CLOSE CAPTIONING PROVIDED BY BEFOR COUNTY ROOM.
BRADY FIELDS TRANSPORTATION PROGRAM MANAGER FOR BEFOR COUNTY.
STEPHANIE MIRAI, PLANNING DIRECTOR ALCO KERRY, GO FOR THE CITY OF BEFOR.
UH, DAN FRASER WITH THE TOWN OF BLUFFTON.
S DIRECTOR OF ENGINEERING SENIOR LONGING.
YOU ALL RIGHT, WE'RE TO 30 WEEKS I REGIONS THROUGH THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC, SUCCINCT ON INDIVIDUAL JUSTICE FOR ORAL.
UM, APOLOGIZE FOR GETTING THE MEETING AND IT'S THIS YOU THAT WE'RE MAKING SOME CHANGE.
SO FOR THAT AND IN THE TIME A WE'LL, A COUPLE WEEKS AFTER OUR MEETING INTO FUTURE.
SO, UH, HAS ANYBODY, HAS EVERYBODY HAD A CHANCE TOE? WE'VE HERE, CANT I? A MOTION FOR APPROVAL.
I DON'T SEE GREG MOORE HERE YET, SO WE PARK HIM AND WE'LL MOVE UP TO DIRT CONTRACTS.
YOU'RE GONNA, YEAH, I'LL, I'LL STAND UP HERE FOR A LITTLE WHILE.
THIS IS AT, AT TODAY'S CTC MEETING, I'LL BE PLAYING THE ROLES OF JARED FRA AND BRIAN BAUER.
SO THEY'RE, BRIAN IS ACTUALLY, HE'S, HE'S BEING EXCUSED BECAUSE HE, UH, HE WELCOMED HIS FIRST, HIS FIRST LITTLE ONE, UH, YESTERDAY OR YESTERDAY EVENING.
SO THAT'S, HE'S GOT A PRETTY GOOD EXCUSE.
UH, SO DIRT ROW PAVING 52, WHICH WAS, UH, WHITECLIFF, UH, RIGHT PLACE.
EVERYTHING'S COMPLETE EXCEPT FOR THE PUNCH LIST ITEMS. AND DAVID GREEN IS AWAITING THE CLOSEOUT DOCUMENTS.
SO EVERYTHING'S, EVERYTHING'S LOOKING GOOD ON THAT ONE.
NUMBER 53, WHICH WAS NORTHVIEW RAINBOW ROAD, UH, INGHAM, UH, THEY'RE ALL IN DESIGN AND WE'RE LOOKING AT SPRING CONSTRUCTION JUST DEPENDENT UPON PERMITTING.
SO JUST BRIEF UPDATE ON BOTH OF THOSE JUST REAL QUICK.
UM, IN ORDER FOR THE CAMERA TO PICK YOU UP, IS THERE ANY MICROPHONES? IF YOU WON'T PUSH TO SPEAK, YOU'LL SEE THE LIGHT TURNED GREEN AND THEN TURN IT OFF WHEN YOU WERE COMPLETE SPEAKING.
ANY QUESTIONS? RIGHT, SEE? NONE.
LET'S TALK ABOUT WHAT, 70 IN THE TRIANGLE.
ONE, YEAH, ONE 70 IN THE TRIANGLE UPDATES.
SO ON ONE 70, NOT, NOT TOO MUCH HAS CHANGED FROM THE LAST BRIEF UPDATE.
SO AGAIN, JUST KIND OF A LITTLE BIT OF BACKGROUND ON THAT ONE.
THAT IS THE SAFETY AND CAPACITY PROJECT FROM BASICALLY THE INTERCHANGE AT 2 78 ALL THE WAY OVER TO 4 62.
UM, IT'S, IT'S REALLY SPOT IMPROVEMENTS ALONG THE WAY TO INCREASED SAFETY, UM, AND CAPACITY ALONG THOSE, ALONG THOSE ROUTES.
UM, WE ARE AWAITING FINAL COMMENTS FROM SC D O T AS WELL AS WE'RE IN THE QUEUE FOR D A C.
