[00:00:01]
CLOSE CAPTIONING PROVIDED BY BEAUFORT COUNTY.
CAN WE ALL, CAN WE ALL HEAR ALL RIGHT.
DO WE HAVE THE BOARD AT THE TABLE? ANY BOARD MEMBERS NOT AT THE TABLE, PLEASE JOIN US.
WE, AS ALWAYS, WE'RE GONNA GET RIGHT INTO IT SO WE CAN STAY TO OUR HOUR.
UM, THE FIRST ORDER OF BUSINESS ON THE AGENDA IS THE, UM, BOARD NOMINEES FOR THE REGIONAL HOUSING TRUST FUND.
AND BRAD, WOULD YOU, UH, YOU WANNA REVIEW THE LIST OF APPOINTEES? YES.
AND THEN, UM, MAYOR SKA IS GOING TO, UM, PRESENT THE NOMINEE FROM THE SO LOCO, UH, EXECUTIVE COMMITTEE.
SO LAST, LAST MONTH, WE, UH, CAME TO Y'ALL WITH OUR 90 DAY WORK PLAN, UH, WITH, AND THAT WORK PLAN WAS ALSO GIVING US A TIMELINE OF HOW WE MOVE, HOW WE'RE GONNA MOVE FORWARD OVER THE NEXT COUPLE OF MONTHS, UH, WITH THE, UH, HOUSING TRUST FUND.
UH, ONE OF THOSE, UH, ACTION ITEMS WITHIN THAT 90 DAY WORK PLAN WAS TO, UH, HAVE EACH PARTNER, UH, TO APPOINT A REPRESENTATIVE, UH, TO, TO THE, UH, TO THE OVERSIGHT BOARD.
AND SO I WANTED TO KIND OF JUST GIVE YOU AN UPDATE AS FAR AS THOSE, THAT'S, THAT'S ALREADY BEEN, THOSE WHO HAVE ALREADY BEEN APPOINTED TO THE OVERSIGHT BOARD.
UM, WE DO HAVE OH, OH, GOTCHA.
UH, SO WHAT WE, WHO WE HAVE APPOINTED ALREADY TO THE OVERSIGHT BOARD IS, UH, UH, DICK STEWART, UH, CITY, UH, BEAUFORT, UH, APPOINTEE, UH, WENDY ZARA, UH, BEAUFORT, UH, COUNTY'S APPOINTEE.
MATT DAVIS, UH, FOR CITY OF HARDY.
BILL, UH, MICHELLE GASTON FOR JASPER COUNTY.
UH, COURTNEY HAMPTONS WITH THE TOWN OF BLUFFTON.
AND TONY ALFA, UH, REPRESENTING HILTON HEAD AND, UH, DIXIE LANIER, UH, REPRESENTING PORT ROYAL, UH, TOWN OF YAMA EMBASSY.
I ALSO SPOKE WITH MATT MATTS, UH, MATT GARN IS GONNA BE REPRESENTING THE TOWN OF YAMA EMBASSY.
UH, SO WE DO, UH, AFTER SPEAKING WITH HIM, UH, THIS MORNING.
UH, SO WE DO HAVE EVERYONE, UM, A BOARD AS OF AS OF RIGHT NOW.
UH, AND AGAIN, WE OF COURSE KNOW THAT THE SOLO APPOINTEE IS ON THE AGENDA FOR TODAY.
UH, FOR THOSE WHO ARE PART OF THE BOARD, IF YOU'RE HERE, WOULD YOU PLEASE, UH, STAND AND BE ACKNOWLEDGED? ANYONE HERE FROM OKAY.
WE LOOK FORWARD TO, AND, AND MATT AND, OKAY.
UM, MS. GASKIN COMES GASTON, RIGHT? YES.
UH, COMES FROM, UH, THE JASPER COUNTY NOMINEE.
AND, UH, SHE HAS AN OUTSTANDING RESUME.
SO I HAVEN'T MET YOU, BUT I HAVEN'T MET YOUR RESUME THAT YOU LOOK FORWARD TO WORKING.
UH, I'LL NOW WANT TO TURN IT OVER TO MAYOR SKA.
WE, THE, UH, EXECUTIVE COMMITTEE OF THE BOARD MET AND, AND, UH, REVIEWED SEVERAL, UH, POSSIBILITIES.
SO MAYOR SKA IS GOING TO, UM, GIVE THE RESULTS OF THAT MEETING.
AND THANK YOU FOR LETTING US KIND OF WHITTLE THIS DOWN.
UM, MAYOR WILLIAMS, MYSELF AND TOM LENNOX MET AND JUST KIND OF BRAINSTORMED NAMES, UTILIZED SOME OF THE COMMITTEE, THE, THE ORIGINAL COMMITTEE, UM, AND A NAME KEPT POPPING UP FROM ALL OF US.
AND SO WE, UM, KIND OF WENT OUT OF THE BOX A LITTLE BIT AND DISCUSSED VICTORIA SMALLS.
VICKY SMALLS HAS BEEN HERE HELPING US WITH SO LOCO FOR WHAT, A YEAR OR TWO MAYBE? YES.
UM, SHE'S BEEN OUR COMMUNITY DEVELOPMENT COORDINATOR WITH THE TOWN OF BLUFFTON.
SHE'S A LIFELONG RESIDENT OF THIS AREA, SPECIFICALLY TO BLUFFTON.
SHE HAS HER BACHELOR'S DEGREE IN HUMAN SERVICE, WHICH IS RIGHT ON TRACK WITH, WITH WHAT WE ARE LOOKING FOR.
UM, AND SHE IS INVOLVED IN A LOT OF AREAS THAT HAVE TO DO WITH AFFORDABLE HOUSING.
SHE'S ON THE HILTON HEAD REGIONAL HABITAT FOR HUMANITY BOARD.
SHE'S AT, WITH THE CALL TO ACTION, WHICH IS A 5 0 1
AND SHE'S ON SEVERAL CAMPBELL CHURCH BOARDS.
SO I THINK SHE HAS GOOD INSIGHT.
[00:05:01]
UM, AND SHE'S VERY ORGANIZED WITH OUR NEIGHBORHOOD ASSISTANCE PROGRAM, WHICH IS A DIVISION OF AFFORDABLE HOUSING.SO WE WOULD LIKE TO BRING VICTORIA SMALLS AS A NOMINATION.
SHE CAN STAND, YOU CAN SEE HER FACE.
SO SHE'S OUR NOMINEE IF Y'ALL WOULD ACCEPT IT.
I DO WANT TO ADD THAT I, I SERVED WITH VICTORIA ON THE BOARD OF HABITAT FOR HUMANITY, AND, UH, VICKY JUST JOINED A COUPLE MONTHS AGO.
AND I GOTTA TELL YOU, I, I THOUGHT SHE WAS THERE FOR A COUPLE YEARS.
SO I THINK, UH, I THINK SHE'S A WONDERFUL NOMINEE.
UM, SO WAS THAT A, WAS THAT A MOTION? YEAH.
UH, BY MAYOR, YOU'D LIKE TO MAKE ONE
THE, THE NOMI, THE, UH, EXECUTIVE COMMITTEE NOMINATES VICTORIA SMALLS.
WE HAVE A, A MOTION AND A SECOND.
ANY COMMENTS OR QUESTIONS BY THE BOARD? ALL I WOULD DO IS JUST SECOND, I THINK SHE IS A GREAT EMPLOYEE, AND WHEN THE MAYOR APPROACHED ME AFTER Y'ALL'S CONVERSATION, I HAD NOTHING BUT SUPPORT AND EXCITED FOR HER TO HAVE THIS OPPORTUNITY.
SO THANK YOU ALL FOR CONSIDERING HER.
ANYONE FROM THE PUBLIC LIKE TO SAY ANYTHING? OKAY.
IF NOT EVERYBODY ON THE BOARD.
ALL OPPOSED? OKAY, VICTORIA, THANK YOU.
AND SHE ACTUALLY CAME IN ON HER DAY OFF.
SHE'S GOT FAMILY IN TOWN, SO YOU CAN LEAVE NOW, VICKY, UNLESS
UM, SO WE NOW, BRAD, WE'RE COMPLETE, RIGHT? YES, WE WE'RE.
AND WE'LL, UH, KEEP THE BOARD ADVISED WHEN YOU'RE GONNA HAVE YOUR MEETINGS, ET CETERA, ET CETERA, RIGHT? YES.
THANK YOU'RE SHOOTING FOR, UH, THE SECOND WEEK IN, UH, DECEMBER, BUT WE'RE SENDING SOME DATES OUT NOW, NOW THAT WE HAVE THE BOARD FULL, WE'LL SEND, UH, DATES OUT TO THE, TO THOSE THAT JUST CAME ABOARD.
I WISH YOU, UH, EVERYBODY ON THE BOARD.
THANK YOU FOR SERVING AND, UH, GOOD LUCK.
YOU WANT BIO? DO YOU WANT HER BIO LIKE YOU HAVE ON THE REST OF 'EM? YES.
UH, NEXT TO FOLLOW UP THE, UH, HAY CRIMES, UH, RESOLUTION THAT WE HAD, UH, WE TALKED ABOUT THE LAST MEETING.
WE, UH, SAID WE, EVERYONE WHO HAD A RESOLUTION WOULD SEND IT TO, UH, STEVEN STS.
AND, AND WE WOULD COME UP WITH A, UM, RESOLUTION THAT, UH, EVERY ONE OF US COULD, UH, SUPPORT WHO WANTS TO SUPPORT THIS AND, AND USE THAT IN TERMS OF WHATEVER ADVOCACY STEPS WE TAKE GOING FORWARD.
