITH MR. BRAD MUL, WHO'S GONNA GIVE US AN UPDATE ON THE, UH, REGIONAL HOUSING TRUST FUND.

GOOD MORNING, EVERYONE.

UH, SINCE WE CAME TO YOU FOR OUR, AFTER OUR FIRST 90 DAYS, I JUST WANTED TO COME BACK TO YOU AND GIVE YOU AN UPDATE, UM, ON SOME OF THE ACTIVITIES OF THE, UH, ADVISORY BOARD WITH THE HOUSING TRUST FUND.

UM, SINCE THOSE FIRST 90 DAYS, OF COURSE, WE HAD OUR OFFICIAL, UH, LAUNCH ON JANUARY THE 11TH, WHICH MANY OF YOU, UH, WAS IN ATTENDANCE, UH, FOR THAT EVENT.

UH, OUR BOARD MEMBERS, UH, MET FOR, UH, THREE TIMES ALREADY WITH THE NEXT BOARD MEETING BEING NEXT MONTH, UH, MARCH 20TH.

UH, WE DO, UH, HAVE, HAVE A NAME, UM, AND IT IS THE BEAUFORT JASPER HOUSING TRUST.

UH, OF COURSE, THE, UH, ADVISORY BOARD TOOK INTO CONSIDERATION, UM, SOLO'S, UM, SELECTION AND AS WELL AS, UH, COMMUNITY WORKS.

UH, DIRECT COMMUNICATIONS DIRECTOR, UH, VIRGINIA, SHE WORKED WITH THE BOARD TO ALSO PROVIDE THEM, UH, THREE TO FOUR OTHER NAMES.

THEY CONSIDERED, UH, UM, INDIGO BLUE HOUSING TRUST, UH, HOUSING TRUST OF SEA ISLAND, UH, TABBY, TABBY HOUSING TRUST, AND SOUTH CAROLINA, UH, COASTAL, UH, HOUSING TRUST.

UH, BUT AGAIN, THEY, UM, DECIDED ON BEAUFORT, JASPER HOUSING TRUST.

UH, SOME, THESE ARE JUST SOME OF OUR OTHER ACTIVITIES, ACTIVITIES OF THE BOARD THAT THEY, UM, WAS DOING SINCE THE, UH, SINCE THE LAUNCH.

UH, ONE OF THOSE ACTIVITIES IS OF COURSE, UH, I WORKED WITH THE BOARD AND, UH, WITH TAMMY TO COMPLETE OUR JURISDICTIONAL INTERVIEWS.

SO I HAD OPPORTUNITY TO SIT WITH MANY OF YOUR, UH, UH, STAFF MEMBERS, UM, TOWN MANAGERS TO DISCUSS, UM, YOUR PRIORITIES, UH, GOING FORWARD, UM, AND WHAT IT IS THAT YOU SEE, UM, AS GETTING FROM THE HOUSING TRUST FUND.

UM, ALSO JUST WANTED TO MENTION THAT THE BOARD, UH, THE ADVISORY BOARD IS ALSO MOVING FORWARD TO TAKE A LOOK AT SOME OF THOSE, UH, SUGGESTIONS THAT WAS PUT FORWARD FROM THOSE JURISDICTIONAL, UM, INTERVIEWS.

UH, FOR EXAMPLE, ONE OF THE THINGS THAT THEY WANT TO DO, WHICH WAS SUGGESTED AS, UH, IS TO TALK WITH, UH, ANGELA WITH BUFORD HOUSING AUTHORITY, UM, AND GET A BETTER UNDERSTANDING OF HER, UH, VOUCHER PROGRAM.

UH, WE AL THEY ALSO, UH, WORKED ON, UH, UH, DEVELOPING A PIPELINE OF POTENTIAL PROJECTS, UH, TO FUND.

UH, WE MET WITH, UH, 11 DEVELOPERS.

OF COURSE, SOME OF THOSE DEVELOPERS THAT WAS AT THE JANUARY 11TH LAUNCH WAS INTERESTED.

AND, UH, WE SET UP TIME TO DISCUSS, UH, THE HOUSING TRUST FUND WITH THEM.

UH, SO WE MET, UH, TOTAL OF 11 DEVELOPERS, SO FORTH TO DISCUSS, UH, SOME OF THESE DEVELOPERS.

UM, FOR EXAMPLE, OUR, UM, PASTORS IN THE AREA, WE, ONE OF THE EVENTS THAT WE HAD ONLINE, UH, WAS A FAITH-BASED INTENSIVE, UH, A LIVE, LIVE EVENT, UH, WHERE WE HAD A, UH, CONSULTANT COME IN AND SPEAK TO AREA PASTORS ON HOW THEY CAN USE THEIR PROPERTIES, UM, TO BUILD AFFORDABLE HOUSING.

SO WE HAD A LOT OF FAITH-BASED, UH, UH, PASTORS AND, UH, ORGANIZATIONS THAT WAS INTERESTED, UM, IN, IN HAVING THAT TYPE OF CONVERSATION.

WE ALSO MET, FOR EXAMPLE, WITH SEA PINES, UH, LOW COUNTRY HABITAT FOR HUMANITY.

UM, WE ALSO MET WITH A COUPLE OF, UH, PRIVATE LANDOWNERS FROM OUT OF, UH, HILTON HEAD, WHO'S ALSO INTERESTED IN DOING SOME AFFORDABLE HOUSING ON THEIR PROPERTY.

UH, THE, THE, UH, ADVISORY BOARD ALSO, UH, AS OF YESTERDAY'S MEETING, UH, ADOPTED THEIR BYLAWS.

UH, THERE WAS AN AD HOC COMMITTEE, UH, FORMED AMONG, AMONG THE, UH, BOARD MEMBERS.

UM, SO THEY ADOPTED THE BYLAWS.

UH, ANOTHER, UH, ACTIVITY THAT THEY, THAT IT WAS ALSO, UM, COMPLETED ON YESTERDAY AS THE, UH, BOARD VOTED ON THE TOP FIRE, TOP FIRE PRIORITIES OF THE HOUSING TRUST FUND.

UM, AGAIN, THOSE ARE TO DEVELOP, UH, FURTHER DEVELOP THAT PIPELINE.

AS I MENTIONED EARLIER, UM, OUR PERSPECTIVE DEVELOPERS TO WORK WITH, UH,

[00:05:01]

PROJECT PRIORITIZATION, UH, ASSET SURVEY, UM, INCENTIVES, UH, AND THEN JUST, UH, UH, FUNDING.

AND, UH, ALSO THEY REVIEWED, UH, THE BUDGET AS WELL ON YESTERDAY.

UH, THE BOARD ALSO APPROVED INITIAL PROJECT EVALUATION, UH, BASED, UH, UM, ON PROCESS AND OFFICIAL R RFP LAUNCH AS WELL, UH, WAS VOTED ON YESTERDAY.

UH, JUST A FEW AREAS OF CONSIDERATION, UM, BEING SET BY THE BOARD, UH, FOR PROJECT EVALUATION IS, UH, SELECTING, UH, MAKING SURE THAT THAT PROJECT FALLS WITHIN THE AGREED UPON, UM, AMI SET, SET BY THE PARTNERS.

UM, THEY'RE ALSO LOOKING INTO, FOR EXAMPLE, UH, SITE READINESS AND ALSO, UM, HOW SHOVEL READY, UM, IS A PARTICULAR PROJECT.

WE ALSO HAD, UH, SENATOR DAVIS, UH, UH, COME IN YESTERDAY, WHICH, WHICH WAS A, A GREAT TALK WITH HIM.

HE WAS ABLE TO UPDATE THE, UH, ADVISORY BOARD ON SOME OF THE, UH, UM, ACTIVITIES IN THE STATE HOUSE.

UH, FOR EXAMPLE, HE ASKED FOR A ONE TIME, UH, BUDGET REQUEST OF 5 MILLION FOR THE HOUSING TRUST FUND.

UM, HE ALSO, ALONG WITH THAT, ASKED FOR, UH, $2 MILLION, UH, ONE TIME, 2 MILLION BILLION, $2 MILLION FOR THE, UH, HILTON HEAD HABITAT FOR HUMANITY FOR SOME PROPERTY THEY HAVE IN JASPER COUNTY.

UM, AND THOSE AGAIN ARE JUST, UH, ONE TIME, ONE TIME SEED MONEY.

UM, AGAIN, HE'S LOOKING AS FAR AS A REOCCURRING FUND.

HE'S LOOKING INTO, UH, BILL S 2 84, UH, WHICH IF, UH, AGAIN, AS MENTIONED, IF, UM, LOCAL MUNICIPALITIES, UH, DECIDED TO DO SO THAT THEY CAN USE ATAC AND H TAX, UH, MONEY TOWARDS AFFORDABLE HOUSING.

SO WHAT ARE SOME OF OUR, UH, NEXT STEPS? UH, WE WANT TO FINAL, NOW THAT WE HAVE A NAME SET IN PLACE AS OF YESTERDAY, WE CAN NOW FINALIZE, UM, UH, THE PAPERWORK THAT GOES WITH, UH, ESTABLISHING THE HOUSING TRUST FUND AS A NON-PROFIT, UH, FINALIZE OTHER LEGAL, UM, INCORPORATION, PAPERS, PAPERS, UM, AND FINALIZED IN A LETTER OF INTENT, UH, PROCESS.

AND, UH, MAKE THE OFFICIAL LAUNCH OF, OF THE, UH, R F P, UH, WHICH WE HAVE, UH, SET TO GO OUT IN NO LATER THAN MARCH, UH, WITH, UH, UH, JUNE AS A GOAL IN MIND TO ACTUALLY START RECEIVING APPLICATIONS.

AND I HAVE, IF YOU HAVE ANY QUESTIONS, UM, I'M AVAILABLE TO ANSWER ANY QUESTIONS.

IF YOU HAVE ANY, ANYONE FROM THE BOARD HAVE QUESTIONS FOR BRAD.

THE 11 DEVELOPERS THAT YOU, THEY, SO THOSE DEVELOPERS, UM, THOSE, THOSE DEVELOPERS WAS BASICALLY THOSE WHO REACHED OUT TO US BECAUSE THEY'VE HEARD FROM THE, UH, FROM THE INITIAL LAUNCH THAT WE HAD ON 11TH AND AGENDA THROUGH SOME OF THE PUBLICITY THROUGH, UH, THE POSTON CURRY AND ALLEN PACKET, UH, UM, UM, PUBLICATIONS OR ARTICLES THAT THEY REACHED OUT TO US.

AND AS WELL AS JUST, UH, ATTENDING SOME OF THE, OF THESE LOCAL MEETINGS PREVIOUSLY.

UH, THEY KNOW THAT WE ALREADY HAD THE LAUNCH.

AND, UH, SO THEY REACHED, THOSE 11 DEVELOPERS REACHED OUT TO US.

RIGHT.

MAYOR, UM, BRAD, GOOD UPDATE.

WE ALL HAVE, UM, APPOINTEES TO THIS COMMITTEE.

SO I HAVE TWO QUESTIONS.

YES.

AT WHAT POINT DO YOU THINK, UM, SO LOCO'S APPOINTEE, I KNOW YOU AND VICKY HAVE WORKED OUT THIS YES.

SO THANK YOU.

BUT OUR INDIVIDUAL TOWNS APPOINTEE, WHEN IS A GOOD TIME FOR THEM TO COME AND GIVE US AN UPDATE AT A TOWN AND COUNTY LEVEL? SO THAT'S ONE THING.

AND ALSO, WHERE IS, IS THERE MATERIAL AND HOW WOULD YOU SUGGEST WE CONNECT YOU WITH DEVELOPERS? BECAUSE IF PEOPLE ARE REACHING OUT TO YOU MM-HMM.

, THEY'VE SEEN IT IN THE NEWS, BUT HOW CAN WE ADD TO THAT LIST AND GET THIS INFORMATION IN THESE POTENTIAL AFFORDABLE HOUSING BUILDERS TO GET TO YOU? YEAH.

AND THEN ARE YOU KEEPING A LIST OF ALL OF THEM? YES.

SO WE CAN HAVE A CONSTANT LIST.

OKAY.

GOOD.

GOOD QUESTIONS.

GOOD QUESTION.

UM, BUT YES, AS FAR AS ANSWERING YOUR QUESTION WITH, UH, AS FAR AS DEVELOPERS THAT YOU ALL MAY COME IN CONTACT WITH, UM, AGAIN, IS IF YOU CAN WANNA REACH OUT TO MYSELF OR REACH OUT TO THE REPRESENTATIVES THAT YOU ALL, UM, HAVE IN PLACE FOR EACH MUNICIPALITY.

UH, AND WE ARE KEEPING A, A LIST OF THOSE.

UM, UH, WE HAVE AN SALES SHEET AND, UH, UM, UH, FOLDER SPECIFICALLY JUST FOR DEVELOPERS, UH, THAT WE REACH OUT TO MAKING SURE THAT WE STAY IN CONTACT, COMMUNICATION WITH THEM, UM, TRACK HELPING THEM TRACK THEIR PROJECTS, AND IF ALSO THEY'VE NEEDED SOME TYPE OF TECHNICAL ASSISTANCE, UH, KIND OF ON THE BACK END, HELP THEM, UH, BASICALLY GET READY TO APPLY, UM, AND TO LOOK FORWARD TO OUR, UH, APPLYING FOR OUR RFP THAT'S GONNA COME OUT.