SO JUST AS SOON AS WE GET APPROVAL ON BOTH OF THOSE, WE HAVE THE BID PACKAGE READY TO GO.
WE'VE ACTUALLY CONTACTED OUR ON-CALL C AND I AND THEY'RE, THEY'RE ON BOARD, SO WE'RE READY TO GO ON THAT PIECE.
UH, WE WERE HOPEFUL TO BE ABLE TO BID THIS STILL THIS YEAR.
WE'RE JUST KIND OF DEPENDENT UPON, UM, THOSE FINAL COUPLE OF APPROVALS.
SO MOVING FORWARD ON THOSE ONES.
UM, AS FAR AS THE OVERALL TRIANGLE PROJECT, UH, WHAT ARE YOU DOING WITH YES, SIR.
T WHAT, YOU KNOW, THEY'VE HAD THIS FOR A COUPLE MONTHS, WHAT SEEMS TO BE YEAH, I THINK IT'S JUST, I, FROM, FROM OUR UNDERSTANDING, I THINK IT'S JUST A STAFFING ISSUE.
SO I THINK THAT THEY JUST HAVE A QUEUE OF PROJECTS THAT HAVE COME IN.
UH, WE ARE, SO OUR, OUR CONSULTANT IS AECOM AND THEY'RE CHECKING PROBABLY NOT
[00:05:01]
ON A WEEKLY BASIS, BUT I WANNA SAY EVERY COUPLE OF WEEKS JUST TO MAKE SURE THAT WE'RE AT THE TOP.THEY'RE BOTH CHECKING WITH S C D O T AS WELL AS D A C TO MAKE SURE THAT WE'RE MOVING ON THIS THING.
I KNOW THAT THEY'VE MET ACOMMERCE MET AND, UM, THOUGHT THEY HAD THINGS FOR WORKED ALL WORKED OUT.
AND, AND I THINK, I THINK THEY ARE, THEY'RE, THEY'RE EXPECTING EVERYTHING TO MOVE FORWARD VERY QUICKLY ONCE, YOU KNOW, ONCE WE'RE, UH, OR VERY LITTLE IN THE WAY OF COMMENTS COMING BACK TO US, UH, BASED UPON THAT LAST SUBMISSION.
WE'VE ALSO BEEN, BEEN IN CONTACT WITH MICHAEL BLACK, JUST TO MAKE SURE THAT WE INCORPORATE THEN THE OVERLAY THAT, UH, CHAIRMAN YOU WERE WORKING ON WITH THEM.
UH, THE OVERLAY ON THE RAMPS AS WELL AS THE OVERLAY UP ON 2 78, UH, TO AGAIN, IMPROVE SOME LANE UTILIZATION UP ON TOP OF THE BRIDGE.
THE OTHER QUESTION WILL BE, UM, DID WE HIT THE TRAFFIC SIGNAL RESOLVE ONE POINT IN TIME? WE SENT IT TO DISTRICT SIX AND TOOK A SECOND LETTER OF DISTRICT SIX.
HAVE THEY EVER RESPONDED ON TIDE WATCH? YEAH.
WE HAVE NOT HEARD ANYTHING BACK ON TIDE WATCH.
AND THAT'S, THAT'S ANOTHER ONE WE'RE GONNA BE FOLLOWING UP WITH, UM, JAR AND I JUST TALKED ABOUT THAT ONE ACTUALLY YESTERDAY.
SO AGAIN, THAT WAS ONE WHERE, UH, WE WERE LOOKING FOR FROM A SAFETY PERSPECTIVE TO MAKE THAT SIGNAL, UH, FROM PERMISSIVE TO PROTECTED ONLY.
UM, SO WE'VE, WE'VE WRITTEN A LETTER TO S C D O T TO ASK THEM FOR THAT CONSIDERATION, AND WE HAVEN'T HEARD BACK YET.
UM, AS FAR AS TO, AS FAR AS THE OVERALL TRIANGLE PROJECT.