SO, STEVEN, CAN I TURN IT OVER TO YOU, PLEASE? YES, SIR.
AND I'LL BE BRIEF, BECAUSE EVERYBODY SENT ME THEIR, UH, RESOLUTIONS FROM, I THINK IT WAS 2019 WHEN WE LAST DID THIS, AND, UM, ALL LOOKED LIKE THEY WERE UNIFORM AND SIMILAR AT THE SAME TIME.
UM, WE UPDATED THAT TO REFERENCE NOW THE NAME WITH THE PIC D, UH, ACT AND WHERE IT IS.
AND JUST KIND OF UPDATED SOME OF THE WORDING.
UM, WE SENT OUT WHAT WE'RE GONNA HAVE ON OUR AGENDA IN DECEMBER FOR A COUNCIL TO REVIEW AND APPROVE.
SO, UM, IF YOU WANT TO ADD THAT TO YOUR AGENDA REVIEW, UM, AND APPROVE, I THINK WE'LL BE MORE THAN GLAD TO KEEP TRACK AS YOU'RE APPROVING THOSE, IF YOU WANNA SEND 'EM TO US AND WE CAN REPORT BACK TO SO LOCO, UH, MAYBE BACK IN JANUARY, UH, OR FEBRUARY ON HOW THAT'S PROGRESSING.
UM, MAYOR, I DON'T KNOW IF YOU, I KNOW Y'ALL HAD SOME CONVERSATIONS WITH MAYBE TRYING TO GET LEGISLATIVE, UH, DELEGATION OR MUNICIPAL ASSOCIATION.
I DON'T KNOW IF YOU WANT TO TALK ABOUT ANY OF THAT AT ALL AND KIND OF HOW THAT WENT.
I KNOW ERIC, Y'ALL BROUGHT SOME PEOPLE AS WELL.
UM, SO, WELL, MAYOR MURRAY'S ON THE BOARD OF MUNICIPAL ASSOCIATION AND HE WAS DRIVING BACK FROM COLUMBIA WITHIN THIS TIME PERIOD WE WERE TALKING ABOUT IT.
SO DO YOU HAVE AN UPDATE OR A CONFIRMATION? I, I DO HAVE AN UPDATE.
UM, I'M TALKING HERE SO WE CAN, THE WEEK AFTER OUR SO LOCO MEETING LAST MONTH, UM, I'M ON THE LEGISLATIVE POLICY COMMITTEE.
UH, BUT PITCH, UH, HATE CRIMES RESOLUTION IS ONE OF THEIR LEGISLATIVE POLICY ACTIONS FOR THIS YEAR.
UM, AND THE LEGISLATIVE POLICY COMMITTEE ADOPTED THAT, PUT IT ON THE LIST, UH, AS A PART OF THEIR ADVOCACY PROGRAM THAT'LL BE SENT ON TO THE FULL BOARD.
AND I BELIEVE IN, IF NOT DECEMBER, I THINK IT'S DECEMBER, THE FULL BOARD VOTES ON IT, BUT THEY DIDN'T EXPECT ANY ISSUES.
SO WE'LL AT LEAST HAVE THE WEIGHT OF THE MUNICIPAL ASSOCIATION, UM, HELPING SUPPORT, UH, PASSAGE OF ANY KIND OF BILLS THAT GET PUT IN THIS SESSION.
WOULD IT HELP FOR THIS COMMITTEE TO SEND A LETTER TO THE LEGI, TO THE FULL BOARD? IS THERE SOME WAY YOU CAN GET US CONTACT INFO JUST TO SAY WE SUPPORT IT AND, YEAH, I DON'T THINK IT WOULD HURT.
I DON'T THINK IT WOULD EITHER.
AND I'D BE HAPPY TO GRAB, UH, TO GET SOME CONTACT INFORMATION OF WHO THE APPROPRIATE
[00:10:01]
PARTY, THE CHAIR OF THE, THE BOARD IS THAT, UM, IF YOU PASS A RESOLUTION THIS MORNING, GOOD.UM, WE CAN, WE CAN MAKE THAT HAPPEN.
AND I, AND I DON'T THINK, STEVEN, I DON'T IF YOU SENT OUT THE, THE DRAFT LANGUAGE, BUT, UM, YEAH, WOULD LOVE TO SEE A COPY OF THAT.
UM, THIS IS, YES, THAT'S WHAT WE SENT.
I THOUGHT I, I'LL, I'LL CHECK WITH, UH, OUR CLERK.
SHE WAS SUPPOSED TO HAVE SENT IT TO ALL THE OTHER CLERKS TO, TO HAVE FOR DECEMBER.
I'LL MAKE SURE Y'ALL WERE INCLUDED.
AND, AND JOE, UH, I KNOW YOU SPOKE TO THE COUNTY ASSOCIATION.
DO YOU HAVE ANYTHING YOU WANT RECORD? YES, UH, I SPOKE TO THE, UH, SOUTH CAROLINA ASSOCIATION OF COUNTIES THAT HAS A LOT OF POLITICAL CAPITAL INSIDE OF COLUMBIA.
THERE IS ONE SENATOR WHO IS ADAMANTLY OPPOSED TO DEALING WITH THIS ISSUE.
AND WHEN TALKED TO BY THE SOUTH CAROLINA ASSOCIATION OF COUNTIES, HE SAID, LET IT GO BECAUSE IF YOU DON'T LET IT GO, I'M GOING TO BLOCK THINGS THAT YOU WANT TO DO.
SO RIGHT NOW SOUTH CAROLINA ASSOCIATION IS CAUGHT BETWEEN A ROCK AND A HARD PLACE CUZ THERE ARE ACTUALLY FIVE SENATORS IN THE NORTHERN PART OF THE STATE THAT ARE BLOCKING THIS BILL.
NO, IT'S, YOU KNOW, JUST ONE OF THOSE FACTS OF LIFE THAT WE HAVE TO DEAL WITH.
CAN YOU GET US THE NAMES OF THOSE FIVE? I KNOW TOM DAVIS HAD SAID THERE WERE FIVE AS WELL, BUT I ONLY HAD ONE OF 'EM.
UM, BUT WE CAN FIND OUT WHO, WHO FIVE ARE CAN FIND.
SO IN TERMS OF NEXT STEPS, UM, HAS EVERYONE GOTTEN THE, UM, RESOLUTION THAT STEPHEN IN THE TOWN OF BLUFFTON HAS, UM, PROPOSED? OKAY.
STEVEN, IF YOU COULD GET THAT TO EVERYBODY ON THE BOARD.
UH, AND SO THAT, I THINK STEP ONE RATHER THAN A LETTER IS EVERYBODY PASSING THIS RESOLUTION AND THEN WE CAN SEND THEM MAYOR SOKA.
I I THINK IT SHOULD JUST SEND IT TO THE SOLO BOARD.
IT NEEDS TO GO TO PORT ROYAL IN CITY OF BUFORT.
I DON'T SEE THEIR NAMES ON THIS ARE THEIR, BUT I FORWARDED IT TO STATEMENT TO I I'M FORWARDING IT RIGHT NOW.
SO VAN AND THEN YOU SAID Y'ALL I DIDN'T.
AND YOUR COUNTY ADMINISTRATOR GOT IT.
AND, UM, P DALEY FROM RIDGELAND GOT IT.
W SEVEN COUNTY, BUT I'M THE COUNTY COUNSELOR AND I, ANDREW DIDN'T IT, NONE OF THE COUNCIL, NONE OF THE VOTING MEMBERS GOT IT.
YOUR COUNTY ADMINISTRATOR GOT IT.
CAUSE BUT YOU'RE RIGHT, THE BOARD NEEDS TO GET IT.
SO LET'S PUT IT OUT TO THE ENTIRE SOLO BOARD.
I DON'T GET ANYTHING, UM, WHETHER A LETTER OR THIS RESOLUTION IN ORDER TO SEND IT, WE HAVE TO GET IT PAST OUR COUNCILS.
RIGHT? SO LET'S DO IT IN THE RESOLUTION FORM.
UH, ONCE WE GET EVERYBODY WHO, UH, MAKES A DECISION ON IT, THEN WE CAN, UH, DISCUSS HOW WE WANT TO USE OUR, LEVERAGE, OUR ADVOCACY.
DOES THAT SOUND LIKE A PLANT? EVERYBODY? ANY, ANY COMMENTS FROM ANYBODY OR SUGGESTIONS? I I, I'D JUST LIKE TO MAKE ONE COMMENT FROM, FROM BEAUFORD COUNTY SIDE OF THE EQUATION, BASED ON WHAT WE'RE HEARING, UH, WE'RE PROBABLY NOT GONNA DO ANYTHING WITH THIS IN THE WAY OF ADOPTING THE RESOLUTION BECAUSE, UM, IT IS SO, SUCH A POLITICAL HOTBED, UH, IN COLUMBIA RIGHT NOW THAT MANY OF THE FOLKS THAT ARE AGAINST THIS SERVE IN POWERFUL POSITIONS, UH, AS FAR AS FUNDING ALLOCATIONS ARE CONCERNED.
AND, UM, THEY HAVE THREATENED, UH, TO, YOU KNOW, DO THINGS TO THE ASSOCIATION OF THE COUNTY AND TO OUR LOBBYIST IF, UH, IF THIS IS PURSUED, UH, IN THE UPCOMING LEGISLATIVE SESSION.