UM, AND AS FAR AS THE, UH, REPRESENTATIVES, AS FAR AS SPEAKING TO COUNSEL, AND I KNOW MANY OF THEM EXPRESSED YESTERDAY, UM, IN THAT MEETING THAT NOW WE HAVE SOMETHING KIND OF TO REPORT BACK.

AND SO I WOULD SAY AS OF AS OF TODAY, THEY, YOU ALL CAN SCHEDULE THOSE TIMES FOR THEM TO SPEAK TO YOU, TO COUNSEL.

[00:10:01]

YES.

MAYOR MARY, WELL, BRAD, YOU, YOU, YOU'RE NOT LETTING GRASS GROW UNDER YOUR FEET.

THAT'S, THAT'S IMPRESSIVE AMOUNT OF WORK IN, IN 90 DAYS.

SO THANKS TO YOU AND THE ADVISORY COMMITTEE FOR, FOR JUMPING ON AND RUNNING.

UM, WOULD IT BE POSSIBLE FOR YOU TO SEND OUT THE ADOPTED BYLAWS, THE PRIORITIES, AND THE PROJECT EVALUATION PROCESS TO THE, TO THE MEMBERS? I THINK IT MIGHT BE HELPFUL FOR US TO REVIEW, JUST TO UNDERSTAND WHERE THE, WHERE THE GROUP IS GOING.

GOOD.

YES.

UH, ALL THAT WAS IN THE PACKET YESTERDAY IS I'LL MAKE SURE THAT'S SENT OUT TO YOUR REPRESENTATIVES AND THEY, THEY CAN, UH, FORWARD IT TO YOU.

THANK YOU.

YES.

UM, SOKO REMINDED ME THAT, UM, THERE ARE TWO JURISDICTIONS RIGHT NOW THAT HAVE, UM, A TAB ON THEIR WEBSITE FOR SO LOCO, UH, BUFFIN AND HARDY BILL.

I THINK OUR HARDY BILL ONE IS A LITTLE, UH, BEHIND IN PUTTING ALL THESE PRESENTATIONS UP.

BUT I WAS GO, I WOULD SUGGEST, SINCE WE HAVE A NEW GROUP HERE, UH, TWO THINGS.

NUMBER ONE, THAT EACH JURISDICTION CREATE A TAB ON THEIR WEBSITE FOR SO LOCO, AND PERHAPS IT MIGHT NOT BE A BAD IDEA IF WE ALL CREATE A SEPARATE TAB FOR THE REGIONAL HOUSING TRUST FUND OR THE BEAUFORD JASPER HOUSING TRUST.

UM, THAT MIGHT NOT BE A BAD IDEA.

AND THEN BRAD, THIRDLY, THESE UPDATES, IF YOU COULD SEND THEM, UH, AT LEAST TO EVERY, TO EVERYONE, SO IF THEY DO CREATE THOSE TABS, THEN I'LL WORK WITH HARDY BILL.

UM, THEY'LL EITHER GO ON THE SOLO OR WE'LL CREATE THE HOUSING TRUST TAB, OR BOTH.

OKAY.

SO PLEASE SEND THIS TO ALL JURISDICTIONS.

GOOD.

IF PLEASE.

AND JUST ALSO MENTION, SINCE YOU MENTIONED PLACING THE TABS ON EACH, UH, MUNICIPALITIES WEBSITE, WHICH IS A GREAT IDEA.

UM, COMMUNITY WORKS ALSO HAS A TAB AS WELL FOR THE HOUSING TRUST FUND.

AND SO I CAN GET WITH, UH, UH, VICTORIA, I MEAN, I WAS VIRGINIA, WHICH IS OUR COMMUNICATIONS DIRECTOR FOR COMMUNITY WORKS.

AND, UH, HAVE HER WORK WITH YOU ALL, EACH MUNICIPALITY ON SETTING UP A, UH, TAB THAT'S KIND OF, MAY GO ALONG WITH WHAT SHE'S ALREADY HAS IN PLACE.

AND THAT'LL BE GOOD.

SO, WHEN, AS MAYOR SALKA SAID, IF SOMEBODY, IF A DEVELOPER CONTACTS US, WE CAN JUST DIRECT THEM RIGHT TO THE WEBSITE.

EVENTUALLY THEY'LL BE WHATEVER APPLICATION YOU HAVE, WE'D JUST SAY, GO TO THE WEBSITE, GO TO THE TAB, AND ALL THE INFORMATION'S THERE.

YES, I WOULD DON'T SEND IT TO THE APPOINTEE, CUZ THEY'RE NOT REALLY, A LOT OF THEM AREN'T RELATED TO THE TOWN.

SO IN OUR INSTANCE, COURTNEY WOULDN'T KNOW HOW TO DO IT.

SO I WOULD SUGGEST GOING TO TOWN MANAGERS.

OKAY.

GOTCHA.

YEAH.

GOTCHA.

GOOD IDEA.

OKAY.

ANY OTHER QUESTIONS, UH, FOR BRAD? ANY QUESTIONS FROM THE PUBLIC? YES, SIR.

MAYOR, I HAVE, WHAT'S YOUR NAME, SIR? DAN WOOD.

I'M HERE ON BEHALF OF LISA AND FRED.

UM, GOOD MORNING.

THE ONLY QUESTION I HAD WAS, THERE'S ONLY 3.2 MILLION AND TO GET THIS THING STARTED, UM, WE DON'T HAVE THE 5 MILLION PROPOSED BY SENATOR DAVIS.

SO THERE'S GONNA HAVE TO BE A LIMIT DECIDED ON HOW MUCH YOU'RE GOING TO ALLOW BRAD.

UH, OTHERWISE TWO OR THREE PROJECTS, WE'D EAT UP THE FUNDS VERY QUICKLY.

HAVE, HAVE Y'ALL HAD DISCUSSIONS ON ABOUT ESTABLISHING A FLOOR? A MINIMUM? YES.

THE, UH, UH, THE ADVISORY BOARD HAS HAD THOSE DISCUSSIONS.

UM, AGAIN, THEY WANT TO BE ABLE TO MAKE SURE THAT, AND THAT'S ONE OF THE REASONS FOR SETTING UP THAT, UH, PROJECT CRITERIA.

AND IT'S JUST A DRAFT, UH, A DRAFT DOCUMENT AT THIS POINT.

UH, BUT AGAIN, I'LL MAKE SURE THAT THEY CONTINUE TO KEEP THAT IN IN MIND AS FAR AS, UH, MAKING SURE THAT THE FUNDS THAT'S, THAT'S IN PLACE NOW, AS YOU MENTIONED, THE $5 MILLION, WE DON'T HAVE THAT, BUT THE FUNDS THAT'S IN PLACE NOW, MAKING SURE THAT THOSE ARE USED, UH, AS EFFICIENTLY AS POSSIBLE.

OKAY.

THANK YOU.

UM, JUST ONE LAST THOUGHT.

WHENEVER THAT FIRST PROJECT STARTS, IT SAYS, APPROVED BY JUNE.

LET'S MAKE IT A BIG BLOWOUT.

OKAY.

LET'S MAKE IT A BIG DEAL.

OKAY.

UM, NOW WE, WE'VE ASKED THE JURISDICTIONS TO, UH, GIVE US AN UPDATE, UH, SO WE'RE ALL AWARE OF WHAT CAPITAL PROJECTS ARE HAPPENING IN EACH JURISDICTION.

UH, WE ASKED FOR, UH, TO, UH, DO TODAY AND TAKING IN ALPHABETICAL ORDER.

UH, WE'RE GONNA START OFF WITH BEAUFORT COUNTY.

SO OUR, OUR PRESENTATION WILL BE BROKE DOWN IN TWO PARTS.

UH, ERIC LARSON, OUR COUPLE IMPROVEMENTS, UH, PROGRAM DIRECTOR WILL LEAD OFF.

AND THEN WE'LL LET JERRY LET US FINISH UP WITH THE TRANSPORTATION PIECE.

[00:15:21]

EVERYBODY HEAR ME OKAY? IS THAT, IS IT WORKING? OKAY.

OKAY.

EVERYBODY HEAR ME? OKAY? YES, DEFINITELY, UH, HONOR TO BE HERE TODAY.

I APPRECIATE IT.

IT'S BEEN A WHILE.

I THINK THE LAST TIME I WAS BEFORE THIS GROUP WAS FOR THE REGIONAL STORMWATER MANUAL, AND, UH, I KNOW KIM AND, AND MY COLLEAGUES TOOK THAT THING TO THE FINISH LINE AFTER I LEFT.

AND, AND I'M VERY PROUD OF THAT WORK.

IT'S GOTTEN TONS OF AWARDS.

SO, UH, BACK TO YOU TODAY IN A NEW ROLE, CAPITAL PROJECTS DIRECTOR FOR BEAUFORT COUNTY.

AND I'M GONNA QUICKLY TALK ABOUT OUR PROCESS, AND THEN I'M GONNA COVER THE NON TRANSPORTATION RELATED CAPITAL PROJECTS.

I KNOW THERE'S SEVERAL PEOPLE BEHIND ME, SO I'LL BE VERY BRIEF WITH MY COMMENTS.

AND THEN JARED'S GONNA COME UP AND TALK ABOUT OUR TRANSPORTATION PLAN.

SO ON THE NEXT SLIDE, WE HAVE, UH, JUST TO GIVE YOU A FOUNDATION, WE HAVE A POLICY DOCUMENT THAT BASICALLY EXPLAINS OUR CAPITAL PROGRAM AND HOW WE'RE GONNA DO IT.

AND THEN WE HAVE THE PROGRAM DOCUMENT THAT IMPLEMENTS, GIVE US THE DIRECTIONS FOR IMPLEMENTATION OF THAT PROGRAM, UH, THROUGH THE PROCESS OF, UH, IDENTIFYING PROJECTS, RANKING PROJECTS, PUTTING THOSE INTO DESIGN AND ULTIMATELY CONSTRUCTION.

NEXT SLIDE, UH, KIND OF SHOWS THAT.

SO EVERY YEAR WE STARTED THIS LAST YEAR, UH, WE WILL HAVE A CALL FOR PROJECTS WITH OUR DEPARTMENT HEADS.

UH, WE'LL COLLECT THOSE.

WE FORM A COMMITTEE OF DEPARTMENT HEADS WITH A VESTED INTEREST, THE STAKEHOLDERS, THE ONES WITH THE PROJECTS THEY GET TOGETHER.

AND AS A GROUP, WE'LL PRIORITIZE AND SCORE THESE, UH, PROJECTS.

WE PUT 'EM IN THE THREE GROUPS.

WE HAVE THE FULLY FUNDED PROJECTS, THE PARTIALLY FUNDED, AND THE UNFUNDED.

AND, YOU KNOW, THOSE DEFINITIONS MAKE COMMON SENSE.

FULLY FUNDED ARE GOING THROUGH CONSTRUCTION.

THEY'RE IN PROGRESS.

PARTIALLY FUNDED TYPICALLY IS DESIGN MONEY ONLY, MAYBE SOME CONSTRUCTION MONEY FOR OUR FIRST PHASE OR SO, BUT NOT COMPLETELY FUNDED.

AND THEN WE HAVE ALL THE UNFUNDED.

ONCE WE DO THAT, WE PAIR IT UP WITH THE REVENUE PROJECTIONS AND WE COME UP WITH A CAPITAL PLAN.

NEXT SLIDE.

UH, THIS IS OUR CURRENT, UH, FISCAL YEAR PROJECTS THAT ARE IN PROGRESS.

AS YOU LOOK THROUGH THOSE, YOU'RE GONNA SEE A COMMON THEME.

A LOT OF OUR PROJECTS ARE RELATED TO FACILITY REHABILITATION, ROOFS, H V A C, UPGRADES, RE UH, DIFFERENT RENOVATIONS.

WE DO HAVE NEW CONSTRUCTION IN THERE.

AND THEN AGAIN, JARED'S GONNA TALK ABOUT THIS DOESN'T INCLUDE THE ROAD PROJECTS JAR.

JARED'S GONNA GET THOSE IN A SECOND.

ON THE NEXT SLIDE.

UH, DRAFT DRAFT, DRAFT DRAFT SEVERAL TIMES HADN'T BEEN APPROVED YET.

UH, THIS IS, IS OUR CURRENT PROJECTION.

THIS IS WHAT WAS SUBMITTED.

THIS IS OUR CURRENT DRAFT, C I P PLAN FOR 24.

GOING FORWARD, WE'RE DOING A THREE YEAR PLAN.

UH, YOU SEE THE REQUEST THAT FY 23 COLUMN IS THAT STUFF THAT'S CURRENTLY IN PROGRESS.

AND WE'LL CONTINUE TO ROLL OVER INTO FY 24.

AND THEN YOU SEE THE MONEY GOING, YOU SEE THE REQUEST IN DOLLAR SIGNS FOR THE FIRST THREE YEARS.

I WANT TO POINT OUT THAT OUR, WE HAVE IDENTIFIED 670 MILLION WORTH OF NEEDS, FAR EXCEEDS OUR AVAILABLE REVENUE.

THAT'S 203 PROJECTS.

LAST YEAR WE WERE AT 137.

WE HAD 459 MILLION IN IDENTIFIED PROJECTS.

