FIRST I'D LIKE TO CONGRATULATE THE NEW AND REELECTED MEMBERS OF THE COUNCIL ON THE RECENT APPOINTMENTS AND I APPRECIATE THAT IT'S LATE IN THE DAY AND WE HAVE A LOT OF PEOPLE HERE SO I'LL BE BRIEF. THIS IS A NEW YEAR AND A NEW ADMINISTRATION.
I WOULD LIKE TO AND I'M REPRESENTING A GROUP OF CITIZENS THAT ARE ASKING TO USE THIS NEW TOWN COUNCIL TO PUT THE INTERESTS OF THE RESIDENTS FIRST.
I WOULD LIKE TO THANK MR. ROLANDO AND THE TOWN STAFF WHO HAVE BEEN VERY SUPPORTIVE OF DEALING WITH SOME TRAFFIC AND STORMWATER ISSUES IN OUR NEIGHBORHOOD RECENTLY.
HIS LEADERSHIP IS MAKING A TREMENDOUS DIFFERENCE THAT WE CAN ALREADY TELL THAT THIS IS A NEW ADMINISTRATION. THE TOWN RECENTLY PRESENTED ITS MID ISLAND TRACT MASTER PLAN WHICH GOES TO GREAT LAND TO ALIGN ITSELF WITH CHARLES FRAZIER'S VISION.
THE MASTER PLAN ALSO STATES AND I QUOTE IT WILL ENHANCE HUMAN WELL-BEING AND STRENGTHEN COMMUNITY. WE WOULD ASK THAT YOU APPLY THESE METRICS TO PROPOSED 15 WIMBLEDON PROJECT WHICH IN ITS CURRENT FORM IS DIAMETRICALLY OPPOSED TO THESE TWO METRICS.
THIS PROPOSED PROJECT WILL HAVE A DETRIMENTAL IMPACT ON THE FOLLOWING FIELD, NEIGHBORHOOD AND BEACH AVAILABILITY FOR RESIDENTS AT ISLAND BEACH PARK. WE WOULD ASK THAT THE TOWN AT A MINIMUM CONDUCT AN INDEPENDENT ENVIRONMENTAL STUDY AS WELL AS A TRAFFIC STUDY OVER A WEEKEND IN JULY. THE RESIDENTS OF THIS ISLAND HAVE BEEN ASKING FOR THIS TRAFFIC STUDY SINCE 2015. THANK YOU FOR THE OPPORTUNITY TO SPEAK.

I'M ALSO THE PRESIDENT OF THE NEWLY FORMED JANESVILLE PRESERVATION SOCIETY. OUR MISSION IS TO DEVELOP A MORE TRANSPARENT COMMUNICATION BETWEEN TOWN OFFICIALS AND THE RESIDENTS OF JANESVILLE ROAD AND TO SLOW THE ESCALATION OF DEVELOPMENT ON JANESVILLE ROAD. WE ARE NOT AGAINST ALL DEVELOPMENT AS LONG AS IT ADHERES TO THE PURPOSE OF THE ALAMO.
THAT PURPOSE IS TO CODIFY STANDARDS THAT REGULATE LAND USE, PROMOTE ORDERLY GROWTH AND PROTECT EXISTING PROPERTY OWNERS BY ENSURING A SAFE, CONVENIENT, ATTRACTIVE AND FUNCTIONAL COMMUNITY. THE MAJORITY OF THE RESIDENTS AND MANY TOWN OFFICIALS HAVE EXPRESSED CONCERNS THAT THE ALAMO DOES NOT MEET THE CURRENT NEEDS OF THE ISLAND.
YEARS AGO THE ALAMO GUIDELINES WERE CHANGED TO ENCOURAGE AFFORDABLE HOUSING.
HOWEVER, THESE CHANGES DID VERY LITTLE TO ACCOMMODATE THOSE NEEDS.
THEY MERELY ENHANCED THE ABILITY FOR DEVELOPERS AND INVESTORS MANY OF WHICH WHO DO NOT LIVE IN THE LOCAL COMMUNITY TO GET RICH. WHILE OUR ISLAND SUFFERED IRREVERSIBLE DAMAGE TO THE ENVIRONMENT WILDLIFE CREEKS AND STREAMS, SALTWATER MARSHES,

QUALITY OF LIFE THE VERY IMAGE OF HILTON HEAD THAT ALL OF US HAVE COME TO LOVE.THE CURRENT ALAMO ALLOWS THE DEVELOPER TO DESIGN AND ENGINEER THEIR PROJECTS ACCORDING TO THEIR OWN INTERPRETATION OF LOWCOUNTRY DESIGN, ARCHITECTURE AND COMMUNITY IMPACT. DEVELOPERS AND TOWN OFFICIALS WILL ARGUE THAT THEY ADHERE TO THE ALAMO RULES AND GUIDELINES. THAT MAY BE TRUE, BUT ONE ONLY NEEDS TO LOOK AT THE DEVELOPMENT ON MARSHLAND ROAD OR BAILEY'S COVE TO SEE THE FAILURES OF THE CURRENT ALAMO.