SO I DOUBT WE'LL BE DOING ANYTHING WITH IT FROM BEFORD COUNTY.
BUT ANYWAY, WHOEVER WE HAVE, WE HAVE, AND MAYBE THOSE FIVE SENATORS DIDN'T READ THE NEWSPAPER IN THE LAST COUPLE OF DAYS AND THEY PROBABLY SEE ABOUT THAT SHOOTING, JUST SUPPORT UNDER, BEHIND THE SCENES.
JUST KNOW WE ARE, WE'RE ALL GONNA DO IT, BUT I, I CAN APPRECIATE THAT.
AND IT'S JUST SHAMEFUL ON THEIR PART.
SO WE'LL, WE'LL GET WHOEVER WANTS TO, WHATEVER COUNCILS WANT TO PASS IT, WE'LL GET 'EM ALL TOGETHER AND, AND, AND DO WHATEVER WE HAVE AND CERTAINLY RESPECT ANYBODY'S POSITION IF THEY DO NOT WANT TO COME ON.
[00:15:01]
QUESTION CHAIR.YES, I MET A LADY EMAILED ME FROM STAMP OUT HATE SC AND SHE LIVES ON HILTON HEAD ACTUALLY.
UM, AND I RAN INTO HER SOMETIME, WHENEVER I WAS SOMEWHERE AND SHE IS VERY, UM, WILLING TO COME AND TALK TO US, SUPPORT US.
I DON'T KNOW THAT WE NEED A PRESENTATION.
WE ALL KIND OF KNOW WHAT IT MEANS, BUT AS LONG AS IT'S, UM, I KIND OF CALL HER BIPARTISAN, AS LONG AS IT'S NOT SOME GROUP WAY, ONE SIDE OR THE OTHER, WE MIGHT WANT TO LOOK INTO THAT AND SEE IF IT'S SOMETHING WE LET HER KNOW THAT WE'RE PASSING.
AND I HAVE HER EMAIL ADDRESS, SO AS SOON AS, UM, IF ANYBODY, IF EVERYONE COULD LET ME KNOW EACH JURISDICTION WHEN, WHEN YOU'VE, UH, MADE A DECISION ON THIS.
AND SO I KNOW, UH, ONCE WE'RE COMPLETE AND THEN WE WILL, I'LL PUT IT ON THE AGENDA, UH, FOR SO LOCO TO ENDORSE SENDING IT TO WHEREVER WE WANT TO SET IT.
UM, THIS IS OUR LAST MEETING OF THE YEAR.
ON THE BACK OF THE AGENDAS YOU'LL SEE THE MEETING DATES FOR NEXT YEAR, WHICH AGAIN, ARE ALWAYS THE FOURTH TUESDAY OF THE MONTH AT 10:00 AM ALTERNATING BETWEEN BLUFFTON AND HARDY.
UM, UNLESS OTHERWISE, UM, UH, NOTIFIED THEY'RE AT, UH, CITY HALL IN HARDY, BILL AND HERE IN THE TOWN OF BLUFFTON.
UH, SO WHAT WE WANT TO TRY TO DO IS APPROVE A LIST OF AGENDA ITEMS AND, UH, THEN THE EXECUTIVE COMMITTEE WILL, UM, COME UP WITH A, UM, YOU KNOW, AN AGENDA FOR EACH MONTH.
BUT AT LEAST WE WANT TO HAVE WHAT WE WANT TO TALK ABOUT IN THE COMING YEAR IN ADDITION TO WHAT YOU SEE ON THE, UM, NEW BUSINESS LIST.
IF EVERYBODY WANTS TO WRITE THESE DOWN.
I HAVE A FEW OTHER SUGGESTIONS THAT CAME TO US FROM, UH, MAYOR HULKA.
UM, NUMBER ONE DISCUSSED THE TRANSFER FEE THAT ONLY HILTON HEAD ISLAND HAS.
AND THE, UH, MAYOR SOKA, THIS IS THE, UH, WELL THIS WAS A, MY LORD, HOW MANY, A DECADE OR TWO AGO WHERE HILTON HAD JUST IN THE NINETIES, IN THE NINETIES FOUND A WAY TO GET A ONE QUARTER OF 1% FEE CHARGED ON ALL HOME SALES WITH A CAP OF $6,000.
IT'S JUST KIND OF THE GIFT FOR MUNICIPALITIES AND THEY HAVE CERTAIN, AND MAYBE GLEN CAN DIVE INTO IT, BUT THERE'S CERTAIN THINGS YOU CAN DO WITH IT.
AND MY THOUGHT WAS, LET'S EDUCATE OURSELVES.
IS IT GOES TO HOME RULE? IS IT A POSSIBILITY? WE ALL TRYING, WE ALL HAVE PROJECTS WE NEED, LOOK AT OUR TRANSPORTATION.
THAT JUST IS, WHERE IS IT GOING? BUT WHAT COULD WE PUT IT TO THAT THE PUBLIC WOULD UNDERSTAND AS A REALTOR, I WILL TELL YOU, IT HAS NOT AFFECTED THE LIVELIHOOD OF REALTORS BY CHARGING THAT.
AND THAT WAS A BIG LOBBYIST GROUP IN COLUMBIA.
SO I'M WILLING TO ARGUE WITH THEM ON THAT.
BUT I JUST THINK WE ALL NEED TO BE EDUCATED.
I DON'T THINK ANYONE AT THIS TABLE OTHER THAN ME, MAYBE YOU WAS HERE THEN TO EVEN KNOW THAT THAT IS IN EXISTENCE.
SO DO YOU WANNA KIND OF SAY WHAT, AND Y'ALL JUST RENEWED IT OR SOMETHING? WE COME BACK AND GIVE A REPORT AT A MEETING DURING 23.
WHAT THE COLLECTIONS HAVE BEEN.
MY UNDERSTANDING IS THAT, UH, THE LEGISLATURE AND THEIR WISDOM, UM, ADOPTED A LAW THAT PROHIBITS ANYBODY ELSE FROM DOING IT.
UH, BUT WE CAN TAKE A LOOK AT THAT AND I'LL GIVE A MORE DETAILED REPORT ON THAT.
I JUST THINK IT COULD BE A WIN FOR US.
UM, MAYOR, SO CAN I ASK YOU TO PLEASE, UM, ALSO REVIEW THE OTHER ITEMS ON THIS? YEAH, SO THE OTHER THING, UM, AND I THINK, UH, ERIC AND I HAVE SPOKE WHEN WE HAD COFFEE ONE MORNING, JUST WHAT CAN WE DO TO EDUCATE OURSELVES? AND ONE IS REALLY DISCUSSING A REGIONAL ZONING ORDINANCE.
WE ARE STARTING TO SEE THE LITTLE SHOPPERS COME HERE AND THERE AND CROSSING LINES.
AND I THINK IT'D BE GOOD FOR US TO ALL TO UNDERSTAND WHERE WE'RE OFF BALANCE.
AND, UM, YOU ARE EXCITED MAYBE ABOUT THAT.
DO WE KNOW WHAT OUR NEIGHBORS ARE DOING? EVEN IN BLUFFTON? I, I KNOW ERIC GETS TIRED OF ME CALLING, BUT LET'S DO MAYBE WHAT'S GOING ON THAT'S SIGNIFICANT AND WHAT DOES SIGNIFICANT MEAN? I DON'T KNOW MORE THAN A HOUSE, BUT, UM, JUST KIND OF THROW UP THERE, WHAT'S GOING ON.
SO WE CAN BE MAYBE IN OUR GROWTH BOUNDARIES, MAYBE IN OUR ROADS, I DON'T KNOW, MAYBE FIGURE OUT WHAT WE'RE DOING SO WE CAN ALL KNOW AND CELEBRATE AND MAKE SUGGESTIONS ON THAT.
UM, BROAD, UH, PATHWAY CONNECTIONS, IT'S ON HERE ALREADY, BUT I THINK WHAT THIS
[00:20:01]
SOUTHERN BEAUFORT REGIONAL COMMITTEE WAS, WAS FOCUSED ON WAS PATHWAYS.SO IN OUR AREA, WHERE ARE THEY, WHAT ARE THE UPDATES? UM, UPDATES ON EDUCATION.
RODRIGUEZ, HE WASN'T ON THE AGENDA, BUT HE WAS THERE.
SO WE PULLED HIM UP AND IT WAS, IT WAS ENLIGHTENING AND IT WAS A GOOD TALK ABOUT WHAT'S GOING ON, BUT I THINK WE SHOULD INCLUDE PRIVATE SCHOOLS AS WELL, BECAUSE THEY DO TAKE THE BURDEN OFF OF PUBLIC SCHOOLS AND LET'S JUST GET IN, LET'S FIGURE IT OUT AS A REGION, WHAT'S GOING ON? AND THEN FINALLY, UM, PROBABLY WILL COME MORE FROM ERIC IS THE PENNY GREEN SPACE.
PEOPLE ARE ASKING ME, AND I JUST DON'T KNOW WHAT THE NEXT STEPS ARE AND WHAT WE CAN DO TO HELP.
SO THO THOSE WERE, SO THEY'RE, UH, THE REST OF THE AGENDA ITEMS YOU'LL SEE ON, UH, TODAY'S AGENDA.
IF WE GOT A COPY AS YOU CAME IN, WHAT DID SHE SAY? UH, TALK ABOUT REGIONAL WASTE MANAGEMENT, UH, COUNTY MUNICIPALITY, UH, COMMUNICATIONS AND COOPERATIONS.