AS WE CONTINUE TO FINISH ALL THESE MASTER PLANS WE HAVE GOING ON BOAT, LANDINGS, LIBRARIES, TRANSPORTATION, FACILITIES, PARKS, WE'RE BUILDING THESE MASTER PLANS.

WE'RE IDENTIFYING NEEDS.

WE'RE COMING UP WITH LONG RANGE PLANS, AND OUR NEEDS CONTINUE TO GROW AS A RESULT OF THAT.

NEXT SLIDE.

UH, I PUT THESE TOGETHER JUST BECAUSE I THOUGHT IT WAS VERY INTERESTING TO SHOW THIS FIRST SLIDE.

YOU SEE OUR BREAKDOWN OF ALL OF OUR CAPITAL PROJECTS BY DEPARTMENT OR TYPE.

AND LAR OUR FAR LARGEST PIECE IS TRANSPORTATION, WHICH IS WHY JARED'S GONNA SPEAK SPECIFICALLY ABOUT TRANSPORTATION.

ON THE NEXT SLIDE, IF YOU TAKE TRANSPORTATION OUT OF THE MIX, YOU START TO SEE A LITTLE BIT MORE EVEN DISTRIBUTION.

BUT WE STILL HAVE ONE HUGE PIECE OF PIE.

THAT'S OUR PARKS AND RECREATION DEPARTMENT.

THEY HAVE, UH, THE NEXT LARGEST CHUNK OF MONEY WITHIN OUR CAPITAL PLAN.

AND WHEN YOU STRIP THEM AWAY ON THE NEXT SLIDE, YOU START TO SEE A LITTLE BIT MORE EVEN DISTRIBUTION AMONGST, UH, ALL OF OUR OTHER DEPARTMENTS AND CAPITAL NEEDS, UH, THROUGHOUT THE COUNTY.

ON THE NEXT SLIDE, UH, I'M NOT GONNA GO OVER THESE IN DETAIL.

THE POWERPOINT IS HERE.

I'M SURE IT'LL BE DISTRIBUTED AFTERWARDS.

FOR SAKE OF TIME, I'M NOT GONNA TALK ABOUT EVERY PROJECT.

BUT YOU WILL NOTICE DURING OUR, IN OUR CURRENTLY FULLY FUNDED PROJECTS THAT ARE IN PROGRESS ARE GONNA BE STARTED NEXT YEAR AND ARE FULLY COMMITTED, YOU WILL SEE A COMMON THEME OF A LOT OF RE RENOVATION AND REHABILITATION OF OUR FACILITIES, A LOT OF EXPANSION AND REHABILITATION OF OUR PARK FACILITIES, UH, TRANSPORTATION AS AS WELL.

AND THEN, UM, YOU SEE OUR ARPA FUNDING NEAR THE BOTTOM.

MOST OF OUR ARPA FUNDING THAT'S LISTED AS CAPITAL NEEDS ARE RELATED TO COMMUNITY SERVICES IN SOME FORM OR FASHION.

ON THE NEXT SLIDE IS OUR PARTIALLY FUNDED

[00:20:01]

LIST.

THERE'S TWO SLIDES OF THESE.

AGAIN, THE COMMON THEME IS CONTINUING TO UPGRADE AND REHABILITATE OUR EXISTING FACILITIES WITH SOME EXPANSIONS.

WE HAVE A COUPLE OF GOOD PROJECTS, INCLUDING THE ONE AT THE VERY TOP FOR OUR EMS STATION.

UH, AND THEN ON THE FINAL SLIDE, YOU SEE OUR FACILITIES MANAGEMENT AGAIN, YOU SEE GENERATORS, ROOFS, H V A C.

UH, WE'RE SPENDING A LOT OF TIME ASSESSING OUR NEEDS WITH OUR FACILITIES PLAN AND ADDRESSING OUR LONG TERM NEEDS AND DEFERRED MAINTENANCE NEEDS.

THE NEXT FEW SLIDES, UH, I'LL FINISH ON THIS ONE, THEN I'LL HAND IT OVER TO JARED.

THIS IS THE RESULTS OF OUR RANKINGS.

THEY'RE IN FOUR CATEGORIES, A, B, C, D, AND PRIORITIES OUR PRIORITY A'S ARE HIGHLIGHTED.

AND AGAIN, YOU SEE, UM, A NEW FACILITY, A REHAB OF A MAJOR FAC SET OF FACILITIES AND PARKS, AND YOU SEE TRANSPORTATION PROJECTS.

AND I'LL LET, UH, UH, I'LL, I'LL LET YOU FLIP THROUGH THE REMAINDER, JUST REALLY SLOWLY ON THE UNFUNDED AND SEE THE LONG LIST OF PROJECTS THAT WE'VE IDENTIFIED.

AND THEN I'M GONNA HAND IT OVER TO JARED TO FINISH UP WITH THE TRANSPORTATION PARK.

ALL RIGHT.

CAN YOU HEAR ME? GOOD? AND YOU CAN JUST KEEP SCROLLING.

THERE'S, UH, RIGHT HERE IS WHERE WE CAN PICK UP WITH ROADS.

SO BASICALLY WHERE WE LEFT OFF LAST YEAR, LAST JANUARY, COUNTY COUNCIL ESTABLISHED A TRANSPORTATION ADVISORY COMMITTEE IN PREPARATION FOR A POTENTIAL SALES TAX, TRANSPORTATION SALES TAX LAST NOVEMBER.

UH, WE ALL KNOW THAT THAT ONE GOT PUT ON HOLD AND WE DID THE GREEN SPACE.

BUT THE WORK PRODUCT THAT THAT COMMITTEE DID WAS VERY, UH, A GOOD WORK PRODUCT THAT I THINK CHECKED THE BOXES AS A REGION.

THERE WAS PROJECTS THERE SPECIFIC TO COMPLETE SOME OF THE OLD PROJECTS THAT WE HAVE ON THE 18 SALES TAX THAT SOME THAT ARE UNDERFUNDED, UH, AS WELL AS SOME NEW PROJECTS THROUGHOUT THE MUNICIPALITIES AND THROUGHOUT THE COUNTY AT LARGE.

AND THEN SEVERAL LARGE BUCKETS ARE PROGRAMS OF PROJECTS.

SO THE BUCKETS ARE PROBABLY THE MOST INTERESTING PIECE BECAUSE OVER THE NEXT 10 YEARS, WE KNOW WE'LL HAVE SAFETY CONCERNS.

WE KNOW WE'LL HAVE RESURFACING CONCERNS.

WE MAY NOT KNOW EXACTLY TODAY WHERE THAT IS.

UH, SO WE'VE CREATED THE FLEXIBILITY IN THAT, UH, PROGRAM FOR THIS.

SO, UH, AS WE ARE MOVING FORWARD, THIS IS OUR JUMPING OFF POINT.

SO RATHER THAN CREATE A NEW, UH, PLAN OF ATTACK, WE'RE USING THE PLAN OF ATTACK THAT WAS CREATED BY THAT COMMITTEE AS OUR JUMPING OFF POINT.

UH, EVEN THOUGH WE, WE DIDN'T GO OUT WITH TRANSPORTATION COUNTY COUNCIL DID PROVIDE SOME INVESTMENT FUNDING FOR STAFF TO GET STARTED ON SOME OF THESE PROJECTS.

SO IF YOU GO TO THE NEXT SLIDE.

SO THIS IS KIND OF OUR, OUR LINEUP BASED OFF THE WORK PRODUCT FROM THET COMMITTEE.

SO, UH, FIRST ONE IS SC ONE 70 NEAR TERM, AND I GUESS THIS ONE TAKES INCEPTION.

THIS ONE WASN'T SPECIFICALLY CALLED OUT IN THAT, IN THAT SCOPE OF PROJECTS.

THE LARGER ONE 70 WAS, BUT WE'RE GETTING STARTED ON THE SMALLER ONE.

AND WE'RE COORDINATING THAT ONE'S ACTUALLY BEING COORDINATED THREE WAYS AND FUNDED THROUGH BEAUFORT COUNTY.

JASPER COUNTY AND CITY OF HARDY VILLE ARE SHARING THE COSTS FOR A 3 MILLION PROJECT ON THE NEAR TERM.

WHAT THAT ONE INCLUDES IS IMPROVEMENTS AT KEY INTERSECTIONS FROM ONE 70 OR FROM 2 78 TO 4 62.

THE MAJOR IMPROVEMENT BEING SOME IMPROVEMENTS THERE AT 2 78 AND ONE 70 INTERCHANGE, UH, OBVIOUSLY THAT'S WHERE WE HAVE A LOT OF OUR CRASHES.

PROBABLY ONE OF THE MOST DENSELY POPULATED CRASH AREAS IN THE ENTIRE COUNTY.

SO THIS, WHAT WE INTEND TO DO, UH, IS TO MAKE THAT SYSTEM FLOW A LITTLE BIT BETTER.

THIS IS, AGAIN, A SHORT TERM.

THERE'S NO WIDENING ASSOCIATED WITH THIS, JUST WITHIN THE EXISTING EXISTING FOOTPRINT THAT WE HAVE.

ONE THING SPECIAL IS WE WERE ABLE TO COORDINATE WITH D O T.

SO D O T HAD A PAVING PROJECT COMING UP, BUT IT WAS A YEAR AFTER WHEN WE WOULD DO THIS PROJECT.

SO WE'VE BEEN ABLE TO COORDINATE THE TIME SCHEDULES.

AND SO WE WILL, IN ADDITION TO RESURFACING SOME OF THE ROAD ON ONE 70 BELOW THE BRIDGE WITH DOT'S FUNDING, WE'RE GOING TO RESURFACE ALL FOUR RAMPS AND THE SECTION OF 2 78 FROM, UH, ONE 70 TO THE OKEE RIVER BRIDGE RIGHT THERE.

SO IN DOING THAT, WE'LL HAVE SOME ECONOMIES THAT SCALE THAT WORK WITH US.

SO, UH, ALL TOGETHER WITH THEIR FUNDS AND OUR FUNDS, IT'S REALLY ABOUT A FIVE AND A HALF TO $6 MILLION PROJECT.

SO THEN THE NEXT THREE ARE KIND OF THE BIG PROJECTS THAT WERE OUT OF THE SALES TAX, UH, PLAN FOR BIG UPCOMING PROJECTS.

THE TRIANGLE PROJECT, SO IF YOU HAVEN'T HEARD OF IT YET, THIS IS, THIS IS THE BIGGEST PROJECT AREA OF NEED IN THE COUNTY BEHIND THE, THE 2 78 CORRIDOR PROJECT.

UH, SO THIS IS ONE 70 ARGENT BOULEVARD AND 2 78.

SO RATHER THAN WORK ON INDEPENDENTLY AND, AND ONE AFTER THE OTHER, IN THE INTEREST OF TIME AND, AND GETTING PROJECTS BUILT, THAT'S ALL CONNECTED IN THAT ONE TRIANGLE PROJECT.

SO WE'VE STARTED, UH, WITH THE INVESTMENT FUNDS AND

[00:25:01]

KICKED OFF A DESIGN SCOPE AND FEE, UH, WITH THE ENGINEERS THAT WE HAVE ON OUR OWN CALL LIST ON ALL THREE OF THOSE.

THE TRIANGLE PROJECT, SC 46 IMPROVEMENTS AND REIMAGINE REBO IMPROVEMENTS.

UH, SC 46 IS GONNA LOOK AT, UM, THE OPPORTUNITY IF WE NEED TO WIDEN FROM JASPER COUNTY UP TO THE TRAFFIC CIRCLE.

WE'LL DEFINITELY A HUNDRED PERCENT MORE THAN A HUNDRED PERCENT COORDINATE WITH D O T TO MAKE SURE IT DOESN'T CHANGE ANY SNIC BYWAY DESIGNATION THAT IS OF UTMOST IMPORTANCE.

UM, AND THEN ANY SAFETY IMPROVEMENTS FROM THE TRAFFIC CIRCLE, INCLUDING THE TRAFFIC CIRCLE UP TOWARDS, UM, TOWARDS BUCK WALTER.

SO ANY SPECIFIC INTERSECTIONS THAT NEED A TOUCH OF IMPROVEMENT THERE.

REIMAGINE REBO IS BASICALLY TAKING ALL THE PLANS THAT HAVE DONE POOR OILS, DONE A LOT OF PLANNING IN THEIR SECTION, CITY OF BURETS, DONE SOME PLANNING AND PUTTING A MASTER PLAN ON THAT HOLISTICALLY ON THAT ENTIRE FOUR AND A HALF MILE STRETCH FROM BOUNDARY STREET TO THE BE, UM, BRIDGE AT PARIS ISLAND.

AND, AND THEN LASTLY, AS SAFETY PROJECTS.

SO THIS IS WHERE WE FEEL WE'VE GOT THE BIGGEST BANG FOR THE BUCK AND IN BETWEEN NOW AND WHAT WOULD BE A, A FUTURE SALES TAX IN, UH, NOVEMBER OF 24 THAT WE CAN REALLY MAKE A DIFFERENCE AND START PUTTING SOME ORANGE BARRELS ON THE ROAD.

SO THIS WOULD BE ANY SPECIFIC INTERSECTIONS, UH, ANY TURN LANES, ANYTHING THAT REALLY DOESN'T NEED A LOT OF PERMITTING ONLY COORDINATION WITH D O T.

SO ANY QUICK HIT FIXES IS WHAT WE'RE AIMING TOWARDS.

