AND WE'VE GONE THROUGH SOME PROCESSES AND WE'VE WORKED WITH SOME PEOPLE AND THEY'VE BEEN VERY HELPFUL TO A CERTAIN POINT.

UM, AND WE'RE JUST LOOKING FOR HELP AND WE'RE NOT UNDERSTANDING THE PROCESS AND WE'RE NOT UNDERSTANDING WHY, UM, OUR COMMUNITY CANNOT BE HELPED.

WE HAVE DRAINAGE SYSTEMS IN THERE THAT WE KNOW WE'RE NOT FUNCTIONAL PROPERLY, THAT ARE AFFECTING OUR HOMES AND OUR QUALITY OF LIFE ORDERS COMING UP TO OUR HOMES ON OUR FRONT YARDS, OUR BACKYARDS UNDER OUR HOMES, AND WE'RE JUST LOOKING FOR SOME SORT OF ASSISTANCE.

UM, ABOUT 2018 IS WHEN WE FIRST CONTACTED THE COUNTY WITH THE ONLINE FORM, UH, CUZ WE WERE HAVING DRAINAGE ISSUES BOTH FRONT AND BACK.

UH, WE ALSO HAVE EXPOSED TREES IN THE BACK DITCH WHERE THE DRAINAGE, SO OBVIOUSLY IF THEY DIDN'T WORK, THEY'D HAVE TO BE REMOVED.

UM, MATT ROSS REPLIED TO ME, WE'VE BEEN BACK AND FORTH FOR ABOUT THREE YEARS NOW.

IT'S BEEN A LITTLE WHILE SINCE I TALKED TO HIM, BUT WE WERE ALWAYS TOLD WE WOULD GET ON THE SCHEDULE FOR SOMETHING TO BE DONE AND THAT WAS IT.

NOTHING EVER MOVED FORWARD EXCEPT WE WERE, YOU KNOW, KEPT ME TOLD TO BE ON THE SCHEDULE.

UM, I HAVE ALSO BEEN IN COMMUNICATION WITH THE COUNTY AND HAVE SPOKEN WITH SOME OF THE PEOPLE.

UM, AS DEB SORT OF TOOK THE LEAD, I BACKED OFF A LITTLE BIT, SO MAYBE I SHOULDN'T HAVE.

UM, I'VE LIVED IN MY HOME IN OLD WOODLANDS FOR 42 YEARS AND, UM, WE HAVE HAD DRAINAGE PROBLEMS IN OUR NEIGHBORHOOD AS LONG AS I CAN REMEMBER.

HOWEVER, WHAT IS HAPPENING IN MY BACKYARD, WHICH BUMPS UP TO GARDENER DRIVE, UM, DEVELOPMENT, IS THAT WE ARE HAVING FREQUENT FLOODING THAT HAS GOTTEN MUCH HIGHER BECAUSE WE'RE GETTING RUNOFF.

WE GOT RUNOFF FROM THE CHRISTIAN ACADEMY AND NOW WITH GARDENER DRIVE TO THE POINT THAT I HAVE SEDIMENT CONSTANTLY IN MY BACKYARD, WHICH I HAVE BEEN ADVISED BY PEOPLE WHO KNOW MUCH MORE THAN ME, THAT I SHOULDN'T GO NEAR IT AND MY GRANDCHILDREN SHOULDN'T GO NEAR IT.

AND MY GRANDCHILDREN PLAY IN MY BACKYARD.

UM, IF YOU GO ALL ALONG INDIAN TRAIL, YOU WILL FIND PEOPLE WITH WATER THAT THEY'RE, THAT GOES UP TO THEIR KNEES.

THAT'S HOW BAD IT GETS.

IT USED TO BE WHEN A HURRICANE WOULD COME THROUGH, WE WOULD HAVE THIS KIND OF WATER.

NOW IT IS WHEN WE HAVE HEAVY RAIN.

WHEN I MOVED IN, WE WERE SURROUNDED BY WETLANDS.

IT'S AMAZING THAT WHEN WE FIRST WENT IN, BEFORE THE CHRISTIAN ACADEMY HAD STARTED DEVELOPING AND RAISING THE PROPERTY, AND IT WAS JUST THE WETLANDS, WE DID NOT HAVE AS MANY DRAINAGE PROBLEMS. UNFORTUNATELY, ALL THIS DEVELOPMENT, THE WATER HAS NOWHERE TO GO.

SO IT COMES TO US AND ALL WE'RE ASKING IS THAT THE TOWN AND THE COUNTY SOMEHOW WORKED TOGETHER TO HELP US FIND A SOLUTION.

AND WE ARE VERY GRATEFUL FOR ANY OF THAT HELP.