HOW DO WE, UH, IMPROVE COMMUNICATIONS AND WHERE DO WE NEED ADDITIONAL COOPERATION, TRANSPORTATION, SALES TAX? WE KNOW THAT DIDN'T COME BACK IN.
UM, DO WE WANT TO, UH, START PLANNING FOR AND ADVOCATE A 2024 TRANSPORTATION SALES TAX, NOT ONLY IN BEAUFORD COUNTY, BUT JASPER COUNTY'S CURRENT 1% ENDS IN 2024.
SHOULD THERE BE, UH, MAYOR LK AND I WERE TALKING ABOUT, SHOULD WE BOTH HAVE A SUBSTANTIAL TRANSPORTATION SALES TAX IN 2024? LET'S START, IF SO, UH, DOES THIS BOARD WANT TO ADVOCATE TO, TO THOSE TWO COUNTIES TO, UM, PUT THAT ON AND CREATE A LIST OF PROJECTS? YES, JOHN, JUST THE PENNY TAX FOR JA IS FINISHED.
WE'LL GENERATE THE REVENUE IS GENERATED THE REVENUE.
SO, UM, SO NOW IN TWO YEARS, THE GREEN SPACE WILL BE DONE, AND THAT'LL FREE THAT UP JASPER COUNTIES NOW, CAUSE THE SCHOOL REFERENDUM FAILED IS DOWN TO 8%.
AND ONCE NOW THE TRANSPORTATION SALES TAX IS OVER, IT'LL BE DOWN TO 7%.
SO BOTH COUNTIES WILL BE, AT LEAST FOR THE NEXT TWO YEARS, WILL BE AT BOTH AT 7%.
SO I, I THINK THAT'S A, A GOOD CONVERSATION TO HAVE.
UM, MAYOR SAKA ALREADY MENTIONED ABOUT BLAKE AND PEDESTRIAN CONNECTIVITY.
WE HAVE TALKED ABOUT IT BEFORE.
WE'VE HAD UPDATES, BUT HOW DO WE TAKE THE TALK AND TURN IT INTO ACTION? AND WHAT TYPE OF ACTION, REGIONAL GROWTH, BOUND BOUNDARIES AND ZONE SHOCK? LISTEN, WE'RE, WE'RE NOT, WE DON'T HAVE OUR HEADS IN THE SAND.
THERE'S A LOT OF THINGS GOING ON IN BOTH COUNTIES, UH, REGARDING, UH, ANNEXATIONS AND, AND NEW DEVELOPMENTS THAT ARE CAUSING A LOT OF CONCERNS BY A LOT OF PEOPLE.
UH, HOW DO WE WANT TO, UH, BRING IN SO LOCO AND HAVE A CONVERSATION TO PERHAPS HELP THAT CONVERSATION, HOME RULE AND STATE LEGISLATION.
UM, ONE OF THE SUGGESTIONS HERE, UH, AND IT'S REALLY FURTHER DOWN, BUT IT, THOSE TWO TIED TOGETHER IS TO HAVE, UM, EVERY 3, 4, 5 MONTH UPDATE, SCOTT SLATON HAVE 'EM COME IN FROM, UH, THE M A S C.
AND PERHAPS WE WANT TO BRING IN A COUNTY PERSON AN UPDATE ON KEY LEGISLATION THAT AFFECTS HOME RULE, UH, THAT WE WANT TO GET BEHIND, LIKE THIS HATE CRIMES BILL.
SO HAVE NEVER COME IN, GIVE AN UPDATE TO WHAT THE LEGISLATIVE SESSION IS PROGRESSING.
AND, UH, IF WE WANT TO HOP ON TO ANYTHING WE DO THAT, UH, THE HATE CRIMES BILL, WE'LL BRING BACK, AS WE SAID EARLIER, UM, AGAIN, THE UPDATES FROM THE COUNTY AND MUNICIPAL ASSOCIATIONS.
UM, AND SOMETHING WE DO TYPICALLY EVERY YEAR IS, UH, SOME SESSIONS IN THE SPRING AFTER EACH JURISDICTION HAS ESTABLISHED THEIR GOALS TO SHARE THOSE GOALS WITH THE ENTIRE GROUP.
AND PERHAPS WE ALL CAN LEARN SOMETHING FROM THAT.
I KNOW BLUFFTON JUST HAD THEIR, UH, THEIR PLANNING SESSION LAST WEEK.
UM, AND I'M SURE EVERYBODY ELSE IS PLANNING THEIRS IN THE COMING MONTHS.
SO TYPICALLY THAT COMES AROUND APRIL, UH, WHEN EVERYBODY'S DONE.
SO THAT'S THE LIST OF, UH, AGENDA ITEMS. SO WHAT I'D LIKE TO DO NOW IS,
[00:25:02]
UM, OPENING IT UP TO THE BOARD, WHICH AGENDA ITEMS, UH, DO YOU SUPPORT OR NOT SUPPORT? YOU WANT ME TO TAKE ANY OFF? AND WHAT DO WE WANT TO DO FOR OUR NEXT MEETING? AND I'D REALLY LIKE TO ESTABLISH JANUARY AND FEBRUARY.CAN I, CAN I ADD ONE THING FOR TOPIC? UM, I THINK IT'S TIME FOR US TO ALSO, IN THE SPIRIT OF REGIONALISM, TO BE TALKING ABOUT HOW WE'RE HANDLING OUR, UH, INCAR INCARCERATED POPULATIONS.
UH, IN BEAUFORD COUNTY, I'M DOWN 30 DETENTION OFFICERS.
SO THAT MEANS THAT ALL OF THE FOLKS THAT ARE STILL EMPLOYED ARE HAVING TO WORK, UH, DOUBLE SHIELDS AND ALL OF THAT.
SO MIGHT BE GOOD FOR JAPER COUNTY, BEAUFORD COUNTY, HAMPTON COUNTY, COEN COUNTY TO DISCUSS BUILDING A REGIONAL, UH, DETENTION CENTER SOMEWHERE, UH, IN A DIFFERENT LOCATION OUT NEAR THE INTERSTATE OR WHATEVER.
FOR US TO, UH, KIND OF BE ABLE TO SHARE THAT WORKFORCE INSTEAD OF EACH, UH, COUNTY HAVING TO INVEST MONEY IN DOING THAT ON THEIR OWN BEAUFORD COUNTY.
IT'S VERY PROBLEMATIC CAUSE WE CAN'T PAY DETENTION TO CENTER OFFICERS ENOUGH TO BE ABLE TO AFFORD TO LIVE, UH, IN THE COUNTY.
SO THEY HAVE TO TRAVEL FROM OUT OF THE COUNTY TO, TO WORK.
THEY HAVE TO WORK, YOU KNOW, DOUBLE SHIFTS OR A SHIFT IN A HALF AND THEN GO BACK HOME, REST FOR A FEW HOURS AND THEN COME BACK TO WORK OVER A LONG DISTANCE.
SO I, I'D LIKE TO SEE US TALK ABOUT THAT IN THE UPCOMING YEAR AS WELL ABOUT, YOU KNOW, PUTTING TOGETHER A PLAN WHERE WE MIGHT COULD, UH, TO HAVE THAT DONE.
SO WOULD, WOULD, AND STEPHANIE'S HERE, BY THE WAY, HEY STEPHANIE, IS THAT A, MAYBE A LOCOG COULD COME AND LEAD IT CUZ A LOT THREE OF THOSE COUNTIES AREN'T IN OUR SO LOCO, BUT YOU SEE WHAT, YEAH, WE DO A LOT OF THINGS THAT AFFECTS MORE PEOPLE.
SO I THINK IF JOSHUA COUNTY AND BUFORD COUNTY TAKE THE LEAD ON IT OKAY.
WE CAN GET THE OTHER, UH, COUNTIES TO JUMP ON BOARD.
UM, SO, BUT YEAH, COG WOULD BE, YOU KNOW, GREAT TO BRING THEM INTO THE DISCUSSION AS WELL.
AT LEAST FOR HER TO TAKE IT BACK TO HER MEETING.
SO FOR FUTURE REFERENCE, ERIC, WOULD YOU PLEASE, UH, GET TOGETHER WITH DANNY AND CREATE A PRESENTATION? AND WHEN YOU'RE READY FOR THAT, LET ME KNOW AND WE'LL, WE'LL PUT IT ON THE AGENDA.
IS THE BOARD OKAY WITH THAT? MM-HMM.
I THINK WE SHOULD GET, UH, AT LEAST QUARTERLY REPORTS FROM REGIONAL HOUSING TRUST.
YOU KNOW, UM, AND MAYBE, I'M SURE THEY DON'T KNOW NOW, BUT WHEN DOES IT START? LIKE MAYBE BRAD CAN GET WITH YOU ON WHEN IS IT WORTH? HE'S GOTTA GET HIS COMMITTEE TOGETHER.
SO IS IT MARCH? MAYBE Y'ALL CAN GET TOGETHER ON WHAT THE RIGHT DATE IS.
YOU'LL, YOU'LL LET, YOU'LL STAY IN TOUCH WITH ME AND YOU'LL LET ME KNOW.
TYPICALLY WHAT I'VE DONE UP TO THIS POINT, I, I'D SEND AN EMAIL TO ERIC I, AND SAID, DO YOU WANT TO GO ON THE AGENDA BEFORE I PUT IT OUT? THEN, YOU KNOW, IF YOU, YOU HAVE ANYTHING TO UPDATE AND I'LL WE'LL DO THE SAME.