HOW CAN SOMEONE CLAIM THAT A DEVELOPMENT ADDRESS IS AFFORDABLE HOUSING WHEN THE PRICE TAG ON THESE UNITS IS BETWEEN 508 HUNDRED K? HOW CAN A SCHOOL TEACHER FIREFIGHTER POLICE OFFICER EMT . HOW CAN THEY AFFORD TO PURCHASE A PROPERTY LIKE THIS? THE ALAMO MUST BE CHANGED TO RIGHT THE WRONGS OF PAST ADMINISTRATIONS BEFORE ANY MORE DAMAGE CAN BE DONE AND TO PROTECT THIS BEAUTIFUL ISLAND FROM THE GREED OF DEVELOPERS. THIS IS A VERY SPECIAL ISLAND WITH BEAUTIFUL BEACHES, DIVERSE AND HISTORICAL COMMUNITIES. WE ARE IN DANGER OF LOSING WHAT WE HAVE ALL COME TO CHERISH AND ENJOY. WE RESPECTFULLY REQUEST THAT A MORATORIUM BE ESTABLISHED IMMEDIATELY UNTIL THE CURRENT ALAMO RULES AND GUIDELINES CAN BE ADDRESSED FOR ANY DEVELOPMENTS BEYOND AN ARMED FORCE IN RESIDENTIAL NEIGHBORHOODS.
THIS WOULD GET ALL OF US TIME TO REEVALUATE THE LONG TERM EFFECTS THAT THESE DEVELOPMENTS BRING TO OUR COMMUNITIES. TO ADDRESS SUCH ITEMS AS TRAFFIC AND SAFETY, ENVIRONMENTAL IMPACTS, UTILITY INFRASTRUCTURE, QUALITY OF LIFE FOR CURRENT RESIDENTS, SCHOOLS AND HOSPITALS, EMERGENCY RESPONSE TIME JUST TO NAME A FEW.
WE ALSO ASKED FOR A ONE HOUR MEETING DESIGNED SPECIFICALLY TO ADDRESS THESE CONCERNS FOR THE RESIDENTS OF JANESVILLE ROAD AND SURROUNDING COMMUNITIES.

