UH, WE'RE GONNA GO OVER THE BU COUNTY FINANCIAL STATEMENTS.

WE'RE BASICALLY GOING OVER THE GENERAL FUND TODAY.

UM, WE WON'T GO OVER THE REVENUES AND EXPENSES AND, UH, WE'RE GONNA GO OVER, UH, FUND BALANCE POLICY.

THE, THE ROLLOVER OF THE, UH, SURPLUS FROM LAST YEAR TOO.

UM, YOU'LL BE, YOU'LL WANNA FOLLOW, UH, THERE WAS ANOTHER HANDOUT IN HERE, UM, THAT Y'ALL ARE USED TO.

Y'ALL, Y'ALL SAW THAT? MM-HMM.

BUT, UM, ON THE REVENUE SIDE, WE REALLY HAVE WHAT I WOULD CALL THE BIG THREE, UH, WHICH ARE AD VALOR TAXES, INTERGOVERNMENTAL REVENUES, AND CHARGES FOR SERVICES.

UM, THEY CH THEY MAKE UP THE MAJORITY OF WHAT WE HAVE, UH, FOR AD VALOR TAXES FOR THE CURRENT YEAR, WE'VE ALREADY COLLECTED ABOUT 92%.

UM, THAT WAS CONFIRMED BY THE TREASURER, UH, BE BEFORE WE CAME IN, UH, WHICH IS PRETTY, PRETTY GOOD.

SO WE'VE COLLECTED ALMOST A HUNDRED MILLION OUT OF 109 MILLION IN THE GENERAL FUND.

UM, THE INTERGOVERNMENTAL IS STILL LAGGING A LITTLE BIT.

UH, THAT'S REALLY 10 MILLION AND IT'S TWO BIG POTS OF MONEY.

8 MILLION IS STATE AID TO SUBDIVISION, AND IT'S, IT BASICALLY COMES IN QUARTERLY, AND THAT'S LAGGING IN.

THE OTHER ONE IS A HOMESTEAD EXEMPTION, AND WE DON'T TYPICALLY SEE THAT UNTIL MAY.

SO THAT'S GOING TO IT.

IT'LL, IT'LL LAG UNTIL KIND OF THE END OF THE YEAR, AND THEN IT'LL ALL CATCH UP.

BUT WE'RE PRETTY FIRM ON THOSE NUMBERS.

UM, CHARGES FOR SERVICES ARE MEETING OUR EXPECTATIONS.

IT'S KIND OF DOING WHAT IT'S SUPPOSED TO BE DOING IN THE CURRENT YEAR, AND WE'RE NOTHING REALLY TO SAY ABOUT THAT.

UH, INTEREST INCOME IS GOOD NEWS.

AS MOST OF Y'ALL KNOW, THE INTEREST RATES ARE MUCH HIGHER THAN THEY HAVE BEEN IN THE PAST OR BUDGETED FOR.

SO WE'RE SEEING, UH, BIG JUMPS IN INTEREST.

SO, AND GO OVER THE EXPENDITURES.

THEY'RE KIND OF, THEY'RE, THEY'RE LOOKING GOOD.

THEY'RE DOING WHAT THEY SHOULD BE DOING.

UH, THERE'S ONE, UM, THEY'RE, THEY'RE PERFORMING CLOSE TO WHAT THEIR BUDGET IS.

UH, ONE THING THAT WE'RE SEEING IS A WIDENING GAP IN PROFESSION, IN PERSONNEL SERVICES, WHICH IS RELATED TO GAP POSITIONS, WHICH ACCUMULATES AS A YEAR GOES ON, AND PEOPLE CANNOT REALLY FILL ALL OF THEIR, SUE, SHOW ME THE NEXT ONE, SORRY.

UM, BUT YEAH, WE WE'RE, WE'RE, WE'RE, WE'RE LOOKING AT THAT IN, UH, IN, IN THE CURRENT YEAR BUDGET.

WE'RE TRYING TO MAKE ADJUSTMENTS TO, TO WHITTLE DOWN THAT, UH, EXPECTATION AND GET IT CLOSE TO WHAT IT SHOULD BE.

NEXT ONE IS THE CAPITAL BUDGET IMPROVEMENTS, WHICH ARE THE LAST TWO PAGES.

AND CURRENTLY THEY'RE MAKING SIGNIFICANT HEADWAY.