SO YOU LET ME KNOW WHEN YOU NEED, UH, CERTAIN AMOUNT OF TIME TO UPDATE THE COMMITTEE.
MAYOR, WELL, WE'LL ALSO HAVE YOU NOW ALSO HAVE A REPRESENTATIVE THAT WE HAVE APPOINTED THAT SHOULD, I THINK, HAVE PLANS ON BEING HERE MONTHLY AND CAN PROVIDE UPDATES AS WELL AS NEEDED.
CAUSE THAT IS THE BOARD'S REPRESENTATIVE ON THAT COMMITTEE.
SO SHE WILL BE, I THINK SHE, WELL, AS PART OF THE OVERSIGHT BOARD.
IT MIGHT NOT BE A BAD IDEA EACH, EACH UPDATE, ESPECIALLY SINCE THEY'RE JUST STARTING AND GETTING SOME, IT'S GONNA BE SO BUSY UP FRONT.
SO MAYBE EACH UPDATE, UH, BRAD, YOU ASSIGN A DIFFERENT BOARD MEMBER GOTCHA.
TO, TO COME AND GIVE US AN UPDATE.
AND THAT WAY LET'S GET EVERYBODY INVOLVED.
A MEETING THE WAY WE'RE CURRENTLY SET UP GETS US TO AN HOUR.
I THINK TRANSPORTATION TAX, THAT, THAT'S BEAUFORT AND JASPER FILLED.
I THINK IT'S SOONER THE BETTER.
AND I REALLY THINK WITH THE GROWTH GOING ON, WE'VE GOTTA START DISCUSSING OUR BOUND, OUR ZONING.
I JUST THINK WE'VE GOTTA ALL GET TOGETHER AND THROW IT OUT ON THE TABLE CONCERNS.
AND THAT KIND OF GOES WITH TRANSPORTATION.
SO THOSE, THOSE ARE TWO I WOULD SUGGEST TO PUT ON SOONER RATHER THAN LATER.
UM, AND THEN FILL IN, YOU KNOW, AS THE MONTHS GO BY.
BUT MIKE? YEAH, A COUPLE THINGS.
SO, I MEAN, THIS GOES ALONG WITH THE TRANSPORTATION SALES TAX, BUT IF THAT DOESN'T GET PASSED OR ADOPTED OR APPROVED, WE'RE DOING A
[00:30:01]
LOT OF REGIONAL COOPERATION ON TRANSPORTATION ISSUES.SO WE'RE DOING THE, WE CALL IT THE, THE, UM, YOU KNOW, THE OVERALL PLAN ON THE 2 78, 1 70 CORRIDOR.
WE'RE COOPERATING WITH BUFORD AND JASPER COUNTY ON ONE 70.
WE'RE LOOKING AT THE 2 78 ARGENT BOULEVARD, ONE 70 IMPROVEMENTS.
I, I THINK THAT SHOULD BE DISCUSSED ABOUT, YOU KNOW, WHAT WE'RE DOING, WHAT WE'RE PLANNING TO DO, HOW WE'RE TRYING TO FINANCE THOSE IMPROVEMENTS.
CAUSE I THINK THOSE RELATE TO A GOOD PART OF US IN THIS ROOM.
AND THEN SECONDLY, I DON'T SEE ANYTHING ON HERE ABOUT WORKFORCE DEVELOPMENT.
SO LIKE, IN OUR CASE, THE CITY HAS A WORKFORCE TRAINING PROGRAM AND I KNOW TCL DOES SOME TRAINING.
THERE'S A LOT OF TRAINING DONE IN WALTERBORO, BUT JUST FOR OUR PURPOSES, WE'VE GOT 15 MILLION SQUARE FEET OF INDUSTRIAL, UH, ENTITLED LAND IN THAT 17 CORRIDOR.
WE'RE GONNA NEED ALL TYPES OF QUALIFIED WORKERS.
SO WE KIND OF NEED TO DO MORE, I THINK COOPERATION AND IDENTIFYING, YOU KNOW, HOW ARE WE TRAINING THESE PEOPLE? HOW ARE WE RETRAINING THESE PEOPLE? HOW ARE WE ATTRACTING THESE PEOPLE TO, TO, YOU KNOW, COME TO OUR COMMUNITIES TO WORK IN OUR, OUR PLACES OF BUSINESS.
UH, THAT'S, THAT'S AN EXCELLENT, THE WORKFORCE TRAINING.
AND I'M MAKING A NOTE TO YOUR SUGGESTION, MIKE.
UM, I'LL, IF WE PUT UNDER THE TRANSPORTATION SALES TAX THAT WE FIRST REVIEW, AND STEPHANIE PERHAPS COULD HELP IN THAT REGARD, REVIEW WHAT WE HAVE IN PROGRESS AT THE MOMENT AND PERHAPS EACH, UH, COUNTY AND LOW COG SAY, OKAY, WHAT'S, WHAT, WHAT WOULD YOU, WE FEEL ARE THE MOST URGENT THINGS? AND THEN THAT CAN LEAD INTO THE CONVERSATION ABOUT THE TRANSPORTATION SALES TYPE.
DOES THAT MAKE SENSE? I I WOULD URGE EVERYONE IN THIS ROOM THOUGH CAN ATTEND OUR LATS MEETINGS ARE PUBLIC.
I DON'T WANT STEPHANIE TO BE DUPLICATING THINGS SHE'S ABOUT TO DO ON DECEMBER 2ND.
SO I WOULD ASK EVERY ONE OF Y'ALL, OTHER THAN RIDGELAND, WHICH, BUT CALM, YOU'RE NOT IN THAT AREA, BUT JASPER COUNTY IS IN OUR MAP FOR LATS, FOR THE POLICY COMMITTEE TO BE PRESENT AND TO GO ON THAT LOW COG SITE BECAUSE WE ARE RANKING AND WE'RE KIND OF THE TRIANGLE OVER ALL THIS.
SO, UM, JUST THINK ABOUT THAT.
LET'S SEE IF WE NEED TO BRING IT HERE.
IF, IF IT'S ALREADY GOING ON, IT'D BE NICE FOR EVERYONE TO START SHOWING UP AT THOSE MEETINGS.
AND WE'RE NOT DOING ZOOM ANYMORE, RIGHT? CORRECT.
SO YOU GOTTA SHOW UP IN PERSON.
UM, IT'S ALWAYS AT TCL, RIGHT? IT'S ALWAYS THERE.
FIRST FRIDAY EVERY, AND I WILL TELL YOU WE KEEP IT TO AN HOUR AS WELL.
SO IT'S ONE HOUR AND IT'S GREAT UPDATES.
ANY OTHER SUGGESTIONS? UM, I THINK JOE HAD HIS HAND UP FIRST.
UM, EVERY ONE OF THESE THINGS ARE IMPORTANT.
WE'RE GONNA FIND OUT AS WE GO THROUGH THE YEAR.
OTHER THINGS ARE GOING TO POP UP.
UM, I'M GONNA GIVE YOU THREE EXAMPLES.
I'VE BEEN AT MEETINGS WITH I 95 AND THE NEW EXIT THREE, REDOING OF EXIT FIVE AND REDOING OF EXIT EIGHT ARE HOT BUTTON TOPICS FOR EACH OF THOSE AREAS, ESPECIALLY EXIT EIGHT AND HOW IT AFFECTS US.
WE ARE TALKING TO THE STATE ABOUT EXTENDING FROM 2 78 AT EXIT EIGHT ALL THE WAY TO 3 21 BECAUSE WE HAVE TO GET 187,117 PEOPLE OUT OF THIS COUNTY.
SHOULD WE HAVE AN EMERGENCY? WE DO NOT HAVE A WESTERLY EGRESS THAT WOULD PUT US AT 3 21 WESTERLY.
SO THE STATE IS AWARE OF THAT.
SO THAT SHOULD BE A TOPIC THAT WE NEED TO DISCUSS BECAUSE THAT'S IMPORTANT TO US AS FAR AS TRANSPORTATION IN AND OUT OF THE COUNTY.
NUMBER TWO, BECAUSE OF EXIT THREE COMING IN, HOLD ON A SECOND, I GOTTA CALL YOU RIGHT BACK.
UM, THE JASPER PORT NOW IS BECOMING A LITTLE BIT MORE PROMINENT AS TO WHAT WE DO AND HOW WE DO THINGS IN THE FUTURE THERE WITH THE GEORGIA COURT AUTHORITY.
UH, SO WE'RE LOOKING AT HOW WE CAN MOVE THAT ALONG A LITTLE BIT QUICKER.
AND BECAUSE WE TALK ABOUT REGIONAL ISSUES, ONE OF THE REGIONAL ISSUES THAT WE HAVE IS WORKFORCE AND TRANSPORTATION AND HOUSING.
WE ARE LOOKING WITH SAVANNAH TO EXPANDING
[00:35:01]
THE FERRY SYSTEM SO THAT IT WILL AFFECT NOT ONLY SAVANNAH BUT BUFORD COUNTY, THAT WE CAN HAVE FERRY SERVICE FROM SAVANNAH TO HIL HEAD, SAVANNAH TO PORT ROYAL SAVANNAH TO DUSKY SAVANNAH, SAVANNAH TO THE CITY OF BUFORD.UH, THEY ARE VERY INTERESTED IN DOING THAT BECAUSE A LOT OF THEIR WORKERS WORK ON HILTON HEAD ISLAND THAT HAVE TO COME A LONG DISTANCE IN A LONG TIME TO GET TO WORK.