UM, WE'RE ALSO WORKING ON SOME NEAR TERM ACCESS MANAGEMENT IMPROVEMENTS FOR 2 78 FROM ARGENT DOWN TO THE INTERCHANGE THERE AS WELL, UH, WORKING WITH AECOM ON THAT PARTICULAR PIECE.
UH, SO AGAIN, UH, JUST CONTINUING TO MOVE ON THAT.
AND THEN THE OTHER PIECE TO OF NOTE IS WE DID ASK, BECAUSE THE SALES TAX WAS, DID NOT MAKE THE BALLOT, THIS GO AROUND WE'RE ON 2024.
WE DID ASK COUNTY COUNCIL FOR SOME UPFRONT FUNDING TO BE ABLE TO MOVE, MOVE FORWARD WITH, UH, WITH SOME PROJECTS THAT WE HAD ON THE SALES TAX PROGRAM.
AND WE WERE GIVEN, UH, OR OR ALLOWED TO MOVE FORWARD WITH $6 MILLION ON DIFFERENT PROJECTS.
SO WE'RE PUTTING, UH, 2 MILLION TOWARDS THE INITIAL DESIGN FOR THE TRIANGLE PROJECT.
SO AGAIN, IT'S, IT'S LIKELY IN THAT PO PART JUST MORE OF A CONCEPT, UH, AND SOME RIGHT OF AWAY, UH, A, UH, WHAT RIGHT OF AWAY REVIEW.
BUT WE ARE MOVING FORWARD ON THAT AS WELL.
AND AGAIN, THIS THE REMINDER AS ARGENT 1 72 78 PASS WHERE ALMOST EVERY DAY IF YOU GET YOUR NICKEL, THERE'S A, THERE'S A CRACK, THERE'S A RACK IN THE MORNING
AND I THINK, WELL, AND I THINK THAT THE, THE PIECE THAT WE'RE GONNA SEE A SIGNIFICANT IMPROVEMENT ON, ESPECIALLY IN THE MORNINGS OVER ON ONE 70, IS AT, AT ARGENT ITSELF.
SO THAT'S GOING FROM THE SINGLE LEFT TURN LANE AT THE T INTERSECTION FROM ARGENT TO ONE 70 TO A DUAL LEFT TURN LANE.
SO AGAIN, UH, THAT WHEN WE, WHEN WE BID THAT PROJECT AND WE GET UNDER CONSTRUCTION, THAT WE WILL MAKE SURE THAT THAT'S A PRIORITY TO THE PROJECT BECAUSE THAT'S A, IT'S A, UH, AN EASY FIX FOR SOMETHING THAT CREATES A LOT OF, UH, A LOT OF ISSUES IN THE MORNING.
IT'S ONLY BEEN HOW MANY YEARS THAT SINCE WE DID THE ORIGINAL PLANNING ON, IT'S BEEN TWO YEARS, THE ORIGINAL THREE AND A HALF YEARS.
IT'S TAKEN A LONG, IT HAS, IT HAS ANY QUESTIONS ON, ON ANY OF THE TRIANGLE OR ONE 70 PROJECT? UM, WHAT'S, WHAT'S THE EXPECTED DURATION OF TIME TO GENERATE THE, THE DES TO DO THE ENGINEERING DESIGN PORTION? OH, FOR, FOR THE FULL TRIANGLE PROJECT, IT IS REALLY HARD TO SAY AT THIS MOMENT JUST BECAUSE THERE'S, THERE IS ADDITIONAL COORDINATION THAT NEEDS TO OCCUR, ESPECIALLY IN THE ARG PIECE BETWEEN JASPER COUNTY AND HARDY.
UM, SO WE WILL BE CONTINUING THAT COMMUNICATION, BUT WE WANT TO JUMP OUT IN FRONT OF THAT AND AT LEAST GET THE CONCEPT DESIGN IN PLACE, UH, BEFORE WE HAVE THOSE INITIAL DISCUSSIONS.
THEY'RE, THEY ARE PARTIALLY FUNDING THE ONE 70 NEAR TERM PROJECT WITH US, SO WE KNOW THAT THEY'RE ON BOARD WITH IT.