UH, AND THEY MADE ABOUT 12 MILLION THAT HAVE BEEN SPENT AND ENCUMBERED IN THE CURRENT YEAR.

SO FAR, I'VE GOTTEN WORRIED THAT THEY'RE TRYING TO SPEND AS MUCH AS POSSIBLE.

UM, BUT THEY'RE, THEY WANT TO GET IT DONE AND DONE IN THE RIGHT WAY.

BUT THAT'S JUST A SNAPSHOT OF WHERE WE ARE RIGHT NOW.

WE'VE

BEEN TALKING ABOUT SURPLUSES AND FUND BALANCE, UH, A LOT.

AND Y'ALL HEAR IT A LOT, AND I DON'T REALLY KNOW IF Y'ALL KNOW WHAT THE POLICY IS.

SO I KIND OF WANTED TO UPDATE Y'ALL ON WHAT OUR POLICY WAS AS FAR AS FUND BALANCE AS IT IS CURRENTLY.

AND OUR, OUR FUND BALANCE IS, UH, DEFINED IN THE CODE ORDINANCES SECTION 2 4 2 DASH 4 0 3.

AND IT SAYS, BUFORD COUNTY COUNCIL HEREBY ESTABLISH A GENERAL FUND FUND BALANCE POLICY, WHICH SHALL REQUIRE THE MAINTENANCE OF THE FUND BALANCE OF AT LEAST 30% OF THE TOTAL GENERAL FUND EXPENDITURES FOR THE PREVIOUS YEAR AS UNDEDICATED GENERAL FUND FUND BALANCE.

AND I GUESS THAT SHOULD, SHOULD BE A DASH IN THERE, BUT THAT'S FOR THE FUND FUND BALANCE.

IT, IT IS KIND OF HARD TO SAY, BUT ANYWAYS, UH, AND SO, BEING A GOOD ACCOUNTANT, AS WHITNEY WOULD ATTEST, YOU ALWAYS WANNA MAKE A CALCULATION.

AND SO I BASICALLY TOOK THE, UH, GENERAL FUND EXPENDITURES FOR LAST YEAR.

NOW, WE, WE DID INCLUDED CAPITAL EXPENDITURES ON HERE.

I I WOULD ARGUE THOSE ARE ONE TIME EXPENSES AND NOT REALLY OPERATING EXPENSES.

YOU COULD LEAVE THEM IN OR LEAVE THEM OUT.

I LEFT THEM IN HERE.

AND AT 30%, YOU'RE LOOKING AT ROUGHLY $36 MILLION THAT WE NEED TO KEEP AN UNASSIGNED FUND BALANCE.

OUR LAST YEAR FISCAL SURPLUS, WHICH WE'VE BEEN HITTING AROUND, IS ABOUT 15 MILLION.

SO IF YOU LOOK AT THE UNASSIGNED GENERAL FUND FUND BALANCE ON THE, UH, ANNUAL COMPREHENSIVE FINANCIAL REPORT, IT WAS 74,000 886, 68, 70 $4,868,056.

SO BELOW IT, I, I, I SPLIT, I SPLIT OUT WHAT WE HAD TO HAVE REQUIRED BY LAW OR BY ORDINANCE SO FAR, AND THAT'S 36,000.

WE'VE ALSO TRANSFERRED OUT ABOUT, OR 36 MILLION, SORRY.

MM-HMM.

WE'VE ALSO TRANSFERRED OUT ABOUT 20 MILLION TO THE CAPITAL FUND FOR CAPITAL PROJECTS.

WE ARE IN THE PROCESS OF PURCHASING TWO MULLET WAY FOR 2 MILLION.

UH, WE HAVE IN, UH, THE BUDGET AMENDMENT, THE DSN PARKWAY FOR TWO 50.

AND, UH, THERE'S BEEN A REQUEST FOR CIP P NEEDED FOR EXISTING FACILITIES TO FIX HOLES IN ROOFS OF ABOUT $2 MILLION.

AND THAT REALLY LEAVES US WITH UNASSIGNED FUND BALANCE OF ABOUT $14,000,208, $208,000 CURRENTLY.

NOW, THERE ARE SOME ITEMS, AND SOME OF 'EM ARE IN EXECUTIVE SESSION.

SOME OF 'EM HAVE BEEN BROUGHT UP IN ANOTHER EXECUTIVE SESSION.