WHEREAS A FERRY SYSTEM WOULD CUT THAT SIGNIFICANTLY.
SO THOSE ARE SOME OF THE THINGS THAT ARE ON THE HORIZON AS WELL.
AND THAT'S LASTS, YOU KNOW, WE HAD PUT BLUE WAYS IN THERE, SO I REALLY CAN'T URGE STRONG ENOUGH, STEPHANIE NEEDS TO KNOW TO PRESENT TO ALL OF US CUZ I REALLY PUSH FOR BLUE WAYS.
I THINK THAT'S THE WAY WE GOTTA START LOOKING.
AND HOPEFULLY WE'RE GONNA GET TO SOME POINT.
WE'RE GONNA HAVE MONEY WHEN GET IN THE BACK QUARTER BRIDGE BOLT.
ANY OTHER SUGGESTIONS FOR THE YEARS OF J? I'M STEVEN.
SO NOT TOPICS, BUT JUST TIMING.
JUST UH, AS WE START TALKING ABOUT THE TOPICS THAT WE WANT TO LOOK AT IN JANUARY AND FEBRUARY.
REMEMBER THAT THE LEGISLATOR GOES BACK IN SESSION IN FEBRUARY.
SO I WOULD SAY IF THERE'S ANYTHING THAT WE'RE WANTING, LIKE THE QUARTER PERCENT TRANSFER FEE OR ANYTHING WE WANT THE LEGISLATOR TO CONSIDER AS THEY'RE GOING BACK INTO SESSION, THAT WE PROBABLY NEED TO EXPEDITE THOSE BEFORE THEY GO BACK IN SESSION IN JANUARY IN FEBRUARY.
OR ELSE WE'RE GONNA, WE MAY MISS OUR OPPORTUNITY FOR THE YEAR, BUT THEY'LL START PRE-FILING LEGISLATION HERE AFTER THE FIRST OF THE YEAR.
DID THEY GO BACK FEBRUARY? OR THEY GO BACK FEBRUARY? ALWAYS TALK JANUARY.
CAUSE THEY START PRE-FILING LEGISLATION USUALLY A COUPLE WEEKS BEFORE THEY GO BACK TO SESSION.
SO I THINK IF THERE'S ANYTHING THAT WE WANT THEM TO CONSIDER PRIORITY WISE, THAT'S WHY I MENTION LIKE THAT A QUARTER PERCENT TRANSFER FEE OR IF IT'S HOME RULE OR IF IT'S, YOU KNOW, STUFF LIKE THAT.
WE MAY WANT TO HAVE THOSE DISCUSSIONS SOONER RATHER THAN LATER JUST FOR THAT PURPOSE.
PERHAPS JANUARY'S UH, AGENDA SHOULD INCLUDE THE INVITATION TO, UH, THE MUNICIPAL ASSOCIATION.
AND JOE, IF YOU WANNA, I I THINK HAVING BOTH OF 'EM AT THE SAME TIME WOULD PROBABLY BE TOO MUCH ON THE AGENDA.
UM, AND THEY'RE COMING FROM COLUMBIA, SO WE SHOULD GIVE 'EM THE COURTESY OF THE FULL HOUR.
WHAT DO YOU THINK? BUT WE CAN ALWAYS BRING THE COUNTY ASSOCIATION AT ANOTHER, YOU KNOW, FEBRUARY IF WE WANT.
HAVE WE GIVEN ANY THOUGHT TO WHAT THAT LEGISLATION WILL LOOK LIKE? WE GO TO COLOM, WE GO TO GREENVILLE ON DECEMBER 2ND FOR, TO SET THE LEGISLATIVE AGENDA WITH THE ASSOCIATION OF COUNTIES OF WHAT THEY'RE GONNA BE PURSUING.
I'D LIKE TO PUT THAT ON THEIR RADAR THERE.
THAT'LL BE BEFORE WE WOULD MEET ON IT.
BUT OUR INITIAL DISCUSSION IS TO TAKE WHAT HILTON HEAD ALREADY HAS IN PLACE.
AND ASK FOR THEM TO OPEN UP A WINDOW FOR OTHER TOWNS AND MUNICIPALITIES TO, TO BE ABLE TO ADOPT THE SIMILAR AND OR SAME, UM, NOT NECESSARILY UM, EXPANDING IT, BUT JUST SAYING, HEY, CAN WE HAVE THE SAME OPPORTUNITY THEY HAD? RIGHT.
UH, AND EVEN IF IT'S JUST FOR A LEGISLATIVE SESSION OR TWO, BUT ALLOW IT TO OPEN BACK UP, ESPECIALLY WITH, UM, HOPEFULLY SENATOR DAVIS WOULD SUPPORT IT WITH THE GREEN SPACE THAT HE'S PUT IN.
LIKE WE TALKED ABOUT THIS MORNING, THE PENNY FOR THAT'S GONNA GO OUT IN TWO YEARS.
THIS WOULD BE A WAY TO CONTINUE THAT BEYOND YEAH.
WITHOUT TYING UP THE PENNY TAX IN THE FUTURE.
SO THAT IF WE WANT TO DO TRANSPORTATION, WE'D STILL HAVE A PROGRAM TO CAPTURE AND MAINTAIN GREEN SPACE THROUGHOUT THE COMMUNITIES.
SO THAT'S, UM, I PLAN ON REACHING OUT TO HILTON HEAD, GET A COPY OF WHAT THEY HAVE AND THEN ASK OUR LEGISLATORS TO LOOK AT THAT.
AND I, WE CAN, IF YOU WOULD LIKE, WE CAN BETWEEN HILTON HEAD AND US, I'M SURE WE CAN PROBABLY PULL TOGETHER WHAT THOSE DETAILS ARE AND BRING THAT IN JANUARY AS PART OF THE LEGISLATIVE DISCUSSION IF YOU'D LIKE US TO.
AND MAYBE NOT AS I KNOW THE REASON BEHIND HILTON HEAD, IT WAS TOTALLY OPEN SPACE.
SO WHERE CAN WE, WHERE CAN WE EXPAND A TINY BIT THAT MIGHT NOT BE THAT I THINK WE JUST REFER TO GREEN SPACE AND THEN THAT BECOMES PARKS.
IT BECOMES ANYTHING THAT WE WANT TO MAYBE, BUT MAYBE THERE'S A WAY TO EXPAND IT A BIT INTO TRANSPORTATION OR, I KNOW HILTON HAD PASSED THE RESOLUTION TO TALK TO SENATOR DAVIS ABOUT USING THE ATAC FOR AFFORDABLE HOUSING.
SO WHERE CAN WE GO ON AND MAKE IT RIGHT TO WORK FOR THE REST OF THE RIGHT REGION? THEY GET IT.
SO HOPEFULLY YOU'LL SUPPORT US TOO.
SO GLENN, COULD YOU, UM, AS PART OF JANUARY'S UPDATE AND WHAT WE WANT TO TALK ABOUT, UH, AT THE STATE LEVEL,
[00:40:01]
CAN YOU AND STEVEN GIVE A PRESENTATION ON THAT TRANSFER TAX AND THEN WE CAN MAKE THAT PART OF OUR ASK.SO I'LL, I'LL SEND YOU A NOTE ON THAT.
UM, SO, UH, I HAVE FOR JANUARY, WE WILL INVITE SCOTT SLATON FROM THE MUNICIPAL ASSOCIATION, ASK HIM TO GIVE US AN UPDATE OF WHAT THE KEY LEGISLATIONS, UH, IS GOING TO GO IN FOR THE, UM, FOR THE SPRING 2023 SESSION.
UH, WE'LL HAVE, UH, GLENNON HILTON HEAD, UH, GIVE UM, SOME UPDATE ON HOW THAT TAX, UM, WORKS, THAT TRANSFER TAX AND WE'LL DECIDE WHETHER OR NOT WE WANT TO MAKE THAT TO OUR ASK.
DOES THAT SOUND LIKE A, A GOOD AGENDA AND ALL, ASK SCOTT TO KEEP IT TO A HALF HOUR AND THAT'LL GIVE US TIME TO DISCUSS WHAT WE WANT TO EMPHASIZE.
SO THAT'LL BE JANUARY, UM, FROM THE ANYONE, DO WE HAVE A SUGGESTION ON WHAT YOU'D LIKE TO SEE IN FEBRUARY? CAN WE LIKE TO INVITE THE COUNTY FOR FEBRUARY? WANNA DO THAT JOE? THE TRANSPORTATION SALES TAX? WELL AN UPDATE.
THE, THE, THE COUNTY UH, ASSOCIATION.
OH, THE COUNTY ON WHAT HOT BUTTONS THAT, UM, JOSH? YEAH.
SO WE'LL HAVE THE MUNICIPAL ASSOCIATION IN JANUARY TO COUNTY ASSOCIATION IN FEBRUARY AND PERHAPS IN THE JANUARY DISCUSSION IF THERE'S THING, THERE ARE THINGS THAT WE COME UP WITH THAT WE WANT TO SUPPORT, WE CAN FOLLOW UP THAT CONVERSATION IN FEBRUARY WHEN THE COUNTY COMES WITH THEIR LIST, THE COUNTY ASSOCIATION.
ANY, ANY ADDITION, SUBTRACTION ADDED TO TO THAT? ANYTHING ELSE THAT WE WANT TO SEE IN FEBRUARY? PERHAPS WE'LL, WE'LL ADD THE, UH, AN UPDATE ON THE REGIONAL HOUSING TRUST FUND BY THEN BRAD.