WE JUST, UH, IT WILL TAKE SOME INIT, UH, SOME ADDITIONAL, UM, COORDINATION AND AGREEMENTS TO MOVE FORWARD ON THAT.
UM, YOU KNOW, IT'S GONNA BE SEVERAL YEARS IN DESIGN BEFORE WE, BEFORE WE ACTUALLY GET THERE.
AGAIN, BEFORE WE CAN GET TO TRULY FULL DESIGN ON THAT WHOLE PROJECT, WE'LL HAVE TO MOVE FORWARD WITH SOME KIND OF SALES TAX TO BE ABLE TO FUND THE, THE OTHER PORTION.
SO WE HAVE AN ALLOTTED AMOUNT JUST TO KIND OF BRIDGE OUR BRIDGE THE FUNDING GAP FOR RIGHT NOW.
BUT, UM, IT'LL TAKE SALES TAX TO BE ABLE TO MOVE THAT FULL FULLY FORWARD WHEN YOU'RE AT THE EASY PIECE WILL BE THE DESIGN, HAVE SOME TO AUTO
[00:10:02]
WILL BE THE REAL DIFFICULT PORTION.CAUSE IT'S GONNA REQUIRE WIDENING.
IT'LL GO FROM TWO LANES TO THREE MINIMUM.
AND WITH THE TIME CONNECTED TWO PIECES, YOU HAVE HARDING PART PART OF IT, AND THEY'RE NOT CONTIGUOUS, THEY'RE, THEY'RE SPLIT JEFF COUNTY OWN HARD GO AND COUNTY OWN THE PIECE.
THEY'RE TRYING TO GET THEM IN ALIGNMENT BE OF A CHALLENGE 2 78 PORTION EASIER THAN ABSOLUTELY
AND THE QUICKER THAT WE CAN GET OUT THERE AND GET THE, THE PRELIMINARY AND CONCEPT DESIGNS DOWN, THEN THE, THE BETTER OFF WE'RE GONNA BE TO SHARE THAT.
UM, NOT ONLY WITH JASPER AND HARDY, BUT THEN WITH THE DEVELOPERS THAT SUBSEQUENTLY COME IN AND, AND I UNDERSTAND, YOU KNOW, REALLY WITH EVERYTHING TRANSPORTATION WISE, WE'RE, WE'RE TRYING TO MAKE SURE THAT WE CAN CATCH UP AS MUCH AS WHAT WE POSSIBLY CAN WHILE WE'VE GOT THAT FUNDING GAP.
BUT THIS, THIS ISN'T ALL THAT SLOW BECAUSE CONSIDERING THE NUMBER OF AGENCIES AND D E ALWAYS HAS TO GET INVOLVED, IS I CORPS OF ENGINEERS ON THIS ONE? YES, IT WILL BE.
I MEAN, CAUSE JUST A LITTLE EXAMPLE, WHEN WE WERE WORKING ON GETTING THE WIDENING OF US 17 TO THE GEORGIA BORDER GOING, THAT WAS ABOUT 12 YEARS.
SO IF THEY'RE DOING THIS IN LIKE THREE, THAT'S REMARKABLE THAT THAT REALLY IS, SEEMS
WELL, ANY OTHER QUESTIONS? ALL RIGHT, LET'S MOVE ON TO ITEM D.
STATUS OF RESURFACING YEAR FIVE AND YEAR SIX LIVING.
SO YEAR FIVE IS COMPLETE EXCEPT FOR THE PUNCH LIST.
UH, WALKS WERE PERFORMED IN LATE, UH, OCTOBER, AND THE PUNCH LIST SHOULD BE COMPLETE BY THE END OF THIS MONTH.
SO, UH, AGAIN, EVERYTHING'S LOOKING REALLY GOOD ON YEAR FIVE AS FAR AS YEAR SIX.
UM, WE'RE IN REVIEW RIGHT NOW AND WE SHOULD ADVERTISE THREE DIFFERENT BID PACKAGES LATER THIS MONTH.