WE HAVE 20 HOMES THAT HAVE TURNED IN COMPLAINTS TO US, OR THAT WE HAVE KNOWLEDGE OF THAT ARE HAVING DRAINAGE PROBLEMS IN OUR NEIGHBORHOOD.

WE ONLY HAVE 64 HOMES IN THE NEIGHBORHOOD, SO THAT PERCENTAGE IS VERY HIGH AND WE KNOW THAT THERE ARE MORE PEOPLE THAT PROBABLY HAVE PROBLEMS THAT DIDN'T RESPOND TO OUR REQUESTS FOR INFORMATION.

AND FOR US TO WORK ON A PROJECT, WE REALLY NEEDED TO GROUND TRUTH WHAT WAS GOING ON IN THE NEIGHBORHOOD.

SO THE ORGANIZATION ENGAGED WITH A SURVEYOR AND AN ENGINEER FIRM, UM, TO TAKE A LOOK AT SOME OF THE REPORTED ISSUES WITHIN THE NEIGHBORHOOD.

UH, SPECIFICALLY WE'RE TALKING ABOUT MS. FELTON'S PROPERTY, UM, AND HER NEIGHBOR MS. B THERE SIX AND EIGHT, I THINK MYSTIC DRIVE.

SURE.

SO WHEN THE OLD WOODLANDS SUBDIVISION WAS BUILT BACK IN THE MID TO LATE EIGHTIES, UM, THERE WERE DEDICATED EASEMENTS FOR DRAINAGE TO OCCUR.

BUT WHAT WE DID WITH THIS GROUND TRUTH THING IS FIND THAT ONLY ONE OF THE PROPOSED THREE DRAINAGE SYSTEMS WAS ACTUALLY BUILT.

AND, UM, THAT'S BETWEEN INDIAN TRAIL AND I WANNA SAY MARBLEHEAD.

UM, SO SOME OF THE DRAINAGE SYSTEMS LIKE MISS FELTON IS EXPERIENCING, UM, WE WANTED TO LOOK AT, OKAY, IF AN A CONVEYANCE WASN'T ESTABLISHED, CAN WE ESTABLISH A DRAINAGE CONVEYANCE TO HELP ALLEVIATE SOME OF THOSE FLOODING ISSUES ON THOSE NEIGHBORS PROPERTIES? AND WHAT THE SURVEYING CAME BACK AND SAID WAS THAT TO, IN ORDER TO CONNECT TO THE WETLAND THAT'S WITHIN THE TOWN OF POOR OILS, I'M SORRY, HILTON HEAD'S JURISDICTION, UM, IT WOULD ACTUALLY INUNDATE BACK UP THE SYSTEM, CREATING A LARGER FLOOD PLANE AND MAKING SITU THE SITUATION IN MISS FELTON'S YARD.

UM, THE MISS MAER NOWER, UM, WE HAVE BEEN IN COMMUNICATION AND LIKE SHE MENTIONED, UM, THE, A LOT OF THE ISSUES STEMMING FROM THAT THE FLOODING IN HER BACKYARD DO COME FROM A, THE TOWN OF HILTON HEADS JURISDICTION AND A PROJECTS APPROVED BY THOSE INDIVIDUALS.

SO I'LL LET HILTON HEADS SPEAK TO THAT IF THEY WOULD LIKE.

UM, WE DID AN ASSESSMENT OF ALL OF THE ROADSIDE DRAINAGE AND WHAT WE FOUND IS THAT THE SYSTEM IS FUNCTIONING.

UM, IT DOES NEED ROUTINE MAINTENANCE, BUT OVERALL THE INFRASTRUCTURE IS WORKING AS DESIGNED.

THE PROJECT WILL BE INCORPORATED INTO THE ROUTINE MAINTENANCE PLAN AND NOTIFICATION OF THAT WILL BE SENT TO THE RESIDENTS, UM, ONCE IT'S ON THE SCHEDULE.

IF SO, THAT IS THE REPLACEMENT OF THES.

AND, UM, AT THAT TIME WE WOULD ADDRESS TREES.

SO ALL THIS WE HAD ALLOCATED FUNDS TO DO THE WORK WE THOUGHT WOULD BE NECESSARY FOR MISS FELTON'S, UM, NEIGHBORS AND HER PROPERTY IN FISCAL YEAR 23 FOR ROUTINE MAINTENANCE.

SO AGAIN, IT REALLY, LIKE MR. FEINBERG MENTIONED, WOULD TAKE MORE OF A COMPREHENSIVE ASSESSMENT.

NOW AGAIN, THAT ASSESSMENT HAS TO OCCUR WITHIN THE GUIDELINES OF OUR EXTENT AND LEVEL OF SERVICE, BUT I DON'T DISAGREE WITH, WITH MR. FEINBERG OR ANOTHER SIX MONTHS.