UM, THE OTHER THING I JUST WANT TO THROW OUT TO EVERYBODY TO THINK ABOUT, ONE OF THE THINGS THAT WE'VE UH, WE'VE BEEN SO LOCO HAVE BEEN ABLE TO DO SUCCESSFULLY IN THE FIVE YEARS SINCE WE'VE BEEN, IS FIND AN ISSUE, CREATE A SUBCOMMITTEE, AND ACTUALLY COME TO SOME POSITIVE ACTION AT THE END OF THAT.
WE DID THE STORM WATER ORDINANCE, UH, THAT WAS THE SUBCOMMITTEE.
WE, WE DID ADVOCACY FOR THE LICENSING BILL THAT WENT THROUGH.
AND THEN OF COURSE THE REGIONAL HOUSING TRUST FUND.
I'D LIKE THE BOARD AND AND THE PUBLIC, ANYONE TO THINK OF, IS THERE AN ISSUE THAT WE NEED TO FORM A SUBCOMMITTEE AGAIN TO, UH, INVESTIGATE AND, UH, RECOMMEND FUTURE ACTION? IT COULD BE ANY ONE OF THESE ITEMS THAT WE HAVE ON THE FUTURE AGENDA.
UM, CERTAINLY IF ANYBODY HAS ANY COMMENT TO THAT NOW, BUT YOU KNOW MORE TO, HEY, GIVE US SOME THOUGHT.
WHAT'S SO LOCO'S NEXT SUBCOMMITTEE THAT CAN RESULT IN POSITIVE ACTION? AND IT COULD BE THE DETENTION CENTER, YOU KNOW, IT COULD, COULD BE JUST ABOUT ANYTHING.
I THINK IT'S ONE, I THINK IT TAKES US A GOOD LONG YEAR TO GET EVERYONE GOING AND I REALLY DON'T, I THINK MAYBE THE COUNTIES, JASPER AND BEAUFORT SHOULD KIND OF LEAD US TO WHAT REALLY IS, CUZ Y'ALL KNOW MORE THAN WE KNOW.
WE, WE HAVE OUR LITTLE WORLD, BUT YOU KNOW, WHAT IS IT? I MEAN, THE TWO WE'VE WORKED ON, YOU BROUGHT UP WELL, I MEAN YOU DID JUST FIRST I THINK REGIONAL GROWTH WANNA DO SOMETHING RECENTLY THAT'S MIGHT A BIG IMPACT ON THE AREA.
UM, I THINK THAT'S SOMETHING THAT A SUBCOMMITTEE COULD WEIGH INTO AND TRY TO FIGURE OUT WHAT THE POLITICAL ISSUES ARE WITH THAT.
THAT'S GONNA BE WITH SOME POLITICAL, UH, ISSUES AND SEE IF WE CAN TRY TO WORK THROUGH THAT AND GET, UH, ACHIEVE A POSITIVE RESULT OUTTA THAT, THAT WE CAN ALL I AGREE DEAL WITH IN THIS AREA.
AND YOU KNOW, IT'S GONNA START, IT'S ALREADY GETTING COUNTY,
[00:45:01]
UH, SOME IN THE HARDY AREA, BUT IT'S GONNA CONTINUE TO MIGRATE AWAY.SO IT WOULD BE GREAT IF WE COULD KIND ALL HAVE A GOOD PLAN OF ACTION.
IT NOT ONLY RELATES TO ZONING ISSUES AND THINGS LIKE THAT, BUT ALSO HOW WE'RE GONNA PLAN FOR INFRASTRUCTURE, UH, FOR THE AREA AND WHAT, YOU KNOW, MAYBE DEVELOPS SOME TOOLS THAT WHENEVER JURISDICTIONS ARE REVIEWING PLANS, THAT WE ALL ARE REQUIRING THE SAME TYPE OF STUDIES AND THE SAME TYPES OF, UH, INFRASTRUCTURE COMMITMENTS FROM THE JURISDICTIONS.
I MEAN, HILTON HEAD'S DEALING WITH IT RIGHT NOW WITH TRAFFIC SIGNALIZATION ON THE ISLAND, THE BRIDGES AND ALL OF THAT STUFF.
SO I THINK THAT WOULD, THAT WOULD BE ONE OF THE THINGS THAT I WOULD LIKE TO SEE US FOCUS ON.
THE DETENTION CENTER'S A BIG ISSUE, BUT THAT'S PROBABLY GONNA BE SOMETHING BEYOND, UH, WHAT A SUBCOMMITTEE COULD TACKLE.
AND IT'S INFILL REALLY WHERE WE ARE AND WE ARE STARTING TO SEE, YOU KNOW, WE HAVE NO WAY OF RELAYING OTHER THAN THROUGH THE MANAGERS OF WHAT'S COMING TO US, WHAT'S COMING TO YOU.
BUT I WAS TOTALLY UNAWARE OF OUR MULTI-FAMILY, WHAT YOU DO AND WHAT WE DO IS SO OFF.
SO OFF MAYBE THERE'S SOMEWHERE YOU NEED TO GO UP AND WE NEED TO CALM DOWN A LOT, BUT I AGREE WITH YOU.
I THINK WE NEED TO HAVE SOME SORT OF REGIONAL STRATEGY IN TERMS OF THE GROWTH COUNTY.
DANNY, MR. CHAIR AND RESPECT TO, UM, WHAT WE WERE TALKING ABOUT BROKE AND SO FORTH.
WHAT I FIND IS A TOTAL DISRESPECT FOR THE COMPREHENSIVE LANGUAGE PLAN.
WE REZONINGS HAVE REZON REZONINGS THAT DON'T HAVE ANYTHING TO DO, OR THEY SORT OF NE OR AWAY FROM WHAT THE COMPREHENSIVE LAND PLAN WAS ALL ABOUT.
THE FIRST PLACE WE A 10 YEAR COMPREHENSIVE LAND PLAN WITH FIVE YEAR UPDATE, CURRENT PLAN, FUTURE PLAN.
AND IF WE THEN JUST BE ABOUT, JUST BECOMES AN ACADEMIC EXERCISE JUST TO SATISFY THE STATE MANDATE.
THAT'S, THAT'S WHAT I FIND BE A CONSTANT PROBLEM.
NOT ONLY HERE, BUT EVERYWHERE HAS ANYTHING TO DO WITH.
I THINK THAT'S A GOOD POINT, MAN.
I THINK IT EMPHASIZES WHY WE HAVE THE NEED FOR THIS, UM, GROWTH BROWNIES ZONE SHOPPING, THAT WHOLE CONVERSATION I THINK IS, IS SO VITALLY IMPORTANT.
THANK YOU DANNY, FOR, AND, AND THAT COULD, AND THAT COULD EVEN GO INTO PROJECTS ORIGINAL OR, YOU KNOW, AREA SIGNIFICANCE DEFINING THAT, UH, YOU KNOW, IN GEORGIA, YOU KNOW, IF YOU HAVE A PROJECT OVER SO MANY LOTS OR A REZONING OR WHATEVER, THAT'S GONNA RESULT IN A CERTAIN NUMBER OF TRIPS, YOU HAVE TO SEND THAT REZONING APPLICATION OUT TO, UH, THE JURISDICTIONS IN THE COUNTY AND OTHER COUNTIES THAT TOT YOUR COUNTY IN ORDER TO GET THEIR INPUT IN INTO THE AGENCY.
SO I THINK, YOU KNOW, ADDING SOME DEFINITIONS TO THAT PROCESS SO THAT THOSE JURISDICTIONS ARE AWARE OF IT AND CAN COMMENT ON IT IF THEY WANT TO.
THEY DON'T ALWAYS COMMENT ON IT, BUT YOU KNOW, AT LEAST THEY HAVE THE OPPORTUNITY TO KNOW WHAT'S GOING ON.
AND I, AND I THINK, UH, I'M GONNA GO BACK TO ALL OF OUR RECENT, UM, OUR RECENT EXPERIENCE WITH HARDY BILL'S, UH, ANNEXATION AND DEVELOPMENT OF WHAT WAS KNOWN AS THE CAR TRACK, WHICH GOES THROUGH THE GREAT SWAMP AND, AND TOUCHED MANY MUNICIPALITIES AND COUNTIES, UH, THAT THERE WAS A PROCESS THAT, THAT WE USE CALLING EVERYBODY IN.
AND PERHAPS AS PART OF OUR OVERALL DISCUSSION IS WHEN SHOULD WE GO THROUGH THAT LENGTHIER PROCESS? WHEN SHOULD WE HAVE A REGIONAL WORKSHOP? SO EVEN THOUGH IT MIGHT BE IN THE IN BLUFFTON, IT, IT TOUCHES A LOT OF THE REST OF US.
EVERY DEVELOPMENT ANYWHERE TOUCHES OUR TRANSPORTATION SYSTEM FOR SURE.
SO, UM, AND I'D LOVE DANNY'S POINT ABOUT, YOU KNOW, US JUST CHANGING THE COMPREHENSIVE PLAN ZONING, UH, JUST BECAUSE IT'S THERE.
SO, UM, I LOVE THAT, THAT CONVERSATION.
I THINK IT WOULD BE HEALTHY AND I COULD NEED A, UH, SUBCOMMITTEE.