THE FIRST ONE WILL BE FOR RESURFACING, THE SECOND WILL BE FOR THE PRESERVATION, WHICH IS THE MICROSURFACING AND SCRUB SEAL.
AND THEN THE THIRD IS THE REJUVENATOR.
SO WE'RE REALLY, WE'RE BREAKING THOSE THREE UP INTO SEPARATE BIDS.
UM, AGAIN, IT IT JUST MAKES MORE SENSE THAN TO BID IT UNDER SOMEBODY ELSE.
AND REALLY THE, THE PRIME PORTION OF THE CONTRACT IS, IS WITH A SUB.
SO WE'RE SPLITTING THOSE THREE OUT.
UH, AGAIN, I THINK WE SHOULD GET A BETTER END PRODUCT BY DOING IT THAT WAY.
SO WE STARTED THAT, UM, TWO YEARS AGO.
AND IT, THE PRICING CAME DOWN, IT WENT FROM ALMOST $2 A SQUARE YARD DOWN TO 90 CENTS A SQUARE YARD.
THAT'S, THAT'S THE SIGNIFICANCE OF THE MONEY TO COST SAVING OF GOING INTO THIS STATION.
MAY YOU, QUESTIONS ON YOUR SIX WILL BE UP.
TYPICALLY WE TRY TO GET BID IN DECEMBER YEAH.
AND TO COUNTY COUNCIL IN JANUARY AND START CONSTRUCTION FEBRUARY, MARCH TIME SPAN, GETTING AHEAD OF IS THE CYCLE OF D O T AND THEIR WORK.
AND THIS IS THE PART I'M STILL GETTING USED TO, UH, MOVING FROM THE MIDWEST TO, TO A WARMER CLIMATE, JUST BEING ABLE TO, UH, TO START THAT, THAT PAVEMENT PROCESS THAT EARLY IN THE SEASON.
SO, ALL RIGHT, LET'S MOVE DOWN TO THE NEXT ITEM.
TAKE SECOND OR LESS THAN 500 ADT UPDATE ON THE BID.
YEAH, AND THAT'S REALLY, IT, IT REALLY COINCIDES WITH REALLY THE LAST BULLETED ITEMS. SO WE'RE GONNA BE MOVING FORWARD, WE'RE GONNA BID OUT THE RESURFACING AS ONE BID PACKAGE, UM, AND THAT THOSE ARE CURRENTLY IN REVIEW.
AND AGAIN, THAT, THAT ONE WILL BE OUT LATER THIS MONTH AS WELL.
HAVE YOU DONE THE PERMITTING? UH, WE ARE WORKING, WE'RE CURRENTLY PUTTING THAT TOGETHER IN HOUSE RIGHT NOW.
UM, SO WE, WE WILL, THE, THE ANTICIPATION IS TO GET THE PERMITTING, UH, TO GET EVERYTHING INTO D O T BY THE END, PROBABLY BY MID-MONTH, UM, DECEMBER.
WELL, LET'S MOVE DOWN TO NEW BUSINESS 20 22, 20 23 TRANSPORTATION PLAN ADOPTION.
SO THAT, UH, YOU'LL FIND IN YOUR PACKET, UM, THE NEW TRANSPORTATION PLAN FOR 2022 AND 2023.
AND WE'RE NOT GONNA SIT HERE AND HAVE EVERYBODY WHO MINOR CHANGES MADE IN IT.
[00:15:01]
JUST PRIMARILY WORDING CHANGES.OTHER THAN THAT, WE PRETTY MUCH KEPT IT THE SAME.
WE'VE ADDED ALL THE NEW APPENDS AND SO ON.
WE HAVEN'T BEEN HERE, UM, OR LESS THAN 500 A T FOR THE NEXT FIVE YEARS ON, ON IN THE PROGRAM.
I, I'M WILLING TO, UM, OR MAKE THE RECOMMENDATION, UH, LET YOU ALL TAKE THEM WITH YOU.
UM, I'LL ASK FOR, UH, IF THERE ARE NO COMMENTS BACK FROM ANYBODY BY ONE DECEMBER, UM, IT WILL BE ADOPTED RATHER THAN TRY AND GET EVERYBODY ON THE PHONE.