WELL, JUST TO PUT IT INTO PERSPECTIVE FOR YOU, UM, WE DID SOMETHING SIMILAR IN SHELL POINT AND SHELL POINT, WE ORIGINALLY DID THE DRAINAGE STUDY BACK IN 2019, UM, THAT TOOK A LITTLE OVER A YEAR TO COMPLETE, AND THEN WE HAD TO BEGIN THE BUDGET PROCESS.

NOW WE KNOW WHAT'S GOING ON, WHAT THEIR PROPOSED INITIATIVES ARE.

TO FIX IT, WE HAVE TO BUDGET APPROPRIATELY, WHICH COULD TAKE, UM, UPWARDS OF A YEAR AGAIN.

AND THEN FROM THERE, AFTER BUDGETS, A NEW BUDGET YEAR STARTS, THE BUDGET WAS APPROVED, THEN WE HAVE TO GO THROUGH THE PROCUREMENT PROCESS.

ON AVERAGE, THE COUNTY'S PROCUREMENT PROCESS IS SIX MONTHS LONG BY THE TIME YOU PUT SOMETHING OUT TO BID AND THEN, UM, TAKE APPROVALS TO THE UTILITY BOARD, UM, THEIR COMMITTEE, NATURAL RESOURCES, AND THEN ONTO COUNTY COUNCIL READINGS.

SO IT'S NOT SOMETHING THAT WOULD HAPPEN OVERNIGHT.

JUST WHAT YOU'RE SAYING, I GET IT.

QUESTION IS ASSESSMENT YOU AT LEAST SEE WITH PLANS KINDA IF, WELL, WE HAVE BEEN DOING THINGS, UM, I CAN ASSURE YOU.

AND THAT WOULD JUST DEPEND ON WHAT OUR BUDGETARY, UM, PROCESS LOOKS LIKE FOR THIS YEAR.

SOME VERY EXCITING NEWS ABOUT THE SOUTHERN LOW COUNTRY DESIGN MANUAL IS THE CITY OF BEAUFORT ADOPTED THOSE STANDARDS ON AUGUST 23RD.

NEIL AND I WERE BOTH IN ATTENDANCE FOR THAT MEETING TO PROVIDE COMMENT AND SUPPORT TO THE CITY OF BEAUFORT STAFF.

AND AT THAT MEETING, THEY VOTED YES TO ADOPT THOSE STANDARDS.

THE OTHER EXCITING NEWS IS THAT WHILE JASPER COUNTY HAS NOT ADOPTED THE SO LOCO DESIGN STANDARDS, THEY ARE REQUIRING ONE OF THEIR NEW LARGE DEVELOPMENTS TO MEET THOSE REGIONAL STANDARDS.

THERE WERE A LOT OF, THERE WAS A

AN OUTSIDE ATTORNEY IS GONNA BE HIRED FOR THAT LITIGATION EFFORT.

CONSTRUCTION CONTINUES AT THE GRAVES PROPERTY AND ON THE WHITEHALL PROPERTY WITHIN THE CITY OF BEAUFORT.

I WANNA TOUCH ON THE HUSA COURT NORTH AND BESSIE'S LANE PROJECTS.

THE RFQ REQUEST FOR QUALIFICATION POSTING WAS PUT UP IN EARLY OCTOBER AND WILL CLOSE NOVEMBER 4TH.

THAT RFQ WILL PROVIDE US WITH A LIST OF ON-CALL CONTRACTORS THAT WE CAN USE TO ACCOMPLISH PROJECTS THAT ARE A LITTLE MORE THAN WHAT WE'RE ABLE TO DO IN HOUSE.

AND WE'LL BE ABLE TO GET THOSE DONE QUICKER THAN IF WE WERE TO BID THEM OUT INDIVIDUALLY.

SINCE OUR LAST MEETING, THE ARTHUR HORN PART AND THE PRELIMINARY INVESTIGATION, INVESTORY, EXCUSE ME, FEASIBILITY REPORT WAS DRAFTED AND SENT TO US FOR APPROVAL.

UM, ALSO SINCE THEN THE DRAFT WAS FINALIZED.

IT WAS SENT TO THE STATE CONSERVATIONIST FOR HER APPROVAL.

IT WAS APPROVED AND APPROVED TO MOVE FORWARD WITH THE PLANNING PHASE.

ABOUT A MILLION DOLLARS HAS BEEN ALLOCATED FOR THIS EFFORT.

AND SO WE LOOK FORWARD TO GETTING STARTED WITH OUR RELATIONSHIP WITH THE NATURAL RESOURCES CONSERVATION SERVICE.