MAYOR PERRY, MR. ORLANDO AND MEMBERS OF THE TOWN COUNCIL THANK YOU FOR THE OPPORTUNITY TO ADDRESS THE COUNCIL AND FOR LISTENING TO OUR CITIZENS. I'M HERE TODAY REGARDING THE EXCESSIVE OVERDEVELOPMENT OF JONES FALL ROAD AND THE EFFECTS IT'S HAVING ON THE SAFETY OF THE CURRENT RESIDENTS IN THIS HISTORIC COMMUNITY. CURRENTLY BAILEY'S COVE A MASSIVE 147 UNIT DEVELOPMENT IS BEING BUILT AT THE FRONT OF JONES FIELD ROAD WHICH ESSENTIALLY DOUBLES THE NUMBER OF CARS AND PEOPLE INHABITING THE ROAD.
IT WAS APPROVED BY THE TOWN WITH WHAT HAS BEEN ADMITTED ON PUBLIC RECORD AS SOME QUESTIONABLE DECISIONS REGARDING ADHERENCE TO CURRENT LMO AND INADEQUATE ASSESSMENTS AS TO THE IMPACT THE DEVELOPMENT WILL HAVE ON TRAFFIC, WATER, SEWER AND GENERAL INFRASTRUCTURE. THE PROJECT HAS ALREADY BEEN APPROVED AND WE ARE LEFT TO DEAL WITH THE IMPACTS. ALL IMPROVEMENTS NECESSARY TO THIS AREA DUE TO BAILEY'S COVE WILL NOW FALL ON THE BACKS OF THE TOWN AND OUR TAXPAYING RESIDENTS RATHER THAN THE DEVELOPERS THAT WILL SIGNIFICANT PROFIT OFF THIS DEVELOPMENT.
IN ADDITION, WE ARE NOW LEFT LIVING ON A ONE WAY AND ONE WAY OUT ROAD WITH DOUBLE THE TRAFFIC AND POPULATION NOW. TWO ADDITIONAL LARGE DEVELOPMENTS ARE PROPOSED AND IF APPROVED WOULD ALMOST TRIPLE THE CURRENT POPULATION AND TRAFFIC ON THE ROAD.
THE LACK OF APPROPRIATE PLANNING FOR BAILEY'S COVE IS ALREADY CREATED AN INCREDIBLE TRAFFIC AND SAFETY HAZARD DURING HEAVY TRAFFIC TIMES THE NEW POPULATION AND OUR RESIDENTS WILL NOT BE ABLE TO TURN OFF OF JONES VALE ROAD IN ANY DIRECTION MEANING WE WILL HAVE NO WAY OF LEAVING OUR COMMUNITY. IF THERE IS ANY NEED FOR EMERGENCY SERVICES DURING THOSE TIMES THERE WILL BE NO WAY IN OR OUT FOR EMERGENCY PERSONNEL.
WE STILL HAVE NOT HAD A FAIR, UNBIASED AND TRANSPARENT ASSESSMENT OF THE CURRENT INFRASTRUCTURE AND THE IMPACT ON THIS HISTORIC AREA AND WHETHER IT CAN SUPPORT THIS ADDITIONAL DEVELOPMENT. WE'VE BEEN PROMISED FUTURE ASSESSMENTS AND WHILE WE ARE THANKFUL FOR THAT THESE PROMISED CHANGES WILL NOT IMPACT THE TWO NEW PROPOSED DEVELOPMENTS SHOULD THEY BE QUICKLY PUSHED THROUGH BEFORE PROMISED CHANGES ARE MADE.
PUTTING THE CART BEFORE THE HORSE UNDER THESE CIRCUMSTANCES WILL DESTROY OUR HISTORIC AREA FOR YEARS TO COME. I'M REQUESTING TODAY THAT THE TOWN COUNCIL AND MAYOR STAND UP ON BEHALF OF THE SAFETY OF OUR RESIDENTS AND HALT ANY FUTURE DEVELOPMENT OVER AN OUR M4 IN THIS AREA UNTIL APPROPRIATE SURVEYS TAKE PLACE. I'M IN NO WAY PROPOSING THAT LAND SHOULD NOT BE DEVELOPED IN THE FUTURE IN THIS AREA BUT IT IS NECESSARY THAT THE SAFETY OF THE PEOPLE LIVING THERE CAN BE PROTECTED AND THE INFRASTRUCTURE CAN SUPPORT THE ADDITIONAL DWELLINGS BEFORE WE ALLOW FOR ANY NEW DEVELOPMENT. CURRENT ELMO STATES HIS PURPOSE IS TO GUIDE DEVELOPMENT IN ORDER TO PROTECT, PROMOTE AND IMPROVE PUBLIC HEALTH SAFETY MORALS, CONVENIENCE ORDER, APPEARANCE, PROSPERITY AND GENERAL WELFARE OF THE LANDOWNERS AND RESIDENTS OF THE TOWN. RESPECTING THE RIGHTS OF REAL PROPERTY OWNERS BY ADOPTING A COMPREHENSIVE ZONING ORDINANCE FOR THE TOWN AND PROVIDING ADMINISTRATIVE PROCEDURES AND DEVELOPMENT STANDARDS. I BELIEVE YOU COULD ASK ANY RESIDENT ON JONES HILL ROAD IF THEY FEEL THAT THE ALAMO HAS PERFORMED AS PROMISED AND THEY WOULD CERTAINLY DISAGREE. WE ARE ALL SUBJECT TO VICTIM BEING VICTIMS AS LONG AS WE ALLOW THESE CRIMINALS TO OCCUPY OUR NEIGHBORHOODS ON THE NORTH END OF THE ISLAND AND BEYOND. THERE IS A CONTINUUM ONE CONTINUOUS SHOOTING ON A NOT BEEN OUT OF THE ISLAND. WE THE PEOPLE NEED TO BIND TOGETHER WITH OUR LAW ENFORCEMENT TO BE INVOLVED IN ROOTING OUT THESE CRIMINALS WHETHER IT'S A SHOOTING OR DRUG DEALING THAT IS TAKING AWAY OUR LOVED ONES AND OUR CHILDREN.

I HAVE ENDURED BEING HERE ALL THESE YEARS AND I FEAR FOR WHAT IS HAPPENING IN OUR COMMUNITY.
MORE RESOURCES AND ATTENTION FROM OUR ELECTED LEADERS ARE NEEDED FOR THIS WELL, WE NEED TO BRING PEOPLE TOGETHER WHO DO NOT FEAR TO LIVE IN DARKNESS OR FEAR.
IT DOESN'T MATTER THE COLOR OF YOUR SKIN, YOUR NATIONALITY AT ALL.