SOME ARE IN DISCUSSIONS, BUT A, SOME, A LOT OF THIS $14 MILLION WILL BE USED ON THOSE DISCUSSIONS ON, BASED ON Y'ALL'S SUGGESTIONS.

THAT'S FUND DOLLARS GONNA HAVE THERE.

NEXT IS THE UPCOMING FINANCING ISSUES THAT WE HAVE.

WE HAVE THREE BONDS THAT WE'RE GOING, THAT ARE GONNA BE CALLABLE IN MAY, UH, 2013, A, B, AND C.

UM, WE'RE GETTING TOGETHER WITH, UH, OF EMAILED DAVID CHEATWOOD, AND WE'RE GONNA GET TOGETHER AND GO OVER THE POSSIBILITY OF DEFIES DEF, FEASANCE AND REFUNDING OF THE BONDS FOR SAVINGS TO Y'ALL.

I'M HOPING TO GET THAT TO Y'ALL IN THE NEXT FINANCE COMMITTEE MEETING.

UH, THE CONSTRUCTION OF THE EMS SLASH FIRE STATION IS IN A BOND PROCEEDS ACCOUNT, AND CURRENTLY IT'S OVER BUDGET.

UH, THERE'S A COUPLE HUNDRED THOUSAND DOLLARS IN A CONTINGENCY FUND WITHIN THAT FUND, AND WE'RE JUST TRANSFERRING THERE SO WE CAN GET THAT EMS FACILITY COMPLETED.

UM, THERE'S PLANNING IN DESIGN OF CONVOCATION CENTER AT C B FOR $300,000.

UH, WE HAD A PROJECTED SURPLUS AT BE THE BEGINNING OF THE YEAR.

UH, WE WOULD BE PLANNING ON USING THAT.

UM, THE PATHWAY OF THE DISABILITY AND SPECIAL NEEDS BUILDING, UH, IS A PATHWAY AROUND THAT BUILDING, UH, FOR, FOR, FOR THE CLIENTS AND STAFF.

UM, THAT'S GONNA BE USE OF CURRENT YEAR SURPLUS AND FUND BALANCE, UH, THE CIP P NEEDED FOR REPAIRS.

I ALLUDED TO IN MY, MY OPENING SESSION FOR 2 MILLION.

UH, THERE'S A LOT OF STUFF THAT NEEDS TO GET DONE, PROBABLY WON'T GET DONE BY THE END OF THE YEAR, BUT THAT'S GONNA BE USE OF CURRENT YEAR SURPLUS AND FUND BALANCE.

UH, THERE WAS ADDITIONAL FUNDING, UH, FOR ADDITIONAL FOR ISLAND REC CENTER OPERATIONS FOR THE POOL, I BELIEVE, AND THE AMOUNT OF $10,000.

AND THAT WOULD BE THE, THE, UH, USE OF THE CURRENT YEAR SURPLUS AND FUND BALANCE.

UM, AS I ALLUDED TO IN MY PREVIOUS, UM, UH, DISCUSSION WHERE SALARIES AND, UH, PERSONNEL, PERSONNEL SERVICES ARE SIGNIFICANTLY BELOW, AND WE HAVE TALKED IN THE BUDGET RETREAT ABOUT DOING A COLA AND A MERIT INCREASE, BUT WE'VE TALKED TO THE COUNTY ADMINISTRATOR, AND RIGHT NOW WHAT HE WANTS TO PROCEED WITH IS, IS A COLA AND POSSIBLY REDOING THE, THE COUNTY EMPLOYEE'S WORK SCHEDULE.

BUT WE LOOKED AT WITHIN THE BUDGET, AND WE THINK THAT WE CAN EASILY ABSORB A 3% COLA AND IT WOULD BE EFFECTIVE AS OF FEBRUARY 4TH, WHICH IN THE, I HAD TO TALK TO CATHERINE AND SHE CORRECTED ME.

IT WAS, I HAD IT AS FEBRUARY 11TH, BUT I NEEDED TO ROLL IT BACK A WEEK BEFORE.

SO IT'D BE EASIER ON MY, ON STAFF TO GET EVERYTHING IN THERE, BUT IT, IT WOULD BE EFFECTIVE ON THE FOURTH GOING FORWARD INTO NEXT YEAR.

AND THAT'S APPROXIMATELY $1 MILLION.