UH, THE REPORT WILL COVER FIVE MAJOR PROJECTS AND LEVEL MINOR PROJECTS.

UM, I WILL NOT BE, I WOULD, UH, JUST BE GOING THROUGH A COUPLE OF THEM, A COUPLE OF THE MAJOR AND A COUPLE OF THE MINOR.

SCOPE OF WORK INCLUDED A GRIN AND CLEARING A THOUSAND LINEAR FEET OF WORK SHELF BY SUBCONTRACTOR RECONSTRUCTING AND HEATING OUT 9 35 LINEAR FEET OF CHANNEL DITCH.

INSTALLING TWO ACCESS PIPES, TWO BLEEDER PIPES WRAP AND HIGH DECEIVING FOR LOAD CONTROL AND GET.

ANOTHER OF THE MAJOR PROJECTS I LIKE SPEAK ABOUT IS THE, UH, OUT PALM PALM MAINTENANCE.

UM, THE SCOPE OF WORK INCLUDED THE ORDERING PALM, REMOVING DEBRIS FROM THE PER THE POND, REPAIRING CHECK, INSTALLING ALSO FOR EROSION CONTROL AROUND THE POND.

MOST OF OUR PONDS OVER THERE ARE OUR CHANNEL DITCHES FLOW FLOW INTO THE, OR DRAIN THE POND AND, AND FLOWS OUT TO THE, THE RIVER.

THEY TWO PREVENT FLOODING FROM, UH, THE HOMEOWNERS AND, UM, EVERYONE YOU KNOW AND THE LANDOWNERS ON LABOR VALLEY.

UH, SOME OF THE MIN THE MINOR PROJECTS, UM, SOME OF THE MINOR PROJECTS THAT STORMWATER HAD DONE IS, UH, PARK AND THAT SCOPE WORK INCLUDED THE SINK POOL AROUND ONE OF THE, WE CATCH BASIN ENDS IN THE PARKING LOT, UH, IN THE PARK.

AND ANOTHER ONE OF THE MINOR PROJECTS WILL BE, UM, THE TOWN OF HILTON HEAD BAT TRUCK, VACUUM TRUCK.

THE PRO, THIS PROJECT IMPROVED 514 LINEAR FEET OF JANER SYSTEM.

THE SCOPE OF WORK INCLUDED CLEANING OUT TWO CATCH BASINS, SETTING ONE DRIVEWAY PIPE, FOUR CROSSLINE PIPE, AND 174 LINEAR FEET OF CHANNEL PIPE AND 320 LINEAR FEET OF ROADSIDE PIPE.

CLEAN AND JETTED, 20 LINEAR FEET OF TROUGH PIPE.

YEAH, TROUGH OF UM, LIKE I SAID AGAIN, IF ALL OF THE WORK, THE SCOPE OF WORK DONE IS IN THE BACK, UM, AFTER THE NEXT PAGE OVER, IF YOU LOOK, YOU HAVE THE MAP OF THE AREA OF THE WORK, UH, WHERE THE WORK WAS DONE AND THE PRESCRIPTION OF HOW THE WORK WAS DONE.

THIS WAS DONE IN CONJUNCTION WITH ANDREWS ENGINEERING AND FOUR WATERS ENGINEERING.

STEVE ANDREWS, ONE OF OUR STORMWATER UTILITY BOARD MEMBERS, HELPED US OUT WITH THIS PROJECT.

ANDREW KLOSTERMAN WAS THE PROJECT ENGINEER AND WE DEALT WITH ARTHUR O' KELLY IN THE CE AND I PORTION OF THE PROJECT.

SO NOW GOING TO THIS MATH SLIDE, THIS SHOWS THE COLLAGEN RIVER BASIN WHERE WE ARE STANDING TODAY AND WHERE THE PROJECT IS LOCATED.

THIS SHOWS THE DIFFERENT SOIL TYPES AND THE WATER AND WHAT IS WETLANDS AND GIVES CONTEXT FOR THIS PROJECT AND THE, THE NEED FOR IT.

THE OK T RIVER THAT THIS POND DISCHARGES INTO IS AN APPROVED T M D L A T M D L IS A TOTAL MAXIMUM DAILY LOAD DESIGNATED WATER BODY.

AND IT'S AN IMPAIRMENT DESIGNATION THAT DOES NOT GO AWAY.

BASICALLY THE TOTAL MAXIMUM DAILY LOAD IS THE MAXIMUM AMOUNT OF POLLUTANT THE WATER BODY CAN TAKE ON IN A DAY FOR THE STANDARDS IN THIS CASE IN THE OT, WHICH ARE SHELLFISH TO BE FULLY SUPPORTED.

THE GOALS OF THE PROJECT.