THAT WAY WE CAN KEEP THE PROCESS MOVING FORWARD.
WE HAVE TO HAVE IT IN THE D O T FOR ONE JANUARY ANYWAYS.
SO I WILL SIGN IT AND IF THERE CHANGES, HE MAY GIVE WITH ME, SEND ME AN EMAIL AND ERIC SENT, GIVE AN EMAIL AND, BUT I DON'T THINK HE'LL FIND ANYTHING TO, COULD WE BE REMINDED MAYBE LIKE A COUPLE DAYS BEFORE SURE.
I MAY BE THE ONLY ONE THAT NEEDS ONE.
UH, THERE'S NO PAGE NUMBER ON THIS DOCUMENT HERE.
THERE'S NO PAGE NUMBER ON THIS DOCUMENT HERE, BUT IT'D BE GOOD TO HAVE A TITLE ON IT, WHAT IT IS.
THIS DOCUMENT HERE HAS NO TITLE ON IT SO YOU CAN UNDERSTAND WHAT IT IS.
SO AGAIN, UH, WITH, UNLESS THERE IS A, UM, MA SOMEBODY RECOGNIZES IT, MAJOR CHANGES.
WE'LL ADOPT IT AS IT IS AND, UM, MOVE IT FORWARD, UM, TO THE STATE.
THAT ROLLS UP TO ME NEXT, I GUESS.
UM, WE HAVE HAD BEEN HAVING, UH, CONVERSATIONS WITH, UM, SLURRY.
PAVERS AND SLURRY PAVERS IS A COMPANY, UH, IT WAS ACTUALLY A NATIONAL COMPANY, BUT THEY'RE LOCAL OFFICES IN NORTH CAROLINA AND THEY'VE DONE OUR MICRO RESURFACING OVER THE YEARS.
AND THE THOUGHT WAS THAT, UM, AND HAVING A FEBRUARY RETREAT AND TALK ABOUT THE TIMING OF IT IN A MINUTE.
BUT THE IDEA, WHAT WOULD BE THAT THEY HAVE A COMPLETE SET OF, OF SLIDES COUPLED WITH A PROGRAM THAT THEY CAN PROVIDE EVERYBODY ON THE VARIOUS TYPES OF PAVING FROM.
THEY DID, UH, SCRUB SEAL IN CHARLESTON AS AN EXAMPLE, AND WITH SOME, WITH SOME SUCCESS, UH, THEY DO HAVE BEEN DOING OUR MICRO RESURFACING.
SO THE THOUGHT WAS, RATHER THAN TIE EVERYBODY UP FOR SEVERAL HOURS IN A MEETING GOING THROUGH PAVEMENT TYPES AND SO ON, AND MILLON FILL AND EVERYTHING ELSE THAT IS DONE, THE IDEA WAS TO HAVE 'EM COME IN AND DO A PRESENTATION AS A RETREAT.
AND THAT WAY EVERYBODY WOULD KIND OF BE ON BOARD OF THE TYPE OF PAVING TECHNIQUES AND SO ON THAT WE'RE USING.
SO I'M OFFERING THAT AS A SUGGESTION TO HAVE A RETREAT.
IF, IF, UH, I'M OPEN FOR CONVERSATION, DISCUSSION ON IT, WHETHER IT'S A GOOD IDEA OR BAD IDEA, TELL ME, DO WE GET LUNCH? WE CAN
THAT WAS, THAT WAS A POINT UP FOR DISCUSSION ACTUALLY,
I'M SEEING HEAD NOT WE DID JIM AND NICKS THE LAST TIME.
IS THAT KIND OF OKAY AS WELL? WELL, THAT WAS GOOD.
WELL, I'LL KEEP WORKING ON IT AND GET EVERYTHING SET UP FOR THE MEETING.
YOU'LL BE HEARING MORE FROM ME EITHER AT, UH, IN JANUARY'S MEETING PROBABLY.