UM, THERE'S A TRANSFER FROM THE HOSPITALITY TAX FUND TO THE GENERAL FUND THAT WE HAVE DONE IN THE PAST TO SUPPLEMENT, UM, I GUESS SAFETY PERSON SAFETY SERVICES FOR OUR PEAK SEASONS.

THAT'D BE SHERIFF AND EMS IN DETENTION CENTER.

UM, WE'RE LOOKING AT HAVING A SURPLUS THIS YEAR.

WE DON'T THINK IT'S NECESSARY.

WE'D LIKE TO KEEP THAT WITHIN THE HOSPITALITY TAX FUND SO WE CAN PROGRAM IT FOR, UH, OTHER NEEDS.

UM, BUT ANYWAYS, THAT'S THAT.

AND THEN THE LAST IS, UM, WE HAVE A DIRT ROAD CONTRACT, AND THEY HAVE IT FOR, UH, THE DUFUS ISLAND WHERE THEY'RE GONNA ROCK, I BELIEVE, THREE ROADS.

THREE ROADS, YEAH.

SO THEY'RE GONNA BE ROCKING THREE ROADS OVER THERE.

IT WAS OVER BUDGET, AND THEY, THEY HAD IT IN THE CAG FUNDS.

THERE'S ANOTHER FUND THAT'S THE LOCAL, UH, ADMISSIONS TAX THAT IS DEVOTED SOLELY TO, UM, TO ROADWORK AND REPAIRS.

AND IT HAS A FUND BALANCE OF ABOUT $3.3 MILLION.

SO THIS KIND OF FELT LIKE A PERFECT FIT.

RIGHT NOW, WHAT'S BEING FINANCED OUT OF THAT IS THE, THE PAYMENT FOR THE, UH, BLUFFTON PARKWAY.

SO, UH, WE WANTED TO REPURPOSE THAT.

IT WOULDN'T COST THE TAXPAYERS ANYTHING AND GET THREE ROADS THAT ARE NEED, NEED PAVING OVER THERE.

DONE.

AND THAT'S REALLY ALL THAT I HAVE FOR THE BUDGET AMENDMENT.

AND THE WORD I WAS SEARCHING WAS BUDGET AMENDMENT THAT I COULDN'T COME UP WITH A SECOND AGO, BUT OBVIOUSLY WE JUST TALKED ABOUT THE SURPLUS THAT WE HAVE RIGHT NOW, WHICH IS CURRENTLY ABOUT 14 MILLION PLUS.

AND SO THIS, THIS AMOUNT WOULD BE THEN, UM, USED AGAINST THAT SURPLUS AS IN THIS BUDGET AMENDMENT, THAT 2.3 MILLION HAS NOTHING TO DO WITH THE SUB SURPLUS OR FUND BALANCE IN, IN THE GENERAL FUND, BUT THIS IS AT A TOTALLY DIFFERENT FUND.

THIS IS THE ADMISSIONS, THE LOCAL ADMISSIONS TAX FUND.

IT WAS JUST SIMILAR TO THE LOCAL HOSPITALITY AND ACCOMMODATIONS TAX FUND, BUT IT HAS RESTRICTIONS ONLY TO BE USED FOR ROAD REPAIRS AND MAINTENANCE.

AND, BUT, BUT THE OTHER ITEMS THERE ARE ALL WOULD BE COMING, WELL, IT, IT IS SET FOR, IT'S SET FOR THE PORT ROYAL LIBRARY, THAT, THAT'S THE USE OF, UH, IMPACT FEES IN THE CONSTRUCTION

AND WE ALSO ARE REQUIRING THEM TO COORDINATE THEIR MARKETING PLAN WITH THE DMO SO THAT WE CAN MAKE SURE THAT THE MONEY'S BEING SPENT BEING SPENT EFFECTIVELY, SO WE'RE NOT DOUBLE DIPPING ON ADVERTISEMENTS IN THE SAME MAGAZINES OR SAME JOURNALS OR WHATEVER.

SO THEY HAVE TO COORDINATE WITH THE DMO S TO MAKE SURE THAT THOSE DOLLARS ARE BEING USED THE MOST EFFICIENTLY AS POSSIBLE.

DO WE THINK THEY WEREN'T DOING THAT IN THE PAST? UH, THAT IS OUR UNDERSTANDING.