WE'RE ACTUALLY WORKING REVERSE PLANNING AND SETTING A DATE ON THE WALL AS OCTOBER 24.

WHAT CAN WE DO AND PUT OUT ON THE STREET BETWEEN NOW AND OCTOBER 24 FROM A SAFETY PERSPECTIVE.

SO THOSE ARE THE, THE, THE KIND OF MAIN CATEGORIES THAT WE'RE, WE'RE HOPING TO BE PROACTIVE BEFORE WE COME BACK TO A POTENTIAL REFERENDUM AND KIND OF WORKING ON ALL THESE CONCURRENTLY.

SO THAT'S WHERE WE ARE AT TRANSPORTATION.

I ONLY HAD TWO SLIDES, SO WITH THAT, I, I THINK THAT WRAPS US UP.

SO ANY QUESTIONS? YES, DAR, QUICK QUESTION.

YOU STATED ON, UH, RE REIMAGINE, UH, REBAR ROAD FROM BOUNDARY TO THE BELL BRIDGE.

IS THAT BOUNDARY TO BELL OR BO BOUNDARY TO MCE? SO FROM BOUNDARY STREET ALL THE WAY THROUGH BEAUFORT AND PORT ROYAL TO THE PARIS ALLEN BRIDGE.

RIGHT.

OKAY.

THAT'S YOU INITIALLY SAID BOUNDARY TO WOODS.

WOODSBRIDGE OH, WOODS.

YEAH, THAT WAS, THAT WAS MY, MY BAD.

THE BELL BRIDGE AT PARIS ISLAND.

THAT IS THE TERMINA.

YEP.

OKAY.

THANK YOU.

AND YOU DID SAY THAT.

ANY QUESTIONS FROM THE BOARD? ANY QUESTIONS FROM THE PUBLIC? I WILL, WE'LL, WE'LL PUT THIS ON ON THE WEBSITES AS WELL.

YEAH.

I JUST WANTED, CAN WE GET A COPY OF THE, THE SLIDES, ESPECIALLY C I P LIST? THANK YOU.

THANK YOU ERIC.

JARED, THANK YOU VERY MUCH.

OKAY, SURE.

SORRY, ERIC, HOW DO YOU HAVE A QUESTION MAYBE FOR YOU OR JARED OR THE OTHER ERIC, UM, MR. GREENWAY HAD MENTIONED Y'ALL GETTING SOME KIND OF SYSTEM, I GUESS SIMILAR TO OUR PERMIT FINDER.

UM, AND I DON'T KNOW IF THAT'S DONE, IF YOU'RE THINKING ABOUT IT.

DO YOU HAVE AN UPDATE WHERE WE COULD GO ON AND SEE, HERE'S A PERMIT ON BLUFFTON SKILL BEHIND ME.

YEAH, HE'S, HERE'S A PERMIT ON BLUFFTON ROAD.

YOU CLICK ON IT, PLEASE GET SOME IDEA WHAT'S GOING ON.

UM, AND I DIDN'T KNOW IF THAT WAS IN THE WORKS OR I THINK IT'D BE GOOD FOR THIS GROUP TO KNOW.

YEAH, IT'S, UM, WE, UH, DEVELOPED THAT, UH, APPLICATION INTERNALLY TO OUR GIS DEPARTMENT.

IT'S MY UNDERSTANDING THAT WE'RE TESTING IT RIGHT NOW, SO IT SHOULD BE OUT AVAILABLE TO THE PUBLIC WITHIN THE NEXT, UH, TWO WEEKS.

SO AS SOON AS IT IS OUT, I WILL SEND OUT A NOTIFICATION TO ALL THE TOWN MANAGERS SO THAT THEY'RE AWARE TO IT WITH A LINK OF HOW TO GET THERE.

THANK YOU.

HUH? THANK YOU.

OH, I DO.

THANK YOU.

I CAN SPREAD.

I, OKAY, THANK YOU.

AND AGAIN, THERE'S A LOT OF INFORMATION THERE, SO I ENCOURAGE EVERYBODY WHO HAS INTEREST TO, YOU KNOW, GET THE, THE DETAILS ON THE WEBSITE AS THEY BECOME AVAILABLE.

UM, NEXT IN ALPHABETICAL ORDER, WE'RE STICKING WITH THE BEES AND WE'RE GOING TO THE TOWN OF BLUFFTON AND STEVEN'S GETTING MICD UP, TESS.

GOOD.

OKAY.

ALL RIGHT.

SO I'M GONNA GO THROUGH OURS, KIND OF HAVE 'EM IN CATEGORIES LIKE, UH, CITY, LIKE, UH, BUFORD COUNTY DID.

SO START WITH OURS, IF YOU'LL GO AHEAD.

SO OUR 2020, OUR CURRENT BUDGET SCOPE, OUR ADOPTED BUDGET FOR CAPITAL PROJECTS IS A LITTLE OVER 21 MILLION.

IT'S ABOUT 37 PROJECTS.

AND YOU CAN SEE WE'VE BROKEN 'EM UP INTO SEVERAL DIFFERENT CATEGORIES.

I'M GONNA GO THROUGH A LITTLE BIT AND TALK ABOUT, WE GOT A LOT GOING ON RIGHT NOW.

WHAT WE'VE GOT GOING ON, A FEW THINGS WE'VE COMPLETED AND SOME OF THE ONES THAT ARE UPCOMING.

SO, UH, STORMWATER AND SEWER DOING A LOT IN

[00:30:01]

THIS RIGHT NOW FOR OUR FISCAL YEAR 23 BUDGET.

IT'S A LITTLE OVER FOUR AND A HALF MILLION TOTAL.

UM, AGAIN, IT ADDRESSES OUR GOALS OF PROTECTING THE MAY RIVER, REDUCING FLOODING, AND ALSO GETTING ACCESS TO PUBLIC SEWER.

SO SOME OF THE ONES WE HAVE GOING ON IS, UH, BUCK ON SIMMONS NEIGHBORHOOD.

UM, WE'RE IN OUR FINAL PHASE OF THAT.

UM, THAT'S BEEN ONE THAT HAS BEEN A LOT HARDER THAN WE ANTICIPATED.

UM, GOING BACK, GETTING THAT ONE OUT TO BID AND TRYING TO MOVE IT FORWARD AND FINALIZE IT.

UM, WE HAVE A SEWER CONNECTION PROGRAM WHERE WE CAN ASSIST THOSE, UH, THROUGHOUT THE COMMUNITY, UM, WITH MAKING CONNECTION INTO SEWER THAT CURRENTLY EXISTS.

UM, AND THEY CAN APPLY AND THEY CAN GET, UH, GRANT FUNDING UP TO, ON AVERAGE IS 50 75% OF THEIR TOTAL COST TO MAKE THAT CONNECTION.

UM, WORKING IN HISTORIC DISTRICT SEWER, WE ACTUALLY HAVE IT ON THE AGENDA FOR MARCH TO AWARD PHASE TWO AND THREE.

WE'VE GOT, UH, FIVE PHASES OR SIX PHASES FOR THAT.

SO WE'RE MOVING FORWARD WITH TWO AND THREE RIGHT NOW TO CONTINUE TO TRANSFER SEPTIC TANKS AROUND THE MAY RIVER, UM, TO PROTECT IT AND MOVE THEM OUTTA OLD TOWN INTO ONTO THE SEWER.

UM, WE'RE WORKING WITH THE COUNTY BJ W S A RIGHT NOW TO WORK THROUGH A IGA TO ADDRESS DONNY CREST AND THE PALMETTO BLUFF ROAD SEWER AREA WHERE IT'S ON SEPTIC AND IT'S CURRENTLY IMPACTING THE HEAD OF THE MAY RIVER.

UM, IF YOU TRY TO DRIVE THROUGH OLD TOWN THIS MORNING, NOT ONLY WAS THERE A BIG TRAFFIC BACKUP GOING ACROSS ON THE BRIDGE, WE HAD ONE IN OLD TOWN BECAUSE WE HAD A ROAD BLOCKED OFF WHERE WE'RE TAKING DRAINAGE UNDERNEATH BOUNDARY STREET CUZ WE'RE MAKING OUR STREET SKATE IMPROVEMENTS OVER THERE, WHICH ARE ALSO ADDRESSING DRAINAGE, UM, WITHIN THAT AREA.

OLD TOWN, UM, BUCK ISLAND DRAINAGE.

WE'VE, UH, COMPLETED ALL THE WORK ON THAT.

WE'VE JUST GOTTA REPAVE THE, WHERE WE, UH, TORE UP THE ROAD.

SO THAT ONE'S MOVING FORWARD.

AND THAT'S TO GET, UH, AN AREA THAT CONTINUALLY FLOODS ON BUCK ISLAND TO GET, GET IT FLOWING BETTER SO THAT, THAT, UH, THAT AREA IS BETTER PROTECTED FROM STORMWATER.

UM, WE'RE DESIGNING PRITCHARD STREET RIGHT NOW, AND AGAIN, ONE OF THE THINGS WE'RE LOOKING AT IS LONG TERM, OTHER PROJECTS THAT WE NEED TO BRING IN AND MAKE, UH, MASTER PLANS OR LOOK AT, UM, TAKING AREAS THAT ARE PERVIOUS AND MAKING OR IMPERVIOUS AND MAKING THEM PERVIOUS.

SO WE HAVE SEVERAL AREAS WE'RE WORKING ON THAT RIGHT NOW.

SO JUST A COUPLE PICTURES.

LIKE I SAID, HERE'S, UH, THE BRIDGE STREET STREET SCAPE, UM, THAT'S WHERE IT WAS BLOCKED OFF THIS MORNING, HAD TRAFFIC BACKED UP, AND THEN THE BUCK ISLAND CULVERT REPLACEMENT.

THAT WAS WHEN IT WAS STILL IN PROC, UM, BEING WORKED ON.

THAT'S NOW DONE.

ALL WE'RE DOING IS WAITING TO RESURFACE IT AND IT'LL BE COMPLETE.

SO, UH, ROADS AND STREET SCAPES, A LOT OF THESE THAT WE'RE DOING NOW ARE RELATED TO MORE PEDESTRIAN ACCESS AND TRYING TO IMPROVE, UM, SAFETY ADA REQUIREMENTS AND CONNECTIVITY.

SO YOU CAN SEE OUR BUDGET THERE IS ABOUT ABOUT 3 MILLION.

UM, AGAIN, YOU MIGHT SEE SOME OF THESE OVERLAP BECAUSE IT'S PART OF THE STREET SCAPE PROJECTS.

WE'RE PUTTING IN SIDEWALKS, WHICH DIDN'T CURRENTLY EXIST TO IMPROVE PEDESTRIAN SAFETY.

UM, WE'RE DESIGNING CALHOUN STREET, UM, AND ALSO, UM, MINE JUST WENT BLANK, AH, ANYWAY, UM, BUT WE'RE ALSO LOOKING AT PEDESTRIAN SAFETY IMPROVEMENTS WHERE WE'RE MAKING IMPROVING OUR ADA.

WE'RE, UM, WORKING ON OUR INTERSECTIONS, OUR CROSSWALKS, OUR DETECTIONS TO MAKE SURE THAT THEY MEET, UH, PROPER GUIDELINES.

ALSO JUST, UH, AWARDED OUR LAST PHASE OF THE BUCK ISLANDS, UH, SIDEWALKS.

AND THAT'S TO MAKE SURE THAT, UM, THESE ARE ON D O T ROADS, BUT WE'RE INSTALLING THE SIDEWALKS BECAUSE IT'S IMPORTANT TO HAVE THAT A PEDESTRIAN ACCESS FOR OUR NEIGHBORHOODS.

SO WE'RE WORKING ON OUR LAST PHASE FOR THE BUCK LINEVILLE, UH, SECTION.

UM, AND THEN YOU CAN SEE WE'VE GOT SOME LIGHTING THAT WE'RE WORKING ON FOR WAR STREET.

AND THEN ONE OF THE BIG THINGS THAT WE'VE BEEN, IT'S BEEN GOING ON FOR PROBABLY A DECADE, IT'S GHOST ROADS WHERE WE HAVE THESE ROADS THAT HAVE EXISTED, NO TITLE TO IT.

SO WE'RE WORKING TO CLARIFY ALL OF THOSE SO WE CAN MAKE IMPROVEMENTS, BEGIN MAINTAINING THOSE AND MAKE SURE THAT WE CAN KEEP THOSE, UM, UP TO STANDARDS.

SO THIS IS CALHOUN STREET STREET SCAPE.

IT'S KIND OF JUST, UH, TO SHOW THE INSTALLATION OF SIDEWALKS, PEDESTRIAN SAFETY ENHANCEMENTS, NOT FINAL DESIGN, JUST KIND OF TO SHOW US TO PICTURES OF WHAT WE'RE LOOKING AT.

UH, NEXT IS PUBLIC BUILDING AND FACILITIES.

SO WE'VE GOT A LITTLE OVER 1.8 IN THERE RIGHT NOW.

AND THIS IS TO IMPROVE OUR TOWN FACILITIES.

UM, A BIG ONE WE'VE GOT GOING ON RIGHT NOW.

IF YOU GO, UH, TO WRIGHT FAMILY PARK, YOU'LL SEE SQUIRE POPE LIFTED ABOUT SIX FEET OFF THE GROUND.