WELL, YOU PUT THE MENU IN THE AGENDA, YOU'LL GET A HUNDRED PERCENT ATTENDANCE,
[00:20:01]
SCHEDULE, UH, FOR NEXT YEAR.JAN, WE'RE DOING IT THE SAME AS WE'VE DONE IN PAST YEARS.
WE HOLD THEM EVERY OTHER MONTH RATHER THAN MONTHLY.
SO UNLESS THERE'S OBJECTIONS, WE WILL CONTINUE THAT FOR NEXT YEAR ALONG WITH THE RETREAT WE JUST TALKED ABOUT.
SIERRA, HOW HAVE YOU GOT EVERYBODY'S CONFLICT OF INTEREST DOCUMENTS IN? NO, SIR, I DON'T.
UM, I HAVE MR. MCCAIN'S, MR. HAMMONDS, MR. FORS, MR. GORDONS AND MR. BECK.
I EMAILED MR. GLOVER AND MISS CELLER.
THE CONFLICT OF INTEREST STATEMENTS.
THEY SAID THEY WOULD EMAIL IT BACK TO ME AT THE EARLIEST CONVENIENCE THAT YOU, MR. SHOWMAN, THAT YOU GET ONE.
UH, DO YOU HAVE A BLANK? ANY BLANK HERE? I HAVE BLANK COPIES.
WE'LL JUST TAKE, GET, GET THAT DONE WHILE EVERYBODY'S HERE.
I'M MY COMPUTER, BUT THAT'S, BUT I'LL DO IT.
ARE YOU HERE? YOU GOT MINE? DOES ANYBODY ELSE NEED? I'M I, I'M GONNA APOLOGIZE THIS.
I CAN'T PUT ANYTHING IN PACKETS.
WE'VE ALSO SENT THE DOCUMENTS OUT FOR REAPPOINTMENT AND YOUR DECISIONS WHETHER YOU WANNA BE REAPPOINTED OR WISH TO DECLINE.
AND I HAVE LATE COPIES IF YOU NEED TO FILL OUT A FORM AS WELL.
SO WE CAN DO THAT AFTER THE MEETING.
OKAY, WE'RE GONNA KEEP ON, MOVING ON.
WE'RE GONNA MOVE DOWN TO TREASURER'S REPORT.
UM, NO, UH, NO SIGNIFICANT HIGHLIGHTS REPORT, BUT THE, UH, THE C FUND REPORT FOR FISCAL YEAR 22 WAS SUBMITTED.
UH, EVERYTHING WAS, WAS, UH, WAS, WAS FINE IN THAT THERE WERE NO, NO CONFLICTS, NO DISCREPANCIES.
UH, THE ONLY NOTE OF OF INTEREST FROM IT WAS THAT WE, UH, WE SLIGHTLY UNDERSPENT OUR COMMITMENT FOR NON-RECURRING FUNDS.
SO WE'LL HAVE TO SPEND AN ADDITIONAL $87,000 THIS FISCAL YEAR TO MAKE UP FOR THAT, FOR THAT.
GUESS THAT'S, YOU HAVE ANYTHING ELSE? IF YOU WOULD, BRITTANY, WHEN YOU HAVE A CHANCE, PUT OUT OUR SPREADSHEET FOR US, KIND OF GET IT THROUGH THE END OF THE YEAR.
PUBLIC COMMENTS, AGAIN, SEEING NOBODY HERE TO MAKE PUBLIC COMMENT, WE'LL MOVE ON.
UM, AGAIN, SORRY FOR THE DELAY IN GETTING THE, UM, 20 22, 20 23 TRANSPORTATION PLAN TO YOU ALL.
IT, UM, BEEN THROUGH SOME, SOME WORK THIS TIME AND, UM, WE WOULD ALSO DO BETTER JOB ON MEETING MINUTES.
ANYBODY ELSE HAVE ANYTHING FOR THE MEETING? WE'RE GONNA GET OUTTA HERE IN RECORD TIME TODAY, WHICH IS RIGHT, SO, YOU KNOW, FUTURE YOUR BUSINESS MEETINGS CONCERN, MR. QUICK,

THIS IS LARRY ROLAND, AND THIS AS A BEAUFORT COUNTY MOMENT.