THERE'S ONE OTHER THING THAT, UH, I WON'T ADD IT TO JANUARY BECAUSE I THINK WE'RE PRETTY LENGTHY HERE, BUT FEBRUARY, I'M GOING TO ADD HERE, IF IT'S OKAY WITH THE, THE BOARD TO HAVE A DISCUSSION SLASH DECISION ON EXPANDING SOLO NORTH OF THE BROAD.
THOSE MUNICIPALITIES ARE, UH, WAITING FOR OUR DECISION.
[00:50:01]
FEBRUARY.UH, IF IT'S OKAY, WE'LL WE'LL DELAY THAT DECISION TO FEBRUARY.
IS THAT OKAY WITH THE BOARD? WOULD I WOULD SAY THAT IF WE'RE GOING TO APPOINT A SUBCOMMITTEE TO DO THIS OTHER THING BEFORE THAT, THAT WE INCLUDE THOSE JURISDICTIONS, UH, LIKE WE DID WITH THE REGIONAL HOUSING, UH, TRUST FUND AS WELL BEFORE WE, IF IT HAPPENS BEFORE WE MAKE THAT DECISION IN FEBRUARY.
SO, UH, JANUARY, JUST TO RECAP, WE'LL INVITE, UH, THE MUNICIPAL ASSOCIATION FOR AN UPDATE AND A DISCUSSION ON THE TRANSFER TAX AND ANYTHING ELSE, ANYBODY FROM THE BOARD, IF THERE'S A, WHEN SCOTT GIVES US THE UPDATE, THE LEGISLATIVE UPDATE, IF THERE'S ANYTHING ELSE WE WANT TO ADD AT THAT TIME, WE HEAR SOMETHING WE WANT TO ADD TO OUR LIST OF, UH, ITEMS WE WANT TO ADVOCATE FOR.
UM, AND WE'LL, WHEN GLENN GIVES US HIS, UM, HIS, UH, OVERVIEW OF THAT TAX, WE'LL ALSO INCLUDE IN THE DISCUSSION IF, IF WE DO HAVE EXPAND THAT, WHAT DO WE WANT TO USE IT FOR, GREEN SPACE TRANSPORTATION, ET CETERA.
I'LL, WE'LL MAKE THAT PART OF THE CONVERSATION PER, UH, MARISKA'S SUGGESTION.
I KNOW THIS IS GOING TO BREAK EVERYBODY'S HEART, BUT UNLESS ANYBODY HAS UH, ANY OTHER COMMENTS OR SUGGESTION IN THE PUBLIC, WE ARE ACTUALLY GOING TO CLOSE A LITTLE EARLY.
YES, JOE, ONE OF THE THINGS WE HAD DISCUSSED WAS GIVING THE FORMAL NAME TO THE HOUSING TRUST FUND.
AND I WOULD LIKE SUGGESTION TO OFFER THAT WE ENTITLE IT AS THE SOUTHERN LOW COUNTRY REGIONAL HOUSING TRUST FUND.
ANYBODY HAVE ANY THOUGHTS ON THAT? JOE HAS A SUGGESTION.
REMEMBER LAST, LAST MEETING WE TALKED ABOUT A, A NAME THAT WOULD ENCOMPASS OR THE, THE INTENT OF THE REGIONAL GROUP AND HIS SUGGESTION.
WOULD YOU SAY IT AGAIN, JOE? INTO THE MICRO, THE SOUTHERN LOW COUNTRY REGIONAL HOUSING TRUST FUND.
SO, UM, DO JOE, YOU WANT TO MAKE THAT AS A MOTION, PLEASE? YES.
WE HAVE A MOTION AND A SECOND.
DO WE HAVE ANY COMMENTS OR QUESTIONS FROM THE BOARD OR FROM THE PUBLIC? YES.
UM, THIS TRUST FUND IS GOING TO HAVE ITS OWN BOARD.
UH, WE SHOULD CONSULT WITH THEM ABOUT THE NAME BEFORE WE GO TOO FAR WITH THAT.
WELL, WHY DON'T WE, UH, THIS IS LIKE ANYTHING, GLENN, THIS IS NOT A LEGISLATIVE BODY.
RIGHT? SO THIS RECOMMENDATION WILL GO TO THE BOARD AS YOU, AS YOU RECOMMEND, OKAY.
DOES THAT MAKE SENSE TO EVERYBODY? MM-HMM.
SO THIS WOULD BE, THIS VOTE IF WE VOTE IN FAVOR OF IT WILL BE SO LOCO'S RECOMMENDATION, WE'LL SEND IT TO BRAD AND BRAD AND HIS COMMITTEE WILL MAKE THE FINAL DECISION.
THAT'S, I THINK THAT'S THE PROPER PROCEDURE.
OKAY, SO WE HAVE A MOTION TO SECOND AND THERE'S STILL COMMENTS, UH, QUESTIONS AVAILABLE FROM YES, SIR.
UM, I, I APPRECIATE LYNN'S SUGGESTION.
I DO THINK, YOU KNOW, AS POLICY MAKERS, THE ORGANIZATION HISTORICALLY AFFORDABLE HOUSING TRUST, I FRANKLY DON'T CARE WHAT IT'S CALLED.
UH, BUT I DO THINK THAT WE'VE GOTTA LET THIS STEERING COMMITTEE AS BOARD THAT WE'VE ALL APPOINTED, I THINK WE'VE GOTTA LET THEM DO THEIR WORK.
AND SO I JUST CAUTION THIS GROUP OR, OR ANY GROUP FOR PUTTING TOO MUCH OR INFLUENCE ON, UH, ON THE HOUSING TRUST THAT THEY, THEY CAN GO.
PLEASE, UH, CONVEY TO THE BOARD WHEN YOU GET TOGETHER THAT THIS IS A RECOMMENDATION.
AND, UH, FROM SO LOCO, THEY, THERE'S NO TIME PRESSURE.
THERE'S NO PRESSURE IF THEY HAVE AN ANOTHER NAME OR THE ONLY, I THINK, UH, I WOULD ASK THAT THEIR RECOMMENDA, IF THEY HAVE AN ALTERNATE PROPOSAL TO PLEASE, UH, INCLUDE US AT, AT LEAST COME BACK, TELL US WHAT THEIR RECOMMENDATION IS AND IF WE WANT TO ENDORSE IT, UH, OR AT THAT POINT.
AND THAT WAY EVERYBODY'S POINT IS TAKEN INTO CONSIDERATION.
ALL IN FAVOR OF THE, UH, SUGGESTION OR THE RECOMMENDATION OF THE SOUTHERN LOW COUNTRY REGIONAL HOUSING TRUST FUND.
[00:55:01]

I'M DENNIS ADAMS AND THIS IS A BUFORT COUNTY MOMENT.
FORREST GUMP, THE PRINCE OF TIDES, THE GREAT SANTINI.
THESE ARE JUST A FEW OF THE BIG HOLLYWOOD MOVIES FILMED IN BEAUFORD COUNTY DURING THE 1980S AND 1990S.
BUT THE EARLIEST BIG SCREEN PRODUCTION, A SHOT HERE DATES BACK NEARLY A CENTURY.
LATE IN NOVEMBER, 1917, AMERICAN FEATURE FILMS OF GREENVILLE, SOUTH CAROLINA SENT A COMPANY OF ACTORS ON LOCATION TO ST.
HELENA ISLAND AND AMONG THE ANNABEL MANSIONS OF BEAUFORT.
IN THE WORDS OF THE BEAUFORT GAZETTE, THE RISE AND FALL OF THE CONFEDERACY IS ONE OF THE MOST REMARKABLE AND STUPENDOUS MOTION PICTURE SCENARIOS EVER ATTEMPTED BY ANY DRAMATIST.
IT CERTAINLY WAS A COSTUME DRAMA WITH OVER 640 PIECES OF PERIOD CLOTHING SHIPPED IN FOR THE ACTORS JOINING THE PRODUCTION JUST BEFORE FILMING WAS ONE WILLIAM CUNNINGHAM OF PEERLESS FILM COMPANY OF LOS ANGELES, HE LENT TO HOLLYWOOD, TOUCHED THE PRODUCTION.
UNFORTUNATELY, THE FILM HAS DISAPPEARED.
IT WOULD SEEM THAT THE STUDIO EXAGGERATED ITS CLAIMS OF THE MOST IMPRESSIVE MOVING PICTURE SINCE THE BIRTH OF A NATION.
I'M DENNIS ADAMS AND THIS HAS BEEN YOUR BEAUFORT CA MOMENT.

THE ONE-STOP SHOP IS LOCATED IN THE ADMINISTRATION BUILDING ON THE SECOND FLOOR IN ROOM 2 25 BEFORE THE ONE-STOP SHOP.
PEOPLE DIDN'T LIKE THAT YOU HAD TO GO UPSTAIRS, DOWNSTAIRS, AND POSSIBLY ONCE YOU WERE UPSTAIRS YOU HAD TO GO BACK DOWNSTAIRS TO SEE ANOTHER DEPARTMENT.
SO WITH A ONE STOP SHOP, WE CONSOLIDATED THOSE.
SO IT'S ONE LOCATION, THE BUSINESS LICENSE DEPARTMENT AND THE BUILDING COAST DEPARTMENT.
IT'S LITERALLY ONE STOP FOR YOUR PERMITTING AND LICENSING.
I CAN'T WAIT TO SEE THIS MOVIE.
I HOPE IT'S BETTER THAN THE BOOK.
YEAH, I CAN'T BELIEVE IT'S FINALLY SHOWING HERE
IT PROBABLY WON'T BE AS GOOD AS THE BOOK.
WELL, NO, BUT I HEARD ABOUT IT.