THEY, UM, WE'RE IN THE PROCESS OF RENOVATING SQUIRE POPE CARRIAGE HOUSE, UH, DOING A HISTORIC RENOVATION ON IT.

IT'S LIFTED RIGHT NOW, SO THEY CAN ACTUALLY PUT A FOUNDATION UNDERNEATH IT BECAUSE IT HAS NO FOUNDATION.

BUT WHEN THAT'S ORIGIN, WHEN THAT'S FINISHED, IT WILL BE COMPLETELY RENOVATED AND THAT WILL BECOME THE WELCOME CENTER FOR THE TOWN.

SO WE'RE GONNA TRANSITION OUR WELCOME CENTER INTO THERE AND WE'LL ACTUALLY HAVE STAFF IN THERE MAINTAINING THAT.

UM, COMPLETED A, A REFLECTION PLAZA AT OUR LAW ENFORCEMENT CENTER.

WE, UM, DID KIND

[00:35:01]

OF A DEDICATION FOR THAT A FEW MONTHS AGO.

UM, IT'S, IT'S A, WE DID THIS KIND OF AS A WAY TO RECOGNIZE THE MENTAL HEALTH FOR OUR POLICE OFFICERS, PROVIDE THEM A PLACE, UM, TO GO RELAX, TO EAT TOGETHER, TO COOK OUT TOGETHER, TO HAVE A PLACE TO GET AWAY FROM SOME OF THE STUFF THEY DEAL WITH IN DAY-TO-DAY ACTION AND, AND BE ABLE TO REFLECT ON THEIR MENTAL HEALTH AND MAKE SURE THEY FOCUS ON WHAT'S IMPORTANT.

UM, FINISHED UP THE LAST OF OUR GARVIN GARVEY EXHIBITS, OR WE'LL BE FINISHED UP HERE IN THE NEXT MONTH OR SO.

UM, RIGHT NOW WE HAVE ANOTHER HISTORICAL PROPERTY.

WE OWN THE SARAH RILEY HOOKS COTTAGE.

UM, IT'S RIGHT ON THE, UH, ON THE COVE ON, UM, BRIDGE STREET.

SO WE'RE LOOKING AT WHAT WE'RE GONNA DO TO RENOVATE THAT PROJECT AND HOW WE'RE GONNA USE THAT BUILDING MOVING FORWARD.

SO WE'RE GOING THROUGH THAT PROCESS NOW.

WE'RE GONNA BE TALKING TO COUNCIL ABOUT THAT FURTHER HERE IN THE NEXT, UH, COUPLE MONTHS TO, TO SAY, HERE'S SOME PLANS, HERE'S SOME IDEAS SO WE CAN START DESIGNING WHAT THOSE RENOVATIONS ARE GONNA LOOK LIKE AND PRIORITIZING THAT MOVING FORWARD.

UM, AND THEN JUST SOME MINOR FACILITY MAINTENANCE THROUGHOUT OUR BUILDINGS.

SO THERE'S THE SQUIRE POPE CARRIAGE HOUSE.

THIS WAS THE RENOVATION STARTING.

DON'T HAVE THE PICTURE ON HERE IF IT LIFTED UP, BUT I'D ENCOURAGE YOU IF YOU HAVEN'T BEEN DOWN THERE TO LOOK AT IT.

IT'S NEAT.

THEY'VE GOT IT AGAIN, ABOUT SIX FEET OFF THE GROUND WITH PIERS UNDERNEATH IT, HOLDING IT UP.

SO, AND THEN THIS IS WHEN WE DEDICATED OUR REFLECTION PLAZA.

KIND OF MENTIONED A LITTLE BIT ABOUT THAT.

IT WAS ONE OF OUR COMPONENTS OF MENTAL HEALTH AND WELLNESS FOR OUR BLUFFTON POLICE DEPARTMENT THAT WE ADOPTED.

AND, UM, WE WON A STATEWIDE AWARD FOR OUR DEDICATION TO OUR POLICE MENTAL HEALTH AND WELLNESS PROGRAM THAT WE PUT INTO PLACE.

SO LAND ACQUISITION, HOUSING AND ECONOMIC DEVELOPMENT.

WE GOT A LITTLE ABOUT SIX AND A HALF MILLION DOLLARS SET ASIDE FOR THAT.

UM, IF YOU'LL GO AHEAD, WE'LL TALK ABOUT A FEW OF THOSE.

UM, WORKING RIGHT NOW WITH OUR AFFORDABLE HOUSING, PUBLIC-PRIVATE PARTNERSHIP TO START TO TRY TO DEVELOP OUR FIRST, UM, PIECE OF PROPERTY THAT WE, OUR PIECE OF PROPERTY THAT WE HOLD RIGHT NOW AT 10 95 MAY RIVER ROAD.

WE'RE WORKING WITH THEM ON THE DESIGN.

WE'RE CONTINUING TO HAVE CONVERSATIONS WITH COUNCIL SO WE CAN GET THIS OUTTA DESIGN AND MOVE IT INTO THE, UM, FINALIZATION FOR CONSTRUCTION AND WORK ON THAT AS WELL.

AND I THINK AS THE BERET, JASPER HOUSING TRUST STARTS MOVING FORWARD.

BIG GOOD CONVERSATIONS TO FIGURE OUT HOW WE MAY BE ABLE TO PARTNER ON THIS AND SOME OF THE OTHER ONES THAT WE HAVE IN THE FUTURE.

UM, AGAIN, WE WORK WITH ECONOMIC DEVELOP BERET, COUNTY ECONOMIC DEVELOPMENT TO MARKET A COUPLE PROPERTIES WE HAVE AT BUCK WALTER.

WE'RE CONTINUING TO DO THAT.

AND WE HAVE GREAT PARTNERS WITH PALM OIL ELECTRIC THAT HELPS US GET, UM, UTILITY TAX CREDITS THAT WE CAN USE FOR THE FUTURE DEVELOPMENT OF THAT SITE.

UM, LAST IS OUR PARKS.

I THINK IT'S LAST, IT'S ABOUT 5 MILLION.

SO THIS IS ONE OF OUR BIG PUSHES WE HAVE GOING ON RIGHT NOW.

WE COMPLETED MAY RIVER POCKET PARK, WHICH IS, IF YOU GO DOWN MAY RIVER, IT'S A LITTLE PIECE OF PROPERTY THAT WAS, UH, TURNED OVER TO THE TOWN.

WE CREATED A LITTLE POCKET PARK, UM, RIGHT NEAR STOCK FARM ACROSS FROM DOWNTOWN DELHI, RIGHT IN THAT AREA.

UM, WE RIBBON CUT THAT EARLIER THIS YEAR OR END OF LAST YEAR.

UH, NEW RIVERSIDE BARN.

IF YOU GO OUT THERE RIGHT NOW, YOU'LL SEE PHASE ONE UNDER CONSTRUCT, UM, UNDERWAY.

THAT IS THE INFRASTRUCTURE PART OF THAT.

THAT'S TO GET IT, EVERYTHING IN PLACE.

WE'RE FINALIZING THE DESIGN TO RENOVATE THE BARN AND TURN IT INTO AN EVENT SPACE OUT THERE.

AND WE'RE ALSO LOOKING AT FINALIZING THE DESIGN FOR THE PLAYGROUND THAT'S GONNA BE OUT THERE AS WELL.

THERE'S BE WALKING TRAILS THROUGHOUT, SO GONNA END UP BEING PROBABLY AROUND A, A 10 TO 12 MILLION INVESTMENT IN, IN PART FOR THAT, UH, OUR WEST SIDE OF TOWN, UM, WHICH IS WHERE WE'VE HAD SO MUCH OF OUR GROWTH OVER THE LAST DECADE.

UM, OYSTER FACTORY PARK, DOING SOME IMPROVEMENTS THERE.

WE'RE GONNA DO SOME PARKING IMPROVEMENTS.

THE NEXT PHASE WILL BE TO DO IMPROVEMENTS INTO THE SHELTER AND THE AREA WHERE PEOPLE RENT AND HAVE EVENTS.

UM, OSCAR FRAZIER PARK, WE'RE DOING SOME HARDSCAPE RIGHT AROUND WHERE WE'RE AT HERE.

WE'RE ALSO LOOKING LONG TERM AT, UM, POTENTIALLY SOME ATHLETIC COURTS ON THE, ACROSS THE OTHER SIDE OF THE PARK.

HAVE CONVERSATIONS ON COUNCIL WITH DESIGN ON THAT.

AND WE'RE ALSO LOOKING AT THE POTENTIAL OF PUTTING A SPLASH PAD OVER HERE NEXT TO THE RESTROOM.

SO WE'RE MOVING FORWARD WITH SOME OF THOSE DESIGNS AS WELL.

UM, AND THE NEW RIVER LINEAR TRAIL, WE'RE LOOKING TO PUT RESTROOM FACILITY AT OUR TRAIL HEAD RIGHT NOW.

AND ALSO, UM, WORKING LONG TERM TO TRY TO GET THAT PAVED SO IT'S MORE ACCESSIBLE AND EASIER TO USE, UM, LONG TERM.

AND THIS IS JUST NEW RIVERSIDE BARN.

IT'S KIND OF WHERE WE'RE AT WITH, UM, CURRENTLY IN THE DESIGN PHASE AND WE'RE MOVING FORWARD WITH THE INFRASTRUCTURE PHASE AND WE'RE, UM, OUR GOAL IS TO HOPEFULLY HAVE EVERYTHING COMPLETE AND OPEN TO THE PUBLIC WITHIN ABOUT, UH, 24 MONTHS FROM STARTER CONSTRUCTION TO COMPLETION.

UH, SORRY, LAST IS IT.

THIS IS THINGS THAT WE DO FOR, TO HANDLE BETTER FLOW

[00:40:01]

WORKFLOW AND ALSO OUR CAMERA SYSTEM AND STUFF THROUGHOUT TOWN.

SO WE HAVE A COUPLE SMALL PROJECTS IN THERE AND THAT IS TO UPDATE LIKE OUR DOCUMENT MANAGEMENT AND REPLACE CAMERAS THROUGHOUT TOWN.

SO THAT'S A WHOLE LOT OF PROJECTS WE HAVE GOING ON.

WE HAVE A LOT THAT ARE IN PROCESS RIGHT NOW.

UM, OUR DEPARTMENT'S BEEN WORKING, UM, COUNCIL'S AWARDED A LOT OVER THE LAST FEW MONTHS TO THE POINT THAT WE KEEP GOING BACK AND THEY KEEP SAYING WE'RE SPENDING A GOOD BIT OF MONEY, BUT WE'RE TRYING TO GET A LOT OF THESE PROJECTS MOVING FORWARD.

SO I CAN ANSWER ANY QUESTIONS ON ANYTHING THAT'S IN THERE.

ANY, UM, OR THAT Y'ALL MAY HAVE ANY QUESTIONS FROM THE BOARD? ANY QUESTIONS FROM THE PUBLIC? UH, STEVEN, I, I'M PARTICULARLY IMPRESSED WITH THE TOWN'S, UM, LAW ENFORCEMENT CENTER.

COULD YOU PLEASE MAKE SURE THAT I HAVE ALL THE DETAILS, WHICH YOU SPENT, WHERE, WHERE IT IS, YOU KNOW, JUST SOME, AN IDEA, CUZ I WANT TO SHARE IT WITH OUR COUNCIL WITH BUDGET SEASON COMING UP.

I, I, I PERSONALLY THINK IT'S A WONDERFUL THING.

OF COURSE, WE'LL GET YOU THE DESIGN AND WHAT OUR WHAT OUR COST DESIGN WAS AND EVERYTHING.

THE COST AND EVERYTHING.

THANK YOU.

YES, SIR.

HEY, I HAVE A PHILOSOPHY.

I WILL STEAL ANY GOOD IDEA THAT COMES MY WAY IS THE HIGHEST FORM OF FLAT.

WE'RE, WE'RE THE GOVERNMENT.

WE, WE LOVE TO BORROW FROM EACH OTHER.

OKAY.

AND THAT, AND THAT IS ONE OF THE REASONS WHY.

SO LOCO IS SUCH A WONDERFUL ORGANIZATION BECAUSE IT GIVES US ALL AN OPPORTUNITY TO LEARN FROM EACH OTHER.

NEXT WE HAVE THE CITY OF HARDY AND MR. MATT DAVIS, THE DEPUTY SENATE CITY MANAGER, IS GOING TO GET MICD UP.

MR. CHAIRMAN, WHILE HE, WHILE HE'S DOING THAT, LISA, DO Y'ALL HAVE A, LIKE A PEDESTRIAN MASTER PLAN FOR TOWN THAT YOU'RE WORKING FROM? OR IS IT INTERSECTION BY INTERSECTION DANCING? WE CAN TALK OFFLINE ABOUT IT.

I'LL JUST, I'M GONNA START TELLING MY ARM QUESTION.

OKAY.

OKAY.

WHAT WAS THE QUESTION? NO, NO, I, I'LL, I'LL TALK OFFLINE BACK.

OKAY.

I'M PROBLEM.

OKAY.

MATT, FIRE AWAY.

GOOD MORNING, EVERYBODY HEAR ME? GOOD MORNING.

OKAY.

YOU KNOW, AND MAYOR, JUST TO, YOU KNOW, YOU'RE TALKING ABOUT, UH, YOU KNOW, BORROWING IDEAS.