THE OLD ARSENAL ON CRAVEN STREET IN DOWNTOWN BEAUT IS A VERY HISTORIC PLACE.
THE BUILDING ITSELF WAS BUILT IN 1798, BUT THE PLACE IS THE SPOT OF THE FORMER BEAUFORT DISTRICT COURTHOUSE, WHICH WAS BUILT IN 1769, THE FIRST COURT OUTSIDE OF CHARLESTON IN THIS PART OF THE COLONY OF SOUTH CAROLINA.
THE COURTHOUSE WAS WHERE THE ASSEMBLY MET IN 1772 WHEN GOVERNOR MONAGUE ATTEMPTED TO MOVE THE CAPITAL FROM CHARLESTON DUB BEFOR.
IT WAS FOR DAYS IN OCTOBER, 1772, THE CAPITAL OF, OF SOUTH CAROLINA.
OF COURSE, THAT POLITICAL MANEUVER DID NOT WORK, SO THE COURTHOUSE WAS ABANDONED.
AND AFTER THE REVOLUTIONARY WAR, THE BEAUFORT DISTRICT COURT WAS MOVED TO KUSA HATCHIE MORE CENTRALLY LOCATED IN THE DISTRICT.
THE OLD COURTHOUSE APPARENTLY FELL DOWN AND ON LIKE THAT SITE.
AND WITH THOSE BRICKS, THEY BUILT THE ARSENAL BUILDING AS A REFUGE, A JAIL, AND A MILITARY INSTALLATION FOR THE MILITARY ORGANIZATION, WHICH MADE ITS HOME.
IN THE ARSENAL WAS THE BEAUFORT VOLUNTEER ARTILLERY, WHICH ACTUALLY DATES TO 1763, MAKING IT ONE OF THE OLDEST CONTINUOUSLY OPERATING MILITARY ORGANIZATIONS IN SOUTH CAROLINA.
THE ARSENAL BECAME THEIR HOME FOR THE ANTEBELLUM PERIOD.
IT WAS BUILT AS PART OF THE MILITIA ACT OF THE STATE OF SOUTH CAROLINA.
IT WAS A CITADEL, A PLACE OF REFUGEE PLACE FOR THE MAINTENANCE OF ARMS IN CASE OF SURVEIL INSURRECTION.
IN OTHER WORDS, AN UPRISING OF THE SLAVES, WHICH WAS ALWAYS FEARED IN A DISTRICT WHERE THE SLAVES OUTNUMBERED THE WHITE FOLKS 10 TO ONE.
SO THE ARSENAL BECAME A SYMBOL OF THE WHITE ESTABLISHMENT IN BEAUFORT.
IT BECAME THE HOME OF MANY COLORFUL EVENTS.
THERE WERE CELEBRATIONS, THERE WERE DINNERS.
THE BEAUFORT VOLUNTEER ARTILLERY OFTEN HOSTED THOSE EVENTS.
AND IN THE LATE ANTEBELLUM ERA, THE OLD ARSENAL WAS REBUILT AND REDESIGNED IN A GOTHIC STYLE.
THE ARCHITECT DESIGNER WAS PROBABLY MAJOR.
JOHN GIBBS BARNWELL, WHO WAS MAJOR OF THE BEAUFORT VOLUNTEER ARTILLERY FOR THE CIVIL WAR.
AND THE ARSENAL BECAME THE HOME OF THE BEAUFORT VOLUNTEER ARTILLERY, WHICH SERVED AT BAY POINT DURING THE BATTLE OF PORT ROYAL SOUND, WHICH RETREATED DURING THE OCCUPATION OF THE ISLANDS.
BUT THE ARSENAL REMAINED AS A SYMBOL OF THE ANTEBELLUM ERA OF THE TOWN OF BEAUFORT AND OF THE BEAUFORT DISTRICT.
THIS IS LARRY ROLAND, AND THIS HAS BEEN A BEAUFORT COUNTY MOMENT.