ULTIMATELY WE WANTED TO CAPTURE AND TREAT THE STORMWATER RUNOFF, WHICH IN THIS CASE COMES FROM THE S SC D O T ROADWAY.

AND SO WE ACCOMPLISHED THAT THROUGH A WEIR AND STORMWATER PIPE CONNECTION FROM THE HIGHWAY TO THE POND.

AND THEN WE WANT TO IMPROVE WATER QUALITY IN THE O E T RIVER WITH THE OPEN OR NOT THE OPEN WITH THE ULTIMATE GOAL OF REOPENING THE SHELLFISH BEDS FOR HARVEST.

AS AN MS FOUR, IT'S OUR RESPONSIBILITY TO TREAT WATER AND OUR PORTION OF DISCHARGE INTO THOSE TMDL IMPAIRED WATER BODIES.

AND SO THIS IS THE WAY THAT WE'VE TRIED TO DO THAT.

MOVING TO THE NEXT SLIDE, THE PROJECT DETAILS.

WE ARE ON A JUST OVER 20 ACRE LOTS THAT WAS PURCHASED BY BUFORT COUNTY.

THE LARGE MAJORITY OF IT WAS IN PLANTED PINE, WHICH YOU STILL SEE REMNANTS OF BEHIND YOU.

AND THEN NINE ACRES OF THIS PROJECT IS FORESTED WETLAND.

WE'RE RIGHT OFF OF THE MAJOR THOROUGHFARE HIGHWAY ONE 70, ALSO KNOWN AS OKEE HIGHWAY.

AND IN CLOSE PROXIMITY TO SUN CITY JUST ACROSS THE WAY.

AND LIKE I'VE SAID BEFORE, WE WANT TO REDIRECT THAT STORM WATER RUNOFF FROM THE ROADWAY TO THIS POND TO HOPEFULLY TREAT IT BEFORE IT DISCHARGES INTO THE OKEE RIVER.

I REALLY LIKED THIS PICTURE FOUND IN SOME PREVIOUS PRESENTATIONS.

I THOUGHT IT GAVE GOOD CONTEXT TO THE POND'S PROXIMITY TO THE HEADWATERS OF THE OT RIVER.

YOU'LL ALSO SEE PREVIOUS CAPITAL IMPROVEMENT PROJECT OKEE WEST IN THE SCOPE OF THIS MAP.

MOVING ON TO THE DESIGN DETAIL SLIDE.

THE POND ITSELF IS THREE AND A HALF ACRES.

IT'S NINE FEET DEEP WITH A SEVEN FOOT TREATMENT DEPTH, WHICH REMEMBER THAT I'M GONNA COME BACK TO THAT DEPTH.

AND THE ESTIMATES BEFORE CONSTRUCTION FOR POLLUTANT REMOVAL WERE THOSE NUMBERS THAT YOU SEE THERE.

JUST TO HIT ON THE BRIGHT ONE, THE FECAL COLIFORM, WHICH IS THE IMPAIRMENT DESIGNATION OF THE OT, WE HOPE TO REMOVE JUST ABOUT 3 TRILLION COUNTS A YEAR.

WE ARE SITTING HERE, I KNOW MY FINGER IS FUTILE IN THIS CASE, BUT THAT'S WHERE WE ARE NOW FOR REFERENCE.

NEXT SLIDE WITH THE CHARTS, THESE ARE THE ORIGINAL NUMBERS.

DESIGN CHANGED A LITTLE BIT AS WE WERE IN CONSTRUCTION, WHICH I'LL EXPLAIN IN A MINUTE.

NUMBERS ARE HARD TO PRESENT, BUT I DO WANNA HIT ON THE PERCENT REDUCTION

AND THAT'S IN FLOW.

I TALKED ABOUT THE WATER QUALITY.

THIS IS WATER QUANTITY REDUCTION.

AND SO FOR THE TWO YEAR STORM THAT WE EXPERIENCE MOST FREQUENTLY, THIS POND WOULD REDUCE THE PEAK FLOW BY OVER 75% AND STILL REDUCE THE PEAK FLOW BY OVER 50% AT THE A HUNDRED YEAR STORM.

NEXT, GOING TO THE DESIGN ALTERATION SLIDE, STORMWATER UTILITY BOARD MEMBERS, YOU REMEMBER THAT THIS PROJECT WAS HALTED BACK IN THE WINTER DUE TO A UTILITY CONFLICT.

AND WE TOLD Y'ALL ABOUT THAT, BUT I THOUGHT IT WOULD BE INTERESTING TO PRESENT WHAT ACTUALLY CHANGED IN THAT AND WHY THINGS WERE SLOWED DOWN.

SO THE PICTURE BEHIND THIS IS THE ALTERED PLAN SET, AND YOU'LL SEE THESE REVIEW CLOUDS.