YOU KNOW, I WAS ALWAYS TOLD A LONG TIME AGO, IF YOU STEAL FROM ONE, IT'S PLAGIARISM.

IF YOU STEAL FROM MANY, IT'S RESEARCH , .

SO I GOT JOKES NOW.

UM, ALL RIGHT, THANK YOU.

IT'S GOOD TO BE HERE THIS MORNING.

UM, GO AHEAD.

SO OBVIOUSLY HARDY GROWS GROWING LIKE THE ENTIRE REGION.

WE'RE GROWING EXCEPTIONALLY, EXCEPTIONALLY FAST RIGHT NOW.

UH, SO NOT ONLY ARE WE GROWING PHYSICALLY, WE'RE GROWING ORGANIZATIONALLY UNTIL THIS CURRENT FISCAL YEAR.

WE DID NOT HAVE A CAPITAL IMPROVEMENT PROGRAM.

WE HAD A CAPITAL BUDGET EVERY YEAR, BUT WE DIDN'T HAVE A PROGRAM.

SO WITH THIS CURRENT BUDGET YEAR, WE NOW HAVE A FIVE YEAR PLAN, WHICH IS REALLY PROVING TO BE VERY WORTHWHILE AND HELPFUL FOR OUR COUNCIL AS THEY LOOK, AS WE GO THROUGH BUDGET DE DELIBERATIONS, AND THEY CAN LOOK FURTHER THAN ONE YEAR OUT AND SEE OUR NEEDS.

SO THAT, THAT'S BEEN REALLY HELPFUL FOR US.

BUT IN THAT FIRST BUDGET YEAR, SO WE, WE HAVE, UH, 33 PROJECTS THAT WE FUNDED THE TOTAL OF, UM, ABOUT A LITTLE OVER 10 MILLION IN PRO IN CAPITAL PROJECTS, UH, REQUESTS FOR 43 MILLION, AND THAT FIVE YEAR TOTAL IS 125 MILLION.

SO YEAH, WE'LL SEE HOW IT ALL WORKS OUT, BUT, YOU KNOW, WE ALL HAVE THAT SAME PROBLEM.

UM, GO AHEAD.

BUT ANYWAYS, JUST TO GET INTO A COUPLE OF THE PROJECTS THAT WE'RE WORKING ON, UH, THIS IS A GREAT, UH, PARTNERSHIP WE HAVE RIGHT NOW WITH JASPER COUNTY DOWN THE, IN THE RIVERPORT AREA OF US 17.

UH, WE REALLY NEEDED A NEW COMMUNICATIONS TOWER, OUR EMERGENCY COMMUNI, COMMUNI EMERGENCY COMMUNICATIONS.

UH, A LOT OF WAREHOUSING IS GOING ON DOWN THERE.

THERE'S ALREADY PROBLEMS WITH COMMUNICATION BETWEEN SAY, CITY OF HARDY VILLE LEVY, ALL THE EMERGENCY OPERATIONS.

UM, THIS IS ALSO GONNA HELP WITH ALL THOSE WAREHOUSES AND COMMUNICATIONS IN THERE.

IF, IF WE HAVE FIRST RESPONDERS IN THOSE BUILDINGS, IT'S GONNA BE A PROBLEM IF WE DON'T HAVE A NEW TOWER IN THAT AREA.

SO THIS HAS BEEN GREAT.

UH, ALL FUNDED BY DEVELOPERS, UH, DEVELOPER SOURCES.

SO THAT'S, THAT SHOULD BE DONE THIS YEAR.

UH, WE'RE ALSO DOING, UH, A GOOD BIT OF WORK AT EXIT EIGHT, THIS ECONOMIC DEVELOPMENT PROJECT, WORKING ON SOME, UH, SOME SANITARY SEWER ISSUES AS WELL.

YOU CAN SEE WHAT THAT'S GONNA BE.

THAT'S GONNA BE SOME CREATIVE FUNDING THERE AS WELL, PERHAPS AMID SOME OTHER THINGS WE'RE WORKING ON THAT, THAT SHOULD BE DONE NEXT SUMMER.

UH, ALSO AT EXIT EIGHT, WE'RE DOING SOME, SOME, UH, IMPROVEMENTS THERE AT THE INTERSECTION WHERE, UH, COASTAL CAROLINA IS, UH, THAT'S ALL FROM JASPER COUNTY LOCAL OPTION SALES TAX, OUR PORTION OF THAT, AND SOME OF THEIRS.

SO THAT'S REALLY GOOD WORKING ON THAT RIGHT NOW.

SO THAT'S EXCITING.

UM, JARED TALKED ABOUT EARLIER, UM, AND LET ME SAY, BUFORD COUNTY HAS BEEN A TREMENDOUS PARTNER WITH US RIGHT NOW, AND, AND THESE, THESE, UH, REGIONAL TRANSPORTATION ISSUES, AND WE'RE VERY APPRECIATIVE OF THAT IN BUFORD COUNTY AND JASPER AS WELL, WORKING ON THOSE.

BUT THIS IS A PROJECT WE'VE GOT GOING ON RIGHT NOW AT, UH, ARGENT BOULEVARD, JASPER STATION, SHORTCUT ROAD IS THOSE OF YOU'RE

[00:45:01]

FAMILIAR WITH IT, IT'S AN OFFSET INTERSECTION.

IT'S ALREADY MEET SIGNAL WARRANTS RIGHT NOW, MUCH TO D O T SURPRISE.

UM, BUT ONCE WE PROVE TO THEM THAT THAT WAS THE CASE, THEY GENEROUSLY AGREED TO FUND THE SIGNAL, BUT WE HAD TO, WE HAD TO GO AHEAD AND GET THESE GEOMETRIC LANE IMPROVEMENTS DONE FIRST.

SO WE'RE DOING THAT RIGHT NOW.

WE'RE IN THE FINAL STAGES OF PERMITTING, AND THEN WE SHOULD BE ABLE TO PUT THAT OUT TO BID.

SO HOPEFULLY THAT'LL HAPPEN AND THAT'LL DOVETAIL WITH EVERY WHATEVER WE DO, YOU KNOW, WITH THE BIG GROUP, WITH THAT, THE TRIANGLE PROJECT, YOU KNOW, EVERYTHING'S GONNA BE DONE IN SUCH A MANNER THAT THE ONLY THING THAT SHOULD HAVE TO BE REMOVED IS THE SIGNALS ITSELF.

THEY'LL HAVE TO BE, YOU KNOW, TAKEN OUT.

BUT THAT'S A SMALL PORTION OF THAT OVERALL PROJECT.

SO WE WON'T BE POURING GOOD MONEY AFTER BAD, SO THAT'S GOOD.

UM, A CRITICAL NEED WE HAVE IS, IS MORE SPACE AT OUR POLICE DEPARTMENT.

THEY CURRENTLY SHARE A BUILDING WITH OUR MUNICIPAL COURT.

UM, SLED IS MANDATED THAT WE HAVE A BETTER VAULT FOR EVIDENCE, EVIDENCE VAULT.

SO WE NEED THAT.

OUR, WE KEEP ADDING OFFICERS, OBVIOUSLY AS WE ADD POPULATION.

SO WE'RE, WE NEED, WE'RE GONNA, UM, DO A LOT OF RENOVATION THERE.

ADD A SECOND STORY, PROBABLY A LITTLE OVER 4,000 SQUARE FEET IN TOTAL.

SO WE'RE EXCITED ABOUT THAT.

UH, AND WE HOPE TO HAVE THAT DONE AT THE END OF THIS YEAR.

THIS YEAR.

UM, WE GOTTA COME UP WITH, AS A LOT OF YOU ARE FINDING OUT, THINGS ARE COMING IN A LITTLE HIGHER THAN ANTICIPATED, BUT WE'RE, WE'RE WORKING ON SOME THINGS TO GO BACK TO OUR COUNCIL AND FIGURE OUT HOW TO PAY FOR THIS.

BUT WE HOPE TO HAVE THIS DONE BY THE END OF THE YEAR.

OKAY.

AND AGAIN, THAT'S JUST IN THE PICTURE OF THE POLICE DEPARTMENT AND WHAT WE HOPE TO DO.

OKAY.

UM, JUST OUR TRAIL PROJECT BEHIND CITY HALL AT THE RECREATION COMPLEX THERE, WE'RE WORKING ON A TRAIL PROJECT THAT'LL GO AROUND THOSE FIELDS.

THEN ULTIMATELY TO THE NORTH OF THAT THROUGH THE WOODS.

UH, THE NEXT STA STAGE WILL BE A TRAIL THAT EVENTUALLY GOES TO THE ROYAL EYE OAKS CHARTER SCHOOL, AND ULTIMATELY OUR RECREATION CENTER ON JOHN SMITH ROAD.

OKAY.

UH, THE MUNICIPAL HUB OR VETERANS PARK.

THIS IS A, A BIG AMBITIOUS PROJECT THAT I THINK IS REALLY CRITICAL TO, TO HARDYS VILLAGE, HARDY VILLAGE'S DOWNTOWN.

UH, WE OWN A LOT OF PROPERTY, HAVE A LOT OF BUILDINGS AT MAIN STREET AND MARTIN STREET.

WE HAVE OUR FIRE HEADQUARTERS, OUR POLICE MUNICIPAL COURT.

WE HAVE OUR LARGE FIRE STATION, FIRE STATION 81.

WE HAVE THE OLD CITY HALL, WHICH IS WHERE THE JASPER CHAMBER OF COMMERCE IS NOW.

WE HAVE OUR LIBRARY.

SO WE DID A MASTER PLAN FOR ALL THAT.

AND THERE WAS ALSO A BIG IMPETUS, AND THE GENESIS FOR, FOR ALL THIS WAS, UH, THE DESIRE FOR A VETERAN'S PARK.

SO THAT WOULD BE THE F AND THAT'S AT THE LOWER PORTION OF THE PICTURE THERE.

WE, WE HAVE THAT OUT TO, UH, BID AND ACTUALLY ARE INTERVIEWING THE FINAL TWO FIRMS FOR THE ENGINEERING THIS WEEK.

AND WE HOPE TO AWARD THAT CONTRACT WITHIN THE NEXT TWO WEEKS AND GET MOVING ON THAT.

UH, SO WE'RE, WE'RE REALLY EXCITED ABOUT THAT AND KIND OF GET, IT'LL GIVE IT THAT WHOLE COHESIVE LOOK.

IT'LL EVENTUALLY LINK BACK OVER TO US 17 WHITE HARDY BOULEVARD, WHERE WE ALSO HAVE A MASTER PLAN IN PLAY.

SO WE'RE EXCITED ABOUT THAT.

AND THE POSSIBILITIES THAT IT COULD CREATE.

FIRE STATION 82 S LOCATED ON URGENT BOULEVARD.

WE NEED TO DO A REBUILD OF THAT.

WE'VE HAD SOME SIGNIFICANT MOLD ISSUES.

SO WE'RE GOING TO REDO THAT.

AND, UM, AND THAT'LL, AND THAT'S GOING TO, OBVIOUSLY THERE'S A LOT OF GROWTH IN THAT EAST URGENT AREA AS WELL.

SO THIS IS GONNA HELP, UM, SATISFY SOME OF THAT.

IN ADDITION, THERE'LL BE ANOTHER FIRE STATION IN THAT AREA AS WELL, BUT THIS WILL SATISFY THAT.

OKAY.

AND THEN, UH, OUR COMMERCE ROAD, WE HAVE, UH, A COMMERCE PARK ON THE NORTH SIDE OF THE, UH, I 95 EXIT FIVE, UM, INTERCHANGE A FEW HUNDRED ACRES.

WE'VE, UH, CREATED A BUSINESS PARK OR COMMERCE PARK.

WE'VE SOLD ALL BUT ONE LOT.

SO WE HAVE A LOT OF LIGHT INDUSTRY LOOKING AT THAT AREA, UH, THROUGH A LOT OF GRANTS, FEDERAL GRANTS WE'RE PUTTING IN, UH, A ROAD INTO THERE.

THAT, AND THAT ROAD WILL ACTUALLY ULTIMATE, ULTIMATELY CONNECT TO RIVERPORT PARKWAY, WHICH IS THE ROAD THAT IS EXIT, WILL BE ATTACHED TO EXIT THREE.

SO THAT'S VERY EXCITING.

AND, AND THAT'S GONNA BE A, A LOT OF ECONOMIC, UH, BENEFIT TO THE CITY IN, IN JASPER COUNTY.

OKAY.

AND THAT'S JUST KIND OF OUR PILLARS OF SUCCESS.

BUT WE'RE BASING THINGS ON, THERE'S A LOT OF THINGS I DIDN'T MENTION.

OBVIOUSLY, VEHICLES AND ALL THOSE BORING THINGS, BACKHOE, UH, ONE OF THE BIG PROJECTS THAT WE'RE HAVE COMING UP AS WELL IS, AS I SAID, WE'RE GROWING ORGANIZATIONALLY.

WE DON'T HAVE SPACE FOR PEOPLE TO SIT.

SO WE, WE REALLY NEEDED TO TAKE A HARD LOOK AT OUR SPACE NEEDS, SIT AS AND DECIDE WHAT WE NEED TO DO ABOUT STEADY HALL.