THEY POINT OUT WHAT WAS CHANGED IN THE PLAN AND THEN I'LL SUM THAT UP IN THE CENTER.

SO THE PROPOSED SIX FOOT CATCH BASIN, OR EXCUSE ME, THAT WAS EXISTING, AND WE WERE GONNA USE THAT FOR THIS NEW CONSTRUCTION NEEDED TO BE REPLACED WITH A DEEPER CATCH BASIN SO THAT WE COULD GET UNDER THE FORCE MAIN, THE SEWER PIPE WITHOUT HAVING TO MOVE IT.

THAT WOULD'VE BEEN A COSTLY EFFORT AND PROLONGED THE CONSTRUCTION OF THE POND.

ALSO, TO GET UNDER THAT FORCE VEIN, WE NEEDED TO USE ELLIPTICAL PIPE.

THAT WAS REALLY COOL FOR ME, SIZING THOSE IN SCHOOL AND THEN COMING HERE AND GETTING TO USE THAT SO QUICKLY.

AND AS A RESULT OF NEEDING TO GET THE PIPE LOWER, THE NORMAL WATER LEVEL OF THE POND ALSO NEEDED TO BE LOWER.

AND SO THAT RESULTED IN EXCAVATION OF THE FOR BAY, WHICH IT'S EXCAVATED AND NOTCH IN THE FAR SIDE ON THAT END.

AND ALSO FORESTS WERE NEEDED TO BE MADE IN THE OUTLET STRUCTURE THAT YOU'LL SEE ACROSS THE POND IN THE CORNER.

THIS WOULD PROMOTE POSITIVE DRAINAGE BY PROVIDING A SUFFICIENT HEAD PRESSURE THAT ALLOWED THE PIPE DOWN UNDER THAT RIP WRAP APRON TO DRAIN AND NOT IMPACT THE C D O T ROADWAY.

AS A RESULT, A LOWER NORMAL WATER LEVEL GIVES A LOWER TOTAL VOLUME OF THE POND, WHICH RESULTS IN A LOWER HYDRAULIC RETENTION TIME.

AND SO WATER QUALITY NUMBERS ARE AFFECTED A LITTLE BIT BY THAT, BUT WE'RE NOT SURE TO WHAT EXTENT YET.

MOVING TO THE NEXT SLIDE ABOUT FUNDING.

AS WE'VE MENTIONED, THIS PROJECT WAS FUNDED BY SECTION THREE 19 NONPOINT SOURCE IMPLEMENTATION GRANT, WHICH IS A PRODUCT OF THE EPA CLEAN WATER ACT, WHICH TURNED 50 YESTERDAY.

I'LL ADD.

AND IT'S ADMINISTERED THROUGH THE SOUTH CAROLINA DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL.

SO WE'VE WORKED WITH OUR STATE OFFICE ON THIS EFFORT.

THE GRANTS A THREE YEAR GRANT.

IT WAS AWARDED IN 2018, AND YOU'LL NOTICE THAT WE'RE SITTING HERE IN 2022.

SO WE HAD SOME EXTENSIONS GRANTED DUE TO THE UTILITY CONFLICT AND THE PROLONGED CONSTRUCTION AS A RESULT OF THAT.

YOU'LL SEE HERE IN THE MIDDLE OF THE PAGE THAT THIS GRANT FUNDED A THIRD OF THE CONSTRUCTION COSTS.

AND THAT'S BECAUSE THREE 19 GRANTS JUST FUND THE WATER QUALITY PORTIONS OF THE PROJECT.

AND SO THE REST OF THE COSTS RECOVERED BY THE STORMWATER UTILITY FUNDS AND MORE SPECIFICALLY OUR CAPITAL IMPROVEMENT PROJECT.

THE GRANT WAS JUSTIFIED AS THE PROJECT IS PROPOSED AND EX IS EXPECTED TO REDUCE 80% OF THE VEHICLE COLIFORM BACTERIA FOR THIS DRAINAGE BASIN.

MOVING ON TO THE FIRST PICTURE SLIDE.

THIS IS FROM LATE JUNE OF 2021.

I TOOK THIS PICTURE, MY FIRST VISIT OUT HERE, THEY WERE STILL ACTIVELY CLEARING THE TREES FROM THIS AREA.

YOU'LL NOTE THAT IT'S REALLY WET AND BOGGY, WHICH WE EXPECTED IT TO BE TODAY.

I'M GLAD IT'S NOT.

SO FROM THERE, FLIPPING TO THE JULY 30TH PICTURE, YOU'LL SEE THAT IN JUST OVER A MONTH, THE SITE CAME A LONG WAY.

THEY STARTED SCORING OUT WHERE THEY WOULD DIG THE POND.