UM, OBVIOUSLY WE'RE GONNA KEEP WHAT'S THERE, BUT DO WE ADD ONTO IT? DO WE BUILD SOMETHING TO THE REAR? DO WE BUILD A NEW BUILDING IN ANOTHER LOCATION? WE'VE GOTTA FIGURE THAT OUT AND DO IT RE RELATIVELY QUICKLY.

IT'S OBVIOUSLY A MAJOR PROJECT, BUT IT'S SOMETHING THAT WE, WE HAVE TO DO.

SO THAT'S, UM, THAT'S IT IN A NUTSHELL.

AND I'LL ENTERTAIN ANY QUESTIONS? ANY QUESTIONS FROM THE BOARD? ANY QUESTIONS FROM THE PUBLIC? YES.

JOA EXIT THREE ON YOUR RADAR, OR SETH? IT'S ABSOLUTELY ON OUR RADAR.

UH, I, I'LL LET THE MAYOR ANSWER THAT ONE.

, YES.

IT'S, IT'S ON THE RADAR.

AND I THINK THE BOTTOM LINE, AND I'LL DON'T WANNA STEAL YOUR THUNDER, BUT I GUESS WHAT WE'RE LOOKING AT LETTING THE PROJECT IN THE END OF 24, CORRECT.

S E D O T SAYS THE END OF 24, SO 25 .

UM, AND I, I DON'T MEAN THAT TO BE, UH, A WISE GUY, BUT, UM, IT'S BEING COORDINATED, UH, WITH S SC DOT'S WIDENING OF I 95.

BUT YES, IT'S, AND

[00:50:01]

IT'S ON SCHEDULE.

WE HAD A BIG MEETING THE OTHER DAY WHERE WE GOT UPDATED WITH EVERYTHING.

AND I, I MIGHT ADD, WELL, I HAVE THE MICROPHONE THAT, UM, OUR VETERANS PARK.

I HAVE ALSO BEEN INSPIRED BY BLUFFTON FRED.

SO, UM, AND, AND THE TOWN OF RIDGELAND ALSO, UH, INSPIRED ME.

THEY HAVE A NICE ONE AS WELL.

SO WE WANT TO, THAT, THAT'S A BIG PRIORITY FOR US.

ANY OTHER QUESTIONS OR COMMENTS HERE? TURN DANNY.

OKAY.

UM, WE'RE, WE'RE PRETTY MUCH ON SCHEDULE.

UM, WE HAVE, UH, DANNY LUCAS WILL PRESENT JASPER COUNTY.

ALL RIGHT.

IN THE INTEREST OF TIME, WE'RE GONNA HAVE TO, UH, BLAST THROUGH THIS PRETTY FAST.

JASPER COUNTY'S UNDERGOING, AS YOU ALL KNOW, GROWING PAINS.

IT'S MOVING FROM A RURAL COUNTY.

IT'S STRICTLY RURAL COUNTY TO ONE THAT IS A SUBURBAN COUNTY, ESPECIALLY IN THE OKEE AREA.

AND IT'S GROWING ORGANICALLY TO THE NORTH.

AND SO WITH THAT BEING SAID, UH, WE'VE HIRED, OR AT LEAST THE COUNTY ADMINISTRATORS HIRED MB CON TO COME IN AND DO SOME WORK FOR US.

AND PART OF THAT IS PROJECT MANAGEMENT.

PART OF THAT IS, UH, GIVING US A MULTI-FACED, UH, ENGINEERING APPROACH TO OUR PROBLEMS. AND THE THIRD THING IS, IS THAT WE ARE A LEAN STAFF.

WE DON'T HAVE NEARLY ENOUGH, UH, PROJECT MANAGERS OR EVEN, UH, EVEN DIVISION HEADS CANNOT DEDICATE THE KIND OF TIME THAT THEY WOULD NEED TO TO MANAGE PROJECTS.

SO WE HAVE MB CON TO DO THAT FOR US.

I'LL GIVE YOU A GOOD EXAMPLE OF ONE THAT THEY'RE DOING, UH, RIGHT NOW AS WE SPEAK.

SO OUR CAPITAL PROJECTS ARE DIVIDED INTO ONLY TWO SECTIONS.

THEY'RE EITHER FACILITIES OR THEY ARE ROADS.

IN THE LAST SIX MONTHS, UH, WE HAVE 8.83 MILLION, UH, IN CAPITAL PROJECTS THAT ARE, HAVE BEEN INITIATED.

NOW THE OVERALL CAPITAL PROJECT IS 85.5, UH, MILLION DOLLARS.

HERE'S A PROJECT SUMMARY OF THE 11 PROJECTS THAT, UH, MB CON AND STAFF PUT TOGETHER INITIALLY.

AND THE IDEA HERE IS TO SELECT FROM AMONG THESE PROJECTS, THE ONES THAT ARE, UH, FUNDED AND READY TO GO, AND THEN TO REPLACE THEM AS THEY'RE CORRECT, AS THEY ARE CONSTRUCTED WITH ADDITIONAL PROJECTS.

BUT ALSO IT WON'T BE ABLE TO GIVE THE COUNTY COUNCIL A LIST OF, OF PROJECTS THAT WE FEEL, UM, ARE PENDING OR AT LEAST SHOULD BE PENDING.

AND THEN LET THEM MAKE THE DECISIONS AS TO WHICH ONES THEY WANT TO PRIORITIZE.

NOW ALSO WHAT WE'RE DOING WITH THIS IS ADDING A NARRATIVE TO EVERY PROJECT, BECAUSE IT'S NOT ENOUGH JUST TO LOOK AT RAW NUMBERS.

YOU NEED TO KNOW THE BACKGROUND OF THE STORY BEHIND THE D UH, FOR A NEW PROJECT OR TO RENOVATE ONE THAT WE CURRENTLY HAVE.

AS AN EXAMPLE, IF YOU LOOK AT NUMBER THREE, CLEMENTE PINK AND GOVERNMENT BUILDING, THE BUILDING IS ONLY ABOUT 12 YEARS OLD AND IT'S ALREADY FUNCTIONALLY OBSOLETE.

UH, OUR ASSESSORS DEPARTMENT HAS OUTGROWN THEIR SPACE, EVEN THE PARKING LOT.

WE HAVE A, A, A PERMEABLE PAVEMENT SECTION IN OUR PARKING LOT.

AND THIS IS COMING UP IN SECTIONS.

UH, WE'VE HAD TO, UH, ADDRESS, UH, POSSIBLY REPLACING OUR EMERGENCY GENERATOR.

AND WE'RE AT LEAST, UH, WE'VE REPLACED THE FENCING AROUND IT.

UH, RIGHT NOW, UM, YOU'LL SEE A FEW OF THESE PROJECTS THAT I'LL GO INTO A LITTLE BIT OF DETAIL ON, BUT LEMME GIVE YOU ANOTHER EXAMPLE.

LOOK AT, UH, NUMBER 11, THE FIRE RESCUE STATION AT KUSA HATCHIE.

THAT STATION IS AN EXAMPLE OF ONE THAT WAS, UH, BUILT DURING THE TIME WHEN WE COULD DEPEND UPON VOLUNTEER FIREFIGHTERS, ESPECIALLY IN THE RURAL AREAS, WHETHER IT BE FOR A COUNTY OR WHETHER IT BE FOR A CITY THAT DAY IS GONE.

THAT'S A ROMANTIC IDEAL THAT IS NOW, UH, PASSES BY.

WE CAN NO LONGER GIVE GUYS TO, OR LADIES TO LEAVE THE HARDWARE STORE AND GO DOWN TO FIGHTER FIRE.

THE SECOND THING IS, IS THAT VOLUNTEER FIREFIGHTERS HAVE TO HAVE THE EXACT SAME NUMBER OF TRAINING HOURS PER YEAR AS PROFESSIONAL FIREFIGHTERS.

SO THERE'S NO INCENTIVE FOR THEM IF THEY'RE GONNA HAVE TO TAKE OFF FROM WORK AND THEN NOT BE COMPENSATED, UH, AS A RESULT OF TAKING OFF FROM WORK.

SO IF YOU LOOK AT THAT STATION, UH, IT WAS DESIGNED AS A VOLUNTEER FIRE DEPARTMENT.

IT HAS NO SLEEPING QUARTERS.

WE CAN'T PUT ANY SLEEPING QUARTERS IN IT.

AND THEN ON TOP OF ALL OF THAT, IT'S FULL OF MOLD.

UH, THE MOLD IS ALL THE WAY DOWN INTO THE INSULATION AND WE JUST CAN'T, UH, DO ANYTHING WITH THIS BUILDING TO MAKE IT WORK, UH, FOR THE PRESENT, NOR MAKE IT WORK FOR THE FUTURE.

SO THESE ARE THE FOUR PROJECTS THAT ARE CURRENTLY

[00:55:01]

UNDERWAY, EITHER CURRENTLY UNDER CONSTRUCTION OR AT LEAST IN THE PRE-CONSTRUCTION PERIOD.

SO AIRPORT IMPROVEMENTS ARE UNDERWAY.

WE HAVE CREWS OUT THERE RIGHT NOW, UH, TURNING DIRT.

WE'LL SHOW YOU A FEW PICTURES LATER ON.

THAT'S A $5 MILLION, UH, PROJECT.

AND THE FUNDING FOR THAT IS $2.5 MILLION THAT CAME FROM THE, UH, SOUTH CAROLINA DEPARTMENT OF COMMERCE.

AS YOU MAY, UH, REMEMBER, UH, COMMERCE SELECTED 14 COUNTIES, UH, ESPECIALLY IN RURAL AREAS OF SOUTH CAROLINA.

THEY SELECTED 14 COUNTIES TO GIVE THEM SOME SORT OF RURAL, UH, INCENTIVE GRANTS.

OKAY? AND SO IT'S A 50 50 MATCH.

SO THE P, THE DEPARTMENT OF COMMERCE PROVIDED 2.5 MILLION, AND THE COUNTY WAS CHARGED WITH PROVIDING THE REMAINING 2.5 MILLION TO COMPLETE THE 5 MILLION PROJECT.

THAT'S NOT ALL IN THE AIRPORT IMPROVEMENTS, BUT, UH, THAT WILL CONSTRUCT OUR NEW APRON.

WE'VE OUTGROWN THE APRON AT THE EXISTING, UH, TERMINAL BUILDING.

AND SO NOW WE'RE HAVING TO BUILD ANOTHER APRON THAT IS THE SAME SIZE AND ADD LIGHTS TO BOTH APRONS.

UH, ALSO PART OF THAT IS A, UH, NEW FUEL FARM THAT'S $597,000.

AND WE'RE BUILDING A PAD FOR IT AS WELL AS FOR THE, UH, FUEL TRUCKS.

THE FARMER'S MARKET IS UNDER BID IN BID, $800,000 PROJECT.

AND THAT STILL WON'T COMPLETE EVERYTHING THAT WE WANT TO PROVIDE FOR IT.

AND I'LL GO INTO A LITTLE BIT DETAIL LATER ON THE CORONER'S OFFICE.

I THINK YOU'VE ALL PROBABLY HEARD OF THE CIRCUMSTANCES WITH THE NEW CORONER COMING IN.

AND, UH, HE WAS, UM, UNHAPPY WITH THE ACCOMMODATIONS.

AND THAT WAS BECAUSE THE LAST CORONER, UH, SPENT THE LAST 40 YEARS AS OUR CORONER, AND HE OPERATED OUT OF HIS FUNERAL HOME INSTEAD OF OUT OF A CORONER'S, UH, HEADQUARTERS, SO TO SPEAK.

THE PRATT MEMORIAL LIBRARY IS UNDER, UH, PRE-CONSTRUCTION.

THAT'S A THREE, UH, MILLION DOLLAR PROJECT THAT WILL BE FUNDED IN TOTALITY BY THE AMERICAN PLAN RESCUE ACT, THE OPERA FUNDING.

SO HERE AT THE AIRPORT, UH, IMPROVEMENTS THAT ARE CURRENTLY UNDERWAY, HERE'S A FARMER'S MARKET.

UM, ORIGINALLY USED TO OPERATE THAT, UH, AS THEIR FARMER'S MARKET.

YEARS AGO, THE COUNTY MOVED IN AND IT'S NOW MORE OF AN EXPOSITION, UH, CENTER FOR THE, UH, COUNTY AS OPPOSED TO A STRICTLY FARMER'S MARKET.

HOWEVER, WE'RE GONNA HAVE TO GO BACK IN THERE AND REPLACE MOST OF THE PLUMBING IN THERE AND TRY TO ADD A LITTLE BIT MORE.

UH, IT IS, UH, NOT CURRENT IN THAT RESPECT.

UH, WE'RE ALSO TAKING THE, YOU CAN'T SEE THEM IN THIS PHOTOGRAPH, BUT WE'RE REMOVING THE FANS AND ADDING BIG ASS FANS.

NOW LISTEN, LISTEN TO ME.

THAT'S A BRAND NAME.

LISTEN TO ME.

THAT'S A BRAND NAME.

UH, YEAH.

THAT COMPANY, UH, THAT COMPANY MADE THEIR BONES BY DOING AIRPORT HANGAR FANS.

THEY'RE GIANT FANS.

SOME OF THEM ARE CEILING FANS, UH, THAT HAVE 10 AND 12 FOOT DIAMETER, UH, BLADES ON 'EM.

AND THEN THE OTHER ONES ARE THE ONES THAT YOU CAN, YOU CAN ROLL AROUND.

UH, BUT WE'VE GOT QUITE A FEW IMPROVE IMPROVEMENTS TO MAKE ON THAT THING.

WE HAD, UH, LOOKED AT TRYING TO PAVE THE GRASSY AREA THERE.

UH, BUT THAT GOES WELL PAST WHAT WE HAVE FOR THE BUDGET.

SO WE'LL HAVE TO FIND ANOTHER WAY, UH, TO DO THAT.

THE CARDINAL'S OFFICE, AGAIN, UH, THIS IS A MINI MOBILE.

UH, IT'S, IT'S JUST A, IT, IT'S NOT GONNA MEET, UH, HIS NEEDS.

SO YOU SAW THE $33,000, WHICH IS A SMALL AMOUNT.

THAT'S JUST A STOP GAP MEASURE TO GET HIM THROUGH TO THE POINT TO WHERE WE CONSIDER HOW WE'RE GOING TO, UH, CREATE A NEW SHERIFF'S DEPARTMENT, PERHAPS EXPAND THE ATTENTION CENTER AND THEN PUT THE ER IN A PLACE THAT'S MORE FITTING, UH, FOR WHAT IT IS THAT HE NEEDS TO DO.

BUT WE CAN'T DO THAT JUST, UH, YET.

AND $33,000 WILL DO VERY LITTLE, UH, TO HELP HIM.

BUT IN THE MEANTIME, UH, THAT'S THE, THAT'S THE PLAN.

THE PRAT MEMORIAL LIBRARY, IT'S THE ONLY LIBRARY IN THE ALLENDALE HAMPTON JASPER SYSTEM THAT HAS NOT BEEN COMPLETELY RENOVATED OR THAT IS NOT BRAND NEW.

SO AGAIN, UH, WE'RE GOING TO, UH, FIX THIS.

OUR ARCHITECT IS, UH, HAS THE PLANS ABOUT 95% COMPLETE.

YOU WILL NOTICE, UH, ON THE SLIDE TO THE RIGHT IS A GIANT DITCH, AND WE WOULD DEFINITELY LIKE TO COVER THAT DITCH BECAUSE THE IDEA BEHIND THE NEW RENOVATION TO THE PRATT MEMORIAL LIBRARY IS THAT IT'S SUPPOSED TO FLOW INTO THE PARK THAT'S ACROSS THE STREET.

SO THE TOWN ORIGINALLY HAS DONE A VERY GOOD JOB OF PAVING THAT STREET THERE.

THAT'S BETWEEN THE PARK AND THE LIBRARY.

UM, BUT WHEN THEN WE HAVE THIS GIANT DITCH HERE, UH, WE ARE ALSO GOING TO REPLACE THE DRAINAGE SYSTEM IN THE EMPLOYEE PARKING LOT, AS WELL AS PATRONS PARK THERE TOO.

WE'RE JUST YOUR BASIC, UM, SUMMERTIME RAINS.

WE GET TWO INCHES OF STANDING WATER,

[01:00:01]

UH, IN THERE BECAUSE THERE'S ONLY ONE DROP INLET THAT PROVIDES THE DRAINAGE, BUT IT STAYS FULL OF, OF, OF LEAVES.

THERE'S ALSO, UM, SOME STUDY ABOUT WHAT WE'RE GONNA DO WITH THIS WATER FOUNTAIN THAT IS IN THE MIDDLE OF THE PART.

UM, OUR ARCHITECT THINKS THAT WE OUGHT TO, UH, PROBABLY DISPENSE WITH IT AND OPEN UP THE COURTYARD, UH, FOR A MORE FUNCTIONAL, UH, USE, WHICH MAY INCLUDE WEDDINGS AND STUFF LIKE THAT.

BUT THAT'S ALL UNDER CONSIDERATION.

AND OF COURSE, WE'LL BE LOOKING FOR THE PUBLIC TO EXPRESS WHETHER OR NOT THEY, WE SHOULD HAVE A NEW AND IMPROVED, UH, FOUNTAIN OR TO DISPENSE WITH IT.

SO 86 MILLION REQUESTED 9 MILLION UNDER CONSTRUCTION OR PRE-CONSTRUCTION.

SO WE'RE 10.5%, UM, THROUGH OUR $86 MILLION CAPITAL IMPROVEMENT, UM, PROGRAM.

UH, HERE IS HARDY BILL'S LIST OF, UM, PROJECTS THAT IT FEELS, UM, SHOULD BE DONE IN OUR DEVELOPMENT IMPACT FEE PROGRAM.

WE ARE IN THE BEGINNING STAGES OF JASPER COUNTY, UH, THE CITY OF HARVILLE AND THE TOWN OF RIDGELAND IN COMING UP WITH A, UH, DEVELOPMENT IMPACT FEE ROADS PROGRAM.

SO HARDY'S, UH, TOTAL SO FAR IS $257 MILLION.

AND YOU CAN SEE THERE, THERE ARE SOME IDEAS ABOUT, UH, THE NARRATIVE ABOUT HOW AND WHAT, UH, UH, THESE IMPROVEMENTS WILL BE SPENT ON.

SO, AS YOU KNOW, UH, JASPER COUNTY IS FULL OF RURAL ROAD SECTIONS.

UH, THERE ARE HARDLY ANY ARTERIAL ROADS IN JASPER, BUT YOU ALSO REALIZE THAT, UH, SC 4 62 AND SC ONE 70 ARE MAJOR ARTERIES, UH, IN JASPER, AND THEY'RE JUST AT CAPACITY, THEY'RE OBSOLETE, AND, UH, THEY'RE GONNA HAVE TO BE IMPROVED.

SO WHEN PEOPLE COME DOWN FROM THE NORTH ON I 95, THEY GET OFF ON 4 62 AND TAKE THAT SHORTCUT TO GET TO BLUFFTON AND TO GET TO HILTON HEAD.

AND THAT THING BECOMES A RACETRACK.

IT'S DANGEROUS, AND THE DAYTIME IS DANGEROUS AT NIGHT.

SO IT'S VERY DIFFICULT, UH, TO NAVIGATE IT AND IT'S GONNA HAVE TO BE IMPROVED.

UH, THE TOWN OF RIDGELAND HERE ARE THE IMPROVEMENTS THAT THEY WOULD LIKE TO MAKE.

MOST OF THESE IMPROVEMENTS ARE EITHER CAPACITY AND OR GEOMETRIC INTERSECTION IMPROVEMENTS.

AND THEN HERE IS JASPER COUNTY AT LARGE, OKAY? 267, UH, MILLION 500,000.

THE TOTAL ROSE C I P PROGRAM THAT WE ENVISION ON, UH, DEVELOPING SUBSTANTIALLY WITH DEVELOPMENT IMPACT FEES IS $577,000,500.

SO YOU SEE, THESE ARE ALL EXTREMELY LARGE PROJECTS AND THE NUMBERS ARE JUST IMMENSE.

BUT IF YOU GET AN IDEA ABOUT WHAT IT IS THAT WE WOULD LIKE TO DO, THEN YOU CAN GO PAST JUST THE RAW, UH, NUMBERS.

UH, I WANNA GIVE YOU SOME GOOD NEWS.

AS OF DECEMBER 31ST, 2022, UH, JASPER COUNTY HAS RAISED, UH, ALL OF THE 30 MILLION IN ITS, UH, TRANSPORTATION.

UH, 1 CENT SALES TAX PROGRAM, 21.33 MILLION OF THOSE DOLLARS ARE DEDICATED TO THESE PROJECTS.

UM, WE TALKED ABOUT, UH, UH, EXIT THREE, THE NEW INTERCHANGE, UH, A LITTLE WHILE AGO.

SO THAT'S $13,500,000 DEDICATED TO THAT PARTICULAR PROJECT.

AND THEN YOU CAN SEE SOME OF THE OTHER, UH, PROJECTS THAT, UH, WILL BE PAID FOR WITH THIS, UH, PENNY SALES TAX PROGRAM.

UH, GOOD NEWS, UH, THE D O T ADVISED US IN THE, UH, FEBRUARY 6TH, UH, COUNCIL MEETING THAT THEY ARE READY TO BEGIN THE REPAVING OF I 95 FROM THE GEORGIA SAVANNAH, UH, RIVER BORDER, ALL THE WAY UP TO EXIT 33, UH, WITH, UH, UH, BEGINNING IN JANUARY, 2024, UH, EX WITH THE EXPANSION OF THREE LANES, UH, FROM THE BORDER, UH, FROM THE SAVANNAH RIVER UP TO EXIT EIGHT.

AND WE'LL CUT IT OFF THERE.

ARE THERE ANY QUESTIONS THAT I MIGHT, UH, BE ABLE TO ENTERTAIN OR THAT WE CAN TAKE DOWN THE EMAIL ADDRESSES AND WE CAN ANSWER YOUR QUESTIONS, UH, IN WRITING? OKAY.

ANY QUESTIONS FROM THE BOARD? ANY QUESTIONS FROM THE PUBLIC? OKAY.

THANK YOU DANNY.

AND, UH, MARCH.

YOU HAVE REQUESTED TIME? YES, SIR.

AND I'LL COORDINATE, UH, THAT TOPIC, UH, WITH YOU.

UH, WE, WE'VE RESERVED MARCH ALREADY FOR, FOR THAT.

YES, SIR.

UH, ALSO THERE ARE

[01:05:01]

THE REMAINING JURISDICTIONS, UH, THE BEAUFORD PORT, ROYAL HILTON, HEAD ISLAND YI, UH, TO, AND I WILL COORDINATE WITH EACH OF THOSE TOWN MANAGERS TO SEE WHO WILL COME IN MARCH AFTER I KNOW WHAT TIME DANNY NEEDS.

AND, UH, SO MARCH AND APRIL, GET THE REST OF THE JURISDICTIONS.

I THINK IT'S, UH, VERY INFORMATIVE AND, UH, I ENCOURAGE EVERYBODY TO LOOK AT THOSE, UH, PROJECTS AND STEAL WHATEVER IDEAS THEY CAN BORROW, BORROW, BE INSPIRED BY.

OKAY.

UH, UNLESS THERE'S ANY OTHER COMMENTS FROM THE BOARD OR THE PUBLIC, UM, THANK YOU ALL FOR COMING AND ENJOY THE REST OF THE WEEK.

UH, MAYOR MARY, I KNOW WE'RE WAY OVER TIME, BUT, UM, THE HATE CRIMES BILL AT THE HOUSE THEN THANKS TO MAYOR SOKAS LEADERSHIP PUT IT ON OUR AGENDA A FEW MONTHS AGO.

UM, SO IT CAME OUTTA SUBCOMMITTEE LAST WEEK THANKS TO WESTON NEWTON'S, UH, LEADERSHIP.

UM, SO I WOULD ENCOURAGE EVERYBODY TO REACH OUT TO THEIR REPRESENTATIVES TO THANK THEM FOR GETTING IT ON THE HOUSE FLOOR.

THERE'S AN ASSUMPTION IT MAKES IT OUTTA THE HOUSE FLOOR WITHIN THE NEXT FEW WEEKS, BUT THE SENATE IS WHERE IT'S GONNA NEED SOME WORK.

UM, SO JUST ASKING FOLKS TO REACH OUT TO THEIR SENATORS, ESPECIALLY IF, YOU KNOW FOLKS IN THE UPSTATE, UH, THERE'S SOME UPSTATE SENATORS THAT ARE THE, THE HOLD UP IN THE SENATE.

UM, AND SO WE NEED TO BE APPLYING SOME, SOME POLITE PRESSURE, UH, TO THOSE FOLKS.

CAUSE I THINK NOW IS THE YEAR FOR US TO, TO GET IT OUTTA THE HOUSE.

BUT THANKS TO MAYOR SOKA AGAIN FOR BRINGING THIS UP.

THANK YOU.

AND YOU KNOW, WE'LL BE IN THE MUNICIPAL ASSOCIATION MEETING, WHAT, JUNE OR JULY, WHATEVER THAT DATE IS.

YES, IT'S NOT TOO LATE.

IT'S A GOOD TIME TO TALK TO OUR REPRESENTATIVES, OUR MAYOR AND COUNCILS UP THERE AS WELL.

SO.

GREAT.

WELL, THIS, THIS WILL PROBABLY HIT THE SENATE FLOOR WITHIN THE NEXT MONTH IF THEY CAN GET IT ON THE, ON THE CALENDAR.

UM, SO THE, THE TIME IS, THE TIME IS RIGHT NOW FOR, FOR FOLKS.

AND I WANNA THANK THE OTHER MAYORS AND MUNICIPAL STAFFS FOR GETTING THE, UM, INFO TO THE SUBCOMMITTEE CUZ I THINK IT MADE A REAL, A REAL IMPACT ON THE SUBCOMMITTEE MEMBERS.

AND THERE WERE ANOTHER 12 HOUSE MEMBERS SITTING IN ON THE SUBCOMMITTEE LAST THURSDAY WHEN THEY UNANIMOUSLY MOVED IT TO THE, UH, FULL JUDICIARY, WHICH I THINK WILL GO THIS THURSDAY.

AND THANK YOU FOR GOING UP TO COLUMBIA AND REPRESENTING US, UH, AT THAT SUBCOMMITTEE UH, MEETING.

I'M SURE IT MADE A GREAT IMPACT.

THANK YOU.

THANK YOU EVERYONE.

SEE YOU NEXT MONTH.