MOVING TO THE NEXT PICTURE IN MID AUGUST, THE POND GOT A LITTLE DEEPER.

THE SLOPES ARE PRETTY STEEP AND YOU'LL SEE THAT THEY HIT GROUNDWATER.

IN THIS TIME, THE CONTRACTOR OVER EXCAVATED THE POND IN ORDER TO FLIP SOME DIRT, PUT SOME OF THE GOOD DIRT THAT WAS IN THE BOTTOM OF THE POND UP HERE ON THE BANK, AND SOME OF THE LESS IDEAL DIRT STRUCTURALLY IN THE BOTTOM OF THE POND.

GOING TO THE NEXT SLIDE, NOVEMBER 5TH, 2021, THIS WAS TAKEN FROM THAT END OF THE POND BACK HERE.

THERE'S NO WATER IN THE POND.

THEY WERE ACTIVELY

DEWATERING FROM THE GROUNDWATER IMPACTS.

BUT THEN WHEN WE FAST FORWARD TO NOVEMBER 23RD, IT'S A VERY DIFFERENT SCENE.

THE POND CAME TOGETHER QUICKLY.

THE FOUR BAY WAS CONSTRUCTED.

AND I LIKE THIS PICTURE BECAUSE YOU GET A DRIVE VIEW OF WHAT'S UNDERWATER.

NOW THE FOUR BAY CATCHES, THE INITIAL RUNOFF THAT'S ENTERING THE POND, ALLOWS IT TO PRETRE AND HOPEFULLY CATCH SOME OF THAT TRASH THAT ROADWAYS ARE PRONE TO.

AND THEN FROM THERE, WHEN THE WATER'S READY TO OVERFLOW THE FOUR BASE STRUCTURE, IT CAN FLOW INTO THE MIDDLE OF THE POND AND ULTIMATELY OUT TO THE OUTLET.

WHICH ON THAT NOTE, THE NEXT PICTURE FROM EARLY JANUARY OF THIS YEAR WAS ONE THAT KATIE TOOK ON HER DRONE.

I LOVE THIS SHOT BECAUSE IT GIVES PERSPECTIVE ON THE OUTLET STRUCTURE.

AND YOU'LL SEE THE EMERGENCY OUTFLOW IS THE RIP WRAP APRON TO THE RIGHT OF THE OUTFLOW STRUCTURE.

THIS IS THE OTHER SIDE OF THE PREVIOUS PICTURE.

SO OUTLET STRUCTURE ON ONE SIDE, BUT THEN FROM WHAT WE CAN'T SEE, IF WE WERE LOOKING BACK THIS WAY, THIS IS WHAT WE'D SEE THE OUTLET STRUCTURE DISCHARGES TO SOME RIP WRAP AND THEN THE WATER IS ABLE TO SHEET FLOW TO THE NATURAL WETLAND A COUPLE HUNDRED YARDS THAT WAY.

SO WHAT'S NEXT AS WE WRAP THIS PROJECT UP? I'M SURE YOU'RE WONDERING WHAT WE'RE DOING, WHY THIS IS STILL ACTIVE.

WE'RE COORDINATING WITH D H AND ALSO OUR FOR WATERS CONSULTANT TO PROVIDE THE FINAL REPORT NEEDED TO CLOSE OUT THE THREE 19 GRANT.

WE'VE SUBMITTED THE CLOSEOUT PAPERWORK TO THE TOWN OF LEFTON IN COORDINATION WITH ANDREWS ENGINEERING AND R C E AND I INSPECTOR THERE.

AND WE ARE ALSO GONNA START ENGAGING IN THE ROUTINE MAINTENANCE SCHEDULE.

SO THE GRASS CUTTING, INSPECTING THE OUTLET, INSPECTING THE INLET, AND ANY OTHER THINGS THAT MAY NEED TO BE DONE.

WE'LL START KEEPING AN EYE OUT FOR THAT.

SO WITH THAT, I'LL TAKE ANY QUESTIONS ON THE POND.

AND THIS IS A CASE OF A SUPER SUCCESSFUL ONE THAT WE HOPEFULLY ALL WILL BE AS SUCCESSFUL AS THIS ONE.

UH, AT THIS STAGE, UH, I WOULD ASK IS THERE ANY ADDITIONAL PUBLIC COMMENT? YEAH, SO THIS IS MOSTLY FOR THE BOARD MEMBERS.

I JUST WANNA MAKE YOU AWARE THAT DECEMBER IS GOING

TO BE A REALLY BIG MONTH FOR Y'ALL AND SOME OF THE THINGS THAT WE'RE GONNA BE ASKING FOR.

SO, UM, WE HAVE NOT YET HEARD ANY GUIDANCE FROM THE COUNTY AS FAR AS WHEN OUR BUDGETS ARE GONNA BE DUE, BUT THAT IS SOMETHING THAT TYPICALLY IN THE DECEMBER OR JANUARY TIMEFRAME WE'RE BRINGING TO Y'ALL'S ATTENTION FOR APPROVAL.

UM, AND THAT'S A BIG PORTION OF WHAT WE TALK ABOUT.

WE'RE ALSO GONNA BE TALKING ABOUT OUR SETTING OUR MEETING SCHEDULE FOR NEXT YEAR.

SO IF YOU LIKE THE EVERY OTHER MONTH, LET US KNOW.

SO WE WILL BE GIVING YOU THE 600 PAGE DOCUMENT AGAIN FOR YOUR REVIEW.

WE WILL BE CERTAIN TO CALL OUT THOSE AREAS THAT HAVE BEEN CHANGED AND AMENDED, BUT JUST TO LET YOU KNOW THAT'S GONNA BE ON THE RADAR FOR THAT MEETING.

AND THEN LASTLY, LIKE JACOB TERRY MENTIONED WITH THE TOWN, WE ARE ALSO TAKING A LOOK AT OUR STORM WATER FEES.

WE REALLY, AS FAR AS I SHOULD SAY, PERMITTING GOES, WE'RE A LITTLE BEHIND THE BALL.

AND WHEN I SAY A LITTLE, I REALLY MEAN A LOT BEHIND THE BALL WITH WHAT WE, UM, CHARGE CONTRACTORS AND DEVELOPERS TO DO WORK AND BE FOR COUNTY.

UM, BECAUSE IT IS SO AFFORDABLE TO DO WORK.

UH, AS FAR AS OBTAINING A PERMIT, UM, THERE'S A LOT OF BURDEN THAT'S PLACED ON JULIANA'S POSITION BECAUSE SHE ENDS UP ACTING LIKE A QA QC PERSON FOR DEVELOPMENT.

AND THAT IS NOT THE PURPOSE OF JULIANA'S JOB.

SO THAT BEING SAID, WE ARE BRINGING A REVISED FEE SCHEDULE FOR YOU ALL TO VOTE ON.

I WILL SAY IT'S GONNA BE A LOT MORE AGGRESSIVE THAN THE EXISTING $75.

WE CHARGE FOR A PERMIT FOR STORM WATER IN BEAUFORT COUNTY.

UM, AND WE'RE ALSO PLANNING ON INCREASING THE FEE FOR THE SINGLE FAMILY RESIDENTIAL HOMES.

THAT ONE WON'T BE QUITE AS AGGRESSIVE.

UM, AGAIN, WE TOOK A COMPREHENSIVE LOOK AT WHAT PEOPLE IN THE STATE ARE CHARGING, WHAT OUR LOCAL MUNICIPALITIES ARE CHARGING, AND REALLY KIND OF WAS ABLE TO PICK AND CHOOSE WHAT WE THOUGHT WAS MOST APPROPRIATE FOR OUR AREA.

SO JUST TO LET YOU KNOW, BE PREPARED FOR THAT TWO PLUS HOUR MEETING BECAUSE DECEMBER IS GONNA TAKE EVERY SECOND OF THAT.

WE FOUND THAT OUR AGENDA WAS, WAS FAIRLY SMALL.

THE MEETINGS USUALLY LASTED LESS THAN ONE HOUR.

AND SO WE MOVED, UH, TO A QUARTERLY MEETING.

WE HAD ONE EVERY THREE MONTHS, AND THE AGENDA GOT EXTREMELY LONG.

SO THEN WE SAID, WELL, LET'S TRY TO MEET IN THE MIDDLE.

IT MADE THE STAFF, UH, A LITTLE MORE EFFECTIVE AND A LITTLE LESS, UH, UH, MONTHLY, UH, PAPERWORK INTENSIVE FOR THEM, UH, TO PUT TOGETHER THE, THE BOOKLETS AND THE AGENDA AND GET THE INFORMATION AND, UH, TABLES.

SO WE MOVED TO EVERY OTHER MONTH AND WE SAID SEVERAL TIMES A YEAR WE DO OUTSIDE MEETINGS, UH, AT COMPLETED OR NEAR COMPLETED PROJECTS TO GIVE EVERYONE A CHANCE TO SEE EXACTLY WHAT WAS GOING ON.

SO AGAIN, WE WILL TALK ABOUT THAT AT OUR NEXT MEETING FOR 2023, WHETHER WE WANNA MAINTAIN THE EVERY OTHER MONTH.

SO YOU'VE GOT A FEEL FOR FOR MANY SEVERAL OF YOU, FOR, UH, JIM FOR A LONG TIME.
